Tritium in the World Trade Center September 11, 2001 Terrorist Attack: It's Possible Sources and Fate

Traces of tritiated water (HTO) were determined at World Trade Center (WTC) ground zero after the 9/11/01 terrorist attack. A method of ultralow-background liquid scintillation counting was used after distilling HTO from the samples. A water sample from the WTC sewer, collected on 9/13/01, contained 0.174{plus_minus}0.074 (2{sigma}) nCi/L of HTO. A split water sample, collected on 9/21/01 from the basement of WTC Building 6, contained 3.53{plus_minus}0.17 and 2.83{plus_minus}0.15 nCi/L, respectively. Several water and vegetation samples were analyzed from areas outside the ground zero, located in Manhattan, Brooklyn, Queens, and Kensico Reservoir. No HTO above the background was found in those samples. All these results are well below the levels of concern to human exposure. Several tritium radioluminescent (RL) devices were investigated as possible sources of the traces of tritium at ground zero. Tritium is used in self-luminescent emergency EXIT signs. No such signs were present inside the WTC buildings. However, it was determined that Boeing 767-222 aircraft operated by the United Airlines that hit WTC Tower 2 as well as Boeing 767-223ER operated by the American Airlines, that hit WTC Tower 1, had a combined 34.3 Ci of tritium at the time of impact. Other possible sources of tritium include dials and lights of fire and emergency equipment, sights and scopes in weaponry, as well as time devices equipped with tritium dials. It was determined that emergency equipment was not a likely source. However, WTC hosted several law-enforcement agencies such as ATF, CIA, US Secret Service and US Customs. The ATF office had two weapon vaults in WTC Building 6. Also 63 Police Officers, possibly carrying handguns with tritium sights, died in the attack. The weaponry containing tritium was therefore a likely and significant source of tritium. It is possible that some of the 2830 victims carried tritium watches, however this source appears to be less significant that the other two. The fate of tritium in the attack depended on its chemistry. Any tritium present in the vicinity of jet-fuel explosion or fire would convert to HTO. The molecular tritium is also known to quickly exchange with water adsorbed on surfaces at ambient temperatures. Therefore, the end product of reacted tritium was HTO. A part of it would disperse into the atmosphere and a part would remain on site. The dynamic aspect of HTO removal was investigated taking into a consideration water flow at ground zero. Most of ground zero is encircled by the Slurry Wall, 70 ft deep underground, called a Bathtub. Approximately three million gallons of water were hosed on site in the fire-fighting efforts, and 1 million gallons fell as rainwater, between 9/11 and 9/21 (the day of the reported measurement). The combined water percolated through the debris down to the bottom of the Bathtub dissolving and removing HTO with it. That water would meet and combine with the estimated 26 million gallons of water that leaked from the Hudson River as well as broken mains, during the same period of 10 days after the attack. The combined water was collecting in the PATH train tunnel and continuously being pumped out to prevent flooding. A %Box model of water flow was developed to describe the above scenario. Considering the uncertainty in the amount of tritium present from sources other than the aircraft, as well as the dynamic character of tritium removal from the site, it is feasible to provide only a qualitative picture of the fate and behavior of tritium at WTC with the limited experimental data available. If the time history of tritium concentration at WTC had been measured, this study could have been a tracer study of water flow at WTC possibly useful to civil engineering.

This paper constructs a comprehensive dataset of oil and total energy embedded in world trade of manufacturing goods for 73 countries from 1978 to 2000. Applying the data to debates on the dependency on foreign energy sources makes clear that achieving complete energy independence in the foreseeable future is unlikely to be feasible and may not be desirable. Applying it to the discussion of environmental Kuznets curves (EKCs) highlights an important distinction between production and consumption of energy. Richer countries use relatively less energy in their industrial production yet still consume relatively large amounts of energy indirectly. A further investigation largely excludes structural shifts of production in and out of the manufacturing sector as an explanation for the downward-sloping portion of the EKC. Country-level analyses add caveats but show tentative support for the cross-country conclusions.

Factors affecting expanded electricity trade in North America  

SciTech Connect (OSTI)

The authors explore factors that affect electricity trade between enterprises in the US and Canada and the US and Mexico. They look to those underlying policy and institutional factors that affect the relative costs of producing electricity in the three countries. In particular, they consider six factors that appear to have a significant impact on electricity trade in North America: differences in the types of economic regulation of power leading to differences in cost recovery for wholesale and retail power and wheeling charges; changing regulatory attitudes, placing more emphasis on demand-side management and environmental concerns; differences in energy and economic policies; differences in national and subnational environmental policies; changing organization of electric power industries which may foster uncertainty, change historical relationships, and provide other potentially important sources of power for distribution utilities; and differences in the ability of enterprises to gain access to electric power markets because of restrictions placed on transmission access. In Section 2, the authors discuss the regulation of electricity trade in North America and provide an overview of the recent trading experience for electricity between Canada and the US and between Mexico and the US, including the volume of that trade over the past decade and existing transmission capacity between regions of the three countries. In Section 3, they look at the benefits that accrue to trading counties and what those benefits are likely to be for the three countries. The discussion in Section 4 centers on the relevant provisions of the Canada Free Trade Agreement and the proposed North American Free Trade Agreement. In Section 5, they set the stage for the discussion of policy and institutional differences presented in Section 6 by outlining differences in the organization of the electric power sectors of Canada, the US, and Mexico. The study is synthesized in Section 7.

Multilateral, regional and bilateral energy trade governance

The current international energy trade governance system is fragmented and multi-layered. Streamlining it for greater legal cohesiveness and international political and economic cooperation would promote global energy security. The current article explores three levels of energy trade governance: multilateral, regional and bilateral. Most energy-rich countries are part of the multilateral trading system, which is institutionalized by the World Trade Organization (WTO). The article analyzes the multilateral energy trade governance system by focusing on the WTO and energy transportation issues. Regionally, the article focuses on five major regional agreements and their energy-related aspects and examines the various causes that explain the proliferation of regional trade agreements, their compatibility with WTO law, and then provides several examples of regional energy trade governance throughout the world. When it comes to bilateral energy trade governance, this article only addresses the European Unions (EU) bilateral energy trade relations. The article explores ways in which gaps could be filled and overlaps eliminated whilst remaining true to the high-level normative framework, concentrating on those measures that would enhance EU energy security.

Expanded Analysis of Hot Isostatic Pressed Iodine-Loaded Silver-Exchanged Mordenite

Reduced silver-exchanged mordenite (Ag0Z) is being evaluated as a potential material to control the release of radioactive iodine that is released during the reprocessing of used nuclear fuel into the plant off-gas streams. The purpose of this study was to determine if hot pressing could directly convert this iodine loaded sorbent into a waste form suitable for long-term disposition. The minimal pretreatment required for production of pressed pellets makes hot pressing a technically and economically desirable process. Initial scoping studies utilized hot uniaxial pressing (HUPing) to prepare samples of non-iodine-loaded reduced silver exchanged mordenite (Ag0Z). The resulting samples were very fragile due to the low pressure (~ 28 MPa) used. It was recommended that hot isostatic pressing (HIPing), performed at higher temperatures and pressures, be investigated. HIPing was carried out in two phases, with a third and final phase currently underway. Phase I evaluated the effects of pressure and temperature conditions on the manufacture of a pressed sample. The base material was an engineered form of silver zeolite. Six samples of Ag0Z and two samples of I-Ag0Z were pressed. It was found that HIPing produced a pressed pellet of high density. Analysis of each pressed pellet by scanning electron microscopy-energy dispersive spectrophotometry (SEM-EDS) and X-ray diffraction (XRD) demonstrated that under the conditions used for pressing, the majority of the material transforms into an amorphous structure. The only crystalline phase observed in the pressed Ag0Z material was SiO2. For the samples loaded with iodine (I-Ag0Z) iodine was present as AgI clusters at low temperatures, and transformed into AgIO4 at high temperatures. Surface mapping and EDS demonstrate segregation between silver iodide phases and silicon dioxide phases. Based on the results of the Phase I study, an expanded test matrix was developed to examine the effects of multiple source materials, compositional variations, and an expanded temperature range. Each sample was analyzed with the approach used in Phase I. In all cases, there is nothing in the SEM or XRD analyses that indicates creation of any AgI-containing silicon phase, with the samples being found to be largely amorphous. Phase III of this study has been initiated and is the final phase of scoping tests. It will expand upon the test matrix completed in Phase II and will examine the durability of the pressed pellets through product consistency testing (PCT) studies. Transformation of the component material into a well-characterized iodine-containing mineral phase would be desirable. This would limit the additional experimental testing and modeling required to determine the long-term stability of the pressed pellet, as much of that information has already been learned for several common iodine-containing minerals. However, this is not an absolute requirement, especially if pellets produced by hot isostatic pressing can be demonstrated through initial PCT studies to retain iodine well despite their amorphous composition.

In the wake of the 2008 financial crisis the role of strongly interconnected markets in fostering systemic instability has been increasingly acknowledged. Trade networks of commodities are susceptible to deleterious cascades of supply shocks that increase systemic trade-risks and pose a threat to geopolitical stability. On a global and a regional level we show that supply risk, scarcity, and price volatility of non-fuel mineral resources are intricately connected with the structure of the world-trade network of or spanned by these resources. On the global level we demonstrate that the scarcity of a resource, as measured by its trade volume compared to extractable reserves, is closely related to the susceptibility of the trade network with respect to cascading shocks. On the regional level we find that to some extent the region-specific price volatility and supply risk can be understood by centrality measures that capture systemic trade-risk. This Heat Management Trade Study was performed in 2008-2009 to expand on prior studies in continued efforts to analyze and evaluate options for cost-effectively managing SNF reprocessing wastes. The primary objective was to develop a simplified cost/benefit evaluation for spent nuclear fuel (SNF) reprocessing that combines the characteristics of the waste generated through reprocessing with the impacts of the waste on heating the repository. Under consideration were age of the SNF prior to reprocessing, plutonium and minor actinide (MA) separation from the spent fuel for recycle, fuel value of the recycled Pu and MA, age of the remaining spent fuel waste prior to emplacement in the repository, length of time that active ventilation is employed in the repository, and elemental concentration and heat limits for acceptable glass waste form durability. A secondary objective was to identify and qualitatively analyze remaining issues such as (a) impacts of aging SNF prior to reprocessing on the fuel value of the recovered fissile materials, and (b) impact of reprocessing on the dose risk as developed in the Yucca Mountain Total System Performance Assessment (TSPA). Results of this study can be used to evaluate different options for managing decay heat in waste streams from spent nuclear fuel.

Enery Efficient Press and Sinter of Titanium Powder for Low-Cost Components in Vehicle Applications

This is the final technical report for the Department of Energy NETL project NT01931 Energy Efficient Press and Sinter of Titanium Powder for Low-Cost Components in Vehicle Applications. Titanium has been identified as one of the key materials with the required strength that can reduce the weight of automotive components and thereby reduce fuel consumption. Working with newly developed sources of titanium powder, Webster-Hoff will develop the processing technology to manufacture low cost vehicle components using the single press/single sinter techniques developed for iron based powder metallurgy today. Working with an automotive or truck manufacturer, Webster-Hoff will demonstrate the feasibility of manufacturing a press and sinter titanium component for a vehicle application. The project objective is two-fold, to develop the technology for manufacturing press and sinter titanium components, and to demonstrate the feasibility of producing a titanium component for a vehicle application. The lowest cost method for converting metal powder into a net shape part is the Powder Metallurgy Press and Sinter Process. The method involves compaction of the metal powder in a tool (usually a die and punches, upper and lower) at a high pressure (up to 60 TSI or 827 MPa) to form a green compact with the net shape of the final component. The powder in the green compact is held together by the compression bonds between the powder particles. The sinter process then converts the green compact to a metallurgically bonded net shape part through the process of solid state diffusion. The goal of this project is to expand the understanding and application of press and sinter technology to Titanium Powder applications, developing techniques to manufacture net shape Titanium components via the press and sinter process. In addition, working with a vehicle manufacturer, demonstrate the feasibility of producing a titanium component for a vehicle. This is not a research program, but rather a project to develop a process for press and sinter of net shape Titanium components. All of these project objectives have been successfully completed.

Carbon capture and storage (CCS) could become an instrumental part of a future carbon trading system in the US. If the US starts operating an emissions trading scheme (ETS) similar to that of the European Union's then limits on CO{sub 2} emissions will be conservative in the beginning stages. The government will most likely start by distributing most credits for free; these free credits are called allowances. The US may follow the model of the EU ETS, which during the first five-year phase distributed 95% of the credits for free, bringing that level down to 90% for the second five-year phase. As the number of free allowances declines, companies will be forced to purchase an increasing number of credits at government auction, or else obtain them from companies selling surplus credits. In addition to reducing the number of credits allocated for free, with each subsequent trading period the number of overall credits released into the market will decline in an effort to gradually reduce overall emissions. Companies may face financial difficulty as the value of credits continues to rise due to the reduction of the number of credits available in the market each trading period. Governments operating emissions trading systems face the challenge of achieving CO{sub 2} emissions targets without placing such a financial burden on their companies that the country's economy is markedly affected.

This publication, Electric Trade in the US 1992 (ELECTRA), is the fourth in a series of reports on wholesale power transactions prepared by the Electric Data Systems Branch, Survey Management Division, Office of Coal, Nuclear, Electric and Alternate Fuels, Energy Information Administration (EIA). The electric trade data are published biennially. The first report presented 1986 data, and this report provides information on the electric power industry during 1992. The electric trade data collected and presented in this report furnish important information on the wholesale structure found within the US electric power industry. The patterns of interutility trade in the report support analyses of wholesale power transactions and provide input for a broader understanding of bulk power market issues that define the emerging national electric energy policies. The report includes information on the quantity of power purchased, sold, exchanged, and wheeled; the geographical locations of transactions and ownership classes involved; and the revenues and costs. Information on the physical transmission system are being included for the first time in this publication. Transmission data covering investor-owned electric utilities were shifted from the Financial Statistics of Selected Investor-Owned Electric Utilities to the ELECTRA publication. Some of the prominent features of this year`s report include information and data not published before on transmission lines for publicly owned utilities and transmission lines added during 1992 by investor-owned electric utilities.

Current regulations require industry to meet air emission standards with regard to particulates, volatile organic compounds (VOCs), hazardous air pollutants (HAPs) and other gases. One of many industries that will be affected by the new regulations is the wood composites industry. This industry generates VOCs, HAPs, and particulates mainly during the drying and pressing of wood. Current air treatment technologies for the industry are expensive to install and operate. As regulations become more stringent, treatment technologies will need to become more efficient and cost effective. The overall objective of this study is to evaluate the use of process conditions and chemical additives to reduce VOC/HAPs in air emitted from presses and dryers during the production of oriented strand board.

Fundamentals of successful monitoring, reporting, and verification under a cap-and-trade program

The U.S. Environmental Protection Agency (EPA) developed and implemented the Acid Rain Program (ARP), and NOx Budget Trading Programs (NBTP) using several fundamental monitoring, reporting, and verification (MRV) elements: (1) compliance assurance through incentives and automatic penalties; (2) strong quality assurance (QA); (3) collaborative approach with a petition process; (4) standardized electronic reporting; (5) compliance flexibility for low-emitting sources; (6) complete emissions data record required; (7) centralized administration; (8) level playing field; (9) publicly available data; (10) performance-based approach; and (11) reducing conflicts of interest. Each of these elements is discussed in the context of the authors' experience under two U.S. cap-and-trade programs and their potential application to other cap and-trade programs. The U.S. Office of Management and Budget found that the Acid Rain Program has accounted for the largest quantified human health benefits of any federal regulatory program implemented in the last 10 yr, with annual benefits exceeding costs by {gt} 40 to 1. The authors believe that the elements described in this paper greatly contributed to this success. EPA has used the ARP fundamental elements as a model for other cap-and-trade programs, including the NBTP, which went into effect in 2003, and the recently published Clean Air Interstate Rule and Clean Air Mercury Rule. The authors believe that using these fundamental elements to develop and implement the MRV portion of their cap-and-trade programs has resulted in public confidence in the programs, highly accurate and complete emissions data, and a high compliance rate. 2 refs.

Energy Prices and the Expansion of World Trade

The oil shocks of the 1970s coincided with a number of economic disturbances. However, it has been difficult to develop models where oil shocks have a quantitatively important impact on the economy. In this paper, I show that the disturbances in transportation caused by the oil shocks can significantly affect the economy. I argue that changes in energy prices were responsible for a worldwide slowdown in the growth of trade and may help explain the apparent change in the price-trade elasticity. While tariffs have fallen steadily since 1970, trade growth slowed in the mid-1970s and has grown rapidly since the mid-1980s. In a standard trade model, this pattern implies that the price-import elasticity increased sharply in the mid-1980s. In this paper, I argue that the oil crises of the 1970s led to higher transportation costs. In 1986 energy prices fell to their pre-crisis level, reducing transportation costs and by extension trade barriers. I present a trade model with an energy using transportation sector. In model simulations, I show that total trade costs (transportation cost plus tariffs) are constant from 1974 to 1982. Once transportation costs are accounted for, the price-import elasticity no longer needs to radically change. I also show that trade expansion since 1960 is 50 percent higher in a standard trade model that includes a transportation sector compared to one that does not.

Multi-Megawatt Power System Trade Study

As part of a larger task, the Idaho National Engineering and Environmental Laboratory (INEEL) was tasked to perform a trade study comparing liquid-metal cooled reactors having Rankine power conversion systems with gas-cooled reactors having Brayton power conversion systems. This report summarizes the approach, the methodology, and the results of that trade study. Findings suggest that either approach has the possibility to approach the target specific mass of 3-5 kg/kWe for the power system, though it appears either will require improvements to achieve that. Higher reactor temperatures have the most potential for reducing the specific mass of gas-cooled reactors but do not necessarily have a similar effect for liquid-cooled Rankine systems. Fuels development will be the key to higher reactor operating temperatures. Higher temperature turbines will be important for Brayton systems. Both replacing lithium coolant in the primary circuit with gallium and replacing potassium with sodium in the power loop for liquid systems increase system specific mass. Changing the feed pump turbine to an electric motor in Rankine systems has little effect. Key technologies in reducing specific mass are high reactor and radiator operating temperatures, low radiator areal density, and low turbine/generator system masses. Turbine/generator mass tends to dominate overall power system mass for Rankine systems. Radiator mass was dominant for Brayton systems.

Often in the past, Western analysts of global energy demand have treated Eastern Europe as just part of a black box labeled Communist. Only the net flow of energy to the non-Communist world was of any consequence. The region, although primarily a major net importer of energy from the Soviet Union, was a very small net exporter of energy to non-Communist countries based Polish coal exports. Romanian refined petroleum product exports, and some minor exports of refined products by other East European countries. The political and economic configurations of Eastern Europe has changed dramatically over the past 2 years, however, and the way in which East European energy relationships are considered will have to change accordingly. With the sweeping transformation of these economies (for the most part, radically in the direction of a market orientation) and the breakup of their unique system of mutual trade, the patterns of energy production, consumption, and trade which have prevailed in the region during the post-war period will also change significantly. Forecasting the net-impact on energy demand in this region of offsetting trends due to economic reform (i.e., renewed economic dynamism vs. decreased energy intensity of aggregate economic output) is a very difficult task. Moreover, there are additional complications introduced by changes in the political system, such as the increased importance of environmental quality in the choice of fuel and production technology due to clearly enunciated concern of the popular political movements with these issues.

Incorporating Wind Generation in Cap and Trade Programs

Cap and trade programs are increasingly being used to reduce emissions from electricity generation in the United States. Cap and trade programs primarily target emitting generators, but programs have also included renewable generators, such as wind generators. States cite several reasons why they have considered the policy option of including renewable generators in cap and trade programs: to provide an incentive for lower-emitting generation, to achieve emissions reductions in non-capped pollutants, and to gain local economic benefits associated with renewable energy projects. The U.S. Environmental Protection Agency also notes these rationales for considering this policy alternative, and the National Association of Regulatory Commissioners (NARUC) passed a resolution supporting the inclusion of renewable energy in cap and trade programs. This report explores why states consider this policy option, what participation could mean for wind generators, and how wind generation can most effectively be included in state, federal, and regional cap and trade programs.

System Losses and Assessment Trade Study

This Advanced Fuel Cycle Initiative (AFCI) study has developed new analysis methods to examine old and new technology options toward the goal of improving fuel cycle systems. We have integrated participants and information from AFCI Systems Analysis, Transmutation Fuels, Separations, and Waste Form Campaigns in the Systems Losses and Assessment Trade Study. The initial objectives of this study were to 1) increase understanding of system interdependencies and thereby identify system trade-offs that may yield important insights, 2) define impacts of separations product purity on fuel manufacture and transmutation reactivity, 3) define impacts from transuranic (TRU) losses to waste, 4) identify the interrelationships involved in fuels and separations technology performance, and 5) identify system configuration adjustments with the greatest potential for influencing system losses. While bounding and analyzing this initial problem, we also identified significantly higher-level programmatic drivers with broad implications to the current fuel cycle research charter and the general issue of a DOE complex wide need for a comprehensive and integrated nuclear material management as addressed by the new DOE Order 410.2 titled Management of Nuclear Materials. The initial modeling effort developed in this study for a much smaller subset of material (i.e., commercial fuel) and a selected transmutation scheme (i.e., fast reactor recycling) is a necessary first step towards examining a broader set of nuclear material management options, dispositioning strategies and integrated waste management options including potential areas of research leverage. The primary outcome from this initial study has been an enhanced integration among Campaigns and associated insights and analysis methods. Opportunities for improved understanding between the groups abound. The above lanthanide-actinide example highlights the importance of evaluating options via integration across the Campaigns. Plans for Fiscal Year 2010 are being made in a coordinated fashion such that the knowledge gained from the research performed by the Campaigns can benefit on-going work of the study, and that improved understanding of the system relationships can be used to guide the specific research and development (R&D) activities within the Campaigns. In FY-10, the System Losses and Assessment Trade Study will carry-over activities from FY-09. We will continue to refine impurity and loss estimates and impurity limits on fuels by incorporating results from ongoing R&D. And we will begin work on an enhanced nuclear material management model to allow us to continue to improve our overall system understanding of the trade-offs between separations, fuel fabrication, waste forms, waste disposition, SNM losses, reactor performance, and proliferation resistance. In the future, we can also better understand how used fuel and other forms of remote-handled SNM can be better integrated into an overall nuclear material management program that will evolve for the DOE complex via Order 410.2 (DOE 2009).

Apparatus is described for placement in a borehole in the earth, which enables the generation of closely controlled seismic waves from the borehole. Pure torsional shear waves are generated by an apparatus which includes a stator element fixed to the borehole walls and a rotor element which is electrically driven to rapidly oscillate on the stator element to cause reaction forces transmitted through the borehole walls to the surrounding earth. Logitudinal shear waves are generated by an armature that is driven to rapidly oscillate along the axis of the borehole relative to a stator that is clamped to the borehole, to cause reaction forces transmitted to the surrounding earth. Pressure waves are generated by electrically driving pistons that press against opposite ends of a hydraulic reservoir that fills the borehole. High power is generated by energizing the elements at a power level that causes heating to over 150.degree. C. within one minute of operation, but energizing the elements for no more than about one minute.

A Settlement Agreement between the Department of Energy and the State of Idaho mandates that all high-level radioactive waste now stored at the Idaho Chemical Processing Plant be treated so that it is ready to move out of Idaho for disposal by the target date of 2035. This study investigates the immobilization of all Idaho Chemical Processing Plant calcine, including calcined sodium bearing waste, via the process known as hot isostatic press, which produces compact solid waste forms by means of high temperature and pressure (1,050 C and 20,000 psi), as the treatment method for complying with the settlement agreement. The final waste product would be contained in stainless-steel canisters, the same type used at the Savannah River Site for vitrified waste, and stored at the Idaho National Engineering and Environmental Laboratory until a national geological repository becomes available for its disposal. The waste processing period is from 2013 through 2032, and disposal at the High Level Waste repository will probably begin sometime after 2065.

Africa gaining importance in world LPG trade

Major LPG projects planned or under way in Africa will increase the importance of that region`s presence in world LPG trade. Supplies will nearly double between 1995 and 2005, at which time they will remain steady for at least 10 years. At the same time that exports are leveling, however, increasing domestic demand for PG is likely to reduce export-market participation by Algeria, Nigeria, Egypt, and Libya. The growth of Africa`s participation in world LPG supply is reflected in comparisons for the next 15--20 years. Total world supply of LPG in 1995 was about 165 million metric tons (tonnes), of which Africans share was 7.8 million tonnes. By 2000, world supply will grow to slightly more than 200 million tonnes, with Africa`s share expected to increase to 13.2 million tonnes (6.6%). And by 2005, world LPG supply will reach nearly 230 million tonnes; Africa`s overall supply volumes by that year will be nearly 16.2 million tonnes (7%). World LPG supply for export in 1995 was on order of 44 million tonnes with Africa supply about 4 million tonnes (9%). By 2005, world export volumes of LPG will reach nearly 70 million tonnes; Africa`s share will have grown by nearly 10 million tonnes (14.3%).

Monolithic zirconia (Z) and zirconia-hydroxyapatite (Z/HA) composites were joined by cold isostatic pressing (CIP at 300 MPa) and subsequently by glass-encapsulated hot isostatic pressing (HIP at 1225 C, 1 h and 200 MPa). The physical and mechanical properties of the materials were measured. The fracture surface was studied using a light microscope. The results indicate a strength level of the joint similar to that of the corresponding composite material (Z/HA), 845 and 860 MPa, respectively. Similar experiments with monolithic alumina (A) and alumina-hydroxyapatite (A/HA) were carried out without success. Cracking occurred in the joint area during the cold isostatic pressing process. It seems that ceramics with high green strength and similar green density are essential when joining ceramics by combined CIP and HIP processes.

Combined Waste Form Cost Trade Study

A new generation of aqueous nuclear fuel reprocessing, now in development under the auspices of the DOE Office of Nuclear Energy (NE), separates fuel into several fractions, thereby partitioning the wastes into groups of common chemistry. This technology advance enables development of waste management strategies that were not conceivable with simple PUREX reprocessing. Conventional wisdom suggests minimizing high level waste (HLW) volume is desirable, but logical extrapolation of this concept suggests that at some point the cost of reducing volume further will reach a point of diminishing return and may cease to be cost-effective. This report summarizes an evaluation considering three groupings of wastes in terms of cost-benefit for the reprocessing system. Internationally, the typical waste form for HLW from the PUREX process is borosilicate glass containing waste elements as oxides. Unfortunately several fission products (primarily Mo and the noble metals Ru, Rh, Pd) have limited solubility in glass, yielding relatively low waste loading, producing more glass, and greater disposal costs. Advanced separations allow matching the waste form to waste stream chemistry, allowing the disposal system to achieve more optimum waste loading with improved performance. Metals can be segregated from oxides and each can be stabilized in forms to minimize the HLW volume for repository disposal. Thus, a more efficient waste management system making the most effective use of advanced waste forms and disposal design for each waste is enabled by advanced separations and how the waste streams are combined. This trade-study was designed to juxtapose a combined waste form baseline waste treatment scheme with two options and to evaluate the cost-benefit using available data from the conceptual design studies supported by DOE-NE.

Permit Allocation in Emissions Trading using the Boltzmann Distribution

In emissions trading, the initial permit allocation is an intractable issue because it needs to be essentially fair to the participating countries. There are many ways to distribute a given total amount of emissions permits among countries, but the existing distribution methods such as auctioning and grandfathering have been debated. Here we describe a new model for permit allocation in emissions trading using the Boltzmann distribution. The Boltzmann distribution is introduced to permit allocation by combining it with concepts in emissions trading. A price determination mechanism for emission permits is then developed in relation to the {\\beta} value in the Boltzmann distribution. Finally, it is demonstrated how emissions permits can be practically allocated among participating countries in empirical results. Improving Dryer and Press Efficiencies Through Combustion of Hydrocarbon Emissions

Emission control devices on dryers and presses have been legislated into the industry, and are now an integral part of the drying system. These devices consume large quantities of natural gas and electricity and down-sizing or eliminating them will provide major energy savings. The principal strategy taken here focuses on developing process changes that should minimize (and in some cases eliminate) the need for controls. A second approach is to develop lower-cost control options. It has been shown in laboratory and full-scale work that Hazardous Air Pollutants (HAPs) emerge mainly at the end of the press cycle for particleboard, and, by extension, to other prod-ucts. Hence, only the air associated with this point of the cycle need be captured and treated. A model for estimating terpene emissions in the various zones of veneer dryers has been developed. This should allow the emissions to be concentrated in some zones and minimized in others, so that some of the air could be directly released without controls. Low-cost catalysts have been developed for controlling HAPs from dryers and presses. Catalysts conventionally used for regenerative catalytic oxidizers can be used at much lower temperatures for treating press emissions. Fluidized wood ash is an especially inexpensive mate-rial for efficiently reducing formaldehyde in dryer emissions. A heat transfer model for estimating pinene emissions from hot-pressing strand for the manufacture of flakeboard has been constructed from first principles and validated. The model shows that most of the emissions originate from the 1-mm layer of wood adjoining the platen surface. Hence, a simple control option is to surface a softwood mat with a layer of hardwood prior to pressing. Fines release a disproportionate large quantity of HAPs, and it has been shown both theo-retically and in full-scale work that particles smaller than 400 ???µm are principally responsible. Georgia-Pacific is considering green-screening their furnish at several of their mills in order to remove these particles and reduce their treatment costs.

The impact of trade costs on rare earth exports : a stochastic frontier estimation approach.

The study develops a novel stochastic frontier modeling approach to the gravity equation for rare earth element (REE) trade between China and its trading partners between 2001 and 2009. The novelty lies in differentiating betweenbehind the border' trade costs by China and theimplicit beyond the border costs' of China's trading partners. Results indicate that the significance level of the independent variables change dramatically over the time period. While geographical distance matters for trade flows in both periods, the effect of income on trade flows is significantly attenuated, possibly capturing the negative effects of financial crises in the developed world. Second, the total export losses due tobehind the border' trade costs almost tripled over the time period. Finally, looking atimplicit beyond the border' trade costs, results show China gaining in some markets, although it is likely that some countries are substituting away from Chinese REE exports.

Quantitative analysis of inclusion distributions in hot pressed silicon carbide

ABSTRACT Depth of penetration measurements in hot pressed SiC have exhibited significant variability that may be influenced by microstructural defects. To obtain a better understanding regarding the role of microstructural defects under highly dynamic conditions; fragments of hot pressed SiC plates subjected to impact tests were examined. Two types of inclusion defects were identified, carbonaceous and an aluminum-iron-oxide phase. A disproportionate number of large inclusions were found on the rubble, indicating that the inclusion defects were a part of the fragmentation process. Distribution functions were plotted to compare the inclusion populations. Fragments from the superior performing sample had an inclusion population consisting of more numerous but smaller inclusions. One possible explanation for this result is that the superior sample withstood a greater stress before failure, causing a greater number of smaller inclusions to participate in fragmentation than in the weaker sample.

Under SMUD`s Equipment Efficiency Improvement Program the District offers an incentive of $100 to customers who trade in an older refrigerator in conjunction with the purchase of a new model. More than 40,000 refrigerators have been traded in this program as of January 1993. This program has provided 36.5% of the total reported savings from all SMUD`s conservation programs through April 1993. Of this 36.5% reported savings, 84.7% is attributed to the trading in of an old refrigerator for a new model, and only 15.3% to purchases of a new refrigerators without trading in their older model. In 1992 two laboratory studies were undertaken to quantify energy use of older, close to retirement, domestic residential refrigerators from participants in SMUD`s refrigerator trade-in program. One study focused on annual energy use from older model refrigerators received from this program, and the second study focused on potential energy savings from condenser coil cleaning from this same stock of refrigerators. To determine the performance of these refrigerators, a sample of 79 units was randomly selected for testing. Each unit was tested to obtain annual energy use (kWh/yr) and to document physical and operational conditions. A subset of 28 units from this sample was also tested to determine energy savings as a result of cleaning condenser coils. This was done by comparing test results of annual energy use before and after coil cleaning. These refrigerators were tested to the same conventional procedures (commonly called the {open_quotes}DOE{close_quotes} test, or AHAM test procedures) used to arrive at annual energy use labeled on all new refrigerators. Although laboratory results do not exactly replicate field (in-home) results, they have been found to still be a reasonably good predictor of energy use as reported in a Lawrence Berkeley Laboratory study , discussed in the following section.

The optimal SYNROC compositons for use with commercial waste are reviewed. Large amounts of powder (about 2.5 kg) were prepared by convention al ceramic operations to test the SYNROC concept on a processing scale. Samples, 15.2 cm in diameter, were hot pressed in graphite, and representative samples were cut for microstructural evaluations. Measured mechanical and thermophysical properties did not vary significantly as a function of sample location and were typical of titanate ceramic materials.

Densification of nanosized alumina powders by hot isostatic pressing (HIP)

The densification of nanosized alumina powders to compacts of nearly theoretical density by Hot Isostatic Pressing was the aim of this work. Three types of powders produced by the so called exploding wire technique in the mesh size between 20 to 80 nm were used. Because of the big internal friction during dry pressing the densities achieved were only in the range of about 30% TD. Therefore it was necessary to use a second post densification step by cold isostatic pressing (CIP). With pressures as high as 750 MPa the authors received a density of 58% TD. The pellets were sealed in capsules of stainless steel which were densified at different temperatures between 900 C and 1,350 C with pressures between 120 and 300 MPa. The resulting compacts were examined by scanning electron microscopy. The resulting phases were determined by X-ray diffraction. Grain size measurement at the as fabricated compacts was a decisive criterion for the success of the experiments.

A device and method for relativistic electron beam heating of a high-density plasma in a small localized region. A relativistic electron beam generator or accelerator produces a high-voltage electron beam which propagates along a vacuum drift tube and is modulated to initiate electron bunching within the beam. The beam is then directed through a low-density gas chamber which provides isolation between the vacuum modulator and the relativistic electron beam target. The relativistic beam is then applied to a high-density target plasma which typically comprises DT, DD, or similar thermonuclear gas at a density of 10.sup.17 to 10.sup.20 electrons per cubic centimeter. The target gas is ionized prior to application of the relativistic electron beam by means of a laser or other preionization source to form a plasma. Utilizing a relativistic electron beam with an individual particle energy exceeding 3 MeV, classical scattering by relativistic electrons passing through isolation foils is negligible. As a result, relativistic streaming instabilities are initiated within the high-density target plasma causing the relativistic electron beam to efficiently deposit its energy into a small localized region of the high-density plasma target.

Today it is a hierarchical one designed to deliver energy from large scale facilities to end-users. Tomorrow it will be a capillary infrastructure at the medium and Low Voltage levels that will support local energy trading among prosumers. In our previous work, we analyzed the Dutch Power Grid and made an initial analysis of the economic impact topological properties have on decentralized energy trading. As workforce development becomes more of a critical component for an expanding renewable energy economy, new training opportunities are on the increase for practitioners interested in either getting into the renewable energy trades or upgrading their professional skills. This paper will report on the new trends in training and show how the instruction has become more highly developed. In many cases, curricula are now designed to provide teaching that leads to defined workplace knowledge, skills, and abilities. Private and academic training programs are becoming accredited specifically to renewable energy standards. Community colleges and technical schools are responding to local jobs by offering more and more renewable energy trades courses. And classes are expanding from 3 to 5 day workshops to semester-long courses resulting in one-year certificate and two-year associate degree programs at Community Colleges.

Structure and Controls of the Global Virtual Water Trade Network

Recurrent or ephemeral water shortages are a crucial global challenge, in particular because of their impacts on food production. The global character of this challenge is reflected in the trade among nations of virtual water, i.e. the amount of water used to produce a given commodity. We build, analyze and model the network describing the transfer of virtual water between world nations for staple food products. We find that all the key features of the network are well described by a model that reproduces both the topological and weighted properties of the global virtual water trade network, by assuming as sole controls each country's gross domestic product and yearly rainfall on agricultural areas. We capture and quantitatively describe the high degree of globalization of water trade and show that a small group of nations play a key role in the connectivity of the network and in the global redistribution of virtual water. The major Kenyan sugar producing region around Kisumu, on Lake Victoria has climatic conditions that permit cane growing operations ideally suitable for cogeneration of power in sugar factories. The total potentially available capacity from the proposed rehabilitation of the three mills will be approximately 25.15 MW, or 5.7 percent of total electricity production.
