    In 1991, US electric utilities spent almost $1.8 billion on demand-side management (DSM) programs. These programs cut peak demands 5% and reduced electricity sales 1% that year. Utility projections suggest that these reductions will increase to 9% and 3%, respectively, by the year 2001. However, utility DSM efforts vary enormously across the country, concentrated in a few states along the east and west coasts and the upper midwest. To some extent, this concentration is a function of regulatory reforms that remove disincentives to utility shareholders for investments in DSM programs. A key component of these reforms is recovery of the net lost revenues caused by utility DSM programs. These lost revenues occur between rate cases when a utility encourages its customers to improve energy efficiency and cut demand. The reduction in sales means that the utility has less revenue to cover its fixed costs. This report describes a new method, statistical recoupling (SR), that addresses this net-lost-revenue problem. Like other decoupling approaches, SR breaks the link between electric-utility revenues and sales. Unlike other approaches, SR minimizes changes from traditional regulation. In particular, the risks of revenue swings associated with year-to-year changes in weather and the economy remain with the utility under SR. Statistical recoupling uses statistical models, based on historical data, that explain retail electricity sales as functions of the number of utility customers, winter and summer weather, the condition of the local economy, electricity price, and perhaps a few other key variables. These models, along with the actual values of the explanatory variables, are then used to estimate ``allowed`` electricity sales and revenues in future years.

    The Electric Sales and Revenue is prepared by the Survey Management Division, Office of Coal, Nuclear, Electric and Alternate Fuels; Energy Information Administration (EIA); US Department of Energy. This publication provides information about sales of electricity, its associated revenue, and the average revenue per kilowatthour sold to residential, commercial, industrial, and other consumers throughout the United States. The sales, revenue, and average revenue per kilowatthour data provided in the Electric Sales and Revenue are based on annual data reported by electric utilities for the calendar year ending December 31, 1993. Operating revenue includes energy charges, demand charges, consumer service charges, environmental surcharges, fuel adjustments, and other miscellaneous charges. The revenue does not include taxes, such as sales and excise taxes, that are assessed on the consumer and collected through the utility. Average revenue per kilowatthour is defined as the cost per unit of electricity sold and is calculated by dividing retail sales into the associated electric revenue. Because electric rates vary based on energy usage, average revenue per kilowatthour are affected by changes in the volume of sales. The sales of electricity, associated revenue, and average revenue per kilowatthour data provided in this report are presented at the national, Census division, State, and electric utility levels.

    With rapid growth in energy efficiency and distributed generation, electric utilities are anticipating stagnant or decreasing electricity sales, particularly in the residential sector. Utilities are increasingly considering alternative rates structures that are designed to recover fixed costs from residential solar photovoltaic (PV) customers with low net electricity consumption. Proposed structures have included fixed charge increases, minimum bills, and increasingly, demand rates - for net metered customers and all customers. This study examines the electricity bill implications of various residential rate alternatives for multiple locations within the United States. For the locations analyzed, the results suggest that residential PV customers offset, on average, between 60% and 99% of their annual load. However, roughly 65% of a typical customer's electricity demand is non-coincidental with PV generation, so the typical PV customer is generally highly reliant on the grid for pooling services.

This is the 25th report in a series dating from 1964. This report covers DOE radioisotope sales and distribution activities by its facilities to domestic, foreign and other DOE facilities for FY 1988. The report is divided into five sections: radioisotope suppliers, facility contacts, and radioisotopes or services supplied; a list of customers, suppliers, and radioisotopes purchased; a list of radioisotopes purchased cross-referenced to customer numbers; geographic locations of radioisotope customers; and radioisotope sales and transfers -- FY 1988. Radioisotopes not previously reported in this series of reports were argon-37, arsenic-72, arsenic-73, bismuth-207, gadolinium-151, rhenium-188, rhodium-101, selenium-72, xenon-123 and zirconium-88. The total value of DOE radioisotope sales for FY 1988 was $11.1 million, an increase of 3% from FY 1987.

    This publication contains the 1994 survey results of the ``Annual Fuel Oil and Kerosene Sales Report`` (Form EIA-821). This is the sixth year that the survey data have appeared in a separate publication. Prior to the 1989 report, the statistics appeared in the Petroleum Marketing Annual (PMA)for reference year 1988 and the Petroleum Marketing Monthly (PMM) for reference years 1984 through 1987. The 1994 edition marks the 11th annual presentation of the results of the ongoing ``Annual Fuel Oil and Kerosene Sales Report`` survey. Distillate and residual fuel oil sales continued to move in opposite directions during 1994. Distillate sales rose for the third year in a row, due to a growing economy. Residual fuel oil sales, on the other hand, declined for the sixth year in a row, due to competitive natural gas prices, and a warmer heating season than in 1993. Distillate fuel oil sales increased 4.4 percent while residual fuel oil sales declined 1.6 percent. Kerosene sales decreased 1.4 percent in 1994.

    The Electric Sales and Revenue is prepared by the Survey Management Division, Office of Coal, Nuclear, Electric and Alternate Fuels; Energy Information Administration (EIA); US Department of Energy. This publication provides information about sales of electricity, its associated revenue, and the average revenue per kilowatthour sold to residential, commercial, industrial, and other consumers throughout the United States. The sales, revenue, and average revenue per kilowatthour provided in the Electric Sales and Revenue are based on annual data reported by electric utilities for the calendar year ending December 31, 1992. The electric revenue reported by each electric utility includes the applicable revenue from kilowatthours sold; revenue from income; unemployment and other State and local taxes; energy, demand, and consumer service charges; environmental surcharges; franchise fees; fuel adjustments; and other miscellaneous charges. The revenue does not include taxes, such as sales and excise taxes, that are assessed on the consumer and collected through the utility. Average revenue per kilowatthour is defined as the cost per unit of electricity sold and is calculated by dividing retail sales into the associated electric revenue. The sales of electricity, associated revenue, and average revenue per kilowatthour provided in this report are presented at the national, Census division, State, and electric utility levels.

    Extend{trademark} simulation software is a dynamic modeling package developed by Imagine That Incorporated. The Technology Modeling and Analysis group (TSA-7) at Los Alamos National Laboratory has used Extend extensively over the past few years as one of various tools employed to perform simulation modeling and analysis. Development efforts over much of this period have made Extend a more effective and efficient tool through block customization. TSA-7 has taken advantage of the built-in capability in Extend to allow users to create new or modify existing functional blocks from which simulation models are constructed. As a result, Extend is much more effective and efficient for the group`s applications. This paper summarizes block customization and simulation model development that markedly improved the utilization of the Extend software package. The material covered herein includes some background information on Extend, which is necessary for understanding the balance of the paper. Following the background, the paper addresses Extend block customization efforts, including advantages and disadvantages to customizing, and the impact customization has had on Extend modeling efforts in TSA-7. Brief descriptions of many customized blocks developed by the author are presented in the appendix.

    The authors' observations of a tradition of passive solar architecture in northern China are described. Tendencies for modern buildings to depart from this tradition are noted. Major passive solar research programs are discussed and experimental buildings are illustrated. It is concluded that the Chinese could realize a major advantage by combining their strong tradition of passive solar architecture with modern insulation methods and improved glazing systems.

    LPG sales through 2010 in regions east of the Suez Canal (East of Suez) will grow at more than twice those in regions west of the canal. East-of-Suez sales will grow at more than 4.0%/year, compared to slightly less than 2.0%/year growth in sales West of Suez. East-of-Suez sales will reach 92 million tons/year (tpy) by 2010, accounting for 39% of the worldwide total. This share was 31% in1995 and only 27% in 1990. LPG sales worldwide will reach 192 million tons in 2000 and 243 million tpy by 2010. In 1995, they were 163 million tons. These are some of the major conclusions of a recent study by Frank R. Spadine, Christine Kozar, and Rudy Clark of New York City-based consultant Poten and Partners Inc. Details of the study are in the fall report ``World Trade in LPG 1990--2010``. This paper discusses demand segments, seaborne balance, Western sources, largest trading region, North American supplies, and other supplies.

    Environmental pollution caused by diesel engines has long been a major irritant to the general population, if only by seeing that billowing black exhaust that has so typified diesel engine performance. The SynSat process was first conceptualized as a low cost approach to achieving aromatics reduction and deep desulfurization of diesel boiling range feeds. It has grown to 13 licenses so far and can produce a clean burning diesel fuel. The paper highlights a ``customized`` approach used to determine and solve the refiners` hydroprocessing problems with SynSat technology. A modification of the technology, SynShift, a selective ring opening process for production of lighter, higher quality diesel fuels, is also described.

    In the environment of direct customer access and supplier choice that is coming, experience teaches that customers will value the opportunity to control their price risk in a variety of ways. Suppliers that are sensitive to this desire and the varied ways of meeting it will have a distinct advantage. Large electricity customers are clearly awaiting the day the monopoly floodgates open because they believe cheap electricity from alternate suppliers will become available to them. But access and choice will mean more to utility retail customers than just the potential availability of low cost power. It will mean that customers will have the purchasing power to demand exactly what they want from their electricity provider. Some customers will want the lowest cost power available, which may mean that they purchase directly from the spot market. Others will want to use their new-found clout to purchase power of a certain guaranteed quality or reliability level, or to purchase on a pricing plan that fits their needs. For instance, business customers that sell goods under fixed price contracts may want to purchase electricity at a price that is fixed for a certain period - perhaps a quarter of a year. This article focuses on products that protect customers from the price risk they would face if they purchased directly from the spot market. First, it will address examples of products that are used to protect against price risk in the gas market, because these products indicate the type of offerings that may help electric customers manage price risks. Next, the article will highlight findings on desires of customers in the electricity market, and provide an overview of utility tariffs that can help customers control their price risk. Finally, it will discuss approaches that can be used to price these retail risk management products.

    Packaged steam generators are the workhorses of chemical process plants, power plants and cogeneration systems. They are available as oil- or gas-fired models, and are used to generate either high-pressure superheated steam (400 to 1,200 psig, at 500 to 900 F) or saturated steam at low pressures (100 to 300 psig). In today's emission- and efficiency- conscious environment, steam generators have to be custom designed. Gone are the days when a boiler supplier--or for that matter an end user--could look up a model number from a list of standard sizes and select one for a particular need. Thus, before selecting a system, it is desirable to know the features of oil- and gas-fired steam generators, and the important variables that influence their selection, design and performance. It is imperative that all of these data are supplied to the boiler supplier so that the engineers may come up with the right design. Some of the parameters which are discussed in this paper are: duty, steam temperature, steam purity, emissions, and furnace design. Superheaters, economizers, and overall performance are also discussed.

    In recent years, gasoline and diesel fuel have accounted for about 80 percent of total transportation fuel and nearly all of the fuel used in on-road vehicles. Growing concerns about the environmental effects of fossil fuel use and the Nation`s high level of dependence on foreign oil are providing impetus for the development of replacements or alternatives for these traditional transportation fuels. (The Energy Policy Act of 1992 definitions of {open_quotes}replacement{close_quotes} and {open_quotes}alternative{close_quotes} fuels are presented in the following box.) The Alternative Motor Fuels Act of 1988, the Clean Air Act Amendments of 1990 (CAAA90) and the Energy Policy Act of 1992 (EPACT) are significant legislative forces behind the growth of replacement fuel use. Alternatives to Traditional Transportation Fuels 1993 provides the number of on-road alternative fueled vehicles in use in the United States, alternative and replacement fuel consumption, and information on greenhouse gas emissions resulting from the production, delivery, and use of replacement fuels for 1992, 1993, and 1995.

    In this report, an economic model of customer adoption of distributed energy resources (DER) is developed. It covers progress on the DER project for the California Energy Commission (CEC) at Berkeley Lab during the period July 2001 through Dec 2002 in the Consortium for Electric Reliability Technology Solutions (CERTS) Distributed Energy Resources Integration (DERI) project. CERTS has developed a specific paradigm of distributed energy deployment, the CERTS Microgrid (as described in Lasseter et al. 2002). The primary goal of CERTS distributed generation research is to solve the technical problems required to make the CERTS Microgrid a viable technology, and Berkeley Lab's contribution is to direct the technical research proceeding at CERTS partner sites towards the most productive engineering problems. The work reported herein is somewhat more widely applicable, so it will be described within the context of a generic microgrid (mGrid). Current work focuses on the implementation of combined heat and power (CHP) capability. A mGrid as generically defined for this work is a semiautonomous grouping of generating sources and end-use electrical loads and heat sinks that share heat and power. Equipment is clustered and operated for the benefit of its owners. Although it can function independently of the traditional power system, or macrogrid, the mGrid is usually interconnected and exchanges energy and possibly ancillary services with the macrogrid. In contrast to the traditional centralized paradigm, the design, implementation, operation, and expansion of the mGrid is meant to optimize the overall energy system requirements of participating customers rather than the objectives and requirements of the macrogrid.

    Customer Lifetime Value or CLV is a restriction on interactive marketing to help a company in arranging financial for the marketing of new customer acquisition and customer retention. Additionally CLV can be able to segment customers for financial arrangements. Stochastic models for the fairly new CLV used a Markov chain. In this model customer retention probability and new customer acquisition probability play an important role. This model is originally introduced by Pfeifer and Carraway in 2000 [1]. They introduced several CLV models, one of them only involves customer and former customer. In this paper we expand the model by adding the assumption of the transition from former customer to customer. In the proposed model, the CLV value is higher than the CLV value obtained by Pfeifer and Caraway model. But our model still requires a longer convergence time.

    A power broker to handle QF sales - this is the unique approach taken by the Vermont Public Service Board to implement the Federal PURPA rules. In 1983, the Vermont Public Service Board used its rule making power to create a central purchasing agent which would buy power from QFs and redistribute it to the state's retail electric companies. This function is performed by Vermont Power Exchange, Inc., which is a private company which operates the system under contract with the Board. The result of this approach is the pooling of power from QFs for distribution to the state's retail electric utilities.

    This paper shows several constraints that an unregulated plant would encounter. Florida Power Corporation has built a plant that has the characteristics of an IPP operating in the future deregulated electricity market. This plant, the University of Florida Cogeneration Plant undergoes the same conditions experienced in an IPP selling energy to the electric utilities when its contractual electric customer was unable to take the energy. It is a model of the future deregulated IPP.

    Sale of oil and gas development leases is proposed for 3561 lease tracts containing 20.3 million acres of outer continental shelf lying off the coasts of Rhode Island, New York, New Jersey, Delaware, Maryland, Virginia, and North Carolina. The lease tracts are located beneath 132 to 10,560 feet of water within an area 24 to 140 miles offshore. Oil would become available in 1994, with production peaking in 1999. Gas production would begin in 1998, peak in 1999, and decline by approximately 50% by the year 2005. Development of the hydrocarbon field would involve approximately 22 exploratory wells, 9 delineation wells, 5 platforms, 27 subsea completions, and 54 production wells. If implemented, the lease offering would be held in October 1985.

    The National Solar Thermal Test Facility at Sandia National Laboratories has a unique test capability called the Molten Salt Test Loop (MSTL) system. MSTL is a test capability that allows customers and researchers to test components in flowing, molten nitrate salt. The components tested can range from materials samples, to individual components such as flex hoses, ball joints, and valves, up to full solar collecting systems such as central receiver panels, parabolic troughs, or linear Fresnel systems. MSTL provides realistic conditions similar to a portion of a concentrating solar power facility. The facility currently uses 60/40 nitrate %E2%80%9Csolar salt%E2%80%9D and can circulate the salt at pressure up to 40 bar (600psi), temperature to 585%C2%B0C, and flow rate of 44-50kg/s(400-600GPM) depending on temperature. The purpose of this document is to provide a basis for customers to evaluate the applicability to their testing needs, and to provide an outline of expectations for conducting testing on MSTL. The document can serve as the basis for testing agreements including Work for Others (WFO) and Cooperative Research and Development Agreements (CRADA). While this document provides the basis for these agreements and describes some of the requirements for testing using MSTL and on the site at Sandia, the document is not sufficient by itself as a test agreement. The document, however, does provide customers with a uniform set of information to begin the test planning process.

    Research Into Action, Inc. and the Sacramento Municipal Utility District (SMUD) worked together to conduct research on the behaviors and energy use patterns of SMUD residential customers who voluntarily signed on to a Time-of-Use rate pilot launched under the PowerChoice label. The project was designed to consider the how and why of residential customers ability and willingness to engage in demand reduction behaviors, and to link social and behavioral factors to observed changes in demand. The research drew on a combination of load interval data and three successive surveys of participating households. Two experimental treatments were applied to test the effects of increased information on households ability to respond to the Time-of-Use rates. Survey results indicated that participants understood the purpose of the Time-of-Use rate and undertook substantial appropriate actions to shift load and conserve. Statistical tests revealed minor initial price effects and more marked, but still modest, adjustments to seasonal rate changes. Tests of the two information interventions indicated that neither made much difference to consumption patterns. Despite the lackluster statistical evidence for load shifting, the analysis points to key issues for critical analysis and development of residential Time-of-Use rates, especially pertinent as California sets the stage for demand response in more California residences.

    Visualization is essential for understanding the increasing volumes of digital data. However, the process required to create insightful visualizations is involved and time consuming. Although several visualization tools are available, including tools with sophisticated visual interfaces, they are out of reach for users who have little or no knowledge of visualization techniques and/or who do not have programming expertise. In this paper, we propose VISMASHUP, a new framework for streamlining the creation of customized visualization applications. Because these applications can be customized for very specific tasks, they can hide much of the complexity in a visualization specification and make it easier for users to explore visualizations by manipulating a small set of parameters. We describe the framework and how it supports the various tasks a designer needs to carry out to develop an application, from mining and exploring a set of visualization specifications (pipelines), to the creation of simplified views of the pipelines, and the automatic generation of the application and its interface. We also describe the implementation of the system and demonstrate its use in two real application scenarios.

    — In 2013, AEP Ohio (AEP) operated a 5-minute real-time price (RTP) electricity market system on 4 distribution feeders as part of their gridSMART® demonstration project. The RTP households were billed for their electricity usage according to an RTP tariff approved by the Public Utility Commission of Ohio. They were given the incentive that their annual bill would be no greater than if they were on the flat-rate tariff, but they had financial incentives to shift consumption from high price periods to low price periods. Incentives were also available for response under high prices from local events, such as reaching the distribution feeder capacity or a critical peak pricing event. An analysis of this transactive system experiment was completed in early 2014. This paper describes the incentive provided to the customer, the nature of their interaction with the smart thermostat that provided automated response to the transactive signal, and their level of satisfaction with the program.

    The Energy Efficiency and Renewable Energy Network (EREN) Customer Satisfaction Survey was developed and executed in support of EREN`s continuous quality improvement (CQI) plan. The study was designed to provide information about the demographic make up of EREN users, the value or benefits they derive from EREN, the kinds and quality of services they want, their levels of satisfaction with existing services, their preferences in both the sources of service and the means of delivery, and to provide benchmark data for the establishment of continuous quality improvement measures. The survey was performed by soliciting voluntary participation from members of the EREN Users Group. It was executed in two phases; the first being conducted by phone using a randomly selected group; and the second being conducted electronically and which was open to all of the remaining members of the Users Group. The survey results are described.

The survey investigated a dozen or so states. These varied in geography and the structures of their electric industries.     The Elk Hills Naval Petroleum Reserve is located near Bakersfield, California and ranks seventh among domestic producing oil fields. In Feb. 1986 the Department of Energy awarded contracts to 16 companies for the sale of about 82,000 barrels per day of NPR crude oil between April and September 1986. These companies bid a record high average discount of $4.49 from DOE's base price. The discounts ranged from $0.87 to $6.98 per barrel. These contracts resulted in DOE selling Elk Hills oil as low as $3.91 per barrel. Energy stated that the process for selling from NPR had gotten out of step with today's marketplace. Doe subsequently revised its sales procedures which requires bidders to submit a specific price for the oil rather than a discount to a base price. DOE also initiated other efforts designed to avoid future NPR oil sales at less than fair market value.

    Relatively little research exists estimating the marginal impacts of photovoltaic (PV) energy systems on home sale prices. Using a large dataset of California homes that sold from 2000 through mid-2009, we find strong evidence, despite a variety of robustness checks, that existing homes with PV systems sold for a premium over comparable homes without PV systems, implying a near full return on investment. Premiums for new homes are found to be considerably lower than those for existing homes, implying, potentially, a tradeoff between price and sales velocity. The results have significant implications for homeowners, builders, appraisers, lenders, and policymakers.

    With increasing numbers of communities considering wind power developments, empirical investigations regarding related community concerns are needed. One such concern is that proximate property values may be adversely affected, yet relatively little research exists on the subject. The present research investigates roughly 7,500 sales of single-family homes surrounding 24 existing U.S. wind facilities. Across four different hedonic models, and a variety of robustness tests, the results are consistent: neither the view of the wind facilities nor the distance of the home to those facilities is found to have a statistically significant effect on sales prices, yet further research is warranted.

    This paper describes a study in which Web style guides were characterized, compared to traditional human-computer interface (HCI) style guides, and evaluated against findings from HCI reviews of web pages and applications. Findings showed little consistency among the 21 Web style guides assessed, with 75% of recommendations appearing in only one style guide. While there was some overlap, only 20% of Web-relevant recommendations from traditional style guides were found in Web style guides. Web style guides emphasized common look and feel, information display, and navigation issues, with little mention of many issues prominent in traditional style guides such as help, message boxes, and data entry. This difference is reinforced by other results showing that Web style guides address Web information-only pages with much greater success than web-based control enabling features, like buttons and entry fields. It is concluded that while the WWW represents a unique graphical user interface (GUI) environment, development of Web style guides has been less rigorous, with issues associated with web-based control enabling features neglected.

    An increasing number of homes in the U.S. have sold with photovoltaic (PV) energy systems installed at the time of sale, yet relatively little research exists that estimates the marginal impacts of those PV systems on home sale prices. A clearer understanding of these possible impacts might influence the decisions of homeowners considering the installation of a PV system, homebuyers considering the purchase of a home with PV already installed, and new home builders considering including PV as an optional or standard product on their homes. This research analyzes a large dataset of California homes that sold from 2000 through mid-2009 with PV installed. It finds strong evidence that homes with PV systems sold for a premium over comparable homes without PV systems during this time frame. Estimates for this premium expressed in dollars per watt of installed PV range, on average, from roughly $4 to $5.5/watt across a large number of hedonic and repeat sales model specifications and robustness tests. When expressed as a ratio of the sales price premium of PV to estimated annual energy cost savings associated with PV, an average ratio of 14:1 to 19:1 can be calculated; these results are consistent with those of the more-extensive existing literature on the impact of energy efficiency on sales prices. When the data are split among new and existing homes, however, PV system premiums are markedly affected. New homes with PV show premiums of $2.3-2.6/watt, while existing homes with PV show premiums of more than $6/watt. Reasons for this discrepancy are suggested, yet further research is warranted. A number of other areas where future research would be useful are also highlighted.

    Information on the value of reliable electricity service can be used to assess the economic efficiency of investments in generation, transmission and distribution systems, to strategically target investments to customer segments that receive the most benefit from system improvements, and to numerically quantify the risk associated with different operating, planning and investment strategies. This paper summarizes research designed to provide estimates of the value of service reliability for electricity customers in the US. These estimates were obtained by analyzing the results from 28 customer value of service reliability studies conducted by 10 major US electric utilities over the 16 year period from 1989 to 2005. Because these studies used nearly identical interruption cost estimation or willingness-to-pay/accept methods it was possible to integrate their results into a single meta-database describing the value of electric service reliability observed in all of them. Once the datasets from the various studies were combined, a two-part regression model was used to estimate customer damage functions that can be generally applied to calculate customer interruption costs per event by season, time of day, day of week, and geographical regions within the US for industrial, commercial, and residential customers. Estimated interruption costs for different types of customers and of different duration are provided. Finally, additional research and development designed to expand the usefulness of this powerful database and analysis are suggested.

    Traditional metallurgical processes are among the many ''old fashion'' practices that use nanoparticles to control the behavior of materials. Many of these practices were developed long before microscopy could resolve nanoscale features, yet the practitioners learned to manipulate and control microstructural elements that they could neither see nor identify. Furthermore, these early practitioners used that control to modify microstructures and develop desired material properties. Centuries old colored glass, ancient high strength steels and medieval organ pipes derived many of their desirable features through control of nanoparticles in their microstructures. Henry Sorby was among the first to recognize that the properties of rocks, minerals, metals and organic materials were controlled by microstructure. However, Mr. Sorby was accused of the folly of trying to study mountains with a microscope. Although he could not resolve nanoscale microstructural features, Mr. Sorby's observations revolutionized the study of materials. The importance of nanoscale microstructural elements should be emphasized, however, because the present foundation for structural materials was built by manipulating those features. That foundation currently supports several multibillion dollar industries but is not generally considered when the nanomaterials revolution is discussed. This lecture demonstrates that using nanotechnologies to control the behavior of metallic materials is almost as old as the practice of metallurgy and that many of the emergent nanomaterials technologists are walking along pathways previously paved by traditional metallurgists.

    This paper demonstrates how an electronic dialogue with a panel of human factors experts was used effectively as an augmentation to traditional classroom instruction. Nine students spent a one and one- half hour class session using a variety of commercial electronic mail software packages available on their own desk-tops (not in a university computer lab) to engage in discussion with remotely distributed instructors on topics generated by the students themselves. Ninety eight messages were exchanged, with about 60% having technical content. Interaction content and style were analyzed, and a survey was distributed to participants to evaluate the session. Process observations by this author augmented these data. Strengths and weaknesses of using technology not specifically designed for this function are discussed.

    In this paper, we analyze the bill savings from PV for residential customers of the California's two largest electric utilities, under existing net metering tariffs as well as under several alternative compensation mechanisms. We find that economic value of PV to the customer is dependent on the structure of the underlying retail electricity rate and can vary quite significantly from one customer to another. In addition, we find that the value of the bill savings from PV generally declines with PV penetration level, as increased PV generation tends to offset lower-priced usage. Customers in our sample from both utilities are significantly better off with net metering than with a feed-in tariff where all PV generation is compensated at long-run avoided generation supply costs. Other compensation schemeswhich allow customers to displace their consumption with PV generation within each hour or each month, and are also based on the avoided costs, yield similar value to the customer as net metering.

    The Privacy Coach is an application running on a mobile phone that supports customers in making privacy decisions when confronted with RFID tags. The approach we take to increase customer privacy is a radical departure from the mainstream research efforts that focus on implementing privacy enhancing technologies on the RFID tags themselves. Instead the Privacy Coach functions as a mediator between customer privacy preferences and corporate privacy policies, trying to find a match between the two, and informing the user of the outcome. In this paper we report on the architecture of the Privacy Coach, and show how it enables users to make informed privacy decisions in a user-friendly manner. We also spend considerable time to discuss lessons learnt and to describe future plans to further improve on the Privacy Coach concept.

    The deployment of any new software system in a production facility will always face multiple hurtles in reaching a successful acceptance. However, a new waste tracking system was required at the plutonium processing facility at Los Alamos National Laboratory (LANL) where waste processing must be integrated to handle Special Nuclear Materials tracking requirements. Waste tracking systems can enhance the processing of waste in production facilities when the system is developed with a focus on customer service throughout the project life cycle. In March 2010 Los Alamos National Laboratory Waste Technical Services (WTS) replaced the aging systems and infrastructure that were being used to support the plutonium processing facility. The Waste Technical Services (WTS) Waste Compliance and Tracking System (WCATS) Project Team, using the following customer service model, succeeded in its goal to meet all operational and regulatory requirements, making waste processing in the facility more efficient while partnering with the customer.

This document discusses how PVMapper was designed to overcome the customization problem through the development of loosely coupled spatial and decision components in a JavaScript plugin architecture. This allows the user to easily add functionality and data to the system. The paper also explains how PVMapper provides the user with a dynamic and customizable decision tool that enables them to visually modify the formulas that are used in the decision algorithms that convert data to comparable metrics. The technologies that make up the presentation and calculation software stack are outlined. This document also explains the architecture that allows the tool to grow through custom plugins created by the software users. Some discussion is given on the difficulties encountered while designing the system.

    This report describes three data bases that were developed in the Customer System Efficiency Improvement (CSEI) Assessment project to help characterize transmission and distribution (T and D) system losses experienced by utility customers in the Pacific Northwest. A principal objective of this project is to assess the potential for electric energy conservation in the T and D systems of BPA's utility customers. The three data bases provide essential input on the number and operating characteristics of T and D component stocks that was used in another task of the CSEI Project to estimate the conservation supply functions that result from replacing existing stocks with more efficient components (Tepel et al. 1986). This document describes the three data bases, provides a guide to their use, and presents a summary characterization of the principal loss-generating components (lines and transformers) of the region's T and D systems.

    The Congress expressed concern about the Department of Energy's actions in selling oil from the Elk Hills Naval Petroleum Reserve at what appeared to be unreasonably low prices.     This report fulfills the FY 2006 Enhanced Surveillance Campaign Level 3 milestones for Task TSR 11.1 as defined in the execution plan [1, 2]. The purpose of this task is to reduce the cycle time necessary to complete analytical evaluations required for surveillance of reservoirs. The development of the digital autoradiography system supports this task. The digital autoradiography system is currently operational and ready for implementation in reservoir surveillance performed in the Materials Test Facility (MTF) at Savannah River Site (SRS). SRS requests design agency (Los Alamos National Laboratory and Sandia National Laboratory) concurrence for the implementation of this system and on the establishment, in conjunction with the Savannah River National Laboratory (SRNL), of the implementation requirements for this system. Stainless steel tritium reservoirs and pinch welded tubes, which have been exposed to tritium for a prolonged period, are destructively evaluated at the end of their service lives for a variety of reasons. One requirement of this evaluation is to assess the tritium diffusion into the reservoir material. The current method used to determine the geometry and depth of tritium penetration is autoradiography. This technique employs a photographic emulsion and has been effective for a number of years. The primary disadvantage of this technique is the time required to obtain results. The success of the traditional technique is dependent on many variables, such as the proficiency of the operators in conducting sample preparation, the geometry of the sample and the shelf life of the photographic chemicals. If results are not satisfactory, several repetitions are often required and usually add weeks to the total analysis time for the sample. Due to the extensive time required for the liquid emulsion autoradiography method, a new, faster technique was desired. Personnel from the Savannah River National Laboratory (SRNL) have been working on a system based on digital imaging technology to replace the current method. The purpose of this report is to provide a description of the current method, a description of the equipment for the new digital method and its capabilities, and a direct comparison of the results between the existing and proposed techniques. The advantages of the digital method is the reduced time of exposure (from 24 hours to around 10 minutes), increased sample throughput, reduced rework of samples, and the elimination of chemical processing.

  14. SALE: a simplified ALE computer program for fluid flow at all speeds

    A simplified numerical fluid-dynamics computing technique is presented for calculating two-dimensional fluid flows at all speeds. It combines an implicit treatment of the pressure equation similar to that in the Implicit Continuous-fluid Eulerian (ICE) technique with the grid rezoning philosophy of the Arbitrary Lagrangian-Eulerian (ALE) method. As a result, it can handle flow speeds from supersonic to the incompressible limit in a grid that may be moved with the fluid in typical Lagrangian fashion, or held fixed in an Eulerian manner, or moved in some arbitrary way to give a continuous rezoning capability. The report describes the combined (ICEd-ALE) technique in the framework of the SALE (Simplified ALE) computer program, for which a general flow diagram and complete FORTRAN listing are included. A set of sample problems show how to use or modify the basic code for a variety of applications. Numerical listings are provided for a sample problem run with the SALE program.

    Our audit disclosed that between October 1, 1983 and March 31, 1984 the government lost about $244,000 in interest income due to delays in collecting the tax on NPRC crude oil sales. We found that purchasers of the crude oil were not paying the windfall profit tax at the same time that they paid the Department for the oil itself, as required by the oil sales contracts and the windfall profits tax regulations. Correction of the deficiencies, through changes in the tax code and improved oversight by Department officials, could lead to estimated annual interest savings to the government of about $500,000.
