    Today's global communities of users expect quality of service from distributed Grid systems equivalent to that their local data centers. This must be coupled to ubiquitous access to the ensemble of processing and storage resources across multiple Grid infrastructures. We are still facing significant challenges in meeting these expectations, especially in the underlying security, a sustainable and successful economic model, and smoothing the boundaries between administrative and technical domains. Using the Open Science Grid as an example, I examine the status and challenges of Grids operating in production today.

    This software distribution contains MATLAB and C++ code to enable identity verification using 3D images that may or may not contain a texture component. The code is organized to support system performance testing and system capability demonstration through the proper configuration of the available user interface. Using specific algorithm parameters the face recognition system has been demonstrated to achieve a 96.6% verification rate (Pd) at 0.001 false alarm rate. The system computes robust facial featuresmore » of a 3D normalized face using Principal Component Analysis (PCA) and Fisher Linear Discriminant Analysis (FLDA). A 3D normalized face is obtained by alighning each face, represented by a set of XYZ coordinated, to a scaled reference face using the Iterative Closest Point (ICP) algorithm. The scaled reference face is then deformed to the input face using an iterative framework with parameters that control the deformed surface regulation an rate of deformation. A variety of options are available to control the information that is encoded by the PCA. Such options include the XYZ coordinates, the difference of each XYZ coordinates from the reference, the Z coordinate, the intensity/texture values, etc. In addition to PCA/FLDA feature projection this software supports feature matching to obtain similarity matrices for performance analysis.     DOE has conducted trace gas enrichment experiments since the mid 1990s. The FACE Data Management System is a central repository and archive for Free-Air Carbon Dioxide Enrichment (FACE) data, as well as for the related open-top chamber (OTC) experiments. FACE Data Management System is located at the Carbon Dioxide Information Analysis Center (CDIAC). While the data from the various FACE sites, each one a unique user facility, are centralized at CDIAC, each of the FACE sites presents its own view of its activities and information. For that reason, DOE Data Explorer users are advised to see both the central repository at http://public.ornl.gov/face/index.shtml and the individual home pages of each site. NDFF whole-ecosystem manipulation is a flagship experiment of the Terrestrial Carbon Process (TCP) research program of the US Dept. of Energy. It is also a core project of the International Geosphere-Biosphere Program (IGBP) and a contribution to the US Global Change Research Program. The NDFF was developed in conjunction with the National Science Foundation (NSF) and DOE-EPSCoR programs. FACE (Free-Air-Carbon dioxide-Enrichment) technology allows researchers to elevate the carbon dioxide level in large study plots while minimizing ecosystem disturbance. At the NDFF the concentration of CO2 was elevated by 50 percent above the present atmospheric levels in three plots in the Mojave Desert ecosystem, while six other plots remained at the current level. This experimental design provided a large area in which integrated teams of scientists could describe and quantify processes regulating carbon, nutrient, and water balances in desert ecosystems.

    The problem of moving the equipment of a longwall face from one (the finished) panel to the next has always been an issue critical to any longwall operation. In the United States, moving longwall equipment from panel to panel takes an average of 20 days, and moves as long as 30 days are no exception. With $8 million invested and a 20% return on investment, a longwall move of four weeks represents a $135,000 opportunity loss, in addition to the $200,000 labor required to perform the move and the interest and depreciation related to the equipment. A four to six week move each year will decrease the longwall yearly production by 10% to 15%. For the average US longwall, move time reduction is second only to increasing the system availability in its production improvement potential. The reduction of move time can only be achieved through careful planning, optimal method development, and effective and efficient operational procedures. This handbook has been developed to provide the US coal mining industry with a comprehensive background for and guidance in performing safe and efficient face-to-face moves.

    The meltdown of the Cold War was a shock to the systems built to cope with it. At the DOE`s Hanford Site in Washington State, a world-class safeguards and security system was suddenly out of step with the times. The level of protection for nuclear and classified materials was exceptional. But the cost was high and the defense facilities that funded security were closing down. The defense mission had created an umbrella of security over the sprawling Hanford Site. Helicopters designed to ferry special response teams to any trouble spot on the 1,456 square-kilometer site made the umbrella analogy almost literally true. Facilities were grouped into areas, fenced off like a military base, and entrance required a badge check for everyone. Within the fence, additional rings of protection were set up around security interests or targets. The security was effective, but costly to operate and inconvenient for employees and visitors alike. Moreover, the umbrella meant that virtually all employees needed a security clearance just to get to work, whether they worked on classified or unclassified projects. Clearly, some fundamental rethinking of safeguards and security was needed. The effort to meet that challenge is the story of transition at Hanford and documented here.

    The present invention provides methods for preventing low train voltages and managing interference, thereby improving the efficiency, reliability, and passenger comfort associated with commuter trains. An algorithm implementing neural network technology is used to predict low voltages before they occur. Once voltages are predicted, then multiple trains can be controlled to prevent low voltage events. Further, algorithms for managing inference are presented in the present invention. Different types of interference problems are addressed in the present invention such as "Interference. During Acceleration", "Interference Near Station Stops", and "Interference During Delay Recovery." Managing such interference avoids unnecessary brake/acceleration cycles during acceleration, immediately before station stops, and after substantial delays. Algorithms are demonstrated to avoid oscillatory brake/acceleration cycles due to interference and to smooth the trajectories of closely following trains. This is achieved by maintaining sufficient following distances to avoid unnecessary braking/accelerating. These methods generate smooth train trajectories, making for a more comfortable ride, and improve train motor reliability by avoiding unnecessary mode-changes between propulsion and braking. These algorithms can also have a favorable impact on traction power system requirements and energy consumption.

The FACE Data Management System is a central repository and archive for Free-Air Carbon Dioxide Enrichment (FACE) data, as well as for the related open-top chamber (OTC) experiments. FACE Data Management System is located at DOEÆs Carbon Dioxide Information Analysis Center (CDIAC). While the data from the various FACE sites, each one a unique user facility, are centralized at CDIAC, each of the FACE sites presents its own view of its activities and information. For that reason, DOE Data Explorer users are advised to see both the central repository at http://public.ornl.gov/face/index.shtml and the individual home pages of each site. The Duke University FACE website actually presents information on several FACE experiments. The Forest-Atmosphere Carbon Transfer and Storage (FACTS-I) facility is located in the Blackwood Division of the Duke Forest. It consists of four free-air CO2 enrichment (FACE) plots that provide elevated atmospheric CO2 concentration and four plots that provide ambient CO2 control. The system has been in operation since June, 1994 in the prototype plot, and since August, 1996 in the three additional plots. The prototype plot and its reference were halved with a barrier inserted in the soil in 1998 to conduct, together with five additional plot pairs, CO2 X soil nutrient enrichment experiments. The rest of the plots were partitioned in early 2005 and incorporated into the CO2 X nutrient experiment.     This Handbook describes an implementation process for core training as recommended in Implementation Guide G441.12, Radiation Safety Training, and as outlined in the DOE Radiological Control Standard (RCS). The Handbook is meant to assist those individuals within the Department of Energy, Managing and Operating contractors, and Managing and Integrating contractors identified as having responsibility for implementing core training recommended by the RCS. This training is intended for radiological workers to assist in meeting their job-specific training requirements of 10 CFR 835. While this Handbook addresses many requirements of 10 CFR 835 Subpart J, it must be supplemented with facility-specific information to achieve full compliance.

    The facility was established with support from the ORNL Director's R&D Fund and the Biological and Environmental Research program of the U. S. Department of Energy Office of Science. Additional support was provided by the Terrestrial Ecology and Global Change (TECO) program through the National Science Foundation. This project was part of the CO2 research network fostered by the Global Change and Terrestrial Ecosystems core project of the International Geosphere-Biosphere Programme. Results from the experiment contributed to the Terrestrial Ecosystem Response to Atmospheric and Climatic Change (TERACC) project, a 5-year initiative integrating experimental data and global change modeling.     On August 14, 2003, the largest blackout in the history of the North American electricity grid occurred. The four root causes identified by the blackout investigation team were inadequate system understanding, inadequate situational awareness, inadequate tree trimming, and inadequate reliability coordinator diagnostic support. Three of these four root causes can be attributed to deficiencies in training, communication, and the tools used by the control room operators. Using the issues revealed in the August 14, 2003 blackout, and addressing concerns associated with the security of control systems, the Pacific Northwest National Laboratory (PNNL) developed a hands-on training curriculum that utilizes a dispatcher training simulator to evoke loss of situational awareness by the dispatcher. PNNL performed novel changes to the dispatcher training software in order to accomplish this training. This presentation will describe a vision for a future training environment that will incorporate hands-on training with a dispatcher training simulator in a realistic environment to train operators to recognize and respond to cyber security issues associated with their control systems.

    The present invention provides methods for preventing low train voltages and managing interference, thereby improving the efficiency, reliability, and passenger comfort associated with commuter trains. An algorithm implementing neural network technology is used to predict low voltages before they occur. Once voltages are predicted, then multiple trains can be controlled to prevent low voltage events. Further, algorithms for managing inference are presented in the present invention. Different types of interference problems are addressed in the present invention such as "Interference During Acceleration", "Interference Near Station Stops", and "Interference During Delay Recovery." Managing such interference avoids unnecessary brake/acceleration cycles during acceleration, immediately before station stops, and after substantial delays. Algorithms are demonstrated to avoid oscillatory brake/acceleration cycles due to interference and to smooth the trajectories of closely following trains. This is achieved by maintaining sufficient following distances to avoid unnecessary braking/accelerating. These methods generate smooth train trajectories, making for a more comfortable ride, and improve train motor reliability by avoiding unnecessary mode-changes between propulsion and braking. These algorithms can also have a favorable impact on traction power system requirements and energy consumption.

The program consists of basic as well as sustainment training, as further described in this plan. This plan documents the WIPP Security training program for security personnel for calendar year 1990.     Testimony at hearings before the Garrison Diversion Compromise Commission claimed that rural consumers in the Upper Midwest could face $5.9 million in electric rate increases if the commission deauthorizes the project and hydroelectric rates go up to pay the costs of the 1944 Pick-Sloan project originally assigned to irrigation. If there is no irrigation development, the revenue that irrigation must raise to repay the $67 million debt assigned to irrigation must be reassigned to hydroelectric power. The commission represents a compromise between supporters and opponents of the Garrison Diversion project. Spokesmen for regional utilities spoke in support of the project as an investment whose costs have escalated because of delays at the expense of economic development in North Dakota.

    Commercial Off The Shelf (COTS) software for producing linked virtual tours based on 360 degree panoramas are becoming more and more available. However, the best current products for taking the images, stitching them into 360 degree panoramas, and then linking them together into complex virtual tours require different and incompatible input and output formats. This program is designed to bridge the gap between the iPix Interactive Studio export format, which consists of a single JPEG with the six faces of a cube connected horizontally, with the six individual JPEGs needed to be imported into Panotour Pro software. This report describes how to use the software program Strip2CubeFace, which takes the cube-strip JPEG exported from iPix Studio and coverts it into six JPEGs representing the six cube faces that Panotour Pro imports. As such, it represents a necessary link between the two COTS software programs key to making virtual tours quickly and easily. It becomes one member of the suite of software programs known as %E2%80%9CRaPP-TOURS%E2%80%9D or Rapid Processing of PanoTours Software necessary to simulate managed access and other permission requesting arms control-type training exercises.

    This report documents a study with the objective to design and develop methods and techniques to reduce longwall equipment move time by 30 percent. A literature study was performed and general foreign and US longwall move practices were documented. Subsequently, four US longwall moves were studied using existing records and on-site time and method studies. These moves were analyzed to identify the positive and negative aspects with respect to time, manpower use, cost and safety. Recommendations are made for each of the four moves studied and a cost benefit analysis is performed to determine the economic feasibility of the recommendations. The actual results are compared with projected results determined by a Critical Path Model analysis of a move incorporating the recommendations. General recommendations are made for improving face-to-face move performance.

CONSOL Energy remains the leader with 12 faces. Arch Coal operates five longwall mines; Robert E. Murray owns five longwall mines. West Virginia has 13 longwalls, followed by Pennsylvania (8), Utah (6) and Alabama (6).     CLC secondary active transporters exchange Cl - for H + . Crystal structures have suggested that the conformational change from occluded to outward-facing states is unusually simple, involving only the rotation of a conserved glutamate (Glu ex ) upon its protonation. Using 19 F NMR, we show that as [H + ] is increased to protonate Glu ex and enrich the outward-facing state, a residue ~20 Å away from Glu ex , near the subunit interface, moves from buried to solvent-exposed. Consistent with functional relevance of this motion, constriction via inter-subunit cross-linking reduces transport. Molecular dynamics simulations indicate thatmore » the cross-link dampens extracellular gate-opening motions. In support of this model, mutations that decrease steric contact between Helix N (part of the extracellular gate) and Helix P (at the subunit interface) remove the inhibitory effect of the cross-link. Together, these results demonstrate the formation of a previously uncharacterized 'outward-facing open' state, and highlight the relevance of global structural changes in CLC function.« less

    For the past few years, US incinerators have been at odds with thermal waste processors such as cement kilns. Originally, there was enough room in the industrial waste treatment market for both types of treatment. As waste generators turned to pollution prevention and onsite treatment, however, the volume of waste decreased and its composition changed. Now, each sees the other crowding it out of a tightening market, and the fight between them is growing increasingly bitter. At the center of this battle are the products of alternative thermal processes--for cement kilns, the dust formed after processing, and for other processes, a variety of materials, many of which can be used for construction. Currently, these materials are exempted from regulation under the US Resource Conservation and Recovery Act (RCRA). In addition, the alternative processes offer generators a significant cost advantage over incineration. The question that US regulators are now grappling with is whether these materials are safe enough to justify this preferential treatment. So far, the answer seems to be a qualified yes. The paper discusses these issues.

    The effects of Al layers deposited on graphene grown on C-face SiC substrates are investigated before and after subsequent annealing using low energy electron diffraction (LEED), photoelectron spectroscopy, and angle resolved photoemission. As-deposited layers appear inert. Annealing at a temperature of about 400?C initiates migration of Al through the graphene into the graphene/SiC interface. Further annealing at temperatures from 500?C to 700?C induces formation of an ordered compound, producing a two domain ?7??7R19 LEED pattern and significant changes in the core level spectra that suggest formation of an Al-Si-C compound. Decomposition of this compound starts after annealing at 800?C, and at 1000?C, Al is no longer possible to detect at the surface. On Si-face graphene, deposited Al layers did not form such an Al-Si-C compound, and Al was still detectable after annealing above 1000?C.

    TRAIN-UNIX is used to track training requirements, qualifications, training completion and schedule training, classrooms and instructors. TRAIN-UNIX is a requirements-based system. When the identified training requirements for specific jobs are entered into the system, the employees manager or responsible training person assigns jobs to an employee. TRAIN-UNIX will then assemble an Individual Training Plan (ITP) with all courses required. ITP''s can also be modified to add any special training directed or identified by management, bestmore » business practices, procedures, etc. TRAIN-UNIX also schedules and tracks conferences, seminars, and required reading. TRAIN-UNIX is a secure database system on a server accessible via the network. Access to the user functions (scheduling, data entry, ITP modification etc.) within TRAIN-UNIX are granted by function, as needed, by the system administrator. An additional level of security allows those who access TRAIN-UNIX to only add, modify or view information for the organizations to which they belong. TRAIN-UNIX scheduling function allows network access to scheduling of students. As a function of the scheduling process, TRAIN-UNIX checks to insure that the student is a valid employee, not double booked, and the instructor and classroom are not double booked. TRAIN-UNIX will report pending lapse of courses or qualifications. This ability to know the lapse of training along with built in training requesting function allows the training deliverers to forecast training needs.« less

    The Sequestration Training, Outreach, Research and Education (STORE) Alliance at The University of Texas at Austin completed its activity under Department of Energy Funding (DE- FE0002254) on September 1, 2013. The program began as a partnership between the Institute for Geophysics, the Bureau of Economic Geology and the Petroleum and Geosystems Engineering Department at UT. The initial vision of the program was to promote better understanding of CO2 utilization and storage science and engineering technology through programs and opportunities centered on training, outreach, research and technology transfer, and education. With over 8,000 hrs of formal training and education (and almost 4,500 of those hours awarded as continuing education credits) to almost 1,100 people, STORE programs and activities have provided benefits to the Carbon Storage Program of the Department of Energy by helping to build a skilled workforce for the future CCS and larger energy industry, and fostering scientific public literacy needed to continue the U.S. leadership position in climate change mitigation and energy technologies and application. Now in sustaining mode, the program is housed at the Center for Petroleum and Geosystems Engineering, and benefits from partnerships with the Gulf Coast Carbon Center, TOPCORP and other programs at the university receiving industry funding.

Leading programs recognize the need to support contractors with sales and business training to help them succeed and to support the growth of the home performance industry for the long term. A number of contractor sales training efforts are emerging, including some programs that are seeing encouraging early results.

    ROVER (Roll Over Vehicle for Emergency Response) is a specially designed and constructed unit built to allow emergency response personnel and LPG industry employees to get ``up close and personal`` with the type of equipment used for the highway transportation of liquefied petroleum gas (LPG). This trailer was constructed to simulate an MC 331 LPG trailer. It has all the valves, piping and emergency fittings found on highway tankers. What makes this unit different is that it rolls over and opens up to allow program attendees to climb inside the trailer and see it in a way they have never seen one before. The half-day training session is composed of a classroom portion during which attendees will participate in a discussion of hazardous material safety, cargo tank identification and construction. The specific properties of LPG, and the correct procedures for dealing with an LPG emergency. Attendees will then move outside to ROVER, where they will participate in a walkaround inspection of the rolled over unit. All fittings and piping will be representative of both modern and older equipment. Participants will also be able to climb inside the unit through a specially constructed hatch to view cutaway valves and interior construction. While the possibility of an LPG emergency remains remote, ROVER represents Amoco`s continuing commitment to community, education, and safety.

This course covers the basic Safety, Security, and Quality issues that pertain to all employees of Westinghouse Hanford Company. The topics that are covered were taken from the recommendations and requirements for General Employee Training as set forth by the Institute of Nuclear Power Operations (INPO) in INPO 87-004, Guidelines for General Employee Training, applicable US Department of Energy orders, and Westinghouse Hanford Company procedures and policy.     This handbook is approved for use by all DOE Components and contractors. The handbook was prepared primarily for DOE nuclear facilities, but the information can be effectively used by any other type of facility. DOE nuclear, DOE non-nuclear, commercial nuclear reactor, fuel fabrication, chemical processing, or other types of facilities may also apply the principles of this approach and find it useful and applicable to local needs. The handbook provides DOE and contractor operating organizations with concepts and guidance regarding the use of alternative techniques to implement a systematic approach to training (SAT). The techniques described in this handbook are endorsed by DOE and use of the guidance in this handbook is appropriate for establishment of technical training programs at DOE nuclear facilities. The use of guidance on selection and implementation of appropriate training approaches after consideration of job complexity, the consequences of error based on risk/hazard potential, and available training media should result in effective and efficient training programs. The information presented in this handbook can be used to grade the level of effort and formality used in developing training programs.

    A device for radially translating radiation in which a right circular cylinder is provided at each end thereof with conical prism faces. The faces are oppositely extending and the device may be severed in the middle and separated to allow access to the central part of the beam. Radiation entering the input end of the device is radially translated such that radiation entering the input end at the perimeter is concentrated toward the output central axis and radiation at the input central axis is dispersed toward the output perimeter. Devices are disclosed for compressing beam energy to enhance drilling techniques, for beam manipulation of optical spatial frequencies in the Fourier plane and for simplification of dark field and color contrast microscopy. Both refracting and reflecting devices are disclosed.

    A fuel injection head for a fuel nozzle used in a gas turbine combustor includes a substantially hollow body formed with an upstream end face, a downstream end face and a peripheral wall extending therebetween. A plurality of pre-mix tubes or passages extend axially through the hollow body with inlets at the upstream end face and outlets at the downstream end face. An exterior surface of the downstream end face is formed with three-dimensional surface features that increase a total surface area of the exterior surface as compared to a substantially flat, planar downstream end face.

    As a training tool, Accelerated Learning techniques have been in use since 1956. Trainers from a variety of applications and disciplines have found success in using Accelerated Learning approaches, such as training aids, positive affirmations, memory aids, room arrangement, color patterns, and music. Some have thought that maintenance training and Accelerated Learning have nothing in common. Recent training applications by industry and education of Accelerated Learning are proving very successful by several standards. This paper cites available resource examples and challenges maintenance trainers to adopt new ideas and concepts to accelerate learning in all training setting. 7 refs.

    This Department of Energy (DOE) handbook is approved for use by all DOE Components and their contractors. The Handbook incorporates editorial changes to DOE-STD-1061-93, ``Guide to Good Practices for the Selection, Training, and Qualification of shift Supervisors,`` and supersedes DOE-STD-1061-93. Technical content of this Handbook has not changed from the original technical standard. Changes are primarily editorial improvements, redesignation of the standard to a Handbook, and format changes to conform with current Technical Standards Program procedures. This guide, used in conjunction with a facility-specific job analysis, provides a framework for the selection, training, qualification, and professional development of reactor facility and non-reactor nuclear facility shift supervisors. Training and qualification programs based on this guide should provide assurance that shift supervisors perform their jobs safely and competently.

    GrayQb{trademark} is a novel technology that has the potential to characterize radioactively contaminated areas such as hot cells, gloveboxes, small and large rooms, hallways, and waste tanks. The goal of GrayQb{trademark} is to speed the process of decontaminating these areas, which reduces worker exposures and promotes ALARA considerations. The device employs Phosphorous Storage Plate (PSP) technology as its primary detector material. PSPs, commonly used for medical applications and non-destructive testing, can be read using a commercially available scanner. The goal of GrayQb{trademark} technology is to locate, quantify, and identify the sources of contamination. The purpose of the work documented in this report was to better characterize the performance of GrayQb{trademark} in its ability to present overlay images of the PSP image and the associated visual image of the location being surveyed. The results presented in this report are overlay images identifying the location of hot spots in both controlled and field environments. The GrayQb{trademark} technology has been mainly tested in a controlled environment with known distances and source characteristics such as specific known radionuclides, dose rates, and strength. The original concept for the GrayQb{trademark} device involved utilizing the six faces of a cube configuration and was designed to be positioned in the center of a contaminated area for 3D mapping. A smaller single-faced GrayQb{trademark}, dubbed GrayQb SF, was designed for the purpose of conducting the characterization testing documented in this report. This lighter 2D version is ideal for applications where entry ports are too small for a deployment of the original GrayQb version or where only a single surface is of interest. The shape, size, and weight of these two designs have been carefully modeled to account for most limitations encountered in hot cells, gloveboxes, and contaminated areas. GrayQb{trademark} and GrayQb{trademark} SF share the same fundamental detection system design (e.g., pinhole and PSPs). Therefore, performance tests completed on the single face GrayQB in this report is also applicable to the six- faced GrayQB (e.g., ambient light sensitivity and PSP response). This report details the characterization of the GrayQb{trademark} SF in both an uncontrolled environment; specifically, the Savannah River Site (SRS) Plutonium Fuel Form Facility in Building 235-F (Metallurgical Building) and controlled testing at SRSs Health Physics Instrument Calibration Facility and SRSs R&D Engineering Imaging and Radiation Systems Building. In this report, the resulting images from the Calibration Facility were obtained by overlaying the PSP and visual images manually using ImageJ. The resulting images from the Building 235-F tests presented in this report were produced using ImageJ and applying response trends developed from controlled testing results. The GrayQb{trademark} technology has been developed in two main stages at Savannah River National Laboratory (SRNL): 1) the GrayQb{trademark} development was supported by SRNLs Laboratory Directed Research and Development Program and 2) the GrayQb{trademark} SF development and its testing in Building 235-F were supported by the Office of Deactivation and Decommissioning and Facility Engineering (EM-13), U.S. Department of Energy Office of Environmental Management.

    A wave energy absorber comprising a caisson mountable on the seaside surface of an existing breakwater or coastal embankment, which caisson has a water chamber with an open side and a rear wall facing the open side. The distance from the open side to the rear wall is longer than one quarter of a wavelength L /SUB c/ in the water chamber so as to generate a standing wave in the water chamber with a node of the standing wave at a distance L /SUB c/ /4 from the rear wall toward the open side. A wave power turbine impeller is pivotally supported in the caisson at the node position, the impeller rotating in only one direction, whereby wave energy is absorbed by the impeller for further conversion into electric or thermal energy. The caisson itself can also be utilized as a breakwater or an embankment.

    This paper will describe the development of a computer program that was written to assist production units meet the requirements of the management of chance (MOC) section under the OSHA Process Safety Management (PSM) Standard, 29 CFR 1910.119 (1). Areas that will be addressed include: the development of a MOC written policy, pilot testing of change control management procedures, training of operational and maintenance personnel to follow these procedures and final implementation of established chance control measures. Practical {open_quotes}lessons learned{close_quotes} will be reviewed and a description of the use of an Access{sup {trademark}}program that was written to enhance daily MOC equipment and process changes will be highlighted. This program was designed to expedite the required PSM review of changes and to simultaneously trigger an update of related change documentation such as piping and instrumentation diagrams, equipment files, regulatory permits, and unit operating procedures.

    The LLNL work smart standard requires us to provide ongoing laser safety training for a large number of persons on a three-year cycle. In order to meet the standard, it was necessary to find a cost and performance effective method to perform this training. This paper discusses the scope of the training problem, specific LLNL training needs, various training methods used at LLNL, the advantages and disadvantages of these methods and the rationale for selecting web-based laser safety training. The tools and costs involved in developing web-based training courses are also discussed, in addition to conclusions drawn from our training operating experience. The ILSC lecture presentation contains a short demonstration of the LLNL web-based laser safety-training course.

    The burden of stopping a nuclear smuggling attempt at the border rests most heavily on the front-line customs inspector. He needs to know how to use the technological tools at his disposal, how to discern tell-tale anomalies in export documents and manifests, how to notice psychological signs of a smuggler's tension, and how to search anything that might hide nuclear material. This means that assistance in the counter-nuclear smuggling training of customs officers is one of the most critical areas of help that the United States can provide. This paper discusses the various modes of specialized training, both in the field and in courses, as well as the types of assistance that can be provided. Training for nuclear customs specialists, and supervisors and managers of nuclear smuggling detection systems is also important, and differs from front-line inspector training in several aspects. The limitations of training and technological tools such as expert centers that will overcome these limitations are also discussed. Training assistance planned by DOE/NN-43 to Russia within the Second Line of Defense program is discussed in the light of these options, and future possibilities for such training are projected.

    Advances in tissue engineering have been accomplished for years by employing biomimetic strategies to provide cells with aspects of their original microenvironment necessary to reconstitute a unit of both form and function for a given tissue.We believe that the most critical hallmark of cancer is loss of integration of architecture and function; thus, it stands to reason that similar strategies could be employed to understand tumor biology. In this commentary, we discuss work contributed by Fischbach-Teschl and colleagues to this special issue of Tissue Engineering in the context of 'tumor engineering', that is, the construction of complex cell culture models that recapitulate aspects of the in vivo tumor microenvironment to study the dynamics of tumor development, progression, and therapy on multiple scales. We provide examples of fundamental questions that could be answered by developing such models, and encourage the continued collaboration between physical scientists and life scientists not only for regenerative purposes, but also to unravel the complexity that is the tumor microenvironment. In 1993, Vacanti and Langer cast a spotlight on the growing gap between patients in need of organ transplants and the amount of available donor organs; they reaffirmed that tissue engineering could eventually address this problem by 'applying principles of engineering and the life sciences toward the development of biological substitutes. Mortality figures and direct health care costs for cancer patients rival those of patients who experience organ failure. Cancer is the second leading cause of death in the United States (Source: American Cancer Society) and it is estimated that direct medical costs for cancer patients approach $100B yearly in the United States alone (Source: National Cancer Institute). In addition, any promising therapy that emerges from the laboratory costs roughly $1.7B to take from bench to bedside. Whereas we have indeed waged war on cancer, the training grounds have largely consisted of small rodents, despite marked differences between human and mouse physiology, or plastic dishes, even though just like our tissues and organs most tumors exist within three-dimensional proteinacious milieus. One could argue that this is comparable to training for a desert war in the arctic. In this special issue of tissue engineering, Fischbach-Teschl and colleagues build a strong case for engineering complex cultures analogous to normal organs to tractably model aspects of the human tumor microenvironment that simply cannot be reproduced with traditional two-dimensional cell culture techniques and that cannot be studied in a controlled fashion in vivo. This idea has gained considerable traction of late as concepts presented and convincingly shown years ago have only now begun to be appreciated. Perhaps, then, it is time to organize those who wish to build complex tumor models to study cancer biology under a common umbrella. Accordingly, we propose that tumor engineering be defined as the construction of complex culture models that recapitulate aspects of the in vivo tumor microenvironment to study the dynamics of tumor development, progression, and therapy on multiple scales. Inherent in this definition is the collaboration that must occur between physical and life scientists to guide the design of patterning techniques, materials, and imaging modalities for the study of cancer from the subcellular to tissue level in physiologically relevant contexts. To date, the most successful tissue engineering approaches have employed methods that recapitulate the composition, architecture, and/or chemical presentation of native tissue. For instance, induction of blood vessel growth for therapeutic purposes has been achieved with sequential release of vascular endothelial growth factor (VEGF) and platelet derived growth factor to induce and stabilize blood vessels. This approach imitates that which occurs during physiological angiogenesis as a result of heterotypic interactions between endothelium and stroma. Employing such biomimetic strategies has already led to success in cancer research. Studying tumors in 3D has proven far more accurate in reproducing in vivo growth characteristics and chemotherapeutic resistance than 2D approaches. A number of animal studies and co-culture experiments have identified also the importance of interactions with other nonmalignant cell types - such as endothelial cells, fibroblasts, adipocytes, leukocytes, and circulating progenitors - to support and sustain tumor growth, invasion, and metastasis. Reproducing not only the 'dynamic reciprocity' but also the 'dynamic cooperativity' between these constituents in a spatially, temporally, and functionally accurate fashion presents quite a challenge for engineering tumors. So, why do it? The reason is to ask important fundamental questions that cannot easily be answered in vivo or on tissue culture plastic for the reasons mentioned.

  8. Lithium As Plasma Facing Component for Magnetic Fusion Research

    The use of lithium in magnetic fusion confinement experiments started in the 1990's in order to improve tokamak plasma performance as a low-recycling plasma-facing component (PFC). Lithium is the lightest alkali metal and it is highly chemically reactive with relevant ion species in fusion plasmas including hydrogen, deuterium, tritium, carbon, and oxygen. Because of the reactive properties, lithium can provide strong pumping for those ions. It was indeed a spectacular success in TFTR where a very small amount (~ 0.02 gram) of lithium coating of the PFCs resulted in the fusion power output to improve by nearly a factor of two. The plasma confinement also improved by a factor of two. This success was attributed to the reduced recycling of cold gas surrounding the fusion plasma due to highly reactive lithium on the wall. The plasma confinement and performance improvements have since been confirmed in a large number of fusion devices with various magnetic configurations including CDX-U/LTX (US), CPD (Japan), HT-7 (China), EAST (China), FTU (Italy), NSTX (US), T-10, T-11M (Russia), TJ-II (Spain), and RFX (Italy). Additionally, lithium was shown to broaden the plasma pressure profile in NSTX, which is advantageous in achieving high performance H-mode operation for tokamak reactors. It is also noted that even with significant applications (up to 1,000 grams in NSTX) of lithium on PFCs, very little contamination (< 0.1%) of lithium fraction in main fusion plasma core was observed even during high confinement modes. The lithium therefore appears to be a highly desirable material to be used as a plasma PFC material from the magnetic fusion plasma performance and operational point of view. An exciting development in recent years is the growing realization of lithium as a potential solution to solve the exceptionally challenging need to handle the fusion reactor divertor heat flux, which could reach 60 MW/m2 . By placing the liquid lithium (LL) surface in the path of the main divertor heat flux (divertor strike point), the lithium is evaporated from the surface. The evaporated lithium is quickly ionized by the plasma and the ionized lithium ions can provide a strongly radiative layer of plasma ("radiative mantle"), thus could significantly reduce the heat flux to the divertor strike point surfaces, thus protecting the divertor surface. The protective effects of LL have been observed in many experiments and test stands. As a possible reactor divertor candidate, a closed LL divertor system is described. Finally, it is noted that the lithium applications as a PFC can be quite flexible and broad. The lithium application should be quite compatible with various divertor configurations, and it can be also applied to protecting the presently envisioned tungsten based solid PFC surfaces such as the ones for ITER. Lithium based PFCs therefore have the exciting prospect of providing a cost effective flexible means to improve the fusion reactor performance, while providing a practical solution to the highly challenging divertor heat handling issue confronting the steadystate magnetic fusion reactors.

    The climate and weather data science community gathered December 35, 2013, at Lawrence Livermore National Laboratory, in Livermore, California, for the third annual Earth System Grid Federation (ESGF) and Ultra-scale Visualization Climate Data Analysis Tools (UV-CDAT) Face-to-Face (F2F) Meeting, which was hosted by the Department of Energy, National Aeronautics and Space Administration, National Oceanic and Atmospheric Administration, the European Infrastructure for the European Network of Earth System Modelling, and the Australian Department of Education. Both ESGF and UV-CDAT are global collaborations designed to develop a new generation of open-source software infrastructure that provides distributed access and analysis to observed and simulated data from the climate and weather communities. The tools and infrastructure developed under these international multi-agency collaborations are critical to understanding extreme weather conditions and long-term climate change, while the F2F meetings help to build a stronger climate and weather data science community and stronger federated software infrastructure. The 2013 F2F meeting determined requirements for existing and impending national and international community projects; enhancements needed for data distribution, analysis, and visualization infrastructure; and standards and resources needed for better collaborations.

    Purpose: To describe and assess an interdisciplinary research training program for graduate students, postdoctoral fellows, and clinical fellows focused on radiation medicine; funded by the Canadian Institutes for Health Research since 2003, the program entitled 'Excellence in Radiation Research for the 21st Century' (EIRR21) aims to train the next generation of interdisciplinary radiation medicine researchers. Methods and Materials: Online surveys evaluating EIRR21 were sent to trainees (n=56), mentors (n=36), and seminar speakers (n=72). Face-to-face interviews were also conducted for trainee liaisons (n=4) and participants in the international exchange program (n=2). Results: Overall response rates ranged from 53% (mentors) to 91% (trainees). EIRR21 was well received by trainees, with the acquisition of several important skills related to their research endeavors. An innovative seminar series, entitled Brainstorm sessions, imparting 'extracurricular' knowledge in intellectual property protection, commercialization strategies, and effective communication, was considered to be the most valuable component of the program. Networking with researchers in other disciplines was also facilitated owing to program participation. Conclusions: EIRR21 is an innovative training program that positively impacts the biomedical community and imparts valuable skill sets to foster success for the future generation of radiation medicine researchers.

  11. Method of managing interference during delay recovery on a train system

    The present invention provides methods for preventing low train voltages and managing interference, thereby improving the efficiency, reliability, and passenger comfort associated with commuter trains. An algorithm implementing neural network technology is used to predict low voltages before they occur. Once voltages are predicted, then multiple trains can be controlled to prevent low voltage events. Further, algorithms for managing inference are presented in the present invention. Different types of interference problems are addressed in the present invention such as "Interference During Acceleration", "Interference Near Station Stops", and "Interference During Delay Recovery." Managing such interference avoids unnecessary brake/acceleration cycles during acceleration, immediately before station stops, and after substantial delays. Algorithms are demonstrated to avoid oscillatory brake/acceleration cycles due to interference and to smooth the trajectories of closely following trains. This is achieved by maintaining sufficient following distances to avoid unnecessary braking/accelerating. These methods generate smooth train trajectories, making for a more comfortable ride, and improve train motor reliability by avoiding unnecessary mode-changes between propulsion and braking. These algorithms can also have a favorable impact on traction power system requirements and energy consumption.
