    Regulated US interstate pipelines began 1995 under the momentum of impressive efficiency improvements in 1994. Annual reports filed with the US Federal Energy Regulatory Commission (FERC) show that both natural-gas and petroleum liquids pipeline companies increased their net incomes last year despite declining operating revenues. This article discusses trends in the pipeline industry and gives data on the following: pipeline revenues, incomes--1994; current pipeline costs; pipeline costs--estimated vs. actual; current compressor construction costs; compressor costs--estimated vs. actual; US interstate mileage; investment in liquids pipelines; 10-years of land construction costs; top 10 interstate liquids pipelines; top 10 interstate gas pipelines; liquids pipeline companies; and gas pipeline companies.

    The Interstate Electrification Improvement Project, publicly known as the Shorepower Truck Electrification Project (STEP), started in May 2011 and ended in March 2015. The project grant was awarded by the Department of Energy’s Vehicles Technology Office in the amount of $22.2 million. It had three overarching missions: 1. Reduce the idling of Class 8 tractors when parked at truck stops, to reduce diesel fuel consumption and thus U.S. dependence on foreign petroleum; 2. Stimulate job creation and economic activity as part of the American Reinvestment and Recovery Act of 2009; 3. Reduce greenhouse gas emissions (GHG) from diesel combustion and the carbon footprint of the truck transportation industry. The project design was straightforward. First, build fifty Truck Stop Electrification (TSE) facilities in truck stop parking lots across the country so trucks could plug-in to 110V, 220V, or 480VAC, and shut down the engine instead of idling. These facilities were strategically located at fifty truck stops along major U.S. Interstates with heavy truck traffic. Approximately 1,350 connection points were installed, including 150 high-voltage electric standby Transport Refrigeration Unit (eTRU) plugs--eTRUs are capable of plugging in to shore power1 to cool the refrigerated trailer for loads such as produce, meats and ice cream. Second, the project provided financial incentives on idle reduction equipment to 5,000 trucks in the form of rebates, to install equipment compatible with shore power. This equipment enables drivers to shut down the main engine when parked, to heat or cool their cab, charge batteries, or use other household appliances without idling—a common practice that uses approximately 1 gallon of diesel per hour. The rebate recipients were intended to be the first fleets to plug into Shorepower to save diesel fuel and ensure there is significant population of shore power capable trucks.     On May 12, 2005, EPA promulgated the Clean Air Interstate Rule, which overhauls and expands the scope of air emissions trading programs in the eastern United States. The rule imposes statewide caps on emissions of nitrogen oxides and sulfur dioxide to be introduced in two phases, beginning in 2009.     Although many studies of electricity generation use national or state average generation mix assumptions, in reality a great deal of electricity is transferred between states with very different mixes of fossil and renewable fuels, and using the average numbers could result in incorrect conclusions in these studies. The authors create electricity consumption profiles for each state and for key industry sectors in the U.S. based on existing state generation profiles, net state power imports, industry presence by state, and an optimization model to estimate interstate electricity trading. Using these 'consumption mixes' can provide a more accurate assessment of electricity use in life-cycle analyses. It is concluded that the published generation mixes for states that import power are misleading, since the power consumed in-state has a different makeup than the power that was generated. And, while most industry sectors have consumption mixes similar to the U.S. average, some of the most critical sectors of the economy - such as resource extraction and material processing sectors - are very different. This result does validate the average mix assumption made in many environmental assessments, but it is important to accurately quantify the generation methods for electricity used when doing life-cycle analyses. 16 refs., 7 figs., 2 tabs.

    New Mexico State University organized an effort to perform static and dynamic damage-detection tests on the Interstate-40 bridge over the Rio Grande at Albuquerque. The opportunity was available because the 425-ft-long bridge was soon to be replaced. Sandia National Laboratories was asked to provide and operate a shaker that could exert 1000-lb peak amplitude forces for both sinusoidal and random excitations between 2 and 20 Hz. Two Sandia departments collaborated to design and build the shaker, using existing major components connected with Sandia-designed and -fabricated hardware. The shaker was installed and operated successfully for a series of five modal and sinusoidal response tests.

    Deliverability on the Interstate Natural Gas Pipeline System examines the capability of the national pipeline grid to transport natural gas to various US markets. The report quantifies the capacity levels and utilization rates of major interstate pipeline companies in 1996 and the changes since 1990, as well as changes in markets and end-use consumption patterns. It also discusses the effects of proposed capacity expansions on capacity levels. The report consists of five chapters, several appendices, and a glossary. Chapter 1 discusses some of the operational and regulatory features of the US interstate pipeline system and how they affect overall system design, system utilization, and capacity expansions. Chapter 2 looks at how the exploration, development, and production of natural gas within North America is linked to the national pipeline grid. Chapter 3 examines the capability of the interstate natural gas pipeline network to link production areas to market areas, on the basis of capacity and usage levels along 10 corridors. The chapter also examines capacity expansions that have occurred since 1990 along each corridor and the potential impact of proposed new capacity. Chapter 4 discusses the last step in the transportation chain, that is, deliverability to the ultimate end user. Flow patterns into and out of each market region are discussed, as well as the movement of natural gas between States in each region. Chapter 5 examines how shippers reserve interstate pipeline capacity in the current transportation marketplace and how pipeline companies are handling the secondary market for short-term unused capacity. Four appendices provide supporting data and additional detail on the methodology used to estimate capacity. 32 figs., 15 tabs.

    Historically, the absence of interconnection standards has been one of the primary barriers to the deployment of distributed generation (DG) in the United States. Although significant progress in the development of interconnection standards was achieved at both the federal and state levels in 2005, interconnection policy and net-metering policy continue to confound regulators, lawmakers, DG businesses, clean-energy advocates and consumers. For this reason it is critical to keep track of developments related to these issues.The North Carolina Solar Center (NCSC) is home to two Interstate Renewable Energy Council (IREC) projects -- the National Interconnection Project and the Database of State Incentives for Renewable Energy (DSIRE). This paper will present the major federal and state level policy developments in interconnection and net metering in 2005 and early 2006. It will also present conclusions based an analysis of data collected by these two projects.

    Using production-cost model (PLEXOS), we simulate the Western Interchange (WECC) at several levels of the yearly renewable energy (RE) generation, between 13% and 40% of the total load for the year. We look at the overall energy exchange between a region and the rest of the system (net interchange, NI), and find it useful to examine separately (i) (time-)variable and (ii) year-average components of the NI. Both contribute to inter-regional energy exchange, and are affected by wind and PV generation in the system. We find that net load variability (in relatively large portions of WECC) is the leading factor affecting the variable component of inter-regional energy exchange, and the effect is quantifiable: higher regional net load correlation with the rest of the WECC lowers net interchange variability. Further, as the power mix significantly varies between WECC regions, effects of ‘flexibility import’ (regions ‘borrow’ ramping capability) are also observed.

    Studies of effects of load modeling in optimal power flow studies using minimum cost and minimum loss objective reveal that a main disadvantage of cost minimization is the reduction of the objective via a reduction in the power demand. This inevitably results in lowering the total revenue and in most cases, reducing net revenue as well. An alternative approach for incorporating load models in security-constrained OPF (SCOPF) studies apparently avoids reducing the total power demand for the intact system, but reduces the voltages. A study of the behavior of conventional OPF solutions in the presence of loads not controlled by ULTC's shows that this result in a reducing the total power demand for the intact system. In this paper, the authors propose an objective that avoids the tendency to lower the total power demand, total revenue and net revenue, for OPF neglecting contingencies (normal OPF), as well as for security-constrained OPF. The minimum cost objective is modified by subtracting the total power demand from the total fuel cost. This is equivalent to maximizing the net revenue.

    This technical report discusses the effectiveness of the Jamaica Public Service Company Limited Net-Billing Pilot Program. The National Renewable Energy Laboratory (NREL) collected and analyzed data from a wide range of stakeholders, conducted in-country research, and compared program elements to common interconnection practices to form programmatic recommendations for the Jamaica context. NREL finds that the net-billing pilot program has successfully contributed to the support of the emerging solar market in Jamaica with the interconnection of 80 systems under the program for a total of 1.38 megawatts (MW) at the time of original analysis.

    A planewave incident on an active etalon with net roundtrip gain may be expected to diverge in field amplitude, yet applying the Fresnel formalism to Maxwell's equations admits a convergent solution. We describe this solution mathematically and provide additional insight by demonstrating the response of such a cavity to an incident beam of light. Cavities with net roundtrip gain have often been overlooked in the literature, and a clear understanding of their behavior yields insight to negative refraction in nonmagnetic media, a duality between loss and gain, amplified total internal reflection, and the negative-index lens.

    State-level accident rates by mode of freight transport have been developed and refined for application to the US Department of Energy`s (DOE`s) environmental mitigation program, which may involve large-quantity shipments of hazardous and mixed wastes from DOE facilities. These rates reflect multi-year data for interstate-registered highway earners, American Association of Railroads member carriers, and coastal and internal waterway barge traffic. Adjustments have been made to account for the share of highway combination-truck traffic actually attributable to interstate-registered carriers and for duplicate or otherwise inaccurate entries in the public-use accident data files used. State-to-state variation in rates is discussed, as is the stability of rates over time. Computed highway rates have been verified with actual carriers of high- and low-level nuclear materials, and the most recent truck accident data have been used, to ensure that the results are of the correct order of magnitude. Study conclusions suggest that DOE use the computed rates for the three modes until (1) improved estimation techniques for highway combination-truck miles by state become available; (2) continued evolution of the railroad industry significantly increases the consolidation of interstate rail traffic onto fewer high-capacity trunk lines; or (3) a large-scale off-site waste shipment campaign is imminent.

    In preparation for the time-phased net zero energy requirement for new federal buildings starting in 2020, set forth in Executive Order 13514, NASA requested that the National Renewable Energy Laboratory (NREL) to develop a roadmap for NASA's compliance. NASA detailed a Statement of Work that requested information on strategic, organizational, and tactical aspects of net zero energy buildings. In response, this document presents a high-level approach to net zero energy planning, design, construction, and operations, based on NREL's first-hand experience procuring net zero energy construction, and based on NREL and other industry research on net zero energy feasibility. The strategic approach to net zero energy starts with an interpretation of the executive order language relating to net zero energy. Specifically, this roadmap defines a net zero energy acquisition process as one that sets an aggressive energy use intensity goal for the building in project planning, meets the reduced demand goal through energy efficiency strategies and technologies, then adds renewable energy in a prioritized manner, using building-associated, emission- free sources first, to offset the annual energy use required at the building; the net zero energy process extends through the life of the building, requiring a balance of energy use and production in each calendar year.

    Research highlights: {yields} Legal and economic opinions of free interstate trade of MSW in the US are reviewed. {yields} Economic theory of landfill space as the article of commerce can align opinions. {yields} Waste management policies implied by this economic theory are compared/contrasted. - Abstract: Managing municipal solid waste (MSW) within and across regions is a complex public policy problem. One challenge regards conceptualizing precisely what commodity is to be managed across space and time. The US Supreme Court view is that waste disposal is the article of commerce per se. Some justices, however, have argued that while waste disposal is the article of commerce, its interstate flow could be impeded by states on the grounds that they have the authority to regulate natural resource quality within their boundaries. The argument in this paper is that adopting the economic theory view of the article of commerce as landfill space brings the majority and dissenting US Supreme Court views-and the resulting sides of the public policy dispute-into closer alignment. We discuss waste management policy tools that emerge from this closer alignment that are more likely to both withstand judicial scrutiny and achieve economic efficiency.

    On December 23, 2008, the D.C. Circuit Court remanded but did not vacate the Clean Air Interstate Rule (CAIR), overriding its previous decision on February 8, 2008, to remand and vacate CAIR. The December decision, which is reflected in Annual Energy Outlook 2010 (AEO) , allows CAIR to remain in effect, providing time for the Environmental Protection Agency to modify the rule in order to address objections raised by the Court in its earlier decision. A similar rule, referred to as the Clean Air Mercury Rule (CAMR), which was to set up a cap-and-trade system for reducing mercury emissions by approximately 70%, is not represented in the AEO2010 projections, because it was vacated by the D.C. Circuit Court in February 2008.

    In the past two years, public and private efforts to promote development and deployment of innovative environmental technologies have shifted from the analysis of barriers to the implementation of a variety of initiatives aimed at surmounting those barriers. Particular attention has been directed at (1) streamlining fragmented technology acceptance processes within and among the states, and (2) alleviating disincentives, created by inadequate or unverified technology cost and performance data, for users and regulators to choose innovative technologies. Market fragmentation currently imposes significant cost burdens on technology developers and inhibits the investment of private capital in environmental technology companies. Among the responses to these problems are state and federal technology certification/validation programs, efforts to standardize cost/performance data reporting, and initiatives aimed at promoting interstate cooperation in technology testing and evaluation. This paper reviews the current status of these initiatives, identifies critical challenges to their success, and recommends strategies for addressing those challenges.

    This Analysis/Model Report (AMR) describes enhancements made to the infiltration model documented in Flint et al. (1996) and documents an analysis using the enhanced model to generate spatial and temporal distributions over a model domain encompassing the Yucca Mountain site, Nevada. Net infiltration is the component of infiltrated precipitation, snowmelt, or surface water run-on that has percolated below the zone of evapotranspiration as defined by the depth of the effective root zone, the average depth below the ground surface (at a given location) from which water is removed by evapotranspiration. The estimates of net infiltration are used for defining the upper boundary condition for the site-scale 3-dimensional Unsaturated-Zone Ground Water Flow and Transport (UZ flow and transport) Model (CRWMS M&O 2000a). The UZ flow and transport model is one of several process models abstracted by the Total System Performance Assessment model to evaluate expected performance of the potential repository at Yucca Mountain, Nevada, in terms of radionuclide transport (CRWMS M&O 1998). The net-infiltration model is important for assessing potential repository-system performance because output from this model provides the upper boundary condition for the UZ flow and transport model that is used to generate flow fields for evaluating potential radionuclide transport through the unsaturated zone. Estimates of net infiltration are provided as raster-based, 2-dimensional grids of spatially distributed, time-averaged rates for three different climate stages estimated as likely conditions for the next 10,000 years beyond the present.     In lakes and rivers of eastern Ontario (Canada) commercial fishers use hoop nets to target a variety of fishes, but incidentally capture non-target (i.e., bycatch) gamefish species such as northern pike (Esox lucius). Little is known about the consequences of bycatch in inland commercial fisheries, making it difficult to identify regulatory options. Regulations that limit fishing during warmer periods and that require frequent net tending have been proposed as possible strategies to reduce bycatch mortality. Using northern pike as a model, we conducted experiments during two thermal periods (mid-April: 14.45 ± 0.32 °C, and late May: 17.17 ± 0.08 °C) where fish were retained in nets for 2 d and 6 d. A ‘0 d’ control group consisted of northern pike that were angled, immediately sampled and released. We evaluated injury, physiological status and mortality after the prescribed net retention period and for the surviving fish used radio telemetry with manual tracking to monitor delayed post-release mortality. Our experiments revealed that injury levels, in-net mortality, and post-release mortality tended to increase with net set duration and at higher temperatures. Pike exhibited signs of chronic stress and starvation following retention, particularly at higher temperatures. Total mortality rates were negligible for the 2 d holding period at 14 °C, 14% for 6 d holding at 14 °C, 21% for 2 d holding at 17 °C, and 58% for 6 d holding at 17 °C. No mortality was observed in control fish. Collectively, these data reveal that frequent net tending, particularly at warmer temperatures, may be useful for conserving gamefish populations captured as bycatch in inland hoop net fisheries.

    Semantic Web applications require robust and accurate annotation tools that are capable of automating the assignment of ontological classes to words in naturally occurring text (ontological annotation). Most current ontologies do not include rich lexical databases and are therefore not easily integrated with word sense disambiguation algorithms that are needed to automate ontological annotation. WordNet provides a potentially ideal solution to this problem as it offers a highly structured lexical conceptual representation that has been extensively used to develop word sense disambiguation algorithms. However, WordNet has not been designed as an ontology, and while it can be easily turned into one, the result of doing this would present users with serious practical limitations due to the great number of concepts (synonym sets) it contains. Moreover, mapping WordNet to an existing ontology may be difficult and requires substantial labor. We propose to overcome these limitations by developing an analytical platform that (1) provides a WordNet-based ontology offering a manageable and yet comprehensive set of concept classes, (2) leverages the lexical richness of WordNet to give an extensive characterization of concept class in terms of lexical instances, and (3) integrates a class recognition algorithm that automates the assignment of concept classes to words in naturally occurring text. The ensuing framework makes available an ontological annotation platform that can be effectively integrated with intelligence analysis systems to facilitate evidence marshaling and sustain the creation and validation of inference models.

    This chapter focuses on the methods used to estimate net energy savings in evaluation, measurement, and verification (EM&V) studies for energy efficiency (EE) programs. The chapter provides a definition of net savings, which remains an unsettled topic both within the EE evaluation community and across the broader public policy evaluation community, particularly in the context of attribution of savings to particular program. The chapter differs from the measure-specific Uniform Methods Project (UMP) chapters in both its approach and work product. Unlike other UMP resources that provide recommended protocols for determining gross energy savings, this chapter describes and compares the current industry practices for determining net energy savings, but does not prescribe particular methods.

    Large scale wind power production and its variability is one of the major inputs to wind integration studies. This paper analyses measured data from large scale wind power production. Comparisons of variability are made across several variables: time scale (10-60 minute ramp rates), number of wind farms, and simulated vs. modeled data. Ramp rates for Wind power production, Load (total system load) and Net load (load minus wind power production) demonstrate how wind power increases the net load variability. Wind power will also change the timing of daily ramps.

    A method of net-shaping using aerogel materials is provided by first forming a sol, aging the sol to form a gel, with the gel having a fluid component and having been formed into a medium selected from the group consisting of a powder, bulk material, or granular aerobeads, derivatizing the surface of the gel to render the surface unreactive toward further condensation, removing a portion of the fluid component of the final shaped gel to form a partially dried medium, placing the medium into a cavity, wherein the volume of said medium is less that the volume of the cavity, and removing a portion of the fluid component of the medium. The removal, such as by heating at a temperature of approximately less than 50.degree. C., applying a vacuum, or both, causes the volume of the medium to increase and to form a solid aerogel. The material can be easily removed by exposing the material to a solvent, thereby reducing the volume of the material. In another embodiment, the gel is derivatized and then formed into a shaped medium, where subsequent drying reduces the volume of the shaped medium, forming a net-shaping material. Upon further drying, the material increases in volume to fill a cavity. The present invention is both a method of net-shaping and the material produced by the method.

    The completion of Grand Coulee Dam for power production, flood control, and irrigation resulted in the creation of a blocked area above the dam and in the loss of anadromous fish. Because of lake level fluctuations required to meet the demands for water release or storage, native or indigenous fish were often threatened. For many years very little effort was given to stocking the waters above the dam. However, studies by fish biologists showed that there was a good food base capable of supporting rainbow and kokanee (Gangmark and Fulton 1949, Jagielo 1984, Scholz etal 1986, Peone etal 1990). Further studies indicated that artificial production might be a way of restoring or enhancing the fishery. In the 1980's volunteers experimented with net pens. The method involved putting fingerlings in net pens in the fall and rearing them into early summer before release. The result was an excellent harvest of healthy fish. The use of net pens to hold the fingerlings for approximately nine months appears to reduce predation and the possibility of entrainment during draw down and to relieve the hatcheries to open up available raceways for future production. The volunteer net pen program grew for a few years but raising funds to maintain the pens and purchase food became more and more difficult. In 1995 the volunteer net pen project (LRDA) was awarded a grant through the Northwest Power Planning Council's artificial production provisions.

    Total is on track to become Indonesia's leading gas exporter by the turn of the century. Total's aggressive development of its Mahakam Delta acreage in East Kalimantan is intended to keep pace with growing liquefied natural gas demand, mainly from Japan but also increasingly from South Korea and Taiwan. A frantic scramble is under way among natural gas suppliers in the Pacific Rim region, particularly those with current LNG export facilities, to accommodate projections of soaring natural gas demand in the region. Accordingly, Total's Indonesian gas production goal is the centerpiece of a larger strategy to become a major player in the Far East Asia gas scene. Its goals also fall in line with Indonesia's. Facing flat or declining oil production while domestic oil demand continues to soar along with a rapidly growing economy, Indonesia is heeding some studies that project the country could become a net oil importer by the turn of the century. The paper describes Total's Far East strategy, the Mahakam acreage which it operates, the shift to gas development, added discoveries, future development, project spending levels, and LNG export capacity.

    As interest in community solutions to renewable energy grows, more states are beginning to develop policies that encourage properties with more than one meter to install shared renewable energy systems. State net metering policies are evolving to allow the aggregation of multiple meters on a customer’s property and to dissolve conventional geographical boundaries. This trend means net metering is expanding out of its traditional function as an enabling incentive to offset onsite customer load at a single facility. This paper analyzes community net energy metering (CNEM) as an emerging vehicle by which farmers, neighborhoods, and municipalities may more easily finance and reap the benefits of renewable energy. Specifically, it aims to compare and contrast the definition of geographical boundaries among different CNEM models and examine the benefits and limitations of each approach. As state policies begin to stretch the geographic boundaries of net metering, they allow inventive solutions to encourage renewable energy investment. This paper attempts to initiate the conversation on this emerging policy mechanism and offers recommendations for further development of these policies.

    The purpose of this model report is to document the infiltration model used to estimate upper-bound, mean, and lower-bound spatially-distributed average annual net infiltration rates for present-day and potential future climates at Yucca Mountain, Nevada. Net infiltration is the component of infiltrated precipitation, snowmelt, or surface water run-on that has percolated below the zone of evapotranspiration as defined by the depth of the effective root zone. The estimates of net infiltration are primarily used for defining the upper boundary condition for the site-scale three-dimensional unsaturated zone (UZ) model. The UZ flow model is one of several process models abstracted by the total system performance assessment (TSPA) model used to evaluate performance of the repository at Yucca Mountain, Nevada. The net-infiltration model is important for assessing repository-system performance because output from this model provides the upper boundary condition for the UZ flow model used to generate flow fields; water percolating downward from the UZ will be the principal means by which radionuclides are potentially released to the saturated zone (SZ). The SZ is the principal pathway to the biosphere where the reasonably maximally exposed individual (RMEI) is exposed to radionuclides.

    An article of similar title was published in the International Journal of Radioactive Materials Transport in 1999. The study concluded that the daytime and nighttime populations are not substantially different for the metropolitan areas examined. This study revisits the issue, but using the LandScan USA high resolution population distribution data, which includes daytime and night-time population. Segments of Interstate highway beltways, along with the direct route through the city, for Atlanta, St. Louis, and Kansas City are examined with an 800m buffer from either side of the highways. The day/night ratio of population is higher using the LandScan USA data. LandScan USA daytime and night-time data will be incorporated into the TRAGIS routing model in future.

    As energies have increased exponentially with time so have the size and complexity of accelerators and control systems. NN may offer the kinds of improvements in computation and control that are needed to maintain acceptable functionality. For control their associative characteristics could provide signal conversion or data translation. Because they can do any computation such as least squares, they can close feedback loops autonomously to provide intelligent control at the point of action rather than at a central location that requires transfers, conversions, hand-shaking and other costly repetitions like input protection. Both computation and control can be integrated on a single chip, printed circuit or an optical equivalent that is also inherently faster through full parallel operation. For such reasons one expects lower costs and better results. Such systems could be optimized by integrating sensor and signal processing functions. Distributed nets of such hardware could communicate and provide global monitoring and multiprocessing in various ways e.g. via token, slotted or parallel rings (or Steiner trees) for compatibility with existing systems. Problems and advantages of this approach such as an optimal, real-time Turing machine are discussed. Simple examples are simulated and hardware implemented using discrete elements that demonstrate some basic characteristics of learning and parallelism. Future microprocessors' are predicted and requested on this basis. 19 refs., 18 figs.

    The U.S. liquid petroleum pipeline industry is large, diverse, and vital to the nation's economy. Comprised of approximately 200,000 miles of pipe in all fifty states, liquid petroleum pipelines carried more than 40 million barrels per day, or 4 trillion barrel-miles, of crude oil and refined products during 2001. That represents about 17% of all freight transported in the United States, yet the cost of doing so amounted to only 2% of the nation's freight bill. Approximately 66% of domestic petroleum transport (by ton-mile) occurs by pipeline, with marine movements accounting for 28% and rail and truck transport making up the balance. In 2004, the movement of crude petroleum by domestic federally regulated pipelines amounted to 599.6 billion tonmiles, while that of petroleum products amounted to 315.9 billion ton-miles (AOPL 2006). As an illustration of the low cost of pipeline transportation, the cost to move a barrel of gasoline from Houston, Texas, to New York Harbor is only 3 cents per gallon, which is a small fraction of the cost of gasoline to consumers. Pipelines may be small or large, up to 48 inches in diameter. Nearly all of the mainline pipe is buried, but other pipeline components such as pump stations are above ground. Some lines are as short as a mile, while others may extend 1,000 miles or more. Some are very simple, connecting a single source to a single destination, while others are very complex, having many sources, destinations, and interconnections.     Several methods have been proposed to replace the Freon(TM)-extraction method to determine total petroleum hydrocarbon (TPH) content. For reasons of cost, sensitivity, precision, or simplicity, none of the replacement methods are feasible for analysis of radioactive samples at our facility. We have developed a method to measure total petroleum hydrocarbon content in aqueous sample matrixes using total organic carbon (total carbon) determination. The total carbon content (TC1) of the sample is measured using a total organic carbon analyzer. The sample is then contacted with a small volume of non-pokar solvent to extract the total petroleum hydrocarbons. The total carbon content of the resultant aqueous phase of the extracted sample (TC2) is measured. Total petroleum hydrocarbon content is calculated (TPH = TC1-TC2). The resultant data are consistent with results obtained using Freon(TM) extraction followed by infrared absorbance.

    Concentrations of the heavy metals copper, lead, and zinc, and other constituents, were measured in soil and runoff before and after construction of a stormwater detention basin at the Interstate 95-State Route 656 interchange near Atlee, VA, from April 1993 through May 1997. The spatial and vertical distribution of heavy metals in soil indicate that the paved traffic lanes of the interstate highway are a source of the metals. Concentrations of the metals in soil decrease with increasing soil depth below the ground surface and with increasing distance from the highway lanes. Of the three metals for which samples were analyzed, lead was generally present at the greatest concentration, and copper was at the lowest concentration in the soil.
