Environmental development plan for transportation programs: FY80 update

This is the second annual update of the environmental development plan (EDP) for transportation programs. It has been prepared as a cooperative effort of the Assistant Secretaries for Conservation and Solar Energy (ASCS) Office of Transportation Programs (CS/TP) and the Environment (ASEV) Office of Environmental Assessments. EDPs identify the ecosystem, resource, physical environment, health, safety, socioeconomic, and environmental control concerns associated with DOE programs. The programs include the research, development, demonstration, and assessment (RDD and A) of 14 transportation technologies and several strategy implementation projects. This EDP update presents a research and assessment plan for resolving any potentially adverse environmental concerns arising from these programs. The EDP process provides a framework for: incorporating environmental concerns into CS/TP planning and decision processes early to ensure they are assigned the same importance as technological, fiscal, and institutional concerns in decision making; resolving environmental concerns concurrently with energy technology and strategy development; and providing a research schedule that mitigates adverse environmental effects through sound technological design or policy analysis. This EDP also describes the status of each environmental concern and the plan for its resolution. Much of ongoing DOE reseirch and technology development is aimed at resolving concerns identified in this EDP. Each EDP is intended to be so comprehensive that no concerns escape notice. Care is taken to include any CS/TP action that may eventually require an Environmental Impact Statement. Because technology demonstration and commercialization tend to raise more environmental concerns than other portions of the transportation program, most of this EDP addresses these concerns.

Baseline projections of transportation energy consumption by mode: 1981 update

A comprehensive set of activity and energy-demand projections for each of the major transportation modes and submodes is presented. Projections are developed for a business-as-usual scenario, which provides a benchmark for assessing the effects of potential conservation strategies. This baseline scenario assumes a continuation of present trends, including fuel-efficiency improvements likely to result from current efforts of vehicle manufacturers. Because of anticipated changes in fuel efficiency, fuel price, modal shifts, and a lower-than-historic rate of economic growth, projected growth rates in transportation activity and energy consumption depart from historic patterns. The text discusses the factors responsible for this departure, documents the assumptions and methodologies used to develop the modal projections, and compares the projections with other efforts.

Global Climate Change and the Transportation Sector: An Update on Issues and Mitigation Options

It is clear from numerous energy/economic modeling exercises that addressing the challenges posed by global climate change will eventually require the active participation of all industrial sectors and all consumers on the planet. Yet, these and similar modeling exercises indicate that large stationary CO2 point sources (e.g., refineries and fossil-fired electric power plants) are often the first targets considered for serious CO2 emissions mitigation. Without participation of all sectors of the global economy, however, the challenges of climate change mitigation will not be met. Because of its operating characteristics, price structure, dependence on virtually one energy source (oil), enormous installed infrastructure, and limited technology alternatives, at least in the near-term, the transportation sector will likely represent a particularly difficult challenge for CO2 emissions mitigation. Our research shows that climate change induced price signals (i.e., putting a price on carbon that is emitted to the atmosphere) are in the near term insufficient to drive fundamental shifts in demand for energy services or to transform the way these services are provided in the transportation sector. We believe that a technological revolution will be necessary to accomplish the significant reduction of greenhouse gas emissions from the transportation sector. This paper presents an update of ongoing research into a variety of technological options that exist for decarbonizing the transportation sector and the various tradeoffs among them.

The National Transportation Program 1999 Transportation Baseline Report presents data that form a baseline to enable analysis and planning for future Department of Energy (DOE) Environmental Management (EM) waste and materials transportation. In addition, this Report provides a summary overview of DOEs projected quantities of waste and materials for transportation. Data presented in this report were gathered as a part of the IPABS Spring 1999 update of the EM Corporate Database and are current as of July 30, 1999. These data were input and compiled using the Analysis and Visualization System (AVS) which is used to update all stream-level components of the EM Corporate Database, as well as TSD System and programmatic risk (disposition barrier) information. Project (PBS) and site-level IPABS data are being collected through the Interim Data Management System (IDMS). The data are presented in appendices to this report.

Enterprise, Shell scheduled to explore Romanian acreage

This paper reports that the pace of exploration is packing up in Romania's offshore and onshore sectors. Enterprise Oil Exploration Ltd., London, signed an exploration and production sharing agreement with state owned Rompetrol SA for two Black Sea blocks, Nos. XIII and XV, covering 3,000 sq km and 4,000 sq km, respectively. Shell Romania Exploration BV agreed with Rompetrol on an exploration and production sharing agreement for onshore Block 10. This covers 6,150 sq km in northern Transylvania. Shell's target will be deep formations underlying producing gas zones. Enterprise has a 65% share as operator of Blocks XIII and XV, while partner CanadianOxy (Romania) Ltd. holds the remaining 35%. Exploration and development costs will be borne by the license partners, while Rompetrol will take a share of any production.

The State Energy Price System (STEPS) contains estimates of energy prices for ten major fuels (electricity, natural gas, metallurgical coal, steam coal, distillate, motor gasoline, diesel, kerosene/jet fuel, residual fuel, and liquefied petroleum gas), by major end-use sectors (residential, commercial, industrial, transportation, and electric utility), and by state through 1982. Both physical unit prices and prices per million Btu are included in STEPS. Major changes in STEPS data base for 1981 and 1982 are described. The most significant changes in procedures for the updates occur in the residential sector distillate series and the residential sector kerosene series. All physical unit and Btu prices are shown with three significant digits instead of with four significant digits as shown in the original documentation. Details of these and other changes are contained in this report, along with the updated data files. 31 references, 65 tables.

T3: Secure, Scalable, Distributed Data Movement and Remote System Control for Enterprise Level Cyber Security  

SciTech Connect (OSTI)

Enterprise level cyber security requires the deployment, operation, and monitoring of many sensors across geographically dispersed sites. Communicating with the sensors to gather data and control behavior is a challenging task when the number of sensors is rapidly growing. This paper describes the system requirements, design, and implementation of T3, the third generation of our transport software that performs this task. T3 relies on open source software and open Internet standards. Data is encoded in MIME format messages and transported via NNTP, which provides scalability. OpenSSL and public key cryptography are used to secure the data. Robustness and ease of development are increased by defining an internal cryptographic API, implemented by modules in C, Perl, and Python. We are currently using T3 in a production environment. It is freely available to download and use for other projects.

Routing SCADA data through an enterprise WAN

Houston Lighting and Power (HL and P) and many other large utilities have investigated substantial resources in developing integrated enterprise wide area networks (WANs). The WAN provides unprecedented opportunities for integrating information throughout the corporation, resulting in improved efficiency and reduced costs of operation. In contrast, present dedicated point-to-point SCADA data circuits from the energy management system (EMS) to remote terminal units (RTUs) are not currently integrated with the network, nor replicated in any offsite backup system. An integrated approach might integrate communications from selected RTUs over the WAN to a backup system or the EMS. Such an approach would potentially provide improved disaster recovery, more efficient use of communications, reduced maintenance costs, and improved availability of operational data. RTU data, however, is fundamentally different from most other WAN traffic in that it is critical to the moment-to-moment operation of the utility and consists of a large number of messages repeated frequently and continuously. There are valid concerns as to whether the stability, availability, and inherent latency of the WAN would be adequate to support operations of a backup or primary SCADA system. There are also concerns about the adverse effects that SCADA traffic might have on the WAN. These concerns led to the project featured in this article, which tested the operational suitability and effectiveness of routing SCADA data between selected RTUs and a central site on the WAN.

Carbon tetrachloride (CT) was discharged to the 216-Z-9, Z-1A, and Z-18 waste sites that are included in the 200-PW-1 Operable Unit in Hanford 200 West Area. Fluor Hanford, Inc. is conducting a Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) remedial investigation/feasibility study (RI/FS) for the 200-PW-1 Operable Unit. As part of this overall effort, Pacific Northwest National Laboratory (PNNL) was contracted to improve the conceptual model of how CT is distributed in the Hanford 200 West Area subsurface through use of numerical flow and transport modeling. This work supports the U.S. Department of Energy's (DOE's) efforts to characterize the nature and distribution of CT in the 200 West Area and subsequently select an appropriate final remedy.

Heavy ion beam transport through the containment chamber plays a crucial role in all heavy ion fusion (HIF) scenarios. Here, several parameters are used to characterize the operating space for HIF beams; transport modes are assessed in relation to evolving target/accelerator requirements; results of recent relevant experiments and simulations of HIF transport are summarized; and relevant instabilities are reviewed. All transport options still exist, including (1) vacuum ballistic transport, (2) neutralized ballistic transport, and (3) channel-like transport. Presently, the European HIF program favors vacuum ballistic transport, while the US HIF program favors neutralized ballistic transport with channel-like transport as an alternate approach. Further transport research is needed to clearly guide selection of the most attractive, integrated HIF system.

Constraining Energy Consumption of China's Largest IndustrialEnterprises Through the Top-1000 Energy-Consuming EnterpriseProgram

Between 1980 and 2000, China's energy efficiency policiesresulted in a decoupling of the traditionally linked relationship betweenenergy use and gross domestic product (GDP) growth, realizing a four-foldincrease in GDP with only a doubling of energy use. However, during Chinas transition to a market-based economy in the 1990s, many of thecountry's energy efficiency programs were dismantled and between 2001 and2005 China's energy use increased significantly, growing at about thesame rate as GDP. Continuation of this one-to-one ratio of energyconsumption to GDP given China's stated goal of again quadrupling GDPbetween 2000 and 2020 will lead to significant demand for energy, most ofwhich is coal-based. The resulting local, national, and globalenvironmental impacts could be substantial.In 2005, realizing thesignificance of this situation, the Chinese government announced anambitious goal of reducing energy consumption per unit of GDP by 20percent between 2005 and 2010. One of the key initiatives for realizingthis goal is the Top-1000 Energy-Consuming Enterprises program. Thecomprehensive energy consumption of these 1000 enterprises accounted for33 percent of national and 47 percent of industrial energy usage in 2004.Under the Top-1000 program, 2010 energy consumption targets wereannounced for each enterprise. Activities to be undertaken includebenchmarking, energy audits, development of energy saving action plans,information and training workshops, and annual reporting of energyconsumption. This paper will describe the program in detail, includingthe types of enterprises included and the program activities, and willprovide an analysis of the progress and lessons learned todate.

In 2005, the Chinese government announced an ambitious goal of reducing energy consumption per unit of GDP by 20% between 2005 and 2010. One of the key initiatives for realizing this goal is the Top-1000 Energy-Consuming Enterprises program. The energy consumption of these 1000 enterprises accounted for 33% of national and 47% of industrial energy usage in 2004. Under the Top-1000 program, 2010 energy consumption targets were determined for each enterprise. The objective of this paper is to evaluate the program design and initial results, given limited information and data, in order to understand the possible implications of its success in terms of energy and carbon dioxide emissions reductions and to recommend future program modifications based on international experience with similar target-setting agreement programs. Even though the Top-1000 Program was designed and implemented rapidly, it appears that--depending upon the GDP growth rate--it could contribute to somewhere between approximately 10% and 25% of the savings required to support China's efforts to meet a 20% reduction in energy use per unit of GDP by 2010.

This paper presents an enterprise plan for introducing solar power in a rural market, while providing economic development, and hence the ability of the user to pay for the power source. This plan is based on a product called GEEP - a solar sewing machine conversion kit. This kit can be retrofit onto pedal sewing machines and marketed to village tailors in India, as part of a marketing program which includes increased demand for tailored products which will allow the tailors to be able to finance the conversion kits.

Energy conditions at Ukrainian ferrous-metallurgical enterprises are analyzed. Measures to boost energy conservation and energy efficiency are proposed: specifically, the introduction of systems for dry slaking of coke; and steam-gas turbines that employ coke-oven gas or a mixture of gases produced at metallurgical enterprises. Such turbines may be built from Ukrainian components.

ENERGY SAVINGS POTENTIALS IN RESIDENTIAL AND SMALL COMMERCIAL THERMAL DISTRIBUTION SYSTEMS - AN UPDATE

This is an update of a report (Andrews and Modera 1991) that quantified the amounts of energy that could be saved through better thermal distribution systems in residential and small commercial buildings. Thermal distribution systems are the ductwork, piping, or other means used to transport heat or cooling from the space-conditioning equipment to the conditioned space. This update involves no basic change in methodology relative to the 1991 report, but rather a review of the additional information available in 2003 on the energy-use patterns in residential and small commercial buildings.

The purpose of this Environmental Assessment (EA) is to update the ``Test Area North Pool Stabilization Project`` EA (DOE/EA-1050) and finding of no significant impact (FONSI) issued May 6, 1996. This update analyzes the environmental and health impacts of a drying process for the Three Mile Island (TMI) nuclear reactor core debris canisters now stored underwater in a facility on the Idaho National Engineering and Environmental Laboratory (INEEL). A drying process was analyzed in the predecision versions of the EA released in 1995 but that particular process was determined to be ineffective and dropped from the EA/FONSI issued May 6, 1996. A new drying process was subsequently developed and is analyzed in Section 2.1.2 of this document. As did the 1996 EA, this update analyzes the environmental and health impacts of removing various radioactive materials from underwater storage, dewatering these materials, constructing a new interim dry storage facility, and transporting and placing the materials into the new facility. Also, as did the 1996 EA, this EA analyzes the removal, treatment and disposal of water from the pool, and placement of the facility into a safe, standby condition. The entire action would take place within the boundaries of the INEEL. The materials are currently stored underwater in the Test Area North (TAN) building 607 pool, the new interim dry storage facility would be constructed at the Idaho Chemical Processing Plant (ICPP) which is about 25 miles south of TAN.

The Northeast Waste Management Enterprise was created in response to Dr. Clyde Frank`s vision of a new partnership between research, industrial, and financial sectors, with the goal of speeding development and use (particularly at U.S. Department of Energy [DOE] facilities) of environmental remediation technologies. It was anticipated that this partnership would also strengthen the international competitiveness of the U.S. environmental industry. Brookhaven National Laboratory`s (BNL) response to Dr. Frank was a proposal to create the Northeast Waste Management Alliance, later renamed the Northeast Waste Management Enterprise (NEWME). Recognizing the need to supplement its own technical expertise with acumen in business, financial management, and venture capital development, BNL joined forces with the Long Island Research Institute (LIRI). Since its inception at the end of FY 1993, NEWME has achieved several significant accomplishments in pursuing its original business and strategic plans. However, its successes have been constrained by a fundamental mismatch between the time scales required for technology commercialization, and the immediate need for available environmental technologies of those involved with ongoing environmental remediations at DOE facilities.

The objective is to find the optimal fuel inventory management strategy roadmap for each supplier along the fuel delivery supply chain. SoSAT (System of Systems Analysis Toolset) Enterprise is a suite of software tools: State Model tool; Stochastic simulation tool; Advanced data visualization tools; and Optimization tools. Following the defunding of the Yucca Mountain Project, it is reasonable to assume that commercial used fuel will remain in storage for the foreseeable future. This report proposes supplementing the ongoing research and development work related to potential degradation of used fuel, baskets, poisons, and storage canisters during an extended period of storage with a parallel path. This parallel path can assure criticality safety during transportation by implementing a concept that achieves moderator exclusion (no in-leakage of moderator into the used fuel cavity). Using updated risk assessment insights for additional technical justification and relying upon a component inside of the transportation cask that provides a watertight function, a strong argument can be made that moderator intrusion is not credible and should not be a required assumption for criticality evaluations during normal conditions of transportation. A demonstrating testing program supporting a detailed analytical effort as well as updated risk assessment insights can provide the basis for moderator exclusion during hypothetical accident conditions. This report also discusses how this engineered concept can support the goal of standardized transportation.

Enterprise SRS: Leveraging Ongoing Operations to Advance National Programs - 13108

The SRS is re-purposing its vast array of assets to solve future national issues regarding environmental stewardship, national security, and clean energy. The vehicle for this transformation is Enterprise SRS which presents a new, strategic view of SRS as a united endeavor for 'all things nuclear' as opposed to a group of distinct and separate entities with individual missions and organizations. Key among the Enterprise SRS strategic initiatives is the integration of research into facilities in conjunction with ongoing missions to provide researchers from other national laboratories, academic institutions, and commercial entities the opportunity to demonstrate their technologies in a relevant environment and scale prior to deployment. To manage that integration of research demonstrations into site facilities, The DOE Savannah River Operations Office, Savannah River Nuclear Solutions, and the Savannah River National Laboratory (SRNL) have established the Center for Applied Nuclear Materials Processing and Engineering Research (CANMPER). The key objective of this initiative is to bridge the gap between promising transformational nuclear materials management advancements and large-scale deployment of the technology by leveraging SRS assets (e.g. facilities, staff, and property) for those critical engineering-scale demonstrations necessary to assure the successful deployment of new technologies. CANMPER will coordinate the demonstration of R and D technologies and serve as the interface between the engineering-scale demonstration and the R and D programs, essentially providing cradle-to-grave support to the R and D team during the demonstration. While the initial focus of CANMPER will be on the effective use of SRS assets for these demonstrations, CANMPER also will work with research teams to identify opportunities to perform R and D demonstrations at other facilities. Unique to this approach is the fact that these SRS assets will continue to accomplish DOE's critical nuclear material missions (e.g., processing in H-Canyon and plutonium storage in K-Area). The demonstration can be accomplished in a more cost-effective manner through the use of existing facilities in conjunction with ongoing missions. Essentially, the R and D program would not need to pay the full operational cost of a facility, just the incremental cost of performing the demonstration. Current CANMPER activities have been focused on integrating advanced safeguards monitoring technology demonstrations into the SRS H-Canyon and advanced location technology demonstrations into K-Area Materials Storage. These demonstrations are providing valuable information to researchers and program owners. In addition these demonstrations are providing CANMPER with an improved protocol for demonstration management that can be exercised across the entire SRS (and to offsite venues) to ensure that future demonstrations are done efficiently and provide an opportunity to use these unique assets for multiple purposes involving national laboratories, academia, and commercial entities. Key among the envisioned future demonstrations is the use of H-Canyon to demonstrate new nuclear materials separations technologies critical for advancing the mission needs of three major program offices: DOE-EM, DOE-Nuclear Energy (DOE-NE), and the NNSA. Given the modular design of H-Canyon, the demonstrations would be accomplished using a process frame. The demonstration equipment would be installed on the process frame and that frame would then be positioned into an H Canyon cell so that the demonstration is performed in a radiological environment involving prototypic nuclear materials. The High-Level Radioactive Waste Transportation Handbook serves as a reference to which state officials and members of the general public may turn for information on radioactive waste transportation and on the federal government`s system for transporting this waste under the Civilian Radioactive Waste Management Program. The Handbook condenses and updates information contained in the Midwestern High-Level Radioactive Waste Transportation Primer. It is intended primarily to assist legislators who, in the future, may be called upon to enact legislation pertaining to the transportation of radioactive waste through their jurisdictions. The Handbook is divided into two sections. The first section places the federal government`s program for transporting radioactive waste in context. It provides background information on nuclear waste production in the United States and traces the emergence of federal policy for disposing of radioactive waste. The second section covers the history of radioactive waste transportation; summarizes major pieces of legislation pertaining to the transportation of radioactive waste; and provides an overview of the radioactive waste transportation program developed by the US Department of Energy (DOE). To supplement this information, a summary of pertinent federal and state legislation and a glossary of terms are included as appendices, as is a list of publications produced by the Midwestern Office of The Council of State Governments (CSG-MW) as part of the Midwestern High-Level Radioactive Waste Transportation Project.

To help guide its future data collection efforts, The DOE GTO funded a data gap analysis in FY2012 to identify high potential hydrothermal areas where critical data are needed. This analysis was updated in FY2013 and the resulting datasets are represented by this metadata. The original process was published in FY 2012 and is available here: https://pangea.stanford.edu/ERE/db/GeoConf/papers/SGW/2013/Esposito.pdf Though there are many types of data that can be used for hydrothermal exploration, five types of exploration data were targeted for this analysis. These data types were selected for their regional reconnaissance potential, and include many of the primary exploration techniques currently used by the geothermal industry. The data types include: 1. well data 2. geologic maps 3. fault maps 4. geochemistry data 5. geophysical data To determine data coverage, metadata for exploration data (including data type, data status, and coverage information) were collected and catalogued from nodes on the National Geothermal Data System (NGDS). It is the intention of this analysis that the data be updated from this source in a semi-automated fashion as new datasets are added to the NGDS nodes. In addition to this upload, an online tool was developed to allow all geothermal data providers to access this assessment and to directly add metadata themselves and view the results of the analysis via maps of data coverage in Geothermal Prospector (http://maps.nrel.gov/gt_prospector). A grid of the contiguous U.S. was created with 88,000 10-km by 10-km grid cells, and each cell was populated with the status of data availability corresponding to the five data types. Using these five data coverage maps and the USGS Resource Potential Map, sites were identified for future data collection efforts. These sites signify both that the USGS has indicated high favorability of occurrence of geothermal resources and that data gaps exist. The uploaded data are contained in two data files for each data category. The first file contains the grid and is in the SHP file format (shape file.) Each populated grid cell represents a 10k area within which data is known to exist. The second file is a CSV (comma separated value) file that contains all of the individual layers that intersected with the grid. This CSV can be joined with the map to retrieve a list of datasets that are available at any given site. The attributes in the CSV include: 1. grid_id : The id of the grid cell that the data intersects with 2. title: This represents the name of the WFS service that intersected with this grid cell 3. abstract: This represents the description of the WFS service that intersected with this grid cell 4. gap_type: This represents the category of data availability that these data fall within. As the current processing is pulling data from NGDS, this category universally represents data that are available in the NGDS and are ready for acquisition for analytic purposes. 5. proprietary_type: Whether the data are considered proprietary 6. service_type: The type of service 7. base_url: The service URL

Greenhouse gas (CO{sub 2}, CH{sub 4} and N{sub 2}O, hereinafter GHG) and criteria air pollutant (CO, NO{sub x}, VOC, PM{sub 10}, PM{sub 2.5} and SO{sub x}, hereinafter CAP) emission factors for various types of power plants burning various fuels with different technologies are important upstream parameters for estimating life-cycle emissions associated with alternative vehicle/fuel systems in the transportation sector, especially electric vehicles. The emission factors are typically expressed in grams of GHG or CAP per kWh of electricity generated by a specific power generation technology. This document describes our approach for updating and expanding GHG and CAP emission factors in the GREET (Greenhouse Gases, Regulated Emissions, and Energy Use in Transportation) model developed at Argonne National Laboratory (see Wang 1999 and the GREET website at http://greet.es.anl.gov/main) for various power generation technologies. These GHG and CAP emissions are used to estimate the impact of electricity use by stationary and transportation applications on their fuel-cycle emissions. The electricity generation mixes and the fuel shares attributable to various combustion technologies at the national, regional and state levels are also updated in this document. The energy conversion efficiencies of electric generating units (EGUs) by fuel type and combustion technology are calculated on the basis of the lower heating values of each fuel, to be consistent with the basis used in GREET for transportation fuels. On the basis of the updated GHG and CAP emission factors and energy efficiencies of EGUs, the probability distribution functions (PDFs), which are functions that describe the relative likelihood for the emission factors and energy efficiencies as random variables to take on a given value by the integral of their own probability distributions, are updated using best-fit statistical curves to characterize the uncertainties associated with GHG and CAP emissions in life-cycle modeling with GREET.

Updated NGNP Fuel Acquisition Strategy

A Next Generation Nuclear Plant (NGNP) fuel acquisition strategy was first established in 2007. In that report, a detailed technical assessment of potential fuel vendors for the first core of NGNP was conducted by an independent group of international experts based on input from the three major reactor vendor teams. Part of the assessment included an evaluation of the credibility of each option, along with a cost and schedule to implement each strategy compared with the schedule and throughput needs of the NGNP project. While credible options were identified based on the conditions in place at the time, many changes in the assumptions underlying the strategy and in externalities that have occurred in the interim requiring that the options be re-evaluated. This document presents an update to that strategy based on current capabilities for fuel fabrication as well as fuel performance and qualification testing worldwide. In light of the recent Pebble Bed Modular Reactor (PBMR) project closure, the Advanced Gas Reactor (AGR) fuel development and qualification program needs to support both pebble and prismatic options under the NGNP project. A number of assumptions were established that formed a context for the evaluation. Of these, the most important are: Based on logistics associated with the on-going engineering design activities, vendor teams would start preliminary design in October 2012 and complete in May 2014. A decision on reactor type will be made following preliminary design, with the decision process assumed to be completed in January 2015. Thus, no fuel decision (pebble or prismatic) will be made in the near term. Activities necessary for both pebble and prismatic fuel qualification will be conducted in parallel until a fuel form selection is made. As such, process development, fuel fabrication, irradiation, and testing for pebble and prismatic options should not negatively influence each other during the period prior to a decision on reactor type. Additional funding will be made available beginning in fiscal year (FY) 2012 to support pebble bed fuel fabrication process development and fuel testing while maintaining the prismatic fuel schedule. Options for fuel fabrication for prismatic and pebble bed were evaluated based on the credibility of each option, along with a cost and schedule to implement each strategy. The sole prismatic option is Babcock and Wilcox (B&W) producing uranium oxycarbide (UCO) tristructural-isotropic (TRISO) fuel particles in compacts. This option finishes in the middle of 2022 . Options for the pebble bed are Nuclear Fuel Industries (NFI) in Japan producing uranium dioxide (UO2) TRISO fuel particles, and/or B&W producing UCO or UO2 TRISO fuel particles. All pebble options finish in mid to late 2022.
