    Training programs at DOE facilities should provide well-trained, qualified personnel to safely and efficiently operate the facilities in accordance with DOE requirements. A need has been identified for guidance regarding analysis, design, development, implementation, and evaluation of consistent and reliable performance-based training programs. Accreditation of training programs at Category A reactors and high-hazard and selected moderate-hazard nonreactor nuclear facilities will assure consistent, appropriate, and cost-effective training of personnel responsible for the operation, maintenance, and technical support of these facilities. Training programs that are designed and based on systematically determined job requirements, instead of subjective estimation of trainee needs, yield training activities that are consistent and develop or improve knowledge, skills, and abilities that can be directly related to the work setting. Because the training is job-related, the content of these programs more efficiently and effectively meets the needs of the employee. Besides a better trained work force, a greater level of operational reactor safety can be realized. This manual is intended to provide an overview of the accreditation process and a brief description of the elements necessary to construct and maintain training programs that are based on the requirements of the job. Two companion manuals provide additional information to assist contractors in their efforts to accredit training programs.

    The on-site inspection provisions in many current and proposed arms control agreements require extensive preparation and training on the part of both the Inspected Party and the Inspection Team. Current training techniques include table-top inspections and practice inspections. The Augmented Computer Exercise for Inspection Training (ACE-IT), an interactive computer training tool, increases the utility of table-top inspections. ACE-IT has been designed to provide training for a hypothetical challenge inspection under the Chemical Weapons Convention (CWC); however, this training tool can be modified for other inspection regimes. Although ACE-IT provides training from notification of an inspection through post-inspection activities, the primary emphasis of ACE-IT is in the inspection itself--particularly with the concept of managed access. ACE-IT also demonstrates how inspection provisions impact compliance determination and the protection of sensitive information. The Exercise Manual supplements the ACE-IT software by providing general information on on-site inspections and detailed information for the CWC challenge inspection exercise. The detailed information includes the pre-inspection briefing, maps, list of sensitive items, medical records, and shipping records.

    Approximately 70 percent of all U.S. military training lands are located in arid and semi-arid areas. Training activities in such areas frequently adversely affect vegetation, damaging plants and reducing the resilience of vegetation to recover once disturbed. Fugitive dust resulting from a loss of vegetation creates additional problems for human health, increasing accidents due to decreased visibility, and increasing maintenance costs for roads, vehicles, and equipment. Diagnostic techniques are needed to identify thresholds of sustainable military use. A cooperative effort among U.S. Department of Energy, U.S. Department of Defense, and selected university scientists was undertaken to focus on developing new techniques for monitoring and mitigating military impacts in arid lands. This manual focuses on the development of new monitoring techniques that have been implemented at Fort Irwin, California. New mitigation techniques are described in a separate companion manual. This User's Manual is designed to address diagnostic capabilities needed to distinguish between various degrees of sustainable and nonsustainable impacts due to military training and testing and habitat-disturbing activities in desert ecosystems. Techniques described here focus on the use of high-resolution imagery and the application of image-processing techniques developed primarily for medical research. A discussion is provided about the measurement of plant biomass and shrub canopy cover in arid. lands using conventional methods. Both semiquantitative methods and quantitative methods are discussed and reference to current literature is provided. A background about the use of digital imagery to measure vegetation is presented.

    This manual is designed to provide building department personnel with specific inspection and plan review skills and information on provisions of the 1991 edition of the Washington State Energy Code (WSEC). It also provides information on provisions of the new stand-alone Ventilation and Indoor Air Quality (VIAQ) Code.The intent of the WSEC is to reduce the amount of energy used by requiring energy-efficient construction. Such conservation reduces energy requirements, and, as a result, reduces the use of finite resources, such as gas or oil. Lowering energy demand helps everyone by keeping electricity costs down. (It is less expensive to use existing electrical capacity efficiently than it is to develop new and additional capacity needed to heat or cool inefficient buildings.) The new VIAQ Code (effective July, 1991) is a natural companion to the energy code. Whether energy-efficient or not, an homes have potential indoor air quality problems. Studies have shown that indoor air is often more polluted than outdoor air. The VIAQ Code provides a means of exchanging stale air for fresh, without compromising energy savings, by setting standards for a controlled ventilation system. It also offers requirements meant to prevent indoor air pollution from building products or radon.

The intent was to share written safety and health programs, plans, training manuals, and materials within the entire DOE community. The OSH Technical Reference (OTR) helps support the secretary`s response to the OSHA finding by providing a one-stop resource and referral for technical information that relates to safe operations and practice. It also serves as a technical information exchange tool to reference DOE-wide materials pertinent to specific safety topics and, with some modification, as a training aid.     A subset of 51 Hipparcos astrometric binaries among FG dwarfs within 67 pc has been surveyed with the Near-Infrared Coronagraphic Imager adaptive optics system at Gemini-S, directly resolving for the first time 17 subarcsecond companions and 7 wider ones. Using these data together with published speckle interferometry of 57 stars, we compare the statistics of resolved astrometric companions with those of a simulated binary population. The fraction of resolved companions is slightly lower than expected from binary statistics. About 10% of astrometric companions could be 'dark' (white dwarfs and close pairs of late M-dwarfs). To our surprise, several binaries are found with companions too wide to explain the acceleration. Re-analysis of selected intermediate astrometric data shows that some acceleration solutions in the original Hipparcos catalog are spurious.

    Although type Ia supernovae (SNe Ia) have been used as precise cosmological distance indicators, their progenitor systems remain unresolved. One of the key questions is whether there is a nondegenerate companion star at the time of a thermonuclear explosion of a white dwarf. In this paper, we investigate whether an interaction between the SN ejecta and the companion star may result in observable footprints around the maximum brightness and thereafter, by performing multidimensional radiation transfer simulations based on hydrodynamic simulations of the interaction. We find that such systems result in variations in various observational characteristics due to different viewing directions, and the predicted behaviors (redder and fainter for the companion direction) are the opposite of what were suggested by the previous study. The variations are generally modest and within observed scatters. However, the model predicts trends between some observables different from those observationally derived, so a large sample of SNe Ia with small calibration errors may be used to constrain the existence of such a companion star. The variations in different colors in optical band passes can be mimicked by external extinctions, so such an effect could be a source of scatter in the peak luminosity and derived distance. After the peak, hydrogen-rich materials expelled from the companion will manifest themselves in hydrogen lines, but Hα is extremely difficult to identify. Alternatively, we find that P{sub β} in postmaximum near-infrared spectra can potentially provide a powerful diagnostic.

    MELCOR is a fully integrated, engineering-level computer code that models the progression of severe accidents in light water reactor nuclear power plants. MELCOR is being developed at Sandia National Laboratories for the U.S. Nuclear Regulatory Commission as a second-generation plant risk assessment tool and the successor to the Source Term Code Package. A broad spectrum of severe accident phenomena in both boiling and pressurized water reactors is treated in MELCOR in a unified framework. These include: thermal-hydraulic response in the reactor coolant system, reactor cavity, containment, and confinement buildings; core heatup, degradation, and relocation; core-concrete attack; hydrogen production, transport, and combustion; fission product release and transport; and the impact of engineered safety features on thermal-hydraulic and radionuclide behavior. Current uses of MELCOR include estimation of severe accident source terms and their sensitivities and uncertainties in a variety of applications. This publication of the MELCOR computer code manuals corresponds to MELCOR 1.8.3, released to users in August, 1994. Volume 1 contains a primer that describes MELCOR`s phenomenological scope, organization (by package), and documentation. The remainder of Volume 1 contains the MELCOR Users Guides, which provide the input instructions and guidelines for each package. Volume 2 contains the MELCOR Reference Manuals, which describe the phenomenological models that have been implemented in each package.

    A powertrain system for a hybrid vehicle. The hybrid vehicle includes a heat engine, such as a diesel engine, and an electric machine, which operates as both an electric motor and an alternator, to power the vehicle. The hybrid vehicle also includes a manual-style transmission configured to operate as an automatic transmission from the perspective of the driver. The engine and the electric machine drive an input shaft which in turn drives an output shaft of the transmission. In addition to driving the transmission, the electric machine regulates the speed of the input shaft in order to synchronize the input shaft during either an upshift or downshift of the transmission by either decreasing or increasing the speed of the input shaft. When decreasing the speed of the input shaft, the electric motor functions as an alternator to produce electrical energy which may be stored by a storage device. Operation of the transmission is controlled by a transmission controller which receives input signals and generates output signals to control shift and clutch motors to effect smooth launch, upshift shifts, and downshifts of the transmission, so that the transmission functions substantially as an automatic transmission from the perspective of the driver, while internally substantially functioning as a manual transmission.

The code and its predecessors have been validated using comparisons with a variety of experimental data and similar codes. GRSAC model features include a three-dimensional representation of the core thermal hydraulics, and optional ATWS (anticipated transients without scram) capabilities. The user manual includes a detailed description of the code features, and includes four case studies which guide the user through four different examples of the major uses of GRSAC: an accident case; an initial conditions setup and run; a sensitivity study; and the setup of a new reactor model.

    The Juvenile Salmon Acoustic Telemetry System (JSATS) Decoder is a software application that converts a digitized acoustic signal (a waveform stored in the .bwm file format) into a list of potential JSATS Acoustic MicroTransmitter (AMT) tagcodes along with other data about the signal including time of arrival and signal to noise ratios (SNR). This software is capable of decoding single files, directories, and viewing raw acoustic waveforms. When coupled with the JSATS Detector, the Decoder is capable of decoding in ‘real-time’ and can also provide statistical information about acoustic beacons placed within receive range of hydrophones within a JSATS array. This document details the features and functionality of the software. The document begins with software installation instructions (section 2), followed in order by instructions for decoder setup (section 3), decoding process initiation (section 4), then monitoring of beacons (section 5) using real-time decoding features. The last section in the manual describes the beacon, beacon statistics, and the results file formats. This document does not consider the raw binary waveform file format.

    We present the discovery of 57 wide (>5'') separation, low-mass (stellar and substellar) companions to stars in the solar neighborhood identified from Pan-STARRS 1 (PS1) data and the spectral classification of 31 previously known companions. Our companions represent a selective subsample of promising candidates and span a range in spectral type of K7-L9 with the addition of one DA white dwarf. These were identified primarily from a dedicated common proper motion search around nearby stars, along with a few as serendipitous discoveries from our Pan-STARRS 1 brown dwarf search. Our discoveries include 23 new L dwarf companions and one known L dwarf not previously identified as a companion. The primary stars around which we searched for companions come from a list of bright stars with well-measured parallaxes and large proper motions from the Hipparcos catalog (8583 stars, mostly A-K dwarfs) and fainter stars from other proper motion catalogs (79170 stars, mostly M dwarfs). We examine the likelihood that our companions are chance alignments between unrelated stars and conclude that this is unlikely for the majority of the objects that we have followed-up spectroscopically. We also examine the entire population of ultracool (>M7) dwarf companions and conclude that while some are loosely bound, most are unlikely to be disrupted over the course of ?10 Gyr. Our search increases the number of ultracool M dwarf companions wider than 300 AU by 88% and increases the number of L dwarf companions in the same separation range by 82%. Finally, we resolve our new L dwarf companion to HIP 6407 into a tight (0.''13, 7.4 AU) L1+T3 binary, making the system a hierarchical triple. Our search for these key benchmarks against which brown dwarf and exoplanet atmosphere models are tested has yielded the largest number of discoveries to date.

    It has been argued that a substellar companion may significantly influence the evolution of the progenitors of subdwarf B (sdB) stars. Recently, the bright sdB star HD 149382 has been claimed to host a substellar (possibly planetary) companion with a period of 2.391 days. This has important implications for the evolution of the progenitors of sdB stars as well as the source of the UV excess seen in elliptical galaxies. In order to verify this putative companion, we made 10 radial velocity measurements of HD 149382 over 17 days with the High Resolution Spectrograph at the Hobby-Eberly Telescope. Our data conclusively demonstrate that the putative substellar companion does not exist, and they exclude the presence of almost any substellar companion with P < 28 days and Msin i {approx}> 1 M{sub Jup}.

    Through the combination of high-order adaptive optics and coronagraphy, we report the discovery of a faint stellar companion to the A3V star zeta Virginis. This companion is {approx}7 mag fainter than its host star in the H band, and infrared imaging spanning 4.75 years over five epochs indicates this companion has common proper motion with its host star. Using evolutionary models, we estimate its mass to be 0.168{sup +0.012}{sub -0.016} M{sub sun}, giving a mass ratio for this system q = 0.082{sup +0.007}{sub -0.008}. Assuming the two objects are coeval, this mass suggests an M4V-M7V spectral type for the companion, which is confirmed through {integral} field spectroscopic measurements. We see clear evidence for orbital motion from this companion and are able to constrain the semimajor axis to be {approx}>24.9 AU, the period {approx}>124 yr, and eccentricity {approx}>0.16. Multiplicity studies of higher mass stars are relatively rare, and binary companions such as this one at the extreme low end of the mass ratio distribution are useful additions to surveys incomplete at such a low mass ratio. Moreover, the frequency of binary companions can help to discriminate between binary formation scenarios that predict an abundance of low-mass companions forming from the early fragmentation of a massive circumstellar disk. A system such as this may provide insight into the anomalous X-ray emission from A stars, hypothesized to be from unseen late-type stellar companions. Indeed, we calculate that the presence of this M-dwarf companion easily accounts for the X-ray emission from this star detected by ROSAT.

    We present the discoveries of three faint companions to young stars in the Scorpius-Centaurus region, imaged with the NICI instrument on Gemini South. We have confirmed all three companions through common proper motion tests. Follow-up spectroscopy has confirmed two of them, HIP 65423 B and HIP 65517 B, to be brown dwarfs, while the third, HIP 72099 B, is more likely a very low mass star just above the hydrogen burning limit. The detection of wide companions in the mass range of {approx}40-100 M{sub jup} complements previous work in the same region, reporting detections of similarly wide companions with lower masses, in the range of {approx}10-30 M{sub jup}. Such low masses near the deuterium burning limit have raised the question of whether those objects formed like planets or stars. The existence of intermediate objects as reported here could represent a bridge between lower-mass companions and stellar companions, but in any case demonstrate that mass alone may not provide a clear-cut distinction for the formation of low-mass companions to stars.

  6. Small inner companions of warm Jupiters: Lifetimes and legacies

    Although warm Jupiters are generally too far from their stars for tides to be important, the presence of an inner planetary companion to a warm Jupiter can result in tidal evolution of the system. Insight into the process and its effects comes form classical secular theory of planetary perturbations. The lifetime of the inner planet may be shorter than the age of the system, because the warm Jupiter maintains its eccentricity and hence promotes tidal migration into the star. Thus a warm Jupiter observed to be alone in its system might have previously cleared away any interior planets. Before its demise, even if an inner planet is of terrestrial scale, it may promote damping of the warm Jupiter's eccentricity. Thus any inferences of the initial orbit of an observed warm Jupiter must include the possibility of a greater initial eccentricity than would be estimated by assuming it had always been alone. Tidal evolution involving multiple planets also enhances the internal heating of the planets, which readily exceeds that of stellar radiation for the inner planet, and may be great enough to affect the internal structure of warm Jupiters. Secular theory gives insight into the tidal processes, providing, among other things, a way to constrain eccentricities of transiting planets based on estimates of the tidal parameter Q.

    The nature of the progenitor systems of type Ia supernovae (SNe Ia) is still unclear. One way to distinguish between the single-degenerate scenario and double-degenerate scenario for their progenitors is to search for the surviving companions (SCs). Using a technique that couples the results from multi-dimensional hydrodynamics simulations with calculations of the structure and evolution of main-sequence- (MS-) and helium-rich SCs, the color and magnitude of MS- and helium-rich SCs are predicted as functions of time. The SC candidates in Galactic type Ia supernova remnants (Ia SNR) and nearby extragalactic Ia SNRs are discussed. We find that the maximum detectable distance of MS SCs (helium-rich SCs) is 0.6-4 Mpc (0.4-16 Mpc), if the apparent magnitude limit is 27 in the absence of extinction, suggesting that the Large and Small Magellanic Clouds and the Andromeda Galaxy are excellent environments in which to search for SCs. However, only five Ia SNRs have been searched for SCs, showing little support for the standard channels in the singe-degenerate scenario. To better understand the progenitors of SNe Ia, we encourage the search for SCs in other nearby Ia SNRs.

    We have discovered a wide separation (188.''5) T8 subdwarf companion to the sdM1.5+WD binary Wolf 1130. Companionship of WISE J200520.38+542433.9 is verified through common proper motion over a ∼3 yr baseline. Wolf 1130 is located 15.83 ± 0.96 pc from the Sun, placing the brown dwarf at a projected separation of ∼3000 AU. Near-infrared colors and medium resolution (R ≈ 2000-4000) spectroscopy establish the uniqueness of this system as a high-gravity, low-metallicity benchmark. Although there are a number of low-metallicity T dwarfs in the literature, WISE J200520.38+542433.9 has the most extreme inferred metallicity to date with [Fe/H] = –0.64 ± 0.17 based on Wolf 1130. Model comparisons to this exemplar late-type subdwarf support it having an old age, a low metallicity, and a small radius. However, the spectroscopic peculiarities of WISE J200520.38+542433.9 underscore the importance of developing the low-metallicity parameter space of the most current atmospheric models.

    We present Spitzer IRAC photometry of white dwarf remnants of 14 stars with M = 3-5 M{sub sun}. We do not detect mid-infrared excess around any of our targets. By demanding a 3sigma photometric excess at 4.5 mum for unresolved companions, we rule out planetary mass companions down to 5, 7, or 10 M {sub J} for 13 of our targets based on the Burrows et al. substellar cooling models. Combined with previous IRAC observations of white dwarf remnants of intermediate-mass stars, we rule out >=10M {sub J} companions around 40 white dwarfs and >=5M {sub J} companions around 10 white dwarfs.

    Using the known detection limits for high-resolution imaging observations and the statistical properties of true binary and line-of-sight companions, we estimate the binary fraction of Kepler exoplanet host stars. Our speckle imaging programs at the WIYN 3.5 m and Gemini North 8.1 m telescopes have observed over 600 Kepler objects of interest and detected 49 stellar companions within ?1 arcsec. Assuming binary stars follow a log-normal period distribution for an effective temperature range of 3000-10,000 K, then the model predicts that the vast majority of detected sub-arcsecond companions are long period (P > 50 yr), gravitationally bound companions. In comparing the model predictions to the number of real detections in both observational programs, we conclude that the overall binary fraction of host stars is similar to the 40%-50% rate observed for field stars.

    A possible connection between the presence of large quantities of warm (T ? 200K) circumstellar dust at youthful stars and the existence of wide-separation companion stars has been noted in the literature. Here we point out the existence of a distant companion star to V488 Per, a K-type member of the ? Persei cluster with the largest known fractional excess infrared luminosity (?16%) of any main sequence star. We also report the presence of a distant companion to the previously recognized warm dust star 2M1337. With these discoveries the existence of a cause and effect relationship between a distant companion and large quantities of warm dust in orbit around youthful stars now seems compelling.

  7. WIDE COMPANIONS TO HIPPARCOS STARS WITHIN 67 pc OF THE SUN

    A catalog of common-proper-motion (CPM) companions to stars within 67 pc of the Sun is constructed based on the SUPERBLINK proper-motion survey. It contains 1392 CPM pairs with angular separations 30'' < {rho} < 1800'', relative proper motion between the two components less than 25 mas yr{sup -1}, and magnitudes and colors of the secondaries consistent with those of dwarfs in the (M{sub V} , V - J) diagram. In addition, we list 21 candidate white dwarf CPM companions with separations under 300'', about half of which should be physical. We estimate a 0.31 fraction of pairs with red dwarf companions to be physical systems (about 425 objects), while the rest (mostly wide pairs) are chance alignments. For each candidate companion, the probability of a physical association is evaluated. The distribution of projected separations s of the physical pairs between 2 kAU and 64 kAU follows f(s){proportional_to}s {sup -1.5}, which decreases faster than Oepik's law. We find that solar-mass dwarfs have no less than 4.4% {+-} 0.3% companions with separations larger than 2 kAU, or 3.8% {+-} 0.3% per decade of orbital separation in the 2-16 kAU range. The distribution of mass ratio of those wide companions is approximately uniform in the 0.1 < q < 1.0 range, although we observe a dip at q {approx_equal} 0.5 which, if confirmed, could be evidence of bimodal distribution of companion masses. New physical CPM companions to two exoplanet host stars are discovered.

    We develop Bayesian statistical methods for discovering and assigning probabilities to non-random (e.g., physical) stellar companions. These companions are either presently bound or were previously bound. The probabilities depend on similarities in corrected proper motion parallel and perpendicular to the brighter component's motion, parallax, and the local phase-space density of field stars. Control experiments are conducted to understand the behavior of false positives. The technique is applied to the Hipparcos Catalogue within 100 pc. This is the first all-sky survey to locate escaped companions still drifting along with each other. In the <100 pc distance range, {approx}220 high probability companions with separations between 0.01 and 1 pc are found. The first evidence for a population ({approx}300) of companions separated by 1-8 pc is found. We find these previously unnoticed naked-eye companions (both with V < 6th mag): Capella and 50 Per, {delta} Vel and HIP 43797, Alioth ({epsilon} UMa), Megrez ({delta} UMa) and Alcor, {gamma} and {tau} Cen, {phi} Eri and {eta} Hor, 62 and 63 Cnc, {gamma} and {tau} Per, {zeta} and {delta} Hya, {beta}{sup 01}, {beta}{sup 02} and {beta}{sup 03} Tuc, N Vel and HIP 47479, HIP 98174 and HIP 97646, and s Eri and HIP 14913. High probability fainter companions (>6th mag) of primaries with V < 4 are found for: Fomalhaut ({alpha} PsA), {gamma} UMa, {alpha} Lib, Alvahet ({iota} Cephi), {delta} Ara, {beta} Ser, {iota} Peg, {beta} Pic, {kappa} Phe, and {gamma} Tuc.

    We report the discovery of a planetary-mass companion, HD106906 b, with the new Magellan Adaptive Optics (MagAO) + Clio2 system. The companion is detected with Clio2 in three bands: J, K{sub S} , and L', and lies at a projected separation of 7.''1 (650 AU). It is confirmed to be comoving with its 13 2 Myr F5 host using Hubble Space Telescope Advanced Camera for Surveys astrometry over a time baseline of 8.3 yr. DUSTY and COND evolutionary models predict that the companion's luminosity corresponds to a mass of 11 2 M {sub Jup}, making it one of the most widely separated planetary-mass companions known. We classify its Magellan/Folded-Port InfraRed Echellette J/H/K spectrum as L2.5 1; the triangular H-band morphology suggests an intermediate surface gravity. HD106906 A, a pre-main-sequence Lower Centaurus Crux member, was initially targeted because it hosts a massive debris disk detected via infrared excess emission in unresolved Spitzer imaging and spectroscopy. The disk emission is best fit by a single component at 95 K, corresponding to an inner edge of 15-20 AU and an outer edge of up to 120 AU. If the companion is on an eccentric (e > 0.65) orbit, it could be interacting with the outer edge of the disk. Close-in, planet-like formation followed by scattering to the current location would likely disrupt the disk and is disfavored. Furthermore, we find no additional companions, though we could detect similar-mass objects at projected separations >35 AU. In situ formation in a binary-star-like process is more probable, although the companion-to-primary mass ratio, at <1%, is unusually small.

    A powertrain system for a hybrid vehicle. The hybrid vehicle includes a heat engine, such as a diesel engine, and an electric machine, which operates as both an electric motor and an alternator, to power the vehicle. The hybrid vehicle also includes a manual-style transmission configured to operate as an automatic transmission from the perspective of the driver. The engine and the electric machine drive an input shaft which in turn drives an output shaft of the transmission. In addition to driving the transmission, the electric machine regulates the speed of the input shaft in order to synchronize the input shaft during either an upshift or downshift of the transmission by either decreasing or increasing the speed of the input shaft. When decreasing the speed of the input shaft, the electric motor functions as an alternator to produce electrical energy which may be stored by a storage device. Operation of the transmission is controlled by a transmission controller which receives input signals and generates output signals to control shift and clutch motors to effect smooth launch, upshift shifts, and downshifts of the transmission, so that the transmission functions substantially as an automatic transmission from the perspective of the driver, while internally substantially functioning as a manual transmission.

    ? Andromedae is a B9IVn star at 52 pc for which a faint substellar companion separated by 55 2 AU was recently announced. In this work, we present the first spectrum of the companion, '? And B,' using the Project 1640 high-contrast imaging platform. Comparison of our low-resolution YJH-band spectra to empirical brown dwarf spectra suggests an early-L spectral type. Fitting synthetic spectra from PHOENIX model atmospheres to our observed spectrum allows us to constrain the effective temperature to ?2000 K as well as place constraints on the companion surface gravity. Further, we use previously reported log(g) and T {sub eff} measurements of the host star to argue that the ? And system has an isochronal age of 220 100 Myr, older than the 30 Myr age reported previously. This interpretation of an older age is corroborated by the photometric properties of ? And B, which appear to be marginally inconsistent with other 10-100 Myr low-gravity L-dwarfs for the spectral type range we derive. In addition, we use Keck aperture masking interferometry combined with published radial velocity measurements to rule out the existence of any tight stellar companions to ? And A that might be responsible for the system's overluminosity. Further, we show that luminosity enhancements due to a nearly 'pole-on' viewing angle coupled with extremely rapid rotation is unlikely. ? And A is thus consistent with its slightly evolved luminosity class (IV), and we propose here that ? And, with a revised age of 220 100 Myr, is an interloper to the 30 Myr Columba association with which it was previously associated. The photometric and spectroscopic evidence for ? And B combined with our reassessment of the system age implies a substellar companion mass of 50{sub ?13}{sup +16} M {sub Jup}, consistent with a brown dwarf rather than a planetary-mass companion.

    We have combined optical and NIR photometry from Pan-STARRS 1 and UKIDSS to search the young (5-10 Myr) star-forming region of Upper Scorpius for wide ( Almost-Equal-To 400-4000 AU) substellar companions down to {approx}5 M{sub Jup}. Our search is Almost-Equal-To 4 mag deeper than previous work based on the Two Micron All Sky Survey. We identified several candidates around known stellar members using a combination of color selection and spectral energy distribution fitting. Our follow-up spectroscopy has identified two new companions as well as confirmed two companions previously identified from photometry, with spectral types of M7.5-M9 and masses of {approx}15-60 M{sub Jup}, indicating a frequency for such wide substellar companions of {approx}0.6% {+-} 0.3%. Both USco 1610-1913B and USco 1612-1800B are more luminous than expected for their spectral type compared with known members of Upper Sco. HIP 77900B has an extreme mass ratio (M{sub 2}/M{sub 1} Almost-Equal-To 0.005) and an extreme separation of 3200 AU. USco 1602-2401B also has a very large separation of 1000 AU. We have also confirmed a low-mass stellar companion, USco 1610-2502B (730 AU, M5.5). Our substellar companions appear both non-coeval with their primary stars according to evolutionary models and, as a group, are systematically more luminous than the Upper Sco cluster sequence. One possible reason for these luminosity discrepancies could be different formation processes or accretion histories for these objects.

    The Palomar High-precision Astrometric Search for Exoplanet Systems monitored 51 subarcsecond binary systems to evaluate whether tertiary companions as small as Jovian planets orbited either the primary or secondary stars, perturbing their otherwise smooth Keplerian motions. Six binaries are presented that show evidence of substellar companions orbiting either the primary or secondary star. Of these six systems, the likelihoods of two of the detected perturbations to represent real objects are considered to be 'high confidence', while the remaining four systems are less certain and will require continued observations for confirmation.

    Multiplicity is one of the most fundamental observable properties of massive O-type stars and offers a promising way to discriminate between massive star formation theories. Nevertheless, companions at separations between 1 and 100 milliarcsec (mas) remain mostly unknown due to intrinsic observational limitations. At a typical distance of 2 kpc, this corresponds to projected physical separations of 2-200 AU. The Southern MAssive Stars at High angular resolution survey (SMaSH+) was designed to fill this gap by providing the first systematic interferometric survey of Galactic massive stars. We observed 117 O-type stars with VLTI/PIONIER and 162 O-type stars with NACO/Sparse Aperture Masking (SAM), probing the separation ranges 1-45 and 30-250 mas and brightness contrasts of ΔH < 4 and ΔH < 5, respectively. Taking advantage of NACO's field of view, we further uniformly searched for visual companions in an 8'' radius down to ΔH = 8. This paper describes observations and data analysis, reports the discovery of almost 200 new companions in the separation range from 1 mas to 8'' and presents a catalog of detections, including the first resolved measurements of over a dozen known long-period spectroscopic binaries. Excluding known runaway stars for which no companions are detected, 96 objects in our main sample (δ < 0°; H < 7.5) were observed both with PIONIER and NACO/SAM. The fraction of these stars with at least one resolved companion within 200 mas is 0.53. Accounting for known but unresolved spectroscopic or eclipsing companions, the multiplicity fraction at separation ρ < 8'' increases to f {sub m} = 0.91 ± 0.03. The fraction of luminosity class V stars that have a bound companion reaches 100% at 30 mas while their average number of physically connected companions within 8'' is f {sub c} = 2.2 ± 0.3.     Approximately 70 percent of all U.S. military training lands are located in arid and semi-arid areas. Training activities in such areas frequently adversely affect vegetation, damaging plants and reducing the resilience of vegetation to recover once disturbed. Fugitive dust resulting from a loss of vegetation creates additional problems for human health, increasing accidents due to decreased visibility, and increasing maintenance costs for roads, vehicles, and equipment. Under conventional technologies to mitigate these impacts, it is estimated that up to 35 percent of revegetation projects in arid areas will fail due to unpredictable natural environmental conditions, such as drought, and reclamation techniques that were inadequate to restore vegetative cover in a timely and cost-effective manner. New reclamation and restoration techniques are needed in desert ranges to help mitigate the adverse effects of military training and other activities to arid-land environments. In 1999, a cooperative effort between the U.S. Department of Energy (DOE), the US. Department of Defense (DoD), and selected university scientists was undertaken to focus on mitigating military impacts in arid lands. As arid lands are impacted due to DoD and DOE activities, biological and soil resources are gradually lost and the habitat is altered. A conceptual model of that change in habitat quality is described for varying levels of disturbance in the Mojave Desert. As the habitat quality degrades and more biological and physical resources are lost from training areas, greater costs are required to return the land to sustainable levels. The purpose of this manual is to assist land managers in recognizing thresholds associated with habitat degradation and provide reclamation planning and techniques that can reduce the costs of mitigation for these impacted lands to ensure sustainable use of these lands.     PSR J1903+0327 is a millisecond pulsar with a mass of 1.67 M{sub Sun} in a highly eccentric orbit (e = 0.44) around a main-sequence star. This unique system cannot be reconciled with current observations where millisecond pulsars are generally seen to orbit white dwarfs in almost exactly circular orbits. Current theoretical models of binary and stellar formation and evolution cannot explain the high eccentricity of this system either. In this work, we present three new epochs of optical spectroscopy for the companion to PSR J1903+0327, obtained to confirm the association of the main-sequence star with the pulsar. These three new epochs, together with the two previous ones, firmly establish the high eccentricity of the companion's orbit as predicted by pulsar timing. Using all five epochs of optical data, we have provided an independent estimate of the mass ratio, R = 1.56 {+-} 0.15, as well as the systemic radial velocity of the binary, {gamma} = 42.1 {+-} 2.5 km s{sup -1}. We constrain the spectral type of the pulsar companion to lie between F5 V and G0 V (a slightly earlier type than suggested previously) by measuring the equivalent widths of two of the three Ca-triplet lines (8498 A, 8542 A) and the Paschen line at 8598 A (P14); we also broadly constrain the metallicity of the companion. Additionally, we have placed a somewhat better limit on the rotational velocity of the pulsar companion of v{sub rot}sin i {<=} 66 km s{sup -1}, which is still not sufficient to allow a test of general relativity using this system.

    The High Temperature Gas-Cooler Reactor (HTGR) Cost Model was developed at the Idaho National Laboratory for the Next Generation Nuclear Plant Project. The HTGR Cost Model calculates an estimate of the capital costs, annual operating and maintenance costs, and decommissioning costs for a high-temperature gas-cooled reactor. The user can generate these costs for multiple reactor outlet temperatures; with and without power cycles, including either a Brayton or Rankine cycle; for the demonstration plant, first of a kind, or nth of a kind project phases; for a single or four-pack configuration; and for a reactor size of 350 or 600 MWt. This users manual contains the mathematical models and operating instructions for the HTGR Cost Model. Instructions, screenshots, and examples are provided to guide the user through the HTGR Cost Model. This model was design for users who are familiar with the HTGR design and Excel. Modification of the HTGR Cost Model should only be performed by users familiar with Excel and Visual Basic.

    Many public power systems have initiated home energy audit programs in response to the requests of their consumers. The manual provides smaller public power systems with the information and specific skills needed to design and develop a program of residential energy audits. The program is based on the following precepts: locally owned public systems are the best, and in many cases the only agencies available to organize and coordinate energy conservation programs in many smaller communities; consumers' rights to energy conservation information and assistance should not hinge on the size of the utility that serves them; in the short run, public power systems of all sizes should offer residential energy conservation assistance to their consumers, because such assistance is desirable, necessary, and in the public interest; and in the long run, such programs will complement national energy goals and will produce economic benefits for both consumers and the public power system.     We report the optical discovery of the companion to the 2 M{sub sun} millisecond pulsar PSR J1614-2230. The optical colors show that the 0.5 M{sub sun} companion is a 2.2 Gyr old He-CO white dwarf. We infer that M-dot during the accretion phase is <10{sup -2} M-dot{sub edd}. We show that the pulsar was born with a spin close to its current value, well below the rebirth line. The spin-down parameters, the mass of the pulsar, and the age of the system challenge the simple recycling model for the formation of millisecond pulsars.

    A large number of metallurgical reactions are caused by lowering the partial pressure during vacuum treatment. One of these reactions is the volatilization of elements with high vapor pressure. The concentration of trace and companion elements during RH-treatment mostly changes because of cooling scrap, deoxidation agents and ferro-alloy additions, slag/metal reactions, vaporization and also because of reactions with the RH-vessel lining. These changes in the concentration of trace and companion elements during RH-treatment are exemplified for ULC-IF (ultra low carbon--interstitial free) steel grades. The elements which are considered are chromium, nickel, molybdenum, copper, vanadium, tin, zinc, lead, phosphorus, sulfur and nitrogen. Calculations of the theoretical equilibrium solubility using thermodynamic data--in dependence of pressure and temperature--correspond well with the values obtained during steel production operations. 67 refs.

    We utilized the new high-order 585 actuator Magellan Adaptive Optics system (MagAO) to obtain very high-resolution visible light images of HD142527 with MagAO's VisAO science camera. In the median seeing conditions of the 6.5m Magellan telescope (0.''50.''7), we find MagAO delivers 24%-19% Strehl at H? (0.656 ?m). We detect a faint companion (HD142527B) embedded in this young transitional disk system at just 86.3 1.9 mas (?12 AU) from the star. The companion is detected in both H? and a continuum filter (?mag = 6.33 0.20 mag at H? and 7.50 0.25 mag in the continuum filter). This provides confirmation of the tentative companion discovered by Biller and co-workers with sparse aperture masking at the 8m Very Large Telescope. The H? emission from the ?0.25 solar mass companion (EW = 180 ) implies a mass accretion rate of ?5.9 10{sup 10} M {sub sun} yr{sup 1} and a total accretion luminosity of 1.2% L {sub sun}. Assuming a similar accretion rate, we estimate that a 1 Jupiter mass gas giant could have considerably better (50-1000) planet/star contrasts at H? than at the H band (COND models) for a range of optical extinctions (3.4-0 mag). We suggest that ?0.5-5 M {sub jup} extrasolar planets in their gas accretion phase could be much more luminous at H? than in the NIR. This is the motivation for our new MagAO GAPplanetS survey for extrasolar planets.

    We present high-contrast image processing techniques used by the Gemini NICI Planet-Finding Campaign to detect faint companions to bright stars. The Near-Infrared Coronographic Imager (NICI) is an adaptive optics instrument installed on the 8 m Gemini South telescope, capable of angular and spectral difference imaging and specifically designed to image exoplanets. The Campaign data pipeline achieves median contrasts of 12.6 mag at 0.''5 and 14.4 mag at 1'' separation, for a sample of 45 stars (V = 4.3-13.9 mag) from the early phase of the campaign. We also present a novel approach to calculating contrast curves for companion detection based on 95% completeness in the recovery of artificial companions injected into the raw data, while accounting for the false-positive rate. We use this technique to select the image processing algorithms that are more successful at recovering faint simulated point sources. We compare our pipeline to the performance of the Locally Optimized Combination of Images (LOCI) algorithm for NICI data and do not find significant improvement with LOCI.

    The Type IIb supernova (SN) 1993J is one of only a few stripped-envelope SNe with a progenitor star identified in pre-explosion images. SN IIb models typically invoke H envelope stripping by mass transfer in a binary system. For the case of SN 1993J, the models suggest that the companion grew to 22 M{sub ?} and became a source of ultraviolet (UV) excess. Located in M81, at a distance of only 3.6 Mpc, SN 1993J offers one of the best opportunities to detect the putative companion and test the progenitor model. Previously published near-UV spectra in 2004 showed evidence for absorption lines consistent with a hot (B2 Ia) star, but the field was crowded and dominated by flux from the SN. Here we present Hubble Space Telescope Cosmic Origins Spectrograph and Wide-Field Camera 3 observations of SN 1993J from 2012, at which point the flux from the SN had faded sufficiently to potentially measure the UV continuum properties from the putative companion. The resulting UV spectrum is consistent with contributions from both a hot B star and the SN, although we cannot rule out line-of-sight coincidences.

    A key element of the Hanford waste management strategy is the construction of a new facility, the Hanford Waste Vitrification Plant (HWVP), to vitrify existing and future liquid high-level waste produced by defense activities at the Hanford Site. The HWVP mission is to vitrify pretreated waste in borosilicate glass, cast the glass into stainless steel canisters, and store the canisters at the Hanford Site until they are shipped to a federal geological repository. The HWVP Technical Manual (Manual) documents the technical bases of the current HWVP process and provides a physical description of the related equipment and the plant. The immediate purpose of the document is to provide the technical bases for preparation of project baseline documents that will be used to direct the Title 1 and Title 2 design by the A/E, Fluor. The content of the Manual is organized in the following manner. Chapter 1.0 contains the background and context within which the HWVP was designed. Chapter 2.0 describes the site, plant, equipment and supporting services and provides the context for application of the process information in the Manual. Chapter 3.0 provides plant feed and product requirements, which are primary process bases for plant operation. Chapter 4.0 summarizes the technology for each plant process. Chapter 5.0 describes the engineering principles for designing major types of HWVP equipment. Chapter 6.0 describes the general safety aspects of the plant and process to assist in safe and prudent facility operation. Chapter 7.0 includes a description of the waste form qualification program and data. Chapter 8.0 indicates the current status of quality assurance requirements for the Manual. The Appendices provide data that are too extensive to be placed in the main text, such as extensive tables and sets of figures. The Manual is a revision of the 1987 version.

This manual is applicable to all DOE facilities engaged in operations of development, manufacturing, handling, storage, transportation, processing, or testing of explosives, pyrotechnics and propellants, or assemblies containing these materials. The standards of this manual deal with the operations involving explosives, pyrotechnics and propellants, and the safe management of such operations. The design of all new explosives facilities shall conform to the requirements established in this manual and implemented in DOE 6430.1A, ``General Design Criteria Manual.`` It is not intended that existing physical facilities be changed arbitrarily to comply with these provisions, except as required by law. Existing facilities that do not comply with these standards may continue to be used for the balance of their functional life, as long as the current operation presents no significantly greater risk than that assumed when the facility was originally designed and it can be demonstrated clearly that a modification to bring the facility into compliance is not feasible. However, in the case of a major renovation, the facility must be brought into compliance with current standards. The standards are presented as either mandatory or advisory. Mandatory standards, denoted by the words ``shall,`` ``must,`` or ``will,`` are requirements that must be followed unless written authority for deviation is granted as an exemption by the DOE. Advisory standards denoted by ``should`` or ``may`` are standards that may be deviated from with a waiver granted by facility management.

  7. A mid-infrared search for substellar companions of nearby planet-host stars

    Determining the presence of widely separated substellar-mass companion is crucial to understand the dynamics of inner planets in extrasolar planetary systems (e.g., to explain their high mean eccentricity as inner planets are perturbed by the Kozai mechanism). We report the results of our Spitzer/Infrared Array Camera (IRAC) imaging search for widely separated (10''-25'') substellar-mass companions for 14 planet-host stars within 15 pc of the Sun. Using deep 3.6 and 4.5 μm observations in subarray mode, we found one object in the field of 47 UMa with [3.6]–[4.5] color similar to a T5 dwarf, which is, however, unlikely to share common proper motion with 47 UMa. We also found three objects with brown-dwarf-like [3.6]–[4.5] color limits in the fields of GJ 86, HD 160691, and GJ 581, as well as another in the field of HD 69830 for which we have excluded common proper motion. We provide model-based upper mass limits for unseen objects around all stars in our sample, with typical sensitivity to 10 M {sub J} objects from a projected separation of 50-300 AU from the parent star. We also discuss our data analysis methods for point-spread-function subtraction, image co-alignment, and artifact subtraction of IRAC subarray images.

  8. SPITZER/INFRARED ARRAY CAMERA LIMITS TO PLANETARY COMPANIONS OF FOMALHAUT AND {epsilon} ERIDANI

    Fomalhaut and {epsilon} Eridani are two young, nearby stars that possess extended debris disks whose structures suggest the presence of perturbing planetary objects. With its high sensitivity and stable point-spread function, Spitzer/Infrared Array Camera (IRAC) is uniquely capable of detecting cool, Jupiter-like planetary companions whose peak emission is predicted to occur near 4.5 {mu}m. We report on deep IRAC imaging of these two stars, taken at 3.6 and 4.5 {mu}m using subarray mode and in all four channels in wider-field full array mode. Observations acquired at two different telescope roll angles allowed faint surrounding objects to be separated from the stellar diffraction pattern. No companion candidates were detected at the reported position of Fomalhaut b with 3{sigma} model-dependent mass upper limits of 3M {sub J} (for an age of 200 Myr). Around {epsilon} Eridani, we instead set a limit of 4 and {approx}<1M {sub J} (1 Gyr model age) at the inner and outer edge of the submillimeter debris ring, respectively. These results are consistent with non-detections in recent near-infrared imaging searches, and set the strongest limits to date on the presence of planets outside {epsilon} Eridani submillimeter ring.
