    This report describes the Tier 1 LDRD portfolio, administered by the Seniors Council between 2003 and 2011. 73 projects were sponsored over the 9 years of the portfolio at a cost of $10.5 million which includes $1.9M of a special effort in directed innovation targeted at climate change and cyber security. Two of these Tier 1 efforts were the seeds for the Grand Challenge LDRDs in Quantum Computing and Next Generation Photovoltaic conversion. A few LDRDs were terminated early when it appeared clear that the research was not going to succeed. A great many more were successful and led to full Tier 2 LDRDs or direct customer sponsorship. Over a dozen patents are in various stages of prosecution from this work, and one project is being submitted for an R and D 100 award.

    Carbonate reservoirs pose a scientific and engineering challenge to geophysical prediction and monitoring of fluid flow in the subsurface. Difficulties in interpreting hydrological, reservoir and other exploration data arise because carbonates are composed of a hierarchy of geological structures, constituents and processes that span a wide spectrum of length and time scales. What makes this problem particularly challenging is that length scales associated with physical structure and processes are often not discrete, but overlap, preventing the definition of discrete elements at one scale to become the building blocks of the next scale. This is particularly true for carbonates where complicated depositional environments, subsequent post-deposition diagenesis and geochemical interactions result in pores that vary in scale from submicron to centimeters to fractures, variation in fabric composition with fossils, minerals and cement, as well as variations in structural features (e.g., oriented inter- and intra layered - interlaced bedding and/or discontinuous rock units). In addition, this complexity is altered by natural and anthropogenic processes such as changes in stress, fluid content, reactive fluid flow, etc. Thus an accurate geophysical assessment of the flow behavior of carbonate reservoirs requires a fundamental understanding of the interplay of textural and structural features subjected to physical processes that affect and occur on various length and time scales. To address this complexity related to carbonates, a Hedberg conference on Fundamental Controls on Flow in Carbonates was held July 8 to 13, 2012, to bring together industry and academic scientists to stimulate innovative ideas that can accelerate research advances related to flow prediction and recovery in carbonate reservoirs. Participants included scientist and engineers from multiple disciplines (such as hydrology, structural geology, geochemistry, reservoir engineering, geophysics, geomechanics, numerical modeling, physical experiments, sedimentology, well-testing, statistics, mathematics, visualization, etc.) who encompass experience as well as the latest advances in these multi-faceted fields. One of the goals was to include early career scientists and engineers (post-doctoral fellows, assistant professors, etc.). With this grant 10 early career scientists and engineers were supported to attend the conference. This reports contains a brief overview of the conference and the list of support participants supported by this grant. Full details of the outcomes of the conference are given in the publication found in the Attachment section of this report.

These research projects are designed to explore different radioanalytical facets of nuclear forensics, including destructive and non-destructive analysis, chronometry measurements and modeling, spectral analysis, and actinide separations. Method development and instrumental analysis are integral parts of these projects, along with strong radiochemical knowledge. The current projects discussed here include method development for {sup 232}U analysis, the assembly of a gamma mapping system, the testing of neutron bubble detectors for neutron spectrometry, and continued work on the chronometry of plutonium and uranium materials.     Information is provided on the solar energy system installed at the Huntsville Senior Citizen Center. The solar space heating and hot water facility and the project involved in its construction are described in considerable detail and detailed drawings of the complete system and discussions of the planning, the hardware, recommendations, and other pertinent information are included. The facility was designed to provide 85 percent of the hot water and 85 percent of the space heating requirements. Two important factors concerning this project for commercial demonstration are the successful use of silicon oil as a heat transfer fluid and the architecturally aesthetic impact of a large solar energy system as a visual centerpoint. There is no overheat or freeze protection due to the characteristics of the silicon oil and the design of the system. Construction proceeded on schedule with no cost overruns. It is designed to be relatively free of scheduled maintenance, and has experienced practically no problems.

    The Senior Committee on Environmental, Safety, and Economic Aspects of Magnetic Fusion Energy (ESECOM) has assessed magnetic fusion energy's prospects for providing energy with economic, environmental, and safety characteristics that would be attractive compared with other energy sources (mainly fission) available in the year 2015 and beyond. ESECOM gives particular attention to the interaction of environmental, safety, and economic characteristics of a variety of magnetic fusion reactors, and compares them with a variety of fission cases. Eight fusion cases, two fusion-fission hybrid cases, and four fission cases are examined, using consistent economic and safety models. These models permit exploration of the environmental, safety, and economic potential of fusion concepts using a wide range of possible materials choices, power densities, power conversion schemes, and fuel cycles. The ESECOM analysis indicates that magnetic fusion energy systems have the potential to achieve costs-of-electricity comparable to those of present and future fission systems, coupled with significant safety and environmental advantages. 75 refs., 2 figs., 24 tabs.

    Muons are fundamental particles like electrons but much more massive. Muon accelerators can provide physics opportunities similar to those of electron accelerators, but because of the larger mass muons lose less energy to radiation, allowing more compact facilities with lower operating costs. The way muon beams are produced makes them too large to fit into the vacuum chamber of a cost-effective accelerator, and the short muon lifetime means that the beams must be reduced in size rather quickly, without losing too many of the muons. This reduction in size is called "cooling." Ionization cooling is a new technique that can accomplish such cooling. Intense muon beams can then be accelerated and injected into a storage ring, where they can be used to produce neutrino beams through their decays or collided with muons of the opposite charge to produce a muon collider, similar to an electron-positron collider. We report on the research carried out at the University of California, Riverside, towards producing such muon accelerators, as part of the Muon Accelerator Program based at Fermilab. Since this research was carried out in a university environment, we were able to involve both undergraduate and graduate students.

    The Pacific Northwest National Laboratory (PNNL) hosted its third annual Summer Research Institute in Interfacial and Condensed Phase Chemical Physics from May through September 2006. During this period, twenty PNNL scientists hosted twenty-seven scientists from twenty-five different universities.     A distinguished panel of scientists from the EFRC community provide their perspective on the importance of EFRCs for addressing critical energy needs at the 2011 EFRC Summit. Persis Drell, Director at SLAC, served as moderator. Panel members are Neal Armstrong (Director of the Center for Interface Science: Solar Electric Materials, led by the University of Arizona), Emily Carter (Co-Director of the Combustion EFRC, led by Princeton University. She is also Team Leader of the Heterogeneous Functional Materials Center, led by the University of South Caroline), Don DePaolo (Director of the Center for Nanoscale Control of Geologic CO2, led by LBNL), and Brent Gunnoe (Director of the Center for Catalytic Hydrocarbon Functionalization, led by the University of Virginia). The 2011 EFRC Summit and Forum brought together the EFRC community and science and policy leaders from universities, national laboratories, industry and government to discuss "Science for our Nation's Energy Future." In August 2009, the Office of Science established 46 Energy Frontier Research Centers. The EFRCs are collaborative research efforts intended to accelerate high-risk, high-reward fundamental research, the scientific basis for transformative energy technologies of the future. These Centers involve universities, national laboratories, nonprofit organizations, and for-profit firms, singly or in partnerships, selected by scientific peer review. They are funded at $2 to $5 million per year for a total planned DOE commitment of $777 million over the initial five-year award period, pending Congressional appropriations. These integrated, multi-investigator Centers are conducting fundamental research focusing on one or more of several ?grand challenges? and use-inspired ?basic research needs? recently identified in major strategic planning efforts by the scientific community. The purpose of the EFRCs is to integrate the talents and expertise of leading scientists in a setting designed to accelerate research that transforms the future of energy and the environment.

    The Complex Carbohydrate Research Center (CCRC) of the University of Georgia holds a symposium yearly that highlights a broad range of carbohydrate research topics. The 8th Annual Georgia Glycoscience Symposium entitled Integrating Models of Plant Cell Wall Structure, Biosynthesis and Assembly was held on April 7, 2014 at the CCRC. The focus of symposium was on the role of glycans in plant cell wall structure and synthesis. The goal was to have world leaders in conjunction with graduate students, postdoctoral fellows and research scientists to propose the newest plant cell wall models. The symposium program closely followed the DOEs mission and was specifically designed to highlight chemical and biochemical structures and processes important for the formation and modification of renewable plant cell walls which serve as the basis for biomaterial and biofuels. The symposium was attended by both senior investigators in the field as well as students including a total attendance of 103, which included 80 faculty/research scientists, 11 graduate students and 12 Postdoctoral students.

    In this talk we examine how high performance computing has changed over the last 10-year and look toward the future in terms of trends. These changes have had and will continue to have a major impact on our software. A new generation of software libraries and lgorithms are needed for the effective and reliable use of (wide area) dynamic, distributed and parallel environments. Some of the software and algorithm challenges have already been encountered, such as management of communication and memory hierarchies through a combination of compile--time and run--time techniques, but the increased scale of computation, depth of memory hierarchies, range of latencies, and increased run--time environment variability will make these problems much harder. We will focus on the redesign of software to fit multicore architectures. Speaker: Jack Dongarra University of Tennessee Oak Ridge National Laboratory University of Manchester Jack Dongarra received a Bachelor of Science in Mathematics from Chicago State University in 1972 and a Master of Science in Computer Science from the Illinois Institute of Technology in 1973. He received his Ph.D. in Applied Mathematics from the University of New Mexico in 1980. He worked at the Argonne National Laboratory until 1989, becoming a senior scientist. He now holds an appointment as University Distinguished Professor of Computer Science in the Electrical Engineering and Computer Science Department at the University of Tennessee, has the position of a Distinguished Research Staff member in the Computer Science and Mathematics Division at Oak Ridge National Laboratory (ORNL), Turing Fellow in the Computer Science and Mathematics Schools at the University of Manchester, and an Adjunct Professor in the Computer Science Department at Rice University. He specializes in numerical algorithms in linear algebra, parallel computing, the use of advanced-computer architectures, programming methodology, and tools for parallel computers. His research includes the development, testing and documentation of high quality mathematical software. He has contributed to the design and implementation of the following open source software packages and systems: EISPACK, LINPACK, the BLAS, LAPACK, ScaLAPACK, Netlib, PVM, MPI, NetSolve, Top500, ATLAS, and PAPI. He has published approximately 200 articles, papers, reports and technical memoranda and he is coauthor of several books. He was awarded the IEEE Sid Fernbach Award in 2004 for his contributions in the application of high performance computers using innovative approaches. He is a Fellow of the AAAS, ACM, and the IEEE and a member of the National Academy of Engineering.

The project was directed by Jerry Gibbs, of the U.S. Department of Energys Propulsion Materials Program, with management by D. P. Stinton and J. A. Haynes of ORNL. Participants included Peter J. Blau (Principal Investigator), Kevin M. Cooley (senior technician), Melanie J. Kirkham (materials scientist) of the Materials Science and Technology Division or ORNL, and Dinesh G. Bansal, a post doctoral fellow employed by Oak Ridge Associated Universities (ORAU) and who, at the time of this writing, is an engineer with Cummins, Inc. This report covers a three-year effort that involved two stages. In the first stage, and after a review of the literature and discussions with surface treatment experts, a series of candidate alloys and surface treatments for titanium alloy (Ti-6Al-4V) was selected for initial screening. After pre-screening using an ASTM standard test method, the more promising surface treatments were tested in Phase 2 using a variable loading apparatus that was designed and built to simulate the changing load patterns in a typical connecting rod bearing. Information on load profiles from the literature was supplemented with the help of T.C. Chen and Howard Savage of Cummins, Inc. Considering the dynamic and evolving nature of materials technology, this report presents a snapshot of commercial and experimental bearing surface technologies for titanium alloys that were available during the period of this work. Undoubtedly, further improvements in surface engineering methods for titanium will evolve.
