    The two volumes of this report incorporate all lectures and presentations at the International Training Course on Nuclear Materials Accountability and Control for Safeguards Purposes, held May 27-June 6, 1980, at the Bishop's Lodge near Santa Fe, New Mexico. The course, authorized by the US Nuclear Non-Proliferation Act and sponsored by the US Department of Energy in cooperation with the International Atomic Energy Agency, was developed to provide practical training in the design, implementation, and operation of a National system of nuclear materials accountability and control that satisfies both National and IAEA International safeguards objectives. Volume I, covering the first week of the course, presents the background, requirements, and general features of material accounting and control in modern safeguard systems. Volume II, covering the second week of the course, provides more detailed information on measurement methods and instruments, practical experience at power reactor and research reactor facilities, and examples of operating state systems of accountability and control.

    This proposed 24 hour ORNL SARA/OSHA training curriculum emphasizes health and safety concerns in hazardous waste operations as well as methods of worker protection. Consistent with guidelines for hazardous waste site activities developed jointly by National Institute for Occupational Safety and Health, Occupational Safety and Health Administration, US Coast Guard, and the Envirorunental Protection Agency, the program material will address Basic Training for General Site Workers to include: ORNL Site Safety Documentation, Safe Work Practices, Nature of Anticipated Hazards, Handling Emergencies and Self-Rescue, Employee Rights and Responsibilities, Demonstration of Use, Care, and Limitations of Personal Protective, Clothing and Equipment, and Demonstration of Monitoring Equipment and Sampling Techniques. The basic training courses includes major fundamentals of industrial hygiene presented to the workers in a format that encourages them to assume responsibility for their own safety and health protection. Basic course development has focused on the special needs of ORNL facilities. Because ORNL generates chemical wastes, radioactive wastes, and mixed wastes, we have added significant modules on radiation protection in general, as well as modules on radiation toxicology and on radiation protective clothing and equipment.

Thousands of workers involved in these new activities will need systematic training appropriate to their tasks and associated risks. This project is an important part of the Hanford Site mission and will enable the US Department of Energy (DOE) to meet high standards for safety. The Hazardous Materials Management and Emergency Response Training Center (HAMMER) project will construct a centralized regional training center dedicated to training hazardous materials workers and emergency responders in classrooms and with hands-on, realistic training aids representing actual field conditions. The HAMMER Training Center will provide a cost-effective, high-quality way to meet the Hanford Site training needs.     Within the United States, there are few hands-on training centers capable of providing integrated technical training within a practical application environment. Currently, there are no training facilities that offer both radioactive and chemical hazardous response training. There are no hands-on training centers that provide training for both hazardous material operations and emergency response that also operate as a partnership between organized labor, state agencies, tribes, and local emergency responders within the US Department of Energy (DOE) complex. Available facilities appear grossly inadequate for training the thousands of people at Hanford, and throughout the Pacific Northwest, who are required to qualify under nationally-mandated requirements. It is estimated that 4,000 workers at the Hanford Site alone need hands-on training. Throughout the Pacific Northwest, the potential target audience would be over 30,000 public sector emergency response personnel, as well as another 10,000 clean-up workers represented by organized labor. The HAMMER Training Center will be an interagency-sponsored training center. It will be designed, built, and operated to ensure that clean-up workers, fire fighters, and public sector management and emergency response personnel are trained to handle accidental spills of hazardous materials. Training will cover wastes at clean-up sites, and in jurisdictions along the transportation corridors, to effectively protect human life, property, and the environment.

    This report incorporates all lectures and presentations at the Advanced International Training Course on State Systems of Accounting for and Control of Nuclear Material held April 27 through May 12, 1981 at Santa Fe and Los Alamos, New Mexico, and Richland, Washington, USA. Authorized by the US Nuclear Non-Proliferation Act and sponsored by the US Department of Energy in cooperation with the International Atomic Energy Agency, the course was developed to provide practical training in the design, implementation, and operation of a state system of nuclear materials accountability and control that satisfies both national and international safeguards. Major emphasis for the 1981 course was placed on safeguards methods used at bulk-handling facilities, particularly low-enriched uranium conversion and fuel fabrication plants. The course was conducted by the University of California's Los Alamos National Laboratory, the Battelle Pacific Northwest Laboratory, and Exxon Nuclear Company, Inc. Tours and demonstrations were arranged at both the Los Alamos National Laboratory, Los Alamos, New Mexico, and the Exxon Nuclear fuel fabrication plant, Richland, Washington.

    A video toroid cavity imager for in situ measurement of electrochemical properties of an electrolytic material sample includes a cylindrical toroid cavity resonator containing the sample and employs NMR and video imaging for providing high-resolution spectral and visual information of molecular characteristics of the sample on a real-time basis. A large magnetic field is applied to the sample under controlled temperature and pressure conditions to simultaneously provide NMR spectroscopy and video imaging capabilities for investigating electrochemical transformations of materials or the evolution of long-range molecular aggregation during cooling of hydrocarbon melts. The video toroid cavity imager includes a miniature commercial video camera with an adjustable lens, a modified compression coin cell imager with a fiat circular principal detector element, and a sample mounted on a transparent circular glass disk, and provides NMR information as well as a video image of a sample, such as a polymer film, with micrometer resolution.

    The George Kuzmycz Training Center for Physical Protection, Control and Accounting (GKTC) was established in 1998 in a collaborative endeavor of the State Nuclear Regulatory Administration of Ukraine, the Ukrainian Academy of Sciences, and the U.S. Department of Energy. Located at the Institute for Nuclear Research in Kyiv, the GKTC provides theoretical and practical training in physical protection, control, and accounting techniques and systems that are employed to reduce the risk of unauthorized use, theft, or diversion of weapons-usable nuclear material. Participants in GKTC workshops and courses include nuclear facility specialists as well as officials of the State's regulatory authorities. Recently, the training scope has been broadened to include students from other nations in the region.

    The GKTC was created at the Kyiv Institute of Nuclear Research as a result of collaborative efforts between the United States and Ukraine. The GKTC has been designated by the Ukrainian Government to provide the MPC&A training and methodological assistance to nuclear facilities and nuclear specialists. In 2010 the GKTC has conducted the planned assessment of training needs of Ukrainian MPC&A specialists. The objective of this work is to acquire the detailed information about the number of MPC&A specialists and guard personnel, who in the coming years should receive the further advanced training. As a result of the performed training needs evaluation the GKTC has determined that in the coming years a number of new training courses need to be developed. Some training courses are already in the process of development. Also taking into account the specific of activity on the guarding of nuclear facilities, GKTC has begun to develop the specialized training courses for the guarding unit personnel. The evaluation of needs of training of Ukrainian specialists on the physical protection shows that without the technical base of learning is not possible to satisfy the needs of Ukrainian facilities, in particular, the need for further training of specialists who maintains physical protection technical means, provides vulnerability assessment and testing of technical means. To increase the training effectiveness and create the basis for specialized training courses holding the GKTC is now working on the construction of an Interior (non-classified) Physical Protection Training Site. The objective of this site is to simulate the actual conditions of the nuclear facility PP system including the complex of engineering and technical means that will help the GKTC training course participants to consolidate the knowledge and gain the practical skills in the work with PP system engineering and technical means for more effective performance of their official duties. This paper briefly describes the practical efforts applied to the provision of physical protection specialists advanced training in Ukraine and real results on the way to implement such efforts in 2011-2012.

Authorized by the US Nuclear Non-Proliferation Act and sponsored by the US Department of Energy in cooperation with the International Atomic Energy Agency, the course was developed to provide practical training in the design, implementation, and operation of a State system of nuclear materials accountability and control that satisfies both national and international safeguards requirements. Major emphasis for the 1983 course was placed on safeguards methods used at bulk-handling facilities, particularly low-enriched uranium conversion and fuel fabrication plants. The course was conducted by the University of California's Los Alamos National Laboratory and Exxon Nuclear Company, Inc. Tours and demonstrations were arranged at the Los Alamos National Laboratory, Los Alamos, New Mexico, and the Exxon Nuclear fuel fabrication plant, the Battelle Pacific Northwest Laboratory, Westinghouse Fast Flux Test Facility Visitor Center, and Washington Public Power System nuclear reactor facilities in Richland, Washington. Individual presentations were indexed for inclusion in the Energy Data Base.

    The recommendations contained throughout this NUREG are being provided to the Nuclear Regulatory Commission (NRC) as a reference manual which can be used by licensee management as they develop a program plan for the safe participation of guards, Tactical Response Team members (TRTs), and all other armed response personnel in physical fitness training and in physical performance standards testing. The information provided in this NUREG will help licensees to determine if guards, TRTs, and other armed response personnel can effectively perform their normal and emergency duties without undue hazard to themselves, to fellow employees, to the plant site, and to the general public. The recommendations in this NUREG are similar in part to those contained within the Department of Energy (DOE) Medical and Fitness Implementation Guide which was published in March 1991.     This project focused on developing and deploying a comprehensive program of 22 training modules, including certification requirements, and accreditation standards for commercial building technicians, to help achieve the full savings potential of energy efficient buildings, equipment, and systems. This curriculum extended the currently available commercial building technician programs -- training a labor force in a growing market area focused on energy efficiency. The program helps to remove a major market impediment to low energy/zero energy commercial building system acceptance, namely a lack of operating personnel capable of handling more complex high efficiency systems. The project developed a training curriculum for commercial building technicians, with particular focus on high-efficiency building technology, and systems. In Phase 1, the project team worked collaboratively in developing a draft training syllabus to address project objectives. The team identified energy efficiency knowledge gaps in existing programs and plans and plans to address the gaps with either modified or new curricula. In Phase 2, appropriate training materials were developed to meet project objectives. This material was developed for alternative modes of delivery, including classroom lecture materials, e-learning elements, video segments, exercises, and hands-on training elements. A Certification and Accreditation Plan and a Commercialization and Sustainability Plan were also investigated and developed. The Project Management Plan was updated quarterly and provided direction on the management approaches used to accomplish the expected project objectives. GTI project management practices tightly coordinate project activities using management controls to deliver optimal customer value. The project management practices include clear scope definition, schedule/budget tracking, risk/issue resolution and team coordination.

    The U.S. government has been assisting the Russian Federation (RF) Ministry of Defense (MOD) for many years with nuclear weapons transportation security (NWTS) through the provision of specialized guard escort railcars and cargo railcars with integrated physical security and communication systems, armored transport vehicles, and armored escort vehicles. As a natural continuation of the NWTS program, a partnership has been formed to construct a training center that will provide counterterrorism training to personnel in all branches of the RF MOD. The Abramovo Counterterrorism Training Center (ACTC) is a multinational, multiagency project with funding from Canada, RF and the U.S. Departments of Defense and Energy. ACTC will be a facility where MOD personnel can conduct basic through advanced training in various security measures to protect Category IA material against the threat of terrorist attack. The training will enhance defense-in-depth principles by integrating MOD guard force personnel into the overall physical protection systems and improving their overall response time and neutralization capabilities. The ACTC project includes infrastructure improvements, renovation of existing buildings, construction of new buildings, construction of new training facilities, and provision of training and other equipment. Classroom training will be conducted in a renovated training building. Basic and intermediate training will be conducted on three different security training areas where various obstacles and static training devices will be constructed. The central element of ACTC, where advanced training will be held, is the 'autodrome,' a 3 km road along which various terrorist events can be staged to challenge MOD personnel in realistic and dynamic nuclear weapons transportation scenarios. This paper will address the ACTC project elements and the vision for training development and integrating this training into actual nuclear weapons transportation operations.

    The Training Management Information System (TMIS) is an integrated information system for all training related activities. TMIS is at the leading edge of training information systems used in the nuclear industry. The database contains all the necessary records to confirm the department's adherence to accreditation criteria and houses all test questions, student records and information needed to evaluate the training process. The key to the TMIS system is that the impact of any change (i.e., procedure change, new equipment, safety incident in the commercial nuclear industry, etc.) can be tracked throughout the training process. This ensures the best training can be performed that meets the needs of the employees. TMIS is comprised of six functional areas: Job and Task Analysis, Training Materials Design and Development, Exam Management, Student Records/Scheduling, Evaluation, and Commitment Tracking. The system consists of a VAX 6320 Cluster with IBM and MacIntosh computers tied into an ethernet with the VAX. Other peripherals are also tied into the system: Exam Generation Stations to include mark sense readers for test grading, Production PC's for Desk-Top Publishing of Training Material, and PC Image Workstations. 5 figs.

    Astrakhan is the major Russian port on the Caspian Sea. Consequently, it is the node for significant river traffic up the Volga, as well as shipments to and from other seaports on the Caspian Sea. The majority of this latter trade across the Caspian Sea is with Iran. The Second Line of Defense and RF SCC identified Astrakhan as one of the top priorities for upgrading with modern radiation detection equipment. The purpose of the cooperative effort between RF SCC and DOE at Astrakhan is to provide the capability through equipment and training to monitor and detect illegal shipments of nuclear materials through Astrakhan. The first facility was equipped with vehicle and rail portal monitoring systems. The second facility was equipped with pedestrian, vehicle and rail portal monitoring systems. A second phase of this project will complete the equipping of Astrakhan by providing additional rail and handheld systems, along with completion of video systems. Associated with both phases is the necessary equipment and procedural training to ensure successful operation of the equipment in order to detect and deter illegal trafficking in nuclear materials. The presentation will described this project and its overall relationship to the Second Line of Defense Program.

    This Handbook describes an implementation process for core training as recommended in Implementation Guide G441.12, Radiation Safety Training, and as outlined in the DOE Radiological Control Standard (RCS). The Handbook is meant to assist those individuals within the Department of Energy, Managing and Operating contractors, and Managing and Integrating contractors identified as having responsibility for implementing core training recommended by the RCS. This training is intended for radiological workers to assist in meeting their job-specific training requirements of 10 CFR 835. While this Handbook addresses many requirements of 10 CFR 835 Subpart J, it must be supplemented with facility-specific information to achieve full compliance.

After formal classroom education, first responders are trained to take immediate decisive action to prevent or mitigate the use of radiological or nuclear devices by terrorists. The Counterterrorism Operations Support Center for Radiological Nuclear Training conducts the courses and exercises providing first responders from across the nation with the tools they need to protect their communities. All of these elements provide a training experience that cannot be duplicated anywhere else in the country.

    PNNL and the Volpentest Hazardous Materials Management and Emergency Response (HAMMER) Training and Education Center are helping to prepare emergency responders and permitting/code enforcement officials for their respective roles in the future Hydrogen Economy. Safety will be a critical component of the anticipated hydrogen transition. Public confidence goes hand in hand with perceived safety to such an extent that, without it, the envisioned transition is unlikely to occur. Stakeholders and the public must be reassured that hydrogen, although very different from gasoline and other conventional fuels, is no more dangerous. Ensuring safety in the hydrogen infrastructure will require a suitably trained emergency response force for containing the inevitable incidents as they occur, coupled with knowledgeable code officials to ensure that such incidents are kept to a minimum. PNNL and HAMMER are, therefore, designing a hydrogen safety training program, funded by DOE's Hydrogen, Fuel Cells, and Infrastructure Technologies Program, and modeled after the Occupational Safety and Health Administration’s multi-tiered approach to hazardous materials training. Capabilities under development at HAMMER include classroom and long-distance (i.e., satellite and internet broadcast) learning, as well as life-size, hands-on hydrogen burn props for “training as real as it gets.” This paper presents insights gained from the early emergency response hydrogen safety training courses held in 2005 and current plans for design and construction of a number of hydrogen burn props.

    We propose a simple way to perform three-dimensional (3D) rotational microrheology using two-dimensional (2D) video microscopy. The 3D rotational brownian motion of micrometric wires in a viscous fluid is deduced from their projection on the focal plane of an optical microscope objective. The rotational diffusion coefficient of the wires of length between 1-100 \\mu m is extracted, as well as their diameter distribution in good agreement with electron microscopy measurements. This is a promising way to characterize soft visco-elastic materials, and probe the dimensions of anisotropic objects.

    Jupiter's zonal jets and Great Red Spot are well known from still images. Yet the planet's atmosphere is highly unsteady, which suggests that the actual material transport barriers delineating its main features should be time-dependent. Rare video footages of Jupiter's clouds provide an opportunity to verify this expectation from optically reconstructed velocity fields. Available videos, however, provide short-time and temporally aperiodic velocity fields that defy classical dynamical systems analyses focused on asymptotic features. To this end, we use here the recent theory of geodesic transport barriers to uncover finite-time mixing barriers in the wind field extracted from a video captured by NASA's Cassini space mission. More broadly, the approach described here provides a systematic and frame-invariant way to extract dynamic coherent structures from time-resolved remote observations of unsteady continua.

CTMS is designed using R-Base{trademark}, an-SQL compliant software platform. Information is logically entered and linked in CTMS. Each task is linked directly to a performance objective, which, in turn, is linked directly to a learning objective; then, each enabling objective is linked to its respective test items.     Jupiter's fast rotation - one rotation over 10 hours - creates strong jet streams, smearing its clouds into linear bands of dark and light zonal belts that circle the planet on lines of almost constant latitude. Such a high degree of axisymmetry is absent in our own atmosphere. Moreover, Jupiter has the largest and longest-living known atmospheric vortex, the Great Red Spot (GRS). Such vortices abound in nature, but GRS's size, long-term persistence, and temporal longitudinal oscillations make it unique. Here, we uncover, for the first time, unsteady material structures that form the cores of zonal jets and the boundary of the GRS in Jupiter's atmosphere. We perform our analysis on a velocity field extracted from a video footage acquired by the NASA Cassini spacecraft.

    We describe the measurement of anisotropic viscoelastic moduli in complex soft materials, such as biopolymer gels, via video particle tracking microrheology of colloid tracer particles. The use of a correlation tensor to find the axes of maximum anisotropy, and hence the mechanical director, is described. The moduli of an aligned DNA gel are reported, as a test of the technique; this may have implications for high DNA concentrations in vivo. We also discuss the errors in microrheological measurement, and describe the use of frequency space filtering to improve displacement resolution, and hence probe these typically high modulus materials.

    The Regulations and Training Projects are part of the US-Russian Federation Materials Protection, Control, and Accounting (MPC&A) cooperative program to protect Russian Navy Fuels. This paper describes the general status of the projects, progress achieved to date, and long-term plans for further work in producing regulatory documents and training to support this ewffort. The regulatory development will result in a document set that will include general requirements and rules for the Russian Navy MPC&A as well as specific instructions for operation and maintenance of each facility. The goals of the training program are to instill in managers a culture of sustainable commitment to MPC&A through the understanding of its principles and philosophies. In addition, the training program will help ensure that upgrades are effectively utilized and maintained by training operators and maintenance personnel in MPC&A principles as well in as the detailed operations of the systems.

    The development of radioactive sample surrogates for training and exercises Source term information is required for to reconstruct a device used in a dispersed radiological dispersal device. Simulating a radioactive environment to train and exercise sampling and sample characterization methods with suitable sample materials is a continued challenge. The Idaho National Laboratory has developed and permitted a Radioactive Response Training Range (RRTR), an 800 acre test range that is approved for open air dispersal of activated KBr, for training first responders in the entry and exit from radioactively contaminated areas, and testing protocols for environmental sampling and field characterization. Members from the Department of Defense, Law Enforcement, and the Department of Energy participated in the first contamination exercise that was conducted at the RRTR in the July 2011. The range was contaminated using a short lived radioactive Br-82 isotope (activated KBr). Soil samples contaminated with KBr (dispersed as a solution) and glass particles containing activated potassium bromide that emulated dispersed radioactive materials (such as ceramic-based sealed source materials) were collected to assess environmental sampling and characterization techniques. This presentation summarizes the performance of a radioactive materials surrogate for use as a training aide for nuclear forensics.

    The Idaho National Laboratory (INL) has a long history for providing technology evaluation and training for military and other federal level Weapons of Mass Destruction (WMD) response agencies. Currently there are many federal organizations and commercial companies developing technologies related to detecting, assessing, mitigating and protecting against hazards associated with a WMD event. Unfortunately, very few locations exist within the United States where WMD response technologies are realistically field tested and evaluated using real chemical, biological, radiological, nuclear and explosive materials. This is particularly true with biological and radiological hazards. Related to this lack of adequate WMD, multi-hazard technology testing capability is the shortage of locations where WMD response teams can train using actual chemical, biological, and radiological material or highly realistic simulates. In response to these technology evaluation and training needs, the INL has assembled a consortium of subject matter experts from existing programs and identified dedicated resources for the purpose of establishing an all-hazards, WMD technology evaluation and training range. The author describes the challenges associated with creating the all-hazards WMD technology evaluation and training range and lists the technical, logistical and financial benefits of an all-hazards technology evaluation and training range. Current resources and capabilities for conducting all-hazard technology evaluation and training at the INL are identified. Existing technology evaluation and training programs at the INL related to radiological, biological and chemical hazards are highlighted, including successes and lessons learned. Finally, remaining gaps in WMD technology evaluation and training capabilities are identified along with recommendations for closing those gaps.

    This report evaluates a newly-available, high-definition, video camera coupled with a zoom optical system for microscopic imaging of micro-electro-mechanical systems. We did this work to support configuration of three document-camera-like stations as part of an installation in a new Microsystems building at Sandia National Laboratories. The video display walls to be installed as part of these three presentation and training stations are of extraordinary resolution and quality. The new availability of a reasonably-priced, cinema-quality, high-definition video camera offers the prospect of filling these displays with full-motion imaging of Sandia's microscopic products at a quality substantially beyond the quality of typical video microscopes. Simple and robust operation of the microscope stations will allow the extraordinary-quality imaging to contribute to Sandia's day-to-day research and training operations. This report illustrates the disappointing image quality from a camera/lens system comprised of a Sony HDC-X310 high-definition video camera coupled to a Navitar Zoom 6000 lens. We determined that this Sony camera is capable of substantially more image quality than the Navitar optic can deliver. We identified an optical doubler lens from Navitar as the component of their optical system that accounts for a substantial part of the image quality problem. While work continues to incrementally improve performance of the Navitar system, we are also evaluating optical systems from other vendors to couple to this Sony camera.

    The overall goal of this project has been to develop curricula, certification requirements, and accreditation standards for training on energy efficient practices and technologies for commercial building technicians. These training products will advance industry expertise towards net-zero energy commercial building goals and will result in a substantial reduction in energy use. The ultimate objective is to develop a workforce that can bring existing commercial buildings up to their energy performance potential and ensure that new commercial buildings do not fall below their expected optimal level of performance. Commercial building equipment technicians participating in this training program will learn how to best operate commercial buildings to ensure they reach their expected energy performance level. The training is a combination of classroom, online and on-site lessons. The Texas Engineering Extension Service (TEEX) developed curricula using subject matter and adult learning experts to ensure the training meets certification requirements and accreditation standards for training these technicians. The training targets a specific climate zone to meets the needs, specialized expertise, and perspectives of the commercial building equipment technicians in that zone. The combination of efficient operations and advanced design will improve the internal built environment of a commercial building by increasing comfort and safety, while reducing energy use and environmental impact. Properly trained technicians will ensure equipment operates at design specifications. A second impact is a more highly trained workforce that is better equipped to obtain employment. Organizations that contributed to the development of the training program include TEEX and the Texas Engineering Experiment Station (TEES) (both members of The Texas A&M University System). TEES is also a member of the Building Commissioning Association. This report includes a description of the project accomplishments, including the course development phases, tasks associated with each phase, and detailed list of the course materials developed. A summary of each year's activities is also included.

    The Hanford Site has hosted similar activities, including both Hanford Summits I and II. The Hanford Summits were two-day televised events to discuss the commitment of the current Presidential administration to the environmental restoration of the Hanford Site. Public involvement and strategic issues established from Hanford Summit I include: Regulatory issues, training and education, economic development and partnership, and technology transfer. Hanford Summit II provided a summary of how Secretary of Energy O`Leary is proceeding on the above strategic issues. The DOE and Westinghouse School for Environmental Excellence frequently offers a six-week course for environmental professionals and workers. Approximately thirty to forty individuals attend the training course, which provides training in environmental regulation compliance. The Hanford Site has hosted two previous International Atomic Energy Agency training courses. The courses lasted two weeks and had approximately eight to ten participants. Nuclear Material Management and Neutron Monitoring were the courses hosted by the Hanford Site.
