    The 140-page published proceedings of the workshop include individual articles and PowerPoint slides for all workshop presentations. The proceedings also contain pertinent background information on the China-US Joint Research Center, partnering organizations, and workshop goals and objectives. Overall, the workshop increased the understanding of the impacts of climate change on energy use and renewable energy production as well as the complex relationships among land use, energy production, and ecological restoration. The workshop served as an international platform for scientists and students of different research backgrounds to develop a unified perspective on energy and climate relationships. Such understanding will benefit future cooperation between China and the US in mitigating global climate change. The workshop’s agenda, which is highly interdisciplinary, explored many potential opportunities for international collaboration in ecosystem management, climate modeling, greenhouse gas emissions, and bioenergy sustainability. International research groups have been suggested in the areas of genomes and biotechnology of energy plants, sustainable management of soil and water resources, carbon sequestration, and microbial processes for ecological cycles. The project has attracted considerable attention from institutes beyond the China-US Joint Research Center partners, and several of them (such as Institute of Qing-Tibet Plateau Research, Institute of Soil and Water Conservation, Institute of Applied Ecology, CAS) have expressed interest in joining the partnership. In addition, the workshop played a significant role in facilitating establishment of private-public partnerships between government and private bioenergy companies (such as L.R. Shugarts and Associates, Inc.), including seed providers (Blade Energy Crops, Thousand Oaks, CA), pilot demonstration projects at coal-producing cities (e.g., Huaibei, Anhui province, China), and the development of methodology for assessment of the sustainable production of biofuels (such as life-cycle analysis, sustainability metrics, and land-use policy). Establishment of two US-China scientific research networks in the area of bioenergy and environmental science is a significant result of the workshop.

    The study of the impacts of climate change on national and interna-tional security has grown as a research field, particularly in the last five years. Within this broad field, academic scholarship has concentrated primarily on whether climate change is, or may become, a driver of violent conflict. This relationship remains highly contested. However, national security policy and many non-governmental organizations have identified climate change as a threat multiplier in conflict situations. The U.S. Department of Defense and the United Kingdom's Ministry of Defense have incorporated these findings into strategic planning documents such as the Quadrennial Defense Review and the Strategic Defence and Security Review. In contrast to the climate-conflict nexus, our analysis found that academic scholarship on the climate change and energy security nexus is small and more disciplinarily focused. In fact, a search of social science litera-ture found few sources, with a significant percentage of these works attribut-able to a single journal. Assuming that policymakers are more likely to rely on broader social science literature than technical or scientific journals, this leaves a limited foundation. This then begged the question: what are these sources? We identified a body of grey literature on the nexus of climate change and energy security of a greater size than the body of peer-reviewed social science literature. We reviewed fifty-eight recent reports, issue briefs, and transcripts to better understand the nexus of climate change and energy security, as well as to gain insight about the questions policymakers need answered by those undertaking the research. In this article, we describe the nature of the sources reviewed, highlight possible climate change and energy security linkages found within those sources, identify emerging risks, and offer conclusions that can guide further research.

    Unlike fossil fuels, biomass is a renewable resource that can sequester carbon during growth, be converted to energy, and then re-grown. Biomass is also a flexible fuel that can service many end-uses. This paper explores the importance of bioenergy to potential future energy transformation and climate change management. Using a model comparison of fifteen models, we characterize and analyze future dependence on, and the value of, bioenergy in achieving potential long-run climate objectivesreducing radiative forcing to 3.7 and 2.8 W/m2 in 2100 (approximately 550 and 450 ppm carbon dioxide equivalent atmospheric concentrations). Model scenarios project, by 2050, bioenergy growth of 2 to 10% per annum reaching 5 to 35 percent of global primary energy, and by 2100, bioenergy becoming 15 to 50 percent of global primary energy. Non-OECD regions are projected to be the dominant suppliers of biomass, as well as consumers, with up to 35 percent of regional electricity from biopower by 2050, and up to 70 percent of regional liquid fuels from biofuels by 2050. Bioenergy is found to be valuable to many models with significant implications for mitigation costs and world consumption. The availability of bioenergy, in particular biomass with carbon dioxide capture and storage (BECCS), notably affects the cost-effective global emissions trajectory for climate management by accommodating prolonged near-term use of fossil fuels. We also find that models cost-effectively trade-off land carbon and nitrous oxide emissions for the long-run climate change management benefits of bioenergy. Overall, further evaluation of the viability of global large-scale bioenergy is merited.

  13. Climate change and energy security: an analysis of policy research

    The literature on climate change's impacts on energy security is scattered across disparate fields of research and schools of thought. Much of this literature has been produced outside of the academy by scholars and practitioners working in "think tanks," government agencies, and international/multilateral institutions. Here we reviewed a selected set of 58 articles and reports primarily from such sources and performed textual analysis of the arguments. Our review of this literature identifies three potential mechanisms for linking climate change and energy security: Climate change may 1) create second-order effects that may exacerbate social instability and disrupt energy systems; 2) directly impact energy supply and/or systems or 3) influence energy security through the effects of climate-related policies. We identify emerging risks to energy security driven by climate mitigation tech-nology choices but find less evidence of climate change's direct physical impacts. We used both empirical and qualitative selection factors for choosing the grey literature sample. The sources we selected were published in the last 5 years, available through electronic media and were written in language accessible to general policy or academic readers. The organi-zations that published the literature had performed previous research in the general fields of energy and/or climate change with some analytical content and identified themselves as non-partisan. This literature is particularly valuable to scholars because identifies understudied relationships that can be rigorously assessed through academic tools and methodologies and informs a translational research agenda that will allow scholars to engage with practitioners to address challenges that lie at the nexus of climate change and energy security.

    This report describes three advanced technology scenarios and various illustrative cases developed by staff of Pacific Northwest National Laboratory (PNNL) for the U.S. Climate Change Technology Program. These scenarios and illustrative cases explore the energy, emissions and economic implications of using advanced energy technologies and other climate change related technologies to reduce future emissions of greenhouse gases (GHGs). The cases were modeled using the Mini Climate Assessment Model (MiniCAM) developed by PNNL. The report describes the scenarios, the specifications for the cases, and the results. The report also provides background information on current emissions of GHGs and issues associated with stabilizing GHG concentrations.

    Industry contributes directly and indirectly (through consumed electricity) about 37% of the global greenhouse gas emissions, of which over 80% is from energy use. Total energy-related emissions, which were 9.9 GtCO2 in 2004, have grown by 65% since 1971. Even so, industry has almost continuously improved its energy efficiency over the past decades. In the near future, energy efficiency is potentially the most important and cost-effective means for mitigating greenhouse gas emissions from industry. This paper discusses the potential contribution of industrial energy efficiency technologies and policies to reduce energy use and greenhouse gas emissions to 2030.

    A deepening of cooperation between the United States and the European Union requires mutual trust, and understanding of current policies, challenges and successes. Through providing such understanding among policymakers, industry and other stakeholders in both economies, opportunities for transatlantic cooperation on climate change and energy policy emerge. This paper sets out by discussing the environmental, legislative, and economic contexts of the EU and US as related to climate. This context is essential to understanding how cap-and-trade, renewable energy and sustainable transportation policies have taken shape in the EU and the US, as described in Chapter 3.1. For each of these policies, a barrier analysis and discussion is provided. Chapter 4 builds off this improved understanding to listobservations and possible lessons learned. The paper concludes with recommendations on topics where EU and US interests align, and where further cooperation could prove beneficial.

    Coal fuels more than 30 per cent of UK electricity production, and about 50 per cent in the US, providing a significant portion of total energy output. China and India's recent ferocious economic growth has been based almost entirely on coal-generated electricity. Coal currently looks like a solution to many of our fast-growing energy problems. However, while coal advocates are urging us full steam ahead, the increasing reliance on this dirtiest of all fossil fuels has crucial implications for energy policy, pollution levels, the global climate, world economy and geopolitics. Drawbacks to a coal-based energy strategy include: Scarcity - new studies suggest that the peak of world coal production may actually be less than two decades away; Cost - the quality of produced coal is declining, while the expense of transportation is rising, leading to spiralling costs and increasing shortages; and, Climate impacts - our ability to deal with the historic challenge of climate change may hinge on reducing coal consumption in future years.

    The levels of investment needed to mobilize an energy system transformation and mitigate climate change are not known with certainty. This paper aims to inform the ongoing dialogue and in so doing to guide public policy and strategic corporate decision making. Within the framework of the LIMITS integrated assessment model comparison exercise, we analyze a multi-IAM ensemble of long-term energy and greenhouse gas emissions scenarios. Our study provides insight into several critical but uncertain areas related to the future investment environment, for example in terms of where capital expenditures may need to flow regionally, into which sectors they might be concentrated, and what policies could be helpful in spurring these financial resources. We find that stringent climate policies consistent with a 2C climate change target would require a considerable upscaling of investments into low-carbon energy and energy efficiency, reaching approximately $45 trillion (range: $30$75 trillion) cumulative between 2010 and 2050, or about $1.1 trillion annually. This represents an increase of some $30 trillion ($10$55 trillion), or $0.8 trillion per year, beyond what investments might otherwise be in a reference scenario that assumes the continuation of present and planned emissions-reducing policies throughout the world. In other words, a substantial "clean-energy investment gap" of some $800 billion/yr exists notably on the same order of magnitude as present-day subsidies for fossil energy and electricity worldwide ($523 billion). Unless the gap is filled rather quickly, the 2C target could potentially become out of reach.

    This project, supported by the U.S. Department of Energy's Building America Program, is a case study in reaching zero energy within the affordable housing sector in cold climates. The design of the 1200 square foot, 3-bedroom Denver zero energy home carefully combines envelope efficiency, efficient equipment, appliances and lighting, and passive and active solar features to reach the zero energy goal. The home was designed using an early version of the BEOpt building optimization software with additional analysis using DOE2. This engineering approach was tempered by regular discussions with Habitat construction staff and volunteers. These discussions weighed the applicability of the optimized solutions to the special needs and economics of a Habitat house--moving the design towards simple, easily maintained mechanical systems and volunteer-friendly construction techniques.

    We present and apply a new method for analyzing the significance of advanced technology for achieving two important national energy goals: climate protection and energy security. Quantitative metrics for U.S. greenhouse gas emissions in 2050 and oil independence in 2030 are specified, and the impacts of 11 sets of energy technologies are analyzed using a model that employs the Kaya identity and incorporates the uncertainty of technological breakthroughs. The goals examined are a 50% to 80% reduction in CO2 emissions from energy use by 2050 and increased domestic hydrocarbon fuels supply and decreased demand that sum to 11 mmbd by 2030. The latter is intended to insure that the economic costs of oil dependence are not more than 1% of U.S. GDP with 95% probability by 2030. Perhaps the most important implication of the analysis is that meeting both energy goals requires a high probability of success (much greater than even odds) for all 11 technologies. Two technologies appear to be indispensable for accomplishment of both goals: carbon capture and storage, and advanced fossil liquid fuels. For reducing CO2 by more than 50% by 2050, biomass energy and electric drive (fuel cell or battery powered) vehicles also appear to be necessary. Every one of the 11 technologies has a powerful influence on the probability of achieving national energy goals. From the perspective of technology policy, conflict between the CO2 mitigation and energy security is negligible. These general results appear to be robust to a wide range of technology impact estimates; they are substantially unchanged by a Monte Carlo simulation that allows the impacts of technologies to vary by 20%.

    This report outlines the results of a study of the impact of climate change on the energy infrastructure of California and the San Francisco Bay region, including impacts on power plant generation; transmission line and substation capacity during heat spells; wildfires near transmission lines; sea level encroachment upon power plants, substations, and natural gas facilities; and peak electrical demand. Some end-of-century impacts were projected:Expected warming will decrease gas-fired generator efficiency. The maximum statewide coincident loss is projected at 10.3 gigawatts (with current power plant infrastructure and population), an increase of 6.2 percent over current temperature-induced losses. By the end of the century, electricity demand for almost all summer days is expected to exceed the current ninetieth percentile per-capita peak load. As much as 21 percent growth is expected in ninetieth percentile peak demand (per-capita, exclusive of population growth). When generator losses are included in the demand, the ninetieth percentile peaks may increase up to 25 percent. As the climate warms, California's peak supply capacity will need to grow faster than the population.Substation capacity is projected to decrease an average of 2.7 percent. A 5C (9F) air temperature increase (the average increase predicted for hot days in August) will diminish the capacity of a fully-loaded transmission line by an average of 7.5 percent.The potential exposure of transmission lines to wildfire is expected to increase with time. We have identified some lines whose probability of exposure to fire are expected to increase by as much as 40 percent. Up to 25 coastal power plants and 86 substations are at risk of flooding (or partial flooding) due to sea level rise.

    The subject describes how the US Department of Energy Office of Energy Efficiency and Renewable Energy will help meet the US goal of returning US greenhouse gas emissions to their 1990 levels by the year 2000. On October 19, 1993, President Clinton and Vice President Gore announced the publication of the Climate Change Action Plan. The DOE Office of Energy Efficiency and Renewable Energy has a major role in implementing many of the initiatives contained in the Plan. The paper will outline the initiatives current programs, and demonstrate how once implemented, the strategy will help to stem US greenhouse gas emissions. The paper will also discuss how DOE in implementing it`s Climate Change Action Plan strategy, will work with the EPA to achieve a cost-effective strategy that will stem greenhouse gas emissions through public/private partnerships. Although the focus of this paper will be the connection between current programs and Clinton Administration`s year 2000 goal, it will also discuss a longer-term vision for reducing atmospheric concentrations of greenhouse gases beyond the year 2000.

    The Administration`s Climate Change Action Plan recognizes that the threat to the global climate must be addressed in conjunction with other pressing national and international needs. Our country is simultaneously challenged with strengthening the economy, creating jobs, achieving technological advances, advancing U.S. competitiveness in world markets, and maintaining U.S. leadership in the world community, all within limited budget resources. The challenge is increased because significant increases in greenhouse gas emissions come from economic development abroad. The initiatives and programs in the Action Plan strike a careful balance among these objectives while collectively reducing future GHG emissions to 1990 levels by the year 2000. Through these actions and others, a national and international policy on global climate change has begun to emerge and take root in the activities of both the public and private sectors. In the energy sector, these activities will begin to shape our demand for energy in its form and efficiency. The stakes are high; failure to address this problem could disrupt the economy and/or the ecosystem.     Human induced climate change will have a significant impact on the hydrologic cycle, creating changes in fresh water resources, land cover, and feedbacks that are difficult to characterize, which makes it an issue of global importance. Previous studies have not included subsurface storage in climate change simulations and feedbacks. A variably-saturated groundwater flow model with integrated overland flow and land surface model processes is used to examine the interplay between coupled water and energy processes under climate change conditions. A case study from the Southern Great Plains (SGP) USA, an important agricultural region that is susceptible to drought, is used as the basis for three scenarios simulations using a modified atmospheric forcing dataset to reflect predicted effects due to human-induced climate change. These scenarios include an increase in the atmospheric temperature and variations in rainfall amount and are compared to the present-day climate case. Changes in shallow soil saturation and groundwater levels are quantified as well as the corresponding energy fluxes at the land surface. Here we show that groundwater and subsurface lateral flow processes are critical in understanding hydrologic response and energy feedbacks to climate change and that certain regions are more susceptible to changes in temperature, while others to changes in precipitation. This groundwater control is critical for understanding recharge and drought processes, possible under future climate conditions.

    This paper presents the results of numerous commercial and residential building simulations, with the purpose of examining the impact of climate change on peak and annual building energy consumption over the portion of the Eastern Interconnection (EIC) located in the United States. The climate change scenario considered (IPCC A2 scenario as downscaled from the CASCaDE data set) has changes in mean climate characteristics as well as changes in the frequency and duration of intense weather events. This investigation examines building energy demand for three annual periods representative of climate trends in the CASCaDE data set at the beginning, middle, and end of the century--2004, 2052, and 2089. Simulations were performed using the Building ENergy Demand (BEND) model which is a detailed simulation platform built around EnergyPlus. BEND was developed in collaboration with the Platform for Regional Integrated Modeling and Analysis (PRIMA), a modeling framework designed to simulate the complex interactions among climate, energy, water, and land at decision-relevant spatial scales. Over 26,000 building configurations of different types, sizes, vintages, and, characteristics which represent the population of buildings within the EIC, are modeled across the 3 EIC time zones using the future climate from 100 locations within the target region, resulting in nearly 180,000 spatially relevant simulated demand profiles for each of the 3 years. In this study, the building stock characteristics are held constant based on the 2005 building stock in order to isolate and present results that highlight the impact of the climate signal on commercial and residential energy demand. Results of this analysis compare well with other analyses at their finest level of specificity. This approach, however, provides a heretofore unprecedented level of specificity across multiple spectrums including spatial, temporal, and building characteristics. This capability enables the ability to perform detailed hourly impact studies of building adaptation and mitigation strategies on energy use and electricity peak demand within the context of the entire grid and economy.

    The response to climate change and the stabilization of atmospheric greenhouse gas concentrations has major implications for the global energy system. Stabilization of atmospheric carbon dioxide (CO2) concentrations requires a peak and an indefinite decline of global CO2 emissions. Nuclear energy, along with other technologies, has the potential to contribute to the growing demand for energy without emitting CO2. Nuclear energy is of particular interest because of its global prevalence and its current significant contribution, nearly 20%, to the worlds electricity supply. We have investigated the value of nuclear energy in addressing climate change, and have explored the potential challenges for the rapid and large-scale expansion of nuclear energy as a response to climate change. The scope of this study is long-term and the modeling time frame extends out a century because the nature of nuclear energy and climate change dictate that perspective. Our results indicate that the value of the nuclear technology option for addressing climate change is denominated in trillions of dollars. Several-fold increases to the value of the nuclear option can be expected if there is limited availability of competing carbon-free technologies, particularly fossil-fuel based technologies that can capture and sequester carbon. Challenges for the expanded global use of nuclear energy include the global capacity for nuclear construction, proliferation, uranium availability, and waste disposal. While the economic costs of nuclear fuel and power are important, non-economic issues transcend the issues of costs. In this regard, advanced nuclear technologies and new vision for the global use of nuclear energy are important considerations for the future of nuclear power and climate change.

    This brochure describes the R&D efforts needed for wind energy to meet 20% of the U.S. electrical demand by 2030. In May 2008, DOE published its report, 20% Wind Energy by 2030, which presents an in-depth analysis of the potential for wind energy in the United States and outlines a potential scenario to boost wind electric generation from its current production of 16.8 gigawatts (GW) to 304 GW by 2030. According to the report, achieving 20% wind energy by 2030 could help address climate change by reducing electric sector carbon dioxide (CO2) emissions by 825 million metric tons (20% of the electric utility sector CO2 emissions if no new wind is installed by 2030), and it will enhance our nation's energy security by diversifying our electricity portfolio as wind energy is an indigenous energy source with stable prices not subject to fuel volatility. According to the report, increasing our nation's wind generation could also boost local rural economies and contribute to significant growth in manufacturing and the industry supply chain. Rural economies will benefit from a substantial increase in land use payments, tax benefits and the number of well-paying jobs created by the wind energy manufacturing, construction, and maintenance industries. Although the initial capital costs of implementing the 20% wind scenario would be higher than other generation sources, according to the report, wind energy offers lower ongoing energy costs than conventional generation power plants for operations, maintenance, and fuel. The 20% scenario could require an incremental investment of as little as $43 billion (net present value) more than a base-case no new wind scenario. This would represent less than 0.06 cent (6 one-hundredths of 1 cent) per kilowatt-hour of total generation by 2030, or roughly 50 cents per month per household. The report concludes that while achieving the 20% wind scenario is technically achievable, it will require enhanced transmission infrastructure, streamlined siting and permitting regimes, improved reliability and operability of wind systems, and increased U.S. wind manufacturing capacity. To meet these challenges, the DOE Wind Energy Program will continue to work with industry partners to increase wind energy system reliability and operability and improve manufacturing processes. The program also conducts research to address transmission and grid integration issues, to better understand wind resources, to mitigate siting and environmental issues, to provide information to industry stakeholders and policy makers, and to educate the future generations.

    A changing climate will affect the energy system in a number of ways, one of which is through changes in demands for heating and cooling in buildings. Understanding the potential effect of climate on heating and cooling demands must take into account not only the manner in which the building sector might evolve over time - including, for example, movements from rural to urban environments in developing countries - but also important uncertainty about the nature of climate change itself and the growth and movements of populations over time. In this study, we explored the uncertainty in climate change impacts on heating and cooling by constructing estimates of heating and cooling degree days for both a reference (no-policy) scenario and a climate mitigation scenario built from 0.5 degree latitude by 0.5 degree longitude resolution output from three different Global Climate Models (GCMs) and three gridded scenarios of population distribution. The implications that changing climate and population distribution might have for building energy consumption in the U.S. and China were then explored by using the heating and cooling degree days results as inputs to a detailed, building energy model, nested in the long-term global integrated assessment framework, Global Change Assessment Model (GCAM). Across the climate models and population distribution scenarios, the results indicate that unabated climate change would cause total final energy consumption to decrease modestly in both U.S. and China buildings by the end of the century, as decreased heating consumption is more than balanced by increased cooling using primarily electricity. However, the results also indicate that when indirect emissions from the power sector are also taken into account, climate change may have negligible effect on building sector CO2 emissions in the two countries. The variation in results due to variation of population distribution is noticeably smaller than variation due to the use of different climate models.

    The Building America program conducts the system research required to reduce risks associated with the design and construction of homes that use an average of 30% to 90% less total energy for all residential energy uses than the Building America Research Benchmark, including research on homes that will use zero net energy on annual basis. To measure the program's progress, annual research milestones have been established for five major climate regions in the United States. The system research activities required to reach each milestone take from 3 to 5 years to complete and include research in individual test houses, studies in pre-production prototypes, and research studies with lead builders that provide early examples that the specified energy savings level can be successfully achieved on a production basis. This report summarizes research results for the 30% energy savings level and demonstrates that lead builders can successfully provide 30% homes in Cold Climates on a cost-neutral basis.

    This report builds off of previous modeling work related to low-e storm windows used to create a "Database of U.S. Climate-Based Analysis for Low-E Storm Windows." This work updates similar studies using new fuel costs and examining the separate contributions of reduced air leakage and reduced coefficients of overall heat transfer and solar heat gain. In this report we examine the energy savings and cost effectiveness of low-E storm windows in residential homes across a broad range of U.S. climates, excluding the impact from infiltration reductions, which tend to vary using the National Energy Audit Tool (NEAT) and RESFEN model calculations. This report includes a summary of the results, NEAT and RESFEN background, methodology, and input assumptions, and an appendix with detailed results and assumptions by climate zone.

    Energy efficiency improvement as a component of comprehensive renovation was investigated under U.S. Department of Energy (DOE) funding of the Building America Partnership for Improved Residential Construction (BA-PIRC). Researchers at the Florida Solar Energy Center (FSEC) worked with affordable housing partners renovating foreclosed homes built from the 1950's through the 2000's in the hot-humid climate (within the Southern census region), primarily in Florida. Researchers targeted a 30% improvement in whole-house energy efficiency along with the health and safety, durability, and comfort guidelines outlined in DOE's Builders Challenge Program (Version 1) Quality Criteria.

In the summer of 2011, a team from LBNL, seeking to capture what Fuller had featured in her report "Driving Demand for Home Energy Improvement," visited Kansas. Speaking with CEP's Nancy Jackson and Dorothy Barnett, as well as farmers, small business owners, politicians and others, the team produced this video, which shows how and why CEP has become an inspiration to other environmental organizations that are seeking to change behavior where climate-change skepticism abounds.

    This Strategy Guideline explains the benefits of evaluating and identifying energy efficiency retrofit measures that could be made during renovation and maintenance of multifamily buildings. It focuses on low-rise multifamily structures (three or fewer stories) in a cold climate. These benefits lie primarily in reduced energy use, lower operating and maintenance costs, improved durability of the structure, and increased occupant comfort. This guideline focuses on retrofit measures for roof repair or replacement, exterior wall repair or gut rehab, and eating system maintenance. All buildings are assumed to have a flat ceiling and a trussed roof, wood- or steel-framed exterior walls, and one or more single or staged boilers. Estimated energy savings realized from the retrofits will vary, depending on the size and condition of the building, the extent of efficiency improvements, the efficiency of the heating equipment, the cost and type of fuel, and the climate location.

  6. Modeling U.S. Energy Use Changes with Global Climate Change

    Using a general circulation model of Earth climate (PCM-IBIS) to drive an energy use model (DD-NEMS), we calculated the energy use changes for each year from 2003-2025 for the nine U.S. Census regions. We used five scenarios: 1) a reference with no change in temperatures from the 1970-2003 average, 2) a gradual 1 F rise in temperature by 2025, 3) a gradual 3 F rise by 2025, 4) a climate simulation with low temperature response to CO2 doubling in the atmosphere, and 5) a climate simulation with a more extreme response. The low-?T scenario had a cumulative reduction in energy of 2.1 Quads but an increase in cost of $14.8 billion. The northern states had reductions in cost over the entire period, but most other regions had increases in costs because increases in cooling costs outweighed reductions in heating and other energy uses. Higher temperature sensitivity resulted in increased warming, especially in the winter months. Because heating needs decreased, total energy requirements declined by a cumulative 4.2 Quads. However, total cost still increased $6.1 billion and carbon emissions still rose as coal-based electricity for cooling needs grew.

    Anaerobic digestion of farm and dairy waste has been shown to be capital intensive. One way to improve digester economics is to co-digest high-energy substrates together with the dairy manure. Cheese whey for example represents a high-energy substrate that is generated during cheese manufacture. There are currently no quantitative tools available that predict performance of co-digestion farm systems. The goal of this project was to develop a mathematical tool that would (1) predict the impact of co-digestion and (2) determine the best use of the generated biogas for a cheese manufacturing plant. Two models were developed that separately could be used to meet both goals of the project. Given current pricing structures of the most economical use of the generated biogas at the cheese manufacturing plant was as a replacement of fuel oil to generate heat. The developed digester model accurately predicted the performance of 26 farm digesters operating in the North Eastern U.S.

    This paper uses the EMF27 scenarios to explore the role of renewable energy (RE) in climate change mitigation. Currently RE supplies almost 20 % of global electricity demand. Almost all EMF27 mitigation scenarios show a strong increase in renewable power production, with a substantial ramp-up of wind and solar power deployment. In many scenarios, renewables are the most important long-term mitigation option for power supply. Wind energy is competitive even without climate policy, whereas the prospects of solar photovoltaics (PV) are highly contingent on the ambitiousness of climate policy. Bioenergy is an important and versatile energy carrier; howeverwith the exception of low temperature heatthere is less scope for renewables other than biomass for non-electric energy supply. Despite the important role of wind and solar power in climate change mitigation scenarios with full technology availability, limiting their deployment has a relatively small effect on mitigation costs, if nuclear and carbon capture and storage (CCS)which can serve as substitutes in low-carbon power supplyare available. Limited bioenergy availability in combination with limited wind and solar power by contrast, results in a more substantial increase in mitigation costs. While a number of robust insights emerge, the results on renewable energy deployment levels vary considerably across the models. An in-depth analysis of a subset of EMF27 reveals substantial differences in modeling approaches and parameter assumptions. To a certain degree, differences in model results can be attributed to different assumptions about technology costs, resource potentials and systems integration.

    The Climate Science for a Sustainable Energy Future (CSSEF) project is working to improve the representation of the hydrological cycle in global climate models, critical information necessary for decision-makers to respond appropriately to predictions of future climate. In order to accomplish this objective, CSSEF is building testbeds to implement uncertainty quantification (UQ) techniques to objectively calibrate and diagnose climate model parameterizations and predictions with respect to local, process-scale observations. In order to quantify the agreement between models and observations accurately, uncertainty estimates on these observations are needed. The DOE Atmospheric Radiation Measurement (ARM) program takes atmospheric and climate related measurements at three permanent locations worldwide. The ARM VAP called the ARM Best Estimate (ARMBE) [Xie et al., 2010] collects a subset of ARM observations, performs quality control checks, averages them to one hour temporal resolution, and puts them in a standard format for ease of use by climate modelers. ARMBE has been widely used by the climate modeling community as a summary product of many of the ARM observations. However, the ARMBE product does not include uncertainty estimates on the data values. Thus, to meet the objectives of the CSSEF project and enable better use of this data with UQ techniques, we created the CSSEFARMBE data set. Only a subset of the variables contained in ARMBE is included in CSSEFARMBE. Currently only surface meteorological observations are included, though this may be expanded to include other variables in the future. The CSSEFARMBE VAP is produced for all extended facilities at the ARM Southern Great Plains (SGP) site that contain surface meteorological equipment. This extension of the ARMBE data set to multiple facilities at SGP allows for better comparison between model grid boxes and the ARM point observations. In the future, CSSEFARMBE may also be created for other ARM sites. As each site has slightly different instrumentation, this will require additional development to understand the uncertainty characterization associated with instrumentation at those sites. The uncertainty assignment process is implemented into the ARM program’s new Integrated Software Development Environment (ISDE) so that many of the key steps can be used in the future to screen data based on ARM Data Quality Reports (DQRs), propagate uncertainties when transforming data from one time scale into another, and convert names and units into NetCDF Climate and Forecast (CF) standards. These processes are described in more detail in the following sections.

  3. Energy-Efficient Supermarket Heating, Ventilation, and Air Conditioning in Humid Climates in the United States

    Supermarkets are energy-intensive buildings that consume the greatest amount of electricity per square foot of building of any building type in the United States and represent 5% of total U.S. commercial building primary energy use (EIA 2005). Refrigeration and heating, ventilation, and air-conditioning (HVAC) systems are responsible for a large proportion of supermarkets’ total energy use. These two systems sometimes work together and sometimes compete, but the performance of one system always affects the performance of the other. To better understand these challenges and opportunities, the Commercial Buildings team at the National Renewable Energy Laboratory investigated several of the most promising strategies for providing energy-efficient HVAC for supermarkets and quantified the resulting energy use and costs using detailed simulations. This research effort was conducted on behalf of the U.S. Department of Energy (DOE) Commercial Building Partnerships (CBP) (Baechler et al. 2012; Parrish et al. 2013; Antonopoulos et al. 2014; Hirsch et al. 2014). The goal of CBP was to reduce energy use in the commercial building sector by creating, testing, and validating design concepts on the pathway to net zero energy commercial buildings. Several CBP partners owned or operated buildings containing supermarkets and were interested in optimizing the energy efficiency of supermarket HVAC systems in hot-humid climates. These partners included Walmart, Target, Whole Foods Market, SUPERVALU, and the Defense Commissary Agency.

  4. Cold-Climate Case Study for Affordable Zero Energy Homes: Preprint

    This project, supported by the U.S. Department of Energy's Building America Program, is a case study in reaching zero energy within the affordable housing sector in cold climates. The design of the 1200 square foot, 3-bedroom Denver zero energy home carefully combines envelope efficiency, efficient equipment, appliances and lighting, and passive and active solar features to reach the zero energy goal. The home was designed using an early version of the BEOpt building optimization software with additional analysis using DOE2. This engineering approach was tempered by regular discussions with Habitat construction staff and volunteers. These discussions weighed the applicability of the optimized solutions to the special needs and economics of a Habitat house--moving the design towards simple, easily maintained mechanical systems and volunteer-friendly construction techniques.

    Specialized Vertum Partners software tools were prototyped, tested and commercialized to allow wind energy stakeholders to assess the uncertainties of climate change on wind power production and distribution. This project resulted in three commercially proven products and a marketing tool. The first was a Weather Research and Forecasting Model (WRF) based resource evaluation system. The second was a web-based service providing global 10m wind data from multiple sources to wind industry subscription customers. The third product addressed the needs of our utility clients looking at climate change effects on electricity distribution. For this we collaborated on the Santa Ana Wildfire Threat Index (SAWTi), which was released publicly last quarter. Finally to promote these products and educate potential users we released “Gust or Bust”, a graphic-novel styled marketing publication.

    The collaborative Climate Science for a Sustainable Energy Future (CSSEF) project started in July 2011 with the goal of accelerating the development of climate model components (i.e., atmosphere, ocean and sea ice, and land surface) and enhancing their predictive capabilities while incorporating uncertainty quantification (UQ). This effort required accessing and converting observational data sets into specialized model testing and verification data sets and building a model development test bed, where model components and sub-models can be rapidly evaluated. CSSEFs prototype test bed demonstrated, how an integrated testbed could eliminate tedious activities associated with model development and evaluation, by providing the capability to constantly compare model outputwhere scientists store, acquire, reformat, regrid, and analyze data sets one-by-oneto observational measurements in a controlled test bed.

    This book has been published by the Solar Energy Industries Association (SEIA), the US trade association of the solar thermal, photovoltaic, and passive solar manufacturers, distributors, and component suppliers. Its purpose is to help architects, builders, and developers construct energy-efficient homes in hot humid climates like the Pacific Rim Countries, and to allow occupants of these homes to enjoy enhanced comfort without reliance on mechanical air-conditioning systems. Two important factors are addressed in this book. First, the past few years have seen a tremendous increase in practical applications of new research. The current popularity of ceiling paddle fans, attic radiant barriers and natural daylighting attest to the importance of keeping up with the latest concepts in energy-reduction and comfort-awareness. Professionals who have been in the field for the past few years may be unaware of the latest research findings--some of which dramatically alter prior thinking on such subjects as natural ventilation or mechanical air conditioning. The second factor is the importance of site-specific characteristics, which greatly affect building strategies and designs. A thorough understanding of the climate is a prerequisite to good building design. Such factors as temperature, humidity, wind speed and direction, and solar radiation must be understood and properly integrated into the design for the home to be truly energy-efficient.

    BA-PIRC has worked with several community-scale builders within the hot humid climate zone to improve performance of production, or community scale, housing. Tommy Williams Homes (Gainesville, FL), Lifestyle Homes (Melbourne, FL), and Habitat for Humanity (various locations, FL) have all been continuous partners of the BA Program and are the subjects of this report to document achievement of the Building America goal of 30% whole house energy savings packages adopted at the community scale. The scope of this report is to demonstrate achievement of these goals though the documentation of production-scale homes built cost-effectively at the community scale, and modeled to reduce whole-house energy use by 30% in the Hot Humid climate region. Key aspects of this research include determining how to evolve existing energy efficiency packages to produce replicable target savings, identifying what builders' technical assistance needs are for implementation and working with them to create sustainable quality assurance mechanisms, and documenting the commercial viability through neutral cost analysis and market acceptance. This report documents certain barriers builders overcame and the approaches they implemented in order to accomplish Building America (BA) Program goals that have not already been documented in previous reports.

    China is the largest energy consumer and CO2 emitter in the world. The Chinese government faces growing challenges of ensuring energy security and reducing greenhouse gas emissions. To address these two issues, the Chinese government has announced two ambitious domestic indicative autonomous mitigation targets for 2020: increasing the ratio of non-fossil energy to 15% and reducing carbon dioxide emissions per unit of GDP by 40-45% from 2005 levels. To explore the role of non-fossil energy in achieving these two targets, this paper first provides an overview of current status of non-fossil energy development in China; then gives a brief review of GDP and primary energy consumption; next assesses in detail the role of the non fossil energy in 2020, including the installed capacity and electricity generation of non-fossil energy sources, the share and role of non-fossil energy in the electricity structure, emissions reduction resulting from the shift to non-fossil energy, and challenges for accomplishing the mitigation targets in 2020 ; finally, conclusions and policy measures for non-fossil energy development are proposed.

    As long-term socioeconomic transformation and energy service expansion show large spatial heterogeneity, advanced understanding of climate impact on building energy use at the sub-national level will offer useful insights into climate policy and regional energy system planning. In this study, we presented a detailed building energy model with a U.S. state-level representation, nested in the GCAM integrated assessment framework. We projected state-level building energy demand and its spatial pattern over the century, considering the impact of climate change based on the estimates of heating and cooling degree days derived from downscaled USGS CASCaDE temperature data. The result indicates that climate change has a large impact on heating and cooling building energy and fuel use at the state level, exhibiting large spatial heterogeneity across states (ranges from -10% to +10%). The sensitivity analysis reveals that the building energy demand is subject to multiple key factors, such as the magnitude of climate change, the choice of climate models, and the growth of population and GDP, and that their relative contributions vary greatly across the space. The scale impact in building energy use modeling highlights the importance of constructing a building energy model with the spatially-explicit representation of socioeconomics, energy system development, and climate change. These findings will help the climate-based policy decision and energy system, especially utility planning related to building sector at the U.S. state and regional level facing the potential climate change.

    In the area of energy efficiency, advanced technologies combined with best practices appear to afford not only large, but also cost-effective options to conserve energy and reduce greenhouse gas emissions (McKinsey & Company, 2007). In practice, however, the realization of this potential has often proven difficult. Progress appears to require large numbers of individuals to act knowledgeably, and each individual must often act with enabling assistance from others. Even when consumer education is effective and social norms are supportive, the actions of individuals and businesses can be impeded by a broad range of barriers, many of which are non-technical in nature. Title XVI of the Energy Policy Act of 2005 included a mandate to examine barriers to progress and make recommendations in this regard. A detailed report on barriers as well as the National strategy for overcoming barriers met this requirement (Brown et al, 2008; CCCSTI, 2009). Following up on this mandate, the U.S. Climate Change Technology Program (CCTP) chose to focus next on the development of policy options to improve energy efficiency in residential buildings, with supporting analysis of pros and cons, informed in part by behavioral research. While this work is sponsored by CCTP, it has been undertaken in coordination with DOE's Building Technologies Program and Office of Electricity Delivery and Energy Reliability.

    Energy from biomass is potentially an important contributor to U.S. climate change mitigation efforts. However, an important consideration to large-scale implementation of bioenergy is that the production of biomass competes with other uses of land. This includes traditionally economically productive uses, such as agriculture and forest products, as well as storage of carbon in forests and non-commercial lands. In addition, in the future, biomass may be more easily traded, meaning that increased U.S. reliance on bioenergy could come with it greater reliance on imported energy. Several approaches could be implemented to address these issues, including limits on U.S. biomass imports and protection of U.S. and global forests. This paper explores these dimensions of bioenergys role in U.S. climate policy and the relationship to these alternative measures for ameliorating the trade and land use consequences of bioenergy. It first demonstrates that widespread use of biomass in the U.S. could lead to imports; and it highlights that the relative stringency of domestic and international carbon mitigation policy will heavily influence the degree to which it is imported. Next, it demonstrates that while limiting biomass imports would prevent any reliance on other countries for this energy supply, it would most likely alter the balance of trade in other agricultural products against which biomass competes; for example, it might turn the U.S. from a corn exporter to a corn importer. Finally, it shows that increasing efforts to protect both U.S. and international forests could also affect the balance of trade in other agricultural products.

  15. REVIEW OF THE POTENTIAL OF NUCLEAR HYDROGEN FOR ADDRESSING ENERGY SECURITY AND CLIMATE CHANGE

    Nuclear energy has the potential to exert a major positive impact on energy security and climate change by coupling it to the transportation sector, primarily through hydrogen production. In the short term, this coupling will provide carbon-free hydrogen for upgrading increasingly lower quality petroleum resources such as oil sands, offsetting carbon emissions associated with steam methane reforming. In the intermediate term, nuclear hydrogen will be needed for large-scale production of infrastructure-compatible synthetic liquid fuels. In the long term, there is great potential for the use of hydrogen as a direct vehicle fuel, most likely in the form of light-duty pluggable hybrid hydrogen fuel cell vehicles. This paper presents a review of the potential benefits of large-scale nuclear hydrogen production for energy security (i.e. displacing imported petroleum) and reduction of greenhouse gas emissions. Lifecycle benefits of nuclear energy in this context are presented, with reference to recent major publications on this topic. The status of US and international nuclear hydrogen research programs are discussed. Industry progress toward consumer-grade hydrogen fuel cell vehicles are also be examined.

  16. Black Carbon and Kerosene Lighting: An Opportunity for Rapid Action on Climate Change and Clean Energy for Development

    Replacing inefficient kerosene lighting with electric lighting or other clean alternatives can rapidly achieve development and energy access goals, save money and reduce climate warming. Many of the 250 million households that lack reliable access to electricity rely on inefficient and dangerous simple wick lamps and other kerosene-fueled light sources, using 4 to 25 billion liters of kerosene annually to meet basic lighting needs. Kerosene costs can be a significant household expense and subsidies are expensive. New information on kerosene lamp emissions reveals that their climate impacts are substantial. Eliminating current annual black carbon emissions would provide a climate benefit equivalent to 5 gigatons of carbon dioxide reductions over the next 20 years. Robust and low-cost technologies for supplanting simple wick and other kerosene-fueled lamps exist and are easily distributed and scalable. Improving household lighting offers a low-cost opportunity to improve development, cool the climate and reduce costs.

    The Building America program conducts the system research required to reduce risks associated with the design and construction of homes that use an average of 30% to 90% less total energy for all residential energy uses than the Building America Research Benchmark, including research on homes that will use zero net energy on annual basis. To measure the program's progress, annual research milestones have been established for five major climate regions in the United States. The system research activities required to reach each milestone take from 3 to 5 years to complete and include research in individual test houses, studies in pre-production prototypes, and research studies with lead builders that provide early examples that the specified energy savings level can be successfully achieved on a production basis. This report summarizes research results for the 30% energy savings level and demonstrates that lead builders can successfully provide 30% homes in the Marine Climate Region on a cost neutral basis.

  18. Short-Term Test Results. Transitional Housing Energy Efficiency Retrofit in the Hot Humid Climate

    This project evaluates the renovation of a 5,800 ft2, multi-use facility located in St. Petersburg, on the west coast of central Florida, in the hot humid climate. An optimal package of retrofit measures was designed to deliver 30%-40% annual energy cost savings for this building with annual utility bills exceeding $16,000 and high base load consumption. Researchers projected energy cost savings for potential retrofit measures based on pre-retrofit findings and disaggregated, weather normalized utility bills as a basis for simulation true-up. A cost-benefit analysis was conducted for the seven retrofit measures implemented; adding attic insulation and sealing soffits, tinting windows, improving whole building air-tightness, upgrading heating and cooling systems and retrofitting the air distribution system, replacing water heating systems, retrofitting lighting, and replacing laundry equipment. The projected energy cost savings for the full retrofit package based on a post-retrofit audit is 35%. The building's architectural characteristics, vintage, and residential and commercial uses presented challenges for both economic projections and retrofit measure construction.
