    Since the announcement of the first nuclear program in 1956, nuclear R and D in Germany has been supported by the Federal Government under four nuclear programs and later on under more general energy R and D programs. The original goal was to help German industry to achieve safe, low-cost generation of energy and self-sufficiency in the various branches of nuclear technology, including the fast breeder reactor and the fuel cycle. Several national research centers were established to host or operate experimental and demonstration plants. These are mainly located at the sites of the national research centers at Juelich and Karlsruhe. In the meantime, all these facilities were shut down and most of them are now in a state of decommissioning and dismantling (D and D). Meanwhile, Germany is one of the leading countries in the world in the field of D and D. Two big demonstration plants, the Niederaichbach Nuclear Power Plant (KKN) a heavy-water cooled pressure tube reactor with carbon-dioxide cooling and the Karlstein Superheated Steam Reactor (HDR) a boiling light water reactor with a thermal power of 100 MW, are totally dismantled and 'green field' is reached. For two other projects the return to 'green field' sites will be reached by the end of this decade. These are the dismantling of the Multi-Purpose Research Reactor (MZFR) and the Compact Sodium Cooled Reactor (KNK) both located at the Forschungszentrum Karlsruhe. Within these projects a lot of new solutions und innovative techniques were tested, which were developed at German universities and in small and medium sized companies mostly funded by the Federal Ministry of Education and Research (BMBF). For example, high performance underwater cutting technologies like plasma arc cutting and contact arc metal cutting. (authors)

    Since 1956, nuclear research and development (R and D) in Germany has been supported by the Federal Government. The goal was to help German industry to become competitive in all fields of nuclear technology. National research centers were established and demonstration plants were built. Meanwhile, Germany is one of the leading countries in the world in the field of D and D. The Forschungs-Reaktor Juelich 1 (FRJ1), a research reactor with a thermal power of 10 MW was completely dismantled and in September 2008 an oak tree was planted on a green field at the site, where the FRJ1 was standing before. This is another example for German success in the field of D and D. Within these projects a lot of new solutions and innovative techniques were tested, which were developed at German universities and in small and medium sized companies mostly funded by the Federal Ministry of Education and Research (BMBF). Some examples are underwater-cutting technologies like plasma arc cutting and contact arc metal cutting. This clearly shows that research on the field of D and D is important for the future. Moreover, these research activities are important to save the know-how in nuclear engineering in Germany and will enable enterprises to compete on the increasing market of D and D services. The author assumes that an efficient decommissioning of nuclear installations will help stabilize the credibility of nuclear energy. Some critics of nuclear energy are insisting that a return to 'green field sites' is not possible. The successful completion of two big D and D projects (HDR and KKN), which reached green field conditions, are showing quite the contrary. Moreover, research on D and D technologies offers the possibility to educate students on a field of nuclear technology, which will be very important in the future. In these days D and D companies are seeking for a lot of young engineers and this will not change in the coming years. (authors)

    As a Global Environment Facility (GEF) founding implementing agency, UNDP has worked on over 230 GEF-supported clean energy projects in close to 100 developing countries since 1992. About 100 of these projects in 80 countries have focused on renewable energy, supported by approximately US $ 293 million in GEF funds and leveraging US $1.48 billion in associated co-financing from national governments, international organizations, the private sector and non-governmental organizations. As part of UNDP efforts to codify and share lessons learnt from these initiatives, this report addresses how scarce public resources can be used to catalyze larger private financial flows for renewable energy. It provides an overview of UNDP-GEF’s extensive work supporting development of national renewable energy policies such as feed-in tariffs. In these activities UNDP-GEF assists developing countries to assess key risks and barriers to technology diffusion and then to identify a mix of policy and financial de-risking measures to remove these barriers and drive investment. This approach is illustrated through three case studies in Uruguay, Mauritius and Kazakhstan. This report is complemented by a companion publication presenting an innovative UNDP financial modeling tool to assist policymakers in appraising different public instruments to promote clean energy.

    Manganese germanate nanorods have been synthesized by a simple route using germanium dioxide and manganese acetate as the source materials. X-ray diffraction observation shows that the nanorods are composed of orthorhombic and monoclinic manganese germanate phases. Scanning electron microscopy and transmission electron microscopy observations display that the manganese germanate nanorods have flat tips with the length of longer than 10 micrometers and diameter of 60-350 nm, respectively. The role of the growth conditions on the formation of the manganese germanate nanorods shows that the proper selection and combination of the growth conditions are the key factor for controlling the formation of the manganese germanate nanorods. The photoluminescence spectrum of the manganese germanate nanorods exhibits four fluorescence emission peaks centered at 422 nm, 472 nm, 487 nm and 530 nm showing the application potential for the optical devices. - Research Highlights: {yields} Manganese germanate nanorods have been synthesized by simple hydrothermal process. {yields} The formation of manganese germanate nanorods can be controlled by growth conditions. {yields} Manganese germanate nanorods exhibit good PL emission ability for optical device.

    The German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) on behalf of the Government of the Federal Republic of Germany supports the State Nuclear Regulatory Inspectorate of Ukraine (SNRIU) in enhancement of nuclear safety and radiation protection and strengthening of the physical protection. One of the main objectives of the agreement concluded by these parties in 2008 was the retrieval and safe interim storage of disused orphan high radioactive sealed sources in Ukraine. At present, the Ukrainian National Registry does not account all high active radiation sources but only for about 70 - 80 %. GRS in charge of BMU to execute the program since 2008 concluded subcontracts with the waste management and interim storage facilities RADON at different regions in Ukraine as well with the waste management and interim storage facility IZOTOP at Kiev. Below selected examples of removal of high active Co-60 and Cs-137 sources from irradiation facilities at research institutes are described. By end of 2012 removal and safe interim storage of 12.000 disused radioactive sealed sources with a total activity of more than 5,7.10{sup 14} Bq was achieved within the frame of this program. The German support program will be continued up to the end of 2013 with the aim to remove and safely store almost all disused radioactive sealed sources in Ukraine. (authors)

    Within the scope of 'Nuclear Security of Radioactive Sources', the German government implemented the modernization of Ukrainian State Production Company's transport and storage facility for radioactive sources (TSF) in Kiev. The overall management of optimizing the physical protection of the storage facility (including the construction of a hot cell for handling the radioactive sources) is currently carried out by the German Federal Foreign Office (AA). AA jointly have assigned Gesellschaft fuer Anlagen- und Reaktorsicherheit (GRS) mbH, Germany's leading expert institution in the area of nuclear safety and waste management, to implement the project and to ensure transparency by financial and technical monitoring. Sealed radioactive sources are widely used in industry, medicine and research. Their life cycle starts with the production and finally ends with the interim/long-term storage of the disused sources. In Ukraine, IZOTOP is responsible for all radioactive sources throughout their life cycle. IZOTOP's transport and storage facility (TSF) is the only Ukrainian storage facility for factory-fresh radioactive sources up to an activity of about 1 million Ci (3.7 1016 Bq). The TSF is specially designed for the storage and handling of radioactive sources. Storage began in 1968, and is licensed by the Ukrainian state authorities. Beside the outdated state of TSF's physical protection and the vulnerability of the facility linked with it, the lack of a hot cell for handling and repacking radioactive sources on the site itself represents an additional potential hazard. The project, financed by the German Federal Foreign Office, aims to significantly improve the security of radioactive sources during their storage and handling at the TSF site. Main tasks of the project are a) the modernization of the physical protection of the TSF itself in order to prevent any unauthorized access to radioactive sources as well as b) the construction of a hot cell to reduce the number of transports of radioactive sources within the city of Kiev. In future, the new established hot cell at IZOTOP's transport and storage facility will be useful for identification and characterization of orphan/disused radioactive sources. The projects implemented are performed in accordance with international recommendations (e. g. IAEA) and national normative documents and will make a crucial contribution towards an improved safety and security management of radioactive sources in Ukraine. (authors)

    The German-Russian project that is part of the G8 initiative on Global Partnership Against the Spread of Weapons and Materials of Mass Destruction focuses on the speedy construction of a land-based interim storage facility for nuclear submarine reactor compartments at Sayda Bay near Murmansk. This project includes the required infrastructure facilities for long-term storage of about 150 reactor compartments for a period of about 70 years. The interim storage facility is a precondition for effective activities of decommissioning and dismantlement of almost all nuclear-powered submarines of the Russian Northern Fleet. The project also includes the establishment of a computer-assisted waste monitoring system. In addition, the project involves clearing Sayda Bay of other shipwrecks of the Russian navy. On the German side the project is carried out by the Energiewerke Nord GmbH (EWN) on behalf of the Federal Ministry of Economics and Labour (BMWi). On the Russian side the Kurchatov Institute holds the project management of the long-term interim storage facility in Sayda Bay, whilst the Nerpa Shipyard, which is about 25 km away from the storage facility, is dismantling the submarines and preparing the reactor compartments for long-term interim storage. The technical monitoring of the German part of this project, being implemented by BMWi, is the responsibility of the Federal Institute for Materials Research and Testing (BAM). This paper gives an overview of the German-Russian project and a brief description of solutions for nuclear submarine disposal in other countries. At Nerpa shipyard, being refurbished with logistic and technical support from Germany, the reactor compartments are sealed by welding, provided with biological shielding, subjected to surface treatment and conservation measures. Using floating docks, a tugboat tows the reactor compartments from Nerpa shipyard to the interim storage facility at Sayda Bay where they will be left on the on-shore concrete storage space to allow the radioactivity to decay. For transport of reactor compartments at the shipyard, at the dock and at the storage facility, hydraulic keel blocks, developed and supplied by German subcontractors, are used. In July 2006 the first stage of the reactor compartment storage facility was commissioned and the first seven reactor compartments have been delivered from Nerpa shipyard. Following transports of reactor compartments to the storage facility are expected in 2007. (authors)

    The phase composition and morphology of zirconium and hafnium germanates synthesized by ceramic and co-precipitation routes were studied. The products were characterized using high-temperature X-ray diffraction analysis (XRD), Raman spectroscopy, scanning electron microscopy (SEM) and thermal (TG/DTA) analysis. To investigate the phase composition and stoichiometry of compounds the unit cell parameters were refined by full-profile Rietveld XRD analysis. The morphology of products and its evolution during high-temperature treatment was examined by SEM analysis. It was stated that there is the strong dependence of the phase composition and morphology of products on the preparation route. The ceramic route requires a multi-stage high-temperature treatment to obtain zirconium and hafnium germanates of 95% purity or more. Also, there are strong diffusion limitations to obtain hafnium germanate Hf{sub 3}GeO{sub 8} by ceramic route. On the contrary, the co-precipitation route leads to the formation of nanocrystalline single phase germanates of stoichiometric composition at a relatively low temperatures (less than 1000 C). The results of quantitative XRD analysis showed the hafnium germanates are stoichiometric compounds in contrast to zirconium germanates that form a set of solid solutions. This distinction may be related to the difference in the ion radii of Zr and Hf. - Graphical abstract: The phase composition and morphology of zirconium and hafnium germanates synthesized by ceramic and co-precipitation routes were studied.     Federal laboratories have successfully filled many roles for the public; however, as the 21st Century nears it is time to rethink and reevaluate how Federal laboratories can better support the public and identify new roles for this class of publicly-owned institutions. The productivity of the Federal laboratory system can be increased by making use of public outcome metrics, by benchmarking laboratories, by deploying innovative new governance models, by partnerships of Federal laboratories with universities and companies, and by accelerating the transition of federal laboratories and the agencies that own them into learning organizations. The authors must learn how government-owned laboratories in other countries serve their public. Taiwan`s government laboratory, Industrial Technology Research Institute, has been particularly successful in promoting economic growth. It is time to stop operating Federal laboratories as monopoly institutions; therefore, competition between Federal laboratories must be promoted. Additionally, Federal laboratories capable of addressing emerging 21st century public problems must be identified and given the challenge of serving the public in innovative new ways. Increased investment in case studies of particular programs at Federal laboratories and research on the public utility of a system of Federal laboratories could lead to increased productivity of laboratories. Elimination of risk-averse Federal laboratory and agency bureaucracies would also have dramatic impact on the productivity of the Federal laboratory system. Appropriately used, the US Federal laboratory system offers the US an innovative advantage over other nations.

    In 2007 the German High-Level Liquid Waste (HLLW) Vitrification plant VEK (Verglasungseinrichtung Karlsruhe) has passed a three months integral cold test operation as final step before entering the hot phase. The overall performance of the vitrification process equipment with a liquid-fed ceramic glass melter as main component proved to be completely in line with the requirements of the regulatory body. The retention efficiency of main radioactive-bearing elements across melter and wet off-gas treatment system exceeded the design values distinctly. The strategy to produce a specified waste glass could be successfully demonstrated. The results of the cold test operation allow entering the next step of hot commissioning, i.e. processing of approximately 2 m{sup 3} of diluted HLLW. In summary: An important step of the VEK vitrification plant towards hot operation has been the performance of the cold test operation from April to July 2007. This first integral operation was carried out under boundary conditions and rules established for radioactive operation. Operation and process control were carried out following the procedure as documented in the licensed operational manuals. The function of the process technology and the safe operation could be demonstrated. No severe problems were encountered. Based on the positive results of the cold test, application of the license for hot operation has been initiated and is expected in the near future. (authors)

    This paper examines the factors that threaten the future of the Russian Federation (RF). The observations are based on a study that focused on eight republics: Mordova, Udmurtia, Tatarstan, Mari El, Bashkortostan, Kabardino-Balkaria, Buryatia, and Altay Republic. These republics were selected for their geographic and economic significance to the RF. Tatarstan, Bashkortostan, Udmurtia, and Mari El are located on important supply routes, such as the Volga River and the trans-Siberian railroad. Some of these republics are relatively wealthy, with natural resources such as oil (e.g., Tatarstan and Bashkortostan), and all eight republics play significant roles in the military-industrial complex. The importance of these republics to the RF contrasts to the relative insignificance of the independence-minded Northern Caucasus area. The author chose not to examine the Northern Caucasus region (except Kabardino-Balkaria) because these republics may have only a minor impact on the rest of the RF if they secede. Their impact would be minimized because they lie on the frontiers of the RF. Many Russians believe that {open_quotes}it might be best to let such a troublesome area secede.{close_quotes}

    The most important indicator of a well-managed site cleanup effort may no longer be funding or scientific expertise. While support for federal facility cleanup has included appropriations of more than $10 billion annually, these expenditures alone are unlikely to assure progress toward environmental remediation. {open_quotes}Trust{close_quotes} is now overwhelmingly mentioned as a prerequisite for progress with site cleanup in DOE`s weapons complex. In part, federal budget deficits are forcing participants to focus on factors that build consensus and lead to cost-effective cleanup actions. In some cases, the stakeholders at cleanup sites are making efforts to work cooperatively with federal agencies. A report by 40 representatives of federal agencies, tribal and state governments, associations, and others developed recommendations to create a {open_quotes}new era of trust and consensus-building that allows all parties to get on with the job of cleaning up federal facilities in a manner that reflects the priorities and concerns of all stakeholders.{close_quotes} Changes are underway affecting how federal agencies work with federal and state regulators reflecting this concept of shared responsibility for conducting cleanup. This paper addresses these changes and provides examples of the successes and failures underway.

  14. Determining Price Reasonableness in Federal ESPCs

    This document reports the findings and implementation recommendations of the Price Reasonableness Working Group to the Federal ESPC Steering Committee. The working group was formed to address concerns of agencies and oversight organizations related to pricing and fair and reasonable price determination in federal energy savings performance contracts (ESPCs). This report comprises the working group's recommendations and is the proposed draft of a training curriculum on fair and reasonable price determination for users of federal ESPCs. The report includes: (1) A review of federal regulations applicable to determining price reasonableness of federal ESPCs (section 2), (2) Brief descriptions of the techniques described in Federal Acquisition Regulations (FAR) 15.404-1 and their applicability to ESPCs (section 3), and (3) Recommended strategies and procedures for cost-effectively completing price reasonableness determinations (sections 4). Agencies have struggled with fair and reasonable price determinations in their ESPCs primarily because this alternative financing vehicle is relatively new and relatively rare in the federal sector. The methods of determining price reasonableness most familiar to federal contracting officers (price competition based on the government's design and specifications, in particular) are generally not applicable to ESPCs. The regulatory requirements for determining price reasonableness in federal ESPCs have also been misunderstood, as federal procurement professionals who are inexperienced with ESPCs are further confused by multiple directives, including Executive Order 13123, which stresses life-cycle cost-effectiveness. Uncertainty about applicable regulations and inconsistent practice and documentation among agencies have fueled claims that price reasonableness determinations have not been sufficiently rigorous in federal ESPCs or that the prices paid in ESPCs are generally higher than the prices paid for similar goods and services obtained through conventional procurements. While claims of excessive prices are largely unsubstantiated and based on anecdotal evidence, the perception that there is a problem is shared by many in the ESPC community and has been noted by auditors and oversight organizations. The Price Reasonableness Working Group determined that a more formal emphasis on FAR 15.404-1 in the ESPC process could remove much of the doubt about price reasonableness determinations. The working group's recommended consensus policy on price reasonableness stresses the price analysis techniques described in the FAR that are applicable to ESPCs and includes guidance for agencies use of these techniques in determining price reasonableness for their ESPC delivery orders. The recommended policy and guidance, if communicated to federal ESPC stakeholders, can ensure that agencies will comply with the FAR in awarding ESPCs, obtain fair and reasonable prices and best value for the government, and follow procedures that provide auditable documentation of due diligence in price reasonableness determinations.

    The challenge to Federalism presented by the new wave of environmental statutes is, while not unique in our history, a significant strain on state and federal relations. Behind this tension is the question of who should enforce these laws, especially when the violator is a Federal agency. Traditionally Federal agencies have been free to perform their diverse missions without restraint either from other Federal agencies or the states. This freedom has led to abuse in the arena of environmental compliance. Recent congressional hearings concerning amendments to the Resource Conservation and Recovery Act saw a congressional feeding frenzy over what was termed the abominable mess of federal facility environmental compliance. The obvious anger and frustration directed toward federal agencies, including the Environmental Protection Agency (EPA), by representatives of the states is a clear indicator of the extent of the problem and also a catalyst for an ill-conceived and dangerous legislative fix.

    We report the first instance of a hydrothermal synthesis of zinc germanate (Zn{sub 2}GeO{sub 4}) nano-materials having a variety of morphologies and photochemical properties in surfactant, template and catalyst-free conditions. A systematic variation of synthesis conditions and detailed characterization using X-ray diffraction, ultraviolet-visible diffuse reflectance spectroscopy, Raman spectroscopy, electron microscopy, X-ray photoelectron spectroscopy and small angle X-ray scattering led to a better understanding of the growth of these particles from solution. At 140 {sup o}C, the zinc germanate particle morphology changes with pH from flower-shaped at pH 6.0, to poly-disperse nano-rods at pH 10 when the Zn to Ge ratio in the synthesis solution is 2. When the Zn to Ge ratio is reduced to 1.25, mono-disperse nano-rods could be prepared at pH 7.5. Nanorod formation is also independent of the addition of cetyltrimethylammonium bromide (CTAB), in contrast to previous reports. Photocatalytic tests show that Zn{sub 2}GeO{sub 4} nano-rods (by weight) and flower shaped (by surface area) are the most active for methylene blue dye degradation among the synthesized zinc germanate materials. -- Graphical abstract: Zinc germanate materials were synthesized possessing unique morphologies dependent on the hydrothermal synthesis conditions in the absence of surfactant, catalyst or template. These novel materials are characterized and evaluated for their photocatalytic activities.     This Federal Technology Alert, which was sponsored by the U.S. Department of Energy's Office of Federal Energy Management Programs, provides the detailed information and procedures that a Federal energy manager needs to evaluate most ground-source heat pump applications. This report updates an earlier report on ground-source heat pumps that was published in September 1995. In the current report, general benefits of this technology to the Federal sector are described, as are ground-source heat pump operation, system types, design variations, energy savings, and other benefits. In addition, information on current manufacturers, technology users, and references for further reading are provided.

    The Atomic Energy Act of 1954 established, and later Congressional amendments have confirmed, that except in areas which have been explicitly granted to the states, the federal government possesses preemptive authority to regulate radiation hazards associated with the development and use of atomic energy. Since the passage of the original Act, numerous decisions by the courts have reaffirmed the legitimacy of federal preemption, and have defined and redefined its scope. In this study, the aim is to explore the underlying issues involved in federal preemption of radiation-hazard regulation, and to recommend actions that the Department of Energy and other agencies and groups should consider undertaking in the near term to protect the preemption principle. Appropriate roles of the states are discussed, as well as recent state-level activities and their rationale, and several current arenas in which state-federal conflicts about regulation of hazards are being played out. The emphasis here is on four particular arenas that are now important arenas of conflict, but the issues discussed are far broader in scope. These four arenas are: state-level moratorium activity; emergency planning for reactors; conflicts arising from state financial regulation; and inroads in federal preemption through litigation under state law.

    This publication is a numerical record of what has happened since Congress gave authority to the Secretary of the Interior in 1953 to lease the federal portion of the Continental Shelf for oil and gas. The publication updates and augments the first Federal Offshore Statistics, published in December 1983. It also extends a statistical series published annually from 1969 until 1981 by the US Geological Survey (USGS) under the title Outer Continental Shelf Statistics. The USGS collected royalties and supervised operation and production of minerals on the Outer Continental Shelf (OCS) until the Minerals Management Service (MMS) took over these functions in 1982. Some of the highlights are: of the 329.5 million acres offered for leasing, 37.1 million acres were actually leased; total revenues for the 1954 to 1983 period were $68,173,112,563 and for 1983 $9,161,435,540; a total of 22,095 wells were drilled in federal waters and 10,145 wells were drilled in state waters; from 1954 through 1983, federal offshore areas produced 6.4 billion barrels of oil and condensate, and 62.1 trillion cubic feet of natural gas; in 1983 alone production was 340.7 million barrels of oil and condensate, and 3.9 trillion cubic feet of gas; and for the second straight year, no oil was lost in 1983 as a result of blowouts in federal waters. 8 figures, 66 tables.
