    LOFAR, the Low-Frequency Array, is a next-generation software-driven radio telescope operating between 30 and 240MHz, currently under construction by ASTRON in the Netherlands. This low frequency radio band is one of the few largely unexplored regions of the electromagnetic spectrum. The sensitivity and angular resolution offered by LOFAR will be two to three orders of magnitude better than existing telescopes, and as such it will open up this new window on the Universe. LOFAR will impact on a broad range of astrophysics, from cosmology to solar system studies. There is growing European involvement in LOFAR, driven by the need to add stations far from the main core in order to improve angular resolution. LOFAR-UK is a project aimed at cementing UK participation in LOFAR via the operation of four stations within the UK. LOFAR-UK ground stations will allow LOFAR observations to reach sub-arcsecond scales at the highest frequencies, and as a result will also improve the (confusion-limited) sensitivity limit of the telescope for deep surveys. LOFAR-UK will achieve involvement for UK astronomers in a world-leading science facility operating in the immediate future. It will allow the UK to build up important scientific and technical expertise in `next generation' radio astronomy in preparation for the Square Kilometre Array (SKA), and will play an important role in broadening the UK community that has an interest in radio astronomy. This White Paper outlines the strategic importance to the UK astronomy community of gaining involvement in the LOFAR project, the scientific interests of UK researchers in using the telescope, and the technical challenges that will need to be overcome [abridged].

    In the midst of a major economic crisis in the United Kingdom, equipment suppliers have been reporting a number of considerable purchases by British coal mining companies. In December 2008, Liebherr-Great Britain delivered the first two of four Rq350 Litronic hydraulic excavators for use at the Broken Cross opencast coal site in Lanarkshire, Scotland. Ten Terex TR100 rigid haulers were delivered to the site in late 2008. Hatfield Colliery at Stainforth, South Yorkshire, has been reopened by PowerFuel. The main equipment for two longwall faces was supplied by Joy Mining Machinery UK Ltd. 2 photos.

    The development and maintenance of the broad range of the highly technical skills required for safe and successful management of nuclear sites is of vital importance during routine operations, decommissioning and waste treatment activities.. In order to maintain a core team of technical experts, across all of the disciplines required for these tasks, the approach which has been taken by the Sellafield Ltd has been the formation of twenty five Centres of Expertise (CoE), each covering key aspects of the technical skills required for nuclear site operations. Links with the Specialist University Departments: The CoE leads are also responsible for establishing formal links with university departments with specialist skills and facilities relevant to their CoE areas. The objective of these links is to allow these very specialist capabilities within the university sector to be more effectively utilized by the nuclear industry, which benefits both sectors. In addition to the utilization of specialist skills, the university links are providing an important introduction to the nuclear industry for students and researchers. This is designed to develop the pipeline of potential staff, who will be required in the future by both the academic and industrial sectors. (authors)

    Plutonium recycling in the form of Mixed Oxide (MOX) fuels is already a reality in over 30 reactors in Europe (in Belgium, Switzerland, Germany and France). Japan also plans to use MOX in approximately 30% of its reactors in the near future[1]. This paper describes potential near to mid-term disposition strategies for the United Kingdom's stockpile of plutonium. In order to be confident that MOX fuel can be utilised effectively in Pressurised Water Reactors (PWRs) in the UK, details are given of studies carried out recently at Nexia Solutions on PWR cores loaded with MOX containing typical UK plutonium isotopic compositions. Three dimensional steady state neutronic models of a standard Westinghouse four loop PWR design are constructed using state of the art tools (Studsvik of America's Core Management System[2, 3, 4]). Initially, a standard 18-month equilibrium UO{sub 2} fuel cycle is generated, followed by safety analyses and fuel performance calculations to demonstrate its feasibility. This equilibrium UO{sub 2} core is then gradually transitioned through loading patterns containing increasing MOX core loading fractions. Finally, an equilibrium MOX core loading pattern is determined. Technical safety analyses are also carried out on the transition cores and the final equilibrium scenario to ensure that all of the MOX cores are robust from a technical and safety viewpoint. Once these studies are completed the annual fuel throughputs for each scenario can be determined and used to produce options for managing the UK's plutonium stockpile. This work is part of a wider exercise currently being carried out by Nexia Solutions to explore the options for the safe disposition of the UK civil stockpile of separated PUO{sub 2}. (authors)

    CO{sub 2} emissions trading is in full swing in Europe and is already having an impact on the price of power in the UK. If EU allowances (EUAs) trade at euro 20/t-CO{sub 2}, the EUA component in the power price is estimated to be slightly < euro 10/MW.h. In the case of UK power for delivery 1 year ahead, this is {approximately} 10% of the market price of power. The introduction of a carbon components into the UK power prices took place along before the 'official' start of ETS in 2005. Analysis of historical data of the price of power, gas, coal and EUAs shows that the first trace of a CO{sub 2} component in UK power dates back to August 2003, shortly after EUAs first started to trade. In April 2004, CO{sub 2} was fully integrated into the UK power price. 4 refs., 5 figs.

    The ARIES Collaborative, a U.S. Department of Energy Building America research team, partnered with NeighborWorks America affiliate Homeowners' Rehab Inc. (HRI) of Cambridge, Massachusetts, to study improvements to the central hydronic heating system in one of the nonprofit's housing developments. The heating controls in the three-building, 42-unit Columbia Cambridge Alliance for Spanish Tenants housing development were upgraded. Fuel use in the development was excessive compared to similar properties. A poorly insulated thermal envelope contributed to high energy bills, but adding wall insulation was not cost-effective or practical. The more cost-effective option was improving heating system efficiency. Efficient operation of the heating system faced several obstacles, including inflexible boiler controls and failed thermostatic radiator valves. Boiler controls were replaced with systems that offer temperature setbacks and one that controls heat based on apartment temperature in addition to outdoor temperature. Utility bill analysis shows that post-retrofit weather-normalized heating energy use was reduced by 10%-31% (average of 19%). Indoor temperature cutoff reduced boiler runtime (and therefore heating fuel consumption) by 28% in the one building in which it was implemented. Nearly all savings were obtained during night which had a lower indoor temperature cut off (68 degrees F) than day (73 degrees F). This implies that the outdoor reset curve was appropriately adjusted for this building for daytime operation. Nighttime setback of heating system supply water temperature had no discernable impact on boiler runtime or gas bills.

    This Paper details the implementation of a 'Decommissioning Trial' to assess the feasibility of decommissioning the redundant pipeline operated by AWE located in Berkshire UK. The paper also presents the tool box of decommissioning techniques that were developed during the decommissioning trial. Constructed in the 1950's and operated until 2005, AWE used a pipeline for the authorised discharge of treated effluent. Now redundant, the pipeline is under a care and surveillance regime awaiting decommissioning. The pipeline is some 18.5 km in length and extends from AWE site to the River Thames. Along its route the pipeline passes along and under several major roads, railway lines and rivers as well as travelling through woodland, agricultural land and residential areas. Currently under care and surveillance AWE is considering a number of options for decommissioning the pipeline. One option is to remove the pipeline. In order to assist option evaluation and assess the feasibility of removing the pipeline a decommissioning trial was undertaken and sections of the pipeline were removed within the AWE site. The objectives of the decommissioning trial were to: - Demonstrate to stakeholders that the pipeline can be removed safely, securely and cleanly - Develop a 'tool box' of methods that could be deployed to remove the pipeline - Replicate the conditions and environments encountered along the route of the pipeline The onsite trial was also designed to replicate the physical prevailing conditions and constraints encountered along the remainder of its route i.e. working along a narrow corridor, working in close proximity to roads, working in proximity to above ground and underground services (e.g. Gas, Water, Electricity). By undertaking the decommissioning trial AWE have successfully demonstrated the pipeline can be decommissioned in a safe, secure and clean manor and have developed a tool box of decommissioning techniques. The tool box of includes; - Hot tapping - a method of breaching the pipe while maintaining containment to remove residual liquids, - Crimp and shear - remote crimping, cutting and handling of pipe using the excavator - Pipe jacking - a way of removing pipes avoiding excavations and causing minimal disturbance and disruption. The details of the decommissioning trial design, the techniques employed, their application and effectiveness are discussed and evaluated here in. (authors)
