    DOE Partnerships with States, Tribes and Other Federal Programs Help Responders Prepare for Challenges Involving Transport of Radioactive Materials Implementing adequate institutional programs and validating preparedness for emergency response to radiological transportation incidents along or near U.S. Department of Energy (DOE) shipping corridors poses unique challenges to transportation operations management. Delayed or insufficient attention to State and Tribal preparedness needs may significantly impact the transportation operations schedule and budget. The DOE Transportation Emergency Preparedness Program (TEPP) has successfully used a cooperative planning process to develop strong partnerships with States, Tribes, Federal agencies and other national programs to support responder preparedness across the United States. DOE TEPP has found that building solid partnerships with key emergency response agencies ensures responders have access to the planning, training, technical expertise and assistance necessary to safely, efficiently and effectively respond to a radiological transportation accident. Through the efforts of TEPP over the past fifteen years, partnerships have resulted in States and Tribal Nations either using significant portions of the TEPP planning resources in their programs and/or adopting the Modular Emergency Response Radiological Transportation Training (MERRTT) program into their hazardous material training curriculums to prepare their fire departments, law enforcement, hazardous materials response teams, emergency management officials, public information officers and emergency medical technicians for responding to transportation incidents involving radioactive materials. In addition, through strong partnerships with Federal Agencies and other national programs TEPP provided technical expertise to support a variety of radiological response initiatives and assisted several programs with integration of the nationally recognized MERRTT program into other training venues, thus ensuring consistency of radiological response curriculums delivered to responders. This presentation will provide an overview of the steps to achieve coordination, to avoid redundancy, and to highlight several of the successful partnerships TEPP has formed with States, Tribes, Federal agencies and other national programs. Events, accident scenarios, and training where TEPP was proven to be integral in building the radiological response capabilities for first responders to actual radiological incidents are also highlighted. Participants will gain an appreciation for the collaborative efforts States and Tribes are engaging in with the DOE to ensure that responders all along the DOE transportation corridors are adequately prepared to respond to shipments of radioactive materials through their communities.

    The Southern States Energy Board (SSEB) is an interstate compact organization that serves 16 states and the commonwealth of Puerto Rico with information and analysis in energy and environmental matters. Nuclear waste management is a topic that has garnered considerable attention in the SSEB region in the last several years. Since 1985, SSEB has received support from the US Department of Energy for the regional analysis of high-level radioactive waste transportation issues. In the performance of its work in this area, SSEB formed the Advisory Committee on High-Level Radioactive Materials Transportation, which comprises representatives from impacted states and tribes. SSEB meets with the committee semi-annually to provide issue updates to members and to solicit their views on activities impacting their respective states. Among the waste transportation issues considered by SSEB and the committee are shipment routing, the impacts of monitored retrievable storage, state liability in the event of an accident and emergency preparedness and response. This document addresses the latter by describing the radiological emergency response training courses and programs of the southern states, as well as federal courses available outside the southern region.

  14. Assessment of the risk of transporting propane by truck and train

    The risk of shipping propane is discussed and the risk assessment methodology is summarized. The risk assessment model has been constructed as a series of separate analysis steps to allow the risk to be readily reevaluated as additional data becomes available or as postulated system characteristics change. The transportation system and accident environment, the responses of the shipping system to forces in transportation accidents, and release sequences are evaluated to determine both the likelihood and possible consequences of a release. Supportive data and analyses are given in the appendices. The risk assessment results are related to the year 1985 to allow a comparison with other reports in this series. Based on the information presented, accidents involving tank truck shipments of propane will be expected to occur at a rate of 320 every year; accidents involving bobtails would be expected at a rate of 250 every year. Train accidents involving propane shipments would be expected to occur at a rate of about 60 every year. A release of any amount of material from propane trucks, under both normal transportation and transport accident conditions, is to be expected at a rate of about 110 per year. Releases from propane rail tank cars would occur about 40 times a year. However, only those releases that occur during a transportation accident or involve a major tank defect will include sufficient propane to present the potential for danger to the public. These significant releases can be expected at the lower rate of about fourteen events per year for truck transport and about one event every two years for rail tank car transport. The estimated number of public fatalities resulting from these significant releases in 1985 is fifteen. About eleven fatalities per year result from tank truck operation, and approximately half a death per year stems from the movement of propane in rail tank cars.

    This report uses risk analyses to analyze the safety of transporting spent nuclear fuel for commercial rail shipping systems. The rail systems analyzed are those expected to be used in the United States when the total electricity-generating capacity by nuclear reactors is 100 GW in the late 1980s. Risk as used in this report is the product of the probability of a release of material to the environment and the consequences resulting from the release. The analysis includes risks in terms of expected fatalities from release of radioactive materials due to transportation accidents involving PWR spent fuel shipped in rail casks. The expected total risk from such shipments is 1.3 x 10/sup -4/ fatalities per year. Risk spectrums are developed for shipments of spent fuel that are 180 days and 4 years out-of-reactor. The risk from transporting spent fuel by train is much less (by 2 to 4 orders of magnitude) than the risk to society from other man-caused events such as dam failure.

    This report documents a training course conducted for the US Nuclear Regulatory Commission (NRC) on the implementation of a Finite Element Model of WASTE transport through saturated-unsaturated porous media (FEMWASTE) - ORNL-5601. In addition to presenting basic program operations (Appendices A-V through A-VII), the course also covers the following topics: (1) Heuristic derivation of governing equations based on physical and chemical principles, (2) finite element derivation of FEMWASTE, (3) various numerical schemes provided by FEMWASTE, (4) FEMWASTE program structure, and (5) running of three samples problems to demonstrate various options the FEMWASTE can handle. The purpose of the training seminar is to enable NRC staff to use the model (and to be able to modify the code, if necessary) for checking information provided by a licensee, for evaluating alternative sites and designs for burial, and for comparing their results from other methods of solution.

    The project provided hands-on training and networking opportunities to undergraduate students in the area of carbon dioxide (CO2) capture and transport, through fundamental research study focused on advanced separation methods that can be applied to the capture of CO2 resulting from the combustion of fossil-fuels for power generation . The project teams approach to achieve its objectives was to leverage existing Carbon Capture and Storage (CCS) course materials and teaching methods to create and implement an annual CCS short course for the Tuskegee University community; conduct a survey of CO2 separation and capture methods; utilize data to verify and develop computer models for CO2 capture and build CCS networks and hands-on training experiences. The objectives accomplished as a result of this project were: (1) A comprehensive survey of CO2 capture methods was conducted and mathematical models were developed to compare the potential economics of the different methods based on the total cost per year per unit of CO2 avoidance; and (2) Training was provided to introduce the latest CO2 capture technologies and deployment issues to the university community.

    The U.S. government has been assisting the Russian Federation (RF) Ministry of Defense (MOD) for many years with nuclear weapons transportation security (NWTS) through the provision of specialized guard escort railcars and cargo railcars with integrated physical security and communication systems, armored transport vehicles, and armored escort vehicles. As a natural continuation of the NWTS program, a partnership has been formed to construct a training center that will provide counterterrorism training to personnel in all branches of the RF MOD. The Abramovo Counterterrorism Training Center (ACTC) is a multinational, multiagency project with funding from Canada, RF and the U.S. Departments of Defense and Energy. ACTC will be a facility where MOD personnel can conduct basic through advanced training in various security measures to protect Category IA material against the threat of terrorist attack. The training will enhance defense-in-depth principles by integrating MOD guard force personnel into the overall physical protection systems and improving their overall response time and neutralization capabilities. The ACTC project includes infrastructure improvements, renovation of existing buildings, construction of new buildings, construction of new training facilities, and provision of training and other equipment. Classroom training will be conducted in a renovated training building. Basic and intermediate training will be conducted on three different security training areas where various obstacles and static training devices will be constructed. The central element of ACTC, where advanced training will be held, is the 'autodrome,' a 3 km road along which various terrorist events can be staged to challenge MOD personnel in realistic and dynamic nuclear weapons transportation scenarios. This paper will address the ACTC project elements and the vision for training development and integrating this training into actual nuclear weapons transportation operations.

    Heavy ion beam transport through the containment chamber plays a crucial role in all heavy ion fusion (HIF) scenarios. Here, several parameters are used to characterize the operating space for HIF beams; transport modes are assessed in relation to evolving target/accelerator requirements; results of recent relevant experiments and simulations of HIF transport are summarized; and relevant instabilities are reviewed. All transport options still exist, including (1) vacuum ballistic transport, (2) neutralized ballistic transport, and (3) channel-like transport. Presently, the European HIF program favors vacuum ballistic transport, while the US HIF program favors neutralized ballistic transport with channel-like transport as an alternate approach. Further transport research is needed to clearly guide selection of the most attractive, integrated HIF system.

The Technical Resources and Training program is examining the course contents and mandated requirements to determine how to best meld these requirements into a training program that will still fulfill all requirements but eliminate the potential for duplication of some elements in successive courses. This approach may not eliminate all duplication between courses, but it should result in significant savings in manhours demanded in a training environment which requires similar information to meet a host of regulatory requirements.     The Training Management Information System (TMIS) is an integrated information system for all training related activities. TMIS is at the leading edge of training information systems used in the nuclear industry. The database contains all the necessary records to confirm the department's adherence to accreditation criteria and houses all test questions, student records and information needed to evaluate the training process. The key to the TMIS system is that the impact of any change (i.e., procedure change, new equipment, safety incident in the commercial nuclear industry, etc.) can be tracked throughout the training process.     A Computerized Training Management System (CTMS) is disclosed for providing a procedurally defined process that is employed to develop accreditable performance based training programs for job classifications that are sensitive to documented regulations and technical information. CTMS is a database that links information needed to maintain a five-phase approach to training-analysis, design, development, implementation, and evaluation independent of training program design. CTMS is designed using R-Base{trademark}, an-SQL compliant software platform. Information is logically entered and linked in CTMS. Each task is linked directly to a performance objective, which, in turn, is linked directly to a learning objective; then, each enabling objective is linked to its respective test items. In addition, tasks, performance objectives, enabling objectives, and test items are linked to their associated reference documents. CTMS keeps all information up to date since it automatically sorts, files and links all data; CTMS includes key word and reference document searches. 18 figs.

    Within the United States, there are few hands-on training centers capable of providing integrated technical training within a practical application environment. Currently, there are no training facilities that offer both radioactive and chemical hazardous response training. There are no hands-on training centers that provide training for both hazardous material operations and emergency response that also operate as a partnership between organized labor, state agencies, tribes, and local emergency responders within the US Department of Energy (DOE) complex. Available facilities appear grossly inadequate for training the thousands of people at Hanford, and throughout the Pacific Northwest, who are required to qualify under nationally-mandated requirements. It is estimated that 4,000 workers at the Hanford Site alone need hands-on training. Throughout the Pacific Northwest, the potential target audience would be over 30,000 public sector emergency response personnel, as well as another 10,000 clean-up workers represented by organized labor. The HAMMER Training Center will be an interagency-sponsored training center. It will be designed, built, and operated to ensure that clean-up workers, fire fighters, and public sector management and emergency response personnel are trained to handle accidental spills of hazardous materials. Training will cover wastes at clean-up sites, and in jurisdictions along the transportation corridors, to effectively protect human life, property, and the environment.

    In the ALICE experiment hundreds of users are analyzing big datasets on a Grid system. High throughput and short turn-around times are achieved by a centralized system called the LEGO trains. This system combines analysis from different users in so-called analysis trains which are then executed within the same Grid jobs thereby reducing the number of times the data needs to be read from the storage systems. The centralized trains improve the performance, the usability for users and the bookkeeping in comparison to single user analysis. The train system builds upon the already existing ALICE tools, i.e. the analysis framework as well as the Grid submission and monitoring infrastructure. The entry point to the train system is a web interface which is used to configure the analysis and the desired datasets as well as to test and submit the train. Several measures have been implemented to reduce the time a train needs to finish and to increase the CPU efficiency.

    The present invention provides methods for preventing low train voltages and managing interference, thereby improving the efficiency, reliability, and passenger comfort associated with commuter trains. An algorithm implementing neural network technology is used to predict low voltages before they occur. Once voltages are predicted, then multiple trains can be controlled to prevent low voltage events. Further, algorithms for managing inference are presented in the present invention. Different types of interference problems are addressed in the present invention such as "Interference. During Acceleration", "Interference Near Station Stops", and "Interference During Delay Recovery." Managing such interference avoids unnecessary brake/acceleration cycles during acceleration, immediately before station stops, and after substantial delays. Algorithms are demonstrated to avoid oscillatory brake/acceleration cycles due to interference and to smooth the trajectories of closely following trains. This is achieved by maintaining sufficient following distances to avoid unnecessary braking/accelerating. These methods generate smooth train trajectories, making for a more comfortable ride, and improve train motor reliability by avoiding unnecessary mode-changes between propulsion and braking. These algorithms can also have a favorable impact on traction power system requirements and energy consumption.

    The initial four sections treat basic information concerning atomic structure and other useful physical quantities, natural radioactivity, the properties of {alpha}, {beta}, {gamma}, x rays and neutrons, and the concepts and units of radiation dosimetry (including SI units). Section 5 deals with biological effects and the risks associated with radiation exposure. Background radiation and man-made sources are discussed next. The basic recommendations of the ICRP concerning dose limitations: justification, optimization (ALARA concepts and applications) and dose limits are covered in Section seven. Section eight is an expanded version of shielding, and the internal dosimetry discussion has been extensively revised to reflect the concepts contained in the MIRD methodology and ICRP 30. The remaining sections discuss the operational health physics approach to monitoring radiation. Individual sections include radiation detection principles, instrument operation and counting statistics, health physics instruments and personnel monitoring devices. The last five sections deal with the nature of, operation principles of, health physics aspects of, and monitoring approaches to air sampling, reactors, nuclear safety, gloveboxes and hot cells, accelerators and x ray sources.     The Segmented Rail Phased Induction Motor (SERAPHIM) is a compact, pulsed linear induction motor (LIM) offering a unique capability for very high speed train propulsion. It uses technology developed for the Sandia coilgun, an electromagnetic launcher designed to accelerate projectiles to several kilometers per second. Both aluminum cylinders and plates were accelerated to a kilometer per second (Mach 3) by passing through a sequence of coils which were energized at the appropriate time. Although this technology was developed for ultra-high velocity, it can be readily adapted to train propulsion for which, at sea level, the power required to overcome air resistance limits the operational speed to a more modest 300 mph. Here, the geometry is reversed. The coils are on the vehicle and the ``projectiles`` are fixed along the roadbed. SERAPHIM operates not by embedding flux in a conductor, but by excluding it. In this propulsion scheme, pairs of closely spaced coils on the vehicle straddle a segmented aluminum reaction rail. A high frequency current is switched on as a coil pair crosses an edge and remains off as they overtake the next segment. This induces surface currents which repel the coil. In essence, the pulsed coils push off segment edges because at the high frequency of operation, the flux has insufficient time to penetrate. In contrast to conventional LIMs, the performance actually improves with velocity, even for a minimal motor consisting of a single coil pair reacting with a single plate. This paper will present results of proof-of-principle tests, electromagnetic computer simulations, and systems analysis. It is concluded that this new linear induction motor can be implemented using existing technology and is a promising alternative propulsion method for very high speed rail transportation.

The Operator's introductory (Concepts) On-the-Job-Training (OJT) gives him or her an overview of the laboratory, teaches the basic facts about all the accelerators, and it also teaches the new operator the training process used for all the rest of their OJT training. The Concepts OJT takes about four to six months for most people to complete.     A real-time capable core turbulence tokamak transport model is developed. This model is constructed from the regularized nonlinear regression of quasilinear gyrokinetic transport code output. The regression is performed with a multilayer perceptron neural network. The transport code input for the neural network training set consists of five dimensions, and is limited to adiabatic electrons. The neural network model successfully reproduces transport fluxes predicted by the original quasilinear model, while gaining five orders of magnitude in computation time. The model is implemented in a real-time capable tokamak simulator, and simulates a 300s ITER discharge in 10s. This proof-of-principle for regression based transport models anticipates a significant widening of input space dimensionality and physics realism for future training sets. This aims to provide unprecedented computational speed coupled with first-principle based physics for real-time control and integrated modelling applications.

    An important factor in the development of any base technology is generating it in such a way that these technologies will continue to be useful through systems upgrades and implementation philosophy metamorphoses. Base technologies of traffic engineering including transportation modeling, traffic impact forecasting, traffic operation management, emergency situation routing and re-routing, and signal systems optimization should all be designed with the future in mind. Advanced Traffic Engineering topics, such as Intelligent Vehicle Highway Systems, are designed with advanced engineering concepts such as rules-based design and artificial intelligence. All aspects of development of base technologies must include Total Quality Engineering as the primary factor in order to succeed. This philosophy for development of base technologies for the County of Los Alamos is being developed leveraging the resources of the Center for Advanced Engineering Technology (CAET) at the Los Alamos National Laboratory. The mission of the CAET is to develop next-generation engineering technology that supports the Los Alamos National Laboratory`s mission and to transfer that technology to industry and academia. The CAET`s goal is to promote industrial, academic, and government interactions in diverse areas of engineering technology, such as, design, analysis, manufacturing, virtual enterprise, robotics, telepresence, rapid prototyping, and virtual environment technology. The Center is expanding, enhancing, and increasing core competencies at the Los Alamos National Laboratory. The CAET has three major thrust areas: development of base technologies, virtual environment technology applications, and educational outreach and training. Virtual environment technology immerses a user in a nonexistent or augmented environment for research or training purposes. Virtual environment technology illustrates the axiom, ``The best way to learn is by doing.``

    The purpose of this report is to develop and analyze the engineered barrier system (EBS) radionuclide transport abstraction model, consistent with Level I and Level II model validation, as identified in Technical Work Plan for: Near-Field Environment and Transport: Engineered Barrier System: Radionuclide Transport Abstraction Model Report Integration (BSC 2005 [DIRS 173617]). The EBS radionuclide transport abstraction (or EBS RT Abstraction) is the conceptual model used in the total system performance assessment (TSPA) to determine the rate of radionuclide releases from the EBS to the unsaturated zone (UZ). The EBS RT Abstraction conceptual model consists of two main components: a flow model and a transport model. Both models are developed mathematically from first principles in order to show explicitly what assumptions, simplifications, and approximations are incorporated into the models used in the TSPA. The flow model defines the pathways for water flow in the EBS and specifies how the flow rate is computed in each pathway. Input to this model includes the seepage flux into a drift. The seepage flux is potentially split by the drip shield, with some (or all) of the flux being diverted by the drip shield and some passing through breaches in the drip shield that might result from corrosion or seismic damage. The flux through drip shield breaches is potentially split by the waste package, with some (or all) of the flux being diverted by the waste package and some passing through waste package breaches that might result from corrosion or seismic damage. Neither the drip shield nor the waste package survives an igneous intrusion, so the flux splitting submodel is not used in the igneous scenario class. The flow model is validated in an independent model validation technical review. The drip shield and waste package flux splitting algorithms are developed and validated using experimental data. The transport model considers advective transport and diffusive transport from a breached waste package. Advective transport occurs when radionuclides that are dissolved or sorbed onto colloids (or both) are carried from the waste package by the portion of the seepage flux that passes through waste package breaches. Diffusive transport occurs as a result of a gradient in radionuclide concentration and may take place while advective transport is also occurring, as well as when no advective transport is occurring. Diffusive transport is addressed in detail because it is the sole means of transport when there is no flow through a waste package, which may dominate during the regulatory compliance period in the nominal and seismic scenarios. The advective transport rate, when it occurs, is generally greater than the diffusive transport rate. Colloid-facilitated advective and diffusive transport is also modeled and is presented in detail in Appendix B of this report.

    Large quantities of lead and other heavy metals are deposited in the environment of weapons ranges during training exercises. This study was conducted to determine the type, degree, and extent of heavy-metal contamination on selected handgun, rifle, and hand-grenade ranges at Grafenwoehr Training Area, Germany. Soil, vegetation, and surface-water samples were collected and analyzed using the inductively-coupled plasma atomic-emission spectroscopy (ICP-AES) method and the toxic characterization leaching procedure (TCLP). The ICP-AES results show that above-normal levels of lead and copper are in the surface soil at the handgun range, high concentrations of lead and copper are in the berm and soil surface at the rifle range, and elevated levels of cadmium and above-normal concentrations of arsenic, copper, and zinc are present in the surface soil at the hand-grenade range. The TCLP results show that surface soils can be considered hazardous waste because of lead content at the rifle range and because of cadmium concentration at the hand-grenade range. Vegetation at the handgun and rifle ranges has above-normal concentrations of lead. At the hand-grenade range, both vegetation and surface water have high levels of cadmium. A hand-held X-ray fluorescence (XRF) spectrum analyzer was used to measure lead concentrations in soils in a field test of the method. Comparison of XRF readings with ICP-AES results for lead indicate that the accuracy and precision of the hand-held XRF unit must improve before the unit can be used as more than a screening tool. Results of this study show that heavy-metal contamination at all three ranges is limited to the surface soil; heavy metals are not being leached into the soil profile or transported into adjacent areas.

A need has been identified for guidance regarding analysis, design, development, implementation, and evaluation of consistent and reliable performance-based training programs. Accreditation of training programs at Category A reactors and high-hazard and selected moderate-hazard nonreactor facilities will assure consistent, appropriate, and cost-effective training of personnel responsible for the operation, maintenance, and technical support of these facilities. Training programs that are designed and based on systematically job requirements, instead of subjective estimation of trainee needs, yield training activities that are consistent and develop or improve knowledge, skills, and abilities that can be directly related to the work setting. Because the training is job-related, the content of these programs more efficiently and effectively meets the needs of the employee. Besides a better trained work force, a greater level of operational reactor safety can be realized. This manual is intended to provide an overview of the accreditation process and a brief description of the elements necessary to construct and maintain training programs that are based on the requirements of the job. Two comparison manuals provide additional information to assist contractors in their efforts to accredit training programs.

    The Electric Power Research Institute (EPRI), through its Nondestructive Examination (NDE) Center in Charlotte, North Carolina, has identified two specific categories of NDE training to best serve the industry's need for enhanced personnel qualification programs. These categories include in-service inspection (ISI) training and technical skills training. The ISI training provides operator training in new NDE technology areas that are ready for field application. The technical skills training is developed as part of a long-range plan to support all basic NDE methods typical to the electric power industry. The need for specific training and better documentation of NDE personnel qualifications is becoming more evident. ASME Section XI requirements for the qualification and certification of visual examiners and the recognition by the US Nuclear Regulatory Commission (NRC) of the importance of the ultrasonic (UT) operator in finding intergranular stress corrosion cracking (IGSCC) are two of the major issues being addressed by the training task of the EPRI NDE Center. The overall intent of the center's training is to meet the most critical utility needs with quality training that can be used by the trainee's employer as a part of their certification of that individual. To do this, the center has organized and activated a carefully maintained documentation and records systems built around the continuing education unit (CEU).

    The purpose of this report is to develop and analyze the engineered barrier system (EBS) radionuclide transport abstraction model, consistent with Level I and Level II model validation, as identified in ''Technical Work Plan for: Near-Field Environment and Transport: Engineered Barrier System: Radionuclide Transport Abstraction Model Report Integration'' (BSC 2005 [DIRS 173617]). The EBS radionuclide transport abstraction (or EBS RT Abstraction) is the conceptual model used in the total system performance assessment for the license application (TSPA-LA) to determine the rate of radionuclide releases from the EBS to the unsaturated zone (UZ). The EBS RT Abstraction conceptual model consists of two main components: a flow model and a transport model. Both models are developed mathematically from first principles in order to show explicitly what assumptions, simplifications, and approximations are incorporated into the models used in the TSPA-LA. The flow model defines the pathways for water flow in the EBS and specifies how the flow rate is computed in each pathway. Input to this model includes the seepage flux into a drift. The seepage flux is potentially split by the drip shield, with some (or all) of the flux being diverted by the drip shield and some passing through breaches in the drip shield that might result from corrosion or seismic damage. The flux through drip shield breaches is potentially split by the waste package, with some (or all) of the flux being diverted by the waste package and some passing through waste package breaches that might result from corrosion or seismic damage. Neither the drip shield nor the waste package survives an igneous intrusion, so the flux splitting submodel is not used in the igneous scenario class. The flow model is validated in an independent model validation technical review. The drip shield and waste package flux splitting algorithms are developed and validated using experimental data. The transport model considers advective transport and diffusive transport from a breached waste package. Advective transport occurs when radionuclides that are dissolved or sorbed onto colloids (or both) are carried from the waste package by the portion of the seepage flux that passes through waste package breaches. Diffusive transport occurs as a result of a gradient in radionuclide concentration and may take place while advective transport is also occurring, as well as when no advective transport is occurring. Diffusive transport is addressed in detail because it is the sole means of transport when there is no flow through a waste package, which may dominate during the regulatory compliance period in the nominal and seismic scenarios. The advective transport rate, when it occurs, is generally greater than the diffusive transport rate. Colloid-facilitated advective and diffusive transport is also modeled and is presented in detail in Appendix B of this report.

    the 1960s, transportation industry planners have sought an energy-efficient design for a train that can glide through air at speeds up to 500 kilometers per hour. This type of train, called a magnetically levitated (maglev) train, is thought to be a viable solution to meet the nation's growing need for intercity and urban transportation networks. However, despite some promising developments, unresolved concerns with the operation and safety of maglev trains has prevented the transition from demonstration model to commercial development. Inductrack, a maglev system originally conceived by Livermore physicist Richard Post, is designed to address these issues. Post's work on Inductrack began with funding from Livermore's Laboratory Directed Research and Development Program, and in 2003, the technology was licensed to General Atomics (GA) in San Diego for train and transit system applications. This year, members of the Livermore-GA team received an R&D 100 Award for Inductrack's development. Inductrack uses permanent magnets to produce the magnetic fields that levitate the train and provides economic and operational advantages over other maglev systems. It can be adapted to both high-speed and urban-speed environments. In the event of a power failure, the train slows gradually until it comes to rest on its auxiliary wheels. The maintenance requirements for Inductrack are also lower than they are for other systems, plus it has a short turning radius and is designed for quiet operation. Previous designs for maglev systems did not offer the energy efficiency or safety protections that are in the Inductrack design. Electromagnetic systems (EMS) use powered electromagnets to levitate the train. However, these systems are based on magnetic attraction rather than repulsion and thus are inherently unstable. In EMS trains, the levitation gap--the separation between the magnet pole faces and the iron rail--is only about 10 millimeters and, during operation, must be maintained to within {+-}1 millimeter. Position sensors and electronic feedback systems are required to control the magnetic current and to compensate for the inherent instability. This requirement, plus the onboard source of emergency power required to ensure operational safety during a sudden power loss, increases the complexity of EMS trains. In contrast, in electrodynamic systems (EDS), large superconducting magnet coils mounted on the sides of the train generate high-intensity magnetic field poles. Interaction of the current between the coils and the track levitates the train. At operating speeds (above a liftoff speed of about 100 kilometers per hour), the magnetic levitation force balances the weight of the car at a stable position. EDS trains do not require the feedback control systems that EMS trains use to stabilize levitation. However, the superconducting magnetic coils must be kept at temperatures of only 5 kelvins, so costly electrically powered cryogenic equipment is required. Also, passengers, especially those with pacemakers, must be shielded from the high magnetic fields generated by the superconductors.

    The thermoelectric transport properties of superlattices have been studied using an exact solution of the Boltzmann equation. The role of heat transport along the barrier layers, of carrier tunneling through the barriers, of valley degeneracy and of the well width and energy dependences of the carrier-phonon scattering rates on the thermoelectric figure of merit are given. Calculations are given for Bi{sub 2}Te{sub 3} and for PbTe, and the results of recent experiments are discussed.

    Training engineering, a new model for computer-based training (CBT), has been devised and put into use by the Cognitive Engineering Design and Research Team (CEDAR) at Los Alamos National Laboratory. Training engineering is the application of scientific principles to the design, construction, and operation of efficient training systems. Such an approach is necessary because of the level of complexity CBT design and development has reached with the new advanced technologies. Instructional designers are under pressure to implement these new technologies more rapidly than has been required in the past, yet few models have emerged to aid designers in this process. Training engineering is such a model. It provides techniques for design and development that are derived from successful engineering techniques. This paper begins with a discussion of the engineering approach and then applies this approach to training. Examples from prototype CBT projects at Los Alamos are used throughout to illustrate the training engineering concept. 8 refs.
