The impact of immersion training on complementing organizational goals and accelerating culture change - a field study

At Los Alamos National Laboratory, a national defense laboratory with a history of working in seclusion and secrecy, scientists and engineers have received an important new mission to partner with industry. The scientists and engineers need to expand their skill base beyond science and understand the business of innovation to be successful in this new environment. An administrative field experiment of conducting intensive, immersion training about the commercialization process was piloted at Los Alamos in September, 1992. This Field Research Project addresses the following research question: {open_quotes}Does {open_quotes}immersion{close_quotes} commercialization training complement organizational goals and does the method accelerate cultural change?{close_quotes} The field experiment first began as a pilot Commercialization Workshop conducted for twelve scientists in September, 1992. The objective was to create commercialization action plans for promising environmental technologies. The immersion method was compared to the indoctrination method of training also. The indoctrination training was a one-day lecture style session conducted for one hundred and fifty scientists in July, 1993. The impact of the training was measured by perceived attitude change and the amount of subsequent industrial partnerships that followed the training. The key management question addressed on the job was, {open_quotes}With a limited budget, how do we maximize the impact of training and achieve the best results?{close_quotes}

Interventional radiology has had to evolve constantly because there is the ever-present competition and threat from other specialties within medicine, surgery, and research. The development of new technologies, techniques, and therapies is vital to broaden the horizon of interventional radiology and to ensure its continued success in the future. In part, this change will be due to improved chronic disease prevention altering what we treat and in whom. The most important of these strategies are the therapeutic use of statins, Beta-blockers, angiotensin-converting enzyme inhibitors, and substances that interfere with mast cell degeneration. Molecular imaging and therapeutic strategies will move away from conventional techniques and nano and microparticle molecular technology, tissue factor imaging, gene therapy, endothelial progenitor cells, and photodynamic therapy will become an important part of interventional radiology of the future. This review looks at these new and exciting technologies.

Industry Initiatives for Science and Math Education (IISME) in the San Francisco Bay Area planned and convened the second national conference for representatives of scientific work experience programs for K-12 teachers (SWEPs) at Lawrence Hall of Science, University of California at Berkeley October 13-14, 1994. The goal of this conference was to further strengthen the growing community of SWEP managers and teacher participants by providing an opportunity for sharing expertise and strategies about the following: (1) How SWEPs can complement and stimulate systemic education reform efforts; (2) Assessment strategies piloted by the ambitious multi-site evaluation project funded by the U.S. Department of Energy (DOE) as well as smaller evaluation projects piloted by other SWEPs; (3) Expanding and strengthening the base of teachers served by SWEPs; (4) Ensuring that SWEPs adequately support teachers in affecting classroom transfer and offer {open_quotes}more than just a summerjob{close_quotes}; (5) Sustaining and expanding new programs. Learning Innate Face Preferences

Newborn humans preferentially orient to face-like patterns at birth, but months of experience with faces is required for full face processing abilities to develop. Several models have been proposed for how the interaction of genetic and evironmental influences can explain this data. These models generally assume that the brain areas responsible for newborn orienting responses are not capable of learning and are physically separate from those that later learn from real faces. However, it has been difficult to reconcile these models with recent discoveries of face learning in newborns and young infants. We propose a general mechanism by which genetically specified and environmentdriven preferences can coexist in the same visual areas. In particular, newborn face orienting may be the result of prenatal exposure of a learning system to internally generated input patterns, such as those found in PGO waves during REM sleep. Simulating this process with the HLISSOM biological model of the visual system, we demonstrate that the combination of learning and internal patterns is an efficient way to specify and develop circuitry for face perception. This prenatal learning can account for the newborn preferences for schematic and photographic images of faces, providing a computational explanation for how genetic influences interact with experience to construct a complex adaptive system.

The DOE Biological and Environmental Research Program (BER) is responsible for four "core" FACE sites and projects. These are known as Aspen FACE, Duke FACE, ORNL FACE, and Nevada Deseret FACE. Brookhaven provides operational support to some of these sites, while The FACE Data Management System at ORNL and CDIAC serves as a data repository. In addition, DOE supports OTC experiments in conjunction with the Smithsonian Environmental Research Center (SERC) in Maryland and Florida. There are also FACE experiments ongoing in other countries. [Quoted from the home page of the FACE Data Management System and other pages within the web site.] The FACE Data Management System at ORNL provides links to all the FACE and SERC sites and to the data (both the data archived at CDIAC and data still residing on site-specific pages). Users are also given in-depth information on the concept, provided with a full, linked list of international projects, and guided to related research. The FACE projects were part of the CO2 research network fostered by the Global Change and Terrestrial Ecosystems core project of the International Geosphere-Biosphere Programme. Results from the experiment contribute to the Terrestrial Ecosystem Response to Atmospheric and Climatic Change (TERACC) project, a 5-year initiative integrating experimental data and global change modeling.

Free Air CO2 Enrichment (FACE) Research Data from the Nevada Desert FACE Facility (NDFF)

DOE has conducted trace gas enrichment experiments since the mid 1990s. The FACE Data Management System is a central repository and archive for Free-Air Carbon Dioxide Enrichment (FACE) data, as well as for the related open-top chamber (OTC) experiments. FACE Data Management System is located at the Carbon Dioxide Information Analysis Center (CDIAC). While the data from the various FACE sites, each one a unique user facility, are centralized at CDIAC, each of the FACE sites presents its own view of its activities and information. For that reason, DOE Data Explorer users are advised to see both the central repository at http://public.ornl.gov/face/index.shtml and the individual home pages of each site. NDFF whole-ecosystem manipulation is a flagship experiment of the Terrestrial Carbon Process (TCP) research program of the US Dept. of Energy. It is also a core project of the International Geosphere-Biosphere Program (IGBP) and a contribution to the US Global Change Research Program. The NDFF was developed in conjunction with the National Science Foundation (NSF) and DOE-EPSCoR programs. FACE (Free-Air-Carbon dioxide-Enrichment) technology allows researchers to elevate the carbon dioxide level in large study plots while minimizing ecosystem disturbance. At the NDFF the concentration of CO2 was elevated by 50 percent above the present atmospheric levels in three plots in the Mojave Desert ecosystem, while six other plots remained at the current level. This experimental design provided a large area in which integrated teams of scientists could describe and quantify processes regulating carbon, nutrient, and water balances in desert ecosystems.

Carbon-Type Analysis and Comparison of Original and Reblended FACE Diesel Fuels (FACE 2, FACE 4, and FACE 7)

This report summarizes the carbon-type analysis from 1H and 13C{1H} nuclear magnetic resonance spectroscopy (NMR) of Fuels for Advanced Combustion Engines (FACE) diesel blends, FD-2B, FD 4B, and FD-7B, and makes comparison of the new blends with the original FACE diesel blends, FD 2A, FD 4A, and FD-7A, respectively. Generally, FD-2A and FD-2B are more similar than the A and B blends of FD-4 and FD-7. The aromatic carbon content is roughly equivalent, although the new FACE blends have decreased monoaromatic content and increased di- and tri-cycloaromatic content, as well as a higher overall aromatic content, than the original FACE blends. The aromatic components of the new FACE blends generally have a higher alkyl substitution with longer alkyl substituents. The naphthenic and paraffinic contents remained relatively consistent. Based on aliphatic methyl and methylene carbon ratios, cetane numbers for FD-2A and -2B, and FD-7A and -7B are predicted to be consistent, while the cetane number for FD-4B is predicted to be higher than FD-4A. Overall, the new FACE fuel blends are fairly consistent with the original FACE fuel blends, but there are observable differences. Efficient high density train operations

The present invention provides methods for preventing low train voltages and managing interference, thereby improving the efficiency, reliability, and passenger comfort associated with commuter trains. An algorithm implementing neural network technology is used to predict low voltages before they occur. Once voltages are predicted, then multiple trains can be controlled to prevent low voltage events. Further, algorithms for managing inference are presented in the present invention. Different types of interference problems are addressed in the present invention such as "Interference. During Acceleration", "Interference Near Station Stops", and "Interference During Delay Recovery." Managing such interference avoids unnecessary brake/acceleration cycles during acceleration, immediately before station stops, and after substantial delays. Algorithms are demonstrated to avoid oscillatory brake/acceleration cycles due to interference and to smooth the trajectories of closely following trains. This is achieved by maintaining sufficient following distances to avoid unnecessary braking/accelerating. These methods generate smooth train trajectories, making for a more comfortable ride, and improve train motor reliability by avoiding unnecessary mode-changes between propulsion and braking. These algorithms can also have a favorable impact on traction power system requirements and energy consumption.

The U.S. government has been assisting the Russian Federation (RF) Ministry of Defense (MOD) for many years with nuclear weapons transportation security (NWTS) through the provision of specialized guard escort railcars and cargo railcars with integrated physical security and communication systems, armored transport vehicles, and armored escort vehicles. As a natural continuation of the NWTS program, a partnership has been formed to construct a training center that will provide counterterrorism training to personnel in all branches of the RF MOD. The Abramovo Counterterrorism Training Center (ACTC) is a multinational, multiagency project with funding from Canada, RF and the U.S. Departments of Defense and Energy. ACTC will be a facility where MOD personnel can conduct basic through advanced training in various security measures to protect Category IA material against the threat of terrorist attack. The training will enhance defense-in-depth principles by integrating MOD guard force personnel into the overall physical protection systems and improving their overall response time and neutralization capabilities. The ACTC project includes infrastructure improvements, renovation of existing buildings, construction of new buildings, construction of new training facilities, and provision of training and other equipment. Classroom training will be conducted in a renovated training building. Basic and intermediate training will be conducted on three different security training areas where various obstacles and static training devices will be constructed. The central element of ACTC, where advanced training will be held, is the 'autodrome,' a 3 km road along which various terrorist events can be staged to challenge MOD personnel in realistic and dynamic nuclear weapons transportation scenarios. This paper will address the ACTC project elements and the vision for training development and integrating this training into actual nuclear weapons transportation operations.

Abstract ó Positive train control (PTC) is a modern system of monitoring and controlling train movements to provide advanced safety. This system uses the latest technology in mobile wireless communication. In Sept 2008, the US Congress considered a new rail safety law that sets a deadline of 2015 for implementation of positive train control (PTC) technology across most of the U.S. rail network. The bill was developed in response to the collision of a Metro link passenger train and a Union Pacific freight train Sept. 12 in California, which resulted in the deaths of 25 and injuries to more than 135 Metrolink passengers.

The changing face of Hanford security 1990--1994

The meltdown of the Cold War was a shock to the systems built to cope with it. At the DOE`s Hanford Site in Washington State, a world-class safeguards and security system was suddenly out of step with the times. The level of protection for nuclear and classified materials was exceptional. But the cost was high and the defense facilities that funded security were closing down. The defense mission had created an umbrella of security over the sprawling Hanford Site. Helicopters designed to ferry special response teams to any trouble spot on the 1,456 square-kilometer site made the umbrella analogy almost literally true. Facilities were grouped into areas, fenced off like a military base, and entrance required a badge check for everyone. Within the fence, additional rings of protection were set up around security interests or targets. The security was effective, but costly to operate and inconvenient for employees and visitors alike. Moreover, the umbrella meant that virtually all employees needed a security clearance just to get to work, whether they worked on classified or unclassified projects. Clearly, some fundamental rethinking of safeguards and security was needed. The effort to meet that challenge is the story of transition at Hanford and documented here.

Another valuable homeland security asset at the NNSS is the T-1 training area, which covers more than 10 acres and includes more than 20 separate training venues. Local, County, and State first responders who train here encounter a variety of realistic disaster scenarios. A crashed 737 airliner lying in pieces across the desert, a helicopter and other small aircraft, trucks, buses, and derailed train cars are all part of the mock incident scene. After formal classroom education, first responders are trained to take immediate decisive action to prevent or mitigate the use of radiological or nuclear devices by terrorists. The Counterterrorism Operations Support Center for Radiological Nuclear Training conducts the courses and exercises providing first responders from across the nation with the tools they need to protect their communities. All of these elements provide a training experience that cannot be duplicated anywhere else in the country.

Occupational safety and health (OSH) policies, programs and activities within DOE are changing rapidly. In June 1989, Secretary of Energy Watkins launched his ``Ten Point Initiative`` charting a new course for the Department of Energy (DOE) toward full accountability in the areas of environment, safety and health. Full compliance with Occupational Safety and Health Administration (OSHA) standards is now mandatory within the Department. Independent ``Tiger Teams`` are performing safety and health compliance assessments at DOE facilities to identify OSH deficiencies. A recent extensive OSHA audit of DOE OSH programs and related activities has resulted in additional changes in DOE OSH requirements. These changes coupled with those pending in the proposed OSHA Reform Act, have had, and will continue to have, a tremendous impact on the roles and responsibilities each of us has within DOE, particularly in the area of OSH training. This presentation focuses on the specific implications these changes have relating to OSH Training Requirements.

Voltage control on a train system

The present invention provides methods for preventing low train voltages and managing interference, thereby improving the efficiency, reliability, and passenger comfort associated with commuter trains. An algorithm implementing neural network technology is used to predict low voltages before they occur. Once voltages are predicted, then multiple trains can be controlled to prevent low voltage events. Further, algorithms for managing inference are presented in the present invention. Different types of interference problems are addressed in the present invention such as "Interference During Acceleration", "Interference Near Station Stops", and "Interference During Delay Recovery." Managing such interference avoids unnecessary brake/acceleration cycles during acceleration, immediately before station stops, and after substantial delays. Algorithms are demonstrated to avoid oscillatory brake/acceleration cycles due to interference and to smooth the trajectories of closely following trains. This is achieved by maintaining sufficient following distances to avoid unnecessary braking/accelerating. These methods generate smooth train trajectories, making for a more comfortable ride, and improve train motor reliability by avoiding unnecessary mode-changes between propulsion and braking. These algorithms can also have a favorable impact on traction power system requirements and energy consumption.

Modelling Reliability of Train Arrival Times

This paper deals with the scheduling of trains so as to minimise train trip times, whilst maximising reliability of arrival times. The amount of risk of delay associated with a schedule is used as the reliability component of a constrained schedule optimisation model. The paper outlines the model developed to quantify the risk of delays to individual trains, as well as to specific track segments and to the schedule as a whole. The risk model, which deals with single track operations, can be used to estimate the likely impact on reliability of arrival times of changes in train frequencies and operating practices; track and station infrastructure investment strategies; and train technology upgrading. An application of the model to the optimisation of schedules on a track corridor is described. The results obtained using the model are compared with the schedules used by train operations planning staff, in terms of overall delay and timetable reliability. The results highlight the significance of including a measure of timetable reliability, such as risk of delays, in the objective function for scheduling optimisation.

CTMS is a database that links information needed to maintain a five-phase approach to training-analysis, design, development, implementation, and evaluation independent of training program design. CTMS is designed using R-Base{trademark}, an-SQL compliant software platform. Information is logically entered and linked in CTMS. Additional support was provided by the Terrestrial Ecology and Global Change (TECO) program through the National Science Foundation. This project was part of the CO2 research network fostered by the Global Change and Terrestrial Ecosystems core project of the International Geosphere-Biosphere Programme. Results from the experiment contributed to the Terrestrial Ecosystem Response to Atmospheric and Climatic Change (TERACC) project, a 5-year initiative integrating experimental data and global change modeling. Free Air CO2 Enrichment (FACE) Data from the Duke Forest FACE Facility  

DOE Data Explorer [Office of Scientific and Technical Information (OSTI)]

DOE has conducted trace gas enrichment experiments since the mid 1990s. The FACE Data Management System is a central repository and archive for Free-Air Carbon Dioxide Enrichment (FACE) data, as well as for the related open-top chamber (OTC) experiments. FACE Data Management System is located at DOE∆s Carbon Dioxide Information Analysis Center (CDIAC). While the data from the various FACE sites, each one a unique user facility, are centralized at CDIAC, each of the FACE sites presents its own view of its activities and information. For that reason, DOE Data Explorer users are advised to see both the central repository at http://public.ornl.gov/face/index.shtml and the individual home pages of each site. The Duke University FACE website actually presents information on several FACE experiments. The Forest-Atmosphere Carbon Transfer and Storage (FACTS-I) facility is located in the Blackwood Division of the Duke Forest. It consists of four free-air CO2 enrichment (FACE) plots that provide elevated atmospheric CO2 concentration and four plots that provide ambient CO2 control. The system has been in operation since June, 1994 in the prototype plot, and since August, 1996 in the three additional plots. The prototype plot and its reference were halved with a barrier inserted in the soil in 1998 to conduct, together with five additional plot pairs, CO2 X soil nutrient enrichment experiments. The rest of the plots were partitioned in early 2005 and incorporated into the CO2 X nutrient experiment. To increase statistical power, four additional ambient plots were established in January, 2005, halved, and one half of each fertilized. Accrediting industrial safety training programs

There are job-specific training requirements established by regulations that Impose stringent training requirements on a contractor, for example, the Occupational Safety & Health Act (OSHA). Failure to comply with OSHA training requirements can result in severe penalties being levied against a company. Although an accredited training program is expensive, it is a possible solution for minimizing risks associated with job-specific training requirements for employees. Operating DOE contractors direct approximately 10 percent of the operating funds toward training activities. Training needs for contractors span a broad range, from requirements awareness training for managers, to general training required on a one-time basis for all employees, to highly specialized training programs for employees involved In clean-up operations at hazardous waste sites. With this kind of an investment in training, it is logical to maximize the most return on an investment of training funds and to limit exposure to liability suits whenever possible. This presentation will provide an overview of accredited industrial safety programs. The criteria for accredited industrial safety programs will be defined. The question of whether accredited training programs are necessary will be examined. Finally, advantages and disadvantages will be identified for accrediting industrial safety training programs.

Commercial Off The Shelf (COTS) software for producing linked virtual tours based on 360 degree panoramas are becoming more and more available. However, the best current products for taking the images, stitching them into 360 degree panoramas, and then linking them together into complex virtual tours require different and incompatible input and output formats. This program is designed to bridge the gap between the iPix Interactive Studio export format, which consists of a single JPEG with the six faces of a cube connected horizontally, with the six individual JPEGs needed to be imported into Panotour Pro software. This report describes how to use the software program Strip2CubeFace, which takes the cube-strip JPEG exported from iPix Studio and coverts it into six JPEGs representing the six cube faces that Panotour Pro imports. As such, it represents a necessary link between the two COTS software programs key to making virtual tours quickly and easily. It becomes one member of the suite of software programs known as %E2%80%9CRaPP-TOURS%E2%80%9D or Rapid Processing of PanoTours Software necessary to simulate managed access and other permission requesting arms control-type training exercises.

We study a third-order nonlinear ordinary differential equation whose solutions, under certain specific conditions, are individual pulses. These correspond to homoclinic orbits in the phase space of the equation and we study the possible pulse types in some detail. Sufficiently close to the conditions under which a homoclinic orbit exists, the solutions take the form of trains of well-separated pulses. A measure of closeness to homoclinic conditions provides a small parameter for the development of an asymptotic solution consisting of superposed, isolated pulses. The solvability condition in the resulting singular perturbation theory is a {\\its timing map} relating successive pulse spacings. This map of the real line onto itself, together with the known form of the homoclinic orbit, provides a concise and accurate solution of the equation.

The Sequestration Training, Outreach, Research and Education (STORE) Alliance at The University of Texas at Austin completed its activity under Department of Energy Funding (DE- FE0002254) on September 1, 2013. The program began as a partnership between the Institute for Geophysics, the Bureau of Economic Geology and the Petroleum and Geosystems Engineering Department at UT. The initial vision of the program was to promote better understanding of CO2 utilization and storage science and engineering technology through programs and opportunities centered on training, outreach, research and technology transfer, and education. With over 8,000 hrs of formal training and education (and almost 4,500 of those hours awarded as continuing education credits) to almost 1,100 people, STORE programs and activities have provided benefits to the Carbon Storage Program of the Department of Energy by helping to build a skilled workforce for the future CCS and larger energy industry, and fostering scientific public literacy needed to continue the U.S. leadership position in climate change mitigation and energy technologies and application. Now in sustaining mode, the program is housed at the Center for Petroleum and Geosystems Engineering, and benefits from partnerships with the Gulf Coast Carbon Center, TOPCORP and other programs at the university receiving industry funding.

Optical computing devices can be implemented based on controlled generation of soliton trains in single and multicomponent Bose-Einstein condensates (BEC). Our concepts utilize the phenomenon that the frequency of soliton trains in BEC can be governed by changing interactions within the atom cloud. We use this property to store numbers in terms of those frequencies for a short time until observation. The properties of soliton trains can be changed in an intended way by other components of BEC occupying comparable states or via phase engineering. We elucidate in which sense such an additional degree of freedom can be regarded as a tool for controlled manipulation of data. Finally the outcome of any manipulation made is read out by observing the signature within the density profile.

The ALICE analysis train system

In the ALICE experiment hundreds of users are analyzing big datasets on a Grid system. High throughput and short turn-around times are achieved by a centralized system called the LEGO trains. This system combines analysis from different users in so-called analysis trains which are then executed within the same Grid jobs thereby reducing the number of times the data needs to be read from the storage systems. The centralized trains improve the performance, the usability for users and the bookkeeping in comparison to single user analysis. The train system builds upon the already existing ALICE tools, i.e. the analysis framework as well as the Grid submission and monitoring infrastructure. The entry point to the train system is a web interface which is used to configure the analysis and the desired datasets as well as to test and submit the train. Several measures have been implemented to reduce the time a train needs to finish and to increase the CPU efficiency.

Phonon densities of states of face-centered-cubic Ni-Fe alloys

Inelastic neutron scattering and nuclear resonant inelastic x-ray scattering were used to determine the phonon densities of states of face-centered-cubic Ni-Fe alloys. Increasing Fe concentration results in an average softening of the phonon modes. Chemical ordering of the Ni0.72Fe0.28 alloy results in a reduction of the partial vibrational entropy of the Fe atoms but does not significantly change the partial vibrational entropy of the Ni atoms. Changes in the phonon densities of states with composition and chemical ordering are discussed and analyzed with a cluster expansion method.

Challenges in the face of uncertainty

Opinions of the Interim Director of the Global Environment Program of Cornell University are presented. The focus is on obstacles to the implementation by policymakers of actions needed to address climate change. A major obstacle preventing action is stated to be the uncertainties involved in climate predictions. It is proposed that rapid, comprehensive action is required to meet the challenges posed by climate predictions, regardless of the inherent uncertainties. Aspects of future climate which are relatively certain are discussed, including continued greenhouse effects for the next several decades, a greater warming effect at higher altitudes, more warming in the winter, and linkage of all other aspects of climate to temperature changes. Aspects of climatic change which pose particular problems regarding predictability are also discussed.

Should we train scientific generalists?

I examine the topic of training scientific generalists. To focus the discussion, I propose the creation of a new graduate program, analogous in structure to existing MD/PhD programs, aimed at training a critical mass of scientific researchers with substantial intellectual breadth. In addition to completing the normal requirements for a PhD, students would undergo an intense, several year training period designed to expose them to the core vocabulary of multiple subjects at the graduate level. After providing some historical and philosophical context for this proposal, I outline how such a program could be implemented with little institutional overhead by existing research universities. Finally, I discuss alternative possibilities for training generalists by taking advantage of contemporary developments in online learning and open science.

Aphasia Awareness Training for Emergency Responders: Train the Trainers Background

Communication is crucial in emergency situations, but aphasia can affect an individual's ability to state their name or understand a firefighter saying, "Follow me. " Stressful situations often exacerbate the effects of aphasia. Many stroke and brain injury survivors are already at risk in crisis situations because of their physical impairments; those with aphasia can be rendered almost completely vulnerable. While emergency service personnel, such as EMTs and firefighters, rarely receive training on aphasia, they are in fact more likely to encounter a person with aphasia than someone with multiple sclerosis, cerebral palsy or muscular dystrophy (Will & Peters, 2004). However, many of them do not know what aphasia is, much less how to communicate with a person with the disorder. Unfortunately, because few first responders are specifically trained to deal with people with aphasia, they may mistake the aphasia for mental illness or other conditions. This project arose out of one such situation. Misunderstandings may arise and efforts to help people with aphasia may be useless Ė or dangerous. With seed funding from the Christopher and Dana Reeve Foundation, the NAA created a pilot project to train first responders in the New York metropolitan area. The project objectives were to educate police, firefighters, and EMTs in NJ, NY, CT about aphasia, so that they can recognize, communicate with, and respond more effectively to, people with aphasia in routine encounters or in emergency situations. A goal was also to have first responders recognize the ďAphasia Awareness symbol/stickerĒ(Figure 1) which is used by persons with aphasia on their vehicles and homes. To further this end, four objectives were established: 1) Developing an outline for aphasia training workshop and pre- and post- tests to measure effectiveness of training. 2) Compilation of a training template package consisting of aphasia training workshop outline, aphasia training video, and NAA materials. 3) Conducting training for at least 15 targeted first responders with the training averaging about an hour and a half in length. 4) Establishing that at least 85 % of workshop participants demonstrate an increased understanding of aphasia.

The handbook was prepared primarily for DOE nuclear facilities, but the information can be effectively used by any other type of facility. DOE nuclear, DOE non-nuclear, commercial nuclear reactor, fuel fabrication, chemical processing, or other types of facilities may also apply the principles of this approach and find it useful and applicable to local needs. The handbook provides DOE and contractor operating organizations with concepts and guidance regarding the use of alternative techniques to implement a systematic approach to training (SAT). The techniques described in this handbook are endorsed by DOE and use of the guidance in this handbook is appropriate for establishment of technical training programs at DOE nuclear facilities. The use of guidance on selection and implementation of appropriate training approaches after consideration of job complexity, the consequences of error based on risk/hazard potential, and available training media should result in effective and efficient training programs. The information presented in this handbook can be used to grade the level of effort and formality used in developing training programs.

The DOE Weatherization Training Grant assisted Native American trainees in developing weatherization competencies, creating employment opportunities for Bishop Paiute tribal members in a growing field. The trainees completed all the necessary training and certification requirements and delivered high-quality weatherization services on the Bishop Paiute Reservation. Six tribal members received all three certifications for weatherization; four of the trainees are currently employed. We theoretically consider the formation of bright solitons in a mixture of Bose and Fermi degenerate gases. While we assume the forces between atoms in a pure Bose component to be effectively repulsive, their character can be changed from repulsive to attractive in the presence of fermions provided the Bose and Fermi gases attract each other strongly enough. In such a regime the Bose component becomes a gas of effectively attractive atoms. Hence, generating bright solitons in the bosonic gas is possible. Indeed, after a sudden increase of the strength of attraction between bosons and fermions (realized by using a Feshbach resonance technique or by firm radial squeezing of both samples) soliton trains appear in the Bose-Fermi mixture.

The Fermilab Operations Department takes about two years to train a new Operator. The Operator's introductory (Concepts) On-the-Job-Training (OJT) gives him or her an overview of the laboratory, teaches the basic facts about all the accelerators, and it also teaches the new operator the training process used for all the rest of their OJT training. An operator training simulator (OTS) is to the chemical engineer what a flight simulator is to the aerospace engineer. The basis of an OTS is a high-fidelity dynamic model of a chemical process that allows an engineer to simulate start-up, shut-down, and normal operation. It can also be used to test the skill and ability of an engineer or operator to respond and control some unforeseen situation(s) through the use of programmed malfunctions. West Virginia University (WVU) is a member of the National Energy Technology Laboratoryís Regional University Alliance (NETL-RUA). Working through the NETL-RUA, the authors have spent the last four years collaborating on the development of a high-fidelity OTS for an Integrated Gasification Combined Cycle (IGCC) power plant with CO{sub 2} capture that is the cornerstone of the AVESTARTM (Advanced Virtual Energy Simulation Training And Research) Center with sister facilities at NETL and WVU in Morgantown, WV. This OTS is capable of real-time dynamic simulation of IGCC plant operation, including start-up, shut-down, and power demand load following. The dynamic simulator and its human machine interfaces (HMIs) are based on the DYNSIM and InTouch software, respectively, from Invensys Operations Management. The purpose of this presentation is to discuss the authorsí experiences in using this sophisticated dynamic simulation-based OTS as a hands-on teaching tool in the undergraduate chemical engineering curriculum. At present, the OTS has been used in two separate courses: a new process simulation course and a traditional process control course. In the process simulation course, concepts of steady-state and dynamic simulations were covered prior to exposing the students to the OTS. Moreover, digital logic and the concept of equipment requiring one or more permissive states to be enabled prior to successful operation were also covered. Students were briefed about start-up procedures and the importance of following a predetermined sequence of actions in order to start-up the plant successfully. Student experience with the dynamic simulator consisted of a six-hour training session in which the Claus sulfur capture unit of the IGCC plant was started up. The students were able to operate the simulator through the InTouch-based HMI displays and study and understand the underlying dynamic modeling approach used in the DYNSIM-based simulator. The concepts learned during the training sessions were further reinforced when students developed their own DYNSIM models for a chemical process and wrote a detailed start-up procedure. In the process control course, students learned how the plant responds dynamically to changes in the manipulated inputs, as well as how the control system impacts plant performance, stability, robustness and disturbance rejection characteristics. The OTS provided the opportunity to study the dynamics of complicated, ďreal-lifeĒ process plants consisting of hundreds of pieces of equipment. Students implemented ideal forcing functions, tracked the time-delay through the entire plant, studied the response of open-loop unstable systems, and learned ďgood practicesĒ in control system design by taking into account the real-world events where significant deviations from the ďidealĒ or ďexpectedĒ response can occur. The theory of closed-loop stability was reinforced by implementing limiting proportional gain for stability limits of real plants. Finally, students were divided into several groups where each group was tasked to control a section of the plant within a set of operating limits in the face of disturbances and simulated process faults. At the end of this test, they suggested ways to improve the control system performance based on the theory they learned in class and the hands-on experience they earned while working on the OTS.

Education and Training in Radiochemistry Ė The NAMP Initiative

In 2009, the nuclear industry employed approximately 120,000 people. Nearly 38 percent of the nuclear industry force will be eligible to retire within the next five years. To maintain the current work force, the industry will need to hire approximately 25,000 more workers by 2015. Given that the current radiochemistry workforce is approaching the age for retirement and that a limited number of US universities provide experience with radiochemistry, the United States is faced with a growing demand for the education and training of scientists in the radiochemistry arena. Furthermore, it is critical that the US maintains global leadership in the next generation of safe nuclear energy technology from both a national security and environmental perspective. This will require a robust program that focuses entirely on educating and training the next generation of radiochemists in subjects such as 1- radioanalysis of actinides and radioelements not only in the environment but in medium pertinent to the back end of the nuclear fuel cycle, 2- speciation of radionuclides, 3- detection methods, 4- safeguards etcÖ Therefore, the National Analytical Management Program (NAMP) has organized a subcommittee focusing on training and education in radiochemistry. Through the efforts of this subcommittee, NAMP has established collaborative associations to foster the exchange of scientific and technical information with professors in radiochemistry programs at different universities. This paper will present our accomplishments and the development of a curriculum for an intermediate radiochemistry course in cooperation with the EPA. These short (2-hour) webinar presentations on specific radiochemistry topics have been developed and will be presented. The webinars are recorded and will become a library or collection of information for on-line access from the NAMP website.

Training programs at DOE nuclear facilities should provide well- trained, qualified personnel to safely and efficiently operate the facilities in accordance with DOE requirements. A need has been identified for guidance regarding analysis, design, development, implementation, and evaluation of consistent and reliable performance-based training programs. Accreditation of training programs at Category A reactors and high-hazard and selected moderate-hazard nonreactor facilities will assure consistent, appropriate, and cost-effective training of personnel responsible for the operation, maintenance, and technical support of these facilities. Training programs that are designed and based on systematically job requirements, instead of subjective estimation of trainee needs, yield training activities that are consistent and develop or improve knowledge, skills, and abilities that can be directly related to the work setting. Because the training is job-related, the content of these programs more efficiently and effectively meets the needs of the employee. Besides a better trained work force, a greater level of operational reactor safety can be realized. This manual is intended to provide an overview of the accreditation process and a brief description of the elements necessary to construct and maintain training programs that are based on the requirements of the job. Two comparison manuals provide additional information to assist contractors in their efforts to accredit training programs.

The Electric Power Research Institute (EPRI), through its Nondestructive Examination (NDE) Center in Charlotte, North Carolina, has identified two specific categories of NDE training to best serve the industry's need for enhanced personnel qualification programs. These categories include in-service inspection (ISI) training and technical skills training. The ISI training provides operator training in new NDE technology areas that are ready for field application. The technical skills training is developed as part of a long-range plan to support all basic NDE methods typical to the electric power industry. The need for specific training and better documentation of NDE personnel qualifications is becoming more evident. ASME Section XI requirements for the qualification and certification of visual examiners and the recognition by the US Nuclear Regulatory Commission (NRC) of the importance of the ultrasonic (UT) operator in finding intergranular stress corrosion cracking (IGSCC) are two of the major issues being addressed by the training task of the EPRI NDE Center. The overall intent of the center's training is to meet the most critical utility needs with quality training that can be used by the trainee's employer as a part of their certification of that individual. To do this, the center has organized and activated a carefully maintained documentation and records systems built around the continuing education unit (CEU).

The 2011 edition of (Field Manual) FM 7-0 reflected the Armyís unit training and leader development concepts borne from a decade of persistent combat operations. Army Doctrine Publication (ADP) 7-0, Training Units and Developing Leaders, re-establishes fundamental training and leader development concepts and processes for the U.S. Army. Training doctrine is again based on the Armyís operations and planning processes, now defined by ADP 3-0, Unified Land Operations, and ADP 5-0, The Operations Process. Mission command makes the commander responsible for unit readiness and leader development. Unit commanders must be the subject matter experts. Commanders cannot delegate oversight of unit training and leader development to subordinates. The commanderís physical presence at training sends a clear message to subordinatesóunit training and leader development are the most important things the unit does when it is not actively engaged in operations. Unit training and leader development are inextricably linked. Good training supports leader development and good leaders develop good training programs for

Training a Binary Classifier with the Quantum Adiabatic Algorithm

This paper describes how to make the problem of binary classification amenable to quantum computing. A formulation is employed in which the binary classifier is constructed as a thresholded linear superposition of a set of weak classifiers. The weights in the superposition are optimized in a learning process that strives to minimize the training error as well as the number of weak classifiers used. No efficient solution to this problem is known. To bring it into a format that allows the application of adiabatic quantum computing (AQC), we first show that the bit-precision with which the weights need to be represented only grows logarithmically with the ratio of the number of training examples to the number of weak classifiers. This allows to effectively formulate the training process as a binary optimization problem. Solving it with heuristic solvers such as tabu search, we find that the resulting classifier outperforms a widely used state-of-the-art method, AdaBoost, on a variety of benchmark problems. Moreover, we discovered the interesting fact that bit-constrained learning machines often exhibit lower generalization error rates. Changing the loss function that measures the training error from 0-1 loss to least squares maps the training to quadratic unconstrained binary optimization. This corresponds to the format required by D-Wave's implementation of AQC. Simulations with heuristic solvers again yield results better than those obtained with boosting approaches. Since the resulting quadratic binary program is NP-hard, additional gains can be expected from applying the actual quantum processor.

Abstract summary Variable loads along the power train are the primary cause attributed to the failure of gears, bearings, and other mechanical components. The concept of anticipatory control applied to a wind power train is presented. This new approach to power train load management is based on the data reflecting the current status of the power train. The model driving the optimization of the power train loads considers four different objectives, including minimization of the torque variability and power maximization. A software tool for power train load management is presented. This new approach to power train load control is based on the data reflecting the current status of the power train. A device for radially translating radiation in which a right circular cylinder is provided at each end thereof with conical prism faces. The faces are oppositely extending and the device may be severed in the middle and separated to allow access to the central part of the beam. Radiation entering the input end of the device is radially translated such that radiation entering the input end at the perimeter is concentrated toward the output central axis and radiation at the input central axis is dispersed toward the output perimeter. Devices are disclosed for compressing beam energy to enhance drilling techniques, for beam manipulation of optical spatial frequencies in the Fourier plane and for simplification of dark field and color contrast microscopy. Both refracting and reflecting devices are disclosed.

Livermore's 2004 R&D 100 Awards: Magnetically Levitated Train Takes Flight

the 1960s, transportation industry planners have sought an energy-efficient design for a train that can glide through air at speeds up to 500 kilometers per hour. This type of train, called a magnetically levitated (maglev) train, is thought to be a viable solution to meet the nation's growing need for intercity and urban transportation networks. However, despite some promising developments, unresolved concerns with the operation and safety of maglev trains has prevented the transition from demonstration model to commercial development. Inductrack, a maglev system originally conceived by Livermore physicist Richard Post, is designed to address these issues. Post's work on Inductrack began with funding from Livermore's Laboratory Directed Research and Development Program, and in 2003, the technology was licensed to General Atomics (GA) in San Diego for train and transit system applications. This year, members of the Livermore-GA team received an R&D 100 Award for Inductrack's development. Inductrack uses permanent magnets to produce the magnetic fields that levitate the train and provides economic and operational advantages over other maglev systems. It can be adapted to both high-speed and urban-speed environments. In the event of a power failure, the train slows gradually until it comes to rest on its auxiliary wheels. The maintenance requirements for Inductrack are also lower than they are for other systems, plus it has a short turning radius and is designed for quiet operation. Previous designs for maglev systems did not offer the energy efficiency or safety protections that are in the Inductrack design. Electromagnetic systems (EMS) use powered electromagnets to levitate the train. However, these systems are based on magnetic attraction rather than repulsion and thus are inherently unstable. In EMS trains, the levitation gap--the separation between the magnet pole faces and the iron rail--is only about 10 millimeters and, during operation, must be maintained to within {+-}1 millimeter. Position sensors and electronic feedback systems are required to control the magnetic current and to compensate for the inherent instability. This requirement, plus the onboard source of emergency power required to ensure operational safety during a sudden power loss, increases the complexity of EMS trains. In contrast, in electrodynamic systems (EDS), large superconducting magnet coils mounted on the sides of the train generate high-intensity magnetic field poles. Interaction of the current between the coils and the track levitates the train. At operating speeds (above a liftoff speed of about 100 kilometers per hour), the magnetic levitation force balances the weight of the car at a stable position. EDS trains do not require the feedback control systems that EMS trains use to stabilize levitation. However, the superconducting magnetic coils must be kept at temperatures of only 5 kelvins, so costly electrically powered cryogenic equipment is required. Also, passengers, especially those with pacemakers, must be shielded from the high magnetic fields generated by the superconductors.

Integrated services and turnkey operations are becoming the norm for the industry, and oilfield service companies are finding themselves linked with operators and contractors in long-term service contracts that would never have been considered in the 1980`s. In this paper, the authors discuss a unique simulator that can resolve the training needs that have surfaced as a result of the rapidly changing operational concepts in the oilfield environment. They will present the concepts of the equipment simulator and capabilities of the global simulator methodology, and they will use an actual case history to describe in detail how the equipment simulator was used offshore on a recent well-test job in the Gulf Coast area to introduce a new well-test tool and to train a new design engineer.
