    The MAJORANA DEMONSTRATOR is being constructed at the Sanford Underground Research Facility (SURF) in Lead, SD by the MAJORANA Collaboration to demonstrate the feasibility of a tonne-scale neutrinoless double beta decay experiment based on 76Ge. The observation of neutrinoless double beta decay would indicate that neutrinos can serve as their own antiparticles, thus proving neutrinos to be Majorana particles, and would give information on neutrino masses. Attaining sensitivities for neutrino masses in the inverted hierarchy region requires large tonne-scale detectors with extremely low backgrounds. The DEMONSTRATOR project will show that sufficiently low backgrounds are achievable. A brief description of the detector and a status update on the construction will be given, including the work done at BHSU on acid-etching of Pb shielding bricks.

    During FY 1989, the DOE-Oak Ridge Operations (ORO) office formed joint Operating Contractor/DOE-ORO organizations to address safety analysis related issues. The Safety Analysis Report Working Group (SARWG) took on the task of developing a strategy to address the issue of updating SARs to today's standards. The resulting SAR Update Program was approved by the Safety Analysis Report Management Group (SARMG) and on November 6, 1989, was accepted by the senior management of DOE-ORO, and its operating contractors, including Martin Marietta Energy Systems, Inc.     This report presents the first compilation by the Energy Information Administration (EIA) of information on alternatives to gasoline and diesel fuel. The purpose of the report is: (1) to provide background information on alternative transportation fuels and replacement fuels compared with gasoline and diesel fuel, and (2) to furnish preliminary estimates of alternative transportation fuels and alternative fueled vehicles as required by the Energy Policy Act of 1992 (EPACT), Title V, Section 503, ``Replacement Fuel Demand Estimates and Supply Information.`` Specifically, Section 503 requires the EIA to report annually on: (1) the number and type of alternative fueled vehicles in existence the previous year and expected to be in use the following year, (2) the geographic distribution of these vehicles, (3) the amounts and types of replacement fuels consumed, and (4) the greenhouse gas emissions likely to result from replacement fuel use. Alternative fueled vehicles are defined in this report as motorized vehicles licensed for on-road use, which may consume alternative transportation fuels. (Alternative fueled vehicles may use either an alternative transportation fuel or a replacement fuel.) The intended audience for the first section of this report includes the Secretary of Energy, the Congress, Federal and State agencies, the automobile manufacturing industry, the transportation fuel manufacturing and distribution industries, and the general public. The second section is designed primarily for persons desiring a more technical explanation of and background for the issues surrounding alternative transportation fuels.

    Liquid fluoride salts are a leading candidate heat transport medium for high-temperature applications. This report provides an overview of the current status of liquid salt heat transport technology. The report includes a high-level, parametric evaluation of liquid fluoride salt heat transport loop performance to allow intercomparisons between heat-transport fluid options as well as providing an overview of the properties and requirements for a representative loop. Much of the information presented here derives from the earlier molten salt reactor program and a significant advantage of fluoride salts, as high temperature heat transport media is their consequent relative technological maturity. The report also includes a compilation of relevant thermophysical properties of useful heat transport fluoride salts. Fluoride salts are both thermally stable and with proper chemistry control can be relatively chemically inert. Fluoride salts can, however, be highly corrosive depending on the container materials selected, the salt chemistry, and the operating procedures used. The report also provides an overview of the state-of-the-art in reduction-oxidation chemistry control methodologies employed to minimize salt corrosion as well as providing a general discussion of heat transfer loop operational issues such as start-up procedures and freeze-up vulnerability.

    Heat transport is central to all thermal-based forms of electricity generation. The ever increasing demand for higher thermal efficiency necessitates power generation cycles transitioning to progressively higher temperatures. Similarly, the desire to provide direct thermal coupling between heat sources and higher temperature chemical processes provides the underlying incentive to move toward higher temperature heat transfer loops. As the system temperature rises, the available materials and technology choices become progressively more limited. Superficially, fluoride salts at {approx}700 C resemble water at room temperature being optically transparent and having similar heat capacity, roughly three times the viscosity, and about twice the density. Fluoride salts are a leading candidate heat-transport material at high temperatures. Fluoride salts have been extensively used in specialized industrial processes for decades, yet they have not entered widespread deployment for general heat transport purposes. This report does not provide an exhaustive screening of potential heat transfer media and other high temperature liquids such as alkali metal carbonate eutectics or chloride salts may have economic or technological advantages. A particular advantage of fluoride salts is that the technology for their use is relatively mature as they were extensively studied during the 1940s-1970s as part of the U.S. Atomic Energy Commission's program to develop molten salt reactors (MSRs). However, the instrumentation, components, and practices for use of fluoride salts are not yet developed sufficiently for commercial implementation. This report provides an overview of the current understanding of the technologies involved in liquid salt heat transport (LSHT) along with providing references to the more detailed primary information resources.     This is the second annual update of the environmental development plan (EDP) for transportation programs. It has been prepared as a cooperative effort of the Assistant Secretaries for Conservation and Solar Energy (ASCS) Office of Transportation Programs (CS/TP) and the Environment (ASEV) Office of Environmental Assessments. EDPs identify the ecosystem, resource, physical environment, health, safety, socioeconomic, and environmental control concerns associated with DOE programs. The programs include the research, development, demonstration, and assessment (RDD and A) of 14 transportation technologies and several strategy implementation projects. This EDP update presents a research and assessment plan for resolving any potentially adverse environmental concerns arising from these programs. The EDP process provides a framework for: incorporating environmental concerns into CS/TP planning and decision processes early to ensure they are assigned the same importance as technological, fiscal, and institutional concerns in decision making; resolving environmental concerns concurrently with energy technology and strategy development; and providing a research schedule that mitigates adverse environmental effects through sound technological design or policy analysis. This EDP also describes the status of each environmental concern and the plan for its resolution. Much of ongoing DOE reseirch and technology development is aimed at resolving concerns identified in this EDP. Each EDP is intended to be so comprehensive that no concerns escape notice. Care is taken to include any CS/TP action that may eventually require an Environmental Impact Statement. Because technology demonstration and commercialization tend to raise more environmental concerns than other portions of the transportation program, most of this EDP addresses these concerns.

    This paper presents the project status of the Model 9980, a new Type A fissile packaging for use in air transport. The Savannah River National Laboratory (SRNL) developed this new packaging to be a light weight (<150-lb), drum-style package and prepared a Safety Analysis for Packaging (SARP) for submission to the DOE/EM. The package design incorporates unique features and engineered materials specifically designed to minimize packaging weight and to be in compliance with 10CFR71 requirements. Prototypes were fabricated and tested to evaluate the design when subjected to Normal Conditions of Transport (NCT) and Hypothetical Accident Conditions (HAC). An overview of the design details, results of the regulatory testing, and lessons learned from the prototype fabrication for the 9980 will be presented.

Obviously, fewer vehicles is less emission. But on a global scale he reviews the population growth in major cities, the type of transport employed, the correlation of vehicle ownership and gross national product, as well as the costs, direct and indirect of letting more personal wealth drive one to personal vehicles as a way to transport oneself to work. The increased speed comes with many costs for the individual and for society. The development of mass transportation systems provides a number of benefits, in the form of urban development, less reliance on imported fuels, transport system health, general health and productivity of work force, and reduced costs to government to support transportation systems.

    More than 30 environmental concerns were analyzed for the transportation of coal by rail, roads (trucks), high voltage transmission lines (that is, from mine-mouth generating plants to distribution networks), coal slurry pipelines, and barges. The following criteria were used to identify these problems: (1) real physical environmetal impacts for which control technologies must be developed, or regulation made effective where control technologies presently exist; (2) the level of impact is uncertain, although the potential impact may be moderate to high; (3) the concerns identified by the first two criteria are specific to or exacerbated by coal transportation. Generic transportation problems are not included. The significant environmental problems identified as a result of this study are: (1) rail transport - community traffic disruption and human health, safety, and habitat destruction; (2) coal haul roads - road degradation, traffic congestion and safety, air quality, and noise; (3) high voltage transmission lines - changed land use without local benefits, biological health and safety effects, and disruption of world weather patterns; (4) slurry pipelines - water availability, water quality, and possible spills from non-water slurry pipelines; and (5) barge transport - impacts common to all barge traffic.     The Fermilab High Intensity Neutrino Source (HINS) Linac R&D program is continuing efforts to construct a first-of-a-kind superconducting H{sup -} linac. The goal of the HINS linac is to demonstrate, for the first time, acceleration of high intensity beam with superconducting spoke cavities, control of beam halo growth by use of solenoidal focusing optics throughout, and operation of many cavities from a single high-power RF source for acceleration of non-relativistic particles. The HINS effort is relevant to any future high brightness, high intensity linac and, in particular, to the linac proposed as part of Fermilab Project X to serve the next generation of neutrino physics and future muon storage ring/collider experiments. This paper updates the technical status of the various components being developed, built, and commissioned as a part of HINS and presents the outlook for the HINS program.

    It is clear from numerous energy/economic modeling exercises that addressing the challenges posed by global climate change will eventually require the active participation of all industrial sectors and all consumers on the planet. Yet, these and similar modeling exercises indicate that large stationary CO2 point sources (e.g., refineries and fossil-fired electric power plants) are often the first targets considered for serious CO2 emissions mitigation. Without participation of all sectors of the global economy, however, the challenges of climate change mitigation will not be met. Because of its operating characteristics, price structure, dependence on virtually one energy source (oil), enormous installed infrastructure, and limited technology alternatives, at least in the near-term, the transportation sector will likely represent a particularly difficult challenge for CO2 emissions mitigation. Our research shows that climate change induced price signals (i.e., putting a price on carbon that is emitted to the atmosphere) are in the near term insufficient to drive fundamental shifts in demand for energy services or to transform the way these services are provided in the transportation sector. We believe that a technological revolution will be necessary to accomplish the significant reduction of greenhouse gas emissions from the transportation sector. This paper presents an update of ongoing research into a variety of technological options that exist for decarbonizing the transportation sector and the various tradeoffs among them.

    This report revises and updates the 1995 report Financial Assistance to States and Tribes to Support Emergency Preparedness and Response and the Safe Transportation of Hazardous Shipments, PNL-10260 (UC-620). The presentation of data and some of the data reported have been changed; these data supersede those presented in the earlier publication. All data have been updated to fiscal year 1995, with the exception of FEMA data that are updated to fiscal year 1994 only. The report identifies and summarizes existing sources of financial assistance to States and Tribes in preparing and responding to transportation emergencies and ensuring the safe transportation of hazardous shipments through their jurisdictions.     This poster is one of two complementary posters. The Next Generation Safeguards Initiative (NGSI) of the U.S. DOE has initiated a multi-lab/university collaboration to quantify the plutonium (Pu) mass in, and detect the diversion of pins from, spent nuclear fuel assemblies with non-destructive assay (NDA). This research effort has the goal of quantifying the capability of 14 NDA techniques as well as training a future generation of safeguards practitioners. By November of 2010, we will be 1.5 years into the first phase (2.5 years) of work. This first phase involves primarily Monte Carlo modelling while the second phase (also 2.5 years) will focus on experimental work. The goal of phase one is to quantify the detection capability of the various techniques for the benefit of safeguard technology developers, regulators, and policy makers as well as to determine what integrated techniques merit experimental work, We are considering a wide range of possible technologies since our research horizon is longer term than the focus of most regulator bodies. The capability of all of the NDA techniques will be determined for a library of 64 17 x 17 PWR assemblies [burnups (15, 30, 45, 60 GWd/tU), initial enrichments (2, 3, 4, 5%) and cooling times (1, 5, 20, 80 years)]. The burnup and cooling time were simulated with each fuel pin being comprised of four radial regions. In this paper an overview of the purpose will be given as well as a technical update on the following 6 neutron techniques: {sup 252}Cf Interrogation with Prompt Neutron Detection, Delayed Neutrons, Differential Die-Away, Differential Die-Away Self-Interrogation, Passive Neutron Albedo Reactivity, Self-Integration Neutron Resonance Densitometry. The technical update will quantify the anticipated performance of each technique for the 64 assemblies of the spent fuel library.

OCRWM has begun to build the institutional framework to support development of this transportation system. Interactions with stakeholders have been initiated. The authors describe the key stakeholders, identified issues, regional and national planning activities, and mechanisms for interaction.

    The National Transportation Program 1999 Transportation Baseline Report presents data that form a baseline to enable analysis and planning for future Department of Energy (DOE) Environmental Management (EM) waste and materials transportation. In addition, this Report provides a summary overview of DOEs projected quantities of waste and materials for transportation. Data presented in this report were gathered as a part of the IPABS Spring 1999 update of the EM Corporate Database and are current as of July 30, 1999. These data were input and compiled using the Analysis and Visualization System (AVS) which is used to update all stream-level components of the EM Corporate Database, as well as TSD System and programmatic risk (disposition barrier) information. Project (PBS) and site-level IPABS data are being collected through the Interim Data Management System (IDMS). The data are presented in appendices to this report.

    Radionuclide transport in fractured crystalline rocks is a process of interest in evaluating long term safety of potential disposal systems for radioactive wastes. Given their numerical efficiency and the absence of numerical dispersion, Lagrangian methods (e.g. particle tracking algorithms) are appealing approaches that are often used in safety assessment (SA) analyses. In these approaches, many complex geochemical retention processes are typically lumped into a single parameter: the distribution coefficient (Kd). Usually, the distribution coefficient is assumed to be constant over the time frame of interest. However, this assumption could be critical under long-term geochemical changes as it is demonstrated thatmore » the distribution coefficient depends on the background chemical conditions (e.g. pH, Eh, and major chemistry). In this study, we provide a computational framework that combines the efficiency of Lagrangian methods with a sound and explicit description of the geochemical changes of the site and their influence on the radionuclide retention properties.« less

  11. Effect of a sudden fuel shortage on freight transport in the United States: an overview

    A survey was made of the potential effects of a sudden reduction of fuel supplies on freight transport via truck, rail, water, and pipeline. After a brief discussion of the energy characteristics of each of these modes of transport, short-term strategies for making better use of fuel in a crisis are investigated. Short-term is taken to mean something on the order of six months, and a crisis is taken to be the result of something on the order of a 20% drop in available fuel. Although no succinct or well-established conclusions are drawn, the gist of the paper is that the potential for short-term conservation, without a serious disruption of service, exists but does not appear to be large. It is remarked that it is possible, through further study, to obtain a fairly accurate reckoning of the physical ability of the freight transport network to weather a fuel crisis, but that it is impossible to say in advance what freight carriers will in fact do with the network.

    The APT high energy beam transport (HEBT) and beam expanders convey the 1700-MeV, 100-mA cw proton beam from the linac to the tritium target/blanket assembly, or a tuning beam stop. The HEBT includes extensive beam diagnostics, collimators, and beam jitter correction, to monitor and control the 170-MW beam prior to expansion. A zero-degree beamline conveys the beam to the beam stop, and an achromatic bend conveys the beam to the tritium production target. Nonlinear beam expanders make use of higher-order multipole magnets and dithering dipoles to expand the beam to a uniform-density, 16-cm wide by 160-cm high rectangular profile on the tritium-production target. The overall optics design will be reviewed, and beam simulations will be presented.

    Prolonged delays in traffic experienced by Laboratory personnel during a recent early dismissal in inclement weather, coupled with reconstruction efforts along NM 502 east of the White Rock Wye for the next 1 to 2 years, has prompted Los Alamos National Laboratory (LANL) to re-evaluate and improve the present transportation plan and its integration with contingency plans maintained in other organizations. Facilities planners and emergency operations staff need to evaluate the transportation system`s capability to inefficiently and safely evacuate LANL under different low-level emergency conditions. A variety of potential procedures governing the release of employees from the different technical areas (TAs) requires evaluation, perhaps with regard to multiple emergency-condition scenarios, with one or more optimal procedures ultimately presented for adoption by Lab Management. The work undertaken in this project will hopefully lay a foundation for an on-going, progressive transportation system analysis capability. It utilizes microscale simulation techniques to affirm, reassess and validate the Laboratory`s Early Dismissal/Closure/Delayed Opening Plan. The Laboratory is required by Federal guidelines, and compelled by prudent practice and conscientious regard for the welfare of employees and nearby residents, to maintain plans and operating procedures for evacuation if the need arises. The tools developed during this process can be used outside of contingency planning. It is anticipated that the traffic models developed will allow site planners to evaluate changes to the traffic network which could better serve the normal traffic levels. Changes in roadway configuration, control strategies (signalization and signing), response strategies to traffic accidents, and patterns of demand can be modelled using the analysis tools developed during this project. Such scenarios typically are important considerations in master planning and facilities programming.

    The USA/9904/B(U)F-85, Radioisotope Thermoelectric Generator (RTG) Transportation System (RTGTS) was designed and tested by Westinghouse Hanford Company but was transferred to EG&G Mound Applied Technologies to transport Radioisotope Thermoelectric Generators (RTGs) in support of the Cassini mission. EG&G Mound Applied Technologies is also the RTGTS custodian. Since the RTGTS is a new system, careful scrutiny must be applied not only to the integration of the system into Mound{close_quote}s operations but also the operation of the system so as to prevent any adverse affects to the performance of the RTGs.     This Technical Note provides an overview of high-performance parallel Big Data transfers with and without encryption for data in-transit over multiple network channels. It shows that with the parallel approach, it is feasible to carry out high-performance parallel "encrypted" Big Data transfers without serious impact to throughput. But other impacts, e.g. the energy-consumption part should be investigated. It also explains our rationales of using a statistics-based approach for gaining understanding from test results and for improving the system. The presentation is of high-level nature. Nevertheless, at the end we will pose some questions and identify potentially fruitful directions for future work.

    While CIAC periodically issues bulletins about specific computer viruses, these bulletins do not cover all the computer viruses that affect desktop computers. The purpose of this document is to identify most of the known viruses for the MS-DOS and Macintosh platforms and give an overview of the effects of each virus. The authors also include information on some windows, Atari, and Amiga viruses. This document is revised periodically as new virus information becomes available. This document replaces all earlier versions of the CIAC Computer virus Information Update. The date on the front cover indicates date on which the information in this document was extracted from CIAC`s Virus database.

    This report presents available historic data on most commercial and research reactor spent fuel shipments in the United States from 1964 through 1989. Data include sources of the spent fuel shipped, types of shipping casks used, number of fuel assemblies shipped, and number of shipments made. This report also addresses the shipment of spent research reactor fuel. These shipments have not been documented as well as commercial power reactor spent fuel shipment activity. Available data indicate that the greatest number of research reactor fuel shipments occurred in 1986. The largest campaigns in 1986 were from the Brookhaven National Laboratory, Brooklyn, New York, to the Idaho Chemical Processing Plant (ICPP) and from the Oak Ridge National Laboratory's High Flux Isotope Reactor (HFIR) in Tennessee and the Rockwell International Reactor in California to the Savannah River Plant near Aiken, South Carolina. For all years addressed in this report, DOE facilities in Idaho Falls and Savannah River were the major recipients of research reactor spent fuel. In 1989, 10 shipments were received at the Idaho facilities. These originated from universities in California, Michigan, and Missouri. 9 refs., 12 figs., 7 tabs.

The tool can be used to evaluate a range of population distribution and urban design scenarios for 2030 and 2050. This tool was produced as part of the Transportation Energy Futures (TEF) project, a Department of Energy-sponsored multi-agency project initiated to pinpoint underexplored strategies for abating GHGs and reducing petroleum dependence related to transportation.

    The reexamination of astrophysical opacities has eliminated gross discrepancies between a variety of observations and theoretical calculations; thus allowing for more detailed tests of stellar models. A number of such studies indicate that model results are sensitive to modest changes in the opacity. Consequently, it is desirable to update available opacity databases with recent improvements in physics, refinements of element abundance, and other such factors affecting the results. Updated OPAL Rosseland mean opacities are presented. The new results have incorporated improvements in the physics and numerical procedures as well as corrections. The main opacity changes are increases of as much as 20{percent} for Population I stars due to the explicit inclusion of 19 metals (compared to 12 metals in the earlier calculations) with the other modifications introducing opacity changes smaller than 10{percent}. In addition, the temperature and density range covered by the updated opacity tables has been extended. As before, the tables allow accurate interpolation in density and temperature as well as hydrogen, helium, carbon, oxygen, and metal mass fractions. Although a specific metal composition is emphasized, opacity tables for different metal distributions can be made readily available.     The State Energy Price System (STEPS) contains estimates of energy prices for ten major fuels (electricity, natural gas, metallurgical coal, steam coal, distillate, motor gasoline, diesel, kerosene/jet fuel, residual fuel, and liquefied petroleum gas), by major end-use sectors (residential, commercial, industrial, transportation, and electric utility), and by state through 1982. Both physical unit prices and prices per million Btu are included in STEPS. Major changes in STEPS data base for 1981 and 1982 are described. The most significant changes in procedures for the updates occur in the residential sector distillate series and the residential sector kerosene series. All physical unit and Btu prices are shown with three significant digits instead of with four significant digits as shown in the original documentation. Details of these and other changes are contained in this report, along with the updated data files. 31 references, 65 tables.

    The Seminar on Deterministic Methods in Radiation Transport was held February 4--5, 1992, in Oak Ridge, Tennessee. Eleven presentations were made and the full papers are published in this report, along with three that were submitted but not given orally. These papers represent a good overview of the state of the art in the deterministic solution of radiation transport problems for a variety of applications of current interest to the Radiation Shielding Information Center user community.

    Studsvik has completed over four years of operation at its Erwin, TN facility. During this time period Studsvik processed over 3.3 million pounds (1.5 million kgs) of radioactive ion exchange bead resin, powdered filter media, and activated carbon, which comprised a cumulative total activity of 18,852.5 Ci (6.98E+08 MBq). To date, the highest radiation level for an incoming resin container has been 395 R/hr (3.95 Sv/h). The Studsvik Processing Facility (SPF) has the capability to safely and efficiently receive and process a wide variety of solid and liquid Low Level Radioactive Waste (LLRW) streams including: Ion Exchange Resins (IER), activated carbon (charcoal), graphite, oils, solvents, and cleaning solutions with contact radiation levels of up to 400 R/hr (4.0 Sv/h). The licensed and heavily shielded SPF can receive and process liquid and solid LLRWs with high water and/or organic content. This paper provides an overview of the last four years of commercial operations processing radioactive LLRW from commercial nuclear power plants. Process improvements and lessons learned will be discussed.
