    This guidance document has two purposes: it provides guidance for writing site-specific long-term surveillance plans (LTSP) and it describes site surveillance, monitoring, and long-term care techniques for Title I disposal sites of the Uranium Mill Tailings Radiation Control Act (UMTRCA) (42 USC Section 7901 et seq.). Long-term care includes monitoring, maintenance, and emergency measures needed to protect public health and safety and the environment after remedial action is completed. This document applies to the UMTRCA-designated Title I disposal sites. The requirements for long-term care of the Title I sites and the contents of the LTSPs are provided in U.S. Nuclear Regulatory Commission (NRC) regulations (10 CFR Section 40.27) provided in Attachment 1.

    The release rate criteria for Type B packages designed to transport radioactive materials is given in Title 10 of the Code of Federal Regulations (10 CFR 71). Before the maximum allowable volumetric leakage rate that corresponds to the regulatory release rate can be calculated, estimation of the releasable source term activity density (concentration of releasable radioactive material) is required. This work provides methods for estimating the releasable source term for packages holding various contents types. The contents types considered include: (1) radioactive liquids; (2) radioactive gases; (3) radioactive powders and dispersible solids; (4) non-dispersible radioactive solids and (5) irradiated nuclear fuel rods. The numbers given, especially as related to the source term for packages transporting irradiated fuel rods, are preliminary and are subject to change upon development of improved methods and/or upon review of additional experimental data.

    The U.S. Department of Energy (DOE) National Spent Nuclear Fuel Program is responsible for developing a defensible methodology for determining the radionuclide inventory for the DOE spent nuclear fuel (SNF) to be dispositioned at the proposed Monitored Geologic Repository at the Yucca Mountain Site. SNF owned by DOE includes diverse fuels from various experimental, research, and production reactors. These fuels currently reside at several DOE sites, universities, and foreign research reactor sites. Safe storage, transportation, and ultimate disposal of these fuels will require radiological source terms as inputs to safety analyses that support design and licensing of the necessary equipment and facilities. This paper summarizes the methodology developed for estimating radionuclide inventories associated with DOE-owned SNF. The results will support development of design and administrative controls to manage radiological risks and may later be used to demonstrate conformance with repository acceptance criteria.

    We demonstrate a cell extract-based, genome-wide and heritable reprogramming of gene expression in vitro. Kidney epithelial 293T cells have previously been shown to take on T cell properties following a brief treatment with an extract of Jurkat T cells. We show here that 293T cells exposed for 1 h to a Jurkat cell extract undergo genome-wide, target cell-type-specific and long-lasting transcriptional changes. Microarray analyses indicate that on any given week after extract treatment, {approx}2500 genes are upregulated >3-fold, of which {approx}900 are also expressed in Jurkat cells. Concomitantly, {approx}1500 genes are downregulated or repressed, of which {approx}500 are also downregulated in Jurkat cells. Gene expression changes persist for over 30 passages ({approx}80 population doublings) in culture. Target cell-type specificity of these changes is shown by the lack of activation or repression of Jurkat-specific genes by extracts of 293T cells or carcinoma cells. Quantitative RT-PCR analysis confirms the long-term transcriptional activation of genes involved in key T cell functions. Additionally, growth of cells in suspended aggregates, expression of CD3 and CD28 T cell surface markers, and interleukin-2 secretion by 293T cells treated with extract of adult peripheral blood T cells illustrate a functional nuclear reprogramming. Therefore, target cell-type-specific and heritable changes in gene expression, and alterations in cell function, can be promoted by extracts derived from transformed cells as well as from adult primary cells.

    This report, in fulfillment of a license requirement, presents the results of long-term surveillance and maintenance activities conducted by the U.S. Department of Energy (DOE) Office of Legacy Management in 2015 at six uranium mill tailings disposal sites reclaimed under Title II of the Uranium Mill Tailings Radiation Control Act (UMTRCA) of 1978. These activities verified that the UMTRCA Title II disposal sites remain in compliance with license requirements.

    As part of the 1990 Clean Air Act Amendments, major facilities are required to obtain federally enforceable operating permits (Title V). In a separate permitting action, the electric utilities with units generating more then 25 megawatts are required to obtain permits for NO{sub x} and SO{sub x}, the emissions which contribute to acid rain (Title IV). The Title IV permit is included as part of the Title V permit. This paper will use an actual audit experience at a coal fired generation facility as a case study for the preparation for and outcome of an EPA Title IV Level 3 audit. The paper will document the procedures for preparation, the audit process, and the outcome. The audit is part of the EPA's process for review of the record keeping and instrument calibration methods outlined in Title IV. Both types of permits have many different record keeping and monitoring requirements as well as separate reporting requirements which are submitted to both federal; state and local regulatory agencies for review and evaluation. Title IV units include very specific instrument calibration/audit requirements, and Title V has compliance testing and monitoring requirements. Alliant Power was notified in August 1998 of the intent of EPA Region VII to conduct a Level 3 audit at the Lansing Generation Station. The US EPA and the State of Iowa intended to review all Title IV record keeping (Level 1), continuous emission monitoring calibrations and linearity testing (Level 2) and observe the annual Relative Accuracy Testing Audit performed by an outside contractor. In addition, during this facility site visit, the compliance with Title V permit requirements was also audited.

    This document presents guidance for implementing the process that the U.S. Department of Energy (DOE) Office of Legacy Management (LM) will use for assuming perpetual responsibility for a closed uranium mill tailings site. The transition process specifically addresses sites regulated under Title II of the Uranium Mill Tailings Radiation Control Act (UMTRCA) but is applicable in principle to the transition of sites under other regulatory structures, such as the Formerly Utilized Sites Remedial Action Program.

    Standard Flory-Huggins (FH) theory is utilized to describe the enigmatic cosolvency and cononsolvency phenomena for systems of polymers dissolved in mixed solvents. In particular, phase boundaries (specifically upper critical solution temperature spinodals) are calculated for solutions of homopolymers B in pure solvents and in binary mixtures of small molecule liquids A and C. The miscibility (or immiscibility) patterns for the ternary systems are classified in terms of the FH binary interaction parameters (χ{sub αβ}) and the ratio r = ϕ{sub A}/ϕ{sub C} of the concentrations ϕ{sub A} and ϕ{sub C} of the two solvents. The trends in miscibility are compared to those observed for blends of random copolymers (A{sub x}C{sub 1−x}) with homopolymers (B) and to those deduced for A/B/C solutions of polymers B in liquid mixtures of small molecules A and C that associate into polymeric clusters (A{sub p}C{sub q}){sub i}, (i = 1, 2, …, ∞). Although the classic FH theory is able to explain cosolvency and cononsolvency phenomena, the theory does not include a consideration of the mutual association of the solvent molecules and the competitive association between the solvent molecules and the polymer. These interactions can be incorporated in refinements of the FH theory, and the present paper provides a foundation for such extensions for modeling the rich thermodynamics of polymers in mixed solvents.

    The successful operation and economic viability of deuterium-tritium- (D-T-) fueled tokamak-type commercial power fusion reactors will depend to a large extent on the development of reliable tritium-containment and fuel-recycle systems. Of the many operating steps in the fuel recycle scheme, separation or enrichment of the isotropic species of hydrogen by cryogenic distillation is one of the most important. A parametric investigation was carried out to study the effects of the various operating conditions and the composition of the spent fuel on the degree of separation. A computer program was developed for the design and analysis of a system of interconnected distillation columns for isotopic separation such that the requirements of near-term D-T-fueled reactors are met. The analytical results show that a distillation cascade consisting of four columns is capable of reprocessing spent fuel varying over a wide range of compositions to yield reinjection-grade fuel with essentially unlimited D/T ratio.

  12. Gearing up for Title 5 operating permits

    Title 5 of the 1990 Clean Air Act Amendments (CAAA) establishes a massive new operating permit program, which will be administered by state agencies in accordance with federal guidelines. Formal requirements regarding operating-permits were promulgated by the US Environmental Protection Agency (EPA) on July 21, 1992 (40 CFR 70). The Title 5 program will require many chemical manufacturing facilities to apply for and obtain operating permits that address air emissions from the entire facility. A major impact of the Title 5 program is that facilities will now be required to implement measures to routinely demonstrate that they are operating in compliance with the terms of the permit. Otherwise, facilities will be considered out of compliance. Once the new permits are in place, the burden will be on the facility to prove routine compliance to prevent any enforcement action. According to EPA, the new permits are not intended to impose any new regulatory requirements on a facility. Rather, they will serve as an enforcement tool.

    Title V of the Federal Clean Air Act Amendments of 1990 requires federal operating permits for all major sources of air pollution. In 1992, Title 40, Part 70 of the Code of Federal Regulations (40 CFR Part 70) codified the law s requirements. These federal regulations, entitled Operating Permit Program, define the minimum requirements for state administered operating permit programs. The intent of Title V is to put into one document all requirements of an operating permit. General Permits for oil and gas facilities may be preferred if the facility can comply with all permit requirements. If greater flexibility than allowed by the General Permit is required, then the facility should apply for an individual Title V permit. General Permits are designed to streamline the permitting process, shorten the time it takes to obtain approval for initial and modified permits. The advantages of the General Permit include reduced paperwork and greater consistency because the permits are standardized. There should be less uncertainty because permit requirements will be known at the time of application. Approval times for Initial and modified General Permits should be reduced. Lengthy public notice procedures (and possible hearings) will be required for only the initial approval of the General Permit and not for each applicant to the permit. A disadvantage of General Permits is reduced flexibility since the facility must comply with the requirements of a standardized permit.

  4. The collision of Title III and Title V: A potential permitting and enforcement nightmare

    The Clean Air Act of 1990 (CAA) mandated that all facilities classified as major were to obtain a Federal Title V operating permit. In addition, any facility, either major or minor, which emits certain chemicals or compounds above a specific single quantity limit or a total aggregate limit are subject to Title III requirements and are required to obtain a Title V permit as well. The problem with obtaining a Title V permit for Title III substances is there is limited data, at least for the utilities sources, on emission factors and emission rates for many of the Title III listed chemical compounds. In addition, the emission data that exists is very conservative, and if used, would show the facilities to be significant emitters of hazardous air emissions, while actual emissions are significantly less. This could lead a facility to applying for a Title V permit unnecessarily, a time consuming process at best. In Iowa, facilities submitted the first Title V permit applications in 1994. The Iowa Department of Natural Resources is currently in the process of reviewing the submittals prior to issuing operating permits. Title III has not been addressed at all in the submittals and therefore will not be included in this round of finished permits that are to be issued. The outcome of this is that the Title V permits will have to be opened and amended to include the applicable Title III operating conditions and constraints. This paper will examine the areas where Title III and Title V collide and the potential permitting and enforcement issues that will have to be faced by the facilities that operate under these permits. This paper is based on the opinions of two of the three responsible parties (facilities and consultants) that are dealing with the potential permitting and enforcement wreckage before the collision occurs.

    Catalytic oxidizers have been used to reduce VOC emissions from various industries including printing, chemical, paint, coatings, etc. A catalytic oxidizer uses a catalyst to reduce the operating temperature for combustion to approximately 600 F, which is substantially lower than thermal oxidation unit. Title V requirements have renewed the debate on the best methods to assure compliance of catalytic oxidizers, with some suggesting the need for continuous emission monitoring equipment. This paper will discuss the various aspects of catalytic oxidation and consider options such as monitoring inlet/outlet temperatures, delta T across the catalyst, periodic laboratory testing of catalyst samples, and preventive maintenance procedures as means of assuring continuous compliance.

    Now that most states have interim or full approval of the portions of their state implementation plans (SIPs) implementing Title V (40 CFR Part 70) of the Clean Air Act Amendments (CAAA), most sources which require a Title V permit have submitted or are well on the way to submitting a Title V operating permit application. Numerous hours have been spent preparing applications to ensure the administrative completeness of the application and operational flexibility for the facility. Although much time and effort has been spent on Title V permit applications, the operating permit itself is the final goal. This paper outlines the major Federal requirements for Title V permits as given in the CAAA at 40 CFR 70.6, Permit Content. These Federal requirements and how they will effect final Title V permits and facilities will be discussed. This paper will provide information concerning the Federal requirements for Title V permits and suggestions on how to negotiate a Title V permit to maximize operational flexibility and minimize enforcement liability.

    This report, in fulfillment of a license requirement, presents the results of long-term surveillance and maintenance activities conducted by the U.S. Department of Energy (DOE) Office of Legacy Management (LM) in 2013 at 19 uranium mill tailings disposal sites established under Title I of the Uranium Mill Tailings Radiation Control Act (UMTRCA) of 1978.1 These activities verified that the UMTRCA Title I disposal sites remain in compliance with license requirements. DOE operates 18 UMTRCA Title I sites under a general license granted by the U.S. Nuclear Regulatory Commission (NRC) in accordance with Title 10 Code of Federal Regulations Part 40.27 (10 CFR 40.27). As required under the general license, a long-term surveillance plan (LTSP) for each site was prepared by DOE and accepted by NRC. The Grand Junction, Colorado, Disposal Site, one of the 19 Title I sites, will not be included under the general license until the open, operating portion of the cell is closed. The open portion will be closed either when it is filled or in 2023. This site is inspected in accordance with an interim LTSP. Long-term surveillance and maintenance services for these disposal sites include inspecting and maintaining the sites; monitoring environmental media and institutional controls; conducting any necessary corrective actions; and performing administrative, records, stakeholder relations, and other regulatory stewardship functions. Annual site inspections and monitoring are conducted in accordance with site-specific LTSPs and procedures established by DOE to comply with license requirements. Each site inspection is performed to verify the integrity of visible features at the site; to identify changes or new conditions that may affect the long-term performance of the site; and to determine the need, if any, for maintenance, follow-up or contingency inspections, or corrective action in accordance with the LTSP. LTSPs and site compliance reports are available on the Internet at http://www.lm.doe.gov/.

    The Solid Waste Retrieval Facility--Phase 1 (Project W113) will provide the infrastructure and the facility required to retrieve from Trench 04, Burial ground 4C, contact handled (CH) drums and boxes at a rate that supports all retrieved TRU waste batching, treatment, storage, and disposal plans. This includes (1) operations related equipment and facilities, viz., a weather enclosure for the trench, retrieval equipment, weighing, venting, obtaining gas samples, overpacking, NDE, NDA, shipment of waste and (2) operations support related facilities, viz., a general office building, a retrieval staff change facility, and infrastructure upgrades such as supply and routing of water, sewer, electrical power, fire protection, roads, and telecommunication. Title I design for the operations related equipment and facilities was performed by Raytheon/BNFL, and that for the operations support related facilities including infrastructure upgrade was performed by KEH. These two scopes were combined into an integrated W113 Title II scope that was performed by Raytheon/BNFL. Volume 3 is a compilation of the construction specifications that will constitute the Title II materials and performance specifications. This volume contains CSI specifications for non-equipment related construction material type items, performance type items, and facility mechanical equipment items. Data sheets are provided, as necessary, which specify the equipment overall design parameters.

    The coal industry has already begun to feel the affects of the acid deposition title, particularly in Illinois. Two challenges to the producers and sellers of coal; i.e., (1) Title III, Hazardous Air Pollutants and what is in store for customers, and (2) Title V, Operating Permits, which may affect production facilities are discussed. The utilities are temporarily exempted from Title III. The Great Waters report suggests that mercury will be regulated, and it looks like risk assessments will be based on coal analysis rather than on actual emission measurements. Stack sampling is difficult, expensive and slow. Coal cleaning is important in reducing trace elements. Electrostatic precipitators also remove trace elements. ESPs are less effective for mercury and selenium because they are emitted in the gas phase. FGD can remove hazardous air pollutants, but it is not well documented.

    Pursuant to the passage of the Clean Air Act Amendments of 1990, the US Environmental Protection Agency has promulgated what are known as Title V permitting requirements for major sources of air pollutants, including pipeline operations. In contrast to most existing air permitting programs, the new Title V regulations will require periodic certification of compliance with applicable air regulations. In the same way that water dischargers report their own discharge violations to regulatory agencies pursuant to the NPDES permitting system, Title V permittees must implement an acceptable monitoring program and similarly report violations of permit conditions or applicable air regulations. Only those facilities whose potential emissions are less than or can be controlled to be less than certain regulatory limits will be exempt from standard Title V permitting. If a facility`s throughput or the concentration levels of certain volatile toxic levels in a particular crude or natural gas were to exceed corresponding regulatory limits, then the facility could be in violation. If an operator were to expand a field, then the changes in the gathering system and emission levels could constitute a violation. Constraints on operations can be avoided by careful strategizing of an operator`s Title V permit application.

    For the past decade, the non-residential portion of California's Title-24 building energy standard has relied on DOE-2.1E as the reference computer simulation program for development as well as compliance. However, starting in 2004, the California Energy Commission has been evaluating the possible use of Energy Plus as the reference program in future revisions of Title-24. As part of this evaluation, the authors converted the Alternate Compliance Method (ACM) certification test suite of 150 DOE-2 files to Energy Plus, and made parallel DOE-2 and Energy Plus runs for this extensive set of test cases. A customized version of DOE-2.1E named doe2ep was developed to automate the conversion process. This paper describes this conversion process, including the difficulties in establishing an apples-to-apples comparison between the two programs, and summarizes how the DOE-2 and Energy Plus results compare for the ACM test cases.

    Mixing tests for the Multifunction Waste Tank Facility (MWTF) were conducted in 1/25 and 1/10 scale test tanks with different slurry levels, solids concentrations, different jet mixers and with simulated in-tank structures. The same test procedure was used as in the Title I program, documented in WHC-SD-W236A-ER-005. The test results support the scaling correlation derived previously in the Title I program. The tests also concluded that a partially filled tank requires less mixing power, and horizontal and angled jets in combination (H/A mixer) are significantly more effective than the two horizontal jet mixers (H/H mixer) when used for mixing slurry with a high solids concentrations.

    Roofs that have high solar reflectance (high ability to reflect sunlight) and high thermal emittance (high ability to radiate heat) tend to stay cool in the sun. The same is true of low-emittance roofs with exceptionally high solar reflectance. Substituting a cool roof for a noncool roof tends to decrease cooling electricity use, cooling power demand, and cooling-equipment capacity requirements, while slightly increasing heating energy consumption. Cool roofs can also lower the ambient air temperature in summer, slowing ozone formation and increasing human comfort. DOE-2.1E building energy simulations indicate that use of a cool roofing material on a prototypical California nonresidential building with a low-sloped roof yields average annual cooling energy savings of approximately 300 kWh/1000 ft2 [3.2 kWh/m2], average annual natural gas deficits of 4.9 therm/1000 ft2 [5.6 MJ/m2], average source energy savings of 2.6 MBTU/1000 ft2 [30 MJ/m2], and average peak power demand savings of 0. 19 kW/1000 ft2 [2.1 W/m2]. The 15-year net present value (NPV) of energy savings averages $450/1000 ft2 [$4.90/m2] with time dependent valuation (TDV), and $370/1000 ft2 [$4.00/m2] without TDV. When cost savings from downsizing cooling equipment are included, the average total savings (15-year NPV + equipment savings) rises to $550/1000 ft2 [$5.90/m2] with TDV, and to $470/1000 ft2 [$5.00/m2] without TDV. Total savings range from 0.18 to 0.77 $/ft2 [1.90 to 8.30 $/m2] with TDV, and from 0.16 to 0.66 $/ft2 [1.70 to 7.10 $/m2] without TDV, across California's 16 climate zones. The typical cost premium for a cool roof is 0.00 to 0.20 $/ft2 [0.00 to 2.20 $/m2]. Cool roofs with premiums up to $0.20/ft2 [$2.20/m2] are expected to be cost effective in climate zones 2 through 16; those with premiums not exceeding $0.18/ft2 [$1.90/m2] are expected to be also cost effective in climate zone 1.     The Solid Waste Retrieval Facility--Phase 1 (Project W113) will provide the infrastructure and the facility required to retrieve from Trench 04, Burial ground 4C, contact handled (CH) drums and boxes at a rate that supports all retrieved TRU waste batching, treatment, storage, and disposal plans. This includes (1) operations related equipment and facilities, viz., a weather enclosure for the trench, retrieval equipment, weighing, venting, obtaining gas samples, overpacking, NDE, NDA, shipment of waste and (2) operations support related facilities, viz., a general office building, a retrieval staff change facility, and infrastructure upgrades such as supply and routing of water, sewer, electrical power, fire protection, roads, and telecommunication. Title I design for the operations related equipment and facilities was performed by Raytheon/BNFL, and that for the operations support related facilities including infrastructure upgrade was performed by KEH. These two scopes were combined into an integrated W113 Title II scope that was performed by Raytheon/BNFL. Volume 1 provides a comprehensive narrative description of the proposed facility and systems, the basis for each of the systems design, and the engineering assessments that were performed to support the technical basis of the Title II design. The intent of the system description presented is to provide WHC an understanding of the facilities and equipment provided and the A/E`s perspective on how these systems will operate.

The US Environmental Protection Agency's (EPA's) final rule on air quality designations and classifications, published in late 1991, shows that ozone pollution remains a persistent problem; the number of counties that fail to meet the ozone standard has sharply increased since 1987. In contrast, incidence of PM-10 pollution has decreased; many counties have achieved the PM-10 standard since 1987. Nationwide, the number of CO nonattainment areas has increased, though not dramatically. Many of the new Title I requirements focus on the role of nitrogen oxides (NO[sub x]) in the formation of ground-level ozone. In ozone nonattainment areas and ozone transport regions, Title I generally requires major sources of NO[sub x] to have the same control measures as those that apply to major sources of volatile organic compounds (VOCs). This requirement compels state regulators to adopt an integrated VOC/NO[sub x] control strategy. The NO[sub x] emission standards proposed by state regulators are considerably more stringent than those given in federal guidelines. Both the EPA and the states plan to allow the use of multifacility emissions averaging in state NO[sub x] control strategies, thereby providing industry flexibility. Proposed federal Economic Incentive Program (EIP) rules would also allow sources in states with approved EIPs to use mobile source emission reduction credits to meet certain stationary source emission reduction requirements.

    This Format and Content Guide was followed in preparing the WIPP Compliance Status Report submitted in March 1994 and will be used for the compliance documents scheduled for submittal in the Spring of 1995. The Compliance Status Report was issued to stakeholders in March 1994 and describes the status of associated activities on compliance with the requirements in Title 40 CFR 268.6 and Title 40 CFR 191. The Compliance Status Report focuses on (1) the information required for a demonstration of compliance, (2) preliminary results, (3) the areas of the WIPP program that are either not currently mature enough, or do not provide adequate margin for a demonstration of compliance, and (4) the areas of the WIPP program that will be focused upon to provide the remaining necessary information for use in the 1995 compliance demonstration reports. The Compliance Status Report is not intended to constitute a statement of compliance or a demonstration of compliance. It is intended to report the status of progress made to date in project efforts to achieve the required level of data/information necessary for the required compliance demonstrations. Comments on the Compliance Status Report from stakeholders will likely result in a modified Format and Content Guide, as will the promulgation of the EPA`s Compliance Criteria for WIPP (40 CFR 194).

    The focus of this paper is two-fold: (1) Outline the importance, from the perspective of the regulated source, of the identification of state-only enforceable requirements versus federally enforceable requirements in a Title V permit; (2) Describe how to determine the enforceability of requirements as part of a Title V permitting study, including available tools.     The U.S. Department of Energy (DOE) owns, operates, and manages the buildings and land areas on the Oak Ridge Reservation (ORR) in Oak Ridge, Tennessee. As land and buildings are declared excess or underutilized, it is the intent of DOE to either transfer the title of or lease suitable property to the Community Reuse Organization of East Tennessee (CROET) or other entities for public use. It is DOE's responsibility, in coordination with the U.S. Environmental Protection Agency (EPA), Region 4, and the Tennessee Department of Environment and Conservation (TDEC), to ensure that the land, facilities, and personal property that are to have the title transferred or are to be leased are suitable for public use. Release of personal property must also meet site requirements and be approved by the DOE contractor responsible for site radiological control. The terms title transfer and lease in this document have unique meanings. Title transfer will result in release of ownership without any restriction or further control by DOE. Under lease conditions, the government retains ownership of the property along with the responsibility to oversee property utilization. This includes involvement in the lessee's health, safety, and radiological control plans and conduct of site inspections. It may also entail lease restrictions, such as limiting access to certain areas or prohibiting digging, drilling, or disturbing material under surface coatings. Survey and sampling requirements are generally more rigorous for title transfer than for lease.     The objective of this design project is to evaluate and prepare design and construction documents for a closure cover cap for the Pit 6 Landfill located at Lawrence Livermore National Laboratory Site 300. This submittal constitutes the Title I Design (Conceptual Design) for the closure cover of the Pit 6 Landfill. A Title I Design is generally 30 percent of the design effort. Title H Design takes the design to 100 percent complete. Comments and edits to this Title I Design will be addressed in the Title II design submittal. Contents of this report are as follows: project background; design issues and engineering approach; design drawings; calculation packages; construction specifications outline; and construction quality assurance plan outline.

    Electrostatic precipitators (ESPs) serve as the primary particle control devices for a majority of coal-fired power generating units in the United States. ESPs are used to collect particulate matter that range in size from less than one micrometer in diameter to several hundred micrometers. Many of the options that utilities will use to respond to Title IV of the 1990 Clean Air Act Amendments will result in changes to the ash that will be detrimental to the performance of the ESP causing increased emissions of fine particles and higher opacity. For example, a switch to low-sulfur coal significantly increases particle resistivity while low-NO{sub x} burners increase the carbon content of ashes. Both of these changes could result in derating of the boiler to comply with emissions standards. ADA has developed a chemical additive that is designed to improve the operation of ESI`s to bring these systems into compliance operation without the need for expensive capital modifications. The additives provide advantages over competing technologies in terms of low capital cost, easy to handle chemicals, and relatively non-toxic chemicals. In addition, the new additive is insensitive to ash chemistry which will allow the utility complete flexibility to select the most economical coal. Results from full-scale and pilot plant demonstrations are reported.

  7. Draft Title 40 CFR 191 compliance certification application for the Waste Isolation Pilot Plant. Volume 1

    The Waste Isolation Pilot Plant (WIPP) is a research and development facility for the demonstration of the permanent isolation of transuranic radioactive wastes in a geologic formation. The facility was constructed in southeastern New Mexico in a manner intended to meet criteria established by the scientific and regulatory community for the safe, long-term disposal of transuranic wastes. The US Department of Energy (DOE) is preparing an application to demonstrate compliance with the requirements outlined in Title 40, Part 191 of the Code of Federal Regulations (CFR) for the permanent disposal of transuranic wastes. As mandated by the Waste Isolation Pilot Plant (WIPP) Land Withdrawal Act of 1992, the US Environmental Protection Agency (EPA) must evaluate this compliance application and provide a determination regarding compliance with the requirements within one year of receiving a complete application. Because the WIPP is a very complex program, the DOE has planned to submit the application as a draft in two parts. This strategy will allow for the DOE and the EPA to begin technical discussions on critical WIPP issues before the one-year compliance determination period begins. This report is the first of these two draft submittals.
