    This report documents the Tiger Team Assessment of Sandia National Laboratories (SNL), Albuquerque, located in Albuquerque, New Mexico. SNL, Albuquerque, is operated by the Sandia Corporation (a wholly owned subsidiary of the American Telephone and Telegraph Company) for the US Department of Energy (DOE). The environmental assessment also included DOE tenant facilities at Ross Aviation, Albuquerque Microelectronics Operation, and the Central Training Academy. The assessment was conducted from April 15 to May 24, 1991, under the auspices of DOE's Office of Special Projects under the Assistant Secretary for Environment, Safety and Health (ES H). The assessment was comprehensive, encompassing ES H disciplines, management, self-assessments, and quality assurance; transportation; and waste management operations. Compliance with applicable federal, state, and local regulations; applicable DOE Orders; best management practices; and internal SNL, Albuquerque, requirements were assessed. In addition, an evaluation of the adequacy and effectiveness of DOE and SNL, Albuquerque management of ES H programs was conducted.

    In 2009, we presented the idea of an American academy for training safeguards inspectors for the International Atomic Energy Agency (IAEA), due to the declining percentage of Americans in that international organization. In this paper we assert that there is still a compelling need for this academy. While the American Safeguards Academy would be useful in preparing and pre-training American inspectors for the IAEA, it would also be useful for preparing Americans for domestic safeguards duties in the U.S. Department of Energy (DOE), U.S. DOE National Laboratories, and the U.S. Nuclear Regulatory Commission (NRC). It is envisioned that such an academy would train graduate and post-graduate university students, DOE National Laboratory interns, and nuclear safeguards professionals in the modern equipment, safeguards measures, and approaches currently used by the IAEA. It is also envisioned that the Academy would involve the domestic nuclear industry, which could provide use of commercial nuclear facilities for tours and demonstrations of the safeguards tools and methods in actual nuclear facilities. This would be in support of the U.S. DOE National Nuclear Security Administration’s Next Generation Safeguards Initiative (NGSI). This training would also help American nuclear safeguards and non-proliferation professionals better understand the potential limitations of the current tools used by the IAEA and give them a foundation from which to consider even more effective and efficient safeguards measures and approaches.

    In 1984 the U.S. Department of Energy (DOE) established the Central Training Academy (CTA). The academy's mission at that time was to provide state-of-the-art, standardized training to DOE and DOe contractor safeguards and security personnel. The CTA's primary mission still is to provide quality training of the safeguards and security personnel throughout the DOE who are, or may become, involved in the protection of vital national resources. Our major goals are to develop quality training instruction, use of an ongoing training evaluation program, establish and maintain a professional instructor cadre, and standardize training in the area of safeguards and security. This paper addresses current and future CTA training initiatives for safeguards and technical security programs. It also addresses specific courses, course content and objectives, and course prerequisites.

    The Fourth Project DEEP STEAM Technical Advisory Panel Meeting was held on 5 and 6 November 1980 in Albuquerque, New Mexico, to review the status of project DEEP STEAM. This Proceedings, following the order of the meeting, is divided into five main sections: the injection string modification program, the downhole steam generator program, supporting activities, field testing, and the Advisory Panel recommendations and discussion. Each of the 17 presentations is summarized, and a final Discussion section has been added, when needed, for inclusion of comments and replies related to specific presentations. Finally, the Advisory Panel recommendations and the ensuing discussion are summarized in the closing section.

    This report concerns payments by the Sandia Corporation to employee pension plans. The audit disclosed that in 1984 the Department incurred unnecessary costs of $19.2 million because Sandia made payments into its two pension plans even though information contained in Sandia'a actuarial consultants' reports showed that the funds were overfunded by $77.7 million at the beginning of the year. During the preceding three years, similar payments were made which added to plan overfunding. Sandia had based pension plan payments on very conservative actuarial assumptions. Albuquerque did not agree with the findings and recommendations. A summary of management's comments and the response are included in the report.

    The purpose of this audit was to determine whether the Department of Energy's (Department) management of its contract with Ross Aviation, Inc. (Ross) provided reasonable assurance that the inventory of aircraft major spare parts at Ross was economical and efficient. The audit disclosed that approximately $447,000 (acquisition and interest carrying costs) of low-use major spare parts was excessive. Internal control deficiencies which fostered the excessive inventory included: (1) Ross had set stock levels without considering such factors as consumption or projected needs; and (2) the Department had not reviewed inventory quantities when appraising Ross' property management. The Albuquerque Operations Office (AL) agreed to take the corrective actions recommended in the report.

    We present a technique that allows for the simultaneous acquisition and interpretation of both shear-wave and compressive-wave 3-D velocities. The technique requires no special seismic sources or array geometries, and is suited to studies with small source-receiver offsets. The method also effectively deals with unwanted seismic arrivals by using the statistical properties of the data itself to discriminate against spurious picks. We demonstrate the technique with a field experiment at the Facility for Analysis, Calibration, and Testing at Sandia National Laboratories, Albuquerque, New Mexico. The resulting 3-D shear-velocity and compressive-velocity distributions are consistent with surface geologic mapping. The averaged velocities and V{sub p}/V{sub s} ratio in the upper 30 meters are also consistent with examples found in the scientific literature.

    During fiscal years 2007 through 2009, in accordance with Performance Based Incentives with DOE/NNSA Los Alamos Site Office, Los Alamos National Security (LANS) implemented and operated a Safety Basis Academy (SBA) to facilitate uniformity in technical qualifications of safety basis professionals across the nuclear weapons complex. The implementation phase of the Safety Basis Academy required development, delivery, and finalizing a set of 23 courses. The courses developed are capable of supporting qualification efforts for both federal and contractor personnel throughout the DOE/NNSA Complex. The LANS Associate Director for Nuclear and High Hazard Operations (AD-NHHO) delegated project responsibillity to the Safety Basis Division. The project was assigned to the Safety Basis Technical Services (SB-TS) Group at Los Alamos National Laboratory (LANL). The main tasks were project needs analysis, design, development, implementation of instructional delivery, and evaluation of SBA courses. DOE/NNSA responsibility for oversight of the SBA project was assigned to the Chief of Defense for Nuclear Safety, and delegated to the Authorization Basis Senior Advisor, Continuous Learning Chair (CDNS-ABSA/CLC). NNSA developed a memorandum of agreement with LANS AD-NHHO. Through a memorandum of agreement initiated by NNSA, the DOE National Training Center (NTC) will maintain the set of Safety Basis Academy courses and is able to facilitate course delivery throughout the DOE Complex.

    This report documents the results of the Comprehensive Baseline Environmental Audit conducted at the Inhalation Toxicology Research Institute (ITRI) in Albuquerque, New Mexico. The scope of the audit at the ITRI was comprehensive, addressing environmental activities in the technical areas of air; soils, sediments, and biota; surface water/drinking water; groundwater; waste management; toxic and chemical materials; quality assurance; radiation; inactive waste sites; environmental management; and environmental monitoring programs. Specifically assessed was the compliance of ITRI operations and activities with Federal, state, and local regulations; DOE Orders; internal operating standards; and best management practices. Onsite activities included inspection of ITRI facilities and operations; review of site documents; interviews with DOE and contractor personnel, as well as representatives from state regulatory agencies; and reviews of previous appraisals. Using these sources of information, the environmental audit team developed findings, which fell into two general categories: compliance findings and best management practice findings. Each finding also identifies apparent causal factor(s) that contributed to the finding and will assist line management in developing ``root causes`` for implementing corrective actions.

    A goal of the Department of Energy project management system is to ensure that projects are necessary to fulfill mission needs and are cost effective. This requires that the Department justify each project and explore competitive alternatives. The objective of this audit was to assess the need to construct protective force training facilities at the Department`s Pantex Plant. Our audit disclosed that (1) construction of a physical training facility was not necessary to fulfill mission needs, and (2) the Department did not consider all viable alternatives to constructing a weapons tactics and training facility. These conditions occurred, in part, because a Justification for New Start was never prepared and approved for the Security Enhancements Major System Acquisition, which included these two projects. We recommended that the Manager, Albuquerque Operations Office, cancel construction of the physical training facility, make needed repairs and upgrades to the existing facilities, and reduce the cost of the Security Enhancements Major System Acquisition accordingly. Implementation of this recommendation will save about $1.7 million. We also recommended that the Manager direct Mason & Hanger to perform economic analyses of all viable alternatives to constructing a weapons tactics and training facility before proceeding with construction. Such analyses could lead to cancellation or rescoping of the proposed facility and result in savings to the Department. Albuquerque management did not agree to cancel construction of the physical training facility, but did agree to perform economic analyses of all viable alternatives to the proposed weapons tactics and training facility before proceeding with construction.

    A vegetation study was conducted in Technical Area 3 at Sandia National Laboratories, Albuquerque, New Mexico in 2003 to assist in the design and optimization of vegetative soil covers for hazardous, radioactive, and mixed waste landfills at Sandia National Laboratories/New Mexico and Kirtland Air Force Base. The objective of the study was to obtain site-specific, vegetative input parameters for the one-dimensional code UNSAT-H and to identify suitable, diverse native plant species for use on vegetative soil covers that will persist indefinitely as a climax ecological community with little or no maintenance. The identification and selection of appropriate native plant species is critical to the proper design and long-term performance of vegetative soil covers. Major emphasis was placed on the acquisition of representative, site-specific vegetation data. Vegetative input parameters measured in the field during this study include root depth, root length density, and percent bare area. Site-specific leaf area index was not obtained in the area because there was no suitable platform to measure leaf area during the 2003 growing season due to severe drought that has persisted in New Mexico since 1999. Regional LAI data was obtained from two unique desert biomes in New Mexico, Sevilletta Wildlife Refuge and Jornada Research Station.

In 2008, Oak Ridge National Laboratory issued a report on geothermal heats pumps (GHPs) focused on the market status, barriers to adoption, and actions to overcome these barriers (Hughes 2008). Of the barriers raised in this report, of the most pressing is the lack of performance and energy usage data for GHPs. Further, an associated barrier is a lack of a fair comparison of the energy usage of conventional heating and cooling systems for the same building. Because of these barriers, we are not able to say how much energy is used by well-designed GHP systems on a long-term basis, nor are we able to say how better their energy usage is compared to conventional systems. The need for a fair comparison with conventional systems is particularly relevant as modern versions of conventional air conditioners, gas furnaces, and boilers have also incorporated energy saving technologies. As a first step to address this barrier, the Geothermal Academy has developed a framework for data collection. This framework has already been applied to several geothermal installations in Colorado (Nakagawa etal. 2010). The framework classifies data into different categories based on the relevance of the dat to understanding the energy consumption of a GHP system. The categories are: direct energy consumption data, heat exchange performance data, and GHP design parameter data. The main recommendation of this project is to include a minimal data collection system on each heat pump installed in the U.S., capable of measuring the electrical energy consumed, the entering/exiting fluid temperatures, and circulation rates. This is a viable and cost effective solution which will provide performance data, as data collection systems are only a fraction of the cost of a GHP unit and modern GHP units already incorporate sensors to monitor energy usage and the entering and exiting fluid temperatures

    This paper describes an alternative energy conversion demonstration laboratory which supplements classroom theory in a senior engineering elective course in energy conversion in the Department of Mechanical Engineering at the U.S. Naval Academy. Oil, nuclear energy, and other conventional sources of power have been the dominant sources for industrial society and the U.S. Navy, and will continue to be so for the foreseeable future. There are other possibilities, however, including wind power, solar power, ocean thermal power and tidal power. A need for alternative sources of energy for the Navy was recognized at the time of the Arab oil embargo in 1973, and an academic program in alternative energy has been developed to help satisfy that need.     A method of designing a primary geometry, such as for a forming die, to be used in a powder pressing application by using a combination of axisymmetric geometric shapes, transition radii, and transition spaces to simulate the geometry where the shapes can be selected from a predetermined list or menu of axisymmetric shapes and then developing a finite element mesh to represent the geometry. This mesh, along with material properties of the component to be designed and powder, is input to a standard deformation finite element code to evaluate the deformation characteristics of the component being designed. The user can develop the geometry interactively with a computer interface in minutes and execute a complete analysis of the deformation characteristics of the simulated component geometry.

    A Theoretical Overlay Photographic (TOP) alignment method uses the overlay of a theoretical projected image of a perfectly aligned concentrator on a photographic image of the concentrator to align the mirror facets of a parabolic trough solar concentrator. The alignment method is practical and straightforward, and inherently aligns the mirror facets to the receiver. When integrated with clinometer measurements for which gravity and mechanical drag effects have been accounted for and which are made in a manner and location consistent with the alignment method, all of the mirrors on a common drive can be aligned and optimized for any concentrator orientation.

  8. Going the Distance? NRC's Response to the National Academy of Science's Transportation Study

    In February 2006, the National Academy of Sciences (NAS) published the results of a 3 1/2-year study, titled Going the Distance, that examined the safety of transporting spent nuclear fuel (SNF) and high level waste (HLW) in the United States. NAS initiated this study to address what it perceived to be a national need for an independent, objective, and authoritative analysis of SNF and HLW transport in the United States. The study was co-sponsored by the U.S. Nuclear Regulatory Commission (NRC), the U.S. Department of Energy (DOE), the U.S. Department of Transportation (DOT), the Electric Power Research Institute and the National Cooperative Highway Research Program. This paper addresses some of the recommendations made in the NAS study related to the performance of SNF transportation casks in long duration fires, the use of full-scale package testing, and the need for an independent review of transportation security prior to the commencement of large scale shipping campaigns to an interim storage site or geologic repository. In conclusion: The NRC believes that the current regulations in 10 CFR Part 71 for the design of SNF and HLW transportation packages provide a very high level of protection to the public for very severe accidents and credible threat scenarios. As recommended by the NAS study, additional studies of accidents involving severe fires have been completed. These studies have confirmed that spent fuel casks would be expected to withstand very severe fires without the release of any fission products from the spent fuel. Additionally, changes in rail operating procedures such as the use of dedicated trains and prohibition on the co-location of SNF and flammable liquids in rail tunnels can further reduce the already low probability of severe rail accident fires involving SNF and HLW.     This paper documents the workshop process as a beneficial training tool for nuclear facility safeguards and security (SAS). Described are the workshop benefits, development phases, implementation steps, conduct, and follow-up. A workshop, as described there, is a directed effort that results in a written product. The workshop process is used by the DOE Central Training Academy (CTA). So far, the CTA workshop end products have been user guides, plans, or procedures. The process has benefited the SAS community by developing documented consensus positions related to DOE topics. The workshop process is especially useful when policy statements are difficult to implement and guidance is limited. The workshop process also has application at DOE sites.

    This report is the result of a workshop on Arctic offshore oil and gas recovery, held at Sandia National Laboratories Albuquerque, New Mexico, on June 30-July 2, 1980. Research priorities for the technology related to Arctic offshore oil and gas production were defined. The workshop was preceded by a report entitled, A Review of Technology for Arctic Offshore Oil and Gas Recovery, authored by Dr. W. M. Sackinger. The mission of the workshop was to identify research priorities without considering whether the research should be conducted by government or by industry. Nevertheless, at the end of the meeting the general discussion did consider this, and the concensus was that environmental properties should certainly be of concern to the government, that implementation of petroleum operations was the province of industry, and that overlapping, coordinated areas of interest include both environment and interactions of the environment with structures, transport systems, and operations. An attempt to establish relative importance and a time frame was made after the workshop through the use of a survey form. The form and a summary of its results, and a discussion of its implications, are given.

    In 2011, the Tribe proposed and was awarded the Training in Building Audit Technologies grant from the DOE in the amount of $55,748 to contract for training programs for infrared cameras, blower door technology applications and building systems. The coursework consisted of; Infrared Camera Training: Level I - Thermal Imaging for Energy Audits; Blower Door Analysis and Building-As-A-System Training, Building Performance Institute (BPI) Building Analyst; Building Envelope Training, Building Performance Institute (BPI) Envelope Professional; and Audit/JobFLEX Tablet Software. Competitive procurement of the training contractor resulted in lower costs, allowing the Tribe to request and receive DOE approval to additionally purchase energy audit equipment and contract for residential energy audits of 25 low-income Tribal Housing units. Sault Tribe personnel received field training to supplement the classroom instruction on proper use of the energy audit equipment. Field experience was provided through the second DOE energy audits grant, allowing Sault Tribe personnel to join the contractor, Building Science Academy, in conducting 25 residential energy audits of low-income Tribal Housing units.

    A critical review of the literature pertaining to the risks associated with nuclear electric power was sponsored by the Committee on Science and Public Policy of the National Academy of Sciences. Although the full report (consisting of over 25 chapters) has not yet been published, this paper presents highlights from the Summary and Synthesis Chapter, which was released separately. Of the risks whose magnitudes can be estimated with reasonable accuracy, the most serious is the exposure of future generations to /sup 14/C from reactors and reprocessing plants. Prospects are good for reducing this risk considerably, since carbon can be collected and stored as waste.

    The U.S. government has been assisting the Russian Federation (RF) Ministry of Defense (MOD) for many years with nuclear weapons transportation security (NWTS) through the provision of specialized guard escort railcars and cargo railcars with integrated physical security and communication systems, armored transport vehicles, and armored escort vehicles. As a natural continuation of the NWTS program, a partnership has been formed to construct a training center that will provide counterterrorism training to personnel in all branches of the RF MOD. The Abramovo Counterterrorism Training Center (ACTC) is a multinational, multiagency project with funding from Canada, RF and the U.S. Departments of Defense and Energy. ACTC will be a facility where MOD personnel can conduct basic through advanced training in various security measures to protect Category IA material against the threat of terrorist attack. The training will enhance defense-in-depth principles by integrating MOD guard force personnel into the overall physical protection systems and improving their overall response time and neutralization capabilities. The ACTC project includes infrastructure improvements, renovation of existing buildings, construction of new buildings, construction of new training facilities, and provision of training and other equipment. Classroom training will be conducted in a renovated training building. Basic and intermediate training will be conducted on three different security training areas where various obstacles and static training devices will be constructed. The central element of ACTC, where advanced training will be held, is the 'autodrome,' a 3 km road along which various terrorist events can be staged to challenge MOD personnel in realistic and dynamic nuclear weapons transportation scenarios. This paper will address the ACTC project elements and the vision for training development and integrating this training into actual nuclear weapons transportation operations.

    This Handbook describes an implementation process for core training as recommended in Implementation Guide G441.12, Radiation Safety Training, and as outlined in the DOE Radiological Control Standard (RCS). The Handbook is meant to assist those individuals within the Department of Energy, Managing and Operating contractors, and Managing and Integrating contractors identified as having responsibility for implementing core training recommended by the RCS. This training is intended for radiological workers to assist in meeting their job-specific training requirements of 10 CFR 835. While this Handbook addresses many requirements of 10 CFR 835 Subpart J, it must be supplemented with facility-specific information to achieve full compliance.

    The United States has worked domestically to develop and provide radiological and nuclear detection training and education initiatives aimed at interior law enforcement, but the international community has predominantly focused efforts at border and customs officials. The interior law enforcement officials of a State play a critical role in maintaining an effective national-level nuclear detection architecture. To meet this vital need, DNDO was funded by the U.S. Department of State (DOS) to create and deliver a 1-week course at the International Law Enforcement Academy (ILEA) in Budapest, Hungary to inform interior law enforcement personnel of the overall mission, and to provide an understanding of how the participants can combat the threats of radiological and nuclear terrorism through detection efforts. Two courses, with approximately 20 students in each course, were delivered in fiscal year (FY) 2013, two were delivered in FY 2014 and FY 2015, and as of this report’s writing more are planned in FY 2016. However, while the ILEA courses produced measurable success, DNDO requested Pacific Northwest National Laboratory (PNNL) research potential avenues to further increase the course impact.In a multi-phased approach, PNNL researched and analyzed several possible global training locations and venues, and other possible ways to increase the impact of the course using an agreed-to data-gathering format.

    The Central Training Academy (CTA) is a DOE Headquarters Organization located in Albuquerque, New Mexico, with the mission to effectively and efficiently educate and train personnel involved in the protection of vital national security interests of DOE. The CTA Live Fire Range (LFR), where most of the firearms and tactical training occurs, is a complex separate from the main campus. The purpose of the proposed action is to expand the LFR to allow more options of implementing required training. The Department of Energy has prepared this Environmental Assessment (EA) for the proposed construction and operation of an expanded Live Fire Range Facility at the Central Training Academy in Albuquerque, New Mexico. Based on the analysis in the EA, DOE has determined that the proposed action is not a major Federal action significantly affecting the quality of the human environment, within the meaning of the National Environmental Policy Act (NEPA) of 1969. Therefore, the preparation of an environmental impact statement is not required and DOE is issuing this Finding of No Significant Impact (FONSI).

    The breacher's training aid described in this report was designed to simulate features of magazine and steel-plate doors. The training aid enables breachers to practice using their breaching tools on components that they may encounter when attempting to enter a facility. Two types of fixtures were designed and built: (1) a large fixture incorporates simulated hinges, hasps, lock shrouds, and pins, and (2) a small fixture simulates the cross section of magazine and steel-plate doors. The small fixture consists of steel plates on either side of a structural member, such as an I-beam. The report contains detailed descriptions and photographs of the training aids, assembly instructions, and drawings.

    We develop, analyze, and test a training algorithm for support vector machine cla.'>sifiers without offset. Key features of this algorithm are a new stopping criterion and a set of working set selection strategies that, although inexpensive, do not lead to substantially more iterations than the optimal working set selection strategy. For these working set strategies, we establish convergence rates that coincide with the best known rates for SYMs with offset. We further conduct various experiments that investigate both the run time behavior and the performed iterations of the new training algorithm. It turns out, that the new algorithm needs less iterations and run-time than standard training algorithms for SYMs with offset.

    Over the past 25 years extensive federal legislation involving the handling and transport of hazardous materials/waste has been passed that has resulted in numerous overlapping regulations administered and enforced by different federal agencies. The handling and transport of hazardous materials/waste involves a significant number of workers who are subject to a varying degree of risk should an accident occur during handling or transport. Effective transportation training can help workers address these risks and mitigate them, and at the same time enable ORNL to comply with the federal regulations concerning the transport of hazardous materials/waste. This presentation will outline how the Environmental and Health Protection Division's Technical Resources and Training Section at the Oak Ridge National Laboratory, working with transportation and waste disposal personnel, have developed and implemented a comprehensive transportation safety training program to meet the needs of our workers while satisfying appropriate federal regulations. 8 refs., 3 tabs.

    The ability of this country to move forward into and have an impact on the nuclear technology of the 21st century will be dependent upon the availability of well-trained scientists in many subfields and an informed public. The number of nuclear-trained faculty is an indicator of the means for producing nuclear scientists. The currently experienced decline in nuclear faculty is resulting in decreases in graduate students in nuclear fields and a decrease at the undergraduate level of nuclear awareness. An apparent shortfall between supply and demand is identified and discussed.

    Equipment from the Mobile Energy Laboratory (MEL) testing and application program supported by the US Department of Energy Federal Energy Management Program (DOE-FEMP) was applied to measure three-phase power demand of three large buildings at the US Merchant Marine Academy (MMA) on Long Island, New York. The selected buildings were Bowditch Hall, Fulton-Gibbs Hall, and the Library. The MEL equipment was installed on March 17, 1991. Instruments to monitor the Bowditch Hall chiller as a separate load were added on June 2, 1991. MEL Test Procedure {number_sign}1, Building Energy Monitoring, was followed in the installation and operation of the monitoring equipment.     Equipment from the Mobile Energy Laboratory (MEL) testing and application program supported by the US Department of Energy Federal Energy Management Program (DOE-FEMP) was applied to measure three-phase power demand of three large buildings at the US Merchant Marine Academy (MMA) on Long Island, New York. The selected buildings were Bowditch Hall, Fulton-Gibbs Hall, and the Library. The MEL equipment was installed on March 17, 1991. Instruments to monitor the Bowditch Hall chiller as a separate load were added on June 2, 1991. MEL Test Procedure {number sign}1, Building Energy Monitoring, was followed in the installation and operation of the monitoring equipment. The monitoring objectives were to (1) provide a baseline for assessing energy savings resulting from future energy conservation measures that are to be implemented in the monitored buildings, and (2) provide information for recommending cost-effective energy conservation opportunities. Results of the long-term, whole building monitoring project at the MMA are presented in this report.

    The National Geothermal Academy (NGA) is an intensive 8-week overview of the different aspects involved in developing a geothermal project, hosted at University of Nevada, Reno. The class of 2012 was the second graduating class from the academy and included 21 students from nine states, as well as Saudi Arabia, Dominica, India, Trinidad, Mexico. The class consisted of people from a wide range of scholastic abilities from students pursuing a Bachelor’s or Master’s degrees, to entrepreneurs and professionals looking to improve their knowledge in the geothermal field. Students earned 6 credits, either undergraduate or graduate, in engineering or geology. Overall, the students of the NGA, although having diverse backgrounds in engineering, geology, finance, and other sciences, came together with a common passion to learn more about geothermal.

    Two solitons in an optical fiber can form pairs in which the double-humped shape is maintained even when the pair is shifted in frequency by the Raman effect. We show here analytically that this is possible even when the two solitons have unequal power. We discuss the forces that cause relative motion of the two solitons, and determine a condition for balance, i.e., for a pair to maintain their separation while the phase keeps evolving. At a specific parameter point we find a solution in which even the phase profile of the pulse pair is maintained. We then discuss that this special point exists also for multipeak structures, or soliton trains. These trains can move as an entity due to Raman shifting. The results are tested by numerical simulation. A comparison to literature reveals that both the rotating phase pair and the constant phase soliton pair apparently have been seen before by others in numerical simulations. Our treatment provides the general framework.

    The National Academies of Sciences’ Board of Mathematical Sciences and Their Application will conduct two webinars in April, 2016 in conjunction with the recent release of its report entitled Analytical Foundations for the Next Generation Electric Grid. The focus of the study, which was funded in part by the Office of Electricity Delivery and Energy Reliability, was to identify the critical areas of mathematical and computational research that must be addressed for the next-generation electric transmission and distribution system. The report also includes a series of recommendations.

    TRAIN-UNIX is used to track training requirements, qualifications, training completion and schedule training, classrooms and instructors. TRAIN-UNIX is a requirements-based system. When the identified training requirements for specific jobs are entered into the system, the employees manager or responsible training person assigns jobs to an employee. TRAIN-UNIX will then assemble an Individual Training Plan (ITP) with all courses required. ITP''s can also be modified to add any special training directed or identified by management, bestmore » business practices, procedures, etc. TRAIN-UNIX also schedules and tracks conferences, seminars, and required reading. TRAIN-UNIX is a secure database system on a server accessible via the network. Access to the user functions (scheduling, data entry, ITP modification etc.) within TRAIN-UNIX are granted by function, as needed, by the system administrator. An additional level of security allows those who access TRAIN-UNIX to only add, modify or view information for the organizations to which they belong. TRAIN-UNIX scheduling function allows network access to scheduling of students. As a function of the scheduling process, TRAIN-UNIX checks to insure that the student is a valid employee, not double booked, and the instructor and classroom are not double booked. TRAIN-UNIX will report pending lapse of courses or qualifications. This ability to know the lapse of training along with built in training requesting function allows the training deliverers to forecast training needs.« less

    ROVER (Roll Over Vehicle for Emergency Response) is a specially designed and constructed unit built to allow emergency response personnel and LPG industry employees to get ``up close and personal`` with the type of equipment used for the highway transportation of liquefied petroleum gas (LPG). This trailer was constructed to simulate an MC 331 LPG trailer. It has all the valves, piping and emergency fittings found on highway tankers. What makes this unit different is that it rolls over and opens up to allow program attendees to climb inside the trailer and see it in a way they have never seen one before. The half-day training session is composed of a classroom portion during which attendees will participate in a discussion of hazardous material safety, cargo tank identification and construction. The specific properties of LPG, and the correct procedures for dealing with an LPG emergency. Attendees will then move outside to ROVER, where they will participate in a walkaround inspection of the rolled over unit. All fittings and piping will be representative of both modern and older equipment. Participants will also be able to climb inside the unit through a specially constructed hatch to view cutaway valves and interior construction. While the possibility of an LPG emergency remains remote, ROVER represents Amoco`s continuing commitment to community, education, and safety.

    The present invention provides methods for preventing low train voltages and managing interference, thereby improving the efficiency, reliability, and passenger comfort associated with commuter trains. An algorithm implementing neural network technology is used to predict low voltages before they occur. Once voltages are predicted, then multiple trains can be controlled to prevent low voltage events. Further, algorithms for managing inference are presented in the present invention. Different types of interference problems are addressed in the present invention such as "Interference. During Acceleration", "Interference Near Station Stops", and "Interference During Delay Recovery." Managing such interference avoids unnecessary brake/acceleration cycles during acceleration, immediately before station stops, and after substantial delays. Algorithms are demonstrated to avoid oscillatory brake/acceleration cycles due to interference and to smooth the trajectories of closely following trains. This is achieved by maintaining sufficient following distances to avoid unnecessary braking/accelerating. These methods generate smooth train trajectories, making for a more comfortable ride, and improve train motor reliability by avoiding unnecessary mode-changes between propulsion and braking. These algorithms can also have a favorable impact on traction power system requirements and energy consumption.

The handbook was prepared primarily for DOE nuclear facilities, but the information can be effectively used by any other type of facility. DOE nuclear, DOE non-nuclear, commercial nuclear reactor, fuel fabrication, chemical processing, or other types of facilities may also apply the principles of this approach and find it useful and applicable to local needs. The handbook provides DOE and contractor operating organizations with concepts and guidance regarding the use of alternative techniques to implement a systematic approach to training (SAT). The techniques described in this handbook are endorsed by DOE and use of the guidance in this handbook is appropriate for establishment of technical training programs at DOE nuclear facilities. The use of guidance on selection and implementation of appropriate training approaches after consideration of job complexity, the consequences of error based on risk/hazard potential, and available training media should result in effective and efficient training programs. The information presented in this handbook can be used to grade the level of effort and formality used in developing training programs.

    The Fermilab Operations Department takes about two years to train a new Operator. The Operator's introductory (Concepts) On-the-Job-Training (OJT) gives him or her an overview of the laboratory, teaches the basic facts about all the accelerators, and it also teaches the new operator the training process used for all the rest of their OJT training. The Concepts OJT takes about four to six months for most people to complete. This paper will explain how this first six months of training sets the new employee on their path to becoming a fully trained Operator.

    The Joint Research Center as part of its support program to Euratom safeguards, is developing a line of unattended systems for fresh fuel assemblies in fabrication plants (low enrichment and mixed oxide). These systems combine neutron coincidence counting in the form of a neutron collar and a vision system for identification of the fuel assembly. The system is unattended, i.e. it is integrated into the production flow of the facility, and there is no inspector presence during verification measurement. The facility operator loads the assembly into the unattended measurement station which then automatically starts its predefined measurement cycle without the intervention of the facility operator. The station positions the collar according to a programming strategy for each assembly type and loads/unloads its own AmLi source for active and passive measurements. This paper is a discussion of the training requirements for such a system and the development of multimedia training aids to meet these requirements.

Trainers from a variety of applications and disciplines have found success in using Accelerated Learning approaches, such as training aids, positive affirmations, memory aids, room arrangement, color patterns, and music. Some have thought that maintenance training and Accelerated Learning have nothing in common. Recent training applications by industry and education of Accelerated Learning are proving very successful by several standards.     Training programs at DOE facilities should provide well-trained, qualified personnel to safely and efficiently operate the facilities in accordance with DOE requirements. A need has been identified for guidance regarding analysis, design, development, implementation, and evaluation of consistent and reliable performance-based training programs. Accreditation of training programs at Category A reactors and high-hazard and selected moderate-hazard nonreactor nuclear facilities will assure consistent, appropriate, and cost-effective training of personnel responsible for the operation, maintenance, and technical support of these facilities. Training programs that are designed and based on systematically determined job requirements, instead of subjective estimation of trainee needs, yield training activities that are consistent and develop or improve knowledge, skills, and abilities that can be directly related to the work setting. Because the training is job-related, the content of these programs more efficiently and effectively meets the needs of the employee. Besides a better trained work force, a greater level of operational reactor safety can be realized. This manual is intended to provide an overview of the accreditation process and a brief description of the elements necessary to construct and maintain training programs that are based on the requirements of the job. Two companion manuals provide additional information to assist contractors in their efforts to accredit training programs.

In order to meet the standard, it was necessary to find a cost and performance effective method to perform this training. This paper discusses the scope of the training problem, specific LLNL training needs, various training methods used at LLNL, the advantages and disadvantages of these methods and the rationale for selecting web-based laser safety training. The tools and costs involved in developing web-based training courses are also discussed, in addition to conclusions drawn from our training operating experience. The ILSC lecture presentation contains a short demonstration of the LLNL web-based laser safety-training course.
