    This ''Site-wide Environmental Impact Statement for Continued Operation of Lawrence Livermore National Laboratory and Supplemental Stockpile Stewardship and Management Programmatic Environmental Impact Statement'' (LLNL SW/SPEIS) describes the purpose and need for agency action for the continued operation of LLNL and analyzes the environmental impacts of these operations. The primary purpose of continuing operation of LLNL is to provide support for the National Nuclear Security Administration's (NNSA's) nuclear weapons stockpile stewardship missions. LLNL, located about 40 miles east of San Francisco, California, is also needed to support other U.S. Department of Energy (DOE) programs and Federal agencies such as the U.S. Department of Defense, Nuclear Regulatory Commission, U.S. Environmental Protection Agency (EPA), and the newly established U.S. Department of Homeland Security. This LLNL SW/SPEIS analyzes the environmental impacts of reasonable alternatives for ongoing and foreseeable future operations, facilities, and activities at LLNL. The reasonable alternatives include the No Action Alternative, Proposed Action, and the Reduced Operation Alternative. The major decision to be made by DOE/NNSA is to select one of the alternatives for the continued operation of the LLNL. As part of the Proposed Action, DOE/NNSA is considering: using additional materials including plutonium on the National Ignition Facility (NIF); increasing the administrative limit for plutonium in the Superblock, which includes the Plutonium Facility, the Tritium Facility, and the Hardened Engineering Test Building; conducting the Integrated Technology Project, using laser isotope separation to provide material for Stockpile Stewardship experiments, in the Plutonium Facility; increasing the material-at-risk limit for the Plutonium Facility; and increasing the Tritium Facility material-at-risk. A discussion of these issues is presented in Section S.5.2, Proposed Action. The ''National Environmental Policy Act'' (NEPA) establishes environmental policy, sets goals, and provides means for implementing the policy. NEPA contains provisions to ensure that Federal agencies adhere to the letter and spirit of the Act. The key provision requires preparation of an environmental impact statement on ''major Federal actions significantly affecting the quality of the human environment'' (40 ''Code of Federal Regulations'' [CFR] {section}1502.3). NEPA ensures that environmental information is available to public officials and citizens before decisions are made and actions are taken (40 CFR {section}1500.1[b]). DOE has a policy to prepare sitewide environmental impact statements documents for certain large, multiple-facility sites such as LLNL (10 CFR {section}1021.330). In August 1992, DOE released the ''Final Environmental Impact Statement and Environmental Impact Report for Continued Operations of Lawrence Livermore National Laboratory and Sandia National Laboratories, Livermore'' (LLNL EIS/EIR). A Record of Decision (ROD) (58 ''Federal Register'' [FR] 6268) was issued in January 1993. With the passage of more than 10 years since the publication of the 1992 LLNL EIS/EIR (DOE/EIS-0157) and because of proposed modifications to existing projects and new programs, NNSA determined that it was appropriate to prepare a new LLNL SW/SPEIS.

    This report presents supplemental information to support the human health risk assessment conducted for the transportation of low-level waste (LLW) in support of the US Department of Energy Waste Management Programmatic Environmental Impact Statement (WM PEIS). Detailed descriptions of the transportation health risk assessment method and results of the assessment are presented in Appendix E of the WM PEIS and are not repeated in this report. This report presents additional information that is not presented in Appendix E but that was needed to conduct the transportation risk assessment for Waste Management (WM) LLW. Included are definition of the LLW alternatives considered in the WM PEIS, data related to the inventory and to the physical and radiological characteristics of WM LLW, an overview of the risk assessment method, and detailed results of the assessment for each WM LLW alternative considered.

    The US Department of Energy (DOE) committed in the Tank Waste Remediation System (TWRS) Record of Decision (ROD) (62 FR 8692) to perform future National Environmental Policy Act (NEPA) analysis at key points in the Hanford Site tank waste treatment and disposal process. These evaluations are designed to address potential implications of new information on the impacts presented in the Environmental Impact Statement (EIS). In addition the evaluations will support an assessment of DOE's plans for treating and disposing of Hanford Site tank waste to determine if the project plans are still appropriate or need adjustments. To support these reevaluations, DOE prepared a Supplement Analysis DOEEIS-0189-SA3. In addition, DOE sponsored several initiatives to seek viable technical regulatory and operational alternatives to complete the Office of River Protection (ORP) mission such that expedited schedule, improved cost benefits and improved programmatic safety, environmental and technical task can be achieved. This report was completed to fulfill the TWRS EIS/ROD commitment to perform scientific, regulatory and/or financial review of the Hanford Site tank waste remediation program.

    Prototype programmatic agreements are a type of program alternative that the Advisory Council on Historic Preservation (ACHP) can designate to assist federal agencies in their efforts to comply with the requirements of Section 106 of the National Historic Preservation Act (16 U.S.C. 470f) and its implementing regulations (36 CFR Part 800).     This report presents supplemental information for the document Analysis of Accident Sequences and Source Terms at Waste Treatment, Storage, and Disposal Facilities for Waste Generated by US Department of Energy Waste Management Operations. Additional technical support information is supplied concerning treatment of transuranic waste by incineration and considering the Alternative Organic Treatment option for low-level mixed waste. The latest respirable airborne release fraction values published by the US Department of Energy for use in accident analysis have been used and are included as Appendix D, where respirable airborne release fraction is defined as the fraction of material exposed to accident stresses that could become airborne as a result of the accident. A set of dominant waste treatment processes and accident scenarios was selected for a screening-process analysis. A subset of results (release source terms) from this analysis is presented.

    Programmatic environmental impact statements (EISs) are comprehensive documents that integrate environmental considerations into planning and operational decisions at the concept level, avoiding the need for repetitive environmental documentation of specific actions. Procedures developed in the programmatic EIS provide a process for incorporating environmental considerations into the planning phase of future actions and assist in determining the type of environmental considerations into the planning phase of future actions and assist in determining the type of environmental documentation necessary. The programmatic EIS project area is divided into recognizable geographic zones. These zones are mapped and an evaluation zone summary sheet is developed for each area that contains an inventory of pertinent information for analysis of environmental issues. On each map and summary sheet, sensitive zones that are adversely affected and/or require mitigation for implementation of proposed actions are easily recognizable. Accompanying narrative provides both insight for mitigating potential impacts within the sensitive areas and how such impacts should be addressed.     Significant achievements in Ocean Thermal Energy Conversion (OTEC) technology have increased the probability of producing OTEC-derived power in this decade with subsequent large-scale commercialization to follow by the turn of the century. Under U.S. Department of Energy funding, Interstate Electronics has prepared an OTEC Programmatic Environmental Assessment (EA) that considers tne development, demonstration, and commercialization of OTEC power systems. The EA considers several tecnnological designs (open cycle and closed cycle), plant configurations (land-based, moored, and plantship), and power usages (baseload electricity and production of ammonia and aluminum). Potencial environmental impacts, health and safety issues, and a status update of international, federal, and state plans and policies, as they may influence OTEC deployments, are included.

    This report assesses the ecological risks of the Department of Energy`s (DOE) Environmental Restoration Program. The assessment is programmatic in that it is directed at evaluation of the broad programmatic alternatives outlined in the DOE Implementation Plan. It attempts to (1) characterize the ecological resources present on DOE facilities, (2) describe the occurrence and importance of ecologically significant contamination at major DOE facilities, (3) evaluate the adverse ecological impacts of habitat disturbance caused by remedial activities, and (4) determine whether one or another of the programmatic alternatives is clearly ecologically superior to the others. The assessment focuses on six representative facilities: the Idaho National Engineering Laboratory (INEL); the Fernald Environmental Management Project (FEMP); the Oak Ridge Reservation (ORR), including the Oak Ridge National Laboratory (ORNL), Y-12 plant, and K-25 plant; the Rocky Flats Plant; the Hanford Reservation; and the Portsmouth Gaseous Diffusion Plant.

    DOE has issued the Draft Uranium Leasing Program Programmatic Environmental Impact Statement (ULP PEIS)(DOE/EIS-0472D) for public review and comment. The public comment period ends May 16, 2013. Under the Uranium Leasing Program, the DOE Office of Legacy Management administers 31 tracts of land in Mesa, Montrose, and San Miguel counties that are leased to private entities to mine uranium and vanadium. The program covers an area of approximately 25,000 acres. No mining operations are active on the ULP lands at this time.     The programmatic environmental analysis is an initial assessment of Ocean Thermal Energy Conversion (OTEC) technology considering development, demonstration and commercialization. It is concluded that the OTEC development program should continue because the development, demonstration, and commercialization on a single-plant deployment basis should not present significant environmental impacts. However, several areas within the OTEC program require further investigation in order to assess the potential for environmental impacts from OTEC operation, particularly in large-scale deployments and in defining alternatives to closed-cycle biofouling control: (1) Larger-scale deployments of OTEC clusters or parks require further investigations in order to assess optimal platform siting distances necessary to minimize adverse environmental impacts. (2) The deployment and operation of the preoperational platform (OTEC-1) and future demonstration platforms must be carefully monitored to refine environmental assessment predictions, and to provide design modifications which may mitigate or reduce environmental impacts for larger-scale operations. These platforms will provide a valuable opportunity to fully evaluate the intake and discharge configurations, biofouling control methods, and both short-term and long-term environmental effects associated with platform operations. (3) Successful development of OTEC technology to use the maximal resource capabilities and to minimize environmental effects will require a concerted environmental management program, encompassing many different disciplines and environmental specialties. This volume contains these appendices: Appendix A -- Deployment Scenario; Appendix B -- OTEC Regional Characterization; and Appendix C -- Impact and Related Calculations.

    The US Department of Energy (DOE) committed in the Tank Waste Remediation System (TWRS) Environmental Impact Statement (EIS) Record of Decision (ROD) to perform future National Environmental Policy Act (NEPA) analysis at key points in the Program. Each review will address the potential impacts that new information may have on the environmental impacts presented in the TWRS EIS and support an assessment of whether DOE`s plans for remediating the tank waste are still pursuing the appropriate plan for remediation or whether adjustments to the program are needed. In response to this commitment, DOE prepared a Supplement Analysis (SA) to support the first of these reevaluations. Subsequent to the completion of the SA, the Phase IB negotiations process with private contractors resulted in several changes to the planned approach. These changes along with other new information regarding the TWRS Program have potential implications for Phase 1 and Phase 2 of tank waste retrieval and waste storage and/or disposal that may influence the environmental impacts of the Phased Implementation alternative. This report focuses on identifying those potential environmental impacts that may require NEPA analysis prior to authorization to begin facility construction and operations.

    Pacific Northwest National Laboratory (PNNL) conducted a Tank Waste Remediation System (TWRS) Risk Management methodology development task. The objective of this task was to develop risk management methodology focused on (1) the use of programmatic risk information in making TWRS architecture selection decisions and (2) the identification/evaluation/selection of TWRS risk-handling actions. Methods for incorporating programmatic risk/uncertainty estimates into trade studies are provided for engineers/analysts. Methods for identifying, evaluating, and selecting risk-handling actions are provided for managers. The guidance provided in this report is designed to help decision-makers make difficult judgments. Current approaches to architecture selection decisions and identification/evaluation/selection of risk-handling actions are summarized. Three categories of sources of programmatic risk (parametric, external, and organizational) are examined. Multiple analytical approaches are presented to enhance the current alternative generation and analysis (AGA) and risk-handling procedures. Appendix A describes some commercially available risk management software tools and Appendix B provides a brief introduction to quantification of risk attitudes. The report provides three levels of analysis for enhancing the AGA Procedure: (1) qualitative discussion coupled with estimated uncertainty ranges for scores in the alternatives-by-criteria matrix; (2) formal elicitation of probability distributions for the alternative scores; and (3) a formal, more structured, comprehensive risk analysis. A framework is also presented for using the AGA programmatic risk analysis results in making better decisions. The report also presents two levels of analysis for evaluation and selection of risk-handling actions: (1) qualitative analysis and judgmental rankings of alternative actions, and (2) Simple Multi-Attribute Rating Technique (SMART).

    Natural attenuation processes are commonly used for remediation of contaminated sites. A variety of natural processes occur without human intervention at all sites to varying rates and degrees of effectiveness to attenuate (decrease) the mass, toxicity, mobility, volume, or concentration of organic and inorganic contaminants in soil, groundwater, and surface water systems. The objective of this review is to identify potential technical investments to be incorporated in the Subsurface Contaminant Focus Area Strategic Plan for monitored natural attenuation. When implemented, the technical investments will help evaluate and implement monitored natural attenuation as a remediation option at DOE sites. The outcome of this review is a set of conclusions and general recommendations regarding research needs, programmatic guidance, and stakeholder issues pertaining to monitored natural attenuation for the DOE complex.

    Pipe wall thinning in fossil plant piping systems has been recognized as an important industry problem which should be investigated. This is evident by an observed trend of industry failures and documented cases of high energy pipe wall thinning. Nuclear plants typically have developed extensive Flow-Accelerated Corrosion programs in recent years. However, the inherent design, operational, and regulatory differences between Fossil and Nuclear power plants warrants a programmatic approach specific to non-nuclear plants. This paper suggests a phased investigative approach for Fossil plants which allows for short term risk reduction, but also establishes a long term strategy to further reduce risk, understand the extent of the problem and appropriately consider mitigating actions.

    Because RTGs contain significant quantities of radioactive materials, usually plutonium-238 and its decay products, they must be transported in packages built in accordance with 10 CFR 71 (1994). To meet these regulatory requirements, US DOE commissioned Westinghouse Hanford Co. in 1988 to develop a Radioisotope Thermoelectric Generator Transportation System (RTGTS) that would fully comply while protecting RTGs from adverse environmental conditions during normal transport conditions (eg, mainly shock and heat). RTGTS is scheduled for completion Dec. 1996 and will be available to support NASA`s Cassini mission to Saturn in Oct. 1997. This paper provides an overview of the RTGTS project, discusses the hardware being produced, and summarizes various programmatic and management innovations required by recent changes at DOE.

    This document is intended to guide the designers of the package to all pertinent regulatory and other design requirements to help ensure the safe and efficient transport of the weapons-grade (WG) fresh MOX fuel under the Fissile Materials Disposition Program. To accomplish the disposition mission using MOX fuel, the unirradiated MOX fuel must be transported from the MOX fabrication facility to one or more commercial reactors. Because the unirradiated fuel contains large quantities of plutonium and is not sufficient radioactive to create a self-protecting barrier to deter the material from theft, DOE intends to use its fleet of safe secure trailers (SSTs) to provide the necessary safeguards and security for the material in transit. In addition to these requirements, transport of radioactive materials must comply with regulations of the Department of Transportation and the Nuclear Regulatory Commission (NRC). In particular, NRC requires that the packages must meet strict performance requirements. The requirements for shipment of MOX fuel (i.e., radioactive fissile materials) specify that the package design is certified by NRC to ensure the materials contained in the packages are not released and remain subcritical after undergoing a series of hypothetical accident condition tests. Packages that pass these tests are certified by NRC as a Type B fissile (BF) package. This document specifies the programmatic and technical design requirements a package must satisfy to transport the fresh MOX fuel assemblies.

    The Institutional Computing Executive Group (ICEG) review of FY05-06 Multiprogrammatic and Institutional Computing (M and IC) activities is presented in the attached report. In summary, we find that the M and IC staff does an outstanding job of acquiring and supporting a wide range of institutional computing resources to meet the programmatic and scientific goals of LLNL. The responsiveness and high quality of support given to users and the programs investing in M and IC reflects the dedication and skill of the M and IC staff. M and IC has successfully managed serial capacity, parallel capacity, and capability computing resources. Serial capacity computing supports a wide range of scientific projects which require access to a few high performance processors within a shared memory computer. Parallel capacity computing supports scientific projects that require a moderate number of processors (up to roughly 1000) on a parallel computer. Capability computing supports parallel jobs that push the limits of simulation science. M and IC has worked closely with Stockpile Stewardship, and together they have made LLNL a premier institution for computational and simulation science. Such a standing is vital to the continued success of laboratory science programs and to the recruitment and retention of top scientists. This report provides recommendations to build on M and IC's accomplishments and improve simulation capabilities at LLNL. We recommend that institution fully fund (1) operation of the atlas cluster purchased in FY06 to support a few large projects; (2) operation of the thunder and zeus clusters to enable 'mid-range' parallel capacity simulations during normal operation and a limited number of large simulations during dedicated application time; (3) operation of the new yana cluster to support a wide range of serial capacity simulations; (4) improvements to the reliability and performance of the Lustre parallel file system; (5) support for the new GDO petabyte-class storage facility on the green network for use in data intensive external collaborations; and (6) continued support for visualization and other methods for analyzing large simulations. We also recommend that M and IC begin planning in FY07 for the next upgrade of its parallel clusters. LLNL investments in M and IC have resulted in a world-class simulation capability leading to innovative science. We thank the LLNL management for its continued support and thank the M and IC staff for its vision and dedicated efforts to make it all happen.

    Transuranic waste (TRUW) loads and potential contaminant releases at and en route to treatment, storage, and disposal sites in the US Department of Energy (DOE) complex are important considerations in DOE`s Waste Management Programmatic Environmental Impact Statement (WM PEIS). Waste loads are determined in part by the level of treatment the waste has undergone and the complex-wide configuration of origination, treatment, storage, and disposal sites selected for TRUW management. Other elements that impact waste loads are treatment volumes, waste characteristics, and the unit operation parameters of the treatment technologies. Treatment levels and site configurations have been combined into six TRUW management alternatives for study in the WM PEIS. This supplemental report to the WM PEIS gives the projected waste loads and contaminant release profiles for DOE treatment sites under each of the six TRUW management alternatives. It gives TRUW characteristics and inventories for current DOE generation and storage sites, describes the treatment technologies for three proposed levels of TRUW treatment, and presents the representative unit operation parameters of the treatment technologies. The data presented are primary inputs to developing the costs, health risks, and socioeconomic and environmental impacts of treating, packaging, and shipping TRUW for disposal.

    In spring 2011, the Technology Maturation Plan (TMP) for the Supplemental Treatment Project (RPP-PLAN-49827, Rev. 0), Technology Maturation Plan for the Treatment Project (T4S01) was developed. This plan contains all identified actions required to reach technical maturity for a field-deployable waste feed pretreatment system. The supplemental pretreatment system has a filtration and a Cs-removal component. Subsequent to issuance of the TMP, rotary microfiltration (RMF) has been identified as the prime filtration technology for this application. The prime Cs-removal technology is small column ion exchange (ScIX) using spherical resorcinol formaldehyde (sRF) as the exchange resin. During fiscal year 2011 (FY2011) some of the tasks identified in the TMP have been completed. As of September 2011, the conceptual design package has been submitted to DOE as part of the critical decision (CD-1) process. This document describes the remaining tasks identified in the TMP to reach technical maturity and evaluates the validity of the proposed tests to fill the gaps as previously identified in the TMP. The potential vulnerabilities are presented and the completed list of criteria for the DOE guide DOE G 413.3-4 different technology readiness levels are added in an attachment. This evaluation has been conducted from a technology development perspective - all programmatic and manufacturing aspects were excluded from this exercise. Compliance with the DOE G 413.3-4 programmatic and manufacturing requirements will be addressed directly by the Treatment Project during the course of engineering design. The results of this evaluation show that completion of the proposed development tasks in the TMP are sufficient to reach TRL 6 from a technological point of view. The tasks involve actual waste tests using the current baseline configuration (2nd generation disks, 40 psi differential pressure, 30 C feed temperature) and three different simulants - the PEP, an AP-Farm and an S-saltcake. Based on FY2011 dollars used in the TMP, these tests will have ROM costs of $950K and require up to 10 months to complete. Completion of the simulant testing will satisfy the TRL 5 and TRL 6 criteria that are related to system testing with materials that represent the full range of properties in a relevant environment.

    Under the Uranium Mill Tailings Remedial Action (UMTRA) Project, the U.S. Department of Energy (DOE) is cleaning up contamination to protect human health and the environment at 24 inactive uranium processing sites located in 10 states. Five of the sites are either on or near Native American lands. The UMTRA Project is divided into two projects: Surface and Ground Water. On November 18, 1992, the DOE issued a notice of intent (57 FR 54374, 1992) to prepare a programmatic environmental impact statement (PEIS) for the UMTRA Ground Water Project. The PEIS will result in a record of decision that will determine how the UMTRA Ground Water Project will address ground water contamination resulting from milling operations at the UMTRA Project processing sites. DOE regulations (10 CFR {section} 1021.312) require that an implementation plan be prepared to provide guidance for preparing a PEIS and to record the results of the scoping process. This implementation plan describes and records the results of the PEIS scoping process; summarizes comments received and their disposition; describes the purpose of and need for agency action, the proposed action, and alternatives; lists alternatives considered and eliminated from review; identifies cooperating agencies, their roles, and responsibilities; provides a draft PEIS outline, which includes the planned PEIS scope and content (Attachment A); and provides a schedule for the PEIS process. This plan will be placed in the UMTRA Project libraries listed in Attachment B. The PEIS will identify and evaluate the potential impacts associated with alternatives for conducting the UMTRA Ground Water Project. The PEIS will not assess site-specific impacts; site-specific impacts must be analyzed in separate National Environmental Policy Act (NEPA) documents that will tier off the PEIS. This tiering process will streamline the preparation of site-specific NEPA documents.

    The Nuclear Materials Storage Facility (NMSF) at the Los Alamos National Laboratory (LANL) was a Fiscal Year (FY) 1984 line-item project completed in 1987 that has never been operated because of major design and construction deficiencies. This renovation project, which will correct those deficiencies and allow operation of the facility, is proposed as an FY 97 line item. The mission of the project is to provide centralized intermediate and long-term storage of special nuclear materials (SNM) associated with defined LANL programmatic missions and to establish a centralized SNM shipping and receiving location for Technical Area (TA)-55 at LANL. Based on current projections, existing storage space for SNM at other locations at LANL will be loaded to capacity by approximately 2002. This will adversely affect LANUs ability to meet its mission requirements in the future. The affected missions include LANL`s weapons research, development, and testing (WRD&T) program; special materials recovery; stockpile survelliance/evaluation; advanced fuels and heat sources development and production; and safe, secure storage of existing nuclear materials inventories. The problem is further exacerbated by LANL`s inability to ship any materials offsite because of the lack of receiver sites for mate rial and regulatory issues. Correction of the current deficiencies and enhancement of the facility will provide centralized storage close to a nuclear materials processing facility. The project will enable long-term, cost-effective storage in a secure environment with reduced radiation exposure to workers, and eliminate potential exposures to the public. It is organized into seven parts. Part I - Design Concept describes the selected solution. Part III - Supplemental Information contains calculations for the various disciplines as well as other supporting information and analyses.

    The US Army Engineering & Support Center, Huntsville (USAESCH), and the US Marine Corps Base (MCB), Okinawa, Japan retained Idaho National Laboratory (INL) to conduct a Transformer Efficiency Assessment of key transformers located at multiple military bases in Okinawa, Japan. The purpose of this assessment is to support the Marine Corps Base, Okinawa in evaluating medium voltage distribution transformers for potential efficiency upgrades. The original scope of work included the MCB providing actual transformer nameplate data, manufacturers factory test sheets, electrical system data (kWh), demand data (kWd), power factor data, and electricity cost data. Unfortunately, the MCBs actual data is not available and therefore making it necessary to de-scope the original assessment. Note: Any similar nameplate data, photos of similar transformer nameplates, and basic electrical details from one-line drawings (provided by MCB) are not a replacement for actual load loss test data. It is recommended that load measurements are performed on the high and low sides of transformers to better quantify actual load losses, demand data, and power factor data. We also recommend that actual data, when available, be inserted by MCB Okinawa where assumptions have been made and then the LCC analysis updated. This report covers a generalized assessment of modern U.S. transformers in a three level efficiency category, Low-Level efficiency, Medium-Level efficiency, and High-Level efficiency.

Supplement tables provide the regional projections underlying the national data and projections in the AEO. The domestic coal, electric power, commercial nuclear power, end-use consumption, and end-use price tables present AEO forecasts at the 10 Federal Region level. World coal tables provide data and projections on international flows of steam coal and metallurgical coal, and the oil and gas tables provide the AEO oil and gas supply forecasts by Oil and Gas Supply Regions and by source of supply.     A supplemental hazard analysis was conducted and quantitative risk assessment performed in response to an independent review comment received by the Pacific Northwest National Laboratory (PNNL) from the U.S. Department of Energy Pacific Northwest Field Office (PNSO) against the Hydrotreater/Distillation Column Hazard Analysis Report issued in April 2013. The supplemental analysis used the hazardous conditions documented by the previous April 2013 report as a basis. The conditions were screened and grouped for the purpose of identifying whether additional prudent, practical hazard controls could be identified, using a quantitative risk evaluation to assess the adequacy of the controls and establish a lower level of concern for the likelihood of potential serious accidents. Calculations were performed to support conclusions where necessary.

    This report contains the environmental setting information developed for 25 U.S. Department of Energy (DOE) installations in support of the DOE`s Programmatic Environmental Impact Study (PEIS) and the Baseline Environmental Management Report (BEMR). The common objective of the PEIS and the BEMR is to provide the public with information about the environmental contamination problems associated with major DOE facilities across the country, and to assess the relative risks that radiological and hazardous contaminants pose to the public, onsite workers, and the environment. Environmental setting information consists of the site-specific data required to model (using the Multimedia Environmental Pollutant Assessment System) the atmospheric, groundwater, and surface water transport of contaminants within and near the boundaries of the installations. The environmental settings data describes the climate, atmospheric dispersion, hydrogeology, and surface water characteristics of the installations. The number of discrete environmental settings established for each installation was governed by two competing requirements: (1) the risks posed by contaminants released from numerous waste sites were to be modeled as accurately as possible, and (2) the modeling required for numerous release sites and a large number of contaminants had to be completed within the limits imposed by the PEIS and BEMR schedule. The final product is the result of attempts to balance these competing concerns in a way that minimizes the number of settings per installation in order to meet the project schedule while at the same, time providing adequate, if sometimes highly simplified, representations of the different areas within an installation. Environmental settings were developed in conjunction with installation experts in the fields of meteorology, geology, hydrology, and geochemistry.

    This progress report broadly defines the scope of supplementation plans and activities in the Columbia Basin. It provides the foundation for more detailed analysis of supplementation in subsequent reports in this series. Topics included in this report are: definition of supplementation, project diversity, objectives and performance standards, uncertainties and theory. Since this is a progress report, the content is subject to modification with new information. The supplementation theory will continue to evolve throughout the duration of RASP and beyond. The other topics in this report are essentially complete and are not expected to change significantly. This is the first of a series of four reports which will summarize information contained in the larger, RASP progress and completion reports. Our goal is to make the findings of RASP more accessible by grouping related topics into smaller but complete narratives on important aspects of supplementation. We are planning to publish the following reports under the general title Supplementation in the Columbia River Basin: Part 1, Background, Description, Performance Measures, Uncertainty and Theory; Part 2, Theoretical Framework and Models; Part 3, Planning Guidelines; and Part 4, Regional Coordination of Research and Monitoring. Supplementation is expected to be a major contributor to the planned increase in salmon and steelhead production in the Columbia Basin. The Fish and Wildlife Program of the Northwest Power Planning Council (NPPC) uses three approaches to protect and enhance salmon and steelhead in the Columbia Basin: (1) enhance fish production; (2) improve passage in the mainstem rivers; and (3) revise harvest management to support the rebuilding of fish runs (NPPC 1987). The fish production segment calls for a three-part approach focused on natural production, hatchery production, and supplementation. Supplementation is planned to provide over half of the total production increases. The Regional Assessment of Supplementation Project (RASP) was initiated as a result of a request by NPPC to address long-standing concerns about the need to coordinate supplementation research, monitoring and evaluation. Such coordination was also recommended by the Supplementation Technical Work Group. In August 1990, the NPPC gave conditional approval to proceed with the final design of the Yakima Production Project. The Council called on the Bonneville Power Administration (BPA) to fund immediately a supplementation assessment to reevaluate, prioritize and coordinate all existing and planned supplementation monitoring and evaluation activities in the basin. Providing for the participation of the fishery agencies and tribes and others having expertise in this area. RASP addresses four principal objectives: (1) provide an overview of ongoing and planned supplementation activities and identify critical uncertainties associated with supplementation, (2) construct a conceptual framework and model which estimates the potential benefits and risks of supplementation and prioritizes uncertainties, (3) provide guidelines for the development of supplementation projects, (4) develop a plan for regional coordination of research and monitoring. These objectives, once attained, will provide the technical tools fishery managers need to carry out the Council's direction to protect and enhance salmon and steelhead. RASP has further divided the four broad objectives into 12 technical topics: (1) definition of supplementation; (2) description of the diversity of supplementation projects; (3) objectives and performance standards; (4) identification of uncertainties; (5) supplementation theory; (6) development of a conceptual model of supplemented populations; (7) development of spreadsheet model of risks and benefits of supplementation; (8) classification of stocks, streams, and supplementation strategies; (9) regional design of supplementation evaluation and monitoring; (10) guidelines for planning supplementation projects (11) application of the spreadsheet model to supplementation planning; and (12) experimental design and decision making with uncertainty.

    This paper discusses the efforts to accelerate the transformation in the U.S. building energy efficiency sector using a new technology prioritization framework. The underlying analysis examines building energy use micro segments using the Energy Information Administration Annual Energy Outlook and other publically available information. The U.S. Department of Energys Building Technologies Office (BTO) has developed a prioritization tool in an effort to inform programmatic decision making based on the long-term national impact of different energy efficiency measures. The prioritization tool can be used to investigate energy efficiency measures under a variety of scenarios and has a built-in energy accounting framework to prevent double counting of energy savings within any given portfolio. This tool is developed to inform decision making and estimate long term potential energy savings for different market adoption scenarios.     A transformer structure for efficient transfer of electromagnetic energy from a transmission line to an unmatched load provides voltage multiplication and current division by a predetermined constant. Impedance levels are transformed by the square of that constant. The structure includes a wave splitter, connected to an input transmission device and to a plurality of output transmission devices. The output transmission devices are effectively connected in parallel to the input transmission device. The output transmission devices are effectively series connected to provide energy to a load. The transformer structure is particularly effective in increasing efficiency of energy transfer through an inverting convolute structure by capturing and transferring energy losses from the inverter to the load.

    This project discovered that non-equilibrium structures, including chemically ordered structures not observed in bulk systems, form in isolated nanoscale systems. Further, a generalized model was developed that effectively explained the suppression of equilibrium phase transformations. This thermodynamic model considered the free energy decrease associated with the phase transformation was less than the increase in energy associated with the formation of an interphase interface, therefore inhibiting the phase transformation. A critical diameter exists where the system transitions to bulk behavior, and a generalized equation was formulated that successfully predicted this transition in the Fe-Au system. This provided and explains a new route to novel structures not possible in bulk systems. The structural characterization was accomplished using transmission electron microscopy in collaboration with Matthew Kramer of Ames Laboratory. The PI and graduate student visited Ames Laboratory several times a year to conduct the experiments.

    The original objective of this project was to design, build and test a few prototypes of singlephase dry-type distribution transformers of 25 kVA, 2.4 kV primary to 120 V transformers using cores made of a continuous steel strip shaped like a doughnut (toroid). At different points during the development of the project, the scope was enhanced to include the more practical case of a 25 kVA transformer for a 13.8 kV primary system voltage. Later, the scope was further expanded to design and build a 50 kVA unit to transformer voltage from 7.62 kV to 2x120 V. This is a common transformer used by Con Edison of New York and they are willing to test it in the field. The project officially started in September 2009 and ended in May 2014. The progress was reported periodically to DOE in eighteen quarterly reports. A Continuation Application was submitted to DOE in June 2010. In May 2011 we have requested a non-cost extension of the project. In December 2011, the Statement of Project Objectives (SOPO) was updated to reflect the real conditions and situation of the project as of 2011. A second Continuation Application was made and funding was approved in 2013 by DOE and the end date was extended to May 2014.The technical challenges that were overcome in this project include: the development of the technology to pass the impulse tests, derive a model for the thermal performance, produce a sound mechanical design, and estimate the inrush current. However, the greatest challenge that we faced during the development of the project was the complications of procuring the necessary parts and materials to build the transformers. The actual manufacturing process is relatively fast, but getting all parts together is a very lengthy process. The main products of this project are two prototypes of toroidal distribution transformers of 7.62 kV (to be used in a 13.8 kV system) to 2x120 V secondary (standard utilization voltage); one is rated at 25 kVA and the other at 50 kVA. The 25 kVA transformer passed the impulse test in KEMA high-voltage laboratories. Additional products include: nine papers published in the IEEE Transactions on Power Delivery, one patent has been filed, three PhD students were supported from beginning to graduation, five postdoctoral fellows, and three MSc students were partially supported. The electrical characteristics of our dry-type toroidal transformers are similar to those of the oil-immersed pole mounted transformers currently in use by many utilities, but toroids have higher efficiency. The no-load losses of the 50 kVA prototype are only 45 W. A standard transformer has no-load losses between 90 and 240 W. Thus, even the finest transformer built today with standard technology has double the amount of no-load losses than the prototype toroidal transformer. When the manufacturing process is prepared for mass production, the cost of a dry-type toroidal transformer would be similar to the price of an oil-filed standard design. However, because of the greatly reduced losses, the total ownership cost of a toroidal transformer could be about half of a traditional design. We got a grant from Power Bridge NY in the amount of $149,985 from June 2014 to May 2015 to continue developing the transformer with commercialization objectives. We are considering the possibility to incorporate a company to manufacture the transformers and have contacted investors. The current status of the real life testing is as follows: after several months of silence, Con Edison has re-started conversations and has shown willingness to test the transformer. Other companies, PSE&G and National Grid have recently also shown interest and we will present our product to them soon.

    The US Department of Energy (DOE) has prepared this report to assist its management in making two decisions. The first decision, which is programmatic, is to determine the management program for DOE spent nuclear fuel. The second decision is on the future direction of environmental restoration, waste management, and spent nuclear fuel management activities at the Idaho National Engineering Laboratory. Volume 1 of the EIS, which supports the programmatic decision, considers the effects of spent nuclear fuel management on the quality of the human and natural environment for planning years 1995 through 2035. DOE has derived the information and analysis results in Volume 1 from several site-specific appendixes. Volume 2 of the EIS, which supports the INEL-specific decision, describes environmental impacts for various environmental restoration, waste management, and spent nuclear fuel management alternatives for planning years 1995 through 2005. This Appendix B to Volume 1 considers the impacts on the INEL environment of the implementation of various DOE-wide spent nuclear fuel management alternatives. The Naval Nuclear Propulsion Program, which is a joint Navy/DOE program, is responsible for spent naval nuclear fuel examination at the INEL. For this appendix, naval fuel that has been examined at the Naval Reactors Facility and turned over to DOE for storage is termed naval-type fuel. This appendix evaluates the management of DOE spent nuclear fuel including naval-type fuel.

    A method of reducing particle generation from the thin coating deposited on the internal surfaces of a deposition chamber which undergoes temperature variation greater than 100.degree. C. comprising maintaining the temperature variation of the internal surfaces low enough during the process cycle to keep thermal expansion stresses between the coating and the surfaces under 500 MPa. For titanium nitride deposited on stainless steel, this means keeping temperature variations under approximately 70.degree. C. in a chamber that may be heated to over 350.degree. C. during a typical processing operation. Preferably, a supplemental heater is mounted behind the upper shield and controlled by a temperature sensitive element which provides feedback control based on the temperature of the upper shield.

    This section of the Supplement to the Annual Energy Outlook 1995 present the major assumptions of the modeling system used to generate the projections in the Annual Energy Outlook 1995 (AEO95). In this context, assumptions include general features of the model structure, assumptions concerning energy markets, and the key input data and parameters that are most significant in formulating the model results. Detailed documentation of the modeling system is available in a series of documentation reports listed in Appendix B. A synopsis of the National Energy Modeling System (NEMS), the model components, and the interrelationships of the modules is presented. The NEMS is developed and maintained by the office of Integrated Analysis and Forecasting of the Energy Information Administration (EIA) to provide projection of domestic energy-economy markets in the midterm time period and perform policy analyses requested by various government agencies and the private sector.
