    SciTech Connect (OSTI)

Barcellos-Hoff, Mary Helen [NYU School of Medicine

    2014-03-22T23:59:59.000Z

The 3rd International Systems Radiation Biology Workshop brought together the major European, US and Japanese research programs on radiation risk as well as selected experts representing systems biological approaches to discuss how the new methodologies could be best exploited for low dose research. A significant part of the workshop was devoted to discussions organised as breakout group sessions. To facilitate discussions number of participants was limited to 60 persons. To achieve the goals of this symposium in this international conference, support from DOE is vital. Hence, this proposal requested support in the amount of $15,000 to cover the travel expenses of international experts and radiation biology scientists from the United States. This supporting mechanism was clearly identified to the selected US participants as a conference support award from the DOE (See attached PDF). The workshop was an outstanding opportunity to strengthen interactions between leading experts in the emerging areas of radiation sciences, and will also provide opportunities for younger scientists to meet with experts and discuss their results. This workshop was designed to endorse active engagement in international collaboration. A major objective of this conference was to effectively communicate research results, in order to ensure that current thinking reflects sound science of radiation biology. Further, this international event addressed the use and success of scientific initiatives in radiation biology for policymakers, standard-setters, and the general public.

The Procurement and Assistance Data System (PADS) provides a mechanism for collecting, assembling, organizing, and presenting acquisition and assistance data for the Department of Energy (DOE). This handbook and associated documents establish a uniform system to report acquisition/assistance data to PADS for the collection, processing, and dissemination of official statistical data on the Department's acquisition and assistance actions. The data provides, based on information available at the time of request, a basis for any recurring and special reports to the senior procurement executive, Congress, General Accounting Office (GAO), Federal executive agencies, Office of Management and Budget (OMB), and the general public. PADS is also used to satisfy DOE's statutory reporting requirements to the Office of Management Budget, Congress, and other Federal agencies. Accurate and timely collection of PR data is a key element in this reporting.

The traveling-wave photodetector of the present invention combines an absorptive optical waveguide and an electrical transmission line, in which optical absorption in the waveguide results in a photocurrent at the electrodes of the electrical transmission line. The optical waveguide and electrical transmission line of the electrically distributed traveling-wave photodetector are designed to achieve matched velocities between the light in the optical waveguide and electrical signal generated on the transmission line. This velocity synchronization provides the traveling-wave photodetector with a large electrical bandwidth and a high quantum efficiency, because of the effective extended volume for optical absorption. The traveling-wave photodetector also provides large power dissipation, because of its large physical size. 4 figures.

It is fundamentally possible to travel with zero energy based on Newton Laws of Motion. According to the first law of motion, a body will continue to travel for infinite distance unless it is acted upon by another force. For a body in motion, the force which stops perpetual motion is friction. However, there are many circumstances that friction is zero, for example in space, where there is vacuum. On earth, gravity makes objects to be in constant contact with each other generating friction but technology exists to separate them in the air using powerful magnetic forces. At low speeds, the friction caused by air is minimal but we can create vacuum even on land for high speed travel. Another condition for travelling is for it to stop at its destination. On land, we can recover the kinetic energy back into electrical energy using brushless permanent magnet generators. These generators can also convert electric energy into kinetic energy in order to provide motion. This article reviews technologies that will allow us to travel with zero energy. It is easier to do it on land but in the air, it is not obvious.

    1996-10-07T23:59:59.000Z

On December 9, 1995, the Secretary of Energy requested that the Department`s Inspector General (IG) conduct a thorough examination of all Secretarial foreign travel from 1993 to December 1995 to include the purpose of each trip, the activities of each Federal participant in each trip, the funding of each trip, and claims for reimbursements for expenses by Federal trip participants. The Secretary also requested that the review include an assessment of travel authorization, voucher, traveler reimbursement, and auditing systems employed by the Department to identify steps that could be taken to reduce errors and improve accounting oversight. Additionally, the Secretary requested that the Inspector General conduct a thorough examination of the establishment and filling of the Department`s Ombudsman position. The Office of Inspector General (OIG) initiated a review into these matters and assigned primary responsibility for the review to the Office of Inspections. The purpose of this inspection was to conduct a thorough examination of the 16 Secretarial foreign trips from June 1993 to December 1995. This report focuses on the four trade missions because of their extent and cost. We examined a number of Departmental management systems and processes involved in planning and executing the 16 foreign trips. To determine the actual cost of the 16 trips, it was necessary to determine who participated in the trips and to identify the individual travel costs. We were required to perform extensive reviews of records and conduct a large number of interviews because the Department could not provide any specific documents that could accurately account for who actually participated on the 16 trips. Having identified who participated, it was then necessary to examine key aspects of the Department`s management systems. Our report contains 31 recommendations for corrective action.

This chapter describes the principal types of both passenger and freight demand models in use today, providing a brief history of model development supported by references to a number of popular texts on the subject, and directing the reader to papers covering some of the more recent technical developments in the area. Over the past half century a variety of methods have been used to estimate and forecast travel demands, drawing concepts from economic/utility maximization theory, transportation system optimization and spatial interaction theory, using and often combining solution techniques as varied as Box-Jenkins methods, non-linear multivariate regression, non-linear mathematical programming, and agent-based microsimulation.

The ability to transfer national travel patterns to a local population is of interest when attempting to model megaregions or areas that exceed metropolitan planning organization (MPO) boundaries. At the core of this research are questions about the connection between travel behavior and land use, urban form, and accessibility. As a part of this process, a group of land use variables have been identified to define activity and travel patterns for individuals and households. The 2001 National Household Travel Survey (NHTS) participants are divided into categories comprised of a set of latent cluster models representing persons, travel, and land use. These are compared to two sets of cluster models constructed for two local travel surveys. Comparison of means statistical tests are used to assess differences among sociodemographic groups residing in localities with similar land uses. The results show that the NHTS and the local surveys share mean population activity and travel characteristics. However, these similarities mask behavioral heterogeneity that are shown when distributions of activity and travel behavior are examined. Therefore, data from a national household travel survey cannot be used to model local population travel characteristics if the goal to model the actual distributions and not mean travel behavior characteristics.

    E-Print Network [OSTI]

    John-Mark A. Allen

    2014-10-10T23:59:59.000Z

The fact that closed timelike curves (CTCs) are permitted by general relativity raises the question as to how quantum systems behave when time travel to the past occurs. Research into answering this question by utilising the quantum circuit formalism has given rise to two theories: Deutschian-CTCs (D-CTCs) and "postselected" CTCs (P-CTCs). In this paper the quantum circuit approach is thoroughly reviewed, and the strengths and shortcomings of D-CTCs and P-CTCs are presented in view of their non-linearity and time travel paradoxes. In particular, the "equivalent circuit model"---which aims to make equivalent predictions to D-CTCs, while avoiding some of the difficulties of the original theory---is shown to contain errors. The discussion of D-CTCs and P-CTCs is used to motivate an analysis of the features one might require of a theory of quantum time travel, following which two overlapping classes of new theories are identified. One such theory, the theory of "transition probability" CTCs (T-CTCs), is fully developed. The theory of T-CTCs is shown not to have certain undesirable features---such as time travel paradoxes, the ability to distinguish non-orthogonal states with certainty, and the ability to clone or delete arbitrary pure states---that are present with D-CTCs and P-CTCs. The problems with non-linear extensions to quantum mechanics are discussed in relation to the interpretation of these theories, and the physical motivations of all three theories are discussed and compared.

    SciTech Connect (OSTI)

    Altman, S.J.; Arnold, B.W.; Barnard, R.W.; Barr, G.E.; Ho, C.K.; McKenna, S.A.; Eaton, R.R.

    1996-09-01T23:59:59.000Z

In 1983, high-level radioactive waste repository performance requirements related to groundwater travel time were defined by NRC subsystem regulation 10 CFR 60.113. Although DOE is not presently attempting to demonstrate compliance with that regulation, understanding of the prevalence of fast paths in the groundwater flow system remains a critical element of any safety analyses for a potential repository system at Yucca Mountain, Nevada. Therefore, this analysis was performed to allow comparison of fast-path flow against the criteria set forth in the regulation. Models developed to describe the conditions for initiation, propagation, and sustainability of rapid groundwater movement in both the unsaturated and saturated zones will form part of the technical basis for total- system analyses to assess site viability and site licensability. One of the most significant findings is that the fastest travel times in both unsaturated and saturated zones are in the southern portion of the potential repository, so it is recommended that site characterization studies concentrate on this area. Results support the assumptions regarding the importance of an appropriate conceptual model of groundwater flow and the incorporation of heterogeneous material properties into the analyses. Groundwater travel times are sensitive to variation/uncertainty in hydrologic parameters and in infiltration flux at upper boundary of the problem domain. Simulated travel times are also sensitive to poorly constrained parameters of the interaction between flow in fractures and in the matrix.

    2015-01-01T23:59:59.000Z

A Monte Carlo simulation for the chemotactic bacteria is developed on the basis of the kinetic modeling, i.e., the Boltzmann transport equation, and applied to the one-dimensional traveling population wave in a micro channel. In this method, the Monte Carlo method, which calculates the run-and-tumble motions of bacteria, is coupled with a finite volume method to solve the macroscopic transport of the chemical cues in the field. The simulation method can successfully reproduce the traveling population wave of bacteria which was observed experimentally. The microscopic dynamics of bacteria, e.g., the velocity autocorrelation function and velocity distribution function of bacteria, are also investigated. It is found that the bacteria which form the traveling population wave create quasi-periodic motions as well as a migratory movement along with the traveling population wave. Simulations are also performed with changing the sensitivity and modulation parameters in the response function of bacteria. It is found th...

The problem is discussed of whether a traveller can reach a remote object and return back sooner than a photon would when taken into account that the traveller can partly control the geometry of his world. It is argued that under some reasonable assumptions in globally hyperbolic spacetimes the traveller cannot hasten reaching the destination. Nevertheless, it is perhaps possible for him to make an arbitrarily long round-trip within an arbitrarily short (from the point of view of a terrestrial observer) time.

    Lyle Noakes; Luchezar Stoyanov

    2014-09-29T23:59:59.000Z

The paper deals with some problems related to recovering information about an obstacle in an Euclidean space from certain measurements of lengths of generalized geodesics in the exterior of the obstacle. The main result is that if two obstacles satisfy some generic regularity conditions and have (almost) the same traveling times, then the generalized geodesic flows in their exteriors are conjugate on the non-trapping part of their phase spaces with a time preserving conjugacy. In the case of a union of two strictly convex domains in the plane, a constructive algorithm is described to recover the obstacle from traveling times.

This is done using a local bifurcation argument. The properties of the resulting waves are also examined: We find that they depend significantly on the position of the point vortices in the water column.

Wormholes have been advanced as both a method for circumventing the limitations of the speed of light as well as a means for building a time machine (to travel to the past). Thus it is argued that General Relativity may allow both of these possibilities. In this note I argue that traversable wormholes connecting otherwise causally disconnected regions, violate two of the most fundamental principles physics, namely local energy conservation and the energy-time uncertainty principle.

    Byington, Gerald A. (Knoxville, TN)

    1999-01-01T23:59:59.000Z

The invention is an apparatus for adjusting a luggage handle in relation to a luggage frame utilized to transport luggage by a traveler. The handle is connected to two extendable and retractable slide tube assemblies, the assemblies allow for the telescoping of the luggage handle to multiple positions in relation to a pair of fixed frame tubes connected to a luggage shell with wheels, to accommodate the height and personal stride of traveler. The luggage handle incorporates triggering buttons that allow ambidextrous and single-handed control of the height of the handle and slide tube assembly in relation to the luggage. The handle and slide tube assembly are connected by interior filaments to pulleys and filaments within two concentric light-weight slide tubes, which are inserted respectively into two fixed frame tubes, to allow a multitude of positions for the slide tubes to lock into the fixed frame tubes. The apparatus can be pushed or pulled by the traveler, and the support shell can accommodate multiple pieces of luggage.

  16. An Econometric Analysis of the Elasticity of Vehicle Travel with Respect to Fuel Cost per Mile Using RTEC Survey Data

    Greene, D.L.; Kahn, J.; Gibson, R.

    1999-03-01T23:59:59.000Z

This paper presents the results of econometric estimation of the ''rebound effect'' for household vehicle travel in the United States based on a comprehensive analysis of survey data collected by the U.S. Energy Information Administration (EIA) at approximately three-year intervals over a 15-year period. The rebound effect is defined as the percent change in vehicle travel for a percent change in fuel economy. It summarizes the tendency to ''take back'' potential energy savings due to fuel economy improvements in the form of increased vehicle travel. Separate vehicles use models were estimated for one-, two-, three-, four-, and five-vehicle households. The results are consistent with the consensus of recently published estimates based on national or state-level data, which show a long-run rebound effect of about +0.2 (a ten percent increase in fuel economy, all else equal, would produce roughly a two percent increase in vehicle travel and an eight percent reduction in fuel use). The hypothesis that vehicle travel responds equally to changes in fuel cost-per-mile whether caused by changes in fuel economy or fuel price per gallon could not be rejected. Recognizing the interdependency in survey data among miles of travel, fuel economy and price paid for fuel for a particular vehicle turns out to be crucial to obtaining meaningful results.

Nuclear Regulatory Commission (NRC) regulations require inspection (ISI) of boiling or pressurized water-cooled nuclear power plants be performed in accordance with a referenced edition and addenda of Section XI, ``Rules for Inservice Inspection of Nuclear Power Plant components,`` of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code. The regulations permit licensees to request relief from the NRC from specific ASME Code requirements that are determined to be impractical for the specific licensee. The NRC evaluates these requests and may grant such relief, but the NRC may also impose alternative or augmented inspections to assure structural reliability. The purpose,of this task was to evaluate the basis for ISI nondestructive examination (NDE) relief requests and to evaluate the effect of proposed ASME Code changes that would reduce the need for such requests or provide for more complete information in relief requests. This report contains the results of an analysis of an ISI relief request data base that has been expanded to include 1195 ISI relief requests versus the 296 relief requests covered in the first report in April 1987, EGG-SD-7430. Also relief requests were added to the data base which came from both first and second 10-year inspection intervals for several facilities. This provided the means to analyze the effect of recently approved ASME Code cases and updated Code requirements, some of which have been published as a result of earlier work on this task.

The Data Change Request (DCR) log is designed to promote data integrity within the Solid Waste Information and Tracking System (SWITS). It achieves this function by providing a record of all data changes performed on the database. This document contains records of those data changes from March 91 through June 94. The DCR log is also a supplement to an electronic database -- the DCR Tracking System, which provides an electronic record of all data changes preformed on the SWITS database. The records found in this document are Data Change Request forms. These forms are required for SWITS users who wish to request data changes in the database. The procedure formalizing this policy did not go into effect until September 1, 1994; therefore, some records created before that date may be incomplete.

  10. Analytic solutions for seismic travel time and ray path geometry through simple velocity models.

    SciTech Connect (OSTI)

    Ballard, Sanford

    2007-12-01T23:59:59.000Z

The geometry of ray paths through realistic Earth models can be extremely complex due to the vertical and lateral heterogeneity of the velocity distribution within the models. Calculation of high fidelity ray paths and travel times through these models generally involves sophisticated algorithms that require significant assumptions and approximations. To test such algorithms it is desirable to have available analytic solutions for the geometry and travel time of rays through simpler velocity distributions against which the more complex algorithms can be compared. Also, in situations where computational performance requirements prohibit implementation of full 3D algorithms, it may be necessary to accept the accuracy limitations of analytic solutions in order to compute solutions that satisfy those requirements. Analytic solutions are described for the geometry and travel time of infinite frequency rays through radially symmetric 1D Earth models characterized by an inner sphere where the velocity distribution is given by the function V (r) = A-Br{sup 2}, optionally surrounded by some number of spherical shells of constant velocity. The mathematical basis of the calculations is described, sample calculations are presented, and results are compared to the Taup Toolkit of Crotwell et al. (1999). These solutions are useful for evaluating the fidelity of sophisticated 3D travel time calculators and in situations where performance requirements preclude the use of more computationally intensive calculators. It should be noted that most of the solutions presented are only quasi-analytic. Exact, closed form equations are derived but computation of solutions to specific problems generally require application of numerical integration or root finding techniques, which, while approximations, can be calculated to very high accuracy. Tolerances are set in the numerical algorithms such that computed travel time accuracies are better than 1 microsecond.

    1992-09-01T23:59:59.000Z

This paper is based on the review of a large database of requests for relief from enservice testing (1ST) requirements for pumps and valves. From the review, the paper identifies areas where enhancements to either the relief request process or the applicable test codes can improve IST of pumps and valves. Certain types of requests occur frequently. The paper examines some frequent requests and considers possible changes to the requirements to determine if the frequent requests can be eliminated. Recommended changes and their bases will be discussed. IST of safety-related pumps and valves at commercial nuclear power plants is done according to the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code (the Code), Section XI. Because of the design and function of some safety systems in nuclear plants, performing Code testing of certain pumps and valves is impractical or a hardship without a compensating increase in the level of safety. Deviations from the Code are allowed by law, as reviewed and approved by the United States Nuclear Regulatory Commission (NRC), through the relief request process. Because of similarities in plant design and system function, many problems encountered in testing components are similar from plant to plant. Likewise, there are often common problems associated with test methods or equipment. Therefore, many relief requests received by the NRC from various plants are similar. Identifying and addressing the root causes for these common requests will greatly improve IST.

Autophase stability is provided for a traveling wave device (TWD) electron beam for amplifying an RF electromagnetic wave in walls defining a waveguide for said electromagnetic wave. An off-axis electron beam is generated at a selected energy and has an energy noise inherently arising from electron gun. The off-axis electron beam is introduced into the waveguide. The off-axis electron beam is introduced into the waveguide at a second radius. The waveguide structure is designed to obtain a selected detuning of the electron beam. The off-axis electron beam has a velocity and the second radius to place the electron beam at a selected distance from the walls defining the waveguide, wherein changes in a density of the electron beam due to the RF electromagnetic wave are independent of the energy of the electron beam to provide a concomitant stable operating regime relative to the energy noise.

Hu, Patricia S [ORNL; Reuscher, Tim [ORNL

    2010-03-01T23:59:59.000Z

Policymakers rely on transportation statistics, including data on personal travel behavior, to formulate strategic transportation policies, and to improve the safety and efficiency of the U.S. transportation system. Data on personal travel trends are needed to examine the reliability, efficiency, capacity, and flexibility of the Nation's transportation system to meet current demands and accommodate future demands; to assess the feasibility and efficiency of alternative congestion-alleviating technologies (e.g., high-speed rail, magnetically levitated trains, intelligent vehicle and highway systems); to evaluate the merits of alternative transportation investment programs; and to assess the energy-use and air-quality impacts of various policies. To address these data needs, the U.S. Department of Transportation (USDOT) initiated an effort in 1969 to collect detailed data on personal travel. The 1969 survey was the first Nationwide Personal Transportation Survey (NPTS). The survey was conducted again in 1977, 1983, 1990, 1995, and 2001. Data on daily travel were collected in 1969, 1977, 1983, 1990 and 1995. Longer-distance travel was collected in 1977 and 1995. The 2001 National Household Travel Survey (NHTS) collected both daily and longer-distance trips in one survey. The 2001 survey was sponsored by three USDOT agencies: Federal Highway Administration (FHWA), Bureau of Transportation Statistics (BTS), and National Highway Traffic Safety Administration (NHTSA). The primary objective of the survey was to collect trip-based data on the nature and characteristics of personal travel so that the relationships between the characteristics of personal travel and the demographics of the traveler can be established. Commercial and institutional travel was not part of the survey. New York State participated in the 2001 NHTS by procuring additional 12,000 sample households. These additional sample households allowed New York State to address transportation planning issues pertinent to geographic areas that are significantly smaller than what the national NHTS data allowed. The final sample size for New York State was 13,423 usable households. In this report, Oak Ridge National Laboratory (ORNL) identifies and analyzes differences, if any, in travel patterns that are attributable to demographic characteristics (e.g., gender, age, race and ethnicity), household characteristics (e.g., low income households, zero and one car households), modal characteristics and geographic location. Travel patterns of those who work at home are examined and compared to those of conventional workers, as well as those who do not work. Focus is given to trip frequency, travel by time of day, trip purpose, and mode choice. For example, included in this analysis is the mobility of the elderly population in New York State. The American society is undergoing a major demographic transformation that is resulting in a greater percentage of older individuals in the population. In addition to demographic changes, recent travel surveys show that an increasing number of older individuals are licensed to drive and that they drive more than their same age cohort did a decade ago. Cohort differences in driving are particularly apparent - not only are more of today's elderly population licensed to drive than their age cohort two decades ago, they also drive more. Equally important are the increase in immigration and in racial and cultural diversity. This report also discusses vehicle availability, socioeconomic characteristics, travel trends (e.g., miles travelled, distance driven, commute patterns), and the transportation accessibility of these populations. Specifically, this report addresses in detail the travel behavior of the following special populations: (1) the elderly, defined as those who were 65 years old or older, (2) low-income households, (3) ethnic groups and immigrants, and (4) those who worked at home.

    SciTech Connect (OSTI)

    Gray, L. W., LLNL

    1998-02-13T23:59:59.000Z

The 1994 National Academy of Sciences study and the 1997 assessment by DOE`s Office of Nonproliferation and National Security have emphasized the importance of the overall objectives of the Plutonium Disposition Program of beginning disposition rapidly. President Clinton and other leaders of the G-7 plus one (`Political Eight`) group of states, at the Moscow Nuclear Safety And Security Summit in April 1996, agreed on the objectives of accomplishing disposition of excess fissile material as soon as practicable. To meet these objectives, DOE has laid out an aggressive schedule in which large-scale immobilization operations would begin in 2005. Lawrence Livermore National Laboratory (LLNL), the lead laboratory for the development of Pu immobilization technologies for the Department of Energy`s Office of Fissile Materials Disposition (MD), was requested by MD to recommend the preferred immobilization form and technology for the disposition of excess weapons-usable Pu. In a series of three separate evaluations, the technologies for the candidate glass and ceramic forms were compared against criteria and metrics that reflect programmatic and technical objectives: (1) Evaluation of the R&D and engineering data for the two forms against the decision criteria/metrics by a technical evaluation panel comprising experts from within the immobilization program. (2) Integrated assessment by LLNL immobilization management of the candidate technologies with respect to the weighted criteria and other programmatic objectives, leading to a recommendation to DOE/MD on the preferred technology based on technical factors. (3) Assessment of the decision process, evaluation, and recommendation by a peer review panel of independent experts. Criteria used to assess the relative merits of the immobilization technologies were a subset of the criteria previously used by MD to choose among disposition options leading to the Programmatic Environmental Impact Statement and Record of Decision for the Storage and Disposition of Weapons-Usable Fissile Materials, January 1997. Criteria were: (1) resistance to Pu theft, diversion, and recovery by a terrorist organization or rogue nation; (2) resistance to recovery and reuse by host nation; (3) technical viability, including technical maturity, development risk, and acceptability for repository disposal; (4) environmental, safety, and health factors; (5) cost effectiveness; and (6) timeliness. On the basis of the technical evaluation and assessments, in September, 1997, LLNL recommended to DOE/MD that ceramic technologies be developed for deployment in the planned Pu immobilization plant.

Lawrence Livermore National Laboratory (LLNL), in its role as the lead laboratory for the development of plutonium immobilization technologies for the Department of Energy`s Office of Fissile Materials Disposition (MD), has been requested by MD to recommend an immobilization technology for the disposition of surplus weapons- usable plutonium. The recommendation and supporting documentation was requested to be provided by September 1, 1997. This report addresses the choice between glass and ceramic technologies for immobilizing plutonium using the can-in-canister approach. Its purpose is to provide a comparative evaluation of the two candidate technologies and to recommend a form based on technical considerations.

ABSTRACT Under the sponsorship of the Federal Highway Administration's Office of Freight Management and Operations, the American Transportation Research Institute (ATRI) has developed performance measures through the Freight Performance Measures (FPM) initiative. Under this program, travel speed information is derived from data collected using wireless based global positioning systems. These telemetric data systems are subscribed and used by trucking industry as an operations management tool. More than one telemetric operator submits their data dumps to ATRI on a regular basis. Each data transmission contains truck location, its travel time, and a clock time/date stamp. Data from the FPM program provides a unique opportunity for studying the upstream-downstream speed distributions at different locations, as well as different time of the day and day of the week. This research is focused on the stochastic nature of successive link travel speed data on the continental United States Interstates network. Specifically, a method to estimate route probability distributions of travel time is proposed. This method uses the concepts of convolution of probability distributions and bivariate, link-to-link, conditional probability to estimate the expected distributions for the route travel time. Major contribution of this study is the consideration of speed correlation between upstream and downstream contiguous Interstate segments through conditional probability. The established conditional probability distributions, between successive segments, can be used to provide travel time reliability measures. This study also suggests an adaptive method for calculating and updating route travel time distribution as new data or information is added. This methodology can be useful to estimate performance measures as required by the recent Moving Ahead for Progress in the 21st Century Act (MAP 21).

Carbonate reservoirs pose a scientific and engineering challenge to geophysical prediction and monitoring of fluid flow in the subsurface. Difficulties in interpreting hydrological, reservoir and other exploration data arise because carbonates are composed of a hierarchy of geological structures, constituents and processes that span a wide spectrum of length and time scales. What makes this problem particularly challenging is that length scales associated with physical structure and processes are often not discrete, but overlap, preventing the definition of discrete elements at one scale to become the building blocks of the next scale. This is particularly true for carbonates where complicated depositional environments, subsequent post-deposition diagenesis and geochemical interactions result in pores that vary in scale from submicron to centimeters to fractures, variation in fabric composition with fossils, minerals and cement, as well as variations in structural features (e.g., oriented inter- and intra layered - interlaced bedding and/or discontinuous rock units). In addition, this complexity is altered by natural and anthropogenic processes such as changes in stress, fluid content, reactive fluid flow, etc. Thus an accurate geophysical assessment of the flow behavior of carbonate reservoirs requires a fundamental understanding of the interplay of textural and structural features subjected to physical processes that affect and occur on various length and time scales. To address this complexity related to carbonates, a Hedberg conference on “Fundamental Controls on Flow in Carbonates” was held July 8 to 13, 2012, to bring together industry and academic scientists to stimulate innovative ideas that can accelerate research advances related to flow prediction and recovery in carbonate reservoirs. Participants included scientist and engineers from multiple disciplines (such as hydrology, structural geology, geochemistry, reservoir engineering, geophysics, geomechanics, numerical modeling, physical experiments, sedimentology, well-testing, statistics, mathematics, visualization, etc.) who encompass experience as well as the latest advances in these multi-faceted fields. One of the goals was to include early career scientists and engineers (post-doctoral fellows, assistant professors, etc.). With this grant 10 early career scientists and engineers were supported to attend the conference. This reports contains a brief overview of the conference and the list of support participants supported by this grant. Full details of the outcomes of the conference are given in the publication found in the Attachment section of this report.

  20. New York Household Travel Patterns: A Comparison Analysis

Hu, Patricia S [ORNL; Reuscher, Tim [ORNL

    2007-05-01T23:59:59.000Z

In 1969, the U. S. Department of Transportation began collecting detailed data on personal travel to address various transportation planning issues. These issues range from assessing transportation investment programs to developing new technologies to alleviate congestion. This 1969 survey was the birth of the Nationwide Personal Transportation Survey (NPTS). The survey was conducted again in 1977, 1983, 1990 and 1995. Longer-distance travel was collected in 1977 and 1995. In 2001, the survey was renamed to the National Household Travel Survey (NHTS) and collected both daily and longer-distance trips in one survey. In addition to the number of sample households that the national NPTS/NHTS survey allotted to New York State (NYS), the state procured an additional sample of households in both the 1995 and 2001 surveys. In the 1995 survey, NYS procured an addition sample of more than 9,000 households, increasing the final NY NPTS sample size to a total of 11,004 households. Again in 2001, NYS procured 12,000 additional sample households, increasing the final New York NHTS sample size to a total of 13,423 households with usable data. These additional sample households allowed NYS to address transportation planning issues pertinent to geographic areas significantly smaller than for what the national NPTS and NHTS data are intended. Specifically, these larger sample sizes enable detailed analysis of twelve individual Metropolitan Planning Organizations (MPOs). Furthermore, they allowed NYS to address trends in travel behavior over time. In this report, travel data for the entire NYS were compared to those of the rest of the country with respect to personal travel behavior and key travel determinants. The influence of New York City (NYC) data on the comparisons of the state of New York to the rest of the country was also examined. Moreover, the analysis examined the relationship between population density and travel patterns, and the similarities and differences among New York MPOs. The 1995 and 2001 survey data make it possible to examine and identify travel trends over time. This report does not address, however, the causes of the differences and/or trends.

This paper deals with the following equation m{sub t}=(1/2)(1/m{sup k}){sub xxx}-(1/2)(1/m{sup k}){sub x}, which is proposed by Z. J. Qiao [J. Math. Phys. 48, 082701 (2007)] and Qiao and Liu [Chaos, Solitons Fractals 41, 587 (2009)]. By adopting the phase analysis method of planar dynamical systems and the theory of the singular traveling wave systems to the traveling wave solutions of the equation, it is shown that for different k, the equation may have infinitely many solitary wave solutions, periodic wave solutions, kink/antikink wave solutions, cusped solitary wave solutions, and breaking loop solutions. We discuss in a detail the cases of k=-2,-(1/2),(1/2),2, and parametric representations of all possible bounded traveling wave solutions are given in the different (c,g)-parameter regions.

Using consistent truncations of the BFKL kernel, we derive analytical traveling-wave solutions of the Balitsky-Kovchegov saturation equation for both fixed and running coupling. A universal parametrization of the ``interior'' of the wave front is obtained and compares well with numerical simulations of the original Balitsky-Kovchegov equation, even at non-asymptotic energies. Using this universal parametrization, we find evidence for a traveling-wave pattern of the dipole amplitude determined from the gluon distribution extracted from deep inelastic scattering data.

For a family of models of evolving population under selection, which can be described by noisy traveling wave equations, the coalescence times along the genealogical tree scale like $\\log^\\alpha N$, where $N$ is the size of the population, in contrast with neutral models for which they scale like $N$. An argument relating this time scale to the diffusion constant of the noisy traveling wave leads to a prediction for $\\alpha$ which agrees with our simulations. An exactly soluble case gives trees with statistics identical to those predicted for mean-field spin glasses in Parisi's theory.

We consider a new semidefinite programming (SDP) relaxation of the symmetric traveling salesman problem (TSP) that may be obtained via an SDP relaxation of the more general quadratic assignment problem (QAP). We show that the new relaxation dominates the one in [D. Cvetkovic, M. Cangalovic, and V. Kovacevic-Vujcic, Semidefinite programming methods for the symmetric traveling salesman problem, in Proc. 7th Int. IPCO Conference, Springer, London, 1999, pp. 126--136]. Unlike the bound of Cvetkovic et al., the new SDP bound is not dominated by the Held-Karp linear programming bound, or vice versa.

The geopolitical problems associated with civilian nuclear energy production arise in part from the accumulation of transuranics in spent nuclear fuel. A traveling wave reactor is a type of breed-burn reactor that could, if feasible, reduce the overall production of transuranics. In one possible configuration, a cylinder of natural or depleted uranium would be subjected to a fast neutron flux at one end. The neutrons would transmute the uranium, producing plutonium and higher actinides. Under the right conditions, the reactor could become critical, at which point a self-stabilizing fission wave would form and propagate down the length of the reactor cylinder. The neutrons from the fission wave would burn the fissile nuclides and transmute uranium ahead of the wave to produce additional fuel. Fission waves in uranium are driven largely by the production and fission of {sup 239}Pu. Simulations have shown that the fuel burnup can reach values greater than 400 MWd/kgIHM, before fission products poison the reaction. In this work we compare the production of plutonium and minor actinides produced in a fission wave to that of a UOX fueled light water reactor, both on an energy normalized basis. The nuclide concentrations in the spent traveling wave reactor fuel are computed using a one-group diffusion model and are verified using Monte Carlo simulations. In the case of the pressurized water reactor, a multi-group collision probability model is used to generate the nuclide quantities. We find that the traveling wave reactor produces about 0.187 g/MWd/kgIHM of transuranics compared to 0.413 g/MWd/kgIHM for a pressurized water reactor running fuel enriched to 4.95 % and burned to 50 MWd/kgIHM. The FY 1996 budget represents the first year of a five year plan in which the Department will reduce its spending by $15.8 billion in budget authority and by $14.1 billion in outlays. FY 1996 is a transition year as the Department embarks on its multiyear effort to do more with less. The Budget Highlights are presented by business line; however, the fifth business line, Economic Productivity, which is described in the Policy Overview section, cuts across multiple organizational missions, funding levels and activities and is therefore included in the discussion of the other four business lines.
