    The countries of Eastern and Central Europe have emerged from a political system which for decades has ignored protection of human health from hazardous wastes. While the economies of the countries in this region are stretched, awareness and concern about hazardous waste issues are a part of the new realities. At a recent conference sponsored in part by the National Institute of Environmental Health Sciences, representatives of seven countries in the region described the status of hazardous waste programs, issues of major concern, and steps being taken to protect human health. This report summarizes the deliberations, outlines some of the problems remaining in dealing with the legacy of the past, addressing the problems of the present, and providing a framework for future research and collaborative efforts. 30 refs., 1 tab.

  3. Uranium production in Eastern Europe and its environmental impact: A literature survey

    A survey of the unclassified literature was made to determine the location, technology, throughput, and environmental status of the uranium mines and mills that have historically made up uranium production capability in Eastern Europe. Included in that survey were the following countries: the former German Democratic Republic (GDR), now part of a reunited Germany, Czechoslovakia, Romania, Bulgaria, Hungary, and Poland. Until recently, uranium was being produced in five of these six countries (Poland stopped production 20 years ago). The production began directly after World War II in support of weapons production in the Soviet Union. Eastern Europe has produced about two-thirds of the total Soviet uranium inventory historically, or about 330,000 metric tonnes of uranium (NM) [730 million pounds of uranium (MlbU)l out of a total of about 490,000 MTU (1090 NlbU).

    Assistance to Russia, Ukraine, and Central and Eastern Europe countries (CEEC) in the area of nuclear power safety has been undertaken in the United States. The U.S. Department of Energy is responsible for implementing the nuclear safety portion of this assistance. One aspect of this work is to provide near-term improvement to the safety of VVER and RBMK nuclear power plants (NPPs). This activity has been designated as near-term risk reduction (NTRR). This accident risk reduction effort is being conducted by utilizing teams of experts.

    Since 1967, at least six ash utilization symposiums have been held in the United States, with papers presented by several European authors on the utilization of coal by-products in Eastern Europe. There is currently over 80,000 megawatts of installed coal-fired capacity available in that region. Unfortunately, of the 117,778,000 tonnes of fly ash, bottom ash, and slag produced in Eastern Europe in 1989, only 13% was utilized. This paper outlines the research and levels and kinds of coal by-product utilization taking place in Eastern Europe since the late 1960s.

    The Eastern Europe Research Reactor Initiative was established in January 2008 to enhance cooperation between the Research Reactors in Eastern Europe. It covers three areas of research reactor utilisation: irradiation of materials and fuel, radioisotope production, neutron beam experiments, education and training. In the field of education and training an EERRI training course was developed. The training programme has been elaborated with the purpose to assist IAEA Member States, which consider building a research reactor (RR) as a first step to develop nuclear competence and infrastructure in the Country. The major strength of the reactor is utilisation of three different research reactors and a lot of practical exercises. Due to high level of adaptability, the course can be tailored to specific needs of institutions with limited or no access to research reactors. (authors)

    Heating is a vital energy service in Central and Eastern Europe, but the current delivery mechanisms are riddled with problems. District heating (DH) in its present technical form and with the present management structures is an inefficient system which produces expensive heat. Customers cannot control it and react to overheating by opening windows, even in winter. DH facilities together with other forms of individual heating are responsible for air pollution, causing severe impacts on the health of urban residents. The issues relating to DH are discussed, the first World Bank activities and experiences with projects in Poland are analyzed, and the cornerstones of a strategy to support future World Bank financing and the development of sound heating policies in CEE are presented.

    The emergence of an independent Ukraine was one of the most important geopolitical results of the collapse of the former Soviet Union. It dramatically changed the geostrategic map of Europe, creating a critical strategic buffer between Russia and Europe, especially Eastern Europe. But two years after independence, Ukraine is in the midst of a severe political and economic crisis, and engaged in a series of elections that could have major and immediate consequences not only for Ukraine`s political future and security orientation, but for Western policy. Parliamentary elections were held in March, but runoff elections are needed for about one-quarter of the seats, and presidential elections will be held June 26.

  9. Comparison of the post-Chernobyl [sup 137]Cs contamination of mushrooms from eastern Europe, Sweden, and North America

    A comparison was made of 134Cs and 137Cs contamination in fungi from eastern Europe and eastern North America. Mean activities of 25 Ukrainian, 6 Swedish, and 10 North American collections were 4,660, 9,750, and 205 Bq/kg (dry weight), respectively. Additional measurements were made on samples from the Moscow, southern Belarus, and Yugoslavia/Bulgaria regions. Activity values were found to vary by several orders of magnitude within all geographic areas, even for the same mushroom species. Significantly higher specific activities were observed in mycorrhizal species than in saprophytic and parasitic fungi. Unfortunately, many of the European mycorrhizal species considered as prized edibles contained unacceptably high levels of 137Cs (> 1,000 Bq/kg [dry weight]) and should be used sparingly as food. By contrast, no mushrooms collected in Ontario or northern Michigan exceeded 1,000 Bq of 137Cs per kg (dry weight). The excessive 137Cs contamination was evident in mushrooms from areas that had substantial fallout from the 1986 accident in reactor 4 at the Chernobyl nuclear power station. However, observations suggest that about 20% of the 137Cs in eastern Europe (Moscow area, Belarus, and Ukraine) is of non-Chernobyl origin.

  10. Making the market right for environmentally sound energy-efficient technologies: US buildings sector successes that might work in developing countries and Eastern Europe

    Between 1973 and 1985, when energy prices were high, all Organization for Economic Cooperation and Development (OECD) countries improved their E/GNP by about 2.5% annually. Increased energy efficiency accounted for 2/3rds of this improvement; the remaining portion was due to structural changes in the economy. In the US, analytic and policy tools that have successfully promoted energy efficiency include integrated resource planning, energy use labels, energy use standards, ``Golden Carrot`` incentive programs, and revenue-neutral ``feebates.`` In addition, a number of low cost, environmentally sound, energy-efficient technologies, such as electronic ballasts, compact fluorescent lamps, and low-emissivity windows, have recently been developed. We discuss how many of these policies and technologies are probably exportable to developing countries and Eastern Europe, giving examples of successful starts in India, the ASEAN countries, and Brazil.

    The development of national R&D programmes on RAW management in the countries of East Europe is inevitably due to the fact that some of them (Ukraine, Russia, Slovakia, Bulgaria, Romania), have rather developed nuclear power industries, whereas some others are planning their development (Poland, Byelarus, Lithuania, etc.). The majority of East European countries have their own R&D programmes. The territories of these countries are situated within the limits of the East European geological platforms. As to RAW disposal these geological areas and consequently, the geological regions of East European countries are in very different condition. However, all the countries making use of nuclear power and other industries producing RAW, are facing a need to solve the problem of RAW disposal and to develop their own national programmes. Thus, the different geological environments for RAW disposal, which are extremely unfavorable in some countries, may be considered as a reason for joint R&D programmes initiation. The aim of these programmes is a detailed evaluation of geological formations and geological structure of East European countries as to RAW isolation in order to unite the efforts and to increase the efficiency of national R&D programmes as well as to ground subsequent joint actions related to RAW disposal.

    The hearing addresses United States nuclear safety assistance to Russia, Ukraine and the nations of eastern europe operating Soviet-built nuclear powerplants. The primary issue is that Soviet-designed nuclear reactors bore almost no relation to the reactors designed and operated in Western countries. The Soviet reactors were devoid of safety features such as fire protection and containment. The absence of a safety culture and standardized operating procedures were also of great concern. The role and status of assistance by the United States in the future is discussed. Statements of government and industry officials are included, along with documents submitted for the record.

    The Productivity Program of the Marshall Plan made a major contribution to the increase in Western European productivity in the 1950s, well before there was significant policy liberalization, competition, or foreign investment in these countries. Prior to the program, European manufacturing and management practice was a generation behind the US, and productivity was one-third of US levels. The cost of this program over ten years was $300 million, or only 1.5% of Marshall Plan capital assistance. Its 1500 study tours brought tens of thousands of people from European and Asian countries to the United States to observe management and production. On returning home, tour members vigorously spread new ideas throughout their countries, which also received a wide variety of follow-up technical services. Europe`s leaders supported national productivity drives out of fear of communism and social unrest, not in response to competitive market forces. The drives helped firms achieve almost immediate productivity gains with little new investment. This relatively inexpensive idea could increase incomes and improve the supply and variety of consumer goods in present-day Eastern Europe and the former Soviet Union. 17 refs., 3 tabs.

    Coalbed methane (CBM) is currently the hottest area of energy development in the Rocky Mountain area. The Powder River Basin (PRB) is the largest CBM area in Wyoming and has attracted the majority of the attention because of its high permeability and relatively shallow depth. Other Wyoming coal regions are also being targeted for development, but most of these areas have lower permeability and deeper coal seams. This project consists of the development of a CBM stimulation system for deep coal resources and involves three work areas: (1) Well Placement, (2) Well Stimulation, and (3) Production Monitoring and Evaluation. The focus of this project is the Washakie Basin. Timberline Energy, Inc., the cosponsor, has a project area in southern Carbon County, Wyoming, and northern Moffat County, Colorado. The target coal is found near the top of the lower Fort Union formation. The well for this project, Evans No.1, was drilled to a depth of 2,700 ft. Three coal seams were encountered with sandstone and some interbedded shale between seams. Well logs indicated that the coal seams and the sandstone contained gas. For the testing, the upper seam at 2,000 ft was selected. The well, drilled and completed for this project, produced very little water and only occasional burps of methane. To enhance the well, a mild severity fracture was conducted to fracture the coal seam and not the adjacent sandstone. Fracturing data indicated a fracture half-length of 34 ft, a coal permeability of 0.2226 md, and permeability of 15.3 md. Following fracturing, the gas production rate stabilized at 10 Mscf/day within water production of 18 bpd. The Western Research Institute (WRI) CBM model was used to design a 14-day stimulation cycle followed by a 30-day production period. A maximum injection pressure of 1,200 psig to remain well below the fracture pressure was selected. Model predictions were 20 Mscf/day of air injection for 14 days, a one-day shut-in, then flowback.     Under Europe`s recent Directive on competition in electricity, Member States retain immense autonomy to set the competitive agenda within their borders. The result may well be a distinctly skewed - and far from open - trade in electricity, and little opportunity for even large customers to make a meaningful choice of suppliers. The final adoption last year by The European Council - effectively the legislative body of the European Community - of a regulatory measure requiring gradual liberalization of Europe`s electricity market is an event of more symbolic than real significance. During the seven years it has taken to negotiate and compromise upon a suitable legal framework for electricity market liberalization, the European market itself has moved on. Effective implementation of the newly adopted framework rules is unlikely to be a real catalyst for change in its own right, although it could still be an important force in shaping the direction of liberalization programs already underway at the national level. This article will examine the state of electricity market liberalization in what is now known as the European Union - the loose quasi-federal structure which subsists between the 15 Member States of the European Community (EC). It will focus in part upon the provisions of the new EC Directive on the creation of a single market for electricity, and in part upon the complex changes which are gradually transforming the European electricity market.

    Here the authors assess Eastern European risk management practices through the evaluation of the nuclear power plants in the region. This evaluation is limited to the Soviet-designed and -built VVER-440 pressurized water reactors (PWRs) that are currently operating in Bulgaria, Czechoslovakia, Hungary, Russia, and the Ukraine and until recently operated at Greifswald in the former East Germany. This evaluation is based on the basic design of the plants, a safety evaluation of the Greifswald facility by representatives from the Federal Republic of Germany and personal visits by the author to Greifswald and Loviisa.

    In the Soviet Union, just as in the West, the civilian nuclear industry emerged from research work undertaken for nuclear weapons development. At first, researchers tried various techniques for physical separation of uranium isotopes: electromagnetic and molecular-kinetic thermo-diffusion methods; gaseous diffusion; and centrifuge methods. All of those methods, which are based primarily on differences in the atomic mass of uranium isotopes, called for extensive research and the development of new, technically unprecedented equipment. Gradually gaseous diffusion and gas centrifuge technology became recognized as most feasible for industrial use, so research on other methods was terminated. Industrial-scale uranium enrichment in the Soviet Union began in 1949 using the gaseous diffusion method; by the early 1960s, centrifuge technology was in use on an industrial scale. All Soviet production of highly-enriched, weapons-grade uranium was halted in 1987. The Soviet Union now has four enrichment plants in operation (at classified locations), solely for civilian nuclear power needs. All four enrichment plants have centrifuge modules, and enrichment provided by gaseous diffusion accounts for less than 5% of their total output. Two of the four enrichment plants also incorporate facilities for conversion to uranium hexafluoride (UF{sub 6}).

    The performance of the European Union's Emissions Trading System (EU ETS) to date cannot be evaluated without recognizing that the first three years from 2005 through 2007 constituted a 'trial' period and understanding what this trial period was supposed to accomplish. Its primary goal was to develop the infrastructure and to provide the experience that would enable the successful use of a cap-and-trade system to limit European GHG emissions during a second trading period, 2008-12, corresponding to the first commitment period of the Kyoto Protocol. The trial period was a rehearsal for the later more serious engagement and it was never intended to achieve significant reductions in CO{sub 2} emissions in only three years. In light of the speed with which the program was developed, the many sovereign countries involved, the need to develop the necessary data, information dissemination, compliance and market institutions, and the lack of extensive experience with emissions trading in Europe, we think that the system has performed surprisingly well. Although there have been plenty of rough edges, a transparent and widely accepted price for tradable CO{sub 2} emission allowances emerged by January 1, 2005, a functioning market for allowances has developed quickly and effortlessly without any prodding by the Commission or member state governments, the cap-and-trade infrastructure of market institutions, registries, monitoring, reporting and verification is in place, and a significant segment of European industry is incorporating the price of CO{sub 2} emissions into their daily production decisions. The development of the EU ETS and the experience with the trial period provides a number of useful lessons for the U.S. and other countries. 27 refs., 7 figs., 5 tabs.

    In January 1986, the Soviet Union's Mikhail Gorbachev proposed elimination of all nuclear weapons by the year 2000. In April of that year, Mr. Gorbachev proposed substantial reductions of conventional weapons in Europe, from the Atlantic Ocean to the Ural Mountains, including reductions in operational-tactical nuclear weapons. In May 1986, the North Atlantic Treaty Organization (NATO) responded with the Brussels Declaration on Conventional Arms Control,'' which indicated readiness to open East/West discussions on establishing a mandate for negotiating conventional arms control throughout Europe. The Group of 23,'' which met in Vienna beginning in February 1987, concluded the meeting in January 1989 with a mandate for the Conventional Armed Forced in Europe (CFE) negotiations. On 6 March 1989, CFE talks began, and these talks have continued through six rounds (as of April 1990). Although US President George Bush, on 30 May 1989, called for agreement within six months to a year, and the Malta meeting of December 1989 called for completion of a CFE agreement by the end of 1990, much remains to be negotiated. This report provides three types of information. First, treaty provisions brought to the table by both sides are compared. Second, on the basis of these provisions, problem areas for each of the provision elements are postulated and possible scenarios for resolving these problem areas are developed. Third, the scenarios are used as requirements for tasks assigned program elements for possible US implementation of a CFE treaty. As progress is achieved during the negotiations, this report could be updated, as necessary, in each of the areas to provide a continuing systematic basis for program implementation and technology development. 8 refs.

    Looking back over the year, there has been remarkably little sign of restructuring in the chemical industry in view of the current financial crisis in most companies. But the apparent paralysis in terms of plant closures or ownership changes may be disguising much behind-the-scenes activity. But the pain threshold of companies is proving surprisingly high. Looking at ethylene plants, Shell's Peter Kwant notes that almost half the steam crackers operating in Europe are 20 years old or more. They amount to one-third of capacity, or twice current underutilization. No steps have been taken to close any unit. Meanwhile, five producers collectively will have introduced 2 million m.t./year of extra ethylene capacity between 1991 and 1994. One factor hampering closure is that 40% of ethylene capacity in Europe is at isolated sites not connected to either the Benelux/Germany ARG pipeline or a local network such as those in the UK or France. BP Chemicals chief Bryan Sanderson raised that point at a recent Wertheim Schroder/Chemical Week/Chem Systems conference in New York, arguing that steep price falls occur in times of demand slump because of the inelastic supply curve for monster chemical plants. The industry could manage cycles better, he suggests, if rather than closing its incremental capacity, small, flexible plants were available to open and close as demand warrants, thus flattening the supply curve. In addition, following the US example - where 90% of ethylene capacity is connected to pipeline system should be available in Europe, giving companies greater flexibility to take plants on- and offline. The latter solution, of course, would not work for Europe's 18 loss-making polyethylene (PE) producers, and here straight closures or merging of businesses are the only solution.

    In 1993 a pilot project between the Defense Technical Information Center and the U.S. Army Cold Regions Research and Engineering Laboratory resulted in a proposal to conduct a state-of-the-art review of technology and techniques for building, operating, and maintaining arctic natural gas and liquid petroleum pipelines in the former Soviet Union. The objectives of the pipeline review were to (1) Review the design, construction, operation, and maintenance procedures of oil and gas pipelines in the permafrost areas of eastern and western Siberia. (2) Assemble data on the evolution of Siberian pipelines, reflecting changes in size, modes of construction, and age. (3) Assemble data on maintenance procedures and practices, including inspection techniques with respect to corrosion, pipe wrinkling, and metal fatigue. (4) Assemble data on pipeline failures and attempt to predict life expectancy of different pipelines under the harsh arctic environment. (5) Evaluate the environmental impact of different pipeline construction techniques and relate it to ruptures and breaks. In conjunction with the study objectives, a literature search was conducted on northern pipelines in the former Soviet Union. References were compiled on dates of construction, location, route conditions, design, construction, maintenance, environmental impact, accidents, production management, and other pertinent facts. In the resulting bibliography, references are separated into three categories: Oil and Gas Pipelines, Construction, and Accidents. There is some repetition of references between the categories because some are relevant to more than one of the subject categories.

    The pros and cons of nuclear power are similar in many countries, but the following pro factors are specific to the Soviet Union: the major sources of conventional fuel are in one area of the country, but energy consumption is concentrated in another; and a large portion of energy is generated using oil and gas. The arguments against nuclear power are as follows: safety requirements and expectations have been increased; and public opinion is negative. A program of nuclear power generation has been developed. New techniques are being implemented to increase safety and enhance operations of different types of nuclear power plants. Its should be obvious in the future that a nuclear power plant has better economic and environmental parameters than existing methods of power generation.

  15. Brooklyn Union`s award-winning phosphoric-acid fuel cell installation

    Brooklyn Union has been involved with the development of commercial fuel cells since the late 1960s. In the early 1990`s, the ONSI Corporation began a limited first-of-its-kind production run of a 200-kW system. ONSI`s Model PC-25 remains the only commercially available on-site fuel cell system. Brooklyn Union is currently operating a PC-25 at St. Vincent`s Medical Center in Staten Island, NY. In December of 1989, Brooklyn Union signed a contract with ONSI for the purchase of one of the first PC-25s. Installation of this unit began in September 1992, and the system went on line in October. The system is operating at an electrical efficiency of 36.8% (based on higher heating value) with a combined thermal/electrical efficiency of nearly 71.5%. The thermal output of the fuel cell is being used for the production of domestic hot water for use in the hospital`s laundry. This paper describes the system and its performances to date.

    The former Soviet Union made a major commitment to Cogeneration. The scale and nature of this commitment created a system conceptually different from Cogeneration in the west. The differences were both in scale, in political commitment, and in socio economic impact. This paper addresses some of the largest scale Cogeneration programs, the technology, and the residual impact of these programs. The integration of the Cogeneration and nuclear programs is a key focus of the paper. Soviet designed nuclear power plants were designed to produce both electricity and heat for residential and industrial uses. Energy systems used to implement this design approach are discussed. The significant dependence on these units for heat created an urgent need for continued operation during the winter. Electricity and heat are also produced in nuclear weapons production facilities, as well as power plants. The Soviets also had designed, and initiated construction of a number of nuclear power plants {open_quotes}ATETs{close_quotes} optimized for production of heat as well as electricity. These were canceled.

    The US DOE is facing a growing jurisdictional dispute over which unions will perform the majority of clean-up work at its facilities. Unions affiliated with the AFL-CIO Metal Trades Council representing operations employees at the sites believe they have a fundamental right to work. Unions in the AFL-CIO's Building and Construction Trades Dept. insist that they have a clear mandate under federal labor law and the Davis-Bacon Act. The issue has heated up in recent weeks at the policy level and is boiling in a contentious dispute at DOE's Fernald site in Ohio.

Many organizations supporting efforts to resolve problems in this region have found that consensus building--a prerequisite for action--is a difficult process. Reaching agreement on priorities for investment, technical collaboration, and policy incentives depends upon informed decision-making by governments and local stakeholders. And while vast quantities of data and numerous analyses and reports are more accessible than ever, wading through the many potential sources in search of timely and relevant data is a formidable task. To facilitate more successful data searches and retrieval, this document provides annotated references to over 200 specific information sources, and over twenty primary search engines and data retrieval services, that provide relevant and timely information related to the environment, energy, and economic development around the Caspian and Black Seas. They are presently being tested and they are scheduled to reach the market in late 1996 early 1997. The European Commission has played a key role by funding the research leading to the development of these turbines. The most visible initiative at present is the WEGA program - the development, together with Europe`s leading wind industry players of a new generation of turbines in the MW range.     Over the last 10 years, Brooklyn Union Gas Co. has undergone significant changes in the methods it has used to install gas service and gas main systems. Recently, Brooklyn Union engineers developed a user friendly method of replacing steel and cast iron gas mains and service lines with same size or larger polyethylene pipe without using conventional trench excavation. The system, known as the ''Bullet'' pipe replacement system, involves splitting steel and cast iron pipe using a series of rolling cutter wheels. After consecutive cutting wheels completely penetrate both pipe and fittings, both pipe and soil are spread with an expander and new polyethylene pipe is inserted. The ''Bullet'' pipe splitting system for 1[1/4] in. (32 mm) through 6 in. (150 mm) diameter has been developed.

    The City of West Union, Iowa, installed a closed-circuit geothermal heating and cooling system designed to heat and cool 330,000 square feet of mixed used space in the downtown area, including 80% of the 60 downtown buildings. The city also set up a system of mini-grants for downtown businesses to help defray the costs of weatherizing their buildings and connecting to the system.

The fitting has a bore aligned with the bore of the body. An electrical cable positioned within a water supply tube in an annular arrangement passes through the bore of the body and the bore of the fitting. This annular arrangement, in turn, is positioned within a connector element which extends outwardly from the fitting bore and is connected to the ultrasonic probe.   4. High resolution climate simulation over Europe

    Three AMIP-type 10 year simulations have been performed with climate versions of the AR-PEGE-IFS model in order to simulate the European climate. The first one uses the standard T42 truncation. The second one uses a high resolution T106 truncation. The horizontal resolution of the third one varies between about T200 over Europe and T21 over the southern Pacific. The winter time general circulation improves in the Atlantic sector as the resolution increases. This is true for the time-mean pattern and for the transient and low-frequency variability. In summer time and in the southern hemisphere, the 3 versions of the model produce reasonable climatologies. When restricted to the European continent, the model verification against the observed climatology shows a reduction of the biases in temperature and, to a lesser extent, in precipitation with the increase in resolution. The use of a variable resolution GCM is a valid alternative to model nesting. The model is too warm in winter and too cold in summer, too wet in northern Europe and too dry in southern Europe. 33 refs., 16 figs., 6 tabs.

    Five years ago, the management at Brooklyn Union embarked on a long, hard look at the way the company conducted business. In effect, they stepped into their customers` shoes. Business Process Improvement (BPI) is designed to construct a lasting corporate culture that can help Brooklyn Union meet its stated goal of becoming the premier energy company in the Northeast. A major component of that culture involves a dedication to service and cost management that is as solid as their credit ratings. To date, the bottom line on BPI has been impressive: By 1995, the customer satisfaction rating, which had been hovering in the `80s, had shot up to 95%. The management commitment has come in the form of resources, and a willingness to put its money where its mouth is (rewards for performance). The employee buy-in has shown up in those outstanding ratings from customers and in the financial results. Changing the culture of any long-established entity is never easy, whether it be on the micro-level (a family, for instance) of the macro-level (a country). It involves issues of trust, and a certain leap of faith that the new approach will bring results. Communication and education are two of the keys to gaining that participation. The company was able to impress upon employees the need for change--in particular the need for them to begin thinking like customers. The paper discusses the implementation of this re-engineering strategy.

    Development efforts for dry scrubbing technology for flue gas desulfurization (FGD) have been geared toward utility boilers burning low-sulfur western coals rather than eastern high-sulfur coals. This has been due to the low quantity of reagent and lower SO/sub 2/ removal required with the use of western coals and has contributed to the economic attractiveness of the dry scrubber system. To evaluate the use of the dry scrubber for flue gas desulfurization of eastern high-sulfur coals, the US Department of Energy contracted with the Babcock and Wilcox Company to perform a study to determine the technical and economical feasibility of such systems. The program was organized into the following tasks: (1) configuration specification and system preparation; (2) performance evaluation; (3) load-following and reliability evaluation; (4) commercial unit economic evaluation; and (5) report. The general conclusions of the program are: Effective dry scrubber operation for an eastern high-sulfur coal would include a higher stoichiometric ratio, low spray dryer approach temperature, and the optimized use of recycle material. A dry scrubber system designed for an eastern high-sulfur coal using a high-calcium lime reagent would not be economically competitive with a limestone wet scrubber system due to reagent costs. Use of an optimized furnace limestone injection system and recycle material would substantially reduce reagent costs and increase economic attractiveness of dry scrubber systems for eastern high-sulfur coals. This is in comparison to dry scrubber systems with nonlimestone injection. 10 references, 87 figures, 26 tables.

  6. Union Pacific Railroad`s LNG locomotive test program

    Union Pacific Railroad is testing LNG in six locomotives through 1997 to determine if the liquefied natural gas technology is right for them. Two of the six LNG test locomotives are switch, or yard, locomotives. These 1,350 horsepower locomotives are the industry`s first locomotives totally fueled by natural gas. They`re being tested in the yard in the Los Angeles area. The other four locomotives are long-haul locomotives fueled by two tenders. These units are duel-fueled, operating on a mixture of LNG and diesel and are being tested primarily on the Los Angeles to North Platte, Nebraska corridor. All the information concerning locomotive emissions, locomotive performance, maintenance requirements, the overall LNG system design and the economic feasibility of the project will be analyzed to determine if UPR should expand, or abandon, the LNG technology.

    With the rise in liquid level technology in Europe comes new standards for boiler operation. SMART technology for level probes and auxiliary equipment, means many European countries allow a boiler to operate completely unmanned (without operators) for up to 72 hours at a time. It is not just a level control system, but a total boiler control scheme. This incorporates level control, continuous TDS monitoring with blowdown, automatic timed bottom blowdown, feed water control, contamination detection systems for monitoring of incoming feed water, monitoring of exhaust stack temperatures, over pressure alarms and timed automatic blowdown of level pots. One of the main reasons for the development of the SMART equipment and the new boiler codes was to increase reliability of boiler operation. Surveys in Germany and England showed that almost 90 percent of boiler failures was due to operator error, this has almost been eliminated through the use of new equipment based on the new codes.

    The European engineers take a different approach to designing cogeneration plants. Instead of building large gas turbines or combined cycle plants whose main target is to produce electricity and then trying to utilize as much heat as possible, European engineers target the replacement of the base heat supply of certain, small scale entities. By focusing on the annual heat demand graph, the basic layout for maximum utilization is determined. If a plant can use all or a majority of the electricity, the by-product, produced in this combined process, the perfect requirements are a given. Today cogeneration is one of the prime technologies available to achieve two valuable goals: efficient usage of limited resources and air pollution reduction. In every major European country there is a non-profit organization promoting the usage of cogeneration and acting as a platform for the various interests involved. These national institutions are members of Cogen Europe, a non-profit organization based in Brussels, Belgium, whose main focus is to promote cogeneration to a multinational level.

    During the POLARCAT-France airborne campaign in April 2008, pollution originating from anthropogenic and biomass burning emissions was measured in the European Arctic. We compare these aircraft measurements with simulations using the WRF-Chem model to investigate model representation of aerosols transported from Europe to the Arctic. Modeled PM2.5 is evaluated using European Monitoring and Evaluation Programme (EMEP) measurements in source regions and POLARCAT aircraft measurements in the Scandinavian Arctic. Both modeled plume types had undergone significant wet scavenging (> 50% PM10) during transport. Modeled aerosol vertical distributions and optical properties below the aircraft are evaluated in the Arctic using airborne lidar measurements. Model results show that the pollution event transported aerosols into the Arctic (> 66.6° N) for a 4-day period. During this 4-day period, biomass burning emissions have the strongest influence on concentrations between 2.5 and 3 km altitudes, while European anthropogenic emissions influence aerosols at both lower (~ 1.5 km) and higher altitudes (~ 4.5 km).     In the United States, recent environmental regulations will likely result in the removal of nearly 30 GW of oil and coal-fired generation from the power grid, mostly in the Eastern Interconnection (EI). The effects of this transition on voltage stability and transmission line flows have previously not been studied from a system-wide perspective. This report discusses the results of power flow studies designed to simulate the evolution of the EI over the next few years as traditional generation sources are replaced with environmentally friendlier ones such as natural gas and wind.

    The former Soviet Union (FSU) was the largest country in the world and was one of the greatest emitters of greenhouse gases to the atmosphere. At the end of the 1980s and the beginning of the 1990s the CO[sub 2] emissions for the FSU amounted to 1.46 Pg C yr[sup [minus]1] (Pg = 10[sup 15] g). Total CH[sub 4] emissions for the FSU were 55.8 Tg C yr[sup [minus]1] (Tg = 10[sup 12] g) or approximately one-third of the global CH[sub 4] emissions; 53% of the FSU CH[sub 4] emissions was contributed by peatlands. Emissions of CFCs were 67 Gg yr[sup [minus]1] (Gg = 10[sup 9] g) and comprised 12% of the global CFCs emissions. The forest sector was a net sink for 0.48 Pg C yr[sup [minus]1] of atmospheric carbon, offsetting approximately one-half of the CO[sub 2] emissions from industrial processes. FSU peatlands accumulated 52 Tg C yr[sup [minus]1], but overall they were a net source of 48 Tg C yr[sup [minus]1] to the atmosphere considering utilization of peat. The net CO[sub 2] emissions of the FSU were 0.68 Pg C yr[sup [minus]1]. The FSU and China shared the fifth and sixth places in the world ranking of net CO[sub 2] emissions. The FSU and European countries shared the fourth and fifth places in the world ranking of net CO[sub 2] emissions per capita.

    An attempt is made to study, by statistical treatment of surface observations, the fluctuations in variability of winter temperatures during the past century at eight selected European stations, four of them being considered as maritime and four continental in their location. Variability has been studied by three different parameters: interannual variability of winter months by consecutive decades from 1870-1980, intermonthly variability throughout the winters by consecutive decades from 1870-1980 and frequency of extreme values of monthly winter temperatures by consecutive decades from 1870-1980. Both interannual and intermonthly variability are shown to have been at a minimum during the decades of a strong climate maritimity in the beginning of this century (1900-1920) and at a maximum during the decades of transition (1930-1950) from the mild era in the first four decades of the century to a colder period. There is no clear indication that variability increased during the most recent decades although Moscow, the most eastern of the used stations, shows high variability in recent time. Extreme values seem to be increasing in frequency during recent decades in both maritime and continental parts of Europe although the maximum in frequency of extreme values occurred in the transition period 1930-1950.

    The Treaty on Conventional Forces in Europe (CFE) was signed in November 1990 by sixteen nations, members of the North Atlantic Treaty Organization (NATO), and six nations, members of the Warsaw Treaty Organization (WTO). It was resigned to prevent a major surprise attack in Europe by the conventional forces of one Treaty Organization against those of the other and was the first major arms control treaty to address conventional weapons.     The Eastern Interconnection Planning Collaborative (EIPC) has built three major power flow cases for the 2030 Eastern Interconnection (EI) based on various levels of energy/environmental policy conditions, technology advances, and load growth. Using the power flow cases, this report documents the process of developing the generic 2030 dynamic models using typical dynamic parameters. The constructed model was validated indirectly using the synchronized phasor measurements by removing the wind generation temporarily.

    The authors interpreted seismic reflection data, supported by well control, to reconstruct the stratigraphic development of Paleocene Lake Waltman in the Wind River basin of Wyoming. After dividing the upper Fort Union into eight seismic sequences, the authors mapped seismic attributes (amplitude, continuity, and frequency) within each sequence. Interpretation of the variation in seismic attributes allowed them to detail delta development and encroachment into Lake Waltman during deposition of the upper Fort Union Formation. These deltas are interpreted as high-energy, well-differentiated lobate forms with distinct clinoform morphology on seismic data. Prograding delta-front facies are easily identified on seismic data as higher amplitude, continuous events within the clinoforms. Seismic data clearly demonstrate the time-Transgressive nature of this facies. Downdip of these clinoforms, homogeneous shales, as evidenced by low-amplitude, generally continuous seismic events, accumulated in an interpreted quiet, areally extensive lacustrine setting. Seismic definition of the lateral extent of this lacustrine facies is excellent, allowing them to effectively delineate changes in the lake morphology during deposition of the upper Fort Union Formation. Encasing the upper Fort Union lacustrine deposits are fluvial-alluvial deposits, interpreted from discontinuous, variable-amplitude seismic facies. The authors highlight the correlation of seismic facies data and interpretation to well log data in the Frenchie Draw field to emphasize the accuracy of depositional environment prediction from seismic data.

    This report assesses the state of the art in several areas of climate research in the former Soviet Union. This assessment was performed by a group of six internationally recognized US experts in related fields. The areas chosen for review are: large-scale circulation processes in the atmosphere and oceans; atmospheric radiative processes; cloud formation processes; climate effects of natural atmospheric disturbances; and the carbon cycle, paleoclimates, and general circulation model validation. The study found an active research community in each of the above areas. Overall, the quality of climate research in the former Soviet Union is mixed, although the best Soviet work is as good as the best corresponding work in the West. The best Soviet efforts have principally been in theoretical studies or data analysis. However, an apparent lack of access to modern computing facilities has severely hampered the Soviet research. Most of the issues considered in the Soviet literature are known, and have been discussed in the Western literature, although some extraordinary research in paleoclimatology was noted. Little unusual and exceptionally creative material was found in the other areas during the study period (1985 through 1992). Scientists in the former Soviet Union have closely followed the Western literature and technology. Given their strengths in theoretical and analytical methods, as well as their possession of simplified versions of detailed computer models being used in the West, researchers in the former Soviet Union have the potential to make significant contributions if supercomputers, workstations, and software become available. However, given the current state of the economy in the former Soviet Union, it is not clear that the computer gap will be bridged in the foreseeable future.
