The US Department of Energy, Western Area Power Administration (Western) proposes to replace an existing overhead static wire with a shield wire that contains optical fibers (OPGW) on transmission lines from McCullough Substation, south of Las Vegas, Nevada, to Liberty Substation near Phoenix, Arizona. The replacement will occur on the McCullough-Davis, Davis-Parker No. 2, and Parker-Liberty No. 1 230-kV transmission lines. Western is responsible for the operation and maintenance of the lines. Western prepared an Environmental Assessment (EA) entitled ``McCullough to Liberty Fiber Optics Project`` (DOE/EA-1202). The EA contains the analysis of the proposed construction, operation, and maintenance of the OPGW. Based on the analysis in the EA, Western finds that the proposed action is not a major Federal action significantly affecting the quality of the human environment, within the meaning of the National Environmental Policy Act (NEPA) of 1969. The preparation of an environmental impact statement (EIS) is not required, and therefore, Western is issuing this Findings of No Significant Impact (FONSI).

Clipper Windpower (CWP) has developed the Liberty 2.5 MW wind turbine. The development, manufacturing, and certification process depends heavily on being able to validate the full-scale system design and performance under load in both an accredited structural test facility and through accredited field testing. CWP requested that DOE/ NREL upgrade blade test capabilities to perform a scope of work including structural testing of the C-96 blade used on the CWP Liberty turbine. This funds-in CRADA was developed to upgrade NREL blade test capability, while enabling certification testing of the C-96 blade through the facility and equipment upgrades. NREL shared resource funds were used to develop hardware necessary to structurally attach a large wind turbine to the test stand at the NWTC. Participant funds-in monies were used for developing the test program.

Jack Reed, below and attached are my comments on energy policy for now and the future: ***************************************************************************** AN OUTLINE FOR PRACTICAL & FRUITFUL ENERGY DEVELOPMENT WITH SPECIAL ATTENTION TO SENSIBLE PUBLIC INVESTMENT (Thoughts on intelligent action for energy that is abundant, affordable, associated with many jobs and economic health in New England and the nation) ** CLINGING TO OUTMODED & DESTRUCTIVE TECHNOLOGIES – WE DON'T NEED TO ARGUE ABOUT CLIMATE CHANGE TO SEE THE WAY FORWARD 1. Fossil fuels and nuclear have clear and present dangers and damaging effects, on human and environmental health. This includes the uncontestable pollution involved in production and use, and the risks of greater disasters, along with concerns about toxic waste that can contaminate our water and more. 2. Renewable sources offer a vast number of possibilities for energy production for a variety of uses. To not explore them is wasteful. To stick to same-old, same-old is foolish, and will leave us at the rear of the pack re: future energy development. **SMALL IS BEAUTIFUL – LESS RISKY – MORE PRODUCTIVE – MORE LOCAL 1 Solyndra is the bad apple that makes the point. Because something costs millions, or even billions of dollars doesn't mean it is the way to achieve huge results. The only thing that is huge about propping up mega-corporations is the risk. 2 Making the money available in far smaller amounts to a variety of solar efforts is both less risky and more promising – gives more chance of positive results. And, to anyone who can do the math – millions of small installations is as productive as one giant. 3 Smaller projects tend to be more labor-intensive – and offer local employment in a bunch of different places, benefiting the economies of all. **BENEFICIAL INNOVATION IS NOT BORN IN A CORPORATE THINK TANK, BUT IN THE MINDS OF INDIVIDUAL GENIUSES. 1. History tells us that great inventions have been developed by unknowns working in garages, bike shops, etc. We need to look beyond the elite in corporate money tanks and prestigious academia to find the gems in our own backyards. 2. One such, Paul Klinkman, has at least 50 inventions on hand, is developing several, has one patent and a few more in process, most related to alternative energy production. 3. The point is that we would find many like him – if we would only look. 4. Also, we should be seeking not just new technologies, but new business models. Check out the example from our greenhouse flyer, below. **SAVVY INVESTORS DON'T PUT THE BULK OF THEIR FORTUNES IN JUST A COUPLE OF STOCKS. THEY SPREAD THE RISK BY DIVERSIFYING. LET US BE LIKEWISE SMART IN USE OF PUBLIC MONEY 1 "Renewable energy" is not just about electricity, or even that and hot water. It is not even just those and wind, and certainly more than "solar panels". 2 We need to explore and use the many different types of alternatives, just as we do in most other aspects of our society. 3 Taking the kind of money that was allocated to Solyndra (or even to 38 Studios here in Rhode Island, and instead investing it in even 10 small projects, is a much wiser choice than betting it on another big boondoggle. **WHAT TO DO? PUT OUR MONEY INTO SUPPORT FOR WIDESPREAD USE OF CURRENT "GREEN" ENERGY TECHNOLOGY, AND EVALUATION & DEVELOPMENT OF NEW, TRULY INNOVATIVE OPTIONS 1 Make renewable energy credits available for all solar, wind and other technologies that show promise for meeting our energy needs. 2 Consider setting up an Important Innovations Center like the one described on the other side. TWO EXAMPLES OF NEW & EXCITING RESEARCH & BUSINESS MODELS A. PROPOSED NEW KSD NON-PROFIT IMPORTANT INNOVATIONS CENTER PURPOSES **Provide a place where small inventors can get help in evaluating and developing their ideas. **Provide a place which will focus specifically on inventions that have the potential to benefit the world and its people. **Provide a place which will especially focus on solutions to energy needs – and to environmental pollution and other

This energy savings performance contract (ESPC) focuses on improvements to the infrastructure, with the addition of energy-efficient lighting, variable-speed drives, and installation of energy management control systems. The contractor, CES/Way, is investing $1 million, and the utility, Public Service Electric & Gas Company, will provide a rebate of $1.3 million. The potential energy savings resulting from this project are about 4 Billion Btu per year, about 75 percent of which will come from Ellis Island.

Energy Efficiency Upgrades

The energy efficiency upgrades project at Hardin County General Hospital did not include research nor was it a demonstration project. The project enabled the hospital to replace outdated systems with modern efficient models. Hardin County General Hospital is a 501c3, nonprofit hospital and the sole community provider for Hardin and Pope Counties of Illinois. This project provided much needed equipment and facility upgrades that would not have been possible through locally generated funding. Task 1 was a reroofing of the hospital. The hospital architect designed the replacement to increase the energy efficiency of the hospital roof/ceiling structure. Task 2 was replacement and installation of a new more efficient CT scanner for the hospital. Included in the project was replacement of HVAC equipment for the entire radiological suite. Task 5 was a replacement and installation of a new higher capacity diesel-fueled emergency generator for the hospital replacing a 50+ year old gas-fired generator. Task 7 was the replacement of 50+ year-old walk-in cooler/freezer with a newer, energy efficient model. Task 8 was the replacement of 10+ year-old washing machines in the hospital laundry with higher capacity, energy efficient models. Task 9 was replacement of 50-year old single pane curtain window system with double-pane insulated windows. Additionally, insulation was added around ventilation systems and the curtain wall system.

Type Ia supernova rate at a redshift of ~ 0.1

We present the type Ia rate measurement based on two EROS supernova search campaigns (in 1999 and 2000). Sixteen supernovae identified as type Ia were discovered. The measurement of the detection efficiency, using a Monte Carlo simulation, provides the type Ia supernova explosion rate at a redshift ~ 0.13. The result is $0.125^{+0.044+0.028}_{-0.034-0.028} h_{70}^2$ SNu where 1 SNu = 1 SN / $10^{10} L_{sun}^B$ / century. This value is compatible with the previous EROS measurement (Hardin et al. 2000), done with a much smaller sample, at a similar redshift. Comparison with other values at different redshifts suggests an evolution of the type Ia supernova rate.

Distributing many points on spheres: minimal energy and designs

This survey discusses recent developments in the context of spherical designs and minimal energy point configurations on spheres. The recent solution of the long standing problem of the existence of spherical $t$-designs on $\\mathbb{S}^d$ with $\\mathcal{O}(t^d)$ number of points by A. Bondarenko, D. Radchenko, and M. Viazovska attracted new interest to this subject. Secondly, D. P. Hardin and E. B. Saff proved that point sets minimising the discrete Riesz energy on $\\mathbb{S}^d$ in the hypersingular case are asymptotically uniformly distributed. Both results are of great relevance to the problem of describing the quality of point distributions on $\\mathbb{S}^d$, as well as finding point sets, which exhibit good distribution behaviour with respect to various quality measures.

Opportunities for Energy Crop Production Based on Subfield Scale Distribution of Profitability

Incorporation of dedicated herbaceous energy crops into row crop landscapes is a promising means to supply an expanding biofuel industry while increasing biomass yields, benefiting soil and water quality, and increasing biodiversity. Despite these positive traits energy crops remain largely unaccepted due to concerns over their practicality and cost of implementation. This paper presents a case study on Hardin County, Iowa to demonstrate how subfield decision making can be used to target candidate areas for conversion to energy crop production. The strategy presented integrates switchgrass (Panicum virgatum L.) into subfield landscape positions where corn (Zea mays L.) grain is modeled to operate at a net economic loss. The results of this analysis show that switchgrass integration has the potential to increase sustainable biomass production from 48 to 99% (depending on the rigor of conservation practices applied to corn stover collection) while also improving field level profitability. Candidate land area is highly sensitive to grain price (0.18 to 0.26 US$ kg-1) and dependent on the acceptable net profit for corn production (ranging from 0 to -1,000 US$ ha-1). This work presents the case that switchgrass can be economically implemented into row crop production landscapes when management decisions are applied at a subfield scale and compete against areas of the field operating at a negative net profit.

Long-Term Carbon Injection Field Test for 90% Mercury Removal for a PRB Unit a Spray Dryer and Fabric Filter

The power industry in the U.S. is faced with meeting regulations to reduce the emissions of mercury compounds from coal-fired plants. Injecting a sorbent such as powdered activated carbon (PAC) into the flue gas represents one of the simplest and most mature approaches to controlling mercury emissions from coal-fired boilers. The purpose of this test program was to evaluate the long-term mercury removal capability, long-term mercury emissions variability, and operating and maintenance (O&M) costs associated with sorbent injection on a configuration being considered for many new plants. Testing was conducted by ADA Environmental Solutions (ADA) at Rocky Mountain Power’s (RMP) Hardin Station through funding provided by DOE/NETL, RMP, and other industry partners. The Hardin Station is a new plant rated at 121 MW gross that was first brought online in April of 2006. Hardin fires a Powder River Basin (PRB) coal and is configured with selective catalytic reduction (SCR) for NOx control, a spray dryer absorber (SDA) for SO2 control, and a fabric filter (FF) for particulate control. Based upon previous testing at PRB sites with SCRs, very little additional mercury oxidation from the SCR was expected at Hardin. In addition, based upon results from DOE/NETL Phase II Round I testing at Holcomb Station and results from similarly configured sites, low native mercury removal was expected across the SDA and FF. The main goal of this project was met—sorbent injection was used to economically and effectively achieve 90% mercury control as measured from the air heater (AH) outlet to the stack for a period of ten months. This goal was achieved with DARCO® Hg-LH, Calgon FLUEPAC®-MC PLUS and ADA Power PAC PREMIUM brominated activated carbons at nominal loadings of 1.5–2.5 lb/MMacf. An economic analysis determined the twenty-year levelized cost to be 0.87 mills/kW-hr, or $15,000/lb Hg removed. No detrimental effects on other equipment or plant operations were observed. The results of this project also filled a data gap for plants firing PRB coal and configured with an SCR, SDA, and FF, as many new plants are being designed today. Another goal of the project was to evaluate, on a short-term basis, the mercury removal associated with coal additives and coal blending with western bituminous coal. The additive test showed that, at this site, the coal additive known as KNX was affective at increasing mercury removal while decreasing sorbent usage. Coal blending was conducted with two different western bituminous coals, and West Elk coal increased native capture from nominally 10% to 50%. Two additional co-benefits were discovered at this site. First, it was found that native capture increased from nominally 10% at full load to 50% at low load. The effect is believed to be due to an increase in mercury oxidation across the SCR caused by a corresponding decrease in ammonia injection when the plant reduces load. Less ammonia means more active oxidation sites in the SCR for the mercury. The second co-benefit was the finding that high ammonia concentrations can have a negative impact on mercury removal by powdered activated carbon. For a period of time, the plant operated with a high excess of ammonia injection necessitated by the plugging of one-third of the SCR. Under these conditions and at high load, the mercury control system could not maintain 90% removal even at the maximum feed rate of 3.5 lb/MMacf (pounds of mercury per million actual cubic feet). The plant was able to demonstrate that mercury removal was directly related to the ammonia injection rate in a series of tests where the ammonia rate was decreased, causing a corresponding increase in mercury removal. Also, after the SCR was refurbished and ammonia injection levels returned to normal, the mercury removal performance also returned to normal. Electron and Positron Capture Rates on $\\bf{^{55}}$Co in Stellar Matter

Cobalt-55 is not only present in abundance in presupernova phase but is also advocated to play a decisive role in the core collapse of massive stars. The spectroscopy of electron capture and emitted neutrinos yields useful information on the physical conditions and stellar core composition. B(GT) values to low-lying states are calculated microscopically using the pn-QRPA theory. Our rates are enhanced compared to the shell model rates. The enhancement is attributed partly to the liberty of selecting a huge model space, allowing consideration of many more parent excited states in our rate calculation. Unlike previous calculations, the so-called Brink's hypothesis is not assumed leading to a more realistic estimate of the rates. The electron and positron capture rates are calculated over a wide temperature and density grid.

Well data and base map data have been successfully imported into Arcview and customized to meet the needs of this project. Log tops and other data from about ½ of the exploration wells in the area have been incorporated into the data base. All of the four 30? X 60? geologic quadrangles have been scanned to produce a digital surface geologic data base for the Crow Reservation and all are nearing completion. Formal technical review prior to publication has been completed for the Billings and Bridger Quadrangles; and are underway for the Hardin and Lodge Grass Quadrangles. Field investigations were completed during the last quarter. With the help of a student field assistant from the Crow Tribe, the entire project area was inventoried for the presence of valley-fill deposits in the Kootenai Formation. Field inventory has resulted in the identification of nine exposures of thick valley-fill deposits. These appear to represent at least four major westward-trending valley systems. All the channel localities have been measured and described in detail and paleocurrent data has been collected from all but one locality. In addition, two stratigraphic sections were measured in areas where channels are absent. One channel has bee traced over a distance of about 60 miles and exhibits definite paleostructural control. An abstract describing this channel has been submitted and accepted for presentation at the Williston Basin Symposium in October, 1998.

All of the four 30 x 60 feet geologic quadrangles have been scanned to produce a digital surface geologic data base for the Crow Reservation and all are nearing completion. Formal technical review prior to publication has been completed for all the quandrangles; Billings, Bridger; Hardin, and Lodge Grass. All four quadrangles are in the Bureau's Publications Department being prepared for submittal to a printer. Field investigations were completed during the third quarter, 1997. With the help of a student field assistant from the Crow Tribe, the entire project area was inventoried for the presence of valley-fill deposits in the Kootenai Formation. Field inventory has resulted in the identification of nine exposures of thick valley-fill deposits. These appear to represent at least four major westward-trending valley systems. All the channel localities have been measured and described in detail and paleocurrent data has been collected from all but one locality. Eighth national passive solar conference. Final report

The Eighth National Passive Solar Conference was held near Santa Fe, New Mexico at the Glorieta Conference Center on September 5 to 11, 1983. Nearly 900 people from all across the nation and the world attended the conference. Close to 200 technical papers were presented, 50 solar product exhibits were available; 34 poster sessions were presented; 16 solar workshops were conducted; 10 renowned solar individuals participated in rendezvous sessions; 7 major addresses were delivered; 5 solar home tours were conducted; 2 emerging architecture sessions were held which included 21 separate presentations; and commercial product presentations were given for the first time ever at a national passive solar conference. Peter van Dresser of Santa Fe received the prestigious Passive Solar Pioneer Award, posthumously, from the American Solar Energy Society and Benjamin T. Buck Rogers of Embudo received the prestigious Peter van Dresser Award from the New Mexico Solar Energy Association. This report reviews conference organization, attendance, finances, conference evaluation form results, and includes press coverage samples, selected conference photos courtesy of Marshall Tyler, and a summary with recommendations for future conferences. Ventilation System Effectiveness and Tested Indoor Air Quality Impacts

Ventilation system effectiveness testing was conducted at two unoccupied, single-family, detached lab homes at the University of Texas - Tyler. Five ventilation system tests were conducted with various whole-building ventilation systems. Multizone fan pressurization testing characterized building and zone enclosure leakage. PFT testing showed multizone air change rates and interzonal airflow. Cumulative particle counts for six particle sizes, and formaldehyde and other Top 20 VOC concentrations were measured in multiple zones. The testing showed that single-point exhaust ventilation was inferior as a whole-house ventilation strategy. It was inferior because the source of outside air was not direct from outside, the ventilation air was not distributed, and no provision existed for air filtration. Indoor air recirculation by a central air distribution system can help improve the exhaust ventilation system by way of air mixing and filtration. In contrast, the supply and balanced ventilation systems showed that there is a significant benefit to drawing outside air from a known outside location, and filtering and distributing that air. Compared to the Exhaust systems, the CFIS and ERV systems showed better ventilation air distribution and lower concentrations of particulates, formaldehyde and other VOCs. System improvement percentages were estimated based on four System Factor Categories: Balance, Distribution, Outside Air Source, and Recirculation Filtration. Recommended System Factors could be applied to reduce ventilation fan airflow rates relative to ASHRAE Standard 62.2 to save energy and reduce moisture control risk in humid climates. HVAC energy savings were predicted to be 8-10%, or $50-$75/year.

Electrical Energy Storage for Renewable Energy Systems

This program focused on development of the fundamental understanding necessary to significantly improve advanced battery and ultra-capacitor materials and systems to achieve significantly higher power and energy density on the one hand, and significantly lower cost on the other. This program spanned all the way from atomic-level theory, to new nanomaterials syntheses and characterization, to system modeling and bench-scale technology demonstration. Significant accomplishments are detailed in each section. Those particularly noteworthy include: • Transition metal silicate cathodes with 2x higher storage capacity than commercial cobalt oxide cathodes were demonstrated. • MnO? nanowires, which are a promising replacement for RuO?, were synthesized • PAN-based carbon nanofibers were prepared and characterized with an energy density 30-times higher than current ultracapacitors on the market and comparable to lead-acid batteries • An optimization-based control strategy for real-time power management of battery storage in wind farms was developed and demonstrated. • PVDF films were developed with breakdown strengths of > 600MVm?¹, a maximum energy density of approximately 15 Jcm?³, and an average dielectric constant of 9.8 (±1.2). Capacitors made from these films can support a 10-year lifetime operating at an electric field of 200 MV m?¹. This program not only delivered significant advancements in fundamental understanding and new materials and technology, it also showcased the power of the cross-functional, multi-disciplinary teams at UT Dallas and UT Tyler for such work. These teams are continuing this work with other sources of funding from both industry and government.

Single Component Sorption-Desorption Test Experimental Design Approach Discussions

A task was identified within the fission-product-transport work package to develop a path forward for doing testing to determine behavior of volatile fission products behavior and to engage members of the NGNP community to advise and dissent on the approach. The following document is a summary of the discussions and the specific approaches suggested for components of the testing. Included in the summary isare the minutes of the conference call that was held with INL and external interested parties to elicit comments on the approaches brought forward by the INL participants. The conclusion was that an initial non-radioactive, single component test will be useful to establish the limits of currently available chemical detection methods, and to evaluated source-dispersion uniformity. In parallel, development of a real-time low-concentration monitoring method is believed to be useful in detecting rapid dispersion as well as desorption phenomena. Ultimately, the test cycle is expected to progress to the use of radio-traced species, simply because this method will allow the lowest possible detection limits. The consensus of the conference call was that there is no need for an in-core test because the duct and heat exchanger surfaces that will be the sorption target will be outside the main neutron flux and will not be affected by irradiation. Participants in the discussion and contributors to the INL approach were Jeffrey Berg, Pattrick Calderoni, Gary Groenewold, Paul Humrickhouse, Brad Merrill, and Phil Winston. The 2008 Columbia River Estuary Conference was held at the Liberty Theater in Astoria, Oregon, on April 19-20. The conference theme was ecosystem restoration. The purpose of the conference was to exchange data and information among researchers, policy-makers, and the public, i.e., interrelate science with management. Conference organizers invited presentations synthesizing material on Restoration Planning and Implementation (Session 1), Research to Reduce Restoration Uncertainties (Session 2), Wetlands and Flood Management (Session 3), Action Effectiveness Monitoring (Session 4), and Management Perspectives (Session 5). A series of three plenary talks opened the conference. Facilitated speaker and audience discussion periods were held at the end of each session. Contributed posters conveyed additional data and information. These proceedings include abstracts and notes documenting questions from the audience and clarifying answers from the presenter for each talk. The proceedings also document key points from the discussion periods at the end of each session. The conference program is outlined in the agenda section. Speaker biographies are presented in Appendix A. Poster titles and authors are listed in Appendix B. A list of conference attendees is contained in Appendix C. Conference organizers invited presentations synthesizing material on Restoration Planning and Implementation (Session 1), Research to Reduce Restoration Uncertainties (Session 2), Wetlands and Flood Management (Session 3), Action Effectiveness Monitoring (Session 4), and Management Perspectives (Session 5). A series of three plenary talks opened the conference. Facilitated speaker and audience discussion periods were held at the end of each session. Contributed posters conveyed additional data and information. These proceedings include abstracts and notes documenting questions from the audience and clarifying answers from the presenter for each talk. The proceedings also document key points from the discussion periods at the end of each session. The conference program is outlined in the agenda section. Speaker biographies are presented in Appendix A. Poster titles and authors are listed in Appendix B. A list of conference attendees is contained in Appendix C.

The U-tube sampling methodology and real-time analysis of geofluids

The U-tube geochemical sampling methodology, an extension of the porous cup technique proposed by Wood [1973], provides minimally contaminated aliquots of multiphase fluids from deep reservoirs and allows for accurate determination of dissolved gas composition. The initial deployment of the U-tube during the Frio Brine Pilot CO{sub 2} storage experiment, Liberty County, Texas, obtained representative samples of brine and supercritical CO{sub 2} from a depth of 1.5 km. A quadrupole mass spectrometer provided real-time analysis of dissolved gas composition. Since the initial demonstration, the U-tube has been deployed for (1) sampling of fluids down gradient of the proposed Yucca Mountain High-Level Waste Repository, Armagosa Valley, Nevada (2) acquiring fluid samples beneath permafrost in Nunuvut Territory, Canada, and (3) at a CO{sub 2} storage demonstration project within a depleted gas reservoir, Otway Basin, Victoria, Australia. The addition of in-line high-pressure pH and EC sensors allows for continuous monitoring of fluid during sample collection. Difficulties have arisen during U-tube sampling, such as blockage of sample lines from naturally occurring waxes or from freezing conditions; however, workarounds such as solvent flushing or heating have been used to address these problems. The U-tube methodology has proven to be robust, and with careful consideration of the constraints and limitations, can provide high quality geochemical samples.

TheU-Tube: A Novel System for Acquiring Borehole Fluid Samplesfrom a Deep Geologic CO2 Sequestration Experiment

A novel system has been deployed to obtain geochemical samples of water and gas, at in situ pressure, during a geologic CO2 sequestration experiment conducted in the Frio brine aquifer in Liberty County, Texas. Project goals required high-frequency recovery of representative and uncontaminated aliquots of a rapidly changing two-phase (supercritical CO2-brine) fluid from 1.5 km depth. The datasets collected, using both the liquid and gas portions of the downhole samples, provide insights into the coupled hydro-geochemical issues affecting CO2 sequestration in brine-filled formations. While the basic premise underlying the U-Tube sampler is not new, the system is unique because careful consideration was given to the processing of the recovered two-phase fluids. In particular, strain gauges mounted beneath the high-pressure surface sample cylinders measured the ratio of recovered brine to supercritical CO2. A quadrupole mass spectrometer provided real-time gas analysis for perfluorocarbon and noble gas tracers that were injected along with the CO2. The U-Tube successfully acquired frequent samples, facilitating accurate delineation of the arrival of the CO2 plume, and on-site analysis revealed rapid changes in geochemical conditions.

Combustion of municipal solid wastes with oil shale in a circulating fluidized bed. Final report

The problem addressed by our invention is that of municipal solid waste utilization. The dimensions of the problem can be visualized by the common comparison that the average individual in America creates in five years time an amount of solid waste equivalent in weight to the Statue of Liberty. The combustible portion of the more than 11 billion tons of solid waste (including municipal solid waste) produced in the United States each year, if converted into useful energy, could provide 32 quads per year of badly needed domestic energy, or more than one-third of our annual energy consumption. Conversion efficiency and many other factors make such a production level unrealistic, but it is clear that we are dealing with a very significant potential resource. This report describes research pertaining to the co-combustion of oil shale with solid municipal wastes in a circulating fluidized bed. The oil shale adds significant fuel content and also constituents that can possible produce a useful cementitious ash.

An unusual carbon?carbon bond cleavage reaction during phosphinothricin biosynthesis

Natural products containing phosphorus-carbon bonds have found widespread use in medicine and agriculture. One such compound, phosphinothricin tripeptide, contains the unusual amino acid phosphinothricin attached to two alanine residues. Synthetic phosphinothricin (glufosinate) is a component of two top-selling herbicides (Basta and Liberty), and is widely used with resistant transgenic crops including corn, cotton and canola. Recent genetic and biochemical studies showed that during phosphinothricin tripeptide biosynthesis 2-hydroxyethylphosphonate (HEP) is converted to hydroxymethylphosphonate (HMP). Here we report the in vitro reconstitution of this unprecedented C(sp{sup 3})-C(sp{sup 3}) bond cleavage reaction and X-ray crystal structures of the enzyme. The protein is a mononuclear non-haem iron(II)-dependent dioxygenase that converts HEP to HMP and formate. In contrast to most other members of this family, the oxidative consumption of HEP does not require additional cofactors or the input of exogenous electrons. The current study expands the scope of reactions catalysed by the 2-His-1-carboxylate mononuclear non-haem iron family of enzymes.

Review of potential host rocks for radioactive waste disposal in the southeast United States-Southern Piedmont subregion

A literature study was conducted on the geology of the Southern Piedmont province in the states of Maryland, Virginia, North Carolina, South Carolina, and Georgia. The purpose was to identify geologic areas potentially suitable for containment of a repository for the long-term isolation of solidified radioactive waste. The crystalline rocks of the Southern Piedmont province range in age from Precambrian to Paleozoic, and are predominantly slates, phyllites, argillites, schists, metavolcanics, gneisses, gabbros, and granites. These rock units were classified as either favorable, potentially favorable, or unfavorable as potential study areas based on an evaluation of the geologic, hydrologic, and geotechnical characteristics. No socio-economic factors were considered. Rocks subjected to multiple periods of deformation and metamorphism, or described as highly fractured, or of limited areal extent were generally ranked as unfavorable. Potentially favorable rocks are primarily the high-grade metamorphic gneisses and granites. Sixteen areas were classified as being favorable for additional study. These areas are primarily large igneous granite plutons as follows: the Petersburg granite in Virginia; the Rolesville-Castallia, Churchland, and Landis plutons in North Carolina; the Liberty Hill, Winnsboro, and Ogden plutons in South Carolina; and the Siloam, Elberton, and six unnamed granite plutons in Georgia.

Capture and Use of Coal Mine Ventilation Air Methane

CONSOL Energy Inc., in conjunction with MEGTEC Systems, Inc., and the U.S. Department of Energy with the U.S. Environmental Protection Agency, designed, built, and operated a commercial-size thermal flow reversal reactor (TFRR) to evaluate its suitability to oxidize coal mine ventilation air methane (VAM). Coal mining, and particularly coal mine ventilation air, is a major source of anthropogenic methane emissions, a greenhouse gas. Ventilation air volumes are large and the concentration of methane in the ventilation air is low; thus making it difficult to use or abate these emissions. This test program was conducted with simulated coal mine VAM in advance of deploying the technology on active coal mine ventilation fans. The demonstration project team installed and operated a 30,000 cfm MEGTEC VOCSIDIZER oxidation system on an inactive coal mine in West Liberty, WV. The performance of the unit was monitored and evaluated during months of unmanned operation at mostly constant conditions. The operating and maintenance history and how it impacts the implementation of the technology on mine fans were investigated. Emission tests showed very low levels of all criteria pollutants at the stack. Parametric studies showed that the equipment can successfully operate at the design specification limits. The results verified the ability of the TFRR to oxidize {ge}95% of the low and variable concentration of methane in the ventilation air. This technology provides new opportunities to reduce greenhouse gas emissions by the reduction of methane emissions from coal mine ventilation air. A large commercial-size installation (180,000 cfm) on a single typical mine ventilation bleeder fan would reduce methane emissions by 11,000 to 22,100 short tons per year (the equivalent of 183,000 to 366,000 metric tonnes carbon dioxide).

Ambient Monitoring for Sinclair and Dyes Inlets, Puget Sound, Washington: Chemical Analyses for 2010 Regional Mussel Watch (AMB02)

The Puget Sound Naval Shipyard & Intermediate Maintenance Facility (PSNS&IMF) and Naval Base Kitsap-Bremerton (Shipyard) located in Bremerton, WA are committed to a culture of continuous process improvement for all aspects of Shipyard operations, including reducing the releases of hazardous materials and waste in discharges from the Shipyard. Under the Project ENVVEST Final Project Agreement, a cooperative project among PSNS&IMF, the Environmental Protection Agency (EPA), and the Washington State Department of Ecology (Ecology), and local stakeholders (US Navy, EPA and Ecology 2002) has been helping to improve the environmental quality of the Sinclair and Dyes Inlet Watershed (ENVVEST 2006). An ambient monitoring program for sediment, water, and indigenous mussels began in 2009 to assess the status and trend of ecological resources, assess the effectiveness of cleanup and pollution control measures, and determine if discharges from all sources are protective of beneficial uses including aquatic life. This document presents the 2010 chemical residue data and stable isotopes of carbon (?13C) and nitrogen (?15N) for the regional mussel watch stations located in Sinclair Inlet, Dyes Inlet, Port Orchard Passage, Rich Passage, Agate Passage, Liberty Bay, and Keyport Lagoon. Indigenous bivalves were collected from a small boat and/or from along the shoreline, measured, composited, and analyzed for a suite of trace metals and organic contaminants. The trace metals included silver, arsenic, cadmium, chromium, copper, mercury, nickel, lead, and zinc. The organic contaminants included the list of NOAA Status and Trends 20 polychlorinated biphenyls (PCB) congeners and suite of parent and methylated polycyclic aromatic hydrocarbons (PAHs). These chemical residue data provide the first year of the biota ambient monitoring.

The program collected indigenous mussels to represent a time-integrated measure of bioavailable metals and organic chemicals present in the water column. This document supplements the 2010 indigenous mussel data with 2012 data to provide two years of data on the chemical residue of mussels present in the inter-tidal regions of Sinclair Inlet, Dyes Inlet, Port Orchard Passage, Rich Passage, Agate Passage, Liberty Bay, and Keyport Lagoon. The 2012 data set added one station at PSNS&IMF and one market samples from Penn Cove. Indigenous mussels were collected from a small boat and/or from along the shoreline, measured, composited, and analyzed for percent lipids, percent moisture, stable isotopes of carbon and nitrogen, and a suite of trace metals and organic contaminants. The trace metals included silver (Ag), arsenic (As), cadmium (Cd), copper (Cu), mercury (Hg), lead (Pb), and zinc (Zn). The organic contaminants included the list of NOAA Status and Trends 20 polychlorinated biphenyls (PCB) congeners and suite of parent and methylated polycyclic aromatic hydrocarbons (PAHs). The average lengths between the 2010 and 2012 data were generally less than 30% relative percent difference (RPD). Generally, the metals concentrations were lower in 2012 than 2010 with some notable exceptions in Sinclair Inlet and Rich Passage where increases in Ag, Hg, Pb, Cu, and Zn exceeded an RPD of 50% between years. However, they did not exceed the bioaccumulation critical values or the critical body residues corresponding to the no observed effect dose (NOED) and the lowest observed effect dose (LOED) with one exception. The Cd concentrations exceeded the NOED and LOED for the Manchester Lab Pier and the Pike Place Market samples. For the PAHs and PCB, the 2012 data were generally lower than 2010 and some cases significantly lower for PAHs and none of the available invertebrate benchmarks were exceeded.

Investigation of novel geophysical techniques for monitoring CO2 movement during sequestration

Cost effective monitoring of reservoir fluid movement during CO{sub 2} sequestration is a necessary part of a practical geologic sequestration strategy. Current petroleum industry seismic techniques are well developed for monitoring production in petroleum reservoirs. The cost of time-lapse seismic monitoring can be born because the cost to benefit ratio is small in the production of profit making hydrocarbon. However, the cost of seismic monitoring techniques is more difficult to justify in an environment of sequestration where the process produces no direct profit. For this reasons other geophysical techniques, which might provide sufficient monitoring resolution at a significantly lower cost, need to be considered. In order to evaluate alternative geophysical monitoring techniques we have undertaken a series of numerical simulations of CO{sub 2} sequestration scenarios. These scenarios have included existing projects (Sleipner in the North Sea), future planned projects (GeoSeq Liberty test in South Texas and Schrader Bluff in Alaska) as well as hypothetical models based on generic geologic settings potentially attractive for CO{sub 2} sequestration. In addition, we have done considerable work on geophysical monitoring of CO{sub 2} injection into existing oil and gas fields, including a model study of the Weyburn CO{sub 2} project in Canada and the Chevron Lost Hills CO{sub 2} pilot in Southern California (Hoversten et al. 2003). Although we are specifically interested in considering ''novel'' geophysical techniques for monitoring we have chosen to include more traditional seismic techniques as a bench mark so that any quantitative results derived for non-seismic techniques can be directly compared to the industry standard seismic results. This approach will put all of our finding for ''novel'' techniques in the context of the seismic method and allow a quantitative analysis of the cost/benefit ratios of the newly considered methods compared to the traditional, more expensive, seismic technique. The Schrader Bluff model was chosen as a numerical test bed for quantitative comparison of the spatial resolution of various geophysical techniques being considered for CO{sub 2} sequestration monitoring. We began with a three dimensional flow simulation model provided by BP Alaska of the reservoir and developed a detailed rock-properties model from log data that provides the link between the reservoir parameters (porosity, pressure, saturations, etc.) and the geophysical parameters (velocity, density, electrical resistivity). The rock properties model was used to produce geophysical models from the flow simulations.
