    Industry Initiatives for Science and Math Education (IISME) in the San Francisco Bay Area planned and convened the second national conference for representatives of scientific work experience programs for K-12 teachers (SWEPs) at Lawrence Hall of Science, University of California at Berkeley October 13-14, 1994. The goal of this conference was to further strengthen the growing community of SWEP managers and teacher participants by providing an opportunity for sharing expertise and strategies about the following: (1) How SWEPs can complement and stimulate systemic education reform efforts; (2) Assessment strategies piloted by the ambitious multi-site evaluation project funded by the U.S. Department of Energy (DOE) as well as smaller evaluation projects piloted by other SWEPs; (3) Expanding and strengthening the base of teachers served by SWEPs; (4) Ensuring that SWEPs adequately support teachers in affecting classroom transfer and offer {open_quotes}more than just a summerjob{close_quotes}; (5) Sustaining and expanding new programs.     The present invention provides a novel system and method for identifying individuals and for face recognition utilizing facial features for face identification. The system and method of the invention comprise creating facial features or face patterns called face pattern words and face pattern bytes for face identification. The invention also provides for pattern recognitions for identification other than face recognition. The invention further provides a means for identifying individuals based on visible and/or thermal images of those individuals by utilizing computer software implemented by instructions on a computer or computer system and a computer readable medium containing instructions on a computer system for face recognition and identification.

    DOE has conducted trace gas enrichment experiments since the mid 1990s. The FACE Data Management System is a central repository and archive for Free-Air Carbon Dioxide Enrichment (FACE) data, as well as for the related open-top chamber (OTC) experiments. FACE Data Management System is located at DOE’s Carbon Dioxide Information Analysis Center (CDIAC). While the data from the various FACE sites, each one a unique user facility, are centralized at CDIAC, each of the FACE sites presents its own view of its activities and information. For that reason, DOE Data Explorer users are advised to see both the central repository at http://public.ornl.gov/face/index.shtml and the individual home pages of each site. FACTS II, the Aspen FACE Experiment is a multidisciplinary study to assess the effects of increasing tropospheric ozone and carbon dioxide levels on the structure and function of northern forest ecosystems. The Aspen FACE facility is located at the Harshaw Experimental Forest near Rhinelander, Wisconsin. It consists of twelve 30m rings in which the concentrations of carbon dioxide and tropospheric ozone can be controlled. The design provides the ability to assess the effects of these gasses alone, and in combination, on many ecosystem attributes, including growth, leaf development, root characteristics, and soil carbon. Each ring consists of a series of vertical ventpipes which disperse carbon dioxide, ozone or normal air into the center of the ring. This computer controlled system uses signal feedback technology to adjust gas release each second in order to maintain a stable, elevated concentration of carbon dioxide and/or ozone throughout the experimental plot. Because there is no confinement, there is no significant change in the natural, ambient environment other than elevating these trace gas concentrations.     This software distribution contains MATLAB and C++ code to enable identity verification using 3D images that may or may not contain a texture component. The code is organized to support system performance testing and system capability demonstration through the proper configuration of the available user interface. Using specific algorithm parameters the face recognition system has been demonstrated to achieve a 96.6% verification rate (Pd) at 0.001 false alarm rate. The system computes robust facial featuresmore » of a 3D normalized face using Principal Component Analysis (PCA) and Fisher Linear Discriminant Analysis (FLDA). A 3D normalized face is obtained by alighning each face, represented by a set of XYZ coordinated, to a scaled reference face using the Iterative Closest Point (ICP) algorithm. The scaled reference face is then deformed to the input face using an iterative framework with parameters that control the deformed surface regulation an rate of deformation. A variety of options are available to control the information that is encoded by the PCA. Such options include the XYZ coordinates, the difference of each XYZ coordinates from the reference, the Z coordinate, the intensity/texture values, etc. In addition to PCA/FLDA feature projection this software supports feature matching to obtain similarity matrices for performance analysis. NDFF whole-ecosystem manipulation is a flagship experiment of the Terrestrial Carbon Process (TCP) research program of the US Dept. of Energy. It is also a core project of the International Geosphere-Biosphere Program (IGBP) and a contribution to the US Global Change Research Program. The NDFF was developed in conjunction with the National Science Foundation (NSF) and DOE-EPSCoR programs. FACE (Free-Air-Carbon dioxide-Enrichment) technology allows researchers to elevate the carbon dioxide level in large study plots while minimizing ecosystem disturbance. At the NDFF the concentration of CO2 was elevated by 50 percent above the present atmospheric levels in three plots in the Mojave Desert ecosystem, while six other plots remained at the current level. This experimental design provided a large area in which integrated teams of scientists could describe and quantify processes regulating carbon, nutrient, and water balances in desert ecosystems.

    The move to deregulation is pushing power generators at all levels to deal with the contract reformation and stranded investment issues. Both FERC and state commissions recognize that the identification and recovery of the costs stranded by the changes in regulatory policies favoring the unbundling of services must be resolved in this new era. Whether the concept of stranded costs and their recovery is compatible with a competitive market for electricity still awaits final resolution. A new day has come in which the old rules and methods may have little value or offer only slight guidance. Ultimately, utilities and NUGs are the parties who must seek a creative and reasonable solution which is compatible with that elusive standard known as the public interest. They are the stakeholders confronting most of the financial risk caused by the realization of stranded investment or the threat of such a financial loss. What is needed now is a willingness to adopt a whole new philosophy to deal with economic risks that are natural in transitioning to a fully competitive market.

    This report summarizes the carbon-type analysis from 1H and 13C{1H} nuclear magnetic resonance spectroscopy (NMR) of Fuels for Advanced Combustion Engines (FACE) diesel blends, FD-2B, FD 4B, and FD-7B, and makes comparison of the new blends with the original FACE diesel blends, FD 2A, FD 4A, and FD-7A, respectively. Generally, FD-2A and FD-2B are more similar than the A and B blends of FD-4 and FD-7. The aromatic carbon content is roughly equivalent, although the new FACE blends have decreased monoaromatic content and increased di- and tri-cycloaromatic content, as well as a higher overall aromatic content, than the original FACE blends. The aromatic components of the new FACE blends generally have a higher alkyl substitution with longer alkyl substituents. The naphthenic and paraffinic contents remained relatively consistent. Based on aliphatic methyl and methylene carbon ratios, cetane numbers for FD-2A and -2B, and FD-7A and -7B are predicted to be consistent, while the cetane number for FD-4B is predicted to be higher than FD-4A. Overall, the new FACE fuel blends are fairly consistent with the original FACE fuel blends, but there are observable differences. In addition to providing important comparative compositional information on reformulated FACE diesel blends, this report also provides important information about the capabilities of the team at Pacific Northwest National Laboratory in the use of NMR spectroscopy for the detailed characterization and comparison of fuels and fuel blends.

    The problem of moving the equipment of a longwall face from one (the finished) panel to the next has always been an issue critical to any longwall operation. In the United States, moving longwall equipment from panel to panel takes an average of 20 days, and moves as long as 30 days are no exception. With $8 million invested and a 20% return on investment, a longwall move of four weeks represents a $135,000 opportunity loss, in addition to the $200,000 labor required to perform the move and the interest and depreciation related to the equipment. A four to six week move each year will decrease the longwall yearly production by 10% to 15%. For the average US longwall, move time reduction is second only to increasing the system availability in its production improvement potential. The reduction of move time can only be achieved through careful planning, optimal method development, and effective and efficient operational procedures. This handbook has been developed to provide the US coal mining industry with a comprehensive background for and guidance in performing safe and efficient face-to-face moves.

    The once-placid electric utility industry has never seen anything like it. As the money tied up in unfinished nuclear power plants has mounted to alarming levels, banks have turned skittish and investors have fled, raising the threat of bankruptcy for some. But the web of troubles enveloping the utility industry reaches far beyond the nuclear basket cases and the hubbub over atomic power. More plant cancellations - coal as well as nuclear - less access to capital markets, and dwindling sympathy from regulators seem in the cards. Most disconcerting of all, the time-honored system of supplying, pricing, regulating, and financing electricity - a system that was not good enough to avert the present crisis - may be outmoded. If the industry cannot be kept viable, some foresee investor-owned utilities going the way of the private urban mass-transit systems, becoming municipal, state, or even federal entities. Defaults or bankruptcies could also lead to greater concentration, with the stronger utilities picking off the weak. Some analysts, in fact, believe that the main threat posed by the current crisis is that no utility, investor, or lender will be willing to risk money to build capacity required in the future - if only to replace retiring plants. Without strong incentives - running counter to today's market forces - rescue mission is unlikely. The modest prospects for demand growth and the poor economics of new plants are relentlessly bringing the era of big central stations to an end.

    The meltdown of the Cold War was a shock to the systems built to cope with it. At the DOE`s Hanford Site in Washington State, a world-class safeguards and security system was suddenly out of step with the times. The level of protection for nuclear and classified materials was exceptional. But the cost was high and the defense facilities that funded security were closing down. The defense mission had created an umbrella of security over the sprawling Hanford Site. Helicopters designed to ferry special response teams to any trouble spot on the 1,456 square-kilometer site made the umbrella analogy almost literally true. Facilities were grouped into areas, fenced off like a military base, and entrance required a badge check for everyone. Within the fence, additional rings of protection were set up around security interests or targets. The security was effective, but costly to operate and inconvenient for employees and visitors alike. Moreover, the umbrella meant that virtually all employees needed a security clearance just to get to work, whether they worked on classified or unclassified projects. Clearly, some fundamental rethinking of safeguards and security was needed. The effort to meet that challenge is the story of transition at Hanford and documented here.

    The present invention provides methods for preventing low train voltages and managing interference, thereby improving the efficiency, reliability, and passenger comfort associated with commuter trains. An algorithm implementing neural network technology is used to predict low voltages before they occur. Once voltages are predicted, then multiple trains can be controlled to prevent low voltage events. Further, algorithms for managing inference are presented in the present invention. Different types of interference problems are addressed in the present invention such as "Interference. During Acceleration", "Interference Near Station Stops", and "Interference During Delay Recovery." Managing such interference avoids unnecessary brake/acceleration cycles during acceleration, immediately before station stops, and after substantial delays. Algorithms are demonstrated to avoid oscillatory brake/acceleration cycles due to interference and to smooth the trajectories of closely following trains. This is achieved by maintaining sufficient following distances to avoid unnecessary braking/accelerating. These methods generate smooth train trajectories, making for a more comfortable ride, and improve train motor reliability by avoiding unnecessary mode-changes between propulsion and braking. These algorithms can also have a favorable impact on traction power system requirements and energy consumption.

    The U.S. government has been assisting the Russian Federation (RF) Ministry of Defense (MOD) for many years with nuclear weapons transportation security (NWTS) through the provision of specialized guard escort railcars and cargo railcars with integrated physical security and communication systems, armored transport vehicles, and armored escort vehicles. As a natural continuation of the NWTS program, a partnership has been formed to construct a training center that will provide counterterrorism training to personnel in all branches of the RF MOD. The Abramovo Counterterrorism Training Center (ACTC) is a multinational, multiagency project with funding from Canada, RF and the U.S. Departments of Defense and Energy. ACTC will be a facility where MOD personnel can conduct basic through advanced training in various security measures to protect Category IA material against the threat of terrorist attack. The training will enhance defense-in-depth principles by integrating MOD guard force personnel into the overall physical protection systems and improving their overall response time and neutralization capabilities. The ACTC project includes infrastructure improvements, renovation of existing buildings, construction of new buildings, construction of new training facilities, and provision of training and other equipment. Classroom training will be conducted in a renovated training building. Basic and intermediate training will be conducted on three different security training areas where various obstacles and static training devices will be constructed. The central element of ACTC, where advanced training will be held, is the 'autodrome,' a 3 km road along which various terrorist events can be staged to challenge MOD personnel in realistic and dynamic nuclear weapons transportation scenarios. This paper will address the ACTC project elements and the vision for training development and integrating this training into actual nuclear weapons transportation operations.

    This Handbook describes an implementation process for core training as recommended in Implementation Guide G441.12, Radiation Safety Training, and as outlined in the DOE Radiological Control Standard (RCS). The Handbook is meant to assist those individuals within the Department of Energy, Managing and Operating contractors, and Managing and Integrating contractors identified as having responsibility for implementing core training recommended by the RCS. This training is intended for radiological workers to assist in meeting their job-specific training requirements of 10 CFR 835. While this Handbook addresses many requirements of 10 CFR 835 Subpart J, it must be supplemented with facility-specific information to achieve full compliance.

The goal of the Oak Ridge FACE Experiment on C02 Enrichment of Sweetgum is to understand how the eastern deciduous forest will be affected by C02 enrichment of the atmosphere, and what are the feedbacks from the forest to the atmosphere. This goal is being approached by measuring the integrated response of an intact forest ecosystem, with a focus on stand-level mechanisms. The facility, comprising five 25-m plots was constructed in a deciduous forest on the Oak Ridge National Environmental Research Park. The study site is a sweetgum (Liquidambar styraciflua) monoculture planted in 1988. This closed-canopy, 18-m tall stand offers the opportunity for rigorous tests of hypotheses that address the essential features of a forest stand and how they could influence the responses to CO2. The facility was established with support from the ORNL Director's R&D Fund and the Biological and Environmental Research program of the U. S. Department of Energy Office of Science. Additional support was provided by the Terrestrial Ecology and Global Change (TECO) program through the National Science Foundation.     On August 14, 2003, the largest blackout in the history of the North American electricity grid occurred. The four root causes identified by the blackout investigation team were inadequate system understanding, inadequate situational awareness, inadequate tree trimming, and inadequate reliability coordinator diagnostic support. Three of these four root causes can be attributed to deficiencies in training, communication, and the tools used by the control room operators. Using the issues revealed in the August 14, 2003 blackout, and addressing concerns associated with the security of control systems, the Pacific Northwest National Laboratory (PNNL) developed a hands-on training curriculum that utilizes a dispatcher training simulator to evoke loss of situational awareness by the dispatcher. PNNL performed novel changes to the dispatcher training software in order to accomplish this training. This presentation will describe a vision for a future training environment that will incorporate hands-on training with a dispatcher training simulator in a realistic environment to train operators to recognize and respond to cyber security issues associated with their control systems.

    Despite being increasingly easy to acquire, 3D data is rarely used for face-based biometrics applications beyond identification. Recent work in image-based demographic biometrics has enjoyed much success, but these approaches suffer from the well-known limitations of 2D representations, particularly variations in illumination, texture, and pose, as well as a fundamental inability to describe 3D shape. This paper shows that simple 3D shape features in a face-based coordinate system are capable of representing many biometric attributes without problem-specific models or specialized domain knowledge. The same feature vector achieves impressive results for problems as diverse as age estimation, gender classification, and race classification.

    The present invention provides methods for preventing low train voltages and managing interference, thereby improving the efficiency, reliability, and passenger comfort associated with commuter trains. An algorithm implementing neural network technology is used to predict low voltages before they occur. Once voltages are predicted, then multiple trains can be controlled to prevent low voltage events. Further, algorithms for managing inference are presented in the present invention. Different types of interference problems are addressed in the present invention such as "Interference During Acceleration", "Interference Near Station Stops", and "Interference During Delay Recovery." Managing such interference avoids unnecessary brake/acceleration cycles during acceleration, immediately before station stops, and after substantial delays. Algorithms are demonstrated to avoid oscillatory brake/acceleration cycles due to interference and to smooth the trajectories of closely following trains. This is achieved by maintaining sufficient following distances to avoid unnecessary braking/accelerating. These methods generate smooth train trajectories, making for a more comfortable ride, and improve train motor reliability by avoiding unnecessary mode-changes between propulsion and braking. These algorithms can also have a favorable impact on traction power system requirements and energy consumption.

    Testimony at hearings before the Garrison Diversion Compromise Commission claimed that rural consumers in the Upper Midwest could face $5.9 million in electric rate increases if the commission deauthorizes the project and hydroelectric rates go up to pay the costs of the 1944 Pick-Sloan project originally assigned to irrigation. If there is no irrigation development, the revenue that irrigation must raise to repay the $67 million debt assigned to irrigation must be reassigned to hydroelectric power. The commission represents a compromise between supporters and opponents of the Garrison Diversion project. Spokesmen for regional utilities spoke in support of the project as an investment whose costs have escalated because of delays at the expense of economic development in North Dakota.

    The breacher's training aid described in this report was designed to simulate features of magazine and steel-plate doors. The training aid enables breachers to practice using their breaching tools on components that they may encounter when attempting to enter a facility. Two types of fixtures were designed and built: (1) a large fixture incorporates simulated hinges, hasps, lock shrouds, and pins, and (2) a small fixture simulates the cross section of magazine and steel-plate doors. The small fixture consists of steel plates on either side of a structural member, such as an I-beam. The report contains detailed descriptions and photographs of the training aids, assembly instructions, and drawings.

    We develop, analyze, and test a training algorithm for support vector machine cla.'>sifiers without offset. Key features of this algorithm are a new stopping criterion and a set of working set selection strategies that, although inexpensive, do not lead to substantially more iterations than the optimal working set selection strategy. For these working set strategies, we establish convergence rates that coincide with the best known rates for SYMs with offset. We further conduct various experiments that investigate both the run time behavior and the performed iterations of the new training algorithm. It turns out, that the new algorithm needs less iterations and run-time than standard training algorithms for SYMs with offset.

    Over the past 25 years extensive federal legislation involving the handling and transport of hazardous materials/waste has been passed that has resulted in numerous overlapping regulations administered and enforced by different federal agencies. The handling and transport of hazardous materials/waste involves a significant number of workers who are subject to a varying degree of risk should an accident occur during handling or transport. Effective transportation training can help workers address these risks and mitigate them, and at the same time enable ORNL to comply with the federal regulations concerning the transport of hazardous materials/waste. This presentation will outline how the Environmental and Health Protection Division's Technical Resources and Training Section at the Oak Ridge National Laboratory, working with transportation and waste disposal personnel, have developed and implemented a comprehensive transportation safety training program to meet the needs of our workers while satisfying appropriate federal regulations. 8 refs., 3 tabs.

    Commercial Off The Shelf (COTS) software for producing linked virtual tours based on 360 degree panoramas are becoming more and more available. However, the best current products for taking the images, stitching them into 360 degree panoramas, and then linking them together into complex virtual tours require different and incompatible input and output formats. This program is designed to bridge the gap between the iPix Interactive Studio export format, which consists of a single JPEG with the six faces of a cube connected horizontally, with the six individual JPEGs needed to be imported into Panotour Pro software. This report describes how to use the software program Strip2CubeFace, which takes the cube-strip JPEG exported from iPix Studio and coverts it into six JPEGs representing the six cube faces that Panotour Pro imports. As such, it represents a necessary link between the two COTS software programs key to making virtual tours quickly and easily. It becomes one member of the suite of software programs known as %E2%80%9CRaPP-TOURS%E2%80%9D or Rapid Processing of PanoTours Software necessary to simulate managed access and other permission requesting arms control-type training exercises.

The number of nuclear-trained faculty is an indicator of the means for producing nuclear scientists. The currently experienced decline in nuclear faculty is resulting in decreases in graduate students in nuclear fields and a decrease at the undergraduate level of nuclear awareness. An apparent shortfall between supply and demand is identified and discussed.

    This report documents a study with the objective to design and develop methods and techniques to reduce longwall equipment move time by 30 percent. A literature study was performed and general foreign and US longwall move practices were documented. Subsequently, four US longwall moves were studied using existing records and on-site time and method studies. These moves were analyzed to identify the positive and negative aspects with respect to time, manpower use, cost and safety. Recommendations are made for each of the four moves studied and a cost benefit analysis is performed to determine the economic feasibility of the recommendations. The actual results are compared with projected results determined by a Critical Path Model analysis of a move incorporating the recommendations. General recommendations are made for improving face-to-face move performance.

    Dig-face characterization is a method to improve the safety and efficiency during hazardous waste retrieval. A dig-face characterization system consists of on-site hardware for collecting detailed information on the changing chemical, radiological, and physical conditions in the subsurface throughout a hazardous site excavation. The dig-face characterization concept originated at the Idaho National Engineering Laboratory where it has been under development since 1992. In August 1995, a prototype dig-face system was taken to Mound Laboratory, Ohio, to monitor a hazardous waste site excavation. Mound Area 7 was the site of previous disposal of {sup 232}Th, {sup 227}Ac, and other waste. The dig-face characterization system was used to monitor a 20-ft x 20-ft x 5-ft-deep excavation intended to remove the {sup 227}Ac contaminated soils. Radiological, geophysical, and topographical sensors were scanned across each of four successive excavated soil levels, each 1-ft to 2-ft thick. The radiation sensors produced highly detailed images showing the location of the contaminants {sup 232}Th and {sup 227}Ac, and the clear delineation between them. When combined into a single data set, the four levels of collected data produced a three dimensional image of the contamination. The radiation sensor data indicated that only a small portion of the excavated soil was actually contaminated. The information produced by the dig-face system was used to direct precise excavation activities in the area containing the {sup 227}Ac and to plan subsequent removal of the separate {sup 232}Th plume.

    Inelastic neutron scattering and nuclear resonant inelastic x-ray scattering were used to determine the phonon densities of states of face-centered-cubic Ni-Fe alloys. Increasing Fe concentration results in an average softening of the phonon modes. Chemical ordering of the Ni0.72Fe0.28 alloy results in a reduction of the partial vibrational entropy of the Fe atoms but does not significantly change the partial vibrational entropy of the Ni atoms. Changes in the phonon densities of states with composition and chemical ordering are discussed and analyzed with a cluster expansion method.

    CLC secondary active transporters exchange Cl - for H + . Crystal structures have suggested that the conformational change from occluded to outward-facing states is unusually simple, involving only the rotation of a conserved glutamate (Glu ex ) upon its protonation. Using 19 F NMR, we show that as [H + ] is increased to protonate Glu ex and enrich the outward-facing state, a residue ~20 Å away from Glu ex , near the subunit interface, moves from buried to solvent-exposed. Consistent with functional relevance of this motion, constriction via inter-subunit cross-linking reduces transport. Molecular dynamics simulations indicate thatmore » the cross-link dampens extracellular gate-opening motions. In support of this model, mutations that decrease steric contact between Helix N (part of the extracellular gate) and Helix P (at the subunit interface) remove the inhibitory effect of the cross-link. Together, these results demonstrate the formation of a previously uncharacterized 'outward-facing open' state, and highlight the relevance of global structural changes in CLC function.« less

  4. Soliton trains in motion

    Two solitons in an optical fiber can form pairs in which the double-humped shape is maintained even when the pair is shifted in frequency by the Raman effect. We show here analytically that this is possible even when the two solitons have unequal power. We discuss the forces that cause relative motion of the two solitons, and determine a condition for balance, i.e., for a pair to maintain their separation while the phase keeps evolving. At a specific parameter point we find a solution in which even the phase profile of the pulse pair is maintained. We then discuss that this special point exists also for multipeak structures, or soliton trains. These trains can move as an entity due to Raman shifting. The results are tested by numerical simulation. A comparison to literature reveals that both the rotating phase pair and the constant phase soliton pair apparently have been seen before by others in numerical simulations. Our treatment provides the general framework.

    For the past few years, US incinerators have been at odds with thermal waste processors such as cement kilns. Originally, there was enough room in the industrial waste treatment market for both types of treatment. As waste generators turned to pollution prevention and onsite treatment, however, the volume of waste decreased and its composition changed. Now, each sees the other crowding it out of a tightening market, and the fight between them is growing increasingly bitter. At the center of this battle are the products of alternative thermal processes--for cement kilns, the dust formed after processing, and for other processes, a variety of materials, many of which can be used for construction. Currently, these materials are exempted from regulation under the US Resource Conservation and Recovery Act (RCRA). In addition, the alternative processes offer generators a significant cost advantage over incineration. The question that US regulators are now grappling with is whether these materials are safe enough to justify this preferential treatment. So far, the answer seems to be a qualified yes. The paper discusses these issues.

    The effects of Al layers deposited on graphene grown on C-face SiC substrates are investigated before and after subsequent annealing using low energy electron diffraction (LEED), photoelectron spectroscopy, and angle resolved photoemission. As-deposited layers appear inert. Annealing at a temperature of about 400?C initiates migration of Al through the graphene into the graphene/SiC interface. Further annealing at temperatures from 500?C to 700?C induces formation of an ordered compound, producing a two domain ?7??7R19 LEED pattern and significant changes in the core level spectra that suggest formation of an Al-Si-C compound. Decomposition of this compound starts after annealing at 800?C, and at 1000?C, Al is no longer possible to detect at the surface. On Si-face graphene, deposited Al layers did not form such an Al-Si-C compound, and Al was still detectable after annealing above 1000?C.

    TRAIN-UNIX is used to track training requirements, qualifications, training completion and schedule training, classrooms and instructors. TRAIN-UNIX is a requirements-based system. When the identified training requirements for specific jobs are entered into the system, the employees manager or responsible training person assigns jobs to an employee. TRAIN-UNIX will then assemble an Individual Training Plan (ITP) with all courses required. ITP''s can also be modified to add any special training directed or identified by management, bestmore » business practices, procedures, etc. TRAIN-UNIX also schedules and tracks conferences, seminars, and required reading. TRAIN-UNIX is a secure database system on a server accessible via the network. Access to the user functions (scheduling, data entry, ITP modification etc.) within TRAIN-UNIX are granted by function, as needed, by the system administrator. An additional level of security allows those who access TRAIN-UNIX to only add, modify or view information for the organizations to which they belong. TRAIN-UNIX scheduling function allows network access to scheduling of students. As a function of the scheduling process, TRAIN-UNIX checks to insure that the student is a valid employee, not double booked, and the instructor and classroom are not double booked. TRAIN-UNIX will report pending lapse of courses or qualifications. This ability to know the lapse of training along with built in training requesting function allows the training deliverers to forecast training needs.« less

    The Sequestration Training, Outreach, Research and Education (STORE) Alliance at The University of Texas at Austin completed its activity under Department of Energy Funding (DE- FE0002254) on September 1, 2013. The program began as a partnership between the Institute for Geophysics, the Bureau of Economic Geology and the Petroleum and Geosystems Engineering Department at UT. The initial vision of the program was to promote better understanding of CO2 utilization and storage science and engineering technology through programs and opportunities centered on training, outreach, research and technology transfer, and education. With over 8,000 hrs of formal training and education (and almost 4,500 of those hours awarded as continuing education credits) to almost 1,100 people, STORE programs and activities have provided benefits to the Carbon Storage Program of the Department of Energy by helping to build a skilled workforce for the future CCS and larger energy industry, and fostering scientific public literacy needed to continue the U.S. leadership position in climate change mitigation and energy technologies and application. Now in sustaining mode, the program is housed at the Center for Petroleum and Geosystems Engineering, and benefits from partnerships with the Gulf Coast Carbon Center, TOPCORP and other programs at the university receiving industry funding.

    ROVER (Roll Over Vehicle for Emergency Response) is a specially designed and constructed unit built to allow emergency response personnel and LPG industry employees to get ``up close and personal`` with the type of equipment used for the highway transportation of liquefied petroleum gas (LPG). This trailer was constructed to simulate an MC 331 LPG trailer. It has all the valves, piping and emergency fittings found on highway tankers. What makes this unit different is that it rolls over and opens up to allow program attendees to climb inside the trailer and see it in a way they have never seen one before. The half-day training session is composed of a classroom portion during which attendees will participate in a discussion of hazardous material safety, cargo tank identification and construction. The specific properties of LPG, and the correct procedures for dealing with an LPG emergency. Attendees will then move outside to ROVER, where they will participate in a walkaround inspection of the rolled over unit. All fittings and piping will be representative of both modern and older equipment. Participants will also be able to climb inside the unit through a specially constructed hatch to view cutaway valves and interior construction. While the possibility of an LPG emergency remains remote, ROVER represents Amoco`s continuing commitment to community, education, and safety.

The handbook was prepared primarily for DOE nuclear facilities, but the information can be effectively used by any other type of facility. DOE nuclear, DOE non-nuclear, commercial nuclear reactor, fuel fabrication, chemical processing, or other types of facilities may also apply the principles of this approach and find it useful and applicable to local needs. The handbook provides DOE and contractor operating organizations with concepts and guidance regarding the use of alternative techniques to implement a systematic approach to training (SAT). The techniques described in this handbook are endorsed by DOE and use of the guidance in this handbook is appropriate for establishment of technical training programs at DOE nuclear facilities. The use of guidance on selection and implementation of appropriate training approaches after consideration of job complexity, the consequences of error based on risk/hazard potential, and available training media should result in effective and efficient training programs. The information presented in this handbook can be used to grade the level of effort and formality used in developing training programs.

    The Unites States-Japan Workshop P-165 brought together approximately 60 scientists and engineers to discuss critical topics of plasma facing materials and components for the next-step fusion device. In addition to the United States and Japanese participants, there were several guest attendees from Europe. The international makeup of the participants greatly enhanced the success of the workshop. The author jointly chaired a workshop session entitled Impact of Neutron Effects to Plasma Facing Materials and Plasma Facing Component (PFC) Feasibilities for the International Thermonuclear Experimental Reactor (ITER),'' and presented an overview paper on neutron effects and materials selection for the next-step plasma facing devices. The author presented his work on the effects of neutron irradiation on graphites and carbon-carbon (c/c) composite materials, which are strong candidate materials for PFC's in ITER. The workshop addressed many issues of current concern to the PFC/PFM community including: plasma erosion of PFM's; trapping/detrapping of hydrogen isotopes; large machine operating experience; and extent of the materials database.

    The ability to gather, analyze and make decisions based on real world data is changing nearly every field of human endeavor. These changes are particularly challenging for software engineers working in a scientific community, designing and developing large, complex systems. To avoid the creation of a communications gap (almost a language barrier), the software engineers should possess an ‘adaptive’ skill. In the science and engineering research community, the software engineers must be responsible for more than creating mechanisms for storing and analyzing data. They must also develop a fundamental scientific and engineering understanding of the data. This paper looks at the many faces that a software engineer should have: developer, domain expert, business analyst, security expert, project manager, tester, user experience professional, etc. Observations made during work on a power-systems scientific software development are analyzed and extended to describe more generic software development projects.

The faces are oppositely extending and the device may be severed in the middle and separated to allow access to the central part of the beam. Radiation entering the input end of the device is radially translated such that radiation entering the input end at the perimeter is concentrated toward the output central axis and radiation at the input central axis is dispersed toward the output perimeter. Devices are disclosed for compressing beam energy to enhance drilling techniques, for beam manipulation of optical spatial frequencies in the Fourier plane and for simplification of dark field and color contrast microscopy.     Progress in sustainability science is hindered by challenges in creating and managing complex data acquisition, processing, simulation, post-processing, and intercomparison pipelines. To address these challenges, we developed the Framework to Advance Climate, Economic, and Impact Investigations with Information Technology (FACE-IT) for crop and climate impact assessments. This integrated data processing and simulation framework enables data ingest from geospatial archives; data regridding, aggregation, and other processing prior to simulation; large-scale climate impact simulations with agricultural and other models, leveraging high-performance and cloud computing; and post-processing to produce aggregated yields and ensemble variables needed for statistics, for model intercomparison, and to connect biophysical models to global and regional economic models. FACE-IT leverages the capabilities of the Globus Galaxies platform to enable the capture of workflows and outputs in well-defined, reusable, and comparable forms. We describe FACE-IT and applications within the Agricultural Model Intercomparison and Improvement Project and the Center for Robust Decision-making on Climate and Energy Policy.

    The Fermilab Operations Department takes about two years to train a new Operator. The Operator's introductory (Concepts) On-the-Job-Training (OJT) gives him or her an overview of the laboratory, teaches the basic facts about all the accelerators, and it also teaches the new operator the training process used for all the rest of their OJT training. The Concepts OJT takes about four to six months for most people to complete.     sequence of actions in order to start-up the plant successfully. Student experience with the dynamic simulator consisted of a six-hour training session in which the Claus sulfur capture unit of the IGCC plant was started up. The students were able to operate the simulator through the InTouch-based HMI displays and study and understand the underlying dynamic modeling approach used in the DYNSIM-based simulator. The concepts learned during the training sessions were further reinforced when students developed their own DYNSIM models for a chemical process and wrote a detailed start-up procedure. In the process control course, students learned how the plant responds dynamically to changes in the manipulated inputs, as well as how the control system impacts plant performance, stability, robustness and disturbance rejection characteristics. The OTS provided the opportunity to study the dynamics of complicated, “real-life” process plants consisting of hundreds of pieces of equipment. Students implemented ideal forcing functions, tracked the time-delay through the entire plant, studied the response of open-loop unstable systems, and learned “good practices” in control system design by taking into account the real-world events where significant deviations from the “ideal” or “expected” response can occur. The theory of closed-loop stability was reinforced by implementing limiting proportional gain for stability limits of real plants. Finally, students were divided into several groups where each group was tasked to control a section of the plant within a set of operating limits in the face of disturbances and simulated process faults. At the end of this test, they suggested ways to improve the control system performance based on the theory they learned in class and the hands-on experience they earned while working on the OTS.

    The Joint Research Center as part of its support program to Euratom safeguards, is developing a line of unattended systems for fresh fuel assemblies in fabrication plants (low enrichment and mixed oxide). These systems combine neutron coincidence counting in the form of a neutron collar and a vision system for identification of the fuel assembly. The system is unattended, i.e. it is integrated into the production flow of the facility, and there is no inspector presence during verification measurement. The facility operator loads the assembly into the unattended measurement station which then automatically starts its predefined measurement cycle without the intervention of the facility operator. The station positions the collar according to a programming strategy for each assembly type and loads/unloads its own AmLi source for active and passive measurements. This paper is a discussion of the training requirements for such a system and the development of multimedia training aids to meet these requirements.

    In 2009, the nuclear industry employed approximately 120,000 people. Nearly 38 percent of the nuclear industry force will be eligible to retire within the next five years. To maintain the current work force, the industry will need to hire approximately 25,000 more workers by 2015. Given that the current radiochemistry workforce is approaching the age for retirement and that a limited number of US universities provide experience with radiochemistry, the United States is faced with a growing demand for the education and training of scientists in the radiochemistry arena. Furthermore, it is critical that the US maintains global leadership in the next generation of safe nuclear energy technology from both a national security and environmental perspective. This will require a robust program that focuses entirely on educating and training the next generation of radiochemists in subjects such as 1- radioanalysis of actinides and radioelements not only in the environment but in medium pertinent to the back end of the nuclear fuel cycle, 2- speciation of radionuclides, 3- detection methods, 4- safeguards etc… Therefore, the National Analytical Management Program (NAMP) has organized a subcommittee focusing on training and education in radiochemistry. Through the efforts of this subcommittee, NAMP has established collaborative associations to foster the exchange of scientific and technical information with professors in radiochemistry programs at different universities. This paper will present our accomplishments and the development of a curriculum for an intermediate radiochemistry course in cooperation with the EPA. These short (2-hour) webinar presentations on specific radiochemistry topics have been developed and will be presented. The webinars are recorded and will become a library or collection of information for on-line access from the NAMP website.

A need has been identified for guidance regarding analysis, design, development, implementation, and evaluation of consistent and reliable performance-based training programs. Accreditation of training programs at Category A reactors and high-hazard and selected moderate-hazard nonreactor nuclear facilities will assure consistent, appropriate, and cost-effective training of personnel responsible for the operation, maintenance, and technical support of these facilities. Training programs that are designed and based on systematically determined job requirements, instead of subjective estimation of trainee needs, yield training activities that are consistent and develop or improve knowledge, skills, and abilities that can be directly related to the work setting. Because the training is job-related, the content of these programs more efficiently and effectively meets the needs of the employee. Besides a better trained work force, a greater level of operational reactor safety can be realized. This manual is intended to provide an overview of the accreditation process and a brief description of the elements necessary to construct and maintain training programs that are based on the requirements of the job. Two companion manuals provide additional information to assist contractors in their efforts to accredit training programs.

    Experiments on ultracold attractive Bose-Einstein condensates (BECs) have demonstrated that at low dimensions atomic clouds can form localized objects, propagating for long times without significant changes in their shapes and attributed to bright matter-wave solitons, which are coherent objects. We consider the dynamics of bright soliton trains from the perspective of many-boson physics. The fate of matter-wave soliton trains is actually to quickly lose their coherence and become macroscopically fragmented BECs. The death of the coherent matter-wave soliton trains gives birth to fragmented objects, whose quantum properties and experimental signatures differ substantially from what is currently assumed.

    A wave energy absorber comprising a caisson mountable on the seaside surface of an existing breakwater or coastal embankment, which caisson has a water chamber with an open side and a rear wall facing the open side. The distance from the open side to the rear wall is longer than one quarter of a wavelength L /SUB c/ in the water chamber so as to generate a standing wave in the water chamber with a node of the standing wave at a distance L /SUB c/ /4 from the rear wall toward the open side. A wave power turbine impeller is pivotally supported in the caisson at the node position, the impeller rotating in only one direction, whereby wave energy is absorbed by the impeller for further conversion into electric or thermal energy. The caisson itself can also be utilized as a breakwater or an embankment.

    GrayQb{trademark} is a novel technology that has the potential to characterize radioactively contaminated areas such as hot cells, gloveboxes, small and large rooms, hallways, and waste tanks. The goal of GrayQb{trademark} is to speed the process of decontaminating these areas, which reduces worker exposures and promotes ALARA considerations. The device employs Phosphorous Storage Plate (PSP) technology as its primary detector material. PSPs, commonly used for medical applications and non-destructive testing, can be read using a commercially available scanner. The goal of GrayQb{trademark} technology is to locate, quantify, and identify the sources of contamination. The purpose of the work documented in this report was to better characterize the performance of GrayQb{trademark} in its ability to present overlay images of the PSP image and the associated visual image of the location being surveyed. The results presented in this report are overlay images identifying the location of hot spots in both controlled and field environments. The GrayQb{trademark} technology has been mainly tested in a controlled environment with known distances and source characteristics such as specific known radionuclides, dose rates, and strength. The original concept for the GrayQb{trademark} device involved utilizing the six faces of a cube configuration and was designed to be positioned in the center of a contaminated area for 3D mapping. A smaller single-faced GrayQb{trademark}, dubbed GrayQb SF, was designed for the purpose of conducting the characterization testing documented in this report. This lighter 2D version is ideal for applications where entry ports are too small for a deployment of the original GrayQb™ version or where only a single surface is of interest. The shape, size, and weight of these two designs have been carefully modeled to account for most limitations encountered in hot cells, gloveboxes, and contaminated areas.     This paper will describe the development of a computer program that was written to assist production units meet the requirements of the management of chance (MOC) section under the OSHA Process Safety Management (PSM) Standard, 29 CFR 1910.119 (1). Areas that will be addressed include: the development of a MOC written policy, pilot testing of change control management procedures, training of operational and maintenance personnel to follow these procedures and final implementation of established chance control measures. Practical {open_quotes}lessons learned{close_quotes} will be reviewed and a description of the use of an Access{sup {trademark}}program that was written to enhance daily MOC equipment and process changes will be highlighted. This program was designed to expedite the required PSM review of changes and to simultaneously trigger an update of related change documentation such as piping and instrumentation diagrams, equipment files, regulatory permits, and unit operating procedures.

    Face haulage equipment used in conjunction with continuous miners (shuttle cars, diesel haulers, battery scoops, and bridge conveyors) was investigated by recording section delay reports for computer analysis to determine the effect of haulage equipment failures and downtime on productivity, pinpoint the causes of machine failures and downtime, and develop the possible design and operational changes required to reduce machine failures and downtime and increase section productivity. For the mobile vehicle type of haulage (shuttle car, diesel hauler, and battery scoop) failure of one unit in multiple unit haulage operations would not normally stop section production. Bridge conveyors as a haulage system provide continuous haulage of section production but when any part of the bridge system fails, the section production is stopped. In the course of this program, it was determined through the use of daily section shift reports on 200 machines that face haulage equipment is responsible for about 40 to 56 minutes of lost section production time per shift. The most prevalent failure for shuttle cars was found to be the trailing cable umbilical. Bridge conveyors had the most trouble with the conveyor subsystem. Discussions of these and other recorded failures are developed with possible solutions outlined for future implementation. This report only covers the face haulage element of the continuous miner system. Companion reports were developed for the continuous miner and roof bolter elements under separate task orders.

    The LLNL work smart standard requires us to provide ongoing laser safety training for a large number of persons on a three-year cycle. In order to meet the standard, it was necessary to find a cost and performance effective method to perform this training. This paper discusses the scope of the training problem, specific LLNL training needs, various training methods used at LLNL, the advantages and disadvantages of these methods and the rationale for selecting web-based laser safety training. The tools and costs involved in developing web-based training courses are also discussed, in addition to conclusions drawn from our training operating experience. The ILSC lecture presentation contains a short demonstration of the LLNL web-based laser safety-training course.

  20. Upward-facing Lithium Flash Evaporator for NSTX-U

    NSTX plasma performance has been significantly enhanced by lithium conditioning [1]. To date, the lower divertor and passive plates have been conditioned by downward facing lithium evaporators (LITER) as appropriate for lower null plasmas. The higher power operation expected from NSTX-U requires double null plasma operation in order to distribute the heat flux between the upper and lower divertors making it desirable to coat the upper divertor region with Li as well. An upward aiming LITER (U-LITER) is presently under development and will be inserted into NSTX-U using a horizontal probe drive located in a 6" upper midplane port. In the retracted position the evaporator will be loaded with up to 300 mg of Li granules utilizing one of the calibrated NSTX Li powder droppers[2]. The evaporator will then be inserted into the vessel in a location within the shadow of the RF limiters and will remain in the vessel during the discharge. About 10 seconds before a discharge, it will be rapidly heated and the lithium completely evaporated onto the upper divertor, thus avoiding the complication of a shutter that prevents evaporation during the shot when the diagnostic shutters are open. The minimal time interval between the evaporation and the start of the discharge will avoid the passivation of the lithium by residual gases and enable the study of the conditioning effects of un-passivated Li surfaces [3]. Two methods are being investigated to accomplish the rapid (few second) heating of the lithium. A resistive method relies on passing a large current through a Li filled crucible. A second method requires using a 3 kW e-beam gun to heat the Li. In this paper the evaporator systems will be described and the pros and cons of each heating method will be discussed.

    This is a report on the Student Science Enrichment Training Program, with special emphasis on chemical and computer science fields. The residential summer session was held at the campus of Claflin College, Orangeburg, SC, for six weeks during 1993 summer, to run concomitantly with the college`s summer school. Fifty participants selected for this program, included high school sophomores, juniors and seniors. The students came from rural South Carolina and adjoining states which, presently, have limited science and computer science facilities. The program focused on high ability minority students, with high potential for science engineering and mathematical careers. The major objective was to increase the pool of well qualified college entering minority students who would elect to go into science, engineering and mathematical careers. The Division of Natural Sciences and Mathematics and engineering at Claflin College received major benefits from this program as it helped them to expand the Departments of Chemistry, Engineering, Mathematics and Computer Science as a result of additional enrollment. It also established an expanded pool of well qualified minority science and mathematics graduates, which were recruited by the federal agencies and private corporations, visiting Claflin College Campus. Department of Energy`s relationship with Claflin College increased the public awareness of energy related job opportunities in the public and private sectors.

  17. Training options for countering nuclear smuggling

    The burden of stopping a nuclear smuggling attempt at the border rests most heavily on the front-line customs inspector. He needs to know how to use the technological tools at his disposal, how to discern tell-tale anomalies in export documents and manifests, how to notice psychological signs of a smuggler's tension, and how to search anything that might hide nuclear material. This means that assistance in the counter-nuclear smuggling training of customs officers is one of the most critical areas of help that the United States can provide. This paper discusses the various modes of specialized training, both in the field and in courses, as well as the types of assistance that can be provided. Training for nuclear customs specialists, and supervisors and managers of nuclear smuggling detection systems is also important, and differs from front-line inspector training in several aspects. The limitations of training and technological tools such as expert centers that will overcome these limitations are also discussed. Training assistance planned by DOE/NN-43 to Russia within the Second Line of Defense program is discussed in the light of these options, and future possibilities for such training are projected.
