    Since the 9-11 attacks, the United States has increased its focus on developing technologies designed to warn us in the event of another attack and to prevent these attacks from happening in the first place. The SensorNet research group at Oak Ridge National Laboratory's (ORNL) Computer Science and Engineering Division is participating in this effort by developing systems to give critical real-time information to federal, state, and local emergency response decision makers. SensorNet has approached this goal by putting together a system with several sensors and programs called the Southeastern Transportation Corridor Pilot project (SETCP). The SETCP utilizes interstate weigh stations not only to weigh the passing trucks but also to check for gamma and neutron radiation inside the truck without the aid of a human in close proximity. The system also collects additional data that help identify the truck (the truck's length, weight, license plate number, and photographs of the truck). The objective of this research work was to characterize and analyze the data collected from the South Carolina weigh station on I-26W and compare it with previous data analysis on the performance of the Tennessee weigh station on I-40E. The purpose was to find patterns in the trucks with radioactive alarms and, regional truck traffic, as well as to find patterns of inconsistency in the system (illogical length measurements of the truck, inaccurate readings and character recognition of the license plate). During a three-month period, radioactive alarms and traffic patterns were identified and characterized by grouping all of the data and making graphs and charts in Microsoft Excel to show the flow of traffic, the type of truck traffic, the number of alarms and other information. Inconsistence patterns were found by analyzing the data, looking for missing or illogical information, and determining how often it happens. The improvements of these inconsistencies were also analyzed after repairs were made to the system. Given the small number of radiation alarms detected, there were no clear patterns found. Further research has to be done in this area; also, the analysis period needs to be extended from three months to a year. For traffic flow patterns, it was found that the truck traffic was heaviest on Monday, Tuesday, and Wednesday. The inconsistencies found and fixed in the system were the illogical length measurements and the inaccurate reading and character recognition of the license plate. During the summer of 2007, a Florida International University (FIU) student supported this research work under the direct supervision of Mr. David Hill at ORNL's Computer Science and Engineering Division. The 10-week student internship was supported by the DOE/FIU Science and Technology Workforce Initiative, an innovative program developed by the US Department of Energy's Environmental Management (DOE-EM) and FIU's Applied Research Center (FIU-ARC) (authors)

    In 1996, Williston Basin Interstate Pipeline Company (WBI) implemented an AST pilot program to improve production from wells completed in the Eagle formation along the Cedar Creek Anticline in southeastern Montana. Extensive pre- and post-fracture Absolute Open Flow Testing was used to evaluate the benefits of stimulation. Additional, gas production doubled when compared to direct offsets completed in previous years.     Deliverability on the Interstate Natural Gas Pipeline System examines the capability of the national pipeline grid to transport natural gas to various US markets. The report quantifies the capacity levels and utilization rates of major interstate pipeline companies in 1996 and the changes since 1990, as well as changes in markets and end-use consumption patterns. It also discusses the effects of proposed capacity expansions on capacity levels. The report consists of five chapters, several appendices, and a glossary. Chapter 1 discusses some of the operational and regulatory features of the US interstate pipeline system and how they affect overall system design, system utilization, and capacity expansions. Chapter 2 looks at how the exploration, development, and production of natural gas within North America is linked to the national pipeline grid. Chapter 3 examines the capability of the interstate natural gas pipeline network to link production areas to market areas, on the basis of capacity and usage levels along 10 corridors. The chapter also examines capacity expansions that have occurred since 1990 along each corridor and the potential impact of proposed new capacity. Chapter 4 discusses the last step in the transportation chain, that is, deliverability to the ultimate end user. Flow patterns into and out of each market region are discussed, as well as the movement of natural gas between States in each region. Chapter 5 examines how shippers reserve interstate pipeline capacity in the current transportation marketplace and how pipeline companies are handling the secondary market for short-term unused capacity. Four appendices provide supporting data and additional detail on the methodology used to estimate capacity. 32 figs., 15 tabs.

    This report presents the results of a review of the EIA publication Statistics of Interstate Natural Gas Pipeline Companies, DOE/EIA-0145. This review was conducted for the Development, Collection, Processing and Maintenance Branch of the Natural Gas Division. It was intended to review the format, distribution and production costs of the annual publication. The primary focus was examining alternative approaches for reducing the volume and complexity of the data contained in the report. Statistics of Interstate Natural Gas Pipeline Companies presents a tremendous amount of financial and operating detail on interstate pipeline companies subject to the Natural Gas Act. The report consists of more than 250 pages of tabular data with considerable amounts of overlap and redundancy among tables. Along with the obvious options of keeping the report in its current form or eliminating it entirely EIA has the option of condensing and streamlining the report. Primarily this would involve eliminating the appendices with their company level data and/or consolidating some of the 28 composite tables and placing them in a more manageable form. This would also help place a focus on the report which with its numerous, redundant and overlapping tables the current version lacks. Along with the consolidation and streamlining effort EIA could make the detailed information available upon request and at a charge. However, prior to any major revision the user community should be polled to determine how the report is currently used. (DMC)

    A two thousand linear foot, undermined section of Interstate 70 in Guernsey County, Ohio experienced settlements due to pothole type subsidence events within the travel lanes, shoulders and adjacent right-of-way areas. Potholes measured approximately ten feet in depth and width. The subsidence occurred after the dewatering of the abandoned deep mine during auger mining operations west of the site. A two-phase emergency investigation was undertaken by the Ohio Department of Transportation (ODOT) and Gannett Fleming Cord dry and Carpenter (GF). The purpose of the investigation was to assess the immediate danger of potholes occurring in the traveled lanes and paved shoulders, to identify the subsidence mechanisms, and to design a remediation program. Phase one investigations involved the review of existing subsurface data, the advancement of shallow borings and the performance of multiple geophysical surveys including ground penetrating radar, seismic refraction and electromagnetic terrain conductivity. The Phase one investigations did not reveal the presence of subsidence voids. Phase two investigations included borings to the mine level and videotaping of mine conditions. The mine was found to be completely flooded. Based upon the collected data, two mechanisms of failure, localized roof fall and piping of overburden soils into the mine void, were identified. Two remedial alternatives, (1) the filling of the mine void, and (2) the reinforcement of the highway using geotextiles, were evaluated, Filling of the mined interval and grouting of overburden bedrock fractures and voids, within a limited area, were selected. Construction plans, specifications and cost estimates were prepared for bidding and award. During the bidding process, a catastrophic, pothole type failure of the I-70 travel lanes occurred. The interstate was closed and the planned remediation activities were performed as an emergency project. The mine interval was grouted and portions of the highway pavement were replaced. The highway was reopened within 180 calendar days of the failure.

    The use of hydrogen in the energy sector of the United States is projected to increase significantly in the future. Current uses are predominantly in the petroleum refining sector, with hydrogen also being used in the manufacture of chemicals and other specialized products. Growth in hydrogen consumption is likely to appear in the refining sector, where greater quantities of hydrogen will be required as the quality of the raw crude decreases, and in the mining and processing of tar sands and other energy resources that are not currently used at a significant level. Furthermore, the use of hydrogen as a transportation fuel has been proposed both by automobile manufacturers and the federal government. Assuming that the use of hydrogen will significantly increase in the future, there would be a corresponding need to transport this material. A variety of production technologies are available for making hydrogen, and there are equally varied raw materials. Potential raw materials include natural gas, coal, nuclear fuel, and renewables such as solar, wind, or wave energy. As these raw materials are not uniformly distributed throughout the United States, it would be necessary to transport either the raw materials or the hydrogen long distances to the appropriate markets. While hydrogen may be transported in a number of possible forms, pipelines currently appear to be the most economical means of moving it in large quantities over great distances. One means of controlling hydrogen pipeline costs is to use common rights-of-way (ROWs) whenever feasible. For that reason, information on hydrogen pipelines is the focus of this document. Many of the features of hydrogen pipelines are similar to those of natural gas pipelines. Furthermore, as hydrogen pipeline networks expand, many of the same construction and operating features of natural gas networks would be replicated. As a result, the description of hydrogen pipelines will be very similar to that of natural gas pipelines. The following discussion will focus on the similarities and differences between the two pipeline networks. Hydrogen production is currently concentrated in refining centers along the Gulf Coast and in the Farm Belt. These locations have ready access to natural gas, which is used in the steam methane reduction process to make bulk hydrogen in this country. Production centers could possibly change to lie along coastlines, rivers, lakes, or rail lines, should nuclear power or coal become a significant energy source for hydrogen production processes. Should electrolysis become a dominant process for hydrogen production, water availability would be an additional factor in the location of production facilities. Once produced, hydrogen must be transported to markets. A key obstacle to making hydrogen fuel widely available is the scale of expansion needed to serve additional markets. Developing a hydrogen transmission and distribution infrastructure would be one of the challenges to be faced if the United States is to move toward a hydrogen economy. Initial uses of hydrogen are likely to involve a variety of transmission and distribution methods. Smaller users would probably use truck transport, with the hydrogen being in either the liquid or gaseous form. Larger users, however, would likely consider using pipelines. This option would require specially constructed pipelines and the associated infrastructure. Pipeline transmission of hydrogen dates back to late 1930s. These pipelines have generally operated at less than 1,000 pounds per square inch (psi), with a good safety record. Estimates of the existing hydrogen transmission system in the United States range from about 450 to 800 miles. Estimates for Europe range from about 700 to 1,100 miles (Mohipour et al. 2004; Amos 1998). These seemingly large ranges result from using differing criteria in determining pipeline distances.     Clean Air Interstate Rule (CAIR) is a cap-and-trade program promulgated by the Environmental Protection Agency in 2005, covering 28 eastern U.S. states and the District of Columbia. It was designed to reduce sulfur dioxide (SO2) and nitrogen oxide (NOx) emissions in order to help states meet their National Ambient Air Quality Standards (NAAQS) for ozone and particulate matter (PM2.5) and to further emissions reductions already achieved through the Acid Rain Program and the NOx State Implementation Plan call program. The rule was set to commence in 2009 for seasonal and annual NOx emissions and in 2010 for SO2 emissions.

    The U.S. liquid petroleum pipeline industry is large, diverse, and vital to the nation's economy. Comprised of approximately 200,000 miles of pipe in all fifty states, liquid petroleum pipelines carried more than 40 million barrels per day, or 4 trillion barrel-miles, of crude oil and refined products during 2001. That represents about 17% of all freight transported in the United States, yet the cost of doing so amounted to only 2% of the nation's freight bill. Approximately 66% of domestic petroleum transport (by ton-mile) occurs by pipeline, with marine movements accounting for 28% and rail and truck transport making up the balance. In 2004, the movement of crude petroleum by domestic federally regulated pipelines amounted to 599.6 billion tonmiles, while that of petroleum products amounted to 315.9 billion ton-miles (AOPL 2006). As an illustration of the low cost of pipeline transportation, the cost to move a barrel of gasoline from Houston, Texas, to New York Harbor is only 3 cents per gallon, which is a small fraction of the cost of gasoline to consumers. Pipelines may be small or large, up to 48 inches in diameter. Nearly all of the mainline pipe is buried, but other pipeline components such as pump stations are above ground. Some lines are as short as a mile, while others may extend 1,000 miles or more. Some are very simple, connecting a single source to a single destination, while others are very complex, having many sources, destinations, and interconnections. Many pipelines cross one or more state boundaries (interstate), while some are located within a single state (intrastate), and still others operate on the Outer Continental Shelf and may or may not extend into one or more states. U.S. pipelines are located in coastal plains, deserts, Arctic tundra, mountains, and more than a mile beneath the water's surface of the Gulf of Mexico (Rabinow 2004; AOPL 2006). The network of crude oil pipelines in the United States is extensive. There are approximately 55,000 miles of crude oil trunk lines (usually 8 to 24 inches in diameter) in the United States that connect regional markets. The United States also has an estimated 30,000 to 40,000 miles of small gathering lines (usually 2 to 6 inches in diameter) located primarily in Texas, Oklahoma, Louisiana, and Wyoming, with small systems in a number of other oil producing states. These small lines gather the oil from many wells, both onshore and offshore, and connect to larger trunk lines measuring 8 to 24 inches in diameter. There are approximately 95,000 miles of refined products pipelines nationwide. Refined products pipelines are found in almost every state in the United States, with the exception of some New England states. These refined product pipelines vary in size from relatively small, 8- to 12-inch-diameter lines, to up to 42 inches in diameter. The overview of pipeline design, installation, and operation provided in the following sections is only a cursory treatment. Readers interested in more detailed discussions are invited to consult the myriad engineering publications available that provide such details. The two primary publications on which the following discussions are based are: Oil and Gas Pipeline Fundamentals (Kennedy 1993) and the Pipeline Rules of Thumb Handbook (McAllister 2002). Both are recommended references for additional reading for those requiring additional details. Websites maintained by various pipeline operators also can provide much useful information, as well as links to other sources of information. In particular, the website maintained by the U.S. Department of Energy's Energy Information Administration (EIA) (http://www.eia.doe.gov) is recommended. An excellent bibliography on pipeline standards and practices, including special considerations for pipelines in Arctic climates, has been published jointly by librarians for the Alyeska Pipeline Service Company (operators of the Trans-Alaska Pipeline System [TAPS]) and the Geophysical Institute/International Arctic Research Center, both located in Fairbanks (Barboza and Trebelhorn 2001)

    In the past two years, public and private efforts to promote development and deployment of innovative environmental technologies have shifted from the analysis of barriers to the implementation of a variety of initiatives aimed at surmounting those barriers. Particular attention has been directed at (1) streamlining fragmented technology acceptance processes within and among the states, and (2) alleviating disincentives, created by inadequate or unverified technology cost and performance data, for users and regulators to choose innovative technologies. Market fragmentation currently imposes significant cost burdens on technology developers and inhibits the investment of private capital in environmental technology companies. Among the responses to these problems are state and federal technology certification/validation programs, efforts to standardize cost/performance data reporting, and initiatives aimed at promoting interstate cooperation in technology testing and evaluation. This paper reviews the current status of these initiatives, identifies critical challenges to their success, and recommends strategies for addressing those challenges.

    On December 23, 2008, the D.C. Circuit Court remanded but did not vacate the Clean Air Interstate Rule (CAIR), overriding its previous decision on February 8, 2008, to remand and vacate CAIR. The December decision, which is reflected in Annual Energy Outlook 2010 (AEO) , allows CAIR to remain in effect, providing time for the Environmental Protection Agency to modify the rule in order to address objections raised by the Court in its earlier decision. A similar rule, referred to as the Clean Air Mercury Rule (CAMR), which was to set up a cap-and-trade system for reducing mercury emissions by approximately 70%, is not represented in the AEO2010 projections, because it was vacated by the D.C.     This monograph considers a few topics in the theory of primitive roots g(p) modulo a prime p>=2. A few estimates of the least primitive roots g(p) and the least prime primitive roots g^*(p) modulo p, a large prime, are determined. One of the estimate here seems to sharpen the Burgess estimate g(p) 0, to the smaller estimate g(p) 2. The expected order of magnitude is g(p) 1 constant. The corresponding estimates for least prime primitive roots g^*(p) are slightly higher. Anotrher topic deals with an effective lower bound #{p > x/log x for the number of primes p 1. The current results in the literature claim the lower bound #{p > x/(log x)^2, and have restrictions on the minimal number of fixed integers to three or more.

    We consider two questions in string ``phenomenology.'' First, are there any generic string predictions? Second, are there any general lessons which string theory suggests for thinking about low energy models, particularly in the framework of supersymmetry? Among the topics we consider are the squark and slepton spectrum, flavor symmetries, discrete symmetries including $CP$, and Peccei-Quinn symmetries. We also note that in some cases, discrete symmetries can be used to constrain the form of supersymmetry breaking.

    Heavy ion beam transport through the containment chamber plays a crucial role in all heavy ion fusion (HIF) scenarios. Here, several parameters are used to characterize the operating space for HIF beams; transport modes are assessed in relation to evolving target/accelerator requirements; results of recent relevant experiments and simulations of HIF transport are summarized; and relevant instabilities are reviewed. All transport options still exist, including (1) vacuum ballistic transport, (2) neutralized ballistic transport, and (3) channel-like transport. Presently, the European HIF program favors vacuum ballistic transport, while the US HIF program favors neutralized ballistic transport with channel-like transport as an alternate approach. Further transport research is needed to clearly guide selection of the most attractive, integrated HIF system.

    This document is the fourth Transportation Statistics Annual Report (TSAR) prepared by the Bureau of Transportation Statistics (BTS) for the President and Congress. As in previous years, it reports on the state of U.S. transportation system at two levels. First, in Part I, it provides a statistical and interpretive survey of the system—its physical characteristics, its economic attributes, aspects of its use and performance, and the scale and severity of unintended consequences of transportation, such as fatalities and injuries, oil import dependency, and environment impacts. Part I also explores the state of transportation statistics, and new needs of the rapidly changing world of transportation. Second, Part II of the report, as in prior years, explores in detail the performance of the U.S. transportation system from the perspective of desired social outcomes or strategic goals. This year, the performance aspect of transportation chosen for thematic treatment is “Mobility and Access,” which complements past TSAR theme sections on “The Economic Performance of Transportation” (1995) and “Transportation and the Environment” (1996). Mobility and access are at the heart of the transportation system’s performance from the user’s perspective. In what ways and to what extent does the geographic freedom provided by transportation enhance personal fulfillment of the nation’s residents and contribute to economic advancement of people and businesses? This broad question underlies many of the topics examined in Part II: What is the current level of personal mobility in the United States, and how does it vary by sex, age, income level, urban or rural location, and over time? What factors explain variations? Has transportation helped improve people’s access to work, shopping, recreational facilities, and medical services, and in what ways and in what locations? How have barriers, such as age, disabilities, or lack of an automobile, affected these accessibility patterns? How are commodity flows and transportation services responding to global competition, deregulation, economic restructuring, and new information technologies? How do U.S. patterns of personal mobility and freight movement compare with other advanced industrialized countries, formerly centrally planned economies, and major newly industrializing countries? Finally, how is the rapid adoption of new information technologies influencing the patterns of transportation demand and the supply of new transportation services? Indeed, how are information technologies affecting the nature and organization of transportation services used by individuals and firms?

    The Institute for Computer Applications in Science and Engineering (ICASE) and NASA Langley Research Center (LaRC) hosted a workshop on October 2--4, 1989 to discuss some combustion problems of technological interest to LaRC and to foster interaction with the academic community in these research areas. The topics chosen for this purpose were flame structure, flame holding/extinction, chemical kinetics, turbulence-kinetics interaction, transition to detonation, and reacting free shear layers. This document contains the papers and edited versions of general discussions on these topics. The lead paper set the stage for the meeting by discussing the status and issues of supersonic combustion relevant to the scramjet engine. Experts were then called upon to review the current knowledge in the aforementioned areas, to focus on how this knowledge can be extended and applied to high-speed combustion, and to suggest future directions of research in these areas.

    The Transportation Energy Data Book: Edition 16 is a statistical compendium prepared and published by Oak Ridge National Laboratory (ORNL) under contract with the Office of Transportation Technologies in the Department of Energy (DOE). Designed for use as a desk-top reference, the data book represents an assembly and display of statistics and information that characterize transportation activity, and presents data on other factors that influence transportation energy use. The purpose of this document is to present relevant statistical data in the form of tables and graphs. Each of the major transportation modes is treated in separate chapters or sections. Chapter 1 compares U.S. transportation data with data from other countries. Aggregate energy use and energy supply data for all modes are presented in Chapter 2. The highway mode, which accounts for over three-fourths of total transportation energy consumption, is dealt with in Chapter 3. Topics in this chapter include automobiles, trucks, buses, fleet vehicles, federal standards, fuel economies, and high- occupancy vehicle lane data. Household travel behavior characteristics are displayed in Chapter 4. Chapter 5 contains information on alternative fuels and alternative fuel vehicles. Chapter 6 covers the major nonhighway modes: air, water, and rail. The last chapter, Chapter 7, presents data on environmental issues relating to transportation.

    Most topic modeling algorithms that address the evolution of documents over time use the same number of topics at all times. This obscures the common occurrence in the data where new subjects arise and old ones diminish or disappear entirely. We propose an algorithm to model the birth and death of topics within an LDA-like framework. The user selects an initial number of topics, after which new topics are created and retired without further supervision. Our approach also accommodates many of the acceleration and parallelization schemes developed in recent years for standard LDA. In recent years, topic modeling algorithms such as latent semantic analysis (LSA)[17], latent Dirichlet allocation (LDA)[10] and their descendants have offered a powerful way to explore and interrogate corpora far too large for any human to grasp without assistance. Using such algorithms we are able to search for similar documents, model and track the volume of topics over time, search for correlated topics or model them with a hierarchy. Most of these algorithms are intended for use with static corpora where the number of documents and the size of the vocabulary are known in advance. Moreover, almost all current topic modeling algorithms fix the number of topics as one of the input parameters and keep it fixed across the entire corpus. While this is appropriate for static corpora, it becomes a serious handicap when analyzing time-varying data sets where topics come and go as a matter of course. This is doubly true for online algorithms that may not have the option of revising earlier results in light of new data. To be sure, these algorithms will account for changing data one way or another, but without the ability to adapt to structural changes such as entirely new topics they may do so in counterintuitive ways.

    The focus of the research performed under this grant has been the investigation of spin transport in magnetic semiconductor heterostructures. The interest in these systems is motivated both by their intriguing physical properties, as the physical embodiment of a spin-polarized Fermi liquid, as well as by their potential applications as spintronics devices. In our work we have analyzed several different problems that affect the spin dynamics in single and bi-layer spin-polarized two-dimensional (2D) systems. The topics of interests ranged from the fundamental aspects of the electron-electron interactions, to collective spin and charge density excitations and spin transport in the presence of the spin-orbit coupling. The common denominator of these subjects is the impact at the macroscopic scale of the spin-dependent electron-electron interaction, which plays a much more subtle role than in unpolarized electron systems. Our calculations of several measurable parameters, such as the excitation frequencies of magneto-plasma modes, the spin mass, and the spin transresistivity, propose realistic theoretical estimates of the opposite-spin many-body effects, in particular opposite-spin correlations, that can be directly connected with experimental measurements.

    This report provides information on transportation fuels other than gasoline and diesel, and the vehicles that use these fuels. The Energy Information Administration (EIA) provides this information to support the U.S. Department of Energy`s reporting obligations under Section 503 of the Energy Policy Act of 1992 (EPACT). The principal information contained in this report includes historical and year-ahead estimates of the following: (1) the number and type of alterative-fueled vehicles (AFV`s) in use; (2) the consumption of alternative transportation fuels and {open_quotes}replacement fuels{close_quotes}; and (3) the number and type of alterative-fueled vehicles made available in the current and following years. In addition, the report contains some material on special topics. The appendices include a discussion of the methodology used to develop the estimates (Appendix A), a map defining geographic regions used, and a list of AFV suppliers.

    The “1999 National Transportation Program - Transportation Baseline Report” presents data that form a baseline to enable analysis and planning for future Department of Energy (DOE) Environmental Management (EM) waste/material transportation. The companion “1999 Transportation ‘Barriers’ Analysis” analyzes the data and identifies existing and potential problems that may prevent or delay transportation activities based on the data presented. The “1999 Transportation Baseline Schedule” (this report) uses the same data to provide an overview of the transportation activities of DOE EM waste/materials. This report can be used to identify areas where stakeholder interface is needed, and to communicate to stakeholders the quantity/schedule of shipments going through their area. Potential bottlenecks in the transportation system can be identified; the number of packages needed, and the capacity needed at receiving facilities can be planned. This report offers a visualization of baseline DOE EM transportation activities for the 11 major sites and the “Geologic Repository Disposal” site (GRD).

    A general discussion of the physics of contributon transport is presented. To facilitate this discussion, a Boltzmann-like transport equation for contributons is obtained, and special contributon cross sections are defined. However, the main goal of this study is to identify contributon transport equations and investigate possible deterministic solution techniques.     We introduce multiple topic tracking (MTT) for iScore to better recommend news articles for users with multiple interests and to address changes in user interests over time. As an extension of the basic Rocchio algorithm, traditional topic detection and tracking, and single-pass clustering, MTT maintains multiple interest profiles to identify interesting articles for a specific user given user-feedback. Focusing on only interesting topics enables iScore to discard useless profiles to address changes in user interests and to achieve a balance between resource consumption and classification accuracy. Also by relating a topic's interestingness to an article's interestingness, iScore is able to achieve higher quality results than traditional methods such as the Rocchio algorithm. We identify several operating parameters that work well for MTT. Using the same parameters, we show that MTT alone yields high quality results for recommending interesting articles from several corpora. The inclusion of MTT improves iScore's performance by 9% to 14% in recommending news articles from the Yahoo! News RSS feeds and the TREC11 adaptive filter article collection. And through a small user study, we show that iScore can still perform well when only provided with little user feedback.

    The purpose of this report is to develop and analyze the engineered barrier system (EBS) radionuclide transport abstraction model, consistent with Level I and Level II model validation, as identified in Technical Work Plan for: Near-Field Environment and Transport: Engineered Barrier System: Radionuclide Transport Abstraction Model Report Integration (BSC 2005 [DIRS 173617]). The EBS radionuclide transport abstraction (or EBS RT Abstraction) is the conceptual model used in the total system performance assessment (TSPA) to determine the rate of radionuclide releases from the EBS to the unsaturated zone (UZ). The EBS RT Abstraction conceptual model consists of two main components: a flow model and a transport model. Both models are developed mathematically from first principles in order to show explicitly what assumptions, simplifications, and approximations are incorporated into the models used in the TSPA. The flow model defines the pathways for water flow in the EBS and specifies how the flow rate is computed in each pathway. Input to this model includes the seepage flux into a drift. The seepage flux is potentially split by the drip shield, with some (or all) of the flux being diverted by the drip shield and some passing through breaches in the drip shield that might result from corrosion or seismic damage. The flux through drip shield breaches is potentially split by the waste package, with some (or all) of the flux being diverted by the waste package and some passing through waste package breaches that might result from corrosion or seismic damage. Neither the drip shield nor the waste package survives an igneous intrusion, so the flux splitting submodel is not used in the igneous scenario class. The flow model is validated in an independent model validation technical review. The drip shield and waste package flux splitting algorithms are developed and validated using experimental data. The transport model considers advective transport and diffusive transport from a breached waste package. Advective transport occurs when radionuclides that are dissolved or sorbed onto colloids (or both) are carried from the waste package by the portion of the seepage flux that passes through waste package breaches. Diffusive transport occurs as a result of a gradient in radionuclide concentration and may take place while advective transport is also occurring, as well as when no advective transport is occurring. Diffusive transport is addressed in detail because it is the sole means of transport when there is no flow through a waste package, which may dominate during the regulatory compliance period in the nominal and seismic scenarios. The advective transport rate, when it occurs, is generally greater than the diffusive transport rate. Colloid-facilitated advective and diffusive transport is also modeled and is presented in detail in Appendix B of this report.

    We introduce multiple topic tracking (MTT) for iScore to better recommend news articles for users with multiple interests and to address changes in user interests over time. As an extension of the basic Rocchio algorithm, traditional topic detection and tracking, and single-pass clustering, MTT maintains multiple interest profiles to identify interesting articles for a specific user given user-feedback. Focusing on only interesting topics enables iScore to discard useless profiles to address changes in user interests and to achieve a balance between resource consumption and classification accuracy. iScore is able to achieve higher quality results than traditional methods such as the Rocchio algorithm. We identify several operating parameters that work well for MTT. Using the same parameters, we show that MTT alone yields high quality results for recommending interesting articles from several corpora. The inclusion of MTT improves iScore's performance by 25% in recommending news articles from the Yahoo! News RSS feeds and the TREC11 adaptive filter article collection. And through a small user study, we show that iScore can still perform well when only provided with little user feedback.

    As a primary stakeholder in the Yucca Mountain program, the state of Nevada has spent three decades examining and considering national policy regarding spent nuclear fuel and high-level radioactive waste transportation. During this time, Nevada has identified 10 issues it believes are critical to ensuring the safety and security of any spent nuclear fuel transportation program, and achieving public acceptance. These recommendations are: 1) Ship the oldest fuel first; 2) Ship mostly by rail; 3) Use dual-purpose (transportable storage) casks; 4) Use dedicated trains for rail shipments; 5) Implement a full-scale cask testing program; 6) Utilize a National Environmental Policy Act (NEPA) process for the selection of a new rail spur to the proposed repository site; 7) Implement the Western Interstate Energy Board (WIEB) 'straw man' process for route selection; 8) Implement Section 180C assistance to affected States, Tribes and localities through rulemaking; 9) Adopt safety and security regulatory enhancements proposed states; and 10) Address stakeholder concerns about terrorism and sabotage. This paper describes Nevada's proposals in detail and examines their current status. The paper describes the various forums and methods by which Nevada has presented its arguments and sought to influence national policy. As of 2012, most of Nevada's recommendations have been adopted in one form or another, although not yet implemented. If implemented in a future nuclear waste program, the State of Nevada believes these recommendations would form the basis for a successful national transportation plan for shipments to a geologic repository and/or centralized interim storage facility.     An important factor in the development of any base technology is generating it in such a way that these technologies will continue to be useful through systems upgrades and implementation philosophy metamorphoses. Base technologies of traffic engineering including transportation modeling, traffic impact forecasting, traffic operation management, emergency situation routing and re-routing, and signal systems optimization should all be designed with the future in mind. Advanced Traffic Engineering topics, such as Intelligent Vehicle Highway Systems, are designed with advanced engineering concepts such as rules-based design and artificial intelligence. All aspects of development of base technologies must include Total Quality Engineering as the primary factor in order to succeed. This philosophy for development of base technologies for the County of Los Alamos is being developed leveraging the resources of the Center for Advanced Engineering Technology (CAET) at the Los Alamos National Laboratory. The mission of the CAET is to develop next-generation engineering technology that supports the Los Alamos National Laboratory`s mission and to transfer that technology to industry and academia. The CAET`s goal is to promote industrial, academic, and government interactions in diverse areas of engineering technology, such as, design, analysis, manufacturing, virtual enterprise, robotics, telepresence, rapid prototyping, and virtual environment technology. The Center is expanding, enhancing, and increasing core competencies at the Los Alamos National Laboratory. The CAET has three major thrust areas: development of base technologies, virtual environment technology applications, and educational outreach and training. Virtual environment technology immerses a user in a nonexistent or augmented environment for research or training purposes.     The purpose of this report is to develop and analyze the engineered barrier system (EBS) radionuclide transport abstraction model, consistent with Level I and Level II model validation, as identified in ''Technical Work Plan for: Near-Field Environment and Transport: Engineered Barrier System: Radionuclide Transport Abstraction Model Report Integration'' (BSC 2005 [DIRS 173617]). The EBS radionuclide transport abstraction (or EBS RT Abstraction) is the conceptual model used in the total system performance assessment for the license application (TSPA-LA) to determine the rate of radionuclide releases from the EBS to the unsaturated zone (UZ). The EBS RT Abstraction conceptual model consists of two main components: a flow model and a transport model. Both models are developed mathematically from first principles in order to show explicitly what assumptions, simplifications, and approximations are incorporated into the models used in the TSPA-LA. The flow model defines the pathways for water flow in the EBS and specifies how the flow rate is computed in each pathway. Input to this model includes the seepage flux into a drift. The seepage flux is potentially split by the drip shield, with some (or all) of the flux being diverted by the drip shield and some passing through breaches in the drip shield that might result from corrosion or seismic damage. The flux through drip shield breaches is potentially split by the waste package, with some (or all) of the flux being diverted by the waste package and some passing through waste package breaches that might result from corrosion or seismic damage. Neither the drip shield nor the waste package survives an igneous intrusion, so the flux splitting submodel is not used in the igneous scenario class. The flow model is validated in an independent model validation technical review. The drip shield and waste package flux splitting algorithms are developed and validated using experimental data. The transport model considers advective transport and diffusive transport from a breached waste package. Advective transport occurs when radionuclides that are dissolved or sorbed onto colloids (or both) are carried from the waste package by the portion of the seepage flux that passes through waste package breaches. Diffusive transport occurs as a result of a gradient in radionuclide concentration and may take place while advective transport is also occurring, as well as when no advective transport is occurring. Diffusive transport is addressed in detail because it is the sole means of transport when there is no flow through a waste package, which may dominate during the regulatory compliance period in the nominal and seismic scenarios. The advective transport rate, when it occurs, is generally greater than the diffusive transport rate. Colloid-facilitated advective and diffusive transport is also modeled and is presented in detail in Appendix B of this report.

    Characterization of the cross-field energy transport in magnetic confinement experiments in a manner applicable to the accurate assessment of future machine performance continues to be a challenging goal. Experimental results from the DIII-D tokamak in the areas of dimensionless scaling and non-diffusive transport represent progress toward this goal. Dimensionless scaling shows how beneficial the increase in machine size and magnetic field is for future devices. The experiments on DIII-D are the first to determine separately the electron and ion scaling with normalized gyroradius {rho}{sub *}; the electrons scale as expected from gyro-Bohm class theories, while the ions scale consistent with the Goldston empirical scaling. This result predicts an increase in transport relative to Bohm diffusion as {rho}{sub *} decreases in future devices. The existence of distinct {rho}{sub *} scalings for ions and electrons cautions against a physical interpretation of one-fluid or global analysis. The second class of experiments reported here are the first to demonstrate the existence of non-diffusive energy transport. Electron cyclotron heating was applied at the half radius; the electron temperature profile remains substantially peaked. Power balance analysis indicates that heat must flow in the direction of increasing temperature, which is inconsistent with purely diffusive transport. The dynamics of electron temperature perturbations indicate the presence in the heat flux of a term dependent on temperature rather than its gradient. These two observations strongly constrain the types of models which can be applied to cross-field heat transport.

    This scientific analysis provides retardation factors for colloids transporting in the saturated zone (SZ) and the unsaturated zone (UZ). These retardation factors represent the reversible chemical and physical filtration of colloids in the SZ. The value of the colloid retardation factor, R{sub col} is dependent on several factors, such as colloid size, colloid type, and geochemical conditions (e.g., pH, Eh, and ionic strength). These factors are folded into the distributions of R{sub col} that have been developed from field and experimental data collected under varying geochemical conditions with different colloid types and sizes. Attachment rate constants, k{sub att}, and detachment rate constants, k{sub det}, of colloids to the fracture surface have been measured for the fractured volcanics, and separate R{sub col} uncertainty distributions have been developed for attachment and detachment to clastic material and mineral grains in the alluvium. Radionuclides such as plutonium and americium sorb mostly (90 to 99 percent) irreversibly to colloids (BSC 2004 [DIRS 170025], Section 6.3.3.2). The colloid retardation factors developed in this analysis are needed to simulate the transport of radionuclides that are irreversibly sorbed onto colloids; this transport is discussed in the model report ''Site-Scale Saturated Zone Transport'' (BSC 2004 [DIRS 170036]). Although it is not exclusive to any particular radionuclide release scenario, this scientific analysis especially addresses those scenarios pertaining to evidence from waste-degradation experiments, which indicate that plutonium and americium may be irreversibly attached to colloids for the time scales of interest. A section of this report will also discuss the validity of using microspheres as analogs to colloids in some of the lab and field experiments used to obtain the colloid retardation factors. In addition, a small fraction of colloids travels with the groundwater without any significant retardation. Radionuclides irreversibly sorbed onto this fraction of colloids also transport without retardation. The transport times for these radionuclides will be the same as those for nonsorbing radionuclides. The fraction of nonretarding colloids developed in this analysis report is used in the abstraction of SZ and UZ transport models in support of the total system performance assessment (TSPA) for the license application (LA). This analysis report uses input from two Yucca Mountain Project (YMP) analysis reports. This analysis uses the assumption from ''Waste Form and In-Drift Colloids-Associated Radionuclide Concentrations: Abstraction and Summary'' that plutonium and americium are irreversibly sorbed to colloids generated by the waste degradation processes (BSC 2004 [DIRS 170025]). In addition, interpretations from RELAP analyses from ''Saturated Zone In-Situ Testing'' (BSC 2004 [DIRS 170010]) are used to develop the retardation factor distributions in this analysis.

    The moisture content and temperature of hydrogen and oxygen gases is regulated throughout traverse of the gases in a fuel cell incorporating a solid polymer membrane. At least one of the gases traverses a first flow field adjacent the solid polymer membrane, where chemical reactions occur to generate an electrical current. A second flow field is located sequential with the first flow field and incorporates a membrane for effective water transport. A control fluid is then circulated adjacent the second membrane on the face opposite the fuel cell gas wherein moisture is either transported from the control fluid to humidify a fuel gas, e.g., hydrogen, or to the control fluid to prevent excess water buildup in the oxidizer gas, e.g., oxygen. Evaporation of water into the control gas and the control gas temperature act to control the fuel cell gas temperatures throughout the traverse of the fuel cell by the gases.

The possible tuples of parallel transports in a web form a Lie subgroup of the corresponding power of the structure group. This Lie subgroup is explicitly calculated and turns out to be independent of the chosen local trivializations. Moreover, explicit necessary and sufficient criteria for the holonomical independence of webs are derived. The results above can even be sharpened: Given an arbitrary neighbourhood of the base points of a web, then this neighbourhood contains some segments of the web whose parameter intervals coincide, but do not include 0 (that corresponds to the base points of the web), and whose parallel transports already form the same Lie subgroup as those of the full web do.

    Infrastructure surety can make a valuable contribution to the transportation engineering industry. The lessons learned at Sandia National Laboratories in developing surety principles and technologies for the nuclear weapons complex and the nuclear power industry hold direct applications to the safety, security, and reliability of the critical infrastructure. This presentation introduces the concepts of infrastructure surety, including identification of the normal, abnormal, and malevolent threats to the transportation infrastructure. National problems are identified and examples of failures and successes in response to environmental loads and other structural and systemic vulnerabilities are presented. The infrastructure surety principles developed at Sandia National Laboratories are described. Currently available technologies including (a) three-dimensional computer-assisted drawing packages interactively combined with virtual reality systems, (b) the complex calculational and computational modeling and code-coupling capabilities associated with the new generation of supercomputers, and (c) risk-management methodologies with application to solving the national problems associated with threats to the critical transportation infrastructure are discussed.

  18. Multiscale thermal transport.

    A concurrent computational and experimental investigation of thermal transport is performed with the goal of improving understanding of, and predictive capability for, thermal transport in microdevices. The computational component involves Monte Carlo simulation of phonon transport. In these simulations, all acoustic modes are included and their properties are drawn from a realistic dispersion relation. Phonon-phonon and phonon-boundary scattering events are treated independently. A new set of phonon-phonon scattering coefficients are proposed that reflect the elimination of assumptions present in earlier analytical work from the simulation. The experimental component involves steady-state measurement of thermal conductivity on silicon films as thin as 340nm at a range of temperatures. Agreement between the experiment and simulation on single-crystal silicon thin films is excellent, Agreement for polycrystalline films is promising, but significant work remains to be done before predictions can be made confidently. Knowledge gained from these efforts was used to construct improved semiclassical models with the goal of representing microscale effects in existing macroscale codes in a computationally efficient manner.

    A Draft Technical Information Document (HNF-1855) is being prepared to evaluate proposed interim tritium and medical isotope production at the Fast Flux Test Facility (FFTF). This assessment examines the potential health and safety impacts of transportation operations associated with the production of medical isotopes. Incident-free and accidental impacts are assessed using bounding source terms for the shipment of nonradiological target materials to the Hanford Site, the shipment of irradiated targets from the FFTF to the 325 Building, and the shipment of medical isotope products from the 325 Building to medical distributors. The health and safety consequences to workers and the public from the incident-free transportation of targets and isotope products would be within acceptable levels. For transportation accidents, risks to works and the public also would be within acceptable levels. This assessment is based on best information available at this time. As the medical isotope program matures, this analysis will be revised, if necessary, to support development of a final revision to the Technical Information Document.
