    Unclassified Controlled Nuclear Information (UCNI) is one type of sensitive information that DOE employees, including computer users, must now identify and protect. Guidelines to identify information as UCNI are gradually being put in place. The publication of Unclassified Controlled Nuclear Information Topical Guideline for Fixed-Site Safeguards and Security, TG-FSSS-1, is a major step in the development of UCNI guidelines. This DOE published guide cuts across and addresses many different programmatic areas including automated data processing. Our local guideline, Los Alamos National Laboratory Unclassified Controlled Nuclear Information Guideline for Fixed-Site Safeguards and Security, IG-LAFSSS-1, is based on TG-FSSS-1. In this paper, I plan to discuss the background of UCNI, the definition of UCNI, information that qualifies as UCNI, the consequences of information being UCNI, the development of UCNI guidelines, TG-FSSS-1 and IG-LAFSSS-1, the relationship of UCNI to classification, and the implementation of the IG-LAFSSS-1 at Los Alamos.

    Frenchman Flat is one of several areas of the Nevada Test Site (NTS) used for underground nuclear testing (Figure 1-1). These nuclear tests resulted in groundwater contamination in the vicinity of the underground test areas. As a result, the U.S. Department of Energy (DOE), National Nuclear Security Administration Nevada Site Office (NNSA/NSO) is currently conducting a corrective action investigation (CAI) of the Frenchman Flat underground test areas. Since 1996, the Nevada Division of Environmental Protection (NDEP) has regulated NNSA/NSO corrective actions through the ''Federal Facility Agreement and Consent Order'' ([FFACO], 1996). Appendix VI of the FFACO agreement, ''Corrective Action Strategy'', was revised on December 7, 2000, and describes the processes that will be used to complete corrective actions, including those in the Underground Test Area (UGTA) Project. The individual locations covered by the agreement are known as corrective action sites (CASs), which are grouped into corrective action units (CAUs). The UGTA CASs are grouped geographically into five CAUs: Frenchman Flat, Central Pahute Mesa, Western Pahute Mesa, Yucca Flat/Climax Mine, and Rainier Mesa/Shoshone Mountain (Figure 1-1). These CAUs have distinctly different contaminant source, geologic, and hydrogeologic characteristics related to their location (FFACO, 1996). The Frenchman Flat CAU consists of 10 CASs located in the northern part of Area 5 and the southern part of Area 11 (Figure 1-1). This report documents the evaluation of the information and data available on the unclassified source term and radionuclide contamination for Frenchman Flat, CAU 98. The methodology used to estimate hydrologic source terms (HSTs) for the Frenchman Flat CAU is also documented. The HST of an underground nuclear test is the portion of the total inventory of radionuclides that is released over time into the groundwater following the test. The total residual inventory of radionuclides associated with one or more tests is known as the radiologic source term (RST). The RST is comprised of radionuclides in water, glass, or other phases or mineralogic forms. This evaluation was conducted in support of the development of a CAU contaminant transport model for the Frenchman Flat CAU.

The hydrologic source term (HST) of an underground nuclear test is the portion of the total RST that is released into the groundwater over time following the test. In this report, the HST represents radionuclide release some time after the explosion and does not include the rapidly evolving mechanical, thermal, and chemical processes during the explosion. The CAU 97: Yucca Flat/Climax Mine has many more detonations and a wider variety of settings to consider compared to other CAUs. For instance, the source term analysis and evaluation performed for CAUs 101 and 102: Central and Western Pahute Mesa and CAU 98: Frenchman Flat did not consider vadose zone attenuation because many detonations were located near or below the water table. However, the large number of Yucca Flat/Climax Mine tests and the location of many tests above the water table warrant a more robust analysis of the unsaturated zone.

    Certain governmental information must be classified for national security reasons. However, the national security benefits from classifying information are usually accompanied by significant costs -- those due to a citizenry not fully informed on governmental activities, the extra costs of operating classified programs and procuring classified materials (e.g., weapons), the losses to our nation when advances made in classified programs cannot be utilized in unclassified programs. The goal of a classification system should be to clearly identify that information which must be protected for national security reasons and to ensure that information not needing such protection is not classified. This document was prepared to help attain that goal. This document is the first of a planned four-volume work that comprehensively discusses the security classification of information. Volume 1 broadly describes the need for classification, the basis for classification, and the history of classification in the United States from colonial times until World War 2. Classification of information since World War 2, under Executive Orders and the Atomic Energy Acts of 1946 and 1954, is discussed in more detail, with particular emphasis on the classification of atomic energy information. Adverse impacts of classification are also described. This document presents future plans to incorporate the radionuclide attenuation mechanisms due to unsaturated/multiphase flow and transport within the Yucca Flat CAU scale modeling. The important processes that influence radionuclide migration for the unsaturated and saturated tests in alluvial, volcanic, and carbonate settings are identified. Many different flow and transport models developed by Lawrence Livermore National Laboratory (LLNL) and Los Alamos National Laboratory (LANL), including original modeling of multiphase flow and transport by the Stoller-Navarro Joint Venture (SNJV), are integrated to form a general understanding of how the RST relates to the HST. This report is unlike the Frenchman Flat source term analysis because it does not calculate the HST for each test. Instead, this work only identifies the important processes that must be considered when the CAU-transport modeling is performed.

  4. RADIOACTIVE WASTE MANAGEMENT IN THE USSR: A REVIEW OF UNCLASSIFIED SOURCES, 1963-1990

    The Soviet Union operates a vast and growing radioactive waste management system. Detailed information on this system is rare and a general overall picture only emerges after a review of a great deal of literature. Poor waste management practices and slow implementation of environmental restoration activities have caused a great deal of national concern. The release of information on the cause and extent of an accident involving high-level waste at the Kyshtym production reactor site in 1957, as well as other contamination at the site, serve to highlight past Soviet waste management practices. As a result, the area of waste management is now receiving greater emphasis, and more public disclosures. Little is known about Soviet waste management practices related to uranium mining, conversion, and fuel fabrication processes. However, releases of radioactive material to the environment from uranium mining and milling operations, such as from mill tailings piles, are causing public concern. Official Soviet policy calls for a closed fuel cycle, with reprocessing of power reactor fuel that has been cooled for five years. For power reactors, only VVER-440 reactor fuel has been reprocessed in any significant amount, and a decision on the disposition of RBMK reactor fuel has been postponed indefinitely. Soviet reprocessing efforts are falling behind schedule; thus longer storage times for spent fuel will be required, primarily at multiple reactor stations. Information on reprocessing in the Soviet Union has been severely limited until 1989, when two reprocessing sites were acknowledged by the Soviets. A 400-metric ton (MT) per year reprocessing facility, located at Kyshtym, has been operational since 1949 for reprocessing production reactor fuel. This facility is reported to have been reprocessing VVER-440 and naval reactor fuel since 1978, with about 2000 MT of VVER-440 fuel being reprocessed by July 1989. A second facility, located near Krasnoyarsk and having a 1500 MT per year capacity as the first of several modules, was about 30% completed by July 1989. The completion of this plant was subsequently "indefinitely postponed." The initial reprocessing scheme at the Kyshtym site used sodium uranyl acetate precipitation from fuel dissolved in nitric acid solutions. The basic method~ ology now appears to be based on the conventional PUREX process. Dry reprocessing on a pilot or laboratory scale has been under way in Dimitrovgrad since 1984, and a larger unit is now being built, according to the French CEA. Perhaps significantly, much research is being done on partitioning high-level waste into element fractions. The Soviets appear to have the technology to remove radioactive noble gases released during reprocessing operations; however, there are no indications of its implementation. Millions of curies of liquid low- and intermediate-level wastes have been disposed of by well injection into underground areas where they were supposedly contained by watertight rock strata. Some gaseous wastes were also disposed of by well injection. This practice is not referred to in recent literature and thus may not be widely used today. Rather, it appears that these waste streams are now first treated to reduce volume, and then solidified using bitumen or concrete. These solidified liquid wastes from Soviet nuclear power reactor operations, along with solid wastes, are disposed of in shallow-land burial sites located at most large power reactor stations. In addition, 35 shallow-land burial sites have been alluded to by the Soviets for disposal of industrial, medical, and research low-level wastes as well as ionization sources. Research on tritium-bearing and other gaseous wastes is mentioned, as well as a waste minimization program aimed at reducing the volume of waste streams by 30%. The Soviets have announced that their high-level waste management plan is to 1) store liquid wastes for 3-5 years; 2) incorporate the waste into glass (at a final glass volume of 100-150 liters/MT of fuel reprocessed); 3) set it aside in air-cooled storage

    This manual is a guide to the use of the Engineering Design Information System (EDIS) Phase I. The system runs on the Martin Marietta Energy Systems, Inc., IBM 3081 unclassified computer. This is the first phase in the implementation of EDIS, which is an index, storage, and retrieval system for engineering documents produced at various plants and laboratories operated by Energy Systems for the Department of Energy. This manual presents on overview of EDIS, describing the system's purpose; the functions it performs; hardware, software, and security requirements; and help and error functions. This manual describes how to access EDIS and how to operate system functions using Database 2 (DB2), Time Sharing Option (TSO), Interactive System Productivity Facility (ISPF), and Soft Master viewing features employed by this system. Appendix A contains a description of the Soft Master viewing capabilities provided through the EDIS View function. Appendix B provides examples of the system error screens and help screens for valid codes used for screen entry. Appendix C contains a dictionary of data elements and descriptions.

    This report describes activities associated with conducting dry weather surface water sampling of Upper East Fork Poplar Creek (UEFPC) at the Oak Ridge Y-12 Plant, Oak Ridge, Tennessee. This activity is a portion of the work to be performed at UEFPC Operable Unit (OU) 1 [now known as the UEFPC Characterization Area (CA)], as described in the RCRA Facility Investigation Plan for Group 4 at the Oak- Ridge Y-12 Plant, Oak Ridge, Tennessee and in the Response to Comments and Recommendations on RCRA Facility Investigation Plan for Group 4 at the Oak Ridge Y-12 Plant, Oak Ridge, Tennessee, Volume 1, Operable Unit 1. Because these documents contained sensitive information, they were labeled as unclassified controlled nuclear information and as such are not readily available for public review. To address this issue the U.S. Department of Energy (DOE) published an unclassified, nonsensitive version of the initial plan, text and appendixes, of this Resource Conservation and Recovery Act (RCRA) Facility Investigation (RFI) Plan in early 1994. These documents describe a program for collecting four rounds of wet weather and dry weather surface water samples and one round of sediment samples from UEFPC. They provide the strategy for the overall sample collection program including dry weather sampling, wet weather sampling, and sediment sampling. Figure 1.1 is a schematic flowchart of the overall sampling strategy and other associated activities. A Quality Assurance Project Plan (QAPJP) was prepared to specifically address four rounds of dry weather surface water sampling and one round of sediment sampling. For a variety of reasons, sediment sampling has not been conducted and has been deferred to the UEFPC CA Remedial Investigation (RI), as has wet weather sampling.

    The purpose of the project was to develop the processes for using commercial off-the-shelf (COTS) parts for WR production and to put in place a system for implementing the data management tools required to disseminate, store, track procurement, and qualify vendors. Much of the effort was devoted to determining if the use of COTS parts was possible. A basic question: How does the Nuclear Weapons Complex (NWC) begin to use COTS in the weapon Stockpile Life Extension Programs with high reliability, affordability, while managing risk at acceptable levels? In FY00, it was determined that a certain weapon refurbishment program could not be accomplished without the use of COTS components. The elements driving the use of COTS components included decreased cost, greater availability, and shorter delivery time. Key factors that required implementation included identifying the best suppliers and components, defining life cycles and predictions of obsolescence, testing the feasibility of using COTS components with a test contractor to ensure capability, as well as quality and reliability, and implementing the data management tools required to disseminate, store, track procurement, and qualify vendors. The primary effort of this project then was to concentrate on the risks involved in the use of COTS and address the issues of part and vendor selection, procurement and acceptance processes, and qualification of the parts via part and sample testing. The Enterprise Component Information System (eCIS) was used to manage the information generated by the COTS process. eCIS is a common interface for both the design and production of NWC components and systems integrating information between SNL National Laboratory (SNL) and the Kansas City Plant (KCP). The implementation of COTS components utilizes eCIS from part selection through qualification release. All part related data is linked across an unclassified network for access by both SNL and KCP personnel. The system includes not only NWC part information but also includes technical reference data for over 25 Million electronic and electromechanical commercial and military parts via a data subscription. With the capabilities added to the system through this project, eCIS provides decision support, parts list/BOM analysis, editing, tracking, workflows, reporting, and history/legacy information integrating manufacturer reference, company technical, company business, and design data.

In a typical scientific collaboration, there are many different locations where data would naturally be stored. This makes It difficult for collaborators to find and access the information they need. Our goal is to create a lightweight file-sharing system that makes it’easy for collaborators to find and use the data they need. This system must be easy-to-use, easy-to-administer, and secure. Our information-sharing tool uses group communication, in particular the InterGroup protocols, to reliably deliver each query to all of the current participants in a scalable manner, without having to discover all of their identities. We will use the Secure Group Layer (SGL) and Akenti to provide security to the participants of our environment, SGL will provide confldentiality, integrity, authenticity, and authorization enforcement for the InterGroup protocols and Akenti will provide access control to other resources.« less

    The emphasis in Information Technology (IT) development has shifted from technology management to information management, and the tools of information management are increasingly at the disposal of end-users, people who deal with information. Moreover, the interactive capabilities of technologies such as hypertext, scientific visualization, virtual reality, video conferencing, and even database management systems have placed in the hands of users a significant amount of discretion over how these resources will be used. The emergence of high-performance networks, as well as network operating systems, improved interoperability, and platform independence of applications will eliminate technical barriers to the use of data, increase the power and range of resources that can be used cooperatively, and open up a wealth of possibilities for new applications. The very scope of these prospects for the immediate future is a problem for the IT planner or administrator. Technology procurement and implementation, integration of new technologies into the existing infrastructure, cost recovery and usage of networks and networked resources, training issues, and security concerns such as data protection and access to experiments are just some of the issues that need to be considered in the emerging IT environment. As managers we must use technology to improve competitiveness. When procuring new systems, we must take advantage of scalable resources. New resources such as distributed file systems can improve access to and efficiency of existing operating systems. In addition, we must assess opportunities to improve information worker productivity and information management through tedmologies such as distributed computational visualization and teleseminar applications.

    In support of the US Nuclear Regulatory Commission (NRC) Accident Management Research Program, a methodology has been developed for identifying the plant information needs necessary for personnel involved in the management of an accident to diagnose that an accident is in progress, select and implement strategies to prevent or mitigate the accident, and monitor the effectiveness of these strategies. This report describes the methodology and presents an application of this methodology to a Pressurized Water Reactor (PWR) with a large dry containment. A risk-important severe accident sequence for a PWR is used to examine the capability of the existing measurements to supply the necessary information. The method includes an assessment of the effects of the sequence on the measurement availability including the effects of environmental conditions. The information needs and capabilities identified using this approach are also intended to form the basis for more comprehensive information needs assessment performed during the analyses and development of specific strategies for use in accident management prevention and mitigation. 3 refs., 16 figs., 7 tabs.

This legislation created the Office of Civilian Radioactive Waste Management (OCRWM) within the US Department of Energy (DOE) to develop an integrated system for the safe and efficient disposal of high-level radioactive waste. The NWPA, as amended, directs DOE to study in detail the Yucca Mountain site in Nevada as the only candidate site for the Nation`s geologic repository. This Information Services Directory is intended to facilitate dissemination of information.     The Canadian Electricity Association (CEA) identified a need and contracted the Energy & Environmental Research Center (EERC) to create and maintain an information clearinghouse on global research and development activities related to mercury emissions from coal-fired electric utilities. With the support of CEA, the Center for Air Toxic Metals{reg_sign} (CATM{reg_sign}) Affiliates, and the U.S. Department of Energy (DOE), the EERC developed comprehensive quarterly information updates that provide a detailed assessment of developments in the various areas of mercury monitoring, control, policy, and research. A total of eight topical reports were completed and are summarized and updated in this final CEA quarterly report. The original quarterly reports can be viewed at the CEA Web site (www.ceamercuryprogram.ca). In addition to a comprehensive update of previous mercury-related topics, a review of results from the CEA Mercury Program is provided. Members of Canada's coal-fired electricity generation sector (ATCO Power, EPCOR, Manitoba Hydro, New Brunswick Power, Nova Scotia Power Inc., Ontario Power Generation, SaskPower, and TransAlta) and CEA, have compiled an extensive database of information from stack-, coal-, and ash-sampling activities. Data from this effort are also available at the CEA Web site and have provided critical information for establishing and reviewing a mercury standard for Canada that is protective of environment and public health and is cost-effective. Specific goals outlined for the CEA mercury program included the following: (1) Improve emission inventories and develop management options through an intensive 2-year coal-, ash-, and stack-sampling program; (2) Promote effective stack testing through the development of guidance material and the support of on-site training on the Ontario Hydro method for employees, government representatives, and contractors on an as-needed basis; (3) Strengthen laboratory analytical capabilities through analysis and quality assurance programs; and (4) Create and maintain an information clearinghouse to ensure that all parties can keep informed on global mercury research and development activities.

Since then the system has grown to be an enterprise wide information system which is integrated with other systems to provide the seamless flow of data through the enterprise.     ''Legacy Management Requires Information'' describes the goal(s) of the US Department of Energy's Office of Legacy Management (LM) relative to maintaining critical records and the way those goals are being addressed at Hanford. The paper discusses the current practices for document control, as well as the use of modern databases for both storing and accessing the data to support cleanup decisions. In addition to the information goals of LM, the Hanford Federal Facility Agreement and Consent Order, known as the ''Tri-Party Agreement'' (TPA) is one of the main drivers in documentation and data management. The TPA, which specifies discrete milestones for cleaning up the Hanford Site, is a legally binding agreement among the US Department of Energy (DOE), the Washington State Department of Ecology (Ecology), and the US Environmental Protection Agency (EPA). The TPA requires that DOE provide the lead regulatory agency with the results of analytical laboratory and non-laboratory tests/readings to help guide them in making decisions. The Agreement also calls for each signatory to preserve--for at least ten years after the Agreement has ended--all of the records in its or its contractors, possession related to sampling, analysis, investigations, and monitoring conducted. The tools used at Hanford to meet TPA requirements are also the tools that can satisfy the needs of LM.

    The Dynamic Information System (DIAS) is a flexible object-based software framework for concurrent, multidiscplinary modeling of arbitrary (but related) processes. These processes are modeled as interrelated actions caused by and affecting the collection of diverse real-world objects represented in a simulation. The DIAS architecture allows independent process models to work together harmoniously in the same frame of reference and provides a wide range of data ingestion and output capabilities, including Geographic Information System (GIS) typemore » map-based displays and photorealistic visualization of simulations in progress. In the DIAS implementation of the object-based approach, software objects carry within them not only the data which describe their static characteristics, but also the methods, or functions, which describe their dynamic behaviors. There are two categories of objects: (1) Entity objects which have real-world counterparts and are the actors in a simulation, and (2) Software infrastructure objects which make it possible to carry out the simulations. The Entity objects contain lists of Aspect objects, each of which addresses a single aspect of the Entity''s behavior. For example, a DIAS Stream Entity representing a section of a river can have many aspects correspondimg to its behavior in terms of hydrology (as a drainage system component), navigation (as a link in a waterborne transportation system), meteorology (in terms of moisture, heat, and momentum exchange with the atmospheric boundary layer), and visualization (for photorealistic visualization or map type displays), etc. This makes it possible for each real-world object to exhibit any or all of its unique behaviors within the context of a single simulation.« less

    This survey paper highlights some of the recent, influential work in multimedia information retrieval (MIR). MIR is a branch area of multimedia (MM). The young and fast-growing area has received strong industrial and academic support in the United States and around the world (see Section 7 for a list of major conferences and journals of the community). The term "information retrieval" may be misleading to those with different computer science or information technology backgrounds. As shown in our discussion later, it indeed includes topics from user interaction, data analytics, machine learning, feature extraction, information visualization, and more.

    Society today is faced with new health risk situations that have been brought about by recent scientific and technical advances. Federal and state governments are required to assess the many potential health risks to exposed populations from the products (chemicals) and by-products (pollutants) of these advances. Because a sound analysis of any potential health risk should be based on the use of relevant information, it behooves those individuals responsible for making the risk assessments to know where to obtain needed information. This paper reviews the origins of toxicology information systems and explores the specialized information center concept that was proposed in 1963 as a means of providing ready access to scientific and technical information. As a means of illustrating this concept, the operation of one specialized information center (the Environmental Mutagen Information Center at Oak Ridge National Laboratory) will be discussed. Insights into how toxicological information resources came into being, their design and makeup, will be of value to those seeking to acquire information for risk assessment purposes. 7 refs., 1 fig., 4 tabs.

    Since the Energy Independence and Security Act of 2007 was enacted, there has been a large number of websites that discusses smart grid and relevant information, including those from government, academia, industry, private sector and regulatory. These websites collect information independently. Therefore, smart grid information was quite scattered and dispersed. The objective of this work was to develop, populate, manage and maintain the public Smart Grid Information Clearinghouse (SGIC) web portal. The information in the SGIC website is comprehensive that includes smart grid information, research & development, demonstration projects, technical standards, costs & benefit analyses, business cases, legislation, policy & regulation, and other information on lesson learned and best practices. The content in the SGIC website is logically grouped to allow easily browse, search and sort. In addition to providing the browse and search feature, the SGIC web portal also allow users to share their smart grid information with others though our online content submission platform. The Clearinghouse web portal, therefore, serves as the first stop shop for smart grid information that collects smart grid information in a non-bias, non-promotional manner and can provide a missing link from information sources to end users and better serve users’ needs. The web portal is available at www.sgiclearinghouse.org. This report summarizes the work performed during the course of the project (September 2009 – August 2014). Section 2.0 lists SGIC Advisory Committee and User Group members. Section 3.0 discusses SGIC information architecture and web-based database application functionalities. Section 4.0 summarizes SGIC features and functionalities, including its search, browse and sort capabilities, web portal social networking, online content submission platform and security measures implemented. Section 5.0 discusses SGIC web portal contents, including smart grid 101, smart grid projects, deployment experience (i.e., use cases, lessons learned, cost-benefit analyses and business cases), in-depth information (i.e., standards, technology, cyber security, legislation, education and training and demand response), as well as international information. Section 6.0 summarizes SGIC statistics from the launch of the portal on July 07, 2010 to August 31, 2014. Section 7.0 summarizes publicly available information as a result of this work.

    Topological information has proven very valuable in the analysis of scientific data. An important challenge that remains is presenting this highly abstract information in a way that it is comprehensible even if one does not have an in-depth background in topology. Furthermore, it is often desirable to combine the structural insight gained by topological analysis with complementary information, such as geometric information. We present an overview over methods that use metaphors to make topological information more accessible to non-expert users, and we demonstrate their applicability to a range of scientific data sets. With the increasingly complex output of exascale simulations, the importance of having effective means of providing a comprehensible, abstract overview over data will grow. The techniques that we present will serve as an important foundation for this purpose.
