    Recent developments and pending issues in low-energy strong interaction physics with strangeness are summarized. Chiral SU(3) effective field theory has progressed as the appropriate theoretical framework applied to antikaon- and hyperon-nuclear systems. Topics include antikaon-nucleon interactions and the Lambda(1405), KbarNN systems, recent developments in hyperon-nucleon interactions and strangeness in dense baryonic matter with emphasis on new constraints from neutron star observations.

    Large-scale nuclear reactors are traditionally operated for a singular purpose: steady-state production of dispatchable baseload electricity that is distributed broadly on the electric grid. While this implementation is key to a sustainable, reliable energy grid, SMRs offer new opportunities for increased use of clean nuclear energy for both electric and thermal applications in more locations – while still accommodating the desire to support renewable production sources. This chapter considers a scenario in which renewable generation would be tightly coupled with the nuclear generation source – behind the grid – to meet the grid demand as an integrated energy system while simultaneously producing other commodities with the available thermal energy.

    A comprehensive way of deriving the Hamiltonian of the interacting boson model (IBM) is described. Based on the fact that the multi-nucleon induced surface deformation in finite nucleus is simulated by effective boson degrees of freedom, the potential energy surface calculated with self-consistent mean-field method employing a given energy density functional (EDF) is mapped onto the IBM analog, and thereby the excitation spectra and transition rates with good symmetry quantum numbers are calculated. Recent applications of the proposed approach are reported: (i) an alternative robust interpretation of the {gamma}-soft nuclei and (ii) shape coexistence in lead isotopes.

    We report a strategy to investigate O vacancy (V{sub O}) involved energy transfer and dual-wavelength yellow emission in coaxial nanocable. By electric field deposition and subsequent sol-gel template approach, ZnO:Tb/Y{sub 2}O{sub 3}:Eu coaxial nanocable arrays are synthesized. After visible light excitation, system is promoted to O vacancy charge transfer state of V{sub O}(0/+). In the following cross relaxation, energy transfer from V{sub O} to the excitation energy level of Tb{sup 3+} in ZnO:Tb core area. While in Y{sub 2}O{sub 3}:Eu shell area, energy transfer to the excitation energy level of Eu{sup 3+}. Subsequently, dual-wavelength emission is observed. By constructing nanocable with dual-wavelength emission, yellow luminescence is obtained. Adjust doping concentration of Eu{sup 3+} or Tb{sup 3+} in the range of 0.01–0.05, chromaticity coordinates of ZnO:Tb/Y{sub 2}O{sub 3}:Eu nanocable stably stays at yellow region in color space except ZnO:Tb{sub 0.01}/Y{sub 2}O{sub 3}:Eu{sub 0.01}. As Vo states act as media in energy transfer process in nanocablers, visible light can stimulate dual-wavelength emissions. Yellow luminescent nanocable arrays will have great applications in light-emitting diode luminescence.

    The integration of multiple materials with complementary absorptions into a single junction device is regarded as an efficient way to enhance the power conversion efficiency (PCE) of organic solar cells (OSCs). However, because of increased complexity with one more component, only limited high-performance ternary systems have been demonstrated previously. Here we report an efficient ternary blend OSC with a PCE of 9.2%. We show that the third component can reduce surface trap densities in the ternary blend.   12. Additional EIPC Study Analysis: Interim Report on High Priority Topics

    Between 2010 and 2012 the Eastern Interconnection Planning Collaborative (EIPC) conducted a major long-term resource and transmission study of the Eastern Interconnection (EI). With guidance from a Stakeholder Steering Committee (SSC) that included representatives from the Eastern Interconnection States Planning Council (EISPC) among others, the project was conducted in two phases. Phase 1 involved a long-term capacity expansion analysis that involved creation of eight major futures plus 72 sensitivities. Three scenarios were selected for more extensive transmission- focused evaluation in Phase 2. Five power flow analyses, nine production cost model runs (including six sensitivities), and three capital cost estimations were developed during this second phase. The results from Phase 1 and 2 provided a wealth of data that could be examined further to address energy-related questions. A list of 13 topics was developed for further analysis; this paper discusses the first five.

    The Accelerator Production of Tritium (APT) project, sponsored by Department of Energy Defense Programs (DOE/DP), involves the preconceptual design of an accelerator system to produce tritium for the nation`s stockpile of nuclear weapons. Tritium is an isotope of hydrogen used in nuclear weapons, and must be replenished because of radioactive decay (its half-life is approximately 12 years). Because the annual production requirements for tritium has greatly decreased since the end of the Cold War, an alternative approach to reactors for tritium production, based on a linear accelerator, is now being seriously considered. The annual tritium requirement at the time this study was undertaken (1992-1993) was 3/8 that of the 1988 goal, usually stated as 3/8-Goal. Continued reduction in the number of weapons in the stockpile has led to a revised (lower) production requirement today (March, 1995). The production requirement needed to maintain the reduced stockpile, as stated in the recent Nuclear Posture Review (summer 1994) is approximately 3/16-Goal, half the previous level. The Nuclear Posture Review also requires that the production plant be designed to accomodate a production increase (surge) to 3/8-Goal capability within five years, to allow recovery from a possible extended outage of the tritium plant. A multi-laboratory team, collaborating with several industrial partners, has developed a preconceptual APT design for the 3/8-Goal, operating at 75% capacity. The team has presented APT as a promising alternative to the reactor concepts proposed for Complex-21. Given the requirements of a reduced weapons stockpile, APT offers both significant safety, environmental, and production-fexibility advantages in comparison with reactor systems, and the prospect of successful development in time to meet the US defense requirements of the 21st Century.

    An analysis of the energy conservation and life cycle cost benefits of boost heaters for dishwashers is presented to provide technical information to assist in determining whether to modify the dishwasher test procedure to include boost heaters. Two manufacturers are offering dishwashers which have an inlet water temperature requirement of 120/sup 0/F. Cleaning performance in these appliances is maintained with an electric coil in the sump of the dishwasher, which boosts the incoming water to its final temperature. Both manufacturers have petitioned DOE for exemption from efficiency standards, since current DOE test procedures give no credit for water heater energy savings. The evaluation shows boost heaters to be energy conserving for all conditions. The life cycle cost analysis indicates boost heaters are cost effective in all cases for homes with electric water heaters, and in most cases for homes having gas water heaters. Additionally the proposed standards for dishwashers will lower water consumption in 1985 model dishwashers such that boost heaters will become cost effective in all cases.

    This report summarizes the progress made during the second year of the three year DOE agreement DE-FG02-93ER40764 on theoretical nuclear physics research performed at the Columbia University and presents a detailed budget adjustment for the third year period December 15, 1994 to December 14, 1995. Sections 1.1 to 1.8 highlight the technical progress made on the following general areas: Multiple scattering and radiative processes in QCD; the quark-gluon plasma transition in nuclear matter; QCD transport theory and dissipative mechanism in dense matter; phenomenological models of high energy interactions involving nuclei; signatures of quark-gluon plasma formation in A+A; neurocomputation theory.     Most topic modeling algorithms that address the evolution of documents over time use the same number of topics at all times. This obscures the common occurrence in the data where new subjects arise and old ones diminish or disappear entirely. We propose an algorithm to model the birth and death of topics within an LDA-like framework. The user selects an initial number of topics, after which new topics are created and retired without further supervision. Our approach also accommodates many of the acceleration and parallelization schemes developed in recent years for standard LDA. In recent years, topic modeling algorithms such as latent semantic analysis (LSA)[17], latent Dirichlet allocation (LDA)[10] and their descendants have offered a powerful way to explore and interrogate corpora far too large for any human to grasp without assistance. Using such algorithms we are able to search for similar documents, model and track the volume of topics over time, search for correlated topics or model them with a hierarchy. Most of these algorithms are intended for use with static corpora where the number of documents and the size of the vocabulary are known in advance. Moreover, almost all current topic modeling algorithms fix the number of topics as one of the input parameters and keep it fixed across the entire corpus. While this is appropriate for static corpora, it becomes a serious handicap when analyzing time-varying data sets where topics come and go as a matter of course. This is doubly true for online algorithms that may not have the option of revising earlier results in light of new data. To be sure, these algorithms will account for changing data one way or another, but without the ability to adapt to structural changes such as entirely new topics they may do so in counterintuitive ways.

    The flammable gas safety issue was recognized in 1990 with the declaration of an unreviewed safety question (USQ) by the U. S. Department of Energy as a result of the behavior of the Hanford Site high-level waste tank 241-SY-101. This tank exhibited episodic releases of flammable gas that on a couple of occasions exceeded the lower flammability limit of hydrogen in air. Over the past six years there has been a considerable amount of knowledge gained about the chemical and physical processes that govern the behavior of tank 241-SY-1 01 and other tanks associated with the flammable gas safety issue. This report was prepared to provide an overview of that knowledge and to provide a description of the key information still needed to resolve the issue. Items covered by this report include summaries of the understanding of gas generation, retention and release mechanisms, the composition and flammability behavior of the gas mixture, the amounts of stored gas, and estimated gas release fractions for spontaneous releases. `Me report also discusses methods being developed for evaluating the 177 tanks at the Hanford Site and the problems associated with these methods. Means for measuring the gases emitted from the waste are described along with laboratory experiments designed to gain more information regarding rates of generation, species of gases emitted and modes of gas storage and release. Finally, the process for closing the USQ is outlined as are the information requirements to understand and resolve the flammable gas issue.

    This report overviews crosscutting regulatory topics for nuclear fuel cycle facilities for use in the Fuel Cycle Research&Development Nuclear Fuel Cycle Evaluation and Screening study. In particular, the regulatory infrastructure and analysis capability is assessed for the following topical areas:Fire Regulations (i.e., how applicable are current Nuclear Regulatory Commission (NRC) and/or International Atomic Energy Agency (IAEA) fire regulations to advance fuel cycle facilities)Consequence Assessment (i.e., how applicable are current radionuclide transportation tools to support risk-informed regulations and Level 2 and/or 3 PRA) While not addressed in detail, the following regulatory topic is also discussed:Integrated Security, Safeguard and Safety Requirement (i.e., how applicable are current Nuclear Regulatory Commission (NRC) regulations to future fuel cycle facilities which will likely be required to balance the sometimes conflicting Material Accountability, Security, and Safety requirements.)

    Charge-state-resolved ion energy distribution functions were measured for pulsed cathodic arcs taking the sheath into account that formed between the plasma and the entrance of a combined energy and mass spectrometer. An electron emitting probe was employed to independently determine the plasma potential. All results were obtained by averaging over several individual measurements because the instantaneous energy distributions and the plasma potential show large amplitude fluctuations due to the explosive nature of the arc plasma generation. It was found that the ion energy distribution functions in the plasma were independent of the ion charge state. This is in contrast to findings with continuously operating, direct-current arcs that employ a magnetic field at the cathode to steer the cathode spot motion. The different findings indicate the important role of the magnetic steering field for the plasma properties of direct-current arcs. The results are further supported by experiments with 'biased plasmas' obtained by shifting the potential of the anode. Finally, it was shown that the ion energy distributions were broader and shifted to higher energy at the beginning of each arc pulse. The characteristic time for relaxation to steady state distributions is about 100 {mu}s.

    The Energy Analysis Program (EAP) at the Lawrence Berkeley Laboratory (LBL) first becamc involved in Chinese energy issues through a joint China-US symposium on markets and demand for energy held in Nanjing in November of 1988. Discovering common interests, EAP began to collaborate on projects with the Energy Research Institute (ERI) of China's State Planning Commission. In the course of this work it became clear that a major issue in the furtherance of our research was the acquisition of reliable data. In addition to other, more focused activities-evaluating programs of energy conservation undertaken in China and the prospects for making Chinese industries more energy-efficient, preparing historical reviews of energy supply and demand in the People's Republic of China, sponsoring researchers from China to work with experts at LBL on such topics as energy efficiency standards for buildings, adaptation of US energy analysis software to Chinese conditions, and transportation issues-we decided to compile, assess, and organize Chinese energy data. We are hopeful that this volume will not only help us in our work, but help build a broader community of Chinese energy policy studies within the US.

    This document reviews the current understanding of hazards associated with the storage of organic complexant salts in Hanford Site high-level waste tanks. Two distinct hazards were evaluated: spontaneous self- accelerating decomposition reactions in the bulk material (bulk runaway) and ignition followed by condensed phase propagation (point source ignition). Results from the bulk runaway assessment showed that bulk runaway is not credible for all tanks except C-106. However, speciation of the organic in C-106 shows that it is almost all in the form of low energy oxalate, and there is little potential for a bulk runaway. Additional testing and evaluation would be necessary to definitely conclude that there is no potential for bulk runaway; therefore, controls are currently required for his tank. Temperature monitoring and controls (water addition and active ventilation) are adequate to prevent bulk runaway in C-106.

Preparing this volume confronted us with a number of difficult issues. The most frustrating usually involved the different approaches to sectoral divisions taken in China and the US. For instance, fuel used by motor vehicles belonging to industrial enterprises is counted as industrial consumption in China; only fuel use by vehicles belonging to enterprises engaged primarily in transportation is countcd as transportation use. The estimated adjustment to count all fuel use by vehicles as transportation energy use is quite large, since a large fraction of motor vehicles belong to industrial enterprises. Similarly, Chinese industrial investment figures are skewed compared to those collected in the US because a large portion of enterprises` investment funds is directed towards providing housing and social services for workers and their families.

    In the first chapter, terminology, physical and radiological quantities, and units of measurement used to describe the properties of accelerator radiation fields are reviewed.     The NGA Center's 'Engaging States on Energy Security and Energy Assurance' has been successful in achieving the stated project purposes and objectives both in the initial proposal as well as in subsequent revisions to it. Our activities, which involve the NGA Center for Best Practices (The NGA Center) Homeland Security and Technology Division, included conducting tabletop exercises to help federal and state homeland security and energy officials determine roles and actions for various emergency scenarios. This included efforts to education state official on developing an energy assurance plan, harmonizing approaches to controlling price volatility, implementing reliability standards, understanding short and long-term energy outlooks and fuel diversification, and capitalizing on DOE's research and development activities. Regarding our work on energy efficiency and renewable energy, the NGA Center's Environment, Energy and Natural Resources Division hosted three workshops which engaged states on the clean energy and alternative transportation fuel and also produced several reports on related topics. In addition, we convened 18 meetings, via conference call, of the Energy Working Group. Finally, through the NGA Center's Front and Center newsletter articles, the NGA Center disseminated promising practices to a wide audience of state policymakers. The NGA Center also hosted a number of workshops and web conferences designed to directly engage states on the deliverables under this Cooperative Agreement. Through the NGA Center's written products and newsletter articles, the NGA Center was able to disseminate promising practices to a wide audience of state policymakers.

    This multidisciplinary project was initiated in fiscal year 1986. It comprises 11 reports in two major interrelated tasks: The technical assistance part of the project includes reviewing the progress of the major projects in the DOE Office of Civilian Radioactive waste Management (OCRWM) Program and advising the Engineering and Geotechnology Division on significant technical issues facing each project; analyzing geotechnical data, reports, tests, surveys and plans for the different projects; reviewing and commenting on major technical reports and other program documents such as Site Characterization Plans (SCP) and Study Plans; and providing scientific and technical input at technical meetings. The topical studies activity comprises studies on scientific and technical ions and issues of significance to in-situ testing, test analysis methods, and site characterization of nuclear waste geologic repositories. The subjects of study were selected based on discussions with DOE staff. One minor topic is a preliminary consideration and planning exercise for postclosure monitoring studies. The major task, with subtasks involving various geoscience disciplines, is a study of the mechanical, hydraulic, geophysical and geochemical properties of fractures in geologic rock masses.

    The Clean Coal Technology Demonstration Program (also referred to as the CCT Program), is a unique government/industry cost-shared effort to develop these advanced coal-based technologies. The CCT Program provides numerous options for addressing a wide range of energy and environmental issues, including acid rain, global climate change, improved energy efficiency, energy security, and environmental qualitiy. It is intended to demonstrate a new generation of full-scale, ``showcase`` facilities built through the United States. Gas Reburning, Sorbent Injection and Integrated Technologies -- the subject of this Topical Report -- are one such set of promising innovative developments. In addition to discussing the technologies involved, this report will describe two specific projects, results to date, and the commercial promise of these processes. The objectives of Gas Reburning and Sorbent Injection were to have a 60% reduction in NO{sub x} emissions and a 50% reduction in SO{sub 2} emissions. These objectives have been achieved at the tangentially-fired boiler at the Hennepin site of Illinois Power and at the cyclone-fired boiler operated by City Water, Light and Power in Springfield, Illinois. The other project, Gas Reburning and Low NO{sub x} Burners had the goal of a 70% NO{sub x} reduction from the wall-fired boiler operated by Public Service of Colorado at Denver. In early preliminary testing, this goal was also achieved. Energy and Environmental Research (EER) is now ready to design and install Gas Rebunting and Sorbent Injection systems, and Gas Reburning-Low NO{sub x}, Burner systems for any utility or industrial application. These technologies are offered with performance and emission control guarantees.

    The Analysis Function of the US-CERT Control Systems Security Center (CSSC) at the Idaho National Laboratory (INL) has prepared this report to document cyber security incidents for use by the CSSC. The description and analysis of incidents reported herein support three CSSC tasks: establishing a business case; increasing security awareness and private and corporate participation related to enhanced cyber security of control systems; and providing informational material to support model development and prioritize activities for CSSC. The stated mission of CSSC is to reduce vulnerability of critical infrastructure to cyber attack on control systems. As stated in the Incident Management Tool Requirements (August 2005) ''Vulnerability reduction is promoted by risk analysis that tracks actual risk, emphasizes high risk, determines risk reduction as a function of countermeasures, tracks increase of risk due to external influence, and measures success of the vulnerability reduction program''. Process control and Supervisory Control and Data Acquisition (SCADA) systems, with their reliance on proprietary networks and hardware, have long been considered immune to the network attacks that have wreaked so much havoc on corporate information systems. New research indicates this confidence is misplaced--the move to open standards such as Ethernet, Transmission Control Protocol/Internet Protocol, and Web technologies is allowing hackers to take advantage of the control industry's unawareness. Much of the available information about cyber incidents represents a characterization as opposed to an analysis of events. The lack of good analyses reflects an overall weakness in reporting requirements as well as the fact that to date there have been very few serious cyber attacks on control systems. Most companies prefer not to share cyber attack incident data because of potential financial repercussions. Uniform reporting requirements will do much to make this information available to Department of Homeland Security (DHS) and others who require it. This report summarizes the rise in frequency of cyber attacks, describes the perpetrators, and identifies the means of attack. This type of analysis, when used in conjunction with vulnerability analyses, can be used to support a proactive approach to prevent cyber attacks. CSSC will use this document to evolve a standardized approach to incident reporting and analysis. This document will be updated as needed to record additional event analyses and insights regarding incident reporting. This report represents 120 cyber security incidents documented in a number of sources, including: the British Columbia Institute of Technology (BCIT) Industrial Security Incident Database, the 2003 CSI/FBI Computer Crime and Security Survey, the KEMA, Inc., Database, Lawrence Livermore National Laboratory, the Energy Incident Database, the INL Cyber Incident Database, and other open-source data. The National Memorial Institute for the Prevention of Terrorism (MIPT) database was also interrogated but, interestingly, failed to yield any cyber attack incidents. The results of this evaluation indicate that historical evidence provides insight into control system related incidents or failures; however, that the limited available information provides little support to future risk estimates. The documented case history shows that activity has increased significantly since 1988. The majority of incidents come from the Internet by way of opportunistic viruses, Trojans, and worms, but a surprisingly large number are directed acts of sabotage. A substantial number of confirmed, unconfirmed, and potential events that directly or potentially impact control systems worldwide are also identified. Twelve selected cyber incidents are presented at the end of this report as examples of the documented case studies (see Appendix B).

    Hybrid energy systems utilize two or more energy resources as inputs to two or more physically coupled subsystems to produce one or more energy commodities as outputs. Nuclear hybrid energy systems can be used to provide load-following electrical power to match diurnal to seasonal-scale changes in power demand or to compensate for the variability of renewable wind or solar generation. To maintain economical, full rate operation of the nuclear reactor, its thermal energy available when power demand is low could be diverted into making synthetic vehicle fuels of various types. The Institute for Nuclear Energy Science and Technology (INEST) and the Joint Institute for Strategic Energy Analysis (JISEA) co-sponsored an international workshop to identify research topics important in advancing the potential use of hybrid systems with a specific focus on nuclear-renewable hybrid systems. The workshop included presentations ranging from energy challenges and research and development (R&D) directions being pursued by nations to multiple options for hybrid systems. Those options include one that is being commercialized to other opportunities and analysis results quantifying them. The workshop also involved two breakout sessions - one focused on thermal energy management issues especially at unit-operation scale and the second focused on system operations issues including system controls, regulatory issues, technical and economic analysis, and market challenges. A discussion involving the full group focused on more general issues such as societal involvement and participation. Key criteria for selecting hybrid energy system projects and metrics for comparing them were also identified by the full group. The workshop's findings are being used initially by INEST to define topics for a research preproposal solicitation.

    The DOE Energy Materials Coordinating Committee (EMaCC) serves primarily to enhance coordination among the Department`s materials programs and to further effective use of materials expertise within the Department. These functions are accomplished through the exchange of budgetary and planning information among program managers and through technical meetings/workshops on selected topics involving both DOE and major contractors. In addition, EMaCC assists in obtaining materials-related inputs for both intra- and interagency compilations. This report summarizes EMaCC activities for FY 1997 and describes the materials research programs of various offices and divisions within the Department.

    From a management perspective, understanding the information that exists on a network and how it is distributed provides a critical advantage. This work explores the use of topic modeling as an approach to automatically determine the classes of information that exist on an organization's network, and then use the resultant topics as centroid vectors for the classification of individual documents in order to understand the distribution of information topics across the enterprise network. Based on our preliminary photobiological and genetic analysis of the sob1-D mutant, we hypothesized that OBP3 is a transcription factor involved in both phytochrome and cryptochrome-mediated signal transduction. In addition, we hypothesized that OBP3 is involved in auxin signaling and root development. Based on our preliminary photobiological and genetic analysis of the sob2-D mutant, we also hypothesized that a related gene, LEP, is involved in hormone signaling and seedling development.

In addition, EMaCC assists in obtaining materials-related inputs for both intra- and interagency compilations. Topical subcommittees of the EMaCC are responsible for conducting seminars and otherwise facilitating information flow between DOE organizational units in materials areas of particular importance to the Department. The EMaCC Terms of Reference were recently modified and developed into a Charter that was approved on June 5, 2003. As a result of this reorganization, the existing subcommittees were disbanded and new subcommittees are being formed.
