    This paper reports that another former Soviet central Asian republic has reported a highly encouraging oil strike that provides hope for halting or even reversing a long decline in its oil production. Turkmenistan reported it completed a well flowing more than 1,300 b/d in the central part of the Kara-Kum desert. Saparmurad Niyazov, the republic's president, recently predicted black gold will become one of our nation's main riches. The Turkmenistan discovery follows a huge oil strike in neighboring Uzbekistan's sector of the Fergana Valley. A blowout last march near the Uzbek town of Mingbulak reportedly flowed 62,000 b/d to as much as 146,000 b/d from about 17,000 ft with a pressure of 10,300 psi. Uzbekistan is counting on that discovery to improve its oil production prospects immensely.

  8. Oil and gas production in the Amu Dar`ya Basin of Western Uzbekistan and Eastern Turkmenistan

    The resource base, development history, current output, and future outlook for oil and gas production in Turkmenistan and Uzbekistan are examined by a Western specialist with particular emphasis on the most important gas-oil province in the region, the Amu Dar`ya basin. Oil and gas have been produced in both newly independent countries for over a century, but production from the Amu Dar`ya province proper dates from the post-World War II period. Since that time, however, fields in the basin have provided the basis for a substantial natural gas industry (Uzbekistan and Turkmenistan consistently have trailed only Russia among the former Soviet republics in gas output during the last three decades). Despite high levels of current production, ample oil and gas potential (Turkmenistan, for example, ranks among the top five or six countries in the world in terms of gas reserves) contributes to the region`s prominence as an attractive area for Western investors. The paper reviews the history and status of several international tenders for the development of both gas and oil in the two republics. Sections on recent gas production trends and future outlook reveal considerable differences in consumption patterns and export potential in the region. Uzbekistan consumes most of the gas it produces, whereas Turkmenistan, with larger reserves and a smaller population, exported well over 85% of its output over recent years and appears poised to become a major exporter. A concluding section examines the conditions that will affect these countries` presence on world oil and gas markets over the longer term: reserves, domestic consumption, transportation bottlenecks, the likelihood of foreign investment, and future oil and gas demand. 33 refs., 1 fig., 3 tabs.

    Radiation safety provisions for NORM contaminated areas are in use in a number of the former Soviet republics. Some of these areas were formed by absorbed radionuclides at the iodine and bromine extraction sites. As a rule, there are not any plant radiation monitoring systems nor appropriate services to ensure personnel, population and environmental radiation safety. The most hazardous sites are those which are situated in the Caspian Sea coastal zone. The bulk of the accumulated waste is represented by a loose mixture of sand and charcoal, which was basically used as the iodine extraction sorbent. The amounts of these wastes were estimated to be approximately 20,000 metric tons. The waste contamination is mainly composed of Ra-226 (U-238 decay series) and Ra-224, Ra-228 (Th-232 decay series). In 2009, the 'ECOMET-S', a Closed Joint-Stock Company from St. Petersburg, Russian Federation, was authorized by the Turkmenistan government to launch the rehabilitation project. The project includes D and D activities, contaminated areas remediation, collected wastes safe transportation to the repository and its disposal following repository closure. The work at the Khazar chemical plant started in September, 2010. Comprehensive radiological surveys to estimate the waste quantities were carried out in advance. In course of the rehabilitation work at the site of the Khazar chemical plant additional waste quantities (5,000 MT, 10,000 m{sup 3}) were discovered after the sludge was dumped and drained. Disposal volumes for this waste was not provided initially. The additional volume of the construction wastes was required in order to accommodate all the waste to be disposed. For the larger disposal volume the project design enterprise VNIPIET, offered to erect a second wall outside the existing one and this solution was adopted. As of May, 2011, 40,575 m{sup 3} of contaminated waste were collected and disposed safely. This volume represents 96.6% of the initial repository volume. Now work is underway to erect the second repository wall, which will allow housing of the additional 16,800 m{sup 3} The Khazar chemical plant territory restoration work is underway as well.     The Turks and Caicos Islands represent the SE limit of emergent portions of the Bahamian Platform. Providenciales and West Caicos are low-lying islands, composed of Quaternary marine and eolian carbonates, that lie near the NW margin of the Caicos Bank. Highest elevations of marine skeletal-peletal grainstones on Providenciales are 6m above present s.l.; reefs associated with marine grainstones on West Caicos are 3-4m above s.l., and allowing for growth in several meters water depth support interpretation of maximum s.l. as +6m. Marine sediments are dated as approximately 50,000 C14 Years B.P. This suggests correlation with the mid-Wisconsin s.l. maximum and implies tectonic instability. Eolian dunes achieve an elevation of 48 m on Providenciales, where they are differentiated into five systems based on geomorphology and grain composition. Oolites, now generated exclusively in the narrow swash-zone, predominate on the Bank side whereas coated pellets and skeletal grains characterize calcarenites formed in the seaward reef tract. Fall in s.l. to the late Wisconsin minimum (17,000 years, perhaps -120m) generated successively lower arcs of dunes as carbonate productivity decreased, and resulted in subaerial diagenesis as the entire Bank emerged. Spectacular karst formation during the late Wisconsin as well as earlier s.l. lows provided conduits that allow restricted marine faunas to flourish in inland lakes and sink holes.

  11. Regionalization and calibration of seismic discriminants, path effects and signal-to-noise for station ABKT (Alibek, Turkmenistan)

    We report measurements and analysis of regional seismic phase amplitude ratios and signal-to-noise for earthquakes observed at the International Monitoring System primary station ABKT (Alibek, Turkmenistan). We measured noise and phase amplitudes of the regional phases Pn, Pg, Sn, and Lg in four frequency bands between 0.75-9.0 Hz. Measurements were made in both the time and frequency domains. The spatial variation of amplitude ratios (e.g., Pn/Lg, Pg/Lg, Pn/Sn, Pg/Sn) and signal-to-noise (phase/noise) reveal significant path effect differences between the Hindu Kush, Kazahk Platform, Iranian Plateau and Caspian Sea. In order to represent this behavior, we have investigated several techniques for characterizing the data. These techniques are: 1) correlation with along-path distance and waveguide properties; 2) sector analysis; and 3) spatial averaging. Along-path waveguide properties, such as mean elevation and rms topographic slope are found to be the strongest factors related to Pg/Lg amplitude ratios at the lowest frequencies (<3.0 Hz). Other path properties such as mean crustal thickness and basement depth are not strongly correlated with Pg/Lg ratios. For sector analysis we divided the data into four (4) azimuthal sectors and characterized the data within each sector by a distance trend. Sectors were chosen based on the behavior of Pn/Lg, Pg/Lg and Pn/Sn amplitude ratios as well as topographic and tectonic character. Results reveal significant reduction (up to a factor of two) in the scatter of the Pn/Lg and Pg/Lg amplitude ratios for the sectorized data compared to the entire data set from all azimuths. Spatial averaging involves smoothing and interpolation for the ratios projected at the event location. Methods such as cap averaging and kriging will be presented at the meeting. 7 refs., 6 figs.

  13. U.S. Residential Miscellaneous Refrigeration Products: Results from Amazon Mechanical Turk Surveys

    Amazon Mechanical Turk was used, for the first time, to collect statistically representative survey data from U.S. households on the presence, number, type and usage of refrigerators, freezers, and various “miscellaneous” refrigeration products (wine/beverage coolers, residential icemakers and non-vapor compression refrigerators and freezers), along with household and demographic information. Such products have been poorly studied to date, with almost no information available about shipments, stocks, capacities, energy use, etc. A total of 9,981 clean survey responses were obtained from five distinct surveys deployed in 2012. General refrigeration product survey responses were weighted to demographics in the U.S. Energy Information Administration’s Residential Energy Consumption Survey 2009 dataset. Miscellaneous refrigeration product survey responses were weighted according to demographics of product ownership found in the general refrigeration product surveys. Model number matching for a portion of miscellaneous refrigeration product responses allowed validation of refrigeration product characteristics, which enabled more accurate estimates of the penetrations of these products in U.S. households. We estimated that there were 12.3±1.0 million wine/beverage coolers, 5.5(–3.5,+3.2) million residential icemakers and 4.4(–2.7,+2.3) million non-vapor compression refrigerators in U.S. households in 2012. (All numerical results are expressed with ranges indicating the 95% confidence interval.) No evidence was found for the existence of non-vapor compression freezers. Moreover, we found that 15% of wine/beverage coolers used vapor compression cooling technology, while 85% used thermoelectric cooling technology, with the vast majority of thermoelectric units having capacities of less than 30 wine bottles (approximately 3.5 cubic feet). No evidence was found for the existence of wine/beverage coolers with absorption cooling technology. Additionally, we estimated that there were 3.6±1.0 million hybrid refrigerator-wine/beverage coolers and 0.9±0.5 million hybrid freezer-wine/beverage coolers in U.S. households. We also obtained estimates of miscellaneous refrigeration product capacities, lifetimes, purchase and installation costs, repair frequencies and costs, and maintenance costs. For wine/beverage coolers, we also obtained information on the penetration of built-in units, AC/DC operating capability, the use of internal lights, and distributions of door opening frequencies. This information is essential to develop detailed estimates of national energy usage and life-cycle costs, and would be helpful in obtaining information on other plug-load appliances. Additional information not highlighted in the main report was presented in Appendices.

    Turkey becomes more dependent on the external countries in energy production every year. As an average of the period 1994-2002 the total primary energy production has been 27.9 Mtoe, and consumption has been 73.06 Mtoe, so Turkey is dependent on external countries in petroleum, natural gas, and hard coal consumption. The external dependency rate of these fuels has been at levels of 89.3%, 96.6%, and 82%, respectively. In the projections of Turkey for 2020, the primary energy consumption is estimated to be 298 Mtoe, production is estimated to be 70 Mtoe, the ratio of production to consumption will be reduced to 23.5%, and this situation will cause serious risks for sustainable development. In other words, Turkey will have to import 76.5% of the energy that it consumes in the 2020s.

    There is increasing consensus in both the scientific and political communities that significant reductions in greenhouse gas (GHG) emissions are necessary to limit the magnitude and extent of climate change. Renewable energy systems already reduce GHG emissions from the energy sector, although on a modest scale. Turkey is heavily dependent on expensive imported energy resources (oil, gas, and coal) that place a big burden on the economy, and air pollution is becoming a great environmental concern in the country. In this regard, renewable energy resources appear to be one of the most efficient and effective solutions for clean and sustainable energy development in Turkey. Turkey's geographical location has several advantages for extensive use of most of these renewable energy sources. This article presents a review of the energy related environmental policies in Turkey.

    Turkey's growing power market has attracted investors and project developers for over a decade, yet their plans have been dashed by unexpected political or financial crises or, worse, obstructed by a lengthy bureaucratic approval process. Now, with a more transparent retail electricity market, government regulators and investors are bullish on Turkey. Is Turkey ready to turn the power on? This report closely examine Turkey's plans to create a power infrastructure capable of providing the reliable electricity supplies necessary for sustained economic growth. It was compiled with on-the-ground research and extensive interview with key industrial and political figures. Today, hard coal and lignite account for 21% of Turkey's electricity generation and gas-fired plants account for 50%. The Alfin Elbistan-B lignite-fired plant has attracted criticism for its lack of desulfurization units and ash dam facilities that have tarnished the industry's image. A 1,100 MW hard-coal fired plant using supercritical technology is under construction. 9 figs., 1 tab.

The EC FP6 ASTRONS project contributed strongly to these efforts, and as a result a fully operational laboratory at Sabanci University have been developed.     Pre-treatment of radioactive waste is the first step in waste management program that occurs after waste generation from various applications in Turkey. Pre-treatment and characterization practices are carried out in Radioactive Waste Management Unit (RWMU) at Cekmece Nuclear Research and Training Center (CNRTC) in Istanbul. This facility has been assigned to take all low-level radioactive wastes generated by nuclear applications in Turkey. The wastes are generated from research and nuclear applications mainly in medicine, biology, agriculture, quality control in metal processing and construction industries. These wastes are classified as low- level radioactive wastes. Pre-treatment practices cover several steps. In this paper, main steps of pre-treatment and characterization are presented. Basically these are; collection, segregation, chemical adjustment, size reduction and decontamination operations. (author)

Although there are three ways for radiation protection, shielding of the radiation is the most commonly used method. Natural Stones such as marble is used as construction material especially in critical building and thus its radiation shielding capability should be determined.In this study, gamma ray shielding properties of some different types of marble mined in Turkey, have been measured using a NaI(Tl) scintillator detector. The measured results were also compared with the theoretical calculations XCOM.

    The peanut is grown in Osmaniye where located in southern Turkey. Due to it is grown underground, the measurements of natural radioactivity of peanuts become important. For this reason some peanut samples have been collected from different places of Osmaniye and the measurements of natural activity concentrations for {sup 40}K, {sup 226}Ra and {sup 232}Th in some peanuts samples have been carried out using a NaI(Tl) gamma-ray spectrometer. Activity of {sup 40}K was measured from its intensive line at 1460 keV, for {sup 226}Ra activity peak from {sup 214}Bi at 1760 keV and {sup 232}Th activity, peak from {sup 208}Tl at energy of 2610 keV was used.

    Municipal solid waste (MSW) is one of the most important environmental problems arising from rapid urbanization and industrialization. The use of alternative fuels in rotary kilns of cement plants is very important for reducing cost, saving fossil fuels and also eliminating waste materials, accumulated during production or after using these materials. Cement industries has an important potential for supplying preferable solutions to the waste management. Energy recovery from waste is also important for the reduction of CO{sub 2} emissions. This paper presents an investigation of the development of refuse derived fuel (RDF) materials from non-recycling wastes and the determination of its potential use as an alternative fuel in cement production in Istanbul, Turkey. RDF produced from MSW was analyzed and its effects on cement production process were examined. For this purpose, the produced RDF was mixed with the main fuel (LPG) in ratios of 0%, 5%, 10%, 15% and 20%. Then chemical and mineralogical analyses of the produced clinker were carried out. It is believed that successful results of this study will be a good example for municipalities and cement industries in order to achieve both economic and environmental benefits.

All three countries are facing ever increasing demands for power in the coming decades, but each has some barriers to fully developing existing resources. For Poland and Turkey, it is important that legislation specific to geothermal resource development be enacted. For China, a crucial step is to develop more detailed and accurate estimates of resource potential. All three countries could benefit from the expertise of U.S. geothermal companies, and this collection of material provides crucial information for those interested companies.

    Since Turkey is a developing country with tremendous economic growth, its energy demand is also getting increased. Of this energy, about 70% is supplied from fossil fuels and the remaining 30% is from renewable sources. Among the fossil fuels, 90% of oil, natural gas, and coal are imported, and only 10% is from domestic sources. All the lignite is supplied from domestic sources. The total share of renewable sources and lignite in the total energy production is 45%. In order for Turkey to have sufficient and reliable energy sources, first the renewable energy sources must be developed, and energy production from fossil fuels, except for lignite, must be minimized. Particularly, scarcity of fossil fuels and increasing oil prices have a strong effect on economic growth of the country.

    In this study, some building materials regularly used in Turkey, such as concrete, gas concrete, pumice and brick have been investigated in terms of mass attenuation coefficient at different gamma-ray energies. Measurements were carried out by gamma spectrometry containing NaI(Tl) detector. Narrow beam gamma-ray transmission geometry was used for the attenuation measurements. The results are in good agreement with the theoretical calculation of XCOM code.

    Turkey's demand for energy and electricity is increasing rapidly. Since 1990, energy consumption has increased at an annual average rate of 4.3%. As would be expected, the rapid expansion of energy production and consumption has brought with it a wide range of environmental issues at the local, regional and global levels. With respect to global environmental issues, Turkey's carbon dioxide (CO2) emissions have grown along with its energy consumption. Emissions in 2000 reached 211 million metric tons. With GDP projected to grow at over 6% per year over the next 25 years, both the energy sector and the pollution associated with it are expected to increase substantially. This is expected to occur even if assuming stricter controls on lignite and hard coal-fired power generation. All energy consuming sectors, that is, power, industrial, residential, and transportation, will contribute to this increased emissions burden. Turkish Government authorities charged with managing the fundamental problem of carrying on economic development while protecting the environment include the Ministry of Environment (MOE), the Ministry of Energy and Natural Resources (MENR), and the Ministry of Health, as well as the Turkish Electricity Generation & Transmission Company (TEAS). The World Bank, working with these agencies, is planning to assess the costs and benefits of various energy policy alternatives under an Energy and Environment Review (EER). Eight individual studies have been conducted under this activity to analyze certain key energy technology issues and use this analysis to fill in the gaps in data and technical information. This will allow the World Bank and Turkish authorities to better understand the trade-offs in costs and impacts associated with specific policy decisions. The purpose of Task 7-Energy Sector Modeling, is to integrate information obtained in other EER tasks and provide Turkey's policy makers with an integrated systems analysis of the various options for addressing the various energy and environmental concerns. The work presented in this report builds on earlier analyses presented at the COP 6 conference in Bonn.

    Lignite and hard coal are the major sources of domestic energy sources of Turkey. Hard coal is produced at only one district in the country. Zonguldak Hard Coal Basin is the major power for development of the Turkish steel-making industry. It is the only hard coal basin in the country and it has, to date, supplied approximately 400 million tons of run-of-mine hard coal. This article investigates the potential of hard coal as an energy source and discusses the measures to activate the region for the future energy supply objectives of the country.

  15. Jurassic carbonate reservoirs of the Amu Darya Basin, Uzbekistan and Turkmenistan

    The Amu Darya Basin is a world class hydrocarbon province. Current reserves estimates are 220 TCF of gas and 800 MMbbl of oil and condensate, 50% of which is reservoired in Late Jurassic carbonates. Exploration opportunities still exist in large parts of the basin which are relatively undrilled. Within the 100-600m thick carbonate sequence, reservoir facies include reefs, shelf grainstones and turbidite fares. The major seal are Kimmeridgian - Tithonian evaporates which are up to 1600m thick in the basin centre. Stratigraphic trapping is common and often enhanced by structural modifications. The reservoirs are in communication with a major gas-prone Early-Middle Jurassic source rock. Oil-prone source rocks are thought to occur in basinal sediments which are coeval with the Late Jurassic reservoirs. Carbonate sedimentation commenced during the Late Jurassic with the development of a ramp complex. This evolved into a rimmed shelf with barrier and pinnacle reefs. Several cycles of relative sea-level change (largely eustatic?) influence the carbonate ramp/shelf systems and effect the distribution of reservoir facies. Numerous empirical observations by VNIGNI scientists on carbonate successions have enabled them to develop mathematically calculated indices for facies and reservoir prediction, which have been applied successfully in the Amu Darya Basin. Reservoir quality in the limestones is strongly controlled by primary facies. Reefs and shelf grainstones display the best reservoir characteristics. Whilst many facies have good total porosity, it is only the reef and grainstone belts where connected porosity (with pore throats greater than 10um) becomes effective. Burial cements are rare. Freshwater solution and cementation has often improved or preserved primary porosity.

  16. Petroleum potential of the Amu Dar`ya Province, Western Uzbekistan and Eastern Turkmenistan

    The Amu Dar`ya gas-oil province coincides with a Mesozoic and Cenozoic sag basin that developed on an intermontane depression filled largely by Permian-Triassic redbeds and volcanics. The stratigraphic section of the basin is divided into two parts by an extensive evaporite deposit of Kimmeridgian age. The section below the evaporite consists of Lower-Middle Jurassic clastic rocks overlain by reef-bearing carbonate rocks of Callovian and Oxfordian age. The upper Jurassic and Cretaceous-Paleogene section consists largely of clastic rocks. Structurally the province is a mosaic of highs and lows controlled by basement faults. The Kimmeridgian evaporite is a regional seal for numerous pools in the Callovian-Oxfordian carbonate rocks. In the border areas of the province where the evaporite is not present, the hydrocarbons have migrated farther upward to collect in Lower Cretaceous traps. Prospects for further discovery are excellent in most parts of the province, but are particularly favorable in carbonate reef buildups in the southeastern part of the province. 18 refs., 6 figs.

  1. Stability of spoil piles at two coal mines in Turkey: Geotechnical characterization and design considerations

    One of the major problems in surface mining of coal is the stability of disposed overburden materials. Geotechnical considerations are thus very important in rational planning for disposal, reclamation, treatment, and utilization of mine waste material. The subject of this study is the stability of spoil piles at open pit coal mines located in the Central Anatolia, Turkey. The coal is produced from two adjacent open pits. While a large portion of the spoil piles dumped at the Central Pit has experienced slope failure, no spoil pile instability has been experienced at the South Pit. This article outlines the results of field and laboratory investigations to describe the mechanism of the spoil pile failure in the Central Pit and the geotechnical design considerations for the spoil piles at the South Pit based on the experience gained from the previous spoil failures. Limit equilibrium analysis carried out for the large-scale spoil failure indicated that deep-seated sliding along the interface between underclay and dragline spoil piles and rotational slip through the overburden spoil material may be all occurring simultaneously as water migrates through these areas. Sensitivity analyses revealed that spoil pile instability is not expected at the South Pit when the current spoil placement method is used as long as the generation of high water pressures in the spoil piles is not permitted. Comparisons between the results of finite element analysis and long-term monitoring data also confirmed the results of sensitivity analyses and indicated a vertical deformation associated with compaction of the spoil material.

    This report discusses the examination of potential overseas markets for using small-scale, US-developed, advanced coal-combustion technologies (ACTs). In previous work, member countries of the Organization for Economic Cooperation and Development (OECD) were rated on their potential for using ACTs through a comprehensive screening methodology. The three most promising OECD markets were found to be Spain, Italy, and Turkey. This report provides in-depth analyses of these three selected countries. First, it addresses changes in the European Community with particular reference to the 1992 restructuring and its potential effect on the energy situation in Europe, specifically in the three subject countries. It presents individual country studies that examine demographics, economics, building infrastructures, and energy-related factors. Potential niches for ACTs are explored for each country through regional analyses. Marketing channels, strategies, and the trading environments in each country are also discussed. The information gathered indicates that Turkey is a most promising market, Spain is a fairly promising market, and Italy appears to be a somewhat limited market for US ACTs. 76 refs., 16 figs., 14 tabs.

  3. Application of spatial and non-spatial data analysis in determination of the factors that impact municipal solid waste generation rates in Turkey

Black-Right-Pointing-Pointer Unemployment rate is a global variable that significantly impacts the waste generation rates in Turkey. Black-Right-Pointing-Pointer Significances of global parameters may diminish at local scale for some provinces. Black-Right-Pointing-Pointer GWR model can be used to create clusters of cities for solid waste management. - Abstract: In studies focusing on the factors that impact solid waste generation habits and rates, the potential spatial dependency in solid waste generation data is not considered in relating the waste generation rates to its determinants. In this study, spatial dependency is taken into account in determination of the significant socio-economic and climatic factors that may be of importance for the municipal solid waste (MSW) generation rates in different provinces of Turkey. Simultaneous spatial autoregression (SAR) and geographically weighted regression (GWR) models are used for the spatial data analyses. Similar to ordinary least squares regression (OLSR), regression coefficients are global in SAR model. In other words, the effect of a given independent variable on a dependent variable is valid for the whole country. Unlike OLSR or SAR, GWR reveals the local impact of a given factor (or independent variable) on the waste generation rates of different provinces. Results show that provinces within closer neighborhoods have similar MSW generation rates. On the other hand, this spatial autocorrelation is not very high for the exploratory variables considered in the study. OLSR and SAR models have similar regression coefficients. GWR is useful to indicate the local determinants of MSW generation rates. GWR model can be utilized to plan waste management activities at local scale including waste minimization, collection, treatment, and disposal. At global scale, the MSW generation rates in Turkey are significantly related to unemployment rate and asphalt-paved roads ratio. Yet, significances of these variables may diminish at local scale for some provinces. At local scale, different factors may be important in affecting MSW generation rates.

  4. The transboundary EIA convention in the context of private sector operations co-financed by an International Financial Institution: two case studies from Azerbaijan and Turkmenistan

    This paper presents two case studies involving private sector, offshore, oil field developments in the Caspian Sea. Environmental Impact Assessments (EIAs) of these operations indicated that major and unmitigated oil spills could potentially result in transboundary impacts. Both projects were co-financed by the European Bank for Reconstruction and Development (EBRD), an International Financial Institution (IFI). Project review and financing decision by the EBRD occurred when neither country hosting the projects was a Party to the 1991 Convention on EIA in a Transboundary Context (Espoo Convention). Discussions with government agencies during project review highlighted their limited institutional capacity to pursue transboundary notification and consultation activities. However, without being formal Parties or having clearly defined roles under the Convention, the combined presence of the EBRD, the private sector developer and its project needing financing became important drivers to promote the Espoo Convention. Surveying for similar IFI-project combinations in developing and transition economies could provide a 'bottom up' input to further optimise the Convention Secretariat's awareness raising, intervention design, and alliance-building strategies. The knowledge management model and user-friendly Web site of the 1992 Convention on Biological Diversity highlight approaches that may also prove effective for the Espoo Convention.

    The radiation is an essential phenomenon in daily life. There are various amounts of radioactivite substances in the underground and the earth was irradiated by this substances. Humans are exposed to various kind of radiation from these sources. The travertines are usually used as a coating material in buildings. In this study, the photon attenuation coefficients of some travertines have been measured using a gamma spectroscopy with NaI(Tl) detector. The measurements have been performed using {sup 60}Co source which gives 1173 and 1332 keV energies gamma rays and {sup 137}Cs source which gives 662 keV energy gamma rays and the results will be discussed.

    The {sup 40}K, {sup 226}Ra and {sup 232}Th concentration is due to the magmatic structure of the earth and it can be varied from place to place. Osmaniye is located in the Eastern side of Mediteranean Region. It holds the climatic characteristics of the same region and arises with Middle Taurus Mountains from west to North and with Amonos Mounations in East and West-east parts and is situated between 35 deg. .52'-36 deg. .42' east longitudes and 36 deg. .57'-37 deg. .45' north latitudes. In this study, the natural radioactivity concentrations {sup 40}K, {sup 226}Ra and {sup 232}Th in some soil samples collected in Osmaniye have been investigated. The measurements have been performed using 3x3{sup ''} NaI(Tl) detector system.

    Turkmenistan is the most southerly C.I.S. Republic and lies on the southeastern border of the Caspian Sea. On January 23, 1993 an important bidding round was held for producing and shut-in oil and gas fields in the western part of the country. Nine international companies registered for the round, and winning bids were submitted on three of four blocks. A bid on block 1, the only block not to be awarded, was rejected as being insufficient. The purpose of this article and another planned for later this year is to present background information on the huge oil and gas potential of western Turkmenistan and to put the recent bidding round into perspective. The current official estimate of remaining reserves on the blocks just tendered is 2.7 billion bbl of oil equivalent, roughly half of which is oil. The authors believe this to be a very conservative estimate as they shall attempt to demonstrate.

This paper reports that Total has signed its third cooperation agreement with Russian partners, this one with Komineft to act as operator in development of Khariaga oil field in the Timan Pechora basin near the Arctic Circle west of the Urals. Amoco Eurasia Petroleum Co. officials have made progress in negotiations with the Azerbaijan republic on contracts to develop the Caspian Sea's giant Azeri oil field. Meanwhile, the Turkmenistan government has outlined plans to open more of the former Soviet republic's oil and gas fields to bids for joint development.

    Turkmenistan, the Central Asian republic of the CIS, is preparing to set up its first petrochemical complex as part of an industrialization program. Sources in Ashkhabad say the gas authority, Turkmengaz, has signed a letter of intent with TPL (Rome) to build a gas cracker and polyethylene (PE) units. Promoted by the deputy prime minister of Turkmenistan, Nazar Soyunov, the complex is expected to be built at Seidi, near an existing oil refinery. Feedstock will be natural gas supplied by Turkmengaz. It is understood that two processes - from BP Chemicals and Phillips - are being considered for PE production. Total PE capacity will be 200,000 m.t./year. An additional plant, making 10,000 m.t./year of the PE comonomer butene-1, is also planned. Turkmengaz is looking for a quick return on investment and hopes to export 150,000 m.t./year of PE to Western Europe, the Turkic region, and Southeast Asia. The contact is expected to be signed as soon as financing has been raised. The complex has been estimated to require investment of $1 billion. Basic engineering on the cracker, which will use KTI (Zoetermeer, the Netherlands) furnaces, has been completed.

    The work proposed in this presentation builds on the foundation set by the DTRA funded demonstration project begun in 2000 and completed in December of 2003. This previous work consisted of two phases whose overall objective was to install portal radiation monitors at four select ports-of-entry in Uzbekistan (Tashkent International Airport, Gisht-Kuprik (Kazakhstan border), Alat (Turkmenistan border), and Termez (Afghanistan border)) in order to demonstrate their effectiveness in preventing the illicit trafficking of nuclear materials. The objectives also included developing and demonstrating capabilities in the design, installation, operation, training, and maintenance of a radiation portal monitoring system. The system and demonstration project has proved successful in many ways. An effective working relationship among the Uzbekistan Customs Services, Uzbekistan Border Guards, and Uzbekistan Institute of Nuclear Physics has been developed. There has been unprecedented openness with the sharing of portal monitor data with Lawrence Livermore National Laboratory. The system has proved to be effective, with detection of illicit trafficking, and, at Alat, an arrest of three persons illegally transporting radioactive materials into Turkmenistan. The demonstration project has made Uzbekistan a model nonproliferation state in Central Asia and, with an expanded program, places them in a position to seal a likely transit route for illicit nuclear materials. These results will be described. In addition, this work is currently being expanded to include additional ports-of-entry in Uzbekistan. The process for deciding on which additional ports-of-entry to equip will also be described.

    Throughout the dramatic breakup of the Soviet Union, most of the attention was focused on the Russian federation. This paper reports that less notice was paid to the republics of Azerbaijan, Kazakhstan, Turkmenistan, Uzbekistan, Kirghizia, and Tadzhikistan that are located along the Soviet southern fringe. This region was known as the Northern Tier (of the Middle East) when the six republics were forcibly incorporated into the Soviet Union by the Red Army after the revolution. The Russians were considered colonial rulers by the inhabitants of these Muslim states, whereas the Azeris, Turkmen, Uzbeks, Kazakhs, Tajiks, Kyrgyzs, etc., were often regarded as backward by the Russians and given little autonomy. The Soviets, while proclaiming their efforts to improve public health and protect nature, relentlessly degraded both.

    More exploration and development acreage is on the bidding block in the former Soviet Union. Turkmenistan opened its second international round for onshore and offshore acreage in the South Caspian basin. Included are three tracts with fields holding proved and probable reserves estimated at 1 billion bbl of oil and 7 tcf of gas. Russia's Khanty-Mansiisk autonomous province in western Siberia is seeking bids for development of five oil fields and exploration and development of two prospects in joint ventures with Russian companies. Meantime, Russia's Tomsk oblast extended to July 30 the deadline for bids on acreage in the southeast part of the western Siberia basin. Among current projects, GHK Co., Oklahoma City, began the first shipment of equipment to fulfill its contract to work over about 40 wells for the Kuibyshevneft Production Association of Samara, Russian Federation. All four subjects are described.

    Haloterrigena turkmenica (Zvyagintseva and Tarasov 1987) Ventosa et al. 1999, comb. nov. is the type species of the genus Haloterrigena in the euryarchaeal family Halobacteriaceae. It is of phylogenetic interest because of the yet unclear position of the genera Haloterrigena and Natrinema within the Halobacteriaceae, which created some taxonomic problems historically. H. turkmenica, was isolated from sulfate saline soil in Turkmenistan, is a relatively fast growing, chemoorganotrophic, carotenoid-containing, extreme halophile, requiring at least 2 M NaCl for growth. Here we describe the features of this organism, together with the complete genome sequence, and annotation. This is the first complete genome sequence of the genus Haloterrigena, but the eighth genome sequence from a member of the family Halobacteriaceae. The 5,440,782 bp genome (including six plasmids) with its 5,287 protein-coding and 63 RNA genes is part of the Genomic Encyclopedia of Bacteria and Archaea project.

  10. Implications of outcrop geology for reservoirs in the Neogene productive series: Apsheron peninsula, Azerbaijan

    The Neogene sediments of eastern Azerbaijan and western Turkmenistan contain significant hydrocarbon reserves in deltaic reservoirs. Sedimentary logging of these reservoirs at outcrop in Azerbaijan has outlined four facies associations that encompass a range of paleoenvironments, from alluvial braided river sandstones and conglomerates to delta-front siltstones and mudstones. The facies associations suggest a river-dominated braid delta and are arranged into an architecture controlled by base-level changes: parasequences, parasequence sets, and sequence boundaries are key elements. The facies associations and stratigraphic architecture, together with outcrop observations of cementation and faulting, are summarized in terms of four idealized reservoir models: fluvial, delta plain, proximal delta front, and distal delta front. Each reservoir model has distinctive grain-size and shale distributions. Comparison of nearby oil fields with the studied outcrops suggests that the outcrops form good analogs from which to model reservoir architecture, barriers and baffles to fluid flow, reservoir heterogeneity, and reservoir quality variations.

    The Amu-Darya region, shared by the Soviet Republics of Turkmenistan, Uzbekistan, and Tadzhikistan, is the second-largest gas province of the USSSR after western Siberia both production and reserves. Its more than 180 gas, gas-condensate, and minor oil fields include 6 giants with reserves of over 3 tcf, such as the Sovietabad field of eastern Turkmenistan, which in 1989 produced nearly 1 tcf of gas and which had an initial recoverable reserve of 38 tcf of gas. oil in addition to gas is produced mainly in the eastern Uzbekian and Tadzhikian parts. The region represents a large depression covering the southeastern portion of the epi-Hercynian Turan platform to the north of the Alpine-Himalayan fold belts of northeastern Iran and northern Afghanistan. Continental, paralic, lagoonal, and shallow-marine environments characterized Mesozoic-Tertiary platform sedimentation, with maximum sediment thicknesses of about 10 km in the Alpine foredeeps at the southern platform margin. Large amounts of essentially gas-prone organic matter accumulated in the Late Triassic to Middle Jurassic. Main hydrocarbon reservoirs are Callovian-Oxfordian shelf-platform and reefal carbonates under cover of thick Kimmeridgian-Tithonian salt, and shale-sealed Lower Cretaceous continental and near-shore deltaic sandstones. In the Tadzhik basin in the extreme east, oil is contained in Lower Tertiary fractured carbonates interbedded with bituminous shales. Synsedimentary differential movements and gently folding in the Miocene to Pliocene were the main trap mechanisms. The region has still a considerable undrilled future potential, particularly in its deeper southern parts.

    Bivariate Kumaraswamy (BK) distribution whose marginals are Kumaraswamy distributions has been recently introduced. However, its statistical properties are not studied in detail. In this study, statistical properties of the BK distribution are investigated. We suggest that the BK could provide suitable description for the earthquakes characteristics of Turkey. We support this argument using earthquakesoccurred in Turkey between 1900 and 2009. We also find that the BK distribution simulates earthquakes well.

    The technology we developed is based on the use of remotely sensed data and has proved to be effective for identification of structures that appear promising for oil and gas, in particular, reefs in the hydrocarbon-bearing basin of central Asia (Turkmenistan and Uzbekistan). It implements the [open quotes]geoindication[close quotes] concept, the main idea being that landscape components (geoindicators) and subsurface geological features are correlated and depend on each other. Subsurface features (uplifts, depressions, faults, reefs, and other lithological and structural heterogeneities) cause physical and chemical alterations in overlying rocks up to the land surface; thus, they are reflected in distribution of landscape components and observed on airborne and satellite images as specific patterns. The following identified geoindicators are related to different subsurface geological features: definite formations, anticlines, and reefs (barrier, atoll, and bioherm). The geoindicators are extracted from images either visually or by using computer systems. Specially developed software is applied to analyze geoindicator distribution and calculate their characteristics. In the course of processing, it is possible to distinguish folds from reefs. Distribution of geoindicator characteristics is examined on the well studied reefs, and from the regularities, established promising areas with reefs are revealed. When applying the technology in central Asia, the results were successfully verified by field works, seismic methods, and drilling.

  3. The bear awakens: Resurgence of oil and gas in the former Soviet Union

    Since dissolution of the Soviet Union (USSR) in late 1991, the oil and gas industries in the 15 component nations have been in a state of turmoil stemming mainly from past communist management practices and the transition to Western-style market economies and multiparty governments. As a result, oil and gas output have fallen dramatically. This study incorporates separate oil and gas production forecasts, predicted independently by onshore and offshore sectors, for each of the producing republics of the Former Soviet Union (FSU) over the period 1996-2005. Supply--assessed by full-cycle resource analysis--and demand, estimated from available historic and projected consumption figures, are balanced to yield a coherent picture. Production of both oil and gas for the FSU is forecast to recover strongly. Oil and condensate output--led by Russia, Kazakhstan, and Azerbaijan--are forecast to rebound to 9,545 MBOPD by 2005, which will reinstate the FSU as one of the world`s premier crude exporting blocs. Natural gas output--propelled by gains in Russia, Turkmenistan, and Uzbekistan--will likewise resurge, reaching a world-leading 96,051 MMCFD level, of which a large amount will be exported.

    Kyrgyzstan is a country of 4.3 million persons in Central Asia with Kazakhstan bordering to the north, China to the southeast, Uzbekistan to the west, and Tajikistan to the southwest. Among Kyrgyzstan's major ethnic groups, Kyrgyz account of 52% of the population, Russians 22%, and Uzbeks 13%. Since independence Sept. 7, 1991, from the Soviet Union, Kyrgyzstan has found itself in a very difficult position. The situation in the energy sector is particularly strained. Oil and gas production are minimal, there are no refineries in the country, and all petroleum products are brought in from Russia, Kazakhstan, and Uzbekistan. Natural gas in supplied from Turkmenistan. Although there are domestic reserves of coal, imports from Russia and Kazakhstan account for 55% of supply. However, there is significant hydropower potential in Kyrgyzstan. Energy officials have clearly identified development of this resource as the path to energy independence and economic progress. An overview of Kyrgyzstan's energy sector is given in this article for crude oil, natural gas, coal resources, electrical power, and investment opportunities.

  5. National independence and nonproliferation in the new states of Central Asia

    Five independent states emerged in Central Asia from the breakup of the USSR. One of these states, Kazakhstan, possesses nuclear weapons. The other four of these states, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan, are not known to possess nuclear weapons, however they occupy a geostrategic position which makes them important to non-proliferation efforts. The present report profiles the capabilities and intentions of these four Central Asian states. The analysis of capabilities suggests that none of these states has the capability to develop a usable nuclear weapon. However, all of these countries-- especially Uzbekistan--have components of the old Soviet nuclear weapons complex which are now orphans. They have no use for these facilities and must either re-profile them, destroy them, or transfer them. The analysis of intentions suggests that the dynamics of national independence have created a situation in which Uzbekistan has hegemonic designs in the region. Implications for retarding nuclear proliferation in the Central Asian region are examined. Opportunities for outside influence are assessed.

  6. Structure and tectonics of the South Caspian Sea

    The South Caspian Basin is a large Alpine intermontane trough located between Azerbaijan and Western Turkmenistan in the South Caspian Sea. It is about 500 km by 300 km in size. The sedimentary section ranges from 10-15 km thickness near the basin edges and reaches has more than 20 km in the deepest part of the basin. All of the known hydrocarbon production is from the Pliocene-Quaternary section. Characteristic features of the South Caspian Basin include: (1) The enormous thickness of the sedimentary sections; (2) Thick, terrigenous Middle Pliocene sediments deposited under conditions of markedly contrasting tectonic movements-rapid sinking of the basin and growth of the surrounding mountain structures; (3) Extensive development of diapirism and mud volcanism and their geostructural association mainly with the marginal zone of the basin; (4) The block nature of the crystalline basement; and (5) The close relationship of the western part of the South Caspian to the Kura Depression. Individual structures can reach 35 kilometers in length with up to 3000 meters of closure. Structures are complicated by a high degree of crestal faulting, and commonly, mud diapirs and volcanoes. Based on the direction and intensity of structuring, five separate structural-tectonic regions can be identified within the South Caspian Basin: the Apsheron-Balkhan Fold Zone, the Apsheron Archipelago, the Baku Archipelago, the Turkmen Structural Terrace, the Central Fold Zone of the South Caspian.

    This paper reports on damaged sections of Botas' dual 30-in. gas line carrying USSR gas across the Marmara Sea to Turkey that were replaced 30 days ahead of contract schedule. Tefken Construction and Installation Co., Inc., Istanbul, working under a $4-million contract, replaced two sections on one of the dual lines near Ambarli, Turkey, within a two-month period. The offshore system stretches 33-mi under the Marmara Sea with some pipe laid at 262-ft maximum water depths. The scope of the project was to replace a 426-ft offshore approach to the northern shoreline and a 984-ft onshore section, which were damaged by a submarine landslide.

  8. Coal resources of Kyrgyzstan

    The rugged, mountainous country of Kyrgyzstan contains about one-half of the known coal resources of central Asia (a geographic and economic region that also includes Uzbekistan, Tadjikistan and Turkmenistan). Coal of Jurassic age is present in eight regions in Kyrgyzstan in at least 64 different named localities. Significant coal occurrences of about the same age are present in the central Asian countries of Kazakhstan, China, and Russia. Separation of the coal-bearing rocks into individual deposits results more than earth movements before and during formation of the present-day mountains and basins of the country than from deposition in separate basins.Separation was further abetted by deep erosion and removal of the coal-bearing rocks from many areas, followed by covering of the remaining coal-bearing rocks by sands and gravels of Cenozoic age. The total resources of coal in Kyrgyzstan have been reported as about 30 billion tons. In some of the reported localities, the coal resources are known and adequately explored. In other parts of the republic, the coal resources are inadequately understood or largely unexplored. The resource and reserve inventory of Kyrgyzstan is at best incomplete; for some purposes, such as short-term local and long-range national planning, it may be inadequate. Less than 8% of the total estimated resources are categorized as recoverable reserves, and the amount that is economically recoverable is unknown. The coal is largely of subbituminous and high-volatile C bituminous rank, most has low and medium ash and sulfur contents, and coals of higher rank (some with coking qualities) are present in one region. It is recommended that appropriate analyses and tests be made during planning for utilization.

  9. Opportunities for renewable energy sources in Central Asia countries

    This report presents an overview of the state of conventional energy sources and the potential for development of renewable energy sources in the Central Asia countries of Kazakhstan, Uzbekistan, Kyrgyzstan, Turkmenistan, and Tajikistan. The region has a population of about 50 million in an area of more than four million square kilometers. The per capita gross internal product is more than $2,500, although the economy has been declining the past five years. The area has substantial coal, oil, uranium, and natural gas reserves, although they are not distributed equally among the five countries. Energy production is such that the countries do not have to rely heavily on imports. One of the problems in Central Asia is that the energy prices are substantially below the world prices. This is a factor in development of renewable energy sources. The primary renewable energy resources available are wind in Kazakhstan, solar in the entire region, biomass in Kyrgyzstan, and micro-hydropower stations in Kazakhstan and Kyrgyzstan. All of these have the potential to provide a significant amount of the required energy for the region. However, all of the countries have an abundance of various renewable energy resources. To effectively use these resources, however, a number of barriers to their development and commercialization must be overcome. These include low prices of conventional energy sources, absence of legislative support, lack of financing for new technologies, and lack of awareness of renewable energy sources by the population. A number of specific actions are proposed to overcome these barriers. These include establishment of a Central Asia coordinating council for renewable energy, development of a regional renewable energy program, and setting up a number of large demonstration projects. 16 figs.

  19. Iraqi crude exports may rise further

    Iraq will soon start exporting crude oil through a 550 mi, 500,000 bbl/day capacity pipeline from Iraq to Banias, Syria, on the Mediterranean. Iraq has already been transporting a reported 400,000 bbl/day in a 700,000 bbl/day capacity pipeline that goes to Dortyol, Turk., on the Mediterranean. Iraq's theoretical export capacity will soon reach 1.2 million bbl/day (compared with 3.2 million bbl/day before the war), assuming that the facilities are undamaged. Iran has been exporting some crude from its Kharg Island terminal, presumably by Iranian boat to the Lavan Island terminal at the southern end of the gulf, where it would be transported along with crude from offshore fields in the area. The exports apparently had been large enough to keep spot-market prices from rising much above the $40/bbl level, and in Dec. 1980, the spot-market prices eased to just under the $40 mark. Indonesia has raised the premium on its Sumatran light crude by $1/bbl, bringing the total to $35.20. Other producers have not yet raised their prices correspondingly. The agenda of the Dec. 1980 price-fixing meeting in Indonesia (assuming it takes place as planned) is discussed.

  1. A comparison between satellite and airborne multispectral data for the assessment of Mangrove areas in the eastern Caribbean

    Satellite (SPOT XS and Landsat TM) and airborne multispectral (CASI) imagery was acquired from the Turks and Caicos Islands, British West Indies. The descriptive resolution and accuracy of each image type is compared for two applications: mangrove habitat mapping and the measurement of mangrove canopy characteristics (leaf area index and canopy closure). Mangroves could be separated from non-mangrove vegetation to an accuracy of only 57% with SPOT XS data but better discrimination could be achieved with either Landsat TM or CASI (in both cases accuracy was >90%). CASI data permitted a more accurate classification of different mangrove habitats than was possible using Landsat TM. Nine mangrove habitats could be mapped to an accuracy of 85% with the high-resolution airborne data compared to 31% obtained with TM. A maximum of three mangrove habitats were separable with Landsat TM: the accuracy of this classification was 83%. Measurement of mangrove canopy characteristics is achieved more accurately with CASI than with either satellite sensor, but high costs probably make it a less cost-effective option. The cost-effectiveness of each sensor is discussed for each application.

    Sqamate reptiles are traditionally divided into six groups: Iguania, Anguimorpha, Scincomorpha, Gekkota (these four are lizards), Serpentes (snakes), and Amphisbaenia (the so-called worm lizards). Currently there are complete mitochondrial genomes from two representatives of the Iguania (Janke et al., 2001; Kumazawa, 2004), three from the Anguimorpha (Kumazawa, 2004; Kumazawa and Endo, 2004), two from the Scincomorpha (Kumazawa and Nishida, 1999; Kumazawa, 2004), two from Serpentes (Kumazawa et al., 1998; Kumazawa, 2004) and 12 from Amphisbaenia (Macey et al., 2004). The only traditional group of Squamata from which a complete mitochondrial genome has not been sequenced is the Gekkota. Here we report the complete mitochondrial genome of Teratoscincus keyserlingii, a Middle Eastern representative of the Gekkota. The gekkonid lizard genus Teratoscincus is distributed throughout the deserts of central and southwest Asia as shown in figure 1, with five species currently recognized (Macey et al. 1997a, 1999b). Included in this figure are the positions of mountain ranges discussed in the text; see also figure 1 in Macey et al. (1999b). Two species, T. bedriagai and T. microlepis, are restricted to Southwest Asia south of the Kopet Dagh and Hindu Kush in Iran, Afghanistan, and Pakistan (Anderson, 1999). Two species are found in the deserts of western China and Mongolia, with T. przewalskii occurring in the Taklimakan and lowland Gobi deserts, and T. roborowskii restricted to the Turpan Depression. The fifth species, T. scincus, is sometimes considered to be restricted to the Caspian Basin in Kazakhstan, Kyrgyzistan, Tadjikistan, Turkmenistan and Uzbekistan. Alternatively, Teratoscincus populations in Southwest Asia, primarily on the Iranian Plateau, situated directly north of the Arabian Plate, are sometimes considered to be a subspecies of T. scincus or, otherwise, to constitute a sixth species, T. keyserlingii. Macey et al. (1999b) assessed the phylogenetic relationships of four Teratoscincus species with mitochondrial DNA sequences from a {approx}1800 base-pair segment spanning from nad1 to cox1. Phylogenetic analysis places T. microlepis in a basal position to a clade containing T. scincus, T. przewalskii and T. roborowskii, with the later two as sister taxa. This phylogenetic arrangement suggests that tectonic plate movements in Southwest Asia and western China due to the Indian and Arabian collisions caused speciation among Teratoscincus species. No molecular phylogenetic study has included the putative species T. keyserlingii.

    Power generation in Europe and elsewhere relies heavily on coal and coal-based fuels as the source of energy. The reliance will increase in the future due to the decreasing stability of price and security of oil supply. In other words, the studies on fluidized bed combustion systems, which is one of the clean coal technologies, will maintain its importance. The main objective of the present study is to introduce the development and the applications of the fluidized bed technology (FBT) and to review the fluidized bed combustion studies conducted in Turkey. The industrial applications of the fluidized bed technology in the country date back to the 1980s. Since then, the number of the fluidized bed boilers has increased. The majority of the installations are in the textile sector. In Turkey, there is also a circulating fluidized bed thermal power plant with a capacity of 2 x 160 MW under construction at Can in Canakkale. It is expected that the FBT has had, or will have, a significant and increasing role in dictating the energy strategies for Turkey.

The specimen types were: fuel rod sections split open to expose bare fuel particles; rod sections with water-tight end fittings with a 2.5-cm long by 150-{mu}m wide slit through the cladding; rod sections with water-tight end fittings and two 200-{mu}m-diameter holes through the cladding; and undefected rod segments with water-tight end fittings. Radionuclide release results from the first 223-day test runs on H.B. Robinson spent fuel specimens in J-13 water are reported and compared to results from a previous test series in which similar Turkey Point reactor spent fuel specimens were tested on deionized water. Selected initial results are also given for Turkey Point fuel specimens tested on J-13 water. Results suggest that the actinides Pu, Am, Cm and Np are released congruently with U as the UO{sub 2} spent fuel matrix dissolves. Fractional release of {sup 137}Cs and {sup 99}Tc was greater than that measured for the actinides. Generally, lower radionuclide releases were measured for the H.B.     Fly ash is an inorganic matter from combustion of the carbonaceous solid fuels. More than half the electricity in Turkey is produced from lignite-fired power plants. This energy production has resulted in the formation of more than 13 million tons of fly ash waste annually. The presence of carbon in fly ash inducing common faults include adding unwanted black color and adsorbing process or product materials such as water and chemicals. One of the reasons for not using fly ash directly is its carbon content. For some uses carbon must be lower than 3%. Fly ash has been used for partial replacement of cement, aggregate, or both for nearly 70 years, and it is still used on a very limited scale in Turkey. The heavy metal content of industrial wastewaters is an important source of environmental pollution. Each of the three major oxides (SiO{sub 2} + Al{sub 2}O{sub 3} + Fe{sub 2}O{sub 3}) in fly ash can be ideal as a metal adsorbent.

    Field investigations conducted during 2011 support and expand the conclusion of the original Preliminary Report that discovery of a viable geothermal system is possible in the northwestern part of the Utah Testing and Training Range-South (UTTR-S), referred to henceforth as Focus Area 1. The investigations defined the southward extent of the Wendover graben into and near Focus Area 1, enhanced the understanding of subsurface conditions, and focused further geothermal exploration efforts towards the northwestern-most part of Focus Area 1. Specifically, the detailed gravity survey shows that the Wendover graben, first defined by Cook et al. (1964) for areas north of Interstate Highway 80, extends and deepens southwest-ward to the northwest corner of Focus Area 1. At its deepest point, the intersection with a northwest-trending graben there is favorable for enhanced permeability associated with intersecting faults. Processing and modeling of the gravity data collected during 2011 provide a good understanding of graben depth and distribution of faults bounding the graben and has focused the interest area of the study. Down-hole logging of temperatures in wells made available near the Intrepid, Inc., evaporation ponds, just north of Focus Area 1, provide a good understanding of the variability of thermal gradients in that area and corroborate the more extensive temperature data reported by Turk (1973) for the depth range of 300-500 m. Moderate temperature gradients in the northern part of the Intrepid area increase to much higher gradients and bottom-hole temperatures southeastward, towards graben-bounding faults, suggesting upwelling geothermal waters along those faults. Water sampling, analysis, and temperature measurements of Blue Lakes and Mosquito Willey's springs, on the western boundary of Focus Area 1, also show elevated temperatures along the graben-bounding fault system. In addition, water chemistry suggests origin of those waters in limestone rocks beneath the graben in areas with temperatures as high as 140 C (284 F). In conclusion, all of the field data collected during 2011 and documented in the Appendices of this report indicate that there is reasonable potential for a viable geothermal resource along faults that bound the Wendover graben. Prospects for a system capable of binary electrical generation are especially good, and the possibility of a flash steam system is also within reason. The next steps should focus on securing the necessary funding for detailed geophysical surveys and for drilling a set of temperature gradient wells to further evaluate the resource, and to focus deep exploration efforts in the most promising areas.

    The United Nations implements technical cooperation projects in developing countries through its Department of Technical Cooperation for Development (DTCD). The DTCD is mandated to explore for and develop natural resources (water, minerals, and relevant infrastructure) and energy - both conventional and new and renewable energy sources. To date, the United Nations has been involved in over 30 geothermal exploration projects (completed or underway) in 20 developing countries: 8 in Africa (Djibouti, Ethiopia, Kenya, Madagascar); 8 in Asia (China, India, Jordan, Philippines, Thailand); 9 in Latin America (Bolivia, Chile, El Salvador, Honduras, Mexico, Nicaragua, Panama) and 6 in Europe (Greece, Romania, Turkey, Yugoslavia). Today, the DTCD has seven UNDP geothermal projects in 6 developing countries. Four of these (Bolivia, China, Honduras, and Kenya) are major exploration projects whose formulation and execution has been possible thanks to the generous contributions under cost-sharing arrangements from the government of Italy. These four projects are summarized.

  8. Optimization of fossil fuel sources: An exergy approach

    We performed linear programming for optimization of fossil fuel supply in 2000 in Turkey. For this, an exergy analysis is made because the second law of thermodynamics takes into account the quality of energy as well as quantity of energy. Our analyses showed that the interfuel substitution between different fossil fuels will lead to a best energy mix of the country. The total retail price of fossil fuels can be lowered to 11.349 billion US$ from 13.012 billion US$ by increasing the domestic production of oil, lignite, and hard coal and by decreasing imports. The remaining demand can be met by natural gas imports. In conclusion, our analysis showed that a reduction of 1.663 billion US$ in fossil fuel cost can be made possible by giving more emphasis on domestic production, particularly of oil, lignite and hard coal.

    The concern over seismic susceptibility of naturally-aged lead-acid batteries used for safety-related emergency power in nuclear power stations was brought about by battery problems that periodically had been reported in Licensee Event Reports (LERs). The Turkey Point Station had reported cracked and buckled plates in several cells in October 1974 (LER 75-5). The Fitzpatrick Station had reported cracked battery cell cases in October 1977 (LER 77-55) and again in September 1979 (LER 79-59). The Browns Ferry Station had reported a cracked cell leaking a small quantity of electrolyte in July 1981 (LER 81-42). The Indian Point Station had reported cracked and leaking cells in both February (LER 82-7) and April 1982 (LER 82-16); both of these LERs indicated the cracked cells were due to expansion (i.e., growth) of the positive plates.

    The study evaluated the break-even values of wind energy for selected farmhouses and farm buildings focusing on the effects of thermal storage on the use of WECS production and value. Farmhouse structural models include three types derived from a national survey - an older, a more modern, and a passive solar structure. The eight farm building applications that were analyzed include: poultry-layers, poultry-brooding/layers, poultry-broilers, poultry-turkeys, swine-farrowing, swine-growing/finishing, dairy, and lambing. These farm buildings represent the spectrum of animal types, heating energy use, and major contributions to national agricultural economic values. All energy analyses were based on hour-by-hour computations which allowed for growth of animals, sensible and latent heat production, and ventilation requirements. Hourly or three-hourly weather data obtained from the National Climatic Center was used for the nine chosen analysis sites, located throughout the United States and corresponding to regional agricultural production centers.

  11. Pipeline issues shape southern FSU oil, gas development

    To future production from southern republics of the former Soviet Union (FSU), construction and revitalization of pipelines are as important as the supply of capital. Export capacity will limit production and slow development activity in the region until new pipelines are in place. Plenty of pipeline proposals have come forward. The problem is politics, which for every proposal so far complicates routing or financing or both. Russia has made clear its intention to use pipeline route decisions to retain influence in the region. As a source of external pressure, it is not alone. Iran and Turkey also have made strong bids for the southern FSU`s oil and gas transport business. Diplomacy thus will say as much as commerce does about how transportation issues are settled and how quickly the southern republics move toward their potentials to produce oil and gas. The paper discusses possible routes and the problems with them, the most likely proposal, and future oil flows.

  12. RECS student sequestration program

    The 2007 Research Experiment in Carbon Sequestration (RECS) met at the Montana State University (MSU) and a variety of field sites over the 10-day period of July 29 - Aug 10. This year's group consisted of 17 students from graduate and doctoral programs in the United States and Canada, as well as early career professionals in fields related to carbon mitigation. Appropriately, because greenhouse gas reduction and storage is a global problem, the group included seven international students, from France, Iran, Paraguay, Turkey, Russia and India. Classroom talks featured experts from academia, government, national laboratories, and the private sector, who discussed carbon capture and storage technologies and related policy issues. Then, students traveled to Colstrip, Montana to visit PPL Montana's coal-fired power plant and view the local geology along the Montana/Wyoming border. Finally, students spent several days in the hands-on work at ZERT, using carbon dioxide detection and monitoring equipment. 1 photo.

    Corrective Action Unit (CAU) 105 is located in Area 2 of the Nevada National Security Site, which is approximately 65 miles northwest of Las Vegas, Nevada. CAU 105 is a geographical grouping of sites where there has been a suspected release of contamination associated with atmospheric nuclear testing. This document describes the planned investigation of CAU 105, which comprises the following corrective action sites (CASs): • 02-23-04, Atmospheric Test Site - Whitney • 02-23-05, Atmospheric Test Site T-2A • 02-23-06, Atmospheric Test Site T-2B • 02-23-08, Atmospheric Test Site T-2 • 02-23-09, Atmospheric Test Site - Turk These sites are being investigated because existing information on the nature and extent of potential contamination is insufficient to evaluate and recommend corrective action alternatives (CAAs). Additional information will be obtained by conducting a corrective action investigation before evaluating CAAs and selecting the appropriate corrective action for each CAS. The results of the field investigation will support a defensible evaluation of viable CAAs that will be presented in the Corrective Action Decision Document. The sites will be investigated based on the data quality objectives (DQOs) developed on April 30, 2012, by representatives of the Nevada Division of Environmental Protection and the U.S. Department of Energy (DOE), National Nuclear Security Administration Nevada Site Office. The DQO process was used to identify and define the type, amount, and quality of data needed to develop and evaluate appropriate corrective actions for CAU 105. The site investigation process will also be conducted in accordance with the Soils Activity Quality Assurance Plan, which establishes requirements, technical planning, and general quality practices to be applied to this activity. The potential contamination sources associated with all CAU 105 CASs are from atmospheric nuclear testing activities. The presence and nature of contamination at CAU 105 will be evaluated based on information collected from a field investigation. Radiological contamination will be evaluated based on a comparison of the total effective dose at sample locations to the dose-based final action level. The total effective dose will be calculated as the total of separate estimates of internal and external dose. Results from the analysis of soil samples will be used to calculate internal radiological dose. Thermoluminescent dosimeters placed at the center of each sample location will be used to measure external radiological dose. Appendix A provides a detailed discussion of the DQO methodology and the DQOs specific to each CAS. This Corrective Action Investigation Plan has been developed in accordance with the Federal Facility Agreement and Consent Order that was agreed to by the State of Nevada; DOE, Environmental Management; U.S. Department of Defense; and DOE, Legacy Management. Under the Federal Facility Agreement and Consent Order, this Corrective Action Investigation Plan will be submitted to the Nevada Division of Environmental Protection for approval. Fieldwork will be conducted after the plan is approved.

    Five Central Asian states emerged out of the Soviet Union`s Central Asian republics in 1991. Although U.S. policy makers presumed that Iran would inevitably sweep them into its sphere of influence, this has not happened. Nor is it likely to occur. Instead there has developed a multistate competition for influence and even control of these new states. This competition involves Russia as the leading force in the area and Moscow`s main rivals are Turkey, Iran, Pakistan (and India), China, and the United States. This rivalry is particularly strong in the struggle among these states to gain positions of leverage over the energy economy, i.e. production, pipelines, and refining in Central Asia because this region is blessed with enormous energy deposits. These deposits are crucial to Central Asia`s integration with the world economy and economic progress. Indeed, energy exports may be the only way these governments can hope for any economic stability and progress in the future.

  15. Municipal solid-waste management in Istanbul

    Istanbul, with a population of around 13 million people, is located between Europe and Asia and is the biggest city in Turkey. Metropolitan Istanbul produces about 14,000 tons of solid waste per day. The aim of this study was to assess the situation of municipal solid-waste (MSW) management in Istanbul. This was achieved by reviewing the quantity and composition of waste produced in Istanbul. Current requirements and challenges in relation to the optimization of Istanbul's MSW collection and management system are also discussed, and several suggestions for solving the problems identified are presented. The recovery of solid waste from the landfills, as well as the amounts of landfill-generated biogas and electricity, were evaluated. In recent years, MSW management in Istanbul has improved because of strong governance and institutional involvement. However, efforts directed toward applied research are still required to enable better waste management. These efforts will greatly support decision making on the part of municipal authorities. There remains a great need to reduce the volume of MSW in Istanbul.

The Site Environmental Report 2000 (SER) summarizes the status of the Laboratory's environmental programs and performance, including the steady progress towards cleaning up the Laboratory site and fully integrating environmental stewardship into all facets of BNL's mission. BNL's motto, ''Exploring Earth's Mysteries... Protecting its Future,'' describes how the Laboratory approaches its work, with balance between science and the environment. One of the newest initiatives at the Laboratory, the Upton Ecological and Research Reserve, will permanently preserve 530 acres (212 hectares) of the Long Island Central Pine Barrens, a unique ecosystem of forests and wetlands. The Reserve sets aside 10% of BNL property for conservation and ecological research through a partnership between the U.S. Department of Energy (DOE) and the U.S. Fish and Wildlife Service. The Reserve provides habitat for approximately 27 endangered, threatened, or species of special concern, including the state-endangered eastern tiger salamander, state-threatened banded sunfish, and swamp darter, along with a number of other species found onsite, such as the wild turkey and red-tailed hawk.

  17. The washability of lignites for clay removal

    In the washability research of the Seyitomer Lignites (Kutahya-Turkey), with lower calorific value (1,863 kcal/kg) and high ash content (51.91%), by heavy medium separation, it was found out that middling clay in the coal had an effect to change the medium density. To prevent this problem, a trommel sieve with 18 and 5 mm aperture diameter was designed, and the clay in the coal was tried to be removed using it before the coal was released to heavy medium. Following that, the obtained coal in -100 + 18 mm and -18 + 5 mm fractions was subjected to sink and float test having 1.4 gcm{sup -3} and 1.7 gcm{sup -3} medium densities (-5 mm fraction will be evaluated in a separate work). Depending on the raw coal, with the floating of -100 + 18 mm and -18 + 5 mm size fraction in 1.4 gcm{sup -3} medium density, clean coal with 60.10% combustible matter recovery, 19.12% ash, and 3,150 kcal/kg was obtained. Also floating of the samples sinking in 1.4 gcm{sup -3} in the medium density (1.7 gcm{sup -3}), middling with 18.70% combustible matter recovery, 41.93% ash, 2,150 kcal/kg, and tailing having 78.31% ash were obtained.

    As Malaysia progresses towards 2020, the depleting resource of oil and gas has forced a re-look at alternatives to replace fossil fuels as energy sources. Among the viable options is nuclear energy, enabling us to meet energy needs and sustain national development in the twenty-first century. Three essential steps Malaysia must take to introduce nuclear power into its energy mix are: energy planning, infrastructure development, and deployment. Malaysia has to face a series of challenges, including public acceptance, waste management, minimizing proliferation risk, and ensuring the security of nuclear plants and materials. Timely development of qualified and competent manpower is a key limiting factor in the development and transfer of nuclear technologies — and education and training take time, effort and money. There is a need for political will. Within the Asian region, China, Korea and Japan are in the forefront in utilizing nuclear power to meet electricity demands. Countries such as UAE, Bangladesh, Vietnam and Turkey are moving ahead with the nuclear option for electricity generation and they have begun planning and construction of nuclear power plants. Against this backdrop, what are Malaysia’s moves? This paper discusses various options and challenges, obstacles and repercussions in meeting future energy demands.

  19. COFIRING OF BIOMASS AT THE UNIVERSITY OF NORTH DAKOTA

    A project funded by the U.S. Department of Energy's National Energy Technology Laboratory was completed by the Energy & Environmental Research Center to explore the potential for cofiring biomass at the University of North Dakota (UND). The results demonstrate how 25% sunflower hulls can be cofired with subbituminous coal and provide a 20% return on investment or 5-year payback for the modifications required to enable firing biomass. Significant outcomes of the study are as follows. A complete resource assessment presented all biomass options to UND within a 100-mile radius. Among the most promising options in order of preference were sunflower hulls, wood residues, and turkey manure. The firing of up to 28% sunflower hulls by weight was completed at the university's steam plant to identify plant modifications that would be necessary to enable cofiring sunflower hulls. The results indicated investments in a new equipment could be less than $408,711. Data collected from test burns, which were not optimized for biomass firing, resulted in a 15% reduction in sulfur and NO{sub x} emissions, no increase in opacity, and slightly better boiler efficiency. Fouling and clinkering potential were not evaluated; however, no noticeable detrimental effects occurred during testing. As a result of this study, UND has the potential to achieve a cost savings of approximately $100,000 per year from a $1,500,000 annual fossil fuel budget by implementing the cofiring of 25% sunflower hulls.

  20. Assessment of the integrity of spent fuel assemblies used in dry storage demonstrations at the Nevada Test Site

    This report summarizes the histories of 17 Zircaloy-clad spent fuel assemblies used in dry storage tests and demonstrations at the Engine Maintenance and Disassembly (EMAD) and Climax facilities at the Nevada Test Site (NTS). The 18th assembly was shipped to the Battelle Columbus Laboratory (BCL) and remained there for extensive characterization and as a source of specimens for whole-rod and rod-segment dry storage tests. The report traces the history of the assemblies after discharge from the Turkey Point Unit 3 pressurized-water reactor (1975 and 1977) through shipment (first arrival at EMAD in December 1978), dry storage tests and demonstrations, and shipment by truck cask from EMAD to the Idaho National Engineering Laboratory (INEL) in May/June 1986. The principal objectives of this report are to assess and document the integrity of the fuel during the extensive dry storage activities at NTS and BCL, and to briefly summarize the dry storage technologies and procedures demonstrated in this program. The dry storage tests and demonstrations involved the following concepts and facilities: (1) surface drywells (EMAD); (2) deep drywells (425 m underground in the Climax granite formation); (3) concrete silo (EMAD); (4) air-cooled vault (EMAD); (5) electrically-heated module for fuel assembly thermal calibration and testing (EMAD/FAITM). 20 refs., 43 figs., 9 tabs.

  1. Comparative analyses for selected clean coal technologies in the international marketplace

    Clean coal technologies (CCTs) are being demonstrated in research and development programs under public and private sponsorship. Many of these technologies could be marketed internationally. To explore the scope of these international opportunities and to match particular technologies with markets appearing to have high potential, a study was undertaken that focused on seven representative countries: Italy, Japan, Morocco, Turkey, Pakistan, the Peoples' Republic of China, and Poland. The results suggest that there are international markets for CCTs and that these technologies can be cost competitive with more conventional alternatives. The identified markets include construction of new plants and refurbishment of existing ones, especially when decision makers want to decrease dependence on imported oil. This report describes potential international market niches for U.S. CCTs and discusses the status and implications of ongoing CCT demonstration activities. Twelve technologies were selected as representative of technologies under development for use in new or refurbished industrial or electric utility applications. Included are the following: Two generic precombustion technologies: two-stage froth-flotation coal beneficiation and coal-water mixtures (CWMs); Four combustion technologies: slagging combustors, integrated-gasification combined-cycle (IGCC) systems, atmospheric fluidized-bed combustors (AFBCs), and pressurized fluidized-bed combustors (PFBCs); and Six postcombustion technologies: limestone-injection multistage burner (LIMB) systems, gas-reburning sorbent-injection (GRSI) systems, dual-alkali flue-gas desulfurization (FGD), spray-dryer FGD, the NOXSO process, and selective catalytic reduction (SCR) systems. Major chapters of this report have been processed separately for inclusion on the data base.

  2. The TRIPOD e-learning Platform for the Training of Earthquake Safety Assessment

    The paper summarizes the results of the in progress EU Project titled TRIPOD (Training Civil Engineers on Post-Earthquake Safety Assessment of Damaged Buildings), funded under the Leonardo Da Vinci program. The main theme of the project is the development of a methodology and a learning platform for the training of technicians involved in post-earthquake building safety inspections. In the event of a catastrophic earthquake, emergency building inspections constitute a major undertaking with severe social impact. Given the inevitable chaotic conditions and the urgent need of a great number of specialized individuals to carry out inspections, past experience indicates that inspection teams are often formed in an adhoc manner, under stressful conditions, at a varying levels of technical expertise and experience, sometime impairing the reliability and consistency of the inspection results. Furthermore each Country has its own building damage and safety assessment methodology, developed according to its experience, laws, building technology and seismicity. This holds also for the partners participating to the project (Greece, Italy, Turkey, Cyprus), that all come from seismically sensitive Mediterranean countries. The project aims at alleviating the above shortcomings by designing and developing a training methodology and e-platform, forming a complete training program targeted at inspection engineers, specialized personnel and civil protection agencies. The e-learning platform will provide flexible and friendly authoring mechanisms, self-teaching and assessment capabilities, course and trainee management, etc. Courses will be also made available as stand-alone multimedia applications on CD and in the form of a complete pocket handbook. Moreover the project will offer the possibility of upgrading different experiences and practices: a first step towards the harmonization of methodologies and tools of different Countries sharing similar problems. Finally, through wide dissemination activities, the final aim of the project is to ensure the deployment and the integration into existing earthquake mitigation policies and vocational training schemes.

There were 38 technical presentations at the Workshop which are published as papers in this Proceedings volume. Six technical papers not presented at the Workshop are also published and one presentation is not published. In addition to these 45 technical presentations or papers, the introductory address was given by J. E. Mock from the Department of Energy. The Workshop Banquet speaker was Jim Combs of Geothermal Resources International, Inc. We thank him for his presentation on GEO geothermal developments at The Geysers.     PREFACE The Twenty-First Workshop on Geothermal Reservoir Engineering was held at the Holiday Inn, Palo Alto on January 22-24, 1996. There were one-hundred fifty-five registered participants. Participants came from twenty foreign countries: Argentina, Austria, Canada, Costa Rica, El Salvador, France, Iceland, Indonesia, Italy, Japan, Mexico, The Netherlands, New Zealand, Nicaragua, the Philippines, Romania, Russia, Switzerland, Turkey and the UK. The performance of many geothermal reservoirs outside the United States was described in several of the papers. Professor Roland N. Horne opened the meeting and welcomed visitors. The key note speaker was Marshall Reed, who gave a brief overview of the Department of Energy's current plan. Sixty-six papers were presented in the technical sessions of the workshop. Technical papers were organized into twenty sessions concerning: reservoir assessment, modeling, geology/geochemistry, fracture modeling hot dry rock, geoscience, low enthalpy, injection, well testing, drilling, adsorption and stimulation. Session chairmen were major contributors to the workshop, and we thank: Ben Barker, Bobbie Bishop-Gollan, Tom Box, Jim Combs, John Counsil, Sabodh Garg, Malcolm Grant, Marcel0 Lippmann, Jim Lovekin, John Pritchett, Marshall Reed, Joel Renner, Subir Sanyal, Mike Shook, Alfred Truesdell and Ken Williamson.   5. Energy Supply- Production of Fuel from Agricultural and Animal Waste

    The Society for Energy and Environmental Research (SEER) was funded in March 2004 by the Department of Energy, under grant DE-FG-36-04GO14268, to produce a study, and oversee construction and implementation, for the thermo-chemical production of fuel from agricultural and animal waste. The grant focuses on the Changing World Technologies (CWT) of West Hempstead, NY, thermal conversion process (TCP), which converts animal residues and industrial food processing biproducts into fuels, and as an additional product, fertilizers. A commercial plant was designed and built by CWT, partially using grant funds, in Carthage, Missouri, to process animal residues from a nearby turkey processing plant. The DOE sponsored program consisted of four tasks. These were: Task 1 Optimization of the CWT Plant in Carthage - This task focused on advancing and optimizing the process plant operated by CWT that converts organic waste to fuel and energy. Task 2 Characterize and Validate Fuels Produced by CWT - This task focused on testing of bio-derived hydrocarbon fuels from the Carthage plant in power generating equipment to determine the regulatory compliance of emissions and overall performance of the fuel. Task 3 Characterize Mixed Waste Streams - This task focused on studies performed at Princeton University to better characterize mixed waste incoming streams from animal and vegetable residues. Task 4 Fundamental Research in Waste Processing Technologies - This task focused on studies performed at the Massachusetts Institute of Technology (MIT) on the chemical reformation reaction of agricultural biomass compounds in a hydrothermal medium. Many of the challenges to optimize, improve and perfect the technology, equipment and processes in order to provide an economically viable means of creating sustainable energy were identified in the DOE Stage Gate Review, whose summary report was issued on July 30, 2004. This summary report appears herein as Appendix 1, and the findings of the report formed the basis for much of the subsequent work under the grant. An explanation of the process is presented as well as the completed work on the four tasks.

  6. Enhancing Middle East climate change monitoring and indexes

    Extreme climate events can have significant impacts on both natural and human systems, and therefore it is important to know if and how climate extremes are changing. Analysis of extremes requires long-term daily station data and, unfortunately, there are many regions in the world where these data are not internationally exchanged. The Intergovernmental Panel on Climate Change (IPCC) Third Assessment Report (Folland et al. 2001) relied heavily on the multinational analysis of Frich et al (2002). However, Frich et al. had no results from all of Central and South America, and most of Africa and southern Asia, including the Middle East. To remedy this situation for the IPCC Fourth Assessment Report, the joint World Meteorological Organization Commission for Climatology/World Climate Research Programme (WCRP) project on Climate Variability and Predictability (CLIVAR) Expert Team on Climate Change Detection, Monitoring, and Indices (Zwiers et al. 2003) internationally coordinated a series of five regional climate change workshops and a set of indices for analyses of extremes. Two workshops covered the Americas, one in Brazil and one in Guatemala. One workshop addressed southern Africa. A workshop in India involved south and central Asia, while the workshop for the Middle East sought to address the region from Turkey to Iran and from Georgia to the southern tip of the Arabian Peninsula. The key to a successful workshop is a collaborative approach between outside experts and regional participants. The participants here broght long-term daily precipitation and maximum and minimum temperature data, station history information, an understanding of their country's climate, and a willingness to analyze thse data under the tutelage of outside experts. The outside experts brought knowledge of the crucial data and climate change issues, presentations to explain these issues, and user-friendly software to aid the analyses. Xuebin Zhang of Environment Canada wrote the workshop software to perform quality control (QC) on the data, tst the time series homogeneity, and calculate the indices. The participants created presentations on how extremes were changing in their countries. The workshop is making a direct contribution to climate change research by initiating a peer-review paper on how extremes are changing in a region never before analyzed and where data exchange is rare.

The year ending December 1986 was very difficult for the domestic geothermal industry. Low oil prices caused a sharp drop in geothermal steam prices. We expected to see some effect upon attendance at the Twelfth Workshop. To our surprise, the attendance was up by thirteen from previous years, with one hundred and fifty-seven registered participants. Eight foreign countries were represented: England, France, Iceland, Italy, Japan, Mexico, New Zealand, and Turkey. Despite a worldwide surplus of oil, international geothermal interest and development is growing at a remarkable pace. There were forty-one technical presentations at the Workshop. All of these are published as papers in this Proceedings volume. Seven technical papers not presented at the Workshop are also published; they concern geothermal developments and research in Iceland, Italy, and New Zealand. In addition to these forty-eight technical presentations or papers, the introductory address was given by Henry J. Ramey, Jr. from the Stanford Geothermal Program. The Workshop Banquet speaker was John R. Berg from the Department of Energy. We thank him for sharing with the Workshop participants his thoughts on the expectations of this agency in the role of alternative energy resources, specifically geothermal, within the country???s energy framework.   8. International perspectives on mitigating laboratory biorisks.

    The International Perspectives on Mitigating Laboratory Biorisks workshop, held at the Renaissance Polat Istanbul Hotel in Istanbul, Republic of Turkey, from October 25 to 27, 2010, sought to promote discussion between experts and stakeholders from around the world on issues related to the management of biological risk in laboratories. The event was organized by Sandia National Laboratories International Biological Threat Reduction program, on behalf of the US Department of State Biosecurity Engagement Program and the US Department of Defense Cooperative Biological Engagement Program. The workshop came about as a response to US Under Secretary of State Ellen O. Tauscher's statements in Geneva on December 9, 2009, during the Annual Meeting of the States Parties to the Biological Weapons Convention (BWC). Pursuant to those remarks, the workshop was intended to provide a forum for interested countries to share information on biorisk management training, standards, and needs. Over the course of the meeting's three days, participants discussed diverse topics such as the role of risk assessment in laboratory biorisk management, strategies for mitigating risk, measurement of performance and upkeep, international standards, training and building workforce competence, and the important role of government and regulation. The meeting concluded with affirmations of the utility of international cooperation in this sphere and recognition of positive prospects for the future. The workshop was organized as a series of short presentations by international experts on the field of biorisk management, followed by breakout sessions in which participants were divided into four groups and urged to discuss a particular topic with the aid of a facilitator and a set of guiding questions. Rapporteurs were present during the plenary session as well as breakout sessions and in particular were tasked with taking notes during discussions and reporting back to the assembled participants a brief summary of points discussed. The presentations and breakout sessions were divided into five topic areas: 'Challenges in Biorisk Management,' 'Risk Assessment and Mitigation Measures,' 'Biorisk Management System Performance,' 'Training,' and 'National Oversight and Regulations.' The topics and questions were chosen by the organizers through consultation with US Government sponsors. The Chattham House Rule on non-attribution was in effect during question and answer periods and breakout session discussions.

  9. Examination of spent PWR fuel rods after 15 years in dry storage.

    Virginia Power Surry Nuclear Station Pressurized Water Reactor (PWR) fuel was stored in a dry inert atmosphere Castor V/21 cask at the Idaho National Environmental and Engineering Laboratory (INEEL) for 15 years at peak cladding temperatures decreasing from about 350 to 150 C. Prior to the storage, the loaded cask was subjected to extensive thermal benchmark tests. The cask was opened to examine the fuel for degradation and to determine if it was suitable for extended storage. No rod breaches had occurred and no visible degradation or crud/oxide spallation were observed. Twelve rods were removed from the center of the T11 assembly and shipped from INEEL to the Argonne-West HFEF for profilometric scans. Four of these rods were punctured to determine the fission gas release from the fuel matrix and internal pressure in the rods. Three of the four rods were cut into five segments each, then shipped to the Argonne-East AGHCF for detailed examination. The test plan calls for metallographic examination of six samples from two of the rods, microhardness and hydrogen content measurements at or near the six metallographic sample locations, tensile testing of six samples from the two rods, and thermal creep testing of eight samples from the two rods to determine the extent of residual creep life. The results from the profilometry (12 rods), gas release measurements (4 rods), metallographic examinations (2 samples from 1 rod), and microhardness and hydrogen content characterization (2 samples from 1 rod) are reported here. The tensile and creep studies are just starting and will be reported at a later date, along with the additional characterization work to be performed. Although only limited prestorage characterization is available, a number of preliminary conclusions can be drawn based on comparison with characterization of Florida Power Turkey Point rods of a similar vintage. Based on this comparison, it appears that little or no cladding thermal creep and fission gas release from the fuel pellets occurred during the thermal benchmark tests or storage. Measurements of the cladding outer-diameter, oxide thickness and wall thickness are in the expected range for cladding of the Surry exposure. The measured hydrogen content is consistent with the oxide thickness. The volume of hydrides varies azimuthally around the cladding, but there is little variation across the thickness, of the cladding. It is most significant that all of the hydrides appear to have retained the circumferential orientation typical of prestorage PWR fuel rods.

    PREFACE The Nineteenth Workshop on Geothermal Reservoir Engineering was held at Stanford University on January 18-20, 1994. This workshop opened on a sad note because of the death of Prof. Henry J. Ramey, Jr. on November 19, 1993. Hank had been fighting leukemia for a long time and finally lost the battle. Many of the workshop participants were present for the celebration of his life on January 21 at Stanford's Memorial Church. Hank was one of the founders of the Stanford Geothermal Program and the Geothermal Reservoir Engineering Workshop. His energy, kindness, quick wit, and knowledge will long be missed at future workshops. Following the Preface we have included a copy of the Memorial Resolution passed by the Stanford University Senate. There were one hundred and four registered participants. Participants were from ten foreign countries: Costa Rica, England, Iceland, Italy, Japan, Kenya, Mexico, New Zealand, Philippines and Turkey. Workshop papers described the performance of fourteen geothermal fields outside the United States. Roland N. Home opened the meeting and welcomed the visitors to the campus. The key note speaker was J.E. ''Ted'' Mock who gave a presentation about the future of geothermal development. The banquet speaker was Jesus Rivera and he spoke about Energy Sources of Central American Countries. Forty two papers were presented at the Workshop. Technical papers were organized in twelve sessions concerning: sciences, injection, production, modeling, and adsorption.   12. GRASSLAND BIRD DISTRIBUTION AND RAPTOR FLIGHT PATTERNS IN THE COMPETITIVE RENEWABLE ENERGY ZONES OF THE TEXAS PANHANDLE

    The consistent wind resource in the Great Plains of North America has encouraged the development of wind energy facilities across this region. In the Texas Panhandle, a high quality wind resource is only one factor that has led to the expansion of wind energy development. Other factors include federal tax incentives and the availability of subsidies. Moreover, the State Renewable Portfolio Standards (RPS), mandating production of 10,000 mega-watts of renewable energy in the state by 2025, has contributed to an amicable regulatory and permitting environment (State Energy Conservation Office 2010). Considering the current rate of development, the RPS will be met in coming years (American Wind Energy Association 2011) and the rate of development is likely to continue. To meet increased energy demands in the face of a chronically constrained transmission grid, Texas has developed a comprehensive plan that organizes and prioritizes new transmission systems in high quality wind resource areas called Competitive Renewable Energy Zones (CREZ). The CREZ plan provides developers a solution to transmission constraints and unlocks large areas of undeveloped wind resource areas. In the northern Texas panhandle, there are two CREZs that are classified Class 3 wind (Class 5 is the highest) and range from 862,725 to 1,772,328 ha in size (Public Utility Commission of Texas 2008). Grassland bird populations have declined more than any other bird group in North America (Peterjohn and Sauer 1999, Sauer et al. 2004). Loss of grassland habitat from agricultural development has been the greatest contributor to the decline of grassland bird populations, but development of non-renewable (i.e., oil, coal, and gas) and renewable energy (i.e., wind, solar, biomass, and geothermal) sources have contributed to the decline as well (Pimentel et al. 2002, Maybe and Paul 2007). The effects of wind energy development on declining grassland bird populations has become an area of extensive research, as we attempt to understand and minimize potential impacts of a growing energy sector on declining bird populations. Based on data from post-construction fatality surveys, two grassland bird groups have been the specific focus of research, passerines (songbird guild) and raptors (birds of prey). The effects of wind energy development on these two groups of birds, both of conservation concern, have been examined over the last decade. The primary focus of this research has been on mortality resulting from collision with wind turbines (Kuvlesky et al. 2007). Most studies just quantify post-construction fatality levels (e.g., Erickson et al. 2002) while very few studies provide a comparison of bird populations prior to development through a Before-After-Control-Impact (BACI) study design. Before-After-Control-Impact studies provide powerful evidence of avian/wind energy relationships (Anderson et al. 1999). Despite repeated urgency on conducting these types of studies (Anderson et al. 1999, Madders and Whitfield 2006, Kuvelsky et al. 2007), few have been conducted in North America. Although several European researchers (Larsson 1994, de Lucas et al. 2007) have used BACI designs to examine whether wind facilities modified raptor behavior, there is a scarcity of BACI data relating to North America grassland ecosystems that examine avian-wind energy relationships. There are less than a handful of studies in the entire United States, let alone the southern short grass prairie ecosystem, that incorporate preconstruction data to form the baseline for post-construction impact estimates (Johnson et al. 2000, Erickson et al. 2002). Although declines in grassland bird populations are well-documented (Peterjohn and Sauer 1999, Sauer et al. 2004), the causal mechanisms affecting the decline of grassland birds with increasing wind energy development in the southern short grass prairie are not well-understood (Kuvlesky et al. 2007, Maybe and Paul 2007). Several factors may potentially affect the bird population when wind turbines are constructed in areas with high bird densities (de Lucas et al. 2007). Habitat fragmentation, noise from turbines, physical movement of turbine blades, and increased vehicle traffic have been suggested as causes of decreased density of nesting grassland birds in Minnesota (Leddy et al. 1999), Oklahoma (O’Connell and Piorkowski 2006), and South Dakota (Shaffer and Johnson 2008). Similarly, constructing turbines in areas where bird flight patterns place them at similar heights of turbine blades increases the potential for bird collisions (Johnson et al. 2000, Hoover 2002). Raptor fatalities have been associated with topographic features such as ridges, saddles and rims where birds use updrafts from prevailing winds (Erickson et al. 2000, Johnson et al. 2000, Barrios and Rodriquez 2004, Hoover and Morrison 2005). Thus, wind energy development can result in indirect (e.g., habitat avoidance, decreased nest success) and direct (e.g., collision fatalities) impacts to bird populations (Anderson et al. 1999). Directly quantifying the level of potential impacts (e.g., estimated fatalities/mega-watthour) from wind energy development is beyond the scope of this study. Instead, I aim to quantify density, occupancy and flight behavior for the two bird groups mentioned earlier: obligate grassland songbirds and raptors, respectively, predict where impacts may occur, and provide management recommendations to minimize potential impacts. The United States Department of Energy (DOE), through the Office of Energy Efficiency and Renewable Energy Allocation, contracted Texas Tech University to investigate grassland bird patterns of occurrence in the anticipated CREZ in support of DOE’s 20% Wind Energy by 2030 initiative. In cooperation with Iberdrola Renewables, Inc., studies initiated by Wulff (2010) at Texas Tech University were continued at an area proposed for wind energy development and a separate reference site unassociated with wind energy development. I focused on four primary objectives and this thesis is accordingly organized in four separate chapters that address grassland bird density, grassland bird occupancy, raptor flight patterns, and finally I summarize species diversity and composition. The following chapters use formatting from the Journal of Wildlife Management guidelines (Block et al. 2011) with modifications as required by the Texas Tech University Graduate School. 1) I estimate pre-construction bird density patterns using methods that adjust for imperfect detection. I used a distance sampling protocol that effectively accounts for incomplete detection in the field where birds are present but not detected (Buckland et al. 2001). I improved density estimates with hierarchical distance sampling models, a modeling technique that effectively incorporates the detection process with environmental covariates that further influence bird density (Royle et al. 2004, Royle and Dorazio 2008). Covariates included road density and current oil and gas infrastructure to determine the relationship between existing energy development and bird density patterns. Further, I used remote sensing techniques and vegetation field data to investigate how landcover characteristics influenced bird density patterns. I focused species-specific analyses on obligate grassland birds with >70 detections per season namely grasshopper sparrow (Ammodramus savannarum) and horned lark (Eremophila alpestris). Chapter II focuses on hierarchical models that model and describe relationships between grassland bird density and anthropogenic and landscape features. 2) A large number of bird detections (>70) are needed to estimate density using distance sampling and collection of such quantity are often not feasible, particularly for cryptic species or species that naturally occur at low densities (Buckland et al. 2001). Occupancy models operate with far fewer data and are often used as a surrogate for bird abundance when there are fewer detections (MacKenzie and Nichols 2004). I used occupancy models that allow for the possibility of imperfect detection and species abundance to improve estimates of occurrence probability (Royal 2004). I focused species-specific analyses on grassland birds with few detections: Cassin’s sparrow (Peucaea cassinii), eastern meadowlark (Sturnella magna), and upland sandpiper (Bartramia longicauda). Chapter III uses a multi-season dynamic site occupancy model that incorporates bird abundance to better estimate occurrence probability. 3) When I considered the topographic relief of the study sites, the proposed design of the wind facility and its location within the central U.S. migratory corridor, I expanded the study to investigate raptor abundance and flight behavior (Hoover 2002, Miller 2008). I developed a new survey technique that improved the accuracy of raptor flight height estimates and compared seasonal counts and flight heights at the plateau rim and areas further inland. I used counts and flight behaviors to calculate species-specific collision risk indices for raptors based on topographic features. I focused species-specific analyses on raptors with the highest counts: American kestrel (Falco sparverius), northern harrier (Circus cyaneus), red-tailed hawk (Buteo jamaicensis), Swainson’s hawk (Buteo swainsoni), and turkey vulture (Cathartes aura). Chapter IV describes patterns of seasonal raptor abundance and flight behavior and how topography modulates collision risk with proposed wind energy turbines. 4) Finally, for completeness, in Chapter V I summarize morning point count data for all species and provide estimates of relative composition and species diversity with the Shannon-Wiener Diversity Index (Shannon and Weaver 1949).
