    Two distinct yet closely related waste remediation projects are finally underway in Canada under the Port Hope Area Initiative (PHAI) which aims to clean up 1.7 million cubic metres (m{sup 3}) of low-level radioactive waste (LLRW) arising from 60 years of uranium and radium operations. Under the PHAI, the Port Hope Project and the smaller Port Granby Project will result in the consolidation of the LLRW within two highly engineered, above-ground mounds, to be constructed within the municipalities of Port Hope and Clarington. These projects will fulfill the federal government commitment to the safe, long-term management of the LLRW, as set out in the legal agreement signed by the government and the host municipalities in 2001. The federal authorization to commence PHAI Remediation and Construction Phase 2 was received in late 2011 and several enabling infrastructure construction and radiological survey contracts were awarded in 2012. The contracts to remediate the waste sites and construct the new engineered mounds will be tendered in 2013. At the end of Phase 2, environmental risks will be substantially mitigated, land development restrictions lifted, and an honourable legacy left for future generations. (authors)

    Legislators, designers of legal information systems, as well as citizens face often problems due to the interdependence of the laws and the growing number of references needed to interpret them. Quantifying this complexity is not an easy task. In this paper, we introduce the "Legislation Network" as a novel approach to address related problems. We have collected an extensive data set of a more than 60-year old legislation corpus, as published in the Official Journal of the European Union, and we further analysed it as a complex network, thus gaining insight into its topological structure. Among other issues, we have performed a temporal analysis of the evolution of the Legislation Network, as well as a robust resilience test to assess its vulnerability under specific cases that may lead to possible breakdowns. Results are quite promising, showing that our approach can lead towards an enhanced explanation in respect to the structure and evolution of legislation properties.

    The social and legal framework within which bioremediation technologies must be researched, developed, and deployed in the US are discussed in this report. Discussions focus on policies, laws and regulations, intellectual property, technology transfer, and stakeholder concerns. These discussions are intended to help program managers, scientists and engineers understand the social and legal framework within which they work, and be cognizant of relevant issues that must be navigated during bioremediation technology research, development, and deployment activities. While this report focuses on the legal and social environment within which the DOE operates, the laws, regulations and social processes could apply to DoD and other sites nationwide. This report identifies specific issues related to bioremediation technologies, including those involving the use of plants; native, naturally occurring microbes; non-native, naturally occurring microbes; genetically engineered organisms; and microbial products (e.g., enzymes, surfactants, chelating compounds). It considers issues that fall within the following general categories: US biotechnology policy and the regulation of field releases of organisms; US environmental laws and waste cleanup regulations; intellectual property and patenting issues; technology transfer procedures for commercializing technology developed through government-funded research; stakeholder concerns about bioremediation proposals; and methods for assuring public involvement in technology development and deployment.

It is based on research co-sponsored by the National Renewable Energy Laboratory (NREL) and four investor-owned utilities (Central & South West Services, Cinergy Corp., Florida Power Corporation, and San Diego Gas & Electric Company). The research was performed between August 1995 and March 1996 by a team of four consulting firms experienced in energy and utility law, regulation, and economics. It is the survey phase of a project known as the Distributed Resources Institutional Analysis Project.

This document examines a number of legal and regulatory issues that potentially can affect implementation of the aquifer thermal energy storage (ATES) concept. This concept involves the storage of thermal energy in an underground aquifer until a later date when it can be effectively utilized. Either heat energy or chill can be stored. Potential end uses of the energy include district space heating and cooling, industrial process applications, and use in agriculture or aquaculture. Issues are examined in four categories: regulatory requirements, property rights, potential liability, and issues related to heat or chill delivery.

    Salt caverns can be formed through solution mining in the bedded or domal salt formations that are found in many states. Salt caverns have traditionally been used for hydrocarbon storage, but caverns have also been used to dispose of some types of wastes. This paper provides an overview of several years of research by Argonne National Laboratory on the feasibility and legality of using salt caverns for disposing of oil field wastes, the risks to human populations from this disposal method, and the cost of cavern disposal. Costs are compared between the four operating US disposal caverns and other commercial disposal options located in the same geographic area as the caverns. Argonne`s research indicates that disposal of oil field wastes into salt caverns is feasible and legal. The risk from cavern disposal of oil field wastes appears to be below accepted safe risk thresholds. Disposal caverns are economically competitive with other disposal options.

    This thesis is the culminating project for my participation in the OECD NEA International School of Nuclear Law. This paper will begin by providing a historical background to current disarmament and denuclearization treaties. This paper will discuss the current legal framework based on current and historical activities related to denuclearization and nuclear disarmament. Then, it will propose paths forward for the future efforts, and describe the necessary legal considerations. Each treaty or agreement will be examined in respect to its requirements for: 1) limitations and implementation; 2) and verification and monitoring. Then, lessons learned in each of the two areas (limitations and verification) will be used to construct a proposed path forward at the end of this paper.

    The legal and institutional obstacles to the development of small-scale hydroelectric energy at the state level are discussed. The Federal government also exercises extensive regulatory in the area, and the dual regulatory system from the standpoint of the appropriate legal doctrine, the law of pre-emption, application of the law to the case of hydroelectric development, and an inquiry into the practical use of the doctrine by the FERC is examined. The initial obstacle that all developers confront in Wisconsin is obtaining the authority to utilize the bed, banks, and flowing water at a proposed dam site. This involves a determination of ownership of the stream banks and bed and the manner of obtaining either their title or use; and existing constraints with regard to the use of the water. Wisconsin follows the riparian theory of water law.

    In late 2006, the seaside community in Esperance Western Australia was alerted to thousands of native bird species dying. The source of the lead (Pb) was determined by Pb isotopes to derive from the handling of Pb carbonate concentrate through the Port, which began in July 2005. Concern was expressed for the impact of this on the community. Our objectives were to employ Pb isotope ratios to evaluate the source of Pb in environmental samples for use in legal proceedings, and for use in remediation and monitoring. Isotope measurements were undertaken of bird livers, plants, drinking water, soil, harbour sediments, air, bulk ceiling dust, gutter sludge, surface swabs and blood. The unique lead isotopic signature of the contaminating Pb carbonate enabled diagnostic apportionment of lead in samples. Apart from some soil and water samples, the proportion of contaminating Pb was >95% in the environmental samples. Lead isotopes were critical in resolving legal proceedings, are being used in the remediation of premises, were used in monitoring of workers involved in the decontamination of the storage facility, and monitoring transport of the concentrate through another port facility. Air samples show the continued presence of contaminant Pb, more than one year after shipping of concentrate ceased, probably arising from dust resuspension. Brief details of the comprehensive testing and cleanup of the Esperance community are provided along with the role of the Community. Lead isotopic analyses can provide significant benefits to regulatory agencies, interested parties, and the community where the signature is able to be characterised with a high degree of certainty. - Highlights: Black-Right-Pointing-Triangle Lead carbonate concentrate. This concept involves the storage of thermal energy in an underground aquifer until a later date when it can be effectively utilized. Either heat energy or chill can be stored. Potential end uses of the energy include district space heating and cooling, industrial process applications, and use in agriculture or aquaculture. Issues are examined in four categories: regulatory requirements, property rights, potential liability, and issues related to heat or chill delivery.

    The legal and institutional obstacles to the development of small-scale hydroelectric energy at the state level is described. The Federal government also exercises extensive regulatory authority in the area. The first obstacle which any developer must confront in Michigan is obtaining the authority to utilize the river bed, banks, and flowing water at a proposed dam site. This involves a determination of ownership of the stream banks and bed, and the manner of obtaining either their title or use; and existing constraints with regard to the use of the water. Michigan follows the riparian theory of water law. The direct regulation; indirect regulation; public utilities regulation; financing; and taxation are discussed.

    The legal and institutional obstacles to the development of small-scale hydroelectric energy at the state level in Maryland are described. The Federal government also exercises extensive regulatory authority in the area. The dual regulatory system is examined with the aim of creating a more orderly understanding of the vagaries of the system, focusing on the appropriate legal doctrine, the law of pre-emption, application of the law to the case of hydroelectric development, and an inquiry into the practical use of the doctrine by the FERC. In Maryland, by common law rule, title to all navigable waters and to the soil below the high-water mark of those waters is vested in the state as successor to the Lord Proprietary who had received it by grant from the Crown. Rights to non-navigable water, public trust doctrine, and eminent domain are also discussed. Direct and indirect regulations, continuing obligations, loan programs, and regional organizations are described in additional sections.

    The legal and institutional issues involved in the use of decentralized solar energy systems are examined for the purpose of advising government planners and policymakers, the solar industry, solar researchers, and prospective solar users of present and potential impediments and incentives to solar commercialization. This information was gathered primarily through a comprehensive literature review, with supplementary data provided through interviews with representatives of organizations active in the solar field. Five major issue areas were identified in the course of this study: (1) prohibitions on the use of solar equipment, (2) regulation of the production and placement of solar systems, (3) access to sunlight, (4) financial incentives and impediments to the use of solar technologies, and (5) the public utility-solar user interface. Each can be important in its impacts on the incidence of solar usage. The major actors involved with the issues identified above represent both the private and public sectors. Important private sector participants include solar manufacturers and installers, labor unions, lending institutions, utility companies, solar users themselves, and other community property owners. In the public sector, local, state, and federal governments are all capable of acting in ways that can influence the solar commercialization effort. Implementation options are available for all levels of government seeking to take an active role in addressing the previously mentioned legal and institutional issues. The appropriate actions will vary from federal to state to local governments, but each level can be important in removing existing barriers and creating new incentives for solar use.

    Many existing proposals either lack sufficient concreteness to make carbon capture and geological sequestration (CCGS) operational or fail to focus on a comprehensive, long term framework for its regulation, thus failing to account adequately for the urgency of the issue, the need to develop immediate experience with large scale demonstration projects, or the financial and other incentives required to launch early demonstration projects. We aim to help fill this void by proposing a roadmap to commercial deployment of CCGS in the United States.This roadmap focuses on the legal and financial incentives necessary for rapid demonstration of geological sequestration in the absence of national restrictions on CO2 emissions. It weaves together existing federal programs and financing opportunities into a set of recommendations for achieving commercial viability of geological sequestration.

    This report updates and expands the second edition of the ELSI Bibliography, published in 1993. The Bibliography and Supplement provides a comprehensive resource for identifying publications on the major topics related to the ethical, legal and social issues (ELSI) of the Human Genome Project. The Bibliography and Supplement are extracted from a database compiled at Los Alamos National Laboratory with the support of the Office of Energy Research, US Department of Energy. The second edition of the ELSI Bibliography was dated May 1993 but included publications added to the database until fall 1993. This Supplement reflects approximately 1,000 entries added to the database during the past year, bringing the total to approximately 7,000 entries. More than half of the new entries were published in the last year, and the remainder are earlier publications not previously included in the database. Most of the new entries were published in the academic and professional literature. The remainder are press reports from newspapers of record and scientific journals. The topical listing of the second edition has been followed in the Supplement, with a few changes. The topics of Cystic Fibrosis, Huntington`s Disease, and Sickle Cell Anemia have been combined in a single topic, Disorders. Also, all the entries published in the past year are included in a new topic, Publications: September 1993--September 1994, which provides a comprehensive view of recent reporting and commentary on the science and ELSI of genetics.

    Caverns can be readily formed in salt formations through solution mining. The caverns may be formed incidentally, as a result of salt recovery, or intentionally to create an underground chamber that can be used for storing hydrocarbon products or compressed air or disposing of wastes. The purpose of this report is to evaluate the feasibility, suitability, and legality of disposing of nonhazardous oil and gas exploration, development, and production wastes (hereafter referred to as oil field wastes, unless otherwise noted) in salt caverns. Chapter 2 provides background information on: types and locations of US subsurface salt deposits; basic solution mining techniques used to create caverns; and ways in which salt caverns are used. Later chapters provide discussion of: federal and state regulatory requirements concerning disposal of oil field waste, including which wastes are considered eligible for cavern disposal; waste streams that are considered to be oil field waste; and an evaluation of technical issues concerning the suitability of using salt caverns for disposing of oil field waste. Separate chapters present: types of oil field wastes suitable for cavern disposal; cavern design and location; disposal operations; and closure and remediation. This report does not suggest specific numerical limits for such factors or variables as distance to neighboring activities, depths for casings, pressure testing, or size and shape of cavern. The intent is to raise issues and general approaches that will contribute to the growing body of information on this subject.

    Some types of oil and gas production and processing wastes contain naturally occurring radioactive materials (NORM). If NORM is present at concentrations above regulatory levels in oil field waste, the waste requires special disposal practices. The existing disposal options for wastes containing NORM are limited and costly. This paper evaluates the legality, technical feasibility, economics, and human health risk of disposing of NORM-contaminated oil field wastes in salt caverns. Cavern disposal of NORM waste is technically feasible and poses a very low human health risk. From a legal perspective, there are no fatal flaws that would prevent a state regulatory agency from approaching cavern disposal of NORM. On the basis of the costs charged by caverns currently used for disposal of nonhazardous oil field waste (NOW), NORM waste disposal caverns could be cost competitive with existing NORM waste disposal methods when regulatory agencies approve the practice.

    The ELK team ([E]WA-IIT, [L]os Alamos National laboratory (LANL), and [K]ayvium Corporation (ELK)) used the legal Track task 302 as an opportunity to compare and integrate advanced semantic-automation strategies. The team members believe that enabling parties to discover, consume, analyze, and make decisions in a noisy and information-overloaded environment requires new tools. Together, as well as independently, they are actively developing these tools and view the TREC exercise as an opportunity to test, compare, and complement tools and approaches. Our collaboration is new to TREC, brought together by a shared interest in document relevance, concept-in-context identification and annotation, and the recognition that words out-of-context do not a match make. The team's intent was to lay the foundation for automating the mining and analysis of large volumes of electronic information by litigants and their lawyers, not only in the context of document discovery, but also to support litigation strategy, motion practice, deposition, trial tactics, etc. The premise was that a Subject Matter Expert- (SME-) built model can be automatically mapped onto various search engines for document retrieval, organization, relevance scoring, analysis and decision support. In the end, we ran nearly a dozen models, mostly, but not exclusively, with Kayvium Corporation's knowledge automation technology. The Sal Database Search Engine we used had a bug in its proximity feature, requiring that we develop a workaround. While the work-around was successful, it left us with insufficient time to converge the models to achieve expected quality. However, with optimized proximity processing in place, we would be able to run the model many more times, and believe repeatable quality would be a matter of working through a few requests to get the approach right. We believe that with more time, the results we would achieve might point towards a new way of processing documents for litigation support, so litigators can be confident that results are complete but not overly inclusive.

    Sandia National Laboratories, the nation's nuclear ordnance laboratory, is operated on a no-profit, no-fee basis by ATandT Technologies, Inc., as a prime contractor for the Department of Energy. This unique arrangement began in 1949 when President Harry Truman personally requested that ATandT assume management of the nuclear weapons laboratory as a service in the national interest. The story of how this unusual relationship came about makes for an interesting chapter in the annals of US legal and institutional history. This report describes the historical background, political negotiations, and prime contract provisos that established the legal framework for the Labs.

    Groundwater is attractive as a potential low-temperature energy source in residential space-conditioning applications. When used in conjuncton with a heat pump, ground water can serve as both a heat source (for heating) and a heat sink (for cooling). Major hydrogeologic aspects that affect system use include groundwater temperature and availability at shallow depths as these factors influence operational efficiency. Ground-water quality is considered as it affects the performance and life-expectancy of the water-side heat exchanger. Environmental impacts related to groundwater heat pump system use are most influenced by water use and disposal methods. In general, recharge to the subsurface (usually via injection wells) is recommended. Legal restrictions on system use are often stricter at the municipal and county levels than at state and Federal levels. Although Federal regulations currently exist, the agencies are not equipped to regulate individual, domestic installations. Computer smulations indicate that under a variety of climatologic conditions, groundwater heat pumps use less energy than conventional heating and cooling equipment. Life-cycle cost comparisons with conventional equipment depend on alternative system choices and well cost options included in the groundwater heat pump system.

It also highlights important features of the constitutional law, statutory law, case law, and regulations of each of the six New England states. The summary may serve as a concise overview of and introduction to the detailed reports prepared by the Energy Law Institute on the legal and regulatory systems of each of the six states. The dual regulatory system is a function of the federalist nature of our government. This dual system is examined from the standpoint of the appropriate legal doctrine, i.e., the law of pre-emption, and the application of this law to the case of hydroelectric development. The regulation of small dams are discussed and flow diagrams of the regulations are presented for each of the six states - Maine, Massachusetts, Vermont, New Hampshire, Vermont, and Connecticut.

    This report examines the current policy, legal, and regulatory framework pertaining to used nuclear fuel and high level waste management in the United States. The goal is to identify potential changes that if made could add flexibility and possibly improve the chances of successfully implementing technical aspects of a nuclear waste policy. Experience suggests that the regulatory framework should be established prior to initiating future repository development. Concerning specifics of the regulatory framework, reasonable expectation as the standard of proof was successfully implemented and could be retained in the future; yet, the current classification system for radioactive waste, including hazardous constituents, warrants reexamination. Whether or not consideration of multiple sites are considered simultaneously in the future, inclusion of mechanisms such as deliberate use of performance assessment to manage site characterization would be wise. Because of experience gained here and abroad, diversity of geologic media is not particularly necessary as a criterion in site selection guidelines for multiple sites. Stepwise development of the repository program that includes flexibility also warrants serious consideration. Furthermore, integration of the waste management system from storage, transportation, and disposition, should be examined and would be facilitated by integration of the legal and regulatory framework. Finally, in order to enhance acceptability of future repository development, the national policy should be cognizant of those policy and technical attributes that enhance initial acceptance, and those policy and technical attributes that maintain and broaden credibility.

    The Port Hope Project is the larger of the two projects in the Port Hope Area Initiative (PHAI), Canada's largest low level radioactive waste (LLRW) cleanup. With a budget of approximately $1 billion, the Port Hope Project includes a broad and complex range of remedial elements from a state of the art water treatment plant, an engineered waste management facility, municipal solid waste removal, remediation of 18 major sites within the Municipality of Port Hope (MPH), sediment dredging and dewatering, an investigation of 4,800 properties (many of these homes) to identify LLRW and remediation of approximately 450 of these properties. This paper discusses the status of the Port Hope Project in terms of designs completed and regulatory approvals received, and sets out the scope and schedule for the remaining studies, engineering designs and remediation contracts.     The purpose here is to contribute to the discussion surrounding the use of community benefits (also known as added value) in radioactive waste facility siting programmes. These are becoming more widely used following a series of programme failures around the world, due in the main to a lack of local involvement. A number of different models for the use of community benefits and why they may or may not assist a siting process exist in the literature, based on either a voluntary market approach or one involving coercion by a state authority or developer. Review of real-life examples suggests that two main approaches to the use of benefits exist, a 'legally-mandated' approach where details are laid down in legislation, and a 'locally-negotiated' approach where the details are agreed by the parties through discussions. As part of the European Commission supported IPPA project (Implementing Public Participation Approaches in Radioactive Waste Disposal), stakeholder groups in three participant countries, the Czech Republic, Poland and Slovenia, all of which currently utilise the 'legally-mandated' approach to the provision of community benefits, were invited to respond to a series of questions designed to explore their attitudes and thoughts about the two approaches and related issues such as trust in the institutions and the legal framework. Some initial results and conclusions are presented, although this work is continuing and will be reported at the end of the IPPA project in 2013. (authors)

    Responding to an article by Elliot Meyrowitz stating that nuclear weapons are illegal threats, the author observes that international law does not forbid the possession or use of nuclear weapons, whose existence operates as part of the checks and balances process that maintains deterrence. Because nuclear weapons have never been identified among states as illegal, either by treaties or by customary international law, attempts by opposing states to establish illegality through declarations fall short of an effectively shared strategy. The author concludes that we must use the time that deterrence permits to forcefully promote policies optimizing the claims of people for human dignity rather than focusing on the fruitless search to make nuclear weapons illegal.

    North Africa`s three main oil producing countries soon will reap benefits of past moves by their governments to encourage investment by international companies. Production of crude oil and natural gas in Algeria, Egypt, and Libya is ready to increase from suppressed levels of the recent past, says International Energy Agency, Paris. The gains are possible despite political risks, total reserves accounting for only 4% of the world`s crude reserves, and oil prices well below levels of the 1980s, when the countries` flow rates peaked. The reason: producing oil in North Africa is profitable. In a recent study entitled North Africa Oil and Gas, IEA attributes the bright production outlook to improvements that the countries` governments have made in the past decade to hydrocarbon laws and the fiscal terms they offer international investors. According to announced plans, the three countries` combined capacity to produce crude oil will rise 18% by the year 2000 to 3.65 million b/d, and a further gain of 700,000 b/d is possible. IEA expects production capacity for natural gas to increase 50% from its 1995 level by 2000 to a combined 139.4 billion cu m/year. This paper discusses production capacities, Algeria`s record, improvements in Egypt, and Libya`s changes.

    This report addresses the topic of environmental citizenship in the United States. The term refers to responsibilities each of us have with respect to helping our communities and nation make sound environmental decisions. This research centers on the citizens and what we ought to be doing, as opposed to what the government ought to be doing for us, to improve environmental citizenship. This report examines four central questions: What are the requirements (i.e., responsibilities) of citizenship vis-a-vis environmental decision- making processes; what constraints limit people`s ability to meet these requirements; what does our form of governance do to help or hinder in meeting these requirements; and what recommendations can be put forth to improve public participation in environmental decision making?

    The shipment of transuranic (TRU) radioactive waste to the Waste Isolation Pilot Plant (WIPP) in New Mexico raised a serious socioeconomic issue - the potential devaluation of property values due to the transportation of TRU waste from generator sites to the disposal facility. In 1992, the New Mexico Supreme Court held in City of Santa Fe v. Komis that a loss in value from public perception of risk was compensable. This issue has become an extremely important one for the development of the Yucca Mountain repository in Nevada for disposal of spent nuclear fuel and high-level radioactive waste. Much research has been conducted about the potential impacts of transportation of spent fuel and radioactive waste. This paper examines the pertinent studies conducted since the Komis case. It examines how the public debate on radioactive materials transportation continues and is now focused on transportation of high-level waste and spent nuclear fuel to the proposed Yucca Mountain repository. Finally, the paper suggests a path forward DOE can take to address this issue.

    Nigeria, the most populous country in Africa, has high rates of urbanization and industrialization. Until recently, decisions on most large-scale projects such as expressways, harbors, industries, dams, and irrigation were considered with an emphasis on traditional technical and cost-benefit analysis. Spurred by massive environmental degradation and persistent community agitation in oil producing areas, environmental impact assessment (EIA) legislation was passed in late 1992. The main purpose of this article is to review and assess the content of this legislation and the guidelines produced by the Federal Environmental Protection Agency (FEPA), the institution responsible for EIA administration. Some EIA reports have been prepared and reviewed by FEPA since 1994. There are some positive outcomes and expectations, but some problems have been identified as well, including: deliberate restriction of public involvement and participation by proponents and/or their consultants, interagency conflict leading to high cost and project delays especially in the oil industry, and restriction of public access to final EIA reports. These are discussed, and recommendations for improving the process are made.

    In the electric power industry, fundamental changes are underway in Europe, America, Australia, New Zealand and, more recently, in Asia. Rooted in increased deregulation and competition, these changes are likely to radically alter the structure of the industry. Liberalization of electric power markets in the United Kingdom is, for the most part, complete. The generation market in the United States began opening to competition following the 1987 Public Utility Regulatory Policies Act (PURPA). The Energy Policy Act of 1992 set the stage for a much more dramatic change in the industry. The most far-reaching provision of the Act was its electricity title, which opened access to the electric transmission grid. With legal barriers now removed, the traditionally sheltered US electric utility market is becoming increasingly open to entry and competition. A number of important legislative, regulatory and governmental policy initiatives are underway in the Philippines that will have a profound effect on the electric power industry. In Thailand, the National Energy Planning Organization (NEPO) has undertaken a thorough investigation of industry restructuring. This paper summarizes recent international developments in the deregulation and liberalization of electricity markets in the U.K., U.S., Australia, and New Zealand. It focuses on the relevance of these experiences to development underway in the Philippines and Thailand, and presents alternative possible structures likely to emerge in these countries, drawing heavily on the authors' recent experiences in Thailand and the Philippines. The impact of these changes on the business environment for power generation and marketing will be discussed in detail, as will the opportunities these changes create for investment among private power producers.

    Genetic medical services provided by the Georgia Division of Public Health in two northern and two central districts are compared to services provided in a district in which a tertiary care facility is located. Genetics outreach public health nurses play key roles in Georgia's system of Children's Health Services Genetics Program, including significant roles as counselors and information sources on special needs social services and support organizations. Unique features of individual health districts, (e.g., the changing face of some rural communities in ethnocultural diversity and socioeconomic character), present new challenges to current and future genetics services delivery. Preparedness as to educational needs of both health professionals and the lay population is of foremost concern in light of the ever expanding knowledge and technology in medical genetics. Perspectives on genetics and an overview of services offered by a local private sector counselor are included for comparison to state supported services. The nature of the interactions which transpire between private and public genetic services resources in Georgia will be described. A special focus of this research includes issues associated with sickle cell disease newborn screening service delivery process in Georgia, with particular attention paid to patient follow-up and transition to primary care. Of particular interest to this focus is the problem of loss to follow-up in the current system. Critical factors in education and counseling of sickle cell patients and the expectations of expanding roles of primary care physicians are discussed. The Florida approach to the delivery of genetic services contrasts to the Georgia model by placing more emphasis on a consultant-specialist team approach.

    Genetic medical services provided by the Georgia Division of Public Health in two northern and two central districts are compared to services provided in a district in which a tertiary care facility is located. Genetics outreach public health nurses play key roles in Georgia`s system of Children`s Health Services Genetics Program, including significant roles as counselors and information sources on special needs social services and support organizations. Unique features of individual health districts, (e.g., the changing face of some rural communities in ethnocultural diversity and socioeconomic character), present new challenges to current and future genetics services delivery. Preparedness as to educational needs of both health professionals and the lay population is of foremost concern in light of the ever expanding knowledge and technology in medical genetics. Perspectives on genetics and an overview of services offered by a local private sector counselor are included for comparison to state supported services. The nature of the interactions which transpire between private and public genetic services resources in Georgia will be described. A special focus of this research includes issues associated with sickle cell disease newborn screening service delivery process in Georgia, with particular attention paid to patient follow-up and transition to primary care. Of particular interest to this focus is the problem of loss to follow-up in the current system. Critical factors in education and counseling of sickle cell patients and the expectations of expanding roles of primary care physicians are discussed. The Florida approach to the delivery of genetic services contrasts to the Georgia model by placing more emphasis on a consultant-specialist team approach.

    This multitask research project was conducted in anticipation of a possible future increase in industrial efforts at CO2 storage in Colorado sedimentary basins. Colorado is already the home to the oldest Rocky Mountain CO2 storage site, the Rangely Oil Field, where CO2-EOR has been underway since the 1980s. The Colorado Geological Survey has evaluated storage options statewide, and as part of the SW Carbon Sequestration Partnership the Survey, is deeply engaged in and committed to suitable underground CO2 storage. As a more sustainable energy industry is becoming a global priority, it is imperative to explore the range of technical options available to reduce emissions from fossil fuels. One such option is to store at least some emitted CO2 underground. In this NETL-sponsored CO2 sequestration project, the Colorado School of Mines and our partners at the University of Colorado have focused on a set of the major fundamental science and engineering issues surrounding geomechanics, mineralogy, geochemistry and reservoir architecture of possible CO2 storage sites (not limited to Colorado). Those are the central themes of this final report and reported below in Tasks 2, 3, 4, and 6. Closely related to these reservoir geoscience issues are also legal, environmental and public acceptance concerns about pore space accessibility—as a precondition for CO2 storage. These are addressed in Tasks 1, 5 and 7. Some debates about the future course of the energy industry can become acrimonius. It is true that the physics of combustion of hydrocarbons makes it impossible for fossil energy to attain a carbon footprint anywhere nearly as low as that of renewables. However, there are many offsetting benefits, not the least that fossil energy is still plentiful, it has a global and highly advanced distribution system in place, and the footprint that the fossil energy infrastructure occupies is orders of magnitude smaller than renewable energy facilities with equivalent energy capacity. Finally, inexpensive natural gas here in North America is pushing coal for electricity generation off the market, thus reducing US CO2 emissions faster than any other large industrialized nation. These two big factors argue for renewed efforts to find technology solutions to reduce the carbon footprint (carbon dioxide as well as methane and trace gases) of conventional and unconventional oil and gas. One major such technology component is likely to be carbon capture, utilization and storage.

NREL analysis is helping guide energy systems policy and investment decisions through this transformation.     The Fuel Retrieval Subproject was established as part of the Spent Nuclear Fuel Project (SNF Project) to retrieve and repackage the SNF located in the K Basins. The Fuel Retrieval System (FRS) construction work is complete in the KW Basin, and start-up testing is underway. Design modifications and construction planning are also underway for the KE Basin. An independent review of the design verification process as applied to the K Basin projects was initiated in support of preparation for the SNF Project operational readiness review (ORR). A Design Verification Status Questionnaire, Table 1, is included which addresses Corrective Action SNF-EG-MA-EG-20000060, Item No.9 (Miller 2000).

    Sun trackers have been a troublesome component for line-focus concentrating collector systems. The problems have included poor accuracy, component failures, false locks on clouds, and restricted tracker operating ranges. In response to these tracking difficulties, a variety of improved sun trackers have been developed. A testing program is underway at SERI to determine the tracking accuracy of this new generation of sun trackers. The three major types of trackers are defined, some recent sun tracker developments are described, and the testing that is underway is outlined.

    This quarterly report summarizes the status for the project planning to complete all the legal and contract documents required for establishing the subcontracts needed and a Cooperative Research and Development Agreement (CRADA) with Autodesk, Inc., Toyota Motor Engineering and Manufacturing North America (Toyota), and Magna Exterior and Interiors Corporation (Magna). During the second quarter (1/1/2013 to 3/31/2013), all the technical and legal documents for the subcontracts to Purdue University, University of Illinois, and PlastiComp, Inc. were completed. The revised CRADA documents were sent to DOE, Autodesk, Toyota, and Magna for technical and legal reviews. PNNL Legal Services contacted project partners’ Legal counterparts for completing legal documents for the project. A non-disclosure agreement was revised and sent to all the parties for reviews.

  7. Letter: Update on the Status of the Quarry Water Treatment Plant. I-1600-1607-1.01. Intallation of the interconnecting piping for the plant has not yet begun. Drawings for the piping are expected to be approved within two weeks. Construction will then take five to six weeks to complete. The project is still moving toward beginning removal of the waste from the quarry next summer. The relocation of a section of Highway 94 is complete; the waste haul road is essentially complete; construction of the water treatment plant and the waste storage area at the chemical plant site is underway. Mr. McCracken is concerned about a number of questions received over the past few months questioning the safety of the water treatment plant. The concern is that the questions, if taken without benefit of the answers, could create a perception that the plant will not perform as required to protect the health of downstream users of Missouri River water. The DOE reinforces the fact that the plant will not impact the health of anyone. Letter transmits copies of most of the questions received and responses to them.
