    Green buildings, also known as sustainable buildings, resource efficient buildings, and high performance buildings, are structures that minimize the impact on the environment by using less energy and water, reducing solid waste and pollutants, and limiting the depletion of natural resources. As Idaho National Laboratory (INL) becomes the nation’s premier nuclear energy research laboratory, the physical infrastructure will be established to help accomplish the mission. This infrastructure, particularly the buildings, should incorporate green design features in order to be environmentally responsible and reflect an image of progressiveness and innovation to the public and prospective employees. With this in mind, the recommendations described in this strategy are intended to form the INL foundation for green building standards. The recommendations in this strategy are broken down into three levels: Baseline Minimum, Leadership in Energy and Environmental Design (LEED)Certification, and Innovative. Baseline Minimum features should be included in all new occupied buildings no matter what the purpose or size. These features do not require significant research, design, or capital costs and yet they can reduce Operation and Maintenance (O&M) costs and produce more environmentally friendly buildings. LEED Certification features are more aggressive than the Baseline Minimums in that they require documentation, studies, and/or additional funding. Combined with the Baseline Minimums, many of the features in this level will need to be implemented to achieve the goal of LEED certification. LEED Silver certification should be the minimum goal for all new buildings (including office buildings, laboratories, cafeterias, and visitor centers) greater than 25,000 square feet or a total cost of $10 million. Innovative features can also contribute to LEED certification, but are less mainstream than those listed in the previous two levels. These features are identified as areas where INL can demonstrate leadership but they could require significant upfront cost, additional studies, and/or development. Appendix A includes a checklist summary of the INL Green Building Strategy that can be used as a tool during the design process when considering which green building features to include. It provides a quick reference for determining which strategies have lower or no increased capital cost, yield lower O&M costs, increase employee productivity, and contribute to LEED certification.

    Jackson Park Hospital completed the construction of a new Medical Office Building on its campus this spring. The new building construction has adopted the City of Chicago's recent focus on protecting the environment, and conserving energy and resources, with the introduction of green building codes. Located in a poor, inner city neighborhood on the South side of Chicago, Jackson Park Hospital has chosen green building strategies to help make the area a better place to live and work. The new green building houses the hospital's Family Medicine Residency Program and Specialty Medical Offices. The residency program has been vital in attracting new, young physicians to this medically underserved area. The new outpatient center will also help to allure needed medical providers to the community. The facility also has areas designated to women's health and community education. The Community Education Conference Room will provide learning opportunities to area residents. Emphasis will be placed on conserving resources and protecting our environment, as well as providing information on healthcare access and preventive medicine. The new Medical Office Building was constructed with numerous energy saving features. The exterior cladding of the building is an innovative, locally-manufactured precast concrete panel system with integral insulation that achieves an R-value in excess of building code requirements. The roof is a 'green roof' covered by native plantings, lessening the impact solar heat gain on the building, and reducing air conditioning requirements. The windows are low-E, tinted, and insulated to reduce cooling requirements in summer and heating requirements in winter. The main entrance has an air lock to prevent unconditioned air from entering the building and impacting interior air temperatures. Since much of the traffic in and out of the office building comes from the adjacent Jackson Park Hospital, a pedestrian bridge connects the two buildings, further decreasing the amount of unconditioned air that enters the office building. The HVAC system has an Energy Efficiency Rating 29% greater than required. No CFC based refrigerants were used in the HVAC system, thus reducing the emission of compounds that contribute to ozone depletion and global warming. In addition, interior light fixtures employ the latest energy-efficient lamp and ballast technology. Interior lighting throughout the building is operated by sensors that will automatically turn off lights inside a room when the room is unoccupied. The electrical traction elevators use less energy than typical elevators, and they are made of 95% recycled material. Further, locally manufactured products were used throughout, minimizing the amount of energy required to construct this building. The primary objective was to construct a 30,000 square foot medical office building on the Jackson Park Hospital campus that would comply with newly adopted City of Chicago green building codes focusing on protecting the environment and conserving energy and resources. The energy saving systems demonstrate a state of the-art whole-building approach to energy efficient design and construction. The energy efficiency and green aspects of the building contribute to the community by emphasizing the environmental and economic benefits of conserving resources. The building highlights the integration of Chicago's new green building codes into a poor, inner city neighborhood project and it is designed to attract medical providers and physicians to a medically underserved area.

    Energy-efficient buildings are seen by climate change experts as one of the least-cost approaches to mitigating greenhouse gas emissions. This paper summarizes a study done for the Pew Center on Global Climate Change that takes a broader look at the potential role of a climate-friendly built environment including not only considerations of how buildings are constructed and used, but also how they interface with the electric grid and where they are located in terms of urban densities and access to employment and services. In addition to summarizing mechanisms of change (barriers and drivers), the paper reviews a set of policies that could bring carbon emissions in the building sector in 2025 back almost to 2004 levels. By mid-century, the combination of green buildings and smart growth could deliver the deeper reductions that many believe are needed to mitigate climate change.

    Labels, certifications, and rating systems for energy efficiency performance and “green” attributes of buildings have been available in the U.S. for over 10 years, and used extensively in the European Union and Australia for longer. Such certifications and ratings can make energy efficiency more visible, and could help spur demand for energy efficiency if these designations are shown to have a positive impact on sales or rental prices. This policy brief discusses the findings and methodologies from recent studies on this topic, and suggests recommendations for future research. Although there have been just a handful of studies within the last 10 years that have investigated these effects, a few key findings emerge: To maximize sales price impact, label or rating information must be disclosed early and visibly in the sales process; The approach to evaluating energy efficiency labels (e.g., ENERGY STAR) and general “green” certifications (e.g., LEED or GreenPoint Rated) may need to be different, depending on the type, vintage and market penetration of the label; Collaborative efforts to promote label adoption and build a large dataset of labeled buildings will be required to produce reliable study results.

    2nd report on the performance of GSA's sustainably designed buildings. The purpose of this study was to provide an overview of measured whole building performance as it compares to GSA and industry baselines. The PNNL research team found the data analysis illuminated strengths and weaknesses of individual buildings as well as the portfolio of buildings. This section includes summary data, observations that cross multiple performance metrics, discussion of lessons learned from this research, and opportunities for future research. The summary of annual data for each of the performance metrics is provided in Table 25. The data represent 1 year of measurements and are not associated with any specific design features or strategies. Where available, multiple years of data were examined and there were minimal significant differences between the years. Individually focused post occupancy evaluation (POEs) would allow for more detailed analysis of the buildings. Examining building performance over multiple years could potentially offer a useful diagnostic tool for identifying building operations that are in need of operational changes. Investigating what the connection is between the building performance and the design intent would offer potential design guidance and possible insight into building operation strategies. The 'aggregate operating cost' metric used in this study represents the costs that were available for developing a comparative industry baseline for office buildings. The costs include water utilities, energy utilities, general maintenance, grounds maintenance, waste and recycling, and janitorial costs. Three of the buildings that cost more than the baseline in Figure 45 have higher maintenance costs than the baseline, and one has higher energy costs. Given the volume of data collected and analyzed for this study, the inevitable request is for a simple answer with respect to sustainably designed building performance. As previously stated, compiling the individual building values into single metrics is not statistically valid given the small number of buildings, but it has been done to provide a cursory view of this portfolio of sustainably designed buildings. For all metrics except recycling cost per rentable square foot and CBE survey response rate, the averaged building performance was better than the baseline for the GSA buildings in this study.

    This award was split into five tasks, HVAC replacement, lighting retrofitting, daylight harvesting, data center virtualization, and traffic signal retrofitting. The first three tasks were combined into an Energy Performance Contract on seven City facilities. This allowed for the total cost of the project to be offset by guaranteed savings over a 14 year period. The other two projects where done by separate vendors and successfully completed. The combination of these five tasks will result in a significant reduction in our energy consumption city wide, and will also translate to savings for the taxpayer on utility costs.     Complex buildings such as laboratories, data centers and cleanrooms present particular challenges for energy benchmarking because it is difficult to normalize special requirements such as health and safety in laboratories and reliability (i.e., system redundancy to maintain uptime) in data centers which significantly impact energy use. For example, air change requirements vary widely based on the type of work being performed in each laboratory space. We present methods and tools for energy benchmarking in laboratories, as an exemplar of a complex building type. First, we address whole building energy metrics and normalization parameters. We present empirical methods based on simple data filtering as well as multivariate regression analysis on the Labs21 database. The regression analysis showed lab type, lab-area ratio and occupancy hours to be significant variables. Yet the dataset did not allow analysis of factors such as plug loads and air change rates, both of which are critical to lab energy use. The simulation-based method uses an EnergyPlus model to generate a benchmark energy intensity normalized for a wider range of parameters. We suggest that both these methods have complementary strengths and limitations. Second, we present"action-oriented" benchmarking, which extends whole-building benchmarking by utilizing system-level features and metrics such as airflow W/cfm to quickly identify a list of potential efficiency actions which can then be used as the basis for a more detailed audit. While action-oriented benchmarking is not an"audit in a box" and is not intended to provide the same degree of accuracy afforded by an energy audit, we demonstrate how it can be used to focus and prioritize audit activity and track performance at the system level. We conclude with key principles that are more broadly applicable to other complex building types.

    Transitioning from standard light frame to a thermal mass wall system in a high performance home will require a higher level of design integration with the mechanical systems. The much higher mass in the ICF wall influences heat transfer through the wall and affects how the heating and cooling system responds to changing outdoor conditions. This is even more important for efficient, low-load homes with efficient heat pump systems in colder climates where the heating and cooling peak loads are significantly different from standard construction.This report analyzes a range of design features and component performance estimates in an effort to select practical, cost-effective solutions for high performance homes in a cold climate. Of primary interest is the influence of the ICF walls on developing an effective air sealing strategy and selecting an appropriate heating and cooling equipment type and capacity. The domestic water heating system is analyzed for costs and savings to investigate options for higher efficiency electric water heating. A method to ensure mechanical ventilation air flows is examined. The final solution package includes high-R mass walls, very low infiltration rates, multi-stage heat pump heating, solar thermal domestic hot water system, and energy recovery ventilation. This solution package can be used for homes to exceed 2012 International Energy Conservation Code requirements throughout all climate zones and achieves the DOE Challenge Home certification.

    In recent years, roof-spraying and rooftop lawns have proven effective on roofs with poor thermal insulation. However, the roofs of most buildings have insulating material to provide thermal insulation during the winter. The effects of insulation has not previously been quantified. In this study, the authors collected measurements of an insulated building to quantify the thermal effects of roof-spraying and rooftop lawns. Roof-spraying did not significantly reduce cooling loads and required significant amounts of water. The conclusion is that roof spraying is not suitable for buildings with well-insulated roofs. Rooftop lawns, however, significantly stabilized the indoor temperature while additionally helping to mitigate the heat island phenomenon.

    The safety assessment of packages for the transport of radioactive materials with content containing liquids requires special consideration. The main focus is on water as supplementary liquid content in Type B(U) packages. A typical content of a Type B(U) package is ion exchange resin, waste of a nuclear power plant, which is not dried, normally only drained. Besides the saturated ion exchange resin, a small amount of free water can be included in these contents. Compared to the safety assessment of packages with dry content, attention must be paid to some more specific issues. An overview of these issues is provided. The physical and chemical compatibility of the content itself and the content compatibility with the packages materials must be demonstrated for the assessment. Regarding the mechanical resistance the package has to withstand the forces resulting from the freezing liquid. The most interesting point, however, is the pressure build-up inside the package due to vaporization. This could for example be caused by radiolysis of the liquid and must be taken into account for the storage period. If the package is stressed by the total inner pressure, this pressure leads to mechanical loads to the package body, the lid and the lid bolts. Thus, the pressure is the driving force on the gasket system regarding the activity release and a possible loss of tightness. The total pressure in any calculation is the sum of partial pressures of different gases which can be caused by different effects. The pressure build-up inside the package caused by the regulatory thermal test (30 min at 800 deg. C), as part of the cumulative test scenario under accident conditions of transport is discussed primarily. To determine the pressure, the temperature distribution in the content must be calculated for the whole period from beginning of the thermal test until cooling-down. In this case, while calculating the temperature distribution, conduction and radiation as well as evaporation and condensation during the associated process of transport have to be considered. This paper discusses limiting amounts of water inside the cask which could lead to unacceptable pressure and takes into account saturated steam as well as overheated steam. However, the difficulties of assessing casks containing wet content will be discussed. From the authority assessment point of view, drying of the content could be an effective way to avoid the above described pressure build-up and the associated difficulties for the safety assessment.     Green roofs, roof systems that support vegetation, are rapidly becoming one of the most popular sustainable methods to combat urban environmental problems in North America. An extensive list of literature has been published in the past three decades recording the ecological benefits of green roofs; and now those benefits have been measured in enumerated data as a means to analyze the costs and returns of green roof technology. Most recently several studies have made substantial progress quantifying the monetary savings associated with storm water mitigation, the lessoning of the Urban Heat Island, and reduction of building cooling demands due to the implementation of green roof systems. Like any natural vegetation, a green roof is capable of absorbing the precipitation that falls on it. This capability has shown to significantly decrease the amount of storm water runoff produced by buildings as well as slow the rate at which runoff is dispensed. As a result of this reduction in volume and velocity, storm drains and sewage systems are relieved of any excess stress they might experience in a storm. For many municipalities and private building owners, any increase in storm water mitigation can result in major tax incentives and revenue that does not have to be spent on extra water treatments. Along with absorption of water, vegetation on green roofs is also capable of transpiration, the process by which moisture is evaporated into the air to cool ambient temperatures. This natural process aims to minimize the Urban Heat Island Effect, a phenomenon brought on by the dark and paved surfaces that increases air temperatures in urban cores. As the sun distributes solar radiation over a city's area, dark surfaces such as bitumen rooftops absorb solar rays and their heat. That heat is later released during the evening hours and the ambient temperatures do not cool as they normally would, creating an island of constant heat. Such excessively high temperatures induce heat strokes, heat exhaustion, and pollution that can agitate the respiratory system. The most significant savings associated with green roofs is in the reduction of cooling demands due to the green roof's thermal mass and their insulating properties. Unlike a conventional roof system, a green roof does not absorb solar radiation and transfer that heat into the interior of a building. Instead the vegetation acts as a shade barrier and stabilizes the roof temperature so that interior temperatures remain comfortable for the occupants. Consequently there is less of a demand for air conditioning, and thus less money spent on energy. At LANL the potential of green roof systems has already been realized with the construction of the accessible green roof on the Otowi building. To further explore the possibilities and prospective benefits of green roofs though, the initial capital costs must be invested. Three buildings, TA-03-1698, TA-03-0502, and TA-53-0031 have all been identified as sound candidates for a green roof retrofit project. It is recommended that LANL proceed with further analysis of these projects and implementation of the green roofs. Furthermore, it is recommended that an urban forestry program be initiated to provide supplemental support to the environmental goals of green roofs. The obstacles barring green roof construction are most often budgetary and structural concerns. Given proper resources, however, the engineers and design professionals at LANL would surely succeed in the proper implementation of green roof systems so as to optimize their ecological and monetary benefits for the entire organization.

    China will account for about half of the new construction globally in the coming decade. Its floorspace doubled from 1996 to 2011, and Chinese rural buildings alone have as much floorspace as all of U.S. residential buildings. Building energy consumption has also grown, increasing by over 40% since 1990. To curb building energy demand, the Chinese government has launched a series of policies and programs. Combined, this growth in buildings and renovations, along with the policies to promote green buildings, are creating a large market for energy efficiency products and services. This report assesses the impact of China’s policies on building energy efficiency and on the market for energy efficiency in the future. The first chapter of this report introduces the trends in China, drawing on both historical analysis, and detailed modeling of the drivers behind changes in floorspace and building energy demand such as economic and population growth, urbanization, policy. The analysis describes the trends by region, building type and energy service. The second chapter discusses China’s policies to promote green buildings. China began developing building energy codes in the 1980s. Over time, the central government has increased the stringency of the code requirements and the extent of enforcement. The codes are mandatory in all new buildings and major renovations in China’s cities, and they have been a driving force behind the expansion of China’s markets for insulation, efficient windows, and other green building materials. China also has several other important policies to encourage efficient buildings, including the Three-Star Rating System (somewhat akin to LEED), financial incentives tied to efficiency, appliance standards, a phasing out of incandescent bulbs and promotion of efficient lighting, and several policies to encourage retrofits in existing buildings. In the third chapter, we take “deep dives” into the trends affecting key building components. This chapter examines insulation in walls and roofs; efficient windows and doors; heating, air conditioning and controls; and lighting. These markets have seen significant growth because of the strength of the construction sector but also the specific policies that require and promote efficient building components. At the same time, as requirements have become more stringent, there has been fierce competition, and quality has at time suffered, which in turn has created additional challenges. Next we examine existing buildings in chapter four. China has many Soviet-style, inefficient buildings built before stringent requirements for efficiency were more widely enforced. As a result, there are several specific market opportunities related to retrofits. These fall into two or three categories. First, China now has a code for retrofitting residential buildings in the north. Local governments have targets of the number of buildings they must retrofit each year, and they help finance the changes. The requirements focus on insulation, windows, and heat distribution. Second, the Chinese government recently decided to increase the scale of its retrofits of government and state-owned buildings. It hopes to achieve large scale changes through energy service contracts, which creates an opportunity for energy service companies. Third, there is also a small but growing trend to apply energy service contracts to large commercial and residential buildings. This report assesses the impacts of China’s policies on building energy efficiency. By examining the existing literature and interviewing stakeholders from the public, academic, and private sectors, the report seeks to offer an in-depth insights of the opportunities and barriers for major market segments related to building energy efficiency. The report also discusses trends in building energy use, policies promoting building energy efficiency, and energy performance contracting for public building retrofits.

In addition to the operational savings that greener practices can bring, emerging market demands and governmental regulations are making the move to sustainable manufacturing a necessity for success. The funding supports collaborative activities among universities such as the University of Michigan, Michigan State University and Purdue University and among 40 companies to enhance economic and workforce development and provide the potential of technology transfer.     This report is a summary of the water analysis performance for the Denver, Colorado Wynkoop Building. The Wynkoop Building (Figure 1) was built in 2006 as the Environmental Protection Agency (EPA) Region 8 Headquarters intended to house over 900 occupants in the 301,292 gross square feet (248,849 rentable square feet). The building was built on a brownfield in the Lower Downtown Historic District as part of an urban redevelopment effort. The building was designed and constructed through a public-private partnership with the sustainable design elements developed jointly by General Services Administration (GSA) and EPA. That partnership is still active with all parties still engaged to optimize building operations and use the building as a Learning Laboratory. The building design achieved U.S. Green Building Council Leadership in Energy and Environmental Design for New Construction (LEED-NC) Gold Certification in 2008 (Figure 2) and a 2008 EPA Energy Star Rating of 96 with design highlights that include: (1) Water use was designed to use 40% less than a typical design baseline. The design included low flow fixtures, waterless urinals and dual flush toilets; (2) Native and adaptive vegetation were selected to minimize the need for irrigation water for landscaping; and (3) Energy use intensity was modeled at 66.1 kBtus/gross square foot, which is 39% better than ASHRAE 90.1 1999. The Wynkoop Building water use (10 gallons/square foot) was measured at lower than industry average (15 gallons/square foot) and GSA goals (13 gallons/square foot), however, it was higher than building management expected it would be. The type of occupants and number of occupants can have a significant impact on fixture water use. The occupancy per floor varied significantly over the study time period, which added uncertainty to the data analysis. Investigation of the fixture use on the 2nd, 5th, and 7th floors identified potential for water use reduction if the flush direction of the dual-flush toilet handles was reversed. The building management retrofitted the building's toilets with handles that operated on reduced flush when pushed down (0.8 gallons) and full flush when pulled up (1.1 gallons). The water pressure on the 5th floor (< 30 psi) is less than half the pressure on the 7th floor (>80 psi). The measured water savings post-retrofit was lower on the 5th floor than the 7th floor. The differences in water pressure may have had an impact on the quantity of water used per floor. The second floor water use was examined prior to and following the toilet fixture retrofit. This floor is where conference rooms for non-building occupants are available for use, thus occupancy is highly variable. The 3-day average volume per flush event was higher post-retrofit (0.79 gallons per event), in contrast to pre-retrofit (0.57 gallons per event). There were 40% more flush events post retrofit, which impacted the findings. Water use in the third floor fitness center was also measured for a limited number of days. Because of water line accessibility, only water use on the men's side of the fitness center was measured and from that the total fitness center water use was estimated. Using the limited data collected, the fitness center shower water use is approximately 2% of the whole building water use. Overall water use in the Wynkoop Building is below the industry baseline and GSA expectations. The dual flush fixture replacement appears to have resulted in additional water savings that are expected to show a savings in the total annual water use.

    High performance buildings, also known as sustainable buildings and green buildings, are resource efficient structures that minimize the impact on the environment by using less energy and water, reduce solid waste and pollutants, and limit the depletion of natural resources while also providing a thermally and visually comfortable working environment that increases productivity for building occupants. As Idaho National Laboratory (INL) becomes the nation’s premier nuclear energy research laboratory, the physical infrastructure will be established to help accomplish this mission. This infrastructure, particularly the buildings, should incorporate high performance sustainable design features in order to be environmentally responsible and reflect an image of progressiveness and innovation to the public and prospective employees. Additionally, INL is a large consumer of energy that contributes to both carbon emissions and resource inefficiency. In the current climate of rising energy prices and political pressure for carbon reduction, this guide will help new construction project teams to design facilities that are sustainable and reduce energy costs, thereby reducing carbon emissions. With these concerns in mind, the recommendations described in the INL High Performance Building Strategy (previously called the INL Green Building Strategy) are intended to form the INL foundation for high performance building standards. This revised strategy incorporates the latest federal and DOE orders (Executive Order [EO] 13514, “Federal Leadership in Environmental, Energy, and Economic Performance” [2009], EO 13423, “Strengthening Federal Environmental, Energy, and Transportation Management” [2007], and DOE Order 430.2B, “Departmental Energy, Renewable Energy, and Transportation Management” [2008]), the latest guidelines, trends, and observations in high performance building construction, and the latest changes to the Leadership in Energy and Environmental Design (LEED®) Green Building Rating System (LEED 2009). The document employs a two-level approach for high performance building at INL. The first level identifies the requirements of the Guiding Principles for Sustainable New Construction and Major Renovations, and the second level recommends which credits should be met when LEED Gold certification is required.
