    Freight Wing Incorporated utilized the opportunity presented by this DOE category one Inventions and Innovations grant to successfully research, develop, test, patent, market, and sell innovative fuel and emissions saving aerodynamic attachments for the trucking industry. A great deal of past scientific research has demonstrated that streamlining box shaped semi-trailers can significantly reduce a truck's fuel consumption. However, significant design challenges have prevented past concepts from meeting industry needs. Market research early in this project revealed the demands of truck fleet operators regarding aerodynamic attachments. Products must not only save fuel, but cannot interfere with the operation of the truck, require significant maintenance, add significant weight, and must be extremely durable. Furthermore, SAE/TMC J1321 tests performed by a respected independent laboratory are necessary for large fleets to even consider purchase. Freight Wing used this information to create a system of three practical aerodynamic attachments for the front, rear and undercarriage of standard semi trailers. SAE/TMC J1321 Type II tests preformed by the Transportation Research Center (TRC) demonstrated a 7% improvement to fuel economy with all three products. If Freight Wing is successful in its continued efforts to gain market penetration, the energy and environmental savings would be considerable. Each truck outfitted saves approximately 1,100 gallons of fuel every 100,000 miles, which prevents over 12 tons of CO2 from entering the atmosphere. If all applicable trailers used the technology, the country could save approximately 1.8 billion gallons of diesel fuel, 18 million tons of emissions and 3.6 billion dollars annually.

    Freight Wing Incorporated utilized the opportunity presented by a DOE category two Inventions and Innovations grant to commercialize and improve upon aerodynamic technology for semi-tuck trailers, capable of decreasing heavy vehicle fuel consumption, related environmental damage, and U.S. consumption of foreign oil. Major project goals included the demonstration of aerodynamic trailer technology in trucking fleet operations, and the development and testing of second generation products. A great deal of past scientific research has demonstrated that streamlining box shaped semi-trailers can significantly reduce a truck’s fuel consumption. However, significant design challenges have prevented past concepts from meeting industry needs. Freight Wing utilized a 2003 category one Inventions and Innovations grant to develop practical solutions to trailer aerodynamics. Fairings developed for the front, rear, and bottom of standard semi-trailers together demonstrated a 7% improvement to fuel economy in scientific tests conducted by the Transportation Research Center (TRC). Operational tests with major trucking fleets proved the functionality of the products, which were subsequently brought to market. This category two grant enabled Freight Wing to further develop, test and commercialize its products, resulting in greatly increased understanding and acceptance of aerodynamic trailer technology. Commercialization was stimulated by offering trucking fleets 50% cost sharing on trial implementations of Freight Wing products for testing and evaluation purposes. Over 230 fairings were implemented through the program with 35 trucking fleets including industry leaders such as Wal-Mart, Frito Lay and Whole Foods. The feedback from these testing partnerships was quite positive with product performance exceeding fleet expectations in many cases. Fleet feedback also was also valuable from a product development standpoint and assisted the design of several second generation products intended to further improve efficiency, lower costs, and enhance durability. Resulting products demonstrated a 30% efficiency improvement in full scale wind tunnel tests. The fuel savings of our most promising product, the “Belly Fairing” increased from 4% to 6% in scientific track and operational tests. The project successfully demonstrated the economic feasibility of trailer aerodynamics and positioned the technology to realize significant public benefits. Scientific testing conducted with partners such as the EPA Smartway program and Transport Canada clearly validated the fuel and emission saving potential of the technology. The Smartway program now recommends trailer aerodynamics as a certified fuel saving technology and is offering incentives such as low interest loans. Trailer aerodynamics can save average trucks over 1,100 gallons of fuel an 13 tons of emissions every 100,000 miles, a distance many trucks travel annually. These fuel savings produce a product return on investment period of one to two years in average fleet operations. The economic feasibility of the products was validated by participating fleets, several of which have since completed large implementations or demonstrated an interest in volume orders. The commercialization potential of the technology was also demonstrated, resulting in a national distribution and manufacturing partnership with a major industry supplier, Carrier Transicold. Consequently, Freight Wing is well positioned to continue marketing trailer aerodynamics to the trucking industry. The participation of leading fleets in this project served to break down the market skepticism that represents a primary barrier to widespread industry utilization. The benefits of widespread utilization of the technology could be quite significant for both the transportation industry and the public. Trailer aerodynamics could potentially save the U.S. trucking fleet over a billion gallons of fuel and 20 million tons of emissions annually.

    A system to accommodate the removal of long-length contaminated equipment (LLCE) from Hanford underground radioactive waste storage tanks was designed, procured, and demonstrated, via a project activity during the 1990s. The system is the Long Length Contaminated Equipment Removal System (LLCERS). LLCERS will be maintained and operated by Tank Farms Engineering and Operations organizations and other varied projects having a need for the system.     The refrigerated trailer and container segments of the transportation industry are evaluated as potential entry markets for a proposed absorption refrigeration technology. To perform this analysis the existing transportation refrigeration industry is characterized; this includes a description of the current refrigeration technology, rating systems, equipment manufacturers, maintenance requirements, and sales trends. This information indicates that the current transportation refrigeration industry is composed of two major competitors, Thermo King and Carrier. In addition, it has low profit potential, some barriers to entry and low growth potential. Data are also presented that characterize the transportation refrigeration consumers, specifically, major groups, market segmentation, consumer decision process, and buying criteria. This consumer information indicates that the majority of refrigerated trailer consumers are private carriers, and that the majority of refrigerated container consumers are shipping companies. Also, these consumers are primarily interested in buying reliable equipment at a low price, and are quite satisfied with existing refrigeration equipment.

    During the period from fiscal year (FY) 2009 to FY 2011, there were a total of 21 incidents involving radioactively contaminated shipment trailers and 9 contaminated waste packages received at the Nevada National Security Site (NNSS) Area 5 Radioactive Waste Management Site (RWMS). During this time period, the EnergySolutions (ES) Clive, Utah, disposal facility had a total of 18 similar incidents involving trailer and package contamination issues. As a result of the increased occurrence of such incidents, DOE Environmental Management Headquarters (EM/HQ) Waste Management organization (EM-30) requested that the Energy Facility Contractors’ Group (EFCOG) Waste Management Working Group (WMWG) conduct a detailed review of these incidents and report back to EM-30 regarding the results of this review, including providing any recommendations formulated as a result of the evaluation of current site practices involving handling and management of radioactive material and waste shipments.

    This report assesses the technical and economic issues associated with the use of mobile tube trailers for Natural Gas Vehicle (NGV) refueling stations. Specifically, this report examines the mobile tube trailer concept developed by Pacific Cryongenics, Inc. and Pacific Gas and Electric. Mobile tube trailers are filled with compressed natural gas (CNG) at an underutilized compressor station and transported to satellite station locations. NGVs are filled at the satellite stations usig compressed gas from the tube trailer. Results of the economic analysis show that, under various operating conditions, the mobile tube trailer concept provides a cost effective alternative to NGV refueling stations with permanent compressors. In addition, the tube trailers were found to provide a substantial load for undertutilized compressor stations, resulting in reduced CNG costs at existing stations.

    Transportation of weight-concentrated radioactive loads by truck is an essential part of a safe and economical nuclear industry. This proposed standard presents guidance and performance criteria for the safe transport of these weight-concentrated radioactive loads. ANSI N14.30 will detail specific requirements for the design, fabrication, testing, in-service inspections, maintenance and certification of the semi-trailers to be employed in said service. Furthermore, guidelines for a quality assurance program are also enumerated. This standard would apply to any semi-trailer that may or may not be specifically designed to carry weight-concentrated loads. Equipment not suitable per the criteria established in the standard would be removed from service. The nature of the nuclear industry and the need for a positive public perception of the various processes and players, mandates that the highway transportation of weight-concentrated radioactive loads be standardized and made inherently safe. This proposed standard takes a giant step in that direction.

    Lawrence Livermore National Laboratory (LLNL) as part of its Department of Energy (DOE), Energy Efficiency and Renewable Energy (EERE), and Vehicle Technologies Program (VTP) effort has investigated class 8 tractor-trailer aerodynamics for many years. This effort has identified many drag producing flow structures around the heavy vehicles and also has designed and tested many new active and passive drag reduction techniques and concepts for significant on the road fuel economy improvements. As part of this effort a database of experimental, computational, and conceptual design for aerodynamic drag reduction devices has been established. The objective of this report is to provide design guidance for trailer base devices to improve their aerodynamic performance. These devices are commonly referred to as boattails, base flaps, tail devices, and etc. The information provided here is based on past research and our most recent full-scale experimental investigations in collaboration with Navistar Inc. Additional supporting data from LLNL/Navistar wind tunnel, track test, and on the road test will be published soon. The trailer base devices can be identified by 4 flat panels that are attached to the rear edges of the trailer base to form a closed cavity. These devices have been engineered in many different forms such as, inflatable and non-inflatable, 3 and 4-sided, closed and open cavity, and etc. The following is an in-depth discussion with some recommendations, based on existing data and current research activities, of changes that could be made to these devices to improve their aerodynamic performance. There are 6 primary factors that could influence the aerodynamic performance of trailer base devices: (1) Deflection angle; (2) Boattail length; (3) Sealing of edges and corners; (4) 3 versus 4-sided, Position of the 4th plate; (5) Boattail vertical extension, Skirt - boattail transition; and (6) Closed versus open cavity.

    This chapter addresses past, ongoing, and short (to 2010) and medium-term (to 2030) future actions that can be taken to mitigate GHG emissions from the manufacturing and process industries. Globally, and in most countries, CO{sub 2} accounts for more than 90% of CO{sub 2}-eq GHG emissions from the industrial sector (Price et al., 2006; US EPA, 2006b). These CO{sub 2} emissions arise from three sources: (1) the use of fossil fuels for energy, either directly by industry for heat and power generation or indirectly in the generation of purchased electricity and steam; (2) non-energy uses of fossil fuels in chemical processing and metal smelting; and (3) non-fossil fuel sources, for example cement and lime manufacture. Industrial processes also emit other GHGs, e.g.: (1) Nitrous oxide (N{sub 2}O) is emitted as a byproduct of adipic acid, nitric acid and caprolactam production; (2) HFC-23 is emitted as a byproduct of HCFC-22 production, a refrigerant, and also used in fluoroplastics manufacture; (3) Perfluorocarbons (PFCs) are emitted as byproducts of aluminium smelting and in semiconductor manufacture; (4) Sulphur hexafluoride (SF{sub 6}) is emitted in the manufacture, use and, decommissioning of gas insulated electrical switchgear, during the production of flat screen panels and semiconductors, from magnesium die casting and other industrial applications; (5) Methane (CH{sub 4}) is emitted as a byproduct of some chemical processes; and (6) CH{sub 4} and N{sub 2}O can be emitted by food industry waste streams. Many GHG emission mitigation options have been developed for the industrial sector. They fall into three categories: operating procedures, sector-wide technologies and process-specific technologies. A sampling of these options is discussed in Sections 7.2-7.4. The short- and medium-term potential for and cost of all classes of options are discussed in Section 7.5, barriers to the application of these options are addressed in Section 7.6 and the implication of industrial mitigation for sustainable development is discussed in Section 7.7. Section 7.8 discusses the sector's vulnerability to climate change and options for adaptation. A number of policies have been designed either to encourage voluntary GHG emission reductions from the industrial sector or to mandate such reductions. Section 7.9 describes these policies and the experience gained to date. Co-benefits of reducing GHG emissions from the industrial sector are discussed in Section 7.10. Development of new technology is key to the cost-effective control of industrial GHG emissions. Section 7.11 discusses research, development, deployment and diffusion in the industrial sector and Section 7.12, the long-term (post-2030) technologies for GHG emissions reduction from the industrial sector. Section 7.13 summarizes gaps in knowledge.

    This book presents the findings of a four-year study of the impact of federal court decisions on the policies and administration of the US Environmental Protection Agency (EPA) in all seven of its major statutory areas: clean air, clean water, hazardous waste cleanup, controlled pesticide use, resource conservation and recovery, safe drinking water, and control of toxic substances. The author use the Lexis and Westlaw legal data bases to generate a list of all cases in which the EPA was either a plaintiff or a defendant in each of the agency's seven major statutory areas. The author verified these data and at times supplemented them with EPA records and with environmental reporters published by the Bureau of National Affairs and the Environmental Law Institute. She derived settlement agreements from the EPA, the Department of Justice, and the courts.

    To quantify the fuel economy (FE) effect of some common vehicle accessories or alterations, a compact passenger sedan and a sport utility vehicle (SUV) were subjected to SAE J2263 coastdown procedures. Coastdowns were conducted with low tire pressure, all windows open, with a roof top or hitch-mounted cargo carrier, and with the SUV pulling an enclosed cargo trailer. From these coastdowns, vehicle dynamometer coefficients were developed which enabled the execution of vehicle dynamometer experiments to determine the effect of these changes on vehicle FE and emissions over standard drive cycles and at steady highway speeds. The FE penalty associated with the rooftop cargo box mounted on the compact sedan was as high as 25-27% at higher speeds, where the aerodynamic drag is most pronounced. For both vehicles, use of a hitch mounted cargo tray carrying a similar load resulted in very small FE penalties, unlike the rooftop cargo box. The results for the SUV pulling a 3500 pound enclosed cargo trailer were rather dramatic, resulting in FE penalties ranging from 30%, for the city cycle, to 50% at 80 mph, at which point significant CO generation indicated protective enrichment due to high load. Low tire pressure cases resulted in negligible to 10% FE penalty depending on the specific case and test point. Driving with all four windows open decreased FE by 4-8.5% for the compact sedan, and 1-4% for the SUV.

    This report documents the results of several visits with industry as part of the Department of Energy (DOE), office of Transportation Technology, Office of Heavy Vehicle Technology, supported Heavy Vehicle Aerodynamics Project. The purpose of the DOE Heavy Vehicle Aerodynamics Project is to use government resources to bring the aerodynamic expertise available in government organizations and academia to bear in assisting the heavy vehicle industry to reduce aerodynamic drag on trucks. The obvious payback from this investment is the reduction in fuel usage and derivative reduction in the US's dependence on foreign oil imports. This report covers 2 projects: (1) The stated purpose of Project 1 was to provide near-term impact through emphasis on existing tools and capabilities and to focus on the trailer drag problem. (2) The stated purpose of Project 2 was to provide the tools necessary to accomplish the longer term goal of a fully-integrated, aerodynamic tractor-trailer combination.

    Quantifying the fuel savings that can be achieved from different truck fuel efficiency technologies for a fleet s specific usage allows the fleet to select the combination of technologies that will yield the greatest operational efficiency and profitability. This paper presents an analysis of vehicle usage in a commercial vehicle fleet and an assessment of advanced efficiency technologies using an analysis of measured drive cycle data for a class 8 regional commercial shipping fleet. Drive cycle measurements during a period of a full year from six tractor-trailers in normal operations in a less-than-truckload (LTL) carrier were analyzed to develop a characteristic drive cycle that is highly representative of the fleet s usage. The vehicle mass was also estimated to account for the variation of loads that the fleet experienced. The drive cycle and mass data were analyzed using a tractive energy analysis to quantify the fuel efficiency and CO2 emissions benefits that can be achieved on class 8 tractor-trailers when using advanced efficiency technologies, either individually or in combination. Although differences exist among class 8 tractor-trailer fleets, this study provides valuable insight into the energy and emissions reduction potential that various technologies can bring in this important trucking application.

    The author believes that wholesale markets in the United States would have a greater likelihood of ultimately benefiting consumers if the Federal Energy Regulatory Commission did not have the mandate under the Federal Power Act (FPA) to ensure that wholesale prices are ''just and reasonable.'' However, he continues to believe that the FERC cannot avoid having an ex post criteria for asssessing whether market prices are just and reasonable. Moreover, changes in the design and regulatory oversight of U.S. wholesale electricity markets in recent years, including the recent Supreme Court decision, have caused him to believe even more strongly in the guardrails-for-market-outcomes approach. Finally, several questions are addressed which relate to the pricing of fixed-price, long-term contracts and the impact of these obligations on the behavior of suppliers in short-term wholesale markets that are directly relevant to answering the two major questions that the Supreme Court remanded to FERC in its recent decision.

    MELTER is an analysis of cargo responses inside a fire-threatened Safe-Secure Trailer (SST) developed for the Defense Program Transportation Risk Assessment (DPTRA). Many simplifying assumptions are required to make the subject problem tractable. MELTER incorporates modeling which balances the competing requirements of execution speed, generality, completeness of essential physics, and robustness. Input parameters affecting the analysis include those defining the fire scenario, those defining the cargo loaded in the SST, and those defining properties of the SST. For a specified fire, SST, and cargo geometry MELTER predicts the critical fire duration that will lead to a failure. The principal features of the analysis include: (a) Geometric considerations to interpret fire-scenario descriptors in terms of a thermal radiation boundary condition, (b) a simple model of the SST`s wall combining the diffusion model for radiation through optically-thick media with an endothermic reaction front to describe the charring of dimensional, rigid foam in the SST wall, (c) a transient radiation enclosure model, (d) a one-dimensional, spherical idealization of the shipped cargos providing modularity so that cargos of interest can be inserted into the model, and (e) associated numerical methods to integrate coupled, differential equations and find roots.

    Do judicial decisions affect the securities markets in discernible and perhaps predictable ways? In other words, is there "law on the market" (LOTM)? This is a question that has been raised by commentators, but answered by very few in a systematic and financially rigorous manner. Using intraday data and a multiday event window, this large scale event study seeks to determine the existence, frequency and magnitude of equity market impacts flowing from Supreme Court decisions. We demonstrate that, while certainly not present in every case, "law on the market" events are fairly common. Across all cases decided by the Supreme Court of the United States between the 1999-2013 terms, we identify 79 cases where the share price of one or more publicly traded company moved in direct response to a Supreme Court decision. In the aggregate, over fifteen years, Supreme Court decisions were responsible for more than 140 billion dollars in absolute changes in wealth.     This work is the first comprehensive analysis of the impact of federal court decisions on the United States Environmental Protection Agency (EPA) in all seven of its major statutory areas. The work found first, that judicial intervention into disputes concerning the EPA fall into five groups: (1) cases in which the mere filing of a lawsuit, without judicial action, has evoked a changed in the EPA; (2) cases in which courts have upheld the agency's position completely without yielding changes in the agency; (3) cases in which judges, who have been passive and unwilling to intervene in the affairs of the EPA have issued decisions that nonetheless have affected the agency's policies and administration; (4) cases in which judges have legitimately used their discretionary powers to affect agency actions; and (5) cases in which judges have gone beyond the normal limits of judicial activism to evoke change in the agency. Second, the dissertation analyzed the ten ways that the EPA has responded to federal court decisions. Third, the dissertation found that the major impact of federal court decisions on the EPA has been policy related. Compliance with court orders has become the agency's top priority. Finally, the dissertation found that federal court decisions have affected the administration of the EPA in five ways.

Area residents used the sandlike waste from this thorium extraction process mixed with tea and cocoa leaves as mulch in their yards. Some of these contaminated wastes were also eroded from the site into Lodi Brook. At the request of the US Department of Energy (DOE), a group from Oak Ridge National Laboratory conducts investigative radiological surveys of properties in the vicinity of MCW to determine whether a property is contaminated with radioactive residues, principally {sup 232}Th, derived from the MCW site. The survey typically includes direct measurement of gamma radiation levels and soil sampling for radionuclide analyses. Area residents used the sandlike waste from this thorium extraction process mixed with tea and cocoa leaves as mulch in their yards. Some of these contaminated wastes were also eroded from the site into Lodi Brook. At the request of the US Department of Energy (DOE), a group from Oak Ridge National Laboratory conducts investigative radiological surveys of properties in the vicinity of MCW to determine whether a property is contaminated with radioactive residues, principally {sup 232}Th, derived from the MCW site. The survey typically includes direct measurement of gamma radiation levels and soil sampling for radionuclide analyses. The survey of this site, 1 Branca Court, Lodi, New Jersey (LJ034), was conducted during 1985 and 1986. Results of the survey demonstrated no radionuclide concentrations in excess of the DOE Formerly Utilized Sites Remedial Action program criteria.     The University of Dayton (UD) performed energy assessments, trained students and supported USDOE objectives. In particular, the UD Industrial Assessment Center (IAC) performed 96 industrial energy assessment days for mid-sized manufacturers. The average identified and implemented savings on each assessment were $261,080 per year and $54,790 per year. The assessments served as direct training in industrial energy efficiency for 16 UD IAC students. The assessments also served as a mechanism for the UD IAC to understand manufacturing energy use and improve upon the science of manufacturing energy efficiency. Specific research results were published in 16 conference proceedings and journals, disseminated in 22 additional invited lectures, and shared with the industrial energy community through the UD IAC website.

    The aim of the assessment reported is to candidly examine the contribution that solar industrial process heat (SIPH) is realistically able to make in the near and long-term energy futures of the United States. The performance history of government and privately funded SIPH demonstration programs, 15 of which are briefly summarized, and the present status of SIPH technology are discussed. The technical and performance characteristics of solar industrial process heat plants and equipment are reviewed, as well as evaluating how the operating experience of over a dozen SIPH demonstration projects is influencing institutional acceptance and economoc projections. Implications for domestic energy policy and international implications are briefly discussed. (LEW)

    With stable fuel prices and slow growth in demand, a buyer's market reigns in some places for electricity. Surprisingly, state regulators are struggling to bring the benefits to ratepayers. Some are saying that structured competitive-bidding programs and [open quotes]Request for Proposal[close quotes] (RFP) procedures are standing in the way. Mandatory competitive-bidding programs for electric utility procurement of purchased power are a regulatory fixture in many states. Regulators often cite two major goals in support of such programs: (1) to encourage utilities to seek the cheapest power to meet customer demand as a part of broader least-cost planning rules, and (2) to foster development of the nonutility generator (NUG) industry (often with special emphasis on facilities that use renewable resources) by providing a consistent and secure market for NUG power. But regulators from Massachusetts to California are finding that the two goals can conflict, especially where there is plenty of inexpensive supply on the short-term market. The strict bidding schemes for purchased power sometimes prevent a utility from fully exploiting lower-cost supplies once the bidding is complete.

    A vortex-dynamics-based model has been developed and used to study the importance of flame extinction by fluid dynamic strain that occurs in a pulse combustor. Results show that flame extinction by fluid dynamic stretch, which occurs during injection of the fresh charge, ensures the correct phase relation between the energy release and the resonant pressure wave. This phasing is required by Rayleigh`s criterion for stable combustion-driven oscillations. However, this model also showed that the vortex dynamics technique is not at a stage where design engineers can use it as a predictive tool, just as they would use experimental testing. This is in part because pulse combustor designs being developed today use three-dimensional geometries and complex operating conditions, whereas the vortex model simulates processes occurring only in the combustion chamber, and ignores the rest of the pulse combustor unit. Also, the model assumes two-dimensional flow, a simple combustor geometry, and premixed combustion. A successful in-house manufacturing design code must be able to perform a complete design study reliably, quickly and easily, and on computers that are readily available to industry. Instead, the insight gained from the vortex dynamics model is being incorporated into a computational tool to assist in pulse combustor design. This tool will be used by industrial engineers to design pulse combustors for specific applications. The design tool combines submodels for acoustics, injection and combustion, producing a pulse combustor model that dynamically couples the processes in the combustion chamber to the acoustic waves.

    Issues related to back-end of the nuclear fuel cycle continue to be difficult for the commercial nuclear power industry and for the decision makers at the national and international level. In the US, the 1982 NWPA required DOE to develop geological repositories for SNF and HLW but in spite of extensive site characterization efforts and over ten billion dollars spent, a repository opening is nowhere in sight. There has been constant litigation against the DOE by the nuclear utilities for breach of the 'standard contract' they signed with the DOE under the NWPA. The SNF inventory continues to rise both in the US and globally and the nuclear industry has turned to dry storage facilities at reactor locations. In US, the Blue Ribbon Commission on America's Nuclear Future issued its report in January 2012 and among other items, it recommends a new, consent-based approach to siting of facilities, prompt efforts to develop one or more geologic disposal facilities, and prompt efforts to develop one or more consolidated storage facilities. In addition, the March 2011 Fukushima Daiichi accident had a severe impact on the future growth of nuclear power. The nuclear industry is focusing on mitigation strategies for beyond design basis events and in the US, the industry is in the process of implementing the recommendations from NRC's Near Term Task Force.     This document deals with the procurements planned for the construction of an Atomic Vapor Laser Isotope Separation (AVLIS) production plant. Several large-scale AVLIS facilities have already been built and tested; a full-scale engineering demonstration facility is currently under construction. The experience gained from these projects provides the procurement basis for the production plant construction and operation. In this document, the status of the AVLIS process procurement is presented from two viewpoints. The AVLIS Production Plant Work Breakdown Structure is referenced at the level of the items to be procured. The availability of suppliers for the items at this level is discussed. In addition, the work that will result from the AVLIS enrichment plant project is broken down by general procurement categories (construction, mechanical equipment, etc.) and the current AVLIS suppliers are listed according to these categories. A large number of companies in all categories are currently providing AVLIS equipment for the Full-Scale Demonstration Facility in Livermore, California. These companies form an existing and expanding supplier network for the AVLIS program. Finally, this document examines the relationship between the AVLIS construction project/operational facility and established commercial suppliers. The goal is to utilize existing industrial capability to meet the needs of the project in a competitive procurement situation. As a result, costs and procurement risks are both reduced because the products provided come from within the AVLIS suppliers' experience base. At the same time, suppliers can benefit by the potential to participate in AVLIS technology spin-off markets. 35 figures.

    What are the standards for improving energy efficiency for industries such as petroleum refining, chemicals, and glass manufacture? How can different industries in emerging markets and developing accelerate the pace of improvements? This paper discusses several case studies and experiences relating to this subject emphasizing the use of energy efficiency benchmarks. Two important benchmarks are discussed. The first is based on a track record of outstanding performers in the related industry segment; the second benchmark is based on site specific factors. Using energy use reduction targets or benchmarks, projects have been implemented in Mexico, Poland, India, Venezuela, Brazil, China, Thailand, Malaysia, Republic of South Africa and Russia. Improvements identified through these projects include a variety of recommendations. The use of oxy-fuel and electric furnaces in the glass industry in Poland; reconfiguration of process heat recovery systems for refineries in China, Malaysia, and Russia; recycling and reuse of process wastewater in Republic of South Africa; cogeneration plant in Venezuela. The paper will discuss three case studies of efforts undertaken in emerging market countries to improve energy efficiency.

    The growth of the US photovoltaics (PV) industry over the past decade has been impressive. First designed to provide power for satellites using high-cost production techniques, PV is now the economical choice in many remote terrestrial applications. The remarkable growth of PV in terms of quality of cells and modules, production techniques, and system design, was initiated by a cooperative effort of the US Government and the domestic PV manufacturers. European and Japanese firms entered the PV industry later, but are also growing rapidy. The Europeans continue to supply PV systems for village electrification and water pumping to many Third World countries. The Japanese have been developing the amorphous silicon (A-Si) technology by expanding its use in consumer goods. The world PV industry saw dramatic changes in industry ownership and in the emphasis on developing new and improved technology during 1984. The objective of this report is to present information on the developments of the world PV industry and focuses on developments occurring in 1984. Information is presented on a regional basis (US, Europe, Japan, other) to avoid disclosing company-confidential data. All information was gleaned from several sources, including a review of the technical literature and direct contacts with PV manufacturers. Prior to publishing the regional totals, all numbers were compared with those of other sources. The information contained in this report is prepared for use by the Department of Energy for their use in long-term R and D planning. However, this information should also be of interest by PV manufacturers and to those who may be contemplating entering the PV market. PV shipments for 1984, government supports for PV, and various PV market sectors are discussed.

    Argentina occupies a somewhat unusual position among the world`s nuclear nations, in that, while possessing a rather diverse nuclear industry, it has managed to remain largely outside the system of international controls, and is not a signatory of the Nuclear Non-Proliferation Treaty. Argentina currently has two operating reactors, Atucha Unit 1 (335-MWe PHWR) and Embalse (600-MWe CANDU), with another under unit, Atucha Unit 2 (698-MWe PHWR) under construction. Commercial nuclear development is primarily under the control of the Comision Nacional de Energia Atomica (CNEA), which also manages a modest uranium production industry. Fuel cycle facilities, notably an enrichment plant at Pilcaniyeu and a pilot reprocessing plant at Ezeiza, are under development.

The paper discusses a recommended schedule of procedures and preparations to be followed by the lead paint removal specification writer when analyzing the possible impact of the project on the environment, the public and workers. Implications of the Clean Air Act, the Clean Water Act and the Resource Conservation and Recovery Act (RCRA) along with hazardous waste handling, manifesting, transporting and disposal procedures are discussed with special emphasis placed as to their impact on the writer and the facility owner. As the rules and regulations are highly complex, the writer has attempted to explain the methodology currently being used in state-of-the-art industrial lead abatement specifications.

    Biomonitoring often is used as a method for estimating the dose to an individual. Therefore, a parameter of measurement, or biomarkers must be identified. The purpose of this paper is to give an overview of biomonitoring protocols for metals used in the photovoltaics industry. Special attention is given to areas that often are skimmed over, to gain insights into some of the problems that may arise when these tasks are carried out. Biological monitoring can be used to determine current human exposures to chemicals, as well as to detect past exposures, and the effects that these exposures may have on human health. It is used in conjunction with environmental monitoring to describe more completely worker`s exposures to, and absorption of, chemicals in the workplace. Biological specimens (e.g., blood, hair or urine) are analyzed for chemical agents, metabolites, or for some specific effect on the person (Lowry 1994). Biomonitoring can assess a workers exposure to industrial chemicals by all routes including skin absorption and ingestion. Although the methodology still is in its infancy, in cases where the procedures have been developed, it can be an invaluable component of an ongoing program of industrial hygiene monitoring. Like any technology, there are limitations to its effectiveness because of a lack of knowledge, contamination of specimens, and the introduction of errors.

    Several studies have measured the effects of regulation on a particular industry. These studies range widely in sophistication, from simple observation (comparison) of pre-transformation and post-transformation actual industry performance to econometric analysis that attempt to separate the effects of deregulation from other factors in explaining changes in an industry`s performance. The major problem with observation studies is that they are unable to measure the effect of one particular event, such as deregulation, on an industry`s performance. For example, at the same time that the United Kingdom privatized its electric power industry, it also radically restructured the industry to encourage competition and instituted a price-cap mechanism to regulate the prices of transmission, distribution, and bundled retail services. Subsequent to these changes in 1991, real prices for most UK electricity customers have fallen. It is not certain however, which of these factors was most important or even contributed to the decline in price. In any event, one must be cautious in interpreting the results of studies that attempt to measure the effect of deregulation per se for a specific industry. This report highlights major outcomes for five industries undergoing deregulation or major regulatory and restructuring reforms. These include the natural gas, transportation, UK electric power, financial, and telecommunications industries. Particular attention was given to the historical development of events in the telecommunications industry.

    This document specifies the functional and performance requirements to be used in the development of the conceptual design of a high temperature gas-cooled reactor (HTGR) based plant supplying energy to a typical industrial facility. These requirements were developed from collaboration with industry and HTGR suppliers over the preceding three years to identify the energy needs of industrial processes for which the HTGR technology is technically and economically viable. The functional and performance requirements specified herein are an effective representation of the industrial sector energy needs and an effective basis for developing a conceptual design of the plant that will serve the broadest range of industrial applications.

    Venezuela's consumption energy of comes from three primary sources: hydroelectricity, liquid hydrocarbons and natural gas. In 1986, the energy consumption in the internal market was 95.5 thousand cubic meters per day of oil equivalent, of which 32% was natural gas, 46% liquid hydrocarbons and 22% hydroelectricity. The Venezuelan energy policy established natural gas usage after hydroelectricity, as a substitute of liquid hydrocarbons, in order to increase exports of these. This policy permits a solid development of the natural gas industry, which is covered in this paper.

    The electroplating industry utilizes numerous recovery-and-recycle techniques to return a portion or all of the process chemical to the origin. The most commonly practiced pollution prevention option in electroplating is the utilization of drag-out rinses. The typical plater will first evaluate the efficacy of drag-out rinsing; will determine if a viable, less polluting or nonpolluting substitute exists; and will make those changes before investing in recovery-and-recycle equipment. This chapter focuses on the equipment and chemical processes available for a pollution prevention program in electroplating.

    The US Department of Energy (DOE) Office of Industrial Technologies (OIT) conducts research and development activities which focus on improving energy efficiency and providing for fuel flexibility within US industry in the area of industrial conservation. The mission of OIT is to increase the utilization of existing energy-efficient equipment and to find and promote new, cost-effective ways for industrial facilities to improve their energy efficiency and minimize waste products. To ensure advancement of the technological leadership of the United States and to improve the competitiveness of American industrial products in world markets, OIT works closely with industrial partners, the staffs of the national laboratories, and universities to identify research and development needs and to solve technological challenges. This report contains summaries of the currently active projects supported by the Office of Industrial Technologies.

  8. China's industrial sector in an international context

    The industrial sector accounts for 40% of global energy use. In 1995, developing countries used an estimated 48 EJ for industrial production, over one-third of world total industrial primary energy use (Price et al., 1998). Industrial output and energy use in developing countries is dominated by China, India, and Brazil. China alone accounts for about 30 EJ (National Bureau of Statistics, 1999), or about 23% of world industrial energy use. China's industrial sector is extremely energy-intensive and accounted for almost 75% of the country's total energy use in 1997. Industrial energy use in China grew an average of 6.6% per year, from 14 EJ in 1985 to 30 EJ in 1997 (Sinton et al., 1996; National Bureau of Statistics, 1999). This growth is more than three times faster than the average growth that took place in the world during the past two decades. The industrial sector can be divided into light and heavy industry, reflecting the relative energy-intensity of the manufacturing processes. In China, about 80% of the energy used in the industrial sector is consumed by heavy industry. Of this, the largest energy-consuming industries are chemicals, ferrous metals, and building materials (Sinton et al., 1996). This paper presents the results of international comparisons of production levels and energy use in six energy-intensive subsectors: iron and steel, aluminum, cement, petroleum refining, ammonia, and ethylene. The sectoral analysis results indicate that energy requirements to produce a unit of raw material in China are often higher than industrialized countries for most of the products analyzed in this paper, reflecting a significant potential to continue to improve energy efficiency in heavy industry.

It is intended to serve as a briefing document for those wishing to obtain background information and also to serve as a starting point from which more detailed and refined studies may be undertaken. In doing so, the report presents a qualitative and quantitative description of the industrial process heat market in the US, provides a summary discussion of cogeneration experience to date, and outlines the existing institutional and financial framework for cogeneration. The intent is to give the reader an understanding of the current situation and experience in this area. The cogeneration area in particular is an evolving one because of regulations and tax laws, which are still in the process of being developed and interpreted. The report presents the latest developments in regulatory and legislative activities which are associated with that technology. Finally, the report presents a brief description of the three HTGR systems under study during the current fiscal year and describes the specific market characteristics which each application is designed to serve.

    Included in the portfolio of IP's projects are the R and D activities for several advanced technologies targeted at the textile industry, one of the top ten energy intensive industries in the country. These R and D projects have primarily been aimed at improving the energy efficiency and productivity of textile production processes. Many projects in this area have been successfully completed, and some have resulted in the development and implementation of new technologies (e.g., foam processing) for various process steps. Other projects have produced technical results that have later been utilized by the industry in other capacities (e.g., hyperfiltration).     Industrial ecology (IE) is an emerging scientific field that views industrial activities and the environment as an interactive whole. The IE approach simultaneously optimizes activities with respect to cost, performance, and environmental impact. Industrial Ecology provides a dynamic systems-based framework that enables management of human activity on a sustainable basis by: minimizing energy and materials usage; insuring acceptable quality of life for people; minimizing the ecological impact of human activity to levels that natural systems can sustain; and maintaining the economic viability of systems for industry, trade and commerce. Industrial ecology applies systems science to industrial systems, defining the system boundary to incorporate the natural world. Its overall goal is to optimize industrial activities within the constraints imposed by ecological viability, globally and locally. In this context, Industrial systems applies not just to private sector manufacturing and services but also to government operations, including provision of infrastructure. Sandia conducted its seventeenth Prosperity Game{trademark} on May 23--25, 1997, at the Hyatt Dulles Hotel in Herndon, Virginia. The primary sponsors of the event were Sandia National Laboratories and Los Alamos National Laboratory, who were interested in using the format of a Prosperity Game to address some of the issues surrounding Industrial Ecology.
