    The Department of Energy's (DOE) Solar America Showcase program seeks to accelerate demand for solar technologies among key end use market sectors. As part of this activity the DOE provides Technical Assistance through its national laboratories to large-scale, high-visibility solar installation projects. The Solar Schools Assessment and Implementation Project (SSAIP) in the San Francisco Bay area was selected for a 2009 DOE Solar American Showcase award. SSAIP was formed through the efforts of the nonprofit Sequoia Foundation and includes three school districts: Berkeley, West Contra Costa, and Oakland Unified School Districts. This paper summarizes the technical assistance efforts that resulted from this technical assistance support. It serves as a case study and reference document detailing the steps and processes that could be used to successfully identify, fund, and implement solar PV projects in school districts across the country.

    Propane has been a proven fuel for buses for decades. For the first time in 2007, Blue Bird rolled out a propane school bus using direct liquid injection, which was later followed by Thomas Built Buses and Navistar. Because this new technology is much more reliable than previous designs, it is essentially reintroducing propane buses to many school districts. During this same time period, vehicle emissions standards have tightened. To meet them, diesel engine manufacturers have added diesel particulate filters (DPF) and, more recently, selective catalytic reduction (SCR) systems. As an alternative to diesel buses with these systems, many school districts have looked to other affordable, clean alternatives, and they've found that propane fits the bill.

    This feasibility study and preliminary conceptual design effort assesses the conversion of Colorado School District 50 facilities - a high school and gym, and a middle school building - at Pagosa Springs, Colorado to geothermal space heating. A preliminary cost-benefit assessment made on the basis of estimated costs for conversion, system maintenance, debt service, resource development, electricity to power pumps, and savings from reduced natural gas consumption concluded that an economic conversion depended on development of an adequate geothermal resource (approximately 150/sup 0/F, 400 gpm). Material selection assumed that the geothermal water to the main supply system was isolated to minimize effects of corrosion and deposition, and that system-compatible components would be used for the building modifications. Asbestos-cement distribution pipe, a stainless steel heat exchanger, and stainless steel lined valves were recommended for the supply, heat transfer, and disposal mechanisms, respectively. A comparison of the calculated average gas consumption cost, escalated at 10% per year, with conversion project cost, both in 1977 dollars, showed that the project could be amortized over less than 20 years at current interest rates. In view of the favorable economics and the uncertain future availability and escalating cost of natural gas, the conversion appears economicaly feasible and desirable.

    A model of grand unified theory based on SU(6) gauge group is proposed. It can accommodate two generations of ordinary fermions with V-A weak coupling and two generations of weird fermions with V+A weak coupling. In this model, a new discrete symmetry is introduced that insures existence of fermions with lower masses when SU(6) gauge symmetry is spontaneously broken. Simple Higgs fields with appropriate vacuum expectation values are chosen, so that the masses of weird fermions are heavier than those of ordinary fermions. This model also gives the same value of Weinberg angle, sin sq of Theta/sub w/ = 3/8, as in the usual SU(5) grand unified model at the grand unified scale.

    Utilities across the country are adopting cool storage methods, such as ice-storage and chilled-water tanks, as an economical and environmentally safe way to provide cooling for cities and towns. The use of district cooling, in which cold water or steam is pumped to absorption chillers and then to buildings via a central community chiller plant, is growing strongly in the US. In Chicago, San Diego, Pittsburgh, Baltimore, and elsewhere, independent district-energy companies and utilities are refurbishing neglected district-heating systems and adding district cooling, a technology first developed approximately 35 years ago.

    This report focuses on financial options developed specifically for renewable energy and energy efficiency projects in three California public school districts. Solar energy systems installed on public schools have a number of benefits that include utility bill savings, reductions in greenhouse gas emissions (GHGs) and other toxic air contaminants, job creation, demonstrating environmental leadership, and creating learning opportunities for students. In the 2011 economic environment, the ability to generate general-fund savings as a result of reducing utility bills has become a primary motivator for school districts trying to cut costs. To achieve meaningful savings, the size of the photovoltaic (PV) systems installed (both individually on any one school and collectively across a district) becomes much more important; larger systems are required to have a material impact on savings. Larger PV systems require a significant financial commitment and financing therefore becomes a critical element in the transaction. In simple terms, school districts can use two primary types of ownership models to obtain solar installations and cost savings across a school district. The PV installations can be financed and owned directly by the districts themselves. Alternatively, there are financing structures whereby another entity, such as a solar developer or its investors, actually own and operate the PV systems on behalf of the school district. This is commonly referred to as the 'third-party ownership model.' Both methods have advantages and disadvantages that should be weighed carefully.

    There are two national energy programs which are considering caverns in geological salt (NaCl) as a storage repository. One is the disposal of nuclear wastes and the other is the storage of oil. Both short-time and long-time structural deformations and stresses must be predictable for these applications. At 300K, the nominal initial temperature for both applications, the salt is at 0.28 of the melting temperature and exhibits a significant time dependent behavior. A constitutive model has been developed which describes the behavior observed in an extensive set of triaxial creep tests. Analysis of these tests showed that a single deformation mechanism seems to be operative over the stress and temperature range of interest so that the secondary creep data can be represented by a power of the stress over the entire test range. This simple behavior allowed a new unified creep-plasticity model to be applied with some confidence. The resulting model recognizes no inherent difference between plastic and creep strains yet models the total inelastic strain reasonably well including primary and secondary creep and reverse loadings. A multiaxial formulation is applied with a back stress. A Bauschinger effect is exhibited as a consequence and is present regardless of the time scale over which the loading is applied. The model would be interpreted as kinematic hardening in the sense of classical plasticity. Comparisons are made between test data and model behavior.

    This software comprises a portable, open source implementation of a runtime library to support applications written in the Unified Parallel C (UPC) language. This library implements the UPC-specific functionality, including shared memory allocation and locks. The network-dependent functionality is implemented as a thin wrapper around a separate library implementing the GASNet (Global-Address Space Networking) specification. For true shared memory machines. GASNet is bypassed in favor of direct memory operations and local synchronization mechanisms. The Berkeleymore » UPC Runtime Library is currently the only implementation of the "Berkeley UPC Runtime Specification", and thus the only runtme library usable with the Berkeley UPC Compiler. Also, it is the only UPC runtime known to the author to provide two shared pointer representations: one for arbitrary blocksizes and one to optimize for the common cases of phaseless and blocksize=1. For distributed memory environments a library implementing the GASNet (Global-Address Space Networking) specification is required for communication. While no specialized hardware is required, a high-speed interconnet supported by the GASNet implementation is suggested for preformance. If no supported high-speed interconnect is available. GASNet can run over MPI. An external library is reqired for certain local memory allocation operations. A well defined interface allows for multiple implementations of this library, but at present the "umalloc" library from LBNL is the only compatible implementation.« less

The report includes information about the two local governments that participated in the project - the City of Boise, Idaho and the Boise Warm Springs Water District. It also discusses the federal funding sources; the financial studies; the feasibility studies conducted; the general system planning and design; design of detailed system components; the legal issues involved in production; geological analysis of the resource area; distribution and disposal; the program to market system services; and the methods of retrofitting buildings to use geothermal hot water for space heating. Technically this report describes the Boise City district heating system based on 170/sup 0/F water, a 4000 gpm production system, a 41,000 foot pipeline system, and system economies.     In this paper, we propose a new adaptive unified differential evolution algorithm for single-objective global optimization. Instead of the multiple mutation strate- gies proposed in conventional differential evolution algorithms, this algorithm employs a single equation unifying multiple strategies into one expression. It has the virtue of mathematical simplicity and also provides users the flexibility for broader exploration of the space of mutation operators. By making all control parameters in the proposed algorithm self-adaptively evolve during the process of optimization, it frees the application users from the burden of choosing appro- priate control parameters and also improves the performance of the algorithm. In numerical tests using thirteen basic unimodal and multimodal functions, the proposed adaptive unified algorithm shows promising performance in compari- son to several conventional differential evolution algorithms.

    Vertical-bore, geothermal heat pumps (GHPs) have been providing heating and cooling to four new elementary schools located in Lincoln, Nebraska since 1995. According to representatives of the local utility and school district, the systems are providing a comfortable, complaint-free environment with utility costs that are nearly half of that of other schools in the district. Performance data collected from on-site energy management systems and district billing and utility records for all fifty schools in the Lincoln district indicate that only five consume less energy than the best performing GHP school; however these five cool less than 10% of their total floor area, while the GHP schools cool 100% of their floor area. When compared to other new schools (with similar ventilation loads), the GHP schools used approximately 26% less source energy per square foot of floor area. Variations in annual energy performance are evident among the four GHP schools, however, together they still consume less source energy than 70% of all schools in the district. These variations are most likely due to operational differences rather than installed equipment, building orientation, or environmental (bore field) conditions.
