    The International Nuclear Waste Management Fact Book has been compiled to provide current data on fuel cycle and waste management facilities, R and D programs, and key personnel in 24 countries, including the US; four multinational agencies; and 20 nuclear societies. This document, which is in its second year of publication supersedes the previously issued International Nuclear Fuel Cycle Fact Book (PNL-3594), which appeared annually for 12 years. The content has been updated to reflect current information. The Fact Book is organized as follows: National summaries--a section for each country that summarizes nuclear policy, describes organizational relationships, and provides addresses and names of key personnel and information on facilities. International agencies--a section for each of the international agencies that has significant fuel cycle involvement and a list of nuclear societies. Glossary--a list of abbreviations/acronyms of organizations, facilities, and technical and other terms. The national summaries, in addition to the data described above, feature a small map for each country and some general information that is presented from the perspective of the Fact Book user in the US.

    NREL scientists have demonstrated a way to produce ethylene through photosynthesis, a breakthrough that could lead to more environmentally friendly ways to produce a variety of materials, chemicals, and transportation fuels. The scientists introduced a gene into a cyanobacterium and demonstrated that the organism remains stable through at least four generations, producing ethylene gas that can be easily captured. In the laboratory, the organism, Synechocystis sp. PCC 6803, produced 720 milligrams of ethylene per liter each day.

Toward this end, the Department of Energy supports research projects conducted by universities and colleges to: Ensure a foundation for innovative technology through the use of the capabilities and talents in our academic institutions; provide an effective, two-way channel of communication between the Department of Energy and the academic community; and ensure that trained technical manpower is developed to carry out basic and applied research in support of DOE's mission. Fossil Energy's university activities emphasize the type of research that universities can do best - research to explore the potential of novel process concepts, develop innovative methods and materials for improving existing processes, and obtain fundamental information on the structure of coal and mechanisms of reactions of coal, shale oil, and other fossil energy sources. University programs are managed by different Fossil Energy technical groups; the individual projects are described in greater detail in this book.     Due to increasing energy demands in the United States and more installed wind projects, rural communities and local governments with limited or no experience with wind energy now have the opportunity to become involved in this industry. Communities with good wind resources may be approached by entities with plans to develop the resource. Although these opportunities can create new revenue in the form of construction jobs and land lease payments, they also create a new responsibility on the part of local governments to create ordinances to regulate wind turbine installations. Ordinances are laws, often found within municipal codes that provide various degrees of control to local governments. These laws cover issues such as zoning, traffic, consumer protection, and building codes. Wind energy ordinances reflect local needs and wants regarding wind turbines within county or city lines and aid the development of safe facilities that will be embraced by the community. Since 2008 when the National Renewable Energy Laboratory released a report on existing wind energy ordinances, many more ordinances have been established throughout the United States, and this trend is likely to continue in the near future as the wind energy industry grows. This fact sheet provides an overview of elements found in typical wind energy ordinances to educate state and local government officials, as well as policy makers.

The National Renewable Energy Laboratory is internationally recognized for offshore wind energy research and development (R&D). Its experience and capabilities cover a wide spectrum of wind energy disciplines. NREL's offshore wind R&D efforts focus on critical areas that address the long-term needs of the offshore wind energy industry and the Department of Energy (DOE). R&D efforts include: (1) Developing offshore design tools and methods; (2) Collaborating with international partners; (3) Testing offshore systems and developing standards; (4) Conducting economic analyses; (5) Characterizing offshore wind resources; and (6) Identifying and mitigating offshore wind grid integration challenges and barriers.     We explore optimization methods for planning the placement, sizing and operations of Flexible Alternating Current Transmission System (FACTS) devices installed into the grid to relieve congestion created by load growth or fluctuations of intermittent renewable generation. We limit our selection of FACTS devices to those that can be represented by modification of the inductance of the transmission lines. Our master optimization problem minimizes the $l_1$ norm of the FACTS-associated inductance correction subject to constraints enforcing that no line of the system exceeds its thermal limit. We develop off-line heuristics that reduce this non-convex optimization to a succession of Linear Programs (LP) where at each step the constraints are linearized analytically around the current operating point. The algorithm is accelerated further with a version of the cutting plane method greatly reducing the number of active constraints during the optimization, while checking feasibility of the non-active constraints post...

Wind energy is one of the fastest growing electricity generation sources in the world. NREL's National Wind Technology Center (NWTC), the nation's premier wind energy technology research facility, fosters innovative wind energy technologies in land-based and offshore wind through its research and testing facilities and extends these capabilities to marine hydrokinetic water power. For more than 30 years, the U.S. Department of Energy's (DOE) National Renewable Energy Laboratory (NREL) has been at the leading edge of research and technology advancements to develop renewable fuels and bioproducts. NREL works to develop cost-competitive alternatives to conventional transportation fuels and value-added biobased chemicals that can be used to manufacture clothing, plastics, lubricants, and other products. NREL is developing technologies and processes to produce a range of sustainable, energy-dense advanced biofuels that are compatible with our existing transportation fuel infrastructure. As part of that effort, NREL's National Bioenergy Center has entered into more than 90 collaborations in the past five years with companies ranging in size from start-ups to those that appear on Fortune magazine's Fortune 100 list. The new Integrated Biorefinery Research Facility (IBRF) showcases NREL's commitment to collaboration and to meeting the nation's biofuels and bioproducts development and deployment goals. Designed to speed the growth of the biofuels and bioproducts industries, the IBRF is a unique $33.5 million pilot facility capable of supporting a variety of projects. The IBRF is available to industry partners who work with NREL through cooperative research and development, technical, and analytical service agreements. With 27,000 ft2 of high bay space, the IBRF provides industry partners with the opportunity to operate, test, and develop their own biorefining technology and equipment.

    This fact sheet describes the purpose, lab specifications, applications scenarios, and information on how to partner with NREL's Power Systems Integration Laboratory at the Energy Systems Integration Facility. At NREL's Power Systems Integration Laboratory in the Energy Systems Integration Facility (ESIF), research focuses on developing and testing large-scale distributed energy systems for grid-connected, stand-alone, and microgrid applications. The laboratory can accommodate large power system components such as inverters for photovoltaic (PV) and wind systems, diesel and natural gas generators, battery packs, microgrid interconnection switchgear, and vehicles. Closely coupled with the research electrical distribution bus at the ESIF, the Power Systems Integration Laboratory will offer power testing capability of megawatt-scale DC and AC power systems, as well as advanced hardware-in-the-loop and model-in-the-loop simulation capabilities.     This fact sheet describes the Renewable Fuels and Lubricants (ReFUEL) Laboratory at the U.S. Department of Energy National Renewable Energy Laboratory (NREL) is a state-of-the-art research and testing facility for advanced fuels and vehicles. Research and development aims to improve vehicle efficiency and overcome barriers to the increased use of renewable diesel and other nonpetroleum-based fuels, such as biodiesel and synthetic diesel derived from biomass. The ReFUEL Laboratory features a chassis dynamometer for vehicle performance and emissions research, two engine dynamometer test cells for advanced fuels research, and precise emissions analysis equipment. As a complement to these capabilities, detailed studies of fuel properties, with a focus on ignition quality, are performed at NREL's Fuel Chemistry Laboratory.

    The First G-APD Cherenkov Telescope (FACT) was built on the Canary Island of La Palma in October 2011 as a proof of principle for silicon based photosensors in Cherenkov Astronomy. The scientific goal of the project is to study the variability of active galatic nuclei (AGN) at TeV energies. Observing a small sample of TeV blazars whenever possible, an unbiased data sample is collected. This allows to study the variability of the selected objects on timescales from hours to years. Results from the first three years of monitoring will be presented. To provide quick flare alerts to the community and trigger multi-wavelength observations, a quick look analysis has been installed on-site providing results publicly online within the same night. In summer 2014, several flare alerts were issued. Results of the quick look analysis are summarized.

    This fact sheet provides an overview of the U.S. Department of Energy's Vehicle Technologies Program. Today, the United States spends about $400 billion each year on imported oil. To realize a secure energy future, America must break its dependence on imported oil and its volatile costs. The transportation sector accounts for about 70% of U.S. oil demand and holds tremendous opportunity to increase America's energy security by reducing oil consumption. That's why the U.S. Department of Energy (DOE) conducts research and development (R and D) on vehicle technologies which can stem America's dependence on oil, strengthen the economy, and protect the environment. Hybrid-electric and plug-in hybrid-electric vehicles can significantly improve fuel economy, displacing petroleum. Researchers are making batteries more affordable and recyclable, while enhancing battery range, performance, and life. This research supports President Obama's goal of putting 1 million electric vehicles on the road by 2015. The program is also working with businesses to develop domestic battery and electric-drive component plants to improve America's economic competitiveness globally. The program facilitates deployment of alternative fuels (ethanol, biodiesel, hydrogen, electricity, propane, and natural gas) and fuel infrastructures by partnering with state and local governments, universities, and industry. Reducing vehicle weight directly improves vehicle efficiency and fuel economy, and can potentially reduce vehicle operating costs. Cost-effective, lightweight, high-strength materials can significantly reduce vehicle weight without compromising safety. Improved combustion technologies and optimized fuel systems can improve near-and mid-term fuel economy by 25% for passenger vehicles and 20% for commercial vehicles by 2015, compared to 2009 vehicles. Reducing the use of oil-based fuels and lubricants in vehicles has more potential to improve the nation's energy security than any other action; even a 1% improvement in vehicle fuel efficiency would save consumers more than $4 billion annually.

The U.S. Department of Energy (DOE) Federal Energy Management Program (FEMP) assists Federal agencies with managing their greenhouse gas (GHG) emissions. GHG management entails measuring emissions and understanding their sources, setting a goal for reducing emissions, developing a plan to meet this goal, and implementing the plan to achieve reductions in emissions. FEMP provides the following services to help Federal agencies meet the requirements of inventorying and reducing their GHG emissions: (1) FEMP offers one-on-one technical assistance to help agencies understand and implement the Federal Greenhouse Gas Accounting and Reporting Guidance and fulfill their inventory reporting requirements. (2) FEMP provides training, tools, and resources on FedCenter to help agencies complete their annual inventories. (3) FEMP serves a leadership role in the interagency Federal Working Group on Greenhouse Gas Accounting and Reporting that develops recommendations to the Council on Environmental Quality (CEQ) for the Federal Greenhouse Gas Accounting and Reporting Guidance. (4) As the focus continues to shift from measuring emissions (completing inventories) to mitigating emissions (achieving reductions), FEMP is developing a strategic planning framework and resources for agencies to prioritize among a variety of options for mitigating their GHG emissions, so that they achieve their reduction goals in the most cost-effective manner. These resources will help agencies analyze their high-quality inventories to make strategic decisions about where to use limited resources to have the greatest impact on reducing emissions. Greenhouse gases trap heat in the lower atmosphere, warming the earth's surface temperature in a natural process known as the 'greenhouse effect.' GHGs include carbon dioxide (CO{sub 2}), methane (CH{sub 4}), nitrous oxide (N{sub 2}O), perfluorocarbons (PFCs), hydrofluorocarbons (HFCs), and sulfur hexafluoride (SF{sub 6}). Human activities have caused a rapid increase in GHG concentrations. This rising level contributes to global climate change, which contributes to environmental and public health problems.

    The Square Kilometre Array (SKA) is called to revolutionise essentially all areas of Astrophysics. With a collecting area of about a square kilometre, the SKA will be a transformational instrument, and its scientific potential will go beyond the interests of astronomers. Its technological challenges and huge cost requires a multinational effort, and Europe has recognised this by putting the SKA on the roadmap of the European Strategy Forum for Research Infrastructures (ESFRI). The Spanish SKA White Book is the result of the coordinated effort of 119 astronomers from 40 different research centers. The book shows the enormous scientific interest of the Spanish astronomical community in the SKA and warrants an optimum scientific exploitation of the SKA by Spanish researchers, if Spain enters the SKA project.

    An update of our 2009 study, "The Future of Nuclear Energy, Facts and Fiction" using the 2009 and the available 2010 data, including a critical look at the just published 2009 edition of the Red Book, is presented. Since January 2009, eight reactors with a capacity of 4.9 GWe have been connected to the electric grid and four older reactors, with a combined capacity of 2.64 GWe have been terminated. Furthermore, 27 reactor constructions, dominated by China (18) and Russia (4), have been initiated. The nuclear fission produced electric energy in 2009 followed the slow decline, observed since 2007, with a total production of 2560 TWhe, 41 TWhe (1.6%) less than in 2008 and roughly 100 TWhe less than in the record year 2006. The preliminary data from the first 10 months of 2010 in the OECD countries indicate that nuclear power production in North-America remained at the 2009 levels, while one observes a recovery in Europe with an increase of 2.5% and a strong rise of 5% in the OECD Asia-Pacific area compared to the same period in 2009. Worldwide uranium mining has increased during 2009 by about 7000 tons to almost 51000 tons. Still roughly 18000 tons of the 2010 world uranium requirements need to be provided from the civilian and military reserves. Perhaps the most remarkable new data from the just published 2009 edition of the Red Book, are that (1) the best understood RAR (reasonable assured) and IR (inferred) resources, with a price tag of less than 40 US dollars/Kg, have been inconsistently absorbed in the two to three times higher price categories and (2) uranium mining in Kazakhstan is presented with a short lifetime. The presented mining capacity numbers indicate an uranium extraction peak of 28000 tons during the years 2015-2020, from which it will decline quickly to 14000 tons by 2025 and to only 5000-6000 tons by 2035.
