    An apparatus for increasing the efficiency of a conventional central space heating system is disclosed. The temperature of a fluid heating medium is adjusted based on a measurement of the external temperature, and a system parameter. The system parameter is periodically modified based on a closed loop process that monitors the operation of the heating system. This closed loop process provides a heating medium temperature value that is very near the optimum for energy efficiency.

    With emphasis on deepwater wells and marginal offshore fields growing, the search for reliable subsea production systems has become a high priority. A reliable subsea adjustable choke is essential to the realization of such a system, and recent advances are producing the degree of reliability required. Technological developments have been primarily in (1) trim material (including polycrystalline diamond), (2) trim configuration, (3) computer programs for trim sizing, (4) component materials, and (5) diver/remote-operated-vehicle (ROV) interfaces. These five facets are overviewed and progress to date is reported. A 15- to 20-year service life for adjustable subsea chokes is now a reality. Another factor vital to efficient use of these technological developments is to involve the choke manufacturer and ROV/diver personnel in initial system conceptualization. In this manner, maximum benefit can be derived from the latest technology. Major areas of development still required and under way are listed, and the paper closes with a tabulation of successful subsea choke installations in recent years.

The adjustable link is a low-cost, passive device that provides backlash-free adjustment along its single constraint direction and flexural freedom in all other directions. The adjustable link comprises two spheres, two sockets in which the spheres are adjustable retain, and a connection link threadly connected at each end to the spheres, to provide a single direction of restraint and to adjust the length or distance between the sockets. Six such adjustable links provide for six degrees of freedom for mounting an instrument on a support. The adjustable link has applications in any machine or instrument requiring precision adjustment in six degrees of freedom, isolation from deformations of the supporting platform, and/or additional structural damping. The damping is accomplished by using a hollow connection link that contains an inner rod and a viscoelastic separation layer between the two. 3 figs.

    The author demonstrates how emissions trading became an attractive alternative to command-and-control policies that would have required the EPA to disallow the opening of new plants in the middle of the recession-burdened 1970s. His examination of the evolution of this system includes, among other applications, the largest multinational trading system ever conceived, the European Union's Greenhouse Gas Emission Trading Scheme (EUETG), and the use of emissions trading in the Kyoto Protocol.

    Effluent trading is an innovative way for water quality agencies and community stakeholders to develop common-sense, cost-effective solutions for water quality problems in their watersheds. Trading can allow communities to grow and prosper while retaining their commitment to water quality. The bulk of this framework discusses effluent trading in watersheds. Remaining sections discuss transactions that, while not technically fulfilling the definition of `effluent` trade, do involve the exchange of valued water quality or other ecological improvements between partners responding to market initiatives. This document therefore includes activities such as trades within a facility (intra-plant trading) and wetland mitigation banking, effluent trading/watersheds/watershed management/water quality protection/water quality management.

    This study presents an evaluation of the Apple Adjustable Keyboard based on subjective preference and observed joint angles during typing. Thirty five keyboard users were asked to use the Apple adjustable keyboard for 7--14 days and rate the various characteristics of the keyboard. Our findings suggest that the most preferred opening angles range from 11--20{degree}.     The current international energy trade governance system is fragmented and multi-layered. Streamlining it for greater legal cohesiveness and international political and economic cooperation would promote global energy security. The current article explores three levels of energy trade governance: multilateral, regional and bilateral. Most energy-rich countries are part of the multilateral trading system, which is institutionalized by the World Trade Organization (WTO). The article analyzes the multilateral energy trade governance system by focusing on the WTO and energy transportation issues. Regionally, the article focuses on five major regional agreements and their energy-related aspects and examines the various causes that explain the proliferation of regional trade agreements, their compatibility with WTO law, and then provides several examples of regional energy trade governance throughout the world. When it comes to bilateral energy trade governance, this article only addresses the European Union’s (EU) bilateral energy trade relations. The article explores ways in which gaps could be filled and overlaps eliminated whilst remaining true to the high-level normative framework, concentrating on those measures that would enhance EU energy security.

    This Heat Management Trade Study was performed in 2008-2009 to expand on prior studies in continued efforts to analyze and evaluate options for cost-effectively managing SNF reprocessing wastes. The primary objective was to develop a simplified cost/benefit evaluation for spent nuclear fuel (SNF) reprocessing that combines the characteristics of the waste generated through reprocessing with the impacts of the waste on heating the repository. Under consideration were age of the SNF prior to reprocessing, plutonium and minor actinide (MA) separation from the spent fuel for recycle, fuel value of the recycled Pu and MA, age of the remaining spent fuel waste prior to emplacement in the repository, length of time that active ventilation is employed in the repository, and elemental concentration and heat limits for acceptable glass waste form durability. A secondary objective was to identify and qualitatively analyze remaining issues such as (a) impacts of aging SNF prior to reprocessing on the fuel value of the recovered fissile materials, and (b) impact of reprocessing on the dose risk as developed in the Yucca Mountain Total System Performance Assessment (TSPA). Results of this study can be used to evaluate different options for managing decay heat in waste streams from spent nuclear fuel.

    The following is a synopsis of the major achievements attributed to the operation of the Weatherization Assistance Program Technical Assistance Center (WAPTAC) by the National Association for State Community Services Programs (NASCSP). During the past five years, the WAPTAC has developed into the premier source for information related to operating the Weatherization Assistance Program (WAP) at the state and local levels. The services provide through WAPTAC include both virtual technical support as well as hands-on training and instruction in classroom and in the field. The WAPTAC achieved several important milestones during its operation including the establishment of a national Weatherization Day now celebrated in most states, the implementation of a comprehensive Public Information Campaign (PIC) to raise the awareness of the Program among policy makers and the public, the training of more than 150 new state managers and staff as they assume their duties in state offices around the country, and the creation and support of a major virtual information source on the Internet being accessed by thousands of staff each month. The Weatherization Assistance Program Technical Assistance Center serves the Department of Energy's (DOE) Office of Weatherization and Intergovernmental Program as a valuable training and technical assistance resource for the network of 54 direct state grantees (50 states, District of Columbia and three Native American tribes) and the network of 900 local subgrantees (comprised of community action agencies, units of local government, and other non-profit organizations). The services provided through WAPTAC focus on standardizing and improving the daily management of the WAP. Staff continually identify policies changes and best practices to help the network improve its effectiveness and enhance the benefits of the Program for the customers who receive service and the federal and private investors.     Methods are presented for adjusting trigger threshold values to compensate for drift in the quiescent level of a signal monitored for initiating a data recording event, thereby avoiding false triggering conditions. Initial threshold values are periodically adjusted by re-measuring the quiescent signal level, and adjusting the threshold values by an offset computation based upon the measured quiescent signal level drift. Re-computation of the trigger threshold values can be implemented on time based or counter based criteria. Additionally, a qualification width counter can be utilized to implement a requirement that a trigger threshold criterion be met a given number of times prior to initiating a data recording event, further reducing the possibility of a false triggering situation.

    Wholesale trade in electricity plays an important role for the US electric utility industry. Wholesale, or bulk power, transactions allow electric utilities to reduce power costs, increase power supply options, and improve reliability. In 1996, the wholesale trade market totaled 2.3 trillion kilowatthours, over 73% of total sales to ultimate consumers. This publication, Electric Trade in the United States 1996 (ELECTRA), is the sixth in a series of reports on wholesale power transactions prepared by the Office of Coal, Nuclear, Electric and Alternate Fuels, Energy Information Administration (EIA). The electric trade data are published biennially. The first report presented 1986 data, and this report provides information on the electric power industry during 1996. The electric trade data collected and presented in this report furnish important information on the wholesale structure found within the US electric power industry. The patterns of interutility trade in the report support analyses of wholesale power transactions and provide input for a broader understanding of bulk power market issues that define the emerging national electric energy policies.     Under the federal Clean Air Act's New Source Review program, many companies located in or planning to locate in areas that do not meet federal air quality standards or in the Northeast Ozone Transport Region (northern Virginia to Maine) must obtain emission reductions (called offsets) of volatile organic compounds and nitrogen oxides that are greater than the new emissions that will be released. This offset requirement allows growth in industry while protecting air quality against deterioration. Despite the federal offset requirement, a formal banking and trading program is not mandated by the Clean Air Act Amendments of 1990. Still, a mechanism is needed to ensure that emission reduction credits (ERCs) are available for sources to use to meet the offset requirement. Currently, Maryland does not have regulations covering the sale or transfer of ERCs from one facility to another. Maryland works with industry on a case-by-case basis to identify potential sources of ERCs and to assist in obtaining them. Then, the offset requirement and the ERCs used to meet the offsets are incorporated into individual permits using various permitting mechanisms. Desiring certainty and stability in the banking and trading process, Maryland's business community has pressed for regulations to formalize Maryland's procedures. Working over several years through a stakeholder process, Maryland has developed concepts for a trading program and a draft regulation. This paper describes Maryland's current case-by-case banking and trading procedure and traces efforts to develop a regulation to formalize the process. The paper discusses complex policy issues related to establishing a banking and trading program, describes the principal elements of Maryland's draft regulation, and summarizes elements of other states' emissions banking and trading programs.

    Carbon capture and storage (CCS) could become an instrumental part of a future carbon trading system in the US. If the US starts operating an emissions trading scheme (ETS) similar to that of the European Union's then limits on CO{sub 2} emissions will be conservative in the beginning stages. The government will most likely start by distributing most credits for free; these free credits are called allowances. The US may follow the model of the EU ETS, which during the first five-year phase distributed 95% of the credits for free, bringing that level down to 90% for the second five-year phase. As the number of free allowances declines, companies will be forced to purchase an increasing number of credits at government auction, or else obtain them from companies selling surplus credits. In addition to reducing the number of credits allocated for free, with each subsequent trading period the number of overall credits released into the market will decline in an effort to gradually reduce overall emissions. Companies may face financial difficulty as the value of credits continues to rise due to the reduction of the number of credits available in the market each trading period. Governments operating emissions trading systems face the challenge of achieving CO{sub 2} emissions targets without placing such a financial burden on their companies that the country's economy is markedly affected.

    This task supports the allowance of technical assistance to fuel-cell component and system developers as directed by the DOE. This task includes testing of novel materials and participation in the further development and validation of single cell test protocols. This task also covers technical assistance to DOE Working Groups, the U.S. Council for Automotive Research (USCAR) and the USCAR/DOE Driving Research and Innovation for Vehicle efficiency and Energy sustainability (U.S. Drive) Fuel Cell Technology Team. Assistance includes technical validation of new fuel cell materials and methods, single cell fuel cell testing to support the development of targets and test protocols, and regular advisory participation in other working groups and reviews. This assistance is made available to PEM fuel cell developers by request and DOE Approval. The objectives are to: (1) Support technically, as directed by DOE, fuel cell component and system developers; (2) Assess fuel cell materials and components and give feedback to developers; (3) Assist the DOE Durability Working Group with the development of various new material durability Testing protocols; and (4) Provide support to the U.S. Council for Automotive Research (USCAR) and the USCAR/DOE Fuel Cell Technology Team.     At the 8{sup th} Temperature Symposium the results have been presented for the Interpolating Constant Volume Gas thermometer at INRIM (then IMGC), featuring a cryogenic pressure transducer, with an expanded uncertainty of less then 1.5 mK. However, for its fixed points this scale still relied on a NPL calibration as carried by rhodium-iron thermometer 232324. After the clarification, in 2005, by the Consultative Committee on Thermometry (CCT) of the definition of the equilibrium hydrogen (e-H2) triple point this scale was due to be adjusted for the isotopic content in the e-H2 fixed point cell. Only when this thermometer was re-calibrated in 2010 at INRIM at the three fixed points of the ICVGT was this adjustment performed, being the isotopic composition of the hydrogen cell known. With the start of the Neon Project in 2005, it became clear that a second adjustment would soon be needed, once the CCT will have decided on the way to deal with the isotopic composition of neon. The paper presents the experimental data of 2010, discusses the stability of the thermometer, and the size of the correction at the hydrogen point and of the likely correction (and its uncertainty) to be applied to the neon point, the isotopic composition of this cell being known as well.

  15. Remote control for anode-cathode adjustment

    An apparatus for remotely adjusting the anode-cathode gap in a pulse power machine has an electric motor located within a hollow cathode inside the vacuum chamber of the pulse power machine. Input information for controlling the motor for adjusting the anode-cathode gap is fed into the apparatus using optical waveguides. The motor, controlled by the input information, drives a worm gear that moves a cathode tip. When the motor drives in one rotational direction, the cathode is moved toward the anode and the size of the anode-cathode gap is diminished. When the motor drives in the other direction, the cathode is moved away from the anode and the size of the anode-cathode gap is increased. The motor is powered by batteries housed in the hollow cathode. The batteries may be rechargeable, and they may be recharged by a photovoltaic cell in combination with an optical waveguide that receives recharging energy from outside the hollow cathode. Alternatively, the anode-cathode gap can be remotely adjusted by a manually-turned handle connected to mechanical linkage which is connected to a jack assembly. The jack assembly converts rotational motion of the handle and mechanical linkage to linear motion of the cathode moving toward or away from the anode.

    During almost any project, situations will arise that require project management and/or engineering personnel to make choices regarding project direction or product development. Often these choices are simply a part of the normal engineering development cycle (e.g., refinement or optimization of the product design). Frequently, on Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and other similar projects, trade studies are initiated to address concerns or issues raised by stakeholders (e.g., EPA, local and state governments, local tribes, public). Where CERCLA projects, by definition, deal with releases or threatened releases of hazardous substances that may endanger public health or the environment, these trade studies must balance safety, risk and health issues, as well as cost and engineering viability. How these trade studies are carried out and documented/presented to the stakeholders involved can often be the difference between continued project progress and a "stalemate" leaving the project in limbo. This document describes a basic trade study process, which has proved successful in addressing stakeholder concerns while at the same time balancing the desires of the various parties involved.

    An insertion device for extracting polarized electromagnetic energy from a beam of particles is disclosed. The insertion device includes four linear arrays of magnets which are aligned with the particle beam. The magnetic field strength to which the particles are subjected is adjusted by altering the relative alignment of the arrays in a direction parallel to that of the particle beam. Both the energy and polarization of the extracted energy may be varied by moving the relevant arrays parallel to the beam direction. The present invention requires a substantially simpler and more economical superstructure than insertion devices in which the magnetic field strength is altered by changing the gap between arrays of magnets.

    A self-adjusting magnetic bearing automatically adjusts the parameters of an axially unstable magnetic bearing such that its force balance is maintained near the point of metastable equilibrium. Complete stabilization can be obtained with the application of weak restoring forces either from a mechanical bearing (running at near-zero load, thus with reduced wear) or from the action of residual eddy currents in a snubber bearing. In one embodiment, a torque is generated by the approach of a slotted pole to a conducting plate. The torque actuates an assembly which varies the position of a magnetic shunt to change the force exerted by the bearing. Another embodiment achieves axial stabilization by sensing vertical displacements in a suspended bearing element, and using this information in an electrical servo system. In a third embodiment, as a rotating eddy current exciter approaches a stationary bearing, it heats a thermostat which actuates an assembly to weaken the attractive force between the two bearing elements. An improved version of an electromechanical battery utilizing the designs of the various embodiments is described.

    This invention is an improved electronic alarm relay for monitoring the current drawn by an AC motor or other electrical load. The circuit is designed to measure the load with high accuracy and to have excellent alarm repeatability. Chattering and arcing of the relay contacts are minimal. The operator can adjust the set point easily and can re-set both the high and the low alarm points by means of one simple adjustment. The relay includes means for generating a signal voltage proportional to the motor current. In a preferred form of the invention a first operational amplifier is provided to generate a first constant reference voltage which is higher than a preselected value of the signal voltage. A second operational amplifier is provided to generate a second constant reference voltage which is lower than the aforementioned preselected value of the signal voltage. A circuit comprising a first resistor serially connected to a second resistor is connected across the outputs of the first and second amplifiers, and the junction of the two resistors is connected to the inverting terminal of the second amplifier. Means are provided to compare the aforementioned signal voltage with both the first and second reference voltages and to actuate an alarm if the signal voltage is higher than the first reference voltage or lower than the second reference voltage.

    A static controlled reactance device is inserted in series with an AC electric power transmission line to adjust its transfer impedance. An inductor (reactor) is serially connected with two back-to-back connected thyristors which control the conduction period and hence the effective reactance of the inductor. Additional reactive elements are provided in parallel with the thyristor controlled reactor to filter harmonics and to obtain required range of variable reactance. Alternatively, the static controlled reactance device discussed above may be connected to the secondary winding of a series transformer having its primary winding connected in series to the transmission line. In a three phase transmission system, the controlled reactance device may be connected in delta configuration on the secondary side of the series transformer to eliminate triplen harmonics.

An optical tube is disposed adjacent to the environmental barrier and includes a long working length compound lens objective next to the window. A beam splitter and a mirror are at the other end. A mechanical means is used to translated the prove body in the X, Y, and Z directions resulting in a variable focus optical apparatus. Laser light is reflected by the beam splitter and directed toward the compound lens objective, then through the window and focused on the point of interest. Raman scattered light is then collected by the compound lens objective and directed through the beam splitter to a mirror. A device for analyzing the light, such as a monochrometer, is coupled to the mirror.

    A method and apparatus for measuring the total erosion rate and downstream transport of suspended and bedload sediments using an adjustable shear stress erosion and transport (ASSET) flume with a variable-depth sediment core sample. Water is forced past a variable-depth sediment core sample in a closed channel, eroding sediments, and introducing suspended and bedload sediments into the flow stream. The core sample is continuously pushed into the flow stream, while keeping the surface level with the bottom of the channel. Eroded bedload sediments are transported downstream and then gravitationally separated from the flow stream into one or more quiescent traps. The captured bedload sediments (particles and aggregates) are weighed and compared to the total mass of sediment eroded, and also to the concentration of sediments suspended in the flow stream.

    In this issue of Climatic Change, Van Kooten (2009) addresses an issue that has bedeviled negotiators since the drafting stage of the Kyoto Protocol. If we accept that increasing withdrawals of carbon dioxide from the atmpshere has the same net impact on the climate system as reducing emissions of carbon dioxide to the atmosphere, how do we design a system that allows trading of one for the other? As van Kooten expresses the challenge: 'The problem is that emissions reduction and carbon sequestration, while opposite sides of the same coin in some sense, are not directly comparable, thereby inhibiting their trade in carbon markets.' He explains: 'The difficulty centers on the length of time that mitigation strategies without CO{sub 2} from entering the atmosphere - the duration problem.' While reducing emissions of CO{sub 2} represents an essentially permanent benefit for the atmosphere, capturing CO{sub 2} that has been produced (whether capture is from the atmosphere or directly from, for example, the exhaust from power plants) there is the challenge of storing the carbon adn the risk that it will yet escape to the atmosphere. Permanent benefit to the atmosphere is often not assured for carbon sequestration activities. This is especially true if the carbon is taken up and stored in the biosphere - e.g. in forest trees or agricultural soils.

    As part of a larger task, the Idaho National Engineering and Environmental Laboratory (INEEL) was tasked to perform a trade study comparing liquid-metal cooled reactors having Rankine power conversion systems with gas-cooled reactors having Brayton power conversion systems. This report summarizes the approach, the methodology, and the results of that trade study. Findings suggest that either approach has the possibility to approach the target specific mass of 3-5 kg/kWe for the power system, though it appears either will require improvements to achieve that. Higher reactor temperatures have the most potential for reducing the specific mass of gas-cooled reactors but do not necessarily have a similar effect for liquid-cooled Rankine systems. Fuels development will be the key to higher reactor operating temperatures. Higher temperature turbines will be important for Brayton systems. Both replacing lithium coolant in the primary circuit with gallium and replacing potassium with sodium in the power loop for liquid systems increase system specific mass. Changing the feed pump turbine to an electric motor in Rankine systems has little effect. Key technologies in reducing specific mass are high reactor and radiator operating temperatures, low radiator areal density, and low turbine/generator system masses. Turbine/generator mass tends to dominate overall power system mass for Rankine systems. Radiator mass was dominant for Brayton systems.

    In January 1996, the U.S. Environmental Protection Agency (EPA) released a policy statement endorsing effluent trading in watersheds, hoping to spur additional interest in the subject. The policy describes five types of effluent trades - point source/point source, point source/nonpoint source, pretreatment, intraplant, and nonpoint source/nonpoint source. This report evaluates the feasibility of effluent trading for facilities in the oil and gas industry (exploration and production, refining, and distribution and marketing segments), electric power industry, and the coal industry (mines and preparation plants). Nonpoint source/nonpoint source trades are not considered since the energy industry facilities evaluated here are all point sources. EPA has administered emission trading programs in its air quality program for many years. Programs for offsets, bubbles, banking, and netting are supported by federal regulations, and the 1990 Clean Air Act (CAA) amendments provide a statutory basis for trading programs to control ozone and acid rain. Different programs have had varying degrees of success, but few have come close to meeting their expectations. Few trading programs have been established under the Clean Water Act (CWA). One intraplant trading program was established by EPA in its effluent limitation guidelines (ELGs) for the iron and steel industry. The other existing effluent trading programs were established by state or local governments and have had minimal success.

    In January 1996, the US Environmental Protection Agency (EPA) released a policy statement endorsing wastewater effluent trading in watersheds, hoping to promote additional interest in the subject. The policy describes five types of effluent trades: point source/point source, point source/nonpoint source, pretreatment, intraplant and nonpoint source/nonpoint source. This paper evaluates the feasibility of implementing these types of effluent trading for facilities in the oil and gas, electric power and coal industries. This paper finds that the potential for effluent trading in these industries is limited because trades would generally need to involve toxic pollutants, which can only be traded under a narrow range of circumstances. However, good potential exists for other types of water-related trades that do not directly involve effluents (e.g. wetlands mitigation banking and voluntary environmental projects). The potential for effluent trading in the energy industries and in other sectors would be enhanced if Congress amended the Clean Water Act (CWA) to formally authorize such trading.

    Two case studies, one involving a proposed synfuels technology licensing/technical assistance agreement and one a joint marketing of energy production and conservation equipment, illustrate how antitrust laws can affect export activities. The Export Trading Company Act embodies two different approaches to the problem. Title III provides antitrust preclearance protection in the form of immunity from antitrust suits and procedural advantages in private suits against the holder of an export trade certificate of review. The costs of these certificates of review include the time and money spent in preparing the application and negotiating the contents. There may also be costly delays in business plans and a cost in the disclosure of confidential business information. After reviewing the costs and benefits, the author concludes that Title III certificates of review will cost more in the long run, but will provide more benefits.

  11. Conceptualising and managing trade-offs in sustainability assessment

    One of the defining characteristics of sustainability assessment as a form of impact assessment is that it provides a forum for the explicit consideration of the trade-offs that are inherent in complex decision-making processes. Few sustainability assessments have achieved this goal though, and none has considered trade-offs in a holistic fashion throughout the process. Recent contributions such as the Gibson trade-off rules have significantly progressed thinking in this area by suggesting appropriate acceptability criteria for evaluating substantive trade-offs arising from proposed development, as well as process rules for how evaluations of acceptability should occur. However, there has been negligible uptake of these rules in practice. Overall, we argue that there is inadequate consideration of trade-offs, both process and substantive, throughout the sustainability assessment process, and insufficient considerations of how process decisions and compromises influence substantive outcomes. This paper presents a framework for understanding and managing both process and substantive trade-offs within each step of a typical sustainability assessment process. The framework draws together previously published literature and offers case studies that illustrate aspects of the practical application of the framework. The framing and design of sustainability assessment are vitally important, as process compromises or trade-offs can have substantive consequences in terms of sustainability outcomes delivered, with the choice of alternatives considered being a particularly significant determinant of substantive outcomes. The demarcation of acceptable from unacceptable impacts is a key aspect of managing trade-offs. Offsets can be considered as a form of trade-off within a category of sustainability that are utilised to enhance preferred alternatives once conditions of impact acceptability have been met.     Cap and trade programs are increasingly being used to reduce emissions from electricity generation in the United States. Cap and trade programs primarily target emitting generators, but programs have also included renewable generators, such as wind generators. States cite several reasons why they have considered the policy option of including renewable generators in cap and trade programs: to provide an incentive for lower-emitting generation, to achieve emissions reductions in non-capped pollutants, and to gain local economic benefits associated with renewable energy projects. The U.S. Environmental Protection Agency also notes these rationales for considering this policy alternative, and the National Association of Regulatory Commissioners (NARUC) passed a resolution supporting the inclusion of renewable energy in cap and trade programs. This report explores why states consider this policy option, what participation could mean for wind generators, and how wind generation can most effectively be included in state, federal, and regional cap and trade programs.

    Major LPG projects planned or under way in Africa will increase the importance of that region`s presence in world LPG trade. Supplies will nearly double between 1995 and 2005, at which time they will remain steady for at least 10 years. At the same time that exports are leveling, however, increasing domestic demand for PG is likely to reduce export-market participation by Algeria, Nigeria, Egypt, and Libya. The growth of Africa`s participation in world LPG supply is reflected in comparisons for the next 15--20 years. Total world supply of LPG in 1995 was about 165 million metric tons (tonnes), of which Africans share was 7.8 million tonnes. By 2000, world supply will grow to slightly more than 200 million tonnes, with Africa`s share expected to increase to 13.2 million tonnes (6.6%). And by 2005, world LPG supply will reach nearly 230 million tonnes; Africa`s overall supply volumes by that year will be nearly 16.2 million tonnes (7%). World LPG supply for export in 1995 was on order of 44 million tonnes with Africa supply about 4 million tonnes (9%). By 2005, world export volumes of LPG will reach nearly 70 million tonnes; Africa`s share will have grown by nearly 10 million tonnes (14.3%).

    Deliveries of LNG in 1978 in international trade amounted to about 24.77 billion cu m; of the actual deliveries, 9% were received by the U.S., 30% by West European countries, and 61% by Japan. For Spain, these deliveries represented 100% of its natural gas supply; for the U.S., they represented only 2% of natural gas demand. By the mid-1980's, the international LNG growth rate will slow to approx. 16%/yr, although projects totaling 130 million cu m/day may be completed. During the late 1980's, another 94.1 million cu m/day of LNG projects could be implemented. The over-all growth rate for the decade would then be approx. 11%/yr in LNG volumes. After 1990, several LNG export projects could be put into operation, possibly in the Middle East, West Africa, and the U.S.S.R. In 1980-2000, energy demand may increase by 2%/yr. Oil should retain its 65-70% of the primary energy supply; whether natural gas can increase its relative share depends on economic and political factors. Pipeline transport of gas costs twice as much as crude oil, and sea transport of LNG costs four to five times as much as crude oil. Wider use of the refrigeration available at LNG import terminals could affect project economics favorably. Tables.

    Trading of emissions credits has quickly evolved from a curiosity to a viable compliance strategy for electric utilities and power-generating industrial firms. A sure sign that emissions trading has matured is the entry of power marketers onto the scene; in bundling pollution allowances with their electricity offerings, they are making their product more attractive - and stealing a page from the coal companies` strategy book to boot. Although most current activity involves credits for sulfur dioxide (SO{sub 2}), nitrogen oxide (NO{sub x}) trading is under way in certain areas as well, although NO{sub x} markets are local and thus slower to develop. However, utilities see economic development potential in this area; some are providing NO{sub x} credits to their industrial customers to help them comply with environmental regulations - and to retain their loyalty when deregulation affords them a choice of electricity suppliers. This paper briefly discusses the issues related to emissions trading.

  10. Allowance trading made easy: The cash-forward settlement

    Centralized trading for cash-forward settlement adopts the most useful aspects of traditional commodity trading of spot cash and futures contracts, but eliminates those aspect which are most problematic for the regulated utility industry. Title IV of the Clean Air Act Amendments of 1990 created a system of tradeable pollution rights which promises to achieve U.S. acid rain reduction goals at a savings of billions of dollars compared to traditional means of environmental regulation. The ultimate success of this allowance trading program depends in large part on the utility industry's capacity to integrate a new type of transaction into planning, decision-making, and cost recovery mechanism. The breadth and novelty of this challenge, along with the conservative nature of utility planners, executives, and regulators, may be one reason exploitation of allowance trading has been slow to develop.
