Comparative distribution of misonidazole and its amine metabolite in female Swiss Webster mice

SciTech Connect (OSTI)

The distribution of misonidazole and its terminal reduction product 1-(2-amino-1-imidazolyl)-3-methoxy-2-propanol (misoamine) were compared in female Swiss Webster mice to determine if either misonidazole or misoamine is distributed to peripheral nerves. Female Swiss Webster mice received a 100 mg/kg (5 ..mu..Ci/..mu..mole) i.p. dose of either /sup 3/H-misonidazole or /sup 3/H-miso-amine and the distribution of radioactivity was determined in various tissues including sciatic nerves and other myelinated nerves. Misonidazole produced higher initial tissue concentrations of radioactivity than did miso-amine. The relative tissue concentrations of radioactivity produced by misonidazole or miso-amine were similar, although not identical, 48 hours after administration of the drugs. Both sciatic and other myelinated nerves were found to retain radioactivity following the administration of either misonidazole or miso-amine.

On low-rank updates to the singular value and Tucker decompositions

SciTech Connect (OSTI)

The singular value decomposition is widely used in signal processing and data mining. Since the data often arrives in a stream, the problem of updating matrix decompositions under low-rank modification has been widely studied. Brand developed a technique in 2006 that has many advantages. However, the technique does not directly approximate the updated matrix, but rather its previous low-rank approximation added to the new update, which needs justification. Further, the technique is still too slow for large information processing problems. We show that the technique minimizes the change in error per update, so if the error is small initially it remains small. We show that an updating algorithm for large sparse matrices should be sub-linear in the matrix dimension in order to be practical for large problems, and demonstrate a simple modification to the original technique that meets the requirements.

Multilinear operators for higher-order decompositions.

SciTech Connect (OSTI)

We propose two new multilinear operators for expressing the matrix compositions that are needed in the Tucker and PARAFAC (CANDECOMP) decompositions. The first operator, which we call the Tucker operator, is shorthand for performing an n-mode matrix multiplication for every mode of a given tensor and can be employed to concisely express the Tucker decomposition. The second operator, which we call the Kruskal operator, is shorthand for the sum of the outer-products of the columns of N matrices and allows a divorce from a matricized representation and a very concise expression of the PARAFAC decomposition. We explore the properties of the Tucker and Kruskal operators independently of the related decompositions. Additionally, we provide a review of the matrix and tensor operations that are frequently used in the context of tensor decompositions.

A preliminary report on the development of MATLAB tensor classes for fast algorithm prototyping.

SciTech Connect (OSTI)

We describe three MATLAB classes for manipulating tensors in order to allow fast algorithm prototyping. A tensor is a multidimensional or N-way array. We present a tensor class for manipulating tensors which allows for tensor multiplication and 'matricization.' We have further added two classes for representing tensors in decomposed format: cp{_}tensor and tucker{_}tensor. We demonstrate the use of these classes by implementing several algorithms that have appeared in the literature.

A Simply Constrained Optimization Reformulation of KKT Systems Arising from Variational Inequalities

SciTech Connect (OSTI)

The Karush-Kuhn-Tucker (KKT) conditions can be regarded as optimality conditions for both variational inequalities and constrained optimization problems. In order to overcome some drawbacks of recently proposed reformulations of KKT systems, we propose casting KKT systems as a minimization problem with nonnegativity constraints on some of the variables. We prove that, under fairly mild assumptions, every stationary point of this constrained minimization problem is a solution of the KKT conditions. Based on this reformulation, a new algorithm for the solution of the KKT conditions is suggested and shown to have some strong global and local convergence properties.

Association of coal metamorphism and hydrothermal mineralization in Rough Creek fault zone and Fluorspar District, Western Kentucky

SciTech Connect (OSTI)

The ambient coal rank (metamorphism) of the Carboniferous coals in the Western Kentucky coalfield ranges from high volatile A bituminous (vitrinite maximum reflectance up to 0.75% R/sub max/) in the Webster syncline (Webster and southern Union Counties) to high volatile C bituminous (0.45 to 0.60% R/sub max/) over most of the remainder of the area. Anomalous patterns of metamorphism, however, have been noted in coals recovered from cores and mines in fault blocks of the Rough Creek fault zone and Fluorspar District. Coals in Gil-30 borehole (Rough Creek faults, Bordley Quadrangle, Union County) vary with no regard for vertical position, from high volatile C(0.55% R/sub max/) to high volatile A (0.89%R/sub max) bituminous. Examination of the upper Sturgis Formation (Missourian/Virgilian) coals revealed that the higher rank (generally above 0.75% R/sub max/) coals had vein mineral assemblages of sphalerite, twinned calcite, and ferroan dolomite. Lower rank coals had only untwinned calcite. Several sites in Webster County contain various coals (Well (No. 8) to Coiltwon (No. 14)) with vitrinite reflectances up to 0.83% R/sub max/ and associated sphalerite mineralization. Mississippian and Lower Pennsylvanian (Caseyville Formation Gentry coal) coals in the mineralized Fluorspar District have ranks to nearly medium volatile bituminous (1.03% R/sub max/). The regional rank trend exhibited by the fualt zones is generally higher rank than the surrounding areas. Sphalerite mineralization in itself is not unique within Illinois basin coals, but if it was partly responsible for the metamorphism of these coals, then the fluid temperature must have been higher within the above mentioned fault complexes.

Final version 14 March 2007 for Petroleum Africa Whats Wrong with Reserves?

E-Print Network [OSTI]

The publishing of data is a political act, one depending largely upon the image the author would like to portray i.e. rich in front of the banker, the shareholder, or alongside quotas; poor in face of taxes. Most debates argue over words that are not clearly defined (as oil or reserves) and which are distinct from their authors, resulting in often useless discussions. Wording ambiguities Gas means gasoline for some, but natural gas for others. M means thousand for the US industry (outside computers) but million ( = mega) in metric countries. Billion is thousand millions in the US, but million millions (square million) in Europe. Websters definition for billion is a very large number, which is not very precise! Reserves Definitions There are currently several reserve definitions in use: US: all energy companies listed on the US stock market are obliged by the SEC to report only proved reserves (1P), assumed to be the minimum; these reserves are audited. OPEC: because quotas depend upon reserves, OPEC members report proved reserves

MATLAB tensor classes for fast algorithm prototyping.

SciTech Connect (OSTI)

Tensors (also known as mutidimensional arrays or N-way arrays) are used in a variety of applications ranging from chemometrics to psychometrics. We describe four MATLAB classes for tensor manipulations that can be used for fast algorithm prototyping. The tensor class extends the functionality of MATLAB's multidimensional arrays by supporting additional operations such as tensor multiplication. The tensor as matrix class supports the 'matricization' of a tensor, i.e., the conversion of a tensor to a matrix (and vice versa), a commonly used operation in many algorithms. Two additional classes represent tensors stored in decomposed formats: cp tensor and tucker tensor. We descibe all of these classes and then demonstrate their use by showing how to implement several tensor algorithms that have appeared in the literature.

Surfactant-enhanced alkaline flooding field project. Annual report

SciTech Connect (OSTI)

The Tucker sand from Hepler field, Crawford County, Kansas, was characterized using routine and advanced analytical methods. The characterization is part of a chemical flooding pilot test to be conducted in the field, which is classified as a DOE Class I (fluvial-dominated delta) reservoir. Routine and advanced methods of characterization were compared. Traditional wireline logs indicate that the reservoir is vertically compartmentalized on the foot scale. Routine core analysis, X-ray computed tomography (CT), minipermeameter measurement, and petrographic analysis indicate that compartmentalization and lamination extend to the microscale. An idealized model of how the reservoir is probably structured (complex layering with small compartments) is presented. There was good agreement among the several methods used for characterization, and advanced characterization methods adequately explained the coreflood and tracer tests conducted with short core plugs. Tracer and chemical flooding tests were conducted in short core plugs while monitoring with CT to establish flow patterns and to monitor oil saturations in different zones of the core plugs. Channeling of injected fluids occurred in laboratory experiments because, on core plug scale, permeability streaks extended the full length of the core plugs. A graphic example of how channeling in field core plugs can affect oil recovery during chemical injection is presented. The small scale of compartmentalization indicated by plugs of the Tucker sand may actually help improve sweep between wells. The success of field-scale waterflooding and the fluid flow patterns observed in highly heterogeneous outcrop samples are reasons to expect that reservoir flow patterns are different from those observed with short core plugs, and better sweep efficiency may be obtained in the field than has been observed in laboratory floods conducted with short core plugs.

St. Louis FUSRAP-A Strategy for Success

SciTech Connect (OSTI)

In October 1997, Congress transferred the Formerly Utilized Sites Remedial Action Program (FUSRAP) from the Department of Energy (DOE) to the United States Army Corps of Engineers (USACE). FUSRAP addresses contamination generated by activities of the Manhattan Engineering District and the Atomic Energy Commission during the 1940's and 50's in support of the nation's nuclear weapons development program. The USACE Operation Order for FUSRAP gave responsibility for remediation of five sites in Missouri and Illinois to the USACESt. Louis District. The principal site is the St. Louis Airport Site (SLAPS), which involves the removal, transportation, disposal, and restoration of approximately 28 acres and 245,000 bank cubic yards (bcy) of contaminated soils. This paper will focus on the progress and achievements in removal action efficiencies of the SLAPS team. This team consists primarily of the USACE and Stone & Webster, Incorporated.

Petrography of the Herrin (No. 11) coal in western Kentucky

SciTech Connect (OSTI)

The Herrin (No.11) coal in western Kentucky is in the upper part of the Pennsylvanian (Des Moinesian) Carbondale Formation. Samples were obtained from 13 mines in Kentucky and one mine in Illinois in three equal benches from two to three channels for a total of 93 samples. The rank of the coal (as vitrinite reflectance) is high volatile C bituminous in the Moorman Syncline and high volatile A bituminous in the Webster Syncline. Reflectance does not vary between mines in the Moorman Syncline. The percentage of total vitrinite macerals for each mine is over 85% and the percentage of total vitrinite plus liptinite macerals is over 89% (average over 90%) (both on dry, mineral-free basis). 37 refs.

Influence of coal quality parameters on utilization of high-sulfur coals: Examples from Springfield (western Kentucky No. 9) coal bed

SciTech Connect (OSTI)

The Springfield (Western Kentucky No. 9) coal bed is the most important energy resource in the Western Kentucky coalfield (Eastern Interior coalfield), accounting for over 30 million tons of annual production from remaining resources of over 9 billion tons. For many coal quality parameters, the quality of the coal bed is relatively consistent throughout the region. For example, the Springfield has about 80-85% vitrinite, 10% ash, and 3.5-4.5% total sulfur at most sites in the coalfield. However, coal quality variation is more than just the changes in ash and sulfur. As demonstrated by the Springfield coal bed, it is a complex interaction of related and unrelated variables many of which directly affect utilization of the coal. Significant, though generally predictable, changes are observed in other parameters. Comparison of data from the Millport (Muhlenberg and Hopkins Countries), Providence (Hopkins and Webster Counties), and Waverly (Union County) 7{1/2} Quadrangles illustrated such variations.

Olefin recovery via chemical absorption

SciTech Connect (OSTI)

The recovery of fight olefins in petrochemical plants has generally been accomplished through cryogenic distillation, a process which is very capital and energy intensive. In an effort to simplify the recovery process and reduce its cost, BP Chemicals has developed a chemical absorption technology based on an aqueous silver nitrate solution. Stone & Webster is now marketing, licensing, and engineering the technology. The process is commercially ready for recovering olefins from olefin derivative plant vent gases, such as vents from polyethylene, polypropylene, ethylene oxide, and synthetic ethanol units. The process can also be used to debottleneck C{sub 2} or C{sub 3} splinters, or to improve olefin product purity. This paper presents the olefin recovery imp technology, discusses its applications, and presents economics for the recovery of ethylene and propylene.

Efficient MATLAB computations with sparse and factored tensors.

SciTech Connect (OSTI)

In this paper, the term tensor refers simply to a multidimensional or N-way array, and we consider how specially structured tensors allow for efficient storage and computation. First, we study sparse tensors, which have the property that the vast majority of the elements are zero. We propose storing sparse tensors using coordinate format and describe the computational efficiency of this scheme for various mathematical operations, including those typical to tensor decomposition algorithms. Second, we study factored tensors, which have the property that they can be assembled from more basic components. We consider two specific types: a Tucker tensor can be expressed as the product of a core tensor (which itself may be dense, sparse, or factored) and a matrix along each mode, and a Kruskal tensor can be expressed as the sum of rank-1 tensors. We are interested in the case where the storage of the components is less than the storage of the full tensor, and we demonstrate that many elementary operations can be computed using only the components. All of the efficiencies described in this paper are implemented in the Tensor Toolbox for MATLAB.

Inorganic origin of carbon dioxide during low temperature thermal recovery of bitumen: Chemical and isotopic evidence

SciTech Connect (OSTI)

Carbon dioxide, produced at low temperatures, is the dominant gaseous species evolved during steam-assisted thermal recovery of bitumen at the Tucker Lake pilot, Cold Lake, Alberta. Two possible sources for the produced CO{sub 2} are considered: pyrolysis of bitumen and dissolution of carbonate minerals. Data from natural systems and experiments by other authors suggest that clay-carbonate reactions are the dominant source of CO{sub 2}. Bitumen pyrolysis may contribute small amounts of CO{sub 2}, probably by decarboxylation, early in the production cycle but cannot contribute significant volumes. The recognition of production of CO{sub 2} by reactive calcite destruction at temperatures between 70 and 220{degree}C suggests that this process may be responsible for the production of large quantities of CO{sub 2} in natural systems, particularly in lithofeldspathic sands and shales with high carbonate content and abundant clays. Organic acids have been suggested to be the source of CO{sub 2} in diagenetic fluids, but the results presented here suggest that this hypothesis requires more complete investigation.

Alkaline flooding injection strategy

SciTech Connect (OSTI)

The objective of this project is to improved alkali-surfactant flooding methods, and this includes determining the proper design of injection strategy. Several different injection strategies have been used or suggested for recovering heavy oils with surfactant-enhanced alkaline flooding methods. Oil recovery was compared for four different injection strategies: (1) surfactant followed by polymer, (2) surfactant followed by alkaline polymer, (3) alkaline surfactant followed by polymer, and (4) alkali, surfactant, and polymer mixed in a single formulation. The effect of alkaline preflush was also studied under two different conditions. All of the oil recovery experiments were conducted under optimal conditions with a viscous, non-acidic oil from Hepler (KS) oil field. The coreflood experiments were conducted with Berea sandstone cores since field core was not available in sufficient quantity for coreflood tests. The Tucker sand of Hepler field is a Class I fluvial dominated deltaic reservoir, as classified by the Department of Energy, which has been selected as the site of a DOE-sponsored field pilot test.

Enery Efficient Press and Sinter of Titanium Powder for Low-Cost Components in Vehicle Applications

SciTech Connect (OSTI)

This is the final technical report for the Department of Energy NETL project NT01931 Energy Efficient Press and Sinter of Titanium Powder for Low-Cost Components in Vehicle Applications. Titanium has been identified as one of the key materials with the required strength that can reduce the weight of automotive components and thereby reduce fuel consumption. Working with newly developed sources of titanium powder, Webster-Hoff will develop the processing technology to manufacture low cost vehicle components using the single press/single sinter techniques developed for iron based powder metallurgy today. Working with an automotive or truck manufacturer, Webster-Hoff will demonstrate the feasibility of manufacturing a press and sinter titanium component for a vehicle application. The project objective is two-fold, to develop the technology for manufacturing press and sinter titanium components, and to demonstrate the feasibility of producing a titanium component for a vehicle application. The lowest cost method for converting metal powder into a net shape part is the Powder Metallurgy Press and Sinter Process. The method involves compaction of the metal powder in a tool (usually a die and punches, upper and lower) at a high pressure (up to 60 TSI or 827 MPa) to form a green compact with the net shape of the final component. The powder in the green compact is held together by the compression bonds between the powder particles. The sinter process then converts the green compact to a metallurgically bonded net shape part through the process of solid state diffusion. The goal of this project is to expand the understanding and application of press and sinter technology to Titanium Powder applications, developing techniques to manufacture net shape Titanium components via the press and sinter process. In addition, working with a vehicle manufacturer, demonstrate the feasibility of producing a titanium component for a vehicle. This is not a research program, but rather a project to develop a process for press and sinter of net shape Titanium components. All of these project objectives have been successfully completed.

Program status and accomplishments for a project to develop alfalfa as a biomass fuel for power generation are summarized in this report. The main areas of reporting include: (1) alfalfa separation pilot plant testing, (2) design of gasification plant, (3) alfalfa leaf meal feeding trials and analysis, (4) integrated plant design and cost estimate, and (5) site plan construction and environmental permits. The alfalfa separation pilot plant fractionation equipment encountered operating problems from rocks and other tramp materials in the alfalfa bales. An investigation of techniques and equipment to remove the tramp materials resulted in the selection of a vibrating conveyor system. The Carbona gasification plant design basis and the Westinghouse scope of supply and design basis for the hot gas filter are provided in the report. The alfalfa leaf meal feeding trials showed that this economically critical co-product can be a viable livestock feed ingredient if favorable price, availability, and quality are maintained. The Stone and Webster basis of design for the integrated plant is included, and the basis for development of gas turbine performance runs is also detailed.

Coal rank trends in western Kentucky coal field and relationship to hydrocarbon occurrence

SciTech Connect (OSTI)

Extensive oil and gas development has occurred in the high volatile C bituminous region north of the Rough Creek fault zone, but few pools are known within the Webster syncline south of the fault zone. The rank of the Middle Pennsylvanian coals can be used to estimate the level of maturation of the Devonian New Albany Shale, a likely source rock for much of the oil and gas in the coal field. Based on relatively few data points, previous studies on the maturation of the New Albany Shale, which lies about 1 km below the Springfield coal, indicate an equivalent medium volatile bituminous (1.0-1.2% R{sub max}) rank in the Fluorspar district. New Albany rank decreases to an equivalent high volatile B/C (0.6% R{sub max}) north of the Rough Creek fault zone. Whereas the shale in the latter region is situated within the oil generation window, the higher rank region is past the peak of the level of maturation of the New Albany Shale. The significance of the New Albany reflectancy is dependent on the suppression of vitrinite reflectance in organic-rich shales. The possibility of reflectance suppression would imply that the shales could be more mature than studies have indicated.

When the Haskell Environmental Research Studies Center (HERS) was established in 1994, it was responsible for administering the Native American and Other Minority Institutions (NAOMI) program in conjunction with the Great Plains/Rocky Mountain Hazardous Substance Research Center (HSRC). Today, HERS is involved in myriad programs with several different organizations. In addition to continuing its close relationship with the HSRC, HERS has worked with the Institute for Tribal Environmental Professionals (ITEP), the National Institute for Land Management and Training (NILMT) at Kansas State University, and the Technical outreach Services for Communities Program. Partnerships have also been formed with several corporate entities including the Boeing Commercial Airplane Group, Stone and Webster Environmental Technology and Services, and Roy F. Weston. HERS has worked with these organizations and companies in striving to reach its goals of (1) increasing the level of involvement of Native American faculty and students in research and training relating to hazardous substances and other environmental issues; and (2) expanding the knowledge base of tribal environmental professions. Programs and projects designed to achieve this goal include the Pesticide Technology Curriculum for Native Americans, the NAOMI Seminar Series, and ITEP`s Air Quality Workshop.

Role of Tissue Repair in Survival from S-(1,2-Dichlorovinyl)-L-Cysteine Induced Acute Renal Tubular Necrosis in the Mouse

E-Print Network [OSTI]

S-(1,2-Dichlorovinyl)-L-cysteine (DCVC), a model nephrotoxi-cant in mice, causes acute tubular necrosis and death at high doses. Our earlier studies revealed that renal tissue repair was critical for survival in mice with DCVC nephrotoxicity. The ob-jective of this study was to investigate if increasing renal tissue repair could protect mice from the lethal outcome of DCVC. Male Swiss Webster (SW) mice were administered a low dose of DCVC (15 mg/kg, ip) 72 h before injection of a normally lethal dose of DCVC (75 mg/kg, ip); this resulted in 100 % protection against the lethal effect of DCVC. Because DCVC caused twofold decrease in cytosolic and mitochondrial -lyase activity, the possibility that DCVC protection may be caused by decreased bioactivation was examined. Mercuric chloride (HgCl2, 6 mg/kg), a nephrotoxicant with no effect on -lyase activity, was administered 96 h before a lethal dose of DCVC. This also resulted in 100 % protection from the lethal effect of DCVC. In both studies total glutathione was unchanged at any time after the lethal dose of DCVC was admin-istered, obviating the role of glutathione in protection. In both cases the augmented and sustained tissue repair induced by prim-ing dose and documented by 3H-thymidine pulse labeling and immunocytochemistry for proliferating cell nuclear antigen re-sulted in 100 % survival in spite of the extensive renal injury. These findings suggest that stimulation of renal tubular repair by the priming dose, through augmented cell division, and the resistance of new cells to mechanisms of progression of injury, underlies auto- and heteroprotection against DCVC. The molecular mech-anisms may have potential application in pharmacotherapeutic intervention for treatment of acute renal failure.

ITER Building Design (D230-B), Task No. 28. Final report

SciTech Connect (OSTI)

The International Thermonuclear Experimental Reactor (ITER) Project requires a set of buildings, each with its own distinct function, to support ITER`s mission. The Joint Central Team (JCT) has identified all the buildings in the set and has placed them in an efficient arrangement on the site. The JCT has developed a conceptual layout of each individual building. The buildings have been categorized into two main groups: (1) {open_quotes}Level 1 Buildings{close_quotes} which are on the construction schedule critical path and (2) {open_quotes}Level 2 Buildings{close_quotes} which, while important, are not on the critical path. The buildings are further categorized according to construction material, that is, {open_quotes}reinforced concrete{close_quotes} or {open_quotes}steel-frame on concrete slab{close_quotes}. This Report responds to the Project`s request to perform the initial structural steel design for all the {open_quotes}steel-frame on concrete slab{close_quotes} buildings. Of the twelve (12) {open_quotes}steel-frame on concrete slab{close_quotes} buildings, four (4) are Level 1 and eight (8) are Level 2 Buildings. This Report is a deliverable for the ITER Task Assignment entitled {open_quotes}ITER Buildings Design (D230-B){close_quotes}, also designated as Task No. 28. ITER U.S. Home Team Industrial Consortium members, Raytheon Engineers & Constructors (RE&C) and Stone & Webster Engineering Corporation (SWEC), teamed to perform Task 28. This task commenced in May 1995. It was performed in accordance with the design criteria specified by the ITER-JCT, San Diego Joint Work Site.

MULTI-WAVELENGTH OBSERVATIONS OF THE SPATIO-TEMPORAL EVOLUTION OF SOLAR FLARES WITH AIA/SDO. II. HYDRODYNAMIC SCALING LAWS AND THERMAL ENERGIES

SciTech Connect (OSTI)

In this study we measure physical parameters of the same set of 155 M- and X-class solar flares observed with AIA/SDO as analyzed in Paper I, by performing a differential emission measure analysis to determine the flare peak emission measure EM{sub p} , peak temperature T{sub p} , electron density n{sub p} , and thermal energy E{sub th}, in addition to the spatial scales L, areas A, and volumes V measured in Paper I. The parameter ranges for M- and X-class flares are log (EM{sub p}) = 47.0-50.5, T{sub p} = 5.0-17.8 MK, n{sub p} = 4 10{sup 9}-9 10{sup 11} cm{sup 3}, and thermal energies of E{sub th} = 1.6 10{sup 28}-1.1 10{sup 32} erg. We find that these parameters obey the Rosner-Tucker-Vaiana (RTV) scaling law T{sub p}{sup 2}?n{sub p} L and H?T {sup 7/2} L {sup 2} during the peak time t{sub p} of the flare density n{sub p} , when energy balance between the heating rate H and the conductive and radiative loss rates is achieved for a short instant and thus enables the applicability of the RTV scaling law. The application of the RTV scaling law predicts power-law distributions for all physical parameters, which we demonstrate with numerical Monte Carlo simulations as well as with analytical calculations. A consequence of the RTV law is also that we can retrieve the size distribution of heating rates, for which we find N(H)?H {sup 1.8}, which is consistent with the magnetic flux distribution N(?)??{sup 1.85} observed by Parnell et al. and the heating flux scaling law F{sub H} ?HL?B/L of Schrijver et al.. The fractal-diffusive self-organized criticality model in conjunction with the RTV scaling law reproduces the observed power-law distributions and their slopes for all geometrical and physical parameters and can be used to predict the size distributions for other flare data sets, instruments, and detection algorithms.

Supplement to the Surplus Plutonium Disposition Draft Environmental Impact Statement

SciTech Connect (OSTI)

On May 22, 1997, DOE published a Notice of Intent in the Federal Register (62 Federal Register 28009) announcing its decision to prepare an environmental impact statement (EIS) that would tier from the analysis and decisions reached in connection with the ''Storage and Disposition of Weapons-Usable Fissile Materials Final Programmatic EIS (Storage and Disposition PEIS)''. ''The Surplus Plutonium Disposition Draft Environmental Impact Statement'' (SPD Draft EIS) (DOWEIS-0283-D) was prepared in accordance with NEPA and issued in July 1998. It identified the potential environmental impacts of reasonable alternatives for the proposed siting, construction, and operation of three facilities for plutonium disposition. These three facilities would accomplish pit disassembly and conversion, immobilization, and MOX fuel fabrication. For the alternatives that included MOX fuel fabrication, the draft also described the potential environmental impacts of using from three to eight commercial nuclear reactors to irradiate MOX fuel. The potential impacts were based on a generic reactor analysis that used actual reactor data and a range of potential site conditions. In May 1998, DCE initiated a procurement process to obtain MOX fuel fabrication and reactor irradiation services. The request for proposals defined limited activities that may be performed prior to issuance of the SPD EIS Record of Decision (ROD) including non-site-specific work associated with the development of the initial design for the MOX fuel fabrication facility, and plans (paper studies) for outreach, long lead-time procurements, regulatory management, facility quality assurance, safeguards, security, fuel qualification, and deactivation. No construction on the proposed MOX facility would begin before an SPD EIS ROD is issued. In March 1999, DOE awarded a contract to Duke Engineering & Services; COGEMA, Inc.; and Stone & Webster (known as DCS) to provide the requested services. The procurement process included the environmental review specified in DOE's NEPA regulations in 10 CFR 1021.216. The six reactors selected are Catawba Nuclear Station Units 1 and 2 in South Carolina McGuire Nuclear Station Units 1 and 2 in North Carolina, and North Anna Power Station Units 1 and 2 in Virginia. The Supplement describes the potential environmental impacts of using MOX fuel in these six specific reactors named in the DCS proposal as well as other program changes made since the SPD Draft EIS was published.

Healy Clean Coal Project: A DOE Assessment

SciTech Connect (OSTI)

The goal of the U.S. Department of Energy's (DOE) Clean Coal Technology (CCT) Program is to provide the energy marketplace with advanced, more efficient, and environmentally responsible coal utilization options by conducting demonstrations of new technologies. These demonstration projects are intended to establish the commercial feasibility of promising advanced coal technologies that have been developed to a level at which they are ready for demonstration testing under commercial conditions. This document serves as a DOE post-project assessment (PPA) of the Healy Clean Coal Project (HCCP), selected under Round III of the CCT Program, and described in a Report to Congress (U.S. Department of Energy, 1991). The desire to demonstrate an innovative power plant that integrates an advanced slagging combustor, a heat recovery system, and both high- and low-temperature emissions control processes prompted the Alaska Industrial Development and Export Authority (AIDEA) to submit a proposal for this project. In April 1991, AIDEA entered into a cooperative agreement with DOE to conduct this project. Other team members included Golden Valley Electric Association (GVEA), host and operator; Usibelli Coal Mine, Inc., coal supplier; TRW, Inc., Space & Technology Division, combustor technology provider; Stone & Webster Engineering Corp. (S&W), engineer; Babcock & Wilcox Company (which acquired the assets of Joy Environmental Technologies, Inc.), supplier of the spray dryer absorber technology; and Steigers Corporation, provider of environmental and permitting support. Foster Wheeler Energy Corporation supplied the boiler. GVEA provided oversight of the design and provided operators during demonstration testing. The project was sited adjacent to GVEA's Healy Unit No. 1 in Healy, Alaska. The objective of this CCT project was to demonstrate the ability of the TRW Clean Coal Combustion System to operate on a blend of run-of-mine (ROM) coal and waste coal, while meeting strict environmental requirements. DOE provided $117,327,000 of the total project cost of $282,300,000, or 41.6 percent. Construction for the demonstration project was started in May 1995, and completed in November 1997. Operations were initiated in January 1998, and completed in December 1999. The evaluation contained herein is based primarily on information from the AIDEA's Final Report (Alaska Industrial Development and Export Authority, 2001), as well as other references cited.

SPATIALLY-EXPLICIT BAT IMPACT SCREENING TOOL FOR WIND TURBINE SITING

SciTech Connect (OSTI)

As the U.S. seeks to increase energy production from renewable energy sources, development of wind power resources continues to grow. One of the most important ecological issues restricting wind energy development, especially the siting of wind turbines, is the potential adverse effect on bats. High levels of bat fatality have been recorded at a number of wind energy facilities, especially in the eastern United States. The U.S. Department of Energy contracted with Versar, Inc., and Exponent to develop a spatially-explicit site screening tool to evaluate the mortality of bats resulting from interactions (collisions or barotrauma) with wind turbines. The resulting Bat Vulnerability Assessment Tool (BVAT) presented in this report integrates spatial information about turbine locations, bat habitat features, and bat behavior as it relates to possible interactions with turbines. A model demonstration was conducted that focuses on two bat species, the eastern red bat (Lasiurus borealis) and the Indiana bat (Myotis sodalis). The eastern red bat is a relatively common tree-roosting species that ranges broadly during migration in the Eastern U.S., whereas the Indiana bat is regional species that migrates between a summer range and cave hibernacula. Moreover, Indiana bats are listed as endangered, and so the impacts to this species are of particular interest. The model demonstration used conditions at the Mountaineer Wind Energy Center (MWEC), which consists of 44 wind turbines arranged in a linear array near Thomas, West Virginia (Tucker County), to illustrate model functions and not to represent actual or potential impacts of the facility. The turbines at MWEC are erected on the ridge of Backbone Mountain with a nacelle height of 70 meters and a collision area of 72 meters (blade height) or 4,071 meters square. The habitat surrounding the turbines is an Appalachian mixed mesophytic forest. Model sensitivity runs showed that bat mortality in the model was most sensitive to perceptual range and flying height. The BVAT model demonstration found that after 30 model iterations, Red bats suffered greater rates of mortality (i.e., 2.5 times the number of bats killed per 10-day period) than Indiana bats, primarily resulting from the higher flying height of the red bat. The model described in this report is a first release. There are opportunities to expand and enhance the model in the future. For example, additional focus on the model experience would include adding project level saving/loading, integrating the outputs (trajectory mapping) into the main output window, and providing tools for preparing habitat maps. In addition to the model framework, the actual modeling options could be enhanced by adding associative learning (including additional behavioral states), adding additional movement models, and exploring the information transfer among bats. Ultimately, this standalone model could be integrated into ArcGIS as a plugin.
