    This glossary contains CERCLA, RCRA and TSCA related terms that are most often encountered in the US Department of Energy (DOE) Environmental Restoration and Emergency Preparedness activities. Detailed definitions are included for key terms. The CERCLA definitions included in this glossary are taken from the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), as amended and related federal rulemakings. The RCRA definitions included in this glossary are taken from the Resource Conservation and Recovery Act (RCRA) and related federal rulemakings. The TSCA definitions included in this glossary are taken from the Toxic Substances and Control Act (TSCA) and related federal rulemakings. Definitions related to TSCA are limited to those sections in the statute and regulations concerning PCBs and asbestos.Other sources for definitions include additional federal rulemakings, assorted guidance documents prepared by the US Environmental Protection Agency (EPA), guidance and informational documents prepared by the US Department of Energy (DOE), and DOE Orders. The source of each term is noted beside the term. Terms presented in this document reflect revised and new definitions published before July 1, 1993.

    The program plans for Former Soviet Union National Nuclear Materials Control and Accounting (MC and A) Systems Enhancements call for the development of an English/Russian Glossary of MC and A terminology. This glossary was envisioned as an outgrowth of the many interactions, training sessions, and other talking and writing exercises that would transpire in the course of carrying out these programs. This report summarizes the status of the production of this glossary, the most recent copy of which is attached to this report. The glossary contains over 950 terms and acronyms associated with nuclear material control and accounting for safeguards and nonproliferation. This document is organized as follows: English/Russian glossary of terms and acronyms; Russian/English glossary of terms and acronyms; English/Russian glossary of acronyms; and Russian/English glossary of acronyms.

Included are the quantities of energy produced and consumed, estimates of fuel reserves, the value of nonrenewable fuels produced by type, energy expenditures, and consumer prices. Also provided for each state are selected demographic and energy-related information that have been ranked and expressed as a percent of the national total. This overview provides a ready reference and a quick access to selected state energy information and state rankings for various socioeconomic and energy items. The State Energy Overview is arranged in five sections. The first section presents United States totals and an overview of state rankings. The second depicts data for the 50 states and the District of Columbia. The glossary presents definitions germane to this publication and the fourth section describes methodology and includes remarks concerning the information and methods used to estimate 1982 consumption numbers. The fifth section presents sources of data and information for this publication. A summary of each section is included.

    Transformers of a type adapted for use with extreme high power vacuum tubes where current requirements may be of the order of 2,000 to 200,000 amperes are described. The transformer casing has the form of a re-entrant section being extended through an opening in one end of the cylinder to form a coaxial terminal arrangement. A toroidal multi-turn primary winding is disposed within the casing in coaxial relationship therein. In a second embodiment, means are provided for forming the casing as a multi-turn secondary. The transformer is characterized by minimized resistance heating, minimized external magnetic flux, and an economical construction.

The publication reflects data that were collected from the petroleum industry during 1992 through annual and monthly surveys. The PSA is divided into two volumes. The first volume contains four sections: Summary Statistics, Detailed Statistics, Refinery Capacity, and Oxygenate Capacity each with final annual data. The terms in this glossary were derived from physical protection training material prepared at Sandia. The training material, and thus refinements to the glossary, has undergone years of development in presentation to both domestic and international audiences.     This document is a response to the Photovoltaic Research, Development, and Demonstration Act of 1978 (P.L. 95-590) which required the generation of performance criteria for photovoltaic energy systems. Since the document is evolutionary and will be updated, the term interim is used. More than 50 experts in the photovoltaic field have contributed in the writing and review of the 179 performance criteria listed in this document. The performance criteria address characteristics of present-day photovoltaic systems that are of interest to manufacturers, government agencies, purchasers, and all others interested in various aspects of photovoltaic system performance and safety. The performance criteria apply to the system as a whole and to its possible subsystems: array, power conditioning, monitor and control, storage, cabling, and power distribution. They are further categorized according to the following performance attributes: electrical, thermal, mechanical/structural, safety, durability/reliability, installation/operation/maintenance, and building/site. Each criterion contains a statement of expected performance (nonprescriptive), a method of evaluation, and a commentary with further information or justification. Over 50 references for background information are also given. A glossary with definitions relevant to photovoltaic systems and a section on test methods are presented in the appendices. Twenty test methods are included to measure performance characteristics of the subsystem elements. These test methods and other parts of the document will be expanded or revised as future experience and needs dictate.

    This document, Glossary, is the first in a series of reports to identify, describe, and apply techniques for analyzing the impacts of certain electric utility concepts. This report was developed with a focus on the currently evolving issues of ratemaking, especially as they might be expected to arise under Sections 101, 111, 113, 114, 131, 132, and 210 of the P.U.R.P.A. of 1978. Because the evolutionary process of ratemaking has led to multiple proceedings and changes of inference in some terms, the glossary attempts to delineate these changes where appropriate. Definitions not uniquely related to ratemaking are included if they are likely to be used in ratemaking proceedings. To avoid unnecessary duplication of effort and expense, the compilers relied heavily on previously developed, publicly available glossaries and definitions developed by organizations such as Edison Electric Institute, the Electric Power Research Institute, and the Institute of Electrical and Electronics Engineers. Existing definitions were revised and new ones were developed as appropriate.

    This project collected, listed and reviewed past studies of turbine-related fish mortality and from the review qualify evaluation findings and their implications in fish passage improvement. Included were 64 reports of turbine passage investigations at specific sites. Thirty-six papers reviewing turbine mortality aspects in general, but not of individual plants, were also studied, as were 56 study reports of subjects related to turbine mortality, such as turbine design, cavitation, gas supersaturation, pressure, descaling and shear. Annotated bibliographies for these three groups are provided, as is a glossary of terms used in this work. Hydraulic turbines are described with particular reference to routes of fish through them in relation to assumed zones of fish damage. Methods and purposes of assessing such damage as well as factors affecting accuracy are discussed. Detailed critiques of the turbine passage studies examined include reasons for the studies, types of studies, methods, execution, and results. The only relatively clear linkage with mortality was that of peripheral runner speed in the case of Francis units. Tubine model studies indicate influences of tailwater level, cavitation, wicket gate opening, and speed at which fish strike turbine blades. Injury types do not provide clear evidence of their source.

    Transformer apparatus is designed for measuring the amount of a paramagnetic substance dissolved or suspended in a diamagnetic liquid. The apparatus consists of a cluster of tubes, some of which are closed and have sealed within the diamagnetic substance without any of the paramagnetic material. The remaining tubes are open to flow of the mix- ture. Primary and secondary conductors are wrapped around the tubes in such a way as to cancel noise components and also to produce a differential signal on the secondaries based upon variations of the content of the paramagnetic material. The purpose of this assessment is to support the Marine Corps Base, Okinawa in evaluating medium voltage distribution transformers for potential efficiency upgrades. The original scope of work included the MCB providing actual transformer nameplate data, manufacturers factory test sheets, electrical system data (kWh), demand data (kWd), power factor data, and electricity cost data. Unfortunately, the MCBs actual data is not available and therefore making it necessary to de-scope the original assessment. Note: Any similar nameplate data, photos of similar transformer nameplates, and basic electrical details from one-line drawings (provided by MCB) are not a replacement for actual load loss test data. It is recommended that load measurements are performed on the high and low sides of transformers to better quantify actual load losses, demand data, and power factor data. We also recommend that actual data, when available, be inserted by MCB Okinawa where assumptions have been made and then the LCC analysis updated. This report covers a generalized assessment of modern U.S. transformers in a three level efficiency category, Low-Level efficiency, Medium-Level efficiency, and High-Level efficiency.

    This project discovered that non-equilibrium structures, including chemically ordered structures not observed in bulk systems, form in isolated nanoscale systems. Further, a generalized model was developed that effectively explained the suppression of equilibrium phase transformations. This thermodynamic model considered the free energy decrease associated with the phase transformation was less than the increase in energy associated with the formation of an interphase interface, therefore inhibiting the phase transformation. A critical diameter exists where the system transitions to bulk behavior, and a generalized equation was formulated that successfully predicted this transition in the Fe-Au system. This provided and explains a new route to novel structures not possible in bulk systems. The structural characterization was accomplished using transmission electron microscopy in collaboration with Matthew Kramer of Ames Laboratory. The PI and graduate student visited Ames Laboratory several times a year to conduct the experiments.

    A transformer structure for efficient transfer of electromagnetic energy from a transmission line to an unmatched load provides voltage multiplication and current division by a predetermined constant. Impedance levels are transformed by the square of that constant. The structure includes a wave splitter, connected to an input transmission device and to a plurality of output transmission devices. The output transmission devices are effectively connected in parallel to the input transmission device. The output transmission devices are effectively series connected to provide energy to a load. The transformer structure is particularly effective in increasing efficiency of energy transfer through an inverting convolute structure by capturing and transferring energy losses from the inverter to the load.

    The original objective of this project was to design, build and test a few prototypes of singlephase dry-type distribution transformers of 25 kVA, 2.4 kV primary to 120 V transformers using cores made of a continuous steel strip shaped like a doughnut (toroid). At different points during the development of the project, the scope was enhanced to include the more practical case of a 25 kVA transformer for a 13.8 kV primary system voltage. Later, the scope was further expanded to design and build a 50 kVA unit to transformer voltage from 7.62 kV to 2x120 V. This is a common transformer used by Con Edison of New York and they are willing to test it in the field. The project officially started in September 2009 and ended in May 2014. The progress was reported periodically to DOE in eighteen quarterly reports. A Continuation Application was submitted to DOE in June 2010. In May 2011 we have requested a non-cost extension of the project. In December 2011, the Statement of Project Objectives (SOPO) was updated to reflect the real conditions and situation of the project as of 2011. A second Continuation Application was made and funding was approved in 2013 by DOE and the end date was extended to May 2014.The technical challenges that were overcome in this project include: the development of the technology to pass the impulse tests, derive a model for the thermal performance, produce a sound mechanical design, and estimate the inrush current. However, the greatest challenge that we faced during the development of the project was the complications of procuring the necessary parts and materials to build the transformers. The actual manufacturing process is relatively fast, but getting all parts together is a very lengthy process. The main products of this project are two prototypes of toroidal distribution transformers of 7.62 kV (to be used in a 13.8 kV system) to 2x120 V secondary (standard utilization voltage); one is rated at 25 kVA and the other at 50 kVA.     This paper describes an incoherent method to search for continuous gravitational waves based on the Hough transform, a well-known technique used for detecting patterns in digital images. We apply the Hough transform to detect patterns in the time-frequency plane of the data produced by an earth-based gravitational wave detector. Two different flavors of searches will be considered, depending on the type of input to the Hough transform: either Fourier transforms of the detector data or the output of a coherent matched-filtering type search. We present the technical details for implementing the Hough transform algorithm for both kinds of searches, their statistical properties, and their sensitivities.

This method is designed specifically to circumvent the limitation set by the Bedorsian and Nuttal Theorems, and to provide a sharp local measure of error when the quadrature and the Hilbert Transform do not agree. Motivation for this method is that straightforward application of the Hilbert Transform followed by taking the derivative of the phase-angle as the Instantaneous Frequency (IF) leads to a common mistake made up to this date. In order to make the Hilbert Transform method work, the data has to obey certain restrictions.

    Traditionally, the most widely used signal analysis tool is the Fourier transform which, by producing power spectral densities (PSDs), allows time dependent signals to be studied in the frequency domain. However, the Fourier transform is global -- it extends over the entire time domain -- which makes it ill-suited to study nonstationary signals which exhibit local temporal changes in the signal's frequency content. To analyze nonstationary signals, the family of transforms commonly designated as short-time Fourier transforms (STFTs), capable of identifying temporally localized changes in the signal's frequency content, were developed by employing window functions to isolate temporal regions of the signal. For example, the Gabor STFT uses a Gaussian window. However, the applicability of STFTs is limited by various inadequacies. The Wavelet transform (NW), recently developed by Grossman and Morlet and explored in depth by Daubechies (2) and Mallat, remedies the inadequacies of STFTs. Like the Fourier transform, the WT can be implemented as a discrete transform (DWT) or as a continuous (integral) transform (CWT). This paper briefly illustrates some of the potential applications of the wavelet transform algorithms to signal analysis.

However, the Fourier transform is global -- it extends over the entire time domain -- which makes it ill-suited to study nonstationary signals which exhibit local temporal changes in the signal`s frequency content. To analyze nonstationary signals, the family of transforms commonly designated as short-time Fourier transforms (STFTs), capable of identifying temporally localized changes in the signal`s frequency content, were developed by employing window functions to isolate temporal regions of the signal. For example, the Gabor STFT uses a Gaussian window. However, the applicability of STFTs is limited by various inadequacies. The Wavelet transform (NW), recently developed by Grossman and Morlet and explored in depth by Daubechies (2) and Mallat, remedies the inadequacies of STFTs. Like the Fourier transform, the WT can be implemented as a discrete transform (DWT) or as a continuous (integral) transform (CWT). This paper briefly illustrates some of the potential applications of the wavelet transform algorithms to signal analysis.

    We analyze a certain class of integral equations associated with Marchenko equations and Gel'fand-Levitan equations. Such integral equations arise through a Fourier transformation on various ordinary differential equations involving a spectral parameter. When the integral operator is perturbed by a finite-rank perturbation, we explicitly evaluate the change in the solution in terms of the unperturbed quantities and the finite-rank perturbation. We show that this result provides a fundamental approach to derive Darboux transformations for various systems of ordinary differential operators. We illustrate our theory by providing the explicit Darboux transformation for the Zakharov-Shabat system and show how the potential and wave function change when a simple discrete eigenvalue is added to the spectrum, and thus we also provide a one-parameter family of Darboux transformations for the nonlinear Schroedinger equation.

    A Darboux transformation of order N is introduced for the Schroedinger equation. The relation between this transformation and the factorization method is treated in detail for N = 2. It is noted that the potential of the new Schroedinger depends on 2N parameters. A new exactly solvable potential is obtained from the harmonic oscillator potential. The polynomials appearing in the new Schroedinger equation are investigated in detail.
