    A focus group meeting is a very effective quality research approach to collect information on a specific project. Through focus group meetings at both Changchun and Ningbo in August 2010, the project team gained a more complete understandings of key stakeholders (such as their education level), their training needs and expectations, key factors influencing their decision making, and incurred implementation difficulties. In addition, the meeting helped the project team (especially PNNL) improve its understanding of the implementation status of building energy codes in other regions (such as small cities and counties neighboring to urban areas, small townships and rural areas distant from urban areas). The collected feedbacks will serve as important input not only for better design of training materials and the development of an on-line training website, but also for development of follow-up projects to promote building energy codes in China.

    The effects of military-authorized activities on San Joaquin kit fox (Vulpes velox macrotis) were investigated at Camp Roberts Army National Guard Training Site from 1988 to 1991. Military-authorized activities included military training exercises, facilities maintenance, new construction, controlled burning, livestock grazing, and public-access hunting. Positive effects of the military included habitat preservation, preactivity surveys, and natural resources management practices designed to conserve kit foxes and their habitat. Perceived negative effects such as entrapment in dens, shootings during military exercises, and accidental poisoning were not observed. Foxes were observed in areas being used simultaneously by military units. Authorized activities were known to have caused the deaths of three of 52 radiocollared foxes recovered dead: one became entangled in concertina wire, one was believed shot by a hunter, and one was struck by a vehicle. Entanglement in communication wire may have contributed to the death of another radiocollared fox that was killed by a predator. Approximately 10% of kit fox dens encountered showed evidence of vehicle traffic, but denning sites did not appear to be a limiting factor for kit foxes.

    This paper describes the selection of a cogeneration system for San Jose State University and how that system fits the needs of the University. The cogenerator plant is capable of meeting the total campus steam and electric requirements. When the plant is down for routine maintenance, backup is supplied by the existing boiler plant and the local electric utility. Power generated above the University's needs is sold to the utility. The relatively new Cheng cycle system was chosen for the plant. It has more flexibility than a simple cycle and greater electrical and steaming capacity than for the equivalent combined cycle system. An analysis showed that under the University's loads and rate structure, the Cheng cycle could provide realistic sizing and good financial returns. The design of the Cheng system is described.

  1. Beneficial Reuse of San Ardo Produced Water

    This DOE funded study was performed to evaluate the potential for treatment and beneficial reuse of produced water from the San Ardo oilfield in Monterey County, CA. The potential benefits of a successful full-scale implementation of this project include improvements in oil production efficiency and additional recoverable oil reserves as well as the addition of a new reclaimed water resource. The overall project was conducted in two Phases. Phase I identified and evaluated potential end uses for the treated produced water, established treated water quality objectives, reviewed regulations related to treatment, transport, storage and use of the treated produced water, and investigated various water treatment technology options. Phase II involved the construction and operation of a small-scale water treatment pilot facility to evaluate the process's performance on produced water from the San Ardo oilfield. Cost estimates for a potential full-scale facility were also developed. Potential end uses identified for the treated water include (1) agricultural use near the oilfield, (2) use by Monterey County Water Resources Agency (MCWRA) for the Salinas Valley Water Project or Castroville Seawater Intrusion Project, (3) industrial or power plant use in King City, and (4) use for wetlands creation in the Salinas Basin. All of these uses were found to have major obstacles that prevent full-scale implementation. An additional option for potential reuse of the treated produced water was subsequently identified. That option involves using the treated produced water to recharge groundwater in the vicinity of the oil field. The recharge option may avoid the limitations that the other reuse options face. The water treatment pilot process utilized: (1) warm precipitation softening to remove hardness and silica, (2) evaporative cooling to meet downstream temperature limitations and facilitate removal of ammonia, and (3) reverse osmosis (RO) for removal of dissolved salts, boron, and

The Handbook is meant to assist those individuals within the Department of Energy, Managing and Operating contractors, and Managing and Integrating contractors identified as having responsibility for implementing core training recommended by the RCS. This training is intended for radiological workers to assist in meeting their job-specific training requirements of 10 CFR 835. While this Handbook addresses many requirements of 10 CFR 835 Subpart J, it must be supplemented with facility-specific information to achieve full compliance.

    Early career scientist were provided support to attend and participate in the Actinides 2009 (AN2009) International Conference held in San Francisco, California from 12-17 July 2011. This is the premier conference in the field of actinide chemistry, physics, and materials science of the actinide elements. Participation in the preeminent scientific meeting in actinide science keeps the U.S at the forefront of developments in this key field. The specific involvement of early career scientists combats the loss of expertise in the aforementioned critical areas related to f-element chemistry such as energy, homeland, and environmental security. Without these trained scientists, the U.S. will not be able to properly exploit nuclear technology to its fullest and will not be able to address its energy needs in either an environmentally safe or cost–effective manner nor will it be able to provide for its national defense. Furthermore, the early career scientists added greatly to the scientific content of the meeting and stimulates early career scientists to remain in the filed of actinide science. Providing support for participation in the AN2009 Conference via registration fee waivers, hotel cost support, and travel cost support, was extremely effective in securing the participation of early career scientists that would have not otherwise been able to attend.

    Over the past 25 years extensive federal legislation involving the handling and transport of hazardous materials/waste has been passed that has resulted in numerous overlapping regulations administered and enforced by different federal agencies. The handling and transport of hazardous materials/waste involves a significant number of workers who are subject to a varying degree of risk should an accident occur during handling or transport. Effective transportation training can help workers address these risks and mitigate them, and at the same time enable ORNL to comply with the federal regulations concerning the transport of hazardous materials/waste. This presentation will outline how the Environmental and Health Protection Division's Technical Resources and Training Section at the Oak Ridge National Laboratory, working with transportation and waste disposal personnel, have developed and implemented a comprehensive transportation safety training program to meet the needs of our workers while satisfying appropriate federal regulations. 8 refs., 3 tabs.

    The LLNL work smart standard requires us to provide ongoing laser safety training for a large number of persons on a three-year cycle. In order to meet the standard, it was necessary to find a cost and performance effective method to perform this training. This paper discusses the scope of the training problem, specific LLNL training needs, various training methods used at LLNL, the advantages and disadvantages of these methods and the rationale for selecting web-based laser safety training. The tools and costs involved in developing web-based training courses are also discussed, in addition to conclusions drawn from our training operating experience. The ILSC lecture presentation contains a short demonstration of the LLNL web-based laser safety-training course.

  1. The San Joaquin Valley Westside Perspective

    Salt management has been a challenge to westside farmerssince the rapid expansion of irrigated agriculture in the 1900 s. Thesoils in this area are naturally salt-affected having formed from marinesedimentary rocks rich in sea salts rendering the shallow groundwater,and drainage return flows discharging into the lower reaches of the SanJoaquin River, saline. Salinity problems are affected by the importedwater supply from Delta where the Sacramento and San Joaquin Riverscombine. Water quality objectives on salinity and boron have been inplace for decades to protect beneficial uses of the river. However it wasthe selenium-induced avian toxicity that occurred in the evaporationponds of Kesterson Reservoir (the terminal reservoir of a planned but notcompleted San Joaquin Basin Master Drain) that changed public attitudesabout agricultural drainage and initiated a steady stream ofenvironmental legislation directed at reducing non-point source pollutionof the River. Annual and monthly selenium load restrictions and salinityand boron Total Maximum Daily Loads (TMDLs) are the most recent of thesepolicy initiatives. Failure by both State and Federal water agencies toconstruct a Master Drain facility serving mostly west-side irrigatedagriculture has constrained these agencies to consider only In-Valleysolutions to ongoing drainage problems. For the Westlands subarea, whichhas no surface irrigation drainage outlet to the San Joaquin River,innovative drainage reuse systems such as the Integrated Farm DrainageManagement (IFDM) offer short- to medium-term solutions while morepermanent remedies to salt disposal are being investigated. Real-timesalinity management, which requires improved coordination of east-sidereservoir releases and west-side drainage, offers some relief toGrasslands Basin farmers and wetland managers - allowing greater salinityloading to the River than under a strict TMDL. However, currentregulation drives a policy that results in a moratorium on all

Over a 24-moth period, the City will implement strategies to achieve a 15% increase in solar installations in San José, a 50% increased awareness and knowledge in the community, and more opportunities to purchase or invest in green power.

    The U.S. Geological Survey (USGS), at the request of the U.S. Fish and Wildlife Service, evaluated the water production capacity of an artesian well in the San Bernardino National Wildlife Refuge, Arizona. Water from the well initially flows into a pond containing three federally threatened or endangered fish species, and water from this pond feeds an adjacent pond/wetland containing an endangered plant species.

    The cost of railway diesel fuel has become an increasingly high proportion of railway operating expenses. The paper analyzes the generation and utilization of rail horsepower in freight train operations. The effects on fuel consumption of variations in several parameters including train consist, car weight, gradient, average speed, meet strategy, throttle control, locomotive axle arrangement, and train marshalling are examined. Estimates are made of the value, in terms of fuel cost, of weight reduction of freight cars and of selective train marshalling.

    Training programs at DOE facilities should prepare personnel to safely and efficiently operate and maintain the facilities in accordance with DOE requirements. This guide presents good practices for a systematic approach to on-the-job training (OJT) and OJT programs and should be used in conjunction with DOE Training Program Handbook: A Systematic Approach to Training, and with the DOE Handbook entitled Alternative Systematic Approaches to Training to develop performance-based OJT programs. DOE contractors may also use this guide to modify existing OJT programs that do not meet the systematic approach to training (SAT) objectives.

    The Landslide field, located at the southern margin of the San Joaquin basin, was discovered in 1985 by a partnership headed by Channel Exploration Company, on a farm out from Tenneco Oil Company. Initial production from the Tenneco San Emidio 63X-30 was 2064 BOPD, making landslide one of the largest onshore discoveries in California during the past decade. Current production is 7100 BOPD from a sandstone reservoir at 12,500 ft. Fifteen wells have been drilled in the field, six of which are water injectors. Production from the Landslide field occurs from a series of upper Miocene Stevens turbidite sandstones that lie obliquely across an east-plunging structural nose. These turbidite sandstones were deposited as channel-fill sequences within a narrowly bounded levied channel complex. Both the Landslide field and the larger Yowlumne field, located 3 mi to the northwest, comprise a single channel-fan depositional system that developed in the restricted deep-water portion of the San Joaquin basin. Information from the open-hole logs, three-dimensional surveys, vertical seismic profiles, repeat formation tester data, cores, and pressure buildup tests allowed continuous drilling from the initial discovery to the final waterflood injector, without a single dry hole. In addition, the successful application of three-dimensional seismic data in the Landslide development program has helped correctly image channel-fan anomalies in the southern Maricopa basin, where data quality and severe velocity problems have hampered previous efforts. New exploration targets are currently being evaluated on the acreage surrounding the Landslide discovery and should lead to an interesting new round of drilling activity in the Maricopa basin.

For this gut rehab they replaced the old roof with a steeper roof and replaced drywall while adding insulation, new HVAC, sealed ducts, transfer grilles, outside air run-time ventilation, new lighting and water heater.

    Training programs at DOE facilities should provide well-trained, qualified personnel to safely and efficiently operate the facilities in accordance with DOE requirements. A need has been identified for guidance regarding analysis, design, development, implementation, and evaluation of consistent and reliable performance-based training programs. Accreditation of training programs at Category A reactors and high-hazard and selected moderate-hazard nonreactor nuclear facilities will assure consistent, appropriate, and cost-effective training of personnel responsible for the operation, maintenance, and technical support of these facilities. Training programs that are designed and based on systematically determined job requirements, instead of subjective estimation of trainee needs, yield training activities that are consistent and develop or improve knowledge, skills, and abilities that can be directly related to the work setting. Because the training is job-related, the content of these programs more efficiently and effectively meets the needs of the employee. Besides a better trained work force, a greater level of operational reactor safety can be realized. This manual is intended to provide an overview of the accreditation process and a brief description of the elements necessary to construct and maintain training programs that are based on the requirements of the job. Two companion manuals provide additional information to assist contractors in their efforts to accredit training programs.

    San Nicolas Island (SNI) is the site of the Navy Range Instrumentation Test Site which relies on an isolated diesel-powered grid for its energy needs. The island is located in the Pacific Ocean 85 miles southwest of Los Angeles, California and 65 miles south of the Naval Air Weapons Station (NAWS), Point Mugu, California. SNI is situated on the continental shelf at latitude N33{degree}14` and longitude W119{degree}27`. It is approximately 9 miles long and 3.6 miles wide and encompasses an area of 13,370 acres of land owned by the Navy in fee title. Winds on San Nicolas are prevailingly northwest and are strong most of the year. The average wind speed is 7.2 m/s (14 knots) and seasonal variation is small. The windiest months, March through July, have wind speeds averaging 8.2 m/s (16 knots). The least windy months, August through February, have wind speeds averaging 6.2 m/s (12 knots).

    The San Joaquin - Tulare Conjunctive Use Model (SANTUCM) was originally developed for the San Joaquin Valley Drainage Program to evaluate possible scenarios for long-term management of drainage and drainage - related problems in the western San Joaquin Valley of California. A unique aspect of this model is its coupling of a surface water delivery and reservoir operations model with a regional groundwater model. The model also performs salinity balances along the tributaries and along the main stem of the San Joaquin River to allow assessment of compliance with State Water Resources Control Board water quality objectives for the San Joaquin River.     The solar energy system, Elcam San Diego, was designed to supply domestic hot water heating for a single family residence located in Encinitas, California. The contents of this document have been divided into System Description, Performance Assessment, Operating Energy, Energy Savings, Maintenance and Summary and Conclusions. The system is a Sunspot two tank cascade type, where solar energy is supplied to either a 66 gallon preheat tank (solar storage) or a 40 gallon domestic hot water tank. Water is pumped directly from one of the two tanks, through the 65 square feet collector array and back into the same tank. Freeze protection is provided by automatically circulating hot water from the hot water tank through the collectors and exposed plumbing when freezing conditions exist. Auxiliary energy is supplied by natural gas. The Elcam San Diego solar energy system has three modes of operation.

    In the United States, testing has been under way at electric coal-fired power plants to find viable and economical mercury control strategies to meet pending regulations. San Miguel Electric Cooperative (SMEC) engaged the Energy & Environmental Research Center (EERC) through a request for proposal (RFP) to perform research tests to evaluate sorbent-based technologies at its coal-fired San Miguel Generating Station to identify possible technology options that could be used by SMEC to meet the mercury reduction requirements of future U.S. federal standards. The goal of the testing was to target a mercury removal of {ge}90%. The EERC has successfully field-tested several sorbent-based technologies in previous projects that offer promise and potential to achieve a target removal of {ge}90%. Based on these field test results, yet recognizing that fuel type and plant operating conditions affect mercury capture significantly, the EERC proposed research tests to evaluate potential sorbent-based technologies provided by Norit Americas and the EERC that could potentially meet SMEC's mercury control objectives. Over the period of May through mid-June 2008, the EERC tested injection of both treated and nontreated activated carbon (AC) provided by Norit Americas and sorbent enhancement additives (SEAs) provided by the EERC. Tests were performed at San Miguel Unit 1 (450 MW) and included injection at the inlet of the air heater (AH) (temperature of 720 F). The test coal was a Texas lignite fuel with an average moisture content of 31.19%, an ash content of 26.6%, a heating value of 5,094 Btu/lb, a sulfur content of 2.7%, and a mercury concentration of 0.182 ppm, all reported on an as-received basis. Pilot-scale testing results identified DARCO{reg_sign} Hg-LH, SEA2 + DARCO{reg_sign} Hg, and the ChemMod sorbents as technologies with the potential to achieve the target mercury removal of {ge}90% at the full-scale test.     The ultimate goal of the U.S. Transport Task Force is to develop a physics-based understanding of confinement and particle, momentum and heat transport in magnetic fusion devices. This understanding should be of sufficient depth that it allows the development of predictive models of plasma transport that can be validated against experiment, and then used to anticipate the future performance of burning plasmas in ITER, as well as to provide guidance to the design of next-step fusion nuclear science facilities. To achieve success in transport science, it is essential to characterize local fluctuations and transport in toroidal plasmas, to understand the basic mechanisms responsible for transport, and ultimately to control these transport processes. These goals must be pursued in multiple areas, including ion and electron thermal transport, particle and momentum transport, the physics of H-modes and the edge pedestal, Internal Transport Barriers, energetic particle transport and 3D effects on all the underlying transport processes. Demonstrating our understanding requires multiple, successful, quantitative tests of theory, simulation and modeling using experimental results in fusion-relevant and basic plasmas (i.e., verification and validation). The 2014 U.S. TTF meeting was held in April 2014 in San Antonio TX to provide a forum for leading scientists focused on the study of transport of particles, momentum and heat in fusion plasmas. Approximately 110 scientists from the US and several from the EU and from China attended and heard oral talks on recent transport results. Several poster sessions were also held. One day of plenary talks were followed by Breakout sessions and poster sessions that were held on focused topics, including L-H transition physics, energetic particles, transport in high performance plasmas, divertor particle and heat flux management and innovative divertor designs, fundamental turbulence studies, end edge transport shortfall.

    The Joint Research Center as part of its support program to Euratom safeguards, is developing a line of unattended systems for fresh fuel assemblies in fabrication plants (low enrichment and mixed oxide). These systems combine neutron coincidence counting in the form of a neutron collar and a vision system for identification of the fuel assembly. The system is unattended, i.e. it is integrated into the production flow of the facility, and there is no inspector presence during verification measurement. The facility operator loads the assembly into the unattended measurement station which then automatically starts its predefined measurement cycle without the intervention of the facility operator. The station positions the collar according to a programming strategy for each assembly type and loads/unloads its own AmLi source for active and passive measurements. This paper is a discussion of the training requirements for such a system and the development of multimedia training aids to meet these requirements.

    The Genomic Standards Consortium was formed in September 2005. It is an international, open-membership working body which promotes standardization in the description of genomes and the exchange and integration of genomic data. The 2009 meeting was an activity of a five-year funding "Research Coordination Network" from the National Science Foundation and was organized held at the DOE Joint Genome Institute with organizational support provided by the JGI and by the University of California - San Diego. Nikos Kyrpides of the DOE Joint Genome Institute discusses the notion of a global genome census at the Genomic Standards Consortium's 8th meeting at the DOE JGI in Walnut Creek, Calif. on Sept. 9, 2009.
