  1. Lessons learned during Type A Packaging testing

    For the past 6 years, the US Department of Energy (DOE) Office of Facility Safety Analysis (EH-32) has contracted Westinghouse Hanford Company (WHC) to conduct compliance testing on DOE Type A packagings. The packagings are tested for compliance with the U.S. Department of Transportation (DOT) Specification 7A, general packaging, Type A requirements. The DOE has shared the Type A packaging information throughout the nuclear materials transportation community. During testing, there have been recurring areas of packaging design that resulted in testing delays and/or initial failure. The lessons learned during the testing are considered a valuable resource. DOE requested that WHC share this resource. By sharing what is and can be encountered during packaging testing, individuals will hopefully avoid past mistakes.

    Highlights: Black-Right-Pointing-Pointer Proper dataset partition can improve the prediction of deleterious nsSNPs. Black-Right-Pointing-Pointer Partition according to original residue type at nsSNP is a good criterion. Black-Right-Pointing-Pointer Similar strategy is supposed promising in other machine learning problems. -- Abstract: Many non-synonymous SNPs (nsSNPs) are associated with diseases, and numerous machine learning methods have been applied to train classifiers for sorting disease-associated nsSNPs from neutral ones. The continuously accumulated nsSNP data allows us to further explore better prediction approaches. In this work, we partitioned the training data into 20 subsets according to either original or substituted amino acid type at the nsSNP site. Using support vector machine (SVM), training classification models on each subset resulted in an overall accuracy of 76.3% or 74.9% depending on the two different partition criteria, while training on the whole dataset obtained an accuracy of only 72.6%. Moreover, the dataset was also randomly divided into 20 subsets, but the corresponding accuracy was only 73.2%. Our results demonstrated that partitioning the whole training dataset into subsets properly, i.e., according to the residue type at the nsSNP site, will improve the performance of the trained classifiers significantly, which should be valuable in developing better tools for predicting the disease-association of nsSNPs.

    The Fluxnet synthesis dataset originally compiled for the La Thuile workshop contained approximately 600 site years. Since the workshop, several additional site years have been added and the dataset now contains over 920 site years from over 240 sites. A data refresh update is expected to increase those numbers in the next few months. The ancillary data describing the sites continues to evolve as well. There are on the order of 120 site contacts and 60proposals have been approved to use thedata. These proposals involve around 120 researchers. The size and complexity of the dataset and collaboration has led to a new approach to providing access to the data and collaboration support and the support team attended the workshop and worked closely with the attendees and the Fluxnet project office to define the requirements for the support infrastructure. As a result of this effort, a new website (http://www.fluxdata.org) has been created to provide access to the Fluxnet synthesis dataset. This new web site is based on a scientific data server which enables browsing of the data on-line, data download, and version tracking. We leverage database and data analysis tools such as OLAP data cubes and web reports to enable browser and Excel pivot table access to the data.

    During the past four years, the Department of Energy -- Savannah River Operations Office and the Westinghouse Savannah River Company (WSRC) Environmental Restoration (ER) Program completed various activities ranging from waste site investigations to closure and post closure projects. Critiques for lessons learned regarding project activities are performed at the completion of each project milestone, and this critique interval allows for frequent recognition of lessons learned. In addition to project related lessons learned, ER also performs lessons learned critiques. T`he Savannah River Site (SRS) also obtains lessons learned information from general industry, commercial nuclear industry, naval nuclear programs, and other DOE sites within the complex. Procedures are approved to administer the lessons learned program, and a database is available to catalog applicable lessons learned regarding environmental remediation, restoration, and administrative activities. ER will continue to use this database as a source of information available to SRS personnel.

  12. Development of a SPARK Training Dataset

    In its first five years, the National Nuclear Security Administration’s (NNSA) Next Generation Safeguards Initiative (NGSI) sponsored more than 400 undergraduate, graduate, and post-doctoral students in internships and research positions (Wyse 2012). In the past seven years, the NGSI program has, and continues to produce a large body of scientific, technical, and policy work in targeted core safeguards capabilities and human capital development activities. Not only does the NGSI program carry out activities across multiple disciplines, but also across all U.S. Department of Energy (DOE)/NNSA locations in the United States. However, products are not readily shared among disciplines and across locations, nor are they archived in a comprehensive library. Rather, knowledge of NGSI-produced literature is localized to the researchers, clients, and internal laboratory/facility publication systems such as the Electronic Records and Information Capture Architecture (ERICA) at the Pacific Northwest National Laboratory (PNNL). There is also no incorporated way of analyzing existing NGSI literature to determine whether the larger NGSI program is achieving its core safeguards capabilities and activities. A complete library of NGSI literature could prove beneficial to a cohesive, sustainable, and more economical NGSI program. The Safeguards Platform for Automated Retrieval of Knowledge (SPARK) has been developed to be a knowledge storage, retrieval, and analysis capability to capture safeguards knowledge to exist beyond the lifespan of NGSI. During the development process, it was necessary to build a SPARK training dataset (a corpus of documents) for initial entry into the system and for demonstration purposes. We manipulated these data to gain new information about the breadth of NGSI publications, and they evaluated the science-policy interface at PNNL as a practical demonstration of SPARK’s intended analysis capability.   13. EVALUATION OF LAND USE/LAND COVER DATASETS FOR URBAN WATERSHED MODELING

    Land use/land cover (LULC) data are a vital component for nonpoint source pollution modeling. Most watershed hydrology and pollutant loading models use, in some capacity, LULC information to generate runoff and pollutant loading estimates. Simple equation methods predict runoff and pollutant loads using runoff coefficients or pollutant export coefficients that are often correlated to LULC type. Complex models use input variables and parameters to represent watershed characteristics and pollutant buildup and washoff rates as a function of LULC type. Whether using simple or complex models an accurate LULC dataset with an appropriate spatial resolution and level of detail is paramount for reliable predictions. The study presented in this paper compared and evaluated several LULC dataset sources for application in urban environmental modeling. The commonly used USGS LULC datasets have coarser spatial resolution and lower levels of classification than other LULC datasets. In addition, the USGS datasets do not accurately represent the land use in areas that have undergone significant land use change during the past two decades. We performed a watershed modeling analysis of three urban catchments in Los Angeles, California, USA to investigate the relative difference in average annual runoff volumes and total suspended solids (TSS) loads when using the USGS LULC dataset versus using a more detailed and current LULC dataset. When the two LULC datasets were aggregated to the same land use categories, the relative differences in predicted average annual runoff volumes and TSS loads from the three catchments were 8 to 14% and 13 to 40%, respectively. The relative differences did not have a predictable relationship with catchment size.

    Diabetic macular edema (DME) is a common vision threatening complication of diabetic retinopathy. In a large scale screening environment DME can be assessed by detecting exudates (a type of bright lesions) in fundus images. In this work, we introduce a new methodology for diagnosis of DME using a novel set of features based on colour, wavelet decomposition and automatic lesion segmentation. These features are employed to train a classifier able to automatically diagnose DME through the presence of exudation. We present a new publicly available dataset with ground-truth data containing 169 patients from various ethnic groups and levels of DME. This and other two publicly available datasets are employed to evaluate our algorithm. We are able to achieve diagnosis performance comparable to retina experts on the MESSIDOR (an independently labelled dataset with 1200 images) with cross-dataset testing (e.g., the classifier was trained on an independent dataset and tested on MESSIDOR). Our algorithm obtained an AUC between 0.88 and 0.94 depending on the dataset/features used. Additionally, it does not need ground truth at lesion level to reject false positives and is computationally efficient, as it generates a diagnosis on an average of 4.4 s (9.3 s, considering the optic nerve localization) per image on an 2.6 GHz platform with an unoptimized Matlab implementation.

    Abstract: At the 2005 INMM/ESARDA Workshop in Santa Fe, New Mexico, I presented a paper entitled “Changing the Safeguards Culture: Broader Perspectives and Challenges.” That paper described a set of theoretical models that can be used as a basis for evaluating changes to safeguards culture. This paper builds on that theoretical discussion to address practical methods for influencing culture. It takes lessons from methods used to influence change in safety culture and security culture, and examines the applicability of these lessons to changing safeguards culture. Paper: At the 2005 INMM/ESARDA Workshop on “Changing the Safeguards Culture: Broader Perspectives and Challenges,” in Santa Fe, New Mexico, I presented a paper entitled “Changing the Safeguards Culture: Broader Perspectives and Challenges.” That paper, coauthored by Karyn R. Durbin and Andrew Van Duzer, described a set of theoretical models that can be used as a basis for evaluating changes to safeguards culture. This paper updates that theoretical discussion, and seeks to address practical methods for influencing culture. It takes lessons from methods used to influence change in safety culture and security culture, and examines the applicability of these lessons to changing safeguards culture. Implicit in this discussion is an understanding that improving a culture is not an end in itself, but is one method of improving the underlying discipline, that is safety, security, or safeguards. Culture can be defined as a way of life, or general customs and beliefs of a particular group of people at a particular time. There are internationally accepted definitions of safety culture and nuclear security culture. As yet, there is no official agreed upon definition of safeguards culture. At the end of the paper I will propose my definition.     This report documents the FY13 efforts to enhance a dataset of spent nuclear fuel isotopic composition data for use in developing intrinsic signatures for nuclear forensics. A review and collection of data from the open literature was performed in FY10. In FY11, the Spent Fuel COMPOsition (SFCOMPO) excel-based dataset for nuclear forensics (NF), SFCOMPO/NF was established and measured data for graphite production reactors, Boiling Water Reactors (BWRs) and Pressurized Water Reactors (PWRs) were added to the dataset and expanded to include a consistent set of data simulated by calculations. A test was performed to determine whether the SFCOMPO/NF dataset will be useful for the analysis and identification of reactor types from isotopic ratios observed in interdicted samples.

    The Hydrogen Incident Reporting and Lessons Learned website (www.h2incidents.org) was launched in 2006 as a database-driven resource for sharing lessons learned from hydrogen-related safety events to raise safety awareness and encourage knowledge-sharing. The development of this database, its first uses and subsequent enhancements have been described at the Second and Third International Conferences on Hydrogen Safety. [1,2] Since 2009, continuing work has not only highlighted the value of safety lessons learned, but enhanced how the database provides access to another safety knowledge tool, Hydrogen Safety Best Practices (http://h2bestpractices.org). Collaborations with the International Energy Agency (IEA) Hydrogen Implementing Agreement (HIA) Task 19 – Hydrogen Safety and others have enabled the database to capture safety event learnings from around the world. This paper updates recent progress, highlights the new “Lessons Learned Corner” as one means for knowledge-sharing and examines the broader potential for collecting, analyzing and using safety event information.

    Regional wind integration studies require detailed wind power output data at many locations to perform simulations of how the power system will operate under high penetration scenarios. The wind datasets that serve as inputs into the study must realistically reflect the ramping characteristics, spatial and temporal correlations, and capacity factors of the simulated wind plants, as well as being time synchronized with available load profiles.As described in this presentation, the WIND Toolkit fulfills these requirements by providing a state-of-the-art national (US) wind resource, power production and forecast dataset.

    Emerging computation- and data-driven approaches are particularly useful for rationally designing materials with targeted properties. Generally, these approaches rely on identifying structure-property relationships by learning from a dataset of sufficiently large number of relevant materials. The learned information can then be used to predict the properties of materials not already in the dataset, thus accelerating the materials design. Herein, we develop a dataset of 1,073 polymers and related materials and make it available at http://khazana.uconn.edu/. This dataset is uniformly prepared using first-principles calculations with structures obtained either from other sources or by using structure search methods. Because the immediate targetmore » of this work is to assist the design of high dielectric constant polymers, it is initially designed to include the optimized structures, atomization energies, band gaps, and dielectric constants. As a result, it will be progressively expanded by accumulating new materials and including additional properties calculated for the optimized structures provided.« less

    During the Cassini Radioisotope Thermoelectric Generator (RTG) program, the heritage RTG design was reviewed and modified to incorporate lessons learned. Design changes were made both to resolve problems as they occurred and to correct difficulties noted in earlier missions. Topics addressed in this paper included problems experienced previously at the launch facility in attaching the pressure relief device to the generators, and the open circuit conditions that occurred at times in the resistance temperature device wiring harness. Also discussed is a problem caused by mistakes in software configuration management.     The Bevatron accelerator at Lawrence Berkeley National Laboratory is the first DOE accelerator to be demolished. While there are many lessons learned from its demolition, this paper focuses on the following lessons learned that may be useful for other D and D projects: bounding project scope to ensure success, hazards mapping for focused characterization and remediation, establishing radiological evaluation criteria, and forecasting activation products. With D and D of many DOE accelerators likely to occur in the near future, these lessons learned should be considered in planning those projects. These lessons learned are likely to be applicable to other D and D projects as well. (authors)

    The Vulnerability Assessment Team (VAT) at Los Alamos National Laboratory believes that physical security can only be optimized through the use of effective vulnerability assessments. As a result of conducting vulnerability assessments on hundreds of different security devices and systems in the last few years, we have identified some of the attributes of effective assessments. These, along with our recommendations and observations about vulnerability assessments, are summarized in this paper. While our work has primarily involved physical security (in contrast to, for example, computer, network, or information security), our experiences may have applicability to other types of security as well.

    The Wind Integration Datasets provide time-series wind data for 2004, 2005, and 2006. They are intended to be used by energy professionals such as transmission planners, utility planners, project developers, and university researchers, helping them to perform comparisons of sites and estimate power production from hypothetical wind plants. NREL cautions that the information from modeled data may not match wind resource information shown on NREL;s state wind maps as they were created for different purposes and using different methodologies.

    The Ignalina Nuclear Power Plant (INPP) is located in Lithuania, 130 km north of Vilnius, and consists of two 1500 MWe RBMK type units, commissioned respectively in December 1983 and August 1987. On the 1. of May 2004, the Republic of Lithuania became a member of the European Union. With the protocol on the Ignalina Nuclear Power in Lithuania which is annexed to the Accession Treaty, the Contracting Parties have agreed: - On Lithuanian side, to commit closure of unit 1 of INPP before 2005 and of Unit 2 by 31 December 2009; - On European Union side, to provide adequate additional Community assistance to the efforts of Lithuania to decommission INPP. The paper is divided in two parts. The first part describes how, starting from this agreement, the project was launched and organized, what is its present status and which activities are planned to reach the final ambitious objective of a green field. To give a global picture, the content of the different projects that were defined and the licensing process will also be presented. In the second part, the paper will focus on the lessons learnt. It will explain the difficulties encountered to define the decommissioning strategy, considering both immediate or differed dismantling options and why the first option was finally selected. The paper will mention other challenges and problems that the different actors of the project faced and how they were managed and solved. The paper will be written by representatives of the Ignalina NPP and of the Project Management Unit. (author)

    This paper will describe the development of a computer program that was written to assist production units meet the requirements of the management of chance (MOC) section under the OSHA Process Safety Management (PSM) Standard, 29 CFR 1910.119 (1). Areas that will be addressed include: the development of a MOC written policy, pilot testing of change control management procedures, training of operational and maintenance personnel to follow these procedures and final implementation of established chance control measures. Practical {open_quotes}lessons learned{close_quotes} will be reviewed and a description of the use of an Access{sup {trademark}}program that was written to enhance daily MOC equipment and process changes will be highlighted. This program was designed to expedite the required PSM review of changes and to simultaneously trigger an update of related change documentation such as piping and instrumentation diagrams, equipment files, regulatory permits, and unit operating procedures.

    Assembly of metagenomic sequence data into microbial genomes is of fundamental value to improving our understanding of microbial ecology and metabolism by elucidating the functional potential of hard-to-culture microorganisms. Here, we provide a synthesis of available methods to bin metagenomic contigs into species-level groups and highlight how genetic diversity, sequencing depth, and coverage influence binning success. Despite the computational cost on application to deeply sequenced complex metagenomes (e.g., soil), covarying patterns of contig coverage across multiple datasets significantly improves the binning process. We also discuss and compare current genome validation methods and reveal how these methods tackle the problem ofmore » chimeric genome bins i.e., sequences from multiple species. Finally, we explore how population genome assembly can be used to uncover biogeographic trends and to characterize the effect of in situ functional constraints on the genome-wide evolution.« less

    The dataset for this report is described in Walter et al. (2004) and consists primarily of Nevada Test Site (NTS) explosions, hole collapse and earthquakes. In addition, there were several earthquakes in California and Utah; earthquakes recorded near Cataract Creek, Arizona; mine blasts at two areas in Arizona; and two mine collapses in Wyoming. In the vicinity of NTS there were mainshock/aftershock sequences at Little Skull Mt, Scotty's Junction and Hector ere mine. All the events were shallow and distances ranged from about 0.1 degree to regional distances. All of the data for these events were carefully reviewed and analyzed. In the following sections of the report, we describe analysis procedures, problems with the data and results of analysis.

    For almost a quarter of a century, the Tevatron proton-antiproton collider was the centerpiece of the world's high energy physics program - beginning operation in December of 1985 until it was overtaken by LHC in 2011. The aim of the this unique scientific instrument was to explore the elementary particle physics reactions with center of mass collision energies of up to 1.96 TeV. The initial design luminosity of the Tevatron was 10{sup 30} cm{sup -2}s{sup -1}, however as a result of two decades of upgrades, the accelerator has been able to deliver 430 times higher luminosities to each of two high luminosity experiments, CDF and D0. Tevatron will be shut off September 30, 2011. The collider was arguably one of the most complex research instruments ever to reach the operation stage and is widely recognized for many technological breakthroughs and numerous physics discoveries. Below we briefly present the history of the Tevatron, major advances in accelerator physics, and technology implemented during the long quest for better and better performance. We also discuss some lessons learned from our experience.
