    The Little Traverse Bay Bands of Odawa Indians is located in the northern part of lower Michigan on approximately 590 acres of land. The tribe originally had no consistent vision or strategic plan concerning its energy use. This project had three objectives. The first objective was to produce a comprehensive energy plan for the tribe. The second objective was to create an energy organization and tribal energy code. The third objective was to increase the capacity of the tribe for better understanding (through active tribal participation), capability, knowledge and awareness of energy issues through bimonthly articles in the tribal newsletter and two energy workshops. The vision, strategic plan, and code will provide the focus, direction and guidelines as the tribe seeks to develop renewable energy and energy efficiency.

    This is the final report for a grant-funded project to financially assist and otherwise provide support to projects that increase E85 infrastructure in Michigan at retail fueling locations. Over the two-year project timeframe, nine E85 and/or flex-fuel pumps were installed around the State of Michigan at locations currently lacking E85 infrastructure. A total of five stations installed the nine pumps, all providing cost share toward the project. By using cost sharing by station partners, the $200,000 provided by the Department of Energy facilitated a total project worth $746,332.85. This project was completed over a two-year timetable (eight quarters). The first quarter of the project focused on project outreach to station owners about the incentive on the installation and/or conversion of E85 compatible fueling equipment including fueling pumps, tanks, and all necessary electrical and plumbing connections. Utilizing Clean Energy Coalition (CEC) extensive knowledge of gasoline/ethanol infrastructure throughout Michigan, CEC strategically placed these pumps in locations to strengthen the broad availability of E85 in Michigan. During the first and second quarters, CEC staff approved projects for funding and secured contracts with station owners; the second through eighth quarters were spent working with fueling station owners to complete projects; the third through eighth quarters included time spent promoting projects; and beginning in the second quarter and running for the duration of the project was spent performing project reporting and evaluation to the US DOE. A total of 9 pumps were installed (four in Elkton, two in Sebewaing, one in East Lansing, one in Howell, and one in Whitmore Lake). At these combined station locations, a total of 192,445 gallons of E85, 10,786 gallons of E50, and 19,159 gallons of E30 were sold in all reporting quarters for 2011. Overall, the project has successfully displaced 162,611 gallons (2,663 barrels) of petroleum, and reduced regional GHG emissions by 375 tons in the first year of station deployment.

    The solar industry in the United States is at a turning point; the cost of PV hardware has declined substantially in recent years, placing new attention on reducing the balance of system (BOS) costs of solar that now contribute to a growing percentage of installation expenses. How states address these costs through the creation of a favorable policy and regulatory environment is proving to be a critical determinant of a thriving statewide solar market. This report addresses the permitting and tax issues that may stimulate the solar market growth in Michigan. By making PV installations easier to complete through reduced BOS costs, Michigan would become a more attractive location for manufacturers and installers. As PV module costs decline and BOS costs make up a greater share of the cost of solar, action taken today on these issues will prove beneficial in the long term, providing Michigan an opportunity to establish a leadership position in the solar industry.

    The purpose of this project was to conduct the first comprehensive offshore wind assessment over Lake Michigan and to advance the body of knowledge needed to support future commercial wind energy development on the Great Lakes. The project involved evaluation and selection of emerging wind measurement technology and the permitting, installation and operation of the first mid-lake wind assessment meteorological (MET) facilities in Michigan’s Great Lakes. In addition, the project provided the first opportunity to deploy and field test floating LIDAR and Laser Wind Sensor (LWS) technology, and important research related equipment key to the sitting and permitting of future offshore wind energy development in accordance with public participation guidelines established by the Michigan Great Lakes Wind Council (GLOW). The project created opportunities for public dialogue and community education about offshore wind resource management and continued the dialogue to foster Great Lake wind resource utilization consistent with the focus of the GLOW Council. The technology proved to be effective, affordable, mobile, and the methods of data measurement accurate. The public benefited from a substantial increase in knowledge of the wind resources over Lake Michigan and gained insights about the potential environmental impacts of offshore wind turbine placements in the future. The unique first ever hub height wind resource assessment using LWS technology over water and development of related research data along with the permitting, sitting, and deployment of the WindSentinel MET buoy has captured public attention and has helped to increase awareness of the potential of future offshore wind energy development on the Great Lakes. Specifically, this project supported the acquisition and operation of a WindSentinel (WS) MET wind assessment buoy, and associated research for 549 days over multiple years at three locations on Lake Michigan. Four research objectives were defined for the project including to: 1) test and validate floating LIDAR technology; 2) collect and access offshore wind data; 3) detect and measure bird and bat activity over Lake Michigan; 4) conduct an over water sound propagation study; 5) prepare and offer a college course on offshore energy, and; 6) collect other environmental, bathometric, and atmospheric data. Desk-top research was performed to select anchorage sites and to secure permits to deploy the buoy. The project also collected and analyzed data essential to wind industry investment decision-making including: deploying highly mobile floating equipment to gather offshore wind data; correlating offshore wind data with conventional on-shore MET tower data; and performing studies that can contribute to the advancement and deployment of offshore wind technologies. Related activities included: • Siting, permitting, and deploying an offshore floating MET facility; • Validating the accuracy of floating LWS using near shoreline cup anemometer MET instruments; • Assessment of laser pulse technology (LIDAR) capability to establish hub height measurement of wind conditions at multiple locations on Lake Michigan; • Utilizing an extended-season (9-10 month) strategy to collect hub height wind data and weather conditions on Lake Michigan; • Investigation of technology best suited for wireless data transmission from distant offshore structures; • Conducting field-validated sound propagation study for a hypothetical offshore wind farm from shoreline locations; • Identifying the presence or absence of bird and bat species near wind assessment facilities; • Identifying the presence or absence of benthic and pelagic species near wind assessment facilities; All proposed project activities were completed with the following major findings: • Floating Laser Wind Sensors are capable of high quality measurement and recordings of wind resources. The WindSentinel presented no significant operational or statistical limitations in recording wind data technology at a at a high confidence level as compared to traditional anemometer cup technology. • During storms, mean Turbulent Kinetic Energy (TKE) increases with height above water; • Sufficient wind resources exist over Lake Michigan to generate 7,684 kWh of power using a 850 kW rated turbine at elevations between 90 - 125 meters, a height lower than originally anticipated for optimum power generation; • Based on initial assessments, wind characteristics are not significantly different at distant (thirty-two mile) offshore locations as compared to near-shore (six mile) locations; • Significant cost savings can be achieved in generation wind energy at lower turbine heights and locating closer to shore. • Siting must be sufficiently distant from shore to minimize visual impact and to address public sentiment about offshore wind development; • Project results show that birds and bats do frequent the middle of Lake Michigan, bats more so than birds; • Based on the wind resource assessment and depths of Lake Michigan encountered during the project, future turbine placement will most likely need to incorporate floating or anchored technology; • The most appropriate siting of offshore wind energy locations will enable direct routing of transmission cables to existing generating and transmission facilities located along the Michigan shoreline; • Wind turbine noise propagation from a wind energy generating facility at a five mile offshore location will not be audible at the shoreline over normal background sound levels.

    BP Products North America Inc. (BP) owns and operates a petroleum refinery located on approximately 1,700 acres in Whiting, East Chicago, and Hammond, Indiana, near the southern tip of Lake Michigan. BP provided funding to Purdue University-Calumet Water Institute (Purdue) and Argonne National Laboratory (Argonne) to conduct studies related to wastewater treatment and discharges. Purdue and Argonne are working jointly to identify and characterize technologies that BP could use to meet the previous discharge permit limits for total suspended solids (TSS) and ammonia after refinery modernization. In addition to the technology characterization work, Argonne conducted a separate project task, which is the subject of this report. In Phase I of a two-part study, Argonne estimated the current levels of discharge to southern Lake Michigan from significant point and nonpoint sources in Illinois, Indiana, and portions of Michigan. The study does not consider all of the chemicals that are discharged. Rather, it is narrowly focused on a selected group of pollutants, referred to as the 'target pollutants'. These include: TSS, ammonia, total and hexavalent chromium, mercury, vanadium, and selenium. In Phase II of the study, Argonne will expand the analysis to cover the entire Lake Michigan drainage basin.

    Purpose: To report on the spatial correlation of physical track information (fluorescent nuclear track detectors, FNTDs) and cellular DNA damage response by using a novel hybrid detector (Cell-Fit-HD). Methods and Materials: The FNTDs were coated with a monolayer of human non-small cell lung carcinoma (A549) cells and irradiated with carbon ions (270.55 MeV u{sup ?1}, rising flank of the Bragg peak). Phosphorylated histone variant H2AX accumulating at the irradiation-induced double-strand break site was labeled (RIF). The position and direction of ion tracks in the FNTD were registered with the location of the RIF sequence as an ion track surrogate in the cell layer. Results: All RIF sequences could be related to their corresponding ion tracks, with mean deviations of 1.09 ?m and ?1.72 ?m in position and of 2.38 in slope. The mean perpendicular between ion track and RIF sequence was 1.58 ?m. The mean spacing of neighboring RIFs exhibited a regular rather than random spacing. Conclusions: Cell-Fit-HD allows for unambiguous spatial correlation studies of cell damage with respect to the intracellular ion traversal under therapeutic beam conditions.

    A team composed of scientists from Michigan State University (MSU) and Michigan Technological University (MTU) assembled to better understand, document, and improve systems for using forest-based biomass feedstocks in the production of energy products within Michigan. Work was funded by a grant (DE-EE-0000280) from the U.S. Department of Energy (DOE) and was administered by the Michigan Economic Development Corporation (MEDC). The goal of the project was to improve the forest feedstock supply infrastructure to sustainably provide woody biomass for biofuel production in Michigan over the long-term. Work was divided into four broad areas with associated objectives: • TASK A: Develop a Forest-Based Biomass Assessment for Michigan – Define forest-based feedstock inventory, availability, and the potential of forest-based feedstock to support state and federal renewable energy goals while maintaining current uses. • TASK B: Improve Harvesting, Processing and Transportation Systems – Identify and develop cost, energy, and carbon efficient harvesting, processing and transportation systems. • TASK C: Improve Forest Feedstock Productivity and Sustainability – Identify and develop sustainable feedstock production systems through the establishment and monitoring of a statewide network of field trials in forests and energy plantations. • TASK D: Engage Stakeholders – Increase understanding of forest biomass production systems for biofuels by a broad range of stakeholders. The goal and objectives of this research and development project were fulfilled with key model deliverables including: 1) The Forest Biomass Inventory System (Sub-task A1) of feedstock inventory and availability and, 2) The Supply Chain Model (Sub-task B2). Both models are vital to Michigan’s forest biomass industry and support forecasting delivered cost, as well as carbon and energy balance. All of these elements are important to facilitate investor, operational and policy decisions. All other sub-tasks supported the development of these two tools either directly or by building out supporting information in the forest biomass supply chain. Outreach efforts have, and are continuing to get these user friendly models and information to decision makers to support biomass feedstock supply chain decisions across the areas of biomass inventory and availability, procurement, harvest, forwarding, transportation and processing.     The 2012 International Energy Conservation Code (IECC) yields positive benefits for Michigan homeowners. Moving to the 2012 IECC from the Michigan Uniform Energy Code is cost-effective over a 30-year life cycle. On average, Michigan homeowners will save $10,081 with the 2012 IECC. Each year, the reduction to energy bills will significantly exceed increased mortgage costs. After accounting for up-front costs and additional costs financed in the mortgage, homeowners should see net positive cash flows (i.e., cumulative savings exceeding cumulative cash outlays) in 1 year for the 2012 IECC. Average annual energy savings are $604 for the 2012 IECC.

    Grand Rapids, Michigan is striving to reduce it environmental footprint. The municipal government organization has established environmental sustainability policies with the goal of securing 100% of its energy from renewable sources by 2020. This report describes the process by which the City of Grand Rapids evaluated, selected and installed solar panels on the Water/Environmental Services Building. The solar panels are the first to be placed on a municipal building. Its new power monitoring system provides output data to assess energy efficiency and utilization. It is expected to generate enough clean solar energy to power 25 percent of the building. The benefit to the public includes the economic savings from reduced operational costs for the building; an improved environmentally sustainable area in which to live and work; and increased knowledge about the use of solar energy. It will serve as a model for future energy saving applications.

    The UM Industrial Assessment Center assisted 119 primary metals, automotive parts, metal casting, chemicals, forest products, agricultural, and glass manufacturers in Michigan, Ohio and Indiana to become more productive and profitable by identifying and recommending specific measures to improve energy efficiency, reduce waste and increase productivity. This directly benefits the environment by saving a total of 309,194 MMBtu of energy resulting in reduction of 0.004 metric tons of carbon emissions. The $4,618,740 implemented cost savings generated also saves jobs that are evaporating from the manufacturing industries in the US. Most importantly, the UM Industrial Assessment Center provided extremely valuable energy education to forty one UM graduate and undergraduate students. The practical experience complements their classroom education. This also has a large multiplier effect because the students take the knowledge and training with them.

    This invention comprises a rotatable annular probe-positioner which carries at least one radially disposed sensing probe, such as a Pitot tube having a right-angled tip. The positioner can be coaxially and rotatably mounted within a compressor casing or the like and then actuated to orient the sensing probe as required to make measurements at selected stations in the annulus between the positioner and compressor casing. The positioner can be actuated to (a) selectively move the probe along its own axis, (b) adjust the yaw angle of the right-angled probe tip, and (c) revolve the probe about the axis common to the positioner and casing. A cam plate engages a cam-follower portion of the probe and normally rotates with the positioner. The positioner includes a first-motor-driven ring gear which effects slidable movement of the probe by rotating the positioner at a time when an external pneumatic cylinder is actuated to engage the cam plate and hold it stationary. When the pneumatic cylinder is not actuated, this ring gear can be driven to revolve the positioner and thus the probe to a desired circumferential location about the above-mentioned common axis. A second motor-driven ring gear included in the positioner can be driven to rotate the probe about its axis, thus adjusting the yaw angle of the probe tip. The positioner can be used in highly corrosive atmosphere, such as gaseous uranium hexafluoride.

    Progress in year 2 of this project is highlighted by the completing of the writing and testing of the project database, ''Atlas'', and populating it with all the project data gathered to date. This includes digitization of 17,000+ original Scout Tickets for the Michigan Basin. Work continues on the Driller's Reports, where they have scanned about 50,000 pages out of an estimated 300,000 pages. All of the scanned images have been attached to ''Atlas'', the visual database viewer developed for this project. A complete set of the 1/24,000 USGS DEM (Digital Elevation Models) for the State of Michigan has been downloaded from the USGS Web sites, decompressed and converted to ArcView Grid files. A large-scale map (48 inches x 84 inches) has been constructed by mosaicking of the high-resolution files. This map shows excellent ground surface detail and has drawn much comment and requests for copies at the venues where it has been displayed. Although it was generated for mapping of surface lineations the map has other uses, particularly analysis of the glacial drift in Michigan. It presents unusual problems due to its size and they are working with vendors on compression and display algorithms (e.g. MrSID{copyright}) in an attempt to make it available over the Internet, both for viewing and download. A set of aeromagnetic data for the Michigan Basin has been acquired and is being incorporated into the study. As reported previously, the general fracture picture in the Michigan Basin is a dominant NW-SE trend with a conjugate NE-SW trend. Subsurface, DEM and gravity data support the interpretation of a graben-type deep basement structural trend coincident with the Michigan Basin Gravity High. They plan to incorporate the aeromagnetic data into this interpretation as well.

    BetterBuildings for Michigan conducts neighborhood "sweeps" that have already marketed the program's offerings to more than 11,000 homeowners in 27 targeted communities. Neighborhood sweeps are intensive, house-by-house mini-campaigns designed to convince homeowners to complete a home energy upgrade. The program hoped that behind every door was a family who felt that reducing energy use was the number one priority for their household, but BetterBuildings for Michigan discovered that energy efficiency wasn't yet on some homeowners' radars.

    The legal and institutional obstacles to the development of small-scale hydroelectric energy at the state level is described. The Federal government also exercises extensive regulatory authority in the area. The first obstacle which any developer must confront in Michigan is obtaining the authority to utilize the river bed, banks, and flowing water at a proposed dam site. This involves a determination of ownership of the stream banks and bed, and the manner of obtaining either their title or use; and existing constraints with regard to the use of the water. Michigan follows the riparian theory of water law. The direct regulation; indirect regulation; public utilities regulation; financing; and taxation are discussed.

    This report is the second report on the Wyandotte Neighborhood Stabilization Program 2 project in Wyandotte, MI, and documents refinements to the design, construction, and quality control for the high R-value enclosure. The report will be of interest to designers and builders of production housing in Cold Climates. The focus of the second round of research was on using the hybrid insulation approach to develop a reliable method of achieving consistently low airtightness numbers. There are two primary outcomes from this research. First, the airtightness measurements demonstrate that with a shallow learning curve, even new builders entering the program having little experience with the technology package are able to achieve consistent results that are less than 1.5 ACH50. Second, the process changes implemented to help secure these results were straightforward and ended up encouraging better communication between designer, builder, and the city officials supervising the project.

  2. Similarities in shoreline response to Late Holocene lake-level variations in Lake Michigan

    Beach ridges dating back to 2600 B.P. occur in embayments throughout Lake Michigan. Similarities in their geomorphic development are interpreted to be the product of three scales of lake-level variation. The largest of these embayments is roughly coincident with the Indiana shore of Lake Michigan known as the Toleston Beach. In the western part of the Toleston Beach, more than 150 beach ridges have formed in response to short-term variations in lake level occurring at a quasi-periodic interval of about 30 years. Bundles of five of these ridges merge eastward to form higher relief beach ridges that record an intermediate-term lake-level variation of about 150 years. Both the 30-year and 150-year lake-level events are superimposed on a longer term lake-level variation of about 600 years. Beach-ridge development in northern Lake Michigan reflects a similar response to late Holocene lake-level variations. For example, the southern embayment of the Platte Bay Unit of the Sleeping Bear Dunes National Lakeshore also contains a series of beach ridges that record three scales of lake-level variation. In this area, most of the beach ridges formed between 2600 and 1200 B.P., with individual ridges forming about every 29 years. Also recorded in this embayment are the time equivalent groupings of beach ridges every 150 and 600 years. Although embayments containing beach ridges in Lake Michigan may record different short-term lake-level variations in response to local depositional conditions within the embayment, the 150-year and 600-year variations appear to be represented throughout the lake. Relative lake-level curves for the Toleston Beach and the Platte Bay embayment are displaced by approximately 1.5 m. This displacement is accounted for under current models of isostasy for Lake Michigan.

  4. ADVANCED CHARACTERIZATION OF FRACTURED RESERVOIRS IN CARBONATE ROCKS: THE MICHIGAN BASIN

    The purpose of the study was to collect and analyze existing data on the Michigan Basin for fracture patterns on scales ranging form thin section to basin. The data acquisition phase has been successfully concluded with the compilation of several large digital databases containing nearly all the existing information on formation tops, lithology and hydrocarbon production over the entire Michigan Basin. These databases represent the cumulative result of over 80 years of drilling and exploration. Plotting and examination of these data show that contrary to most depictions, the Michigan Basin is in fact extensively faulted and fractured, particularly in the central portion of the basin. This is in contrast to most of the existing work on the Michigan Basin, which tends to show relatively simple structure with few or minor faults. It also appears that these fractures and faults control the Paleozoic sediment deposition, the subsequent hydrocarbon traps and very likely the regional dolomitization patterns. Recent work has revealed that a detailed fracture pattern exists in the interior of the Central Michigan Basin, which is related to the mid-continent gravity high. The inference is that early Precambrian, ({approx}1 Ga) rifting events presumed by many to account for the gravity anomaly subsequently controlled Paleozoic sedimentation and later hydrocarbon accumulation. There is a systematic relationship between the faults and a number of gas and oil reservoirs: major hydrocarbon accumulations consistently occur in small anticlines on the upthrown side of the faults. The main tools used in this study to map the fault/fracture patterns are detailed, close-interval (CI = 10 feet) contouring of the formation top picks accompanied by a new way of visualizing the data using a special color spectrum to bring out the third dimension. In addition, recent improvements in visualization and contouring software were instrumental in the study. Dolomitization is common in the Michigan Basin, and it is crucial in developing reservoir quality rocks in some fields. Data on the occurrence of dolomite was extracted from driller's reports for all reported occurrences in Michigan, nearly 50 fields and over 500 wells. A digital database was developed containing the geographic location of all these wells (latitude-longitude) as well as the elevation of the first encounter of dolomite in the field/reservoir. Analysis shows that these dolomite occurrences are largely confined to the center of the basin, but with some exceptions, such as N. Adams Field. Further, some of the dolomite occurrences show a definite relationship to the fracture pattern described above, suggesting a genetic relationship that needs further work. Other accomplishments of this past reporting period include obtaining a complete land grid for the State of Michigan and further processing of the high and medium resolution DEM files. We also have measured new fluid inclusion data on dolomites from several fields that suggest that the dolomitization occurred at temperatures between 100 and 150 C. Finally, we have extracted the lithologic data for about 5000 wells and are in the process of integrating this data into the overall model for the Michigan Basin.

    This report presents the results of the preliminary assessment (PA) conducted by Argonne National Laboratory at the Michigan Army National Guard property near Augusta, Michigan. Preliminary assessments of federal facilities are being conducted to compile the information necessary for completing preremedial activities and to provide a basis for establishing corrective actions in response to releases of hazardous substances. The principal objective of the PA is to characterize the site accurately and determine the need for further action by examining site activities, quantities of hazardous substances present, and potential pathways by which contamination could affect public health and the environment. This PA satisfies, for the Fort Custer Training Center, phase I of the Department of Defense Installation Restoration Program. The environmentally significant operations associated with the property are (1) storage of hazardous materials and hazardous waste, (2) storage and dispensing of fuel, (3) washing of vehicles and equipment, and (4) weapons training ranges that may have accumulated lead.

    This project, “Building Surface Science Capacity to Serve the Automobile Industry in Southeastern Michigan” was carried out in two phases: (1) the 2009 – 2012 renovation of space in the new EMU Science Complex, which included the Surface Science Laboratory (SSL), a very vigorous research lab at EMU that carries on a variety of research projects to serve the auto and other industries in Michigan; and (2) the 2013 purchase of several pieces of equipment to further enhance the research capability of the SSL. The funding granted by the DoE was proposed to “renovate the space in the Science Complex to include SSL and purchase equipment for tribological and electrochemical impedance measurements in the lab, thus SSL will serve the auto and other industries in Michigan better.” We believe we have fully accomplished the mission.

    The workshop was held from September 23-25, 2013 on the University of Michigan campus. Local organizers were Dragan Huterer, Katherine Freese, and Heidi Wu (University of Michigan). Marilena Lo Verde (University of Chicago) also served as an external organizer. This workshop sought to gather experimentalists and theorists to discuss and define directions in cosmology research after the 1st year release of Planck data. The workshop included 35 invited (non-U-M) cosmologists, most of them relatively junior. The workshop was notable for spirited discussion of various theoretical ideas and experimental developments, and particularly on how one could test theory with ongoing and future experiments. In our follow-up poll, 95% of participants reported that interactions with other participants at the workshop may lead to further collaboration. Most participants (again about 95%) reported that they are very satisfied with the quality of the program, information they received, and the logistical support. The YHET visitor program invited weekly young visitors to the University of Michigan campus to present their work. This year 23 participants came under the program.     Brigham City owns and operates its own municipal power system which currently includes several hydroelectric facilities. This project was to update the efficiency and capacity of current hydro production due to increased water flow demands that could pass through existing generation facilities. During 2006-2012, this project completed efficiency evaluation as it related to its main objective by completing a feasibility study, undergoing necessary City Council approvals and required federal environmental reviews. As a result of Phase 1 of the project, a feasibility study was conducted to determine feasibility of hydro and solar portions of the original proposal. The results indicated that the existing Hydro plant which was constructed in the 1960’s was running at approximately 77% efficiency or less. Brigham City proposes that the efficiency calculations be refined to determine the economic feasibility of improving or replacing the existing equipment with new high efficiency equipment design specifically for the site. Brigham City completed the Feasibility Assessment of this project, and determined that the Upper Hydro that supplies the main culinary water to the city was feasible to continue with. Brigham City Council provided their approval of feasibility assessment’s results. The Upper Hydro Project include removal of the existing powerhouse equipment and controls and demolition of a section of concrete encased penstock, replacement of penstock just upstream of the turbine inlet, turbine bypass, turbine shut-off and bypass valves, turbine and generator package, control equipment, assembly, start-up, commissioning, Supervisory Control And Data Acquisition (SCADA), and the replacement of a section of conductors to the step-up transformer. Brigham City increased the existing 575 KW turbine and generator with an 825 KW turbine and generator. Following the results of the feasibility assessment Brigham City pursued required environmental reviews with the DOE and the U.S. Fish and Wildlife Services (USFWS) concurring with the National Environmental Policy Act of 1969 (NEPA) It was determined that Brigham City’s Upper Hydroelectric Power Plant upgrade would have no effect to federally listed or candidate species. However Brigham City has contributed a onetime lump sum towards Bonneville cutthroat trout conservation in the Northern Bonneville Geographic Management Unit with the intention to offset any impacts from the Upper Hydro Project needed to move forward with design and construction and is sufficient for NEPA compliance. No work was done in the river or river bank. During construction, the penstock was disconnected and water was diverted through and existing system around the powerhouse and back into the water system. The penstock, which is currently a 30-inch steel pipe, would be removed and replaced with a new section of 30-inch pipe. Brigham City worked with the DOE and was awarded a new modification and the permission to proceed with Phase III of our Hydro Project in Dec. 2013; with the exception to the modification of the award for the construction phase. Brigham City developed and issued a Request for Proposal for Engineer and Design vendor. Sunrise Engineering was selected for the Design and throughout the Construction Phase of the Upper Hydroelectric Power Plant. Brigham City conducted a Kickoff Meeting with Sunrise June 28, 2013 and received a Scope of Work Brigham City along with engineering firm sent out a RFP for Turbine, Generator and Equipment for Upper Hydro. We select Turbine/Generator Equipment from Canyon Industries located in Deming, WA. DOE awarded Brigham City a new modification and the permission to proceed with Phase III Construction of our Hydro Project. Brigham City Crews removed existing turbine/generator and old equipment alone with feeder wires coming into the building basically giving Caribou Construction an empty shell to begin demolition. Brigham City contracted with Caribou Construction from Jerome, Idaho for the Upper Power Plant construction. A kickoff meeting was June 24, 2014 and demolition was immediately started on building. Because of a delivery delay of Turbine, Generator and Equipment from Canyon Brigham City had to request another extension for the final date of completion. DOE awarded modification (.007) to Brigham City with a new completion date of August 1, 2015. The Turbine has had a few adjustments to help with efficiency; but the Generator had a slight vibration when generator got hot so Canyon Industries had U S Motor’s that manufactured the generator come to check out the issue. The other Equipment seems to be running normal. Brigham City, Sunrise Engineering and Canyon Industries met to determine what the vibration in the generator was and how to solve the issue Us Motor’s found some welds that failed: they have been repaired. U S Motor’s delivered the repaired generator Feb. 17, 2015. Canyon Industries arranged for a crane to installed generator in Power Plant. U S Motor’s balanced and wired generator. Plant Operators put the generator back on line. Canyon Industries returned and gave their approval to keep Hydro online. After Hydro was put back into operations it kept going off line because of overheating issues. Canyon Industries returned and replaced sensors and adjusted them to the proper settings for normal operations. Brigham City added additional steel screens to windows to increase air flow in Power Plant Building. After construction phase of the Upper Hydro Plant some landscaping has been restored around the building additional gravel brought in and leveled out and the road that was cut through for conduits to run wires. A retaining wall was installed to protect penstock. The Upper Hydro Plant is complete and in full operations. The final reimbursement was submitted.

    Among the accomplishments of this past reporting period are obtaining a complete landgrid for the State of Michigan and the digital processing of the high and medium resolution DEM files. We can now extract lineations from the DEMs automatically using machine algorithms. One tentative result that may be very significant is that we may be seeing manifestations of buried structures in the DEM data. We are looking at a set of extracted lineations in the northern lower peninsula that appear to follow the trend of the pinnacle reefs (Silurian) which had relief approaching 300 feet but are now buried to greater than 3000 feet. We have also extracted the dolomite alteration data from all fields and can show that this is mainly confined to the basin center. It may be related to the paleo-rift suggested by the paleomagnetic and gravity data. As reported last time, the acquisition of a 3D seismic dataset over Stoney Point Field from Marathon Oil Company, is complete and attention is being devoted to incorporating the data into the project database and utilizing it. The surface lineation study is focusing on Stoney Point Field using the high-resolution DEM data and plotting of subsurface formation top data for the main reservoir, the Trenton (Ordovician) Formation. The fault pattern at Stoney Point is well documented by Marathon and we are looking for any manifestations on the surface. The main project database is now about as complete as it will be for this project. The main goals have been met, although the scanning of the paper records will have to continue beyond the scheduled end of the project due to the sheer number of records and the increased donations of data from companies as word spread of the project. One of the unanticipated benefits of the project has been the cooperation of gas and oil companies that are or were active in the Michigan Basin in donating material to the project. Both Michigan Tech and Western Michigan continue to receive donations at an accelerating pace. The data management software developed to handle the data, Atlas, is scheduled to undergo a 3rd revision before the project ends. The goals are to streamline access to the data by improving the display and add several new features, including the ability to turn the landgrid on and off. We may also be able to include the capability to calculate or recalculate footage calls as well. We discovered the reason that some of the 1/24,000 USGS DEM (Digital Elevation Models) for the State of Michigan contain high levels of noise and are making one last attempt to acquire a set of good files before the project ends. This will greatly improve the large-scale map (48 inches x 84 inches) that has been constructed by mosaicking of the high-resolution files. This map shows excellent ground surface detail and has drawn much comment and requests for copies at the venues where it has been displayed. Although it was generated for mapping of surface lineations the map has other uses, particularly analysis of the glacial drift in Michigan.

The Appalachian, Black Warrior, Illinois, and Michigan basins cover most of the depositional basins in the Midwest and Eastern United States. These basins produce sweet, paraffinic light oil and are considered minor heavy oil (10{degrees} to 20{degrees} API gravity or 100 to 100,000 cP viscosity) producers. Heavy oil occurs in both carbonate and sandstone reservoirs of Paleozoic Age along the perimeters of the basins in the same sediments where light oil occurs. The oil is heavy because escape of light ends, water washing of the oil, and biodegradation of the oil have occurred over million of years. The Appalachian, Black Warrior, Illinois, and Michigan basins' heavy oil fields have produced some 450,000 bbl of heavy oil of an estimated 14,000,000 bbl originally in place. The basins have been long-term, major light-oil-producing areas and are served by an extensive pipeline network connected to refineries designed to process light sweet and with few exceptions limited volumes of sour or heavy crude oils. Since the light oil is principally paraffinic, it commands a higher price than the asphaltic heavy crude oils of California. The heavy oil that is refined in the Midwest and Eastern US is imported and refined at select refineries. Imports of crude of all grades accounts for 37 to >95% of the oil refined in these areas. Because of the nature of the resource, the Appalachian, Black Warrior, Illinois and Michigan basins are not expected to become major heavy oil producing areas. The crude oil collection system will continue to degrade as light oil production declines. The demand for crude oil will increase pipeline and tanker transport of imported crude to select large refineries to meet the areas' liquid fuels needs.

    The main objective of this project is for a university-industry consortium to develop a comprehensive model for fracture carbonate reservoirs based on the ''data cube'' concept using the Michigan Basin as a prototype. This project combined traditional historical data with 2D and 3D seismic data as well as data from modern logging tools in a novel way to produce a new methodology for characterizing fractured reservoirs in carbonate rocks. Advanced visualization software was used to fuse the data and to image it on a variety of scales, ranging from basin-scale to well-scales.

    Michigan remains the leading LP-gas producer in the Northeast quadrant of the U.S. This paper reports that boosted by a number of new natural gas wells and a couple of new gas processing plants, the state is firmly anchored in the butane/propane production business. Since 1981, more than 100 deep gas wells, most in excess of 8000 feet in depth, have been completed as indicated producers in the state. Many of these are yielding LPG-grade stock. So, combined with LPG-grade production from shallower geologic formations, the supply picture in this area looks promising for the rest of the country.

    The National Renewable Energy Laboratory participated with DPD, Inc., in the thermal analysis of buildings constructed using concrete with recycled materials in the aggregate. This project was part of a Phase II Small Business Innovative Research grant to determine how the thermal properties of concrete can be''tuned'' for use in passive solar buildings. DPD Inc. and Michigan State University developed techniques to alter the thermal properties of concrete by introducing recycled materials into the aggregate. Two office/retail buildings were built in Lansing, Michigan for this research. The objective of NREL's involvement was to evaluate the effects of concrete thermal properties on the building performance through energy simulations and monitoring. This report presents a summary of work accomplished on this project, including a predesign analysis of the concrete properties and building designs as well as energy performance analysis after construction. The test results were used to calibrate computer models that were later used to predict long-term performance of the buildings.

    The String theory workshop was held from March 4-7, 2015 on the University of Michigan campus. Local organizers were Gordon Kane and Aaron Pierce. Piyush Kumar (Yale), Jim Halverson (KITP), Bobby Acharya (ICTP) and Sven Krippendorf (Oxford) served as external organizers.The meeting focused on the status of work to project 10 or 11 dimensional string/M theories onto our 4 spacetime dimensions (compactification). The workshop had 31 participants, half from outside the U.S. Participants were encouraged to focus on predictions for recent and forthcoming data, particularly for Higgs physics and LHC and dark matter, rather than on the traditional approach of embedding the Standard Model particles and forces. The Higgs boson sympoosium was locally organized by James Wells (chair), Aaron Pierce and Jianming Qian. Additional input in the early stages by Stefan Pokorski (Warsaw) who was unable to attend in the end. The workshop consistent of 22 talks from experts around the world, both theoretical and experimental. Experimentalists summarized the current state of knowledge of the Higgs boson and its varients. The theory talks ranged from technical calculations of Standard Model processes to speculative novel ideas. The YHET visitor program invited weekly young visitors to the University of Michigan campus to present their work. This year 24 participants came under the program, with 17 of them receiving at least partial support for their visits.
