The Cyclical Behavior of Equilibrium Unemployment and Vacancies with . . .

E-Print Network [OSTI]

In this paper, we extend the basic Mortensen-Pissarides search and matching model along two dimensions. First, we allow for ex-ante heterogeneity between workers. Second, two technology shocks, neutral and investment-specific, are the driving forces of the economy. Specifically, we integrate the framework of Krusell, Ohanian, Ríos-Rull, and Violante (2000)- a production function with capital-skill complementarity and two skill-groups- into a business-cycle search and matching model. We calibrate the model extending the approach in Hagedorn and Manovskii (2006) and find that the model accounts well for the cyclical behavior of labor market variables in the aggregate and for each demographic group. We show that the response of unemployment to changes in taxes or unemployment insurance benefits is substantially reduced in the model with worker heterogeneity.

Health Insurance and Health

Science Journals Connector (OSTI)

Abstract This article reviews the recent literature on the causal effect of health insurance on health outcomes. The focus is mainly on private health insurance in the US. The objective is to illustrate measurement issues for both health insurance and health outcomes, and to discuss the methodological challenges for researchers as they address endogeneity of insurance. Finally, a brief overview of methods and results found in the source studies is provided. Certain patterns emerge: in general, insurance is more pronounced for all-cause mortality and for generic health outcomes as compared with disease-specific outcomes. In addition, vulnerable and medically needy populations are more likely to benefit from health insurance than the general population. Finally, there is some support for the notion that continuous health insurance coverage benefits health more than intermittent insurance, suggesting that sporadic coverage offers limited value.

Political risk insurance

SciTech Connect (OSTI)

As international project development continues to expand, the insurance risks faced require more careful planning and consideration. Successful risk management and insurance needs for non-US projects demand careful thought and planning. Understanding the options available and the various pitfalls to avoid can be beneficial to project development. The concept of a successful implementation of a non-recourse, asset-based financing for an independent power producer in the electricity generation-starved areas of the world creates many opportunities. Developers, investment bankers, attorneys and equipment suppliers are positioning their companies in this emerging market. In the last year, opportunities have expanded around the world. In response, much time, effort and money have been consumed in developing projects. Insurance, often overlooked until the later phases of project development, has caused problems for a number of projects -- some of them insurmountable. On a macro basis, the project's broker will need to answer certain questions. For example, are the risks the same as they would be for project development in the United States or United Kingdom Are the underwriting philosophies of insurance companies the same Can insurance be purchased on the same term and conditions as usual, leading to successful project financing conclusions Without any question, the risks are greater, underwriters' philosophies are different, the terms and conditions offered by local markets will be significantly different and the procurement of insurance is much different from in the United States. The developer who can deal with governmental and special interest considerations, which often force the profile of insurance programs to become much more complicated, cumbersome and costly, will have an advantage.

Politics of social health insurance

Science Journals Connector (OSTI)

This paper studies the political support for social health insurance when a private alternative exists. Individuals differ only by their risk. For the more realistic distributions of risk, a majority of agents do not want public insurance. However, in a representative democracy, or in a direct democracy with altruistic agents, we show that social insurance can be adopted, particularly for treatments which have the best cost-utility output. But if the low risk agents are more politically powerful than the high risk, the low cost treatments will not be refunded by social insurance, even if their utility is high.

A reexamination of the crude oil price-unemployment relationship in the United States

SciTech Connect (OSTI)

This study begins by asking whether fluctuations in the price of crude oil have affected employment and the rate of unemployment in the US. After reviewing previous assessments of the issue, the existence of an empirical relationship between the rate of unemployment and crude oil price volatility is established using Granger causality. Subsequently, the nature of the relationship is estimated with the results suggesting that at least three full years are required before the measurable impact of a percentage change in the real price of crude oil on the change in unemployment is exhausted. Finally, the structural stability of the functional relationship between the change in unemployment and the volatility of the price of crude oil and the percentage change in gross national product is examined.

State government response to income fluctuations: Consumption, insurance, and capital expenditures

Science Journals Connector (OSTI)

This paper analyzes state government response to changes in the underlying economy with a view to determining whether, and to what extent, state governments respond to economic fluctuations. Specifically, we build impulse response functions from a panel of US states to examine how states cope with changes in economic conditions. We examine current expenditures, as well as Unemployment Insurance, welfare, and capital spending. Further, we examine how both short and long term debt and state government taxes vary with GSP. Our examination of average state government behavior indicates that states respond slowly to changes in the economy, and that they do not utilize some of the institutional features that are purportedly designed to cushion budgetary impacts. Finally, we find that welfare and UI spending follow separate distinct time paths, but not ones seemingly constrained by institutional barriers.

The US Department of Energy (DOE) is committed to conducting its operations in a safe and environmentally sound manner. High priorities for the Department are identifying and correcting environmental problems at DOE facilities that resulted from past operations, and preventing environmental problems from occurring during present and future operations. In this regard, the Department is committed to clean up the 1989 inventory of sites in the Environmental Restoration Program by the year 2019. DOE has issued an Order and guidance establishing policy and procedures for activities conducted under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), as amended by the Superfund Amendments and Reauthorization Act (SARA), and has developed a Five-Year Plan, updated annually, that integrates planning for corrective activities, environmental restoration and waste management operations at its facilities. DOE also continues to conduct assessments (e.g., Management Audits, Environmental Safety and Health (ES & H) Progress Assessments, Internal Self Assessments) at its operating facilities to provide the Secretary of Energy with information on current environmental compliance status and follow-up on findings.

Global climate change is in the news again, partly because the insurance industry has taken notice of the threat climate change poses to its business. Recent research at the Center for Building Science suggests that selected efficiency strategies can help protect against insurance losses while reducing greenhouse-gas emissions, a winning proposition for the insurance industry. Extortion and political-risk insurance

Science Journals Connector (OSTI)

Abstract We consider the problem faced by firms operating in a foreign country characterized by weak governance. Our focus is on extortion based on the threat of expropriation and bureaucratic harassment. The bureaucrat's bargaining power is characterized by a general extortion mechanism adapted from the optimal auction theory in Myerson (1981). This characterization is used to analyze the determinants of the quality of governance and whether and how this is improved by political-risk insurance. This insurance reduces the bureaucrat's total revenue from corruption, but may also increase the risk of expropriation and extortion bribes. The analysis allows us to derive some policy recommendations with respect to public intervention in the political-risk insurance sector.

Demand for and Welfare Implications of Health Insurance, Theory of

Science Journals Connector (OSTI)

Abstract Understanding the demand for health insurance is challenging to economists because of the complexities associated with specifying the gain from its purchase. In this article, two theories are presented to explain why consumers purchase health insurance. The conventional theory holds that insurance is purchased because consumers prefer certain losses to uncertain ones of the same expected magnitude. The alternative theory holds insurance is purchased because consumers desire a transfer of income when ill. The two theories hold diametrically opposite views of the welfare implications of moral hazard, the additional health care that is consumed when one becomes insured.

Science Journals Connector (OSTI)

In this chapter, the terminology, main features of credit insurance cover for supplier credits and applied insurance principles with emphasized underwriting and legal specifics of credit insurance are elaborated. Following necessary avoidance of adverse selection and moral hazard, this chapter contains detailed description of whole turnover credit insurance policy and its variants, pre- and postshipment risk coverage, eligible commercial transactions and underlying commercial contracts, various short-term commercial and/or noncommercial (political) risks insured (insolvency and protracted default and other insured events with applicable exclusions), pricing and other insurance conditions including conditions precedent to payment of claims, and explained conditionality of this instrument. Because applicable credit insurance conditions must be thoroughly analyzed and followed with due care and diligence to avoid failures, outrageous surprise, and rejection of claim payments, special emphasis is devoted to the obligations and duties of the insured parties and their compliance with insurance policies terms and conditions. Insurance demand and country risks: A nonlinear panel data analysis

Science Journals Connector (OSTI)

Abstract This paper investigates the impact of country risks, including political, financial, and economic risks, on the income elasticity of insurance demand. Using the panel smooth transition regression model, we find that there is a significant regime-switching effect concerning the impact of country risks on the income elasticity of insurance demand. A full-sample analysis shows that the income elasticity of insurance demand decreases when country risks diminish. In a subsample analysis based on income level, legal origin, and restriction on banks' participation in insurance activities, we find that the elasticity diminishes in general when economic risk drops. When political risk is lower, the elasticity decreases in countries with high-income, common law origin, and insurance activities permitted by banks, whereas a clear pattern cannot be identified in the case of financial risk.

Availability and pricing of insurance for offshore operations

SciTech Connect (OSTI)

With surprisingly few exceptions, the insurance industry has been able to meet the coverage requirements presented by the rapid change in offshore risks over the past dozen or so years. It has been necessary for the insurance industry to provide: broad all risk perils; coverage for accidents resulting from error in design; coverage for loss of income as a result of delay in start-up; and protection for loss due to certain political risks. This paper discusses various aspects of the insurance, risks, deductibles and pricing for fixed structures and pipelines, mobile equipment, removal of wreck or debris, cost of well control and redrilling expense, and others.

Political risk insurance: the new trend for energy projects

SciTech Connect (OSTI)

Cogeneration sponsors are responding to the new political risk policies offered by insurance companies to cover the cost of legal and regulatory delays. Nervous investors like the new risk coverage, part of a force majeure package, that will pay the cost of compliance with new regulations. Investment bankers are offering financial incentives in the form of lower interest rate for the protection. The lack of an established data base is keeping many insurance companies wary of underwriting a potential catastrophe if, for example, a new rule required the closing of virtually all plants for safety or engineering changes. Insurance coverage of this type is not available for nuclear plants.

Pediatric access to dermatologists: Medicaid versus private insurance

Science Journals Connector (OSTI)

Background There is disparity in access to outpatient care for Medicaid beneficiaries. This inequity disproportionately impacts children. Access for children with skin disease may be especially limited. Objective We sought to compare access to dermatologists for new pediatric patients insured by Medicaid versus a private plan. Methods We surveyed 13 metropolitan markets by conducting secret-shopper scripted telephone calls to dermatology providers listed by Medicaid health plans. Paired calls, differing by insurance type, were made to each office on the same day, portraying a parent requesting a new appointment for a child with eczema. Results We called the offices of 723 Medicaid-listed providers. Final analysis included 471 dermatologists practicing general dermatology. Of these, an average of 44% refused a new Medicaid-insured pediatric patient. The average wait time for an appointment did not significantly vary between insurance types. Assuming that dermatologists not listed as Medicaid providers do not see Medicaid-insured children, our data indicate that pediatric Medicaid acceptance rates ranged from 6% to 64% by market, with an overall market size-weighted average acceptance rate of 19%. Relative reimbursement levels for Medicaid-insured patients did not correlate with acceptance rates. Limitations Although the most current health plan directories were used to create calling lists, these are dynamic. The sample sizes of confirmed appointments were in part limited by a lack of referral letters and/or health plan identification numbers. Only confirmed appointments were used to calculate average wait times. Conclusions Access to dermatologists is limited for Medicaid-insured children with eczema.

Equilibrium social insurance with policy-motivated parties

Science Journals Connector (OSTI)

We study the political economy of social insurance with voters' heterogeneity on two dimensions: income and risk levels. Individuals vote over the extent of social insurance, which they can complement on the private market. We model political competition à la Wittman, with two parties maximizing the utility of their members. We obtain equilibrium policy differentiation with the Left party proposing more social insurance than the Right party. The Right party attracts the less risky and richer individuals, and the Left party attracts the more risky and poorer individuals. In equilibrium, each party is tying for winning. Unlike the median voter outcome, our equilibrium outcome depends on the whole income and risk distribution. Conditional on the risk distribution, more income inequality does not necessarily lead to higher demand for social insurance. In fact we find that more income polarization leads both parties to propose less social insurance. We also contrast our political equilibrium with the Rawlsian and utilitarian outcomes. Finally, we provide in the Appendix a first try at calibrating the model with real data, using U.S. data from the PSID survey.

The Progressive Insurance Automotive X PRIZE Education Program conducted education and outreach activities and used the competition's technical goals and vehicle demonstrations as a means of attracting students and the public to learn more about advanced vehicle technologies, energy efficiency, climate change, alternative fuels, and the science and math behind efficient vehicle development. The Progressive Insurance Automotive X PRIZE Education Program comprised three integrated components that were designed to educate the general public and create a multi-tiered initiative to engage students and showcase the 21st century skills students will need to compete in our global economy: teamwork, creativity, strong literacy, math and science skills, and innovative thinking. The elements included an Online Experience, a National Student Contest, and in person education events and activites. The project leveraged online connections, strategic partnerships, in-classroom, and beyond-the-classroom initiatives, as well as mainstream media. This education program supported by the U.S. Department of Energy (DOE) also funded the specification of vehicle telemetry and the full development and operation of an interactive online experience that allowed internet users to follow the Progressive Insurance Automotive X PRIZE vehicles as they performed in real-time during the Progressive Insurance Automotive X PRIZE competition events.

With data from the 2000 and 2001 National Health Interview Surveys, the authors estimate that 6.6 percent of children in the United States had been uninsured for the previous 12 months and an additional 7.7 percent had had insurance for only part of the year. Children who had been uninsured for all or part of the year were much more likely to go without needed medical care than were children who had continuous coverage.

Terrorism and business: a view from an insurance practitioner

It has been said that terrorism as a risk is uninsurable because it lacks a statistical basis for analysis and, fundamentally, is a man-made phenomenon. Adrian Lewers, a terrorism, political risk and credit underwriter at Lloyd's syndicate Beazley, discusses some of the factors that permit businesses and insurers to evaluate both the risk and threat of a terrorist event in the absence of pure statistical analysis.

On the consumption insurance effects of long-term care insurance in Japan: Evidence from micro-level household data

Science Journals Connector (OSTI)

Using micro-level household data in the 2001 Comprehensive Survey of the Living Conditions of the People on Health and Welfare compiled by the Japanese Ministry of Health, Labor and Welfare, this paper examines how having a household member in need of long-term nursing care can result in welfare losses measured in terms of consumption. In so doing, this study evaluates the role of the public long-term care insurance scheme implemented in Japan in April 2000. The results indicate that when households include a disabled family member, household consumption net of long-term care costs do not decrease as much as before the introduction of long-term care insurance. Further, when compared with the surveys conducted in 1998, the adverse effects on consumption net of long-term care costs have become much weaker. These findings suggest that the introduction of social insurance in 2000 helped Japanese households to reduce the welfare losses associated with a disabled family member.

The consolidated chemical list includes chemicals subject to reporting requirements under Title III of the Superfund Amendments and Reauthorization Act of 1986 (SARA), also known as the Emergency Planning and Community Right-to-Know Act (EPCRA), and chemicals listed under section 112(r) of Title III the Clean Air Act (CAA) Amendments of 1990. This consolidated list has been prepared to help firms handling chemicals determine whether they need to submit reports under sections 302, 304, or 313 of SARA Title III (EPCRA) and, for a specific chemical, what reports may need to be submitted. Separate lists are also provided of Resource Conservation and Recovery Act (RCRA) waste streams and unlisted hazardous wastes, and of radionuclides reportable under the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA). These lists should be used as reference tool, not as a definitive source of compliance information. The chemicals on the consolidated list are ordered by Chemical Abstract Service (CAS) registry number. Categories of chemicals, which do not have CAS registry numbers, but which are cited under CERCLA, EPCRA section 313, and the CAA, are placed at the end of the list. More than one chemical name may be listed for one CAS number, because the same chemical may appear on different lists under different names.

Determinants of deposit-insurance adoption and design

Science Journals Connector (OSTI)

This paper identifies factors that influence decisions about a country's financial safety net, using a comprehensive data set covering 180 countries during the 1960–2003 period. Our analysis focuses on how private interest-group pressures, outside influences, and political-institutional factors affect deposit-insurance adoption and design. Controlling for macroeconomic shocks, quality of bank regulations, and institutional development, we find that both private and public interests, as well as outside pressure to emulate developed-country regulatory schemes, can explain the timing of adoption decisions and the rigor of loss-control arrangements. Controlling for other factors, political systems that facilitate intersectoral power sharing dispose a country toward design features that accommodate risk-shifting by banks.

Chapter 11 - Political Risk Guarantees, Insurance, and Finance

Science Journals Connector (OSTI)

Publisher Summary If a project company is in a developing country and imports equipment for the project, export credit agencies (ECAs) can provide political risk cover, full cover, or direct loans. If political risk or full cover is provided, \\{ECAs\\} can also provide funding support through interest subsidies to commercial banks. Thus, either by direct loans or through interest rate subsidies, \\{ECAs\\} may enable the exporter to offer competitive fixed-rate finance. \\{ECAs\\} also provide investment insurance (against political risks) for equity investors. Export credits used in project finance are normally buyer credits (direct loans provided to the importer by the exporter's bank or the ECA itself) rather than supplier credits (loans provided by the exporter to the importer, with finance from the exporter's bank or ECA). Therefore, \\{ECAs\\} deal with the exporter or the exporter's bank rather than the project company, although sponsors of major projects usually have their own direct discussions with ECAs.

Calculations of risk: Towards an understanding of insurance as a moral and political technology

Science Journals Connector (OSTI)

This paper is a contribution to the continuing examination of the linkages and interdependencies between politics and forms of calculation. It uses the case of life insurance in England to argue that the constitution of risk as the object of insurance is linked to a series of important transformations in the aims and means of the liberal government of the “social” domain. Insurance and its associated calculative techniques have been constituted as moral and political technologies and relied upon by a succession of governmental-administrative projects of social regulation culminating in, but not exhausted by, the construction of a state-sponsored “insurantial” apparatus.

Reform towards National Health Insurance in Malaysia: The equity implications

Science Journals Connector (OSTI)

Objective This paper assesses the potential equity impact of Malaysia's projected reform of its current tax financed system towards National Health Insurance (NHI). Methods The Kakwani's progressivity index was used to assess the equity consequences of the new NHI system (with flat rate NHI scheme) compared to the current tax financed system. It was also used to model a proposed system (with a progressive NHI scheme) that can generate the same amount of funding more equitably. Results The new NHI system would be less equitable than the current tax financed system, as evident from the reduction of Kakwani's index to 0.168 from 0.217. The new flat rate NHI scheme, if implemented, would reduce the progressivity of the health finance system because it is a less progressive finance source than that of general government revenue. We proposed a system with a progressive NHI scheme that generates the same amount of funding whilst preserving the equity at the Kakwani's progressivity index of 0.213. Conclusions A NHI system with a progressive NHI scheme is proposed to be implemented to raise health funding whilst preserving the equity in health care financing.

Risk equalisation and voluntary health insurance markets: The case of Ireland

Science Journals Connector (OSTI)

Ireland has a system of private health insurance (PHI) which acts as a voluntary alternative to the benefits provided under the Irish public health system. As part of this, community rating has long been a cornerstone of the Irish private health insurance market with the objective to make PHI affordable to everyone regardless of their risk profile. Until the mid-1990s one insurer had a legal monopoly. However, in 1996, following the Third Non-Life Insurance Directive, the market was opened up to competition and a number of regulations were introduced to support community rating. This includes the introduction of a risk equalisation system. Its aim was to prevent selection and thus protect the community rating system while still enabling a competitive health insurance market. There have been significant obstacles to the introduction of risk equalisation due to political, legal and implementation issues. The objective of this paper is to review the history, structure and likely effectiveness of risk equalisation in Ireland. The paper provides lessons for other countries with risk equalisation systems or seeking to introduce such a system. Amongst other conclusions, it outlines the difficulties in introducing risk equalisation.

The optimal boundary of political subsidies for agricultural insurance in welfare economic prospect

Science Journals Connector (OSTI)

China is one of the most suffering countries in agriculture by Nature. The current statistics shows a growing lose by agriculture risk. Insurance, as a lack part in the agricultural risk management, is constraining the ability to defense the risk and the sustainable development for our modern agriculture. Either sufficient or deficient in political subsidies will cause welfare deadweight loss. The article analyzed the optimal boundary of the fiscal subsidies based on the welfare loss model in agricultural insurance. We’re trying to reduce the benefit loss due to asymmetric information, optimize the efficiency of fiscal transfers and enhance the farmers’ welfare. We also like to give several suggestions in how to promote our political subsidies in agricultural insurance.

Financing of employer sponsored health insurance plans before and after health reform: What consumers don’t know won’t hurt them?

Science Journals Connector (OSTI)

Abstract This paper studies the potential impact on consumers of regulatory arbitrage based on financing of employment-based health insurance plans in the United States. Consumers enrolled in self-insured health plans, for which employers are financially responsible for medical claims, make up a majority of Americans with employer-sponsored health coverage. Unlike their fully insured counterparts, self-insured plans are not subject to state health insurance regulation. They are also exempt from certain provisions in the Patient Protection and Affordable Care Act (ACA). Employers who offer health plans can thus avoid certain insurance regulations and consumer protections by electing to self-insure. This research explores the impact of self-insurance on consumer welfare and how that is expected to change under the ACA. We describe the major consumer concerns regarding self-insurance – firm financial solvency, benefit generosity and stability, claims adjudication and recourse options – and present qualitative and quantitative evidence on their importance. We find a substantial degree of similarity between self-insured and fully insured plans with regard to benefit generosity and stability, at least with respect to available measures. In addition, we find no evidence that enrollees in self-insured plans face higher denial rates. While the ACA will not directly affect claims adjudication, it will improve recourse options for consumers with all plans and narrow the regulatory differences that existed between financing types. Policymakers must work to ensure the transparency of recourse options for enrollees in self and fully insured plans. In terms of financial solvency, while stop loss coverage is more common among smaller versus larger self-insured firms and such coverage typically commences at lower attachment points for smaller firms, roughly one-fourth of self-insured firms with fewer than 200 employees do not have such coverage. The ability of small firms without stop loss coverage to manage the risks associated with health care claims is uncertain, as are the consequences of health care expenditure-related risk for the overall financial solvency of the firm. Further, the financial security of firms who purchase stop loss coverage, and – by extension, the solvency of health plan benefits provided to employees – depends critically on the reliability of the stop loss insurer. State insurance commissioners may want to carefully consider the adequacy and appropriateness of their regulatory oversight of stop loss insurers in light of the potential move among smaller employers into the self-insured and stop loss marketplace.

An expert system for detecting automobile insurance fraud using social network analysis

E-Print Network [OSTI]

The article proposes an expert system for detection, and subsequent investigation, of groups of collaborating automobile insurance fraudsters. The system is described and examined in great detail, several technical difficulties in detecting fraud are also considered, for it to be applicable in practice. Opposed to many other approaches, the system uses networks for representation of data. Networks are the most natural representation of such a relational domain, allowing formulation and analysis of complex relations between entities. Fraudulent entities are found by employing a novel assessment algorithm, \\textit{Iterative Assessment Algorithm} (\\textit{IAA}), also presented in the article. Besides intrinsic attributes of entities, the algorithm explores also the relations between entities. The prototype was evaluated and rigorously analyzed on real world data. Results show that automobile insurance fraud can be efficiently detected with the proposed system and that appropriate data representation is vital.

Health insurance reform: The impact of a Medicare buy-in

Science Journals Connector (OSTI)

Abstract The steady-state general equilibrium and welfare consequences of a Medicare buy-in program, optional for those aged 55–64, is evaluated in a calibrated life-cycle economy with incomplete markets. Incomplete markets and adverse selection create a potential welfare improving role for health insurance reform. We find that adverse selection eliminates any market for a Medicare buy-in if it is offered as an unsubsidized option to individual private health insurance. The subsidy needed to bring the number of uninsured to less than 5 percent of the target population could be financed by an increase in the labor income tax rate of just 0.03–0.18 percent depending on how the program is implemented.

Optimal investment, consumption and proportional reinsurance for an insurer with option type payoff

Science Journals Connector (OSTI)

Abstract This paper is devoted to the study of optimization of investment, consumption and proportional reinsurance for an insurer with option type payoff at the terminal time under the criterion of exponential utility maximization. The surplus process of the insurer and the financial risky asset process are assumed to be diffusion processes driven by Brownian motions which are non-Markovian in general. Very general constraints are imposed on the investment and the proportional reinsurance processes. Based on the martingale optimization principle, we use BSDE and BMO martingale techniques to derive the optimal strategy and the optimal value function. Some interesting particular cases are studied in which the explicit expressions for the optimal strategy are given by using the Malliavin calculus.

Health Insurance in Historical Perspective, II: The Rise of Market-Oriented Health Policy and Healthcare

Science Journals Connector (OSTI)

Abstract This article explores the intellectual history of market-based health policy in America. It opens by characterizing the two broad forms that American proposals for market-based health policy initially assumed: One resting on modern economic analysis of the demand side of healthcare markets and the other, initially depending far less heavily on formal economic analysis, but reflecting the conviction that public purposes could better be realized through supply-side reforms. The article reveals the extent to which some of the founding ideas and concerns of health economics took form through analysis of the health sector when national health insurance seemed imminent; and it briefly explores the consequences of these developments for the history of ideas about health insurance and for the development of healthcare markets on the ground. It offers conclusions about both the kinds of reform measures that American health policy has generated and role of economists in health policy.

The role of life insurance in an emerging economy: Human capital protection, assets allocation and social interaction

Science Journals Connector (OSTI)

Abstract In this paper, we provide micro-econometric evidence on the determinants of life insurance demand in China, the largest emerging market in the world. We employ the China Household Income Project (CHIP) dataset for the year 2002 in the analysis. The timing is ideal, because of the nature of the less well developed capital markets and social security systems in China in 2002, which sets a suitable stage to study the insurance demand behavior of emerging markets. The results indicate that both the human capital protection motive and the asset allocation motive are important in explaining the purchase of life insurance in China. In addition, we present three empirical regularities: (1) the positive correlation between the returns to human capital and the returns to market portfolio decrease the demand for life insurance; (2) both the current wealth and future income of a household exert curvilinear impacts on life insurance demand; (3) the breadth of a households social connections has substantial impacts on life insurance demand.

Climate change, insurance, and the buildings sector: Technological synergisms between adaptation and mitigation

SciTech Connect (OSTI)

Examining the intersection of risk analysis and sustainable energy strategies reveals numerous examples of energy efficient and renewable energy technologies that offer insurance loss-prevention benefits. The growing threat of climate change provides an added motivation for the risk community to better understand this area of opportunity. While analyses of climate change mitigation typically focus on the emissions-reduction characteristics of sustainable energy technologies, less often recognized are a host of synergistic ways in which these technologies also offer adaptation benefits, e.g. making buildings more resilient to natural disasters. While there is already some relevant activity, there remain various barriers to significantly expanding these efforts. Achieving successful integration of sustainable energy considerations with risk-management objectives requires a more proactive orientation, and coordination among diverse actors and industry groups.

This responsibility is assigned to the U.S. Department of Health and Human Services (HHS) which has issued a Privacy Rule most recently dated August 2002 with a revision being proposed in 2005 to strengthen penalties for inappropriate breaches of patient privacy. Despite this speech privacy in many instances in health care facilities need not be guaranteed by the facility. Nevertheless the regulation implies that due regard be given to speech privacy in both facility design and operation. Has the National Health Insurance improved the inequality in the use of tertiary-care hospitals in Korea?

Science Journals Connector (OSTI)

AbstractBackground To improve financial protection against catastrophic illness, the Korean government expanded the benefit coverage of the National Health Insurance (NHI) for cancer patients in 2005. This paper examined whether the policy has reduced income-inequality in the use of tertiary care hospitals. Methods We evaluated the effect of the policy on income-inequalities in outpatient visits and inpatient admissions to tertiary care hospitals, based on triple difference estimators. Using nationwide claims data of the NHI from 2002 to 2010, we compared cancer patients as a treatment group with liver disease and cardio-cerebrovascular disease as control groups and the lower-income with the highest-income group. Results Before the introduction of the policy, lower-income cancer patients utilized less inpatient and outpatient services in tertiary care hospitals than high-income patients did. After the benefit coverage was expanded, while the incidence and total number of inpatient admissions to tertiary care hospitals increased among cancer patients compared with liver diseases, lower-income cancer patients experienced a greater increase than those of higher-income did compared with both diseases. The use of outpatient services increased more in cancer patients than those of both diseases; however, the gap between the highest- and the lowest-income rarely decreased, except the incidence of visits when compared to liver disease. Conclusion Our findings indicated that the expanded NHI benefits coverage partially improved income-related inequalities in inpatient admissions to tertiary-care hospital, but not in outpatient visits.

Do individual characteristics matter? The quality of work during the implementation of a workflow management system in a Dutch social insurance company

Science Journals Connector (OSTI)

Do individual characteristics influence how the quality of work is related to the use of a workflow management system (WFM) in a Dutch social insurance organisation? This key question is addressed in this paper. Building upon DeLone and McLean's model, we investigated the effects of gender, age, education, system experience and computer skills on the relationship between the level of user satisfaction with a WFM system and the perceived quality of work. The expected effects of individual characteristics were tested using survey data collected from 143 end users of a large Dutch social insurance organisation that recently deployed a WFM system. The results of the regression analysis show that: 1) user satisfaction has a positive relationship with quality of work; 2) age has a significant moderating influence on the perceived quality of work; 3) gender and system experience have no moderating effects; 4) education and system computer skills (as individual characteristics) had a degree of moderating effects. These results imply that it is valuable to focus on older employees when deploying information technology as WFM systems, i.e., by improving their computer skills in particular.

SciTech Connect (OSTI)

A hearing to review the Department of Transportation's program of pipeline safety and budget request for fiscal year 1986 of nearly $9.5 million also examined pay adjustments to make up for the freeze on spending. A Department spokesman outlined the pipeline safety program's activities in regulatory research to prevent failures, personnel training for inspection and enforcement, and information dissemination to those involved in pipeline transportation. There was also testimony by members of the National Association of Regulatory Utility Commissioners pointing out the need for adequate funding if the states are to enforce federal safety standards. Representatives of the trade association for interstate gas pipelines noted a downward trend in pipeline failures and a consistency in the proportion of damage caused by third parties. Additional material and correspondence submitted for the record follows the testimony of the witnesses.

Introduction 15th annual conference of the european association of law and economics, utrecht, the netherlands, september 1998

Science Journals Connector (OSTI)

This issue of the International Review of Law and Economics contains a selection of papers presented at the 15th Annual Conference of the European Association of Law and Economics (EALE). It was the first time that the annual conference of the EALE was held in the Netherlands. It took place at Utrecht, in September 1998. Approximately 40 papers were presented at the conference. Many of these papers were submitted to this issue of the International Review of Law and Economics, and we were obliged to face the difficult task of selection. In this task we were helped by anonymous referees, who deserve much credit for their delicate task. The issue opens with the text of the invited lecture by Chief Judge Richard Posner on “Employment Discrimination: Age Discrimination and Sexual Harassment.” After this lecture, seven refereed papers are published. They cover a wide range of topics and include theoretical and empirical approaches. The first two articles are empirical studies. In their article “The Dynamics of Pretrial Negotiation in France: Is there a Deadline Effect in the French Legal System?,” Bruno Deffains and Myriam Doriat provide empirical evidence on pretrial negotiation in France with the primary goal being to determine whether there is a deadline effect. Theoretical and experimental studies generally show that in pretrial litigation most claims are settled just before the negotiation deadline, i.e., at the door of the court. Using data on civil law conflicts in France, the authors demonstrate that although the out-of-court settlement rate is relatively low, a deadline effect exists in the French legal system. The article complements the theoretical and experimental literature in the field of pretrial negotiation and provides additional insights into the functioning of the legal system. The article “Modeling Crime and the Law Enforcement System” by Frank van Tulder and Abraham van der Torre presents a macroeconomic model of the Dutch criminal justice system. The empirical estimations show that demographic, social, and economic factors and the results of the law enforcement system influence the number of crimes. It is found that a rise in the clear-up rate reduces the crime rate, whereas the average term of imprisonment has a negative impact on violence. A growth in the number of young men, divorced persons, unemployed, drug addicts, and motor vehicles—each per capita—and a rise in income inequalities have a boosting effect on one or more types of crime. The third article by Michael Faure and Paul Fenn is concerned with the costs and benefits of making liability for accidents retroactive, given the availability of liability insurance. The authors distinguish between the injurer’s perceived risk that the standard of care applied by the courts will differ from his chosen level of care, where this perceived risk is based on precedent or current practice, and the genuine uncertainty that the standard of care may change in the future as a result of unknown developments in the technology of care. While the injurer’s probability distribution over liability may be the same in each of these cases, he may be far less confident about the reliability of the probability distribution as a guide to choice in the latter case. In principle, the risk of liability arising from an unknown standard of care could be transferred to a liability insurer through the purchase of occurrence coverage. However, in addition to the usual source of difficulty for insurance markets as a result of information asymmetry, insurers also may have distaste for ambiguity. The authors show that this could in some circumstances lead to market failure in the provision of occurrence policies. These welfare losses from inefficient risk sharing as a consequence of retroactivity must, therefore, be set against the potential welfare gains from improved incentives for injurers to seek out information on care technology, as well as the concerns over distributive justice. In their article “Unitary States and Peripheral Regions: A Model of Heteroge

Comprehensive Environmental Response, Compensation and Recovery Act

Broader source: All U.S. Department of Energy (DOE) Office Webpages (Extended Search)

Comprehensive Environmental Response, Compensation and Recovery Act (CERCLA) Comprehensive Environmental Response, Compensation and Recovery Act (CERCLA) Congress passed the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA, also known as "Superfund") in response to a growing national concern about the release of hazardous substances from abandoned waste sites. Under CERCLA Congress gave the federal government broad authority to regulate hazardous substances, to respond to hazardous substance emergencies, and to develop long-term solutions for the Nation's most serious hazardous waste problems. CERCLA also created a Hazardous Substance Response Trust Fund, supported by an excise tax on feedstock chemicals and petroleum, to pay for cleanup activities at abandoned waste sites. In 1986 CERCLA was reauthorized and amended by the Superfund Amendments and Reauthorization Act (SARA). SARA expanded the federal government's response authorities and clarified that federal facilities are subject to the same CERCLA requirements as private industry. The Community Environmental Response Facilitation Act of 1992 amended the CERCLA provisions dealing with federal activities on any real property owned by the government. It requires the federal government to identify those parts of that real property where no hazardous substance had been stored, released, or disposed of.
