Some have advocated that costs or damages associated with environmental impact should either not be discounted, or should be discounted using a social discount rate which is lower than the utility's private discount rate. Because this approach seems flawed, it is vital that those who advocate it fully explicate their reasons and reveal their assumptions. It is becoming increasingly widespread, if not usual, practice for utilities and regulatory commissions to account explicitly for the environmental costs of resource utilization when developing and evaluating integrated resource plans. This issue is being addressed in different ways in different jurisdictions. In many cases an attempt is made to monetize environmental impacts and then treat these values as either (1) costs attendant to the resources that create the impacts or (2) benefits associated with resources that mitigate such impacts. The environmental impacts are thus treated in the context of standard benefit-cost calculus, which implies the evaluation of relevant cash flows on a discounted present value basis. The discounting of monetized environmental impacts has generated much controversy beyond the usual quarrels over how best to measure the utilities' costs of funds. The controversy centers around the notion that, for a variety of reasons, the cash flows associated with environmental impacts should either not be discounted, or should be discounted using a social discount rate which is lower than the utility's private discount rate.

Intergenerational transfers and the social discount rate

This paper investigates the relationship between intergenerational asset transfers and the choice of the discount rate for use in cost-benefit analysis in a model of a competitive overlapping generations economy constrained by a socially managed exhaustible resource. Provided that there are no distortions in capital markets and that all agents hold perfect foresight, cost-benefit techniques will result in a Pareto efficient resource allocation if the discount rate is set equal to the market rate of interest. But since the path of the interest rate depends on the level of intergenerational transfers, cost-benefit techniques do not ensure a socially desirable distribution of welfare between generations; a social optimum will result only if intergenerational transfers are properly chosen and enforced. Decentralized private altruism may result in intergenerational transfers that both present and future individuals would agree are too small if members of the present generation attach positive weight to the general welfare of future generations, not simply their personal descendants. In a world where intergenerational transfers are non-optimal, second-best policy-making may imply a constrained optimum that is inefficient. Together, these findings suggest that cost-benefit analysis is at best a partial criterion to policy formulation that should be used only in conjunction with ethical principles that define the proper distribution of welfare between present and future generations.

This report discusses an analysis of the total cost of ownership of fuel cell-powered and traditional battery-powered material handling equipment (MHE, or more typically 'forklifts'). A number of fuel cell MHE deployments have received funding support from the federal government. Using data from these government co-funded deployments, DOE's National Renewable Energy Laboratory (NREL) has been evaluating the performance of fuel cells in material handling applications. NREL has assessed the total cost of ownership of fuel cell MHE and compared it to the cost of ownership of traditional battery-powered MHE. As part of its cost of ownership assessment, NREL looked at a range of costs associated with MHE operation, including the capital costs of battery and fuel cell systems, the cost of supporting infrastructure, maintenance costs, warehouse space costs, and labor costs. Considering all these costs, NREL found that fuel cell MHE can have a lower overall cost of ownership than comparable battery-powered MHE.

The construction of the Nuclear Power Plant Krsko, being located in Slovenia near the Slovenian-Croatian border, was a joint investment by Slovenia and Croatia, two republics of the former Yugoslavia. The plant was completed in 1981 and the commercial operation started early in 1983. The obligations and rights of both investors during the construction and operation were specified in two bilateral contracts signed in 1974 and 1982. These contracts were fairly detailed on construction, operation and exploitation of the nuclear power plant (NPP), but they said very little about future nuclear liabilities. The electricity production was equally shared between the two countries and both parties participated in management of the NPP. In 1991, after Slovenia and Croatia became two independent countries, the agreement on the ownership and exploitation of the NPP Krsko was re-negotiated and a new contract signed in 2003. By the new contract the decommissioning and the disposal of spent fuel (SF) as well as low and intermediate level waste (LILW) is the responsibility of both parties, and the financial resources for covering these liabilities should be equally provided. Regardless of shared ownership of waste, the agreement opts for a single disposal solution for LILW as well as for SF, but the details are left open. More clear elaboration of these responsibilities is given in the programme of the decommissioning and disposal of radioactive waste from the NPP which was jointly prepared by the Slovenian and Croatian waste management organisations in 2004. The programme is clearly opting for only one repository for LILW and one repository for spent fuel, which can be located either in Slovenia or Croatia. Irrespective of the country where such a repository will be sited, dual ownership of waste opens up another dimension of such a solution: will such a repository be regarded as a national facility or as a regional or multinational facility? Both options-national and regional/multinational- may have a strong influence on future agreements on waste disposal, but so far these aspects have not been addressed either in Slovenia or Croatia. The paper brings reflections and discussion on these aspects of waste management in Slovenia and reveals the current situation of the waste disposal project in the country. (authors)

Development of Toroidal Core Transformers

The original objective of this project was to design, build and test a few prototypes of singlephase dry-type distribution transformers of 25 kVA, 2.4 kV primary to 120 V transformers using cores made of a continuous steel strip shaped like a doughnut (toroid). At different points during the development of the project, the scope was enhanced to include the more practical case of a 25 kVA transformer for a 13.8 kV primary system voltage. Later, the scope was further expanded to design and build a 50 kVA unit to transformer voltage from 7.62 kV to 2x120 V. This is a common transformer used by Con Edison of New York and they are willing to test it in the field. The project officially started in September 2009 and ended in May 2014. The progress was reported periodically to DOE in eighteen quarterly reports. A Continuation Application was submitted to DOE in June 2010. In May 2011 we have requested a non-cost extension of the project. In December 2011, the Statement of Project Objectives (SOPO) was updated to reflect the real conditions and situation of the project as of 2011. A second Continuation Application was made and funding was approved in 2013 by DOE and the end date was extended to May 2014. The technical challenges that were overcome in this project include: the development of the technology to pass the impulse tests, derive a model for the thermal performance, produce a sound mechanical design, and estimate the inrush current. However, the greatest challenge that we faced during the development of the project was the complications of procuring the necessary parts and materials to build the transformers. The actual manufacturing process is relatively fast, but getting all parts together is a very lengthy process. The main products of this project are two prototypes of toroidal distribution transformers of 7.62 kV (to be used in a 13.8 kV system) to 2x120 V secondary (standard utilization voltage); one is rated at 25 kVA and the other at 50 kVA. The 25 kVA transformer passed the impulse test in KEMA high-voltage laboratories. Additional products include: nine papers published in the IEEE Transactions on Power Delivery, one patent has been filed, three PhD students weresupported from beginning to graduation, five postdoctoral fellows, and three MSc students were partially supported. The electrical characteristics of our dry-type toroidal transformers are similar to those of the oil-immersed pole mounted transformers currently in use by many utilities, but toroids have higher efficiency. The no-load losses of the 50 kVA prototype are only 45 W. A standard transformer has no-load losses between 90 and 240 W. Thus, even the finest transformer built today with standard technology has double the amount of no-load losses than the prototype toroidal transformer. When the manufacturing process is prepared for mass production, the cost of a dry-type toroidal transformer would be similar to the price of an oil-filed standard design. However, because of the greatly reduced losses, the total ownership cost of a toroidal transformer could be about half of a traditional design. We got a grant from Power Bridge NY in the amount of $149,985 from June 2014 to May 2015 to continue developing the transformer with commercialization objectives. We are considering the possibility to incorporate a company to manufacture the transformers and have contacted investors. The current status of the real life testing is as follows: after several months of silence, Con Edison has re-started conversations and has shown willingness to test the transformer. Other companies, PSE&G and National Grid have recently also shown interest and we will present our product to them soon.

With varying success, the United States and Europe have followed a more or less parallel path of policies to support wind development over the past twenty years. Feed-in laws and tax incentives first popularized in California in the early 1980s and greatly expanded upon in Europe during the 1990s are gradually giving way to market-based support mechanisms such as renewable portfolio standards, which are being implemented in one form or another in ten US states and at least three European nations. At the same time, electricity markets are being liberalized in both the US and Europe, and many electricity consumers are being given the choice to support the development of renewable energy through higher tariffs, both in traditionally regulated and newly competitive markets. One notable area in which wind development in Europe and United States has not evolved in common, however, is with respect to the level of community ownership of wind turbines or clusters. While community ownership of wind projects is unheard of in the United States, in Europe, local wind cooperatives or other participatory business schemes have been responsible for a large share of total wind development. In Denmark, for example, approximately 80% of all wind turbines are either individually or cooperatively owned, and a similar pattern holds in Germany, the world leader in installed wind capacity. Sweden also has a strong wind cooperative base, and the UK has recently made forays into community wind ownership. Why is it that wind development has evolved this way in Europe, but not in the United States? What incremental effect have community-owned wind schemes had on European wind development? Have community-owned wind schemes driven development in Europe, or are they merely a vehicle through which the fundamental driving institutions have been channeled? Is there value to having community wind ownership in the US? Is there reason to believe that such schemes would succeed in the US? If so, which model seems most appropriate, and what barriers--legal, regulatory, tax, market, or investment--stand in the way of implementing such a scheme? These are the questions this report seeks to address. The report begins with a discussion of the relative advantages and disadvantages of community wind ownership, as opposed to the large commercially-owned projects that have so far dominated US wind development. Next, four detailed case studies relate community-owned wind experience in Denmark, Sweden, the UK, Germany, focusing primarily on the different participatory models employed in each country. The report then categorizes the various models into three main groupings--community-led, developer-led, and investment funds--and draws general conclusions about the success of each category in Europe, and the conditions that dictate the effective use of one approach over another. Finally, the focus shifts to the US, where the report discusses the domestic barriers facing each model category, and identifies the category offering the most value with the fewest barriers to implementation. The report concludes with a high-level introduction to potential applications for community wind ownership within the United States.

A seaport simulation model, PORTSIM, has been developed for the Department of Defense (DOD) at Argonne National Laboratory. PORTSIM simulates the detailed processes of cargo loading and unloading in a seaport and provides throughput capability, resource utilization, and other important information on the bottlenecks in a seaport operation, which are crucial data in determining troop and equipment deployment capability. There are two key problems to solve in developing the HLA-compliant PORTSIM model. The first is the cargo object ownership transfer problem. In PORTSIM, cargo items, e.g. vehicles, containers, and pallets, are objects having asset attributes. Cargo comes to a seaport for loading or unloading. The ownership of a cargo object transfers from its carrier to the port and then from the port to a new carrier. Each owner of the cargo object is responsible for publishing and updating the attributes of the cargo object when it has the ownership. This creates a unique situation in developing the PORTSIM federate object model, that is, the ownership of the object instead of the attributes needs to be changed in handling the cargo object in the PORTSIM federate. The ownership management service provided by the current RTI does not directly address this issue. The second is the time management issue. PORTSIM is an event-driven simulation that models seaport operations over time. To make PORTSIM HLA compliant, time management must be addressed to allow for synchronization with other simulation models. This paper attempts to address these two issues and methodologies developed for solving these two problems.

We analyze here in detail the differences between this new analogue transformation acoustics (ATA) method and the standard one (STA). We show explicitly that STA is not suitable for transformations that mix space and time. ATA takes as starting point the acoustic equation for the velocity potential, instead of that for the pressure as in STA. This velocity-potential equation by itself already allows for some transformations mixing space and time, but not all of them. We explicitly obtain the entire set of transformations that do not leave its form invariant. It is in these cases that ATA shows its true potential, allowing for building a transformation acoustics method that enables the full range of spacetime transformations. We provide an example of an important transformation which cannot be achieved with STA. Using this transformation, we design and simulate an acoustic frequency converter via the ATA approach. Furthermore, in those cases in which one can apply both the STA and ATA approaches, we study the different transformational properties of the corresponding physical quantities.

Over the past years the Lawrence Berkeley National Laboratory (LBNL) has developed an econometric model that predicts appliance ownership at the household level based on macroeconomic variables such as household income (corrected for purchase power parity), electrification, urbanization and climate variables. Hundreds of data points from around the world were collected in order to understand trends in acquisition of new appliances by households, especially in developing countries. The appliances covered by this model are refrigerators, lighting fixtures, air conditioners, washing machines and televisions. The approach followed allows the modeler to construct a bottom-up analysis based at the end use and the household level. It captures the appliance uptake and the saturation effect which will affect the energy demand growth in the residential sector. With this approach, the modeler can also account for stock changes in technology and efficiency as a function of time. This serves two important functions with regard to evaluation of the impact of energy efficiency policies. First, it provides insight into which end uses will be responsible for the largest share of demand growth, and therefore should be policy priorities. Second, it provides a characterization of the rate at which policies affecting new equipment penetrate the appliance stock. Over the past 3 years, this method has been used to support the development of energy demand forecasts at the country, region or global level.

This presentation uses a vehicle simulator and economics model called the Battery Ownership Model to examine the levelized cost per mile of conventional (CV) and hybrid electric vehicles (HEVs) in comparison with the cost to operate an electric vehicle (EV) under a service provider business model. The service provider is assumed to provide EV infrastructure such as charge points and swap stations to allow an EV with a 100-mile range to operate with driving profiles equivalent to CVs and HEVs. Battery cost, fuel price forecast, battery life, and other variables are examined to determine under what scenarios the levelized cost of an EV with a service provider can approach that of a CV. Scenarios in both the United States as an average and Hawaii are examined. The levelized cost of operating an EV with a service provider under average U.S. conditions is approximately twice the cost of operating a small CV. If battery cost and life can be improved, in this study the cost of an EV drops to under 1.5 times the cost of a CV for U.S. average conditions. In Hawaii, the same EV is only slightly more expensive to operate than a CV.

The U.S. Department of Energy Grand Junction Office (DOE?GJO) in Grand Junction, Colorado, has played an integral role within the DOE complex for many years. GJO has a reputation for outstanding quality in the performance of complex environmental restoration projects, utilizing state-of-the-art technology. Many of the GJO missions have been completed in recent years. In 1998, DOE Headquarters directed GJO to reduce its mortgage costs by transferring ownership of the site and to lease space at a reasonable rate for its ongoing work. A local community group and GJO have entered into a sales contract; signing of the Quitclaim Deed is planned for February 16, 2001. Site transfer tasks were organized as a project with a critical-path schedule to track activities and a Site Transition Decision Plan was prepared that included a decision process flow chart, key tasks, and responsibilities. Specifically, GJO identified the end state with affected parties early on, successfully dealt with site contamination issues, and negotiated a lease-back arrangement, resulting in an estimated savings of more than 60 percent of facility maintenance costs annually. Lessons learned regarding these transition activities could be beneficial to many other sites.

We uncover a new type of unitary operation for quantum mechanics on the half-line which yields a transformation to ``Hyperbolic phase space''. We show that this new unitary change of basis from the position x on the half line to the Hyperbolic momentum $p_\\eta$, transforms the wavefunction via a Mellin transform on to the critial line $s=1/2-ip_\\eta$. We utilise this new transform to find quantum wavefunctions whose Hyperbolic momentum representation approximate a class of higher transcendental functions, and in particular, approximate the Riemann Zeta function. We finally give possible physical realisations to perform an indirect measurement of the Hyperbolic momentum of a quantum system on the half-line.

Conformal transformations of a Euclidean (complex) plane have some kind of completeness (sufficiency) for the solution of many mathematical and physical-mathematical problems formulated on this plane. There is no such completeness in the case of Euclidean, pseudo-Euclidean and polynumber spaces of dimension greater than two. In the present paper we show that using the concepts of analogical geometries allows us to generalize conformal transformations not only to the case of Euclidean or pseudo-Euclidean spaces, but also to the case of Finsler spaces, analogous to the spaces of affine connectedness. Examples of such transformations in the case of complex and hypercomplex numbers H_4 are presented. In the general case such transformations form a group of transitions, the elements of which can be viewed as transitions between projective Euclidean geometries of a distinguished class fixed by the choice of metric geometry admitting affine coordinates. The correlation between functions realizing generalized conformal transformations and generalized analytical functions can appear to be productive for the solution of fundamental problems in theoretical and mathematical physics.

Here, we show a group of unconventional phenomena occurring on the liquid metal objects. Through applying electrical field on the liquid metals immersed in water, a series of complex transformation behaviors such as self-assembling of a sheet of liquid metal film into a single sphere, quick mergences of separate metal droplets, controlled self-rotation and planar locomotion of liquid metal objects can be realized. Meanwhile, it was also found that two accompanying water vortexes were induced and reliably swirled near the rotating liquid metal sphere. Further, effects of the shape, size, voltage, orientation and geometries of the electrodes to control the liquid metal transformers were clarified. Such events are hard to achieve otherwise on rigid metal or conventional liquid spheres. This finding has both fundamental and practical significances which suggest a generalized way of making smart soft machine, collecting discrete metal fluids, as well as flexibly manipulating liquid metal objects including accompanying devices.

In this paper extensions of the classical Fourier, fractional Fourier and Radon transforms to superspace are studied. Previously, a Fourier transform in superspace was already studied, but with a different kernel. In this work, the fermionic part of the Fourier kernel has a natural symplectic structure, derived using a Clifford analysis approach. Several basic properties of these three transforms are studied. Using suitable generalizations of the Hermite polynomials to superspace (see [H. De Bie, F. Sommen, Hermite and Gegenbauer polynomials in superspace using Clifford analysis, J. Phys. A 40 (2007) 10441-10456]) an eigenfunction basis for the Fourier transform is constructed.

We define the star transform as a generalization of the broken ray transform introduced by us in previous work. The advantages of using the star transform include the possibility to reconstruct the absorption and the scattering coefficients of the medium separately and simultaneously (from the same data) and the possibility to utilize scattered radiation which, in the case of the conventional X-ray tomography, is discarded. In this paper, we derive the star transform from physical principles, discuss its mathematical properties and analyze numerical stability of inversion. In particular, it is shown that stable inversion of the star transform can be obtained only for configurations involving odd number of rays. Several computationally-efficient inversion algorithms are derived and tested numerically.

In this paper novel classes of 2-D vector-valued spatial domain wavelets are defined, and their properties given. The wavelets are 2-D generalizations of 1-D analytic wavelets, developed from the Generalized Cauchy-Riemann equations and represented as quaternionic functions. Higher dimensionality complicates the issue of analyticity, more than one `analytic' extension of a real function is possible, and an `analytic' analysis wavelet will not necessarily construct `analytic' decomposition coefficients. The decomposition of locally unidirectional and/or separable variation is investigated in detail, and two distinct families of hyperanalytic wavelet coefficients are introduced, the monogenic and the hypercomplex wavelet coefficients. The recasting of the analysis in a different frame of reference and its effect on the constructed coefficients is investigated, important issues for sampled transform coefficients. The magnitudes of the coefficients are shown to exhibit stability with respect to shifts in phase. Hyperanalytic 2-D wavelet coefficients enable the retrieval of a phase-and-magnitude description of an image in phase space, similarly to the description of a 1-D signal with the use of 1-D analytic wavelets, especially appropriate for oscillatory signals. Existing 2-D directional wavelet decompositions are related to the newly developed framework, and new classes of mother wavelets are introduced.

The purpose of this assessment is to support the Marine Corps Base, Okinawa in evaluating medium voltage distribution transformers for potential efficiency upgrades. The original scope of work included the MCB providing actual transformer nameplate data, manufacturer’s factory test sheets, electrical system data (kWh), demand data (kWd), power factor data, and electricity cost data. Unfortunately, the MCB’s actual data is not available and therefore making it necessary to de-scope the original assessment. Note: Any similar nameplate data, photos of similar transformer nameplates, and basic electrical details from one-line drawings (provided by MCB) are not a replacement for actual load loss test data. It is recommended that load measurements are performed on the high and low sides of transformers to better quantify actual load losses, demand data, and power factor data. We also recommend that actual data, when available, be inserted by MCB Okinawa where assumptions have been made and then the LCC analysis updated. This project discovered that non-equilibrium structures, including chemically ordered structures not observed in bulk systems, form in isolated nanoscale systems. Further, a generalized model was developed that effectively explained the suppression of equilibrium phase transformations. This thermodynamic model considered the free energy decrease associated with the phase transformation was less than the increase in energy associated with the formation of an interphase interface, therefore inhibiting the phase transformation. A critical diameter exists where the system transitions to bulk behavior, and a generalized equation was formulated that successfully predicted this transition in the Fe-Au system. This provided and explains a new route to novel structures not possible in bulk systems. The structural characterization was accomplished using transmission electron microscopy in collaboration with Matthew Kramer of Ames Laboratory. The PI and graduate student visited Ames Laboratory several times a year to conduct the experiments.

In each superposition the coefficients are chosen to be L 2 eingenfunctions of a sigma weight Maass Laplacian on the Poincare disk, which are associated with discrete eigenvalues. For each nonzero m the associated coherent states transform constitutes the m true polyanalytic extension of a relativistic version of the second Bargmann transform, whose integral kernel is expressed in terms of a special Appel Kampe de Feriet hypergeometric function. The obtained results could be used to extend the known semi classical analysis of quantum dynamics of the relativistic isotonic oscillator.

UD integrals published by N. Usyukina and A. Davydychev in 1992-1993 are integrals corresponding to ladder-type Feynman diagrams. The results are UD functions $\\Phi^{(L)},$ where $L$ is the number of loops. They play an important role in N=4 supersymmetic Yang-Mills theory. The integrals were defined and calculated in the momentum space. In this paper the position space representation of UD functions is investigated. We show that Fourier transforms of UD functions are UD functions of space-time intervals but this correspondence is indirect. For example, the Fourier transform of the second UD integral is the second UD integral.

Flashlight usage is widespread across much of sub-Saharan Africa.1 In Kenya in particular, over half of all households report owning a flashlight (Kamfor, 2002). Aside from household use, flashlights are also widely used to perform income-earning jobs in Kenya. Lumina Research Note No.4, the first report in this series documenting flashlight use in Kenya, highlights flashlight use patterns of night watchmen and bicycle taxi drivers. Both of these are occupations that rely on the use of flashlights on a nightly basis (Tracy et al., 2009). Also highlighted by Research Note No.4, flashlight users in Kenya have reported being highly dissatisfied with the quality of the low-cost LED flashlights that are available, and they identify several reoccurring problems they have faced as flashlight end-users (Tracy et al., 2009). The fact that there exists a substantial dependency upon flashlights in Kenya and that users are disgruntled with the available products suggests reasons for concern about flashlight quality. This concern is present despite two recent technological transitions in the flashlight market. First, LED technology has quickly emerged as the dominant source of portable lighting in Kenya, outpacing incandescent flashlights (Johnstone et al., 2009). LED technology has the potential to provide efficiency and performance benefits relative to incandescent bulbs, and low-cost LEDs have achieved price levels that make them cost competitive with conventional lighting sources for a number of applications (Mills, 2005). Second, rechargeable sealed-lead acid (SLA) batteries are also becoming more prevalent alternatives to disposable dry cell batteries. Flashlights using rechargeable SLA batteries tend to have a lower total cost of ownership over a two-year period than a flashlight using dry cell batteries (Radecsky, 2009); however, as this current report highlights, this may vary depending on the intensity of use patterns. To avoid a potential market spoiling effect for off-grid lighting products based on LED technology (Mills and Jacobson, 2008; Lighting Africa, 2007) a better understanding of flashlight use-patterns is crucial (Tracy et al., 2009). In addition, the economic implications faced by rural flashlight end-users provide further incentive for a move toward higher quality low-cost flashlights. In this report, our team uses interviews with 46 end users of flashlights to collect information about their use patterns and costs associated with owning and operating flashlight products. While flashlights used in their portable mode typically do not represent a substitute for kerosene or other forms of fuel-based lighting, at times they are used in stationary applications in place of a fuel-based lamp. In either case, these products often represent end users first exposure to LED technology and rechargeable dry cell batteries, and thus stand to either provide a positive or negative impression of these technologies for a diversity of lighting applications.

In this paper we study noncommutative Lorentz transformations using symplectic deformations. In this framework we define an infinitesimal line element that is invariant under this noncommutative Lorentz transformations. Using the symplectic geometry formalism, we find that noncommutative Lorentz transformations intertwine the canonical momentums with canonical position coordinates.

This invention presents Normalized Amplitude Hilbert Transform (NAHT) and Normalized Hilbert Transform(NHT), both of which are new methods for computing Instantaneous Frequency. This method is designed specifically to circumvent the limitation set by the Bedorsian and Nuttal Theorems, and to provide a sharp local measure of error when the quadrature and the Hilbert Transform do not agree. Motivation for this method is that straightforward application of the Hilbert Transform followed by taking the derivative of the phase-angle as the Instantaneous Frequency (IF) leads to a common mistake made up to this date. In order to make the Hilbert Transform method work, the data has to obey certain restrictions.

Power transformers are the major piece of equipment in high-voltage substations. A considerable number of these transformers exist in Iran`s integrated network. Due to the climate diversity and improper usage, many of these transformers age rapidly, suffer failure and are taken out of service before half their useful life. At the present time the utility companies have no specific time-frame and plan for preventive overhaul. Detection of preventive overhaul time will increase the remaining life of transformers and improve the reliability of substations. An exact check of the remaining lifetime of transformers is not yet possible by available diagnostic techniques. In this paper, the authors present a method of identifying the right time for preventive overhaul in 63 kV power transformers. This method is developed based on 25 year transformer performance records in Northern Iran (subtropical climate) and with the utilization of studies done by electrical engineering communities world-wide.

We propose a technique for performing quantum state tomography of photonic polarization-encoded multi-qubit states. Our method uses a single rotating wave plate, a polarizing beam splitter and two photon-counting detectors per photon mode. As the wave plate rotates, the photon counters measure a pseudo-continuous signal which is then Fourier transformed. The density matrix of the state is reconstructed using the relationship between the Fourier coefficients of the signal and the Stokes' parameters that represent the state. The experimental complexity, i.e. different wave plate rotation frequencies, scales linearly with the number of qubits.

Elucidation of complex biogeochemical processes and their effects on speciation of U in the subsurface is critical for developing remediation strategies with an understanding of stability. We have developed static microcosms that are similar to bioreduction process studies in situ under laminar flow conditions or in sediment pores. Uranium L{sub 3}-edge X-ray absorption near-edge spectroscopy analysis with depth in the microcosms indicated that transformation of U{sup VI} to U{sup IV} occurred by at least two distinct processes. Extended X-ray absorption fine structure (EXAFS) analysis indicated that initial U{sup VI} species associated with C- and P-containing ligands were transformed to U{sup IV} in the form of uraninite and U associated with Fe-bound ligands. Microbial community analysis identified putative Fe{sup III} and sulfate reducers at two different depths in the microcosms. The slow reduction of U{sup VI} to U{sup IV} may contribute the stability of U{sup IV} within microcosms at 11 months after a decrease in bioreducing conditions due to limited electron donors.

We study Fourier theory on quantum Euclidean space. A modified version of the general definition of the Fourier transform on a quantum space is used and its inverse is constructed. The Fourier transforms can be defined by their Bochner's relations and a new type of q-Hankel transforms using the first and second q-Bessel functions. The behavior of the Fourier transforms with respect to partial derivatives and multiplication with variables is studied. The Fourier transform acts between the two representation spaces for the harmonic oscillator on quantum Euclidean space. By using this property it is possible to define a Fourier transform on the entire Hilbert space of the harmonic oscillator, which is its own inverse and satisfies the Parseval theorem.

Based on our previous work on the recursive fermion system in the Cuntz algebra, it is shown that a nonlinear transformation group of the CAR fermion algebra is induced from a $U(2^p)$ action on the Cuntz algebra ${\\cal O}_{2^p}$ with an arbitrary positive integer $p$. In general, these nonlinear transformations are expressed in terms of finite polynomials in generators. Some Bogoliubov transformations are involved as special cases.

We show that similarity (or equivalent) transformations enable one to construct non-Hermitian operators with real spectrum. In this way we can also prove and generalize the results obtained by other authors by means of a gauge-like transformation and its generalization. Such similarity transformations also reveal the connection with pseudo-Hermiticity in a simple and straightforward way. In addition to it we consider the positive and negative eigenvalues of a three-parameter non-Hermitian oscillator.

This article reviews MIT`s model-based system which offers adaptive, intelligent surveillance of transformers, and summons attention to anomalous operation through paging devices. Failures of large power transformers are problematic for four reasons. Generally, large transformers are situated so that failures present operational problems to the system. In addition, large power transformers are encased in tanks of flammable and environmentally hazardous fluid. Failures are often accompanied by fire and/or spillage of this fluid. This presents hazards to people, other equipment and property, and the local environment. Finally, large power transformers are costly devices. There is a clear incentive for utilities to keep track of the health of their power transformers. Massachusetts Institute of Technology (MIT) has developed an adaptive, intelligent, monitoring system for large power transformers. Four large transformers on the Boston Edison system are under continuous surveillance by this system, which can summon attention to anomalous operation through paging devices. The monitoring system offers two advantages over more traditional (not adaptive) methods of tracking transformer operation.

Based on our previous experiment that successfully demonstrated wakefield transformer ratio enhancement in a 13.625 GHz dielectric-loaded collinear wakefield accelerator using the ramped bunch train technique, we present here a redesigned experimental scheme for even higher enhancement of the efficiency of this accelerator. Design of a collinear wakefield device with a transformer ratio R2, is presented. Using a ramped bunch train (RBT) rather than a single drive bunch, the enhanced transformer ratio (ETR) technique is able to increase the transformer ratio R above the ordinary limit of 2. To match the wavelength of the fundamental mode of the wakefield with the bunch length (sigmaz=2 mm) of the new Argonne wakefield accelerator (AWA) drive gun (where the experiment will be performed), a 26.625 GHz dielectric based accelerating structure is required. This transformer ratio enhancement technique based on our dielectric-loaded waveguide design will result in a compact, high efficiency accelerating structures for future wakefield accelerators.

The basic principle of astronomical interferometry is to derive the angular distribution of radiation in the sky from the Fourier transform of the electric field on the ground. What is so special about the Fourier transform? Nothing, it turns out. I consider the possibility of performing other transforms on the electric field with digital technology. The Fractional Fourier Transform (FrFT) is useful for interpreting observations of sources that are close to the interferometer (in the atmosphere for radio interferometers). Essentially, applying the FrFT focuses the array somewhere nearer than infinity. Combined with the other Linear Canonical Transforms, any homogeneous linear optical system with thin elements can be instantiated. The time variation of the electric field can also be decomposed into other bases besides the Fourier modes, which is especially useful for dispersed transients or quick pulses. We investigate probabilistic transformations of quantum states from a `source' set to a `target' set of states. Such transforms have many applications. They can be used for tasks which include state-dependent cloning or quantum state discrimination, and as interfaces between systems whose information encodings are not related by a unitary transform, such as continuous-variable systems and finite-dimensional systems. In a probabilistic transform, information may be lost or leaked, and we explain the concepts of leak and redundancy. Following this, we show how the analysis of probabilistic transforms significantly simplifies for symmetric source and target sets of states. In particular, we give a simple linear program which solves the task of finding optimal transforms, and a method of characterizing the introduced leak and redundancy in information-theoretic terms. Using the developed techniques, we analyse a class of transforms which convert coherent states with information encoded in their relative phase to symmetric qubit states. Each of these sets of states on their own appears in many well studied quantum information protocols. Finally, we suggest an asymptotic realization based on quantum scissors.

A total cost of ownership model is described for low temperature proton exchange membrane stationary fuel cell systems for combined heat and power (CHP) applications from 1-250kW and backup power applications from 1-50kW. System designs and functional specifications for these two applications were developed across the range of system power levels. Bottom-up cost estimates were made for balance of plant costs, and detailed direct cost estimates for key fuel cell stack components were derived using design-for-manufacturing-and-assembly techniques. The development of high throughput, automated processes achieving high yield are projected to reduce the cost for fuel cell stacks to the $300/kW level at an annual production volume of 100 MW. Several promising combinations of building types and geographical location in the U.S. were identified for installation of fuel cell CHP systems based on the LBNL modelling tool DER CAM. Life-cycle modelling and externality assessment were done for hotels and hospitals. Reduced electricity demand charges, heating credits and carbon credits can reduce the effective cost of electricity ($/kWhe) by 26-44percent in locations such as Minneapolis, where high carbon intensity electricity from the grid is displaces by a fuel cell system operating on reformate fuel. This project extends the scope of existing cost studies to include externalities and ancillary financial benefits and thus provides a more comprehensive picture of fuel cell system benefits, consistent with a policy and incentive environment that increasingly values these ancillary benefits. The project provides a critical, new modelling capacity and should aid a broad range of policy makers in assessing the integrated costs and benefits of fuel cell systems versus other distributed generation technologies.

The fully covariant formulation of transformation optics is used to find the configuration of a cloaking device operating in an expanding universe modelled by a Friedmann-Lema\\^itre-Robertson-Walker spacetime. This spacetime cloak is used as a platform for probing the covariant formulation of transformation optics, thereby rigorously enhancing the conceptual understanding of the theory. By studying the problem in both comoving and physical coordinates we explicitly demonstrate the preservation of general covariance of electrodynamics under the transformation optics procedure. This platform also enables a detailed study of the various transformations that arise in transformation optics. We define a corporeal transformation as the "transformation" of transformation optics, and distinguish it from coordinate and frame transformations. We find that corporeal transformations considered in the literature have generally been restricted to a subset of all possible corporeal transformations, providing a potential mechanism for increased functionality of transformation optics.

The Brookhaven AGS Main Magnet Power Supply (MMPS) is a thyristor control supply rated at 5500 Amps. +/-9000 Volts. The peak magnet power is 50 MWatts. The power supply is fed from a motor/generator manufactured by Siemens. During rectify and invert operation the P Bank power supplies are used. During the flattops the F Bank power supplies are used. The P Bank power supplies are fed from two 23 MVA transformers and the F Bank power supplies are fed from two 5.3 MYA transformers. The fundamental frequency of the F Bank power supplies is 1440 Hz, however the fundamental frequency of the P banks was 720 Hz. It was very important to reduce the ripple during rectify to improve polarized proton operations. For this reason and also because the original transformers were 45 years old we replaced these transformers with new ones and we made the fundamental frequency of both P and F banks 1440 Hz. This paper will highlight the major hurdles that were involved during the installation of the new transformers. It will present waveforms while running at different power levels up to 6MW full load. It will show the transition from the F-Bank power supplies to the P-Banks and also show the improvements in ripple made on the P-Bank power supplies.

We present an explanation of how the $\\mu$-deformed Segal-Bargmann spaces, that are studied in various articles of the author in collaboration with Angulo, Echevarria and Pita, can be viewed as deserving their name, that is, how they should be considered as a part of Segal-Bargmann analysis. This explanation relates the $\\mu$-deformed Segal-Bargmann transforms to the generalized Segal-Bargmann transforms introduced by B. Hall using heat kernel analysis. All the versions of the $\\mu$-deformed Segal-Bargmann transform can be understood as Hall type transforms. In particular, we define a $\\mu$-deformation of Hall's "Version C" generalized Segal-Bargmann transform which is then shown to be a $\\mu$-deformed convolution with a $\\mu$-deformed heat kernel followed by analytic continuation. Our results are generalizations and analogues of the results of Hall.

We consider an extension of logic programs, called \\omega-programs, that can be used to define predicates over infinite lists. \\omega-programs allow us to specify properties of the infinite behavior of reactive systems and, in general, properties of infinite sequences of events. The semantics of \\omega-programs is an extension of the perfect model semantics. We present variants of the familiar unfold/fold rules which can be used for transforming \\omega-programs. We show that these new rules are correct, that is, their application preserves the perfect model semantics. Then we outline a general methodology based on program transformation for verifying properties of \\omega-programs. We demonstrate the power of our transformation-based verification methodology by proving some properties of Buechi automata and \\omega-regular languages.

Cross Insulated Core Transformer (CCT) technology improves on Insulated Core Transformer (ICT) implementations. ICT systems are widely used in very high voltage, high power, power supply systems. In an ICT transformer ferrite core sections are insulated from their neighboring ferrite cores. Flux leakage is present at each of these insulated gaps. The flux loss is raised to the power of stages in the ICT design causing output voltage efficiency to taper off with increasing stages. KSI's CCT technology utilizes a patented technique to compensate the flux loss at each stage of an ICT system. Design equations to calculate the flux compensation capacitor value are presented. CCT provides corona free operation of the HV stack. KSI's CCT based High Voltage power supply systems offer high efficiency operation, high frequency switching, low stored energy and smaller size over comparable ICT systems.

The incorporation of automatic transformations into the inference process can alter the search space for a given problem, and is particularly useful for problems having broad rather than deep proofs. The technique can also be used to permit the generation of inferences that might otherwise be blocked and to build some commutativity or associativity into the unification process. New parallel computers are emerging, but developing efficient scientific code for them remains difficult. A scientist must manage not only the science-domain complexity but also the performance-optimization complexity. HERCULES is a code transformation system designed to help the scientist to separate the two concerns, which improves code maintenance, and facilitates performance optimization. The system combines three technologies, code patterns, transformation scripts and compiler plugins, to provide the scientist with an environment to quickly implement code transformations that suit his needs. Unlike existing code optimization tools, HERCULES is unique in its focus on user-level accessibility. In this paper we discuss the design, implementation and an initial evaluation of HERCULES.

Superaustenitic stainless steels constitute a group of Fe-based alloys that are compositionally balanced to have a purely austenitic matrix and exhibit favorable pitting and crevice corrosion resistant properties and mechanical strength. However, intermetallic precipitates such as sigma and Laves can form during casting or exposure to high-temperature processing, which degrade the corrosion and mechanical properties of the material. The goal of this study was to accurately characterize the solid-solid phase transformations seen in cast superaustenitic stainless steels. Heat treatments were performed to understand the time and temperature ranges for intermetallic phase formations in alloys CN3MN and CK3MCuN. Microstructures were characterized using scanning electron microscopy (SEM), transmission electron microscopy (TEM), and energy and wavelength dispersive spectroscopy (EDS, WDS). The equilibrium microstructures, composed primarily of sigma and Laves within purely austenitic matrices, showed slow transformation kinetics. Factors that determine the extent of transformation, including diffusion, nucleation, and growth, are discussed.

A fast, continuous, wavelet transform, based on Shannon`s sampling theorem in frequency space, has been developed for use with continuous mother wavelets and sampled data sets. The method differs from the usual discrete-wavelet approach and the continuous-wavelet transform in that, here, the wavelet is sampled in the frequency domain. Since Shannon`s sampling theorem lets us view the Fourier transform of the data set as a continuous function in frequency space, the continuous nature of the functions is kept up to the point of sampling the scale-translation lattice, so the scale-translation grid used to represent the wavelet transform is independent of the time- domain sampling of the signal under analysis. Computational cost and nonorthogonality aside, the inherent flexibility and shift invariance of the frequency-space wavelets has advantages. The method has been applied to forensic audio reconstruction speaker recognition/identification, and the detection of micromotions of heavy vehicles associated with ballistocardiac impulses originating from occupants` heart beats. Audio reconstruction is aided by selection of desired regions in the 2-D representation of the magnitude of the transformed signal. The inverse transform is applied to ridges and selected regions to reconstruct areas of interest, unencumbered by noise interference lying outside these regions. To separate micromotions imparted to a mass-spring system (e.g., a vehicle) by an occupants beating heart from gross mechanical motions due to wind and traffic vibrations, a continuous frequency-space wavelet, modeled on the frequency content of a canonical ballistocardiogram, was used to analyze time series taken from geophone measurements of vehicle micromotions. By using a family of mother wavelets, such as a set of Gaussian derivatives of various orders, features such as the glottal closing rate and word and phrase segmentation may be extracted from voice data.

In this paper we demonstrate how the Legendre transform connects the statements of Noether's theorem in Hamiltonian and Lagrangian mechanics. We give precise definitions of symmetries and conserved quantities in both the Hamiltonian and Lagrangian frameworks and discuss why these notions in the Hamiltonian framework are somewhat less rigid. We explore conditions which, when put on these definitions, allow the Legendre transform to set up a one-to-one correspondence between them. We also discuss how to preserve this correspondence when the definitions of symmetries and conserved quantities are less restrictive.

The Laplace transforms of the transition probability density and distribution functions for the Ornstein-Uhlenbeck process contain the product of two parabolic cylinder functions, namely D_{v}(x)D_{v}(y) and D_{v}(x)D_{v-1}(y), respectively. The inverse transforms of these products have as yet not been documented. However, the transition density and distribution functions can be obtained by alternatively applying Doob's transform to the Kolmogorov equation and casting the problem in terms of Brownian motion. Linking the resulting transition density and distribution functions to their Laplace transforms then specifies the inverse transforms to the aforementioned products of parabolic cylinder functions. These two results, the recurrence relation of the parabolic cylinder function and the properties of the Laplace transform then enable the calculation of inverse transforms also for countless other combinations in the orders of the parabolic cylinder functions such as D_{v}(x)D_{v-2}(y), D_{v+1}(x)D_{v-1}(y) and D_{v}(x)D_{v-3}(y).

Sometimes it becomes a matter of natural choice for an observer (A) that he prefers a coordinate system of two-dimensional spatial x-y coordinates from which he observes another observer (B) who is moving at a uniform speed along a line of motion, which is not collinear with As chosen x or y axis. It becomes necessary in such cases to develop Lorentz transformations where the line of motion is not aligned with either the x or the y-axis. In this paper we develop these transformations and show that under such transformations, two orthogonal systems (in their respective frames) appear non-orthogonal to each other. We also illustrate the usefulness of the transformation by applying it to three problems including the rod-slot problem. The derivation has been done before using vector algebra. Such derivations assume that the axes of K and K-prime are parallel. We give a characterization of linear canonoid transformations on symplectic manifolds and we use it to generate biHamiltonian structures for some mechanical systems. Utilizing this characterization we also study the behavior of the harmonic oscillator under canonoid transformations. We present a description of canonoid transformations due to E.T. Whittaker, and we show that it leads, in a natural way, to the modern, coordinate-independent definition of canonoid transformations. We also generalize canonoid transformations to Poisson manifolds by introducing Poissonoid transformations. We give examples of such transformations for Euler's equations of the rigid body (on $\\mathcal{so}^\\ast (3) $ and $ so^\\ast (4)$) and for an integrable case of Kirchhoff's equations for the motion of a rigid body immersed in an ideal fluid. We study the relationship between biHamiltonian structures and Poissonoid transformations for these examples. We analyze the link between Poissonoid transformations, constants of motion, and symmetries.

Many Sandia components for military applications are designed for a 20-year life. In order to determine if magnetic components meet that requirement, the parts are subjected to selected destructive tests. This paper reviews the re-design of a power transformer and the tests required to prove-in the re-design. The re-design included replacing the Epon 828/Mica/methylenedianiline (curing agent Z) epoxy encapsulant with a recent Sandia National Laboratory (SNL) developed epoxy encapsulant. The new encapsulant reduces the Environmental Safety and Health (ES and H) hazards. Life testing of this re-designed transformer generated failures; an open secondary winding. An experimental program to determine the cause of the broken wires and an improved design to eliminate the problem was executed. This design weakness was corrected by reverting to the hazardous epoxy system.

It is generally believed that transformation optics based cloaking, besides rendering the cloaked region invisible to detection by scattering of incident waves, also shields the region from those same waves. We demonstrate a coupling between the cloaked and uncloaked regions, exposing a difference between cloaking for rays and waves. Interior resonances allow this coupling to be amplified, and careful choice of parameters leads to effective cloaks with degraded shielding. As one application, we describe how to use transformation optics to hide sensors in the cloaked region and yet enable the sensors to efficiently measure waves incident on the exterior of the cloak, an effect similar to the plasmon based approach of Alu' and Engheta.

The present invention relates to a system and methods for acquiring two-dimensional Fourier transform (2D FT) spectra. Overlap of a collinear pulse pair and probe induce a molecular response which is collected by spectral dispersion of the signal modulated probe beam. Simultaneous collection of the molecular response, pulse timing and characteristics permit real time phasing and rapid acquisition of spectra. Full spectra are acquired as a function of pulse pair timings and numerically transformed to achieve the full frequency-frequency spectrum. This method demonstrates the ability to acquire information on molecular dynamics, couplings and structure in a simple apparatus. Multi-dimensional methods can be used for diagnostic and analytical measurements in the biological, biomedical, and chemical fields.

Phase transformations can be difficult to characterize at the microscopic level due to the inability to directly observe individual atomic motions. Model colloidal systems, by contrast, permit the direct observation of individual particle dynamics and of collective rearrangements, which allows for real-space characterization of phase transitions. Here, we study a quasi-two-dimensional, binary colloidal alloy that exhibits liquid-solid and solid-solid phase transitions, focusing on the kinetics of a diffusionless transformation between two crystal phases. Experiments are conducted on a monolayer of magnetic and nonmagnetic spheres suspended in a thin layer of ferrofluid and exposed to a tunable magnetic field. A theoretical model of hard spheres with point dipoles at their centers is used to guide the choice of experimental parameters and characterize the underlying materials physics. When the applied field is normal to the fluid layer, a checkerboard crystal forms; when the angle between the field and the normal is sufficiently large, a striped crystal assembles. As the field is slowly tilted away from the normal, we find that the transformation pathway between the two phases depends strongly on crystal orientation, field strength, and degree of confinement of the monolayer. In some cases, the pathway occurs by smooth magnetostrictive shear, while in others it involves the sudden formation of martensitic plates.

The British Meteorological Office and researchers at Lawrence Livermore National Laboratory concluded that the effect of smoke from major oil fires in Kuwait on global temperatures is likely to be small; however, the obscuration of sunlight might significantly reduce surface temperatures locally. Michael MacCracken, leader of the researchers at Livermore, predicts that the worst plausible oil fires in the Gulf would produce a cloud of pollution about as severe as that found on a bad day at the Los Angeles airport. The results of some mathematical modeling by the Livermore research group are reported.

High-temperature superconducting (HTS) coated conductors in utility power transformers must satisfy a set of operating requirements that are driven by two major considerations-HTS transformers must be economically competitive with conventional units, and the conductor must be robust enough to be used in a commercial manufacturing environment. The transformer design and manufacturing process will be described in order to highlight the various requirements that it imposes on the HTS conductor. Spreadsheet estimates of HTS transformer costs allow estimates of the conductor cost required for an HTS transformer to be competitive with a similarly performing conventional unit.

Duplex stainless steels (DSS) constitute both ferrite and austenite as a matrix. Such a microstructure confers a high corrosion resistance with favorable mechanical properties. However, intermetallic phases such as {sigma} and {chi} can also form during casting or high-temperature processing and can degrade the properties of the DSS. This research was initiated to develop time-temperature-transformation (TTT) and continuous-cooling-transformation (CCT) diagrams of two types of cast duplex stainless steels, CD3MN (Fe-22Cr-5Ni-Mo-N) and CD3MWCuN (Fe-25Cr-7Ni-Mo-W-Cu-N), in order to understand the time and temperature ranges for intermetallic phase formation. The alloys were heat treated isothermally or under controlled cooling conditions and then characterized using conventional metallographic methods that included tint etching, and also using electron microscopy (SEM, TEM) and wavelength dispersive spectroscopy (WDS). The kinetics of intermetallic-phase ({sigma} + {chi}) formation were analyzed using the Johnson-Mehl-Avrami (MA) equation in the case of isothermal transformations and a modified form of this equation in the case of continuous cooling transformations. The rate of intermetallic-phase formation was found to be much faster in CD3MWCuN than CD3MN due mainly to differences in the major alloying contents such as Cr, Ni and Mo. To examine in more detail the effects of these elements of the phase stabilities; a series of eight steel castings was designed with the Cr, Ni and Mo contents systematically varied with respect to the nominal composition of CD3MN. The effects of varying the contents of alloying additions on the formation of intermetallic phases were also studied computationally using the commercial thermodynamic software package, Thermo-Calc. In general, {sigma} was stabilized with increasing Cr addition and {chi} by increasing Mo addition. However, a delicate balance among Ni and other minor elements such as N and Si also exists. Phase equilibria in DSS can be affected by local composition fluctuations in the cast alloy. This may cause discrepancy between thermodynamic prediction and experimental observation.

We introduce a new concept for the manipulation of fluid flow around three-dimensional bodies. Inspired by transformation optics, the concept is based on a mathematical idea of coordinate transformations, and physically implemented with anisotropic porous media permeable to the flow of fluids. In two different situations - for an impermeable object situated either in a free-flowing fluid or in a fluid-filled porous medium - we show that the object can be coated with a properly chosen inhomogeneous, anisotropic permeable medium, such as to preserve the streamlines of flow and the pressure distribution that would have existed in the absence of the object. The proposed fluid flow cloak completely eliminates any disturbance of the flow by the object, including the downstream wake. Consequently, the structure helps prevent the onset of turbulence by keeping the flow laminar even above the typical critical Reynolds number for the object of the same shape and size. This paper discusses the design and use of low-temperature (850 C to 950 C) co-fired ceramic (LTCC) planar magnetic flyback transformers for applications that require conversion of a low voltage to high voltage (> 100V) with significant volumetric constraints. Measured performance and modeling results for multiple designs showed that the LTCC flyback transformer design and construction imposes serious limitations on the achievable coupling and significantly impacts the transformer performance and output voltage. This paper discusses the impact of various design factors that can provide improved performance by increasing transformer coupling and output voltage. The experiments performed on prototype units demonstrated LTCC transformer designs capable of greater than 2 kV output. Finally, the work investigated the effect of the LTCC microstructure on transformer insulation. Although this paper focuses on generating voltages in the kV range, the experimental characterization and discussion presented in this work applies to designs requiring lower voltage.

This is the final report of a three-year, Laboratory Directed Research and Development (LDRD) project at Los Alamos National Laboratory (LANL). Wavelet transforms are useful in representing transients whose time and frequency structure reflect the dynamics of an underlying physical system. Speech sound, pressure in turbulent fluid flow, or engine sound in automobiles are excellent candidates for wavelet analysis. This project focused on (1) methods for choosing the parent wavelet for a continuous wavelet transform in pattern recognition applications and (2) the more efficient computation of continuous wavelet transforms by understanding the relationship between discrete wavelet transforms and discretized continuous wavelet transforms. The most interesting result of this research is the finding that the generalized wave equation, on which the continuous wavelet transform is based, can be used to understand phenomena that relate to the process of hearing.

A transformer current sensor having primary turns carrying a primary current for a superconducting coil and secondary turns only partially arranged within the primary turns. The secondary turns include an active winding disposed within the primary turns and a dummy winding which is not disposed in the primary turns and so does not experience a magnetic field due to a flow of current in the primary turns. The active and dummy windings are wound in opposite directions or connected in series-bucking relationship, and are exposed to the same ambient magnetic field. Voltages which might otherwise develop in the active and dummy windings due to ambient magnetic fields thus cancel out. The resultant voltage is purely indicative of the rate of change of current flowing in the primary turns.

Ambient aerosols play an important role in many atmospheric processes affecting air quality, visibility degradation, and climatic changes as well. Both natural and anthropogenic sources contribute to the formation of ambient aerosols, which are composed mostly of sulfates, nitrates, and chlorides in either pure or mixed forms. These inorganic salt aerosols are hygroscopic by nature and exhibit the properties of deliquescence and efflorescence in humid air. For pure inorganic salt particles with diameter larger than 0.1 micron, the phase transformation from a solid particle to a saline droplet occurs only when the relative humidity in the surrounding atmosphere reaches a certain critical level corresponding to the water activity of the saturated solution. The droplet size or mass in equilibrium with relative humidity can be calculated in a straightforward manner from thermodynamic considerations. For aqueous droplets 0.1 micron or smaller, the surface curvature effect on vapor pressure becomes important and the Kelvin equation must be used.
Microbial Transformations of Actinides and Other Radionuclides

Microorganisms can affect the stability and mobility of the actinides and other radionuclides released from nuclear fuel cycle and from nuclear fuel reprocessing plants. Under appropriate conditions, microorganisms can alter the chemical speciation, solubility and sorption properties and thus could increase or decrease the concentrations of radionuclides in solution in the environment and the bioavailability. Dissolution or immobilization of radionuclides is brought about by direct enzymatic action or indirect non-enzymatic action of microorganisms. Although the physical, chemical, and geochemical processes affecting dissolution, precipitation, and mobilization of radionuclides have been extensively investigated, we have only limited information on the effects of microbial processes and biochemical mechanisms which affect the stability and mobility of radionuclides. The mechanisms of microbial transformations of the major and minor actinides U, Pu, Cm, Am, Np, the fission products and other radionuclides such as Ra, Tc, I, Cs, Sr, under aerobic and anaerobic conditions in the presence of electron donors and acceptors are reviewed.
Energy Resolution with the Lorentz integral transform

A brief outline of the Lorentz Integral Transform (LIT) method is given. The method is well established and allows to treat reactions into the many-body continuum with bound-state like techniques. The energy resolution that can be achieved is studied by means of a simple two-body reaction. From the discussion it will become clear that the LIT method is an approach with a controlled resolution and that there is no principle problem to even resolve narrow resonances in the many-body continuum. As an example the isoscalar monopole resonance of 4He is considered. The importance of the choice of a proper basis for the expansion of the LIT states is pointed out. Employing such a basis a width of 180(70) keV is found for the 4He isoscalar monopole resonance when using a simple central nucleon-nucleon potential model.
Radon Transform in Finite Dimensional Hilbert Space

Novel analysis of ?nite dimensional Hilbert space is outlined. The approach bypasses general, inherent, di?culties present in handling angular variables in ?nite dimensional problems: The ?nite dimensional, d, Hilbert space operators are underpinned with ?nite geometry which provide intuitive perspective to the physical operators. The analysis emphasizes a central role for projectors of mutual unbiased bases (MUB) states, extending thereby their use in ?nite dimensional quantum mechanics studies. Interrelation among the Hilbert space operators revealed via their (?nite) dual a?ne plane geometry (DAPG) underpinning are displayed and utilized in formulating the ?nite dimensional ubiquitous Radon transformation and its inverse illustrating phase space-like physics encoded in lines and points of the geometry. The ?nite geometry required for our study is outlined.

The growth in data traffic and the increased demand for quality of service has meant current network systems need to be more efficient. The introduction of improved routing systems to meet the increasing demand and varied protocols to accommodate various scales of challenges in network efficiency has further complicated the operations. This means a better mode of intelligence had to be infused into networking for smoother operations and better autonomic features. Cognitive networks are defined and analyzed in this angle. They are identified to have the potential to deal with the future user related quality and efficiency of service at optimized levels. The cognitive elements of system like perception, learning, planning, reasoning and decision forming can enable the systems to be more aware of their environment and offer better services. These approaches are expected to transform the mode of operation of future networks.
Transformation Optics with Photonic Band Gap Media

We introduce a class of optical media based on adiabatically modulated, dielectric-only, and potentially extremely low-loss, photonic crystals. The media we describe represent a generalization of the eikonal limit of transformation optics (TO). The foundation of the concept is the possibility to fit frequency isosurfaces in the k-space of photonic crystals with elliptic surfaces, allowing them to mimic the dispersion relation of light in anisotropic effective media. Photonic crystal cloaks and other TO devices operating at visible wavelengths can be constructed from optically transparent substances like glasses, whose attenuation coefficient can be as small as 10 dB/km, suggesting the TO design methodology can be applied to the development of optical devices not limited by the losses inherent to metal-based, passive metamaterials.

A phase shifting transformer is used to control the real power flow in a transmission system where loop flow causes problems. The cost of this type of transformer may be several million dollars. Due to complexity of the design of these units, the protective relaying requires special attention. This paper discusses the theory of operation, modelling and construction of phase shifting transformers. Fundamentals of protection scheme design for this special equipment are discussed.

A few different approaches exist for computing undecimated wavelet transform. In this work we construct three undecimated schemes and evaluate their performance for image noise reduction. We use standard wavelet based de-noising techniques and compare the performance of our algorithms with the original undecimated wavelet transform, as well as with the decimated wavelet transform. The experiments we have made show that our algorithms have better noise removal/blurring ratio.

We found that electron-beam irradiation of sumanene aggregates strongly enhanced their transformation into a graphitic carbon cage, having a diameter of about 20?nm. The threshold electron dose was about 32 mC/cm{sup 2} at 200?keV, but the transformation is still induced at 20?keV. The transformation sequence suggested that the cage was constructed accompanied by the dynamical movement of the transiently linked sumanene molecules in order to pile up inside the shell. Thus, bond excitation in the sumanene molecules rather than a knock-on of carbon atoms seems to be the main cause of the cage transformation.

One of the fundamental postulates of the special relativity theory is existence of a single system of universal coordinate transforms for inertial reference frames, that is coordinate transforms, which are uniquely determined by space-time coordinates of a material point. In this paper the abstract mathematical theory of coordinate transforms in kinematic changeable sets is developed. In particular it is proved the formal possibility of existence of kinematics, which do not allow universal coordinate transforms. Such kinematics may be applied for simulation the evolution of physical systems under the condition of hypothesis on existence of particle-dependent velocity of light.

The derivation of the transformations between inertial frames made by Mansouri and Sexl is generalised to three dimensions for an arbitrary direction of the velocity. Assuming lenght contraction and time dilation to have their relativistic values, a set of transformations kinematically equivalent to special relativity is obtained. The ``clock hypothesis'' allows the derivation to be extended to accelerated systems. A theory of inertial transformations maintaining an absolute simultaneity is shown to be the only one logically consistent with accelerated movements. Algebraic properties of these transformations are discussed. Keywords: special relativity, synchronization, one-way velocity of light, ether, clock hypothesis.

We find a formula that relates the Fourier transform of a radial function on $\\mathbf{R}^n$ with the Fourier transform of the same function defined on $\\mathbf{R}^{n+2}$. This formula enables one to explicitly calculate the Fourier transform of any radial function $f(r)$ in any dimension, provided one knows the Fourier transform of the one-dimensional function $t\\to f(|t|)$ and the two-dimensional function $(x_1,x_2)\\to f(|(x_1,x_2)|)$. We prove analogous results for radial tempered distributions.
Quantum mechanical perspectives and generalization of the fractional Fourier Transformation

Fourier and fractional-Fourier transformations are widely used in theoretical physics. In this paper we make quantum perspectives and generalization for the fractional Fourier transformation (FrFT). By virtue of quantum mechanical representation transformation and the method of integration within normal ordered product (IWOP) of operators, we find the key point for composing FrFT, and reveal the structure of FrFT. Following this procedure, a full family of generalized fractional transformations are discovered with the usual FrFT as one special case. The eigen-functions of arbitrary GFrT are derived explicitly.

We introduce the concept of the Bell transform to represent known quantum gates in the literature, which are a unitary basis transformation from the product basis to the Bell states or the Greenberger-Horne-Zeilinger (GHZ) states. The algebraic structure of the four dimensional Bell transform has been studied systematically in this paper and we point out that it may be not a Clifford gate. The representative examples of the four dimensional Bell transform are verified as maximally entangling Clifford gates and some of them are recognized as parity-preserving gates or matchgates or Yang--Baxter gates. We define the teleportation operator in terms of the four dimensional Bell transform and apply it to the reformulation of the fault-tolerant construction of single-qubit gates and two-qubit gates in teleportation-based quantum computation. The algebraic structure of the higher dimensional Bell transform is also included and representative examples for it are verified as multi-qubit Clifford gates. Our research suggests that the Bell transform may play important roles in quantum information and computation as a new type of quantum transform.

The principal objective of this program was to determine the design parameters required for transformers of the year 2000. The approach to meeting this objective was to determine the changes which may occur in transmission and distribution systems over the next twenty years, and how these changes might affect design parameters of distribution and power transformers. Emphasis was placed on domestic requirements, although the impact of international practices was factored into the overall requirements for transformers. Possible investigations that could help transformer designers meet the long term technical requirements of future transformers were also identified. The principal conclusions of this study were: 1200 kV transmission could be in service by the late 1980's and it is essential to develop 1200 kV transformers for these systems; transformer manufacturers must be prepared to supply higher MVA ratings at all voltage levels; there will be a strong demand for low-loss, minimum cost transformers; and environmental/safety, reliability, and size reduction considerations will increase in importance.
