    Freight Wing Incorporated utilized the opportunity presented by this DOE category one Inventions and Innovations grant to successfully research, develop, test, patent, market, and sell innovative fuel and emissions saving aerodynamic attachments for the trucking industry. A great deal of past scientific research has demonstrated that streamlining box shaped semi-trailers can significantly reduce a truck's fuel consumption. However, significant design challenges have prevented past concepts from meeting industry needs. Market research early in this project revealed the demands of truck fleet operators regarding aerodynamic attachments. Products must not only save fuel, but cannot interfere with the operation of the truck, require significant maintenance, add significant weight, and must be extremely durable. Furthermore, SAE/TMC J1321 tests performed by a respected independent laboratory are necessary for large fleets to even consider purchase. Freight Wing used this information to create a system of three practical aerodynamic attachments for the front, rear and undercarriage of standard semi trailers. SAE/TMC J1321 Type II tests preformed by the Transportation Research Center (TRC) demonstrated a 7% improvement to fuel economy with all three products. If Freight Wing is successful in its continued efforts to gain market penetration, the energy and environmental savings would be considerable. Each truck outfitted saves approximately 1,100 gallons of fuel every 100,000 miles, which prevents over 12 tons of CO2 from entering the atmosphere. If all applicable trailers used the technology, the country could save approximately 1.8 billion gallons of diesel fuel, 18 million tons of emissions and 3.6 billion dollars annually.

    The purpose of the Safety Evaluation for Packaging (SEP) is the evaluation and authorization of the onsite transport of propane tanks that are mounted on the Lockheed Martin Hanford Corporation Characterization Project`s nitrogen trailers. This SEP authorizes onsite transport of the nitrogen trailers, including the propane tanks, until May 31, 1998. The three nitrogen trailers (HO-64-4966, HO-64-4968, and HO-64-5170) are rated for 1,361 kg (30,000 lb) and are equipped with tandem axles and pintel hitches. Permanently mounted on each trailer is a 5,678 L (1,500 gal) cryogenic dewar that is filled with nitrogen, and a propane fired water bath vaporizer system, and a 454 L (1 20 gal) propane tank. The nitrogen trailer system is operated only when it is disconnected from the tow vehicle and is leveled and stabilized. When the trailers are transported, the propane tanks are isolated via closed supply valves.

    A system to accommodate the removal of long-length contaminated equipment (LLCE) from Hanford underground radioactive waste storage tanks was designed, procured, and demonstrated, via a project activity during the 1990s. The system is the Long Length Contaminated Equipment Removal System (LLCERS). LLCERS will be maintained and operated by Tank Farms Engineering and Operations organizations and other varied projects having a need for the system. The responsibility for the operation and maintenance of the LLCERS Receiver Trailer (RT) and Transport Trailer (TT) resides with the RPP Characterization Project Operations organization. The purpose of this document is to provide vendor supplied operating and maintenance (O & M) information for the RT and TT in a readily retrievable form. This information is provided this way instead of in a vendor information (VI) file to maintain configuration control of the operations baseline as described in RPP-6085, ''Configuration Management Plan for Long Length Contaminated Equipment Receiver and Transport Trailers''.     The SY-101 Equipment Removal System 100 Ton Hydraulic Trailer was designed and built by KAMP Systems, Inc. Performance of the Acceptance Test Procedure at KAMP`s facility in Ontario, California (termed Phase 1 in this report) was interrupted by discrepancies noted with the main hydraulic cylinder. The main cylinder was removed and sent to REMCO for repair while the trailer was sent to Lampson`s facility in Pasco, Washington. The Acceptance Test Procedure was modified and performance resumed at Lampson (termed Phase 2 in this report) after receipt of the repaired cylinder. At the successful conclusion of Phase 2 testing the trailer was accepted as meeting all the performance criteria specified.

    During the period from fiscal year (FY) 2009 to FY 2011, there were a total of 21 incidents involving radioactively contaminated shipment trailers and 9 contaminated waste packages received at the Nevada National Security Site (NNSS) Area 5 Radioactive Waste Management Site (RWMS). During this time period, the EnergySolutions (ES) Clive, Utah, disposal facility had a total of 18 similar incidents involving trailer and package contamination issues. As a result of the increased occurrence of such incidents, DOE Environmental Management Headquarters (EM/HQ) Waste Management organization (EM-30) requested that the Energy Facility Contractors’ Group (EFCOG) Waste Management Working Group (WMWG) conduct a detailed review of these incidents and report back to EM-30 regarding the results of this review, including providing any recommendations formulated as a result of the evaluation of current site practices involving handling and management of radioactive material and waste shipments.

    The purpose of DE-EE0001552 was to develop and deploy a combination of trailer aerodynamic devices and low rolling resistance tires that reduce fuel consumption of a class 8 heavy duty tractor-trailer combination vehicle by 15%. There were 3 phases of the project: Phase 1 – Perform SAE Typed 2 track tests with multiple device combinations. Phase 2 – Conduct a fleet evaluation with selected device combination. Phase 3 – Develop the devices required to manufacture the aerodynamic trailer. All 3 phases have been completed. There is an abundance of available trailer devices on the market, and fleets and owner operators have awareness of them and are purchasing them. The products developed in conjunction with this project are at least in their second round of refinement. The fleet test undertaken showed an improvement of 5.5 – 7.8% fuel economy with the devices (This does not include tire contribution).

    Lawrence Livermore National Laboratory (LLNL) as part of its Department of Energy (DOE), Energy Efficiency and Renewable Energy (EERE), and Vehicle Technologies Program (VTP) effort has investigated class 8 tractor-trailer aerodynamics for many years. This effort has identified many drag producing flow structures around the heavy vehicles and also has designed and tested many new active and passive drag reduction techniques and concepts for significant on the road fuel economy improvements. As part of this effort a database of experimental, computational, and conceptual design for aerodynamic drag reduction devices has been established. The objective of this report is to provide design guidance for trailer base devices to improve their aerodynamic performance. These devices are commonly referred to as boattails, base flaps, tail devices, and etc. The information provided here is based on past research and our most recent full-scale experimental investigations in collaboration with Navistar Inc. Additional supporting data from LLNL/Navistar wind tunnel, track test, and on the road test will be published soon. The trailer base devices can be identified by 4 flat panels that are attached to the rear edges of the trailer base to form a closed cavity. These devices have been engineered in many different forms such as, inflatable and non-inflatable, 3 and 4-sided, closed and open cavity, and etc. The following is an in-depth discussion with some recommendations, based on existing data and current research activities, of changes that could be made to these devices to improve their aerodynamic performance. There are 6 primary factors that could influence the aerodynamic performance of trailer base devices: (1) Deflection angle; (2) Boattail length; (3) Sealing of edges and corners; (4) 3 versus 4-sided, Position of the 4th plate; (5) Boattail vertical extension, Skirt - boattail transition; and (6) Closed versus open cavity.

    This report provides a statistical description of the types and severities of tractor semi-trailer accidents involving at least one fatality. The data were developed for use in risk assessments of hazardous materials transportation. Several accident databases were reviewed to determine their suitability to the task. The TIFA (Trucks Involved in Fatal Accidents) database created at the University of Michigan Transportation Research Institute was extensively utilized. Supplementary data on collision and fire severity, which was not available in the TIFA database, were obtained by reviewing police reports for selected TIFA accidents. The results are described in terms of frequencies of different accident types and cumulative distribution functions for the peak contact velocity, rollover skid distance, fire temperature, fire size, fire separation, and fire duration.

The Oak Ridge Toxic Substances Control Act Incinerator (TSCAI), located at the East Tennessee Technology Park (ETTP), is designed and permitted to treat Resource Conservation and Recovery Act (RCRA) wastes including characteristic and listed wastes and polychlorinated biphenyl (PCB)-contaminated mixed waste. The incinerator process generates acidic gases and particulates which consist of salts, metals, and radionuclides. These off-gases from the incinerator are treated with a wet off-gas scrubber system. The recirculated water is continuously purged (blow down), resulting in a wastewater to be treated. Additional water sources are also collected on the site for treatment, including storm water that infiltrates into diked areas and fire water from the incinerator's suppression system. To meet regulatory requirements for discharge, a wastewater treatment system (WWTS) was designed, constructed, and operated to treat these water sources. The WWTS was designed to provide for periodic fluctuation of contaminant concentrations due to various feed streams to the incinerator. Blow down consists of total suspended solids (TSS) and total dissolved solids (TDS), encompassing metals, radionuclide contamination and trace organics. The system design flow rate range is 7.95 to 17 cubic meters per hour (m3/hr) (35 to 75 gallons per minute; gpm). The system is designed with redundancy to minimize time off-line and to reduce impacts to the TSCAI operations.     The refrigerated trailer and container segments of the transportation industry are evaluated as potential entry markets for a proposed absorption refrigeration technology. To perform this analysis the existing transportation refrigeration industry is characterized; this includes a description of the current refrigeration technology, rating systems, equipment manufacturers, maintenance requirements, and sales trends. This information indicates that the current transportation refrigeration industry is composed of two major competitors, Thermo King and Carrier. In addition, it has low profit potential, some barriers to entry and low growth potential. Data are also presented that characterize the transportation refrigeration consumers, specifically, major groups, market segmentation, consumer decision process, and buying criteria. This consumer information indicates that the majority of refrigerated trailer consumers are private carriers, and that the majority of refrigerated container consumers are shipping companies. Also, these consumers are primarily interested in buying reliable equipment at a low price, and are quite satisfied with existing refrigeration equipment.

    Transportation of weight-concentrated radioactive loads by truck is an essential part of a safe and economical nuclear industry. This proposed standard presents guidance and performance criteria for the safe transport of these weight-concentrated radioactive loads. ANSI N14.30 will detail specific requirements for the design, fabrication, testing, in-service inspections, maintenance and certification of the semi-trailers to be employed in said service. Furthermore, guidelines for a quality assurance program are also enumerated. This standard would apply to any semi-trailer that may or may not be specifically designed to carry weight-concentrated loads. Equipment not suitable per the criteria established in the standard would be removed from service. The nature of the nuclear industry and the need for a positive public perception of the various processes and players, mandates that the highway transportation of weight-concentrated radioactive loads be standardized and made inherently safe. This proposed standard takes a giant step in that direction.

  13. Fuel Economy and Emissions Effects of Low Tire Pressure, Open Windows, Roof Top and Hitch-Mounted Cargo, and Trailer

    To quantify the fuel economy (FE) effect of some common vehicle accessories or alterations, a compact passenger sedan and a sport utility vehicle (SUV) were subjected to SAE J2263 coastdown procedures. Coastdowns were conducted with low tire pressure, all windows open, with a roof top or hitch-mounted cargo carrier, and with the SUV pulling an enclosed cargo trailer. From these coastdowns, vehicle dynamometer coefficients were developed which enabled the execution of vehicle dynamometer experiments to determine the effect of these changes on vehicle FE and emissions over standard drive cycles and at steady highway speeds. The FE penalty associated with the rooftop cargo box mounted on the compact sedan was as high as 25-27% at higher speeds, where the aerodynamic drag is most pronounced. For both vehicles, use of a hitch mounted cargo tray carrying a similar load resulted in very small FE penalties, unlike the rooftop cargo box. The results for the SUV pulling a 3500 pound enclosed cargo trailer were rather dramatic, resulting in FE penalties ranging from 30%, for the city cycle, to 50% at 80 mph, at which point significant CO generation indicated protective enrichment due to high load. Low tire pressure cases resulted in negligible to 10% FE penalty depending on the specific case and test point. Driving with all four windows open decreased FE by 4-8.5% for the compact sedan, and 1-4% for the SUV.

    Newcomer countries expected to develop new nuclear power programs by 2030 are being encouraged by the International Atomic Energy Agency to explore the use of shared facilities for spent fuel storage and geologic disposal. Multinational underground nuclear parks (M-UNPs) are an option for sharing such facilities. Newcomer countries with suitable bedrock conditions could volunteer to host M-UNPs. M-UNPs would include back-end fuel cycle facilities, in open or closed fuel cycle configurations, with sufficient capacity to enable M-UNP host countries to provide for-fee waste management services to partner countries, and to manage waste from the M-UNP power reactors. M-UNP potential advantages include: the option for decades of spent fuel storage; fuel-cycle policy flexibility; increased proliferation resistance; high margin of physical security against attack; and high margin of containment capability in the event of beyond-design-basis accidents, thereby reducing the risk of Fukushima-like radiological contamination of surface lands. A hypothetical M-UNP in crystalline rock with facilities for small modular reactors, spent fuel storage, reprocessing, and geologic disposal is described using a room-and-pillar reference-design cavern. Underground construction cost is judged tractable through use of modern excavation technology and careful site selection. (authors)

    Quantifying the fuel savings that can be achieved from different truck fuel efficiency technologies for a fleet s specific usage allows the fleet to select the combination of technologies that will yield the greatest operational efficiency and profitability. This paper presents an analysis of vehicle usage in a commercial vehicle fleet and an assessment of advanced efficiency technologies using an analysis of measured drive cycle data for a class 8 regional commercial shipping fleet. Drive cycle measurements during a period of a full year from six tractor-trailers in normal operations in a less-than-truckload (LTL) carrier were analyzed to develop a characteristic drive cycle that is highly representative of the fleet s usage. The vehicle mass was also estimated to account for the variation of loads that the fleet experienced. The drive cycle and mass data were analyzed using a tractive energy analysis to quantify the fuel efficiency and CO2 emissions benefits that can be achieved on class 8 tractor-trailers when using advanced efficiency technologies, either individually or in combination. Although differences exist among class 8 tractor-trailer fleets, this study provides valuable insight into the energy and emissions reduction potential that various technologies can bring in this important trucking application.

    This photograph features the photovoltaic (PV) system at the Cal Expo in Sacramento, California, that was "made for the shade," but it does much more. Installed in September 2000, the 540-kilowatt PV system produces enough energy to power about 180 homes. In addition, the solar arrays serve as an oasis of shaded parking for 1,000 cars in a desert of scorching blacktop. The project was designed and built by Kyocera Solar/Utility Power Group for the Sacramento Municipal Utility District (SMUD). At the time, this was the largest parking lot solar system in the world today. Cal Expo is the site of many events, including the California State Fair.

    Quantifying the fuel savings and emissions reductions that can be achieved from truck fuel efficiency technologies for a fleet's specific usage allows the fleet to select a combination of technologies that will yield the greatest operational efficiency and profitability. An accurate characterization of usage for the fleet is critical for such an evaluation; however, short-term measured drive cycle data do not generally reflect overall usage very effectively. This study presents a detailed analysis of vehicle usage in a commercial vehicle fleet and demonstrates the development of a short-duration synthetic drive cycle with measured drive cycle data collected over an extendedmore » period of time. The approach matched statistical measures of the vehicle speed with acceleration history and integrated measured grade data to develop a compressed drive cycle that accurately represents total usage. Drive cycle measurements obtained during a full year from six tractor trailers in normal operations in a less-than-truckload carrier were analyzed to develop a synthetic drive cycle. The vehicle mass was also estimated to account for the variation of loads that the fleet experienced. These drive cycle and mass data were analyzed with a tractive energy analysis to quantify the benefits in terms of fuel efficiency and reduced carbon dioxide emissions that can be achieved on Class 8 tractor trailers by using advanced efficiency technologies, either individually or in combination. Although differences exist between Class 8 tractor trailer fleets, this study provides valuable insight into the energy and emissions reduction potential that various technologies can bring in this important trucking application. Finally, the methodology employed for generating the synthetic drive cycle serves as a rigorous approach to develop an accurate usage characterization that can be used to effectively compress large quantities of drive cycle data.« less

    The Foam Delivery System used in the decontamination and decommissioning (D&D) project for the K-25/K-27 Buildings at the East Tennessee Technology Park (ETTP) is comprised of a trailer-mounted Gusmer{reg_sign} H20/35 Pro-TEC Proportioning Unit and the associated equipment to convey electrical power, air, and foam component material to the unit. This high-pressure, plural-component polyurethane foam pouring system will be used to fill process gas and non-process equipment/piping (PGE/P) within the K-25/K-27 Buildings with polyurethane foam to immobilize contaminants prior to removal. The system creates foam by mixing isocyanate and polyol resin (Resin) component materials. Currently, the project plans to utilize up to six foaming units simultaneously during peak foaming activities. Also included in this system description are the foam component material storage containers that will be used for storage of the component material drums in a staging area outside of the K-25/K-27 Buildings. The Foam Delivery System and foam component material storage enclosures (i.e., Foaming Component Protective Enclosures) used to store polymeric methylene diphenyl diisocyanate (PMDI) component material are identified as Safety Significant (SS) Structures, Systems and Components (SSC) in the Documented Safety Analysis (DSA) for the project, Documented Safety Analysis for the K-25 and K-27 Facilities at the East Tennessee Technology Park, Oak Ridge, Tennessee, DSA-ET-K-25/K-27-0001.

    Case study on high performance building features of the Twenty River Terrace, Battery Park City building. Breezes off the Hudson River waft through Battery Park City, a planned development of residential and commercial buildings and open space at the tip of lower Manhattan. A riverfront walkway and several connecting public parks sprinkled with public art flank Battery Park City on one side, and New York's busy financial district vibrates on the other. Construction continues on Battery Park's newest building, Twenty River Terrace, the first residential apartment building to embrace sustainable design in a systematic way, and the first to follow the Hugh L. Carey Battery Park City Authority Residential Environmental Guidelines. According to the guidelines, which all future Battery Park City development must follow, they ''establish a process for the creation of environmentally responsible residential buildings that are appreciably ahead of current standards and practices for development.'' As a result of the guidelines, and the architects' commitment to incorporating best practices, this 27-story apartment building operates 35% more efficiently than required by the New York State Energy Code, and generates some of its own electricity from building-integrated photovoltaics, especially in the summer when New York power plants struggle to keep up with air-conditioning demands. The Authority hopes the guidelines will be a good model for other developments, in Manhattan and across the world, for incorporating energy-efficient design and renewable energy. The principles of environmentally sound, people-centered planning and development addressed by Twenty River Terrace continue to be a focus of the redevelopment of lower Manhattan.

    MELTER is an analysis of cargo responses inside a fire-threatened Safe-Secure Trailer (SST) developed for the Defense Program Transportation Risk Assessment (DPTRA). Many simplifying assumptions are required to make the subject problem tractable. MELTER incorporates modeling which balances the competing requirements of execution speed, generality, completeness of essential physics, and robustness. Input parameters affecting the analysis include those defining the fire scenario, those defining the cargo loaded in the SST, and those defining properties of the SST. For a specified fire, SST, and cargo geometry MELTER predicts the critical fire duration that will lead to a failure. The principal features of the analysis include: (a) Geometric considerations to interpret fire-scenario descriptors in terms of a thermal radiation boundary condition, (b) a simple model of the SST`s wall combining the diffusion model for radiation through optically-thick media with an endothermic reaction front to describe the charring of dimensional, rigid foam in the SST wall, (c) a transient radiation enclosure model, (d) a one-dimensional, spherical idealization of the shipped cargos providing modularity so that cargos of interest can be inserted into the model, and (e) associated numerical methods to integrate coupled, differential equations and find roots.

    The United States Department of Energy (DOE) is proposing to transfer a land parcel (hereinafter referred to as 'the Property') designated as Land Parcel ED-8 at the East Tennessee Technology Park (ETTP) in Oak Ridge, Tennessee, by deed, and is submitting this Covenant Deferral Request (CDR) pursuant to Section 120(h)(3)(C) of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), as amended, and applicable U. S. Environmental Protection Agency (EPA) guidance. The Oak Ridge Reservation (ORR), which includes ETTP, was placed on the National Priorities List (NPL) in November 1989. Environmental investigation and cleanup activities are continuing at ETTP in accordance with CERCLA, the National Contingency Plan (NCP), and the Federal Facility Agreement (FFA). The FFA was entered into by the DOE-Oak Ridge Office (ORO), EPA Region 4, and the Tennessee Department of Environment and Conservation (TDEC) in 1991. The FFA establishes the schedule and milestones for environmental remediation of the ORR. The proposed property transfer is a key component of the Oak Ridge Performance Management Plan (ORPMP) for accelerated cleanup of the ORR. DOE, using its authority under Section 161(g) of the Atomic Energy Act of 1954 (AEA), proposes to transfer the Property to Heritage Center, LLC, a subsidiary of the Community Reuse Organization of East Tennessee (CROET), hereafter referred to as 'Heritage Center.' CROET is a 501(c)(3) not-for-profit corporation established to foster the diversification of the regional economy by re-utilizing DOE property for private-sector investment and job creation. The Property is located in the southern portion of ETTP and consists of approximately 84 acres proposed as the potential site for new facilities to be used for office space, industrial activities, or other commercial uses.     The main objective of the Bexar County Parking Garage Photovoltaic (PV) Panel project is to install a PV System that will promote the use of renewable energy. This project will also help sustain Bexar County ongoing greenhouse gas emissions reduction and energy efficiency goals. The scope of this project includes the installation of a 100-kW system on the top level of a new 236,285 square feet parking garage. The PV system consists of 420 solar panels that covers 7,200 square feet and is tied into the electric-grid. It provides electricity to the office area located within the garage. The estimated annual electricity production of the PV system is 147,000 kWh per year.

    The blade-loading histories from two adjacent Micon 65/13 wind turbines are compared with the variable-amplitude test-loading histories known as the WISPER and WISPERX spectra. These standardized loading sequences were developed from blade flapwise load histories taken from nine different horizontal-axis wind turbines operating under a wide range of conditions in Europe. The subject turbines covered a broad spectrum of rotor diameters, materials, and operating environments. The final loading sequences were developed as a joint effort of thirteen different European organizations. The goal was to develop a meaningful loading standard for horizontal-axis wind turbine blades that represents common interaction effects seen in service. In 1990, NREL made extensive load measurements on two adjacent Micon 65/13 wind turbines in simultaneous operation in the very turbulent environment of a large wind park. Further, before and during the collection of the loads data, comprehensive measurements of the statistics of the turbulent environment were obtained at both the turbines under test and at two other locations within the park. The trend to larger but lighter wind turbine structures has made an understanding of the expected lifetime loading history of paramount importance. Experience in the US has shown that the turbulence-induced loads associated with multi-row wind parks in general are much more severe than for turbines operating individually or within widely spaced environments. Multi-row wind parks are much more common in the US than in Europe. In this paper we report on our results in applying the methodology utilized to develop the WISPER and WISPERX standardized loading sequences using the available data from the Micon turbines. While the intended purpose of the WISPER sequences were not to represent a specific operating environment, we believe the exercise is useful, especially when a turbine design is likely to be installed in a multi-row wind park.
