Property Tax Assessments as a Finance Vehicle for Residential PV Installations: Opportunities and Potential Limitations

Readily accessible credit has often been cited as a necessary ingredient to open up the market for residential photovoltaic (PV) systems. Though financing does not reduce the high up-front cost of PV, by spreading that cost over some portion of the system's life, financing can certainly make PV systems more affordable. As a result, a number of states have, in the past, set up special residential loan programs targeting the installation of renewable energy systems and/or energy efficiency improvements, and often featuring low interest rates, longer terms, and no-hassle application requirements. Historically, these loan programs have met with mixed success (particularly for PV), for a variety of reasons, including: (1) historical lack of homeowner interest in PV, (2) lack of program awareness, (3) reduced appeal in a low-interest-rate environment, and (4) a tendency for early PV adopters to be wealthy, and not in need of financing. Although some of these barriers have begun to fade--most notably, homeowner interest in PV has grown in some states, particularly those that offer solar rebates--the passage of the Energy Policy Act of 2005 (EPAct 2005) introduced one additional roadblock to the success of low-interest PV loan programs: a residential solar investment tax credit (ITC), subject to the Federal government's 'anti-double-dipping' rules. Specifically, the residential solar ITC--equal to 30% of the system's tax basis, capped at $2000--will be reduced or offset if the system also benefits from what is known as 'subsidized energy financing', which is likely to include most government-sponsored low-interest loan programs. Within this context, it has been interesting to note the recent flurry of announcements from several U.S cities concerning a new type of PV financing program. Led by the City of Berkeley, California, these cities propose to offer their residents the ability to finance the installation of a PV system using increased property tax assessments, rather than a more-traditional credit vehicle, to recover both system and administrative costs. As discussed in more detail later, this seemingly innovative approach has a number of features that should appeal to PV owners, including: long-term, fixed-cost, attractive financing; loans that are tied to the tax capacity of the property rather than to the owner's credit standing; a repayment obligation that transfers along with the sale of the property; and a potential ability to deduct the repayment obligation from Federal taxable income, as part of the local property tax deduction. For these reasons, Berkeley's program--which was first announced on October 23, 2007--has received considerable nationwide attention in both the trade and general press. Since the announcement, cities from throughout California and the broader U.S. have expressed keen interest in the possibility of replicating this type of program. In California alone, the cities of Santa Cruz, Santa Monica, and Palm Desert are all reportedly considering similar programs, while the city of San Francisco has recently announced its own program, portions of which closely parallel Berkeley's approach. Berkeley's Proposed PV Program In addition, a bill (AB 811) that would authorize all cities (not just 'charter cities' like Berkeley) in California to create this type of program was approved by the California General Assembly on January 29, 2008 and passed on to the State Senate for consideration. That local governments from across California and the broader US are so genuinely excited about the prospect of supporting the installation of residential PV in their communities through this type of program is no doubt an interesting development. Given, however, the potential for such programs to negatively interact with the residential solar ITC, it is important to evaluate the financial attractiveness of this specific type of loan program, particularly in advance of any broader state- or nation-wide 'rollout'. In the last five years, remote selling-led by online organizations- has surged. The resulting growth has created concern among both traditional and remote sellers as they jockey for improved competitive position and governmental entities, in particular US states, over the erosion of their tax revenues as sales are diverted to remote sellers. This paper explores the issues and potential solutions surrounding the e-commerce tax dilemma. It provides a current assessment of the taxation environment for individuals and organizations impacted by the tax debate. Those individuals and organizations might include online business customers, remote sellers both traditional (mail order) and online, tax equity organizations, and governmental bodies. Current tax obligations are explored based on landmark legal decisions. Potential short and long-term solutions are assessed.

Using the Indian module of the Second Generation Model 9SGM, we explore a reference case and three scenarios in which greenhouse gas emissions were controlled. Two alternative policy instruments (carbon taxes and tradable permits) were analyzed to determine comparative costs of stabilizing emissions at (1) 1990 levels (the 1 X case), (2) two times the 1990 levels (the 2X case), and (3) three times the 1990 levels (the 3X case). The analysis takes into account India`s rapidly growing population and the abundance of coal and biomass relative to other fuels. We also explore the impacts of a global tradable permits market to stabilize global carbon emissions on the Indian economy under the following two emissions allowance allocation methods: (1) {open_quotes}Grandfathered emissions{close_quotes}: emissions allowances are allocated based on 1990 emissions. (2) {open_quotes}Equal per capita emissions{close_quotes}: emissions allowances are allocated based on share of global population. Tradable permits represent a lower cost method to stabilize Indian emissions than carbon taxes, i.e., global action would benefit India more than independent actions.

DIAGNOSTICS ON THE SOURCE PROPERTIES OF A TYPE II RADIO BURST WITH SPECTRAL BUMPS

In recent studies, we proposed that source properties of type II radio bursts can be inferred through a causal relationship between the special shape of the type II dynamic spectrum (e.g., bump or break) and simultaneous extreme ultraviolet (EUV)/white light imaging observations (e.g., CME-shock crossing streamer structures). As a further extension of these studies, in this paper we examine the coronal mass ejection (CME) event on 2007 December 31 associated with a multiple type II radio burst. We identify the presence of two spectral bump features on the observed dynamic spectrum. By combining observational analyses of the radio spectral observations and the EUV-white light imaging data, we conclude that the two spectral bumps result from a CME-shock propagating across dense streamers on the southern and northern sides of the CME. It is inferred that the corresponding two type II emissions originate separately from the two CME-shock flanks where the shock geometries are likely quasi-perpendicular or oblique. Since the emission lanes are bumped as a whole within a relatively short time, it suggests that the type II radio bursts with bumps of this study are emitted from spatially confined sources (with a projected lateral dimension smaller than 0.05-0.1 R{sub Sun} at a fundamental frequency level of 20-30 MHz).

A DETAILED COMPARISON BETWEEN THE OBSERVED AND SYNTHESIZED PROPERTIES OF A SIMULATED TYPE II SPICULE

We have performed a three-dimensional radiative MHD simulation of the solar atmosphere. This simulation shows a jet-like feature that shows similarities to the type II spicules observed for the first time with Hinode's Solar Optical Telescope. Rapid blueshifted events (RBEs) on the solar disk are associated with these spicules. Observational results suggest they may contribute significantly in supplying the corona with hot plasma. We perform a detailed comparison of the properties of the simulated jet with those of type II spicules (observed with Hinode) and RBEs (with ground-based instruments). We analyze a wide variety of synthetic emission and absorption lines from the simulations including chromospheric (Ca II 8542 A, Ca II H, and H{alpha}) to transition region and coronal temperatures (10,000 K to several million K). We compare their synthetic intensities, line profiles, Doppler shifts, line widths, and asymmetries with observations from Hinode/SOT and EIS, SOHO/SUMER, the Swedish 1 m Solar Telescope, and SDO/AIA. Many properties of the synthetic observables resemble the observations, and we describe in detail the physical processes that lead to these observables. Detailed analysis of the synthetic observables provides insight into how observations should be analyzed to derive information about physical variables in such a dynamic event. For example, we find that line-of-sight superposition in the optically thin atmosphere requires the combination of Doppler shifts and spectral line asymmetry to determine the velocity in the jet. In our simulated type II spicule, the lifetime of the asymmetry of the transition region lines is shorter than that of the coronal lines. Other properties differ from the observations, especially in the chromospheric lines. The mass density of the part of the spicule with a chromospheric temperature is too low to produce significant opacity in chromospheric lines. The synthetic Ca II 8542 A and H{alpha} profiles therefore do not show signal resembling RBEs. These and other discrepancies are described in detail, and we discuss which mechanisms and physical processes may need to be included in the MHD simulations to mimic the thermodynamic processes of the chromosphere and corona, in particular to reproduce type II spicules.

Electronic and optical properties of single excitons and biexcitons in type-II quantum dot nanocrystals

In this study, a detailed investigation of the electronic and optical properties (i.e., binding energies, absorption wavelength, overlap of the electron-hole wave functions, recombination oscillator strength, etc.) of an exciton and a biexciton in CdTe/CdSe core/shell type-II quantum dot heterostructures has been carried out in the frame of the single band effective mass approximation. In order to determine the electronic properties, we have self-consistently solved the Poisson-Schrödinger equations in the Hartree approximation. We have considered all probable Coulomb interaction effects on both energy levels and also on the corresponding wave functions for both single exciton and biexciton. In addition, we have taken into account the quantum mechanical exchange-correlation effects in the local density approximation between same kinds of particles for biexciton. Also, we have examined the effect of the ligands and dielectric mismatch on the electronic and optical properties. We have used a different approximation proposed by Sahin and Koc [Appl. Phys. Lett. 102, 183103 (2013)] for the recombination oscillator strength of the biexciton for bound and unbound cases. The results obtained have been presented comparatively as a function of the shell thicknesses and probable physical reasons in behind of the results have been discussed in a detail.

Superflares on Solar Type Stars Observed with Kepler I. Statistical Properties of Superflares

By extending our previous study by Maehara et al. (2012), we searched for superflares on G-type dwarfs (solar type stars) using Kepler data for a longer period (500 days) than that (120 days) in our previous study. As a result, we found 1547 superflares on 279 G-type dwarfs, which are much more than previous 365 superflares on 148 stars. Using these new data, we studied the statistical properties of occurrence frequency of superflares, and basically confirmed the previous results, i.e., the occurrence frequency (dN/dE) of superflares vs flare energy (E) shows power-law distribution with dN/dE \\propto E^{-\\alpha}, where \\alpha ~ 2. It is interesting that this distribution is roughly on the same line as that for solar flares. We also studied long-term (500 days) stellar brightness variation of these superflare stars and found that in some G-type dwarfs the occurrence rate of superflares was extremely high, ?57 superflares in 500 days (i.e., once in 10 days). In the case of Sun-like stars, the most active stars show a frequency of one superflare (with 10{sup 34} erg) in 100 days. There is evidence that these superflare stars have extremely large starspots with a size about 10 times larger than that of the largest sunspot. We argue that the physical origin of the extremely high occurrence rate of superflares in these stars may be attributed to the existence of extremely large starspots.

HOST GALAXY PROPERTIES AND HUBBLE RESIDUALS OF TYPE Ia SUPERNOVAE FROM THE NEARBY SUPERNOVA FACTORY

We examine the relationship between Type Ia supernova (SN Ia) Hubble residuals and the properties of their host galaxies using a sample of 115 SNe Ia from the Nearby Supernova Factory. We use host galaxy stellar masses and specific star formation rates fitted from photometry for all hosts, as well as gas-phase metallicities for a subset of 69 star-forming (non-active galactic nucleus) hosts, to show that the SN Ia Hubble residuals correlate with each of these host properties. With these data we find new evidence for a correlation between SN Ia intrinsic color and host metallicity. When we combine our data with those of other published SN Ia surveys, we find the difference between mean SN Ia brightnesses in low- and high-mass hosts is 0.077 {+-} 0.014 mag. When viewed in narrow (0.2 dex) bins of host stellar mass, the data reveal apparent plateaus of Hubble residuals at high and low host masses with a rapid transition over a short mass range (9.8 {<=} log (M{sub *}/M{sub Sun }) {<=} 10.4). Although metallicity has been a favored interpretation for the origin of the Hubble residual trend with host mass, we illustrate how dust in star-forming galaxies and mean SN Ia progenitor age both evolve along the galaxy mass sequence, thereby presenting equally viable explanations for some or all of the observed SN Ia host bias.

Rectification properties of n-type nanocrystalline diamond heterojunctions to p-type silicon carbide at high temperatures

Highly rectifying heterojunctions of n-type nanocrystalline diamond (NCD) films to p-type 4H-SiC substrates are fabricated to develop p-n junction diodes operable at high temperatures. In reverse bias condition, a potential barrier for holes at the interface prevents the injection of reverse leakage current from the NCD into the SiC and achieves the high rectification ratios of the order of 10{sup 7} at room temperature and 10{sup 4} even at 570?K. The mechanism of the forward current injection is described with the upward shift of the defect energy levels in the NCD to the conduction band of the SiC by forward biasing. The forward current shows different behavior from typical SiC Schottky diodes at high temperatures.

There are inconsistencies in the EIA published end-use price data with respect to Federal, state, and local government sales and excise taxes; some publications include end-use taxes and others do not. The reason for including these taxes in end-use energy prices is to provide consistent and accurate information on the total cost of energy purchased by the final consumer. Preliminary estimates are made of the effect on prices (bias) reported in SEPER (State Energy Price and Expenditure Report) resulting from the inconsistent treatment of taxes. Carrier transport properties of Be-doped InAs/InAsSb type-II infrared superlattices

The InAs/InAsSb type-II superlattice materials studied to date for infrared detector applications have been residually n-type, but p-type absorber regions with minority carrier electrons can result in increased photodiode quantum efficiency, R{sub o}A, and detectivity. Therefore, Be-doped InAs/InAsSb superlattices were investigated to determine the p-type InAs/InAsSb superlattice material transport properties essential to developing high quality photodiode absorber materials. Hall measurements performed at 10?K revealed that the superlattice converted to p-type with Be-doping of 3 × 10{sup 16} cm{sup ?3} and the hole mobility reached 24 400 cm{sup 2}/Vs. Photoresponse measurements at 10?K confirmed the 175?meV bandgap and material optical quality.

A grid of MARCS model atmospheres for late-type stars I. Methods and general properties

We have constructed a grid of about 10,000 spherically symmetric and plane-parallel models with the MARCS program, and make it available for public use. Parameter ranges are: Teff=2500 to 8000 K, log g =log(GM/R2)= -1 to 5 (cgs) with various masses and radii, [Me/H]=-5 to +1, with [Alpha/Fe] = 0.0 and 0.4 and different choices of C and N abundances to also represent stars of types R, S and N, and with microturbulence parameters from 1 to 5 km/s. We also list fluxes in approximately 108,000 wavelength points. Underlying assumptions in addition to 1D stratification include hydrostatic equilibrium, MLT convection and LTE. A number of general properties of the models are discussed, in relation to the effects of changing blanketing and sphericity. Models are compared with other available grids and excellent agreement is found with plane-parallel models of Castelli and Kurucz within the overlapping parameter range. Although there are departures from the spherically symmetric NextGen models, the agreement with more recent PHOENIX models is gratifying. The models of the grid show regularities, but some interesting departures from general patterns occur for the coolest models due to the molecular opacities. We have tested rules of thumb concerning effects of blanketing and sphericity and found them to often be astonishingly accurate. Some interesting new phenomena have been discovered, such as the intricate coupling between blanketing and sphericity, and the strong effects of carbon enhancement on metal-poor models. We give further details of models and comparisons with observations in subsequent papers.

Owing to their high thermoelectric (TE) figure-of-merit, nanostructured Si{sub 80}Ge{sub 20} alloys are evolving as a potential replacement for their bulk counterparts in designing efficient radio-isotope TE generators. However, as the mechanical properties of these alloys are equally important in order to avoid in-service catastrophic failure of their TE modules, we report the strength, hardness, fracture toughness, and thermal shock resistance of nanostructured n-type Si{sub 80}Ge{sub 20} alloys synthesized employing spark plasma sintering of mechanically alloyed nanopowders of its constituent elements. These mechanical properties show a significant enhancement, which has been correlated with the microstructural features at nano-scale, delineated by transmission electron microscopy.

They are shown to belong either to the non-expanding Kundt class or to the expanding Robinson-Trautman class. Invariant subclasses of each class are defined and the corresponding metrics are given explicitly in suitable canonical coordinates. Relations between the subclasses and their geometrical properties are analyzed. In the subsequent paper these solutions are interpreted as exact gravitational waves propagating in de Sitter or anti-de Sitter spacetimes.

Barrier properties of PE, PP and EVA (nano)composites - The influence of filler type and concentration

Nanocomposite materials with layered clay used as nanofiller and polyethylene (PE), polypropylene (PP) and copolymer ethylene and vinyl acetate matrix (EVA, the content of VA component 19 wt. %) were prepared by compounding the individual components in Brabender kneader. The MMT Na+ and four types of commercial products such as Nanofil N 5 and N3000, Cloisite 93A and 30B were used as nanofillers. Next to the clays microprecipitated CaHCO{sub 3}, nanosilica and Halloysite tubes were used. The quantity of all the above-mentioned (nano)fillers was 1, 3 and 5 wt. % in relation to the content of montmorillonite. The aim was to evaluate the influence of (nano)filler type and concentration on nanocomposite barrier properties. The morphology of nanocomposite samples was examined by means of XRD analysis illustrated by transmission electronic microscopy TEM. Furthermore, permeability for O{sub 2} and CO{sub 2} were observed.

The Properties of Early-type Stars in the Magellanic Clouds

The past decade has witnessed impressive progress in our understanding of the physical properties of massive stars in the Magellanic Clouds, and how they compare to their cousins in the Galaxy. I summarise new results in this field, including evidence for reduced mass-loss rates and faster stellar rotational velocities in the Clouds, and their present-day compositions. I also discuss the stellar temperature scale, emphasizing its dependence on metallicity across the entire upper-part of the Hertzsprung-Russell diagram.

Magnetic and microwave properties of U-type hexaferrite films with high remanence and low ferromagnetic resonance linewidth

U-type barium hexaferrite films (Ba{sub 4}Ni{sub 1.4}Co{sub 0.6}Fe{sub 36}O{sub 60}) were deposited on (0001) sapphire substrates by pulsed laser deposition. Microstructure and magnetic properties of the films were characterized by X-ray diffraction, scanning electron microscopy and vibrating sample magnetometry. Ferromagnetic resonance (FMR) measurements were performed at X-band. The results indicate an anisotropy field of ?8 kOe, and the saturation magnetization (4?M{sub s}) of ?3.6 kG. An optimal post-deposition annealing of films results in a strong (0 0?n) crystallographic texture and a high hysteresis loop squareness (M{sub r}/M{sub s}?=?92%) leading to self biased properties. Furthermore, the highly self-biased ferrite films exhibited an FMR linewidth of ?200?Oe. The U-type hexaferrite films having low microwave loss, low magnetic anisotropy field, and high squareness are a suitable alternative to Sc or In doped BaM ferrites that have been the choice material for self-biased microwave devices at X-band frequencies.

Tubular dense perovskite type membranes were prepared by isostatic pressing and plastic extrusion. The resulting tubular La{sub 0.6}Sr{sub 0.4}Co{sub 0.2}Fe{sub 0.8}O{sub 3{minus}{delta}} perovskite type membrane prepared by plastic extrusion (designated as PE-LSCF) has a lower density and oxygen permeation flux compared with that prepared by isostatic pressing (designated as IP-LSCF). A ceramic binder developed by the research center provided reliable sealing for the tubular dense membrane at high temperature. The oxygen permeation flux increases with increasing temperature, and the value is about 0.13 cm{sup 3}/cm{sup 2} min (STP) at 1,123 K. The activation energy for oxygen permeation is 168 kJ/mol at the temperature range of 1,073--1,173. X-ray diffraction analysis for the membranes over 110 h of operation indicated that SrSO{sub 4}, CoSO{sub 4}, SrO, Co{sub 2}O{sub 3}, and La{sub 2}O{sub 3} were formed on the surfaces of the tubular membrane, especially for the tubular PE-LSCF membrane, because of interaction with trace SO{sub 2} in the air and the helium and segregation of surface elements.

Statistical properties of superflares on solar-type stars based on 1-min cadence data

We searched for superflares on solar-type stars using Kepler data with 1 min sampling in order to detect superflares with short duration. We found 187 superflares on 23 solar-type stars whose bolometric energy ranges from the order of $10^{32}$ erg to $10^{36}$ erg. Some superflares show multiple peaks with the peak separation of the order of $100$-$1000$ seconds which is comparable to the periods of quasi-periodic pulsations in solar and stellar flares. Using these new data combined with the results from the data with 30 min sampling, we found the occurrence frequency ($dN/dE$) of superflares as a function of flare energy ($E$) shows the power-law distribution ($dN/dE \\propto E^{-\\alpha}$) with $\\alpha \\sim -1.5$ for $10^{33}solar flares is about once in 500-600 years. Exploring the Properties of Dark Energy Using Type Ia Supernovae and Other Datasets

We reconstruct dark energy properties from two complementary supernova datasets -- the newly released Gold+HST sample and SNLS. The results obtained are consistent with standard $\\Lambda$CDM model within $2\\sigma$ error bars although the Gold+HST data favour evolving dark energy slightly more than SNLS. Using complementary data from baryon acoustic oscillations and the cosmic microwave background to constrain dark energy, we find that our results in this case are strongly dependent on the present value of the matter density $\\Omega_m$. Consequently, no firm conclusions regarding constancy or variability of dark energy density can be drawn from these data alone unless the value of $\\Omega_m$ is known to an accuracy of a few percent. However, possible variability is significantly restricted if this data is used in conjunction with supernova data.

Using Radar, Lidar, and Radiometer measurements to Classify Cloud Type and Study Middle-Level Cloud Properties

The project is mainly focused on the characterization of cloud macrophysical and microphysical properties, especially for mixed-phased clouds and middle level ice clouds by combining radar, lidar, and radiometer measurements available from the ACRF sites. First, an advanced mixed-phase cloud retrieval algorithm will be developed to cover all mixed-phase clouds observed at the ACRF NSA site. The algorithm will be applied to the ACRF NSA observations to generate a long-term arctic mixed-phase cloud product for model validations and arctic mixed-phase cloud processes studies. To improve the representation of arctic mixed-phase clouds in GCMs, an advanced understanding of mixed-phase cloud processes is needed. By combining retrieved mixed-phase cloud microphysical properties with in situ data and large-scale meteorological data, the project aim to better understand the generations of ice crystals in supercooled water clouds, the maintenance mechanisms of the arctic mixed-phase clouds, and their connections with large-scale dynamics. The project will try to develop a new retrieval algorithm to study more complex mixed-phase clouds observed at the ACRF SGP site. Compared with optically thin ice clouds, optically thick middle level ice clouds are less studied because of limited available tools. The project will develop a new two wavelength radar technique for optically thick ice cloud study at SGP site by combining the MMCR with the W-band radar measurements. With this new algorithm, the SGP site will have a better capability to study all ice clouds. Another area of the proposal is to generate long-term cloud type classification product for the multiple ACRF sites. The cloud type classification product will not only facilitates the generation of the integrated cloud product by applying different retrieval algorithms to different types of clouds operationally, but will also support other research to better understand cloud properties and to validate model simulations. The ultimate goal is to improve our cloud classification algorithm into a VAP.

PROPERTIES OF NEWLY FORMED DUST GRAINS IN THE LUMINOUS TYPE IIn SUPERNOVA 2010jl

Supernovae (SNe) have been proposed to be the main production sites of dust grains in the universe. However, our knowledge of their importance to dust production is limited by observationally poor constraints on the nature and amount of dust particles produced by individual SNe. In this paper, we present a spectrum covering optical through near-Infrared (NIR) light of the luminous Type IIn supernova 2010jl around one and a half years after the explosion. This unique data set reveals multiple signatures of newly formed dust particles. The NIR portion of the spectrum provides a rare example where thermal emission from newly formed hot dust grains is clearly detected. We determine the main population of the dust species to be carbon grains at a temperature of ?1350-1450 K at this epoch. The mass of the dust grains is derived to be ?(7.5-8.5) × 10{sup –4} M{sub ?}. Hydrogen emission lines show wavelength-dependent absorption, which provides a good estimate of the typical size of the newly formed dust grains (?< 0.1 ?m, and most likely ?< 0.01 ?m). We believe the dust grains were formed in a dense cooling shell as a result of a strong SN-circumstellar media (CSM) interaction. The dust grains occupy ?10% of the emitting volume, suggesting an inhomogeneous, clumpy structure. The average CSM density must be ?> 3 × 10{sup 7} cm{sup –3}, corresponding to a mass loss rate of ?> 0.02 M{sub ?} yr{sup –1} (for a mass loss wind velocity of ?100 km s{sup –1}). This strongly supports a scenario in which SN 2010jl and probably other luminous SNe IIn are powered by strong interactions within very dense CSM, perhaps created by Luminous-Blue-Variable-like eruptions within the last century before the explosion.

State and local governments in the United States are evaluating a wide range of policies to reduce carbon emissions, including, in some instances, carbon taxes, which have existed internationally for nearly 20 years. This report reviews existing carbon tax policies both internationally and in the United States. It also analyzes carbon policy design and effectiveness. Design considerations include which sectors to tax, where to set the tax rate, how to use tax revenues, what the impact will be on consumers, and how to ensure emissions reduction goals are achieved. Emission reductions that are due to carbon taxes can be difficult to measure, though some jurisdictions have quantified reductions in overall emissions and other jurisdictions have examined impacts that are due to programs funded by carbon tax revenues.

Models of the economic effects of an $80 billion carbon tax were compared for revenues applied to the federal deficit, income tax reduction, and investment tax credits. For revenues applied to retiring the federal deficit, the overall gross national product (GNP) decreased in the early years but was somewhat neutralized in the long run. Revenues applied to cut income taxes did not result in an increase of GNP levels at any time, and the use of revenues to provide investment tax credits showed mixed results.

Comparison of crystal growth and thermoelectric properties of n-type Bi-Se-Te and p-type Bi-Sb-Te nanocrystalline thin films: Effects of homogeneous irradiation with an electron beam

The effects of homogenous electron beam (EB) irradiation on the crystal growth and thermoelectric properties of n-type Bi-Se-Te and p-type Bi-Sb-Te thin films were investigated. Both types of thin films were prepared by flash evaporation, after which homogeneous EB irradiation was performed at an acceleration voltage of 0.17?MeV. For the n-type thin films, nanodots with a diameter of less than 10?nm were observed on the surface of rice-like nanostructures, and crystallization and crystal orientation were improved by EB irradiation. The resulting enhancement of mobility led to increased electrical conductivity and thermoelectric power factor for the n-type thin films. In contrast, the crystallization and crystal orientation of the p-type thin films were not influenced by EB irradiation. The carrier concentration increased and mobility decreased with increased EB irradiation dose, possibly because of the generation of defects. As a result, the thermoelectric power factor of p-type thin films was not improved by EB irradiation. The different crystallization behavior of the n-type and p-type thin films is attributed to atomic rearrangement during EB irradiation. Selenium in the n-type thin films is more likely to undergo atomic rearrangement than the other atoms present, so only the crystallinity of the n-type Bi-Se-Te thin films was enhanced.

To no one's surprise, the administration's recently released energy initiative package does not advocate the use of tax incentives such as the Internal Revenue Code Sec. 29 (tight sand gas) credit that expired Dec. 31, 1992. This is unfortunate since tax credits do stimulate drilling, as the authors' recent study of Oklahoma's Pennsylvanian age Cherokee formation demonstrates. Within this 783,000 acre study area, more than 130 additional wells were drilled between 1991--92 because of tax credit incentives. And such tax credits also increase total federal tax revenues by causing wells to be drilled that would not have been drilled or accelerating the drilling of wells, thereby increasing taxable revenue. In short, tax credits create a win-win situation: they stimulate commerce, increase tax revenues, reduce the outflow of capital to foreign petroleum projects, and add to the nation's natural gas reserve, which is beneficial for national security, balance of payments, the environment, and gas market development. The paper discusses the study assumptions, study results, and the tax credit policy.

Thermoelectric Properties of Au- Containing Type-I Clathrates Ba8AuxGa16-3xGe30+2x

Type I clathrates, with compositions based on Ba8Ga16Ge30, are a class of promising thermoelectric materials due to their intrinsically low thermal conductivity. It has been demonstrated previously that the thermoelectric performance can be improved by transition metal substitution of the framework atoms. In this study, the effects of Au substitution for Ga/Ge on thermal and electrical transport properties of type I clathrate compounds have been investigated. Polycrystalline samples with a large range of Au content have been synthesized using conventional solid state techniques with the actual compositions of resulting materials approximately following Zintl-Klemm rules. The charge carrier type changes from electrons (n) to holes (p) as the Au content increases. The Seebeck coefficient (S) and power factor (S2/ where is the electrical resistivity) were improved by Au substitution and the resulting overall thermoelectric properties were enhanced by Au substitution with a thermoelectric figure of merit ZT ~ 0.63 at temperature T = 740 K for the composition Ba8Au5.47Ge39.96. The results presented herein show that Au-containing type I clathrates are promising p-type thermoelectric materials for high temperature applications.

Using the sample of Type Ia supernovae (SNe Ia) discovered by the Hubble Space Telescope (HST) Cluster Supernova Survey and augmented with HST-observed SNe Ia in the Great Observatories Origins Deep Survey (GOODS) fields, we search for correlations between the properties of SNe and their host galaxies at high redshift. We use galaxy color and quantitative morphology to determine the red sequence in 25 clusters and develop a model to distinguish passively evolving early-type galaxies from star-forming galaxies in both clusters and the field. With this approach, we identify 6 SN Ia hosts that are early-type cluster members and 11 SN Ia hosts that are early-type field galaxies. We confirm for the first time at z > 0.9 that SNe Ia hosted by early-type galaxies brighten and fade more quickly than SNe Ia hosted by late-type galaxies. We also show that the two samples of hosts produce SNe Ia with similar color distributions. The relatively simple spectral energy distributions expected for passive galaxies enable us to measure stellar masses of early-type SN hosts. In combination with stellar mass estimates of late-type GOODS SN hosts from Thomson and Chary, we investigate the correlation of host mass with Hubble residual observed at lower redshifts. Although the sample is small and the uncertainties are large, a hint of this relation is found at z > 0.9. By simultaneously fitting the average cluster galaxy formation history and dust content to the red-sequence scatters, we show that the reddening of early-type cluster SN hosts is likely E(B - V) {approx}< 0.06. The similarity of the field and cluster early-type host samples suggests that field early-type galaxies that lie on the red sequence may also be minimally affected by dust. Hence, the early-type-hosted SNe Ia studied here occupy a more favorable environment to use as well-characterized high-redshift standard candles than other SNe Ia.

Deep Geologic Nuclear Waste Disposal - No New Taxes - 12469

To some, the perceived inability of the United States to dispose of high-level nuclear waste justifies a moratorium on expansion of nuclear power in this country. Instead, it is more an example of how science yields to social pressure, even on a subject as technical as nuclear waste. Most of the problems, however, stem from confusion on the part of the public and their elected officials, not from a lack of scientific knowledge. We know where to put nuclear waste, how to put it there, how much it will cost, and how well it will work. And it's all about the geology. The President's Blue Ribbon Commission on America's Nuclear Future has drafted a number of recommendations addressing nuclear energy and waste issues (BRC 2011) and three recommendations, in particular, have set the stage for a new strategy to dispose of high-level nuclear waste and to manage spent nuclear fuel in the United States: 1) interim storage for spent nuclear fuel, 2) resumption of the site selection process for a second repository, and 3) a quasi-government entity to execute the program and take control of the Nuclear Waste Fund in order to do so. The first two recommendations allow removal and storage of spent fuel from reactor sites to be used in the future, and allows permanent disposal of actual waste, while the third controls cost and administration. The Nuclear Waste Policy Act of 1982 (NPWA 1982) provides the second repository different waste criteria, retrievability, and schedule, so massive salt returns as the candidate formation of choice. The cost (in 2007 dollars) of disposing of 83,000 metric tons of heavy metal (MTHM) high-level waste (HLW) is about $ 83 billion (b) in volcanic tuff, $ 29 b in massive salt, and $ 77 b in crystalline rock. Only in salt is the annual revenue stream from the Nuclear Waste Fund more than sufficient to accomplish this program without additional taxes or rate hikes. The cost is determined primarily by the suitability of the geologic formation, i.e., how well it performs on its own for millions of years with little engineering assistance from humans. It is critical that the states most affected by this issue (WA, SC, ID, TN, NM and perhaps others) develop an independent multi-state agreement in order for a successful program to move forward. Federal approval would follow. Unknown to most, the United States has a successful operating deep permanent geologic nuclear repository for high and low activity waste, called the Waste Isolation Pilot Plant (WIPP) near Carlsbad, New Mexico. Its success results from several factors, including an optimal geologic and physio-graphic setting, a strong scientific basis, early regional community support, frequent interactions among stakeholders at all stages of the process, long-term commitment from the upper management of the U.S. Department of Energy (DOE) over several administrations, strong New Mexico State involvement and oversight, and constant environmental monitoring from before nuclear waste was first emplaced in the WIPP underground (in 1999) to the present. WIPP is located in the massive bedded salts of the Salado Formation, whose geological, physical, chemical, redox, thermal, and creep-closure properties make it an ideal formation for long-term disposal, long-term in this case being greater than 200 million years. These properties also mean minimal engineering requirements as the rock does most of the work of isolating the waste. WIPP has been operating for twelve years, and as of this writing, has disposed of over 80,000 m{sup 3} of nuclear weapons waste, called transuranic or TRU waste (>100 nCurie/g but <23 Curie/1000 cm{sup 3}) including some high activity waste from reprocessing of spent fuel from old weapons reactors. All nuclear waste of any type from any source can be disposed in this formation better, safer and cheaper than in any other geologic formation. The effect of long-term aging at intermediate temperatures on the mechanical properties of stainless steel welds has been studied. Three type 308 multipass shielded metal-arc welds with ferrite levels of 4, 8, and 12% were aged up to 20,000 h at 343C. Tensile tests showed little effect of aging on either the yield or ultimate tensile strengths, but the impact toughness was significantly degraded. The extent of the degradation increased with increasing ferrite content and increasing aging time. Examination of the microstructure with transmission electron microscopy and atom probe field-ion microscopy revealed that the ferrite phase had undergone spinodal decomposition as a result of aging. In addition, G-phase particles were observed at dislocations, and finer G-phase particles were homogeneously distributed throughout the ferrite phase. The changes in the mechanical properties and the fractography are discussed in light of the observed changes in the microstructure.

The structural, electronic and dynamic properties of the cubic Co{sub 3}Ti alloy in L1{sub 2} structure have been investigated using a pseudopotential plane wave (PP-PW) method within the generalized gradient approximation proposed by Perdew–Burke–Ernzerhof (GGA-PBE). The structural properties, including the lattice constant, the bulk modulus and its pressure derivative agree reasonably with the previous results. The density of state (DOS), projected density of state (PDOS) and electronic band structure are also reported. The DOS shows that Co{sub 3}Ti alloy has a metallic character since the energy bands cross the Fermi level. The density of states at Fermi level mainly comes from the Co-3d states. Phonon dispersion curves and their corresponding total densities of states were obtained using a linear response in the framework of the density functional perturbation theory. All computed phonon frequencies are no imaginer and thus, Co{sub 3}Ti alloy is dynamically stable. The zone center phonon modes have been founded to be 9.307, 9.626 and 13.891 THz for Co{sub 3}Ti.
