    Brooklyn Union has been involved with the development of commercial fuel cells since the late 1960s. In the early 1990`s, the ONSI Corporation began a limited first-of-its-kind production run of a 200-kW system. ONSI`s Model PC-25 remains the only commercially available on-site fuel cell system. Brooklyn Union is currently operating a PC-25 at St. Vincent`s Medical Center in Staten Island, NY. In December of 1989, Brooklyn Union signed a contract with ONSI for the purchase of one of the first PC-25s. Installation of this unit began in September 1992, and the system went on line in October. The system is operating at an electrical efficiency of 36.8% (based on higher heating value) with a combined thermal/electrical efficiency of nearly 71.5%.     Coalbed methane (CBM) is currently the hottest area of energy development in the Rocky Mountain area. The Powder River Basin (PRB) is the largest CBM area in Wyoming and has attracted the majority of the attention because of its high permeability and relatively shallow depth. Other Wyoming coal regions are also being targeted for development, but most of these areas have lower permeability and deeper coal seams. This project consists of the development of a CBM stimulation system for deep coal resources and involves three work areas: (1) Well Placement, (2) Well Stimulation, and (3) Production Monitoring and Evaluation. The focus of this project is the Washakie Basin. Timberline Energy, Inc., the cosponsor, has a project area in southern Carbon County, Wyoming, and northern Moffat County, Colorado. The target coal is found near the top of the lower Fort Union formation. The well for this project, Evans No.1, was drilled to a depth of 2,700 ft. Three coal seams were encountered with sandstone and some interbedded shale between seams. Well logs indicated that the coal seams and the sandstone contained gas. For the testing, the upper seam at 2,000 ft was selected. The well, drilled and completed for this project, produced very little water and only occasional burps of methane. To enhance the well, a mild severity fracture was conducted to fracture the coal seam and not the adjacent sandstone. Fracturing data indicated a fracture half-length of 34 ft, a coal permeability of 0.2226 md, and permeability of 15.3 md. Following fracturing, the gas production rate stabilized at 10 Mscf/day within water production of 18 bpd. The Western Research Institute (WRI) CBM model was used to design a 14-day stimulation cycle followed by a 30-day production period. A maximum injection pressure of 1,200 psig to remain well below the fracture pressure was selected. Model predictions were 20 Mscf/day of air injection for 14 days, a one-day shut-in, then flowback.     The former Soviet Union made a major commitment to Cogeneration. The scale and nature of this commitment created a system conceptually different from Cogeneration in the west. The differences were both in scale, in political commitment, and in socio economic impact. This paper addresses some of the largest scale Cogeneration programs, the technology, and the residual impact of these programs. The integration of the Cogeneration and nuclear programs is a key focus of the paper. Soviet designed nuclear power plants were designed to produce both electricity and heat for residential and industrial uses. Energy systems used to implement this design approach are discussed. The significant dependence on these units for heat created an urgent need for continued operation during the winter. Electricity and heat are also produced in nuclear weapons production facilities, as well as power plants. The Soviets also had designed, and initiated construction of a number of nuclear power plants {open_quotes}ATETs{close_quotes} optimized for production of heat as well as electricity. These were canceled.

    A rotary union for rotatably supporting an ultrasonic probe operable to nondestructively measure the thickness of steam generator tubes to determine the amount of corrosion experienced by the tubes includes a stationary body having a bore therethrough and an outlet drain, and a fitting rotatably mounted within the upper end of the body. The fitting has a bore aligned with the bore of the body. An electrical cable positioned within a water supply tube in an annular arrangement passes through the bore of the body and the bore of the fitting. This annular arrangement, in turn, is positioned within a connector element which extends outwardly from the fitting bore and is connected to the ultrasonic probe. An elastomeric lower bushing seals the annular arrangement to the lower end of the rotary union body and an elastomeric upper bushing seals the connector element to the fitting to permit the connector element and the ultrasonic probe connected thereto to rotate with the fitting relative to the body. The lower and upper bushings permit water to be passed through the annular arrangement and into the ultrasonic probe and thereafter discharged between the annular arrangement and the connector element to the outlet drain of the rotary union body.

    In the Soviet Union, just as in the West, the civilian nuclear industry emerged from research work undertaken for nuclear weapons development. At first, researchers tried various techniques for physical separation of uranium isotopes: electromagnetic and molecular-kinetic thermo-diffusion methods; gaseous diffusion; and centrifuge methods. All of those methods, which are based primarily on differences in the atomic mass of uranium isotopes, called for extensive research and the development of new, technically unprecedented equipment. Gradually gaseous diffusion and gas centrifuge technology became recognized as most feasible for industrial use, so research on other methods was terminated. Industrial-scale uranium enrichment in the Soviet Union began in 1949 using the gaseous diffusion method; by the early 1960s, centrifuge technology was in use on an industrial scale. All Soviet production of highly-enriched, weapons-grade uranium was halted in 1987. The Soviet Union now has four enrichment plants in operation (at classified locations), solely for civilian nuclear power needs. All four enrichment plants have centrifuge modules, and enrichment provided by gaseous diffusion accounts for less than 5% of their total output. Two of the four enrichment plants also incorporate facilities for conversion to uranium hexafluoride (UF{sub 6}).

    We present proper motions and astrometric membership analysis for 15,750 stars around the intermediate-age open cluster NGC 6819. The accuracy of relative proper motions for well-measured stars ranges from {approx}0.2 mas yr{sup -1} within 10' of the cluster center to 1.1 mas yr{sup -1} outside this radius. In the proper motion vector-point diagram, the separation between the cluster members and field stars is convincing down to V {approx} 18 and within 10' from the cluster center. The formal sum of membership probabilities indicates a total of {approx}2500 cluster members down to V {approx} 22. We confirm the cluster membership of several variable stars, including some eclipsing binaries. The estimated absolute proper motion of NGC 6819 is {mu}{sub x}{sup abs}=-2.6{+-}0.5 and {mu}{sub y}{sup abs}=-4.2{+-}0.5 mas yr{sup -1}. A cross-identification between the proper motion catalog and a list of X-ray sources in the field of NGC 6819 resulted in a number of new likely optical counterparts, including a candidate CV. For the first time we show that there is significant differential reddening toward NGC 6819.

    The pros and cons of nuclear power are similar in many countries, but the following pro factors are specific to the Soviet Union: the major sources of conventional fuel are in one area of the country, but energy consumption is concentrated in another; and a large portion of energy is generated using oil and gas. The arguments against nuclear power are as follows: safety requirements and expectations have been increased; and public opinion is negative. A program of nuclear power generation has been developed. New techniques are being implemented to increase safety and enhance operations of different types of nuclear power plants. Its should be obvious in the future that a nuclear power plant has better economic and environmental parameters than existing methods of power generation.

    The US DOE is facing a growing jurisdictional dispute over which unions will perform the majority of clean-up work at its facilities. Unions affiliated with the AFL-CIO Metal Trades Council representing operations employees at the sites believe they have a fundamental right to work.     Given a large time-evolving network, how can we model and characterize the temporal behaviors of individual nodes (and network states)? How can we model the behavioral transition patterns of nodes? We propose a temporal behavior model that captures the 'roles' of nodes in the graph and how they evolve over time. The proposed dynamic behavioral mixed-membership model (DBMM) is scalable, fully automatic (no user-defined parameters), non-parametric/data-driven (no specific functional form or parameterization), interpretable (identifies explainable patterns), and flexible (applicable to dynamic and streaming networks). Moreover, the interpretable behavioral roles are generalizable, computationally efficient, and natively supports attributes. We applied our model for (a) identifying patterns and trends of nodes and network states based on the temporal behavior, (b) predicting future structural changes, and (c) detecting unusual temporal behavior transitions. We use eight large real-world datasets from different time-evolving settings (dynamic and streaming). In particular, we model the evolving mixed-memberships and the corresponding behavioral transitions of Twitter, Facebook, IP-Traces, Email (University), Internet AS, Enron, Reality, and IMDB. The experiments demonstrate the scalability, flexibility, and effectiveness of our model for identifying interesting patterns, detecting unusual structural transitions, and predicting the future structural changes of the network and individual nodes.

    Quiet, clean, and efficient, electric vehicles (EVs) may someday become a practical mode of transportation for the general public. Electric vehicles can provide many advantages for the nation's environment and energy supply because they run on electricity, which can be produced from many sources of energy such as coal, natural gas, uranium, and hydropower. These vehicles offer fuel versatility to the transportation sector, which depends almost solely on oil for its energy needs. Electric vehicles are any mode of transportation operated by a motor that receives electricity from a battery or fuel cell. EVs come in all shapes and sizes and may be used for different tasks. Some EVs are small and simple, such as golf carts and electric wheel chairs. Others are larger and more complex, such as automobile and vans. Some EVs, such as fork lifts, are used in industries. In this fact sheet, we will discuss mostly automobiles and vans. There are also variations on electric vehicles, such as hybrid vehicles and solar-powered vehicles. Hybrid vehicles use electricity as their primary source of energy, however, they also use a backup source of energy, such as gasoline, methanol or ethanol. Solar-powered vehicles are electric vehicles that use photovoltaic cells (cells that convert solar energy to electricity) rather than utility-supplied electricity to recharge the batteries. This paper discusses these concepts.

    Electric steel production from scrap metal continues to grow both in total quantity and in market share. The economics of electric-steel production in general, and of electric minimills in particular, seem clearly established. The trend towards electric steelmaking provides significant economic and competitive advantages for producers and important overall economic, environmental, and energy advantages for the United States at large. Conversion to electric steelmaking offers up to a 4-to-1 advantage in terms of the overall energy used to produce a ton of steel, and s similar savings in energy cost for the producer. The amount of old scrap used to produce a ton of steel has doubled since 1967 because of the use of electric furnaces.

    The European Union has implemented the European Union emission trading scheme (EU ETS) as an instrument to facilitate greenhouse gas (GHG) emission abatement stipulated in the Kyoto protocol. Empirical data show that in the early stages of the EU ETS, the value of a ton of CO{sub 2} has already led to emission abatement through switching from coal to gas in the European electric power sector. In the second part of this paper, an electricity generation simulation model is used to perform simulations on the switching behavior in both the first and the second trading periods of the EU ETS. In 2005, the reduction in GHG emissions in the electric power sector due to EU ETS is estimated close to 88 Mton. For the second trading period, a European Union allowance (EUA) price dependent GHG reduction curve has been determined. The obtained switching potential turns out to be significant, up to 300 Mton/year, at sufficiently high EUA prices.

    Over the last 10 years, Brooklyn Union Gas Co. has undergone significant changes in the methods it has used to install gas service and gas main systems. Recently, Brooklyn Union engineers developed a user friendly method of replacing steel and cast iron gas mains and service lines with same size or larger polyethylene pipe without using conventional trench excavation. The system, known as the ''Bullet'' pipe replacement system, involves splitting steel and cast iron pipe using a series of rolling cutter wheels. After consecutive cutting wheels completely penetrate both pipe and fittings, both pipe and soil are spread with an expander and new polyethylene pipe is inserted. The ''Bullet'' pipe splitting system for 1[1/4] in. (32 mm) through 6 in. (150 mm) diameter has been developed.

    The City of West Union, Iowa, installed a closed-circuit geothermal heating and cooling system designed to heat and cool 330,000 square feet of mixed used space in the downtown area, including 80% of the 60 downtown buildings.     Five years ago, the management at Brooklyn Union embarked on a long, hard look at the way the company conducted business. In effect, they stepped into their customers` shoes. Business Process Improvement (BPI) is designed to construct a lasting corporate culture that can help Brooklyn Union meet its stated goal of becoming the premier energy company in the Northeast. A major component of that culture involves a dedication to service and cost management that is as solid as their credit ratings. To date, the bottom line on BPI has been impressive: By 1995, the customer satisfaction rating, which had been hovering in the `80s, had shot up to 95%. The management commitment has come in the form of resources, and a willingness to put its money where its mouth is (rewards for performance). The employee buy-in has shown up in those outstanding ratings from customers and in the financial results. Changing the culture of any long-established entity is never easy, whether it be on the micro-level (a family, for instance) of the macro-level (a country). It involves issues of trust, and a certain leap of faith that the new approach will bring results. Communication and education are two of the keys to gaining that participation. The company was able to impress upon employees the need for change--in particular the need for them to begin thinking like customers. The paper discusses the implementation of this re-engineering strategy.

    Union Pacific Railroad is testing LNG in six locomotives through 1997 to determine if the liquefied natural gas technology is right for them. Two of the six LNG test locomotives are switch, or yard, locomotives. These 1,350 horsepower locomotives are the industry`s first locomotives totally fueled by natural gas. They`re being tested in the yard in the Los Angeles area. The other four locomotives are long-haul locomotives fueled by two tenders. These units are duel-fueled, operating on a mixture of LNG and diesel and are being tested primarily on the Los Angeles to North Platte, Nebraska corridor. All the information concerning locomotive emissions, locomotive performance, maintenance requirements, the overall LNG system design and the economic feasibility of the project will be analyzed to determine if UPR should expand, or abandon, the LNG technology.

The orifices can extend through the conduit body along respective orifice directions, and the rotor and conduit can be configured to provide a line of sight along the orifice direction from the respective orifices to the inner wall.

    The Y-12 Analytical Chemistry Organization (ACO) Off-Site Union Valley Facility (Union Valley Facility) is managed by Babcock and Wilcox Technical Services Y-12, L.L.C.     The former Soviet Union (FSU) was the largest country in the world and was one of the greatest emitters of greenhouse gases to the atmosphere. At the end of the 1980s and the beginning of the 1990s the CO[sub 2] emissions for the FSU amounted to 1.46 Pg C yr[sup [minus]1] (Pg = 10[sup 15] g). Total CH[sub 4] emissions for the FSU were 55.8 Tg C yr[sup [minus]1] (Tg = 10[sup 12] g) or approximately one-third of the global CH[sub 4] emissions; 53% of the FSU CH[sub 4] emissions was contributed by peatlands. Emissions of CFCs were 67 Gg yr[sup [minus]1] (Gg = 10[sup 9] g) and comprised 12% of the global CFCs emissions. The forest sector was a net sink for 0.48 Pg C yr[sup [minus]1] of atmospheric carbon, offsetting approximately one-half of the CO[sub 2] emissions from industrial processes. FSU peatlands accumulated 52 Tg C yr[sup [minus]1], but overall they were a net source of 48 Tg C yr[sup [minus]1] to the atmosphere considering utilization of peat. The net CO[sub 2] emissions of the FSU were 0.68 Pg C yr[sup [minus]1]. The FSU and China shared the fifth and sixth places in the world ranking of net CO[sub 2] emissions. The FSU and European countries shared the fourth and fifth places in the world ranking of net CO[sub 2] emissions per capita.

    The performance of the European Union's Emissions Trading System (EU ETS) to date cannot be evaluated without recognizing that the first three years from 2005 through 2007 constituted a 'trial' period and understanding what this trial period was supposed to accomplish. Its primary goal was to develop the infrastructure and to provide the experience that would enable the successful use of a cap-and-trade system to limit European GHG emissions during a second trading period, 2008-12, corresponding to the first commitment period of the Kyoto Protocol. The trial period was a rehearsal for the later more serious engagement and it was never intended to achieve significant reductions in CO{sub 2} emissions in only three years. In light of the speed with which the program was developed, the many sovereign countries involved, the need to develop the necessary data, information dissemination, compliance and market institutions, and the lack of extensive experience with emissions trading in Europe, we think that the system has performed surprisingly well. Although there have been plenty of rough edges, a transparent and widely accepted price for tradable CO{sub 2} emission allowances emerged by January 1, 2005, a functioning market for allowances has developed quickly and effortlessly without any prodding by the Commission or member state governments, the cap-and-trade infrastructure of market institutions, registries, monitoring, reporting and verification is in place, and a significant segment of European industry is incorporating the price of CO{sub 2} emissions into their daily production decisions. The development of the EU ETS and the experience with the trial period provides a number of useful lessons for the U.S. and other countries. 27 refs., 7 figs., 5 tabs.

    The open cluster NGC 6791 has been the focus of much recent study due to its intriguing combination of old age and high metallicity (?8 Gyr, [Fe/H] = +0.30), as well as its location within the Kepler field. As part of the WIYN Open Cluster Study, we present precise (? = 0.38 km s{sup 1}) radial velocities for proper motion candidate members of NGC 6791 from Platais et al. Our survey, extending down to g' ? 16.8, is comprised of the evolved cluster population, including blue stragglers, giants, and horizontal branch stars. Of the 280 proper-motion-selected stars above our magnitude limit, 93% have at least one radial velocity measurement and 79% have three measurements over the course of at least 200 days, sufficient for secure radial-velocity-determined membership of non-velocity-variable stars. The Platais et al. proper motion catalog includes 12 anomalous horizontal branch candidates blueward of the red clump, of which we find only 4 to be cluster members. Three fall slightly blueward of the red clump and the fourth is consistent with being a blue straggler. The cleaned color-magnitude diagram shows a richly populated red giant branch and a blue straggler population. Half of the blue stragglers are in binaries. From our radial velocity measurement distribution, we find the cluster's radial velocity dispersion to be ? {sub c} = 0.62 0.10 km s{sup 1}. This corresponds to a dynamical mass of ?4600 M {sub ?}.

    A portable, hand held electric arc saw has a small frame for supporting an electrically conducting rotary blade which serves as an electrode for generating an electric arc to erode a workpiece. Electric current is supplied to the blade by biased brushes and a slip ring which are mounted in the frame. A pair of freely movable endless belts in the form of crawler treads stretched between two pulleys are used to facilitate movement of the electric arc saw. The pulleys are formed of dielectric material to electrically insulate the crawler treads from the frame.

    Although the international community is rightly concerned about the dangers of nuclear weapons proliferation in the former Soviet Union, the greatest nuclear threat emanating from that region has nothing to do with weapons. It stems, rather, from the deteriorating state of nuclear safety at the civilian nuclear power plants in Kazakhstan, Lithuanian, Russia, and Ukraine. This situation, caused by a combination of economic, political, and social factors, threatens to undermine the future of nuclear power in the former Soviet Union at the very time when the proponents of nuclear energy appear to be staging a remarkable comeback.
