    The Town of Pagosa Springs has owned and operated a geothermal heating system since December 1982 to provide geothermal heating during the fall, winter and spring to customers in this small mountain town. Pagosa Springs is located in Archuleta County, Colorado in the southwestern corner of the State. The Town, nestled in majestic mountains, including the Continental Divide to the north and east, has an elevation of 7,150 feet. The use of geothermal water in the immediate area, however, dates back to the 1800`s, with the use of Ute Bands and the Navajo Nation and later by the U.S. Calvery in the 1880`s (Lieutenant McCauley, 1878). The Pagosa area geothermal water has been reported to have healing and therapeutic qualities.

    University Park, Maryland (“UP”) is a small town of 2,540 residents, 919 homes, 2 churches, 1 school, 1 town hall, and 1 breakthrough community energy efficiency initiative: the Small Town Energy Program (“STEP”). STEP was developed with a mission to “create a model community energy transformation program that serves as a roadmap for other small towns across the U.S.” STEP first launched in January 2011 in UP and expanded in July 2012 to the neighboring communities of Hyattsville, Riverdale Park, and College Heights Estates, MD. STEP, which concluded in July 2013, was generously supported by a grant from the U.S. Department of Energy (DOE). The STEP model was designed for replication in other resource-constrained small towns similar to University Park - a sector largely neglected to date in federal and state energy efficiency programs. STEP provided a full suite of activities for replication, including: energy audits and retrofits for residential buildings, financial incentives, a community-based social marketing backbone and local community delivery partners. STEP also included the highly innovative use of an “Energy Coach” who worked one-on-one with clients throughout the program. Please see www.smalltownenergy.org for more information. In less than three years, STEP achieved the following results in University Park: • 30% of community households participated voluntarily in STEP; • 25% of homes received a Home Performance with ENERGY STAR assessment; • 16% of households made energy efficiency improvements to their home; • 64% of households proceeded with an upgrade after their assessment; • 9 Full Time Equivalent jobs were created or retained, and 39 contractors worked on STEP over the course of the project. Estimated Energy Savings - Program Totals kWh Electricity 204,407 Therms Natural Gas 24,800 Gallons of Oil 2,581 Total Estimated MMBTU Saved (Source Energy) 5,474 Total Estimated Annual Energy Cost Savings $61,343 STEP clients who had a home energy upgrade invested on average $4,500, resulting in a 13% reduction in annual energy use and utility bill savings of $325. Rebates and incentives covered 40%-50% of retrofit cost, resulting in an average simple payback of about 7 years. STEP has created a handbook in which are assembled all the key elements that went into the design and delivery of STEP. The target audiences for the handbook include interested citizens, elected officials and municipal staff who want to establish and run their own efficiency program within a small community or neighborhood, using elements, materials and lessons from STEP.

This is illustrated by its commissioning of the first commercial-scale wind turbine on the Atlantic coastline, the first suburban-sited turbine in the continental United States, pursuit of community-based offshore wind, and its push toward creating an energy independent community.     The Vehicle Technologies Office's Advanced Vehicle Testing Activity carries out testing on a wide range of advanced vehicles and technologies on dynamometers, closed test tracks, and on-the-road. These results provide benchmark data that researchers can use to develop technology models and guide future research and development. The following reports describe results of testing done on a Chrysler Town and Country PHEV 2011, an experimental model not currently for sale. The baseline performance testing provides a point of comparison for the other test results. Taken together, these reports give an overall view of how this vehicle functions under extensive testing. This research was conducted by Idaho National Laboratory.

    The mutagenic activity of airborne particulate matter collected in Pisa, a small nonindustrial town located in Italy, has been monitored over 1 year using the Ames Salmonella Test. Airborne particulate was collected on fiberglass filters using a Hi-Vol sampler and extracted by sonication and Soxhlet acetone extraction in sequence. TA 98 and TA 100 salmonella strains gave positive results with the great majority of samples. The mutagenicity trend fits with a harmonic regression with a peak during December/January and inversely correlates with the temperature. No correlations were observed with other meteorological conditions such as wind, cloud, rainfall, atmospheric pressure, and humidity. The ratio between mutagenicity/microgram of particulate matter with S9 and that without S9 remains more or less constant regardless of seasonal fluctuations, suggesting that during cold months quantitative increases of mutagens onto particulate matter have probably occurred. The comparison of air mutagenicity in different sites suggests that motor vehicle exhaust fumes are the major source of air pollution. Finally, because of high-traffic volume, air mutagenicity at street level is comparable to that observed in several metropolitan areas all over the world.

    Municipal sanitary landfills generate leachate that New York State regulations require to be collected and treated to avoid contaminating surface water and groundwater. One option for treating leachate is to haul it to municipal wastewater treatment facility. This option may be expensive, may require excessive energy for transportation, and may require pretreatment to protect the receiving facility`s processes. An alternative is on-site treatment and discharge. Personnel from the Town of Fenton, New York; Hawk Engineering, P.C.; Cornell University; and Ithaca College designed, built, and operated a pilot constructed wetland for treating leachate at the Town of Fenton`s municipal landfill. The system, consisting of two overland flow beds and two subsurface flow beds has been effective for 18 months in reducing levels of ammonia (averaging 85% removal by volatilization and denitrification) and total iron (averaging 95% removal by precipitation and sedimentation), two key constituents of the Fenton landfill`s leachate. The system effects these reductions with zero chemical and energy inputs and minimal maintenance. A third key constituent of the leachate, manganese, apparently passes through the beds with minimal removal. Details and wetland considerations are described.

    Cooper smelters are large, usually isolated, sources of air pollution. Arizona has several such plants on the periphery of small communities. The smelters emit predominantly sulfur oxides and particulates, and the residents of these communities intermittently are exposed to high concentrations (24-h sulfur dioxide (SO2) . 250 to 500 micrograms/m3) of smelter smoke but little other pollution. This study compared the respiratory health of Anglo-American school children who lived in one smelter community with children living in another small community in Arizona that was free of smelter air pollution. The prevalence of cough, as determined by questionnaire, was 25.6% in the smelter town children and 14.3% in the nonsmelter town children (p less than 0.05). Pulmonary function at the study onset was equal in the two groups. Over the course of the 4 yr of study, lung function growth (measured as actual forced expiratory volume in one second (FEV1) after 4 yr of study minus predicted FEV1) was also equal in the smelter town and nonsmelter town children. These results suggest that children in smelter communities have slightly more cough when compared with children living in other communities, but no differences in initial lung function or lung function at yearly testing over the period of the study.

    In this paper, we demonstrate the detection of millimeter waves via Autler-Townes splitting in {sup 85}Rb Rydberg atoms. This method may provide an independent, atom-based, SI-traceable method for measuring mm-wave electric fields, which addresses a gap in current calibration techniques in the mm-wave regime. The electric-field amplitude within a rubidium vapor cell in the WR-10 wave guide band is measured for frequencies of 93.71 GHz and 104.77?GHz. Relevant aspects of Autler-Townes splitting originating from a four-level electromagnetically induced transparency scheme are discussed. We measured the E-field generated by an open-ended waveguide using this technique. Experimental results are compared to a full-wave finite element simulation.

    TVA investigated water quality of Town Creek embayment using a branched two-dimensional model of Guntersville Reservoir. Simulation results were compared in terms of algal biomass, nutrient concentrations, and volume of embayment with depleted dissolved oxygen. Stratification and flushing play a significant role in the embayment water quality. Storms introduce large loadings of organics, nutrients, and suspended solids. Dissolved oxygen depletion is most severe after storms followed by low flow that fails to flush the embayment. Embayment water quality responses to potential animal waste and erosion controls were explored. Modeling indicated animal waste controls were much more cost-effective than erosion controls. Erosion controls will decrease embayment suspended solids and thereby increase algal biomass due to greater light penetration. 29 refs., 16 figs., 4 tabs.

    This report presents the results of a project to design and test a new type of trash disposal system for the Town of East Hampton, Long Island: the Intensive Recycling System. The system is intended to serve as the Town's primary means of regular trash disposal. The Intensive Recycling System is based on separation of regular trash, by household and commercial establishments, into four fractions: (1) food garbage and soiled paper; (2) paper/cardboard; (3) metal cans/glass bottles; (4) non-recyclables. Fraction 1, together with yard waste, is processed at a compost facility, yielding marketable compost. Fractions 2 and 3 are processed by a materials recovery facility (MRF) into marketable products: several grades of paper and cardboard; aluminum cans; tin cans; scrap metal; and color-sorted crushed glass (cullet). The non-recyclable components (fraction 4) and misclassified components rejected during processing are consigned to a landfill. This document is Volume 2 of two volumes and contains the appendix for Volume 1.

    This report presents the results of a project to design and test a new type of trash disposal system for the Town of East Hampton, Long Island: the Intensive Recycling System. The system is intended to serve as the Town's primary means of regular trash disposal. The Intensive Recycling System is based on separation of regular trash, by households and commercial establishments, into four fractions: (1) food garbage and soiled paper; (2) paper/cardboard; (3) metal cans/glass bottles; (4) non-recyclables. Fraction 1, together with yard waste, is processed at a compost facility, yielding marketable compost. Fractions 2 and 3 are processed by a materials recovery facility (MRF) into marketable products: several grades of paper and cardboard; aluminum cans; tin cans; scrap metal; and color-sorted crushed glass (cullet). The non-recyclable components (fraction 4) and misclassified components rejected during processing are consigned to a landfill. This document is Volume 1 of two volumes. 75 refs., 24 figs., 81 tabs.

    DOE funded several small-town energy planning projects, through the Farmer's Home Administration (FmHA) Area Development Assistance Planning Grant Program. DOE intended that this program should: (1) encourage community energy planning and the development of Integrated Community Energy Systems (ICES) and (2) provide a testing ground for the technologies and planning methods developed by its Buildings and Community Systems Division. FmHA intended that the joint program should further the development of rural areas and make DOE expertise available to grant recipients doing energy planning. All grantees under this joint program endeavored to define their local energy problems and to find local solutions. However, the resulting energy cost savings were not always impressive, and generally they were not very well documented. Lack of implementation power, lack of focus, and inability to generate local financial support for projects and further planning were the main reasons for this performance. The lack of sufficient documentation could be the result of DOE's failure to require a standardized and systematic accounting of grantees' accomplishments. The recommended changes in the scope-of-work requirements suggested in this report would cause grantees to focus their energy-planning activities so as to increase local financial support. The appendixes give a standardized format by which grantees would account for the energy savings and production made possible by their planning efforts.

    As part of the U.S. Department of Energy`s Off-Site Radiation Exposure Review Project, the time of fallout arrival and the H+12 exposure rate were estimated for populated locations in Arizona, California, Nevada, and Utah that were affected by fallout from one or more nuclear tests at the Nevada Test Site. Estimates of exposure rate were derived from measured values recorded before and after each test by fallout monitors in the field. The estimate for a given location was obtained by retrieving from a data base all measurements made in the vicinity, decay-correcting them to H+12, and calculating an average. Estimates were also derived from maps produced after most events that show isopleths of exposure rate and time of fallout arrival. Both sets of isopleths on these maps were digitized, and kriging was used to interpolate values at the nodes of a 10-km grid covering the pattern. The values at any location within the grid were then estimated from the values at the surrounding grid nodes. Estimates of dispersion (standard deviation) were also calculated. The Town Data Base contains the estimates for all combinations of location and nuclear event for which the estimated mean H+12 exposure rate was greater than three times background. A listing of the data base is included as an appendix. The information was used by other project task groups to estimate the radiation dose that off-site populations and individuals may have received as a result of exposure to fallout from Nevada nuclear tests.

    The implementation of land use planning (LUP) has a large impact on environmental quality. There lacks a widely accepted and consolidated approach to assess the LUP environmental impact using Strategic Environmental Assessment (SEA). In this paper, we developed a state-impact-state (SIS) model employed in the LUP environmental impact assessment (LUPEA). With the usage of Matter-element (ME) and Extenics method, the methodology based on the SIS model was established and applied in the LUPEA of Zoucheng County, China. The results show that: (1) this methodology provides an intuitive and easy understanding logical model for both the theoretical analysis and application of LUPEA; (2) the spatial multi-temporal assessment from base year, near-future year to planning target year suggests the positive impact on the environmental quality in the whole County despite certain environmental degradation in some towns; (3) besides the spatial assessment, other achievements including the environmental elements influenced by land use and their weights, the identification of key indicators in LUPEA, and the appropriate environmental mitigation measures were obtained; and (4) this methodology can be used to achieve multi-temporal assessment of LUP environmental impact of County or Town level in other areas. - Highlights: A State-Impact-State model for Land Use Planning Environmental Assessment (LUPEA). Matter-element (ME) and Extenics methods were embedded in the LUPEA. The model was applied to the LUPEA of Zoucheng County. The assessment shows improving environment quality since 2000 in Zoucheng County. The method provides a useful tool for the LUPEA in the county level.

    Risk, the all-encompassing four-letter word became a widely used household cliche and an institutional mantra in the nineties. Risk analysis models from the Garden of Eden to the Capitol Hill lawn have made a number of sharp paradigm shifts to evolve itself as a decision-making tool from individual risk perception to societal risk-based regulatory media. Risk always coexists with benefit and is arbitrated by costs. Risk-benefit analysis has been in use in business and industry in economic ventures for a long time. Only recently risk management in its current state of development, evolved as a regulatory tool for controlling large technological systems that have potential impacts on the health and safety of the public and on the sustainability of the ecology and the environment. This paper summarizes the evolution of the risk management concepts and models in industry and the regulatory agencies in the US over the last three decades. It also discusses the benefits and limitations of this evolving discipline as it is applied to high-risk technologies from the nuclear power plant and petrochemical industry, etc. to nuclear weapons technology.

  4. Strategy making and power in environmental assessments. Lessons from the establishment of an out-of-town shopping centre in Vaesteras, Sweden

    This paper seeks to provide deeper insights into how EA ineffectiveness is produced in land use planning practice. This is explored in a study of local development planning in the city of Vaesteras, Sweden. The case in question is the development of a large out-of-town shopping centre, propelled by the establishment of a new IKEA furniture store. The Healey (2007) framework of planning as strategy making is applied as an analytical framework, together with a focus on power-knowledge relations. In the analysis, we identify a range of mechanisms that produced ineffectiveness by limiting the role of environmental knowledge throughout the planning process. The specific mechanisms we identified were related to the overall consensus perspective in local development strategies and plans, a lack of concretisation and integration of various policies and strategies, a range of exclusion mechanisms and an overall focus on mitigation and benefits of the process in question. In practice, these mechanisms were closely intertwined. Our main conclusion is, consequently, that increased effectiveness of EA would require fundamental transformation of the norms, frameworks and routines that implicitly and explicitly guide land use planning in practice. - Highlights: Black-Right-Pointing-Pointer We analyse how EA-ineffectiveness is produced in land use planning practice. Black-Right-Pointing-Pointer Several mechanisms produce EA-ineffectiveness throughout the whole planning process. Black-Right-Pointing-Pointer These mechanisms are often closely intertwined and mutually reinforcing each other. Black-Right-Pointing-Pointer Enhancing EA-effectiveness requires a fundamental shift of the norms, frameworks and routines shaping planning practice.

    The U. S. Department of Energy (DOE), National Association of State Energy Officials (NASEO), and Association of State Energy Research and Technology Transfer Institutions (ASERTTI) signed an intergovernmental agreement on November 14, 2002, that allowed states and territories and the Federal Government to better collaborate on energy research, development, demonstration and deployment (RDD&D) projects. The agreement established the State Technologies Advancement Collaborative (STAC) which allowed the states and DOE to move RDD&D forward using an innovative competitive project selection and funding process. A cooperative agreement between DOE and NASEO served as the contracting instrument for this innovative federal-state partnership obligating funds from DOE's Office of Energy Efficiency and Renewable Energy and Office of Fossil Energy to plan, fund, and implement RDD&D projects that were consistent with the common priorities of the states and DOE. DOE's Golden Field Office provided Federal oversight and guidance for the STAC cooperative agreement. The STAC program was built on the foundation of prior Federal-State efforts to collaborate on and engage in joint planning for RDD&D. Although STAC builds on existing, successful programs, it is important to note that it was not intended to replace other successful joint DOE/State initiatives such as the State Energy Program or EERE Special Projects. Overall the STAC process was used to fund, through three competitive solicitations, 35 successful multi-state research, development, deployment, and demonstration projects with an overall average non-federal cost share of 43%. Twenty-two states were awarded at least one prime contract, and organizations in all 50 states and some territories were involved as subcontractors in at least one STAC project. Projects were funded in seven program areas: (1) Building Technologies, (2) Industrial Technologies, (3) Transportation Technologies, (4) Distributed Energy Resources, (5) Hydrogen Technology Learning Centers, (6) Fossil Energy, and (7) Rebuild America.

    We introduce the distribution of a secret multipartite entangled state in a real-world scenario as a quantum primitive. We show that in the presence of noisy quantum channels (and noisy control operations), any state chosen from the set of two-colorable graph states (Calderbank-Shor-Steane codewords) can be created with high fidelity while it remains unknown to all parties. This is accomplished by either blind multipartite entanglement purification, which we introduce in this paper, or by multipartite entanglement purification of enlarged states, which offers advantages over an alternative scheme based on standard channel purification and teleportation. The parties are thus provided with a secret resource of their choice for distributed secure applications.

    A solid state switch, with reverse conducting thyristors, is designed to operate at 20 kV hold-off voltage, 1500 A peak, 1.0 .mu.s pulsewidth, and 4500 pps, to replace thyratrons. The solid state switch is more reliable, more economical, and more easily repaired. The switch includes a stack of circuit card assemblies, a magnetic assist and a trigger chassis. Each circuit card assembly contains a reverse conducting thyristor, a resistor capacitor network, and triggering circuitry.

    A complete classification of qqqq tetraquark states in terms of the spin-flavor, color, and spatial degrees of freedom was constructed. The permutation symmetry properties of both the spin-flavor and orbital parts of the qq and qq subsystems are discussed. This complete classification is general and model independent and it is useful both for model builders and experimentalists. The total wave functions are also explicitly constructed in the hypothesis of ideal mixing; this basis for tetraquark states will enable the eigenvalue problem to be solved for a definite dynamical model. An evaluation of the tetraquark spectrum was obtained from the Iachello mass formula for normal mesons, here generalized to tetraquark systems. This mass formula is a generalization of the Gell-Mann Okubo mass formula, whose coefficients have been upgraded by a study of the latest PDG data. The ground-state tetraquark nonet was identified with f{sub 0}(600),{kappa}(800),f{sub 0}(980),a{sub 0}(980). The diquark-antidiquark limit was also studied.

    The JWL equation of state (EOS) is frequently used for the products (and sometimes reactants) of a high explosive (HE). Here we review and systematically derive important properties. The JWL EOS is of the Mie-Grueneisen form with a constant Grueneisen coefficient and a constants specific heat. It is thermodynamically consistent to specify the temperature at a reference state. However, increasing the reference state temperature restricts the EOS domain in the (V, e)-plane of phase space. The restrictions are due to the conditions that P ? 0, T ? 0, and the isothermal bulk modulus is positive. Typically, this limits the low temperature regime in expansion. The domain restrictions can result in the P-T equilibrium EOS of a partly burned HE failing to have a solution in some cases. For application to HE, the heat of detonation is discussed. Example JWL parameters for an HE, both products and reactions, are used to illustrate the restrictions on the domain of the EOS.

    As a policy tool, state tax incentives can be structured to help states meet clean energy goals. Policymakers often use state tax incentives in concert with state and federal policies to support renewable energy deployment or reduce market barriers. This analysis used case studies of four states to assess the contributions of state tax incentives to the development of renewable energy markets. State tax incentives that are appropriately paired with complementary state and federal policies generally provide viable mechanisms to support renewable energy deployment. However, challenges to successful implementation of state tax incentives include serving project owners with limited state tax liability, assessing appropriate incentive levels, and differentiating levels of incentives for technologies with different costs. Additionally, state tax incentives may result in moderately higher federal tax burdens. These challenges notwithstanding, state tax incentives that consider certain policy design characteristics can support renewable energy markets and state clean energy goals.The scale of their impact though is directly related to the degree to which they support the renewable energy markets for targeted sectors and technologies. This report highlights important policy design considerations for policymakers using state tax incentives to meet clean energy goals.

A linear relationship between oxygen concentration and the voltage arising at a current plateau occurs when oxygen accessing the electrolyte is limited by a diffusion barrier.     Solid state oxygen sensors are provided with a yttria-doped zirconia as an electrolyte and use the electrochemical oxygen pumping of the zirconia electrolyte. A linear relationship between oxygen concentration and the voltage arising at a current plateau occurs when oxygen accessing the electrolyte is limited by a diffusion barrier. A diffusion barrier is formed herein with a mixed electronic and oxygen ion-conducting membrane of lanthanum-containing perovskite or zirconia-containing fluorite. A heater may be used to maintain an adequate oxygen diffusion coefficient in the mixed conducting layer.

    The rapid thermal cycling of a material is targeted. A solid state heat exchanger with a first well and second well is coupled to a power module. A thermoelectric element is coupled to the first well, the second well, and the power module, is configured to transfer thermal energy from the first well to the second well when current from the power module flows through the thermoelectric element in a first direction, and is configured to transfer thermal energy from the second well to the first well when current from the power module flows through the thermoelectric element in a second direction. A controller may be coupled to the thermoelectric elements, and may switch the direction of current flowing through the thermoelectric element in response to a determination by sensors coupled to the wells that the amount of thermal energy in the wells falls below or exceeds a pre-determined threshold.

    Efimov states are a sequence of shallow three-body bound states that arise when the two-body scattering length is large. Efimov showed that the binding energies of these states can be calculated in terms of the scattering length and a three-body parameter by solving a transcendental equation involving a universal function of one variable. We calculate this universal function using effective field theory and use it to describe the three-body system of {sup 4}He atoms. We also extend Efimov's theory to include the effects of deep two-body bound states, which give widths to the Efimov states.

    A package for one or more solid state devices in a single module that allows for operation at high voltage, high current, or both high voltage and high current. Low thermal resistance between the solid state devices and an exterior of the package and matched coefficient of thermal expansion between the solid state devices and the materials used in packaging enables high power operation. The solid state devices are soldered between two layers of ceramic with metal traces that interconnect the devices and external contacts. This approach provides a simple method for assembling and encapsulating high power solid state devices.
