This publication, Electric Trade in the United States 1994 (ELECTRA), is the fifth in a series of reports on wholesale power transactions prepared by the Office of Coal, Nuclear, Electric and Alternate Fuels, Energy Information Administration (EIA). In 1996, the wholesale trade market totaled 2.3 trillion kilowatthours, over 73% of total sales to ultimate consumers. This publication, Electric Trade in the United States 1996 (ELECTRA), is the sixth in a series of reports on wholesale power transactions prepared by the Office of Coal, Nuclear, Electric and Alternate Fuels, Energy Information Administration (EIA). The electric trade data are published biennially. The first report presented 1986 data, and this report provides information on the electric power industry during 1996. The electric trade data collected and presented in this report furnish important information on the wholesale structure found within the US electric power industry. The patterns of interutility trade in the report support analyses of wholesale power transactions and provide input for a broader understanding of bulk power market issues that define the emerging national electric energy policies. The electric trade data are published biennially. The first report presented 1986 data, and this report provides information on the electric power industry during 1992. The electric trade data collected and presented in this report furnish important information on the wholesale structure found within the US electric power industry. The patterns of interutility trade in the report support analyses of wholesale power transactions and provide input for a broader understanding of bulk power market issues that define the emerging national electric energy policies. The report includes information on the quantity of power purchased, sold, exchanged, and wheeled; the geographical locations of transactions and ownership classes involved; and the revenues and costs. Information on the physical transmission system are being included for the first time in this publication. Transmission data covering investor-owned electric utilities were shifted from the Financial Statistics of Selected Investor-Owned Electric Utilities to the ELECTRA publication. Some of the prominent features of this year`s report include information and data not published before on transmission lines for publicly owned utilities and transmission lines added during 1992 by investor-owned electric utilities.

Siting algae cultivation facilities for biofuel production in the United States: trade-offs between growth rate, site constructability, water availability, and infrastructure

Locating sites for new algae cultivation facilities is a complex task. The climate must support high growth rates, and cultivation ponds require appropriate land and water resources as well as key utility and transportation infrastructure. We employ our spatiotemporal Biomass Assessment Tool (BAT) to select promising locations based on the open-pond cultivation of Arthrospira sp. and a strain of the order Desmidiales. 64,000 potential sites across the southern United States were evaluated. We progressively apply a range of screening criteria and track their impact on the number of selected sites, geographic location, and biomass productivity. Both strains demonstrate maximum productivity along the Gulf of Mexico coast, with the highest values on the Florida peninsula. In contrast, sites meeting all selection criteria for Arthrospira were located along the southern coast of Texas and for Desmidiales were located in Louisiana and southern Arkansas. Site selection was driven mainly by the lack of oil pipeline access in Florida and elevated groundwater salinity in southern Texas. The requirement for low salinity freshwater (<400 mg L-1) constrained Desmidiales locations; siting flexibility is greater for salt-tolerant species such as Arthrospira. Combined siting factors can result in significant departures from regions of maximum productivity but are within the expected range of site-specific process improvements.

Switchable polarity solvents (SPS), mixtures of carbon dioxide, water, and tertiary amines, are presented as viable forward osmosis (FO) draw solutes allowing a novel SPS FO process. In this study substantial osmotic strengths of SPS are measured with freezing point osmometry and were demonstrated to induce competitive ?uxes at high salt concentrations on a laboratory-scale FO unit utilizing a ?at sheet cellulose triacetate (CTA) membrane. Under the experimental conditions the SPS degrades the CTA membrane; however experiments with polyamide reverse osmosis (RO) membranes display stability towards SPS. Once the draw is diluted the major fraction of the switchable polarity solvent can be mechanically separated from the puri?ed water after polar to nonpolar phase shift induced by introduction of 1 atm carbon dioxide to 1 atm of air or nitrogen with mild heating. Trace amounts of SPS can be removed from the separated water with RO in a process that avoids solution concentration polarization. The separated nonpolar phase can be regenerated to a full strength draw and recycled with the re-addition of 1 atm of carbon dioxide.

Incorporating Wind Generation in Cap and Trade Programs

Cap and trade programs are increasingly being used to reduce emissions from electricity generation in the United States. Cap and trade programs primarily target emitting generators, but programs have also included renewable generators, such as wind generators. States cite several reasons why they have considered the policy option of including renewable generators in cap and trade programs: to provide an incentive for lower-emitting generation, to achieve emissions reductions in non-capped pollutants, and to gain local economic benefits associated with renewable energy projects. The U.S. Environmental Protection Agency also notes these rationales for considering this policy alternative, and the National Association of Regulatory Commissioners (NARUC) passed a resolution supporting the inclusion of renewable energy in cap and trade programs. This report explores why states consider this policy option, what participation could mean for wind generators, and how wind generation can most effectively be included in state, federal, and regional cap and trade programs.

Drawing conformal diagrams for a fractal landscape

Generic models of cosmological inflation and the recently proposed scenarios of a recycling universe and the string theory landscape predict spacetimes whose global geometry is a stochastic, self-similar fractal. To visualize the complicated causal structure of such a universe, one usually draws a conformal (Carter-Penrose) diagram. I develop a new method for drawing conformal diagrams, applicable to arbitrary 1+1-dimensional spacetimes. This method is based on a qualitative analysis of intersecting lightrays and thus avoids the need for explicit transformations of the spacetime metric. To demonstrate the power and simplicity of this method, I present derivations of diagrams for spacetimes of varying complication. I then apply the lightray method to three different models of an eternally inflating universe (scalar-field inflation, recycling universe, and string theory landscape) involving the nucleation of nested asymptotically flat, de Sitter and/or anti-de Sitter bubbles. I show that the resulting diagrams contain a characteristic fractal arrangement of lines.

TYPICAL HOT WATER DRAW PATTERNS BASED ON FIELD DATA

There is significant variation in hot water use and draw patterns among households. This report describes typical hot water use patterns in single-family residences in North America. We found that daily hot water use is highly variable both among residences and within the same residence. We compared the results of our analysis of the field data to the conditions and draw patterns established in the current U.S. Department of Energy (DOE) test procedure for residential water heaters. The results show a higher number of smaller draws at lower flow rates than used in the test procedure. The data from which the draw patterns were developed were obtained from 12 separate field studies. This report describes the ways in which we managed, cleaned, and analyzed the data and the results of our data analysis. After preparing the data, we used the complete data set to analyze inlet and outlet water temperatures. Then we divided the data into three clusters reflecting house configurations that demonstrated small, medium, or large median daily hot water use. We developed the three clusters partly to reflect efforts of the ASHRAE standard project committee (SPC) 118.2 to revise the test procedure for residential water heaters to incorporate a range of draw patterns. ASHRAE SPC 118.2 has identified the need to separately evaluate at least three, and perhaps as many as five, different water heater capacities. We analyzed the daily hot water use data within each cluster in terms of volume and number of hot water draws. The daily draw patterns in each cluster were characterized using distributions for volume of draws, duration of draws, time since previous draw, and flow rates.

Under SMUD`s Equipment Efficiency Improvement Program the District offers an incentive of $100 to customers who trade in an older refrigerator in conjunction with the purchase of a new model. More than 40,000 refrigerators have been traded in this program as of January 1993. This program has provided 36.5% of the total reported savings from all SMUD`s conservation programs through April 1993. Of this 36.5% reported savings, 84.7% is attributed to the trading in of an old refrigerator for a new model, and only 15.3% to purchases of a new refrigerators without trading in their older model. In 1992 two laboratory studies were undertaken to quantify energy use of older, close to retirement, domestic residential refrigerators from participants in SMUD`s refrigerator trade-in program. One study focused on annual energy use from older model refrigerators received from this program, and the second study focused on potential energy savings from condenser coil cleaning from this same stock of refrigerators. To determine the performance of these refrigerators, a sample of 79 units was randomly selected for testing. Each unit was tested to obtain annual energy use (kWh/yr) and to document physical and operational conditions. A subset of 28 units from this sample was also tested to determine energy savings as a result of cleaning condenser coils. This was done by comparing test results of annual energy use before and after coil cleaning. These refrigerators were tested to the same conventional procedures (commonly called the {open_quotes}DOE{close_quotes} test, or AHAM test procedures) used to arrive at annual energy use labeled on all new refrigerators. Although laboratory results do not exactly replicate field (in-home) results, they have been found to still be a reasonably good predictor of energy use as reported in a Lawrence Berkeley Laboratory study , discussed in the following section.

The interdisciplinary NIPER team focuses on barrier island reservoirs, a high priority class of reservoirs, that contains large amounts of remaining oil in place located in mature fields with a high number of shut-in and abandoned wells. The project objectives are to: (1) identify heterogeneities that influence the movement and trapping of reservoir fluids in two examples of shoreline barrier reservoirs (Patrick Draw Field, WY and Bell Creek Field, MT); (2) develop geological and engineering reservoir characterization methods to quantify reservoir architecture and predict mobile oil saturation distribution for application of targeted infill drilling and enhanced oil recovery (EOR) processes; and (3) summarize reservoir and production characteristics of shoreline barrier reservoirs to determine similarities and differences. The major findings of the research include: (1) hydrogeochemical analytical techniques were demonstrated to be an inexpensive reservoir characterization tool that provides information on reservoir architecture and compartmentalization; (2) the formation water salinity in Patrick Draw Field varies widely across the field and can result in a 5 to 12% error in saturation values calculated from wireline logs if the salinity variations and corresponding resistivity values are not accounted for; and (3) an analysis of the enhanced oil recovery (EOR) potential of Patrick Draw Field indicates that CO{sub 2} flooding in the Monell Unit and horizontal drilling in the Arch Unit are potential methods to recover additional oil from the field.

Trade balance instability and the optimal exchange rate regime: The case of OPEC countries

The OPEC members have experienced wide fluctuations in their trade balances. This can be attributed to several factors: (1) heavy dependence of national income and export earnings on a single primary export-oil; (2) instability of price and world demand for oil; and (3) the exchange rate regime practiced in recent years. An exchange rate policy can be used to minimize the fluctuations in trade balance, given the changes in exchange rates of major international currencies. The purpose of this study is two fold; first, examine the effects of fluctuations in trade balance on the OPEC economies, and second, propose appropriate exchange rate regime for selected OPEC members. The study is divided into two parts. The first part demonstrates the impact of trade balance changes on national income and other macroeconomic variables using a Keynesian framework. The second part involves using conventional trade models to search for the appropriate exchange rate regime to minimize the fluctuations in trade balance of each selective country. The study's findings are: first, fluctuations in trade balances had negative effects on the economics of Algeria, Kuwait, Libya, Saudi Arabia, and the United Arab Emirates. Second, the current exchange rate regime of no sample country is optimal in minimizing trade balance fluctuations. Third, in contrast to expectations, U.S. dollar peg did not stabilize the trade balance of any OPEC member. Finally, the results show that the sample OPEC economies could have enjoyed faster - though with different degree - economic growth if they had pegged their currencies to the derived optimal exchange rate regime. These optimal exchange rate regimes are: the SDR for Algeria and the United Arab Emirates, the purchasing power parity for Libya and Saudi Arabia, and the real Yen for Kuwait.

Multilateral, regional and bilateral energy trade governance

The current international energy trade governance system is fragmented and multi-layered. Streamlining it for greater legal cohesiveness and international political and economic cooperation would promote global energy security. The current article explores three levels of energy trade governance: multilateral, regional and bilateral. Most energy-rich countries are part of the multilateral trading system, which is institutionalized by the World Trade Organization (WTO). The article analyzes the multilateral energy trade governance system by focusing on the WTO and energy transportation issues. Regionally, the article focuses on five major regional agreements and their energy-related aspects and examines the various causes that explain the proliferation of regional trade agreements, their compatibility with WTO law, and then provides several examples of regional energy trade governance throughout the world. When it comes to bilateral energy trade governance, this article only addresses the European Union’s (EU) bilateral energy trade relations. The article explores ways in which gaps could be filled and overlaps eliminated whilst remaining true to the high-level normative framework, concentrating on those measures that would enhance EU energy security.

This paper constructs a comprehensive dataset of oil and total energy embedded in world trade of manufacturing goods for 73 countries from 1978 to 2000. Applying the data to debates on the dependency on foreign energy sources makes clear that achieving complete energy independence in the foreseeable future is unlikely to be feasible and may not be desirable. Applying it to the discussion of environmental Kuznets curves (EKCs) highlights an important distinction between production and consumption of energy. Richer countries use relatively less energy in their industrial production yet still consume relatively large amounts of energy indirectly. A further investigation largely excludes structural shifts of production in and out of the manufacturing sector as an explanation for the downward-sloping portion of the EKC. Country-level analyses add caveats but show tentative support for the cross-country conclusions.

Jack Rabbit Pretest Shadowplate Drawings For TATB IHE Model Development

The Jack Rabbit Pretest (PT) series consisted of 5 focused hydrodynamic experiments 2021E PT3, PT4, PT5, PT6, and PT7. They were fired in March and April of 2008 at the Contained Firing Facility, Site 300, Lawrence Livermore National Laboratory, Livermore, California. These experiments measured deadzone formation and impulse gradients created during the detonation of TATB based insensitive high explosive. When setting up computer simulations of the Jack Rabbit Pretest series, the modeler or code developer can execute simulations with increasing degrees of refinement using detail found in the shadowplate design. The easiest way to get started is by treating the shadowplate in each experiment as a monolithic homogeneous piece of stainless steel. The simulation of detonation would begin as a point initiation below the center, bottom surface of the shadowplate. The detonation running through the ultrafine TATB booster can be simulated using program burn and then switched over to a reactive flow detonation model as the detonation front crosses the boundary into the main charge LX-17 IHE. A modeler wanting to further refine the simulation and progression of shock through the shadowplate can use the more detailed shadowplate design information presented in this document. The source drawings are included in Appendix A of this document. Their titles and drawing numbers are listed. Each experiment's shadowplate consists of two major components. A 303 stainless steel shape that defines the outer dimensions of shadowplate and a cylindrical 303 stainless steel detonator housing that is located in a closely machined pocket in the shape. The SIMPLE ASSY drawing accurately represents the dimensions of the outer shape, it's machined cylindrical pocket, and detonator body which is treated as a monolithic, homogeneous piece of stainless steel. The detonator body cross section shows an accurately dimensioned void where the slapper flyer barrel, LX-16 (pressed PETN) pellet, and pellet can flyer barrel are located. The FULL ASSY drawing accurately represents the dimensions of the outer shadowplate shape and it's machined pocket. The detonator dimensions and materials are detailed in cross section and exploded view. All diameters, thicknesses, and materials are called out in the drawing. You will notice that the detonator includes a multilayer slapper assembly with two layers of electrically insulating Kapton sandwiching the copper foil bridge circuit. The Kapton insulated circuit is sandwiched between two thin stainless steel sheets. This slapper assembly is secured to the detonator body with two screws. There is a 0.25 mm gap between the slapper assembly and the outer shadowplate shape. The stainless steel detonator body contains an off-center titanium wheel. This titanium wheel is secured to the detonator body with one screw and two pins to maintain position and orientation of the pellet can assembly in the center of the detonator body. The titanium wheel contains a tantalum/tungsten washer and pellet can assembly. The pellet can assembly consists of a pressed LX-16 initiator pellet contained in an extruded aluminum foil can. It may be useful for the modeler to include some of the details of the shadowplate and detonator design to further refine simulations of the Jack Rabbit Pretest experiments. These details may be relevant to the progression of shock originating from the PETN initiation pellet and ultrafine TATB booster that propagates through the shadowplate.

Systemic trade-risk of critical resources

In the wake of the 2008 financial crisis the role of strongly interconnected markets in fostering systemic instability has been increasingly acknowledged. Trade networks of commodities are susceptible to deleterious cascades of supply shocks that increase systemic trade-risks and pose a threat to geopolitical stability. On a global and a regional level we show that supply risk, scarcity, and price volatility of non-fuel mineral resources are intricately connected with the structure of the world-trade network of or spanned by these resources. On the global level we demonstrate that the scarcity of a resource, as measured by its trade volume compared to extractable reserves, is closely related to the susceptibility of the trade network with respect to cascading shocks. On the regional level we find that to some extent the region-specific price volatility and supply risk can be understood by centrality measures that capture systemic trade-risk. This Heat Management Trade Study was performed in 2008-2009 to expand on prior studies in continued efforts to analyze and evaluate options for cost-effectively managing SNF reprocessing wastes. The primary objective was to develop a simplified cost/benefit evaluation for spent nuclear fuel (SNF) reprocessing that combines the characteristics of the waste generated through reprocessing with the impacts of the waste on heating the repository. Under consideration were age of the SNF prior to reprocessing, plutonium and minor actinide (MA) separation from the spent fuel for recycle, fuel value of the recycled Pu and MA, age of the remaining spent fuel waste prior to emplacement in the repository, length of time that active ventilation is employed in the repository, and elemental concentration and heat limits for acceptable glass waste form durability. A secondary objective was to identify and qualitatively analyze remaining issues such as (a) impacts of aging SNF prior to reprocessing on the fuel value of the recovered fissile materials, and (b) impact of reprocessing on the dose risk as developed in the Yucca Mountain Total System Performance Assessment (TSPA). Results of this study can be used to evaluate different options for managing decay heat in waste streams from spent nuclear fuel.

For years economists have urged policymakers to use market-based approaches such as cap-and-trade programs or emission taxes to control pollution. The sulphur dioxide (SO{sub 2}) allowance market created by Title IV of the 1990 US Clean Air Act Amendments represents the first real test of the wisdom of economists' advice. Subsequent urban and regional applications of NOx emission allowance trading took shape in the 1990s in the United States, culminating in a second large experiment in emission trading in the eastern United States that began in 2003. This paper provides an overview of the economic rationale for emission trading and a description of the major US programs for SO{sub 2} and nitrogen oxides. These programs are evaluated along measures of performance including cost savings, environmental integrity, and incentives for technological innovation. Punchless Drawing of Magnesium Alloy Sheet under Cold Condition and its Computation

The punchless drawing with Maslennikov's technique was applied to the circular cup drawing of magnesium alloy AZ31B sheet under cold condition. The elastic rubber ring was used instead of the 'hard' punch, where the compressed ring dragged the sheet inward the die cavity. Attainable circumferential strain of the blank was increased by this technique with repetitive drawing operation. Thickness of the rubber pad affected little the attainable strain. The shape appearance became better when a harder rubber was used. The cup forming by single drawing operation was also tested using a small die shoulder radius. The LDR of 1.250 was obtained with the straight cup wall. Further, the computation of the punchless drawing was also conducted for the single drawing operation. The computed deformation pattern was well consistent with the corresponding experimental result.

Carbon capture and storage (CCS) could become an instrumental part of a future carbon trading system in the US. If the US starts operating an emissions trading scheme (ETS) similar to that of the European Union's then limits on CO{sub 2} emissions will be conservative in the beginning stages. The government will most likely start by distributing most credits for free; these free credits are called allowances. The US may follow the model of the EU ETS, which during the first five-year phase distributed 95% of the credits for free, bringing that level down to 90% for the second five-year phase. As the number of free allowances declines, companies will be forced to purchase an increasing number of credits at government auction, or else obtain them from companies selling surplus credits. In addition to reducing the number of credits allocated for free, with each subsequent trading period the number of overall credits released into the market will decline in an effort to gradually reduce overall emissions. Companies may face financial difficulty as the value of credits continues to rise due to the reduction of the number of credits available in the market each trading period. Energy Prices and the Expansion of World Trade

The oil shocks of the 1970s coincided with a number of economic disturbances. However, it has been difficult to develop models where oil shocks have a quantitatively important impact on the economy. In this paper, I show that the disturbances in transportation caused by the oil shocks can significantly affect the economy. I argue that changes in energy prices were responsible for a worldwide slowdown in the growth of trade and may help explain the apparent change in the price-trade elasticity. While tariffs have fallen steadily since 1970, trade growth slowed in the mid-1970s and has grown rapidly since the mid-1980s. In a standard trade model, this pattern implies that the price-import elasticity increased sharply in the mid-1980s. In this paper, I argue that the oil crises of the 1970s led to higher transportation costs. In 1986 energy prices fell to their pre-crisis level, reducing transportation costs and by extension trade barriers. I present a trade model with an energy using transportation sector. In model simulations, I show that total trade costs (transportation cost plus tariffs) are constant from 1974 to 1982. Once transportation costs are accounted for, the price-import elasticity no longer needs to radically change. I also show that trade expansion since 1960 is 50 percent higher in a standard trade model that includes a transportation sector compared to one that does not.

As part of a larger task, the Idaho National Engineering and Environmental Laboratory (INEEL) was tasked to perform a trade study comparing liquid-metal cooled reactors having Rankine power conversion systems with gas-cooled reactors having Brayton power conversion systems. This report summarizes the approach, the methodology, and the results of that trade study. Findings suggest that either approach has the possibility to approach the target specific mass of 3-5 kg/kWe for the power system, though it appears either will require improvements to achieve that. Higher reactor temperatures have the most potential for reducing the specific mass of gas-cooled reactors but do not necessarily have a similar effect for liquid-cooled Rankine systems. Fuels development will be the key to higher reactor operating temperatures. Higher temperature turbines will be important for Brayton systems. Both replacing lithium coolant in the primary circuit with gallium and replacing potassium with sodium in the power loop for liquid systems increase system specific mass. Changing the feed pump turbine to an electric motor in Rankine systems has little effect. Key technologies in reducing specific mass are high reactor and radiator operating temperatures, low radiator areal density, and low turbine/generator system masses. Turbine/generator mass tends to dominate overall power system mass for Rankine systems. Radiator mass was dominant for Brayton systems.

Often in the past, Western analysts of global energy demand have treated Eastern Europe as just part of a black box labeled Communist. Only the net flow of energy to the non-Communist world was of any consequence. The region, although primarily a major net importer of energy from the Soviet Union, was a very small net exporter of energy to non-Communist countries based Polish coal exports. Romanian refined petroleum product exports, and some minor exports of refined products by other East European countries. The political and economic configurations of Eastern Europe has changed dramatically over the past 2 years, however, and the way in which East European energy relationships are considered will have to change accordingly. With the sweeping transformation of these economies (for the most part, radically in the direction of a market orientation) and the breakup of their unique system of mutual trade, the patterns of energy production, consumption, and trade which have prevailed in the region during the post-war period will also change significantly. Forecasting the net-impact on energy demand in this region of offsetting trends due to economic reform (i.e., renewed economic dynamism vs. decreased energy intensity of aggregate economic output) is a very difficult task. Moreover, there are additional complications introduced by changes in the political system, such as the increased importance of environmental quality in the choice of fuel and production technology due to clearly enunciated concern of the popular political movements with these issues.

System Losses and Assessment Trade Study

This Advanced Fuel Cycle Initiative (AFCI) study has developed new analysis methods to examine old and new technology options toward the goal of improving fuel cycle systems. We have integrated participants and information from AFCI Systems Analysis, Transmutation Fuels, Separations, and Waste Form Campaigns in the Systems Losses and Assessment Trade Study. The initial objectives of this study were to 1) increase understanding of system interdependencies and thereby identify system trade-offs that may yield important insights, 2) define impacts of separations product purity on fuel manufacture and transmutation reactivity, 3) define impacts from transuranic (TRU) losses to waste, 4) identify the interrelationships involved in fuels and separations technology performance, and 5) identify system configuration adjustments with the greatest potential for influencing system losses. While bounding and analyzing this initial problem, we also identified significantly higher-level programmatic drivers with broad implications to the current fuel cycle research charter and the general issue of a DOE complex wide need for a comprehensive and integrated nuclear material management as addressed by the new DOE Order 410.2 titled “Management of Nuclear Materials”. The initial modeling effort developed in this study for a much smaller subset of material (i.e., commercial fuel) and a selected transmutation scheme (i.e., fast reactor recycling) is a necessary first step towards examining a broader set of nuclear material management options, dispositioning strategies and integrated waste management options including potential areas of research leverage. The primary outcome from this initial study has been an enhanced integration among Campaigns and associated insights and analysis methods. Opportunities for improved understanding between the groups abound. The above lanthanide-actinide example highlights the importance of evaluating options via integration across the Campaigns. Plans for Fiscal Year 2010 are being made in a coordinated fashion such that the knowledge gained from the research performed by the Campaigns can benefit on-going work of the study, and that improved understanding of the system relationships can be used to guide the specific research and development (R&D) activities within the Campaigns. In FY-10, the System Losses and Assessment Trade Study will carry-over activities from FY-09. We will continue to refine impurity and loss estimates and impurity limits on fuels by incorporating results from ongoing R&D. And we will begin work on an enhanced nuclear material management model to allow us to continue to improve our overall system understanding of the trade-offs between separations, fuel fabrication, waste forms, waste disposition, SNM losses, reactor performance, and proliferation resistance. In the future, we can also better understand how used fuel and other forms of remote-handled SNM can be better integrated into an overall nuclear material management program that will evolve for the DOE complex via Order 410.2 (DOE 2009).

Major LPG projects planned or under way in Africa will increase the importance of that region`s presence in world LPG trade. Supplies will nearly double between 1995 and 2005, at which time they will remain steady for at least 10 years. At the same time that exports are leveling, however, increasing domestic demand for PG is likely to reduce export-market participation by Algeria, Nigeria, Egypt, and Libya. The growth of Africa`s participation in world LPG supply is reflected in comparisons for the next 15--20 years. Total world supply of LPG in 1995 was about 165 million metric tons (tonnes), of which Africans share was 7.8 million tonnes. By 2000, world supply will grow to slightly more than 200 million tonnes, with Africa`s share expected to increase to 13.2 million tonnes (6.6%). And by 2005, world LPG supply will reach nearly 230 million tonnes; Africa`s overall supply volumes by that year will be nearly 16.2 million tonnes (7%). World LPG supply for export in 1995 was on order of 44 million tonnes with Africa supply about 4 million tonnes (9%). By 2005, world export volumes of LPG will reach nearly 70 million tonnes; Africa`s share will have grown by nearly 10 million tonnes (14.3%).

Factors affecting expanded electricity trade in North America

The authors explore factors that affect electricity trade between enterprises in the US and Canada and the US and Mexico. They look to those underlying policy and institutional factors that affect the relative costs of producing electricity in the three countries. In particular, they consider six factors that appear to have a significant impact on electricity trade in North America: differences in the types of economic regulation of power leading to differences in cost recovery for wholesale and retail power and wheeling charges; changing regulatory attitudes, placing more emphasis on demand-side management and environmental concerns; differences in energy and economic policies; differences in national and subnational environmental policies; changing organization of electric power industries which may foster uncertainty, change historical relationships, and provide other potentially important sources of power for distribution utilities; and differences in the ability of enterprises to gain access to electric power markets because of restrictions placed on transmission access. In Section 2, the authors discuss the regulation of electricity trade in North America and provide an overview of the recent trading experience for electricity between Canada and the US and between Mexico and the US, including the volume of that trade over the past decade and existing transmission capacity between regions of the three countries. In Section 3, they look at the benefits that accrue to trading counties and what those benefits are likely to be for the three countries. The discussion in Section 4 centers on the relevant provisions of the Canada Free Trade Agreement and the proposed North American Free Trade Agreement. In Section 5, they set the stage for the discussion of policy and institutional differences presented in Section 6 by outlining differences in the organization of the electric power sectors of Canada, the US, and Mexico. We developed two-scale FE analysis procedure based on the crystallographic homogenization method by considering the hierarchical structure of poly-crystal aluminium alloy metal. It can be characterized as the combination of two-scale structure, such as the microscopic polycrystal structure and the macroscopic elastic plastic continuum. Micro polycrystal structure can be modeled as a three dimensional representative volume element (RVE). RVE is featured as by 3×3×3 eight-nodes solid finite elements, which has 216 crystal orientations. This FE analysis code can predict the deformation, strain and stress evolutions in the wire drawing processes in the macro- scales, and further the crystal texture and hardening evolutions in the micro-scale. In this study, we analyzed the texture evolution in the wire drawing processes by our two-scale FE analysis code under conditions of various drawing angles of dice. We evaluates the texture evolution in the surface and center regions of the wire cross section, and to clarify the effects of processing conditions on the texture evolution.

Validation of formability of laminated sheet metal for deep drawing process using GTN damage model

In this study, we studied formability of PET/PVC laminated sheet metal which named VCM (Vinyl Coated Metal). VCM offers various patterns and good-looking metal steel used for appliances such as refrigerator and washing machine. But, this sheet has problems which are crack and peeling of film when the material is formed by deep drawing process. To predict the problems, we used finite element method and GTN (Gurson-Tvergaard-Needleman) damage model to represent damage of material. We divided the VCM into 3 layers (PET film, adhesive and steel added PVC) in finite element analysis model to express the crack and peeling phenomenon. The material properties of each layer are determined by reverse engineering based on tensile test result. Furthermore, we performed the simple rectangular deep drawing and simulated it. The simulation result shows good agreement with drawing experiment result in position, punch stroke of crack occurrence. Also, we studied the fracture mechanism of PET film on VCM by comparing the width direction strain of metal and PET film.

Combined Waste Form Cost Trade Study

A new generation of aqueous nuclear fuel reprocessing, now in development under the auspices of the DOE Office of Nuclear Energy (NE), separates fuel into several fractions, thereby partitioning the wastes into groups of common chemistry. This technology advance enables development of waste management strategies that were not conceivable with simple PUREX reprocessing. Conventional wisdom suggests minimizing high level waste (HLW) volume is desirable, but logical extrapolation of this concept suggests that at some point the cost of reducing volume further will reach a point of diminishing return and may cease to be cost-effective. This report summarizes an evaluation considering three groupings of wastes in terms of cost-benefit for the reprocessing system. Internationally, the typical waste form for HLW from the PUREX process is borosilicate glass containing waste elements as oxides. Unfortunately several fission products (primarily Mo and the noble metals Ru, Rh, Pd) have limited solubility in glass, yielding relatively low waste loading, producing more glass, and greater disposal costs. Advanced separations allow matching the waste form to waste stream chemistry, allowing the disposal system to achieve more optimum waste loading with improved performance. Metals can be segregated from oxides and each can be stabilized in forms to minimize the HLW volume for repository disposal. Thus, a more efficient waste management system making the most effective use of advanced waste forms and disposal design for each waste is enabled by advanced separations and how the waste streams are combined. This trade-study was designed to juxtapose a combined waste form baseline waste treatment scheme with two options and to evaluate the cost-benefit using available data from the conceptual design studies supported by DOE-NE.

The Middle East will continue to play the dominant role of a petroleum supplier in the world oil market in the year 2000, according to business-as-usual forecasts published by the US Department of Energy. However, interesting trade patterns will emerge as a result of the democratization in the Soviet Union and Eastern Europe. US petroleum imports will increase from 46% in 1989 to 49% in 2000. A significantly higher level of US petroleum imports (principally products) will be coming from Japan, the Soviet Union, and Eastern Europe. Several regions, the Far East, Japan, Latin American, and Africa will import more petroleum. Much uncertainty remains about of the level future Soviet crude oil production. USSR net petroleum exports will decrease; however, the United States and Canada will receive some of their imports from the Soviet Union due to changes in the world trade patterns. The Soviet Union can avoid becoming a net petroleum importer as long as it (1) maintains enough crude oil production to meet its own consumption and (2) maintains its existing refining capacities. Eastern Europe will import approximately 50% of its crude oil from the Middle East.

Hydrodynamic flow in lower cretaceous muddy sandstone, Gas Draw field, Powder River basin, Wyoming

Lower Cretaceous Muddy sandstones form a simple stratigraphic trap at Gas Draw field, northeast Power River Basin. The Muddy at Gas Draw can be subdivided into six zones. The lowest, sixth Muddy sandstone is fluvial in origin, and the overlying fifth sandstone is a transgressive marine deposit. The fourth zone represents a fluvial origin below to shallow marine above. The third zone is interpreted to be of fluvial-overbank origin with possibly a bay-lagoonal association. The second sandstone is suggested to be a deposit of a fluvial or deltaic environment. The first zone was deposited in a lagoonal and poorly-drained marsh environment. At Gas Draw, the second Muddy sandstone is the major producing zone and has the highest average porosity and permeability of 22.6% and 209 md. It had high initial production rates of up to 1200 BOPD (191 m/sup 3//day). From correlation of well logs, the Muddy reservoirs appear to be separated by thin shales, but analysis of drill stem tests show that these reservoirs are connected at some points within the area. Analysis of drill-stem test pressures provides the basis for interpreting fluid potential relationships. The average potentiometric gradient of 32 ft/mi across the field results in a hydrodynamic oil column of 210 feet, whereas capillary-pressure differences due to permeability changes can account for only 38 feet of oil column. The observed oil column over most of the field has a height somewhat greater than 250 feet which agrees well with total calculated oil column of about 248 feet. Furthermore, local decrease in permeability to oil may be responsible for water production at any place within the field, even updip from the producing area.

Implementation of the El Mar (Delaware) Unit CO2 flood

Union Royalty, Inc., Amoco Production Company, and Enron Liquids Pipeline Company recently announced that they have commenced operations of an innovative enhanced oil recovery project at the El Mar (Delaware) Unit in Loving County, Texas, about 100 miles west of Midland, Texas. The project will convert the unit`s existing oil recovery system from a secondary (waterflood) system to a tertiary (CO2 flood) system designed to use carbon dioxide and water to increase crude oil production from the unit. What makes this EOR project unique is the creative deal structured by the partners involved. Amoco, Union Royalty, and Enron have worked out an unprecedented arrangement whereby Amoco essentially trades CO2 for an interest in Union Royalty`s future oil production from the unit. By pioneering this innovative deal new production life has been restored to a field that otherwise might dry up. Enron is participating in the project by transporting CO2 to the unit via a 40-mile expansion of its Central Basin Pipeline system from the Dollarhide oil field in Andrews county, Texas. The project will be implemented in four phases. The first phase in operation today comprises seven CO2 injection wells which have begun to process the reservoir with CO2. Plans now call for more CO2 injectors to be installed during the next three to five years until a total of 65 CO2 injectors and an on-site CO2 compression facility serve the unit`s 70 production wells.

Permit Allocation in Emissions Trading using the Boltzmann Distribution

In emissions trading, the initial permit allocation is an intractable issue because it needs to be essentially fair to the participating countries. There are many ways to distribute a given total amount of emissions permits among countries, but the existing distribution methods such as auctioning and grandfathering have been debated. Here we describe a new model for permit allocation in emissions trading using the Boltzmann distribution. The Boltzmann distribution is introduced to permit allocation by combining it with concepts in emissions trading. A price determination mechanism for emission permits is then developed in relation to the {\\beta} value in the Boltzmann distribution. Finally, it is demonstrated how emissions permits can be practically allocated among participating countries in empirical results. The impact of trade costs on rare earth exports : a stochastic frontier estimation approach.

The study develops a novel stochastic frontier modeling approach to the gravity equation for rare earth element (REE) trade between China and its trading partners between 2001 and 2009. The novelty lies in differentiating betweenbehind the border' trade costs by China and theimplicit beyond the border costs' of China's trading partners. Results indicate that the significance level of the independent variables change dramatically over the time period. While geographical distance matters for trade flows in both periods, the effect of income on trade flows is significantly attenuated, possibly capturing the negative effects of financial crises in the developed world. Second, the total export losses due tobehind the border' trade costs almost tripled over the time period. Finally, looking atimplicit beyond the border' trade costs, results show China gaining in some markets, although it is likely that some countries are substituting away from Chinese REE exports.

CONVERT 15 WELLS TO BORS PUMPING UNITS AND TEST/COMPARE TO CONVENTIONAL UNITS

A new type of fluid lifting equipment called Balanced Oil Recovery System (trade named BORS Lift{trademark}) was installed on several idle oil wells to demonstrate the operating efficiency of this innovative equipment technology. The BORS Lift system is designed to bring oil to the surface without the accompanying formation water. The BORS Lift system uses an innovative strap mechanism that takes oil from the top of the downhole oilwater column and lifts it to the surface, eliminating production of the formation water. Eliminating salt water production could potentially increase oil production, reduce operational costs, benefit the environment, and cut salt water disposal costs. Although the BORS Lift units did not function as intended, lessons learned during the course of the field demonstration project resulted in improvements in the technology and redesign of subsequent generation BORS Lift units which are reported to have significantly improved their performance characteristics. BORS Lift units were installed on 15 temporarily abandoned wells which had been shut down due to low oil production, high water production, and uneconomic operating conditions. The wells had been producing with artificial lift at a high watercut from a shallow (850-900 feet), pressure depleted oil sand reservoir prior to being shut down. The electrical motor driven BORS Lift units provided a possible approach for economically returning the shallow, low-volume oil wells to production. The BORS Lift units used in this field demonstration were designed to recover up to roughly 22 barrels of fluid per day from depths ranging to 1,700 feet, ideal for many marginal stripper well operations. The BORS units were first-production-model test units, operated under oil field conditions for the first time, and were naturally expected to experience some design problems. From the onset, the operator experienced mechanical, design, and operational problems with the BORS Lift units and was unable to maintain un-interrupted production operations. The inventor provided considerable on-site technical support in an ongoing effort to correct the problems with the units and the inventor worked extensively with the operator to make design and manufacturing changes to the units to try to improve their reliability and performance. The operational problems were mostly related to the durability of the various components under oil field operating conditions such as inadequate mechanical, electrical, and electronic design for rough service, extended operation, and severe weather conditions. During the course of the demonstration project, it further appeared that the producing formation lacked sufficient reservoir energy and/or favorable oil properties to mobilize and displace oil from the formation into the well bore in order to recharge the oil column in the well. The BORS Lift units were then moved to a second lease which appeared to have more favorable WTI quality oil properties. Eight of these units were reported to have been installed and placed in operation on the second lease, however, operational difficulties continued. It was determined that the units were inadequately designed and would need to be replace by improved second generation units. Due to the lack of success with the first generation units and the extra cost to replace them with the redesigned units, the operators decided not to continue with the project and the project was terminated at that point.

In our previous work, we analyzed the Dutch Power Grid and made an initial analysis of the economic impact topological properties have on decentralized energy trading. This paper will report on the new trends in training and show how the instruction has become more highly developed. In many cases, curricula are now designed to provide teaching that leads to defined workplace knowledge, skills, and abilities. Private and academic training programs are becoming accredited specifically to renewable energy standards. Community colleges and technical schools are responding to local jobs by offering more and more renewable energy trades courses. And classes are expanding from 3 to 5 day workshops to semester-long courses resulting in one-year certificate and two-year associate degree programs at Community Colleges.

Structure and Controls of the Global Virtual Water Trade Network

Recurrent or ephemeral water shortages are a crucial global challenge, in particular because of their impacts on food production. The global character of this challenge is reflected in the trade among nations of virtual water, i.e. the amount of water used to produce a given commodity. We build, analyze and model the network describing the transfer of virtual water between world nations for staple food products. We find that all the key features of the network are well described by a model that reproduces both the topological and weighted properties of the global virtual water trade network, by assuming as sole controls each country's gross domestic product and yearly rainfall on agricultural areas. We capture and quantitatively describe the high degree of globalization of water trade and show that a small group of nations play a key role in the connectivity of the network and in the global redistribution of virtual water. Use of non-quadratic yield surfaces in design of optimal deep-draw blank geometry

Planar anisotropy in the deep-drawing of sheet can lead to the formation of ears in cylindrical cups and to undesirable metal flow in the blankholder in the general case. For design analysis purposes in non-linear finite-element codes, this anisotropy is characterized by the use of an appropriate yield surface which is then implemented into codes such as DYNA3D . The quadratic Hill yield surface offers a relatively straightforward implementation and can be formulated to be invariant to the coordinate system. Non-quadratic yield surfaces can provide more realistic strength or strain increment ratios, but they may not provide invariance and thus demand certain approximations. Forms due to Hosford and Badat et al. have been shown to more accurately address the earning phenomenon. in this work, use is made of these non-quadratic yield surfaces in order to determine the optimal blank shape for cups and other shapes using ferrous and other metal blank materials with planar anisotropy. The analyses are compared to previous experimental studies on non-uniform blank motion due to anisotropy and asymmetric geometry.

The major Kenyan sugar producing region around Kisumu, on Lake Victoria has climatic conditions that permit cane growing operations ideally suitable for cogeneration of power in sugar factories. The total potentially available capacity from the proposed rehabilitation of the three mills will be approximately 25.15 MW, or 5.7 percent of total electricity production.

Limiting net greenhouse gas emissions in the United States

In 1988, Congress requested that DOE produce a study on carbon dioxide inventory and policy to provide an inventory of emissions sources and to analyze policies to achieve a 20% reduction in carbon dioxide emissions in 5 to 10 years and a 50% reduction in 15 to 20 years. Energy and environmental technology data were analyzed using computational analysis models. This information was then evaluated, drawing on current scientific understanding of global climate change, the possible consequences of anthropogenic climate change (change caused by human activity) and the relationship between energy production and use and the emission of radiatively important gases. Topics discussed include: state of the science in estimating atmosphere/climate change relationships, the potential consequences of atmosphere/climate change, us greenhouse emissions past and present, an approach to analyzing the technical potential and cost of reducing US energy-related greenhouse gas emissions, current policy base and National Energy Strategy actions, fiscal instruments, regulatory instruments, combined strategies and instruments, macroeconomic impacts, carbon taxation and international trade, a comparison to other studies.

Power/Performance Trade-offs of Small Batched LU Based Solvers on GPUs

In this paper we propose and analyze a set of batched linear solvers for small matrices on Graphic Processing Units (GPUs), evaluating the various alternatives depending on the size of the systems to solve. We discuss three different solutions that operate with different level of parallelization and GPU features. The first, exploiting the CUBLAS library, manages matrices of size up to 32x32 and employs Warp level (one matrix, one Warp) parallelism and shared memory. The second works at Thread-block level parallelism (one matrix, one Thread-block), still exploiting shared memory but managing matrices up to 76x76. The third is Thread level parallel (one matrix, one thread) and can reach sizes up to 128x128, but it does not exploit shared memory and only relies on the high memory bandwidth of the GPU. The first and second solution only support partial pivoting, the third one easily supports partial and full pivoting, making it attractive to problems that require greater numerical stability. We analyze the trade-offs in terms of performance and power consumption as function of the size of the linear systems that are simultaneously solved. We execute the three implementations on a Tesla M2090 (Fermi) and on a Tesla K20 (Kepler).
