    A method and apparatus for distributed parallel messaging in a parallel computing system. A plurality of DMA engine units are configured in a multiprocessor system to operate in parallel, one DMA engine unit for transferring a current packet received at a network reception queue to a memory location in a memory FIFO (rmFIFO) region of a memory. A control unit implements logic to determine whether any prior received packet destined for that rmFIFO is still in a process of being stored in the associated memory by another DMA engine unit of the plurality, and prevent the one DMA engine unit from indicating completion of storing the current received packet in the reception memory FIFO (rmFIFO) until all prior received packets destined for that rmFIFO are completely stored by the other DMA engine units. Thus, there is provided non-locking support so that multiple packets destined for a single rmFIFO are transferred and stored in parallel to predetermined locations in a memory.

    The workshop was held from September 23-25, 2013 on the University of Michigan campus. Local organizers were Dragan Huterer, Katherine Freese, and Heidi Wu (University of Michigan). Marilena Lo Verde (University of Chicago) also served as an external organizer. This workshop sought to gather experimentalists and theorists to discuss and define directions in cosmology research after the 1st year release of Planck data. The workshop included 35 invited (non-U-M) cosmologists, most of them relatively junior. The workshop was notable for spirited discussion of various theoretical ideas and experimental developments, and particularly on how one could test theory with ongoing and future experiments.     The Antelope Valley California Poppy Reserve contains the largest remaining stand of the California Poppy (Eschschozia Californica), the state flower of California. To welcome the thousands of people viewing the desert wildflowers each spring, the State of California decided to build a visitor/interpretive center. This building deals primarily with the question of fit; a building's fit aesthetically with its site and the fit of a building's design response to the climate of the site. In this case, both aspects of this question led the client and architects to seek an earth sheltered solution using materials at least metaphorically indigenous to the region. On both a technical and formal level, this building seeks to fit the unique climate and historical heritage of its site.

    This document is the final report of the solar energy system located at the Visitors' Center on the Stephens College Campus, Columbia, Missouri. The system is installed in a four-story, 15,000 square foot building designed to include the college's Admission Office, nine guest rooms for overnight lodging for official guests of the college, a two-story art gallery, and a Faculty Lounge. The solar energy system is an integral design of the building and utilizes 176 Honeywell/Lennox hydronic flat-plate collectors which use a 50% water-ethylene glycol solution and water-to-water heat exchanger. Solar heated water is stored in a 5000 gallon water storage tank located in the basement equipment room. A natural gas fired hot water boiler supplies hot water when the solar energy heat supply fails to meet the demand. The designed solar contribution is 71% of the heating load. The demonstration period for this project ends June 30, 1984.

    The U.S. government has been assisting the Russian Federation (RF) Ministry of Defense (MOD) for many years with nuclear weapons transportation security (NWTS) through the provision of specialized guard escort railcars and cargo railcars with integrated physical security and communication systems, armored transport vehicles, and armored escort vehicles. As a natural continuation of the NWTS program, a partnership has been formed to construct a training center that will provide counterterrorism training to personnel in all branches of the RF MOD. The Abramovo Counterterrorism Training Center (ACTC) is a multinational, multiagency project with funding from Canada, RF and the U.S. Departments of Defense and Energy. ACTC will be a facility where MOD personnel can conduct basic through advanced training in various security measures to protect Category IA material against the threat of terrorist attack. The training will enhance defense-in-depth principles by integrating MOD guard force personnel into the overall physical protection systems and improving their overall response time and neutralization capabilities. The ACTC project includes infrastructure improvements, renovation of existing buildings, construction of new buildings, construction of new training facilities, and provision of training and other equipment. Classroom training will be conducted in a renovated training building. Basic and intermediate training will be conducted on three different security training areas where various obstacles and static training devices will be constructed. The central element of ACTC, where advanced training will be held, is the 'autodrome,' a 3 km road along which various terrorist events can be staged to challenge MOD personnel in realistic and dynamic nuclear weapons transportation scenarios. This paper will address the ACTC project elements and the vision for training development and integrating this training into actual nuclear weapons transportation operations.

    The Training Management Information System (TMIS) is an integrated information system for all training related activities. TMIS is at the leading edge of training information systems used in the nuclear industry. The database contains all the necessary records to confirm the department's adherence to accreditation criteria and houses all test questions, student records and information needed to evaluate the training process. The key to the TMIS system is that the impact of any change (i.e., procedure change, new equipment, safety incident in the commercial nuclear industry, etc.) can be tracked throughout the training process. This ensures the best training can be performed that meets the needs of the employees. TMIS is comprised of six functional areas: Job and Task Analysis, Training Materials Design and Development, Exam Management, Student Records/Scheduling, Evaluation, and Commitment Tracking. The system consists of a VAX 6320 Cluster with IBM and MacIntosh computers tied into an ethernet with the VAX. Other peripherals are also tied into the system: Exam Generation Stations to include mark sense readers for test grading, Production PC's for Desk-Top Publishing of Training Material, and PC Image Workstations. 5 figs.

    Scientific studies investigating laws and regularities of human behavior are nowadays increasingly relying on the wealth of widely available digital information produced by human social activity. In this paper we leverage big data created by three different aspects of human activity (i.e., bank card transactions, geotagged photographs and tweets) in Spain for quantifying city attractiveness for the foreign visitors. An important finding of this papers is a strong superlinear scaling of city attractiveness with its population size. The observed scaling exponent stays nearly the same for different ways of defining cities and for different data sources, emphasizing the robustness of our finding. Temporal variation of the scaling exponent is also considered in order to reveal seasonal patterns in the attractiveness

CTMS is designed using R-Base.RTM., an-SQL compliant software platform. Information is logically entered and linked in CTMS. Each task is linked directly to a performance objective, which, in turn, is linked directly to a learning objective; then, each enabling objective is linked to its respective test items. In addition, tasks, performance objectives, enabling objectives, and test items are linked to their associated reference documents. CTMS keeps all information up to date since it automatically sorts, files and links all data; CTMS includes key word and reference document searches.

    Training programs at DOE nuclear facilities should provide well-trained, qualified personnel to safely and efficiently operate the facilities in accordance with DOE requirements. A need has been identified for guidance regarding analysis, design, development, implementation, and evaluation of consistent and reliable performance-based training programs. Accreditation of training programs at Category A reactors and high-hazard and selected moderate-hazard nonreactor nuclear facilities will assure consistent, appropriate, and cost-effective training of personnel responsible for the operation, maintenance, and technical support of these facilities. Training programs that are designed and based on systematically determined job requirements, instead of subjective estimation of trainee needs, yield training activities that are consistent and develop or improve knowledge, skills, and abilities that can be directly related to the work setting. Because the training is job-related, the content of these programs more efficiently meets the needs of the employee. Besides a better trained work force, a greater level of operational reactor safety can be realized. This manual is intended to provide an overview of the accreditation process and a brief description of the elements necessary to construct and maintain training programs that are based on the requirements of the job. Two companion manuals provide additional information to assist contractors in their efforts to accredit training programs.

    ROVER (Roll Over Vehicle for Emergency Response) is a specially designed and constructed unit built to allow emergency response personnel and LPG industry employees to get ``up close and personal`` with the type of equipment used for the highway transportation of liquefied petroleum gas (LPG). This trailer was constructed to simulate an MC 331 LPG trailer. It has all the valves, piping and emergency fittings found on highway tankers. What makes this unit different is that it rolls over and opens up to allow program attendees to climb inside the trailer and see it in a way they have never seen one before. The half-day training session is composed of a classroom portion during which attendees will participate in a discussion of hazardous material safety, cargo tank identification and construction. The specific properties of LPG, and the correct procedures for dealing with an LPG emergency. Attendees will then move outside to ROVER, where they will participate in a walkaround inspection of the rolled over unit. All fittings and piping will be representative of both modern and older equipment. Participants will also be able to climb inside the unit through a specially constructed hatch to view cutaway valves and interior construction. While the possibility of an LPG emergency remains remote, ROVER represents Amoco`s continuing commitment to community, education, and safety.

    The present invention provides methods for preventing low train voltages and managing interference, thereby improving the efficiency, reliability, and passenger comfort associated with commuter trains. An algorithm implementing neural network technology is used to predict low voltages before they occur. Once voltages are predicted, then multiple trains can be controlled to prevent low voltage events. Further, algorithms for managing inference are presented in the present invention. Different types of interference problems are addressed in the present invention such as "Interference. During Acceleration", "Interference Near Station Stops", and "Interference During Delay Recovery." Managing such interference avoids unnecessary brake/acceleration cycles during acceleration, immediately before station stops, and after substantial delays. Algorithms are demonstrated to avoid oscillatory brake/acceleration cycles due to interference and to smooth the trajectories of closely following trains. This is achieved by maintaining sufficient following distances to avoid unnecessary braking/accelerating. These methods generate smooth train trajectories, making for a more comfortable ride, and improve train motor reliability by avoiding unnecessary mode-changes between propulsion and braking. These algorithms can also have a favorable impact on traction power system requirements and energy consumption.

    This report incorporates all lectures and presentations at the International Training Course on Implementation of State Systems of Accounting for and Control of Nuclear Materials held October 17 through November 4, 1983, at Santa Fe and Los Alamos, New Mexico and Richland, Washington, USA. Authorized by the US Nuclear Non-Proliferation Act and sponsored by the US Department of Energy in cooperation with the International Atomic Energy Agency, the course was developed to provide practical training in the design, implementation, and operation of a State system of nuclear materials accountability and control that satisfies both national and international safeguards requirements. Major emphasis for the 1983 course was placed on safeguards methods used at bulk-handling facilities, particularly low-enriched uranium conversion and fuel fabrication plants. The course was conducted by the University of California's Los Alamos National Laboratory and Exxon Nuclear Company, Inc. Tours and demonstrations were arranged at the Los Alamos National Laboratory, Los Alamos, New Mexico, and the Exxon Nuclear fuel fabrication plant, the Battelle Pacific Northwest Laboratory, Westinghouse Fast Flux Test Facility Visitor Center, and Washington Public Power System nuclear reactor facilities in Richland, Washington. Individual presentations were indexed for inclusion in the Energy Data Base.

    The DOE Weatherization Training Grant assisted Native American trainees in developing weatherization competencies, creating employment opportunities for Bishop Paiute tribal members in a growing field. The trainees completed all the necessary training and certification requirements and delivered high-quality weatherization services on the Bishop Paiute Reservation. Six tribal members received all three certifications for weatherization; four of the trainees are currently employed. The public benefit includes (1) development of marketable skills by low-income Native individuals, (2) employment for low-income Native individuals in a growing industry, and (3) economic development opportunities that were previously not available to these individuals or the Tribe.

The Operator's introductory (Concepts) On-the-Job-Training (OJT) gives him or her an overview of the laboratory, teaches the basic facts about all the accelerators, and it also teaches the new operator the training process used for all the rest of their OJT training.     The LLNL work smart standard requires us to provide ongoing laser safety training for a large number of persons on a three-year cycle. In order to meet the standard, it was necessary to find a cost and performance effective method to perform this training. This paper discusses the scope of the training problem, specific LLNL training needs, various training methods used at LLNL, the advantages and disadvantages of these methods and the rationale for selecting web-based laser safety training. The tools and costs involved in developing web-based training courses are also discussed, in addition to conclusions drawn from our training operating experience. The ILSC lecture presentation contains a short demonstration of the LLNL web-based laser safety-training course.

    We present an efficient classical algorithm for training deep Boltzmann machines (DBMs) that uses rejection sampling in concert with variational approximations to estimate the gradients of the training objective function. Our algorithm is inspired by a recent quantum algorithm for training DBMs. We obtain rigorous bounds on the errors in the approximate gradients; in turn, we find that choosing the instrumental distribution to minimize the alpha=2 divergence with the Gibbs state minimizes the asymptotic algorithmic complexity. Our rejection sampling approach can yield more accurate gradients than low-order contrastive divergence training and the costs incurred in finding increasingly accurate gradients can be easily parallelized. Finally our algorithm can train full Boltzmann machines and scales more favorably with the number of layers in a DBM than greedy contrastive divergence training.

  1. Training engineering: A parametric approach to computer-based training design

    Training engineering, a new model for computer-based training (CBT), has been devised and put into use by the Cognitive Engineering Design and Research Team (CEDAR) at Los Alamos National Laboratory. Training engineering is the application of scientific principles to the design, construction, and operation of efficient training systems. Such an approach is necessary because of the level of complexity CBT design and development has reached with the new advanced technologies. Instructional designers are under pressure to implement these new technologies more rapidly than has been required in the past, yet few models have emerged to aid designers in this process. Training engineering is such a model. It provides techniques for design and development that are derived from successful engineering techniques. This paper begins with a discussion of the engineering approach and then applies this approach to training. Examples from prototype CBT projects at Los Alamos are used throughout to illustrate the training engineering concept. 8 refs.

    The burden of stopping a nuclear smuggling attempt at the border rests most heavily on the front-line customs inspector. He needs to know how to use the technological tools at his disposal, how to discern tell-tale anomalies in export documents and manifests, how to notice psychological signs of a smuggler's tension, and how to search anything that might hide nuclear material. This means that assistance in the counter-nuclear smuggling training of customs officers is one of the most critical areas of help that the United States can provide. This paper discusses the various modes of specialized training, both in the field and in courses, as well as the types of assistance that can be provided. Training for nuclear customs specialists, and supervisors and managers of nuclear smuggling detection systems is also important, and differs from front-line inspector training in several aspects. The limitations of training and technological tools such as expert centers that will overcome these limitations are also discussed. Training assistance planned by DOE/NN-43 to Russia within the Second Line of Defense program is discussed in the light of these options, and future possibilities for such training are projected.

    This document and accompanying files are intended as a first training package on how to analyze slitting data. The end goal is to have Idaho National Laboratory (INL) personnel trained to analyze future slitting data taken in the INL Hot Cell on clad, Low-Enriched Uranium (LEU) fuel plates. This first data package will cover data analysis for a monolithic material (as compared to a layered material like the clad fuel plates). The additional issues for layered specimens will be covered in a future training package.

    We report the existence of transversely stable soliton trains in optics. These stable soliton trains are found in two-dimensional square photonic lattices when they bifurcate from X-symmetry points with saddle-shaped diffraction inside the first Bloch band and their amplitudes are above a certain threshold. We also show that soliton trains with low amplitudes or bifurcated from edges of the first Bloch band ({Gamma} and M points) still suffer transverse instability. These results are obtained in the continuous lattice model and are further corroborated by the discrete model.

The four root causes identified by the blackout investigation team were inadequate system understanding, inadequate situational awareness, inadequate tree trimming, and inadequate reliability coordinator diagnostic support. Three of these four root causes can be attributed to deficiencies in training, communication, and the tools used by the control room operators. Using the issues revealed in the August 14, 2003 blackout, and addressing concerns associated with the security of control systems, the Pacific Northwest National Laboratory (PNNL) developed a hands-on training curriculum that utilizes a dispatcher training simulator to evoke loss of situational awareness by the dispatcher. PNNL performed novel changes to the dispatcher training software in order to accomplish this training. This presentation will describe a vision for a future training environment that will incorporate hands-on training with a dispatcher training simulator in a realistic environment to train operators to recognize and respond to cyber security issues associated with their control systems.

    The present invention provides methods for preventing low train voltages and managing interference, thereby improving the efficiency, reliability, and passenger comfort associated with commuter trains. An algorithm implementing neural network technology is used to predict low voltages before they occur. Once voltages are predicted, then multiple trains can be controlled to prevent low voltage events. Further, algorithms for managing inference are presented in the present invention. Different types of interference problems are addressed in the present invention such as "Interference During Acceleration", "Interference Near Station Stops", and "Interference During Delay Recovery." Managing such interference avoids unnecessary brake/acceleration cycles during acceleration, immediately before station stops, and after substantial delays. Algorithms are demonstrated to avoid oscillatory brake/acceleration cycles due to interference and to smooth the trajectories of closely following trains. This is achieved by maintaining sufficient following distances to avoid unnecessary braking/accelerating. These methods generate smooth train trajectories, making for a more comfortable ride, and improve train motor reliability by avoiding unnecessary mode-changes between propulsion and braking. These algorithms can also have a favorable impact on traction power system requirements and energy consumption.

    PNNL and the Volpentest Hazardous Materials Management and Emergency Response (HAMMER) Training and Education Center are helping to prepare emergency responders and permitting/code enforcement officials for their respective roles in the future Hydrogen Economy. Safety will be a critical component of the anticipated hydrogen transition. Public confidence goes hand in hand with perceived safety to such an extent that, without it, the envisioned transition is unlikely to occur. Stakeholders and the public must be reassured that hydrogen, although very different from gasoline and other conventional fuels, is no more dangerous. Ensuring safety in the hydrogen infrastructure will require a suitably trained emergency response force for containing the inevitable incidents as they occur, coupled with knowledgeable code officials to ensure that such incidents are kept to a minimum. PNNL and HAMMER are, therefore, designing a hydrogen safety training program, funded by DOE's Hydrogen, Fuel Cells, and Infrastructure Technologies Program, and modeled after the Occupational Safety and Health Administration’s multi-tiered approach to hazardous materials training. Capabilities under development at HAMMER include classroom and long-distance (i.e., satellite and internet broadcast) learning, as well as life-size, hands-on hydrogen burn props for “training as real as it gets.” This paper presents insights gained from the early emergency response hydrogen safety training courses held in 2005 and current plans for design and construction of a number of hydrogen burn props.

    As the share of hybrid, plug-in hybrid (PHEV), electric (EV) and fuel-cell (FCV) vehicles grows in the national automotive fleet, an entirely new set of diagnostic and technical skills needs to be obtained by the maintenance workforce. Electrically-powered vehicles require new diagnostic tools, technique and vocabulary when compared to existing internal combustion engine-powered models. While the manufacturers of these new vehicles train their own maintenance personnel, training for students, independent working technicians and fleet operators is less focused and organized. This DOE-funded effort provided training to these three target groups to help expand availability of skills and to provide more competition (and lower consumer cost) in the maintenance of these hybrid- and electric-powered vehicles. Our approach was to start locally in the San Francisco Bay Area, one of the densest markets in the United States for these types of automobiles. We then expanded training to the Los Angeles area and then out-of-state to identify what types of curriculum was appropriate and what types of problems were encountered as training was disseminated. The fact that this effort trained up to 800 individuals with sessions varying from 2- day workshops to full-semester courses is considered a successful outcome. Diverse programs were developed to match unique time availability and educational needs of each of the three target audiences. Several key findings and observations arising from this effort include: • Recognition that hybrid and PHEV training demand is immediate; demand for EV training is starting to emerge; while demand for FCV training is still over the horizon • Hybrid and PHEV training are an excellent starting point for all EV-related training as they introduce all the basic concepts (electric motors, battery management, controllers, vocabulary, testing techniques) that are needed for all EVs, and these skills are in-demand in today’s market. • Faculty training is widely available and can be relatively quickly achieved. Equipment availability (vehicles, specialized tools, diagnostic software and computers) is a bigger challenge for funding-constrained colleges. • A computer-based emulation system that would replicate vehicle and diagnostic software in one package is a training aid that would have widespread benefit, but does not appear to exist. This need is further described at the end of Section 6.5. The benefits of this project are unique to each of the three target audiences. Students have learned skills they will use for the remainder of their careers; independent technicians can now accept customers who they previously needed to turn away due to lack of familiarity with hybrid systems; and fleet maintenance personnel are able to lower costs by undertaking work in-house that they previously needed to outsource. The direct job impact is estimated at 0.75 FTE continuously over the 3 ½ -year duration of the grant.

    This report covers the work completed during Year One (Year One has a 16 month project period) of a five- year Cooperative Agreement (DE-FC26-03NT41895) between the International Union of Operating Engineers (IUOE) National Hazmat Program (OENHP) and the U. S. Department of Energy (DOE) National Energy Technology Laboratory (NETL). This final technical report is being submitted, as required by the Cooperative Agreement, within 90 (calendar) days after the project period ends (December 31, 2004). The resources allocated to Year One of the Cooperative Agreement were adequate for the completion of the required deliverables. All deliverables have been completed and sent to AAD Document Control as directed in the cooperative agreement. The allocation for Year One required 20-25 trainers to be trained in each of five Train-the-Trainer courses and a total of 6,000 workers trained throughout the country. Through cost savings employed for the scheduling and conduct of Train-the-Trainer, instructor refreshers, and direct training classes, 3171 workers have been trained to date. This total incorporates 159 trainers and members from management, local, county, state and federal organizations identified in the Strategic Plan. The largest percentage of personnel trained is heavy equipment operators, and building engineers, which is the largest targeted population identified under this cooperative agreement. The OENHP, using existing curriculum as appropriate, has modified and developed new training modules that have been used to establish four different levels of training courses. The four courses are: (1) EA 500 Energy Assurance Train-the-Trainer, (2) EA 400 Energy Assurance Instructor Refresher, (3) EA 300 Energy Assurance, and (4) EA 100 Energy Assurance Awareness. Training modules cover topics, such as, but not limited to, facility vulnerability and vulnerability assessment, physical security- heating, ventilation, air conditioning, terrorism awareness, weapons of mass destruction, respiratory protection, and decontamination. All of the courses and training modules are described in detail in the ''Training Course and Module Description Catalog'', April 2004. The OENHP has developed a Compendium of reference materials, training demonstration/hands-on models, and is revising its student manual. Course and instructor evaluations and the input of a general Advisory Board and an Advisory Board made up of Stationary (Building) Engineers has provided direction for modification and improvement of the Energy Security (Assurance) Training Program. The OENHP has identified the target training population, IUOE Stationary (Building) Engineers as being the primary population and IUOE heavy equipment operators as also being a targeted population. The OENHP however, has also identified several applicable populations outside of its membership, such as the Transport Workers Union and special populations within its membership, such as IUOE Local Union 25 Maritime Division. During Year One, a redesigned web site and brochures have been developed to assist in promotion of the energy security (assurance) program and the benefits of its training courses.
