    The SWERA Programme provides easy access to credible renewable energy data to stimulate investment in, and development of, renewable energy technologies. The Solar and Wind Energy Resource Assessment (SWERA) started in 2001 to advance the large-scale use of renewable energy technologies by increasing the availability and accessibility of high-quality solar and wind resource information. SWERA began as a pilot project with funding from the Global Environment Facility (GEF) and managed by the United Nations Environment Programme's (UNEP) Division of Technology, Industry and Economics (DTIE) in collaboration with more than 25 partners around the world. With the success of the project in 13 pilot countries SWERA expanded in 2006 into a full programme. Its expanded mission is to provide high quality information on renewable energy resources for countries and regions around the world, along with the tools needed to apply these data in ways that facilitate renewable energy policies and investments.[from the SWERA Guide at http://swera.unep.net/index.php?id=sweraguide_chp1] DOE and, in particular, the National Renewable Energy Laboratory, has been a functioning partner from the beginning. NREL was part of the original technical team involved in mapping, database, and GIS activities. Solar, wind, and meteorological data for selected countries can be accessed through a variety of different tools and interfaces.

    The CMS Experiment at the LHC is establishing a global network of inter-connected 'CMS Centres' for controls, operations and monitoring. These support: (1) CMS data quality monitoring, detector calibrations, and analysis; and (2) computing operations for the processing, storage and distribution of CMS data. We describe the infrastructure, computing, software, and communications systems required to create an effective and affordable CMS Centre. We present our highly successful operations experiences with the major CMS Centres at CERN, Fermilab, and DESY during the LHC first beam data-taking and cosmic ray commissioning work. The status of the various centres already operating or under construction in Asia, Europe, Russia, South America, and the USA is also described. We emphasise the collaborative communications aspects. For example, virtual co-location of experts in CMS Centres Worldwide is achieved using high-quality permanently-running 'telepresence' video links. Generic Web-based tools have been developed and deployed for monitoring, control, display management and outreach.

    Successful operation of the LHC and its experiments is crucial to the future of the worldwide high-energy physics program. Remote operations and monitoring centres have been established for the CMS experiment in several locations around the world. The development of remote centres began with the LHC{at}FNAL ROC and has evolved into a unified approach with distributed centres that are collectively referred to as 'CMS Centres Worldwide'. An overview of the development of remote centres for CMS will be presented, along with a synopsis of collaborative tools that are used in these centres today and trends in the development of remote operations capabilities for high-energy physics.

    In a multiwire proportional chamber the avalanches occur close to the anode wires. The motion of the positive ions in the large electric fields at the vicinity of the wires induces fast-rising positive pulses on the surrounding electrodes. Different methods have been developed in order to determine the position of the centre of the avalanches. In the method we describe, the centre of gravity of the pulse distribution is measured directly. It seems to lead to an accuracy which is limited only by the stability of the spatial distribution of the avalanches generated by the process being measured.

    Radiation Oncology Practice Standards have been developed over the last 10 years and were published for use in Australia in 2011. Although the majority of the radiation oncology community supports the implementation of the standards, there has been no mechanism for uniform assessment or governance. North Coast Cancer Institute's public radiation oncology service is provided across three main service centres on the north coast of NSW. With a strong focus on quality management, we embraced the opportunity to demonstrate conformity with the Radiation Oncology Practice Standards. The Local Health District's Clinical Governance units were engaged to perform assessments of our conformity with the standards and this was signed off as complete on 16 December 2013. The process of demonstrating conformity with the Radiation Oncology Practice Standards has enhanced the culture of quality in our centres. We have demonstrated that self-assessment utilising trained auditors is a viable method for centres to demonstrate conformity. National implementation of the Radiation Oncology Practice Standards will benefit individual centres and the broader radiation oncology community to improve the service delivered to our patients.

    This is the final technical report for the U.S. Department of Energy Grant DE-FG26-02NT41445 for Membership in the International Centre for Gas Technology Information. The grant period began January 1, 2002 and ended December 31, 2002. The primary purpose of this grant was to continue U.S. country membership in the International Energy Agency's International Centre for Gas Technology Information (ICGTI) for calendar year 2002. The mission of ICGTI is to promote international cooperation and collaboration on natural gas technology development and commercialization. This final technical report describes ICGTI's 2002 activities, in which U.S. country membership in ICGTI was sustained and supported, but ICGTI's activities were curtailed by loss of funding.

    Data from the Pierre Auger Observatory are analyzed to search for anisotropies near the direction of the Galactic Centre at EeV energies. The exposure of the surface array in this part of the sky is already significantly larger than that of the fore-runner experiments. Our results do not support previous findings of localized excesses in the AGASA and SUGAR data. We set an upper bound on a point-like flux of cosmic rays arriving from the Galactic Centre which excludes several scenarios predicting sources of EeV neutrons from Sagittarius A. Also the events detected simultaneously by the surface and fluorescence detectors (the ''hybrid'' data set), which have better pointing accuracy but are less numerous than those of the surface array alone, do not show any significant localized excess from this direction.

    The International Network of Nuclear Reaction Data Centres (NRDC) consists of 14 data centers from 10 countries and 2 international organizations, and is collaborating for compilation, exchange and dissemination of various types of nuclear reaction data information. The nuclear data centers common data collection, the EXFOR library today contains experimental information and numerical data from more than 18,000 experiments consisting of more than 134,000 data sets mainly of nuclear reaction data for incident neutrons, charged-particles and photons with incident energy lower than 1 GeV. A brief history and the current status of NRDC collaboration are presented for EXFOR as well as CINDA and ENDF.

  16. Annealing of paramagnetic centres in electron- and ion-irradiated yttria-stabilized zirconia: effect of yttria content

    We have studied the effect of the yttria content on the recovery of paramagnetic centres in electron-irradiated yttria-stabilized zirconia (ZrO2: Y3+). Single crystals with 9.5 mol% or 18 mol% Y2O3 were irradiated with electrons of 1.0, 1.5, 2.0 and 2.5 MeV. Paramagnetic centre thermal annealing was studied by X-band EPR spectroscopy. Hole-centres are found to be annealed more quickly, or at a lower temperature, for 18 mol% than for 9.5 mol% Y2O3. At long annealing times, a non-zero asymptotic behaviour is observed in the isothermal annealing curves of hole-centres and F+-type centres between 300 and 500 K. The normalized asymptotic concentration of both defects has a maximum value of about 0.5 for annealing temperatures near 375 K, below the onset of the (isochronal) recovery stage, regardless of the yttria content. Such an uncommon behaviour is analyzed on the basis of either kinetic rate equations of charge transfer or equilibria between point defects with different charge states.

    Low detection sensitivity stemming from the weak polarization of nuclear spins is a primary limitation of magnetic resonance spectroscopy and imaging. Methods have been developed to enhance nuclear spin polarization but they typically require high magnetic fields, cryogenic temperatures or sample transfer between magnets. Here we report bulk, room-temperature hyperpolarization of 13C nuclear spins observed via high-field magnetic resonance. The technique harnesses the high optically induced spin polarization of diamond nitrogen vacancy centres at room temperature in combination with dynamic nuclear polarization. We observe bulk nuclear spin polarization of 6%, an enhancement of ~170,000 over thermal equilibrium. The signal of the hyperpolarized spins was detected in situ with a standard nuclear magnetic resonance probe without the need for sample shuttling or precise crystal orientation. In conclusion, hyperpolarization via optical pumping/dynamic nuclear polarization should function at arbitrary magnetic fields enabling orders of magnitude sensitivity enhancement for nuclear magnetic resonance of solids and liquids under ambient conditions.

  1. Remediation of Centre Pier, Port Hope, Ontario: Historical, Logistical, Regulatory and Technical Challenges - 13118

    Centre Pier is a 3.9 ha property owned by the Commissioners of the Port Hope Harbour in the Municipality of Port Hope, Ontario, Canada. It is centrally located on the Port Hope waterfront and is bounded on the west by the Port Hope Harbour, on the east by the Ganaraska River, on the south by Lake Ontario, and on the north by a railway corridor. The property is currently leased by the Commissioners of the Port Hope Harbour to the Cameco Corporation which owns the four onsite building that are used as warehouse space for their uranium conversion facility located on the western side of the Harbour. Remediation of this site forms part of the Port Hope Project being undertaken by Atomic Energy of Canada Limited (AECL) and Public Works and Government Services Canada (PWGSC) as part of the Port Hope Area Initiative (PHAI). Soil impacts include radiological, metals and petroleum hydrocarbons resulting from long term historical industrial use. Radiological impacts in soil extend across most of the site primarily within the upper metre of fill. Metals-contaminated soil is present across the entire site in the underlying fill material. The metals-contaminated fill extends to a maximum depth of 2.0 m below grade at the north end of the site which is underlain by peat. However, the metals-contaminated soil could extend to the top of the bedrock on the remainder of the site. Based on the elevation of the bedrock in the adjacent river and Harbour Basin, the metals-contaminated soil may extend to a depth of 5.6 m or 6.5 m below existing grade. Petroleum-contaminated soil is present on the southeast side of the site, where a storage tank farm was previously located. Challenges include: - The complex history of the site both relating to site use and Pier construction. Pier development began in the 1800's and was undertaken by many different entities. Modifications and repairs were made over the years resulting in several different types of Pier walls and fill that must be considered

    The ability to control the interaction between nitrogen-vacancy centres in diamond and photonic and/or broadband plasmonic nanostructures is crucial for the development of solid-state quantum devices with optimum performance. However, existing methods typically employ top-down fabrication, which restrict scalable and feasible manipulation of nitrogen-vacancy centres. Here, we develop a general bottom-up approach to fabricate an emerging class of freestanding nanodiamond-based hybrid nanostructures with external functional units of either plasmonic nanoparticles or excitonic quantum dots. Precise control of the structural parameters ( including size, composition, coverage and spacing of the external functional units) is achieved, representing a pre-requisite for exploring themore » underlying physics. Fine tuning of the emission characteristics through structural regulation is demonstrated by performing single-particle optical studies. Lastly, this study opens a rich toolbox to tailor properties of quantum emitters, which can facilitate design guidelines for devices based on nitrogenvacancy centres that use these freestanding hybrid nanostructures as building blocks.« less

    The beam chamber of Variable Energy Cyclotron Centre, Kolkata's K = 500 superconducting cyclotron is pumped by liquid helium cooled cryopanel with liquid nitrogen cooled radiation shield. Performance of the vacuum system was evaluated by cooling the cryopanel assembly with liquid nitrogen and liquid helium. Direct measurement of beam chamber pressure is quite difficult because of space restrictions and the presence of high magnetic field. Pressure gauges were placed away from the beam chamber. The beam chamber pressure was evaluated using a Monte Carlo simulation software for vacuum system and compared with measurements. The details of the vacuum system, measurements, and estimation of pressure of the beam chamber are described in this paper.

  9. Muon g−2 and Galactic Centre γ-ray excess in a scalar extension of the 2HDM type-X

    We consider an extension of the lepto-specific 2HDM with an extra singlet S as a dark matter candidate. Taking into account theoretical and experimental constraints, we investigate the possibility to address both the γ-ray excess detected at the Galactic Centre and the discrepancy between the Standard Model prediction and experimental results of the anomalous magnetic moment of the muon. Our analyses reveal that the SS→τ{sup +}τ{sup −} and SS→bb-bar channels reproduce the Galactic Centre excess, with an emerging dark matter candidate which complies with the bounds from direct detection experiments, measurements of the Higgs boson invisible decay width and observations of the dark matter relic abundance. Addressing the anomalous magnetic moment of the muon imposes further strong constraints on the model. Remarkably, under these conditions, the SS→bb-bar channel still allows for the fitting of the Galactic Centre. We also comment on a scenario allowed by the model where the SS→τ{sup +}τ{sup −} and SS→bb-bar channels have comparable branching ratios, which possibly yield an improved fitting of the Galactic Centre excess.

    As an ongoing part of the collaborative efforts between the Cooperative Monitoring Center (CMC) at Sandia National Laboratories, the United States Arms Control and Disarmament Agency (ACDA), and U.S. Department of Energy (DOE), staff from the CMC served as faculty in conducting a workshop in Shanghai, China. Sponsor of the workshop was the Regional Centre for Strategic Studies (RCSS) based in Colombo, Sri Lanka. The workshop included participants from throughout South Asia and China. The CMC presented four sessions related to the role of monitoring technologies in promoting regional security and building confidence among nations. Participation in these workshops supports U.S. efforts to further regional cooperation and promote arms control, nonproliferation and other cooperative securily measures and supplements efforts funded by DOE and ACDA over the past four years. The RCSS Shanghai meeting permitted a continued CMC involvement in regionally conducted training for anew generation of leaders in government, the military, and academia throughout South Asia and China. Nuclear issues are clearly a dominant South Asian concern since the nuclear tests of May 1998. However, there remains a strong interest in identifying opportunities for increased trade and reduced tensions in other areas. The RCSS and other regional organizations are enthusiastic about continued CMC involvement in future regional courses.

    AimTo present our single-centre prospective experience on the use of cryoablation (CA) applied to treat primary breast cancer (BC) in a cohort of patients unsuitable for surgical treatment.Materials and MethodsTwenty-three consecutive post-menopausal female patients (median age 85 years; range 56–96) underwent percutaneous CA of unifocal, biopsy-proven BC, under ultrasound/computed tomography (US/CT) guidance. Clinical and dynamic contrast-enhanced magnetic resonance imaging (DCE-MRI) follow-ups were systematically scheduled at 3, 12, 18 and 24 months. Local tumour control was assessed by comparing baseline and follow-up DCE-MRI.ResultsTwenty-three BC (median size 14 mm) were treated under local anaesthesia (78.3 %) or local anaesthesia and conscious sedation (21.7 %). Median number of cryo-probes applied per session was 2.0. A “dual-freezing” protocol was applied for the first ten patients and a more aggressive “triple-freezing” protocol for the remaining 13. Median follow-up was 14.6 months. Five patients recurred during follow-up and two were successfully re-treated with CA. Five patients presented immediate CA-related complications: four hematomas evolved uneventfully at 3-month follow-up and one skin burn resulted in skin inflammation and skin retraction at 3 and 12 months, respectively.ConclusionsPercutaneous CA is safe and well tolerated for non-resected elderly BC patients. Procedures can be proposed under local anaesthesia only. Given the insulation properties of the breast gland, aggressive CA protocols are required. Prospective studies are needed to better understand the potential role of CA in the local treatment of early BC.

    Transport properties of a Ni bis-?{sup 2} complex ligated by a pair of bi-pyridazino derivative are considered. This complex provides the opportunity to avoid perpendicular alignment of the ligand ? planes. We study the effects of ?-bonding and of intramolecular hydrogen bonding between the ligands as mediated by the metal centre on electron transport. The complicated effect of the electronic structure equilibration with the electrodes on the transport is discussed. The analysis at the electronic structure level provides guidelines to design a molecular bridge that is based on metal complexation with effective electronic transport.

    A single centre water splitting dye complex (aqua(2,2'-bipyridyl-4,4'-dicarboxylic acid)-(2,2':6',6''-terpyridine)Ruthenium(II)), along with a related complex ((2,2'-bipyridyl-4,4'-dicarboxylic acid)-(2,2':6',6''-terpyridine)chloride Ruthenium(II)), has been investigated using photoemission and compared to molecules with similar structures. Dye molecules were deposited in situ using ultra-high vacuum electrospray deposition, which allows for the deposition of thermally labile molecules, such as these dye molecules. Adsorption of the dye molecules on the rutile TiO{sub 2}(110) surface has been studied using core-level and valence photoemission. Core-level photoemission spectra reveal that each complex bonds to the surface via deprotonation of its carboxylic acid groups. A consideration of the energy level alignments reveals that both complexes are capable of charge transfer from the adsorbed molecules to the conduction band of the rutile TiO{sub 2} substrate.

    The neutron total capture cross section of 209Bi together with the cross sections to the ground state and the isomeric state were determined at the cold neutron beam PGAA-NIPS facilities at the Budapest Neutron Centre. For the measurements we used a coaxial HPGe detector with Compton suppression. The partial {gamma}-ray production cross sections were deduced relative to the partial capture cross section for the 4055 keV transition following 209Bi(n,{gamma}). This partial cross section was measured with a bismuth nitrate sample with respect to nitrogen as a comparator. The total capture cross section resulting from the primary transitions is lower than the one deduced from the transitions feeding the isomeric and the ground state. Since the multipolarity of the main transition feeding the ground state is not known, the uncertainty on the capture cross section to the ground state is rather large. We also compare the total capture thermal cross section with the value deduced from resonance parameters and discuss the impact of the branching ratio on the analysis of prompt capture cross section measurements using the total energy detection principle.

  19. A possible explanation of low energy γ-ray excess from galactic centre and Fermi bubble by a Dark Matter model with two real scalars

    We promote the idea of multi-component Dark Matter (DM) to explain results from both direct and indirect detection experiments. In these models as contribution of each DM candidate to relic abundance is summed up to meet WMAP/Planck measurements of Ω{sub DM}, these candidates have larger annihilation cross-sections compared to the single-component DM models. We illustrate this fact by introducing an extra scalar to the popular single real scalar DM model. We also present detailed calculations for the vacuum stability bounds, perturbative unitarity and triviality constraints on this model. As direct detection experimental results still show some conflict, we kept our options open, discussing different scenarios with different DM mass zones. In the framework of our model we make an interesting observation: the existing direct detection experiments like CDMS II, CoGeNT, CRESST II, XENON 100 or LUX together with the observation of excess low energy γ-ray from galactic centre and Fermi bubble by Fermi Gamma-ray Space Telescope (FGST) already have the capability to distinguish between different DM halo profiles.

    Recent results from direct and indirect searches for dark matter (DM) have motivated the study of particle physics models that can provide weakly interacting massive particles (WIMPs) in the mass range 150 GeV. Viable candidates for light WIMP DM must fulfil stringent constraints. On the one hand, the observation at the LHC of a Higgs boson with Standard Model properties set an upper bound on the coupling of light DM particles to the Higgs, thereby making it difficult to reproduce the correct relic abundance. On the other hand, the recent results from direct searches in the CDMSlite, SuperCDMS and LUX experiments have set upper constraints on the DM scattering cross section. In this paper, we investigate the viability of light right-handed sneutrino DM in the Next-to-Minimal Supersymmetric Model (NMSSM) in the light of these constraints. To this aim, we have carried out a scan in the NMSSM parameter space, imposing experimental bounds on the Higgs sector and low-energy observables, such as the muon anomalous magnetic moment and branching ratios of rare decays. We demonstrate that the enlarged Higgs sector of the NMSSM, together with the flexibility provided by the RH sneutrino parameters, make it possible to obtain viable RH sneutrino DM with a mass as light as 2 GeV. We have also considered the upper bounds on the annihilation cross section from Fermi LAT data on dwarf spheroidal galaxies, and extracted specific examples with mass in the range 850 GeV that could account for the apparent low-energy excess in the gamma-ray emission at the Galactic Centre. Then, we have computed the theoretical predictions for the elastic scattering cross-section of RH sneutrinos. Finally, after imposing the recent bounds from SuperCDMS and LUX, we have found a wide area of the parameter space that could be probed by future low-threshold direct detection experiments.

  1. Strategy making and power in environmental assessments. Lessons from the establishment of an out-of-town shopping centre in Vaesteras, Sweden

    This paper seeks to provide deeper insights into how EA ineffectiveness is produced in land use planning practice. This is explored in a study of local development planning in the city of Vaesteras, Sweden. The case in question is the development of a large out-of-town shopping centre, propelled by the establishment of a new IKEA furniture store. The Healey (2007) framework of planning as strategy making is applied as an analytical framework, together with a focus on power-knowledge relations. In the analysis, we identify a range of mechanisms that produced ineffectiveness by limiting the role of environmental knowledge throughout the planning process. The specific mechanisms we identified were related to the overall consensus perspective in local development strategies and plans, a lack of concretisation and integration of various policies and strategies, a range of exclusion mechanisms and an overall focus on mitigation and benefits of the process in question. In practice, these mechanisms were closely intertwined. Our main conclusion is, consequently, that increased effectiveness of EA would require fundamental transformation of the norms, frameworks and routines that implicitly and explicitly guide land use planning in practice. - Highlights: Black-Right-Pointing-Pointer We analyse how EA-ineffectiveness is produced in land use planning practice.     Considering the phase equilibrium diagram of the system Bi{sub 2}O{sub 3}-SrO-CaO-CuO, single phase {open_quotes}Bi{sub 2}Sr{sub 2}CaCu{sub 2}O{sub 8}{close_quotes} ceramics have been transformed by a simple annealing procedure into multi phase samples. The transformation results in the formation of second phases and in an increase of the intra grain critical current density at 1 T of five times. This increase is believed to express improved pinning properties of the superconducting crystals. The prepared pinning centres are believed to be e.g. coherent precipitates (Guinier-Preston-zones) within the superconducting crystals.

Links with the Specialist University Departments: The CoE leads are also responsible for establishing formal links with university departments with specialist skills and facilities relevant to their CoE areas. The objective of these links is to allow these very specialist capabilities within the university sector to be more effectively utilized by the nuclear industry, which benefits both sectors. In addition to the utilization of specialist skills, the university links are providing an important introduction to the nuclear industry for students and researchers. This is designed to develop the pipeline of potential staff, who will be required in the future by both the academic and industrial sectors. (authors)

    The WRDC, located at the Main Geophysical Observatory in St. Petersburg, Russia, serves as a central depository for solar radiation data collected at over 1000 measurement sites throughout the world. The WRDC was established in accordance with Resolution 31 of WMO Executive Committee XVIII in 1964. The WRDC centrally collects, archives and published radiometric data from the world to ensure the availability of these data for research by the international scientific community.     The Global Environment Monitoring System (GEMS/Air) is a program in which air monitoring data from over 50 countries throughout the world are collected and analyzed. The GEMS/Air program is sponsored by the United Nations Environment Program (UNEP) and the World Health Organization (WHO). As part of a technical systems agreement between the United States Environmental Protection Agency and the UNEP/WHO, collaborative reviews of eighteen Latin American cities were conducted over the past two years. The countries visited include Argentina, Brazil, Chile, Ecuador, and Venezuela. The findings of these reviews and the future direction of air pollution monitoring programs in these countries are presented.

    Radiation dose to patients undergoing invasive coronary angiography (ICA) is relatively high. Guidelines suggest that a local benchmark or diagnostic reference level (DRL) be established for these procedures. This study sought to create a DRL for ICA procedures in Queensland public hospitals. Data were collected for all Cardiac Catheter Laboratories in Queensland public hospitals. Data were collected for diagnostic coronary angiography (CA) and single-vessel percutaneous intervention (PCI) procedures. Dose area product (P{sub KA}), skin surface entrance dose (K{sub AR}), fluoroscopy time (FT), and patient height and weight were collected for 3 months. The DRL was set from the 75th percentile of the P{sub KA.} 2590 patients were included in the CA group where the median FT was 3.5 min (inter-quartile range = 2.36.1). Median K{sub AR} = 581 mGy (374876). Median P{sub KA} = 3908 uGym{sup 2} (24895865) DRL = 5865 uGym{sup 2}. 947 patients were included in the PCI group where median FT was 11.2 min (7.717.4). Median K{sub AR} = 1501 mGy (9282224). Median P{sub KA} = 8736 uGym{sup 2} (544912,900) DRL = 12,900 uGym{sup 2}. This study established a benchmark for radiation dose for diagnostic and interventional coronary angiography in Queensland public facilities.

    In this contribution the low-excitation structural properties of the doubly mid-shell nucleus {sup 170}Dy are discussed, with a special empasis on the evolution of the ground state rotational band within the dysprosium isotopic chain. Recent results from an experiment with the EURICA setup at RIKEN are shown in the context of previous measurements at the PRISMA+CLARA as well as the PRISMA+AGATA setups at Laboratori Nazionali di Legnaro. A brief outlook on future planned measurements is also given.

  6. Dependence on pseudorapidity and centrality of charged hadron production in PbPb collisions at a nucleon-nucleon centre-of-mass energy of 2.76 TeV

    A measurement is presented of the charged hadron multiplicity in hadronic PbPb collisions, as a function of pseudorapidity and centrality, at a collision energy of 2.76 TeV per nucleon pair. The data sample is collected using the CMS detector and a minimum-bias trigger, with the CMS solenoid off. The number of charged hadrons is measured both by counting the number of reconstructed particle hits and by forming hit doublets of pairs of layers in the pixel detector. The two methods give consistent results. The charged hadron multiplicity density dN(ch)/d eta, evaluated at eta=0 for head-on collisions, is found to be 1612 +/- 55, where the uncertainty is dominated by systematic effects. Comparisons of these results to previous measurements and to various models are also presented.

    This study used scenarios of the HadCM2 GCM and the EPIC agroecosystem model to evaluate climate change impacts on crop yields and ecosystem processes. Baseline climate data were obtained from records for 1961-1990. The scenario runs for 2025-2034 and 2090-2099 were extracted from a HadCM2 run. EPIC was run on 204 representative farms under current climate and two 10-y periods centered on 2030 and 2095, each at CO2 concentrations of 365 and 560 ppm. Texas, New Mexico, Colorado, Utah, Arizona, and California are projected to experience significant temperature increases by 2030. Slight cooling is expected by 2030 in Alabama, Florida, Maine, Montana, Idaho, and Utah. Larger areas are projected to experience increased warming by 2095. Uniform precipitation increases are expected by 2030 in the NE. These increases are predicted to expand to the eastern half of the country by 2095. EPIC simulated yield increases for the Great Lakes, Corn Belt and Northeast regions. Simulated yields of irrigated corn yields were predicted to increase in almost all regions. Soybean yields could decrease in the Northern and Southern Plains, the Corn Belt, Delta, Appalachian, and Southeast regions and increase in the Lakes and Northeast regions. Simulated wheat yields exhibited upward yield trends under scenarios of climate change. National corn production in 2030 and 2095 could be affected by changes in three major producing regions. In 2030, corn production could increase in the Corn Belt and Lakes regions but decrease in the Northern Plains leading to an overall decrease in national production. National wheat production is expected to increase during both future periods. A proxy indicator was developed to provide a sense of where in the country, and when water would be available to satisfy change in irrigation demand for corn and alfalfa production as these are influenced by the HadCM2 scenarios and CO2-fertilization.

  8. Application of the BISON Fuel Performance Code to the FUMEX-III Coordinated Research Project

    INL recently participated in FUMEX-III, an International Atomic Energy Agency sponsored fuel modeling Coordinated Research Project. A main purpose of FUMEX-III is to compare code predictions to reliable experimental data. During the same time period, the INL initiated development of a new multidimensional (2D and 3D) multiphysics nuclear fuel performance code called BISON. Interactions with international fuel modeling researchers via FUMEX-III played a significant and important role in the BISON evolution, particularly influencing the selection of material and behavioral models which are now included in the code. BISON's ability to model integral fuel rod behavior did not mature until 2011, thus the only FUMEX-III case considered was the Riso3-GE7 experiment, which includes measurements of rod outer diameter following pellet clad mechanical interaction (PCMI) resulting from a power ramp late in fuel life. BISON comparisons to the Riso3-GE7 final rod diameter measurements are quite reasonable. The INL is very interested in participation in the next Fuel Modeling Coordinated Research Project and would like to see the project initiated as soon as possible.

    The normal drive train of a wind turbine consists a gearbox and a 4 to 8 poles asynchronous generator. The gearbox is an expensive and unreliable components and this paper deals with testing of a direct drive synchronous generator for a gearless wind turbine. The Danish company Belt Electric has constructed and manufactured a 27 kW prototype radial flux PM-generator (DD600). They have used cheap hard ferrite magnets in the rotor of this PM-generator. This generator has been tested at Riso and the test results are investigated and analyzed in this paper. The tests have been done with three different load types (1: resistance; 2: diode rectifier, DC-capacitor, resistance; 3: AC-capacitor, diode rectifier, DC-capacitor, resistance). 1 ref., 9 figs., 5 tabs.

    Owing to Oman's geographic position and long coastal line, the coastal areas of Oman are particularly vulnerable to oil pollution from normal tanker operations, illegal discharges, and accidental spills as well as local sources of oil input. UNEP carried out a survey on the coasts of Oman to determine the major sources of oil pollution and concluded that the major shoreline pollution problems in Oman arose from operational discharges of oil from passing vessels traffic. The oil, because of the high sea and air temperatures in the area, was subjected to relatively high rates of evaporation and photo-oxidation and tended to arrive at the coast as heavy petroleum particulate residues (tar balls). The aim of the present study was to measure the loads of tar balls in Omani coastal areas and to identify the source of oil pollutants on beaches.

    The Government of Venezuela ratified the United Nations Framework Convention on Climate Change (UNFCCC) in December, 1994. The Convention requires all parties to develop and publish national inventories of anthropogenic greenhouse gas emissions (GHG) as well as national plans to reduce or control emissions, taking into account their common but differentiated responsibilities and their specific national and regional development priorities, objectives, and circumstances. Within this context, the Ministry of Environment and Renewable Natural Resources and the Ministry of Energy and Mines developed the `Venezuelan Case-Study to Address Climate Change`. The study was initiated in October 1993, with the financial and technical assistance of the Government of United States, through the U.S. Country Studies Program (USCSP), and the Global Environment Facility (GEF), through the United Nations Environment Programme (UNEP).

    We have studied the effect of the yttria content on the paramagnetic centres in electron-irradiated yttria-stabilized zirconia (ZrO2: Y3+) or YSZ. Single crystals with 9.5 mol% or 18 mol% Y2O3 were irradiated with electrons of 1.0, 1.5, 2.0 and 2.5 MeV. The paramagnetic centre production was studied by X-band EPR spectroscopy. The same paramagnetic centres were identified for both chemical compositions, namely two electron centres, i.e. i) F+-type centres (involving singly ionized oxygen vacancies), and ii) so-called T centres (Zr3+ in a trigonal symmetry site), and hole-centres. A strong effect is observed on the production of hole-centres which are strongly enhanced when doubling the yttria content. However, no striking effect is found on the electron centres (except the enhancement of an extra line associated to the F+-type centres). It is concluded that hole-centres are produced by inelastic interactions, whereas F+-type centres are produced by elastic collisions with no effect of the yttria content on the defect production rate. In the latter case, the threshold displacement energy (Ed) of oxygen is estimated from the electron-energy dependence of the F+-type centre production rate, with no significant effect of the yttria content on Ed. An Ed value larger than 120 eV is found. Accordingly, classical molecular dynamics (MD) simulations with a Buckingham-type potential show that Ed values for Y and O are likely to be in excess of 200 eV. It is concluded that F+-type centres might be actually oxygen divacancies (F2+-type centres). Due to the difficulty in displacing O or Y atoms, the radiation-induced defects may alternatively be a result of Zr atom displacements for Ed = 80 1 eV with subsequent defect re-arrangement.

    The investigation of degradation of seven distinct sets (with a number of individual cells of n {ge} 12) of state of the art organic photovoltaic devices prepared by leading research laboratories with a combination of imaging methods is reported. All devices have been shipped to and degraded at Risoe DTU up to 1830 hours in accordance with established ISOS-3 protocols under defined illumination conditions. Imaging of device function at different stages of degradation was performed by laser-beam induced current (LBIC) scanning; luminescence imaging, specifically photoluminescence (PLI) and electroluminescence (ELI); as well as by lock-in thermography (LIT). Each of the imaging techniques exhibits its specific advantages with respect to sensing certain degradation features, which will be compared and discussed here in detail. As a consequence, a combination of several imaging techniques yields very conclusive information about the degradation processes controlling device function. The large variety of device architectures in turn enables valuable progress in the proper interpretation of imaging results - hence revealing the benefits of this large scale cooperation in making a step forward in the understanding of organic solar cell aging and its interpretation by state-of-the-art imaging methods.

  11. Integrating Human Indoor Air Pollutant Exposure within Life Cycle Impact Assessment

    Neglecting health effects from indoor pollutant emissions and exposure, as currently done in Life Cycle Assessment (LCA), may result in product or process optimizations at the expense of workers? or consumers? health. To close this gap, methods for considering indoor exposure to chemicals are needed to complement the methods for outdoor human exposure assessment already in use. This paper summarizes the work of an international expert group on the integration of human indoor and outdoor exposure in LCA, within the UNEP/SETAC Life Cycle Initiative. A new methodological framework is proposed for a general procedure to include human-health effects from indoor exposure in LCA. Exposure models from occupational hygiene and household indoor air quality studies and practices are critically reviewed and recommendations are provided on the appropriateness of various model alternatives in the context of LCA. A single-compartment box model is recommended for use as a default in LCA, enabling one to screen occupational and household exposures consistent with the existing models to assess outdoor emission in a multimedia environment. An initial set of model parameter values was collected. The comparison between indoor and outdoor human exposure per unit of emission shows that for many pollutants, intake per unit of indoor emission may be several orders of magnitude higher than for outdoor emissions. It is concluded that indoor exposure should be routinely addressed within LCA.

    Following the Chernobyl accident in 1986, a group of experts from the World Health Organization (WHO) and the United Nations Environment Program (UNEP) met in France to discuss and develop the basic principles of a global environmental radiation monitoring network (GERMON). The basic functions of this network were to provide regular reports on environmental radiation levels and to be in a position to provide reliable and accurate radiation measurements on a quick and accurate radiation measurements on a quick turnaround basis in the event of a major radiation release. By 1992, although 58 countries had indicated an interest in becoming a part of the GERMON system, only 16 were providing data on a regular basis. This paper traces the history of GERMON from its inception in 1987 through its activities during 1993-4. It details the objectives of the network, describes functions, lists its participants, and presents obstacles in the current network. The paper examines the data requirements for radiological emergency preparedness and offers suggestions for the current system. The paper also describes the growing need for such a network. To add a domestic perspective, the authors present a summary of the environmental monitoring information system that was used by the NRC in 1986 in its analyses of the Chernobyl incident. Then we will use this 1986 experience to propose a method for the use of GERMON should a similar occasion arise in the future.

    The precipitation strengthened CuNiBe alloys are among three candidate copper alloys being evaluated for application in the first wall, divertor, and limiter components of ITER. Generally, CuNiBe alloys have higher strength but poorer conductivity compared to CuCrZr and CuAl{sub 2}O{sub 3} alloys. Brush-Wellman Inc. has manufactured an improved version of their Hycon CuNiBe alloy that has higher conductivity while maintaining a reasonable level strength. It is of interest, therefore, to investigate the effect of radiation on the physical and mechanical properties of this alloy. In the present work the authors have investigated the physical and mechanical properties of the Hycon 3HP{trademark} alloy both before and after neutron irradiation and have compared its microstructure and properties with the European CuNiBe candidate alloy manufactured by Trefirmetaux. Tensile specimens of both alloys were irradiated in the DR-3 reactor at Risoe to displacement dose levels up to 0.3 dpa at 100, 250 and 350 C. Both alloys were tensile tested in the unirradiated and irradiated conditions at 100, 250 and 350 C. Both pre- and post-irradiation microstructures of the alloys were investigated in detail using transmission electron microscopy. Fracture surfaces were examined under a scanning electron microscope. Electrical resistivity measurements were made on tensile specimens before and after irradiation; all measurements were made at 23 C. At this point it seems unlikely that CuNiBe alloys can be recommended for applications in neutron environments where the irradiation temperature exceeds 200 C. Applications at temperatures below 200 C might be plausible, but only after careful experiments have determined the dose dependence of the mechanical properties and the effect of sudden temperature excursions on the material to establish the limits on the use of the alloy.

  17. Refrigerator-freezer energy testing with alternative refrigerants

    As a result of the Montreal Protocol (UNEP 1987) that limits the production of ozone-depleting refrigerants, manufacturers are searching for alternatives to replace the R12 that is presently used in residential refrigerator-freezers. Before an alternative can be selected, several issues must resolved. Among these are energy impacts, system compatibility, cost, and availability, In an effort to determine the energy impacts of some of the alternatives, energy consumption tests were performed in accordance with section 8 of the Association of Home Appliance Manufacturers (AHAM) standard for household refrigerators and household freezers (AHAM 1985). The results are presented for an 18 ft{sup 3} (0.51 m{sup 3}), top mount refrigerators-freezer with a static condenser using the following refrigerants: R 12, R500, R12/dimethylether (DME), R22/R142b, and R134a. Conclusions from the AHAM test are that R500 and R12/DME have a reduced energy consumption relative to R12 when replaced in the test unit with no modifications to the refrigeration system. Run times were slightly lower than R12 for both refrigerants, indicating a higher capacity. While the R134a and R22/R142b results were less promising (6.8% and 8.5% higher energy consumption, respectively), changes to the refrigeration system, such as a different capillary tube or compressor, may improve their performance. It is noted that the test results are only an initial step in determining a replacement for R12.

    Motivated by the possibility of explaining the 3.5 keV line through dark matter decaying to axion-like particles that subsequently convert to photons, we study ALP-photon conversion for sightlines passing within 50 pc of the galactic centre. Conversion depends on the galactic centre magnetic field which is highly uncertain. For fields at low or mid-range of observational estimates (10–100 μG), no observable signal is possible. For fields at the high range of observational estimates (a pervasive poloidal mG field over the central 150 pc) it is possible to generate sufficient signal to explain recent observations of a 3.5 keV line in the galactic centre. In this scenario, the galactic centre line signal comes predominantly from the region with z>20pc, reconciling the results from the Chandra and XMM-Newton X-ray telescopes. The dark matter to ALP to photon scenario also naturally predicts the non-observation of the 3.5 keV line in stacked galaxy spectra. We further explore predictions for the line flux in galaxies and suggest a set of galaxies that is optimised for observing the 3.5 keV line in this model.

  15. Structural changes caused by radiation-induced reduction and radiolysis: the effect of X-ray absorbed dose in a fungal multicopper oxidase

    Radiation-induced reduction, radiolysis of copper sites and the effect of pH value together with the concomitant geometrical distortions of the active centres were analysed in several fungal (C. gallica) laccase structures collected at cryotemperature. This study emphasizes the importance of careful interpretation when the crystallographic structure of a metalloprotein is described. X-ray radiation induces two main effects at metal centres contained in protein crystals: radiation-induced reduction and radiolysis and a resulting decrease in metal occupancy. In blue multicopper oxidases (BMCOs), the geometry of the active centres and the metal-to-ligand distances change depending on the oxidation states of the Cu atoms, suggesting that these alterations are catalytically relevant to the binding, activation and reduction of O{sub 2}. In this work, the X-ray-determined three-dimensional structure of laccase from the basidiomycete Coriolopsis gallica (Cg L), a high catalytic potential BMCO, is described. By combining spectroscopic techniques (UVVis, EPR and XAS) and X-ray crystallography, structural changes at and around the active copper centres were related to pH and absorbed X-ray dose (energy deposited per unit mass). Depletion of two of the four active Cu atoms as well as low occupancies of the remaining Cu atoms, together with different conformations of the metal centres, were observed at both acidic pH and high absorbed dose, correlating with more reduced states of the active coppers. These observations provide additional evidence to support the role of flexibility of copper sites during O{sub 2} reduction. This study supports previous observations indicating that interpretations regarding redox state and metal coordination need to take radiation effects explicitly into account.

  16. Application of multi-criteria decision-making on strategic municipal solid waste management in Dalmatia, Croatia

    The efficiency of providing a waste management system in the coastal part of Croatia consisting of four Dalmatian counties has been modelled. Two multi-criteria decision-making (MCDM) methods, PROMETHEE and GAIA, were applied to assist with the systematic analysis and evaluation of the alternatives. The analysis covered two levels; first, the potential number of waste management centres resulting from possible inter-county cooperation; and second, the relative merits of siting of waste management centres in the coastal or hinterland zone was evaluated. The problem was analysed according to several criteria; and ecological, economic, social and functional criteria sets were identified as relevant to the decision-making process. The PROMETHEE and GAIA methods were shown to be efficient tools for analysing the problem considered. Such an approach provided new insights to waste management planning at the strategic level, and gave a reason for rethinking some of the existing strategic waste management documents in Croatia.

    In this paper, the measurements of vertical and horizontal aperture which are available for stable beam motion in Indus-2 at beam energy 2.5 GeV using movable beam scrapers are presented. These beam scrapers are installed in one of the long straight sections in the ring. With the movement of beam scrapers towards the beam centre, the beam lifetime is measured. The beam lifetime data obtained from the movement of vertical and horizontal beam scrapers are analyzed. The contribution of beam loss due to beam-gas scattering (vacuum lifetime) and electron-electron scattering within a beam bunch (Touschek lifetime) is separated from the measured beam lifetime at different positions of the beam scrapers. Vertical and horizontal beam sizes at scrapers location are estimated from the scraper movement towards the beam centre in quantum lifetime limit and their values closely agree with measured value obtained using X-ray diagnostic beamline.

  18. Asymptotic diffusion limit of cell temperature discretisation schemes for thermal radiation transport

    This paper attempts to unify the asymptotic diffusion limit analysis of thermal radiation transport schemes, for a linear-discontinuous representation of the material temperature reconstructed from cell centred temperature unknowns, in a process known as ‘source tilting’. The asymptotic limits of both Monte Carlo (continuous in space) and deterministic approaches (based on linear-discontinuous finite elements) for solving the transport equation are investigated in slab geometry. The resulting discrete diffusion equations are found to have nonphysical terms that are proportional to any cell-edge discontinuity in the temperature representation. Based on this analysis it is possible to design accurate schemes for representing the material temperature, for coupling thermal radiation transport codes to a cell centred representation of internal energy favoured by ALE (arbitrary Lagrange–Eulerian) hydrodynamics schemes.

    At the Physikalisch-Technische Bundesanstalt the radiance temperature in the range from 962 C to 3000 C is disseminated by applying a high temperature blackbody (HTBB) with a directly heated pyrolytic graphite cavity. The thermodynamic radiance temperature of the HTBB was measured in the temperature range from 1000 C to 3000 C by applying almost simultaneously absolutely calibrated silicon photodiode based filter radiometers with centre wavelengths at 476 nm, 676 nm, 800 nm, 900 nm and 1000 nm and InGaAs photodiode based filter radiometers with centre wavelengths at 1300 nm, 1550 nm and 1595 nm. The results demonstrate that, expressed in terms of irradiance, within an uncertainty of 0.1 % (k=1) in a broad wavelength range the thermodynamic radiance temperature of the HTBB is wavelength independent in the investigated temperature interval.

  1. Measurement of the density profile of pure and seeded molecular beams by femtosecond ion imaging

    Here, we report on femtosecond ion imaging experiments to measure the density profile of a pulsed supersonic molecular beam. Ion images are measured for both a molecular beam and bulk gas under identical experimental conditions via femtosecond multiphoton ionization of Xe atoms. We report the density profile of the molecular beam, and the measured absolute density is compared with theoretical calculations of the centre line beam density. Subsequently, we discuss reasons accounting for the differences between measurements and calculations and propose that strong skimmer interference is the most probable cause for the differences. Furthermore, we report on experiments measuring the centre line density of seeded supersonic beams. The femtosecond ion images show that seeding the heavy Xe atom at low relative seed fractions (1%-10%) in a light carrier gas like Ne results in strong relative enhancements of up to two orders of magnitude.

The main activity of the NRDC Network is collection and compilation of experimental nuclear reaction cross section data and the related bibliographic information in the EXFOR and CINDA databases as well as dissemination of nuclear reaction data and associated documentation to users. The database contains information and numerical data from more than about 19000 experiments consisting of more than 140000 datasets. EXFOR is kept up to date by constantly adding newly published experimental information. Tools developed for data dissemination utilise modern database technologies with fast online capabilities over the Internet. Users are provided with sophisticated search options, a user-friendly retrieval interface for downloading data in different formats, and additional output options such as improved data plotting capabilities.     The production of charged hadrons and jets is measured in collisions of quasi-real photons. The data were taken with the OPAL detector at LEP at e{sup +}e{sup -} centre-of-mass energies {radical}(s{sub ee})=161 and 172 GeV. The measured cross-sections are compared to perturbative next-to-leading order QCD calculations. The separation of the direct and the resolved component of the photon is demonstrated.

    Measurements were performed at the Joint Research Centre in Ispra, Italy to field test a fast-neutron multiplicity counter developed at the University of Michigan. The measurements allowed the illustration of the system’s photon discrimination abilities, efficiency when measuring neutron multiplicity, ability to characterize 240Pueff mass, and performance relative to a currently deployed neutron coincidence counter. This work is motivated by the need to replace and improve upon 3He neutron detection systems for nuclear safeguards applications.

Furthermore, signal candidates are identified through J/? ? ?+?- and D(*)+s ? ??+(?/?0) decays.
