This case study will highlight how the leadership of organizations and communities that are implementing advances in natural gas vehicle technology is paving the way for broader participation.

Upon implementation of the TWRS Basis for Interim Operation (BIO) and Technical Safety Requirements (TSRs), the AB list will be revised to include the BIO and TSRs. Some documents that currently form part of the AB will be removed from the list. This SD identifies each - requirement from those documents, and recommends a disposition for each to ensure that necessary requirements are retained when the AB is revised to incorporate the BIO and TSRs.     The National Renewable Energy Laboratory (NREL) is a U.S. Department of Energy (DOE) national laboratory; this project was funded by DOE. One of NREL`s missions is to objectively evaluate the performance, emissions, and operating costs of alternative fuel vehicles so fleet managers can make informed decisions when purchasing them. Alternative fuels have made greater inroads into the transit bus market than into any other. Each year, the American Public Transit Association (APTA) surveys its members on their inventory and buying plans. The latest APTA data show that about 4% of the 50,000 transit buses in its survey run on an alternative fuel. Furthermore, 1 in 5 of the new transit buses that members have on order are alternative fuel buses. This program was designed to comprehensively and objectively evaluate the alternative fuels in use in the industry.

    In this study, we explore a novel type of transition in certain 6D and 4D quantum field theories, in which the matter content of the theory changes while the gauge group and other parts of the spectrum remain invariant. Such transitions can occur, for example, for SU(6) and SU(7) gauge groups, where matter fields in a three-index antisymmetric representation and the fundamental representation are exchanged in the transition for matter in the two-index antisymmetric representation. These matter transitions are realized by passing through superconformal theories at the transition point. We explore these transitions in dual F-theory and heterotic descriptions, wheremore » a number of novel features arise. For example, in the heterotic description the relevant 6D SU(7) theories are described by bundles on K3 surfaces where the geometry of the K3 is constrained in addition to the bundle structure. On the F-theory side, non-standard representations such as the three-index antisymmetric representation of SU(N) require Weierstrass models that cannot be realized from the standard SU(N) Tate form. We also briefly describe some other situations, with groups such as Sp(3), SO(12), and SU(3), where analogous matter transitions can occur between different representations. For SU(3), in particular, we find a matter transition between adjoint matter and matter in the symmetric representation, giving an explicit Weierstrass model for the F-theory description of the symmetric representation that complements another recent analogous construction.« less

    This report describes the results of an effort to identify key analytic issues associated with modeling a transition to hydrogen as a fuel for light duty vehicles, and using insights gained from this effort to suggest ways to improve ongoing modeling efforts. The study reported on here examined multiple hydrogen scenarios reported in the literature, identified modeling issues associated with those scenario analyses, and examined three DOE-sponsored hydrogen transition models in the context of those modeling issues. The three hydrogen transition models are HyTrans (contractor: Oak Ridge National Laboratory), MARKAL/DOE* (Brookhaven National Laboratory), and NEMS-H2 (OnLocation, Inc). The goals of these models are (1) to help DOE improve its R&D effort by identifying key technology and other roadblocks to a transition and testing its technical program goals to determine whether they are likely to lead to the market success of hydrogen technologies, (2) to evaluate alternative policies to promote a transition, and (3) to estimate the costs and benefits of alternative pathways to hydrogen development.

    The major emphasis of Public Key Infrastructure has been to provide a cryptographically secure means of authenticating identities. While there are a number of proposed standards for authorization structures and protocols based on X.509 or other key-based identities, none have been widely adopted. As part of an effort to use X.509 identities to provide authorization in highly distributed environments, we have developed and deployed an authorization service based on X.509 identified users and access policy contained in certificates signed by X.509 identified stakeholders. The major goal of this system, called Akenti, is to produce a usable authorization system for an environment consisting of distributed resources used by geographically and administratively distributed users.

    Recent developments in transition state theory brought about by dynamical systems theory are extended to time-dependent systems such as laser-driven reactions. Using time-dependent normal form theory, the authors construct a reaction coordinate with regular dynamics inside the transition region. The conservation of the associated action enables one to extract time-dependent invariant manifolds that act as separatrices between reactive and nonreactive trajectories and thus make it possible to predict the ultimate fate of a trajectory. They illustrate the power of our approach on a driven Henon-Heiles system, which serves as a simple example of a reactive system with several open channels. The present generalization of transition state theory to driven systems will allow one to study processes such as the control of chemical reactions through laser pulses.

    The goal of this work is to examine viable near-term infrastructure options for a transition to hydrogen fueled vehicles and to suggest profitable directions for technology development. The authors have focused in particular on the contrasting options of decentralized production using the existing energy distribution network, and centralized production of hydrogen with a large-scale infrastructure. Delivered costs have been estimated using best available industry cost and deliberately conservative economic assumptions. The sensitivities of these costs have then been examined for three small-scale scenarios: (1) electrolysis at the home for one car, and production at the small station scale (300 cars/day), (2) conventional alkaline electrolysis and (3) steam reforming of natural gas. All scenarios assume fueling a 300 mile range vehicle with 3.75 kg. They conclude that a transition appears plausible, using existing energy distribution systems, with home electrolysis providing fuel costing 7.5 to 10.5{cents}/mile, station electrolysis 4.7 to 7.1{cents}/mile, and steam reforming 3.7 to 4.7{cents}/mile. The average car today costs about 6{cents}/mile to fuel. Furthermore, analysis of liquid hydrogen delivered locally by truck from central processing plants can also be competitive at costs as low as 4{cents}/mile. These delivered costs are equal to $30 to $70 per GJ, LHV. Preliminary analysis indicates that electricity transmission costs favor this method of distributing energy, until very large (10 GW) hydrogen pipelines are installed. This indicates that significant hydrogen pipeline distribution will be established only when significant markets have developed.

    The laser induced fluorescence spectrum of palladium dimer (Pd{sub 2}) in the visible region between 480 and 700 nm has been observed and analyzed. The gas-phase Pd{sub 2} molecule was produced by laser ablation of palladium metal rod. Eleven vibrational bands were observed and assigned to the [17.1] {sup 3}II{sub g} - X{sup 3}?{sub u}{sup +} transition system. The bond length (r{sub o}) and vibrational frequency (?G{sub 1/2}) of the ground X{sup 3}?{sub u}{sup +} state were determined to be 2.47(4) and 211.4(5) cm{sup ?1}, respectively. A molecular orbital energy level diagram was used to understand the observed ground and excited electronic states. This is the first gas-phase experimental investigation of the electronic transitions of Pd{sub 2}.

A turbine system includes a transition duct comprising an inlet, an outlet, and a duct passage extending between the inlet and the outlet and defining a longitudinal axis, a radial axis, and a tangential axis. The outlet of the transition duct is offset from the inlet along the longitudinal axis and the tangential axis. The duct passage includes an upstream portion and a downstream portion. The upstream portion extends from the inlet between an inlet end and an aft end. The downstream portion extends from the outlet between an outlet end and a head end. The turbine system further includes a joint coupling the aft end of the upstream portion and the head end of the downstream portion together. The joint is configured to allow movement of the upstream portion and the downstream portion relative to each other about or along at least one axis.

    The authors report on a method to determine the Rabi frequency and transit time distribution of atoms that are essential for proper operation of atomic beam frequency standards. Their method, which employs alternative regularized inverse on two Ramsey spectra measured at different microwave powers, can be used for the frequency standards with short Ramsey cavity as well as long ones. The authors demonstrate that uncertainty in Rabi frequency obtained from their method is 0.02%.

    We report on tuning the electronic and magnetic properties of metallic transition metal dichalcogenides (mTMDCs) by 2D to 1D size confinement. The stability of the mTMDC monolayers and nanoribbons is demonstrated by the larger binding energy compared to the experimentally available semiconducting TMDCs. Interestingly, mTMDCs undergo metal-to-semiconductor transition when the ribbon width approaches to ?13? and ?7? for zigzag and armchair edge terminations, respectively; then these ribbons convert back to metal when the ribbon widths further decrease. Zigzag terminated nanoribbons are ferromagnetic semiconductors, and their magnetic properties can also be tuned by hydrogen edge passivation, whereas the armchair nanoribbons are non-ferromagnetic semiconductors. Our results display that the mTMDCs offer a broad range of physical properties spanning from metallic to semiconducting and non-ferromagnetic to ferromagnetic that is ideal for applications where stable narrow bandgap semiconductors with different magnetic properties are desired.

    By 1995, the Bureau of Reclamation's hydropower plant near Hungry Horse, Montana, will be remotely operated from Grand Coulee dam (about 300 miles away) in Washington State. Automation at Hungry Horse will eliminate the need for four full-time power plant operators. Between now and then, a transition plan that offers employees choices for retraining, transferring, or taking early retirement will smooth the transition in reducing from five operators to one. The transition plan also includes the use of temporary employees to offset risks of reducing staff too soon. When completed in 1953, the Hungry Horse structure was the world's fourth largest and fourth highest concrete dam. The arch-gravity structure has a crest length of 2,115 feet; it is 3,565 feet above sea level. The four turbine-generator units in the powerhouse total 284 MW, and supply approximately 1 billion kilowatt-hours of electricity annually to the federal power grid managed by the Bonneville Power Administration. In 1988, Reclamation began to automate operations at many of its hydro plants, and to establish centralized control points. The control center concept will increase efficiency. It also will coordinate water movements and power supply throughout the West. In the Pacific Northwest, the Grand Coulee and Black Canyon plants are automated control centers. Several Reclamation-owned facilities in the Columbia River Basin, including Hungry Horse, will be connected to these centers via microwave and telephone lines. When automation is complete, constant monitoring by computer will replace hourly manual readings and equipment checks. Computers also are expected to increase water use efficiency by 1 to 2 percent by ensuring operation for maximum turbine efficiency. Unit efficiency curves for various heads will be programmed into the system.

    According to one aspect of the invention, a shim for sealing two adjacent turbine transition pieces is disclosed. The shim includes a circumferential member that includes a first lateral flange and a second lateral flange. Further, the first and second lateral flanges each comprise a tab configured to mate to a first surface plane and the first and second lateral flanges are configured to mate to a second surface plane, wherein the first and second surface planes are substantially parallel. In addition, the shim includes a first flange extending substantially perpendicular from the circumferential member.

    A means of facilitating the transmission of acoustic waves with minimal reflection between two regions having different specific acoustic impedances is described comprising a region exhibiting a constant product of cross-sectional area and specific acoustic impedance at each cross-sectional plane along the axis of the transition region. A variety of structures that exhibit this feature is disclosed, the preferred embodiment comprising a nested structure of doubly reentrant cones. This structure is useful for monitoring the operation of nuclear reactors in which random acoustic signals are generated in the course of operation.

    A mass transit vehicle includes a frame structure that provides an efficient and economical approach to providing a low floor bus. The inventive frame includes a stiff roof panel and a stiff floor panel. A plurality of generally vertical pillars extend between the roof and floor panels. A unique bracket arrangement is disclosed for connecting the pillars to the panels. Side panels are secured to the pillars and carry the shear stresses on the frame. A unique seating assembly that can be advantageously incorporated into the vehicle taking advantage of the load distributing features of the inventive frame is also disclosed.

  13. Buckling transition in long ?-helices

    The treatment of bending and buckling of stiff biopolymer filaments by the popular worm-like chain model does not provide adequate understanding of these processes at the microscopic level. Thus, we have used the atomistic molecular-dynamic simulations and the Amber03 force field to examine the compression buckling of ?-helix (AH) filaments at room temperature. It was found that the buckling instability occurs in AHs at the critical force f{sub c} in the range of tens of pN depending on the AH length. The decrease of the force f{sub c} with the contour length follows the prediction of the classic thin rod theory. At the force f{sub c} the helical filament undergoes the swift and irreversible transition from the smoothly bent structure to the buckled one. A sharp kink in the AH contour arises at the transition, accompanied by the disruption of the hydrogen bonds in its vicinity. The kink defect brings in an effective softening of the AH molecule at buckling. Nonbonded interactions between helical branches drive the rearrangement of a kinked AH into the ultimate buckled structure of a compact helical hairpin described earlier in the literature.

    Techniques and tools for quantum key distribution ("QKD") between a quantum communication ("QC") card, base station and trusted authority are described herein. In example implementations, a QC card contains a miniaturized QC transmitter and couples with a base station. The base station provides a network connection with the trusted authority and can also provide electric power to the QC card. When coupled to the base station, after authentication by the trusted authority, the QC card acquires keys through QKD with a trusted authority. The keys can be used to set up secure communication, for authentication, for access control, or for other purposes. The QC card can be implemented as part of a smart phone or other mobile computing device, or the QC card can be used as a fillgun for distribution of the keys.

    Transition metal carbonitrides (in particular, titanium carbonitride, TiC.sub.0.5 N.sub.0.5) are synthesized by a self-propagating reaction between the metal (e.g., titanium) and carbon in a nitrogen atmosphere. Complete conversion to the carbonitride phase is achieved with the addition of TiN as diluent and with a nitrogen pressure .gtoreq.0.6 MPa. Thermodynamic phase-stability calculations and experimental characterizations of quenched samples provided revealed that the mechanism of formation of the carbonitride is a two-step process.     A microscopic analysis, based on nuclear energy density functionals, is presented for shape phase transitions in Nd isotopes. Low-lying excitation spectra and transition probabilities are calculated starting from a five-dimensional Hamiltonian, with parameters determined by constrained relativistic mean-field calculations for triaxial shapes. The results reproduce available data, and show that there is an abrupt change of structure at N = 90, that corresponds to a first-order quantum phase transition between spherical and axially deformed shapes.

    The non-zonal transition, a process which can bring about very large heat fluxes in gyrokinetic simulations, occurs once a certain threshold plasma ? is reached. This threshold is parameterized via a simulation database, yielding an expression estimating at what ? a given system may approach the transition. Furthermore, the diffusive outward transport of a heat blob in a temperature profile marginally stable with respect to the non-zonal transition is discussed: the resulting transport timescale combines the underlying turbulent transport timescale and the linear instability growth time, thus demonstrating that the non-zonal transition provides a mechanism for very fast heat dissipation.

    We present six new transits of the system WASP-4. Together with 28 light curves published in the literature, we perform a homogeneous study of its parameters and search for variations in the transits' central times. The final values agree with those previously reported, except for a slightly lower inclination. We find no significant long-term variations in i or R{sub P} /R {sub *}. The O-C mid-transit times do not show signs of transit timing variations greater than 54s.

  14. Integrating repositories with fuel cycles: The airport authority model

    The organization of the fuel cycle is a legacy of World War II and the cold war. Fuel cycle facilities were developed and deployed without consideration of the waste management implications. This led to the fuel cycle model of a geological repository site with a single owner, a single function (disposal), and no other facilities on site. Recent studies indicate large economic, safety, repository performance, nonproliferation, and institutional incentives to collocate and integrate all back-end facilities. Site functions could include geological disposal of spent nuclear fuel (SNF) with the option for future retrievability, disposal of other wastes, reprocessing with fuel fabrication, radioisotope production, other facilities that generate significant radioactive wastes, SNF inspection (navy and commercial), and related services such as SNF safeguards equipment testing and training. This implies a site with multiple facilities with different owners sharing some facilities and using common facilities - the repository and SNF receiving. This requires a different repository site institutional structure. We propose development of repository site authorities modeled after airport authorities. Airport authorities manage airports with government-owned runways, collocated or shared public and private airline terminals, commercial and federal military facilities, aircraft maintenance bases, and related operations - all enabled and benefiting the high-value runway asset and access to it via taxi ways. With a repository site authority the high value asset is the repository. The SNF and HLW receiving and storage facilities (equivalent to the airport terminal) serve the repository, any future reprocessing plants, and others with needs for access to SNF and other wastes. Non-public special-built roadways and on-site rail lines (equivalent to taxi ways) connect facilities. Airport authorities are typically chartered by state governments and managed by commissions with members

    We present a summary of how X.509 authentication and authorization are used with OpenNebula in FermiCloud. We also describe a history of why the X.509 authentication was needed in FermiCloud, and review X.509 authorization options, both internal and external to OpenNebula. We show how these options can be and have been used to successfully run scientific workflows on federated clouds, which include OpenNebula on FermiCloud and Amazon Web Services as well as other community clouds. We also outline federation options being used by other commercial and open-source clouds and cloud research projects.

    We have measured the superconducting transition temperature of anodized aluminum films of grain sizes ranging from less than 100 to 3000 A. The transition temperature is 1.8 K for films of grain size 100 A and decreases monotonically with increasing grain size to 1.2 K for 3000-A grains. The effect depends only on the volume of the grains.

    The title of the workshop, ''The QCD Phase Transitions'', in fact happened to be too narrow for its real contents. It would be more accurate to say that it was devoted to different phases of QCD and QCD-related gauge theories, with strong emphasis on discussion of the underlying non-perturbative mechanisms which manifest themselves as all those phases. Before we go to specifics, let us emphasize one important aspect of the present status of non-perturbative Quantum Field Theory in general. It remains true that its studies do not get attention proportional to the intellectual challenge they deserve, and that the theorists working on it remain very fragmented. The efforts to create Theory of Everything including Quantum Gravity have attracted the lion share of attention and young talent. Nevertheless, in the last few years there was also a tremendous progress and even some shift of attention toward emphasis on the unity of non-perturbative phenomena. For example, we have seen some efforts to connect the lessons from recent progress in Supersymmetric theories with that in QCD, as derived from phenomenology and lattice. Another example is Maldacena conjecture and related development, which connect three things together, string theory, super-gravity and the (N=4) supersymmetric gauge theory. Although the progress mentioned is remarkable by itself, if we would listen to each other more we may have chance to strengthen the field and reach better understanding of the spectacular non-perturbative physics.

  9. Stainless Steel to Titanium Bimetallic Transitions

    In order to use stainless steel piping in an LCLS-II (Linac Coherent Light Source Upgrade) cryomodule, stainless steel to titanium bimetallic transitions are needed to connect the stainless steel piping to the titanium cavity helium vessel. Explosion bonded stainless steel to titanium transition pieces and bimetallic transition material samples have been tested. A sample transition tube was subjected to tests and x-ray examinations between tests. Samples of the bonded joint material were impact and tensile tested at room temperature as well as liquid helium temperature. The joint has been used successfully in horizontal tests of LCLS-II cavity helium vessels and is planned to be used in LCLS-II cryomodules. Results of material sample and transition tube tests will be presented.

  10. The New York Power Authority`s energy-efficient refrigerator program for the New York City Housing Authority -- 1997 savings evaluation

    This document describes the estimation of the annual energy savings achieved from the replacement of 20,000 refrigerators in New York City Housing Authority (NYCHA) public housing with new, highly energy-efficient models in 1997. The US Department of Housing and Urban Development (HUD) pays NYCHA`s electricity bills, and agreed to reimburse NYCHA for the cost of the refrigerator installations. Energy savings over the lifetime of the refrigerators accrue to HUD. Savings were demonstrated by a metering project and are the subject of the analysis reported here. The New York Power Authority (NYPA) identified the refrigerator with the lowest life-cycle cost, including energy consumption over its expected lifetime, through a request for proposals (RFP) issued to manufacturers for a bulk purchase of 20,000 units in 1997. The procurement was won by Maytag with a 15-ft{sup 3} top-freezer automatic-defrost refrigerator rated at 437 kilowatt-hours/year (kWh/yr). NYCHA then contracted with NYPA to purchase, finance, and install the new refrigerators, and demanufacture and recycle materials from the replaced units. The US Department of Energy (DOE) helped develop and plan the project through the ENERGY STAR{reg_sign} Partnerships program conducted by its Pacific Northwest National Laboratory (PNNL). PNNL designed the metering protocol and occupant survey used in 1997, supplied and calibrated the metering equipment, and managed and analyzed the data collected by NYPA. The objective of the 1997 metering study was to achieve a general understanding of savings as a function of refrigerator label ratings, occupant effects, indoor and compartment temperatures, and characteristics (such as size, defrost features, and vintage). The data collected in 1997 was used to construct models of refrigerator energy consumption as a function of key refrigerator and occupant characteristics.

    The newly introduced Transition Distribution Amplitudes (TDAs) are discussed for the {pi}-{gamma} transitions. Relations between {pi}-{gamma} and {gamma}-{pi} TDAs for different cases are given. Numerical values for the {pi}-{gamma} TDAs in different models are compared. GPD's features are extended to TDAs and the role of PCAC highlighted. We give hints for the evaluation of cross sections for meson pair production in our approach.

    An experimental study was carried out to investigate the transition from laminar to turbulent flow in helically coiled pipes. Twelve coils have been tested, with ratios of coil diameter to tube diameter ranging from 6.9 to 369, and the interaction between turbulence emergence and coil curvature has been analyzed from direct observation of the experimental friction factor profiles. The experimental data compare favorably with existing results and reveal new features that apparently were not observed in previous research. (author)

    It is shown that the potential galaxy formation and large-scale structure problems of objects existing at high redshifts (Z {approx gt} 5), structures existing on scales of 100M pc as well as velocity flows on such scales, and minimal microwave anisotropies ({Delta}T/T) {approx lt} 10{sup {minus}5} can be solved if the seeds needed to generate structure form in a vacuum phase transition after decoupling. It is argued that the basic physics of such a phase transition is no more exotic than that utilized in the more traditional GUT scale phase transitions, and that, just as in the GUT case, significant random gaussian fluctuations and/or topological defects can form. Scale lengths of {approximately}100M pc for large-scale structure as well as {approximately}1 M pc for galaxy formation occur naturally. Possible support for new physics that might be associated with such a late-time transition comes from the preliminary results of the SAGE solar neutrino experiment, implying neutrino flavor mixing with values similar to those required for a late-time transition. It is also noted that a see-saw model for the neutrino masses might also imply a tau neutrino mass that is an ideal hot dark matter candidate. However, in general either hot or cold dark matter can be consistent with a late-time transition. 47 refs., 2 figs.

    Prior to 2008, transfers of radioactive material within the Savannah River Site (SRS) boundary, referred to as onsite transfers, were authorized by Transportation Safety Basis (TSB) documents that only required approval by the SRS contractor. This practice was in accordance with the existing SRS Transportation Safety Document (TSD). In 2008 the Department of Energy Savannah River Field Office (DOE-SR) requested that the SRS TSD be revised to require DOE-SR approval of all Transportation Safety Basis (TSB) documents. As a result, the primary SRS contractor embarked on a multi-year campaign to consolidate old or generate new TSB documents and obtain DOE-SR approval for each. This paper focuses on the challenges incurred during the rewriting or writing of and obtaining DOE-SR approval of all Savannah River Site Onsite Transportation Safety Basis documents.

    Traditional encryption, which protects messages from prying eyes, has been used for many decades. The present concepts of encryption are built from that heritage. Utilization of modern software-based encryption techniques implies much more than simply converting files to an unreadable form. Ubiquitous use of computers and advances in encryption technology coupled with the use of wide-area networking completely changed the reasons for utilizing encryption technology. The technology demands a new and extensive infrastructure to support these functions. Full understanding of these functions, their utility and value, and the need for an infrastructure, takes extensive exposure to the new paradigm. This paper addresses issues surrounding the establishment and operation of a key management system (i.e., certification authority) that is essential to the successful implementation and wide-spread use of encryption.

    The mission of the Syracuse Housing Authority (SHA, Syracuse, N.Y.) is to provide clean, safe, and affordable housing for low-income citizens of the city of Syracuse. In doing so, it has worked to be innovative. SHA owns and manages 12 federally funded housing developments and one New York state-funded project, in addition to managing two buildings owned by the city. After nearly 60 years of success in providing affordable housing in the Syracuse area, the pioneering SHA took on another daunting mission in the 1990s: modernization of waste collection and recycling. By the beginning of 1990, SHA was facing two mandates: to initiate a recycling program by July 1, as mandated by Onondaga County law, and to reduce its trash bill significantly.

    Acting as an energy services provider, the New York Power Authority (NYPA) has initiated a long-term project through which 20,000 refrigerators per year will be replaced with the most energy-efficient units possible in apartments managed by the New York City Housing Authority (NYCHA). Using bulk purchasing as an incentive to appliance manufacturers to produce energy-efficient refrigerators suitable for use in apartments, replaced in the first year of the program, which ended in December 1996. These units, kWh per year. Savings were determined by field testing and laboratory testing of 220 existing refrigerators and 56 newly-installed units. In the next program year, a 15.0-cubic-foot Maytag refrigerator, newly-designed in response to bulk purchasing incentives, is being installed. The new unit has a label rating of 437 kWh per year, 31 percent better than 1993 energy standards. Old refrigerators removed from apartments are {open_quotes}demanufactured{close_quotes} in an environmentally-appropriate way and both metals and refrigerants are recovered for reuse.

    The processes of defining managerial roles and providing for delegation of authority are essential to any enterprise. At most large organizations, these processes are defined in policy manuals and through sets of standard operating procedures for many, if not all, business and administrative functions. Many of these staff-initiated, administrative functions require the routing of documents for approval to one or more levels of management. These employee-oriented, back office types of workflows tend to require more flexibility in determining to whom these documents should go to, while, at the same time, providing the responsible parties with the flexibility to delegate their approval authority or allow others to review their work. Although this practice is commonplace in manual, paper-based processes that exist in many organizations, it is difficult to provide the same flexibility in the more structured, electronic-based, workflow systems. The purpose of this report is to present a framework or architecture for creating a R/DA system and provide some insights associated with its design and utilization. To improve understanding and clarify subsequent discussion, the goals and requirements for the major R/DA system components, namely, the database and interface modules, are initially presented along with the identification of important concepts and the definition of critical terms. Next high-level functions relating the types of inputs to the outputs of the R/DA interface module are introduced and discussed. Then the relationships between the major R/DA modules and the primary components associated with its creation and maintenance are presented and analyzed. Finally, some conclusions are drawn relative to the advantages associated with developing a R/DA system for use in implementing an enterprise-wide, work-facilitating information system.

    We study the relation between entanglement and quantum chaos in one- and two-dimensional spin-1/2 lattice models, which exhibit mixing of the noninteracting eigenfunctions and transition from integrability to quantum chaos. Contrary to what occurs in a quantum phase transition, the onset of quantum chaos is not a property of the ground state but takes place for any typical many-spin quantum state. We study bipartite and pairwise entanglement measures--namely, the reduced von Neumann entropy and the concurrence--and discuss quantum entanglement sharing. Our results suggest that the behavior of the entanglement is related to the mixing of the eigenfunctions rather than to the transition to chaos.

  9. Peak Dose Assessment for Proposed DOE-PPPO Authorized Limits

    The Oak Ridge Institute for Science and Education (ORISE), a U.S. Department of Energy (DOE) prime contractor, was contracted by the DOE Portsmouth/Paducah Project Office (DOE-PPPO) to conduct a peak dose assessment in support of the Authorized Limits Request for Solid Waste Disposal at Landfill C-746-U at the Paducah Gaseous Diffusion Plant (DOE-PPPO 2011a). The peak doses were calculated based on the DOE-PPPO Proposed Single Radionuclides Soil Guidelines and the DOE-PPPO Proposed Authorized Limits (AL) Volumetric Concentrations available in DOE-PPPO 2011a. This work is provided as an appendix to the Dose Modeling Evaluations and Technical Support Document for the Authorized Limits Request for the C-746-U Landfill at the Paducah Gaseous Diffusion Plant, Paducah, Kentucky (ORISE 2012). The receptors evaluated in ORISE 2012 were selected by the DOE-PPPO for the additional peak dose evaluations. These receptors included a Landfill Worker, Trespasser, Resident Farmer (onsite), Resident Gardener, Recreational User, Outdoor Worker and an Offsite Resident Farmer. The RESRAD (Version 6.5) and RESRAD-OFFSITE (Version 2.5) computer codes were used for the peak dose assessments. Deterministic peak dose assessments were performed for all the receptors and a probabilistic dose assessment was performed only for the Offsite Resident Farmer at the request of the DOE-PPPO. In a deterministic analysis, a single input value results in a single output value. In other words, a deterministic analysis uses single parameter values for every variable in the code. By contrast, a probabilistic approach assigns parameter ranges to certain variables, and the code randomly selects the values for each variable from the parameter range each time it calculates the dose (NRC 2006). The receptor scenarios, computer codes and parameter input files were previously used in ORISE 2012. A few modifications were made to the parameter input files as appropriate for this effort.     Electric quadrupole transition probabilities for atomic lithium have been calculated using the weakest bound electron potential model theory (WBEPMT). We have employed numerical non-relativistic HartreeFock wavefunctions for expectation values of radii and the necessary energy values have been taken from the compilation at NIST. The results obtained with the present method agree very well with the Coulomb approximation results given by Caves (1975). Moreover, electric quadrupole transition probability values not existing in the literature for some highly excited levels have been obtained using the WBEPMT.

    Undulator radiation contains, in addition to the usual component with narrow spectral features, a broad-band component in the low frequency region emitted in the near forward direction, peaked at an angle 1/{gamma}, where {gamma} is the relativistic factor. This component is referred to as the transition undulator radiation, as it is caused by the sudden change in the electron`s longitudinal velocity as it enters and leaves the undulator. The characteristic of the transition undulator radiation are analyzed and compared with the infrared radiation from the usual undulator harmonics and from bending magnets.

    Magic wavelengths for laser trapping of boson isotopes of alkaline-earth metal atoms Sr, Ca, and Mg are investigated while considering terahertz clock transitions between the {sup 3}P{sub 0}, {sup 3}P{sub 1}, and {sup 3}P{sub 2} metastable triplet states. Our calculation shows that magic wavelengths for laser trapping do exist. This result is important because those metastable states have already been used to make accurate clocks in the terahertz frequency domain. Detailed discussions for magic wavelengths for terahertz clock transitions are given in this article.

    Three of The Tennessee Valley Authority (TVA) major hydroelectric projects are experiencing alkali-aggregate reaction (AAR), These projects include Fontana Dam and Powerhouse, Hiwassee Dam and Powerhouse, and Chickamauga Lock, Dam and Powerhouse, All of these dams are considered {open_quotes}high hazard,{close_quotes} causing significant economic losses from loss of power, replacement of the dam and generation facilities, and loss of life should they fail. This paper presents an overview of the descriptions of each of these projects, including construction and original instrumentation installed in the structure during construction, All of these projects are now 50 to 60 years old and are experiencing problems in one or more locations due to AAR with no indication of any slowing of the concrete growth process, Concrete problems at these projects came as no surprise. Cracks were noted within 5 years of construction, and by 1980 some of these cracks were 1/2 inch in width. continuous monitoring of these projects has always been a priority. This paper will discuss how the growth from AAR has affected each structure, which structures have been affected most, and why. It will discuss how TVA has managed AAR at these projects in the past and how TVA is changing from a reactive to a pro-active approach in its response to AAR.

    A turbine system is disclosed. In one embodiment, the turbine system includes a transition duct. The transition duct includes an inlet, an outlet, and a passage extending between the inlet and the outlet and defining a longitudinal axis, a radial axis, and a tangential axis. The outlet of the transition duct is offset from the inlet along the longitudinal axis and the tangential axis. The transition duct further includes an interface feature for interfacing with an adjacent transition duct. The turbine system further includes a convolution seal contacting the interface feature to provide a seal between the interface feature and the adjacent transition duct.

The LLT proposed by several authors focused mostly on explaining the anomalous properties of water in a deeply supercooled state. However, there have been no direct experimental observations yet of LLT in bulk water in the so-called 'no man's land', where water exists only in the crystalline states. Recently, a novel experimental strategy to detect LLT in water has been employed using water-glycerol (W-G) mixtures, because glycerol can generate a strong hindrance for water crystallization. As a result, the observed first-order phase transition at a concentrationmore » of glycerol around c(g) approximate to 20 mol% was ascribed to the LLT. Here we show unambiguously that the first order phase transition in W-G mixtures is caused by the ice formation. We provide additional dielectric measurements, applying specific annealing temperature protocols in order to reinforce this conclusion. We also provide an explanation, why such a phase transition occurs only in the narrow glycerol concentration range. These results clearly demonstrate the danger of analysis of phase-separating liquids to gain better insights into water dynamics. These liquids have complex phase behavior that is affected by temperature, phase stability and segregation, viscosity and nucleation, and finally by crystallization, that might lead to significant misinterpretations.« less

    The Roaring Fork Transit Authority (RFTA) and its VelociRFTA Bus Rapid Transit (BRT) program are unique in many ways. For example, VelociRFTA was the first rural BRT system in the United States and the operational environment of the VelociRFTA BRT is one of the most severe in the country, with extreme winter temperatures and altitudes close to 8,000 feet. RFTA viewed high altitude operation as the most challenging characteristic when it began considering the use of natural gas. RFTA is the second-largest public transit system in Colorado behind Denver's Regional Transportation District (RTD), and it is one of the largest rural public transit systems in the country. In 2013, RFTA accepted delivery of 22 new compressed natural gas (CNG) buses that went into service after completion of maintenance and refueling facilities earlier that year. This paper examines the lessons learned from RFTA's experience of investigating--and ultimately choosing--CNG for their new BRT program and focuses on the unique environment of RFTA's BRT application; the decision process to include CNG fueling in the project; unforeseen difficulties encountered in the operation of CNG buses; public perception; cost comparison to competing fuels; and considerations for indoor fueling facilities and project funding.

    The authors describe a CHEMKIN-based multi-zone model that simulates the expected combustion variations in a single-cylinder engine fueled with iso-octane as the engine transitions from spark-ignited (ST) combustion to homogeneous charge compression ignition (HCCI) combustion. The model includes a 63-species reaction mechanism and mass and energy balances for the cylinder and the exhaust flow. For this study they assumed that the SI-to-HCCI transition is implemented by means of increasing the internal exhaust gas recirculation (EGR) at constant engine speed. This transition scneario is consistent with that implemented in previously reported experimental measurements on an experimental engine equipped with variable valve actuation. They find that the model captures many of the important experimental trends, including stable SI combustion at low EGR ({approx} 0.10), a transition to highly unstable combustion at intermediate EGR, and finally stable HCCI combustion at very high EGR ({approx} 0.75). Remaining differences between the predicted and experimental instability patterns indicate that there is further room for model improvement.

    It is shown that the simple IBA-1, which acts in a single space, robustly predicts a sharp rise in {rho}{sup 2}(E0; 0{sub 2}{sup +} {yields} 0{sub 1}{sup +}) values in spherical-deformed transition regions, in agreement with the data. These predictions are effectively parameter-free and provide an alternative to the usual coexistence model for these transitions.

    The Fernald Closure Project encompasses a 1,050-acre tract of land northwest of Cincinnati, Ohio. Dedicated to the production of uranium feed materials from 1952 until 1989, the site was subsequently included on the U.S. Environmental Protection Agency's National Priorities List and slated for cleanup. Except for contaminated ground water, cleanup of the site will be completed in 2006; remediation of the aquifer will continue for 20 years. Transition of the project from the U.S. Department of Energy Office of Environmental Management to the Office of Legacy Management will be effected when site cleanup is completed, surface restoration is complete, and aquifer remediation is on-going. Office of Legacy Management activities will focus on the monitoring and maintenance of the on-site disposal facility, enforcement of restrictions on site access and use, and the protection of natural and cultural resources. The Site Transition Plan, developed in accordance with Site Transition Framework guidance, identifies organizational and financial responsibilities for attaining closeout. A Transition Matrix details more than 1,000 activities necessary for site transition and allows each task to be tracked. Responsibility Transition Plans address major areas of scope to be transferred, such as records and information management, infrastructure, and environmental monitoring. Much effort has been placed on the retention of staff to perform the identified Office of Legacy Management scope. (authors)

  17. Methanol-fueled transit bus demonstration

    This paper summarizes the results of a California study to investigate the technical, environmental, and economic viability of using coal-derived fuels for transportation. Since nearly all of California's major urban areas have pollution problems, emphasis is placed on those options which are capable of achieving low exhaust emissions. A broad range of fuels are considered, including solids, gases, and liquids. Methanol, used in heavy-duty engines designed for this fuel, meets California's environmental, economic, and technical requirements for clean coal fuels. The combination has lower exhaust emissions than conventional Diesels -- smoke is eliminated and NO/SUB x/ and CO emissions are reduced. Further, thermal efficiencies comparable or exceeding conventional Diesels are possible. A demonstration of this new technology is now underway. Transit buses will be purchased with the objective of demonstrating alternative methanol engine designs. Economic viability in transit operations will be established.

    Structurally, elastin is protein and biomaterial that provides elasticity and resilience to a range of tissues. This work provides insights into the elastic properties of elastin and its peculiar inverse temperature transition (ITT). These features are dependent on hydration of elastin and are driven by a similar mechanism of hydrophobic collapse to an entropically favorable state.     Structurally, elastin is protein and biomaterial that provides elasticity and resilience to a range of tissues. This work provides insights into the elastic properties of elastin and its peculiar inverse temperature transition (ITT). These features are dependent on hydration of elastin and are driven by a similar mechanism of hydrophobic collapse to an entropically favorable state.     Energetic atom collisions in solids induce shockwaves with complex morphologies. In this paper, we establish the existence of a morphological transition in such cascades. The order parameter of the morphology is defined as the exponent, $b$, in the defect production curve as a function of cascade energy ($N_F$$ \\sim$$E_{MD}^b$). Response of different bcc metals can be compared in a consistent energy domain when the energy is normalized by the transition energy, $\\mu$, between the high- and the low-energy regime. Using Cr, Fe, Mo and W data, an empirical formula of $\\mu$ as a function of displacement threshold energy, $E_d$, is presented for bcc metals.

  1. Controlled transitions between cupolets of chaotic systems

    We present an efficient control scheme that stabilizes the unstable periodic orbits of a chaotic system. The resulting orbits are known as cupolets and collectively provide an important skeleton for the dynamical system. Cupolets exhibit the interesting property that a given sequence of controls will uniquely identify a cupolet, regardless of the system's initial state. This makes it possible to transition between cupolets, and thus unstable periodic orbits, simply by switching control sequences. We demonstrate that although these transitions require minimal controls, they may also involve significant chaotic transients unless carefully controlled. As a result, we present an effective technique that relies on Dijkstra's shortest path algorithm from algebraic graph theory to minimize the transients and also to induce certainty into the control of nonlinear systems, effectively providing an efficient algorithm for the steering and targeting of chaotic systems.

    In this paper we have studied slightly modified water reactors and their applications to transition scenarios. The PWR and CANDU reactors have been considered. New fuels based on Thorium have been tested: Thorium/Plutonium and Thorium/Uranium- 233, with different fissile isotope contents. Changes in the geometry of the assemblies were also explored to modify the moderation ratio, and consequently the neutron flux spectrum. A core equivalent assembly methodology was introduced as an exploratory approach and to reduce the computation time. Several basic safety analyses were also performed. We have finally developed a new scenario code, named OSCAR (Optimized Scenario Code for Advanced Reactors), to study the efficiency of these modified reactors in transition to Gen IV reactors or in symbiotic fleet.     Strong wide-angle reflections from the Moho were recorded by ocean-bottom seismic instruments during the 1988 Carolina Trough multichannel seismic experiment, in an area where the Moho is difficult to detect with vertical-incidence seismic data. Prestack depth migration of these reflections has enabled the construction of a seismic image of the Moho across the continent-ocean transition of a sedimented passive margin. The Moho rises across the margin at a slope of 10{degree}-12{degree}, from a depth of about 33 km beneath the continental shelf to 20 km beneath the outer rise. This zone of crustal thinning defines a distinct, 60-70-km-wide continent-ocean transition zone. The authors interpret the Moho in the Carolina Trough as a Jurassic feature, formed by magmatic intrusion and underplating during the rifting of Pangea.

    Protoplanetary 'transition' disks have large, mass-depleted central cavities, yet also deliver gas onto their host stars at rates comparable to disks without holes. The paradox of simultaneous transparency and accretion can be explained if gas flows inward at much higher radial speeds inside the cavity than outside the cavity, since surface density (and by extension optical depth) varies inversely with inflow velocity at fixed accretion rate. Radial speeds within the cavity might even have to approach free-fall values to explain the huge surface density contrasts inferred for transition disks. We identify observational diagnostics of fast radial inflow in channel maps made in optically thick spectral lines. Signatures include (1) twisted isophotes in maps made at low systemic velocities and (2) rotation of structures observed between maps made in high-velocity line wings. As a test case, we apply our new diagnostic tools to archival Atacama Large Millimeter Array data on the transition disk HD 142527 and uncover evidence for free-fall radial velocities inside its cavity. Although the observed kinematics are also consistent with a disk warp, the radial inflow scenario is preferred because it predicts low surface densities that appear consistent with recent observations of optically thin CO isotopologues in this disk. How material in the disk cavity sheds its angular momentum wholesale to fall freely onto the star is an unsolved problem; gravitational torques exerted by giant planets or brown dwarfs are briefly discussed as a candidate mechanism.
