    The Department of Energy's (DOE) Solar America Showcase program seeks to accelerate demand for solar technologies among key end use market sectors. As part of this activity the DOE provides Technical Assistance through its national laboratories to large-scale, high-visibility solar installation projects. The Solar Schools Assessment and Implementation Project (SSAIP) in the San Francisco Bay area was selected for a 2009 DOE Solar American Showcase award. SSAIP was formed through the efforts of the nonprofit Sequoia Foundation and includes three school districts: Berkeley, West Contra Costa, and Oakland Unified School Districts. This paper summarizes the technical assistance efforts that resulted from this technical assistance support. It serves as a case study and reference document detailing the steps and processes that could be used to successfully identify, fund, and implement solar PV projects in school districts across the country.

    This report summarizes the responses to a mail survey sent to superintendents and other administrators of public school districts. The survey was part of an evaluation project for the USDOE Institutional Conservation Program (ICP). The goal of the project is to identify the most successful energy conservation measures (equipment and activities) available to the institutional buildings sector. To accomplish this goal, four specific research objectives were defined: To determine the impact of the ICP grants program on fostering energy efficiency and saving energy; to determine key characteristics of institutional conservation efforts outside the federal program; To determine the technical, organizational, and Institutional conditions that create the opportunity for energy conservation measures (ECMS) to be most effective; and to identify key technology transfer opportunities. This report focuses on those characteristics of school districts (and the schools within those districts) that might influence the identification, implementation, operation, and impacts of institutional energy conservation efforts. Information about institutional characteristics was gathered through a mail survey of public school districts and private schools. The first mailing resulted in responses from 90 of the 823 public school districts selected through a combination cluster-and-stratification sampling technique and 64 of the 1,700 private schools selected as a stratified random sample. Remaining project resources were used to collect data to achieve a statistically sound sample of a total of 250 public school districts by telephone interviews. In doing so, some questions had to be dropped. Responses from both the mall surveys and the telephone interviews of public school districts were combined into one data set. This report describes results for all 250 districts.

    A walk-through survey of control technology for reducing asbestos exposure during maintenance and repair of vehicular brakes was conducted at Northwest Local School District, Cincinnati, Ohio in January, 1986. The primary method for controlling and collecting dust during brake servicing was a wet-washing technique and good work practices, ensuring that exposure to hazardous physical or chemical agents was reduced or eliminated. Also available was an enclosed-type brake assembly cleaner designed to be connected to the shop air and a vacuum system. The brake assembly cleaner did not have a viewing port to examine the area being cleaned. The operator had to remove the unit to inspect the cleaned area potentially exposing himself to any dust remaining on the brake shoes or hub. The unit itself was a potential dust source as it was designed to fit 16-inch wheels and did not form a tight seal on the smaller 15-inch wheels of the newer buses. The authors conclude that the wet wash technique is an excellent method for controlling asbestos emissions during brake maintenance. The vacuum brake-assembly cleaner is inadequate and potentially hazardous. An in-depth survey of the wet technique is recommended.

    This report focuses on financial options developed specifically for renewable energy and energy efficiency projects in three California public school districts. Solar energy systems installed on public schools have a number of benefits that include utility bill savings, reductions in greenhouse gas emissions (GHGs) and other toxic air contaminants, job creation, demonstrating environmental leadership, and creating learning opportunities for students. In the 2011 economic environment, the ability to generate general-fund savings as a result of reducing utility bills has become a primary motivator for school districts trying to cut costs. To achieve meaningful savings, the size of the photovoltaic (PV) systems installed (both individually on any one school and collectively across a district) becomes much more important; larger systems are required to have a material impact on savings. Larger PV systems require a significant financial commitment and financing therefore becomes a critical element in the transaction. In simple terms, school districts can use two primary types of ownership models to obtain solar installations and cost savings across a school district. The PV installations can be financed and owned directly by the districts themselves. Alternatively, there are financing structures whereby another entity, such as a solar developer or its investors, actually own and operate the PV systems on behalf of the school district. This is commonly referred to as the 'third-party ownership model.' Both methods have advantages and disadvantages that should be weighed carefully.

    We present a unified universal quantum cloning machine, which combines several different existing universal cloning machines together, including the asymmetric case. In this unified framework, the identical pure states are projected equally into each copy initially constituted by input and one half of the maximally entangled states. We show explicitly that the output states of those universal cloning machines are the same. One importance of this unified cloning machine is that the cloning procession is always the symmetric projection, which reduces dramatically the difficulties for implementation. Also, it is found that this unified cloning machine can be directly modified to the general asymmetric case. Besides the global fidelity and the single-copy fidelity, we also present all possible arbitrary-copy fidelities.

    In this paper, we study the reliability of BCS theory as a scientific explanation of the mystery of superconductivity. It is shown clearly that the phonon-mediated BCS theory is fundamentally incorrect. Two kinds of glues, pairing (pseudogap) glue and superconducting glue, are suggested based on a real space Coulomb confinement effect. The scenarios provide a unified explanation of the pairing symmetry, pseudogap and superconducting states, charge stripe order, spin density wave (SDW), checkerboard-type charge-ordered phase, magic doping fractions and vortex structures in conventional and unconventional (the high-Tc cuprates and MgB2) superconductors. The theory agrees with the existence of a pseudogap in high-temperature superconductors, while no pseudogap feature could be observed in MgB2 and most of the conventional superconductors. Our results indicate that the superconducting phase can coexist with a inclined hexagonal vortex lattice in pure MgB2 single crystal with a charge carrier density ps=1.49*10^{22}/cm^{3}. Finally, the physical reasons why the good conductors (for example, Ag, Au, and Cu) and the overdoped high-Tc superconductors are non-superconducting are also explored.

    The history of district heating in Europe is drastically different from that in the United States. The development of district heating in northern and eastern Europe started in the early 1950s. Hot water rather than steam was used as the transport medium and the systems have proven to be more economical. Recently, the northern European concept has been introduced into two US cities - St. Paul and Willmar, Minnesota. The hot water project in St. Paul started construction and operation in the summer and fall of 1983, respectively. The entire first phase of the St. Paul project will take two summers to construct and will connect approximately 80 buildings for a total of 150 MW(t). The system spans the entire St. Paul business district and includes privately owned offices and retail buildings, city and county government buildings, hospitals, the state Capitol complex, and several industrial customers. The City of Willmar, Minnesota, replaced an old steam system with a modern hot water system in the summer of 1982. The first phase of the hot water system was constructed in the central business district. The system serves a peak thermal load of about 10 MW(t) and includes about 12,000 ft of network. The Willmar system completed the second stage of development in the fall of 1983. These two new systems demonstrate the benefits of the low-temperature hot water district heating technology. The systems are economical to build, have high reliability, and have low maintenance and operating cost.

    We review and extend a novel approach that we introduced recently, to describe general dark energy or scalar-tensor models. Our approach relies on an ADM formulation based on the hypersurfaces where the underlying scalar field is uniform. The advantage of this approach is that it can describe in the same language and in a minimal way a vast number of existing models, such as quintessence models, $F(R)$ theories, scalar tensor theories, their Horndeski extensions and beyond. It also naturally includes Horava-Lifshitz theories. As summarized in this review, our approach provides a unified treatment of the linear cosmological perturbations about a FLRW universe, obtained by a systematic expansion of our general action up to quadratic order. This shows that the behaviour of these linear perturbations is generically characterized by five time-dependent functions. We derive the full equations of motion in the Newtonian gauge, and obtain in particular the equation of state for dark energy perturbations, in the Horndeski case, in terms of these functions. Our unifying description thus provides the simplest and most systematic way to confront theoretical models with current and future cosmological observations.

    This case study presents the lessons learned from incorporating energy efficiency in the rebuilding and renovating of New Orleans K-12 schools after Hurricanes Katrina and Rita. Hurricane Katrina was the largest natural disaster in the United States, striking the Gulf Coast on August 29, 2005, and flooding 80% of New Orleans; to make matters worse, the city was flooded again only three weeks later by the effects of Hurricane Rita. Many of the buildings, including schools, were heavily damaged. The devastation of schools in New Orleans from the hurricanes was exacerbated by many years of deferred school maintenance. This case study presents the lessons learned from incorporating energy efficiency in the rebuilding and renovating of New Orleans K-12 schools after Hurricanes Katrina and Rita. The experiences of four new schools-Langston Hughes Elementary School, Andrew H. Wilson Elementary School (which was 50% new construction and 50% major renovation), L.B. Landry High School, and Lake Area High School-and one major renovation, Joseph A. Craig Elementary School-are described to help other school districts and design teams with their in-progress and future school building projects in hot-humid climates. Before Hurricane Katrina, New Orleans had 128 public schools. As part of the recovery planning, New Orleans Public Schools underwent an assessment and planning process to determine how many schools were needed and in what locations. Following a series of public town hall meetings and a district-wide comprehensive facility assessment, a Master Plan was developed, which outlined the renovation or construction of 85 schools throughout the city, which are expected to be completed by 2017. New Orleans Public Schools expects to build or renovate approximately eight schools each year over a 10-year period to achieve 21st century schools district-wide. Reconstruction costs are estimated at nearly $2 billion.

    Supersymmetric SO(10) Grand Unified Theories with Yukawa unification represent an appealing possibility for physics beyond the Standard Model. However Yukawa unification is made difficult by large threshold corrections to the bottom mass. Generally one is led to consider models where the sfermion masses are large in order to suppress these corrections. Here we present another possibility, in which the top and bottom GUT scale Yukawa couplings are equal to a component of the charged lepton Yukawa matrix at the GUT scale in a basis where this matrix is not diagonal. Physically, this weak eigenstate Yukawa unification scenario corresponds to the case where the charged leptons that are in the 16 of SO(10) containing the top and bottom quarks mix with their counterparts in another SO(10) multiplet. Diagonalizing the resulting Yukawa matrix introduces mixings in the neutrino sector. Specifically we find that for a large region of parameter space with relatively light sparticles, and which has not been ruled out by current LHC or other data, the mixing induced in the neutrino sector is such that $sin^2 2\\Theta_{23} \\approx 1$, in agreement with data. The phenomenological implications are analyzed in some detail.

    In this paper, we propose a new adaptive unified differential evolution algorithm for single-objective global optimization. Instead of the multiple mutation strate- gies proposed in conventional differential evolution algorithms, this algorithm employs a single equation unifying multiple strategies into one expression. It has the virtue of mathematical simplicity and also provides users the flexibility for broader exploration of the space of mutation operators. By making all control parameters in the proposed algorithm self-adaptively evolve during the process of optimization, it frees the application users from the burden of choosing appro- priate control parameters and also improves the performance of the algorithm. In numerical tests using thirteen basic unimodal and multimodal functions, the proposed adaptive unified algorithm shows promising performance in compari- son to several conventional differential evolution algorithms.

This geometry can be characterized by an orthonormal coframe theta and a (metric compatible) Lorentz connection Gamma. These two potentials yield the field strengths torsion T and curvature R. Evans tried to infuse electromagnetic properties into this geometrical framework by putting the coframe theta to be proportional to four extended electromagnetic potentials A; these are assumed to encompass the conventional Maxwellian potential in a suitable limit. The viable Einstein-Cartan(-Sciama-Kibble) theory of gravity was adopted by Evans to describe the gravitational sector of his theory. Including also the results of an accompanying paper by Obukhov and the author, we show that Evans' ansatz for electromagnetism is untenable beyond repair both from a geometrical as well as from a physical point of view. As a consequence, his unified theory is obsolete.

    Finite Unified Theories (FUTs) are N = 1 supersymmetric Grand Unified Theories (GUTs) which can be made finite to all-loop orders, based on the principle of reduction of couplings, and therefore are provided with a large predictive power. We confront the predictions of an SU(5) FUT with the top and bottom quark masses and other low-energy experimental constraints, resulting in a relatively heavy SUSY spectrum, naturally consistent with the non-observation of those particles at the LHC. The light Higgs boson mass is automatically predicted in the range compatible with the Higgs discovery at the LHC. Requiring a light Higgs-boson mass in the precise range of M_h = 125.6 +- 2.1 GeV favors the lower part of the allowed spectrum, resulting in clear predictions for the discovery potential at current and future pp, as well as future e+e- colliders.

    The varying metallic antiferromagnetic correlations observed in iron-based superconductors are unified in a model consisting of both itinerant electrons and localized spins. The decisive factor is found to be the sensitive competition between the superexchange antiferromagnetism and the orbital-degenerate double-exchange ferromagnetism. Our results reveal the crucial role of Hund's rule coupling for the strongly correlated nature of the system and suggest that the iron-based superconductors are closer kin to manganites than cuprates in terms of their diverse magnetism and incoherent normal-state electron transport. This unified picture would be instrumental for exploring other exotic properties and the mechanism of superconductivity in this new class of superconductors.

Quantum computers are suggested as one route to propagating quantum systems far more efficiently than ordinary numerical methods. In the past few years, researchers have actively been improving quantum simulation algorithms, especially those in second quantization. This work continues to advance the state-of-the-art by unifying several diverging approaches under a common framework. In particular, it highlights the similarities and differences of the first and second quantized algorithms which are usually presented in a distinct fashion.     District energy systems are a major part of the energy use and delivery infrastructure of the United States. With nearly 6,000 operating systems currently in place, district energy represents approximately 800 billion BTU per hour of installed thermal production capacity, and provides over 1.1 quadrillion BTU of energy annually -- about 1.3% of all energy used in the US each year. Delivered through more that 20,000 miles of pipe, this energy is used to heat and cool almost 12 billion square feet of enclosed space in buildings that serve a diverse range of office, education, health care, military, industrial and residential needs. This Census is intended to provide a better understanding of the character and extent of district heating, cooling and cogeneration in the United States. It defines a district energy system as: Any system that provides thermal energy (steam, hot water, or chilled water) for space heating, space cooling, or process uses from a central plant, and that distributes the energy to two or more buildings through a network of pipes. If electricity is produced, the system is a cogenerating facility. The Census was conducted through surveys administered to the memberships of eleven national associations and agencies that collectively represent the great majority of the nation`s district energy system operators. Responses received from these surveys account for about 11% of all district systems in the United States. Data in this report is organized and presented within six user sectors selected to illustrate the significance of district energy in institutional, community and utility settings. Projections estimate the full extent of district energy systems in each sector.

    A unified approach to evaluating asphaltene precipitation based on laboratory measurement and modeling is presented. This approach used an organic deposition cell for measuring asphaltene drop out onset conditions. Asphaltene precipitation was detected by changes in optical fluorescence, electrical conductance, and visual observation. A series of experiments measured the effects of changing pressure, temperature and composition on asphaltene precipitation. A fully-compositional V-L-S mathematical model completed the analysis by matching the experimental results.     We investigate the universe evolution from inflation to late-time acceleration in a unified way, using a two-component fluid constituted from extended Chaplygin gas alongside a phantom scalar field. We extract solutions for the various cosmological eras, focusing on the behavior of the scale factor, the various density parameters and the equation-of-state parameter. Furthermore, we extract and discuss bouncing solutions. Finally, we examine the perturbations of the model, ensuring about their stability and extracting the predictions for the tensor-to-scalar ratio.

    The process of cognition is analysed to adjust the set theory to physical description. Postulates and basic definitions are revised. The specific sets of predicates, called presets, corresponding to the physical objects identified by an observer during cognition are introduced. Unlike sets, the presets are free of logical or set-theoretical paradoxes and may be consistently used in physical description. Schemes of cognition based on presets are considered. Being different logical systems, the relativistic and quantum theories, observations in modern cosmology cannot be consistently considered in one `unified physical theory', but they are in frames of introduced schemes of cognition.

    Uranium and its associated trace elements and radionuclides are ubiquitous in the South Texas Tertiary environment. Surface mining of this resource from the 1960s through the early 1980s at over sixty locations has left an extensive anthropological footprint (Fig. 1) in the lower Nueces and San Antonio river basins. Reclamation of mining initiated after 1975 has been under the regulatory authority of the Railroad Commission of Texas (RCT). However, mines that were active before the Texas Surface Mining Act of 1975 was enacted, and never reclaimed, are now considered abandoned. The Abandoned Mine Land Section of the RCT is currently reclaiming these pre-regulation uranium mines with funding from the federal government. The RCT monitors the overall effectiveness of this process through post-reclamation radiation and vegetative cover surveys, water quality testing, slope stability and erosion control monitoring. Presently a number of graduate and postgraduate students are completing research on the watershed and reservoir distribution of trace elements and radionuclides downstream of the South Texas Uranium District. The question remains as to whether the elevated levels of uranium, its associated trace elements and radiation levels in the South Texas environment are due to mining

    The contract for supply and installation of Honeywell control equipment at the district heating plant in Moscow suburb of Tushino was signed between the Mayor of Moscow and Honeywell in December 1991. Total contract value is US$3 million. The aim is to demonstrate on a pilot project the potential energy savings and improved pleat safety which can be achieved by means of electronic control of latest design. The Honeywell contract basically covers modernization of instrumentation and control of the gas fired heating plant, comprising water preparation and 4 boilers, of 100 Gcal/h each, i.e., 400 Gcal/h total. The plant is feeding the hot water network which has 60 heat exchanger stations connected. The heat exchangers (thermal rating between 2 to 10 Gcal/h each) supply hot water mainly to residential building blocks for apartment heating and domestic hot water. Honeywell`s responsibility covers engineering, supply of TDC 3000 micro-processor based control system for the boilers and DeltaNet Excel control for the Heat Exchangers. The contract also includes installation and start-up of the total control system.

    We study unified N=2 Maxwell-Einstein supergravity theories (MESGTs) and unified Yang-Mills Einstein supergravity theories (YMESGTs) in four dimensions. As their defining property, these theories admit the action of a global or local symmetry group that is (i) simple, and (ii) acts irreducibly on all the vector fields of the theory, including the ``graviphoton''. Restricting ourselves to the theories that originate from five dimensions via dimensional reduction, we find that the generic Jordan family of MESGTs with the scalar manifolds [SU(1,1)/U(1)] X [SO(2,n)/SO(2)X SO(n)] are all unified in four dimensions with the unifying global symmetry group SO(2,n). Of these theories only one can be gauged so as to obtain a unified YMESGT with the gauge group SO(2,1). Three of the four magical supergravity theories defined by simple Euclidean Jordan algebras of degree 3 are unified MESGTs in four dimensions. Two of these can furthermore be gauged so as to obtain 4D unified YMESGTs with gauge groups SO(3,2) and SO(6,2), respectively. The generic non-Jordan family and the theories whose scalar manifolds are homogeneous but not symmetric do not lead to unified MESGTs in four dimensions. The three infinite families of unified five-dimensional MESGTs defined by simple Lorentzian Jordan algebras, whose scalar manifolds are non-homogeneous, do not lead directly to unified MESGTs in four dimensions under dimensional reduction. However, since their manifolds are non-homogeneous we are not able to completely rule out the existence of symplectic sections in which these theories become unified in four dimensions.

    In this paper, we propose a new unified dark fluid (UDF) model with equation of state (EoS) $w(a)=-\\alpha/(\\beta a^{-n}+1)$, which includes the generalized Chaplygin gas model (gGg) as its special case, where $\\alpha$, $\\beta$ and $n$ are three positive numbers. It is clear that this model reduces to the gCg model with EoS $w(a)=-B_s/(B_s+(1-B_s)a^{-3(1+\\alpha)})$, when $\\alpha=1$, $\\beta=(1-B_s)/B_s$ and $n=3(1+\\alpha)$. By combination the cold dark matter and the cosmological constant, one can coin a EoS of unified dark fluid in the form of $w(a)=-1/(1+(1-\\Omega_{\\Lambda})a^{-3}/\\Omega_{\\Lambda})$. With this observations, our proposed EoS provides a possible deviation from $\\Lambda$CDM model when the model parameters $\\alpha$ and $n$ deviate from 1 and 3 respectively.     We study the dynamics of the closed scalar field FRW cosmological models in the framework of the so-called unified dark matter (UDM) scenario. Performing a theoretical as well as a numerical analysis we find that there is a strong indication of chaos in agreement with previous studies. We find that a positive value of the spatial curvature is essential for the appearance of chaoticity, though the Lyapunov number seems to be independent of the curvature value. Models that are close to flat (k{yields}0{sup +}) exhibit a chaotic behavior after a long time while pure flat models do not exhibit any chaos. Moreover, we find that some of the semiflat models in the UDM scenario exhibit similar dynamical behavior with the {lambda} cosmology despite their chaoticity. Finally, we compare the measured evolution of the Hubble parameter derived from the differential ages of passively evolving galaxies with that expected in the semiflat unified scalar field cosmology. Based on a specific set of initial conditions we find that the UDM scalar field model matches well the observational data.

    It was found previously in SO(10) grand unified theories that if the neutrinos have a Dirac mass and a right-handed Majorana mass (approx. 10/sup 15/GeV) but no left-handed Majorana mass, there is small ..nu../sub e/ mixing but ..nu../sub ..mu../ - ..nu../sub tau/ mixing can be substantial. This problem is reexamined on the basis of a formalism that assumes that the up, down, lepton, and neutrino mass matrices arise from a single complex 10 and a single 126 Higgs boson. This formalism determines the Majorana mass matrix in terms of quark mass matrices. Adopting three different sets of quark mass matrices that produce acceptable fermion mass ratios and Cabbibo mixing produces results consistent with the above; however, in the optimum case, ..nu../sub e/ - ..nu../sub ..mu../ mixing can be of the order of the Cabbibo angle.

    Linear cosmological perturbations of a large class of modified gravity and dark energy models can be unified in the effective field theory of cosmic acceleration, encompassing Horndeski scalar-tensor theories and beyond. The fully available model space inherent to this formalism cannot be constrained by measurements in the quasistatic small-scale regime alone. To facilitate the analysis of modifications from the concordance model beyond this limit, we introduce a semi-dynamical treatment extrapolated from the evolution of perturbations at a pivot scale of choice. At small scales, and for Horndeski theories, the resulting modifications recover a quasistatic approximation but account for corrections to it near the Hubble scale. For models beyond Horndeski gravity, we find that the velocity field and time derivative of the spatial metric potential can generally not be neglected, even in the small-scale limit.     This document outlines the key features of the SNL psychological engine. The engine is designed to be a generic presentation of cognitive entities interacting among themselves and with the external world. The engine combines the most accepted theories of behavioral psychology with those of behavioral economics to produce a unified simulation of human response from stimuli through executed behavior. The engine explicitly recognizes emotive and reasoned contributions to behavior and simulates the dynamics associated with cue processing, learning, and choice selection. Most importantly, the model parameterization can come from available media or survey information, as well subject-matter-expert information. The framework design allows the use of uncertainty quantification and sensitivity analysis to manage confidence in using the analysis results for intervention decisions.

    There is a risk associated with most things in the world, and all things have a life cycle unto themselves, even brownfields. Many components can be described by a''cycle of life.'' For example, five such components are life-form, chemical, process, activity, and idea, although many more may exist. Brownfields may touch upon several of these life cycles. Each life cycle can be represented as independent software; therefore, a software technology structure is being formulated to allow for the seamless linkage of software products, representing various life-cycle aspects. Because classes of these life cycles tend to be independent of each other, the current research programs and efforts do not have to be revamped; therefore, this unified life-cycle paradigm builds upon current technology and is backward compatible while embracing future technology. Only when two of these life cycles coincide and one impacts the other is there connectivity and a transfer of information at the interface. The current framework approaches (e.g., FRAMES, 3MRA, etc.) have a design that is amenable to capturing (1) many of these underlying philosophical concepts to assure backward compatibility of diverse independent assessment frameworks and (2) linkage communication to help transfer the needed information at the points of intersection. The key effort will be to identify (1) linkage points (i.e., portals) between life cycles, (2) the type and form of data passing between life cycles, and (3) conditions when life cycles interact and communicate. This paper discusses design aspects associated with a unified life-cycle analysis, which can support not only brownfields but also other types of assessments.

    We study unified N=2 Maxwell-Einstein supergravity theories (MESGTs) and unified Yang-Mills Einstein supergravity theories (YMESGTs) in four dimensions. As their defining property, these theories admit the action of a global or local symmetry group that is (i) simple, and (ii) acts irreducibly on all the vector fields of the theory, including the ``graviphoton''. Restricting ourselves to the theories that originate from five dimensions via dimensional reduction, we find that the generic Jordan family of MESGTs with the scalar manifolds [SU(1,1)/U(1)] X [SO(2,n)/SO(2)X SO(n)] are all unified in four dimensions with the unifying global symmetry group SO(2,n). Of these theories only one can be gauged so as to obtain a unified YMESGT with the gauge group SO(2,1). Three of the four magical supergravity theories defined by simple Euclidean Jordan algebras of degree 3 are unified MESGTs in four dimensions. Two of these can furthermore be gauged so as to obtain 4D unified YMESGTs with gauge groups SO(3,2) and SO(6,2)...

    As nuclear power utilities embark on projects to upgrade and modernize power plants, they are likely to discover that traditional engineering methods do not typically make provision for the integration of human considerations. In addition, human factors professionals will find that traditional human performance methods such as function allocation, task analysis, human reliability analysis and human-machine interface design do not scale well to the complexity of a large-scale nuclear power upgrade project. Up-to-date human factors engineering processes, methods, techniques and tools are required to perform these kinds of analyses. This need is recognized widely in industry and an important part of the Department of Energy’s Light Water Reactor Sustainability Program deals with identifying potential impacts of emerging technologies on human performance and the technical bases needed to address them. However, so far no formal initiative has been launched to deal with the lack of integrated processes. Although human factors integration frameworks do exist in industries such as aviation or defense, no formal integrated human factors process exists in the nuclear industry. As a first step towards creating such a process, a “unified human factors engineering process” is proposed as a framework within which engineering organizations, human factors practitioners and regulatory bodies can ensure that human factors requirements are embedded in engineering activities throughout the upgrade project life cycle.

    In this paper, we construct a field theory unifying gravity and electromagnetism in the context of Extended Absolute Parallelism (EAP-) geometry. This geometry combines, within its structure, the geometric richness of the tangent bundle and the mathematical simplicity of Absolute Parallelism (AP-) geometry. The constructed field theory is a generalization of the Generalized Field Theory (GFT) formulated by Mikhail and Wanas. The theory obtained is purely geometric. The horizontal (resp. vertical) field equations are derived by applying the Euler-Lagrange equations to an appropriate horizontal (resp. vertical) scalar Lagrangian. The symmetric part of the resulting horizontal (resp. vertical) field equations gives rise to a generalized form of Einstein's field equations in which the horizontal (resp. vertical) energy-momentum tensor is purely geometric. The skew-symmetric part of the resulting horizontal (resp. vertical) field equations gives rise to a generalized form of Maxwell equations in which the electromagnetic field is purely geometric. Some interesting special cases, which reveal the role of the nonlinear connection in the obtained field equations, are examined. Finally, the condition under which our constructed field equations reduce to the GFT is explicitly established.

    The Hanford Unified Dose Utility (HUDU) computer program was developed to provide rapid initial assessment of radiological emergency situations. The HUDU code uses a straight-line Gaussian atmospheric dispersion model to estimate the transport of radionuclides released from an accident site. For dose points on the plume centerline, it calculates internal doses due to inhalation and external doses due to exposure to the plume. The program incorporates a number of features unique to the Hanford Site (operated by the US Department of Energy), including a library of source terms derived from various facilities' safety analysis reports. The HUDU code was designed to run on an IBM-PC or compatible personal computer. The user interface was designed for fast and easy operation with minimal user training. The theoretical basis and mathematical models used in the HUDU computer code are described, as are the computer code itself and the data libraries used. Detailed instructions for operating the code are also included. Appendices to the report contain descriptions of the program modules, listings of HUDU's data library, and descriptions of the verification tests that were run as part of the code development. 14 refs., 19 figs., 2 tabs.

    The EGS4 Code System has been coupled with the SLAC Unified Graphics System in such a manner as to provide a means for displaying showers on UGS77-supported devices. This is most easily accomplished by attaching an auxiliary subprogram package (SHOWGRAF) to existing EGS4 User Codes and making use of a graphics display or a post-processor code called EGS4PL. SHOWGRAF may be used to create shower displays directly on interactive IBM 5080 color display devices, supporting three-dimensional rotations, translations, and zoom features, and providing illustration of particle types and energies by color and/or intensity. Alternatively, SHOWGRAF may be used to record a two-dimensional projection of the shower in a device-independent graphics file. The EGS4PL post-processor may then be used to convert this file into device-dependent graphics code for any UGS77-supported device. Options exist within EGS4PL that allow for two-dimensional translations and zoom, for creating line structure to indicate particle types and energies, and for optional display of particles by type. All of this is facilitated by means of the command processor EGS4PL EXEC together with new options (5080 and PDEV) with the standard EGS4IN EXEC routine for running EGS4 interactively under VM/SP. 6 refs.

  13. Interacting Topological Insulator and Emergent Grand Unified Theory

    Motivated by the Pati-Salam Grand Unified Theory, we study $(4+1)d$ topological insulators with $SU(4) \\times SU(2)_1 \\times SU(2)_2$ symmetry, whose $(3+1)d$ boundary has 16 flavors of left-chiral fermions, which form representations $(\\mathbf{4}, \\mathbf{2}, \\mathbf{1})$ and $(\\bar{\\mathbf{4}}, \\mathbf{1}, \\mathbf{2})$. The key result we obtain is that, without any interaction, this topological insulator has a $\\mathbb{Z}$ classification, namely any quadratic fermion mass operator at the $(3+1)d $ boundary is prohibited by the symmetries listed above; while under interaction this system becomes trivial, namely its $(3+1)d$ boundary can be gapped out by a properly designed short range interaction without generating nonzero vacuum expectation value of any fermion bilinear mass, or in other words, its $(3+1)d$ boundary can be driven into a "strongly coupled symmetric gapped (SCSG) phase". Based on this observation, we propose that after coupling the system to a dynamical $SU(4) \\times SU(2)_1 \\times SU(2)_2$ lattice gauge field, the Pati-Salam GUT can be fully regularized as the boundary states of a $(4+1)d$ topological insulator with a {\\it thin} fourth spatial dimension, the thin fourth dimension makes the entire system generically a $(3+1)d$ system. The mirror sector on the opposite boundary will {\\it not} interfere with the desired GUT, because the mirror sector is driven to the SCSG phase by a carefully designed interaction and is hence decoupled from the GUT.

    The main objective of this article is to postulate a principle of interaction dynamics (PID) and to derive unified field equations coupling the four fundamental interactions based on first principles. PID is a least action principle subject to div$_A$-free constraints for the variational element with $A$ being gauge potentials. The Lagrangian action is uniquely determined by 1) the principle of general relativity, 2) the $U(1)$, $SU(2)$ and $SU(3)$ gauge invariances, 3) the Lorentz invariance, and 4) principle of principle of representation invariance (PRI), introduced in [11]. The unified field equations are then derived using PID. The unified field model spontaneously breaks the gauge symmetries, and gives rise to a new mechanism for energy and mass generation. The unified field model introduces a natural duality between the mediators and their dual mediators, and can be easily decoupled to study each individual interaction when other interactions are negligible. The unified field model, together with PRI and PID applied to individual interactions, provides clear explanations and solutions to a number of outstanding challenges in physics and cosmology, including e.g. the dark energy and dark matter phenomena, the quark confinement, asymptotic freedom, short-range nature of both strong and weak interactions, decay mechanism of sub-atomic particles, baryon asymmetry, and the solar neutrino problem.

    This report presents an assessment of geothermal district heating in the City of La Grande, Oregon. Eight study area districts were analyzed to determine their economic feasibility. Results from the analyses conclude that certain districts within the City of La Grande are economically feasible if certain assumptions are correct. Development of geothermal district heating for these areas would provide direct energy and dollar savings to the building owners and would also provide direct and indirect benefits to low and moderate income households within the City.

    Snohomish County Public Utilities District (the District or Snohomish PUD) provides electricity to about 325,000 customers in Snohomish County, Washington. The District has an incentive programs to encourage commercial customers to improve energy efficiency: the District partially reimburses the cost of approved retrofits if they provide a level of energy performance improvement that is specified by contract. In 2013 the District contracted with Lawrence Berkeley National Laboratory to provide a third-party review of the Monitoring and Verification (M&V) practices the District uses to evaluate whether companies are meeting their contractual obligations. This work helps LBNL understand the challenges faced by real-world practitioners of M&V of energy savings, and builds on a body of related work such as Price et al. (2013). The District selected a typical project for which they had already performed an evaluation. The present report includes the District's original evaluation as well as LBNL's review of their approach. The review is based on the document itself; on investigation of the load data and outdoor air temperature data from the building evaluated in the document; and on phone discussions with Bill Harris of the Snohomish County Public Utilities District. We will call the building studied in the document the subject building, the original Snohomish PUD report will be referred to as the Evaluation, and this discussion by LBNL is called the Review.

    The Industrial Corridor of Jamestown, New York, contains more than twenty industrial/manufacturing companies, whose thermal demands, in addition to space heating, include significant process heating loads. This study investigated in depth, the technical and economic feasibility of implementing a district heating system in the Industrial Corridor which can serve both process and space heating loads. Based upon the heat load assessment conducted, the study focused upon nine companies with the largest thermal demand. Alternative system implementation designs were considered including new conventional centralized boiler plants, gas turbine cogeneration, and both high temperature hot water and steam as the heat transport media in an underground distribution system. The study concluded that, in view of the nature of existing prospective customer loads being primarily steam based, the most economical system for near term phased development is a steam based system with a new conventional centrally located steam boiler plant. The economic potential for a cogeneration system was found to be sensitive to electricity buy back rates, which at present, are not attractive. Implementing a modern high temperature hot water system would require significant customer retrofit costs to convert their steam based systems to hot water, resulting in long and unattractive pay back periods. Unless customer hot water retrofit costs can be expended without penalty to the district system economics, hot water district heating is not considered economically feasible. Chapters describe heat load assessment; heat source analysis; system implementation; transmission and distribution systems assessment; institutional assessment; system economic analysis; and customer retrofit, economic analysis, and conclusions 20 figs., 22 tabs.

    A broad overview of the current status of proton stability in unified models of particle interactions is given which includes non - supersymmetric unification, SUSY and SUGRA unified models, unification based on extra dimensions, and string-M-theory models. The extra dimensional unification includes 5D and 6D and universal extra dimensional (UED) models, and models based on warped geometry. Proton stability in a wide array of string theory and M theory models is reviewed. These include Calabi-Yau models, grand unified models with Kac-Moody levels $k>1$, a new class of heterotic string models, models based on intersecting D branes, and string landscape models. The destabilizing effect of quantum gravity on the proton is discussed. The possibility of testing grand unified models, models based on extra dimensions and string-M-theory models via their distinctive modes is investigated. The proposed next generation proton decay experiments, HyperK, UNO, MEMPHYS, ICARUS, LANNDD (DUSEL), and LENA would shed significant light on the nature of unification complementary to the physics at the LHC. Mathematical tools for the computation of proton lifetime are given in the appendices. Prospects for the future are discussed.
