  2. Transportation system benefits of early deployment of a 75-ton multipurpose canister system

    In 1993 the US Civilian Radioactive Waste Management System (CRWMS) began developing two multipurpose canister (MPC) systems to provide a standardized method for interim storage and transportation of spent nuclear fuel (SNF) at commercial nuclear power plants. One is a 75-ton concept with an estimated payload of about 6 metric tons (t) of SNF, and the other is a 125-ton concept with an estimated payload of nearly 11 t of SNF. These payloads are two to three times the payloads of the largest currently certified US rail transport casks, the IF-300. Although is it recognized that a fully developed 125-ton MPC system is likely to provide a greater cost benefit, and radiation exposure benefit than the lower-capacity 75-ton MPC, the authors of this paper suggest that development and deployment of the 75-ton MPC prior to developing and deploying a 125-ton MPC is a desirable strategy. Reasons that support this are discussed in this paper.

    The Pacific Northwest National Laboratory (PNNL) was tasked by Washington River Protection Solutions, LLC (WRPS) to provide information and lessons learned relating to the design, development and deployment of remote systems, particularly remote arm/manipulator systems. This report reflects PNNL’s experience with remote systems and lays out the most important activities that need to be completed to successfully design, build, deploy and operate remote systems in radioactive and chemically contaminated environments. It also contains lessons learned from PNNL’s work experiences, and the work of others in the national laboratory complex.

    This paper describes the conception, design, fabrication and deployment of a modular, transportable, connectable Category 2 nuclear system deployed at the Savannah River site to be used for characterizing and repackaging Transuranic Waste destined for the Waste Isolation Pilot Plant (WIPP). A standardized Nuclear Category 2 and Performance Category 2 envelope called a 'Nuclear Transportainer' was conceived and designed that provides a safety envelope for nuclear operations. The Nuclear Transportainer can be outfitted with equipment that performs functions necessary to meet mission objectives, in this case repackaging waste for shipment to WIPP. Once outfitted with process and ventilation systems the Nuclear Transportainer is a Modular Unit (MU). Each MU is connectable to other MUS - nuclear or non-nuclear - allowing for multiple functions, command & control, or increasing capacity. The design took advantage of work already in-progress at Los Alamos National Laboratory (LANL) for a similar system to be deployed at LANL's Technical Area 54.

    SEDS is an economy-wide energy model of the U.S. The model captures dynamics between supply, demand, and pricing of the major energy types consumed and produced within the U.S. These dynamics are captured by including: the effects of macroeconomics; the resources and costs of primary energy types such as oil, natural gas, coal, and biomass; the conversion of primary fuels into energy products like petroleum products, electricity, biofuels, and hydrogen; and lastly the end- usemore » consumption attributable to residential and commercial buildings, light and heavy transportation, and industry. Projections from SEDS extend to the year 2050 by one-year time steps and are generally projected at the national level. SEDS differs from other economy-wide energy models in that it explicitly accounts for uncertainty in technology, markets, and policy. SEDS has been specifically developed to avoid the computational burden, and sometimes fruitless labor, that comes from modeling significantly low-level details. Instead, SEDS focuses on the major drivers within the energy economy and evaluates the impact of uncertainty around those drivers.« less

    A highly versatile, highly portable emergency communication system which permits deployment in a very short time to cover both wide areas and distant isolated areas depending upon mission requirements. The system employs a plurality of lightweight, fully self-contained repeaters which are deployed within the mission area to provide communication between field teams, and between each field team and a mobile communication control center. Each repeater contains a microcomputer controller, the program for which may be changed from the control center by the transmission of digital data within the audible range (300-3,000 Hz). Repeaters are accessed by portable/mobile transceivers, other repeaters, and the control center through the transmission and recognition of digital data code words in the subaudible range.

    A rapid deployable global sensing hazard alert system and associated methods of operation are provided. An exemplary system includes a central command, a wireless backhaul network, and a remote monitoring unit. The remote monitoring unit can include a positioning system configured to determine a position of the remote monitoring unit based on one or more signals received from one or more satellites located in Low Earth Orbit. The wireless backhaul network can provide bidirectional communication capability independent of cellular telecommunication networks and the Internet. An exemplary method includes instructing at least one of a plurality of remote monitoring units to provide an alert based at least in part on a location of a hazard and a plurality of positions respectively associated with the plurality of remote monitoring units.

    The Regional Energy Deployment System (ReEDS) is a deterministic optimization model of the deployment of electric power generation technologies and transmission infrastructure throughout the contiguous United States into the future. The model, developed by the National Renewable Energy Laboratory's Strategic Energy Analysis Center, is designed to analyze the critical energy issues in the electric sector, especially with respect to potential energy policies, such as clean energy and renewable energy standards or carbon restrictions. ReEDS provides a detailed treatment of electricity-generating and electrical storage technologies and specifically addresses a variety of issues related to renewable energy technologies, including accessibility and cost of transmission, regional quality of renewable resources, seasonal and diurnal generation profiles, variability of wind and solar power, and the influence of variability on the reliability of the electrical grid. ReEDS addresses these issues through a highly discretized regional structure, explicit statistical treatment of the variability in wind and solar output over time, and consideration of ancillary services' requirements and costs.

    The Gas Technology Institute (GTI), along with its partner Integrated CHP Systems Corporation, has developed and demonstrated an Ultra-Low-Nitrogen Oxide (ULN) Flexible Combined Heat and Power (FlexCHP) system that packages a state-of-the-art Capstone C65 gas microturbine and Johnston PFXX100 boiler with an innovative natural gas-fired supplemental burner. Supplemental burners add heat as needed in response to facility demand, which increases energy efficiency, but typically raises exhaust NOx levels, degrading local air quality unless a costly and complicated catalytic treatment system is added. The FlexCHP system increases energy efficiency and achieves the 2007 California Air Resource Board (CARB) distributed generation emissions standards for Nitrogen oxides (NOx), Carbon Monoxide (CO), and Total Hydrocarbons (THC) without catalytic exhaust gas treatment. The key to this breakthrough performance is a simple and reliable burner design which utilizes staged combustion with engineered internal recirculation. This ULN burner system successfully uses turbine exhaust as an oxidizer, while achieving high efficiencies and low emissions. In tests at its laboratory facilities in Des Plaines, Illinois, GTI validated the ability of the system to achieve emissions of NOx, CO, and THC below the CARB criteria of 0.07, 0.10, and 0.02 lb/MW-h respectively. The FlexCHP system was installed at the field demonstration site, Inland Empire Foods, in Riverside, California to verify performance of the technology in an applied environment. The resulting Combined Heat and Power (CHP) package promises to make CHP implementation more attractive, mitigate greenhouse gas emissions, and improve the reliability of electricity supply.

    The implementation of the Department of Energy (DOE) mandated accelerated cleanup program created significant potential technical impediments. The schedule compression required close coordination and a comprehensive review and prioritization of the barriers that impeded treatment and disposition of the waste streams at each site. Many issues related to site waste treatment and disposal were potential critical path issues under the accelerated schedules. In order to facilitate accelerated cleanup initiatives, waste managers at DOE field sites and at DOE Headquarters in Washington, D.C., needed timely waste forecast information regarding the volumes and types of waste that would be generated by DOE sites over the next 30 years. Each local DOE site has historically collected, organized, and displayed site waste forecast information in separate and unique systems. However, waste information from all sites needed a common application to allow interested parties to understand and view the complete complex-wide picture. A common application allows identification of total waste volumes, material classes, disposition sites, choke points, and technological or regulatory barriers to treatment and disposal. The Applied Research Center (ARC) at Florida International University (FIU) in Miami, Florida, has completed the deployment of this fully operational, web-based forecast system. New functional modules and annual waste forecast data updates have been added to ensure the long-term viability and value of this system. In conclusion: WIMS continues to successfully accomplish the goals and objectives set forth by DOE for this project. WIMS has replaced the historic process of each DOE site gathering, organizing, and reporting their waste forecast information utilizing different database and display technologies. In addition, WIMS meets DOE's objective to have the complex-wide waste forecast information available to all stakeholders and the public in one easy-to-navigate system

    The objective of this siting study work is to support DOE in evaluating integrated advanced nuclear plant and ISFSI deployment options in the future. This study looks at several nuclear power plant growth scenarios that consider the locations of existing and planned commercial nuclear power plants integrated with the establishment of consolidated interim spent fuel storage installations (ISFSIs). This research project is aimed at providing methodologies, information, and insights that inform the process for determining and optimizing candidate areas for new advanced nuclear power generation plants and consolidated ISFSIs to meet projected US electric power demands for the future.

    A program has been initiated for the purpose of developing the chemical separations technologies necessary to support a large Accelerator Transmutation of Waste (ATW) system capable of dealing with the projected inventory of spent fuel from the commercial nuclear power stations in the United States. The first several years of the program will be directed toward an elucidation of related technical issues and to the establishment, by means of comprehensive trade studies, of an optimum configuration of the elements of the chemical processing infrastructure required for support of the total ATW system. By adopting this sort of disciplined systems engineering approach, it is expected that development and demonstration costs can be minimized and that it will be possible to deploy an ATW system that is an environmentally sound and economically viable venture.

  14. Deploying High Penetration Photovoltaic Systems: A Case Study

    Photovoltaic (PV) system capacity penetration, or simply 'penetration,' is often defined as the rated power output of the aggregate PV systems on a distribution circuit segment divided by the peak load of that circuit segment. Industry experts agree that a single value defining high penetration is not universally applicable. However, it is generally agreed that a conservative value to designate high penetration is the condition when the ratio of aggregate PV systems ratings to peak load exceeds 15%. This case study illustrates the case of a distribution feeder which is able to accommodate a traditional capacity penetration level of 47%, and perhaps more. New maximum penetration levels need to be defined and verified and enhanced definitions for penetration on a distribution circuit need to be developed. The new penetration definitions and studies will help utility engineers, system developers, and regulatory agencies better agree what levels of PV deployment can be attained without jeopardizing the reliability and power quality of a circuit.

This report proposes two reality checks for scenarios: (1) implications of manufacturing constraints on timing of vehicle deployment and (2) investment decisions required to bring new vehicle technologies to market. An estimated timeline of 12 to more than 22 years from initial market introduction to saturation is supported by historical examples and based on the product development process. Researchers also consider the series of investment decisions to develop and build the vehicles and their associated fueling infrastructure. A proposed decision tree analysis structure could be used to systematically examine investors' decisions and the potential outcomes, including consideration of cash flow and return on investment. This method requires data or assumptions about capital cost, variable cost, revenue, timing, and probability of success/failure, and would result in a detailed consideration of the value proposition of large investments and long lead times. This is one of a series of reports produced as a result of the Transportation Energy Futures (TEF) project, a Department of Energy-sponsored multi-agency effort to pinpoint underexplored strategies for abating GHGs and reducing petroleum dependence related to transportation.

    The U.S. Department of Energy (USDOE) is building a new long-range (to 2050) forecasting model for use in budgetary and management applications called the Stochastic Energy Deployment System (SEDS), which explicitly incorporates uncertainty through its development within the Analytica(R) platform of Lumina Decision Systems. SEDS is designed to be a fast running (a few minutes), user-friendly model that analysts can readily run and modify in its entirety through a visual programming interface. Lawrence Berkeley National Laboratory is responsible for implementing the SEDS Buildings Module. The initial Lite version of the module is complete and integrated with a shared code library for modeling demand-side technology choice developed by the National Renewable Energy Laboratory (NREL) and Lumina. The module covers both commercial and residential buildings at the U.S. national level using an econometric forecast of floorspace requirement and a model of building stock turnover as the basis for forecasting overall demand for building services. Although the module is fundamentally an engineering-economic model with technology adoption decisions based on cost and energy performance characteristics of competing technologies, it differs from standard energy forecasting models by including considerations of passive building systems, interactions between technologies (such as internal heat gains), and on-site power generation.

    TRANSIMS version 3.1 is an integrated set of analytical and simulation models and supporting databases. The system is designed to create a virtual metropolitan region with representation of each of the region’s individuals, their activities and the transportation infrastructure they use. TRANSIMS puts into practice a new, disaggregate approach to travel demand modeling using agent-based micro-simulation technology. TRANSIMS methodology creates a virtual metropolitan region with representation of the transportation infrastructure and the population, at themore » level of households and individual travelers. Trips a planned to satisfy the population’s activity pattems at the individual traveler level. TRANSIMS then simulates the movement of travelers and vehicles across the transportation network using multiple modes, including car, transit, bike and walk, on a second-by-second basis. Metropolitan planners must plan growth of their cities according to the stringent transportation system planning requirements of the Interniodal Surface Transportation Efficiency Act of 1991, the Clean Air Act Amendments of 1990 and other similar laws and regulations. These require each state and its metropotitan regions to work together to develop short and long term transportation improvement plans. The plans must (1) estimate the future transportation needs for travelers and goods movements, (2) evaluate ways to manage and reduce congestion, (3) examine the effectiveness of building new roads and transit systems, and (4) limit the environmental impact of the various strategies. The needed consistent and accurate transportation improvement plans require an analytical capability that properly accounts for travel demand, human behavior, traffic and transit operations, major investments, and environmental effects.     The Nuclear Waste Policy Act of 1982 (NWPA), as amended, authorized the DOE to develop and manage a Federal system for the disposal of SNF and HLW. OCRWM was created to manage acceptance and disposal of SNF and HLW in a manner that protects public health, safety, and the environment; enhances national and energy security; and merits public confidence. This responsibility includes managing the transportation of SNF and HLW from origin sites to the Repository for disposal. The Transportation System Concept of Operations is the core high-level OCRWM document written to describe the Transportation System integrated design and present the vision, mission, and goals for Transportation System operations. By defining the functions, processes, and critical interfaces of this system early in the system development phase, programmatic risks are minimized, system costs are contained, and system operations are better managed, safer, and more secure. This document also facilitates discussions and understanding among parties responsible for the design, development, and operation of the Transportation System. Such understanding is important for the timely development of system requirements and identification of system interfaces. Information provided in the Transportation System Concept of Operations includes: the functions and key components of the Transportation System; system component interactions; flows of information within the system; the general operating sequences; and the internal and external factors affecting transportation operations. The Transportation System Concept of Operations reflects OCRWM's overall waste management system policies and mission objectives, and as such provides a description of the preferred state of system operation.     A teleoperated sampling system for the identification, collection and retrieval of samples following the detonation of an Improvised Nuclear Device (IND) or Radiological Dispersion Devise (RDD) has been developed and tested in numerous field exercises. The system has been developed as part of the Defense Threat Reduction Agency's (DTRA) National Technical Nuclear Forensic (NTNF) Program. The system is based on a Remotec ANDROS Mark V-A1 platform. Extensive modifications and additions have been incorporated into the platform to enable it to meet the mission requirements. The Defense Science Board Task Force on Unconventional Nuclear Warfare Defense, 2000 Summer Study Volume III report recommended the Department of Defense (DOD) improve nuclear forensics capabilities to achieve accurate and fast identification and attribution. One of the strongest elements of protection is deterrence through the threat of reprisal, but to accomplish this objective a more rapid and authoritative attribution system is needed. The NTNF program provides the capability for attribution. Early on in the NTNF program, it was recognized that there would be a desire to collect debris samples for analysis as soon as possible after a nuclear event. Based on nuclear test experience, it was recognized that mean radiation fields associated with even low yield events could be several thousand R/Hr near the detonation point for some time after the detonation. In anticipation of pressures to rapidly sample debris near the crater, considerable effort is being devoted to developing a remotely controlled vehicle that could enter the high radiation field area and collect one or more samples for subsequent analysis.

The authors primarily relied on interviews with wind industry project developers, original equipment manufacturers, and transportation and logistics companies to obtain the information and industry perspectives needed for this study. They also reviewed published literature on trends and developments in increasing wind turbine size, logistics, and transportation issues.

    The Spider system at the Oak Ridge National Laboratory's Leadership Computing Facility (OLCF) is the world's largest scale Lustre parallel file system. Envisioned as a shared parallel file system capable of delivering both the bandwidth and capacity requirements of the OLCF's diverse computational environment, the project had a number of ambitious goals. To support the workloads of the OLCF's diverse computational platforms, the aggregate performance and storage capacity of Spider exceed that of our previously deployed systems by a factor of 6x - 240 GB/sec, and 17x - 10 Petabytes, respectively. Furthermore, Spider supports over 26,000 clients concurrently accessing the file system, which exceeds our previously deployed systems by nearly 4x. In addition to these scalability challenges, moving to a center-wide shared file system required dramatically improved resiliency and fault-tolerance mechanisms. This paper details our efforts in designing, deploying, and operating Spider. Through a phased approach of research and development, prototyping, deployment, and transition to operations, this work has resulted in a number of insights into large-scale parallel file system architectures, from both the design and the operational perspectives. We present in this paper our solutions to issues such as network congestion, performance baselining and evaluation, file system journaling overheads, and high availability in a system with tens of thousands of components. We also discuss areas of continued challenges, such as stressed metadata performance and the need for file system quality of service alongside with our efforts to address them. Finally, operational aspects of managing a system of this scale are discussed along with real-world data and observations.

  3. Testing Novel CR-39 Detector Deployment System For Identification of Subsurface Fractures, Soda Springs, ID

    The Environmental Protection Agency (EPA) has teamed with Battelle Energy Alliance, LLC (BEA) at Idaho National Laboratory (INL) to facilitate further testing of geologic-fracture-identification methodology at a field site near the Monsanto Superfund Site located in Soda Springs, Idaho. INL has the necessary testing and technological expertise to perform this work. Battelle Memorial Institute (BMI) has engaged INL to perform this work through a Work for Others (WFO) Agreement. This study continues a multi-year collaborative effort between INL and EPA to test the efficacy of using field deployed Cr-39 radon in soil portals. This research enables identification of active fractures capable of transporting contaminants at sites where fractures are suspected pathways into the subsurface. Current state of the art methods for mapping fracture networks are exceedingly expensive and notoriously inaccurate. The proposed WFO will evaluate the applicability of using cheap, readily available, passive radon detectors to identify conductive geologic structures (i.e. fractures, and fracture networks) in the subsurface that control the transport of contaminants at fracture-dominated sites. The proposed WFO utilizes proven off-the-shelf technology in the form of CR-39 radon detectors, which have been widely deployed to detect radon levels in homes and businesses. In an existing collaborative EPA/INL study outside of this workscope,. CR-39 detectors are being utilized to determine the location of active transport fractures in a fractured granitic upland adjacent to a landfill site at the Fort Devens, MA that EPA-designated as National Priorities List (NPL) site. The innovative concept of using an easily deployed port that allows the CR-39 to measure the Rn-222 in the soil or alluvium above the fractured rock, while restricting atmospheric Rn-222 and soil sourced Ra from contaminating the detector is unique to INL and EPA approach previously developed. WRPS has developed the MARS using a standardized platform that is capable of deploying multiple retrieval technologies. To date, WRPS, working with their mentor-protege company, Columbia Energy and Environmental Services (CEES), has developed two retrieval mechanisms, MARS-Sluicing (MARS-S) and MARS-Vacuum (MARS-V). MARS-S uses pressurized fluids routed through spray nozzles to mobilize waste materials to a centrally located slurry pump (deployed in 2011). MARS-V uses pressurized fluids routed through an eductor nozzle. The eductor nozzle allows a vacuum to be drawn on the waste materials. The vacuum allows the waste materials to be moved to an in-tank vessel, then extracted from the SST and subsequently pumped to newer and safer double shell tanks (DST) for storage until the waste is treated for disposal. The MARS-S system is targeted for sound SSTs (i.e., non leaking tanks). The MARS-V is targeted for assumed leaking tanks or those tanks that are of questionable integrity. Both versions of MARS are being/have been developed in compliance with WRPS's TFC-PLN-90, Technology Development Management Plan. TFC-PLN-90 includes a phased approach to design, testing, and ultimate deployment of new technologies. The MARS-V is scheduled to be deployed in tank 241-C-105 in late 2012.

Both versions of MARS are being/have been developed in compliance with WRPS's TFC-PLN-90, Technology Development Management Plan [1].     A falling bed of ceramic particles receives neutron irradiation from a neutron-producing plasma and thereby transports energy as heat from the plasma to a heat exchange location where the ceramic particles are cooled by a gas flow. The cooled ceramic particles are elevated to a location from which they may again pass by gravity through the region where they are exposed to neutron radiation. Ceramic particles of alumina, magnesia, silica and combinations of these materials are contemplated as high-temperature materials that will accept energy from neutron irradiation. Separate containers of material incorporating lithium are exposed to the neutron flux for the breeding of tritium that may subsequently be used in neutron-producing reactions. The falling bed of ceramic particles includes velocity partitioning between compartments near to the neutron-producing plasma and compartments away from the plasma to moderate the maximum temperature in the bed.

    At the end of the cold war, many of the Department of Energy`s (DOE`s) major nuclear weapons facilities refocused their efforts on finding technically sound, economic, regulatory compliant, and stakeholder acceptable treatment solutions for the legacy of mixed wastes they had produced. In particular, an advanced stabilization process that could effectively treat the large volumes of settling pond and treatment sludges was needed. Based on this need, DOE and its contractors initiated in 1993 the EM-50 sponsored development effort required to produce a deployable mixed waste vitrification system. As a consequence, the Transportable Vitrification System (TVS) effort was undertaken with the primary requirement to develop and demonstrate the technology and associated facility to effectively vitrify, for compliant disposal, the applicable mixed waste sludges and solids across the various DOE complex sites. After 4 years of development testing with both crucible and pilot-scale melters, the TVS facility was constructed by Envitco, evaluated and demonstrated with surrogates, and then successfully transported to the ORNL ETTP site and demonstrated with actual mixed wastes in the fall of 1997. This paper describes the technology, its performance, the technology applicability and alternatives, cost, regulatory and policy issues, and lessons learned.

    In 2011, significant progress was made in developing and deploying technologies to remove, transport, and interim store remote-handled sludge from the 105-K West Fuel Storage Basin on the Hanford Site in south-central Washington State. The sludge in the 105-K West Basin is an accumulation of degraded spent nuclear fuel and other debris that collected during long-term underwater storage of the spent fuel. In 2010, an innovative, remotely operated retrieval system was used to successfully retrieve over 99.7% of the radioactive sludge from 10 submerged temporary storage containers in the K West Basin. In 2011, a full-scale prototype facility was completed for use in technology development, design qualification testing, and operator training on systems used to retrieve, transport, and store highly radioactive K Basin sludge. In this facility, three separate systems for characterizing, retrieving, pretreating, and processing remote-handled sludge were developed. Two of these systems were successfully deployed in 2011. One of these systems was used to pretreat knockout pot sludge as part of the 105-K West Basin cleanup. Knockout pot sludge contains pieces of degraded uranium fuel ranging in size from 600 {mu}m to 6350 {mu}m mixed with pieces of inert material, such as aluminum wire and graphite, in the same size range. The 2011 pretreatment campaign successfully removed most of the inert material from the sludge stream and significantly reduced the remaining volume of knockout pot product material. Removing the inert material significantly minimized the waste stream and reduced costs by reducing the number of transportation and storage containers. Removing the inert material also improved worker safety by reducing the number of remote-handled shipments. Also in 2011, technology development and final design were completed on the system to remove knockout pot material from the basin and transport the material to an onsite facility for interim storage.     RedZone Robotics, Inc. undertook a development project to build Tarzan, a Remote Tool Delivery system to work inside nuclear waste storage tanks 8D-1 and 8D-2 at the West Valley Demonstration Project (WVDP). The removal of waste deposits from large storage tanks poses significant challenges during tank operations and closure. Limited access, the presence of chemical, radiological, and /or explosive hazards, and the need to deliver retrieval equipment to all regions of the tank exceed the capabilities of most conventional methods and equipment. Remotely operated devices for mobilizing and retrieving waste materials are needed. Some recent developments have been made in this area. However, none of these developments completely and cost-effectively address tanks that are congested with internal structures (e.g., support columns, cooling coils, fixed piping, etc.). The Tarzan system consists of the following parts: Locomotor which is deployed in the tank for inspection and cleanup; Hydraulic power unit providing system power for the locomotor and deployment unit; and Control system providing the man machine interface to control, coordinate and monitor the system.     This work originates from the proposal MHD Compressor-Expander Conversion System Integrated with a GCR Inside a Deployable Reflector''. The proposal concerned an innovative concept of nuclear, closed-cycle MHD converter for power generation on space-based systems in the multi-megawatt range. The basic element of this converter is the Power Conversion Unit (PCU) consisting of a gas core reactor directly coupled to an MHD expansion channel. Integrated with the PCU, a deployable reflector provides reactivity control. The working fluid could be either uranium hexafluoride or a mixture of uranium hexafluoride and helium, added to enhance the heat transfer properties. The original Statement of Work, which concerned the whole conversion system, was subsequently redirected and focused on the basic mechanisms of neutronics, reactivity control, ionization and electrical conductivity in the PCU.   19. An Integrated RFID and Barcode Tagged Item Inventory System for Deployment at New Brunswick Laboratory

    New Brunswick Laboratory (NBL) has a numerous inventory containing thousands of plutonium and uranium certified reference materials. The current manual inventory process is well established but is a lengthy process which requires significant oversight and double checking to ensure correctness. Oak Ridge National Laboratory has worked with NBL to develop and deploy a new inventory system which utilizes handheld computers with barcode scanners and radio frequency identification (RFID) readers termed the Tagged Item Inventory System (TIIS). Certified reference materials are identified by labels which incorporate RFID tags and barcodes. The label printing process and RFID tag association process are integrated into the main desktop software application. Software on the handheld computers syncs with software on designated desktop machines and the NBL inventory database to provide a seamless inventory process. This process includes: 1) identifying items to be inventoried, 2) downloading the current inventory information to the handheld computer, 3) using the handheld to read item and location labels, and 4) syncing the handheld computer with a designated desktop machine to analyze the results, print reports, etc. The security of this inventory software has been a major concern. Designated roles linked to authenticated logins are used to control access to the desktop software while password protection and badge verification are used to control access to the handheld computers. The overall system design and deployment at NBL will be presented. The performance of the system will also be discussed with respect to a small piece of the overall inventory. Future work includes performing a full inventory at NBL with the Tagged Item Inventory System and comparing performance, cost, and radiation exposures to the current manual inventory process.

    We describe a compact, ultra-clean device used to deploy radioactive sources along the vertical axis of the KamLAND liquid-scintillator neutrino detector for purposes of calibration. The device worked by paying out and reeling in precise lengths of a hanging, small-gauge wire rope (cable); an assortment of interchangeable radioactive sources could be attached to a weight at the end of the cable. All components exposed to the radiopure liquid scintillator were made of chemically compatible UHV-cleaned materials, primarily stainless steel, in order to avoid contaminating or degrading the scintillator. To prevent radon intrusion, the apparatus was enclosed in a hermetically sealed housing inside a glove box, and both volumes were regularly flushed with purified nitrogen gas. Finally, an infrared camera attached to the side of the housing permitted real-time visual monitoring of the cable’s motion, and the system was controlled via a graphical user interface.

    This contract was awarded in response to a proposal in which a deployable plume and aerosol release prediction and tracking system would be designed, fabricated, and tested. The system would gather real time atmospheric data and input it into a real time atmospheric model that could be used for plume predition and tracking. The system would be able to be quickly deployed by aircraft to points of interest or positioned for deployment by vehicles. The system would provide three dimensional (u, v, and w) wind vector data, inversion height measurements, surface wind information, classical weather station data, and solar radiation. The on-board real time computer model would provide the prediction of the behavior of plumes and released aerosols.

    The Solar Deployment System (SolarDS) model is a bottom-up, market penetration model that simulates the potential adoption of photovoltaics (PV) on residential and commercial rooftops in the continental United States through 2030. NREL developed SolarDS to examine the market competitiveness of PV based on regional solar resources, capital costs, electricity prices, utility rate structures, and federal and local incentives. The model uses the projected financial performance of PV systems to simulate PV adoption for building types and regions then aggregates adoption to state and national levels. The main components of SolarDS include a PV performance simulator, a PV annual revenue calculator, a PV financial performance calculator, a PV market share calculator, and a regional aggregator. The model simulates a variety of installed PV capacity for a range of user-specified input parameters. PV market penetration levels from 15 to 193 GW by 2030 were simulated in preliminary model runs. SolarDS results are primarily driven by three model assumptions: (1) future PV cost reductions, (2) the maximum PV market share assumed for systems with given financial performance, and (3) PV financing parameters and policy-driven assumptions, such as the possible future cost of carbon emissions.

A circuit generates a calibration signal at an odd multiple frequency of the RF signal where the calibration signal is superimposed with the RF signal on a common cable that connects the RF signal with the load. Signal isolating diplexers are located at both the RF signal source end and load end of the common cable to enable the calibration to be inserted and extracted from the cable signals without any affect on the RF signal. Any phase shift in the calibration signal during traverse of the common cable is then functionally related to the phase shift in the RF signal. The calibration phase shift is used to control a phase shifter for the RF signal to maintain a stable RF signal at the load.

    Under the Hanford Site Tank Waste Remediation System (TWRS) privatization strategy, the US Department of Energy (DOE) requires the Project Hanford Management Contract (PHMC) Team to supply tank wastes to the Privatization Contractor for separation, treatment and immobilization (verification). Three low-activity waste (LAW) envelopes represent the range of the liquid wastes in the large underground waste-storage tank at the Hanford Site. The PHMC Team also is expected to supply high-level waste (HLW) to the Privatization Contractor. The LAW envelope is an aqueous slurry of insoluble suspended solids (sludge). The Phase 1 demonstration period will extend over 10-plus years. Wastes processed during this period will result in 6% to 13% of the total Hanford Site tank waste being treated. The purpose of this document is to provide a strategy and top-level implementation plan for the demonstration and deployment of an alternative sampling technology as an improvement to the current grab sampling approach to support the TWRS privatization. Included in this work is the addition of the capability for some at-tank analysis to enhance the use of this technology for meeting the PHMC Team`s needs. The first application of this technology is to LAW feed staging, then to HLW feed staging, and finally to cross-site transfer to support feed staging from 200 West Area tanks. The TWRS retrieval and disposal mission readiness-to-proceed activities in the first quarter of Fiscal Year (FY) 1998 identified the primary uncertainties and risks that must be managed to successfully carry out the support of the TWRS Phase 1 activities. Four of the critical risks could be mitigated, at least partially, by the use of an improved alternative to grab sampling. In addition, eight of the risks with the Waste Feed Delivery Project were associated with the sampling activities.     This engineering task plan identifies the resources, responsibilities, and schedules for the development and deployment of a mobile, variable depth sampling system and an at-tank analysis system. The mobile, variable depth sampling system concept was developed after a cost assessment indicated a high cost for multiple deployments of the nested, fixed-depth sampling system. The sampling will provide double-shell tank (DST) staging tank waste samples for assuring the readiness of the waste for shipment to the LAW/HLW plant for treatment and immobilization.     The National Geothermal Data System (NGDS) De- sign and Testing Team is developing NGDS software currently referred to as the “NGDS Node-In-A-Box”. The software targets organizations or individuals who wish to host at least one of the following: • an online repository containing resources for the NGDS; • an online site for creating metadata to register re- sources with the NGDS • NDGS-conformant Web APIs that enable access to NGDS data (e.g., WMS, WFS, WCS); • NDGS-conformant Web APIs that support dis- covery of NGDS resources via catalog service (e.g. CSW) • a web site that supports discovery and under- standing of NGDS resources A number of different frameworks for development of this online application were reviewed. The NGDS Design and Testing Team determined to use CKAN (http://ckan.org/), because it provides the closest match between out of the box functionality and NGDS node-in-a-box requirements. To achieve the NGDS vision and goals, this software development project has been inititated to provide NGDS data consumers with a highly functional inter- face to access the system, and to ease the burden on data providers who wish to publish data in the sys- tem. It is important to note that this software package constitutes a reference implementation. The NGDS software is based on open standards, which means other server software can make resources available, and other client applications can utilize NGDS data. A number of international organizations have ex- pressed interest in the NGDS approach to data access. The CKAN node implementation can provide a sim- ple path for deploying this technology in other set- tings.

  18. Fukushima Nuclear Crisis Recovery: A Modular Water Treatment System Deployed in Seven Weeks - 12489

    On March 11, 2011, the magnitude 9.0 Great East Japan earthquake, Tohoku, hit off the Fukushima coast of Japan. This was one of the most powerful earthquakes in recorded history and the most powerful one known to have hit Japan. The ensuing tsunami devastated a huge area resulting in some 25,000 persons confirmed dead or missing. The perfect storm was complete when the tsunami then found the four reactor, Fukushima-Daiichi Nuclear Station directly in its destructive path. While recovery systems admirably survived the powerful earthquake, the seawater from the tsunami knocked the emergency cooling systems out and did extensive damage to the plant and site. Subsequent hydrogen generation caused explosions which extended this damage to a new level and further flooded the buildings with highly contaminated water. Some 2 million people were evacuated from a fifty mile radius of the area and evaluation and cleanup began. Teams were assembled in Tokyo the first week of April to lay out potential plans for the immediate treatment of some 63 million gallons (a number which later exceeded 110 million gallons) of highly contaminated water to avoid overflow from the buildings as well as supply the desperately needed clean cooling water for the reactors. A system had to be deployed with a very brief cold shake down and hot startup before the rainy season started in early June. Joined by team members Toshiba (oil removal system), AREVA (chemical precipitation system) and Hitachi-GE (RO system), Kurion (cesium removal system following the oil separator) proposed, designed, fabricated, delivered and started up a one of a kind treatment skid and over 100 metric tons of specially engineered and modified Ion Specific Media (ISM) customized for this very challenging seawater/oil application, all in seven weeks. After a very short cold shake down, the system went into operation on June 17, 2011 on actual waste waters far exceeding 1 million Bq/mL in cesium and many other isotopes. One

    This paper presents the Concentrating Solar Deployment System Model (CSDS). CSDS is a multiregional, multitime-period, Geographic Information System (GIS), and linear programming model of capacity expansion in the electric sector of the United States. CSDS is designed to address the principal market and policy issues related to the penetration of concentrating solar power (CSP) electric-sector technologies. This paper discusses the current structure, capabilities, and assumptions of the model. Additionally, results are presented for the impact of continued research and development (R&D) spending, an extension to the investment tax credit (ITC), and use of a production tax credit (PTC). CSDS is an extension of the Wind Deployment System (WinDS) model created at the National Renewable Energy Laboratory (NREL). While WinDS examines issues related to wind, CSDS is an extension to analyze similar issues for CSP applications. Specifically, a detailed representation of parabolic trough systems with thermal storage has been developed within the existing structure.

    Electric energy storage technologies have recently been in the spotlight, discussed as essential grid assets that can provide services to increase the reliability and resiliency of the grid, including furthering the integration of variable renewable energy resources. Though they can provide numerous grid services, there are a number of factors that restrict their current deployment. The most significant barrier to deployment is high capital costs, though several recent deployments indicate that capital costs are decreasing and energy storage may be the preferred economic alternative in certain situations. However, a number of other market and regulatory barriers persist, limiting further deployment. These barriers can be categorized into regulatory barriers, market (economic) barriers, utility and developer business model barriers, crosscutting barriers and technology barriers. This report, through interviews with stakeholders and review of regulatory filings in four regions roughly representative of the United States, identifies the key barriers restricting further energy storage development in the country. The report also includes a discussion of possible solutions to address these barriers and a review of initiatives around the country at the federal, regional and state levels that are addressing some of these issues. Energy storage could have a key role to play in the future grid, but market and regulatory issues have to be addressed to allow storage resources open market access and compensation for the services they are capable of providing. Progress has been made in this effort, but much remains to be done and will require continued engagement from regulators, policy makers, market operators, utilities, developers and manufacturers.

    Hydrogen power park experiments in Hawai‘i produced real-world data on the performance of commercialized electrochemical components and power systems integrating renewable and hydrogen technologies. By analyzing the different losses associated with the various equipment items involved, this work identifies the different improvements necessary to increase the viability of these technologies for commercial deployment. The stand-alone power system installed at Kahua Ranch on the Big Island of Hawaii required the development of the necessary tools to connect, manage and monitor such a system. It also helped the electrolyzer supplier to adapt its unit to the stand-alone power system application. Hydrogen fuel purity assessments conducted at the Hawai‘i Natural Energy Institute (HNEI) fuel cell test facility yielded additional knowledge regarding fuel cell performance degradation due to exposure to several different fuel contaminants. In addition, a novel fitting strategy was developed to permit accurate separation of the degradation of fuel cell performance due to fuel impurities from other losses. A specific standard MEA and a standard flow field were selected for use in future small-scale fuel cell experiments. Renewable hydrogen production research was conducted using photoelectrochemical (PEC) devices, hydrogen production from biomass, and biohydrogen analysis. PEC device activities explored novel configurations of ‘traditional’ photovoltaic materials for application in high-efficiency photoelectrolysis for solar hydrogen production. The model systems investigated involved combinations of copper-indium-gallium-diselenide (CIGS) and hydrogenated amorphous silicon (a-Si:H). A key result of this work was the establishment of a robust “three-stage” fabrication process at HNEI for high-efficiency CIGS thin film solar cells.     Fire is an important threat to the safety of transportation systems. Therefore, understanding the effects of fire (and its interaction with materials) on transportation systems is crucial to quantifying and mitigating the impact of fire on the safety of those systems. Research and development directed toward improving the fire safety of transportation systems must address a broad range of phenomena and technologies, including: crash dynamics, fuel dispersion, fire environment characterization, material characterization, and system/cargo thermal response modeling. In addition, if the goal of the work is an assessment and/or reduction of risk due to fires, probabilistic risk assessment technology is also required. The research currently underway at Sandia National Laboratories in each of these areas is summarized in this paper.

    The overall objective of the Swedish transport policy is to ensure the economically efficient and sustainable provision of transport services for people and business throughout the country. More specifically, the transport sector shall, among other things, contribute to the achievement of environmental quality objectives in which the development of the transport system plays an important role in the achievement of the objectives. The aim of this study is to analyse if current transport planning supports this policy. This is done by analysing two recent cases: the National Infrastructure Plan 2010–2021, and the planning of Bypass Stockholm, a major road investment. Our results show that the plans are in conflict with several of the environmental quality objectives. Another interesting aspect of the planning processes is that the long-term climate goals are not included in the planning processes, neither as a clear goal nor as factor that will influence future transport systems. In this way, the long-term sustainability aspects are not present in the planning. We conclude that the two cases do not contribute to a sustainable transport system. Thus, several changes must be made in the processes, including putting up clear targets for emissions. Also, the methodology for the environmental assessments needs to be further developed and discussed. - Highlights: • Two cases are studied to analyse if current planning supports a sustainable transport system. • Results show that the plans are in conflict with several of the environmental quality objectives. • Long-term climate goals are not included in the planning processes. • Current practices do not contribute to a sustainable planning processes. • Methodology and process for environmental assessments must be further developed and discussed.

    This paper describes preliminary results from the first demonstration of the Transportable Vitrification System (TVS) on actual mixed waste. The TVS is a fully integrated, transportable system for the treatment of mixed and low-level radioactive wastes. The demonstration was conducted at Oak Ridge`s East Tennessee Technology Park (ETTP), formerly known as the K-25 site. The purpose of the demonstration was to show that mixed wastes could be vitrified safely on a `field` scale using joule-heated melter technology and obtain information on system performance, waste form durability, air emissions, and costs.

Portsmouth Naval Shipyard (PNSY) is a United States Navy facility located on a series of conjoined islands in the Piscataqua River between Kittery, ME and Portsmouth, NH. EPA engaged NREL to conduct a study to determine technical feasibility of deploying ground-source heat pump systems to help PNSY achieve energy reduction goals.

    The electric power system in North America is linked between the United States and Canada. Canada has historically been a net exporter of electricity to the United States. The extent to which this remains true will depend on the future evolution of power markets, technology deployment, and policies. To evaluate these and related questions, we modify the Regional Energy Deployment System (ReEDS) model to include an explicit representation of the grid-connected power system in Canada to the continental United States. ReEDS is unique among long-term capacity expansion models for its high spatial resolution and statistical treatment of the impact of variable renewable generation on capacity planning and dispatch. These unique traits are extended to new Canadian regions. We present example scenario results using the fully integrated Canada-U.S. version of ReEDS to demonstrate model capabilities. The newly developed, integrated Canada-U.S. ReEDS model can be used to analyze the dynamics of electricity transfers and other grid services between the two countries under different scenarios.

    Under the Hanford Site River Protection Project (RPP) privatization strategy, the U.S. Department of Energy (DOE) Office of River Protection (ORP) requires the CH2M Hill Hanford Group, Inc. (CHG) to supply tank waste to the privatization contractor, BNFL Inc. (BNFL), for separation and/or treatment and immobilization (vitrification). Three low-activity waste (LAW) specification envelopes represent the range of liquid waste types in the large, Hanford Site underground waste storage tanks. The CHG also is expected to supply high-level waste (HLW) separation and/or treatment and disposal. The HLW envelope is an aqueous slurry of insoluble suspended solids (sludge). The Phase 1 demonstration will extend over 24 years (1996 through 2019) and will be used to resolve technical uncertainties. About one-tenth of the total Hanford Site tank waste, by mass, will be processed during this period. This document provides a strategy and top-level implementation plan for demonstrating and deploying an alternative sampling technology. The alternative technology is an improvement to the current grab sampling and core sampling approaches that are planned to be used to support the RPP privatization contract. This work also includes adding the capability for some at-tank analysis to enhance the potential of this new technology to meet CHG needs. The first application is to LAW and HLW feed staging for privatization; the next is to support cross-site waste transfer from 200 West Area tanks.

  17. An Overview of Liquid Fluoride Salt Heat Transport Systems

    Heat transport is central to all thermal-based forms of electricity generation. The ever increasing demand for higher thermal efficiency necessitates power generation cycles transitioning to progressively higher temperatures. Similarly, the desire to provide direct thermal coupling between heat sources and higher temperature chemical processes provides the underlying incentive to move toward higher temperature heat transfer loops. As the system temperature rises, the available materials and technology choices become progressively more limited. Superficially, fluoride salts at {approx}700 C resemble water at room temperature being optically transparent and having similar heat capacity, roughly three times the viscosity, and about twice the density. Fluoride salts are a leading candidate heat-transport material at high temperatures. Fluoride salts have been extensively used in specialized industrial processes for decades, yet they have not entered widespread deployment for general heat transport purposes. This report does not provide an exhaustive screening of potential heat transfer media and other high temperature liquids such as alkali metal carbonate eutectics or chloride salts may have economic or technological advantages. A particular advantage of fluoride salts is that the technology for their use is relatively mature as they were extensively studied during the 1940s-1970s as part of the U.S. Atomic Energy Commission's program to develop molten salt reactors (MSRs). However, the instrumentation, components, and practices for use of fluoride salts are not yet developed sufficiently for commercial implementation. This report provides an overview of the current understanding of the technologies involved in liquid salt heat transport (LSHT) along with providing references to the more detailed primary information resources.     While not a new drilling technology, coiled-tubing (CT) drilling continues to undergo rapid development and expansion, with new equipment, tools and procedures developed almost daily. This project was undertaken to: analyze available technological options for a Rapid Deployment Drilling System (RDDS) CT drilling system: recommend specific technologies that best match the requirements for the RDDS; and highlight any areas where adequate technological solutions are not currently available. Postshot drilling is a well established technique at the Nevada Test Site (NTS). Drilling provides essential data on the results of underground tests including obtaining samples for the shot zone, information on cavity size, chimney dimensions, effects of the event on surrounding material, and distribution of radioactivity.

    The purpose of this report is to document the results of the acoustic optimization study conducted at John Day Dam during January and February 2008. The goal of the study was to optimize performance of the Juvenile Salmon Acoustic Telemetry System (JSATS) by determining deployment and data acquisition methods to minimize electrical and acoustic interference from various other acoustic sampling devices. Thereby, this would allow concurrent sampling by active and passive acoustic methods during the formal evaluations of the prototype surface flow outlets at the dam during spring and summer outmigration seasons for juvenile salmonids. The objectives for the optimization study at John Day Dam were to: 1. Design and test prototypes and provide a total needs list of pipes and trolleys to deploy JSATS hydrophones on the forebay face of the powerhouse and spillway. 2. Assess the effect on mean percentage decoded of JSATS transmissions from tags arrayed in the forebay and detected on the hydrophones by comparing: turbine unit OFF vs. ON; spill bay OPEN vs. CLOSED; dual frequency identification sonar (DIDSON) and acoustic Doppler current profiler (ADCP) both OFF vs. ON at a spill bay; and, fixed-aspect hydroacoustic system OFF vs. ON at a turbine unit and a spill bay. 3. Determine the relationship between fixed-aspect hydroacoustic transmit level and mean percentage of JSATS transmissions decoded. The general approach was to use hydrophones to listen for transmissions from JSATS tags deployed in vertical arrays in a series perpendicular to the face of the dam. We used acoustic telemetry equipment manufactured by Technologic and Sonic Concepts. In addition, we assessed old and new JSATS signal detectors and decoders and two different types of hydrophone baffling. The optimization study consisted of a suite of off/on tests. The primary response variable was mean percentage of tag transmissions decoded. We found that there was no appreciable adverse effect on mean percentage

    For high brightness beam production it is important to preserve the brightness in the low energy beam transport system (LEBT) used to transport and match the ion beams to the next stage of acceleration, usually an RFQ. While electrostatic focusing can be problematic for high current beam transport, reliable electrostatic LEBT operation has been demonstrated with H{sup ?} beams up to 60?mA. Now, however, it is commonly accepted that an optimal LEBT for high current accelerator applications consists of focusing solenoids with space charge compensation. Two-solenoid LEBTs are successfully used for high current (>100?mA) proton beam transport. Preservation of low emittances (~0.15 ? mm-mrad) requires the addition of a heavy gas (Xe, Kr), which causes ~5% of proton loss in a 1?m long LEBT. Similar Xe densities would be required to preserve low emittances of H{sup ?} beams, but such gas densities cause unacceptably high H{sup ?} beam losses. A short LEBT with only one short solenoid, movable for RFQ matching, can be used for reduced negative ion stripping. A strong electrostatic-focusing LEBT has been successfully adopted for transport of high current H{sup ?} beams in the SNS Front End. Some modifications of such electrostatic LEBTs are expected to improve the reliable transport of intense positive and negative ion beams without greatly degrading their low emittances. We concentrate on processes that determine the beam brightness degradation and on their prevention. Proposed improvements to the SNS electrostatic LEBT are discussed.

    In an effort to better understand the impacts of high penetrations of photovoltaic generators on distribution systems, Arizona Public Service and its partners have begun work on a multi-year project to develop the tools and knowledge base needed to safely and reliably integrate high penetrations of utility- and residential-scale photovoltaics (PV). Building upon the APS Community Power Project -- Flagstaff Pilot, this project will analyze the impact of PV on a representative feeder in northeast Flagstaff. To quantify and catalog the effects of the estimated 1.3 MW of PV that will be installed on the feeder (both smaller units at homes as well as large, centrally located systems), high-speed weather and electrical data acquisition systems and digital 'smart' meters are being designed and installed to facilitate monitoring and to build and validate comprehensive, high-resolution models of the distribution system. These models will be used to analyze the impacts of the PV on distribution circuit protection systems (including anti-islanding), predict voltage regulation and phase balance issues, and develop volt/var control schemes. This paper continues from a paper presented at the 2011 IEEE PVSC conference that introduces the project and describes some of the preliminary consideration, as well as project plans and early results. This paper gives a status update of the project and presents selected results from Phase 2 of the project. It discusses baseline feeder modeling, load allocation, data acquisition, utility-scale PV integration, preliminary model validation, and plans for future phases.

    By 2050 world population is projected to stabilize near 10 billion. Global economic development will outpace this growth, achieving present European per capita living standards by quintupling the size of the global economy--and increasing energy use, especially electricity, substantially. Even with aggressive efficiency improvements, global electricity use will at least triple to 30 trillion kWh/yr in 2050. Direct use of fuels, with greater potential for efficiency improvement, may be held to 80 trillion kWh (289 EJ) annually, 50% above present levels (IPCC, 1996). Sustaining energy use at these or higher rates, while simultaneously stabilizing atmospheric greenhouse gas levels, will require massive deployment of carbon-conscious energy systems for electricity generation and transportation by the mid 21st Century. These systems will either involve a shift to non-fossil primary energy sources (such as solar, wind, biomass, nuclear, and hydroelectric) or continue to rely on fossil primary energy sources and sequester carbon emissions (Halmann, 1999). Both approaches share the need to convert, transmit, store and deliver energy to end-users through carbonless energy carriers.

    Rising costs of fuels, energy surety, and the carbon impacts of diesel fuel are driving remote and islanded communities dependent on diesel power generation to look for alternatives. Over the past few years, interest in using wind energy to reduce diesel fuel consumption has increased dramatically, potentially providing economic, environmental, social, and security benefits to the energy supply of isolated and islanded communities. However, the task of implementing such systems has remained elusive and subject to many cases of lower-than-expected performance. This poster describes the current status of integrating higher contribution wind technology into islanded power systems, the progress of recent initiatives implemented by the U.S. Department of Energy and Interior, and some of the lingering technical and commercial challenges. Operating experience from a number of power systems is described. The worldwide market for wind development in islanded communities (some of these supplying large domestic loads) provides a strong market niche for the wind industry, even in the midst of a slow global recovery.

    Version 00 NMTC/JAM is an upgraded version of the code CCC-694/NMTC-JAERI97, which was developed in 1982 at JAERI and is based on the CCC-161/NMTC code system. NMTC/JAM simulates high energy nuclear reactions and nuclear meson transport processes. The applicable energy range of NMTC/JAM was extended in principle up to 200 GeV for nucleons and mesons by introducing the high energy nuclear reaction code Jet-Aa Microscopic (JAM) for the intra-nuclear cascade part. For the evaporation andmore » fission process, a new model, GEM, can be used to describe the light nucleus production from the excited residual nucleus. According to the extension of the applicable energy, the nucleon-nucleus non-elastic, elastic and differential elastic cross section data were upgraded. In addition, the particle transport in a magnetic field was implemented for beam transport calculations. Some new tally functions were added, and the format of input and output of data is more user friendly. These new calculation functions and utilities provide a tool to carry out reliable neutronics study of a large scale target system with complex geometry more accurately and easily than with the previous model. It implements an intranuclear cascade model taking account of the in-medium nuclear effects and the preequilibrium calculation model based on the exciton one. For treating the nucleon transport process, the nucleon-nucleus cross sections are revised to those derived by the systematics of Pearlstein. Moreover, the level density parameter derived by Ignatyuk is included as a new option for particle evaporation calculation. A geometry package based on the Combinatorial Geometry with multi-array system and the importance sampling technique is implemented in the code. Tally function is also employed for obtaining such physical quantities as neutron energy spectra, heat deposition and nuclide yield without editing a history file.     This developmental effort clearly shows that a Road Transportable Analytical Laboratory System is a worthwhile and achievable goal. The RTAL is designed to fully analyze (radioanalytes, and organic and inorganic chemical analytes) 20 samples per day at the highest levels of quality assurance and quality control. It dramatically reduces the turnaround time for environmental sample analysis from 45 days (at a central commercial laboratory) to 1 day. At the same time each RTAL system will save the DOE over $12 million per year in sample analysis costs compared to the costs at a central commercial laboratory. If RTAL systems were used at the eight largest DOE facilities (at Hanford, Savannah River, Fernald, Oak Ridge, Idaho, Rocky Flats, Los Alamos, and the Nevada Test Site), the annual savings would be $96,589,000. The DOE`s internal study of sample analysis needs projects 130,000 environmental samples requiring analysis in FY 1994, clearly supporting the need for the RTAL system. The cost and time savings achievable with the RTAL system will accelerate and improve the efficiency of cleanup and remediation operations throughout the DOE complex.

    Nuclear reactors have served as the neutrino source for many fundamental physics experiments. The techniques developed by these experiments make it possible to use these very weakly interacting particles for a practical purpose. The large flux of antineutrinos that leaves a reactor carries information about two quantities of interest for safeguards: the reactor power and fissile inventory. Our SNL/LLNL collaboration has demonstrated that such antineutrino based monitoring is feasible using a relatively small cubic meter scale liquid scintillator detector at tens of meters standoff from a commercial Pressurized Water Reactor (PWR). With little or no burden on the plant operator we have been able to remotely and automatically monitor the reactor operational status (on/off), power level, and fuel burnup. The initial detector was deployed in an underground gallery that lies directly under the containment dome of an operating PWR. The gallery is 25 meters from the reactor core center, is rarely accessed by plant personnel, and provides a muon-screening effect of some 20-30 meters of water equivalent earth and concrete overburden. Unfortunately, many reactor facilities do not contain an equivalent underground location. We have therefore attempted to construct a complete detector system which would be capable of operating in an aboveground location and could be transported to a reactor facility with relative ease. A standard 6-meter shipping container was used as our transportable laboratory - containing active and passive shielding components, the antineutrino detector and all electronics, as well as climate control systems. This aboveground system was deployed and tested at the San Onofre Nuclear Generating Station (SONGS) in southern California in 2010 and early 2011. We will first present an overview of the initial demonstrations of our below ground detector. Then we will describe the aboveground system and the technological developments of the two antineutrino

    The United States and China are the two largest emitters of greenhouse gases in the world and their projected continued growth and reliance on fossil fuels, especially coal, make them strong candidates for CCS. Previous work has revealed that both nations have over 1600 large electric utility and other industrial point CO2 sources as well as very large CO2 storage resources on the order of 2,000 billion metric tons (Gt) of onshore storage capacity. In each case, the vast majority of this capacity is found in deep saline formations. In both the USA and China, candidate storage reservoirs are likely to be accessible by most sources with over 80% of these large industrial CO2 sources having a CO2 storage option within just 80 km. This suggests a strong potential for CCS deployment as a meaningful option to efforts to reduce CO2 emissions from these large, vibrant economies. However, while the USA and China possess many similarities with regards to the potential value that CCS might provide, including the range of costs at which CCS may be available to most large CO2 sources in each nation, there are a number of more subtle differences that may help us to understand the ways in which CCS deployment may differ between these two countries in order for the USA and China to work together - and in step with the rest of the world - to most efficiently reduce greenhouse gas emissions. This paper details the first ever analysis of CCS deployment costs in these two countries based on methodologically comparable CO2 source and sink inventories, economic analysis, geospatial source-sink matching and cost curve modeling. This type of analysis provides a valuable insight into the degree to which early and sustained opportunities for climate change mitigation via commercial-scale CCS are available to the two countries, and could facilitate greater collaboration in areas where those opportunities overlap.

    To clarify current utility strategies and other considerations related to advanced inverter deployment, we interviewed 20 representatives from 11 leading organizations closely involved with advanced inverter pilot testing, protocols, and implementation. Included were representatives from seven utilities, a regional transmission operator, an inverter manufacturer, a leading solar developer, and a consortium for grid codes and standards. Interview data represent geographically the advanced inverter activities identified in SEPA's prior survey results--most interviewed utilities serve California, Arizona, and Hawaii, though we also interviewed others from the Northeast, Mid-Atlantic, and Southeast.

    This report presents summary results of the 2010 ITS Deployment Tracking survey, the most recent survey conducted by the ITS Deployment Tracking Project. The U.S. Department of Transportation and its member agencies, including the Research and Innovative Technology Administration, have pursued a research and development agenda, the Intelligent Transportation System (ITS) Program, designed to integrate the latest in information technologies to improve the safety, mobility, and reliability of surface transportation modes. Within metropolitan areas, implementation of these advanced technologies has been accomplished by a variety of state and local transportation and emergency management agencies as well as the private sector. In order to measure the rate of ITS deployment within the nation s largest metropolitan areas, the ITS Deployment Tracking Project has conducted a nationwide survey of state and local transportation and emergency management agencies nearly every year since 1997. The results presented in this report are intended to be a summary of the entire database from the 2010 survey. Access to the complete survey results and previous national surveys are available on-line at http://www.itsdeployment.its.dot.gov. The website also provides access to survey results in the form of downloadable reports, including a survey summary for each survey type and fact sheets. Nearly 1,600 surveys were distributed to state and local transportation agencies in 2010. A total of seven (7) survey types were distributed including: Freeway Management, Arterial Management, Transit Management, Transportation Management Center (TMC), Electronic Toll Collection (ETC), Public Safety Law Enforcement, and Public Safety Fire/Rescue. Among other things, the data collection results indicate that ITS has moved from being experimental to mainstream and interest in continuing investments in ITS continues to be very strong.     The conceptual design of an Radioisotope Thermoelectric Generator (RTG) Facility Transportation System which is part of the overall RTG Transportation System has been completed and is described in detail. The Facility Transportation System serves to provide locomotion, cooling, shock protection and data acquisition for the RTG package during loading and unloading sequences. The RTG Facility Transportation System consists of a Transporter Subsystem, a Package Cooling Subsystem, and a Shock Limiting Transit Device Subsystem. The Transporter Subsystem is a uniquely designed welded steel cart combined with a pneumatically-driven hand tug for locomotion. The Package Cooling Subsystem provides five kilowatts of active liquid cooling via an on-board refrigeration system. The Shock limiting Transit Device Subsystem consists of a consumable honeycomb transit frame which provides shock protection for the 3855 kg (8500 LB) RTG package. These subsystems have been combined into an integrated system which will facilitate the unloading and loading of the RTG , of the Transport Trailer as well as meet ALARA radiation Package into and out exposure guidelines.

    There exists a critical need in the United States to improve its ground transportation system. One suggested system that offers many advantages over the current transportation infrastructure is Maglev. Maglev represents the latest evolution in very high and speed ground transportation, where vehicles are magnetically levitated, guided, and propelled over elevated guideways at speeds of 300 miles per hour. Maglev is not a new concept but is, however, receiving renewed interest. The objective of this workshop was to further promote these interest by bringing together a small group of specialists in Maglev technology to discuss Maglev research needs and to identify key research issues to the development of a successful Maglev system. The workshop was organized into four sessions based on the following technical areas: Materials, Testing, and Shielding; Magnet Design and Cryogenic Systems; Propulsion and Levitation Systems; and, System Control and Integration.

    Process for fabricating a catalyzed ion transport membrane (ITM). In one embodiment, an uncatalyzed ITM is (a) contacted with a non-reducing gaseous stream while heating to a temperature and for a time period sufficient to provide an ITM possessing anion mobility; (b) contacted with a reducing gaseous stream for a time period sufficient to provide an ITM having anion mobility and essentially constant oxygen stoichiometry; (c) cooled while contacting the ITM with the reducing gaseous stream to provide an ITM having essentially constant oxygen stoichiometry and no anion mobility; and (d) treated by applying catalyst to at least one of (1) a porous mixed conducting multicomponent metallic oxide (MCMO) layer contiguous with a first side of a dense layer of MCMO and (2) a second side of the dense MCMO layer. In another embodiment, these steps are carried out in the alternative order of (a), (d), (b), and (c).

    The Waste Isolation Pilot Plant (WIPP), located near Carlsbad, New Mexico, USA, is a US Department of Energy (DOE) facility designed as a permanent repository for transuranic wastes in the center of a 2,000-foot-thick salt bed situated 2,150 feet underground. Construction of the facility started in 1975, under a congressional act of site selection. In 1979, demonstration of safe disposal at the WIPP was authorized by Public Law 96-164. The operational philosophy and practice at the facility are: (1) start clean -- stay clean, (2) meet or exceed regulatory requirements, and (3) control radiation exposure levels to as low as reasonably achievable (ALARA). Strict safety measures must be taken in the areas of waste preparation, transportation, and facility operation.

    A secondary ion collection and transport system, for use with an ion microprobe, which is very compact and occupies only a small working distance, thereby enabling the primary ion beam to have a short focal length and high resolution. Ions sputtered from the target surface by the primary beam's impact are collected between two arcuate members having radii of curvature and applied voltages that cause only ions within a specified energy band to be collected. The collected ions are accelerated and focused in a transport section consisting of a plurality of spaced conductive members which are coaxial with and distributed along the desired ion path. Relatively high voltages are applied to alternate transport sections to produce accelerating electric fields sufficient to transport the ions through the section to an ion mass analyzer, while lower voltages are applied to the other transport sections to focus the ions and bring their velocity to a level compatible with the analyzing apparatus.

    Within the framework of Public Law 97.425 and provisions specified in the Code of Federal Regulations, Title 10 Part 961, the US Department of Energy has the responsibility to accept and transport spent fuel and high-level waste from various organizations which have entered into a contract with the federal government in a manner that protects the health and safety of the public and workers. In implementing these requirements, the Office of Civilian Radioactive Waste Management (OCRWM) has, among other things, supported the identification of functions that must be performed by a transportation system (TS) that will accept the waste for transport to a federal facility for storage and/or disposal.     We designed two electron lenses to apply head-on beam-beam compensation for RHIC; they will be installed near IP10. The electron-beam transport system is an important subsystem of the entire electron-lens system. Electrons are transported from the electron gun to the main solenoid and further to the collector. The system must allow for changes of the electron beam size inside the superconducting magnet, and for changes of the electron position by 5 mm in the horizontal- and vertical-planes.

    This report summarizes user feedback data collected during a recent Accelerated Site Technology Deployment (ASTD) project: the Fluor Fernald ASTD Technology Deployment Project from May, 1999 through September, 2000. The main goal of the ASTD project was to use the ''Fernald approach'' to expedite the deployment of new or innovative technologies with superior safety, cost, and/or productivity benefits to Department of Energy (DOE) facilities. The Fernald approach targets technology end-users and their managers and directly involves them with hands-on demonstrations of new or innovative technologies during technology transfer sessions. The two technologies deployed through this project were the Personal Ice Cooling System (PICS) and the oxy-gasoline torch. Participants of technology transfer sessions were requested to complete feedback surveys. Surveys evaluated the effectiveness of the Fernald approach to technology deployment and assessed the responsiveness of employees to new technologies. This report presents the results of those surveys.

    Geographic information systems (GIS) offer great potential to the coal transportation industry for capitalizing on the growing availability of spatially-referenced data. As computer-based systems for the collection, storage, retrieval and analysis of spatial data, generating information products in a variety of formats, GIS have a great capability to improve the efficiency and effectiveness of coal transportation operations, planning, engineering, and facilities management. Currently GIS are used in the transportation industry at large to analyze, and display information about network infrastructure, fleet operations, property ownership, routing and scheduling, and utilities. Current coal transportation applications include consumer service inquiries, train and locomotive scheduling, and evaluation of network usage. The paper describes the significant potential uses of GIS in the coal transportation sector when integrated with optimization and decision support systems, scientific visualization, data forecasting, and strategic system planning approaches. Ultimately consumer demand and the drive for economic efficiency are likely to stimulate the integration and management of spatial information across the entire coal chain.

  14. Feasibility study for a transportation operations system cask maintenance facility

    The US Department of Energy (DOE), Office of Civilian Radioactive Waste Management (OCRWM) is responsible for the development of a waste management program for the disposition of spent nuclear fuel (SNF) and high-level waste (HLW). The program will include a transportation system for moving the nuclear waste from the sources to a geologic repository for permanent disposal. Specially designed casks will be used to safely transport the waste. The cask systems must be operated within limits imposed by DOE, the Nuclear Regulatory Commission (NRC), and the Department of Transportation (DOT). A dedicated facility for inspecting, testing, and maintaining the cask systems was recommended by the General Accounting Office (in 1979) as the best means of assuring their operational effectiveness and safety, as well as regulatory compliance. In November of 1987, OCRWM requested a feasibility study be made of a Cask Maintenance Facility (CMF) that would perform the required functions. 46 refs., 16 figs., 13 tabs.

    The purpose of this report is to compile information and conclusions gathered as part of three separate tasks undertaken as part of the overall project, “Modeling EERE Deployment Programs,” sponsored by the Planning, Analysis, and Evaluation office within the Department of Energy’s Office of Energy Efficiency and Renewable Energy (EERE). The purpose of the project was to identify and characterize the modeling of deployment programs within the EERE Technology Development (TD) programs, address improvements to modeling in the near term, and note gaps in knowledge where future research is needed.

    The purpose of this report is to examine the Department of Transportation`s (DOT) National Transportation System (NTS) initiative, to document what has been learned, and to outline a National Transportation Network Analysis Capability (NTNAC) based on a ``TRANSIMS-like`` approach. This study was conducted over a two month period at the end of FY1997. The scope of the effort was carefully defined to accommodate the short time horizon and to provide focus to a very large analytical problem. The objectives were to: (1) define the NTS and the NTS problem; (2) identify problem characteristics; (3) describe an analytical solution based on the TRANSIMS approach; (4) identify data requirements and availability; (5) develop criteria for a scenario to be used in a prototype demonstration; and (6) select a scenario for the prototype demonstration.

    A great deal of research funding is being devoted to the use of hydrogen for transportation fuel, particularly in the development of fuel cell vehicles. When this research bears fruit in the form of consumer-ready vehicles, will the fueling infrastructure be ready? Will the required fueling systems work in cold climates as well as they do in warm areas? Will we be sure that production of hydrogen as the energy carrier of choice for our transit system is the most energy efficient and environmentally friendly option? Will consumers understand this fuel and how to handle it? Those are questions addressed by the EVermont Wind to Wheels Hydrogen Project: Sustainable Transportation. The hydrogen fueling infrastructure consists of three primary subcomponents: a hydrogen generator (electrolyzer), a compression and storage system, and a dispenser. The generated fuel is then used to provide transportation as a motor fuel. EVermont Inc., started in 1993 by then governor Howard Dean, is a public-private partnership of entities interested in documenting and advancing the performance of advanced technology vehicles that are sustainable and less burdensome on the environment, especially in areas of cold climates, hilly terrain and with rural settlement patterns. EVermont has developed a demonstration wind powered hydrogen fuel producing filling system that uses electrolysis, compression to 5000 psi and a hydrogen burning vehicle that functions reliably in cold climates.     In an effort to better understand the impacts of high penetrations of photovoltaic (PV) generators on distribution systems, Arizona Public Service and its partners completed a multi-year project to develop the tools and knowledge base needed to safely and reliably integrate high penetrations of utility- and residential-scale PV. Building upon the APS Community Power Project-Flagstaff Pilot, this project investigates the impact of PV on a representative feeder in northeast Flagstaff. To quantify and catalog the effects of the estimated 1.3 MW of PV that will be installed on the feeder (both smaller units at homes and large, centrally located systems), high-speed weather and electrical data acquisition systems and digital 'smart' meters were designed and installed to facilitate monitoring and to build and validate comprehensive, high-resolution models of the distribution system. These models are being developed to analyze the impacts of PV on distribution circuit protection systems (including coordination and anti-islanding), predict voltage regulation and phase balance issues, and develop volt/VAr control schemes. This paper continues from a paper presented at the 2014 IEEE PVSC conference that described feeder model evaluation and high penetration advanced scenario analysis, specifically feeder reconfiguration. This paper presents results from Phase 5 of the project. Specifically, the paper discusses tool automation; interconnection assessment methodology and cost benefit analysis.

    A history of the evolution and the design development of Extended Reach Sluicer System (ERSS) is presented. Several challenges are described that had to be overcome to create a machine that went beyond the capabilities of prior generation sluicers to mobilize waste in Single Shell Tanks for pumping into Double Shell Tank receiver tanks. Off-the-shelf technology and traditional hydraulic fluid power systems were combined with the custom-engineered components to create the additional functionality of the ERSS, while still enabling it to fit within very tight entry envelope into the SST. Problems and challenges inevitably were encountered and overcome in ways that enhance the state of the art of fluid power applications in such constrained environments. Future enhancements to the ERSS design are explored for retrieval of tanks with different dimensions and internal obstacles.

    To apply head-on beam-beam compensation for RHIC, two electron lenses are designed and will be installed at IP10. Electron beam transport system is one of important subsystem, which is used to transport electron beam from electron gun side to collector side. This system should be able to change beam size inside superconducting magnet and control beam position with 5 mm in horizontal and vertical plane. Some other design considerations for this beam transport system are also reported in this paper. The head-on beam-beam effect is one of important nonlinear source in storage ring and linear colliders, which have limited the luminosity improvement of many colliders, such as SppS, Tevatron and RHIC. In order to enhance the performance of colliders, beam-beam effects can be compensated with direct space charge compensation, indirect space charge compensation or betatron phase cancellation scheme. Like other colliders, indirect space charge compensation scheme (Electron Lens) was also proposed for Relativistic Heavy Ion Collider (RHIC) beam-beam compensation at Brookhaven National Laboratory. The two similar electron lenses are located in IR10 between the DX magnets. One RHIC electron lens consists of one DC electron gun, one superconducting magnet, one electron collector and beam transport system.

    A radionuclide transport model developed to assess radiological levels in the K-reactor Cooling Water System (CWS) in the event of an inadvertent process water (PW) leakage to the cooling water (CW) in the heat exchangers (HX) is described. During and following a process water leak, the radionuclide transport model determines the time-dependent release rates of radionuclide from the cooling water system to the environment via evaporation to the atmosphere and blow-down to the Savannah River. The developed model allows for delay times associated with the transport of the cooling water radioactivity through cooling water system components. Additionally, this model simulates the time-dependent behavior of radionuclides levels in various CWS components. The developed model is incorporated into the K-reactor Cooling Tower Activity (KCTA) code. KCTA allows the accident (heat exchanger leak rate) and the cooling tower blow-down and evaporation rates to be described as time-dependent functions. Thus, the postulated leak and the consequence of the assumed leak can be modelled realistically. This model is the first of three models to be ultimately assembled to form a comprehensive Liquid Pathway Activity System (LPAS). LPAS will offer integrated formation, transport, deposition, and release estimates for radionuclides formed in a SRS facility. Process water and river water modules are forthcoming as input and downstream components, respectively, for KCTA.

    The objective of this study is to provide a clear picture of SPS space transportation costs at the present time with respect to their accuracy as stated, the reasonableness of the methods used, the assumptions made, and the uncertainty associated with the estimates. The approach used consists of examining space transportation costs from several perspectives - to perform a variety of sensitivity analyses or reviews and examine the findings in terms of internal consistency and external comparison with analogous systems. These approaches are summarized as a theoretical and historical review including a review of stated and unstated assumptions used to derive the costs, and a performance or technical review. These reviews cover the overall transportation program as well as the individual vehicles proposed.     The purpose of the study described in this document is to identify the options for transporting thermal energy over long distances. The study deals specifically and exclusively with high temperature (> 400/sup 0/C(752/sup 0/F)) energy for industrial use. Energy transport is seen as a potential solution to: high unit cost of small coal and nuclear steam generators, and opposition to siting of coal or nuclear plants near populated areas. The study is of a preliminary nature but covers many options including steam, molten salts, organics, and chemical heat pipes. The development status and potential problems of these and other energy transport methods are discussed. Energy transport concepts are compared on a fundamental level based on physical properties and also are subjected to an economic study. The economic study indicated that the chemical heat pipe, under a specific set of circumstances, appeared to be the least expensive for distances greater than about 32 km (20 miles). However, if the temperature of the energy was lowered, the heat transfer salt (sodium nitrate/nitrite) system would apparently be a better economic choice for less than about 80 km (50 miles). None of the options studied appear to be more attractive than small coal-fired boilers when the transport distance is over about 64 km (40 miles). Several recommendations are made for refining the analysis.

    The U.S. Department of Energy (DOE) is responsible for the final disposition of legacy spent nuclear fuel (SNF). As a response, DOE's National Spent Nuclear Fuel Program (NSNFP) has been given the responsibility for the disposition of DOE -owned SNF. Many treatment technologies have been identified to treat some forms of SNF so that the resulting treated product is acceptable by the disposition site. One of these promising treatment processes is the electrometallurgical treatment (EMT) currently in development; a second is an Acid Wash Decladding process. The NSNFP has been tasked with identifying possible strategies for the deployment of these treatment processes in the event that the treatment path is deemed necessary. To support the siting studies of these strategies, economic evaluations are being performed to identify the least-cost deployment path. This model (tool) was developed to consider the full scope of costs, technical feasibility, process material disposition, and schedule attributes over the life of each deployment alternative. Using standard personal computer (PC) software, the model was developed as a comprehensive technology economic assessment tool using a Life-Cycle Cost (LCC) analysis methodology. Model development was planned as a systematic, iterative process of identifying and bounding the required activities to dispose of SNF. To support the evaluation process, activities are decomposed into lower level, easier to estimate activities. Sensitivity studies can then be performed on these activities, defining cost issues and testing results against the originally stated problem.

  19. Development and Deployment of a Short Rotation Woody Crops Harvesting System Based on a Case New Holland Forage Harvester and SRC Woody Crop Header

    Demand for bioenergy sourced from woody biomass is projected to increase; however, the expansion and rapid deployment of short rotation woody crop systems in the United States has been constrained by high production costs and sluggish market acceptance due to problems with quality and consistency from first-generation harvesting systems. The objective of this study was to evaluate the effect of crop conditions on the performance of a single-pass, cut and chip harvester based on a standard New Holland FR-9000 series forage harvester with a dedicated 130FB short rotation coppice header, and the quality of chipped material. A time motion analysis was conducted to track the movement of machine and chipped material through the system for 153 separate loads over 10 days on a 54-ha harvest. Harvester performance was regulated by either ground conditions, or standing biomass on 153 loads. Material capacities increased linearly with standing biomass up to 40 Mgwet ha-1 and plateaued between 70 and 90 Mgwet hr-1. Moisture contents ranged from 39 to 51% with the majority of samples between 43 and 45%. Loads produced in freezing weather (average temperature over 10 hours preceding load production) had 4% more chips greater than 25.4 mm (P < 0.0119). Over 1.5 Mgdry ha-1 of potentially harvested material (6-9% of a load) was left on site, of which half was commercially undesirable meristematic pieces. The New Holland harvesting system is a reliable and predictable platform for harvesting material over a wide range of standing biomass; performance was consistent overall in 14 willow cultivars.

    In December 2000, a performance monitoring facility was constructed adjacent to the U-3ax/bl mixed waste disposal unit at the Nevada Test Site (NTS). Recent studies conducted in the arid southwestern United States suggest that a vegetated monolayer evapotranspiration (ET) closure cover may be more effective at isolating waste than traditional Resource Conservation and Recovery Act (RCRA) multi-layered designs. The monitoring system deployed next to the U-3ax/bl disposal unit consists of eight drainage lysimeters with three surface treatments: two are left bare; two are revegetated with native species; two are being allowed to revegetate with invader species; and two are reserved for future studies. Soil used in each lysimeter is native alluvium taken from the same location as the soil used for the cover material on U-3ax/bl. The lysimeters were constructed so that any drainage to the bottom can be collected and measured. To provide a detailed evaluation of the cover performance, an ar ray of 16 sensors was installed in each lysimeter to measure soil water content, soil water potential, and soil temperature. Revegetation of the U-3ax/bl closure cover establishes a stable plant community that maximizes water loss through transpiration while at the same time, reduces water and wind erosion and ultimately restores the disposal unit to its surrounding Great Basin Desert environment.

    The purpose of the photocathode deposition and transport system is to (1) produce a robust, high yield multialkali photocathode and (2) have a method of transporting the multialkali photocathode for insertion into a super conducting RF electron gun. This process is only successful if a sufficient quantum efficiency lifetime of the cathode, which is inserted in the SRF electron gun, is maintained. One important element in producing a multialkali photocathode is the strict vacuum requirements of 10{sup -11} torr to assure success in the production of longlived photocathodes that will not have their QE or lifetime depleted due to residual gas poisoning in a poor vacuum. A cutaway view of our third generation deposition system is shown in figure 1. There are certain design criteria and principles required. One must be able to install, remove, rejuvenate and replace a cathode without exposing the source or cathode to atmosphere. The system must allow one to deposit Cs, K, and Sb on a cathode tip surface at pressures in the 10{sup -10} to 10{sup -9} torr range. The cathode needs to be heated to as high as 850 C for cleaning and maintained at 130 C to 150 C during deposition. There should also be the capability for in-situ QE measurements. In addition the preparation of dispenser photocathodes must be accounted for, thus requiring an ion source for cathode cleaning. Finally the transport cart must be mobile and be able to negotiate the ERL facility labyrinth.

    We systematically investigated the solvable analytical benchmark cases in both one- and two-dimensional (1D and 2D) chemical-advective-diffusive systems. We use the stratosphere of Jupiter as an example but the results can be applied to other planetary atmospheres and exoplanetary atmospheres. In the 1D system, we show that CH{sub 4} and C{sub 2}H{sub 6} are mainly in diffusive equilibrium, and the C{sub 2}H{sub 2} profile can be approximated by modified Bessel functions. In the 2D system in the meridional plane, analytical solutions for two typical circulation patterns are derived. Simple tracer transport modeling demonstrates that the distribution of a short-lived species (such as C{sub 2}H{sub 2}) is dominated by the local chemical sources and sinks, while that of a long-lived species (such as C{sub 2}H{sub 6}) is significantly influenced by the circulation pattern. We find that an equator-to-pole circulation could qualitatively explain the Cassini observations, but a pure diffusive transport process could not. For slowly rotating planets like the close-in extrasolar planets, the interaction between the advection by the zonal wind and chemistry might cause a phase lag between the final tracer distribution and the original source distribution. The numerical simulation results from the 2D Caltech/JPL chemistry-transport model agree well with the analytical solutions for various cases.

    The Transportable Vitrification System (TVS) is a transportable melter system designed to demonstrate the treatment of low-level and mixed hazardous and radioactive wastes such as wastewater treatment sludges, contaminated soils and incinerator ash. The TVS is a large-scale, fully integrated vitrification system consisting of melter feed preparation, melter, offgas, service, and control modules. The TVS was tested with surrogate waste at the Clemson University Environmental Systems Engineering Department`s (ESED) DOE/Industry Center for Vitrification Research prior to being shipped to the DOE Oak Ridge Reservation (ORR) K-25 site for treatment of mixed waste. This testing, along with additional testing at ORR, proved that the TVS would be able to successfully treat mixed waste. These surrogate tests consistently produced glass that met the EPA Toxicity Characteristic Leaching Procedure (TCLP). Performance of the system resulted in acceptable emissions of regulated metals from the offgas system. The TVS is scheduled to begin mixed waste operations at ORR in June 1997.

  9. Excess Surface Area in Bioelectrochemical Systems Causes ion Transport Limitations

    We investigated ion transport limitations on 3D graphite felt electrodes by growing Geobacter sulfurreducens biofilms with advection to eliminate external mass transfer limitations. We characterized ion transport limitations by: (i) showing that serially increasing NaCl concentration up to 200mM increased current linearly up to a total of þ273% vs. 0mM NaCl under advective conditions; (ii) growing the biofilm with a starting concentration of 200mM NaCl, which led to a maximum current increase of 400% vs. current generation without NaCl, and (iii) showing that un-colonized surface area remained even after steadystate current was reached. After accounting for iR effects, we confirmed that the excess surface area existed despite a non-zero overpotential. The fact that the biofilm was constrained from colonizing and producing further current under these conditions confirmed the biofilms under study here were ion transport-limited. Our work demonstrates that the use of high surface area electrodes may not increase current density when the system design allows ion transport limitations to become dominant.

    With growing demand for biomass from industrial uses and international trade, the logistic operations required to economically move the biomass from the field or forest to the end users have become increasingly complex. In addition to economics, understanding energy and GHG emissions is required to design cost effective, sustainable logistic process operations; in order to improve international supply chains it is also important to understate their interdependencies and related uncertainties. This article presents an approach to assess lignocellulosic feedstock supply systems at the operational level. For this purpose, the Biomass Logistic Model (BLM) has been linked with the Geographic Information Systems based Biomass Intermodal Transportation model (BIT-UU) and extended with inter-continental transport routes. Case studies of herbaceous and woody biomass, produced in the U.S. Midwest and U.S. Southeast, respectively, and shipped to Europe for conversion to Fischer-Tropsch (FT) diesel are included to demonstrate how intermodal transportation and, in particular, overseas shipping integrates with the bioenergy supply chains. For the cases demonstrated, biomass can be supplied at 99 € Mg-1 to 117 € Mg-1 (dry) and converted to FT-diesel at 19 € GJ-1 to 24 € GJ-1 depending on the feedstock type and location, intermediate (chips or pellets) and size of the FT-diesel production plant. With the flexibility to change the design of supply chains as well as input variables, many alternative supply chain cases can be assessed.

    The Engineered Barrier System Degradation, Flow, and Transport Process Model Report (EBS PMR) is one of nine PMRs supporting the Total System Performance Assessment (TSPA) being developed by the Yucca Mountain Project for the Site Recommendation Report (SRR). The EBS PMR summarizes the development and abstraction of models for processes that govern the evolution of conditions within the emplacement drifts of a potential high-level nuclear waste repository at Yucca Mountain, Nye County, Nevada. Details of these individual models are documented in 23 supporting Analysis/Model Reports (AMRs). Nineteen of these AMRs are for process models, and the remaining 4 describe the abstraction of results for application in TSPA. The process models themselves cluster around four major topics: ''Water Distribution and Removal Model, Physical and Chemical Environment Model, Radionuclide Transport Model, and Multiscale Thermohydrologic Model''. One AMR (Engineered Barrier System-Features, Events, and Processes/Degradation Modes Analysis) summarizes the formal screening analysis used to select the Features, Events, and Processes (FEPs) included in TSPA and those excluded from further consideration. Performance of a potential Yucca Mountain high-level radioactive waste repository depends on both the natural barrier system (NBS) and the engineered barrier system (EBS) and on their interactions. Although the waste packages are generally considered as components of the EBS, the EBS as defined in the EBS PMR includes all engineered components outside the waste packages. The principal function of the EBS is to complement the geologic system in limiting the amount of water contacting nuclear waste. A number of alternatives were considered by the Project for different EBS designs that could provide better performance than the design analyzed for the Viability Assessment. The design concept selected was Enhanced Design Alternative II (EDA II).

  18. Natural convection heat transport in a small, HLMC reactor system

    Concepts are being developed and evaluated at Argonne National Laboratory for a small nuclear steam supply system (NSSS) with proliferation-resistant features targeted for export to developing countries. Here the authors are specifically investigating how simple and compact such a system can be. A heavy-liquid-metal coolant (HLMC) is being considered owing to its excellent heat transport characteristics and its relative inertness with the reference thermodynamic working fluid (water/steam). The purpose of the present work is to explore the possibility to take advantage of these HLMC characteristics by eliminating the intermediate loop needed in sodium-cooled systems and additionally eliminating the primary system coolant pumps. The criteria imposed on the system include the following: (1) low power, i.e., 300 MW(thermal); (2) small size for factory fabrication and overland transportation; (3) elimination of fuel access at the site (no refueling, fuel shuffling, nor storage at site); integral fueled module replacement at 15-yr goal interval; and (4) completion of all research and development needed for detailed prototype design within 5 yr. To accomplish the latter requirement, the authors are addressing whether existing coolant and materials technology is capable of supporting the sought-after simplifications. In this regard, they are at present considering technology developed in Russia for Pb-Bi eutectic as a reactor coolant and ferritic-martensitic stainless steel with oxide-layer corrosion protection as cladding. The figure of merit in the investigation is the peak cladding temperature insofar as the cladding technology is considered proven to {approximately}600 C.

The IDAS also monitors the package temperature control system, RTG package shock and vibration data, and diesel fuel levels for the diesel fuel tanks. The IDAS alarms if any of these parameters reach an out-of-limit condition.     The enhancement effect on the ion mobility of fluoride (and that of chloride) in a polycationic system, as the chloride content increases, is shown to also exist in other more simple ionic systems with cations such as the cesium ion and an organic ammonium ion. As the chloride content increases, in addition to the finding that there is more unbound water associated with the cation, we also observe that the average lifetime of a hydrogen bond decreases. This change to the hydrogen bonds is correlated to significant changes to both the structural and dynamical properties of water. The more disordered water structure and faster water dynamics are hypothesized to be also responsible for the enhanced ion mobilities. Furthermore, when either the chloride content or hydration level is changed, the self-diffusion constant of each co-ion changes by almost the same factor, implying the existence of a single universal transport mechanism that determines ion mobilities.
