An on-line material analyzer which utilizes pulsed neutron generation in order to determine the composition of material flowing through the apparatus. The on-line elemental material analyzer is based on a pulsed neutron generator. The elements in the material interact with the fast and thermal neutrons produced from the pulsed generator. Spectra of gamma-rays produced from fast neutrons interacting with elements of the material are analyzed and stored separately from spectra produced from thermal neutron reactions. Measurements of neutron activation takes place separately from the above reactions and at a distance from the neutron generator. A primary passageway allows the material to flow through at a constant rate of speed and operators to provide data corresponding to fast and thermal neutron reactions. A secondary passageway meters the material to allow for neutron activation analysis. The apparatus also has the capability to determine the density of the flowed material. Finally, the apparatus continually utilizes a neutron detector in order to normalize the yield of the gamma ray detectors and thereby automatically calibrates and adjusts the spectra data for fluctuations in neutron generation.

Low cost NMR sensor for measuring moisture content of forest products. The Department of Energy (DOE) Industries of the Future (IOF) program seeks development and implementation of technologies that make industry more efficient--in particular, more energy-efficient. Quantum Magnetics, Inc. (QM), a wholly-owned subsidiary of GE Security, received an award under the program to investigate roles for low-cost Nuclear Magnetic Resonance (NMR) technology in furtherance of these goals. Most NMR systems are designed for high-resolution spectroscopy applications. These systems use intense magnetic fields produced by superconducting magnets that drive price and operating cost to levels beyond industry tolerance. At low magnetic fields, achievable at low cost, one loses the ability to obtain spectroscopic information. However, measuring the time constants associated with the NMR signal, called NMR relaxometry, gives indications of chemical and physical states of interest to process control and optimization. It was the purpose of this effort to investigate the technical and economic feasibility of using such low-field, low-cost NMR to monitor parameters enabling greater process efficiencies. The primary target industry identified in the Cooperative Development Agreement was the wood industry, where the moisture content of wood is a key process parameter from the time the cut tree enters a mill until the time it is delivered as pieces of lumber. Extracting the moisture is energy consuming, and improvements in drying efficiency stand to reduce costs and emissions substantially. QM designed and developed a new, low-cost NMR instrument suitable for inspecting lumber up to 3 inches by 12 inches in cross section, and other materials of similar size. Low cost is achieved via an inexpensive, permanent magnet and low-cost NMR spectrometer electronics. Laboratory testing demonstrated that the NMR system is capable of accurate ({+-} 0.5%) measurements of the moisture content of wood for moisture ranging from 2% to over 140% (referenced to the wood's dry weight). Accuracy exceeded that offered by existing instrumentation when the moisture content was in excess of the fiber saturation point ({approx}20%). Accuracy was independent of the wood form: solid wood, wood chips or sawdust. The prototype NMR system was designed and built for incorporation and use in a beta test site. Beta testing is under way at the pilot plant operated by the Pulp and Paper Research Institute of Canada (PAPRICAN) in Vancouver, B.C. Other industries were also investigated. For example, laboratory testing demonstrated that low-field NMR is capable of measuring the hydrogen content of calcium oxide (quicklime). Hydrogen content measurement can be done both rapidly (on the order of 1 second) and nondestructively. Measurement of moisture in quicklime affects energy consumption in the steel industry. Further advances in system electronics, ongoing under DOD support, will enable yet more substantial system cost reductions over the prototype system, opening up a wider range of utility.

The Hazardous Materials Management and Emergency Response (HAMMER) Training Center will provide for classroom lectures and hands-on practical training in realistic situations for workers and emergency responders who are tasked with handling and cleanup of toxic substances. The primary objective of the HAMMER project is to provide hands-on training and classroom facilities for hazardous material workers and emergency responders. This project will also contribute towards complying with the planning and training provisions of recent legislation. In March 1989 Title 29 Code of Federal Regulations Occupational Safety and Health Administration 1910 Rules and National Fire Protection Association Standard 472 defined professional requirements for responders to hazardous materials incidents. For the next 30 years, the main activities at the US Department of Energy (DOE) Hanford Site will involve the management, handling, and cleanup of toxic substances. If the DOE is to meet its high standards of safety, the thousands of workers involved in these activities will need systematic training appropriate to their tasks and the risks associated with these tasks. Furthermore, emergency response for DOE shipments is the primary responsibility of state, tribal, and local governments. A collaborative training initiative with the DOE will strengthen emergency response at the Hanford Site and within the regional communities. Local and international labor has joined the Hazardous Materials Management and Emergency Response (HAMMER) partnership, and will share in the HAMMER Training Center core programs and facilities using their own specialized trainers and training programs. The HAMMER Training Center will provide a centralized regional site dedicated to the training of hazardous material, emergency response, and fire fighting personnel.

This report incorporates all lectures and presentations at the Advanced International Training Course on State Systems of Accounting for and Control of Nuclear Material held April 27 through May 12, 1981 at Santa Fe and Los Alamos, New Mexico, and Richland, Washington, USA. Authorized by the US Nuclear Non-Proliferation Act and sponsored by the US Department of Energy in cooperation with the International Atomic Energy Agency, the course was developed to provide practical training in the design, implementation, and operation of a state system of nuclear materials accountability and control that satisfies both national and international safeguards. Major emphasis for the 1981 course was placed on safeguards methods used at bulk-handling facilities, particularly low-enriched uranium conversion and fuel fabrication plants. The course was conducted by the University of California's Los Alamos National Laboratory, the Battelle Pacific Northwest Laboratory, and Exxon Nuclear Company, Inc. Tours and demonstrations were arranged at both the Los Alamos National Laboratory, Los Alamos, New Mexico, and the Exxon Nuclear fuel fabrication plant, Richland, Washington.

The George Kuzmycz Training Center for Physical Protection, Control and Accounting (GKTC) was established in 1998 in a collaborative endeavor of the State Nuclear Regulatory Administration of Ukraine, the Ukrainian Academy of Sciences, and the U.S. Department of Energy. Located at the Institute for Nuclear Research in Kyiv, the GKTC provides theoretical and practical training in physical protection, control, and accounting techniques and systems that are employed to reduce the risk of unauthorized use, theft, or diversion of weapons-usable nuclear material. The GKTC has been designated by the Ukrainian Government to provide the MPC&A training and methodological assistance to nuclear facilities and nuclear specialists. In 2010 the GKTC has conducted the planned assessment of training needs of Ukrainian MPC&A specialists. The objective of this work is to acquire the detailed information about the number of MPC&A specialists and guard personnel, who in the coming years should receive the further advanced training. As a result of the performed training needs evaluation the GKTC has determined that in the coming years a number of new training courses need to be developed. Some training courses are already in the process of development. Also taking into account the specific of activity on the guarding of nuclear facilities, GKTC has begun to develop the specialized training courses for the guarding unit personnel. The evaluation of needs of training of Ukrainian specialists on the physical protection shows that without the technical base of learning is not possible to satisfy the needs of Ukrainian facilities, in particular, the need for further training of specialists who maintains physical protection technical means, provides vulnerability assessment and testing of technical means. To increase the training effectiveness and create the basis for specialized training courses holding the GKTC is now working on the construction of an Interior (non-classified) Physical Protection Training Site. The objective of this site is to simulate the actual conditions of the nuclear facility PP system including the complex of engineering and technical means that will help the GKTC training course participants to consolidate the knowledge and gain the practical skills in the work with PP system engineering and technical means for more effective performance of their official duties. This paper briefly describes the practical efforts applied to the provision of physical protection specialists advanced training in Ukraine and real results on the way to implement such efforts in 2011-2012.

Recovery Act: Training Program Development for Commercial Building Equipment Technicians

The overall goal of this project has been to develop curricula, certification requirements, and accreditation standards for training on energy efficient practices and technologies for commercial building technicians. These training products will advance industry expertise towards net-zero energy commercial building goals and will result in a substantial reduction in energy use. The ultimate objective is to develop a workforce that can bring existing commercial buildings up to their energy performance potential and ensure that new commercial buildings do not fall below their expected optimal level of performance. Commercial building equipment technicians participating in this training program will learn how to best operate commercial buildings to ensure they reach their expected energy performance level. The training is a combination of classroom, online and on-site lessons. The Texas Engineering Extension Service (TEEX) developed curricula using subject matter and adult learning experts to ensure the training meets certification requirements and accreditation standards for training these technicians. The training targets a specific climate zone to meets the needs, specialized expertise, and perspectives of the commercial building equipment technicians in that zone. The combination of efficient operations and advanced design will improve the internal built environment of a commercial building by increasing comfort and safety, while reducing energy use and environmental impact. Properly trained technicians will ensure equipment operates at design specifications. A second impact is a more highly trained workforce that is better equipped to obtain employment. Organizations that contributed to the development of the training program include TEEX and the Texas Engineering Experiment Station (TEES) (both members of The Texas A&M University System). TEES is also a member of the Building Commissioning Association. This report includes a description of the project accomplishments, including the course development phases, tasks associated with each phase, and detailed list of the course materials developed. A summary of each year's activities is also included.

The U.S. government has been assisting the Russian Federation (RF) Ministry of Defense (MOD) for many years with nuclear weapons transportation security (NWTS) through the provision of specialized guard escort railcars and cargo railcars with integrated physical security and communication systems, armored transport vehicles, and armored escort vehicles. As a natural continuation of the NWTS program, a partnership has been formed to construct a training center that will provide counterterrorism training to personnel in all branches of the RF MOD. The Abramovo Counterterrorism Training Center (ACTC) is a multinational, multiagency project with funding from Canada, RF and the U.S. Departments of Defense and Energy. ACTC will be a facility where MOD personnel can conduct basic through advanced training in various security measures to protect Category IA material against the threat of terrorist attack. The training will enhance defense-in-depth principles by integrating MOD guard force personnel into the overall physical protection systems and improving their overall response time and neutralization capabilities. The ACTC project includes infrastructure improvements, renovation of existing buildings, construction of new buildings, construction of new training facilities, and provision of training and other equipment. Classroom training will be conducted in a renovated training building. Basic and intermediate training will be conducted on three different security training areas where various obstacles and static training devices will be constructed. The central element of ACTC, where advanced training will be held, is the 'autodrome,' a 3 km road along which various terrorist events can be staged to challenge MOD personnel in realistic and dynamic nuclear weapons transportation scenarios. This paper will address the ACTC project elements and the vision for training development and integrating this training into actual nuclear weapons transportation operations.

A focus group meeting is a very effective quality research approach to collect information on a specific project. Through focus group meetings at both Changchun and Ningbo in August 2010, the project team gained a more complete understandings of key stakeholders (such as their education level), their training needs and expectations, key factors influencing their decision making, and incurred implementation difficulties. In addition, the meeting helped the project team (especially PNNL) improve its understanding of the implementation status of building energy codes in other regions (such as small cities and counties neighboring to urban areas, small townships and rural areas distant from urban areas). The collected feedbacks will serve as important input not only for better design of training materials and the development of an on-line training website, but also for development of follow-up projects to promote building energy codes in China.

Should we train scientific generalists?

I examine the topic of training scientific generalists. To focus the discussion, I propose the creation of a new graduate program, analogous in structure to existing MD/PhD programs, aimed at training a critical mass of scientific researchers with substantial intellectual breadth. In addition to completing the normal requirements for a PhD, students would undergo an intense, several year training period designed to expose them to the core vocabulary of multiple subjects at the graduate level. After providing some historical and philosophical context for this proposal, I outline how such a program could be implemented with little institutional overhead by existing research universities. Finally, I discuss alternative possibilities for training generalists by taking advantage of contemporary developments in online learning and open science.

The Permian Basin Carbon Capture, Utilization and Storage (CCUS) Training Center was one of seven regional centers formed in 2009 under the American Recovery and Reinvestment Act of 2009 and managed by the Department of Energy. Based in the Permian Basin, it is focused on the utilization of CO2 Enhanced Oil Recovery (EOR) projects for the long term storage of CO2 while producing a domestic oil and revenue stream. It delivers training to students, oil and gas professionals, regulators, environmental and academia through a robust web site, newsletter, tech alerts, webinars, self-paced online courses, one day workshops, and two day high level forums. While course material prominently features all aspects of the capture, transportation and EOR utilization of CO2, the audience focus is represented by its high level forums where selected graduate students with an interest in CCUS interact with Industry experts and in-house workshops for the regulatory community.

Stuff- The Materials that Shape our World - Experimental Learning Opportunities

Making Stuff is a four-part series that explores how materials changed history and are shaping the future. To further enhance public engagement in and understanding of materials science, the project convened an extensive network of community coalitions across the country that hosted Making Stuff outreach activities and events, science cafes, and educator workshops in their local areas. Department Of Energy funding enabled us to increase the number of communities formally involved in the project, from 10 to 20 community hubs. Department of Energy funding also made it possible to develop a collection of materials science resources, activities and hands-on demonstrations for use in a variety of formal and informal settings, and Making Stuff activities were presented at science conferences and festivals around the country. The design, printing and national dissemination of the Making Stuff afterschool activity guide were also developed with DOE funding, as well as professional webinar trainings for scientists and educators to help facilitate many of the community activities and other online and print materials. Thanks to additional funding from the Department of Energy, we were able to expand the reach and scope of the project??s outreach plan, specifically in the areas of: 1) content development, 2) training/professional development, 3) educational activities and 4) community partnerships. This report documents how the following DOE project goals were met: (1) Train scientists and provide teachers and informal educators with resources to engage youth with age appropriate information about materials science; (2) Provide activities and resources to five selected communities with ties to DOE researchers; (3) Increase interest in STEM.

Aphasia Awareness Training for Emergency Responders: Train the Trainers Background

Communication is crucial in emergency situations, but aphasia can affect an individual's ability to state their name or understand a firefighter saying, "Follow me. " Stressful situations often exacerbate the effects of aphasia. Many stroke and brain injury survivors are already at risk in crisis situations because of their physical impairments; those with aphasia can be rendered almost completely vulnerable. While emergency service personnel, such as EMTs and firefighters, rarely receive training on aphasia, they are in fact more likely to encounter a person with aphasia than someone with multiple sclerosis, cerebral palsy or muscular dystrophy (Will & Peters, 2004). However, many of them do not know what aphasia is, much less how to communicate with a person with the disorder. Unfortunately, because few first responders are specifically trained to deal with people with aphasia, they may mistake the aphasia for mental illness or other conditions. This project arose out of one such situation. Misunderstandings may arise and efforts to help people with aphasia may be useless or dangerous. With seed funding from the Christopher and Dana Reeve Foundation, the NAA created a pilot project to train first responders in the New York metropolitan area. The project objectives were to educate police, firefighters, and EMTs in NJ, NY, CT about aphasia, so that they can recognize, communicate with, and respond more effectively to, people with aphasia in routine encounters or in emergency situations. A goal was also to have first responders recognize the Aphasia Awareness symbol/sticker(Figure 1) which is used by persons with aphasia on their vehicles and homes. To further this end, four objectives were established: 1) Developing an outline for aphasia training workshop and pre- and post- tests to measure effectiveness of training. 2) Compilation of a training template package consisting of aphasia training workshop outline, aphasia training video, and NAA materials. 3) Conducting training for at least 15 targeted first responders with the training averaging about an hour and a half in length. 4) Establishing that at least 85 % of workshop participants demonstrate an increased understanding of aphasia.

Abstract Positive train control (PTC) is a modern system of monitoring and controlling train movements to provide advanced safety. This system uses the latest technology in mobile wireless communication. In Sept 2008, the US Congress considered a new rail safety law that sets a deadline of 2015 for implementation of positive train control (PTC) technology across most of the U.S. rail network. The bill was developed in response to the collision of a Metro link passenger train and a Union Pacific freight train Sept. 12 in California, which resulted in the deaths of 25 and injuries to more than 135 Metrolink passengers.

Local, County, and State first responders who train here encounter a variety of realistic disaster scenarios. A crashed 737 airliner lying in pieces across the desert, a helicopter and other small aircraft, trucks, buses, and derailed train cars are all part of the mock incident scene. After formal classroom education, first responders are trained to take immediate decisive action to prevent or mitigate the use of radiological or nuclear devices by terrorists. The Counterterrorism Operations Support Center for Radiological Nuclear Training conducts the courses and exercises providing first responders from across the nation with the tools they need to protect their communities. All of these elements provide a training experience that cannot be duplicated anywhere else in the country.

Online Adaptive Replanning Method for Prostate Radiotherapy

Purpose: To report the application of an adaptive replanning technique for prostate cancer radiotherapy (RT), consisting of two steps: (1) segment aperture morphing (SAM), and (2) segment weight optimization (SWO), to account for interfraction variations. Methods and Materials: The new 'SAM+SWO' scheme was retroactively applied to the daily CT images acquired for 10 prostate cancer patients on a linear accelerator and CT-on-Rails combination during the course of RT. Doses generated by the SAM+SWO scheme based on the daily CT images were compared with doses generated after patient repositioning using the current planning target volume (PTV) margin (5 mm, 3 mm toward rectum) and a reduced margin (2 mm), along with full reoptimization scans based on the daily CT images to evaluate dosimetry benefits. Results: For all cases studied, the online replanning method provided significantly better target coverage when compared with repositioning with reduced PTV (13% increase in minimum prostate dose) and improved organ sparing when compared with repositioning with regular PTV (13% decrease in the generalized equivalent uniform dose of rectum). The time required to complete the online replanning process was 6 {+-} 2 minutes. Conclusion: The proposed online replanning method can be used to account for interfraction variations for prostate RT with a practically acceptable time frame (5-10 min) and with significant dosimetric benefits. On the basis of this study, the developed online replanning scheme is being implemented in the clinic for prostate RT.

On-line maintenance methodology development and its applications

With the increasing economic pressures being faced and the potential for shortening outage times under the conditions of deregulated electricity markets in the world, licensees are motivated to get an increasing amount of the on-line maintenance (OLM). The benefits of the OLM includes increased system and plant reliability, reduction of plant equipment and system material condition deficiencies that could adversely impact operations, and reduction of work scope during plant refueling outages. In Korea, allowance guidelines of risk assessment is specified in the safety regulation guidelines 16.7 and 16.8 of the Korea Inst. of Nuclear Safety (KINS), which is 'General guidelines of Risk-informed application for requesting permission of changes' and 'Requesting permission of changes of Risk-informed application for Technical Specification'. We select the emergency diesel generator (EDG) of the Ulchin unit 3 and 4 for risk assessment analysis by applying configuration changes. The EDG which has plant safety level IE belongs to on-site standby power (A, B train EDG) in electric distribution system. The EDG is important component because it should maintain standby status during plant is operating, therefore we select the EDG for target component of risk assessment analysis. The risk assessment is limited to CDF. The risk assessment is performed by using AIMS-PSA Release2. We evaluate CDF by applying the configuration changes with some assumptions. Evaluation of the full power operation and Low power/Shut down operation was performed. This study has been performed for introducing a methodology and performing risk assessment. (authors)

CTMS is a database that links information needed to maintain a five-phase approach to training-analysis, design, development, implementation, and evaluation independent of training program design. CTMS is designed using R-Base{trademark}, an-SQL compliant software platform. Information is logically entered and linked in CTMS. Each task is linked directly to a performance objective, which, in turn, is linked directly to a learning objective; then, each enabling objective is linked to its respective test items. In addition, tasks, performance objectives, enabling objectives, and test items are linked to their associated reference documents. A brief introduction on training and public information of building energy codes in the U.S.

This report is associated with the project of Implementation of Building Energy Codes in China (55793). The report aims to give Chinese audience a brief introduction on training and public information activities of building energy codes in the U.S. The report contains four sections: Section One is about the development history and implementation of building energy codes in the U.S. Section Two is about the organizations of training and public information activities, mainly focused on ASHRAE, ICC, federal and state government. Policy implication, which is Section Three, addresses the role of federal government and on-line training and public information activities in promoting training and public information (the current China training system lacks strong support of central government and on-line training activities). Conclusions are made in Section Four. This report will be uploaded to an upcoming Chinese website which is devoted to provide first-time free on-line training and public information of building energy codes in China.

Accrediting industrial safety training programs

There are job-specific training requirements established by regulations that Impose stringent training requirements on a contractor, for example, the Occupational Safety & Health Act (OSHA). Failure to comply with OSHA training requirements can result in severe penalties being levied against a company. Although an accredited training program is expensive, it is a possible solution for minimizing risks associated with job-specific training requirements for employees. Operating DOE contractors direct approximately 10 percent of the operating funds toward training activities. Training needs for contractors span a broad range, from requirements awareness training for managers, to general training required on a one-time basis for all employees, to highly specialized training programs for employees involved In clean-up operations at hazardous waste sites. With this kind of an investment in training, it is logical to maximize the most return on an investment of training funds and to limit exposure to liability suits whenever possible. This presentation will provide an overview of accredited industrial safety programs. The criteria for accredited industrial safety programs will be defined. The question of whether accredited training programs are necessary will be examined. Finally, advantages and disadvantages will be identified for accrediting industrial safety training programs.

Hands-on experimental training in the physical behavior of multiplying systems is one of ten key areas of training required for practitioners to become qualified in the discipline of criticality safety as identified in DOE-STD-1135-99, ''Guidance for Nuclear Criticality Safety Engineer Training and Qualification''. This document is a criticality safety evaluation of the training activities (or operations) associated with HS-3200, ''Laboratory Class for Criticality Safety''. These activities utilize the Training Assembly for Criticality Safety (TACS). The original intent of HS-3200 was to provide LLNL fissile material handlers with a practical hands-on experience as a supplement to the academic training they receive biennially in HS-3100, ''Fundamentals of Criticality Safety'', as required by ANSI/ANS-8.20-1991, ''Nuclear Criticality Safety Training''. HS-3200 is to be enhanced to also address the training needs of nuclear criticality safety professionals under the auspices of the NNSA Nuclear Criticality Safety Program.

A Profile of Academic Training Program Directors and Chairs in Radiation Oncology

Purpose: To identify objective characteristics and benchmarks for program leadership in academic radiation oncology. Methods and Materials: A study of the 87 Accreditation Council for Graduate Medical Education radiation oncology training program directors (PD) and their chairs was performed. Variables included age, gender, original training department, highest degree, rank, endowed chair assignment, National Institutes of Health (NIH) funding, and Hirsch index (H-index). Data were gathered from online sources such as departmental websites, NIH RePORTER, and Scopus. Results: There were a total of 87 PD. The median age was 48, and 14 (16%) were MD/PhD. A total of 21 (24%) were female, and rank was relatively equally distributed above instructor. Of the 26 professors, at least 7 (27%) were female. At least 24 (28%) were working at the institution from which they had received their training. A total of 6 individuals held endowed chairs. Only 2 PD had active NIH funding in 2012. The median H-index was 12 (range, 0-51) but the index dropped to 9 (range, 0-38) when those who served as both PD and chair were removed from the group. A total of 76 chairs were identified at the time of the study. The median age was 55, and 9 (12%) were MD/PhD. A total of 7 (9%) of the chairs were female, and rank was professor for all with the exception of 1 who was listed as Head and was an associate professor. Of the 76 chairs, at least 10 (13%) were working at the institution from which they received their training. There were a total of 21 individuals with endowed chairs. A total of 13 (17%) had NIH funding in 2012. The median H-index was 29 (range, 3-60). Conclusions: These data provide benchmarks for individuals and departments evaluating leadership positions in the field of academic radiation oncology. Such data are useful for evaluating leadership trends over time and comparing academic radiation oncology with other specialties.

The Idaho National Laboratory (INL) has a long history for providing technology evaluation and training for military and other federal level Weapons of Mass Destruction (WMD) response agencies. Currently there are many federal organizations and commercial companies developing technologies related to detecting, assessing, mitigating and protecting against hazards associated with a WMD event. Unfortunately, very few locations exist within the United States where WMD response technologies are realistically field tested and evaluated using real chemical, biological, radiological, nuclear and explosive materials. This is particularly true with biological and radiological hazards. Related to this lack of adequate WMD, multi-hazard technology testing capability is the shortage of locations where WMD response teams can train using actual chemical, biological, and radiological material or highly realistic simulates. In response to these technology evaluation and training needs, the INL has assembled a consortium of subject matter experts from existing programs and identified dedicated resources for the purpose of establishing an all-hazards, WMD technology evaluation and training range. The author describes the challenges associated with creating the all-hazards WMD technology evaluation and training range and lists the technical, logistical and financial benefits of an all-hazards technology evaluation and training range. Current resources and capabilities for conducting all-hazard technology evaluation and training at the INL are identified. Existing technology evaluation and training programs at the INL related to radiological, biological and chemical hazards are highlighted, including successes and lessons learned. Finally, remaining gaps in WMD technology evaluation and training capabilities are identified along with recommendations for closing those gaps.

Military training utilizing serious games or virtual worlds potentially generate data that can be mined to better understand how trainees learn in experiential exercises. Few data mining approaches for deployed military training games exist. Opportunities exist to collect and analyze these data, as well as to construct a full-history learner model. Outcomes discussed in the present document include results from a quasi-experimental research study on military game-based experiential learning, the deployment of an online game for training evidence collection, and results from a proof-of-concept pilot study on the development of individualized training vectors. This Lab Directed Research & Development (LDRD) project leveraged products within projects, such as Titan (Network Grand Challenge), Real-Time Feedback and Evaluation System, (America's Army Adaptive Thinking and Leadership, DARWARS Ambush! NK), and Dynamic Bayesian Networks to investigate whether machine learning capabilities could perform real-time, in-game similarity vectors of learner performance, toward adaptation of content delivery, and quantitative measurement of experiential learning.

Chaotic Pulse Trains

We study a third-order nonlinear ordinary differential equation whose solutions, under certain specific conditions, are individual pulses. These correspond to homoclinic orbits in the phase space of the equation and we study the possible pulse types in some detail. Sufficiently close to the conditions under which a homoclinic orbit exists, the solutions take the form of trains of well-separated pulses. A measure of closeness to homoclinic conditions provides a small parameter for the development of an asymptotic solution consisting of superposed, isolated pulses. The solvability condition in the resulting singular perturbation theory is a {\\its timing map} relating successive pulse spacings. This map of the real line onto itself, together with the known form of the homoclinic orbit, provides a concise and accurate solution of the equation.

Development of a Training Program for Commercial Building Technicians

This project focused on developing and deploying a comprehensive program of 22 training modules, including certification requirements, and accreditation standards for commercial building technicians, to help achieve the full savings potential of energy efficient buildings, equipment, and systems. This curriculum extended the currently available commercial building technician programs -- training a labor force in a growing market area focused on energy efficiency. The program helps to remove a major market impediment to low energy/zero energy commercial building system acceptance, namely a lack of operating personnel capable of handling more complex high efficiency systems. The project developed a training curriculum for commercial building technicians, with particular focus on high-efficiency building technology, and systems. In Phase 1, the project team worked collaboratively in developing a draft training syllabus to address project objectives. The team identified energy efficiency knowledge gaps in existing programs and plans and plans to address the gaps with either modified or new curricula. In Phase 2, appropriate training materials were developed to meet project objectives. This material was developed for alternative modes of delivery, including classroom lecture materials, e-learning elements, video segments, exercises, and hands-on training elements. A Certification and Accreditation Plan and a Commercialization and Sustainability Plan were also investigated and developed. The Project Management Plan was updated quarterly and provided direction on the management approaches used to accomplish the expected project objectives. GTI project management practices tightly coordinate project activities using management controls to deliver optimal customer value. The project management practices include clear scope definition, schedule/budget tracking, risk/issue resolution and team coordination.

The primary objective of the Net-Zero Energy Building Operator Training Program (NZEBOT) was to develop certificate level training programs for commercial building owners, managers and operators, principally in the areas of energy / sustainability management. The expected outcome of the project was a multi-faceted mechanism for developing the skill-based competency of building operators, owners, architects/engineers, construction professionals, tenants, brokers and other interested groups in energy efficient building technologies and best practices. The training program draws heavily on DOE supported and developed materials available in the existing literature, as well as existing, modified, and newly developed curricula from the Department of Engineering Technology & Construction Management (ETCM) at the University of North Carolina at Charlotte (UNC-Charlotte). The project goal is to develop a certificate level training curriculum for commercial energy and sustainability managers and building operators that: 1) Increases the skill-based competency of building professionals in energy efficient building technologies and best practices, and 2) Increases the workforce pool of expertise in energy management and conservation techniques. The curriculum developed in this project can subsequently be used to establish a sustainable energy training program that can contribute to the creation of new green job opportunities in North Carolina and throughout the Southeast region, and workforce training that leads to overall reductions in commercial building energy consumption. Three energy training / education programs were developed to achieve the stated goal, namely: 1. Building Energy/Sustainability Management (BESM) Certificate Program for Building Managers and Operators (40 hours); 2. Energy Efficient Building Technologies (EEBT) Certificate Program (16 hours); and 3. Energy Efficent Buildings (EEB) Seminar (4 hours). Training Program 1 incorporates the following topics in the primary five-day Building Energy/Sustainability Management Certificate program in five training modules, namely: 1) Strategic Planning, 2) Sustainability Audits, 3) Information Analysis, 4) Energy Efficiency, and 5) Communication. Training Program 2 addresses the following technical topics in the two-day Building Technologies workshop: 1) Energy Efficient Building Materials, 2) Green Roofing Systems, 3) Energy Efficient Lighting Systems, 4) Alternative Power Systems for Buildings, 5) Innovative Building Systems, and 6) Application of Building Performance Simulation Software. Program 3 is a seminar which provides an overview of elements of programs 1 and 2 in a seminar style presentation designed for the general public to raise overall public awareness of energy and sustainability topics.

In the ALICE experiment hundreds of users are analyzing big datasets on a Grid system. High throughput and short turn-around times are achieved by a centralized system called the LEGO trains. This system combines analysis from different users in so-called analysis trains which are then executed within the same Grid jobs thereby reducing the number of times the data needs to be read from the storage systems. The centralized trains improve the performance, the usability for users and the bookkeeping in comparison to single user analysis. The train system builds upon the already existing ALICE tools, i.e. the analysis framework as well as the Grid submission and monitoring infrastructure. The entry point to the train system is a web interface which is used to configure the analysis and the desired datasets as well as to test and submit the train. Several measures have been implemented to reduce the time a train needs to finish and to increase the CPU efficiency.

A self-cleaning porous cermet material, filter and system utilizing the same may be used in filtering particulate and gaseous pollutants from internal combustion engines having intermetallic and ceramic phases. The porous cermet filter may be made from a transition metal aluminide phase and an alumina phase. Filler materials may be added to increase the porosity or tailor the catalytic properties of the cermet material. Additionally, the cermet material may be reinforced with fibers or screens. The porous filter may also be electrically conductive so that a current may be passed therethrough to heat the filter during use. Further, a heating element may be incorporated into the porous cermet filter during manufacture. This heating element can be coated with a ceramic material to electrically insulate the heating element. An external heating element may also be provided to heat the cermet filter during use.

This handbook is approved for use by all DOE Components and contractors. The handbook was prepared primarily for DOE nuclear facilities, but the information can be effectively used by any other type of facility. DOE nuclear, DOE non-nuclear, commercial nuclear reactor, fuel fabrication, chemical processing, or other types of facilities may also apply the principles of this approach and find it useful and applicable to local needs. The handbook provides DOE and contractor operating organizations with concepts and guidance regarding the use of alternative techniques to implement a systematic approach to training (SAT). The techniques described in this handbook are endorsed by DOE and use of the guidance in this handbook is appropriate for establishment of technical training programs at DOE nuclear facilities. The use of guidance on selection and implementation of appropriate training approaches after consideration of job complexity, the consequences of error based on risk/hazard potential, and available training media should result in effective and efficient training programs. The information presented in this handbook can be used to grade the level of effort and formality used in developing training programs.

Efficient high density train operations

The present invention provides methods for preventing low train voltages and managing interference, thereby improving the efficiency, reliability, and passenger comfort associated with commuter trains. An algorithm implementing neural network technology is used to predict low voltages before they occur. Once voltages are predicted, then multiple trains can be controlled to prevent low voltage events. Further, algorithms for managing inference are presented in the present invention. Different types of interference problems are addressed in the present invention such as "Interference. During Acceleration", "Interference Near Station Stops", and "Interference During Delay Recovery." Managing such interference avoids unnecessary brake/acceleration cycles during acceleration, immediately before station stops, and after substantial delays. Algorithms are demonstrated to avoid oscillatory brake/acceleration cycles due to interference and to smooth the trajectories of closely following trains. This is achieved by maintaining sufficient following distances to avoid unnecessary braking/accelerating. These methods generate smooth train trajectories, making for a more comfortable ride, and improve train motor reliability by avoiding unnecessary mode-changes between propulsion and braking. These algorithms can also have a favorable impact on traction power system requirements and energy consumption.

Motivated and informed by perspectives on sustainability and design, this paper draws on a diverse body of scholarly works related to energy and materiality to articulate a perspective on energy-as-materiality and propose a design approach of materializing energy. Three critical themes are presented: the intangibility of energy, the undifferentiatedness of energy, and the availability of energy. Each theme is developed through combination of critical investigation and design exploration, including the development and deployment of several novel design artifacts: Energy Mementos and The Local Energy Lamp. A framework for interacting with energy-as-materiality is proposed involving collecting, keeping, sharing, and activating energy. A number of additional concepts are also introduced, such as energy attachment, energy engagement, energy attunement, local energy and energy meta-data. Our work contributes both a broader, more integrative design perspective on energy and materiality as well as a diversity of more specific concepts and artifacts that may be of service to designers and researchers of interactive systems concerned with sustainability and energy. Advanced Test Reactor National Scientific User Facility: Addressing advanced nuclear materials research

The Advanced Test Reactor National Scientific User Facility (ATR NSUF), based at the Idaho National Laboratory in the United States, is supporting Department of Energy and industry research efforts to ensure the properties of materials in light water reactors are well understood. The ATR NSUF is providing this support through three main efforts: establishing unique infrastructure necessary to conduct research on highly radioactive materials, conducting research in conjunction with industry partners on life extension relevant topics, and providing training courses to encourage more U.S. researchers to understand and address LWR materials issues. In 2010 and 2011, several advanced instruments with capability focused on resolving nuclear material performance issues through analysis on the micro (10-6 m) to atomic (10-10 m) scales were installed primarily at the Center for Advanced Energy Studies (CAES) in Idaho Falls, Idaho. These instruments included a local electrode atom probe (LEAP), a field-emission gun scanning transmission electron microscope (FEG-STEM), a focused ion beam (FIB) system, a Raman spectrometer, and an nanoindentor/atomic force microscope. Ongoing capability enhancements intended to support industry efforts include completion of two shielded, irradiation assisted stress corrosion cracking (IASCC) test loops, the first of which will come online in early calendar year 2013, a pressurized and controlled chemistry water loop for the ATR center flux trap, and a dedicated facility intended to house post irradiation examination equipment. In addition to capability enhancements at the main site in Idaho, the ATR NSUF also welcomed two new partner facilities in 2011 and two new partner facilities in 2012; the Oak Ridge National Laboratory, High Flux Isotope Reactor (HFIR) and associated hot cells and the University California Berkeley capabilities in irradiated materials analysis were added in 2011. In 2012, Purdue Universitys Interaction of Materials with Particles and Components Testing (IMPACT) facility and the Pacific Northwest Nuclear Laboratory (PNNL) Radiochemistry Processing Laboratory (RPL) and PIE facilities were added. The ATR NSUF annually hosts a weeklong event called Users Week in which students and faculty from universities as well as other interested parties from regulatory agencies or industry convene in Idaho Falls, Idaho to see presentations from ATR NSUF staff as well as select researchers from the materials research field. Users week provides an overview of current materials research topics of interest and an opportunity for young researchers to understand the process of performing work through ATR NSUF. Additionally, to increase the number of researchers engaged in LWR materials issues, a series of workshops are in progress to introduce research staff to stress corrosion cracking, zirconium alloy degradation, and uranium dioxide degradation during in-reactor use.

Native American Training Program in Petroleum Technology

This report outlines a comprehensive training program for members of Native American tribes whose lands have oil and gas resources. The program has two components: short courses and internships. Programs are proposed for: (1) adult tribes representatives who are responsible for managing tribal mineral holdings, setting policy, or who work in the oil and gas industry; (2) graduate and undergraduate college students who are tribal members and are studying in the appropriate fields; and (3) high school and middle school teachers, science teachers. Materials and program models already have been developed for some components of the projects. The plan is a coordinated, comprehensive effort to use existing resources to accomplish its goals. Partnerships will be established with the tribes, the BIA, tribal organizations, other government agencies, and the private sector to implement the program.

The mixture is formed into an alloy and cooled to form a metallic material having a hardness of greater than about 9.2 GPa. The invention includes a method of forming a wire by combining a metal strip and a powder. The metal strip and the powder are rolled to form a wire containing at least 55% iron and from two to seven additional elements including at least one of C, Si and B. The invention also includes a method of forming a hardened surface on a substrate by processing a solid mass to form a powder, applying the powder to a surface to form a layer containing metallic glass, and converting the glass to a crystalline material having a nanocrystalline grain size.

Bishop Paiute Weatherization Training Program

The DOE Weatherization Training Grant assisted Native American trainees in developing weatherization competencies, creating employment opportunities for Bishop Paiute tribal members in a growing field. The trainees completed all the necessary training and certification requirements and delivered high-quality weatherization services on the Bishop Paiute Reservation. Six tribal members received all three certifications for weatherization; four of the trainees are currently employed. The public benefit includes (1) development of marketable skills by low-income Native individuals, (2) employment for low-income Native individuals in a growing industry, and (3) economic development opportunities that were previously not available to these individuals or the Tribe.

The Operator's introductory (Concepts) On-the-Job-Training (OJT) gives him or her an overview of the laboratory, teaches the basic facts about all the accelerators, and it also teaches the new operator the training process used for all the rest of their OJT training. In 2009, the nuclear industry employed approximately 120,000 people. Nearly 38 percent of the nuclear industry force will be eligible to retire within the next five years. To maintain the current work force, the industry will need to hire approximately 25,000 more workers by 2015. Given that the current radiochemistry workforce is approaching the age for retirement and that a limited number of US universities provide experience with radiochemistry, the United States is faced with a growing demand for the education and training of scientists in the radiochemistry arena. Furthermore, it is critical that the US maintains global leadership in the next generation of safe nuclear energy technology from both a national security and environmental perspective. This will require a robust program that focuses entirely on educating and training the next generation of radiochemists in subjects such as 1- radioanalysis of actinides and radioelements not only in the environment but in medium pertinent to the back end of the nuclear fuel cycle, 2- speciation of radionuclides, 3- detection methods, 4- safeguards etc Therefore, the National Analytical Management Program (NAMP) has organized a subcommittee focusing on training and education in radiochemistry. Through the efforts of this subcommittee, NAMP has established collaborative associations to foster the exchange of scientific and technical information with professors in radiochemistry programs at different universities. This paper will present our accomplishments and the development of a curriculum for an intermediate radiochemistry course in cooperation with the EPA. These short (2-hour) webinar presentations on specific radiochemistry topics have been developed and will be presented. The webinars are recorded and will become a library or collection of information for on-line access from the NAMP website.

A foam material comprises a liquid polymer and a liquid isocyanate which is mixed to make a solution that is poured, injected or otherwise deposited into a corresponding mold. A reaction from the mixture of the liquid polymer and liquid isocyanate inside the mold forms a thermally collapsible foam structure having a shape that corresponds to the inside surface configuration of the mold and a skin that is continuous and unbroken. Once the reaction is complete, the foam pattern is removed from the mold and may be used as a pattern in any number of conventional casting processes.

The goal of the current project was to help make the US solar industry a world leader in the manufacture of thin film photovoltaics. The overall approach was to leverage ORNLs unique characterization and processing technologies to gain a better understanding of the fundamental challenges for solar cell processing and apply that knowledge to targeted projects with industry members. ORNL has the capabilities in place and the expertise required to understand how basic material properties including defects, impurities, and grain boundaries affect the solar cell performance. ORNL also has unique processing capabilities to optimize the manufacturing process for fabrication of high efficiency and low cost solar cells. ORNL recently established the Center for Advanced Thin-film Systems (CATS), which contains a suite of optical and electrical characterization equipment specifically focused on solar cell research. Under this project, ORNL made these facilities available to industrial partners who were interested in pursuing collaborative research toward the improvement of their product or manufacturing process. Four specific projects were pursued with industrial partners: Global Solar Energy is a solar industry leader in full scale production manufacturing highly-efficient Copper Indium Gallium diSelenide (CIGS) thin film solar material, cells and products. ORNL worked with GSE to develop a scalable, non-vacuum, solution technique to deposit amorphous or nanocrystalline conducting barrier layers on untextured stainless steel substrates for fabricating high efficiency flexible CIGS PV. Ferro Corporations Electronic, Color and Glass Materials (ECGM) business unit is currently the worlds largest supplier of metallic contact materials in the crystalline solar cell marketplace. Ferros ECGM business unit has been the world's leading supplier of thick film metal pastes to the crystalline silicon PV industry for more than 30 years, and has had operational cells and modules in the field for 25 years. Under this project, Ferro leveraged world leading analytical capabilities at ORNL to characterize the paste-to-silicon interface microstructure and develop high efficiency next generation contact pastes. Ampulse Corporation is developing a revolutionary crystalline-silicon (c-Si) thin-film solar photovoltaic (PV) technology. Utilizing uniquely-textured substrates and buffer materials from the Oak Ridge National Laboratory (ORNL), and breakthroughs in Hot-Wire Chemical Vapor Deposition (HW-CVD) techniques in epitaxial silicon developed at the National Renewable Energy Laboratory (NREL), Ampulse is creating a solar technology that is tunable in silicon thickness, and hence in efficiency and economics, to meet the specific requirements of multiple solar PV applications. This project focused on the development of a high rate deposition process to deposit Si, Ge, and Si1-xGex films as an alternate to hot-wire CVD. Mossey Creek Solar is a start-up company with great expertise in the solar field. The primary interest is to create and preserve jobs in the solar sector by developing high-yield, low-cost, high-efficiency solar cells using MSC-patented and -proprietary technologies. The specific goal of this project was to produce large grain formation in thin, net-shape-thickness mc-Si wafers processed with high-purity silicon powder and ORNL's plasma arc lamp melting without introducing impurities that compromise absorption coefficient and carrier lifetime. As part of this project, ORNL also added specific pieces of equipment to enhance our ability to provide unique insight for the solar industry. These capabilities include a moisture barrier measurement system, a combined physical vapor deposition and sputtering system dedicated to cadmium-containing deposits, adeep level transient spectroscopy system useful for identifying defects, an integrating sphere photoluminescence system, and a high-speed ink jet printing system. These tools were combined with others to study the effect of defects on the performance of crystalline silicon and

Training programs at DOE nuclear facilities should provide well- trained, qualified personnel to safely and efficiently operate the facilities in accordance with DOE requirements. A need has been identified for guidance regarding analysis, design, development, implementation, and evaluation of consistent and reliable performance-based training programs. Accreditation of training programs at Category A reactors and high-hazard and selected moderate-hazard nonreactor facilities will assure consistent, appropriate, and cost-effective training of personnel responsible for the operation, maintenance, and technical support of these facilities. Training programs that are designed and based on systematically job requirements, instead of subjective estimation of trainee needs, yield training activities that are consistent and develop or improve knowledge, skills, and abilities that can be directly related to the work setting. Because the training is job-related, the content of these programs more efficiently and effectively meets the needs of the employee. Besides a better trained work force, a greater level of operational reactor safety can be realized. This manual is intended to provide an overview of the accreditation process and a brief description of the elements necessary to construct and maintain training programs that are based on the requirements of the job. Two comparison manuals provide additional information to assist contractors in their efforts to accredit training programs.
