    This report documents the Tiger Team Assessment of Sandia National Laboratories (SNL), Albuquerque, located in Albuquerque, New Mexico. SNL, Albuquerque, is operated by the Sandia Corporation (a wholly owned subsidiary of the American Telephone and Telegraph Company) for the US Department of Energy (DOE). The environmental assessment also included DOE tenant facilities at Ross Aviation, Albuquerque Microelectronics Operation, and the Central Training Academy. The assessment was conducted from April 15 to May 24, 1991, under the auspices of DOE's Office of Special Projects under the Assistant Secretary for Environment, Safety and Health (ES H). The assessment was comprehensive, encompassing ES H disciplines, management, self-assessments, and quality assurance; transportation; and waste management operations. Compliance with applicable federal, state, and local regulations; applicable DOE Orders; best management practices; and internal SNL, Albuquerque, requirements were assessed. In addition, an evaluation of the adequacy and effectiveness of DOE and SNL, Albuquerque management of ES H programs was conducted.

    In 2009, we presented the idea of an American academy for training safeguards inspectors for the International Atomic Energy Agency (IAEA), due to the declining percentage of Americans in that international organization. In this paper we assert that there is still a compelling need for this academy. While the American Safeguards Academy would be useful in preparing and pre-training American inspectors for the IAEA, it would also be useful for preparing Americans for domestic safeguards duties in the U.S. Department of Energy (DOE), U.S. DOE National Laboratories, and the U.S. Nuclear Regulatory Commission (NRC). It is envisioned that such an academy would train graduate and post-graduate university students, DOE National Laboratory interns, and nuclear safeguards professionals in the modern equipment, safeguards measures, and approaches currently used by the IAEA. It is also envisioned that the Academy would involve the domestic nuclear industry, which could provide use of commercial nuclear facilities for tours and demonstrations of the safeguards tools and methods in actual nuclear facilities. This would be in support of the U.S. DOE National Nuclear Security Administration’s Next Generation Safeguards Initiative (NGSI). This training would also help American nuclear safeguards and non-proliferation professionals better understand the potential limitations of the current tools used by the IAEA and give them a foundation from which to consider even more effective and efficient safeguards measures and approaches.

    High school and college students are getting a global perspective of photovoltaic systems through a hands-on educational and training program. The Renewable Energy and Environmental Protection (REEP) Academy is a college preparatory program conducted by Texas Southern University (TSU), located in Houston, Texas, in partnership with Port Elizabeth Technikon, located in the Eastern Cape of South Africa. The program is designed to encourage minority high school students to pursue education in science, engineering and technology through a combination of lectures, laboratory activities, field trips and hands-on system installations. Also included in this program is an international exchange between TSU and Port Elizabeth Technikon that enables college students to study abroad and complete internships involving photovoltaics. Assessments show that the students' knowledge of renewable energy and sustainability increases by approximately 40% following their participation in the program. To date, approximately 60% of the participating students who are currently in college are enrolled in technical fields.

    This section summarizes trainee evaluations for the Safety Training Section course, Machine Guarding which was conducted at Sandia National Laboratory, in Albuquerque, New Mexico. This class was the second pilot course taught. This report summarizes the quantitative course evaluations that trainees provided upon completion of the course, and provides a transcript of the trainees' written comments. Numeric course ratings were lower than normal and reflect problems that were encountered in this class. The course and knowledge gained by the trainees exceeded some of the students' expectations of the course and results from the final examination indicated that the majority of students gained significant knowledge from the course while others were distracted and gained little from the course. A graph showing the distribution is included.

    This 1992 report contains monitoring data from routine radiological and nonradiological environmental surveillance activities. summaries of significant environmental compliance programs in progress, such as National Environmental Policy Act documentation, environmental permits, envirorunental restoration, and various waste management programs for Sandia National Laboratories in Albuquerque, New Mexico, are included. The maximum offsite dose impact was calculated to be 0.0034 millirem. The total population within a 50-mile radius of Sandia National Laboratories/New Mexico received an estimated collective dose of 0.019 person-rem during 1992 from the laboratories` operations. As in the previous year, the 1992 operations at Sandia National Laboratories/New Mexico had no discernible impact on the general public or on the environment.

This class was the first pilot course taught. Additionally, this report summarizes the quantitative course evaluations that trainees provided upon completion of the course. Included is a transcript of the trainees' written comments. Numeric course ratings were generally positive and show that the course material and instruction were very effective. Written comments supported the positive numeric ratings. The course content and knowledge gained by the trainees exceeded most of the students' expectations of the course. Results from the final examination showed that students gained significant knowledge from the course.

    The Fourth Project DEEP STEAM Technical Advisory Panel Meeting was held on 5 and 6 November 1980 in Albuquerque, New Mexico, to review the status of project DEEP STEAM. Sandia Corporation, a wholly-owned subsidiary of Lockheed Martin Corporation, operates SNL/NM. This annual report summarizes data and the compliance status of Sandia Corporation's environmental protection and monitoring programs through December 31, 2004. Major environmental programs include air quality, water quality, groundwater protection, terrestrial surveillance, waste management, pollution prevention (P2), environmental restoration (ER), oil and chemical spill prevention, and the National Environmental Policy Act (NEPA).     This report addresses an overall strategy for complying with DOE Order 5400.4 which directs that DOE offices and facilities integrate the procedural and documentation requirements of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and the National Environmental Policy Act (NEPA) wherever practical and appropriate. Integration of NEPA and Resource Conservation and Recovery Act (RCRA) processes is emphasized because RCRA applies to most of the potential release sites at SNL, Albuquerque. NEPA, CERCLA, and RCRA precesses are comparatively analyzed and special integration issues are discussed. Three integration strategy options are evaluated and scheduling and budgeting needs are identified. An annotated outline of an integrated project- or site-specific NEPA/RCRA RFI/CMS EIS or EA is included as an appendix.

    This report documents the results of the Comprehensive Baseline Environmental Audit conducted at the Inhalation Toxicology Research Institute (ITRI) in Albuquerque, New Mexico. The scope of the audit at the ITRI was comprehensive, addressing environmental activities in the technical areas of air; soils, sediments, and biota; surface water/drinking water; groundwater; waste management; toxic and chemical materials; quality assurance; radiation; inactive waste sites; environmental management; and environmental monitoring programs. Specifically assessed was the compliance of ITRI operations and activities with Federal, state, and local regulations; DOE Orders; internal operating standards; and best management practices. Onsite activities included inspection of ITRI facilities and operations; review of site documents; interviews with DOE and contractor personnel, as well as representatives from state regulatory agencies; and reviews of previous appraisals. Using these sources of information, the environmental audit team developed findings, which fell into two general categories: compliance findings and best management practice findings. Each finding also identifies apparent causal factor(s) that contributed to the finding and will assist line management in developing ``root causes`` for implementing corrective actions.

    The US Department of Energy`s (DOE`s) conduct of epidemiologic surveillance provides an early warning system for health problems among workers. This program monitors illnesses and injuries that result in an absence of five or more consecutive workdays, occupational injuries and illnesses, and disabilities and deaths among current workers. This report provides a summary of epidemiologic surveillance data collected from the Sandia National Laboratory-Albuquerque (SNL-AL) from January 1, 1995 through December 31, 1995. The data were collected by a coordinator at SNL-AL and submitted to the Epidemiologic Surveillance Data Center, located at Oak Ridge Institute for Science and Education, where quality control procedures and data analyses were carried out. The annual report for 1995 has been redesigned from reports for previous years. Most of the information in the previous reports is also in this report, but some material now appears in the appendices instead of the main body of the report. The information presented in the main body of the report provides a descriptive analysis of the data collected from the site and the appendices provide more detail. A new section of the report presents trends in health over time. The Glossary and an Explanation of Diagnostic Categories have been expanded with more examples of diagnoses to illustrate the content of each category. The data presented here apply only to SNL-AL. The DOE sites are varied, so comparisons of SNL-AL with other DOE sites should be made with caution. It is important to keep in mind that many factors can affect the completeness and accuracy of health information collected at the sites as well as affect patterns of illness and injury observed.

    During fiscal years 2007 through 2009, in accordance with Performance Based Incentives with DOE/NNSA Los Alamos Site Office, Los Alamos National Security (LANS) implemented and operated a Safety Basis Academy (SBA) to facilitate uniformity in technical qualifications of safety basis professionals across the nuclear weapons complex. The implementation phase of the Safety Basis Academy required development, delivery, and finalizing a set of 23 courses. The courses developed are capable of supporting qualification efforts for both federal and contractor personnel throughout the DOE/NNSA Complex. The LANS Associate Director for Nuclear and High Hazard Operations (AD-NHHO) delegated project responsibillity to the Safety Basis Division. The project was assigned to the Safety Basis Technical Services (SB-TS) Group at Los Alamos National Laboratory (LANL). The main tasks were project needs analysis, design, development, implementation of instructional delivery, and evaluation of SBA courses. DOE/NNSA responsibility for oversight of the SBA project was assigned to the Chief of Defense for Nuclear Safety, and delegated to the Authorization Basis Senior Advisor, Continuous Learning Chair (CDNS-ABSA/CLC). NNSA developed a memorandum of agreement with LANS AD-NHHO. Through a memorandum of agreement initiated by NNSA, the DOE National Training Center (NTC) will maintain the set of Safety Basis Academy courses and is able to facilitate course delivery throughout the DOE Complex.

    A vegetation study was conducted in Technical Area 3 at Sandia National Laboratories, Albuquerque, New Mexico in 2003 to assist in the design and optimization of vegetative soil covers for hazardous, radioactive, and mixed waste landfills at Sandia National Laboratories/New Mexico and Kirtland Air Force Base. The objective of the study was to obtain site-specific, vegetative input parameters for the one-dimensional code UNSAT-H and to identify suitable, diverse native plant species for use on vegetative soil covers that will persist indefinitely as a climax ecological community with little or no maintenance. The identification and selection of appropriate native plant species is critical to the proper design and long-term performance of vegetative soil covers. Major emphasis was placed on the acquisition of representative, site-specific vegetation data. Vegetative input parameters measured in the field during this study include root depth, root length density, and percent bare area. Site-specific leaf area index was not obtained in the area because there was no suitable platform to measure leaf area during the 2003 growing season due to severe drought that has persisted in New Mexico since 1999. Regional LAI data was obtained from two unique desert biomes in New Mexico, Sevilletta Wildlife Refuge and Jornada Research Station.

    A Theoretical Overlay Photographic (TOP) alignment method uses the overlay of a theoretical projected image of a perfectly aligned concentrator on a photographic image of the concentrator to align the mirror facets of a parabolic trough solar concentrator. The alignment method is practical and straightforward, and inherently aligns the mirror facets to the receiver. When integrated with clinometer measurements for which gravity and mechanical drag effects have been accounted for and which are made in a manner and location consistent with the alignment method, all of the mirrors on a common drive can be aligned and optimized for any concentrator orientation.

    A method of designing a primary geometry, such as for a forming die, to be used in a powder pressing application by using a combination of axisymmetric geometric shapes, transition radii, and transition spaces to simulate the geometry where the shapes can be selected from a predetermined list or menu of axisymmetric shapes and then developing a finite element mesh to represent the geometry. This mesh, along with material properties of the component to be designed and powder, is input to a standard deformation finite element code to evaluate the deformation characteristics of the component being designed. The user can develop the geometry interactively with a computer interface in minutes and execute a complete analysis of the deformation characteristics of the simulated component geometry.

    The United States Air Force Academy (AFA) has asked the Los Alamos National Laboratory to assist them in conducting detailed energy and solar analyses of selected AFA buildings using the DOE-2 building energy analysis computer program. The results of the energy conservation study conducted by Los Alamos in FY 1981 and 1982 for Building 2360 (Vandenberg Hall), Building 2169 (Field House), and Building 2410 (Aeronautics Laboratory) are presented. Energy Conservation and Solar Opportunities (ECOs) are identified for each building and predicted heating, cooling and electric energy savings are presented for each ECO. Economic results are summarized as annual dollars saved, discounted benefit-to-cost ratio, maximum investment targets, and the life-cycle cost of implementing each ECO.

    Geothermal Academy: A Pathway for Confirmation of Ground-Source Heat Pumps in the United States. In 2008, Oak Ridge National Laboratory issued a report on geothermal heats pumps (GHPs) focused on the market status, barriers to adoption, and actions to overcome these barriers (Hughes 2008). Of the barriers raised in this report, of the most pressing is the lack of performance and energy usage data for GHPs. Further, an associated barrier is a lack of a fair comparison of the energy usage of conventional heating and cooling systems for the same building. Because of these barriers, we are not able to say how much energy is used by well-designed GHP systems on a long-term basis, nor are we able to say how better their energy usage is compared to conventional systems. The need for a fair comparison with conventional systems is particularly relevant as modern versions of conventional air conditioners, gas furnaces, and boilers have also incorporated energy saving technologies. As a first step to address this barrier, the Geothermal Academy has developed a framework for data collection. This framework has already been applied to several geothermal installations in Colorado (Nakagawa etal. 2010). The framework classifies data into different categories based on the relevance of the dat to understanding the energy consumption of a GHP system. The categories are: direct energy consumption data, heat exchange performance data, and GHP design parameter data. The main recommendation of this project is to include a minimal data collection system on each heat pump installed in the U.S., capable of measuring the electrical energy consumed, the entering/exiting fluid temperatures, and circulation rates. This is a viable and cost effective solution which will provide performance data, as data collection systems are only a fraction of the cost of a GHP unit and modern GHP units already incorporate sensors to monitor energy usage and the entering and exiting fluid temperatures. Specifically, these sensors are used to control the GHP unit to provide the heat exchange required to provide a desired temperature within a building. Accordingly, it is straightforward for this operational data to be collected to start building a database of GHP performance such that can provide statistically relevant comparison with other heating and cooling systems. In addition to collecting the data, such a system could be easily implemented with a wireless transmitter so that data could be sent to a home PC where it could be transmitted to a central database. Display of the data on a user's PC would provide feedback on the performance of their system which could perhaps refine their use of the system to reach their personal energy goals. Although a system such as that described above has yet to be incorporated directly into commercial GHP systems, it is straightforward and inexpensive to outfit a GHP with a data acquisition system and supplemental sensors. A secondary recommendation is to consider funding a pilot effort that will collect the energy and performance time series data from a representative sample of installations. A preliminary pilot effort was undertaken by the Geothermal Academy at a middle school in Ft. Collins, Colorado, which demonstrated the feasibility and ease of such an effort. A full-scale pilot effort would be most suited to evaluate the performance of GHP installations in different climate settings, preferably focusing on residential, commercial, and public buildings. If a full-scale pilot effort were to be undertaken, it is recommended to also identify large buildings which may incorporate a back-up conventional heating and cooling system in order to provide statistically relevant comparison data to assess the improvement in GHP energy usage over other heating and cooling technologies. Such a data collection system would provide several benefits to the different sectors of society (consumers, installers, policy makers, researchers, utility companies, government regulators) which are concerned with GHP technology and implementation.

    The U.S. government has been assisting the Russian Federation (RF) Ministry of Defense (MOD) for many years with nuclear weapons transportation security (NWTS) through the provision of specialized guard escort railcars and cargo railcars with integrated physical security and communication systems, armored transport vehicles, and armored escort vehicles. As a natural continuation of the NWTS program, a partnership has been formed to construct a training center that will provide counterterrorism training to personnel in all branches of the RF MOD. The Abramovo Counterterrorism Training Center (ACTC) is a multinational, multiagency project with funding from Canada, RF and the U.S. Departments of Defense and Energy. ACTC will be a facility where MOD personnel can conduct basic through advanced training in various security measures to protect Category IA material against the threat of terrorist attack. The training will enhance defense-in-depth principles by integrating MOD guard force personnel into the overall physical protection systems and improving their overall response time and neutralization capabilities. The ACTC project includes infrastructure improvements, renovation of existing buildings, construction of new buildings, construction of new training facilities, and provision of training and other equipment. Classroom training will be conducted in a renovated training building. Basic and intermediate training will be conducted on three different security training areas where various obstacles and static training devices will be constructed. The central element of ACTC, where advanced training will be held, is the 'autodrome,' a 3 km road along which various terrorist events can be staged to challenge MOD personnel in realistic and dynamic nuclear weapons transportation scenarios. This paper will address the ACTC project elements and the vision for training development and integrating this training into actual nuclear weapons transportation operations.

    The Training Management Information System (TMIS) is an integrated information system for all training related activities. TMIS is at the leading edge of training information systems used in the nuclear industry. The database contains all the necessary records to confirm the department's adherence to accreditation criteria and houses all test questions, student records and information needed to evaluate the training process. The key to the TMIS system is that the impact of any change (i.e., procedure change, new equipment, safety incident in the commercial nuclear industry, etc.) can be tracked throughout the training process. This ensures the best training can be performed that meets the needs of the employees. TMIS is comprised of six functional areas: Job and Task Analysis, Training Materials Design and Development, Exam Management, Student Records/Scheduling, Evaluation, and Commitment Tracking. The system consists of a VAX 6320 Cluster with IBM and MacIntosh computers tied into an ethernet with the VAX. Other peripherals are also tied into the system: Exam Generation Stations to include mark sense readers for test grading, Production PC's for Desk-Top Publishing of Training Material, and PC Image Workstations. 5 figs.

CTMS is a database that links information needed to maintain a five-phase approach to training-analysis, design, development, implementation, and evaluation independent of training program design. CTMS is designed using R-Base{trademark}, an-SQL compliant software platform. Information is logically entered and linked in CTMS. Each task is linked directly to a performance objective, which, in turn, is linked directly to a learning objective; then, each enabling objective is linked to its respective test items. In addition, tasks, performance objectives, enabling objectives, and test items are linked to their associated reference documents. CTMS keeps all information up to date since it automatically sorts, files and links all data; CTMS includes key word and reference document searches. 18 figs.

    The George Kuzmycz Training Center for Physical Protection, Control and Accounting (GKTC) was established in 1998 in a collaborative endeavor of the State Nuclear Regulatory Administration of Ukraine, the Ukrainian Academy of Sciences, and the U.S. Department of Energy. Located at the Institute for Nuclear Research in Kyiv, the GKTC provides theoretical and practical training in physical protection, control, and accounting techniques and systems that are employed to reduce the risk of unauthorized use, theft, or diversion of weapons-usable nuclear material. Participants in GKTC workshops and courses include nuclear facility specialists as well as officials of the State's regulatory authorities. The principal investigator is Cal Delegard of the Westinghouse Hanford Company. The task involves a technical liaison with the Institute of Physical Chemistry of the Russian Academy of Sciences (IPC/RAS) and their DOE-supported investigations into the fundamental and applied chemistry of the transuranium elements (primarily neptunium, plutonium, and americium) and technetium in @ine media. The task has three purposes: 1. Providing technical information and technical direction to the IPC/RAS. 2. Disseminating IPC/RAS data and information to the DOE technical community. 3. Verifying IPC/RAS results through laboratory testing and comparison with published data.

    In the ALICE experiment hundreds of users are analyzing big datasets on a Grid system. High throughput and short turn-around times are achieved by a centralized system called the LEGO trains. This system combines analysis from different users in so-called analysis trains which are then executed within the same Grid jobs thereby reducing the number of times the data needs to be read from the storage systems. The centralized trains improve the performance, the usability for users and the bookkeeping in comparison to single user analysis. The train system builds upon the already existing ALICE tools, i.e. the analysis framework as well as the Grid submission and monitoring infrastructure. The entry point to the train system is a web interface which is used to configure the analysis and the desired datasets as well as to test and submit the train. Several measures have been implemented to reduce the time a train needs to finish and to increase the CPU efficiency.

The principal investigator is Cal Delegard of the Westinghouse Hanford Company. The task involves a technical liaison with the Institute of Physical Chemistry of the Russian Academy of Sciences (IPC/RAS) and their DOE-supported investigations into the fundamental and applied chemistry of the transuranium elements (primarily neptunium, plutonium, and americium) and technetium in alkaline media. The task has three purposes: 1. Providing technical information and technical direction to the IPC/RAS. 2. Disseminating IPC/RAS data and information to the DOE technical community. 3. Verifying IPC/RAS results through laboratory testing and comparison with published data. This report fulfills the milestone ``Provide End-of-Year Report to Focus Area,`` due September 30, 1996.

The handbook was prepared primarily for DOE nuclear facilities, but the information can be effectively used by any other type of facility. DOE nuclear, DOE non-nuclear, commercial nuclear reactor, fuel fabrication, chemical processing, or other types of facilities may also apply the principles of this approach and find it useful and applicable to local needs. The handbook provides DOE and contractor operating organizations with concepts and guidance regarding the use of alternative techniques to implement a systematic approach to training (SAT). The techniques described in this handbook are endorsed by DOE and use of the guidance in this handbook is appropriate for establishment of technical training programs at DOE nuclear facilities. The use of guidance on selection and implementation of appropriate training approaches after consideration of job complexity, the consequences of error based on risk/hazard potential, and available training media should result in effective and efficient training programs. The information presented in this handbook can be used to grade the level of effort and formality used in developing training programs.

    The present invention provides methods for preventing low train voltages and managing interference, thereby improving the efficiency, reliability, and passenger comfort associated with commuter trains. An algorithm implementing neural network technology is used to predict low voltages before they occur. Once voltages are predicted, then multiple trains can be controlled to prevent low voltage events. Further, algorithms for managing inference are presented in the present invention. Different types of interference problems are addressed in the present invention such as "Interference. During Acceleration", "Interference Near Station Stops", and "Interference During Delay Recovery." Managing such interference avoids unnecessary brake/acceleration cycles during acceleration, immediately before station stops, and after substantial delays. Algorithms are demonstrated to avoid oscillatory brake/acceleration cycles due to interference and to smooth the trajectories of closely following trains. This is achieved by maintaining sufficient following distances to avoid unnecessary braking/accelerating. These methods generate smooth train trajectories, making for a more comfortable ride, and improve train motor reliability by avoiding unnecessary mode-changes between propulsion and braking. These algorithms can also have a favorable impact on traction power system requirements and energy consumption.

    The DOE Weatherization Training Grant assisted Native American trainees in developing weatherization competencies, creating employment opportunities for Bishop Paiute tribal members in a growing field. The trainees completed all the necessary training and certification requirements and delivered high-quality weatherization services on the Bishop Paiute Reservation. Six tribal members received all three certifications for weatherization; four of the trainees are currently employed. The public benefit includes (1) development of marketable skills by low-income Native individuals, (2) employment for low-income Native individuals in a growing industry, and (3) economic development opportunities that were previously not available to these individuals or the Tribe.

    The Fermilab Operations Department takes about two years to train a new Operator. The Operator's introductory (Concepts) On-the-Job-Training (OJT) gives him or her an overview of the laboratory, teaches the basic facts about all the accelerators, and it also teaches the new operator the training process used for all the rest of their OJT training. The Concepts OJT takes about four to six months for most people to complete. This paper will explain how this first six months of training sets the new employee on their path to becoming a fully trained Operator.
