    Let us consider the long term environmental, health and safety, and community impacts resulting from the proposed TGP pipeline that slated to cross the state through many small rural communities. As we go forward as a species let us not forget how we depend on the earth and natural world for our survival. Clean air, clean water, forests and wetlands, prime agricultural lands are all essential to the health of this Commonwealth. Western Massachusetts provides the state with rich soils, wildlife, aquifers and forests. Our rural lands help balance the excessive carbon production in other sections of the state. Is it wise to allow a pipeline to transport horizontally drilled fractured gas produced elsewhere just to get it to port to export it to the highest bidder? As I recently heard Senator Ed Markey say in a video posted online, it is not up to our Congresspersons where the gas ultimately goes. It is up to the CEO of the corporations and their bottom line is to satisfy shareholders by making the greatest profit. Ultimately, Massachusetts ratepayers will pay for the pipeline through a tariff. We will pay many times. We will pay with our wallets, with our lack of democracy as we face the possibility of eminent domain, we will pay with the needless degradation of our environment, we will risk injury from potential leaks and explosions and for what gain? Can we be assured that the gas will definitely be used to generate power in Massachusetts, that it will stay in the U.S.?     Competition in the utility industry forces management to look closely at the cost effectiveness of power plant outage projects. At TVA Fossil and Hydro Power, innovative work measurement is proving effective as a project management tool to do more with less. Labor-hours to complete outage work scopes are reduced by some 20 to 30%, not by working harder or sacrificing safety, or quality, but by working and managing smarter. Fossil power plant outages and shutdowns are costly. They are labor-intensive construction projects, often with expanding work scope, and executed on a fast track. Outage work is inherently complex and dynamic, and often unpredictable. Many activities and tasks must be integrated, coordinated and completed safely and efficiently by multiple crafts and work groups. As a result, numerous productivity factors can influence the cost and schedule of outage completion. This provides owners, contractors and labor with unique opportunities for competitive advantage--by making radical changes in how they manage labor-hours and time.

    Most concrete structures are designed and detailed to provide for a volume decrease without excessive cracking. Occasionally, however, a concrete structure exhibits a long-term increase in volume termed concrete growth. Concrete growth may result from a variety of reactions, such as the hydration of unstable oxides included in the concrete mix, or the oxidation of minerals or from an outside attack of sulfates. The most important reaction creating concrete growth is that between minor alkali hydroxides from cement and the concrete aggregates. Two distinctly different harmful reactions have been recognized: the alkali-silicate and alkali-carbonate reactions. Concrete deteriorating from an alkali-aggregate reaction, regardless of the type, develops an obvious network of cracks called pattern or map cracking. These alkali-aggregate reactions and their accompanying concrete growth have presented numerous problems at TVA's Fontana Dam, Chickamauga Dam and lock, and Hiwassee Dam. Much has been learned about alkali-aggregate reaction since 1940. Most harmful reactions can now be prevented in proposed structures by interpreting the results of standard test methods. It is not possible, however, in existing structures to determine how far the growth phenomenon has progressed, how long the effects will have to be dealt with, or what the future effects will be. A program of close surveillance and monitoring is maintained at these projects, and problems are dealt with as they arise.

    Three large Tennessee Valley Authority (TVA) dams are currently experiencing problems caused by alkali-aggregate reaction (AAR). Since the fall of 1990, engineers in Stone & Webster`s Denver, Colorado office have been working with TVA to evaluate how AAR is affecting the dams and to identify measures for controlling the adverse effects of the concrete growth. This paper provides an overview of how finite element analysis is being used to understand the affects of AAR on these structures and to evaluate alternatives for minimizing the adverse effects of the concrete growth. Work on Hiwassee Dam is essentially complete, while that on the Chickamauga and Fontana Projects is still in progress. Consequently, this paper will focus primarily on Hiwassee Dam. The ongoing work on the other two projects will only be discussed briefly.

    In March 1995, Tennessee Valley Authority (TVA) and Southwest Research Institute (SwRi) conducted testing of a multi-element ultrasonic probe designed to inspect economizer tubing in the Paradise power plant during the spring outage. This evaluation was to determine general loss of wall thickness due to erosion/corrosion and preferential inside diameter (ID) corrosion at butt welds in straight sections of the tube. The erosion/corrosion wall loss occurs during service while the butt weld corrosion occurs out-of-service when water collects in the weld groove during outages and results in localized pitting in the weld groove. The ultrasonic (UT) probe was designed to acquire thickness measurements from the ID of the economizer tubes and to be accurate, very rapid UT inspection. To attain a high rate of speed inside the tubes, an eight-element circular array of transducers were designed into the probe head. Thickness data and location data are collected automatically by a portable computer.

    Chickamauga Dam is a multi-purpose project constructed by the Tennessee Valley Authority (TVA) in the early 1940s. Shortly after construction it was evident there was an alkali-aggregate reaction taking place in the concrete structures. This reaction resulted in a phenomenon of concrete growth; i.e., unchecked expansion of the concrete which causes high stresses, cracking and movement of concrete structures, and undesirable side effects. This problem has increased in severity resulting in increased concerns about structural integrity of the dam structures and long term outages to navigation.

The results showed that excessive metal wastage in one of the locations can be attributed to erosive wear of chlorine impregnated iron oxide scales. The results also showed that corrosion accelerating elements such as Cl, S, and K act independent of each other on the carbon steel evaporator tubes and it is imperative to characterize the local environment in the vicinity of the tube banks for understanding the complex deposition/corrosion phenomena that occur in FBC systems. 2 refs., 11 figs., 1 tab.

    In this paper, we design a new three dimensional King Cobra face shaped fractional order chaotic system. The multi-scale synchronization scheme of two fractional order chaotic systems is described. The necessary conditions for the multi-scale synchronization of two identical fractional order King Cobra chaotic systems are derived through feedback control. A new cryptosystem is proposed for an image encryption and decryption by using synchronized fractional order King Cobra chaotic systems with the supports of multiple cryptographic assumptions. The security of the proposed cryptosystem is analyzed by the well known algebraic attacks. Numerical simulations are given to show the effectiveness of the proposed theoretical results.

    Staff of the King County Wastewater Treatment Division (WTD) have concern about the aftermath of a radiological dispersion event (RDE) leading to the introduction of significant quantities of radioactive material into the combined sanitary and storm sewer system in King County, Washington. Radioactive material could come from the use of a radiological dispersion device (RDD). RDDs include "dirty bombs" that are not nuclear detonations but are explosives designed to spread radioactive material (National Council on Radiation Protection and Measurements (NCRP) 2001). Radioactive material also could come from deliberate introduction or dispersion of radioactive material into the environment, including waterways and water supply systems. This document develops plausible and/or likely scenarios, including the identification of likely radioactive materials and quantities of those radioactive materials to be involved. These include 60Co, 90Sr, 137Cs, 192Ir, 226Ra, plutonium, and 241Am. Two broad categories of scenarios are considered. The first category includes events that may be suspected from the outset, such as an explosion of a "dirty bomb" in downtown Seattle. The explosion would most likely be heard, but the type of explosion (e.g., sewer methane gas or RDD) may not be immediately known. Emergency first responders must be able to quickly detect the radioisotopes previously listed, assess the situation, and deploy a response to contain and mitigate (if possible) detrimental effects resulting from the incident. In such scenarios, advance notice of about an hour or two might be available before any contaminated wastewater reaches a treatment plant. The second category includes events that could go initially undetected by emergency personnel. Examples of such a scenario would be the inadvertent or surreptitious introduction of radioactive material into the sewer system. Intact rogue radioactive sources from industrial radiography devices, well-logging apparatus, or moisture density gages may get into wastewater and be carried to a treatment plant. Other scenarios might include a terrorist deliberately putting a dispersible radioactive material into wastewater. Alternatively, a botched terrorism preparation of an RDD may result in radioactive material entering wastewater without anyone's knowledge. Drinking water supplies may also be contaminated, with the result that some or most of the radioactivity ends up in wastewater.

    This report presents a comparison of the characteristics of some prominent examples of independent government corporations and agencies with respect to the Department of Energy's (DOE) uranium enrichment enterprise. The six examples studied were: the Bonneville Power Administration (BPA); the Tennessee Valley Authority (TVA); the Synthetic Fuels Corporation (SYNFUELS); the Consolidated Rail Corporation (CONRAIL); the British Telecommunications Corporation (British TELECOM); and the Communications Satellite Organization (COMSAT), in order of decreasing levels of government ownership and control. They range from BPA, which is organized as an agency within DOE, to COMSAT, which is privately owned and free from almost all regulations common to government agencies. Differences in the degree of government involvement in these corporations and in many other characteristics serve to illustrate that there are no accepted standards for defining the characteristics of government corporations. Thus, historical precedent indicates considerable flexibility would be available in the development of enabling legislation to reorganize the enrichment enterprise as a government corporation or independent government agency.

Radioactive material also could come from deliberate introduction or dispersion of radioactive material into the environment, including waterways and water supply systems. Volume 2 of PNNL-15163 assesses the radiological instrumentation needs for detection of radiological or nuclear terrorism, in support of decisions to treat contaminated wastewater or to bypass the West Point Treatment Plant (WPTP), and in support of radiation protection of the workforce, the public, and the infrastructure of the WPTP. Fixed radiation detection instrumentation should be deployed in a defense-in-depth system that provides 1) early warning of significant radioactive material on the way to the WPTP, including identification of the radionuclide(s) and estimates of the soluble concentrations, with a floating detector located in the wet well at the Interbay Pump Station and telemetered via the internet to all authorized locations; 2) monitoring at strategic locations within the plant, including 2a) the pipe beyond the hydraulic ram in the bar screen room; 2b) above the collection funnels in the fine grit facility; 2c) in the sampling tank in the raw sewage pump room; and 2d) downstream of the concentration facilities that produce 6% blended and concentrated biosolids. Engineering challenges exist for these applications. It is necessary to deploy both ultra-sensitive detectors to provide early warning and identification and detectors capable of functioning in high-dose rate environments that are likely under some scenarios, capable of functioning from 10 microrems per hour (background) up to 1000 rems per hour. Software supporting fixed spectroscopic detectors is needed to provide prompt, reliable, and simple interpretations of spectroscopic outputs that are of use to operators and decision-makers. Software to provide scientists and homeland security personnel with sufficient technical detail for identification, quantification, waste management decisions, and for the inevitable forensic and attribution needs must be developed. Computational modeling using MCNP software has demonstrated that useful detection capabilities can be deployed. In particular, any of the isotopes examined can be detected at levels between 0.01 and 0.1 μCi per gallon. General purpose instruments that can be used to determine the nature and extent of radioactive contamination and measure radiation levels for purposes of protecting personnel and members of the public should be available. One or more portable radioisotope identifiers (RIIDs) should be available to WTD personnel. Small, portable battery-powered personal radiation monitors should be widely available WTD personnel. The personal monitors can be used for personal and group radiation protection decisions, and to alert management to the need to get expert backup. All considerations of radiological instrumentation require considerations of training and periodic retraining of personnel, as well as periodic calibration and maintenance of instruments. Routine “innocent” alarms will occur due to medical radionuclides that are legally discharged into sanitary sewers on a daily basis.

    In 2001 the Idaho Fisheries Resource Office continued as a cooperator on the Salmon Supplementation Studies in Idaho Rivers (ISS) project on Pete King and Clear creeks. Data relating to supplementation treatment releases, juvenile sampling, juvenile PIT tagging, brood stock spawning and rearing, spawning ground surveys, and snorkel surveys were used to evaluate project data points and augment past data. Due to low adult spring Chinook returns to Kooskia National Fish Hatchery (KNFH) in brood year 1999 there was no smolt supplementation treatment release into Clear Creek in 2001. A 17,014 spring Chinook parr supplementation treatment (containing 1000 PIT tags) was released into Pete King Creek on July 24, 2001. On Clear Creek, there were 412 naturally produced spring Chinook parr PIT tagged and released. Using juvenile collection methods, Idaho Fisheries Resource Office staff PIT tagged and released 320 naturally produced spring Chinook pre-smolts on Clear Creek, and 16 natural pre-smolts on Pete King Creek, for minimum survival estimates to Lower Granite Dam. There were no PIT tag detections of brood year 1999 smolts from Clear or Pete King creeks. A total of 2261 adult spring Chinook were collected at KNFH. Forty-three females were used for supplementation brood stock, and 45 supplementation (ventral fin-clip), and 45 natural (unmarked) adults were released upstream of KNFH to spawn naturally. Spatial and temporal distribution of 37 adults released above the KNFH weir was determined through the use of radio telemetry. On Clear Creek, a total of 166 redds (8.2 redds/km) were observed and data was collected from 195 carcasses. Seventeen completed redds (2.1 redds/km) were found, and data was collected data from six carcasses on Pete King Creek.

    Worldwide energy consumption is expected to double today`s levels by 2020, according to the World Energy Council. As diverse energy needs develop, fossil fuels are expected to continue to be the major source for power generation throughout the world. In the United States, utility deregulation is making low-cost fuel and power plant efficiency more important than ever. Electricity generators see both natural gas and coal as the fuels that will allow them to best meet the nation`s future energy needs. Coal will see less increase in its share of electricity generation than natural gas due to the costs associated with meeting the Clean Air Act Amendments` (CAAA) requirements. According to Organizations for Economic Cooperation Development, coal in both the United States and Europe will experience a 12 percent growth by 2010. Even with this somewhat slow growth, coal will remain the nation`s number one fuel for electricity generation well into the next century.

    Gallatin Units 1 and 2 have experienced a long history of problems in the reheat front inlet platens and front outlet pendants. Cracks were discovered at lug welds on the reheat inlet platen assemblies after six years of operation. During the next ten years cracking at lugs continued to be a problem in both the inlet platen and front outlet assemblies. Solutions included changing tube material and spacing, and redesigning lugs. None of the solutions were successful. In 1980, a fuel switch to washed coal was made to reduce boiler slagging. Within two years of the fuel change, liquid phase corrosion began to attack the tubes. The corrosion became severe and elements were replaced at seven year intervals. During this time, EPRI sought utilities with boilers experiencing liquid phase corrosion to test new corrosion resistant materials. Gallatin Unit 2 was selected as one of the test units. Probes containing a number of different alloys were inserted into the furnace and subjected to the corrosion attacks. After a five year study, HR3C was selected as the alloy from which to build a complete set of elements for further testing. Reheat assemblies were manufactured from HR3C and installed in Unit 2 and Unit 1 Shortly after Unit 1 returned to service, swages between the front pendant and inlet platen elements failed by brittle fracture due to the cold swaging operation used in fabrication. Cracks were discovered after two years of operation at the tube to lug welds and the new elements were experiencing the same liquid phase corrosion as in the past. The attempt to resolve the liquid phase corrosion problem in Gallatin Units 1 and 2 pendant reheater revealed that past replacements did not address the root cause of the problems. HR3C is a relatively brittle material and manufacturers used traditional methods to design and fabricate the elements. Inadequate fabrication and erection procedures have led to several in-service problems not associated with liquid phase corrosion.

    This contract has provided for the documentation of the feasibility of fuel alcohol production with small onfarm facilities, and for the design and construction of an efficient and easily constructed production facility. A feasibility study and a preliminary design report have been prepared. A prototype facility has been designed and constructed with a design production rate of 10 gallons per hour of 190-proof ethanol. The components of the facility are readily available through normal equipment supply channels or can be primarily owner-constructed. Energy efficiency was also of prime consideration in the design, and heat recovery equipment is included where practical. A renewable fuel boiler is used for process heat. Applicable safety standards and environmental requirements were also incorporated into the design. Other project activities included modification of a pickup truck to use the hydrous alcohol produced, evaluation of vacuum distillation for onfarm units, and development of a computer program to allow detailed economic analyses of fuel alcohol production. Efforts were also initiated to evaluate nongrain feedstocks, develop a preliminary design for a low-cost wood-fired boiler, and evaluate packed distillation columns constructed of plastic pipe.

    A 244E 4-wheel-drive loader, assorted garbage, and a touch of sewage sludge may not sound like a state-of-the-art formula...but it is. The Pinetop-Lakeside Sanitation District has pioneered a way to turn a caldron of municipal waste products into something usable, with the help of a 244E loader equipped with a quick coupler and attachments. The district bring in about 45 cu. yd. (34.4 m[sup 3]) of household garbage daily and converts it into compost at their plant. The 244E runs the entire operation. Two truckloads of garbage a day are dumped onto a tilt floor and loaded by the 244E into a 45-ft.-long (13.7 m) rotating drum. Sewage sludge is pumped from the treatment plant into the slowly rotating drum. Seven days later, the mixture comes out as a soil compost.

    This research focuses on the regulatory politics of mountaintop removal mining for coal within the Appalachian states of West Virginia and Kentucky. Based on Administrative Presidency concepts suggesting that chief executives seek more control and influence over agency program decisions, this article analyzes President George W. Bush's efforts to promote the development of coal resources within these states despite statutory constraints posed by federal environmental laws. The analysis demonstrates that President Bush effectively achieved his energy production goals by combining the use of discretionary authority with staff controls, executive orders, and regulatory initiatives to lessen industry compliance costs with environmental regulatory requirements.

    The United States has begun a program of counterproliferation in order to preempt the use of WMD by such elements, however, the ability to respond to the terrorist employment of biological/chemical weapons is absent. Given the structure, capability and technical expertise in the Federal Emergency Management Agency (FEMA) and the Federal Bureau of Investigation (FBI), the Department of Defense (DoD) will be tasked to conduct the response to such an incident. The geographical Commander in Chief (CINC) and the appointed Joint Task Force (JTF) commander will ultimately be assigned the response mission. Planning, training and coordination is required to develop a force capable of responding in a timely and coordinated manner.
