    This plan describes the field and analytical activities to be conducted at the Distler Brickyard Superfund Site, Hardin County, Kentucky, in order to evaluate natural attenuation processes within the aquifer system. Sampling will consist of a single round to take place in October 1999. Analytes will consist of the contaminants of concern (chlorinated aliphatic hydrocarbons), electron donors (non-chlorinated organic compounds), oxidation-reduction indicators, and water quality parameters. These activities are conducted in order to evaluate the water quality parameters. These activities are conducted in order to evaluate the extent to which natural attenuation processes, in the form of anaerobic reductive dechlorination, may be taking place in the aquifer system. These data will then be used to select the appropriate remediation technology for this site.

    This report describes the results of a sampling event conducted at the Distler Brickyard Superfund Site, Hardin County, Kentucky, October 1999. The purpose of the sampling event was to evaluate the extent of natural biodegradation of chlorinated aliphatic hydrocarbons (CAH) occurring at the Site. Sampling locations were selected to evaluate three areas of the suspected CAH plume: the source area, an axial cross-section, and a downgradient transect. Due to inadequate recharge to and the poor physical condition of some monitoring wells at the Site, the sampling approach was modified to reflect wells that could be sampled. Results indicate that natural anaerobic degradation of chlorinated aliphatic hydrocarbons is occurring in the presumed source area around monitoring well GW-11. The primary contaminant of concern, trichloroethene, migrates downgradient from the source area into the Coarse Grained Alluvium Aquifer at concentrations slightly greater than the Maximum Contaminant Level (MCL). Based on the available, the following hypothesis is proposed: the source area has been remediated through soil removal activities and subsequent anaerobic reductive dechlorination. If this is the case, this Site may be a good candidate for implementation of a monitored natural attenuation remedy. However, more data are necessary before this hypothesis can be confirmed.

    The units in the middle of the Heath formation below the gypsum beds were found to have the highest oil yields. That interval was generally 25 to 50 ft (7.6 to 15.2 m) thick. The upper portion of the Heath formation yielded as much as 9.8 gal/ton in section 9, and 14.9 gal/ton in section 10. The Tyler formation was determined to have very low oil potential, with the maximum yield being 2.2 gal/ton. The instability of some of the Heath slopes could present problems in the mining of oil shale. Specific stratigraphic horizons in which zones of high and low oil and metal contents occur would be extremely difficult to map in areas where the units have been displaced by landslide movement.

    ?Ventilation system effectiveness testing was conducted at two unoccupied, single-family, detached lab homes at the University of Texas - Tyler. Five ventilation system tests were conducted with various whole-building ventilation systems. Multizone fan pressurization testing characterized building and zone enclosure leakage. PFT testing showed multizone air change rates and interzonal airflow filtration. Indoor air recirculation by a central air distribution system can help improve the exhaust ventilation system by way of air mixing and filtration. In contrast, the supply and balanced ventilation systems showed that there is a significant benefit to drawing outside air from a known outside location, and filtering and distributing that air. Compared to the Exhaust systems, the CFIS and ERV systems showed better ventilation air distribution and lower concentrations of particulates, formaldehyde and other VOCs. System improvement percentages were estimated based on four System Factor Categories: Balance, Distribution, Outside Air Source, and Recirculation Filtration. Recommended System Factors could be applied to reduce ventilation fan airflow rates relative to ASHRAE Standard 62.2 to save energy and reduce moisture control risk in humid climates. HVAC energy savings were predicted to be 8-10%, or $50-$75/year. Cumulative particle counts for six particle sizes, and formaldehyde and other Top 20 VOC concentrations were measured in multiple zones. The testing showed that single-point exhaust ventilation was inferior as a whole-house ventilation strategy.

    The US Department of Energy, Western Area Power Administration (Western) proposes to replace an existing overhead static wire with a shield wire that contains optical fibers (OPGW) on transmission lines from McCullough Substation, south of Las Vegas, Nevada, to Liberty Substation near Phoenix, Arizona. The replacement will occur on the McCullough-Davis, Davis-Parker No. 2, and Parker-Liberty No. 1 230-kV transmission lines. Western is responsible for the operation and maintenance of the lines. Western prepared an Environmental Assessment (EA) entitled ``McCullough to Liberty Fiber Optics Project`` (DOE/EA-1202). The EA contains the analysis of the proposed construction, operation, and maintenance of the OPGW. Based on the analysis in the EA, Western finds that the proposed action is not a major Federal action significantly affecting the quality of the human environment, within the meaning of the National Environmental Policy Act (NEPA) of 1969. The preparation of an environmental impact statement (EIS) is not required, and therefore, Western is issuing this Findings of No Significant Impact (FONSI).

    This report describes the results of groundwater and soil gas sampling conducted at the Distler Brickyard Site, Hardin County, Kentucky, June-August, 2000. The purpose of the sampling activities was to address remaining data gaps regarding the feasibility of monitored natural attenuation (MNA) for remediation of chloroethene/ane contamination. Specifically, data gaps fall into four categories: 1) effect of seasonal recharge on contaminant concentrations, 2) geochemical conditions in the Fine Grained Alluvium (FGA), 3) conditions along the flowpath between Wells GW-11 and MW-3, and 4) the extent of aerobic degradation in the Coarse Grained Alluvium (CGA). A data collection strategy composed of both groundwater sampling and passive soil vapor sampling devices (Gore-Sorbers?) was used. The Gore-Sorber? technology was used to collect data from the FGA, which because of its low hydraulic conductivity and variable saturation makes collection of groundwater samples problematic. Gore-Sorbers were deployed in 15 wells, most of them being in the FGA, and groundwater samples were collected in 17 wells, which were mostly in the CGA. Both sampling methods were utilized in a subset of wells (7) in order to determine the general comparability of results obtained from each method. Results indicate that water levels in both the FGA and CGA were higher in June-August 2000 than in October 1999, likely due to increased infiltration of precipitation through the FGA during the wetter months. Redox conditions in the FGA and downgradient CGA were iron-reducing, less reducing than in October-1999. In general, concentrations of chloroethenes/anes were higher in June-August 2000 than October 1999. Trichloroethene (TCE) was present at concentrations as high as 65 µg/L in the FGA and 19 µg/L in the CGA. This is substantially higher than the maximum concentration in October 1999 of 11 µg/L.     Documentation is provided in this report to close IE Bulletin 83-05 regarding ASME nuclear code pumps and spare parts manufactured by the Hayward Tyler Pump Company (HTPC). The bulletin was issued (1) to alert holders of operating licenses and construction permits of nuclear power plants that HTPC failed to implement effectively their quality assurance (QA) program from 1977 to 1981 and (2) to require affected utilities to take action to resolve the potential for failure of the subject pumps and their spare parts. Evaluation of utility responses and NRC/Region inspection reports shows that reliability of the affected pumps was ensured by means of procedures and performance testing of the pumps as required by the bulletin. Based on the evaluation, in accordance with specific criteria, the bulletin is closed for 116 (98%) of the 118 facilities to which it was issued for action and which were not shut down indefinitely or permanently at the time of issuance of this report. A follow-up item is proposed for the two facilities with open bulletin status. Based on favorable results, a conclusion is presented to indicate that the bulletin concerns have been resolved.

    The Petro-Chemical Systems, Inc. site, located near Liberty, Texas, is a site where unauthorized disposal of petroleum-based oils has taken place. Although there is evidence of past exposure to site contaminants, the best available evidence does not indicate that humans are currently being exposed to site contaminants at levels that could cause adverse health effects. Contaminated ground water, surface water, soils, and surface water sediments have been found on the site. Although sampling was done for 144 priority pollutants, the primary contaminants of concern are benzene, ethylbenzene, xylene, naphthalene, polycyclic aromatic hydrocarbons, and lead. Because the greatest threat to public health would be contamination of drinking water, the Agency for Toxic Substances and Disease Registry (ATSDR) has recommended that necessary actions are taken to insure that private wells do not become contaminated with site contaminants.

    Clipper Windpower (CWP) has developed the Liberty 2.5 MW wind turbine. The development, manufacturing, and certification process depends heavily on being able to validate the full-scale system design and performance under load in both an accredited structural test facility and through accredited field testing. CWP requested that DOE/ NREL upgrade blade test capabilities to perform a scope of work including structural testing of the C-96 blade used on the CWP Liberty turbine. This funds-in CRADA was developed to upgrade NREL blade test capability, while enabling certification testing of the C-96 blade through the facility and equipment upgrades. NREL shared resource funds were used to develop hardware necessary to structurally attach a large wind turbine to the test stand at the NWTC. Participant funds-in monies were used for developing the test program.

    The 500-acre Petro-Chemical (Turtle Bayou) site is in Liberty County, Texas. Current land use in the area is divided among cropland, pasture, range, forest, and small rural communities. Since 1971, numerous undocumented disposal activities occurred onsite involving primarily petrochemical wastes. The ROD for OU2 focuses on three areas of contamination at the site affecting soil and ground water contamination, known as the main waste area, the east disposal area, and the Bayou disposal area. The primary contaminants of concern affecting the soil and ground water are VOCs including benzene and xylenes; other organics including PAHs; and metals including lead. The selected remedial action for the site includes treating 302,800 cubic yards of contaminated soil onsite using in-situ vapor extraction to remove VOCs, controlling vertical air infiltration using an engineered soil and synthetic liner cap; consolidating lead-contaminated soil in the Main Waste Area, followed by capping.

    Installation of 240 miles of 6, 10, and 12-in. LPG pipelines from Mont Belvieu to Tyler, Tex., has provided greater feedstock-supply flexibility to a petrochemical plant in Longview, Tex. The project, which took place over 18 months, included tie-ins with metering at four Mont Belvieu suppliers. The new 10 and 12-in. pipelines now transport propane while the new and existing parts of a 6-in. pipeline transport propylene.

    This letter report outlines a methodology and provides resource information for the Deep Borehole Emplacement Mode Hazard Analysis (DBEMHA). The main purpose is identify the accident hazards and accident event sequences associated with the two emplacement mode options (wireline or drillstring), to outline a methodology for computing accident probabilities and frequencies, and to point to available databases on the nature and frequency of accidents typically associated with standard borehole drilling and nuclear handling operations. Risk mitigation and prevention measures, which have been incorporated into the two emplacement designs (see Cochran and Hardin 2015), are also discussed. A key intent of this report is to provide background information to brief subject matter experts involved in the Emplacement Mode Design Study. [Note: Revision 0 of this report is concentrated more on the wireline emplacement mode. It is expected that Revision 1 will contain further development of the preliminary fault and event trees for the drill string emplacement mode.

    Ventilation system effectiveness testing was conducted at two unoccupied, single-family, detached lab homes at the University of Texas - Tyler. Five ventilation system tests were conducted with various whole-building ventilation systems. Multizone fan pressurization testing characterized building and zone enclosure leakage. PFT testing showed multizone air change rates and interzonal airflow filtration. Indoor air recirculation by a central air distribution system can help improve the exhaust ventilation system by way of air mixing and filtration. In contrast, the supply and balanced ventilation systems showed that there is a significant benefit to drawing outside air from a known outside location, and filtering and distributing that air. Compared to the Exhaust systems, the CFIS and ERV systems showed better ventilation air distribution and lower concentrations of particulates, formaldehyde and other VOCs.

    Field investigation of the Kootenai valley-fill sandstones was begun in the first quarter. About one half of the outcrop belt was inventoried for occurrences of channel sandstone before heavy snows came to the area. Five exposures of valley-fill sandstone have been located, of these two are 15 meters (50 feet) or greater in thickness and have excellent porosity and permeability. These will be measured and studied in detail during the next field season (1997). No further field work was possible during the second and third quarters because of snow cover. Subsurface data is being collected, organized, and a digital database is being prepared for the project. Geographix petroleum software will probably be used to manage and manipulate the data. Regional subsurface cross sections are being constructed for correlation purposes. All of the four 30 X 60 geologic quadrangles, the Billings, Bridger, Hardin, and Lodge Grass, have been scanned to produce a digital surface geologic data base for the Crow Reservation. These maps are currently being proofed and edited for accuracy. A four-day oil and gas training seminar for Crow Tribal members was completed and was quite successful. The purpose was to enable tribal members and employees to understand and evaluate potential exploration prospects and offers that may result from the completion of this research project.

  5. Long-Term Carbon Injection Field Test for 90% Mercury Removal for a PRB Unit a Spray Dryer and Fabric Filter

    The power industry in the U.S. is faced with meeting regulations to reduce the emissions of mercury compounds from coal-fired plants. Injecting a sorbent such as powdered activated carbon (PAC) into the flue gas represents one of the simplest and most mature approaches to controlling mercury emissions from coal-fired boilers. The purpose of this test program was to evaluate the long-term mercury removal capability, long-term mercury emissions variability, and operating and maintenance (O&M) costs associated with sorbent injection on a configuration being considered for many new plants. Testing was conducted by ADA Environmental Solutions (ADA) at Rocky Mountain Powers (RMP) Hardin Station through funding provided by DOE/NETL, RMP, and other industry partners. The Hardin Station is a new plant rated at 121 MW gross that was first brought online in April of 2006. Hardin fires a Powder River Basin (PRB) coal and is configured with selective catalytic reduction (SCR) for NOx control, a spray dryer absorber (SDA) for SO2 control, and a fabric filter (FF) for particulate control. Based upon previous testing at PRB sites with SCRs, very little additional mercury oxidation from the SCR was expected at Hardin. In addition, based upon results from DOE/NETL Phase II Round I testing at Holcomb Station and results from similarly configured sites, low native mercury removal was expected across the SDA and FF. The main goal of this project was metsorbent injection was used to economically and effectively achieve 90% mercury control as measured from the air heater (AH) outlet to the stack for a period of ten months. This goal was achieved with DARCO Hg-LH, Calgon FLUEPAC-MC PLUS and ADA Power PAC PREMIUM brominated activated carbons at nominal loadings of 1.52.5 lb/MMacf. An economic analysis determined the twenty-year levelized cost to be 0.87 mills/kW-hr, or $15,000/lb Hg removed. No detrimental effects on other equipment or plant operations were observed.     Incorporation of dedicated herbaceous energy crops into row crop landscapes is a promising means to supply an expanding biofuel industry while increasing biomass yields, benefiting soil and water quality, and increasing biodiversity. Despite these positive traits energy crops remain largely unaccepted due to concerns over their practicality and cost of implementation. This paper presents a case study on Hardin County, Iowa to demonstrate how subfield decision making can be used to target candidate areas for conversion to energy crop production. The strategy presented integrates switchgrass (Panicum virgatum L.) into subfield landscape positions where corn (Zea mays L.) grain is modeled to operate at a net economic loss. The results of this analysis show that switchgrass integration has the potential to increase sustainable biomass production from 48 to 99% (depending on the rigor of conservation practices applied to corn stover collection) while also improving field level profitability. Candidate land area is highly sensitive to grain price (0.18 to 0.26 US$ kg-1) and dependent on the acceptable net profit for corn production (ranging from 0 to -1,000 US$ ha-1). This work presents the case that switchgrass can be economically implemented into row crop production landscapes when management decisions are applied at a subfield scale and compete against areas of the field operating at a negative net profit.

    Liberty State Park in New Jersey, USA, is a “brownfield” site containing various levels of contaminants. To investigate metal uptake and distributions in plants on the brownfield site, Phragmites australis and Typha latifolia were collected in Liberty State Park during the growing season (May–September) in 2011 at two sites with the high and low metal loads, respectively. The objective of this study was to understand the metal (Fe, Mn, Cu, Pb and Zn) concentration and spatial distributions in P. australis and T. latifolia root systems with micro-meter scale resolution using synchrotron X-ray microfluorescence (μXRF) and synchrotron X-ray computed microtomography (μCMT) techniques. The root structure measurement by synchrotron μCMT showed that high X-ray attenuation substance appeared in the epidermis. Synchrotron μXRF measurement showed that metal concentrations and distributions in the root cross-section between epidermis and vascular tissue were statistically different. Significant correlations were found between metals (Cu, Mn, Pb and Zn) and Fe in the epidermis, implying that metals were scavenged by Fe oxides. The results from this study suggest that the expression of metal transport and accumulation within the root systems may be element specific. The information derived from this study can improve our current knowledge of the wetland plant ecological function in brownfield remediation.

  15. Regional paleotopographic trends and production, Chesterian and Morrowan strata, Western Interior

    Late Chesterian (Mississippian) and Morrowan (Pennsylvanian) unconformity-bounded packages in the Western Interior have traditionally been viewed as sequences separated by a regional basal Pennsylvanian unconformity. Analysis of alluvial valley trends and paleontological data suggests that these sequences are related and formed in response to multiple relative sea level fluctuations initiated in the Chesterian which continued throughout the Pennsylvanian. The Darwin, Tyler, Morrowan, and Humbug formations of the Western Interior appear to have formed in retrogradational parasequence sets of alluvial valley fills and marine transgressive systems tracts repeatedly developed around the flanks of the transcontinental arch. Relative sea level rises following each major incisement created a complex intertonguing of marine strata responsible for fluvial aggradation of each valley system. These sequences progressively backstep and grow younger toward the transcontinental arch, where Atokan and Desmoinesan strata cap the oldest preserved surfaces. At least four major paleodrainage basins have been identified, and valley-fill production has been established in three of these. The previously unrecognized age equivalency of these formations provides a new regional sequence stratigraphic interpretation which has hydrocarbon exploration implications in frontier areas of Utah and Colorado. Seismic resolution and an understanding of hydrocarbon migration paths hold the key to developing new exploration trends.

  16. Unconformity related traps and production, Lower Cretaceous through Mississippian Strata, central and northern Rocky Mountains

    Unconformities provide a useful means of equating stratigraphic traps between basins. Systematic mapping can define new concepts through analogy, often from geographically separate areas. Lower Cretaceous through Mississippian surfaces in the central and northern Rockies provide examples. Late Mississippian and Early Pennsylvanian surfaces formed at least four paleodrainage basins separated by the Transcontinental arch. Tyler Formation valley fills (Montana, North Dakota) have produced more than 100 million BOE. Analogous targets in Utah remain untested, but the Mid-Continent Morrow trend continues to yield new reserves. Permian and Triassic paleodrainages filled primarily with seals and form regional traps. A breached Madison trap (Mississippian, Colorado), more than 350 million BOE (Permian Minnelusa, Wyoming), more than 8 billion BOE (from the White Rim Sandstone tar deposits Permian Utah), and eastern Williston basin (Mississippian) are examples. Minor basal valley fill trapping also occurs. Transgressive carbonate facies changes have trapped more than 40 million BOE (Permian Phosphoria Formation, Wyoming). Additional deep gas potential exists. Jurassic unconformities control seal distribution over Nugget Sandstone (Jurassic) reservoirs and partially control Mississippian porosity on the Sweetgrass arch (Montana). Minor paleohill trapping also occurs. Lower Cretaceous surfaces have trapped nearly 2 billion BOE hydrocarbons in 10 paleodrainage networks. Undrilled paleodrainage basins remain deep gas targets. The systematic examination of Rocky Mountain unconformities has been understudied. New exploration concepts and reserve additions await the creative interpreter.

  17. Sulfur isotope ratios in petroleum research and exploration: Williston basin

    The three major types of crude oil in the Williston basin - the type I oils of the Winnipeg-Red River system, the type II oils of the Bakken-Madison system, and the type III oils of the Tyler-Pennsylvanian system - can be distinguished by their sulfur isotope compositions. They have characteristic delta/sup 34/S values of 5.8 +- 1.2 parts per thousand (ppt), 2.8 +- 0.8 ppt, and -4.0 +- 0.7 ppt respectively. Highly mature oils have less typical values. Type II oils which have migrated over a distance of some 150 km beyond the region of generation have maintained their characteristic delta/sup 34/S values even though sulfur may have been lost. This indicates little or no interaction with reservoir sulfates under normal circumstances. On the periphery of the basin, type II oils altered by water washing and biodegradation have altered delta/sup 34/S values which increase from +2.9 to +9.4 ppt with the increasing degree of crude oil degradation. The Bakken shales, source of the type II oils, have delta/sup 34/S distribution patterns in the reduced sulfur typical of marine sediments. The delta/sup 34/S values for the type II oils match most closely the delta/sup 34/S value of organic sulfur in the black bituminous shales of the lower Bakken.

  19. Phase Behavior of Neat Triblock Copolymers and Copolymer/Homopolymer Blends Near Network Phase Windows

    The phase behavior of poly(isoprene-b-styrene-b-methyl methacrylate) (ISM) copolymers near the styrene-rich network phase window was examined through the use of neat triblock copolymers and copolymer/homopolymer blends. Both end-block and middle-block blending protocols were employed using poly(isoprene) (PI), poly(methyl methacrylate) (PMMA), and poly(styrene) (PS) homopolymers. Blended specimens exhibited phase transformations to well-ordered nanostructures (at homopolymer loadings up to 26 vol % of the total blend volume). Morphological consistency between neat and blended specimens was established at various locations in the ISM phase space. Copolymer/homopolymer blending permitted the refinement of lamellar, hexagonally packed cylinder, and disordered melt phase boundaries as well as the identification of double gyroid (Q{sup 230}), alternating gyroid (Q{sup 214}), and orthorhombic (O{sup 70}) network regimes. Additionally, the experimental phase diagram exhibited similar trends to those found in a theoretical ABC triblock copolymer phase diagram with symmetric interactions and statistical segments lengths generated by Tyler et al.

  20. Valley-Fill Sandstones in the Kootenai Formation on the Crow Indian Reservation, South-Central Montana

    Subsurface data continues to be collected, organized, and a digital database is being prepared for the project. An ACCESS database and PC-Arcview is being used to manage and interpret the data. Well data and base map data have been successfully imported into Arcview and customized to meet the needs of this project. Log tops and other data from about of the exploration wells in the area have been incorporated into the data base. All of the four 30? X 60? geologic quadrangles have been scanned to produce a digital surface geologic data base for the Crow Reservation and all are nearing completion. Formal technical review prior to publication has been completed for all the quadrangles; Billings, Bridger; Hardin, and Lodge Grass. Final GIS edits are being made before being forwarded to the Bureau?s Publications Department. Field investigations were completed during the third quarter, 1997. With the help of a student field assistant from the Crow Tribe, the entire project area was inventoried for the presence of valley-fill deposits in the Kootenai Formation. Field inventory has resulted in the identification of nine exposures of thick valley-fill deposits. These appear to represent at least four major westward-trending valley systems. All the channel localities have been measured and described in detail and paleocurrent data has been collected from all but one locality. In addition, two stratigraphic sections were measured in areas where channels are absent. One channel has bee traced over a distance of about 60 miles and exhibits definite paleostructural control. An abstract describing this channel has been submitted and accepted for presentation at the Williston Basin Symposium in October, 1998.

  1. Multi-pack Disposal Concepts for Spent Fuel (Rev. 0)

    At the initiation of the Used Fuel Disposition (UFD) R&D campaign, international geologic disposal programs and past work in the U.S. were surveyed to identify viable disposal concepts for crystalline, clay/shale, and salt host media (Hardin et al., 2012). Concepts for disposal of commercial spent nuclear fuel (SNF) and high-level waste (HLW) from reprocessing are relatively advanced in countries such as Finland, France, and Sweden. The UFD work quickly showed that these international concepts are all “enclosed,” whereby waste packages are emplaced in direct or close contact with natural or engineered materials . Alternative “open” modes (emplacement tunnels are kept open after emplacement for extended ventilation) have been limited to the Yucca Mountain License Application Design (CRWMS M&O, 1999). Thermal analysis showed that, if “enclosed” concepts are constrained by peak package/buffer temperature, waste package capacity is limited to 4 PWR assemblies (or 9-BWR) in all media except salt. This information motivated separate studies: 1) extend the peak temperature tolerance of backfill materials, which is ongoing; and 2) develop small canisters (up to 4-PWR size) that can be grouped in larger multi-pack units for convenience of storage, transportation, and possibly disposal (should the disposal concept permit larger packages). A recent result from the second line of investigation is the Task Order 18 report: Generic Design for Small Standardized Transportation, Aging and Disposal Canister Systems (EnergySolution, 2015). This report identifies disposal concepts for the small canisters (4-PWR size) drawing heavily on previous work, and for the multi-pack (16-PWR or 36-BWR).

  2. Bioethical Biobanks: Three Concerns in Designing and Using Law Enforcement DNA Identification Databases

    Federal and state law enforcement authorities have amassed large collections of DNA samples and the identifying profiles derived from them. These databases help to identify the guilty and to exonerate the innocent, but as the databanks grow, so do fears about civil liberties. The research reported here discusses three legal and social policy issues that have been raised in regard to these biobanks—the choice of loci to type for identifying individuals, the indefinite retention of DNA samples, and the use of the DNA samples or the identifying profiles for research purposes. It also considers the possible value of the databases for research into the genetics of human behavior and the ethics of using them for this purpose. It rejects the broad claim that such research is inherently unethical but proposes procedures for ensuring that the value of the proposed research justifies any psychosocial or other risks to the subjects of the research.

  3. Electrical Energy Storage for Renewable Energy Systems

    This program focused on development of the fundamental understanding necessary to significantly improve advanced battery and ultra-capacitor materials and systems to achieve significantly higher power and energy density on the one hand, and significantly lower cost on the other. This program spanned all the way from atomic-level theory, to new nanomaterials syntheses and characterization, to system modeling and bench-scale technology demonstration. Significant accomplishments are detailed in each section. Those particularly noteworthy include: • Transition metal silicate cathodes with 2x higher storage capacity than commercial cobalt oxide cathodes were demonstrated. • MnO₂ nanowires, which are a promising replacement for RuO₂, were synthesized • PAN-based carbon nanofibers were prepared and characterized with an energy density 30-times higher than current ultracapacitors on the market and comparable to lead-acid batteries • An optimization-based control strategy for real-time power management of battery storage in wind farms was developed and demonstrated. • PVDF films were developed with breakdown strengths of > 600MVm⁻¹, a maximum energy density of approximately 15 Jcm⁻³, and an average dielectric constant of 9.8 (±1.2). Capacitors made from these films can support a 10-year lifetime operating at an electric field of 200 MV m⁻¹. This program not only delivered significant advancements in fundamental understanding and new materials and technology, it also showcased the power of the cross-functional, multi-disciplinary teams at UT Dallas and UT Tyler for such work. These teams are continuing this work with other sources of funding from both industry and government.

  4. Off-shelf portion of Harris delta: a reexamination of downdip Woodbine-Eagle Ford

    This study relates the Eagle Ford-equivalent Harris delta north of the Stuart City shelf edge with the downdip Woodbine-Eagle Ford section south of that shelf edge. Together, they comprised one large deltaic complex that divided into two major lobes at an avulsion site near Anderson County. One lobe prograded southwestward toward Kurten field in Brazos County; the other (now partly eroded) prograded southeastward beside the low-lying Sabine (uplift) landmass into Polk County. The Polk County lobe crossed the Stuart City shelf edge in the Seven Oaks-Hortense field area and continued to prograde southward into deeper and higher energy water. Such an environment caused this off-shelf Harris delta to oversteepen, resulting in frequent slumps and gravity flows that deposited debris-flow and turbidite sands along with predominantly fine-grained prodelta sediments. More familiar deltaic facies (outer fringe) are present in the uppermost section. Numerous structural and stratigraphic maps and cross sections illustrate the progradation of the downdip Harris delta and its features. The progradation was arrested for a time by deeper water at the older and more precipitous Sligo shelf edge. This progradational hiatus is recorded by a relatively strong reflection that separates two seismic sequences. The younger, onlapping sequence appears to represent continued Harris delta sedimentation. Among the interesting features mapped seismically and/or geologically are mounded reflections that represent the largest slumping events, thickness anomalies associated with the carbonate substrate, and erosional( ) channels at the section top. These off-shelf Harris delta deposits appear to interfinger laterally with a genetically different eastern (Tuscaloosa ) sequence in Tyler and Jasper Counties.

  6. Ventilation System Effectiveness and Tested Indoor Air Quality Impacts

    In this project, Building America research team Building Science Corporation tested the effectiveness of ventilation systems at two unoccupied, single-family, detached lab homes at the University of Texas - Tyler. Five ventilation system tests were conducted with various whole-building ventilation systems. Multizone fan pressurization testing characterized building and zone enclosure leakage. PFT testing showed multizone air change rates and interzonal airflow. Cumulative particle counts for six particle sizes, and formaldehyde and other Top 20 VOC concentrations were measured in multiple zones. The testing showed that single-point exhaust ventilation was inferior as a whole-house ventilation strategy. This was because the source of outside air was not direct from outside, the ventilation air was not distributed, and no provision existed for air filtration. Indoor air recirculation by a central air distribution system can help improve the exhaust ventilation system by way of air mixing and filtration. In contrast, the supply and balanced ventilation systems showed that there is a significant benefit to drawing outside air from a known outside location, and filtering and distributing that air. Compared to the exhaust systems, the CFIS and ERV systems showed better ventilation air distribution and lower concentrations of particulates, formaldehyde and other VOCs. System improvement percentages were estimated based on four system factor categories: balance, distribution, outside air source, and recirculation filtration. Recommended system factors could be applied to reduce ventilation fan airflow rates relative to ASHRAE Standard 62.2 to save energy and reduce moisture control risk in humid climates. HVAC energy savings were predicted to be 8-10%, or $50-$75/year.

    Organic material contributes {approx}20-50% to the total fine aerosol mass at continental mid-latitudes (Saxena and Hildemann, 1996; Murphy et al., 1998; Peterson and Tyler, 2002; Putaud et al., 2004) and as much as 90% in tropical forested areas (Andreae and Crutzen, 1997; Artaxo et al., 2002). Significant amounts of carbonaceous aerosols are also observed in the free troposphere (Heald et al., 2005). A substantial fraction of the organic component of atmospheric particles consists of water-soluble, possibly multifunctional compounds (Saxena and Hildemann, 1996; Kavouras et al., 1998). It is critical that we understand how organic aerosols and their precursors are transformed in the atmosphere and the dependence of the transformation on the chemical and thermodynamic conditions of the ambient environment: (1) to accurately forecast how changing emissions will impact atmospheric organic aerosol concentrations and properties on the regional to global scale, and (2) to relate atmospheric measurements to sources. A large (but as yet unquantified) fraction of organic aerosol is formed in the atmosphere by precursor gases. In addition, both primary and secondary organic aerosol interact with other gas and aerosol species in the atmosphere so that their properties (i.e., size, hygroscopicity, light absorption and scattering sphere efficiency) can change significantly with time and distance from their source. Organic aerosols (OA) are composed of complex mixtures of different organic species from less-polar organics (n-alkanes, polycyclic aromatic hydrocarbons, fatty alcohols, fatty acids, etc.) to highly polar organics such as dicarboxylic acids and multi-functional organic acids. Studies employing FTIR spectroscopy and NEXAFS have demonstrated the presence of different functional groups such as ketonic and carboxylic groups.     The 2008 Columbia River Estuary Conference was held at the Liberty Theater in Astoria, Oregon, on April 19-20. The conference theme was ecosystem restoration. The purpose of the conference was to exchange data and information among researchers, policy-makers, and the public, i.e., interrelate science with management. Conference organizers invited presentations synthesizing material on Restoration Planning and Implementation (Session 1), Research to Reduce Restoration Uncertainties (Session 2), Wetlands and Flood Management (Session 3), Action Effectiveness Monitoring (Session 4), and Management Perspectives (Session 5). A series of three plenary talks opened the conference. Facilitated speaker and audience discussion periods were held at the end of each session. Contributed posters conveyed additional data and information. These proceedings include abstracts and notes documenting questions from the audience and clarifying answers from the presenter for each talk. The proceedings also document key points from the discussion periods at the end of each session. The conference program is outlined in the agenda section.     The 2008 Columbia River Estuary Conference was held at the Liberty Theater in Astoria, Oregon, on April 19-20. The conference theme was ecosystem restoration. The purpose of the conference was to exchange data and information among researchers, policy-makers, and the public, i.e., interrelate science with management. Conference organizers invited presentations synthesizing material on Restoration Planning and Implementation (Session 1), Research to Reduce Restoration Uncertainties (Session 2), Wetlands and Flood Management (Session 3), Action Effectiveness Monitoring (Session 4), and Management Perspectives (Session 5). A series of three plenary talks opened the conference. Facilitated speaker and audience discussion periods were held at the end of each session. Contributed posters conveyed additional data and information. These proceedings include abstracts and notes documenting questions from the audience and clarifying answers from the presenter for each talk. The proceedings also document key points from the discussion periods at the end of each session. The conference program is outlined in the agenda section.     Sampling of fluids in deep boreholes is challenging becauseof the necessity to minimize external contamination and maintain sampleintegrity during recovery. The U-tube sampling methodology was developedto collect large volume, multiphase samples at in situ pressures. As apermanent or semi-permanent installation, the U-tube can be used forrapidly acquiring multiple samples or it may be installed for long-termmonitoring applications. The U-tube was first deployed in Liberty County,TX to monitor crosswell CO2 injection as part of the Frio CO2sequestration experiment. Analysis of gases (dissolved or separate phase)was performed in the field using a quadrupole mass spectrometer, whichserved as the basis for determining the arrival of the CO2 plume. Thepresence of oxygen and argon in elevated concentrations, along withreduced methane concentration, indicate sample alteration caused by theintroduction of surface fluids during borehole completion. Despiteproducing the well to eliminate non-native fluids, measurementsdemonstrate that contamination persists until the immiscible CO2injection swept formation fluid into the observationwellbore.

    The U.S. Department of Energy is studying Yucca Mountain as the possible site for the first underground repository for permanent disposal of spent fuel from commercial nuclear reactors as well as for other types high-level nuclear waste. Emplacement of high-level radioactive waste, especially commercial spent nuclear fuel (CSNF), in Yucca Mountain will release a large amount of heat into the rock above and below the repository. The heating rate will decrease with time, creating a thermal pulse. Over a period of several thousand years, the rock temperature will rise initially, then drop when the production of decay heat falls below the rate at which heat escapes from the hot zone. Besides raising the rock temperature, much of this heat will vaporize water, which will then condense in cooler regions. The condensate is likely to form a gravity-driven heat pipe above the repository, creating the possibility that water may drain back onto the waste packages (WPs) or that it may ''shed'' through the pillars between emplacement drifts. The long-term importance of these effects has been investigated through the development, testing, and application of thermohydrologic (TH) models. Other effects, such coupled chemical and mechanical processes, may also influence the movement of water above, within, and below the emplacement drifts. A recent report on thermally driven coupled processes (Hardin and Chesnut, 1997) provides a qualitative assessment of the probable significance of these processes for the Yucca Mountain Site Characterization Project (YMSCP) and is the phenomenological framework for the present report. This report describes the conceptual and numerical models that have been developed to predict the thermal, mechanical, hydrologic, and chemical responses to the cumulative heat production of the potential host rock at Yucca Mountain.     The Puget Sound Naval Shipyard & Intermediate Maintenance Facility (PSNS&IMF) and Naval Base Kitsap-Bremerton (Shipyard) located in Bremerton, WA are committed to a culture of continuous process improvement for all aspects of Shipyard operations, including reducing the releases of hazardous materials and waste in discharges from the Shipyard. Under the Project ENVVEST Final Project Agreement, a cooperative project among PSNS&IMF, the Environmental Protection Agency (EPA), and the Washington State Department of Ecology (Ecology), and local stakeholders (US Navy, EPA and Ecology 2002) has been helping to improve the environmental quality of the Sinclair and Dyes Inlet Watershed (ENVVEST 2006). An ambient monitoring program for sediment, water, and indigenous mussels began in 2009 to assess the status and trend of ecological resources, assess the effectiveness of cleanup and pollution control measures, and determine if discharges from all sources are protective of beneficial uses including aquatic life. This document presents the 2010 chemical residue data and stable isotopes of carbon (δ13C) and nitrogen (δ15N) for the regional mussel watch stations located in Sinclair Inlet, Dyes Inlet, Port Orchard Passage, Rich Passage, Agate Passage, Liberty Bay, and Keyport Lagoon. Indigenous bivalves were collected from a small boat and/or from along the shoreline, measured, composited, and analyzed for a suite of trace metals and organic contaminants. The trace metals included silver, arsenic, cadmium, chromium, copper, mercury, nickel, lead, and zinc. The organic contaminants included the list of NOAA Status and Trends 20 polychlorinated biphenyls (PCB) congeners and suite of parent and methylated polycyclic aromatic hydrocarbons (PAHs). These chemical residue data provide the first year of the biota ambient monitoring.

  14. Capture and Use of Coal Mine Ventilation Air Methane

    CONSOL Energy Inc., in conjunction with MEGTEC Systems, Inc., and the U.S. Department of Energy with the U.S. Environmental Protection Agency, designed, built, and operated a commercial-size thermal flow reversal reactor (TFRR) to evaluate its suitability to oxidize coal mine ventilation air methane (VAM). Coal mining, and particularly coal mine ventilation air, is a major source of anthropogenic methane emissions, a greenhouse gas. Ventilation air volumes are large and the concentration of methane in the ventilation air is low; thus making it difficult to use or abate these emissions. This test program was conducted with simulated coal mine VAM in advance of deploying the technology on active coal mine ventilation fans. The demonstration project team installed and operated a 30,000 cfm MEGTEC VOCSIDIZER oxidation system on an inactive coal mine in West Liberty, WV. The performance of the unit was monitored and evaluated during months of unmanned operation at mostly constant conditions. The operating and maintenance history and how it impacts the implementation of the technology on mine fans were investigated. Emission tests showed very low levels of all criteria pollutants at the stack. Parametric studies showed that the equipment can successfully operate at the design specification limits. The results verified the ability of the TFRR to oxidize {ge}95% of the low and variable concentration of methane in the ventilation air. This technology provides new opportunities to reduce greenhouse gas emissions by the reduction of methane emissions from coal mine ventilation air. A large commercial-size installation (180,000 cfm) on a single typical mine ventilation bleeder fan would reduce methane emissions by 11,000 to 22,100 short tons per year (the equivalent of 183,000 to 366,000 metric tonnes carbon dioxide).

    This paper reviews the public service responsibilities of lawyers, and how they can fulfill the annual goal of performing pro bono services by serving certain public involvement groups, including organization involved in Constitutional issues and environmental protection matters. Public involvement groups should consider their needs for legal services and consider soliciting lawyers to serve on their boards or to volunteer legal services which will assist those lawyers in fulfilling their professional obligations under Rules of Professional Conduct. The group should identify specific activities and tasks that require the skills and training of a lawyer, including corporate governance issues; conflict-of-interest questions; the statutory construction of laws, regulations and ordinances; or analysis of potential liability. The addition of a lawyer to advisory boards for governmental agencies and for non-profit boards of charitable, religious, civic, community, environmental and educational organizations may provide those boards with knowledge, analytical approaches and insights that complement the abilities of other board members. Rules of Professional Conduct applicable to lawyers include admonitions for lawyers to provide 'Public Service'. Representative of many rules, the American Bar Association Model Rule 6.1, entitled 'Voluntary Pro Bono Publico Service' addresses every lawyer's professional responsibility to provide legal services to those 'unable to pay'. This Model Rule exhorts each lawyer to provide fifty (50) hours of legal services without fee or expectation of fee to persons of limited means or charitable, religious or civic, community, governmental and educational organizations or to individuals, groups or organizations seeking 'to secure or protect civil rights, civil liberties, or public rights, or charitable, religious, civic, community, governmental and educational organizations in matters in furtherance of their purposes, where the payment of

    IShTAR (Ion cyclotron Sheath Test ARrangement) is a linear magnetised plasma test facility for RF sheaths studies at the Max-Planck-Institut für Plasmaphysik in Garching. In contrast to a tokamak, a test stand provides more liberty to impose the parameters and gives better access for the instrumentation and antennas. The project will support the development of diagnostic methods for characterising RF sheaths and validate and improve theoretical predictions. The cylindrical vacuum vessel has a diameter of 1 m and is 1.1 m long. The plasma is created by an external cylindrical plasma source equipped with a helical antenna that has been designed to excite the m=1 helicon mode. In inductive mode, plasma densities and electron temperatures have been characterised with a planar Langmuir probe as a function of gas pressure and input RF power. A 2D array of RF compensated Langmuir probes and a spectrometer are planned. A single strap RF antenna has been designed; the plasma-facing surface is aligned to the cylindrical plasma to ease the modelling. The probes will allow direct measurements of plasma density profiles in front of the RF antenna, and thus a detailed study of the density modifications induced by RF sheaths, which influences the coupling. The RF antenna frequency has been chosen to study different plasma wave interactions: the accessible plasma density range includes an evanescent and propagative behaviour of slow or fast waves, and allows the study of the effect of the lower hybrid resonance layer.

  17. An Industry/Academe Consortium for Achieving 20% wind by 2030 through Cutting-Edge Research and Workforce Training

    In January 2010, the University of Minnesota, along with academic and industry project partners, began work on a four year project to establish new facilities and research in strategic areas of wind energy necessary to move the nation towards a goal of 20% wind energy by 2030. The project was funded by the U.S. Department of Energy with funds made available through the American Recovery and Reinvestment Act of 2009. $7.9M of funds were provided by DOE and $3.1M was provided through matching funds. The project was organized into three Project Areas. Project Area 1 focused on design and development of a utility scale wind energy research facility to support research and innovation. The project commissioned the Eolos Wind Research Field Station in November of 2011. The site, located 20 miles from St. Paul, MN operates a 2.5MW Clipper Liberty C-96 wind turbine, a 130-ft tall sensored meteorological tower and a robust sensor and data acquisition network. The site is operational and will continue to serve as a site for innovation in wind energy for the next 15 years. Project Areas 2 involved research on six distinct research projects critical to the 20% Wind Energy by 2030 goals. The research collaborations involved faculty from two universities, over nine industry partners and two national laboratories. Research outcomes include new knowledge, patents, journal articles, technology advancements, new computational models and establishment of new collaborative relationships between university and industry. Project Area 3 focused on developing educational opportunities in wind energy for engineering and science students. The primary outcome is establishment of a new graduate level course at the University of Minnesota called Wind Engineering Essentials. The seminar style course provides a comprehensive analysis of wind energy technology, economics, and operation. The course is highly successful and will continue to be offered at the University. A regional mussel monitoring program began in 2010 to assess the status and trend of ecological resources, assess the effectiveness of cleanup and pollution control measures, and determine if discharges from all sources are protective of beneficial uses including aquatic life. The program collected indigenous mussels to represent a time-integrated measure of bioavailable metals and organic chemicals present in the water column. This document supplements the 2010 indigenous mussel data with 2012 data to provide two years of data on the chemical residue of mussels present in the inter-tidal regions of Sinclair Inlet, Dyes Inlet, Port Orchard Passage, Rich Passage, Agate Passage, Liberty Bay, and Keyport Lagoon. The 2012 data set added one station at PSNS&IMF and one market samples from Penn Cove. Indigenous mussels were collected from a small boat and/or from along the shoreline, measured, composited, and analyzed for percent lipids, percent moisture, stable isotopes of carbon and nitrogen, and a suite of trace metals and organic contaminants. The trace metals included silver (Ag), arsenic (As), cadmium (Cd), copper (Cu), mercury (Hg), lead (Pb), and zinc (Zn). The organic contaminants included the list of NOAA Status and Trends 20 polychlorinated biphenyls (PCB) congeners and suite of parent and methylated polycyclic aromatic hydrocarbons (PAHs). The average lengths between the 2010 and 2012 data were generally less than 30% relative percent difference (RPD). Generally, the metals concentrations were lower in 2012 than 2010 with some notable exceptions in Sinclair Inlet and Rich Passage where increases in Ag, Hg, Pb, Cu, and Zn exceeded
