    This report describes the Tier 1 LDRD portfolio, administered by the Seniors Council between 2003 and 2011. 73 projects were sponsored over the 9 years of the portfolio at a cost of $10.5 million which includes $1.9M of a special effort in directed innovation targeted at climate change and cyber security. Two of these Tier 1 efforts were the seeds for the Grand Challenge LDRDs in Quantum Computing and Next Generation Photovoltaic conversion. A few LDRDs were terminated early when it appeared clear that the research was not going to succeed. A great many more were successful and led to full Tier 2 LDRDs or direct customer sponsorship. Over a dozen patents are in various stages of prosecution from this work, and one project is being submitted for an R and D 100 award.

    A demonstration project to heat the Senior Citizens Center at Truth or Consequences, New Mexico with geothermal waters is described. There were three phases to the project: Phase I - design and permitting; Phase II - installation of the heating system and well drilling; and Phase III - operation of the system. All three phases went well and there was only one major problem encountered. This was that the well which was drilled to serve as the geothermal source was dry. This could not have been anticipated and there was, as a contingency plan, the option of using an existing sump in the Teen Center adjacent to the Senior Citizens Center as the geothermal source. The system was made operational in August of 1981 and has virtually supplied all of the heat to the Senior Citizens Center during this winter.

    This report is a summary update on the projects Magen Coleman is working on as a postdoctoral fellow funded by DHS. These research projects are designed to explore different radioanalytical facets of nuclear forensics, including destructive and non-destructive analysis, chronometry measurements and modeling, spectral analysis, and actinide separations. Method development and instrumental analysis are integral parts of these projects, along with strong radiochemical knowledge. The current projects discussed here include method development for {sup 232}U analysis, the assembly of a gamma mapping system, the testing of neutron bubble detectors for neutron spectrometry, and continued work on the chronometry of plutonium and uranium materials. This report documents the work that has been performed since April 2011.

    Information is provided on the solar energy system installed at the Huntsville Senior Citizen Center. The solar space heating and hot water facility and the project involved in its construction are described in considerable detail and detailed drawings of the complete system and discussions of the planning, the hardware, recommendations, and other pertinent information are included. The facility was designed to provide 85 percent of the hot water and 85 percent of the space heating requirements. Two important factors concerning this project for commercial demonstration are the successful use of silicon oil as a heat transfer fluid and the architecturally aesthetic impact of a large solar energy system as a visual centerpoint. There is no overheat or freeze protection due to the characteristics of the silicon oil and the design of the system. Construction proceeded on schedule with no cost overruns. It is designed to be relatively free of scheduled maintenance, and has experienced practically no problems.

    The Senior Committee on Environmental, Safety, and Economic Aspects of Magnetic Fusion Energy (ESECOM) has assessed magnetic fusion energy's prospects for providing energy with economic, environmental, and safety characteristics that would be attractive compared with other energy sources (mainly fission) available in the year 2015 and beyond. ESECOM gives particular attention to the interaction of environmental, safety, and economic characteristics of a variety of magnetic fusion reactors, and compares them with a variety of fission cases. Eight fusion cases, two fusion-fission hybrid cases, and four fission cases are examined, using consistent economic and safety models. These models permit exploration of the environmental, safety, and economic potential of fusion concepts using a wide range of possible materials choices, power densities, power conversion schemes, and fuel cycles. The ESECOM analysis indicates that magnetic fusion energy systems have the potential to achieve costs-of-electricity comparable to those of present and future fission systems, coupled with significant safety and environmental advantages. 75 refs., 2 figs., 24 tabs.

    Muons are fundamental particles like electrons but much more massive. Muon accelerators can provide physics opportunities similar to those of electron accelerators, but because of the larger mass muons lose less energy to radiation, allowing more compact facilities with lower operating costs. The way muon beams are produced makes them too large to fit into the vacuum chamber of a cost-effective accelerator, and the short muon lifetime means that the beams must be reduced in size rather quickly, without losing too many of the muons. This reduction in size is called "cooling." Ionization cooling is a new technique that can accomplish such cooling. Intense muon beams can then be accelerated and injected into a storage ring, where they can be used to produce neutrino beams through their decays or collided with muons of the opposite charge to produce a muon collider, similar to an electron-positron collider. We report on the research carried out at the University of California, Riverside, towards producing such muon accelerators, as part of the Muon Accelerator Program based at Fermilab. Since this research was carried out in a university environment, we were able to involve both undergraduate and graduate students.

    Excited states with seniority ν=3, 5, and 7 have been investigated in odd neutron-rich Sn119,121,123,125 isotopes produced by fusion-fission of 6.9-MeV/ACa48 beams with Pb208 and U238 targets and by fission of a U238 target bombarded with 6.7-MeV/ANi64 beams. Level schemes have been established up to high spin and excitation energies in excess of 6 MeV, based on multifold gamma-ray coincidence relationships measured with the Gammasphere array. In the analysis, the presence of isomers was exploited to identify gamma rays and propose transition placements using prompt and delayed coincidence techniques. Gamma decays of the known 27/2- isomers were expanded by identifying new deexcitation paths feeding 23/2+ long-lived states and 21/2+ levels. Competing branches in the decay of 23/2- states toward two 19/2- levels were delineated as well. In Sn119, a new 23/2+ isomer was identified, while a similar 23/2+ long-lived state, proposed earlier in Sn121, has now been confirmed. In both cases, isomeric half-lives were determined with good precision. In the range of ν=3 excitations, the observed transitions linking the various states enabled one to propose with confidence spin-parity assignments for all the observed states. Above the 27/2- isomers, an elaborate structure of negative-parity levels was established reaching the (39/2-), ν=7 states, with tentative spin-parity assignments based on the observed deexcitation paths as well as on general yrast population arguments. In all the isotopes under investigation, strongly populated sequences of positive-parity (35/2+), (31/2+), and (27/2+) states were established, feeding the 23/2+ isomers via cascades of three transitions. In the Sn121,123 isotopes, these sequences also enabled the delineation of higher-lying levels, up to (43/2+) states. In Sn123, a short half-life was determined for the (35/2+) state. Shell-model calculations were carried out for all the odd Sn isotopes, from Sn129 down to Sn119, and the results were

    The average age of a coal miner in the USA today is over 50. The Age Discrimination in Employment Act of 1967 (ADEA) protects individuals over 40 years of age from employment discrimination based on age. Under ADEA it is unlawful to discriminate based on an employee's age when hiring, firing, promoting, demoting, laying-off, compensating, assigning or training an employee. The author advocates that, although ADEA can be complicated, the best rule is simply to treat older workers the same as younger workers. Advice is given on considering waivers of ADEA claims.

    In March 2007, local agencies in Maine launched an effort to reduce energy costs for residents of a subsidized elderly housing complex in Winter Harbor, resulting in a federal Residential Energy Assistance Challenge (REACH) grant that entirely funded the installation of a 10-kW Bergey Excel turbine.     A distinguished panel of scientists from the EFRC community provide their perspective on the importance of EFRCs for addressing critical energy needs at the 2011 EFRC Summit. Persis Drell, Director at SLAC, served as moderator. Panel members are Neal Armstrong (Director of the Center for Interface Science: Solar Electric Materials, led by the University of Arizona), Emily Carter (Co-Director of the Combustion EFRC, led by Princeton University. She is also Team Leader of the Heterogeneous Functional Materials Center, led by the University of South Caroline), Don DePaolo (Director of the Center for Nanoscale Control of Geologic CO2, led by LBNL), and Brent Gunnoe (Director of the Center for Catalytic Hydrocarbon Functionalization, led by the University of Virginia). The 2011 EFRC Summit and Forum brought together the EFRC community and science and policy leaders from universities, national laboratories, industry and government to discuss "Science for our Nation's Energy Future." In August 2009, the Office of Science established 46 Energy Frontier Research Centers. The EFRCs are collaborative research efforts intended to accelerate high-risk, high-reward fundamental research, the scientific basis for transformative energy technologies of the future. These Centers involve universities, national laboratories, nonprofit organizations, and for-profit firms, singly or in partnerships, selected by scientific peer review. They are funded at $2 to $5 million per year for a total planned DOE commitment of $777 million over the initial five-year award period, pending Congressional appropriations. These integrated, multi-investigator Centers are conducting fundamental research focusing on one or more of several ?grand challenges? and use-inspired ?basic research needs? recently identified in major strategic planning efforts by the scientific community. The purpose of the EFRCs is to integrate the talents and expertise of leading scientists in a setting designed to accelerate research that transforms the future of energy and the environment.
