    The Seventh International Workshop on the CKM Unitarity Triangle (http://ckm2012.uc.edu/) was held at the University of Cincinnati September 28-October 2, 2012. This workshop series is one of the leading meetings in the field of quark flavor physics. The Cincinnati workshop provided a venue for theorists and experimentalists to discuss the latest results and to develop new ideas for improved analyses. The most recent measurements from current experiments as well as the status of future experiments were discussed. On the theoretical side, progress in lattice QCD and other calculational techniques that allow more precise determinations of CKM matrix elements were presented.

    Building on the two previous trips to Central America last year, International Power Institute (IPI) and its partner Tennessee Valley Infrastructure Group (TVIG) have focused their attention this quarter on project sites in Honduras. TVIG's unit--an Integrated Infrastructure Platform or IIP--combines water and electricity production in a single integrated unit, thereby providing both products at a lower cost than could be attained for each one separately. Because of the unmet demand for clean drinking water and electricity in remote towns throughout the developing world, the need for such units is widespread. Previous visits to Honduras have resulted in strong in-country commercial interest, support in the form of memorandums of understanding by key government agencies, and identification of four prospective project sites for IIP installations. From March 5 to March 15 and with IPI support and participation, representatives from the TVIG, Tennessee Valley Authority (TVA), IPI, and market research firm International Business Initiatives (IBI) conducted an intensive survey of project opportunities in the four communities, to establish how IIPs might help these four communities enhance their economic development, A key aspect of the projects examined is the need to make them economically self-supporting so that they will be viable in the private sector. Summary of specific project site studies follow here, and feasibility studies for the four sites are included as attachments.

    The International Power Institute (IPI) at Morehouse College has organized a team to design and create a Short Term Training Program for ESKOM Union Leaders which will last four weeks and take place at a location in South Africa to be designated by ESKOM. This proposal envisions a group of no more than 25 union leaders to be trained at the same time but the program could be expanded to accommodate up to 40 trainees. The program is designed around interactive training with lectures followed by discussion, case studies, trainee work groups, homework assignments and two field study visits. Also, the program is designed to have a number of ESKOM management people join the course for one day in the second week and one day at the end, in each case after a half day of preparation in separate sessions from the union leaders, to share with the trainees expectations and, at the end of the program, their course experiences. In addition, IPI has prepared a follow on proposal for a Long Term Training Program. This LT program is specified in less detail but can be expanded based on future discussions with ESKOM management. The training program is designed with the following objectives: determine and identify the most pressing problems facing ESKOM Union Leadership in their relationship with management; instill in the union leadership a heightened sense of purpose and willingness to take ownership of a process that will increase effective outcomes of meaningful, good faith bargaining; develop skills and experience leading to improved union administration; enhance realistic expectations and improve process knowledge to facilitate future labor negotiations and grievance proceedings; and provide participants with enhanced skills and knowledge to develop and/or strengthen a functioning, democratic work culture and structure internal to the union.

    This survey collects together theoretical results in the area of numerical cubature over triangles and is a vehicle for a current bibliography. We treat first the theory relating to regular integrands and then the corresponding theory for singular integrands with emphasis on the ``full comer singularity.`` Within these two sections we treat successively approaches based on transforming the triangle into a square, formulas based on polynomial moment fitting, and extrapolation techniques. Within each category we quote key theoretical results without proof, and relate other results and references to these. Nearly all the references we have found may be readily placed in one of these categories. This survey is theoretical in character and does not include recent work in adaptive and automatic integration.

    Constant contours of basic observables are discussed in the context of the interacting boson approximation (IBA) symmetry triangle. Contours that exhibit orthogonal crossing within the triangle are presented as a method for determining a set of parameter values for a particular nucleus and trajectories for isotopic chains. A set of contours that highlights a class of nuclei that are outside the two-parameter IBA-1 Hamitonian space is also presented.

    The runthru system consists of five programs: workcell filter, just do it, transl8g, decim8, and runthru. The workcell filter program is useful if the source of your 3D triangle mesh model is IGRIP. It will traverse a directory structure of Deneb IGRIP files and filter out any IGRIP part files that are not referenced by an accompanying IGRIP work cell file. The just do it program automates translating and/or filtering of large numbers of partsmore » that are organized in hierarchical directory structures. The transl8g program facilitates the interchange, topology generation, error checking, and enhancement of large 3D triangle meshes. Such data is frequently used to represent conceptual designs, scientific visualization volume modeling, or discrete sample data. Interchange is provided between several popular commercial and defacto standard geometry formats. Error checking is included to identify duplicate and zero area triangles. Model engancement features include common vertex joining, consistent triangle vertex ordering, vertex noemal vector averaging, and triangle strip generation. Many of the traditional O(n2) algorithms required to provide the above features have been recast and are o(nlog(n)) which support large mesh sizes. The decim8 program is based on a data filter algorithm that significantly reduces the number of triangles required to represent 3D models of geometry, scientific visualization results, and discretely sampled data. It eliminates local patches of triangles whose geometries are not appreciably different and replaces them with fewer, larger triangles. The algorithm has been used to reduce triangles in large conceptual design models to facilitate virtual walk throughs and to enable interactive viewing of large 3D iso-surface volume visualizations. The runthru program provides high performance interactive display and manipulation of 3D triangle mesh models.« less

  20. On-Going International Research Program on Irradiated Concrete Conducted by DOE, EPRI and Japan Research Institutions. Roadmap, Achievements and Path Forward

    The Joint Department of Energy (DOE)-Electric Power Research Institute (EPRI) Program (Light Water Reactor Sustainability (LWRS) Program–Material Pathway–Concrete and Long-Term Operation (LTO) Program) and US Nuclear Regulatory Commission (NRC) research studies aim at understanding the most prominent degradation modes and their effects on the long-term operation of concrete structures to nuclear power generation. Based on the results of the Expanded Materials Degradation Analysis (EMDA), (NUREG/CR-7153, ORNL/TM-2011/545), irradiated concrete and alkali-silica reaction (ASR)-affected concrete structures are the two prioritized topics of on-going research. This report focuses specifically on the topic of irradiated concrete and summarizes the main accomplishments obtained by this joint program, but also provides an overview of current relevant activities domestically and internationally. Possible paths forward are also suggested to help near-future orientation of this program.

  1. The transboundary EIA convention in the context of private sector operations co-financed by an International Financial Institution: two case studies from Azerbaijan and Turkmenistan

    This paper presents two case studies involving private sector, offshore, oil field developments in the Caspian Sea. Environmental Impact Assessments (EIAs) of these operations indicated that major and unmitigated oil spills could potentially result in transboundary impacts. Both projects were co-financed by the European Bank for Reconstruction and Development (EBRD), an International Financial Institution (IFI). Project review and financing decision by the EBRD occurred when neither country hosting the projects was a Party to the 1991 Convention on EIA in a Transboundary Context (Espoo Convention). Discussions with government agencies during project review highlighted their limited institutional capacity to pursue transboundary notification and consultation activities. However, without being formal Parties or having clearly defined roles under the Convention, the combined presence of the EBRD, the private sector developer and its project needing financing became important drivers to promote the Espoo Convention. Surveying for similar IFI-project combinations in developing and transition economies could provide a 'bottom up' input to further optimise the Convention Secretariat's awareness raising, intervention design, and alliance-building strategies. The knowledge management model and user-friendly Web site of the 1992 Convention on Biological Diversity highlight approaches that may also prove effective for the Espoo Convention.

  2. Geology and resources of the Tar Sand Triangle, southeastern Utah

    The Tar Sand Triangle is located in southeastern Utah between the Dirty Devil and Colorado Rivers and covers an area of about 200 square miles. The geology of the area consists of gently northwest dipping strata exposed in the box canyons and slopes of the canyonlands morphology. Strata in the area range in age from Jurassic to Permian. The majority of tar sand saturation is found in the Permian White Rim Sandstone Member of the Cutler Formation. The White Rim Sandstone Member consists of a clean, well-sorted sandstone which was deposited in a shallow marine environment. Resources were calculated from analytical data from the three coreholes drilled by the Laramie Energy Technology Center and other available data. The total in-place resources, determined from this study, are 6.3 billion barels. Previous estimates ranged from 2.9 to 16 million barrels. More coring and analyses will be necessary before a more accurate determination of resources can be attempted. 8 references, 11 figures, 7 tables.

    Graphs are used to model interactions in a variety of contexts, and there is a growing need to quickly assess the structure of such graphs. Some of the most useful graph metrics are based on triangles, such as those measuring social cohesion. Despite the importance of these triadic measures, algorithms to compute them can be extremely expensive. We discuss the method of wedge sampling. This versatile technique allows for the fast and accurate approximation of various types of clustering coefficients and triangle counts. Furthermore, these techniques are extensible to counting directed triangles in digraphs. Our methods come with provable andmore » practical time-approximation tradeoffs for all computations.     The Triangle Universities Nuclear Laboratory (TUNL)--a collaboration of Duke University, North Carolina State University, and the University of North Carolina at Chapel Hill--has had a very productive year. This report covers parts of the second and third year of a three-year grant between the US Department of Energy and the three collaborating universities. The TUNL research program focuses on the following areas: precision test of parity-invariance violation in resonance neutron scattering at LANSCE/LANL; parity violation measurements using charged-particle resonances in A = 20--40 targets and the A = 4 system at TUNL; chaotic behavior in the nuclei {sup 30}P and {sup 34}Cl from studies of eigenvalue fluctuations in nuclear level schemes; search for anomalies in the level density (pairing phase transition) in 1f-2p shell nuclei using GEANIE at LANSCE/LANL; parity-conserving time-reversal noninvariance tests using {sup 166}Ho resonances at Geel, ORELA, or LANSCE/LANL; nuclear astrophysics; few-body nuclear systems; Nuclear Data evaluation for A = 3--20 for which TUNL is now the international center. Developments in technology and instrumentation are vital to the research and training program. Innovative work was continued in: polarized beam development; polarized target development; designing new cryogenic systems; designing new detectors; improving high-resolution beams for the KN and FN accelerators; development of an unpolarized Low-Energy Beam Facility for radiative capture studies of astrophysical interest.     A precise solution of the classical energy functional E(N, {eta}, {chi}; {beta}) minimum problem with respect to deformation parameter {beta} is obtained for the simplified Casten version of the standard interacting boson model (IBM-1) Hamiltonian. The first-order phase transition lines as well as the critical points of X(5), -X(5), and E(5) symmetries are considered. The dynamical criteria of quantum chaos-the basis state fragmentation width and the wave function entropy - are studied for the ({eta}, {chi}) parameter space of the extended Casten triangle, and the possible relationships between these criteria and phase transition lines are discussed.

    This report contains the results of the Workshop on the CKM Unitarity Triangle that was held at CERN on 13-16 February 2002. There had been several Workshops on B physics that concentrated on studies at e{sup +}e{sup -} machines, at the Tevatron, or at LHC separately. Here we brought together experts of different fields, both theorists and experimentalists, to study the determination of the CKM matrix from all the available data of K, D, and B physics. The analysis of LEP data for B physics is reaching its end, and one of the goals of the Workshop was to underline the results that have been achieved at LEP, SLC, and CESR. Another goal was to prepare for the transfer of responsibility for averaging B physics properties, that has developed within the LEP community, to the present main actors of these studies, from the B factory and the Tevatron experiments. The optimal way to combine the various experimental and theoretical inputs and to fit for the apex of the Unitarity Triangle has been a contentious issue. A further goal of the Workshop was to bring together the proponents of different fitting strategies, and to compare their approaches when applied to the same inputs. Since lattice QCD plays a very important role in the determination of the non-perturbative parameters needed to constrain the CKM unitarity triangle, the first Workshop was seen as an excellent opportunity to bring together lattice theorists with the aim of establishing a working group to compile averages for phenomenologically relevant quantities. Representatives from lattice collaborations around the world were invited to attend a meeting during the Workshop. A consensus was reached to set up three test working groups, collectively known as the ''CKM Lattice Working Group'', to review a number of well-studied quantities: quark masses, the kaon B-parameter, and the matrix elements relevant for neutral B-meson mixing.     Using a contraction of the SU(3) algebra to the algebra of the rigid rotator in the large-boson-number limit of the interacting boson approximation (IBA) model, a line is found inside the symmetry triangle of the IBA, along which the SU(3) symmetry is preserved. The line extends from the SU(3) vertex to near the critical line of the first-order shape/phase transition separating the spherical and prolate deformed phases, and it lies within the Alhassid-Whelan arc of regularity, the unique valley of regularity connecting the SU(3) and U(5) vertices in the midst of chaotic regions. In addition to providing an explanation for the existence of the arc of regularity, the present line represents an example of an analytically determined approximate symmetry in the interior of the symmetry triangle of the IBA. The method is applicable to algebraic models possessing subalgebras amenable to contraction. This condition is equivalent to algebras in which the equilibrium ground state and its rotational band become energetically isolated from intrinsic excitations, as typified by deformed solutions to the IBA for large numbers of valence nucleons.

    Purpose: To develop, characterize, and implement a fast patient localization method for total marrow irradiation. Methods and Materials: Topographic images were acquired using megavoltage computed tomography (MVCT) detector data by delivering static orthogonal beams while the couch traversed through the gantry. Geometric and detector response corrections were performed to generate a megavoltage topogram (MVtopo). We also generated kilovoltage topograms (kVtopo) from the projection data of 3-dimensional CT images to reproduce the same geometry as helical tomotherapy. The MVtopo imaging dose and the optimal image acquisition parameters were investigated. A multi-institutional phantom study was performed to verify the image registration uncertainty. Forty-five MVtopo images were acquired and analyzed with in-house image registration software. Results: The smallest jaw size (front and backup jaws of 0) provided the best image contrast and longitudinal resolution. Couch velocity did not affect the image quality or geometric accuracy. The MVtopo dose was less than the MVCT dose. The image registration uncertainty from the multi-institutional study was within 2.8 mm. In patient localization, the differences in calculated couch shift between the registration with MVtopo-kVtopo and MVCT-kVCT images in lateral, cranial–caudal, and vertical directions were 2.2 ± 1.7 mm, 2.6 ± 1.4 mm, and 2.7 ± 1.1 mm, respectively. The imaging time in MVtopo acquisition at the couch speed of 3 cm/s was <1 minute, compared with ≥15 minutes in MVCT for all patients. Conclusion: Whole-body MVtopo imaging could be an effective alternative to time-consuming MVCT for total marrow irradiation patient localization.

    In this paper, the authors discuss options for developing institutions for joint implementation (JI) projects. They focus on the tasks which are unique to JI projects or require additional institutional needs--accepting the project by the host and investor countries and assessing the project`s greenhouse gas (GHG) emission reduction or sequestration--and they suggest the types of institutions that would enhance their performance. The evaluation is based on four sets of governmental and international criteria for JI projects, the experiences of ten pilot JI projects, and the perspectives of seven collaborating authors from China, Egypt, India, Mexico, and Thailand, who interviewed relevant government and non-government staff involved in JI issue assessment in their countries. After examining the roles for potential JI institutions, they present early findings arguing for a decentralized national JI structure, which includes: (1) national governmental panels providing host country acceptance of proposed JI projects; (2) project parties providing the assessment data on the GHG reduction or sequestration for the projects; (3) technical experts calculating these GHG flows; (4) certified verification teams checking the GHG calculations; and (5) members of an international JI Secretariat training and certifying the assessors, as well as resolving challenges to the verifications. 86 refs.

    An internal shim used to accurately measure spaces in conjunction with a standard small probe has a shim top and a chassis. The internal shim is adjustably fixed within the space to be measured using grippers that emerge from the chassis and which are controlled by an arm pivotably attached to the shim top. A standard small probe passes through the shim along guides on the chassis and measures the distance between the exterior of the chassis and the boundary. By summing the measurements on each side of the chassis and the width of the chassis, the dimension of the space can be determined to within 0.001 inches.

The coalition consisting of energy policy-makers, technologists, and financial institutions was designed to assist developing countries in forming and supporting local approaches to greenhouse gas mitigation within the energy sector. ICEC's work focused on capacity building and clean energy deployment in countries that rely heavily on fossil-based electric generation. Under ICEC, the coalition formed a steering committee consisting of NARUC members and held a series of meetings to develop and manage the workplan and define successful outcomes for the projects. ICEC identified India as a target country for their work and completed a country assessment that helped ICEC build a framework for discussion with Indian energy decisionmakers including two follow-on in-country workshops. As of the conclusion of the project in 2010, ICEC had also conducted outreach activities conducted during United Nations Framework Convention on Climate Change (UNFCCC) Ninth Conference of Parties (COP 9) and COP 10. The broad goal of this project was to develop a coalition of decision-makers, technologists, and financial institutions to assist developing countries in implementing affordable, effective and resource appropriate technology and policy strategies to mitigate greenhouse gas emissions. Project goals were met through international forums, a country assessment, and in-country workshops. This project focused on countries that rely heavily on fossil-based electric generation.

    The Cyclotron Institute at Texas A&M University has upgraded its accelerator facilities to extend research capabilities with both stable and radioactive beams. The upgrade is divided into three major tasks: (1) re-commission the K-150 (88”) cyclotron, couple it to existing beam lines to provide intense stable beams into the K-500 experimental areas and use it as a driver to produce radioactive beams; (2) develop light ion and heavy ion guides for stopping radioactive ions created with the K-150 beams; and (3) transport 1+ ions from the ion guides into a charge-breeding electron-cyclotron-resonance ion source (CB-ECR) to produce highly-charged radioactive ions for acceleration in the K-500 cyclotron. When completed, the upgraded facility will provide high-quality re-accelerated secondary beams in a unique energy range in the world.

    Microfabrication enables many exciting experimental possibilities for medicine and biology that are not attainable through traditional methods. However, in order for microfabricated devices to have an impact they must not only provide a robust solution to a current unmet need, but also be simple enough to seamlessly integrate into standard protocols. Broad dissemination of bioMEMS has been stymied by the common aim of replacing established and well accepted protocols with equally or more complex devices, methods, or materials. The marriage of a complex, difficult to fabricate bioMEMS device with a highly variable biological system is rarely successful. Instead, the design philosophy of my lab aims to leverage a beneficial microscale phenomena (e.g. fast diffusion at the microscale) within a bioMEMS device and adapt to established methods (e.g. multiwell plate cell culture) and demonstrate a new paradigm for the field (adapt instead of replace). In order for the field of bioMEMS to mature beyond novel proof-of-concept demonstrations, researchers must focus on developing systems leveraging these phenomena and integrating into standard labs, which have largely been ignored. Towards this aim, the Integrative Bioengineering Institute has been established.

Information gathering was via available resources, both published and personal communications with key individual stakeholders; published information is limited to that already in public domain (no confidentiality); viewpoints from interviews are incorporated within. Discussions at both government-hosted and private-hosted SMR meetings are reflected herein. INL itself maintains a neutral view on all issues described. Note: as per prior discussion between INL and CAP, individual and highly knowledgeable senior-level stakeholders provided the bulk of insights herein, and the results of those interviews are the main source of the observations of this report. ?     The Office of Technology Development (OTD) was established to ensure that reliable and acceptable technologies are available for implementation at DOE sites and that a technically trained work force is available to complete the EM mission by 2019. OTD established the International Technology Exchange Staff (ITES) to identify, evaluate, and acquire international technologies which can accelerate US DOE cleanup operations. ITES`s goal is to pursue international collaboration among government organizations, educational institutions, and private industry to identify world-wide needs and available technologies that will meet US environmental needs in general, and EM cleanup needs in particular; and establish mechanisms by which US government ER/WM technologies will be transferred to the US private sector for commercialization and export to international markets. ITES has developed the following strategic objectives to implement its international goals: develop and implement EM`s policy for international programs in accordance with DOE and US Government policies and regulations; establish efficient and predictable international technology transfer mechanisms; assist the US private sector in the commercialization and deployment of federally funded EM technologies and related knowledge in international markets; leverage US and non-US resources to accelerate international development and regulatory acceptance of EM technologies; contribute to the improvement of EM`s training of US students, scientists, and managers on international environmental issues. A summary and descriptions of program activities and accomplishments are given for 17 programs which comprise the four main areas of the ITES program: Activities with the Former Soviet Union, International Technology Transfer, International Cooperation, and Information Systems and Publications. Selected papers are indexed separately for inclusion in the Energy Science and Technology Database.

    The Fiscal Year (FY) 2003-2007 Institutional Plan describes the strategic directions and key issues that Lawrence Berkeley National Laboratory management must address with the Department of Energy (DOE) in charting its future as a multiprogram national laboratory. The Plan provides an overview of the Laboratory's mission, strategic plan, initiatives, and the resources required to fulfill its role in support of national needs in fundamental science and technology, energy resources, and environmental quality. The Plan facilitates the Department of Energy's ongoing efforts to strengthen the Integrated Laboratory System. Preparation and review of the Institutional Plan is one element of the Department of Energy's strategic management planning activities, implemented through an annual planning process. The Plan supports the President's Management Agenda and the Government Performance and Results Act of 1993. The Plan complements the current performance-based contract between the Department of Energy and the Regents of the University of California, and summarizes Best Management Practices for a potential future results-based contract as a basis for achieving DOE goals and the Laboratory's scientific and operations objectives. It identifies technical and administrative directions in the context of national energy policy and research needs and the Department of Energy's program planning initiatives.     The ocean represents the largest potential sink for anthropogenic CO{sub 2}. In order to better understand this potential, Japan, Norway, and the United States signed a Project Agreement for International Collaboration on CO{sub 2} Ocean Sequestration in December 1997; since that time, Canada and ABB (Switzerland) have joined the project. The objective of the project is to investigate the technical feasibility of, and improve understanding of the environmental impacts from, CO{sub 2} ocean sequestration in order to minimize the impacts associated with the eventual use of this technique to reduce greenhouse gas concentrations in the atmosphere. The project will continue through March 31, 2002, with a field experiment to take place in the summer of 2000 off the Kona Coast of Hawaii. The implementing research organizations are the Research Institute of Innovative Technology for the Earth (Japan), the Norwegian Institute for Water Research (Norway), and the Massachusetts Institute of Technology (USA). The general contractor for the project will be the Pacific International Center for High Technology Research in Hawaii. A Technical Committee has been formed to supervise the technical aspects and execution of this project. The members of this committee are the co-authors of this paper. In this paper we discuss key issues involved with the design, ocean engineering, measurements, siting, and costs of this experiment.

    This presentation provides an overview of international voluntary renewable energy markets, with a focus on the United States and Europe. The voluntary renewable energy market is the market in which consumers and institutions purchase renewable energy to match their electricity needs on a voluntary basis. In 2010, the U.S. voluntary market was estimated at 35 terawatt-hours (TWh) compared to 300 TWh in the European market, though key differences exist. On a customer basis, Australia has historically had the largest number of customers, pricing for voluntary certificates remains low, at less than $1 megawatt-hour, though prices depend on technology.

    Petascale computing infrastructures for scientific discovery make petascale demands on information storage capacity, performance, concurrency, reliability, availability, and manageability. The Petascale Data Storage Institute focuses on the data storage problems found in petascale scientific computing environments, with special attention to community issues such as interoperability, community buy-in, and shared tools. The Petascale Data Storage Institute is a collaboration between researchers at Carnegie Mellon University, National Energy Research Scientific Computing Center, Pacific Northwest National Laboratory, Oak Ridge National Laboratory, Sandia National Laboratory, Los Alamos National Laboratory, University of Michigan, and the University of California at Santa Cruz. Because the Institute focuses on low level files systems and storage systems, its role in improving SciDAC systems was one of supporting application middleware such as data management and system-level performance tuning. In retrospect, the Petascale Data Storage Institute’s most innovative and impactful contribution is the Parallel Log-structured File System (PLFS). Published in SC09, PLFS is middleware that operates in MPI-IO or embedded in FUSE for non-MPI applications. Its function is to decouple concurrently written files into a per-process log file, whose impact (the contents of the single file that the parallel application was concurrently writing) is determined on later reading, rather than during its writing. PLFS is transparent to the parallel application, offering a POSIX or MPI-IO interface, and it shows an order of magnitude speedup to the Chombo benchmark and two orders of magnitude to the FLASH benchmark. Moreover, LANL production applications see speedups of 5X to 28X, so PLFS has been put into production at LANL. Originally conceived and prototyped in a PDSI collaboration between LANL and CMU, it has grown to engage many other PDSI institutes, international partners like AWE

This is accomplished by a spring loaded cutting tool adapted to move axially wherein the entire force urging the tool against the workpiece is derived from the spring.     The two broad categories of deposited weld metal repair and fiber-reinforced composite repair technologies were reviewed for potential application for internal repair of gas transmission pipelines. Both are used to some extent for other applications and could be further developed for internal, local, structural repair of gas transmission pipelines. Preliminary test programs were developed for both deposited weld metal repairs and for fiber-reinforced composite repair. To date, all of the experimental work pertaining to the evaluation of potential repair methods has focused on fiber-reinforced composite repairs. Hydrostatic testing was also conducted on four pipeline sections with simulated corrosion damage: two with composite liners and two without.

The International Petroleum Statistics Report presents data on international oil production, demand, imports, and stocks. The report has four sections. Section 1 contains time series data on world oil production, and on oil demand and stocks in the Organization for Economic Cooperation and Development (OECD). This section contains annual data beginning in 1985, and monthly data for the most recent two years. Section 2 presents an oil supply/demand balance for the world. This balance is presented in quarterly intervals for the most recent two years. Section 3 presents data on oil imports by OECD countries. This section contains annual data for the most recent year, quarterly data for the most recent two quarters, and monthly data for the most recent twelve months. Section 4 presents annual time series data on world oil production and oil stocks, demand, and trade in OECD countries.     This International Energy Outlook presents historical data from 1970 to 1993 and EIA`s projections of energy consumption and carbon emissions through 2015 for 6 country groups. Prospects for individual fuels are discussed. Summary tables of the IEO96 world energy consumption, oil production, and carbon emissions projections are provided in Appendix A. The reference case projections of total foreign energy consumption and of natural gas, coal, and renewable energy were prepared using EIA`s World Energy Projection System (WEPS) model. Reference case projections of foreign oil production and consumption were prepared using the International Energy Module of the National Energy Modeling System (NEMS). Nuclear consumption projections were derived from the International Nuclear Model, PC Version (PC-INM). Alternatively, nuclear capacity projections were developed using two methods: the lower reference case projections were based on analysts` knowledge of the nuclear programs in different countries; the upper reference case was generated by the World Integrated Nuclear Evaluation System (WINES)--a demand-driven model. In addition, the NEMS Coal Export Submodule (CES) was used to derive flows in international coal trade. As noted above, foreign projections of electricity demand are now projected as part of the WEPS. 64 figs., 62 tabs.

The IEA's four standing groups on Relations with Producer and other Consumer Countries, on Long-Term Cooperation, on the Oil Market, and on Emergency Questions are organized to accommodate co041869flicting interests through voting rights and to allow constructive interaction among intergovernmental bodies. A description of the allocation system and industry's role in emergencies is followed by a summary of US legal requirements relating to these activities.     The International Petroleum Statistics Report is a monthly publication that provides current international data. The report presents data on international oil production, demand, imports, and stocks. The report has four sections. Section 1 contains time series data on world oil production, and on oil demand and stocks in the Organization for Economic Cooperation and Development (OECD). This section contains annual data beginning in 1985, and monthly data for the most recent two years. Section 2 presents an oil supply/demand balance for the world. This balance is presented in quarterly intervals for the most recent two years. Section 3 presents data on oil imports by OECD countries. This section contains annual data for the most recent year, quarterly data for the most recent two quarters, and monthly data for the most recent 12 months. Section 4 presents annual time series data on world oil production and oil stocks, demand, and trade in OECD countries. World oil production and OECD demand data are for the years 1970 through 1996; OECD stocks from 1973 through 1996; and OECD trade from 1986 through 1996.

    This final report describes the activities of the Iowa State Mining and Mineral Resources Research Institute (ISMMRRI) at Iowa State University for the period July 1, 1989, to June 30, 1990. Activities include research in mining- and mineral-related areas, education and training of scientists and engineers in these fields, administration of the Institute, and cooperative interactions with industry, government agencies, and other research centers. During this period, ISMMRRI has supported research efforts to: (1) Investigate methods of leaching zinc from sphalerite-containing ores. (2) Study the geochemistry and geology of an Archean gold deposit and of a gold-telluride deposit. (3) Enchance how-quality aggregates for use in construction. (4) Pre-clean coal by triboelectric charging in a fluidized-bed. (5) Characterize the crystal/grain alignment during processing of yttrium-barium-copper-perovskite (1-2-3) superconductors. (5) Study the fluid inclusion properties of a fluorite district. (6) Study the impacts of surface mining on community planning. (7) Assess the hydrophobicity of coal and pyrite for beneficiation. (8) Investigate the use of photoacoustic absorption spectroscopy for monitoring unburnt carbon in the exhaust gas from coal-fired boilers. The education and training program continued within the interdepartmental graduate minor in mineral resources includes courses in such areas as mining methods, mineral processing, industrial minerals, extractive metallurgy, coal science and technology, and reclamation of mined land. In addition, ISMMRRI hosted the 3rd International Conference on Processing and Utilization of High-Sulfur Coals in Ames, Iowa. The Institute continues to interact with industry in order to foster increased cooperation between academia and the mining and mineral community.

  4. INTERNAL REPAIR OF PIPELINES

    The two broad categories of deposited weld metal repair and fiber-reinforced composite liner repair technologies were reviewed for potential application for internal repair of gas transmission pipelines. Both are used to some extent for other applications and could be further developed for internal, local, structural repair of gas transmission pipelines. Preliminary test programs were developed for both deposited weld metal repair and for fiber-reinforced composite liner repair. Evaluation trials have been conducted using a modified fiber-reinforced composite liner provided by RolaTube and pipe sections without liners. All pipe section specimens failed in areas of simulated damage. Pipe sections containing fiber-reinforced composite liners failed at pressures marginally greater than the pipe sections without liners. The next step is to evaluate a liner material with a modulus of elasticity approximately 95% of the modulus of elasticity for steel. Preliminary welding parameters were developed for deposited weld metal repair in preparation of the receipt of Pacific Gas & Electric's internal pipeline welding repair system (that was designed specifically for 559 mm (22 in.) diameter pipe) and the receipt of 559 mm (22 in.) pipe sections from Panhandle Eastern. The next steps are to transfer welding parameters to the PG&E system and to pressure test repaired pipe sections to failure. A survey of pipeline operators was conducted to better understand the needs and performance requirements of the natural gas transmission industry regarding internal repair. Completed surveys contained the following principal conclusions: (1) Use of internal weld repair is most attractive for river crossings, under other bodies of water, in difficult soil conditions, under highways, under congested intersections, and under railway crossings.     Thin solar collecting panels are described made from arrays of small rod collectors consisting of a refracting dielectric rod lens with an absorber imbedded within it and a reflecting mirror coated on the back side of the dielectric rod. Non-tracking collector panels on vertical walls or roof tops receive approximately 90% of solar radiation within an acceptance zone 60.degree. in elevation angle by 120.degree. or more in the azimuth sectors with a collector concentration ratio of approximately 3.0. Miniaturized construction of the circular dielectric rods with internal absorbers reduces the weight per area of glass, plastic and metal used in the collector panels. No external parts or insulation are needed as heat losses are low due to partial vacuum or low conductivity gas surrounding heated portions of the collector. The miniature internal absorbers are generally made of solid copper with black selective surface and the collected solar heat is extracted at the collector ends by thermal conductivity along the absorber rods. Heat is removed from end fittings by use of liquid circulants. Several alternate constructions are provided for simplifying collector panel fabrication and for preventing the thermal expansion and contraction of the heated absorber or circulant tubes from damaging vacuum seals. In a modified version of the internal absorber collector, oil with temperature dependent viscosity is pumped through a segmented absorber which is now composed of closely spaced insulated metal tubes. In this way the circulant is automatically diverted through heated portions of the absorber giving higher collector concentration ratios than theoretically possible for an unsegmented absorber.

Data are provided on crude oil refining capacity and electricity installed capacity by type. Prices are included for selected crude oils and for refined petroleum products in selected countries. Population and Gross Domestic Product data are also provided.

Renewable energy includes hydroelectric, geothermal, solar and wind electric power and alcohol for fuel. The data were largely derived from published sources and reports from US Embassy personnel in foreign posts. EIA also used data from reputable secondary sources, industry reports, etc.

    The U.S. Department of Energy's (DOE) Office of Environmental Management (EM) has collaborated with the various international institutes (e.g. Russian Federal Atomic Energy Agency--Rosatom and Ukraine government's Chornobyl Center-International Radioecology Laboratory (CC-IRL)) for many years on radioactive waste management challenges of mutual concern. Currently, EM is cooperating with Rosatom and the Ukraine's CC-IRL to explore issues related to high-level waste and to investigate experience and technologies that could support EM site cleanup needs. EM is currently implementing five collaborative projects with other international institutes on nuclear waste issues: (1) Application of the Cold Crucible Induction Heated Melter to DOE Wastes; SIA Radon, Moscow. (2) Design Improvements to the Cold Crucible Induction Heated Melter; Electrotechnical University, St. Petersburg. (3) Improve Retention of Radionuclides in Cement Type Waste Forms; Khlopin Radium Institute, St. Petersburg. (4) Improved Solubility and Retention of Troublesome Components in SRS and Hanford HLW Glasses; Khlopin Radium Institute, St. Petersburg. (5) Long-term Impacts from Radiation/Contamination within the Chornobyl Exclusion Zone, Chornobyl Center, International Radioecology Laboratory, Ukraine The purpose of this paper is to provide an overview of EM's objectives for participating in cooperative activities with various international institutes.
