    The solar energy system, Elcam San Diego, was designed to supply domestic hot water heating for a single family residence located in Encinitas, California. The contents of this document have been divided into System Description, Performance Assessment, Operating Energy, Energy Savings, Maintenance and Summary and Conclusions. The system is a Sunspot two tank cascade type, where solar energy is supplied to either a 66 gallon preheat tank (solar storage) or a 40 gallon domestic hot water tank. Water is pumped directly from one of the two tanks, through the 65 square feet collector array and back into the same tank. Freeze protection is provided by automatically circulating hot water from the hot water tank through the collectors and exposed plumbing when freezing conditions exist. Auxiliary energy is supplied by natural gas. The Elcam San Diego solar energy system has three modes of operation.

    Analysts have found increasing evidence that rate structure has impacts on the economics of solar systems. This paper uses 2007 15-minute interval photovoltaic (PV) system and load data from two San Diego City water treatment facilities to illustrate impacts of different rate designs. The comparison is based on rates available in San Diego at the time of data collection and include proportionately small to large demand charges (relative to volumetric consumption), and varying on- and off- peak times. Findings are twofold for these large commercial systems: 1) transferring costs into demand charges does not result in savings and 2) changes in peak times do not result in a major cost difference during the course of a year. While lessons learned and discussion on rate components are based on the findings, the applicability is limited to buildings with similar systems, environments, rate options, and loads.

    The goal of pollution prevention to reduce or eliminate the creation of pollutants through source reduction has gained popularity in the industrial and legislative communities. Corporations have instituted voluntary pollution prevention programs and are participating in government sponsored programs such as the U.S. EPA`s 33/50 program. In parallel to these voluntary efforts, legislation has been promulgated at both the federal and state levels which require industrial facilities to establish hazardous waste minimization programs and to include manufacturing activity data when submitting chemical releases reports under TRI. However, the success of these efforts on a county wide basis has not been established. This study establishes a pollutant prevention index that indicates that pollution prevention and economic activity are not mutually exclusive and evaluates the pollutant discharge trends in San Diego County, California from 1987 through 1992. The pollutant discharges evaluated include: hazardous waste generation, as reported to the Cal-EPA on the uniform hazardous waste manifests; air emissions from annual emission inventories; heavy metal concentrations in industrial wastewater discharges; and annual toxic chemical releases as reported on the SARA 313 Toxic Chemical Release Inventory. Economic indicators used as the ratio denominator for normalizing the pollutant data included: energy use, gross regional product, and value of manufactured product. The relationship of between discharges and economic indicators was analyzed using the Spearman Rank Correlation Coefficient. An evaluation of the raw data was conducted to determine which ratio(s) would be representative pollution prevention indices. Two ratios emerge as viable pollution indices. These are hazardous waste per gross regional product and toxic chemical releases per value of manufactured product.

    Pacific Northwest National Laboratory investigated the profitability of operating a Navy ship's generators (in San Diego) during high electricity price periods rather than the ships hooking up to the Base electrical system for power. Profitability is predicated on the trade-off between the operating and maintenance cost incurred by the Navy for operating the ship generators and the net profit associated with the sale of the electric power on the spot market. In addition, PNNL assessed the use of the ship's generators as a means to achieve predicted load curtailments, which can then be marketed to the California Independent System Operator.

    There is confusion in the marketplace regarding the impact of solar photovoltaics (PV) on the user's actual electricity bill under California Net Energy Metering, particularly with binomial tariffs (those that include both demand and energy charges) and time-of-use (TOU) rate structures. The City of San Diego has extensive real-time electrical metering on most of its buildings and PV systems, with interval data for overall consumption and PV electrical production available for multiple years. This paper uses 2007 PV-system data from two city facilities to illustrate the impacts of binomial rate designs. The analysis will determine the energy and demand savings that the PV systems are achieving relative to the absence of systems. A financial analysis of PV-system performance under various rate structures is presented. The data revealed that actual demand and energy use benefits of binomial tariffs increase in summer months, when solar resources allow for maximized electricity production. In a binomial tariff system, varying on- and semi-peak times can result in approximately $1,100 change in demand charges per month over not having a PV system in place, an approximate 30% cost savings. The PV systems are also shown to have a 30%-50% reduction in facility energy charges in 2007.

    High energy vibrational scattering in the binary systems UC and US is measured using time-of-flight inelastic neutron scattering. A clear set of well-defined peaks equally separated in energy is observed in UC, corresponding to harmonic oscillations of the light C atoms in a cage of heavy U atoms. The scattering is much weaker in US and only a few oscillator peaks are visible. We show how the difference between the materials can be understood by considering the neutron scattering lengths and masses of the lighter atoms. Monte Carlo ray tracing is used to simulate the scattering, with near quantitative agreementmore » with the data in UC, and some differences with US.     The focus of the proposed research is to direct the assembly of single or binary nanoparticles into meso- or macroscale three-dimensional crystals of any desired configuration and crystallographic orientation without using prohibitively expensive lithographic processes. The epitaxial nucleation of defect-free, surface-bound bulk single crystals will revolutionize technologies for energy to generate new types of solar cells that yield maximum conversion efficiencies. It has been proposed that having a nanostructured bulk hetero-interface will enable efficient charge-carrier separations, similar to organic based heterojunction cells but with potential improvements, including thermal and long-term stability, tunability of energy levels, large adsorption coefficients and carrier multiplication. However, engineering such devices requires nanoscale control and ordering in both 2- and 3-dimensions over macroscopic areas and this has yet to be achieved. In Nature, bulk organic and inorganic materials are arranged into precise and ordered programmed assemblies through the sequestration of raw materials into confined spaces and association through highly specific non-covalent interactions between biomolecules. Using similar strategies, the proposed research will focus on confining metal and semiconductor nanocrystals to pre-determined surface patterns and controlling their arrangement through tunable, orthogonal biomolecular binding. Once a perfect two-dimensional seed layer has been constructed, successive layers of single nanocrystals will be nucleated epitaxially with long-range order and tunable crystallographic orientations. The proposed research exploits the ability of biomolecules to bind specific targets in a tunable, orthogonal, multivalent, and reversible manner to the arrangements of DNA-nanoparticle conjugates on chemically defined surfaces. Through careful balance of the attractive and repulsive forces between the particles, the array, and the outside surface, it is envisioned that single or mixed nanoparticles can be packed to adopt uniform crystal orientation in two and three dimensions from simple mixing and annealing of biomolecule-nanoparticle conjugates with biomolecule-stamped surfaces. To control the crystallographic alignment of each particle with its neighbors, the nanoparticles will be assembled using a mixture of non-covalent biomolecular interactions. To create solar cells in which layers of donor and acceptor nanocrystals that are not only oriented normal to the top and bottom electrodes but are also arranged in a checkerboard pattern, multicomponent nanocrystals (e.g. CdSe, CdTe) will be conjugated with biochemical linkers such that only interactions between the CdTe and CdSe promote particle packing within the array. The proposed research will: (1) elucidate the role of single and binary cooperative particle-DNA interactions in influencing nanoparticle crystallographic orientation in two and three dimensions; (2) understand how confinement of nanoparticles on patterned arrays of biomolecules and modification of the surrounding substrate can nucleate long-range order over macroscopic areas via predefined grain boundaries; and (3) synthesize and characterize DNA conjugated semiconductor nanocrystals and assemble them into 2- and 3-D binary superlattice arrays for photovoltaics.

    Chemists often deal with things as inanimate as metals and minerals, but more and more, they find themselves trying to imitate or exploit the chemical talents of life. That trend was amply evident when more than 10,000 members of the American Chemical Society (ACS) met from 13 to 17 March. Among the 5700 papers were presentations on the secret of spider's silk, how to prop up proteins to make a convincing vaccine, and enlisting microorganisms to break down PCBs and make fuel. The process for decontaminating soils contaminated with PCBs is to catalytically remove the chlorine atoms, and then allow ordinary soil bacteria to decompose them. The catalyst used is a titanium-based reducing agent.

    Purpose: Dedicated breast computed tomography (bCT) technology for the purpose of breast cancer screening has been a focus of research at UC Davis since the late 1990s. Previous studies have shown that improvement in spatial resolution characteristics of this modality correlates with greater microcalcification detection, a factor considered a potential limitation of bCT. The aim of this study is to improve spatial resolution as characterized by the modulation transfer function (MTF) via changes in the scanner hardware components and operational schema. Methods: Four prototypes of pendant-geometry, cone-beam breast CT scanners were designed and developed spanning three generations of design evolution. To improve the system MTF in each bCT generation, modifications were made to the imaging components (x-ray tube and flat-panel detector), system geometry (source-to-isocenter and detector distance), and image acquisition parameters (technique factors, number of projections, system synchronization scheme, and gantry rotational speed). Results: Characterization of different generations of bCT systems shows these modifications resulted in a 188% improvement of the limiting MTF properties from the first to second generation and an additional 110% from the second to third. The intrinsic resolution degradation in the azimuthal direction observed in the first generation was corrected by changing the acquisition from continuous to pulsed x-ray acquisition. Utilizing a high resolution detector in the third generation, along with modifications made in system geometry and scan protocol, resulted in a 125% improvement in limiting resolution. An additional 39% improvement was obtained by changing the detector binning mode from 2 × 2 to 1 × 1. Conclusions: These results underscore the advancement in spatial resolution characteristics of breast CT technology.     This is the final report of the UC Davis Fuel Cell, Hydrogen, and Hybrid Vehicle (FCH2V) GATE Center of Excellence which spanned from 2005-2012. The U.S. Department of Energy (DOE) established the Graduate Automotive Technology Education (GATE) Program, to provide a new generation of engineers and scientists with knowledge and skills to create advanced automotive technologies. The UC Davis Fuel Cell, Hydrogen, and Hybrid Vehicle (FCH2V) GATE Center of Excellence established in 2005 is focused on research, education, industrial collaboration and outreach within automotive technology. UC Davis has had two independent GATE centers with separate well-defined objectives and research programs from 1998. The Fuel Cell Center, administered by ITS-Davis, has focused on fuel cell technology. The Hybrid-Electric Vehicle Design Center (HEV Center), administered by the Department of Mechanical and Aeronautical Engineering, has focused on the development of plug-in hybrid technology using internal combustion engines. The merger of these two centers in 2005 has broadened the scope of research and lead to higher visibility of the activity. UC Davis's existing GATE centers have become the campus's research focal points on fuel cells and hybrid-electric vehicles, and the home for graduate students who are studying advanced automotive technologies. The centers have been highly successful in attracting, training, and placing top-notch students into fuel cell and hybrid programs in both industry and government.

    The design and packaging of laser-optical system was tested to harsh environments outside lab conditions and post mortem activities will be discussed. Previously, custom mounts and bonded optical assemblies were environmentally tested to ensure their survivability. The results verified the sub-assemblies would enable the design of a laser-optical initiation system that could be fielded for use in extreme conditions. The design package, which utilized the proven opto-mechanical sub-assemblies, was then tested to the same levels as the sub-assemblies. The test regiment encompassed the harshest environments currently utilized. Temperature tests were performed ranging from a maximum of +75 degrees C to a minimum of -55 degrees C, allowing for two hour soak at each temperature set point. Vibration tests were performed to a maximum level of 15.5 grms for forty seconds in each of three critical axes. Shock tests were performed to a maximum impulse level of 5700 G’s for the sub-assemblies with a 1.1 millisecond long pulse; whereas the packaged laser system maximum level reached was 3700 G’s at 1.1 millisecond long pulse. The laser-optical assembly was visually inspected and functionally tested before and after each test to verify survival. As designed, the system covers were laser welded shut for hermetic seal. The only open port was the laser output for testing and verification of laser performance. No optical cables were utilized. Therefore the visual inspection of the interior was performed post mortem. The post mortem results will be discussed as will the potential of redesigns on future packaging strategies.

    San Francisco’s solar permitting process—which allows permits for systems 4 kW and under to be applied for, approved, paid for, and issued online or in person over-the-counter—is one of the most efficient in the nation. This paper describes the process by which the City and County of San Francisco developed and implemented its streamlined solar permitting process, provides an update on San Francisco’s current e-permitting system, and outlines relevant lessons for other jurisdictions undertaking such work. This paper is structured as a resource for other jurisdictions to access best practices in streamlined permitting and learn from San Francisco’s experience.

    The U.S. Department of Transportation Federal Highway Administration (DOT) conducts motor carrier safety evaluations for the purpose of determining a motor carrier`s safety fitness rating. Because it was believed that DOT or the State of New Mexico may not recognize UC/LANL exempt status and desire to inspect its transportation system and evaluate compliance with applicable laws and regulations, the lab contracted Garrison Associates to conduct a simulated motor carrier safety evaluation. This report enumerates the goals of this evaluation relevant to the Hazardous Materials Transportation Uniform Safety Act (HMTUSA) of 1990. The report describes the methodology of the evaluation and lists observations in order of importance.

    The present conference on optical materials technology for energy efficiency and solar energy conversion encompasses chromogenics, solar and architectural materials, photovoltaic and photoelectrochemical materials, and applications for the modification, concentration, and conversion of radiant energy including its use as a fuel and as a detoxifying agent for wastes. Specific issues addressed include transparent storage layers for H(+) and Li(+) ions prepared by the sol-gel technique, electrochromism in cobalt oxyhydroxide thin films, the optical performance of angle-dependent light-control glass, and UV reflector materials for solar detoxification of hazardous wastes. Also addressed are the luminescence and chemical potential of solar cells, the design and fabrication of holographic dispersive solar concentrator for terrestrial applications, and the photoelectrochemical characteristics of slurry-coated Cd-Se-Te films.
