    The Training Management Information System (TMIS) is an integrated information system for all training related activities. TMIS is at the leading edge of training information systems used in the nuclear industry. The database contains all the necessary records to confirm the department's adherence to accreditation criteria and houses all test questions, student records and information needed to evaluate the training process. The key to the TMIS system is that the impact of any change (i.e., procedure change, new equipment, safety incident in the commercial nuclear industry, etc.) can be tracked throughout the training process. This ensures the best training can be performed that meets the needs of the employees. TMIS is comprised of six functional areas: Job and Task Analysis, Training Materials Design and Development, Exam Management, Student Records/Scheduling, Evaluation, and Commitment Tracking. The system consists of a VAX 6320 Cluster with IBM and MacIntosh computers tied into an ethernet with the VAX. Other peripherals are also tied into the system: Exam Generation Stations to include mark sense readers for test grading, Production PC's for Desk-Top Publishing of Training Material, and PC Image Workstations. 5 figs.

    DOE has conducted trace gas enrichment experiments since the mid 1990s. The FACE Data Management System is a central repository and archive for Free-Air Carbon Dioxide Enrichment (FACE) data, as well as for the related open-top chamber (OTC) experiments. FACE Data Management System is located at the Carbon Dioxide Information Analysis Center (CDIAC). While the data from the various FACE sites, each one a unique user facility, are centralized at CDIAC, each of the FACE sites presents its own view of its activities and information. For that reason, DOE Data Explorer users are advised to see both the central repository at http://public.ornl.gov/face/index.shtml and the individual home pages of each site. NDFF whole-ecosystem manipulation is a flagship experiment of the Terrestrial Carbon Process (TCP) research program of the US Dept. of Energy. It is also a core project of the International Geosphere-Biosphere Program (IGBP) and a contribution to the US Global Change Research Program. The NDFF was developed in conjunction with the National Science Foundation (NSF) and DOE-EPSCoR programs. FACE (Free-Air-Carbon dioxide-Enrichment) technology allows researchers to elevate the carbon dioxide level in large study plots while minimizing ecosystem disturbance. At the NDFF the concentration of CO2 was elevated by 50 percent above the present atmospheric levels in three plots in the Mojave Desert ecosystem, while six other plots remained at the current level. This experimental design provided a large area in which integrated teams of scientists could describe and quantify processes regulating carbon, nutrient, and water balances in desert ecosystems.

    This report summarizes the carbon-type analysis from 1H and 13C{1H} nuclear magnetic resonance spectroscopy (NMR) of Fuels for Advanced Combustion Engines (FACE) diesel blends, FD-2B, FD 4B, and FD-7B, and makes comparison of the new blends with the original FACE diesel blends, FD 2A, FD 4A, and FD-7A, respectively. Generally, FD-2A and FD-2B are more similar than the A and B blends of FD-4 and FD-7. The aromatic carbon content is roughly equivalent, although the new FACE blends have decreased monoaromatic content and increased di- and tri-cycloaromatic content, as well as a higher overall aromatic content, than the original FACE blends. The aromatic components of the new FACE blends generally have a higher alkyl substitution with longer alkyl substituents. The naphthenic and paraffinic contents remained relatively consistent. Based on aliphatic methyl and methylene carbon ratios, cetane numbers for FD-2A and -2B, and FD-7A and -7B are predicted to be consistent, while the cetane number for FD-4B is predicted to be higher than FD-4A. Overall, the new FACE fuel blends are fairly consistent with the original FACE fuel blends, but there are observable differences. In addition to providing important comparative compositional information on reformulated FACE diesel blends, this report also provides important information about the capabilities of the team at Pacific Northwest National Laboratory in the use of NMR spectroscopy for the detailed characterization and comparison of fuels and fuel blends.

    The present invention provides methods for preventing low train voltages and managing interference, thereby improving the efficiency, reliability, and passenger comfort associated with commuter trains. An algorithm implementing neural network technology is used to predict low voltages before they occur. Once voltages are predicted, then multiple trains can be controlled to prevent low voltage events. Further, algorithms for managing inference are presented in the present invention. Different types of interference problems are addressed in the present invention such as "Interference. During Acceleration", "Interference Near Station Stops", and "Interference During Delay Recovery." Managing such interference avoids unnecessary brake/acceleration cycles during acceleration, immediately before station stops, and after substantial delays. Algorithms are demonstrated to avoid oscillatory brake/acceleration cycles due to interference and to smooth the trajectories of closely following trains. This is achieved by maintaining sufficient following distances to avoid unnecessary braking/accelerating. These methods generate smooth train trajectories, making for a more comfortable ride, and improve train motor reliability by avoiding unnecessary mode-changes between propulsion and braking. These algorithms can also have a favorable impact on traction power system requirements and energy consumption.

    The meltdown of the Cold War was a shock to the systems built to cope with it. At the DOE`s Hanford Site in Washington State, a world-class safeguards and security system was suddenly out of step with the times. The level of protection for nuclear and classified materials was exceptional. But the cost was high and the defense facilities that funded security were closing down. The defense mission had created an umbrella of security over the sprawling Hanford Site. Helicopters designed to ferry special response teams to any trouble spot on the 1,456 square-kilometer site made the umbrella analogy almost literally true. Facilities were grouped into areas, fenced off like a military base, and entrance required a badge check for everyone. Within the fence, additional rings of protection were set up around security interests or targets. The security was effective, but costly to operate and inconvenient for employees and visitors alike. Moreover, the umbrella meant that virtually all employees needed a security clearance just to get to work, whether they worked on classified or unclassified projects. Clearly, some fundamental rethinking of safeguards and security was needed. The effort to meet that challenge is the story of transition at Hanford and documented here.

    Historical assessments of combat fratricide reveal principal contributing factors in the effects of stress, continuous operations or sleep deprivation, poor situational awareness, emotions, and lack of training. This paper discusses what and how improvements in combat identification (CID) may be achieved through training. In addition to skill-based training, CID training must focus on countering the negative effects of expectancy in the face of heightened anxiety and stressors of continuous operations that lead to combat errors or fratricide. The paper examines possible approaches to training for overcoming erroneous expectancies and emotional factors that may distort or limit accurate "blue force" identification.

    The U.S. government has been assisting the Russian Federation (RF) Ministry of Defense (MOD) for many years with nuclear weapons transportation security (NWTS) through the provision of specialized guard escort railcars and cargo railcars with integrated physical security and communication systems, armored transport vehicles, and armored escort vehicles. As a natural continuation of the NWTS program, a partnership has been formed to construct a training center that will provide counterterrorism training to personnel in all branches of the RF MOD. The Abramovo Counterterrorism Training Center (ACTC) is a multinational, multiagency project with funding from Canada, RF and the U.S. Departments of Defense and Energy. ACTC will be a facility where MOD personnel can conduct basic through advanced training in various security measures to protect Category IA material against the threat of terrorist attack. The training will enhance defense-in-depth principles by integrating MOD guard force personnel into the overall physical protection systems and improving their overall response time and neutralization capabilities. The ACTC project includes infrastructure improvements, renovation of existing buildings, construction of new buildings, construction of new training facilities, and provision of training and other equipment. Classroom training will be conducted in a renovated training building. Basic and intermediate training will be conducted on three different security training areas where various obstacles and static training devices will be constructed. The central element of ACTC, where advanced training will be held, is the 'autodrome,' a 3 km road along which various terrorist events can be staged to challenge MOD personnel in realistic and dynamic nuclear weapons transportation scenarios. This paper will address the ACTC project elements and the vision for training development and integrating this training into actual nuclear weapons transportation operations.

    Another valuable homeland security asset at the NNSS is the T-1 training area, which covers more than 10 acres and includes more than 20 separate training venues. Local, County, and State first responders who train here encounter a variety of realistic disaster scenarios. A crashed 737 airliner lying in pieces across the desert, a helicopter and other small aircraft, trucks, buses, and derailed train cars are all part of the mock incident scene. After formal classroom education, first responders are trained to take immediate decisive action to prevent or mitigate the use of radiological or nuclear devices by terrorists. The Counterterrorism Operations Support Center for Radiological Nuclear Training conducts the courses and exercises providing first responders from across the nation with the tools they need to protect their communities. All of these elements provide a training experience that cannot be duplicated anywhere else in the country.

Local, County, and State first responders who train here encounter a variety of realistic disaster scenarios. A crashed 737 airliner lying in pieces across the desert, a helicopter and other small aircraft, trucks, buses, and derailed train cars are all part of the mock incident scene. After formal classroom education, first responders are trained to take immediate decisive action to prevent or mitigate the use of radiological or nuclear devices by terrorists. The Counterterrorism Operations Support Center for Radiological Nuclear Training conducts the courses and exercises providing first responders from across the nation with the tools they need to protect their communities. All of these elements provide a training experience that cannot be duplicated anywhere else in the country.

    On August 14, 2003, the largest blackout in the history of the North American electricity grid occurred. The four root causes identified by the blackout investigation team were inadequate system understanding, inadequate situational awareness, inadequate tree trimming, and inadequate reliability coordinator diagnostic support. Three of these four root causes can be attributed to deficiencies in training, communication, and the tools used by the control room operators. Using the issues revealed in the August 14, 2003 blackout, and addressing concerns associated with the security of control systems, the Pacific Northwest National Laboratory (PNNL) developed a hands-on training curriculum that utilizes a dispatcher training simulator to evoke loss of situational awareness by the dispatcher. PNNL performed novel changes to the dispatcher training software in order to accomplish this training. This presentation will describe a vision for a future training environment that will incorporate hands-on training with a dispatcher training simulator in a realistic environment to train operators to recognize and respond to cyber security issues associated with their control systems.

    The new Title V operating permit requirement under state regulations pursuant to the 1990 Clean Air Act Amendments will cover every emission source at a facility. These rules will significantly affect an operation by setting minimum compliance requirements, mandating periodic compliance certification, prescribing complex monitoring, record keeping and reporting procedures and making state and EPA approval of routine operational changes necessary through a permit amendment. The main concern with Title V is its effect on the operational flexibility of a facility, and individual emission sources within that facility. Unless properly addressed in a permit document, the term operational flexibility, so freely used by regulators in the context of the Title V program, can turn into a misnomer and the ability to operate as before may be significantly compromised under Title V. True operational flexibility is essential for businesses to respond to real changes in the marketplace. In the age of automation, just-in-time inventories and increased competition, flexibility to operate can mean the difference between growth and stagnation.

    The present invention provides methods for preventing low train voltages and managing interference, thereby improving the efficiency, reliability, and passenger comfort associated with commuter trains. An algorithm implementing neural network technology is used to predict low voltages before they occur. Once voltages are predicted, then multiple trains can be controlled to prevent low voltage events. Further, algorithms for managing inference are presented in the present invention. Different types of interference problems are addressed in the present invention such as "Interference During Acceleration", "Interference Near Station Stops", and "Interference During Delay Recovery." Managing such interference avoids unnecessary brake/acceleration cycles during acceleration, immediately before station stops, and after substantial delays. Algorithms are demonstrated to avoid oscillatory brake/acceleration cycles due to interference and to smooth the trajectories of closely following trains. This is achieved by maintaining sufficient following distances to avoid unnecessary braking/accelerating. These methods generate smooth train trajectories, making for a more comfortable ride, and improve train motor reliability by avoiding unnecessary mode-changes between propulsion and braking. These algorithms can also have a favorable impact on traction power system requirements and energy consumption.

    DOE has conducted trace gas enrichment experiments since the mid 1990s. The FACE Data Management System is a central repository and archive for Free-Air Carbon Dioxide Enrichment (FACE) data, as well as for the related open-top chamber (OTC) experiments. FACE Data Management System is located at DOEÆs Carbon Dioxide Information Analysis Center (CDIAC). While the data from the various FACE sites, each one a unique user facility, are centralized at CDIAC, each of the FACE sites presents its own view of its activities and information. For that reason, DOE Data Explorer users are advised to see both the central repository at http://public.ornl.gov/face/index.shtml and the individual home pages of each site. The Duke University FACE website actually presents information on several FACE experiments. The Forest-Atmosphere Carbon Transfer and Storage (FACTS-I) facility is located in the Blackwood Division of the Duke Forest. It consists of four free-air CO2 enrichment (FACE) plots that provide elevated atmospheric CO2 concentration and four plots that provide ambient CO2 control. The system has been in operation since June, 1994 in the prototype plot, and since August, 1996 in the three additional plots. The prototype plot and its reference were halved with a barrier inserted in the soil in 1998 to conduct, together with five additional plot pairs, CO2 X soil nutrient enrichment experiments. The rest of the plots were partitioned in early 2005 and incorporated into the CO2 X nutrient experiment. To increase statistical power, four additional ambient plots were established in January, 2005, halved, and one half of each fertilized.     Training programs at DOE nuclear facilities should provide well-trained, qualified personnel to safely and efficiently operate the facilities in accordance with DOE requirements. A need has been identified for guidance regarding analysis, design, development, implementation, and evaluation of consistent and reliable performance-based training programs. Accreditation of training programs at Category A reactors and high-hazard and selected moderate-hazard nonreactor nuclear facilities will assure consistent, appropriate, and cost-effective training of personnel responsible for the operation, maintenance, and technical support of these facilities. Training programs that are designed and based on systematically determined job requirements, instead of subjective estimation of trainee needs, yield training activities that are consistent and develop or improve knowledge, skills, and abilities that can be directly related to the work setting. Because the training is job-related, the content of these programs more efficiently meets the needs of the employee. Besides a better trained work force, a greater level of operational reactor safety can be realized. This manual is intended to provide an overview of the accreditation process and a brief description of the elements necessary to construct and maintain training programs that are based on the requirements of the job. Two companion manuals provide additional information to assist contractors in their efforts to accredit training programs.

    Commercial Off The Shelf (COTS) software for producing linked virtual tours based on 360 degree panoramas are becoming more and more available. However, the best current products for taking the images, stitching them into 360 degree panoramas, and then linking them together into complex virtual tours require different and incompatible input and output formats. This program is designed to bridge the gap between the iPix Interactive Studio export format, which consists of a single JPEG with the six faces of a cube connected horizontally, with the six individual JPEGs needed to be imported into Panotour Pro software. This report describes how to use the software program Strip2CubeFace, which takes the cube-strip JPEG exported from iPix Studio and coverts it into six JPEGs representing the six cube faces that Panotour Pro imports. As such, it represents a necessary link between the two COTS software programs key to making virtual tours quickly and easily. It becomes one member of the suite of software programs known as %E2%80%9CRaPP-TOURS%E2%80%9D or Rapid Processing of PanoTours Software necessary to simulate managed access and other permission requesting arms control-type training exercises.

    Testimony at hearings before the Garrison Diversion Compromise Commission claimed that rural consumers in the Upper Midwest could face $5.9 million in electric rate increases if the commission deauthorizes the project and hydroelectric rates go up to pay the costs of the 1944 Pick-Sloan project originally assigned to irrigation. If there is no irrigation development, the revenue that irrigation must raise to repay the $67 million debt assigned to irrigation must be reassigned to hydroelectric power. The commission represents a compromise between supporters and opponents of the Garrison Diversion project. Spokesmen for regional utilities spoke in support of the project as an investment whose costs have escalated because of delays at the expense of economic development in North Dakota.

    Optical computing devices can be implemented based on controlled generation of soliton trains in single and multicomponent Bose-Einstein condensates (BEC). Our concepts utilize the phenomenon that the frequency of soliton trains in BEC can be governed by changing interactions within the atom cloud. We use this property to store numbers in terms of those frequencies for a short time until observation. The properties of soliton trains can be changed in an intended way by other components of BEC occupying comparable states or via phase engineering. We elucidate in which sense such an additional degree of freedom can be regarded as a tool for controlled manipulation of data. Finally the outcome of any manipulation made is read out by observing the signature within the density profile.

    The Sequestration Training, Outreach, Research and Education (STORE) Alliance at The University of Texas at Austin completed its activity under Department of Energy Funding (DE- FE0002254) on September 1, 2013. The program began as a partnership between the Institute for Geophysics, the Bureau of Economic Geology and the Petroleum and Geosystems Engineering Department at UT. The initial vision of the program was to promote better understanding of CO2 utilization and storage science and engineering technology through programs and opportunities centered on training, outreach, research and technology transfer, and education. With over 8,000 hrs of formal training and education (and almost 4,500 of those hours awarded as continuing education credits) to almost 1,100 people, STORE programs and activities have provided benefits to the Carbon Storage Program of the Department of Energy by helping to build a skilled workforce for the future CCS and larger energy industry, and fostering scientific public literacy needed to continue the U.S. leadership position in climate change mitigation and energy technologies and application. Now in sustaining mode, the program is housed at the Center for Petroleum and Geosystems Engineering, and benefits from partnerships with the Gulf Coast Carbon Center, TOPCORP and other programs at the university receiving industry funding.

The centralized trains improve the performance, the usability for users and the bookkeeping in comparison to single user analysis. The train system builds upon the already existing ALICE tools, i.e. the analysis framework as well as the Grid submission and monitoring infrastructure. The entry point to the train system is a web interface which is used to configure the analysis and the desired datasets as well as to test and submit the train. Several measures have been implemented to reduce the time a train needs to finish and to increase the CPU efficiency.

    ROVER (Roll Over Vehicle for Emergency Response) is a specially designed and constructed unit built to allow emergency response personnel and LPG industry employees to get ``up close and personal`` with the type of equipment used for the highway transportation of liquefied petroleum gas (LPG). This trailer was constructed to simulate an MC 331 LPG trailer. It has all the valves, piping and emergency fittings found on highway tankers. What makes this unit different is that it rolls over and opens up to allow program attendees to climb inside the trailer and see it in a way they have never seen one before. The half-day training session is composed of a classroom portion during which attendees will participate in a discussion of hazardous material safety, cargo tank identification and construction. The specific properties of LPG, and the correct procedures for dealing with an LPG emergency. Attendees will then move outside to ROVER, where they will participate in a walkaround inspection of the rolled over unit. All fittings and piping will be representative of both modern and older equipment. Participants will also be able to climb inside the unit through a specially constructed hatch to view cutaway valves and interior construction. While the possibility of an LPG emergency remains remote, ROVER represents Amoco`s continuing commitment to community, education, and safety.

    ALARA training is an important element of a sound ALARA program. ALARA training at a nuclear facility needs to be conducted for all occupational workers, for radiation workers, for radiation protection technicians, and for all other employees who have ALARA responsibilities. Each of these groups needs to receive ALARA training specific to their responsibilities. This report describes how to develop this training. It also outlines what should be included in an acceptable ALARA training program.

    For the past few years, US incinerators have been at odds with thermal waste processors such as cement kilns. Originally, there was enough room in the industrial waste treatment market for both types of treatment. As waste generators turned to pollution prevention and onsite treatment, however, the volume of waste decreased and its composition changed. Now, each sees the other crowding it out of a tightening market, and the fight between them is growing increasingly bitter. At the center of this battle are the products of alternative thermal processes--for cement kilns, the dust formed after processing, and for other processes, a variety of materials, many of which can be used for construction. Currently, these materials are exempted from regulation under the US Resource Conservation and Recovery Act (RCRA). In addition, the alternative processes offer generators a significant cost advantage over incineration. The question that US regulators are now grappling with is whether these materials are safe enough to justify this preferential treatment. So far, the answer seems to be a qualified yes. The paper discusses these issues.

    A 3D biomechanical finite element model of the face is presented. Muscles are represented by piece-wise uniaxial tension cable elements linking the insertion points. Such insertion points are specific entities differing from nodes of the finite element mesh, which makes possible to change either the mesh or the muscle implementation totally independently of each other. Lip/teeth and upper lip/lower lip contacts are also modeled. Simulations of smiling and of an Orbicularis Oris activation are presented and interpreted. The importance of a proper account of contacts and of an accurate anatomical description is shown

    The DOE Weatherization Training Grant assisted Native American trainees in developing weatherization competencies, creating employment opportunities for Bishop Paiute tribal members in a growing field. The trainees completed all the necessary training and certification requirements and delivered high-quality weatherization services on the Bishop Paiute Reservation. Six tribal members received all three certifications for weatherization; four of the trainees are currently employed. The public benefit includes (1) development of marketable skills by low-income Native individuals, (2) employment for low-income Native individuals in a growing industry, and (3) economic development opportunities that were previously not available to these individuals or the Tribe.

Areas that will be addressed include: the development of a MOC written policy, pilot testing of change control management procedures, training of operational and maintenance personnel to follow these procedures and final implementation of established chance control measures.     The LLNL work smart standard requires us to provide ongoing laser safety training for a large number of persons on a three-year cycle. In order to meet the standard, it was necessary to find a cost and performance effective method to perform this training. This paper discusses the scope of the training problem, specific LLNL training needs, various training methods used at LLNL, the advantages and disadvantages of these methods and the rationale for selecting web-based laser safety training. The tools and costs involved in developing web-based training courses are also discussed, in addition to conclusions drawn from our training operating experience. The ILSC lecture presentation contains a short demonstration of the LLNL web-based laser safety-training course.

    This paper describes how to make the problem of binary classification amenable to quantum computing. A formulation is employed in which the binary classifier is constructed as a thresholded linear superposition of a set of weak classifiers. The weights in the superposition are optimized in a learning process that strives to minimize the training error as well as the number of weak classifiers used. No efficient solution to this problem is known. To bring it into a format that allows the application of adiabatic quantum computing (AQC), we first show that the bit-precision with which the weights need to be represented only grows logarithmically with the ratio of the number of training examples to the number of weak classifiers. This allows to effectively formulate the training process as a binary optimization problem. Solving it with heuristic solvers such as tabu search, we find that the resulting classifier outperforms a widely used state-of-the-art method, AdaBoost, on a variety of benchmark problems. Moreover, we discovered the interesting fact that bit-constrained learning machines often exhibit lower generalization error rates. Changing the loss function that measures the training error from 0-1 loss to least squares maps the training to quadratic unconstrained binary optimization. This corresponds to the format required by D-Wave's implementation of AQC. Simulations with heuristic solvers again yield results better than those obtained with boosting approaches. Since the resulting quadratic binary program is NP-hard, additional gains can be expected from applying the actual quantum processor.

    A device for radially translating radiation in which a right circular cylinder is provided at each end thereof with conical prism faces. The faces are oppositely extending and the device may be severed in the middle and separated to allow access to the central part of the beam. Radiation entering the input end of the device is radially translated such that radiation entering the input end at the perimeter is concentrated toward the output central axis and radiation at the input central axis is dispersed toward the output perimeter. Devices are disclosed for compressing beam energy to enhance drilling techniques, for beam manipulation of optical spatial frequencies in the Fourier plane and for simplification of dark field and color contrast microscopy. Both refracting and reflecting devices are disclosed.

    We present high resolution absorption-line spectroscopy of 3 face-on galaxies, NGC 98, NGC 600, and NGC 1703 with the aim of searching for box/peanut (B/P)-shaped bulges. These observations test and confirm the prediction of Debattista et al. (2005) that face-on B/P-shaped bulges can be recognized by a double minimum in the profile of the fourth-order Gauss-Hermite moment h_4. In NGC 1703, which is an unbarred control galaxy, we found no evidence of a B/P bulge. In NGC 98, a clear double minimum in h_4 is present along the major axis of the bar and before the end of the bar, as predicted. In contrast, in NGC 600, which is also a barred galaxy but lacks a substantial bulge, we do not find a significant B/P shape.

    An optically thick cold atomic cloud emits a coherent flash of light in the forward direction when the phase of an incident probe field is abruptly changed. Due to cooperativity, the duration of this phenomena can be much shorter than the excited lifetime of a single atom and, surprisingly, it weakly depends on the temperature of the gas and on the probe frequency. Repeating periodically the abrupt change of the incident field phase, we generate a forward transmitted train of pulses with short repetition time. It is even possible to quench single atom fluorescence, transferring almost completely the incident power into the pulse train with a high intensity contrast.

    We present an efficient classical algorithm for training deep Boltzmann machines (DBMs) that uses rejection sampling in concert with variational approximations to estimate the gradients of the training objective function. Our algorithm is inspired by a recent quantum algorithm for training DBMs. We obtain rigorous bounds on the errors in the approximate gradients; in turn, we find that choosing the instrumental distribution to minimize the alpha=2 divergence with the Gibbs state minimizes the asymptotic algorithmic complexity. Our rejection sampling approach can yield more accurate gradients than low-order contrastive divergence training and the costs incurred in finding increasingly accurate gradients can be easily parallelized. Finally our algorithm can train full Boltzmann machines and scales more favorably with the number of layers in a DBM than greedy contrastive divergence training.

    The SMARDDA software library is used to model plasma interaction with complex engineered surfaces. A simple flux-tube model of power deposition necessitates the following of magnetic fieldlines until they meet geometry taken from a CAD (Computer Aided Design) database. Application is made to 1) models of ITER tokamak limiter geometry and 2) MASTU tokamak divertor designs, illustrating the accuracy and effectiveness of SMARDDA, even in the presence of significant nonaxisymmetric ripple field. SMARDDA's ability to exchange data with CAD databases and its speed of execution also give it the potential for use directly in the design of tokamak plasma facing components.

    Training engineering, a new model for computer-based training (CBT), has been devised and put into use by the Cognitive Engineering Design and Research Team (CEDAR) at Los Alamos National Laboratory. Training engineering is the application of scientific principles to the design, construction, and operation of efficient training systems. Such an approach is necessary because of the level of complexity CBT design and development has reached with the new advanced technologies. Instructional designers are under pressure to implement these new technologies more rapidly than has been required in the past, yet few models have emerged to aid designers in this process. Training engineering is such a model. It provides techniques for design and development that are derived from successful engineering techniques. This paper begins with a discussion of the engineering approach and then applies this approach to training. Examples from prototype CBT projects at Los Alamos are used throughout to illustrate the training engineering concept. 8 refs.

    The present invention provides methods for preventing low train voltages and managing interference, thereby improving the efficiency, reliability, and passenger comfort associated with commuter trains. An algorithm implementing neural network technology is used to predict low voltages before they occur. Once voltages are predicted, then multiple trains can be controlled to prevent low voltage events. Further, algorithms for managing inference are presented in the present invention. Different types of interference problems are addressed in the present invention such as "Interference During Acceleration", "Interference Near Station Stops", and "Interference During Delay Recovery." Managing such interference avoids unnecessary brake/acceleration cycles during acceleration, immediately before station stops, and after substantial delays. Algorithms are demonstrated to avoid oscillatory brake/acceleration cycles due to interference and to smooth the trajectories of closely following trains. This is achieved by maintaining sufficient following distances to avoid unnecessary braking/accelerating. These methods generate smooth train trajectories, making for a more comfortable ride, and improve train motor reliability by avoiding unnecessary mode-changes between propulsion and braking. These algorithms can also have a favorable impact on traction power system requirements and energy consumption.

    The U.S. Support Program to IAEA Safeguards (USSP) priority of training and human resources is aimed at providing the Department of Safeguards with an appropriate mixture of regular staff and extrabudgetary experts who are qualified to meet the IAEA's technical needs and to provide personnel with appropriate instruction to improve the technical basis and specific skills needed to perform their job functions. The equipment and methods used in inspection activities are unique, complex, and evolving. New and experienced safeguards inspectors need timely and effective training to perform required tasks and to learn new skills prescribed by new safeguards policies or agreements. The role of the inspector has changed from that of strictly an accountant to include that of a detective. New safeguards procedures are being instituted, and therefore, experienced inspectors must be educated on these new procedures. The USSP also recognizes the need for training safeguards support staff, particularly those who maintain and service safeguards equipment (SGTS), and those who perform information collection and analysis (SGIM). The USSP is committed to supporting the IAEA with training to ensure the effectiveness of all staff members and will continue to offer its assistance in the development and delivery of basic, refresher, and advanced training courses. This paper will discuss the USSP ongoing support in the area of training and IAEA staffing.
