    Unclassified Controlled Nuclear Information (UCNI) is one type of sensitive information that DOE employees, including computer users, must now identify and protect. Guidelines to identify information as UCNI are gradually being put in place. The publication of Unclassified Controlled Nuclear Information Topical Guideline for Fixed-Site Safeguards and Security, TG-FSSS-1, is a major step in the development of UCNI guidelines. This DOE published guide cuts across and addresses many different programmatic areas including automated data processing. Our local guideline, Los Alamos National Laboratory Unclassified Controlled Nuclear Information Guideline for Fixed-Site Safeguards and Security, IG-LAFSSS-1, is based on TG-FSSS-1. In this paper, I plan to discuss the background of UCNI, the definition of UCNI, information that qualifies as UCNI, the consequences of information being UCNI, the development of UCNI guidelines, TG-FSSS-1 and IG-LAFSSS-1, the relationship of UCNI to classification, and the implementation of the IG-LAFSSS-1 at Los Alamos.

    Industry experts report that security challenges and threats are continually evolving as malicious activity has become more web-based and attackers are able to rapidly adapt their attack methods. In addition, the number of data breaches continues to rise. In an effort to mitigate and address threats and protect valuable information, the Department of Energy anticipated spending about $275 million in Fiscal Year (FY) 2009 to implement cyber security measures necessary to protect its information technology resources. These systems and data are designed to support the Department's mission and business lines of energy security, nuclear security, scientific discovery and innovation, and environmental responsibility. The Federal Information Security Management Act of 2002 (FISMA) provides direction to agencies on the management and oversight of information security risks, including design and implementation of controls to protect Federal information and systems. As required by FISMA, the Office of Inspector General conducts an annual independent evaluation to determine whether the Department's unclassified cyber security program adequately protects its information systems and data. This memorandum and the attached report present the results of our evaluation for FY 2009. The Department continued to make incremental improvements in its unclassified cyber security program. Our evaluation disclosed that most sites had taken action to address weaknesses previously identified in our FY 2008 evaluation report. They improved certification and accreditation of systems; strengthened configuration management of networks and systems; performed independent assessments; and, developed and/or refined certain policies and procedures. In addition, the Department instituted a centralized incident response organization designed to eliminate duplicative efforts throughout the Department.     This report provides the technical detail for analytic solutions for the inner and outer profiles of the unclassified CMM Test Artifact (LANL Part Number 157Y-700373, 5/03/2001) in terms of radius and polar angle. Furthermore, analytic solutions are derived for the legacy Sheffield measurement hardware, also in terms of radius and polar angle, using part coordinates, i.e., relative to the analytic profile solutions obtained. The purpose of this work is to determine the exact solution for the “cosine correction” term inherent to measurement with the Sheffield hardware. The cosine correction is required in order to interpret the actual measurements taken by the hardware in terms of an actual part definition, or “knot-point spline definition,” that typically accompanies a component drawing. Specifically, there are two portions of the problem: first an analytic solution must be obtained for any point on the part, e.g., given the radii and the straight lines that define the part, it is required to find an exact solution for the inner and outer profile for any arbitrary polar angle. Next, the problem of the inspection of this part must be solved, i.e., given an arbitrary sphere (representing the inspection hardware) that comes in contact with the part (inner and outer profiles) at any arbitrary polar angle, it is required to determine the exact location of that intersection. This is trivial for the case of concentric circles. In the present case, however, the spherical portion of the profiles is offset from the defined center of the part, making the analysis nontrivial. Here, a simultaneous solution of the part profiles and the sphere was obtained.

    Frenchman Flat is one of several areas of the Nevada Test Site (NTS) used for underground nuclear testing (Figure 1-1). These nuclear tests resulted in groundwater contamination in the vicinity of the underground test areas. As a result, the U.S. Department of Energy (DOE), National Nuclear Security Administration Nevada Site Office (NNSA/NSO) is currently conducting a corrective action investigation (CAI) of the Frenchman Flat underground test areas. Since 1996, the Nevada Division of Environmental Protection (NDEP) has regulated NNSA/NSO corrective actions through the ''Federal Facility Agreement and Consent Order'' ([FFACO], 1996). Appendix VI of the FFACO agreement, ''Corrective Action Strategy'', was revised on December 7, 2000, and describes the processes that will be used to complete corrective actions, including those in the Underground Test Area (UGTA) Project. The individual locations covered by the agreement are known as corrective action sites (CASs), which are grouped into corrective action units (CAUs). The UGTA CASs are grouped geographically into five CAUs: Frenchman Flat, Central Pahute Mesa, Western Pahute Mesa, Yucca Flat/Climax Mine, and Rainier Mesa/Shoshone Mountain (Figure 1-1). These CAUs have distinctly different contaminant source, geologic, and hydrogeologic characteristics related to their location (FFACO, 1996). The Frenchman Flat CAU consists of 10 CASs located in the northern part of Area 5 and the southern part of Area 11 (Figure 1-1).     Certain governmental information must be classified for national security reasons. However, the national security benefits from classifying information are usually accompanied by significant costs -- those due to a citizenry not fully informed on governmental activities, the extra costs of operating classified programs and procuring classified materials (e.g., weapons), the losses to our nation when advances made in classified programs cannot be utilized in unclassified programs. The goal of a classification system should be to clearly identify that information which must be protected for national security reasons and to ensure that information not needing such protection is not classified. This document was prepared to help attain that goal. This document is the first of a planned four-volume work that comprehensively discusses the security classification of information. Volume 1 broadly describes the need for classification, the basis for classification, and the history of classification in the United States from colonial times until World War 2. Classification of information since World War 2, under Executive Orders and the Atomic Energy Acts of 1946 and 1954, is discussed in more detail, with particular emphasis on the classification of atomic energy information. Adverse impacts of classification are also described. Subsequent volumes will discuss classification principles, classification management, and the control of certain unclassified scientific and technical information. 340 refs., 6 tabs.

The purpose of this report is to develop and document conceptual models of the Yucca Flat/Climax Mine HST for use in implementing source terms for the Yucca Flat/Climax Mine models.     The Soviet Union operates a vast and growing radioactive waste management system. Detailed information on this system is rare and a general overall picture only emerges after a review of a great deal of literature. Poor waste management practices and slow implementation of environmental restoration activities have caused a great deal of national concern. The release of information on the cause and extent of an accident involving high-level waste at the Kyshtym production reactor site in 1957, as well as other contamination at the site, serve to highlight past Soviet waste management practices. As a result, the area of waste management is now receiving greater emphasis, and more public disclosures. Little is known about Soviet waste management practices related to uranium mining, conversion, and fuel fabrication processes. However, releases of radioactive material to the environment from uranium mining and milling operations, such as from mill tailings piles, are causing public concern. Official Soviet policy calls for a closed fuel cycle, with reprocessing of power reactor fuel that has been cooled for five years. For power reactors, only VVER-440 reactor fuel has been reprocessed in any significant amount, and a decision on the disposition of RBMK reactor fuel has been postponed indefinitely. Soviet reprocessing efforts are falling behind schedule; thus longer storage times for spent fuel will be required, primarily at multiple reactor stations. Information on reprocessing in the Soviet Union has been severely limited until 1989, when two reprocessing sites were acknowledged by the Soviets. A 400-metric ton (MT) per year reprocessing facility, located at Kyshtym, has been operational since 1949 for reprocessing production reactor fuel. This facility is reported to have been reprocessing VVER-440 and naval reactor fuel since 1978, with about 2000 MT of VVER-440 fuel being reprocessed by July 1989.     This manual is a guide to the use of the Engineering Design Information System (EDIS) Phase I. The system runs on the Martin Marietta Energy Systems, Inc., IBM 3081 unclassified computer. This is the first phase in the implementation of EDIS, which is an index, storage, and retrieval system for engineering documents produced at various plants and laboratories operated by Energy Systems for the Department of Energy. This manual presents on overview of EDIS, describing the system's purpose; the functions it performs; hardware, software, and security requirements; and help and error functions. This manual describes how to access EDIS and how to operate system functions using Database 2 (DB2), Time Sharing Option (TSO), Interactive System Productivity Facility (ISPF), and Soft Master viewing features employed by this system. Appendix A contains a description of the Soft Master viewing capabilities provided through the EDIS View function. Appendix B provides examples of the system error screens and help screens for valid codes used for screen entry. Appendix C contains a dictionary of data elements and descriptions.

    We investigated the role of air humidity and allergic sensitization on the acute airway response to inhaled formaldehyde (FA) vapor. Mice were sensitized to the immunogen ovalbumin (OVA) by three intraperitoneal injections followed by two aerosol challenges, giving rise to allergic airway inflammation. Control mice were sham sensitized by saline injections and challenged by saline aerosols. Once sensitized, the mice were housed at high (85–89%) or low (< 10%) relative humidity, respectively for 48 h prior to a 60-min exposure to either 0.4, 1.8 or about 5 ppm FA. Before, during and after exposure, breathing parameters were monitored. These included the specific markers of nose and lung irritations as well as the expiratory flow rate, the latter being a marker of airflow limitation. The sensory irritation response in the upper airways was not affected by allergic inflammation or changes in humidity. At high relative humidity, the OVA-sensitized mice had a decreased expiratory airflow rate compared to the saline control mice after exposure to approximately 5 ppm FA. This is in accordance with the observations that asthmatics are more sensitive than non-asthmatics to higher concentrations of airway irritants including FA. In the dry environment, the opposite trend was seen; here, the saline control mice had a significantly decreased expiratory airflow rate compared to OVA-sensitized mice when exposed to 1.8 and 4 ppm FA. We speculate that increased mucus production in the OVA-sensitized mice has increased the “scrubber effect” in the nose, consequently protecting the conducting and lower airways. - Highlights: ► Role of air humidity and allergy on sensitivity to an airway irritant was studied. ► In the humid environment, allergy amplified the effects of formaldehyde. ► In the dry environment, allergy reduced the effect of formaldehyde. ► Neither allergy nor humidity changed the formaldehyde-induced nasal irritation.

    This report describes activities associated with conducting dry weather surface water sampling of Upper East Fork Poplar Creek (UEFPC) at the Oak Ridge Y-12 Plant, Oak Ridge, Tennessee. This activity is a portion of the work to be performed at UEFPC Operable Unit (OU) 1 [now known as the UEFPC Characterization Area (CA)], as described in the RCRA Facility Investigation Plan for Group 4 at the Oak- Ridge Y-12 Plant, Oak Ridge, Tennessee and in the Response to Comments and Recommendations on RCRA Facility Investigation Plan for Group 4 at the Oak Ridge Y-12 Plant, Oak Ridge, Tennessee, Volume 1, Operable Unit 1. Because these documents contained sensitive information, they were labeled as unclassified controlled nuclear information and as such are not readily available for public review. To address this issue the U.S. Department of Energy (DOE) published an unclassified, nonsensitive version of the initial plan, text and appendixes, of this Resource Conservation and Recovery Act (RCRA) Facility Investigation (RFI) Plan in early 1994. These documents describe a program for collecting four rounds of wet weather and dry weather surface water samples and one round of sediment samples from UEFPC. They provide the strategy for the overall sample collection program including dry weather sampling, wet weather sampling, and sediment sampling. Figure 1.1 is a schematic flowchart of the overall sampling strategy and other associated activities. A Quality Assurance Project Plan (QAPJP) was prepared to specifically address four rounds of dry weather surface water sampling and one round of sediment sampling. For a variety of reasons, sediment sampling has not been conducted and has been deferred to the UEFPC CA Remedial Investigation (RI), as has wet weather sampling.

    The purpose of the project was to develop the processes for using commercial off-the-shelf (COTS) parts for WR production and to put in place a system for implementing the data management tools required to disseminate, store, track procurement, and qualify vendors. Much of the effort was devoted to determining if the use of COTS parts was possible. A basic question: How does the Nuclear Weapons Complex (NWC) begin to use COTS in the weapon Stockpile Life Extension Programs with high reliability, affordability, while managing risk at acceptable levels? In FY00, it was determined that a certain weapon refurbishment program could not be accomplished without the use of COTS components. The elements driving the use of COTS components included decreased cost, greater availability, and shorter delivery time. Key factors that required implementation included identifying the best suppliers and components, defining life cycles and predictions of obsolescence, testing the feasibility of using COTS components with a test contractor to ensure capability, as well as quality and reliability, and implementing the data management tools required to disseminate, store, track procurement, and qualify vendors. The primary effort of this project then was to concentrate on the risks involved in the use of COTS and address the issues of part and vendor selection, procurement and acceptance processes, and qualification of the parts via part and sample testing. The Enterprise Component Information System (eCIS) was used to manage the information generated by the COTS process. eCIS is a common interface for both the design and production of NWC components and systems integrating information between SNL National Laboratory (SNL) and the Kansas City Plant (KCP). The implementation of COTS components utilizes eCIS from part selection through qualification release. All part related data is linked across an unclassified network for access by both SNL and KCP personnel. The system includes not
