Return to Energy Information Administration Home Page Home > Environment> International Energy Outlook> Special Topics International Energy Outlook 2004 Converting Gross Domestic Product for Different Countries to U.S. Dollars: Market Exchange Rates and Purchasing Power Parity Rates The world energy forecasts in IEO2004 are based primarily on projections of GDP for different countries and regions, which for purposes of comparison are expressed in 1997 U.S. dollars. First, GDP projections are prepared for the individual countries in terms of their own national currencies and 1997 prices of goods and services. Then, the projections are converted to 1997 U.S. dollars by applying average 1997 foreign exchange rates between the various national currencies and the dollar. The resulting projections of real GDP are thus based on national 1997 prices in each country and the 1997 market exchange rate (MER) for each currency against the U.S. dollar.

The study uses a 1,000 person sample to show favorability and unfavorability energy topics such as transportation, renewable technology, nuclear, clean coal, and smart grid topics. Some of the highlights of the study are as follows: * Solar Energy had the highest number of respondents holding both "favorable" and "strongly favorable" opinions of any technology.

Results of the 1991 Edition of the GRI Baseline Projection for each of the eleven regions used in the Gas Research Institute (GRI) version of the DRI energy model are summarized. The 1991 edition of the projection is an internally consistent forecast of United States energy markets produced using results from GRI's Hydrocarbon Model in conjunction with the DRI Macroeconomic Model and the GRI/DRI Energy Model. The report discusses only those energy market concepts which are forecast on a regional basis in the Energy Model. Unless otherwise noted, all prices are reported in 1990 constant dollars. Transportation energy demand is not treated on a regional basis in the GRI/DRI Energy Model. For the purposes of the report, transportation energy demand was shared out to each region based on population.

Efficiency Efficiency mkt trends Market Trends Growth in energy use is linked to population growth through increases in housing, commercial floorspace, transportation, and goods and services. These changes affect not only the level of energy use, but also the mix of fuels used. Energy consumption per capita declined from 337 million Btu in 2007 to 308 million Btu in 2009, the lowest level since 1967. In the AEO2011 Reference case, energy use per capita increases slightly through 2013, as the economy recovers from the 2008-2009 economic downturn. After 2013, energy use per capita declines by 0.3 percent per year on average, to 293 million Btu in 2035, as higher efficiency standards for vehicles and appliances take effect (Figure 55). We review the present status of the theory of high energy reactions with semi-exclusive nucleon electro-production from nuclear targets. We demonstrate how the increase of transferred energies in these reactions opens a complete new window in studying the microscopic nuclear structure at small distances. The simplifications in theoretical descriptions associated with the increase of the energies are discussed. The theoretical framework for calculation of high energy nuclear reactions based on the effective Feynman diagram rules is described in details. The result of this approach is the generalized eikonal approximation (GEA), which is reduced to Glauber approximation when nucleon recoil is neglected. The method of GEA is demonstrated in the calculation of high energy electro-disintegration of the deuteron and A = 3 targets. Subsequently we generalize the obtained formulae for A> 3 nuclei. The relation of GEA to the Glauber theory is analyzed. Then based on the GEA framework we discuss some of the phenomena which can be studied in exclusive reactions, these are: nuclear transparency and short-range correlations in nuclei. We illustrate how light-cone dynamics of high-energy scattering emerge naturally in high energy electro-nuclear reactions. I.

The United States has the largest coal reserves in the world, followed by Russia and China. Coal now provides about a quarter of the energy used in the United States. The share of US energy to be supplied by coal is projected to increase modestly to 2030. Coal use worldwide exhibits the same characteristics as in the United States. The largest increase in coal use through 2030 is projected to be in China, followed by the United States and India. Coal is consumed in large quantities throughout the United States, while most production is focussed in a few states, requiring significant quantities of coal to be transported long distances. To that end US coal consumers and producers have access to the world's most comprehensive and efficient coal transportation system. The extent to which coal is able to help meet future US energy challenges will depend heavily on the performance of coal transporters. Contents are: United States coal market; supply growth; demand growth; US coal transportation infrastructure: issues and prospects; and other factors impacting supply/demand growth. 25 figs., 12 tabs., 1 app.

The report presents the issues associated with and the potential of coal to liquids (CTL) and coal to gas (CTG) technologies. The other important outcome from this report is to view and understand the inputs and assumptions from various publications and the range of production estimates from CTG and CTL technology. The examination of the publications demonstrates a large uncertainty for CTL, due to various assumptions from petroleum price to technological abilities. Key assumptions are left unexamined, such as product transportation, labor, equipment availability, and environmental risk. Overall, the published CTL production estimates are small in the total global petroleum market perspective; even in the most optimistic scenario the volume from CTL amounts to only 20% of the U.S. petroleum market in the Southern States Energy Board (SSEB) report. The National Coal Council (NCC) saw a 10% market share, whereas the various Energy Information Administration (EIA) scenarios saw 0% to 6% of the U.S market share. The NCC and SSEB both mentioned the added benefit of using the CO{sub 2} for enhanced oil recovery (EOR). It begins by introducing the process, giving a detailed technological understanding, and then outlining each issue with each report from coal availability to oil price assumptions. The incremental gains from CTL and other technology areas, such as oil shale, could have a significant impact on U.S. energy cost and foreign dependency. The use of coal allows the added benefit of relying on a resource that is domestically more plentiful than petroleum, but this reliance must be carefully balanced with the economics of developing the resource, since CTL facilities can cost more than $1 billion per 10,000 days of production, which implicates the competitiveness of the U.S. economy within the global economy. 33 refs.

Regional Systems Development for Geothermal Energy Resources Pacific Region (California and Hawaii). Task 3: water resources evaluation. Topical report

The fundamental objective of the water resources analysis was to assess the availability of surface and ground water for potential use as power plant make-up water in the major geothermal areas of California. The analysis was concentrated on identifying the major sources of surface and ground water, potential limitations on the usage of this water, and the resulting constraints on potentially developable electrical power in each geothermal resource area. Analyses were completed for 11 major geothermal areas in California: four in the Imperial Valley, Coso, Mono-Long Valley, Geysers-Calistoga, Surprise Valley, Glass Mountain, Wendel Amedee, and Lassen. One area in Hawaii, the Puna district, was also included in the analysis. The water requirements for representative types of energy conversion processes were developed using a case study approach. Cooling water requirements for each type of energy conversion process were estimated based upon a specific existing or proposed type of geothermal power plant. The make-up water requirements for each type of conversion process at each resource location were then estimated as a basis for analyzing any constraints on the megawatts which potentially could be developed.

Eleven implementation plans were prepared. They represent some 21 reservoir-site developments and 48 geothermal power plant developments. The plans consist of three integrated elements: (1) a bar-chart schedule that depicts interdependencies among activities and shows significant milestones on the path from initial exploration to power on-line, (2) task descriptions, and (3) the responsible performers. During the preparation of the implementation plans, the tasks required for resource development at each KGRA were defined on a generalized work breakdown structure (WBS) diagram. A generalized WBS dictionary (task descriptions) was also compiled. In addition, a specific WBS for each KGRA was prepared in a tabular and indented format. The tasks formed the basis for the schedular activities. Institutional responsibilities, based upon the WBS, were identified and are also shown on the tabular WBS. In this manner, implementation plans evolved whose schedular, task, and responsibility elements were integrated with one another. In order to provide logically consistent time estimates, and a reasonable basis for comparison, schedule modules were developed for some recurring activities which are essentially common to all KGRAs. In the preparation of multiple plant schedules for a given KGRA, the interactive effects of power development on the ancillary resources of the area were considered so that interfaces and constraining situations would be identified. Within Imperial County, this process was taken one step further to include the influence that development at the several close-lying KGRAs would have upon one another. A set of recommendations for the accelerated development of geothermal energy resources was prepared and the potential implementors were suggested.

An analysis of the energy conservation and life cycle cost benefits of boost heaters for dishwashers is presented to provide technical information to assist in determining whether to modify the dishwasher test procedure to include boost heaters. Two manufacturers are offering dishwashers which have an inlet water temperature requirement of 120/sup 0/F. Cleaning performance in these appliances is maintained with an electric coil in the sump of the dishwasher, which boosts the incoming water to its final temperature. Both manufacturers have petitioned DOE for exemption from efficiency standards, since current DOE test procedures give no credit for water heater energy savings. The evaluation shows boost heaters to be energy conserving for all conditions. The life cycle cost analysis indicates boost heaters are cost effective in all cases for homes with electric water heaters, and in most cases for homes having gas water heaters. Additionally the proposed standards for dishwashers will lower water consumption in 1985 model dishwashers such that boost heaters will become cost effective in all cases.

It was proposed that the consolidation of multiple funding streams from numerous DOE sources into a single grant would provide a more equitable and efficient means of assistance to States and Tribes affected by DOE nuclear material shipments. The group serves as an important vehicle for DOE senior managers to assess and incorporate stakeholder input into the development of a consolidated funding vehicle for transportation activities, should DOE implement such a program. The nations of East Central Europe regained their political and economic freedom in 1989, ending nearly a half century of centrally planned economies under the hegemony of the former Soviet Union (FSU). These nations are now emerging from economic conditions marked by price distortions and a focus on heavy industry, isolation from world markets, and a lack of occupational health and environmental safeguards. Economic recovery, environmental restoration, and political stability, as well as eventual entrance into the European Community (EC), require a reordering of policies and priorities, including those bearing on energy and the environment. This report, prepared as a background document for the Second International Conference on Energy and Environment to be held in Prague in November 1994, is composed of a summary table (Table 1) and supporting text and is intended to provide a concise review of issues related to energy and the environment for the Czech and Slovak Republics, Hungary, Poland, and Bulgaria. Organized by subject and country, Table 1 contains country profiles (Row A), information on the economy (Row B), primary energy consumption, environmental priorities, energy resources, production, and utilization (Rows C, D, F, G, H, and I), electrical generation and transmission (Rows J and K), district heating (Row L), briquettes (Row M), and environmental regulations (Row N). Pertinent policy goals, issues, and trends are noted. The reports is based largely on a review of documents published by the International Energy Agency (IEA) and the U.S. Department of Energy (DOE), as well as selected sources obtained from the countries of the region. Reference citations are keyed to information presented in Table 1.

The Resource Data Evaluation subtask of the US Department of Energy (DOE) base program represents an Energy & Environmental Research Center (EERC) initiative to promote the integration of geographic information system (GIS) technologies with other ongoing and planned EERC research in the areas of resource utilization, remediation, land use planning, and regulatory and policy assessment. Significant demand for GIS-based information already exists for energy resource evaluation, interpretation of remote sensing data, environmental assessment at the state and local levels, and use in strategic planning. The objective of this task was to determine the appropriate platform and approach upon which to develop GIS applications for optimizing resource evaluation and integrating this information with related areas of interest. Activities associated with Task 7.2, Resource Data Evaluation, were conducted primarily during the first half of the project year. These activities included tasks associated with the development and implementation of GIS databases and construction of digitized files for research pertaining to energy studies. As previously noted, database design was undertaken for two EERC projects: 1) coal occurrence in Bowman and adjacent counties in the Fort Union Coal Region of southwestern North Dakota and 2) energy resource utilization concerns for selected sites in Alaska.

This report provides the basis for closing the organic solvent safety issue. Sufficient information is presented to conclude that risk posed by an organic solvent fire is within risk evaluation guidelines. This report updates information contained in Analysis of Consequences of Postulated Solvent Fires in Hanford Site Waste Tanks. WHC-SD-WM-CN-032. Rev. 0A (Cowley et al. 1996). However, this document will not replace Cowley et al (1996) as the primary reference for the Basis for Interim Operation (BIO) until the recently submitted BIO amendment (Hanson 1999) is approved by the US Department of Energy. This conclusion depends on the use of controls for preventing vehicle fuel fires and for limiting the use of flame cutting in areas where hot metal can fall on the waste surface.The required controls are given in the Tank Waste Remediation System Technical Safety Requirements (Noorani 1997b). This is a significant change from the conclusions presented in Revision 0 of this report. Revision 0 of this calcnote concluded that some organic solvent fire scenarios exceeded risk evaluation guidelines, even with controls imposed.

A ll versions of the International Energy Conservation Code (IECC) require ducts, air handlers, filter boxes, and air cavities used as ducts to be sealed, and reference Chapter 16 of the International Residential Code for details on air sealing. This sealing is required on all ducts and other air distribution components regardless of whether they are located inside or outside the conditioned living space. For single-family homes and other low-rise residential buildings, the 2009 and 2012 IECC have duct insulation and sealing requirements in Section 403.2. Both codes require insulation

Section C406 provides three sets of provisions, one of which must be applied. T his section is intended to achieve additional energy efficiency in commercial buildings designed to meet the 2012 IECC while at the same time providing flexibility to the designer in terms of how that energy efficiency is achieved. Commissioning, testing, and balancing are all ways of identifying things that "aren't right" and fixing them. A recent report from Lawrence Berkeley National Laboratory 1 (LBNL) discusses the importance of commissioning by pointing out that an evaluation of nearly 99 million square feet of commissioned buildings showed savings of 13% and 16% of whole building energy use for new construction and existing buildings, respectively. Tracking topic birth and death in LDA.

Most topic modeling algorithms that address the evolution of documents over time use the same number of topics at all times. This obscures the common occurrence in the data where new subjects arise and old ones diminish or disappear entirely. We propose an algorithm to model the birth and death of topics within an LDA-like framework. The user selects an initial number of topics, after which new topics are created and retired without further supervision. Our approach also accommodates many of the acceleration and parallelization schemes developed in recent years for standard LDA. In recent years, topic modeling algorithms such as latent semantic analysis (LSA)[17], latent Dirichlet allocation (LDA)[10] and their descendants have offered a powerful way to explore and interrogate corpora far too large for any human to grasp without assistance. Using such algorithms we are able to search for similar documents, model and track the volume of topics over time, search for correlated topics or model them with a hierarchy. Most of these algorithms are intended for use with static corpora where the number of documents and the size of the vocabulary are known in advance. Moreover, almost all current topic modeling algorithms fix the number of topics as one of the input parameters and keep it fixed across the entire corpus. While this is appropriate for static corpora, it becomes a serious handicap when analyzing time-varying data sets where topics come and go as a matter of course. This is doubly true for online algorithms that may not have the option of revising earlier results in light of new data. To be sure, these algorithms will account for changing data one way or another, but without the ability to adapt to structural changes such as entirely new topics they may do so in counterintuitive ways.

Ideal-gas thermodynamic properties for biphenyl based on accurate calorimetric measurements were determined between 300 and 700 K, well into the range of typical chemical process temperatures. The calorimetrically derived values provide a firm basis for the prediction of thermodynamic properties for a large family of molecular structures including many substituted biphenyls (such as PCB's) as well as polyphenyls of arbitrary size. Also, results highlighted ambiguities common in the statistical calculation of thermodynamic properties of polycyclic molecules. Critical-property measurement using a differential scanning calorimeter (DSC) showed the commonly accepted assessed value to be in error. This value serves as a ''cornerstone'' in group-contribution critical property estimation schemes, which often are employed by engineers in corresponding-states correlations for the estimation of a great variety of physical properties. Thermodynamically-consistent sublimation vapor pressures were derived to show which of the many literature values are valid; an essential step in the validification of the many reported PCB vapor-pressure measurements, which are key to environmental-impact considerations. Derived Gibbs energies of formation allow the calculation of chemical equilibria in the biphenyl/hydrogen reaction network (published in a companion report; Topical report NIPER-403), which has important ramifications in alternate fuel processing. 85 refs., 11 figs., 16 tabs.

The flammable gas safety issue was recognized in 1990 with the declaration of an unreviewed safety question (USQ) by the U. S. Department of Energy as a result of the behavior of the Hanford Site high-level waste tank 241-SY-101. This tank exhibited episodic releases of flammable gas that on a couple of occasions exceeded the lower flammability limit of hydrogen in air. Over the past six years there has been a considerable amount of knowledge gained about the chemical and physical processes that govern the behavior of tank 241-SY-1 01 and other tanks associated with the flammable gas safety issue. This report was prepared to provide an overview of that knowledge and to provide a description of the key information still needed to resolve the issue. Items covered by this report include summaries of the understanding of gas generation, retention and release mechanisms, the composition and flammability behavior of the gas mixture, the amounts of stored gas, and estimated gas release fractions for spontaneous releases. `Me report also discusses methods being developed for evaluating the 177 tanks at the Hanford Site and the problems associated with these methods. Means for measuring the gases emitted from the waste are described along with laboratory experiments designed to gain more information regarding rates of generation, species of gases emitted and modes of gas storage and release. Finally, the process for closing the USQ is outlined as are the information requirements to understand and resolve the flammable gas issue.

This report overviews crosscutting regulatory topics for nuclear fuel cycle facilities for use in the Fuel Cycle Research&Development Nuclear Fuel Cycle Evaluation and Screening study. In particular, the regulatory infrastructure and analysis capability is assessed for the following topical areas:Fire Regulations (i.e., how applicable are current Nuclear Regulatory Commission (NRC) and/or International Atomic Energy Agency (IAEA) fire regulations to advance fuel cycle facilities)Consequence Assessment (i.e., how applicable are current radionuclide transportation tools to support risk-informed regulations and Level 2 and/or 3 PRA) While not addressed in detail, the following regulatory topic is also discussed:Integrated Security, Safeguard and Safety Requirement (i.e., how applicable are current Nuclear Regulatory Commission (NRC) regulations to future fuel cycle facilities which will likely be required to balance the sometimes conflicting Material Accountability, Security, and Safety requirements.)

Between 2010 and 2012 the Eastern Interconnection Planning Collaborative (EIPC) conducted a major long-term resource and transmission study of the Eastern Interconnection (EI). With guidance from a Stakeholder Steering Committee (SSC) that included representatives from the Eastern Interconnection States Planning Council (EISPC) among others, the project was conducted in two phases. Phase 1 involved a long-term capacity expansion analysis that involved creation of eight major futures plus 72 sensitivities. Three scenarios were selected for more extensive transmission- focused evaluation in Phase 2. Five power flow analyses, nine production cost model runs (including six sensitivities), and three capital cost estimations were developed during this second phase. The results from Phase 1 and 2 provided a wealth of data that could be examined further to address energy-related questions. A list of 13 topics was developed for further analysis; this paper discusses the first five.

One of the most dramatic consequences of low-scale (~1 TeV) quantum gravity in models with large or warped extra dimension(s) is copious production of mini black holes at future colliders and in ultra-high-energy cosmic ray collisions. Hawking radiation of these black holes is expected to be constrained mainly to our three-dimensional world and results in rich phenomenology. In this topical review we discuss the current status of astrophysical observations of black holes and selected aspects of mini black hole phenomenology, such as production at colliders and in cosmic rays, black hole decay properties, Hawking radiation as a sensitive probe of the dimensionality of extra space, as well as an exciting possibility of finding new physics in the decays of black holes.

DOE Green Energy (OSTI)

The efficient utilization of waste produced during food processing operations is a topic of growing importance to the industry. While incineration is an attractive option for wastes with relatively low ash and moisture contents (i.e., under about 50 wt % moisture), it is not suitable for wastes with high moisture contents. Cheese whey, brewer's spent grain, and fruit pomace are examples of food processing wastes that are generally too wet to burn efficiently and cleanly. Pacific Northwest Laboratory (PNL) is developing a thermocatalytic conversion process that can convert high-moisture wastes (up to 98 wt % moisture) to a medium-Btu fuel gas consisting primarily of methane and carbon dioxide. At the same time, the COD of these waste streams is reduced by 90% to 99%, Organic wastes are converted by thermocatalytic treatment at 350/degree/C to 400/degree/C and 3000 to 4000 psig. The process offers a relatively simple solution to waste treatment while providing net energy production from wastes containing as little as 2 wt % organic solids (this is equivalent to a COD of approximately 25,000 mg/L). This report describes continuous reactor system (CRS) experiments that have been conducted with food processing wastes. The purpose of the CRS experiments was to provide kinetic and catalyst lifetime data, which could not be obtained with the batch reactor tests. These data are needed for commercial scaleup of the process.

The Allison Gas Turbine Division (Allison) of General Motors Corporation conducted the Advanced Turbine Systems (ATS) program feasibility study (Phase I) in accordance with the Morgantown Energy Technology Center`s (METC`s) contract DE-AC21-86MC23165 A028. This feasibility study was to define and describe a natural gas-fired reference system which would meet the objective of {ge}60% overall efficiency, produce nitrogen oxides (NO{sub x}) emissions 10% less than the state-of-the-art without post combustion controls, and cost of electricity of the N{sup th} system to be approximately 10% below that of the current systems. In addition, the selected natural gas-fired reference system was expected to be adaptable to coal. The Allison proposed reference system feasibility study incorporated Allison`s long-term experience from advanced aerospace and military technology programs. This experience base is pertinent and crucial to the success of the ATS program. The existing aeroderivative technology base includes high temperature hot section design capability, single crystal technology, advanced cooling techniques, high temperature ceramics, ultrahigh turbomachinery components design, advanced cycles, and sophisticated computer codes.

This is 50 to 90 times the projected cost of $60 per kW 2 for the same stack technology (2006) at high volume (500,000 units). In addition, six sigma standards must be reached for fuel cell subsystems and components to be competitive with conventional power systems such as internal combustion engines. Topics I through 5 described below provide a summary of the high-priority manufacturing needs for PEM fuel cell Membrane Electrode Assemblies (MEAs) and stacks. This paper reports on and discusses a set of user experiments using the TREC 2003 Web interactive track protocol. The focus is on comparing humans and machine algorithms in terms of performance in a topic distillation task. We also investigated the effect of the search results layout in supporting the users effort. We have demonstrated that machines can perform nearly as well as people on the topic distillation task. Given a system tailored to the task there is significant performance improvement and finally, given a presentation that supports the task, there is strong user satisfaction.
